New Market and other thoroughfare wore a deserted look. There were also reports of some autorickshaw drivers buying petrol from black market. Commissioner of police, Limasunep Jamir, said that the day passed off peacefully without any untoward incident. Meanwhile, representatives of NMDA, DCCI,
BAN and EDBA jointly submitted a memorandum to Commissioner of Police Dimapur when they met him at his office on Tuesday. They demanded that the police apprehend the culprits at the earliest and book them under appropriate sections of the law. The four business organizations have also appealed for
deployment of more security forces for the safety of business community as well as the public. They also urged the law enforcing agencies to be more vigilant so as to avoid such occurrences in the future. Commissioner of police agreed to increase the deployment of security forces in the town, the business bodies stated.
State government has constituted a five -member special investigation team (SIT) to probe the May 30 bomb attack in Dimapur, in which one person was killed and four others injured. The five-member team would be headed ADCP (Crime) Shouka Khaketo, said Commissioner of Police, Limasunep Jamir while briefing media persons at his office chamber here on Tuesday. C H E N NA I , M AY 3 0 (AGENCIES): The Madras High Court on Tuesday stayed for four weeks the Centre’s notification banning sale and purchase of cattle for slaughter, and sought its response to PILs which contended that the rules should have been approved by Parliament first. A Madurai bench comprising Justices M V Muralidharan and C V Karthikeyan issued the interim order on the two pleas which said that the rules should be quashed as they were against the Constitution, breached the principle of federalism and were contrary to the parent legislation -- Prevention of Cruelty to Animals Act, 1960. Referring to the contention of the petitioners that the notification was related to food and hence ought to have been approved by Parliament, the judges asked the Centre to respond to the point also in its counter to be filed in four weeks. The order has come amid a raging row on the ban, with non-BJP parties and state governments of Kerala, West Bengal and Puducherry stridently op-
posing the Centre’s recent notification. The PILs sought quashing of the provisions of Rule 22(b) (III) and Rule 22(e) of the Prevention of Cruelty to Animals (Regulations of Livestock Markets) Rules 2017 on the grounds that they were contrary to the parent act of Prevention of Cruelty to Animals Act, 1960, and the country’s Constitution. Petitioners Selvagomathy and Asik Ilahi Bhava contended that the “provisions breached the cardinal principle of federalism” as it amounted to legislation in the fields earmarked for state legislature. The new rules notified by the Union environment ministry banned the sale or purchase of bulls, cows, camels for slaughter houses or for sacrifice for religious purpose. The petitioners said the provisions were notified on May 23 last when courts were on vacation. Such rules should be discussed in parliament and approved by it. Rules prohibiting sale and purchase of animals offended the right to freedom of religion guaranteed under Constitution, they
submitted. “The slaughtering of animals for food, the foods and culinary made out of such animal flesh and offering sacrifice of animals are part of cultural identity of most communities in India, protected under the Constitution,” the PILs said. By imposing the ban on slaughter of animals for food, the citizens with the choice of eating meat would be deprived of such food, the petitioners said. They also contended that the impugned regulations though framed in furtherance of Prevention of Cruelty to Animals Act, 1960, which tend to regulate livestock markets to preserve and improve stocks, is in pith and substance a legislation on the fields earmarked for state legislature and breached the cardinal principle of federalism. The petitioners also said already local bodies had been prohibiting slaughter of animals. The order has come amid a raging row on the ban with non-BJP parties and state governments of Kerala, West Bengal and Puducherry stridently opposing the Centre’s decision.
BJP allies, state unit oppose cattle law Heavy rain likely in Nagaland today slaughters rules in the larger interest of the people. Sangma pointed out that the Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017 among other provisions, impose a number of restrictions on cattle trade that would have serious impact on the socio-cultural and economic milieu of millions of people, especially those in the agricultural and related industrial sectors in the country. “… by imposing unreasonable restriction on the fundamental right to carry on any trade or occupation under Article 19 (1) (g) of the Constitution, will not stand the test of constitutionality,” Sangma said. Sangma further said the new rules also violates the basic right of a person to freedom of choice regarding his/her food. Meanwhile, former
Union Minister and Congress MP Vincent H. Pala has also urged Prime Minister to seeks views from state governments on the new rules governing livestock trade. In a letter to Modi, Pala told Modi that tribal states like Meghalaya should be exempt from the application of these rules. He said only Parliament was empowered to expand the Prevention of Cruelty to Animals (PCA) Act, 1960. Pala said Section 38 of PCA Act, 1960 does not authorize the central government to create new provisions, new definitions and new organizations like Animal Market Monitoring Committee and Animal Market Committee. The new cattle ban and slaughter rules has also caused Meghalaya BJP leaders to rebel when they threatened to quit the party

However, state BJP unit president, Shibun Lyngdoh said that the members are free to leave the party on the issue saying that the central government was only implementing the court’s directive. “Most of the party leaders in Meghalaya are not happy with the new rules which are directly affecting the socio-economic of the people,” BJP Vice President John Antonius Lyngdoh said. Moreover, Lyngdoh said that the BJP candidates would be affected during the electioneering for the assembly polls scheduled to be next year. “It will be difficult for the candidates to campaign as the electorates would not support a party which goes against the interest of the people,” Lyngdoh said.

KO H I M A , M AY 3 0 (NPN): Minister of Health and Family Welfare P. Longon urged the church leaders to assist the health workers at grass-root level in creating awareness and promoting healthy practices in regard to health issues and programme to promote a healthy state. The minister was addressing at the two-day partnership workshop with church leaders to improve demand for immunization and create awareness around maternal and child health services in Nagaland state Tuesday at Hotel Vivor Kohima. The workshop was organized by State Health Society in collaboration with UNICEF. Longon said church being the most important part of civil society, such events would bring the efforts together for structured and vision oriented awareness programme. He informed that state government was trying its best to work towards the welfare of the people of Nagaland by implementing various schemes, keeping health as one of the priorities. He said community needed to be informed about the ongoing development while also capacities needed to be built across all the levels and monitored intelligently. The minister regretted that there was a gap between service provision and the information about the services among the people, saying that people were not well informed on the benefits of the government programmes. In view of this, Longon added that many people were not able to harness the desired outcome of the health programmes. He said in immuniza-

Longon said platform such as village health and nutrition days organised at villages by the health workers are specially designed for community participation and awareness. He stressed that these efforts needed to be supported by other government departments as well as civil society organizations, faith based organisations and volunteers for successful implementation. Congress to work on broader alliance of secular forces: Gogoi
Guwahati, May 30 (PTI): Former Assam Chief Minister Tar un Gogoi today said the Congress will start working on a broader alliance of all secular forces in the state as a divided opposition will not be able to stop the BJP’s victory march. The Congress leader also said that he was open to the idea of having an alliance with the Asom Gana Parishad (AGP), the BJP’s ruling ally. “The opposition is divided and that is why BJP and Narendra Modi is winning elections. This is the time we must unite”, he said. “I have told Sonia Gandhi also about this. We have to compromise here and there on smaller issues for the alliance to stop the communal forces,” Gogoi told PTI in an interview here. Appreciating the Congress President’s move to unite the opposition, he said the alliance must be based on the basic principles of secularism, democratic values, tolerant practices and liberal policies of likeminded parties across India to resist the communal forces.
Tarun Gogoi
“Narendra Modi is running a one-man show. Federalism is at stake. You can fool a person only sometime, not always,” Gogoi said. The veteran Congress politician expressed optimism that circumstances will lead to an united opposition in the future. Citing the case of Emergency, Gogoi said, “You can take the example of Emergency. Indira Gandhi was a very powerful leader, but the entire opposition across the country got united against her. “Even CPI(M) and BJP supported V.P Singh government at the Centre (in 1989)”, he said. On the Sonowal
government in Assam, he said, “it is just one year of the BJP government in the state and people here are still expecting from them. But time is slowly changing. “We have to give BJP some more time, say one more year. So, we will start working on a secular alliance after six months from now when people will gradually get frustrated with the government.Once the national secular alliance is formed, it will be easier here”, he said. Stating that he wanted to see a united opposition force in Assam, Gogoi identified parties like the CPI, the CPI(M), the AGP and peasant leader Akhil Gogoi’s group as like-minded options for a secular alliance. “However, we will not go with AIUDF. They are also communal. If we form an alliance with them, it will again be a compromise on basic principle. I am only for secular forces,” he added. Asked about the Asom Gana Parishad (AGP), an ally of the ruling BJP, Gogoi said the regional party is confused and they are riding on two boats at
the same time. “You (AGP) are a part of a communal alliance. On the other hand, you oppose BJP’s communal politics regarding Bangladeshi immigrant issue. What is this?” he asked. Gogoi hoped that the AGP will soon realise that their inherent politics is based on secularism and will come out of the alliance. “I am hopeful. I am also open to an alliance with AGP. It is basically a secular party. I am for uniting all secular and democratic forces in Assam,” he added. Asked about the chances of this proposed secular alliance in Assam, Gogoi said Congress and secular forces will soon make a come back as people of the state are basically not fundamentalist in nature. “Assamese people know how to fight back. BJP’s popularity is already going down and we have seen it from the outcome of by-election of Dhemaji c onstituenc y rec ently where its victory margin was reduced. The BJP’s hollow promises will be exposed, he said.

