D I M A P U R , M AY 2 9 (NPN): Nagaland chief minister Neiphiu Rio Friday informed that anyone planning to go and work outside Nagaland would henceforth have to register with the State government else, the latter would not take any responsibility. Stating this during his visit to Ganeshnagar Industrial Estate to take stock of the ongoing renovation works following its conversion into an institutional quarantine centre (IQC) as per a cabinet decision, Rio said the government would discuss and take a decision in this regard very soon. and his cabinet colleagues expressed gratitude and appreciation to Nagaland Police for making the estate fit for human habitation in record time. He also donated Rs 5 lakh for a feast to honour the police personnel. Mentioning that Nagas who had registered have started arriving from different parts of the country, the chief minister said accommodation capacity in Dimapur was currently around 4,500, including at Ganeshnagar. He said all ministers in-charge and legislators were doing good work and admitted that Dimapur was getting the major burden, for which it was decided to use Ganeshnagar. State COVID-19 positive cases rise to 25

D I M A P U R , M AY 2 9 (NPN): Nagaland on Friday registered seven new positive cases of COVID19 taking the state’s tally to 25. Health & Family Welfare minister S. Pangnyu Phom took to twitter Friday morning informing that of the seven cases one was from Tuensang, four from Kohima and two from Dimapur. All the positive cases were returnees from Chennai. As on May 29, Dima-

pur recorded a total of 14 COVID positive cases, Kohima- 6 and Tuensang- 5. According to the Health department’s COVID-19 bulletin, the cumulative number of COVID-19 suspected samples sent for testing on Friday was 1934, out of which 1371 was received with 1346 negative and 25 positive cases. The results of 563 were awaited. Further, 63 samples tested by the Truenat testing machines were all negative.

PTI Adds: Nationwide count of confirmed COVID19 cases reached 1.68 lakh on Friday with a record number of nearly 7,500 people testing positive for the dreaded virus infection across states and union territories. The death toll crossed 4,700, but recoveries also rose sharply to surpass 81,000. In its morning update, the Union Health Ministry said the death toll due to COVID-19 has risen to 4,706 in the country, while the number of cases climbed to 1,65,799, registering an increase of 175 deaths and a record jump of 7,466 cases in 24 hours since Thursday. However, a PTI tally of figures announced by states, as of 9.40 p.m., showed a higher number of 1,68,386 confirmed cases and the nationwide death toll of 4,784.

At a time when people of the State frequently complained about Kohima and Dimapur taking a lion’s share and leaving other districts with nothing, the Senden said it was not wise on its part to equate Mokokchung with Kohima and Dimapur. DIMAPUR/KOHIMA, MAY 29(NPN): Altogether 4607 stranded citizens have reached Nagaland till date while more are expected to reach in the coming days According to the data made available from the Control Room Empowered Group Dimapur, 609 stranded citizens reached Nagaland on May 29, out of which 369 were from Rajasthan, Delhi-8 , Dibrugarh-1, Tamil Nadu-4, Kolkata-128, Guwahati-2, Uttrakhand-4 and Punjab-93. On May 28 night, a special train from Andhra Pradesh 72 stranded persons of Nagaland reached Dimapur. It was also informed that a special train departed from Goa carrying 435 stranded citizens on May 28 and was expected to reach Lumding/ Dimapur on June 1. Speaking to Nagaland Post, principal director School Education, Shanavas C said as per the existing SOP all returnees will be transported to Dimapur and Kohima quarantine centres where everyone will be screened.

During the daily briefing on Friday, principal secretary Home, Abhijit Sinha informed that a total of 12,836 citizens had signed up in the nCOVID-19 Nagaland– Visitors App since March 23, 2020. Sinha said that 2298 persons have submitted their travel self-declaration during the past 14 days. At present 2017 persons are being digitally monitored through the App, he added. In a sharp contradiction to the series of posts on social media platforms, inmates at Meriema quarantine centre have dismissed all such stories. Speaking to Nagaland Post, a returnee from Chennai kept at Meriema quarantine centre said there was no complaint from anyone regarding food. Members of various churches and organisations were taking turns to provide good food to

the inmates and all of them were grateful. “I saw many stories on social media, but most of them are fake. We complained on the first day because the food was served late as we were all hungry after a long journey. But the food got better after that day,” he claimed. He admitted that the only disappointment was that two persons have to share a room. “Though we have separate beds, we share

the same bathroom. But there is nothing to sanitise it. Yes, they had asked us to carry our own hand sanitisers. Though I have sanitiser, some returnees did not have when they came.” He praised around 10 or 20 nurses doing round the clock duty of looking after more than a hundred inmates. Asked about some inmates escaping and no enforcement of social distancing as posted on social media, the inmate maintained all of them were fake news. Instead, he said all were locked from outside and no one has ran away adding, “at least not from this centre”. Another inmate said she was so happy to be back home and had no complaint about food. She claimed that all other inmates taken good care of and were maintain social distancing at all times. She said the rooms in the

NBCC saddened by Tuensang fiasco D I M A P U R , M AY 2 9 (NPN): Nagaland Baptist Church Council (NBCC) has expressed its sorrow over the Tuensang fiasco. In a statement NBCC general secretary Rev Dr Zelhou Keyho, said negligence and selfishness should not become the norm at this time. It called upon the State government to act wisely so as not to create further chasms in the Naga family. As safety and equality were at the heart of any prosperous nation, NBCC said the government should view citizens’ safety and security and rights in a holistic manner and work to achieve this at all cost. Expressing its deep concern over the challenge posed by COVID-19, along with the plight of the patients both in Nagaland and outside, the council observed that the virus had devastated the world. And considering the speed at which the virus was spread-