I M P HAL , M ay 3 0 : Manipur chief minister N Biren Singh Tuesday expressed concern over the conversion of NEC p r o j e c t s a n d N LC P R programmes to Central sector project. Centre has converted all NEC projects and ministry of DoNER programmes to Central sector projects starting from the year 2017-18. The projects and programme will now be implemented by Central agencies. Attending the 66th Plenar y of the Nor th Eastern Council (NEC) held at New Delhi today, Manipur chief minister requested NEC chairman and Union minister of state (independent charge) for DoNER Dr Jitendra Singh to take up the issue with NITI Ayog and Union ministry of finance for restoration of NEC and NLCPR, so that state agencies and department may continue to implement the projects. “You will agree with me that NEC and NLCPR have been a major support for bridging infrastructure gap in the Northeastern states. Implementation through Central agencies only after March 2020
is not desirable for the Northeastern region and state agencies,” said Singh. While pointing out central agency may not be able to appreciate fully the socio-economic implication of such projects in the lives of the local people, Biren requested that state departments like PWD and other agencies be allowed to continue implementation of the NEC and NLCPR projects. “We proposed that NEC and NLCPR schemes be considered as one of the core of CSS schemes, in the interest of people of the backward states of North Eastern Region of India. NITI Ayog’s Restructuring Committee on CSS may be asked to re-look into our request in this regard,” he added. Taking up Manipur’s issue, Singh stated that ‘being neglected in the past’ was one of the reasons for insurgency in the region. “If development machinery is sent instead of armed personnel, it will instill confidence in the people,” he said. The chief minister also exhorted to all present to use their good offices to get the budget of NEC increased from Rs. 925 crore so that worthwhile

Tripura govt not to execute new cattle slaughter rules
Agartala, May 30 (IANS): Tripura’s Left Front government will not implement the new cattle trade and slaughter rules as it is against the interests of the people, a state Minister said on Tuesday. “The new cattle trade and slaughter rules framed by the central government are against the interest of the people. We will not carry out the new rules,” Tripura’s Agriculture and Animal Resource Development Minister Aghore Debbarma told IANS. “The central government is yet to send us the new cattle trade and slaughter rules. They did not consult us on this issue.”
“If people are not able to sell their cattle how will they take care of livestock when it turns unnecessary for them? How will it be determined that the cattle being purchased from the market is for slaughtering?” said Debbarma, also the member of the Communist Party of India-Marxist (CPI-M) central committee. With the aim to prevent cruelty to animals, the union Forest, Environment and Climate Change Ministry last week modified rules making it mandatory to ensure that cattle are not bought or sold at cattle markets for slaughtering. Bodo leaders condemn ‘fake’ encounter KOKRAJHAR, May 30 (Agencies): Days after the accusation made by CRPF IG Rajnish Rai about a “staged” encounter in the state led to widespread furore, Bodo leaders have strongly condemned the “systematic killings” of Bodo tribal youths. “The government has given a free hand to security forces in the state, which has led to their misusing the law,” said DD Narzary, president of the Bodoland Janajati Suraksa Mancha (BJSM). The Bodo leader added that the recent killing of two Bodo youths - Lukas Narzary and David Islary in Chirang district in a “fake encounter” only goes to prove the extent of human rights violation.
Su-30 crash: Massive corruption under MGNREGA in Tripura: Cong MLA fighter Pilot’s Agartala, May 30 (Agencies): Congress MLA Ratan Lal Nath on Tuesday accused Left Front government in Tripura of “massive corruption and embezzlement of funds under MGNREGA scheme and misguiding the common masses against the central government”. He charged that Chief Minister Manik Sarkar led government is “dipped into corruption and to cover up their failure, the party was squarely blaming the central government for curtailing funds under MGNREGA scheme in the state”. “The Chief Minister Sarkar is pretending to be blind before corruption taking place in his state for the last couple of years and he extends his support in embezzling of funds in
various centrally sponsored schemes,” Nath alleged. He further stated that the CPIM leaders have been spreading a message among the commoners that the central government reduced the labour budget under MGNREGA scheme but fact remains the government had failed to do the work of 41 days to each of the job card holders in last two months by the fund sanctioned in the first quarter for Tripura but in practice only average seven days work has been given to 12 blocks and there was no work given to rest 46 blocks so far. The Left Front government did not spend a sum of Rs 45.55 crore in 2013-14, Rs 44.54 crore in 2014-15 and Rs 46.58 crore in 2015-16 financial years under MGNREGA scheme, he alleged.
ers, calves as well as camels. The ruling CPI-M also strongly censured the central government’s new cattle slaughter rules. “A large section of people, specially those from the Dalit community, are engaged in the business of cattle skin. Farmers engaged with cattle business, minorities, those who depend on cattle for their source of protein would be directly affected,” CPI-M Tripura state secretary Bijan Dhar told reporters. “We have a federal democracy in our country. The central government cannot do many things without involving the states. The
BJP government unilaterally framed this important cattle trade and slaughter rules,” he said. Dhar, also a CPI-M central committee member, said the central government without studying the gravity of the impact of the new cattle trade and slaughter rules enforced it from a “communal view point”. “According to the new rules, there would be no animal market 50 km from the international border. But in Tripura a large number of weekly cattle and general markets, besides permanent towns, are much less than the 50 km from the IndiaBangladesh border,” the Left leader said.

The main part of the training was capacity building and skill development. Value addition through technology transfer with new designs of handicraft making were organised especially for the traditional artisans, where the majority were rural housewives. North Eastern Council came forward for funding the projects, approving Rs 441.25 lakh for handicraft sector, with 10 percent contribution from the Tripura government.

Need for Lokayukta
A
CAUT Nagaland has reminded the state government to table and pass the Lok Ayukta bill in the forthcoming monsoon session and thus fulfil a long felt need of public which is expected to put in place a more effective tool to tackle corruption in the government. The Lok Ayukta would have been a vital piece of legislation contain corruption. The Lokayukta is created as a statutory authority with a fixed tenure to enable it to discharge its functions independently and impartially. The person appointed is usually a former High Court Chief Justice or former Supreme Court judge. Members of the public can directly approach the Lokayukta with complaints of corruption, nepotism or any other form of mal-administration against any government official. Some 18 states have already passed the bill while several states have yet to establish the office of the Lokayukta. In 2012 a Congress member had sought to introduce the Lok Ayukta as a private member’s bill. When the bill was sought to be introduced, it was seen as a collective will and decision of the then opposition to confront the ever spreading menace of corruption. The ruling party however had a different take over the proposed private member’s bill on Lok Ayukta. The argument against introduction of the bill was specious and quite unfortunate. The bill was derailed on technical arguments such as not meeting the requirement of Rule 67 (ii) and also not fulfilling requirements of the statement of object and procedures under Rule 65 clause (i). One of the points used as argument against the Lokayukta pertained to Article 371(A),wherein it was argued that the Lok Ayukta impinged upon the administration of civil and criminal justice according to Naga customary laws and so required serious examination as to how it breached Article 371-A(1)(a). The office of the Lokayukta cannot be deemed to impinged upon Article 371(A) since even today, issues of corruption are dealt with as per provisions of the Indian Penal Code and other anti-corruption laws. If the Lokayukta can be deemed as impinging upon the Naga customary laws and practices; it must also hold true the same impingement takes place in the case of the Indian Penal Code. There cannot be two yardsticks applied for Article 371A. The reason why the Lok Ayukta Act is needed is because corruption cannot be tackled through existing agencies and law. It is when all VVIPs can be made accountable through such a law where public can seek justice, will corruption be treated as such- a destructive and cancerous disease that is eating into the very vitals of traditional Naga way of life. Since 2012 when the bill was blocked from being introduced through a private member’s bill, five years have passed and nothing has been done. The bill was to be introduced during the previous session but was kept in cold storage. In November 2015, the Congress merged with the NPF and since that year there was no opposition bench in the house. When all became members of the ruling party, there was no more voice for Lok Ayukta. However, it does not mean the corruption has been tackled or eradicated. It only means that priorities have changed. The public notably, ACAUT Nagaland ought to raise its voice for tabling the bill in the monsoon session till the government relents.
DailyDevotion Yes—But…! Lord, I will follow You, but... —Luke 9:61 Suppose God tells you to do something that is an enormous test of your common sense, totally going against it. What will you do? Will you hold back? If you get into the habit of doing something physically, you will do it every time you are tested until you break the habit through sheer determination. And the same is true spiritually. Again and again you will come right up to what Jesus wants, but every time you will turn back at the true point of testing, until you are determined to abandon yourself to God in total surrender. Yet we tend to say, “Yes, but— suppose I do obey God in this matter, what about…?” Or we say, “Yes, I will obey God if what He asks of me doesn’t go against my common sense, but don’t ask me to take a step in the dark.” Jesus Christ demands the same unrestrained, adventurous spirit in those who have placed their trust in Him that the natural man exhibits. If a person is ever going to do anything worthwhile, there will be times when he must risk everything by his leap in the dark. In the spiritual realm, Jesus Christ demands that you risk everything you hold on to or believe through common sense, and leap by faith into what He says. Once you obey, you will immediately find that what He says is as solidly consistent as common sense. By the test of common sense, Jesus Christ’s statements may seem mad, but when you test them by the trial of faith, your findings will fill your spirit with the awesome fact that they are the very words of God. Trust completely in God, and when He brings you to a new opportunity of adventure, offering it to you, see that you take it. We act like pagans in a crisis— only one out of an entire crowd is daring enough to invest his faith in the character of God.

Post-mortem ‘Rights of persons with ‘Tobacco a threat to development disabilities Act 2016’ in our state in Nagaland perspective’ W
A
s the number of yearly premature deaths caused by Tobacco is inching towards 7 million mark; the World Health Organisation has wisely chosen the theme “Tobacco a threat to development” for World no Tobacco day 2017.This is relevant in view of the fact that Tobacco is not merely a threat to individual health but it is a threat to the society and environment as well. Sustainable development is the buzz word and it is defined as development that promotes prosperity and economic opportunity, greater social wellbeing and protection of the environment. This vision is in complete contrast of what the Tobacco industries propagates as Tobacco has never brought about wide spread prosperity except to the big giants like Philips Morris and ITC, caused increase poverty for both tobacco farmers and users and environmental degradation. It is important to relate this scenario to the peculiar situation in Nagaland because without recognition of the problem and intervention the full impact of Tobacco epidemic is looming large on our society. 1) Expenditure on Tobacco products:- In Nagaland large tobacco farming is nonexistent but the prevalence rate of tobacco use is extremely high and this definitely has negative
economic impact on the families. The average monthly expenditure of the use of different tobacco products are as follow:- cigarettes Rs 3000-10000 depending on the brand. Bedi Rs 1000-1500, Gutkha Rs 1500-2000, Pan and tamul pan Rs 1500-5000. Most of the times these habit are combined and it is also a fact that more than one person in a family could be using tobacco products and the expenditure increases manifolds. So even in poor household, people spend more money on tobacco products than on medicines, fruits or vegetables and school fees. Cigarettes smokers may spend more than the salary of a graduate teachers in some private schools 2) Medical cost and loss of productivity: -The bigger social economic impact of Tobacco use is due to medical cost and loss of productivity. Many families in our own state have already been pushed to the brink of poverty due medical cost or loss of productivity resulting from the ill health of the bread winners of the families. It is alarming that the incidence of cancer cardio vascular diseases and Chronic obstructive pulmonary diseases attributed tobacco use have been increasing and this is only going to aggravate the already precarious situation. This situation is also going to increase the financial burden on the state govern-
ment as more people go for outside treatment. 3) Environmental pollution: -The litters of the used tobacco products has become a potential source of pollution in our Nagaland and they can lead to flooding by clogging the drains and . Everybody will agree that empty Talab packets are the most prominent sight in any part of our towns. We cannot deny the fact that the litters of used tobacco products have become a major source of pollution. The spit on the walls and dustbins could also become a source of infection. The latest National family health survey (NFHS) 2015-16 report shows that currently 69.4 % men and 27.5% women (15-49 years) in Nagaland consume Tobacco. NFHS is not a tobacco specific survey but this statistic spells doom for our future generation. Tobacco use could become the single most preventable cause of not only deaths but a threat to sustainable developments. It is a wakeup call for the state government, Churches, Student organisations and all the stake holders to acknowledge this fact and do whatever is possible to change the perception of tobacco use as an acceptable behaviour. Dr C Tetseo, District Tobacco Control Cell, Dimapur
e the disable people of Northern Angami handicapped union (NAHU) would like to state a few lines for the welfare of our people. So to say disable people but it may also be mention that we are differently Able Person having ability in many kinds of works “not mentioned”. We the differently able person are once again proud that the “rights of the persons with disabilities Act 2016” once again passed by the parliament. We are grateful to our state government for making programmes and venue for our disable people but during the past two three decades of PWD Act 1995. Cockroach theory for self development Students’ failure not fully teachers’ fault
A
beautiful speech by Sundar Pichai (An IIT-MIT Alumnus and Global Head Google Chrome) written by, Divya Brahmbhatt (CSEW, Senior Solidworks Specialist at CAD Microsolutions Inc) The cockroach theory for self-development. At a restaurant, a cockroach suddenly flew from somewhere and sat on a lady. She started screaming out of fear. With a panic stricken face and a trembling voice, she started jumping, with both her hands desperately trying to get rid of the cockroach. Her reaction was contagious, as everyone in her group also got panicky. The lady finally managed to push cockroach away but... it landed on another lady in the group. Now, it was the turn of the other lady to continue the drama. The waiter noticed the situation and rushed forward to their rescue. In the relay of throwing, the cockroach next fell upon the waiter. The waiter stood firm, composed himself and observed the behaviour of the cockroach on his shirt. When he was confident enough, he grabbed it with his fingers and threw it out of the restaurant. Sipping my (Sundar Pichai) coffee and watching the amusement, the antenna of my mind picked up a few thoughts and started wondering, Was the
E
cockroach responsible for their historic behaviour? If so, then why was the waiter not disturbed? He handled the situation near to perfection, without any chaos. It is not the cockroach, that disturbed the ladies, but the inability of those people to handle the disturbance caused by the cockroach, that disturbed the ladies. I (Sundar Pichai) realised that, it is not the shouting of my father or my boss or my wife that disturbs me, but it’s my inability to handle the disturbance caused by their shouting that disturbs me. It’s not the traffic jams on the road that disturbs me but the inability to handle the disturbance caused by the traffic jam that disturbs me. More than the problem, it’s my reaction to the problem that creates chaos in my life. Lesson learnt from the story: I understood, I should not react in life, I should always respond. The women reacted, whereas the waiter responded. Reactions are always instinctive whereas responses are always well thought of. A beautiful way to understand........LIFE. A person who is HAPPY is not because everything is RIGHT in his life. He is HAPPY because his attitude towards everything in his life is RIGHT..!! Vivor, Student, (vivorkuotsu123@gmail.com)