Calling for transparency and coordination, the release urged the government to take all stakeholders into confidence and develop a responsive mechanism to combat the pandemic collectively. Priority to Chennai returnees for test: APC Staff Reporter

D I M A P U R , M AY 2 9 (NPN): Agriculture Production Commissioner (APC), Y Kikheto Sema, who is also the over all in-charge of Dimapur district for COVID-19 related activities, Friday said that priority for swab test would be given to Chennai returnees. When contacted over phone, Kikheto told Nagaland Post that till swab test on all Chennai returnees was done, the government would not test any other returnee unless they showed symptoms of COVID-19. Kikheto said that he had received a complaint from a returnee from Haryana, who said though he had been in the quarantine centre for three-four days, he was not yet tested. Sema maintained it was not nec-

essary to test every returnee if the individual had no symptoms of coronavirus. Kikheto said the BSL-3 had a capacity to test a maximum of 90 samples per day, and so it would take 10 to 11 days to test all Chennai returnees. On reports about some NGOs against keeping returnees of other districts undergoing quarantine, he lamented that Dimapur cannot carry the cross of all other districts. In order to accommodate thousands of other returnees, he said there was need to send returnees tested negative for COVID-19 and who have completed quarantine period. DIMAPUR: Advisor for Horticulture & Border Affairs, Mhathung Yanthan, who is also one of the members’ in-charge for Wokha district on COVID-19 in an interactive session with the village councils and public leaders at Lakhuti village said the disease may be curable but the best way is to follow the preventive measures or the lockdown guidelines. It also cautioned that failure to comply with the requisition is punishable under Section 57 of the said Act.

Legislators visit Zunheboto

DIMAPUR: Legislators incharge of Zunheboto, Minister Agriculture & Cooperation, Kaito Aye and advisor, Tourism and Art & Culture, Khehovi Yepthomi visited the district on May 28. The legislators had a review meeting at the DC’s bungalow with the Zunheboto district task force, district administration, police and medical department over the preparedness strategy of the district in the wake of outbreak being reported in the state. According to DIPR report, the legislators in-charge were apprised by the district administration

and medical department of the designated quarantine centres and the quarantining protocol for the returnees received so far. Kaito Aye, while appreciating the efforts being undertaken in the district, called upon the authorities to be on the vigil against the generation of any panic or fear psychosis. He also thanked the churches for taking the initiative to provide catering services to the returnees currently lodged at the institutional quarantine centre in Zunheboto town. Khehovi Yepthomi, in his address maintained that

social distancing and personal hygiene still remains the best preventive option and reminded all to do so. He also assured his personal attention for any kind of need or grievance while coping with the pandemic. Both the legislators in-charge encouraged and assured the frontline departments of their advice, support and cooperation at all times and especially for containing the pandemic in Zunheboto to the best possible extend. The meeting, chaired by the Deputy Commissioner was attended by the district task force members.

VYO condemns hit & run case

DIMAPUR: Viswema Youth Organisation (VYO) has condemned the hit and run incident wherein Savizo Tsükrü (21) son of Meyiezol Tsükrü was run over by an unknown vehicle at National Highway 29 near Viswema village. In a press statement, VYO said the incident might have occurred on late evening of May 23 or at the dawn of May 24 which led to the tragic death of late Savizo Tsükrü. While sympathizing with the bereaved family, VYO expressed anguish over the inhumane and the barbaric act of the unknown driver, who the union said had least regard for the victim’s life and fled the scene

leaving the victim to suffer the cruelest death. Condemning such act under its jurisdiction, VYO has urged the law enforcing authority to expedite its investigation and apprehend the culprit at the earliest. Government attacked over handling of pandemic

DIMAPUR: Against the backdrop of several returnees from Chennai being tested COVID-19 positive and the alleged negligence of the government in sending the returnees to Tuensang without ascertaining the test results, state primary opposition party – Naga People’s Front (NPF) and other organisations have expressed concern over the way the government of the day has been handling the pandemic. NPF: Naga People’s Front (NPF) has expressed concern over the increase of COVID-19 positive cases in Nagaland during the past few days, and has expressed solidarity to the frontline workers and encouraged them to take up the challenges ahead with zeal and determination. In a press statement, NPF press bureau also asked the citizens of Nagaland to be magnanimous and sensitive while rendering opinions on the stranded returnees/citizens. The Party has urged the public to avoid stigmatization against those returnees and stranded citizens as social stigmatization against them would only invite more social unrest. NPF has also questioned the motive of the PDA Government in sending the returnees from other states/cities to Tuensang when the government was fully aware that the test results were still awaited. “This is an utter negligence on the part of the present PDA Government and they must take full responsibility instead of justifying it as communication gap,” read the release. The Party asked how long it would take to make BSL-2 at Tuensang operation when the BSL-2 installed at Dimapur has not even become functional even after so many days of its announcement. NPF also questioned the reliability of BSL machines and asked the government to assure its citizens the credentials of the BSL manufacturers and company that deals with such medical equipment. Of the total 910 coronavirus cases in the state, 794 are active patients. Six patients were discharged from the Gauhati Medical College and Hospital (GMCH) on Friday, taking the number of recoveries to 109. Four have succumbed to the disease in the state so far and three have migrated. Among the 30 new cases, 16 are from Golaghat, six from Karimganj and two each from Lakhimpur, Cachar, Hailakandi and Karbi Anglong, the minister said. Shillong, May 29: A 34-year-old assistant professor of Indian Institute of Management – Shillong on Thursday allegedly committed suicide by hanging himself at his residence here in Meghalaya, a police official said on Friday. Dr Arindam Mukhopadhyay, a native of Burnpur in West Bengal, joined IIM-Shillong in 2015 and had lived alone in a house rented by the B-school. Police said that Mukhopadhyay had allegedly sent a message to his eldest sister in Kolkata informing her about his intention to end his life. On receiving the message, Mukhopadhyay’s sister shared the same with the landlady, who later informed the police. “The police team rushed to the house but found that the door was latched from inside. They broke the door and found the teacher hanging inside,” Superintendent of Police (Shillong City), Bikram D. Marak said. Although, preliminary investigation indicates that it was purely a suicide case, police said that investigation is on to establish the exact cause of his death. Meanwhile, the body has been sent to North East Indira Gandhi Regional Institute of Health and Medical Sciences for autopsy. The parents of the deceased have arrived in Shillong for cremation rites.

Diphu May 29: Personals of Forest Protection Force, Karbi Anglong gunned down John Thang (Thangboi) a rhino poacher and resident of Super Market locality of Dimapur in Nagaland around 7.30 pm on Thursday while he was prowling on the fringe of Rangapahar forest area along with a gang of poachers. the incident took place within the jurisdiction of Dhansiri police station and around 40 kilometres from Diphu. According to official sources, the gang was on a mission to hunt a pair of rhino that got detached from Kajiranga national park after the first wave of flood battered the rhino sanctuary few days back. The pair is believed to have taken shelter inside the forested area near the place of incident. The officer and staffs of the protection force patrolling the susceptible area to prevent poaching of the flood-hit wildlife spotted the gang and challenged them. After a brief tussle, John Thang pounced on the armed forest guard and tried to snatch his service gun, while another member of the poachers gang pulled out a 12 bore single barrel shot gun concealed behind a bush; in the scuffle, John suffered a gun- shot while his partner in crime fled leaving behind John and the gun.

WASHINGTON, MAY 29 (PTI): Reiterating his offer to mediate on the border dispute between India and China, U.S. President Donald Trump has said that he spoke to Prime Minister Narendra Modi, who is not in a “good mood” over the “big conflict” between the two countries. Interacting with journalists in the Oval Office of the White House on Thursday, Mr. Trump said a “big conflict” was going on between India and China. “They like me in India. I think they like me in India more than the media likes me in this country. And, I like Modi. I like your Prime Minister a lot. He is a great gentleman,” he said. “They have a big conflict India and China. Two countries with 1.4 billion people (each). Two countries with very powerful militaries, India is not happy and probably China is not happy,” the U.S. President said when asked if he was worried about the border situation between India and China. “I can tell you; I did speak to Prime Minister Modi. NEW DELHI, MAY 29 (AGENCIES): In a bizarre incident, a troop of monkeys on Friday ran away with coronavirus test samples from Meerut Medical College in Uttar Pradesh, reports India Today. A troop of monkeys attacked a lab technician who was carrying samples of suspected Covid-19 patients for testing and ran away after snatching three samples. The incident occurred inside the premises of the Meerut Medical College. While doctors have again collected samples from the three patients, there is fear in the area as the suspected samples of Covid-19 patients are still with the monkeys. Army top brass discusses Chinese standoff at Ladakh

NEW DELHI, MAY 29 (IANS): Over three days, the Indian Army top leadership discussed various aspects related to existing and developing security challenges, including China’s transgression attempts in Ladakh and Sikkim regions. The deliberations were made during the Army Commanders’ Conference, an apex biannual event which facilitates conceptual level deliberations culminating in important policy decisions. The conference was scheduled for April 2020 and postponed due to COVID-19 pandemic and later it was decided to organise it in two phases. First phase of the conference was conducted at South Block, New Delhi from May 27 to 29. The meet conference planned much before the tension with China in eastern Ladakh region. The meet started with Army Chief General Manoj Mukund Naravane presiding over the conference on May 27. In eastern Ladakh, there are standoffs at at least four places wherein India and China have differences on the perception of the Line of Actual Control. The tension erupted after skirmishes

between the soldiers of both sides at the Pangong Lake region on May 5 and May 6. These issues were discussed during Army Commanders’ Conference. The Indian Army’s apex leadership also deliberated upon human resource management issues, studies pertaining to ammunition management, merger of co-located training establishments and merger of military training directorate with HQ Army Training Command. The Board of Governor meetings of the Army Welfare Housing Origination and Army Welfare Education Society were also organised during the event. The second phase of the conference scheduled from June 24 to June 27 will include interactive sessions with Department of Military Affairs and Department of Defence, discussions on agenda sponsored by Command Headquarters and deliberations on ongoing studies of logistics and administrative issues. Defence Minister Rajnath Singh and Chief of Defence Staff General Bipin Rawat are also likely to address the conference during this phase.

Death toll due to ‘Amphan’ in WB now 98: Mamata KO L K ATA , M AY 2 9 (PTI): The death toll due to cyclone ‘Amphan’ in West Bengal has risen to 98, Chief Minister Mamata Banerjee said on Friday. “As per reports of the district magistrates, the toll due to cyclone Amphan has gone up from 86 to 98. We are sending money to those who have lost their lives in the disaster,” Banerjee said. She said that the kin of each of those killed in the cyclone will get Rs 2.5 lakh each while those badly injured and others with minor injuries will get Rs 50,000 and Rs 25,000, respectively. The chief minister also announced a fund of Rs 6,250 crore to assist the affected people to build houses, help farmers, provide assistance for betel leaf plantations as well as construction and repair of tubewells. Referring to the restoration of power supply in the districts after the May 20 cyclone, Banerjee said 80 per cent power has been restored in six districts and 100 per cent in 10 others. All 273 electric sub-stations have been restored in the districts.