t is nothing new that every year after the declaration of the HSLC examination results, the hurling of accusations and blaming govt. school teachers for every student’s failure begins. The teachers are accused for the poor performances of the students. As a teacher I do humbly take a part of the blame but here I would also like to ask some questions and clear some misunderstandings about generalizing this issue of blaming all the government school teachers for every student’s failure. 1. Did every govt. schools in the state produce nil or say poor results? 2. Did an assessment on the number of students enrolled, appeared and how many passed/ failed taken in each and every govt. schools of the districts of the state done? 3. Did ever a proper assessment was done on those government schools that produced many students who achieved distinctions in various subjects? 4. Did only government schools produced poor results or were there some private schools too? Weren’t there any private schools that produced poor results as a matter of infact? 5. Is educating and teaching
the student only a teachers’ duty? Isn’t it the duty of the parents/ guardians too? Isn’t it the duty of the whole community too? 6. Did a proper understanding about the students’ background and a fully analysis been taken into account like what type of nurturing and feeding the student received in their early schooling days? 7. Is an assessment ever taken on how many students passed in first and second division from the government schools in the state? 8. Have they ever thought about those teachers not taking any break even during the Christmas and the New Year holidays sacrificing even their quality time with their families for those struggling students? 9. Are all government school teachers lazy and indifferent and keep proxies? Remember we too have a conscience and we try to give our best no matter what type of blame some people always try to give on teachers. 10. Doesn’t education involve all round development and not only about books and academics? Doesn’t the first and the foremost education starts from home during the child’s first five years which are said to be the most important and the crucial
stage for a child’s psychological, mental and emotional development and parents have the most important role to play? If the parents understands this they will never point their fingers on others for their children’s’ weakness. Many people in our society without knowing the reality jump to conclusions after hearing only one side of the story. Instead of always accusing teachers for every failures and disappointments, let us all reach out to one another by visiting those schools and giving them a helping hand, correcting them if there is need to be. Let us also encourage and help one another and support each other and build a better society for our children. Our society today needs more people who can work out from the grassroots level rather than shouting from roof-tops. Let us go to those schools, go to those villages, and straighten them rather than hurling wild accusations in the newspapers and social media at every possible chance on poor teachers. Then only it will prove that we all are doing something for our society. Imliwapang Ao, (imliwabang1@gmail.com)
World no tobacco day (WNTD)
very year, on 31 May, WHO and partners across the world mark World No Tobacco Day (WNTD), highlighting the health and additional risks associated with tobacco use, and advocating for effective policies to reduce tobacco consumption. The theme for World No Tobacco Day 2017 is “Tobacco – a threat to development”. About the campaign:• It will demonstrate the threats that the tobacco industry poses to the sustainable development of all countries, including the health and economic wellbeing of their citizens. • It will propose measures that governments and the public should take to promote health and development by confronting the global tobacco crisis. WHO is highlighting how tobacco threatens the development of nations worldwide, and is calling on governments to implement strong tobacco control measures. These include banning marketing and advertising of tobacco, promoting plain packaging of tobacco products, raising excise taxes, and making indoor public places and workplaces smoke-free. Tobacco’s health and economic costs: “Tobacco
is a major barrier to development globally;” says Dr Douglas Bettcher, Director of WHO’s Department for the Prevention on NCDs. “Tobacco-related death and illness are drivers of poverty, leaving households without breadwinners, diverting limited household resources to purchase tobacco products rather than food and school materials, and forcing many people to pay for medical expenses. Tobacco-related illness is one of the biggest public health threats the world faces, currently killing more than 7 million people every year and costs households and governments over US$ 1.4 trillion through healthcare expenditure and lost productivity. But tobacco use also is one of the largest preventable causes of non-communicable diseases(NCDs). Tobacco control represents a powerful tool in improving health in communities and in achieving the Sustainable Development Goals (SDGs). SDG target 3.4 is to reduce premature deaths from NCDs by one third by 2030, including cardiovascular and chronic respiratory diseases, cancers, and diabetes. The Govt. of India has enacted the national
tobacco-control legislation namely, “The Cigarettes and Other Tobacco Products (prohibition of advertisement and regulation of trade and commerce,: production, supply and distribution) Act (COTPA), 2003” in may 2003 and also ratified the WHO Framework Convention for Tobacco Control (WHO FCTC) in February 2004. Further, in order to facilitate the effective implementation of tobacco control Law and to fulfil the obligations under WHO-FCTC, the Ministry of Health and Family Welfare, Govt of India launched the National Tobacco Control Programme (NTCP) in 2007-08 in 21 States/Union territories of the country, in which 5 districts in Nagaland has been covered under the programme. India has the highest incidence of oral cancer in the world because 57% men and 10.9% women in the age group of 15 – 49 years consume tobacco. IDA health initiatives affirm that ---- oral health is very vital to general health and wellbeing. We are ever mindful that optimal oral health is IDA’s ultimate goal which translates into Tobacco Intervention Initiative, Oral Cancer Foundation. The Tobacco Intervention Ini-
tiative (TII) is a also IDA nation-wide professionallyled “call to action” nationwide programme to support and eradicate tobacco addiction while striving for a ‘tobacco free India’ and thus improving the oral health of Indians by the year 2020. Tobacco related oral diseases is also one of the major causes of tooth loss in Nagaland. Tobacco can have many adverse effects on your oral and dental health. Among these effects are: • oral cancer; • periodontal disease, a leading cause of tooth loss in Nagaland among tobacco users; • dental caries • delayed healing after a tooth extraction or other oral surgery; • bad breath; • stained teeth and tongue; • a diminished sense of taste and smell. • Wearing down of tooth structures due to abrasiveness of betel nuts etc. Cigarette smokers, cigar smokers are at increased risk for periodontal disease and staining of the teeth and tongue as well as bad breath. Like cigarettes and cigars, smokeless tobacco products contain a variety of toxins associated with cancer. Smokeless tobacco
is known to cause cancers of the mouth, lip, tongue, and pancreas and are at risk for cancer of the voice box, esophagus, colon and bladder, because they swallow some of the toxins in the juice created by using smokeless tobacco. Smokeless tobacco can irritate gum tissue, causing periodontal disease. Sugar is often added to enhance the flavor of smokeless tobacco, increasing the risk for tooth decay. Smokeless tobacco also typically contains sand and grit, which can wear down the teeth. Today it is a norm for dentists to play a pivotal role in promoting smoking and tobacco cessation; and offering advice and consultation about nico-
tine replacement therapy, and seeking tobacco-free environments to curb your temptations. Most of the private dental clinics by IDA members in Nagaland even offer oral cancer screening, and referred to higher centre whenever required. As a IDA members also play a proactive role in all our initiatives and setting example by declaring Tobacco Free Clinics throughout the state. For a better social health Sir,
Our Naga society is riddled with so much violence and intimidations. It is so very unfortunate that killings, bomb blasts and kidnappings have become so very rampant. Our society is a sick society and we need to cleanse out all these bloodsheds and violence by turning to the Lord. Gracy Awomi, Duncan Basti Dimapur