Locust swarm attack: Haryana Chief Secy directs districts to take steps

CHANDIGARH, MAY 29 (PTI): Haryana Chief Secretary Keshni Anand Arora on Friday directed the Agriculture department and district administrations to take all necessary precautions in advance to tackle any potential attack of locust swarms in the state. The chief secretary gave the directions while presiding over a review meeting regarding monitoring and control of locusts in Haryana with officers of the Agriculture department and other concerned depart-

ments here, an official statement said. During the meeting, Additional Chief Secretary, Agriculture and Farmers Welfare department, Sanjeev Kaushal shared that Haryana has also been put on high alert after insect attacks have been reported in neighbouring Rajasthan. Special supervision teams have been constituted to tackle the situation and spread the awareness about the same across the state, Kaushal said. Further to control the

Heat wave in UP; Etawah hottest at 43.8 degrees Lucknow, May 29 (PTI); The intense heat wave conditions continued at many places in Uttar Pradesh on Friday with Etawah being the hottest place in the state at 43.8 degrees Celsius, the meteorological department said. Banda was the second hottest recording a maximum temperature of 41 degrees Celsius, it said. In the state capital Lucknow, the maximum and minimum temperatures settled at 35.9 and 26.3 degrees Celsius respectively, it said. The department has forecast partly cloudy sky in Lucknow on Saturday with rain/thundershower at some places. Laudable initiatives by CSOs

T

here has been an NGO boom throughout the world and in India, NGOs are at the forefront in socio-economic fields.There are some fields where NGOs have made their mark besides human rights. The other notable contributions are in environment, health and social arenas. In addition, NGOs are also important participants with respective governments in closing the gap of reachability.NGOs also have a significant role as catalysts in understanding issues by interacting with various stakeholders, especially those whom government inaction affects most, and to bring the issue to the notice of the policymakers. The government cannot be present everywhere all the time. It has its own powers as well as limitations.NGOs in Nagaland have been actively working for genuine social development programmes and welfare activities of urban and rural communities. In Nagaland, the scenario is also inclusive of the sociopolitical climate where there are various organised tribal cultural groups that espouse preservation and promotion of their respective cultures. These organisations generally known as tribal hohos, involved with traditional issues who also work closely with government in social development and charitable issues. In many ways governments are also benefitted through the participatory roles played by NGOs especially in areas where state authorities are unable to reach out. This is seen in the battle against HIV/AIDS, drug and alcohol addictions, orphanages, old age homes, impartation of skills etc. Among the NGOs are also various unions or civil society groups that have also rendered invaluable service to society. This has been witnessed in several towns as well as Kohima and Dimapur where unions and CSOs have initiated many social action programmes for the benefit of society. In Dimapur in particular, mention may be made of Naga Council, ACAUT Nagaland, Public Action Committee and various student organisations. As mentioned in various media, Dimapur is not only the commercial capital but also the crime capital of the state. Besides illicit drugs, banned substances or activities, it is also like the main distribution centre for smuggled liquor estimated at around Rs.2 to Rs.3 crore per day. In a laudable effort, the Dimapur Naga Students Union took the initiative to check the illegal flow of liquor that led to seizure of over 9000 bottles of the contraband estimated at Rs.20 lakhs in street value. These were reportedly seized from two trucks in one day, on May 18 at New Field Check Gate. While it is a tribute to the efforts of the union to have taken a bold step in acting against smugglers as it also posed inherent danger to safety and security; it is also a big question on the ability or inclination of state enforcement agencies to check and prevent inflow of illegal liquor. Why truck loads of bottled illegal liquor continues to enter Nagaland check gate from outside, is also a testimony to the complicity of the law enforcement agencies. If the state law enforcement are unable to carry out their responsibilities, then it would be best to outsource the job to volunteers under supervision of the authorities. This was also a feature when the Public Action Committee(PAC) undertook just a week-long drive against illegal tax collections at various check gates in Dimapur. Perhaps even handling of COVID19 pandemic could have been better handled if the responsibility was given to NGOs and CSOs.

COVID crime against Tuensang district

he government of the day has poured in crores of rupees in order to set up quarantine centers in Kohima and Dimapur. Kohima has Meriema quarantine center, KBadze quarantine center, ATI quarantine center and Ayush Hospital Chedema and NHAK as COVID Hospital with refurbished facilities by crores of rupees (more than 11 crores) in order to accommodate the 8 districts of Nagaland. The BSL-3 testing lab is also set up in Kohima. At present the government is spending lakhs in preparing JNV as a quarantine center. Next in line are NU, St. Joseph College and Science College. It has also many Government establishments, private hotels, buildings and facilities which can be requisitioned by the government any time. However, Tuensang had just one big quarantine center in the form of Sao Chang College which is now declared as a containment zone. The only rustic Hospital Tuensang with one COVID positive returnee is again a containment zone. On enquiry the DC office Tuensang (as seen on Government portal) has received only 12 lakhs to tackle the entire COVID pandemic. Now with Sao Chang College sealed, the greatest worry for Tuensang people is which place to be used as a quarantine center. The option now is only some private high schools. Kohima has two COVID positive returnee lodged at Chedema hospital, which is in the outskirt of Kohima town. It is well prepared in advance

by the government with much greater facilities. However the people of Tuensang have now one COVID positive returnee and 168 suspects/exposed COVID returnees who were blatantly exposed due to some senseless decision by some officers. It is sad and unfortunate that government SOPs were not followed. Tuensang now has directly 169 and more COVID related returnees to take care which is much more than the whole Nagaland combined. Sao Chang College as a containment zone is hosting 150 returnee and JNV Chare hosting 15 returnees has common toilets and latrine and within a matter of few days and week, all the returnees might become positive. Hence logically Tuensang is dealing with 169+ more COVID positive returnees. Tuensang will explode if immediate mitigation work is not initiated by the Tuensang people. A human time ticking bomb has reached Tuensang in the form of our own brothers and sister. And the Kohima people and authority who sent them without proper health safety SOPs of the government has done a crime against humanity, crime against the people of Tuensang. History will never forgive if the mistake committed by some individuals in power corridor backfires to wipe the otherwise silent town. Only time will tell the real threat of COVID cases, if not tackled nicely by the people of Tuensang. We need all available resources to tackle the situation. But it is a shame for the state government, that due to the lack of facilities within Tuensang town, we now have to shift the general patients to a very remote location at Longpang PHC. The NHAK has 62 doctors whereas the whole of Tuensang has very less doctors, less than NHAK alone. If the returnees are not given healthy diet then it would accelerate the COVID cases which would again spiral more problems for the citizens of Tuensang. The government should realize that they have committed a crime against the poor health sector of the Tuensang people. If the returnees were properly segregated then the available resources arranged by the district administration of Tuensang would not have gone wasted. When the returnees were dispatched to Tuensang, they were not given even lunch, but all thanks to the people of Wokha and Ao Senden that they provided the returnees refreshment on the way. The people of Tuensang will cherish the goodwill towards us as they endangered themselves selflessly. As per protocol, contact tracing of Tuensang HQ by COVID positive returnee may be somehow possible. However,

how do we expect contact tracing for people of Wokha and Mokokchung who sacrificed selflessly for the people of Tuensang? How do we expect the contact tracing to be possible for all the wayward bystanders who might have come in contact with the Tuensang returnees? Not forgetting, the blatant sacrifice of fateful NST drivers’ lives, who while performing services for the government was forced to be exposed to the infection due to some unwanted and avoidable decision of persons in power corridor. Due to lack of employment opportunities many people have gone to metro cities to work in some private companies. So many of them are unemployed now and is in desperate condition to come back home. There are huge number of returnees to Tuensang from Haryana, 27 persons which is highest as compared to any other districts has already reached Kohima and is expected to return to Tuensang shortly. More people are expected to come back home from the metro cities. Where will the people of Tuensang house all returnees with all the health safety protocols? The people of Tuensang should be ready to welcome all returnees and for that all available resources, all man power from Tuensang origin districts should be recalled to study the case and mitigate nicely. Manpower is the need of the hour. All machineries should be activated. People of Tuensang should rise up to the occasion and fight for justice. All the tribal bodies should recall back all the willing gov-

ernment officers and manpower of Tuensang from Kohima and Dimapur and discuss to work out strategies and to tackle the ever knocking and ever ready human ticking bomb which is about to explode. The people of Tuensang have just some handful officers posted in Kohima and Dimapur. And some of the officers will be most willing to give psychological, physical and logistic support to the people of Tuensang by their presents in the district. The people of Tuensang will be doomed if proper planning and strategies are not worked out at this very crucial time. The government has promised to set up a BSL-2 Lab on the eve of 27th May, but we never know how long it will take to set it up and get it functional. It’s been more than a month; even the promised BSL-2 Lab of Dimapur is not ready. We need professional technicians to operate such labs. Since there is a presence of one positive COVID case with additional 168 suspects of COVID exposed returnees in Tuensang, unless tested negative again, it will be wise on the part of the government to set a BSL-3 Lab in Tuensang. Let it not be just an empty promise by the GON to cover up the blunder. In order to save the people of Tuensang, the government and the people of Tuensang must work together; pull in all the possible resources in order to contain this virus. The current testing regime prioritizes demand flow to public labs with only excess demand flowing to private labs. Surprisingly in Maharashtra where the infection has been spreading like wildfire and it is very important to diagnose and isolate more and more people to stop the transmission, only 1,450 tests are conducted per day in private labs. The data of the survey showed that in Maharashtra there are 23 COVID dedicated PCR machines which have the capacity of doing 4,600 tests per shift (8 hours) are doing 1450 tests per day. Similarly in Haryana and Delhi, there are 11 and 10 COVID dedicated PCR machines respectively, which can do over 2000 tests per shift but are doing only 1300 and 600 tests respectively per day. In Telangana there are 9 dedicated PCR machines that are capable of doing 1800 tests per shift but have not done even a single test till date. The survey also included private labs from

states like Tamil Nadu, West Bengal, Gujarat, Bihar etc. It said there are at least 88 dedicated PCR machines in 50 private laboratories (which participated in the survey) which can do 17,600 tests per shift but are Adoing only 5000 tests per day. According to NATHEALTH, the current testing capacity in India stands at 150,000-170,000 tests per day with the public sector capacity at 110,000 tests per day and private sector capacity at 60,000 tests per day. Currently India is conducting 100,000 tests per day. A large portion of this is driven by the public sector which conducts around 75,000-80,000 tests, while the private sector conducts 15,000 - 20,000 tests per day. CBI files PE against Tablighi Donations Jamaat over FCRA violations continue during New Delhi, May 29 (IANS): Cracking its whip against unaccounted foreign funding, the Central Bureau of Investigation (CBI) on Friday said that it has registered a preliminary enquiry (PE) against the organisers of the Tablighi Jamaat. According to CBI sources, the agency has registered a PE against the organisers of Tablighi Jamaat and other unknown persons on a complaint alleging that the organisers and the trustees of the organisation were indulging into dubious foreign funding and cash transactions by illegal or unfair means. The sources also said that the Tablighi Jamaat also did not disclose receipt of foreign funds to authorities. The PE has been registered to probe the funds received in violation of the Foreign Contribution Regulation Act (FCRA). In April this year, the Enforcement Directorate (ED) had registered a money laundering case under Prevention of Money Laundering Act (PMLA) against Jamaat chief Maulana Saad, trusts linked to Tablighi Jamaat and others. The ED has worked