cow vigilantes project Rajasthan in bad light: Raje
J ai p u r , M ay 3 0 ( AG E N C I E S ) : C h i e f Minister Vasundhara Raje has admitted that recent crimes, including those by cow vigilantes, against minorities in the State show Rajasthan in a bad light, but stressed that firm action will be taken against those behind the violence. “The law of the land prevails in Rajasthan, and the government will ensure the culprits are brought to book,” she said. In April, ‘gau rakshaks’ or cow vigilantes lynched a 55- year-old cattle trader, Pehlu Khan, in Alwar and injured four of his companions. Khan later succumbed to injuries. A month later, the desert State hit the headlines again when a video — showing Sikh men allegedly being thrashed by villagers in Ajmer — surfaced. “Rajasthan cannot be singled out. Such incidents are happening across India. But this government will not tolerate such crimes as it shows the state in a bad light,” Raje told PTI in an interaction. She said the administration acted “swiftly” and the perpetrators were arrested in the Pehlu Khan case. The Chief Minister, who is due to complete her term next year, said, “We
Vasundhara Raje
do not discriminate among people on any lines. In less than a week, the accused in the honour killing of a Kerala engineer were arrested and a thorough inquiry was also ordered into the Ajmer incident.” In a suspected case of honour killing, 28-year-old Amit Nair, a civil engineer, was shot dead last week allegedly by his in-laws here for marrying a Rajasthani woman. “Though our government did its part, the Kerala government is yet to speak out on the killings of BJP and RSS workers,” said Ms. Raje. Raje said she planned to make development her party’s poll plank for the state Assembly elections. The Centre and the state were actively working for the people, she said, adding that her party, the BJP, was “likewise an active organisation.” The
State had seen a “rapid” growth in every sector in the last four years, she said. “These factors will be crucial in ensuring our victory in the polls,” Ms. Raje said, adding that the BJP government had “inherited discoms crippled by debts running into crores of rupees from the erstwhile Congress government.” Bailing them out to put the crucial sector back on track was a “massive and uphill task”, she said. Citing an example of the coordination between the Centre and the state, Ms. Raje said, “Rajasthan’s road network by 2018 will be of 30,000 km. The state has already constructed 21,000 km of roads since the BJP formed the government in the State.” Apart from its plans to highlight investments in industry and agriculture, the Raje government will heavily bank its poll campaigns on schemes such as the Mukhya Mantri Jal Swavlamban Abhiyan (MJSA), the Nyay Aapke Dwar (legal camps), the Bhamashah Yojana and irrigation schemes. “These are our flagship programmes. The MJSA is decreasing the dependency on canals and rivers, thus reducing the financial burden on the state,” she said.

national CBI grills Shahabuddin on journalist’s murder
Mohammad Shahabuddin
NEW DELHI, MAY 30 (AGENCIES): The Central Bureau of Investigation on Monday took custody of former Member of Parliament and strongman Mohammad Shahabuddin and questioned him in connection with the murder of journalist Rajdeo Ranjan in May 2016. The agency has named Shahabuddin an accused in the case and wanted to interrogate him in custody. Officials said that the former RJD MP and a close aide of Lalu Prasad Yadav was quizzed for several hours about his involvement in the murder. He was brought to CBI headquarters from Tihar jail. Shahabuddin was shifted to Tihar Jail on February 18 this year. CBI sources say that they will soon file a chargesheet against him. The agency has already filed a chargesheet against seven persons in the case while two accused personsMohammad Javed and Mohammad Kaif- are on bail. Javed and Kaif are allegedly associated with Shahabuddin. The four-time RJD MP from Siwan is alleged to have been involved in the murder of Rajdeo Ranjan, a journalist of a prominent Hindi daily in Siwan last year. Rajdeo Ranjan, district bureau chief of a Hindi daily was gunned down on May 13 last year and his wife has accused Shahabuddin of having a role in the killing.
Delhi to host Indian Mobile Congress
New Delhi, May 30 (IANS): Having felt the need for a long time to organise an event of a global scale showcasing its giant strides in telecom and technology industry, India is now setting the stage for the Indian Mobile Congress (IMC) in September, Communications Minister Manoj Sinha said here on Tuesday. “The IMC will be held in September this year for the first time. Then on, it will be an annual event. The need was felt for long to arrange such a big event of global scale to showcase how telecom and technology industry are growing in India,” Sinha told reporters at a select media briefing. The minister was
hopeful that the event will also help to attract investment in the country and facilitate the government’s flagship programmes like Digital India, Make in India and others through knowledge-sharing. Earlier in April, IANS had first reported about the event and its details. The event -- to be held from September 27 to 29 -- will be organised by telecom industry body Cellular Operators’ Association of India (COAI) with support from the Department of Telecommunications and Ministry of Electronics and Information Technology. The Ministry of Skill Development will also be part of the endeavour. It will be organised in
the Pragati Maidan here with a budget of around Rs 15 crore. Following the yearly global attention drawn by the Mobile World Congress in Barcelona, the telecom industry players in India wanted to organise an event here where players from India, South Asia and Middle Eastern countries could get more attention. “We felt we needed a flagship event in India. In the West, we have the Barcelona event (MWC), in the East there is the Shanghai Mobile World Congress -- but there was nothing of that scale for South-East Asia. This event will serve that purpose,” said Rajan S. Mathews, Director Gen-
eral, COAI. Among the international participants, the organisers have already got the nod from countries like the US, UK, Sweden, Finland, Germany, Korea, the Philippines, Bhutan, Japan and Israel. P. Ramakrishna has been appointed as the CEO of the event. The three-day event will witness exhibitions, conclaves and an awards session. The event is for business-to-consumer and business-to-government activities and on the third day it will be open for public, by invitation. The organisers expect presence of around 5,000 paid participants in the event and there will be 800 exhibitors.
Nine BSF men injured during firing practice JAISALMER, MAY 30 (AGENCIES): Nine personnel of Border Security Force (BSF) were on Tuesday injured during mortar firing practice near this town in Rajasthan along the India-Pakistan border. The incident took place at about 8:30am when a 51 mm mortar fell short of its target at the forces’ firing range in Kishangarh. While six personnel suffered injuries due to the blast of the am-
munition, three others have minor injuries. All of them are stable now, a senior BSF officer said. A Court of Inquiry (CoI) has been ordered into the incident, they said. The troops were participating in a firing exercise. Officials said all the injured personnel were air lifted to a hospital in Jodhpur. This is the second such incident
here this year after four personnel were injured in similar circumstances in March. Few days after this, six men of the paramilitary were injured in similar circumstances during mortar firing exercise at its centre in Jharkhand’s Hazaribagh. The BSF is deployed in Rajasthan as part of its task to guard the India-Pakistan International Border (IB).
Stray violence, separatist march foiled in Kashmir Srinagar, May 30 (IANS): A separatist-sponsored march in memory of a militant leader killed by security forces was foiled on Tuesday but stray violence marked the event in the Kashmir Valley, leaving at least one person injured. Authorities imposed curfew and restrictions to thwart the march to Tral town in Pulwama district, about 40 km from here, to offer funeral prayers (Fateha) for Hizbul commander Sabzar Bhat, killed by security forces on Saturday. All roads leading to the town were sealed with rolls of razor-fitted concertina and by blocking them with mobile bunker
vehicles. But despite the clampdown, dozens of people from neighbouring areas managed to reach Rathsuna village where Bhat had been buried. They offered funeral prayers at the Martyrs’ graveyard. A police spokesman said here: “Barring three stray incidents of stone pelting by miscreants, two in Pulwama and one in Anantnag district, the law and order situation remained peaceful in the valley.” Protesters pelted stones at security forces in Tral, Pinglana and Keller in south Kashmir. An official claimed that security personnel used maximum restraint while chasing away the young men on the streets.