on the finances and transactions of the Tablighi Jamaat and its office bearers and has obtained various documents from banks and financial intelligence gathering agencies. The case was filed by the agency on the basis of an FIR registered by the Delhi Police. The action by the CBI comes a day after the Crime Branch of the Delhi Police filed 12 fresh chargesheets naming 541 foreign nationals in connection with the Tablighi Jamaat case. The chargesheets containing 12,000 pages were filed before Metropolitan Magistrate Tanya Bemniwal, who set June 29 as date for further hearing. By now, the Crime Branch has named more than 900 foreign nationals in the case. They have been charged under the Indian Penal Code (IPC), the Epidemic Diseases Act, the Disaster Management Act, 2005, and also for violating the prohibitory orders under section 144 of the Code of Criminal Procedure (CrPC). They have also been charged for visa rules violation. The government has cancelled their visa and blacklisted them.

New Delhi, May 29 (IANS): Even as India is conducting over 1 lakh tests per day in the country for novel Coronavirus in private and public labs, at least 70 per cent of the testing capacity of private laboratories lies unutilised across the country. A recent survey conducted by NATHEALTH, a healthcare foundation of India, showed that the private sector is being utilized only at 25-30%. The survey was conducted among 50 private laboratories across 13 Indian states to explore ways to enhance testing in private sector labs. While the stress has been on more and more testing in order to trace and isolate every single case of novel coronavirus, the private labs accredited by the government can play a big part in testing more people. The surveyed labs are currently working only single shifts, doing cumulative 5,000 tests per day with 17 labs doing less than 100 tests per day and 6 labs not doing any testing at all. New Delhi, May 29 (PTI): India’s economic growth slowed to 3.1 per cent in January-March and to an 11-year low of 4.2 per cent for the full fiscal 2019-20 amid a drop in consumption and investment. The Gross Domestic Product (GDP) growth stood at 5.7 per cent in the corresponding quarter of 2018-19, according to data released by National Statistical Office (NSO) on Friday. During 2019-20, the Indian economy grew at 4.2 per cent as against 6.1 per cent in 2018-19. The economic growth was the lowest since 2008-09 when the economy had expanded at 3.1 per cent. The government had imposed a lockdown to curb the spread of COVID19 infections from March 25, 2020. However, the Indian economy also got impacted during the January-March quarter due slowing down of economic activities across the world.

The Reserve Bank had earlier pegged the GDP growth for 2019-20 at 5 per cent, as projected by the NSO in its first and second advance estimates released in January and February this year. C h i n a ’s e c o n o my contracted 6.8 per cent in January-March 2020, showing the impact of COVID-19. Meanwhile, the CSO revised downwards growth in the previous OctoberDecember quarter of 201920 to 4.1 per cent from 4.7 per cent.

Forex reserves soar to record high of $490.04 bn

Mumbai, May 29 (PTI): The country’s foreign exchange reserves swelled by USD 3.005 billion to a lifetime high of USD 490.044 billion in the week to May 22, mainly on account of a rise in foreign currency assets, RBI data showed on Friday. In the previous week, the reserves had increased by USD 1.726 billion to USD 487.04 billion. Foreign currency assets (FCA), a major component of the overall reserves, increased by USD 3.035 billion to USD 451.706 billion in the reporting week, Reserve Bank of India (RBI) data showed. Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. The gold reserves declined by USD 127 million to USD 32.779 billion in the reporting week. The special drawing rights with the International Monetary Fund (IMF) rose by USD 8 million to USD 1.432 billion. The country’s reserve position with the IMF also rose by USD 89 million to USD 4.127 billion during the reporting week, the data showed.

In an order, DC Dimapur Anoop Khinchi has, therefore, warned that any village/ward authority or any person acting in contravention to the Act would be liable to legal proceedings under Section 428 & 429 of IPC and Prevention of Cruelty to Animals Act 1960. New Delhi, May 29 (IANS): The Covid-19 pandemic has left the Indian private healthcare sector in acute financial distress, a new survey said on Friday adding that the healthcare facilities in the country have witnessed at least 80 per cent fall in average revenue. Post the lockdown from March 24, Indian hospitals have seen a large impact, especially among small and medium-sized hospitals, which are now facing existential challenges. The sur vey by healthcare industry body NATHEALTH was conducted in 251 healthcare facilities across nine states and 69 cities to assess the impact of COVID-19 on the domestic healthcare industry. The findings showed that 90 per cent of the surveyed healthcare facilities are facing financial challenges with 21 per cent facilities facing an existential threat. “There is a need for a stimulus package to revive the Indian healthcare industry which will be crucial to provide much-needed relief to the healthcare sector which is the frontline defence in this fight against COVID-19,” said Dr Sudarshan Ballal, President NATHEALTH. According to the survey, hospitals in tier 1 and tier 2 cities are experiencing a 78 per cent reduction in OPD footfalls, and a drop of 79 per cent in inpatient admissions.

Expedite setting up BSL-2: WSYF D I M A P U R , M AY 2 9 (NPN): Wester n Sumi Youth Front (WSYF) has called upon the State government to expedite setting up of BSL-2 laboratory here in view of the large number of residents of Nagaland returning and limited testing capacity of BSL-3 laboratory at Kohima. In a press release, the front observed that with hundreds of people arriving in the State daily and with more than 4,000 returnees already having reached, the government was lacking in its efforts in expediting setting up of BSL-2 laboratory at Dimapur and similar facilities in other districts. While welcoming the government’s decision to send returnees to their respective districts only after testing, WSYF feared that this would result in the possibility of keeping the returnees at Dimapur and Kohima even beyond the government’s prescribed 14-day mandatory institutional quarantine as the daily testing capacity of BSL-3 lab was only around 90 samples. Therefore, the front emphasised that the government should pull up its socks and utilise all its available resources to expedite setting up of BSL-2 laboratory at Dimapur. While the number of returnees would keep on increasing every day, the daily discharge rate from Kohima and Dimapur would be only 90 persons per day since that was the BSL-3 laboratory’s daily testing capacity.

KIPHIRE, MAY 29 (NPN): United Sangtam Likhüm Pümji (USLP) has urged the state government to reconsider its decision to send COVID-19 positive patients to their respective districts. In a press release, USLP president T Seopi Sangtam and general secretary P Achumse Sangtam reminded that the health infrastructure in Kiphire district and Longkhim-Chare area would not be able to withstand the “full force of COVID-19” if patients were sent to the district. USLP said it was ready to bring back returnees from Kohima. However, it said Tuensang district was not in a position to accommodate COVID-19 patients due to non-availability of requisite manpower and BSL-3 lab. Stating that it was aware that the government was under pressure to shift all returnees to their respective districts, USLP however said that at this point in time government must take the responsibility and ensure that COVID-19 positive patients were properly taken care of.

Washington, May 29 (AP): President Donald Trump on Friday threatened to take action to bring the city of Minneapolis “under control,” calling violent protesters outraged by the death of a black man in police custody “thugs” and saying that “when the looting starts, the shooting starts.” Trump tweeted after protesters torched a Minneapolis police station, capping three days of violent protests US over the death of George Floyd, who pleaded for air as a white police officer knelt on his neck. He said he spoke to the state’s Democratic governor, Tim Walz, and “told him that the Military is with him all the way. Any difficulty and we will assume control but, when the looting starts, the shooting starts. Thank you!” Trump didn’t clarify what he meant — Walz has already activated the National Guard — but the tweet drew another warning from Twitter for his rhetoric, with the social media giant saying he had “violated the Twitter Rules about glorifying violence.”

The move came a day after Trump signed an executive order challenging the site’s liability protections. Trump, who has often remained silent in the aftermath of police-involved killings and has a long history of defending police, has been uncharacteristically vocal this time, saying earlier Thursday that he felt “very, very badly” about Floyd’s death and calling video capturing his struggle “a very shocking sight.” But his language grew more aggressive as violence boiled over in Minneapolis on Thursday night. “These THUGS are dishonoring the memory of George Floyd, and I won’t let that happen,” he wrote shortly before 1 am. Tehran, May 29 (AP): Iran said Friday its experts would continue nuclear development activities, despite sanctions imposed earlier this week on their fellow scientists by the United States. State TV cited a statement from the country’s nuclear department saying the U.S. decision to impose sanctions on two Iranian nuclear scientists indicate continuation of a “hostile” attitude. It said the sanctions would make them “determined to continue their nonstop efforts more than before.” The statement said the sanctions violate international law. On Wednesday, US Secretary of State Mike Pompeo imposed sanctions on two officials with Iran’s atomic energy organization, Majid Agha’i and Amjad Sazgar, who are involved in the development and production of centrifuges used to enrich uranium. Pompeo also said he would revoke all but one of the sanctions waivers covering civil nuclear cooperation. The waivers had allowed Russian, European and Chinese companies to

continue to work on Iran’s civilian nuclear facilities without drawing American penalties. Waivers that permitted work at the Arak heavy water plant and the Tehran Research Reactor had been in place until now. A waiver for work at the Bushehr nuclear power station will be the only one extended. Since the US withdrawal from Iran’s nuclear deal with world powers in 2018, Iran has gradually taken steps away from the accord and started injecting uranium gas into more than a thousand centrifuges. Iran says the steps could be reversed if Europe offers a way for it to avoid U.S. sanctions choking off its crude oil sales abroad. Iran is also enriching uranium up to 4.5% in violation of the accord’s limit of 3.67%. Enriched uranium at the 3.67% level is enough for peaceful pursuits but is far below weapons-grade levels of 90%. At the 4.5% level, it is enough to help power Iran’s Bushehr reactor, the country’s only nuclear power plant. Prior to the nuclear deal, Iran had reached up to 20%.

draping banners over the balconies with slogans such as “Independence for Hong Kong.” Police waited in vans parked prominently outside the mall but did not attempt to break up the gathering. China’s National People’s Congress on Thursday voted to approve the bill that will now be sent to its standing committee for final approval. ore women have come forward with accusations of rape against Harvey Weinstein. Court documents obtained by The Hollywood Reporter say four additional women have accused the disgraced producer of rape. One victim was 17years-old at the time of her alleged attack in 1994. The alleged rape occurred as she was looking to break into show business, the docs say. The other three accusations include attacks in 1984, 2008 and 2013. Also named in the suit are Bob Weinstein, Miramax and Disney, which says that they “ k n ew o r r e a s o n a b ly should have known that Harvey Weinstein had a propensity to engage in

Five of the buses are on way to Prayagraj, two buses each are headed for Gorakhpur and Bhadoi, while one bus will arrive at Lucknow. The migrants will then have to proceed to their respective villages from these towns. The flag-off was attended by ABCL Managing Director Rajesh Yadav, Suhail Khandwani, Managing Trustee of the Mahim Dargah Trust and Trustee of Haji Ali Dargah Trust, officials and top representatives of both the trusts including Mohammed Ahmed. “It was the brainchild of Bachchan sahab, who has been deeply concerned by the sufferings of the migrants since the lockdown. He made a proposal and

The Manmohan Desai entertainer is still recalled for the grievous accident that the superstar suffered on the film’s set, following which he was hospitalised for months. While on his current initiative, Bachchan had been feeding hundreds of migrants at various locations and also providing them with medicines over two weeks, without much fanfare. They were also given footwear, as many migrants were developing sores or blisters or gashes on their legs due to long hours of walking in the scorching sun.