(From p-1) Dimapur city, the commercial hub, has been by and large peaceful, but the incident has sent shock waves across the district, which is also a concern to the Dimapur police, he said. He appealed to all to continue to repose faith and trust in the capacities as police were putting more efforts to ensure that the Dimapur remained peaceful. The incident should not be considered as deterioration of law and order in the district, instead the commissioner of police sought cooperation from the public and business community to thwart any such attempt by unwanted elements.

Similarly, the broader 50issue NSE Nifty after shuttlingbetween 9,635.30 and 9,581.20, settled at 9,624.55, up 19.65 points, or 0.20 per cent. It broke its previous record closing of 9,604.90, hit yesterday. DIIs bought shares worth a net Rs 290.53 crore, while foreign portfolio investors (FPIs) sold shares worth Rs 709.97 crore yesterday, as per provisional data from the stock exchanges. However, Sebi’s tightening of P-Note norms tempered the mood, they added. “Market traded range-bound as investors started booking profit due to recent rally. Mumbai, May 30 (PTI): Leisure and education travel group Cox and Kings (CKL) today said it will demerge its foreign exchange division into a separate financial services entity - Cox and Kings Financial Service (CKFSL). The company’s board has approved the demerger, which is effective April 1, 2017, and is subject to High Court and other regulatory approvals, CKL said in a release. Whilst the tours and travels and foreign exchange (Forex) businesses are complementary in nature, the businesses operate quite distinctly from each other, the company said. It said, the forex business has 125 licenses across India to provide foreign exchange to captive customers as well as to third-party customers. “Strong macro drivers coupled with a strategic brand presence will enable CKFSL to flourish. There are abundant, large-sized avenues for natural product diversification and the timing of this demerger is most opportune,” said Cox and Kings Group Chief Executive Officer Peter Kerkar.

Noting that India attaches great value to the German partnership and has had several meetings with CEOs from that country, Modi said that India had been progressively easing its rules on doing business to encourage foreign investment. “Last week, we decided to abolish our Foreign Investment Promotion Board (FIPB) in order to increase overseas engagement in India. FDI inflows into India reached $60 billion in 201617,” he said. According to the Indian government, the MIIM programme has so far mobilized investment of about euro 650 million and helped create 4,000 employment opportunities in India.

Babri case: Cong demands resignation of Uma Bharti
Uma Bharti order, since the year 2013 till date, 185 adjournments have taken place in the case. Time for law of the land to deliver justice expeditiously and punish the guilty.” The special CBI court in Lucknow on Tuesday ordered framing of conspiracy charges against BJP leaders Advani, Joshi, Uma Bharti and nine others in the 1992 Babri Masjid demolition case but gave them bail on personal bonds.
No conspiracy behind Babri demolition: Bharti
Union Water Resources Minister Uma Bharti, who faces charges of criminal conspiracy in the Babri Masjid demolition case, said on Tuesday that there was no conspiracy but an “open movement” which
led to the demolition. “I was present in Ayodhya on December 6, 1992, which is no secret. Crores of BJP workers, lakhs of officials and thousands of political leaders participated. “It was an open movement like the movement against the Emergency. I don’t see any conspiracy,” Bharti told the media. Bharti said she appeared in the special Central Bureau of Investigation court out of respect for the court but had “expectations only from God”. “In a matter concerning God, my hopes also rest on God. Because I contributed (in the movement) with complete faith, I don’t consider myself guilty,” she said. The CBI court on Tuesday ordered framing of charges against BJP leaders L.K. Advani, Murli Manohar Joshi, Uma Bharti and nine others in the Babri Masjid demolition case. The charges will be framed under section 120 B, criminal conspiracy. Earlier, all the 12 accused had pleaded not guilty and had moved a ‘discharge application’ rejecting the charges levelled against them.
NEW DELHI, MAY 30 (AGENCIES): India’s military preparedness is the best deterrent, which will guarantee peace in the region, and it must significantly ramp up defence production keeping in mind geo-political dynamics, defence minister Arun Jaitley said on Tuesday. He said defence PSUs and private sector can have a healthy competition to develop military platforms and weapon systems, asserting that India must not rely heavily on imports. In an oblique reference to Pakistan, Jaitley said security requirements are dictated by the kind of neighbourhood India has. “Obviously, in view of the peculiar situation from geo-political point of view where we are located, our preparedness is the best deterrent and which is certainly a guarantee for peace as far as our region is concerned,” he said. He was speaking at an event where some of the defence public sector undertakings (DPSUs) were g ive n R a k s h a M a n t r i awards for their performance in 2014-15 and 2015-16. “No country can indefinitely win wars and battles on the strength of trying to buy and import
Arun Jaitley equipment from outside. Its security pre paredness would be incomplete if it relies only on that,” Jaitley said. The defence minister referred to the strategic partnership model for involving leading domestic private sector firms along with foreign entities for defence production and said it will encourage defence manufacturing in the country. Under the strategic partnership model, the government plans to rope in select private firms to build military platforms like submarines and fighter jets in India in partnership with foreign entities. It aims to create a vibrant defence manufacturing ecosystem in the country through involvement of both the major Indian corporates as well as the MSME sector.

S.S. Mundra M u m ba i , M ay 3 0 (IANS): In view of rising complaints of fraudulent transactions in digital banking, the RBI on Tuesday said it will soon issue guidelines to limit the customer liability in unauthorised digital transactions and asked the banks to tighten their IT security systems. “RBI had come out with a draft circular on ‘Customer Protection Limiting Liability of Customers in Unauthorised Electronic Banking Transactions’ earlier and based on feedback received from the concerned stakeholders, final guidelines are expected to be issued shortly,” Reserve Bank of India (RBI) Deputy Governor S.S. Mundra said here. “In view of the impending guidelines it would be prudent on part of the banks to internally tighten their IT security systems and operating procedures so that grievances are minimised,” he said at the annual conference of Principal Code Compliance Officers organised by the Banking Codes and Standards Board of India. “Technology is being
increasingly used in delivery of banking services in recent years. However, it has also brought in associated risks of security as is evident in few high profile cyber-incidents in the recent past. There have been several incidents of theft of personal information, fraudulent use of ATMs, net banking frauds, ATM/ debit card incidents or cases of unauthorised access to bank servers,” he said. Hence, there is an immediate need for plugging all the gaps and vulnerabilities in tech-enabled service delivery, he added. Mundra observed that despite outlining of minimum standards for customer ser vice through codification of banks’ commitments to customers, they observed that the number of complaints received by the offices of Banking Ombudsmen continues to rise. For the first time since its inception in 1995, the number of complaints exceeded one lakh last year. The one lakh mark has already been crossed in the current year - July 2016 to May 2017. Mundra also called for adopting to the idea of account number portability with the adoption of technological advancements. With technological advancements in the field of payment system such as UPI etc. coupled with massive enrolments under Aadhaar and their linkage to individual bank accounts, account number portability has come within the realms of possibility, he said.

by majoritarian politics, religion and culture, it should pain us”. HC directs MMP for hearing Correspondent
KO H I M A , M AY 3 0 (NPN): Gauhati High Court Kohima Bench has issued notice to the Merangkong Medemsanger Putu (MMP) and Merangkong Tuli Lanur Telongjem for next hearing scheduled after four weeks after a hearing against the writ petition filed by four members was held, Tuesday. Speaking to Nagaland Post, advocate N.M Jamir, representing the three petitioners Wapongtemjen, Temjenzulu and Lanuwapang, said, with the revocation of its own resolution by the Merangkong Village Council the court gave its final judgement on 02/05/2017 and closed the case since it became infructuous. However, he said the petitioners were compelled to file the writ petition again on 29/05/2017 as the MMP had summoned the petitioners on May 26 and also the petitioners were constantly threatened and intimidated. He said the petitioners through a representation had replied to MMP to
discuss the matter closed by the HC on revocation of the illegal decision by MMP, however, he said the MMP had again set a dateline on 29/05/2017 directing the relatives/families to bring the petitioners to the village. Jamir said the hearing for the writ petition was held today and the Election Commission of India (ECI) was also made the Performa respondent and also directed that no action shall be taken against upon the petitioners by the MMP in this matter. He said the threat and intimidation to the petitioners by MMP was in violation and undermining the court’s order dated May 2, 2017. The petitioners also prayed for directives from the HC, that MMP should respect the regard the 2/5/2017 order and not to furtherance the unlawful activities of threatening and intimidating the petitioners and their families/ relatives for the cause of filing the petition. The court has set the next hearing after four weeks, directing the MMP
for the hearing. It may be recalled that the three petitioners had filed a writ petition to Gauhati High Court, Kohima Bench on 6/3/2017 challenging the decision of the MMP taken on 30/01/2017 to allow only the present MLA to contest the 2018 Assembly elections and not to allow any other candidate to contest. The first hearing was held on 07/03/2017 where the High Court suspended the resolution and gave an interim order. Thereafter the MMP had filed an affidavit stating that the Village Council has realized and that the decision taken on 30/01/2017 may not be in consonance with the provisions of the law and revoked its decision on 31/03/2017. Accordingly the HC disposed the case on 02/05/2017 with an observation that the resolution No-I passed by the MMP showed that the same was in violation of the Representation of People’s Act 1951 and the fundamental rights of the petitioners as enshrined in the constitution of India.

Philippines warns militants in besieged city to surrender
RABAT, MAY 30 (IANS/ MAP): Only 18 per cent of traditional voters of the ruling African National Congress (ANC) party still support President Jacob Zuma, according to a survey on Tuesday. According to the study carried out by the IPSOS institute on behalf of the eNCA television channel, about 62 per cent of the ANC supporters were opposed to the policies of Zuma. Zuma, on Sunday, escaped a new motion of noconfidence regarding his impeachment at a conclave of the National Executive Committee of the ANC held from May 26 to May 28 in Pretoria. After three days of intense deliberations, the committee decided not to vote on this motion.
BAGHDAD, MAY 30 (AP): A massive bombing by the Islamic State group outside a popular ice cream shop in central Baghdad and a rush hour car bomb in another downtown area killed at least 31 people today, Iraqi officials said. The attacks come as IS militants are steadily losing more territory to US-backed Iraqi forces in the battle for Mosul, the country’s second-largest city. The Sunni extremists are increasingly turning to insurgency-style terror attacks to detract from their losses. The nighttime attack outside the ice cream parlour in the bustling Karrada neighbourhood killed 17 people and also wounded 32, police and health officials said. A closed-circuit camera captured the moment of the explosion, the video showing a busy downtown avenue, with cars driving down the street when the blast strikes. A huge fireball then engulfs a building, forcing the cars to scramble to get away. Other videos of the attack posted on social media show wounded and bloodied people crying for help on the sidewalk outside the ice cream parlour.

In the second attack, an explosives-laden car went off during rush hour near the state-run Public Pension Office in Baghdad’s busy Shawaka area, killing 14, a police officer said. At least 37 people were wounded in that attack, he added. All officials spoke on condition of anonymity in line with regulations. In separate online statements, IS claimed responsibility for the two attacks, saying its suicide bombers targeted gatherings of Shiites. The Associated Press could not verify the authenticity of the statements but they were posted on a militant website commonly used by extremists. The attacks came just days
into the holy month of Ramadan when Muslims fast during daylight hours. After sundown, families break their fast and Baghdad’s restaurants and cafes quickly fill up with people staying up long into the night. During Ramadan last year, another section of Karrada was hit by massive suicide bombing that killed almost 300 people, the deadliest single attack in the Iraqi capital in 13 years of war. The attack was also claimed by IS. Details of how the militants managed to stage the attacks were not immediately clear. After last year’s attack, Iraqi authorities stepped up security in Karrada, especially in the area of the bombing.

BERLIN, MAY 30 (IANS): German Chancellor Angela Merkel on Tuesday downplayed suggestions that her bid to further develop relations with India and China was a signal that Berlin and the EU were moving away from their traditional allies in London and Washington. Merkel was hosting a press conference with Indian Prime Minister Narendra Modi when she was asked whether Germany was looking towards Asia to develop relations, following her comments on Sunday that “Europe could no longer rely on the US and Britain”, reports Efe. “Our trans-Atlantic relationship is of the utmost importance,” Merkel said. “What I said recently is due to the fact that, in the face of the present circumstances, we have additional reasons for us to realise that we have to take our fate into our hands in Europe.” Merkel caused a media stir when she described last week’s summit of G7 leaders as “unsatisfactory”, add-

THE HAGUE, MAY 30 (AGENCIES): Dutch senators backed a hard-won compromise deal Tuesday to ratify an amended EUUkraine pact, secured from Brussels by premier Mark Rutte after Dutch voters rejected the initial version in an April 2016 referendum. The draft bill was approved by 50 votes to 25 in the upper house of parliament in the Netherlands, the only EU state yet to ratify the pact aimed at nudging Ukraine away from its former Soviet masters in Moscow. “This is the last parliamentary step,” for the amended deal to be approved, senate spokesman Gert Riphagen said. Rutte, whose liberal VVD party won a general election in March, is expected to return to Brussels with the Dutch go-ahead once the measure is signed into law. The original treaty deal was rejected by Dutch voters last year after eurosceptic groups opposed to the pact forced a referendum vote. About 60 percent of voters rejected the treaty, though turnout was barely above the 30 percent needed for the results to be validated. The rejection dealt a blow to Rutte and his coalition government at a time when the Netherlands was at the helm of the EU’s rotating presidency.
“We call on the remaining terrorists to surrender while there is an opportunity,” military spokesman Brigadier-General Restituto Padilla said in a statement. “For the terrorists, not surrendering will mean their sure death.” Padilla also told AFP the surrender call warning was aimed at limiting the loss of more lives and property. KUALA LUMPUR, MAY 30 (IANS): Two female suspects arrested for the murder of the North Korean dictators estranged half-brother brother Kim Jong-nam will have their case heard in a Malaysian High Court. After Indonesian national Siti Aisyah, 25, and Doan Thi Huong, 28, from Vietnam attended a court here with armed escort on Tuesday, a magistrate decided that the case should be transferred to Shah Alam High Court in Selangor. The trial has been moved after being delayed twice due to the prosecution’s request for evidence and document compilation, Malay Mail Online reported. As the women faced court in April, their lawyers said they feared “a trial by ambush” with police not sharing evidence. If convicted, both women face death penalty for murdering Kim at Kuala Lumpur International Airport on February 13 as he attempted to fly to Macau. The two women allegedly smeared Kim‘s face with the toxic VX nerve agent, a chemical classed by as a weapon of mass destruction.

to an AFP reporter who followed security forces who had to run from militants’ sniper fire coming from nearby buildings. Military helicopters fired rockets repeatedly on that part of the city on Tuesday morning, and black smoke rose from the buildings that were apparently hit. The gunmen were being backed by foreign fighters, including Malaysians, Indonesians and Singaporeans, authorities said. The militants had killed at least 19 civilians, while 20 security forces and 65 gunmen had died, according to the military. The death toll looked likely to climb, with soldiers reporting the smell of corpses in a public market still being held by the militants. Mar tin Thalmann, deputy head of the ICRC’s Philippine delegation who is in Marawi, also told AFP on Monday his staff had received reports from people trapped inside the militants’ areas that residents had died from stray bullets and sickness.

M A R AW I , M AY 3 0 (AGENCIES): Philippine authorities on Tuesday warned Islamist militants occupying parts of a southern city to surrender or die, as attack helicopters pounded the gunmen’s strongholds where up to 2,000 residents were feared trapped. More than 100 people have been confirmed killed in the conflict, which began last week when gunmen waving black flags of the Islamic State (IS) group rampaged through the mostly Muslim-populated city of Marawi. President Rodrigo Duterte declared martial law across the entire southern region of Mindanao, home to roughly 20 million people, in response to the crisis as he warned that local militant groups were uniting behind IS and becoming a major security threat. But the militants, initially estimated by the nation’s defence chief to number just 100, have withstood eight days of intense air assaults and street-tostreet combat, prompting the government’s threats on Tuesday.

COLOMBO, MAY 30 (IANS): Sri Lankan military and police used boats to rescue the marooned and retrieve corpses as the death toll from the devastating floods in the island nation rose to 183, officials said on Tuesday. At least 103 persons remained missing and the toll was expected to rise as authorities battle to rescue those still stranded across a wide stretch of the country, the Daily Mirror reported. It was the worst flooding in Sri Lanka since 2003. India and other countries have rushed aid to help Sri Lankan authorities. The Disaster Management Centre (DMC) said 112 people were also injured. A total of 545,243 people were affected by the disaster.
PARIS, MAY 30 (AFP): Under a dual onslaught of global warming and localised, urban heating, some of the world’s cities may be as much as eight degrees Celsius (14.4 degrees Fahrenheit) warmer by 2100, researchers warned today. Such a temperature spike can have dire consequences for the health of city-dwellers, robbing companies and industries of able workers, and put pressure on already strained natural resources such as water. The projection is based on the worst-case-scenario assumption that emissions of planet-warming greenhouse gases continue to rise throughout the 21st century. The top quarter of most populated cities, in this scenario, could see the mercury rise 7 C or more by century’s end, said a

The rest would be due to the so-called Urban Heat Island (UHI) effect, which occurs when cooling parks, dams and lakes are replaced by heat-conducting concrete and asphalt – making cities warmer than their surrounds, the researcher said. “The top five percent (of cities per population) could see increases in temperatures of about 8 C and larger,” study co-author Francisco Estrada of the Institute for Environmental Studies in the Netherlands told AFP. PERTH (UNITED KINGDOM), MAY 30 (AGENCIES): Scottish First Minister Nicola Sturgeon said Tuesday that she would demand a new independence referendum and a seat at the Brexit negotiating table if her party wins the most seats in Scotland in the British election. Presenting the Scottish National Party’s manifesto for the vote, Sturgeon pledged to pursue her plan to take Scotland out of the United Kingdom and back into the European Union. “Scotland must have a choice about our future -- a choice between following the UK down the Brexit path or becoming an independent country,” she told hundreds of SNP activists in Perth. Sturgeon confirmed that she wants a re-run of the SNP’s failed 2014 independence bid in late 2018 or early 2019, but said she could extend that timetable if there was not sufficient “clarity” about the consequences of Brexit, with Britain due to leave the EU in March 2019. The SNP hopes to hold a referendum before the current term of the semi-autonomous Scottish Parliament runs out in 2021, while still giving party leaders enough time to convince a sceptical electorate.

It added that the projectile was showcased for the first time last month as part of Pyongyang’s annual military parade to mark the 105th birth anniversary of the regime’s founder Kim Il-Sung. Following North Korea’s test-firing earlier this month of what analysts said was its longest-range rocket yet, the UN Security Council vowed to push all countries to tighten sanctions against Pyongyang. But China has made it clear that the push for talks -- and not more sanctions -is its priority. On Monday it pleaded again for dialogue. “We hope that related parties can remain calm and restrained, ease the tension on the peninsula, and bring the peninsula issue into the right track of peaceful dialogue again,” the Chinese foreign ministry said.

The missile test triggered swift condemnation from US President Donald Trump who said it showed “disrespect” for neighbouring China, the North’s sole major ally, which has sought to dampen tensions over Pyongyang’s weapons programme. The launch was aimed at testing a weapon “capable of making ultra-precision strike on the enemies’ objects at any area”, the North Korean report said. “It also verified ultraprecision guidance correctness in the re-entry section,” it said. “Whenever news of our valuable victory is broadcast...the Yankees would be very much worried about it and the gangsters of the south Korean puppet army would be

SEOUL, MAY 30 (AFP): North Korea confirmed its test-firing of a precisionguided ballistic missile was “successful”, the state-run news agency KCNA reported today, a day after the projectile landed in waters provocatively close to Japan. North Korean leader Kim Jong-Un supervised the launch of the “new-type precision guided ballistic rocket” -- the third missile test by the nuclear-armed regime in less than three weeks and carried out in defiance of UN sanctions warnings and US threats of possible military action. “The ballistic rocket flew toward the east sky where the day broke and correctly hit a planned target point... after flying over the middle shooting range,” the report said. South Korea’s military earlier said the Scud-type missile travelled eastward for 450 km (280 miles).

instrument to be chosen to play there.” Citing the prestigious respect people have for the Golden Hall due to its highly regarded acoustics and is considered one of the finest concert halls in the world, along with Berlin’s Konzerthaus, the Concertgebouw in Amsterdam, and Boston’s Symphony Hall. In an interview with Nagaland Post, Sophia and Yanzo said most of their trainings were done at HCE but their initial violin tutoring started with Joey Woch. Ta l k in g a b o u t t he concert, the two violinists said it was a wonderful opportunity and that they were really excited to have been chosen from among so many talented violinists, for which they said they feel “so blessed”.
They said the selection to be a part of the orchestra was done basing on skill, dedication and commitment. Sophia has just cleared her 10th standard exams from Maple Trees School, Dimapur while Yanzo is a graduate with English honours from Unity College, Dimapur, and he has also been teaching music as a part time job. Expressing their love for music, they both exuded their desire to keep up their “passionate hobby”, even if they have to pursue other professional areas, which, they said, was the beauty of being a musician as you can be part of it even if it has to be part time. Describing their journey thus far as a fruit of their personal commitment and investment, a gradual and lengthy process, and not an overnight success, they said, the bottom-line was how much a person was willing to dedicate themselves in their chosen field in order to rise above the average and get noticed for your hard work. The two will be leaving for the concert on June 9 and will be returning on June 16. They will be hosted by the Indian embassy in Vienna during their stay. (Aneila Seyie Keretsü)

Konta dumped out of French Open
Johanna Konta crashed out of the French Open first round with a shock defeat to Su-Wei Hsieh.
Paris, May 30 (Agencies): Johanna Konta crashed out of the French Open in the first round after suffering a shock 1-6 7-6 (2) 6-4 loss to world No 109 Hsieh Su-Wei on Tuesday. The British No 1 looked as though she would ease to victory after winning the first set in just 26 minutes on Philippe Chatrier.
But Hsieh, who had not previously won a match on clay this season, fought back to stun Konta, who has still not won a match at the French Open. The defeat continues Konta’s struggles on clay, a surface on which she has only won three matches this season. She did, though, start positively, overpower-
ing Hsieh in the early stages and losing only 10 points on her way to winning the first set. Hsieh improved in the second set and her unusual slices and drop shots started to frustrate Konta, whose unforced error count began to creep up. The Taiwanese won seven points in a row to take the tie-breaker, and was the first to break in the deciding set. Konta then failed to convert any of four break points at 5-4 before netting a return to hand Hsieh the match. Elsewhere, fifth seed Elina Svitolina hit 25 winners to win 6-4 6-3 over Yaroslava Shvedova, a twotime quarter-finalist in Paris. Svitolina will next face Tsvetana Pironkova after she beat Mona Barthel 6-0 6-4. Carla Suarez Navarro won 6-4 6-2 against Maria Sakkari.

His appointment was rubber-stamped at a board meeting on Monday. “I have spoken personally with Ernesto Valverde and I told him of our decision,” said club president Josep Maria Bartomeu. “We know he has ability, his knowledge and his experience.” “He loves youth football and he has a special style, similar to what we do at Barca. He has philosophy similar to Barca’s and trains the way we like to train.” As a player, Valverde spent two seasons at Barcelona, scoring eight goals in 22 matches, while he lead Athletic Bilbao to seventh place in La Liga this season. Enrique announced his intention to leave Barcelona in March and he signed off with a 3-1 win over Alaves in the Copa del Rey on Saturday.