Bachchan, through Yadav, and the trustees of the two mausoleums, got down to the nitty-gritties of organising the massive operation over the past two weeks. “It was tough work. Finally, after securing all permissions, clearances from the Maharashtra and other state governments, the fleet of buses finally started on their trips today, well before the onset of monsoon,” said Sayed. Mahim Dargah Trustee (Dr) Mudassar Lambe informed IANS that a thorough medical screening of each migrant passenger was carried out, taking into account various criteria. “Besides, to ensure a hassle-free journey, each passenger has been given a full kit of masks, sanitisers, gloves, water bottles and food packets for the entire journey. This was decided after a video conference that took place on Thursday night between representatives of the entertainment industry and Dr. Sanjay Mukherjee, chief secretary of Cultural Affairs, Maharashtra. Re p r e s e n t i n g t h e industr y were Ashoke Pandit, chief advisor of Federation of Western India Cine Employees (FWICE), Apoorva Mehta and Madhu Bhojwani of Producer Guild of India, and Meghraj Bhosale from

Marathi Chitrapat Mahamandal among. Through video call, several issues related to resumption of shooting and other associated works of the media and entertainment industry were discussed. The conference came to these conclusions: Post Production activities should immediately start in line with all the health, safety and security norms and guidelines issued by the Government. A proper financial package has to be worked out by the state government to facilitate the entertainment industry. Premises owned by the state government should be given free of cost to producers and the produc-

tion houses for carrying out shoots, along with the facility of single window permission. There should be no

rentals on the sets that are erected in the Film city, which are lying unused due to the lockdown. After the lockdown is over, premises

in the Film City should be provided to producers and the production houses at subsidised rates so as to cope with the losses incurred due to the lockdown. The subsidised rates shall be applicable till the city regains its normalcy. An SOI has already been submitted by the stakeholders of the industry. L o n d o n, M ay 2 9 (Agencies): The Premier League says there is “optimism that we will see fans back in the stadiums next season”, but crowds are likely to return “on a phased basis”. Top-flight football is set to return after a threemonth shutdown on June 17, with matches behind closed doors at venues yet to be finalised. Premier League chief executive Richard Masters reflected on the proposed return next month, the use of VAR in the remaining 92 matches this season and when supporters might be able to return to stadiums. “No one knows when matches will move away from the behind-closeddoors model and it is right to have contingency plans in place, but there is optimism at the Premier League and at clubs that we will see fans

back in the stadiums next season and it may happen on a phased basis,” Masters said. “Hopefully it will be a huge morale boost and that is what we’ve been working towards. Very high risk of T20 WC being postponed: CA

Melbourne, May 29 (PTI): Cricket Australia on Friday conceded that there is “very high risk” of this year’s T20 World Cup being postponed and the body is bracing up for huge revenue loss because of that. Speaking to reporters, CA chief executive Kevin Roberts admitted that the fate of T20 World Cup, to be hosted by Australia in October-November this year, is uncertain because of the global travel restrictions in place due to the COVID19 pandemic. “We have been hopeful all along that it could be staged in October-November but you would have to say there’s a very high risk about the prospect of that happening,” Roberts said. The ICC has deferred

a decision on the event till June 10, saying it wants to continue exploring contingency plans for some more time. Roberts said CA is staring at a revenue loss of around AUD 80 million. Even if the tournament goes ahead as per plan, it is likely to be held in empty stadiums because of the social distancing norms and CA is well aware of it. “The likelihood of significant crowds is very slim ordinarily that would deliver well over AUD 50m revenue to CA. The T20 World Cup is a big question and that’s a factor of perhaps AUD 20m. “And it’s likely that our bio-security measures that we need to put in place to deliver the season will cost in the order of AUD 10m,”

La Liga 2020-21 to begin from September 12 M a d r i d, M ay 2 9 (IANS): The 2020-21 season of Spanish top-flight football league, LaLiga, will commence from September 12, according to President Javier Tebas. He also confirmed that the current football season will resume from June 11 after being suspended since March due to coronavirus pandemic. Tebas gave an insight into the plans put in place to keep players and officials safe during these unprecedented times. “We’ll restart, if God allows, on June 11. We’re hoping that Madrid and Barcelona pass into Phase Two (of the lockdown deescalation plan), which is where we can play,” Tebas said in a videoconference call with Spanish outlet MARCA.

Travel, organisation, everything. “We’re prepared and the important thing will be the day we finish the league. We’ll start next season on September 12,” he added. Murray to return at ‘Battle of the Brits’ tournament L o n d o n, M ay 2 9 (Agencies): Andy Murray will make his return to tennis at a behind-closeddoors tournament organised by his brother Jamie from June 23-28 in London, the Lawn Tennis Association (LTA) said on Friday. Rijiju also spoke about reactivating indigenous sports and activities and while they may not be a part of the Olympics and Asian Games as yet, he will be looking at integrating them into competition from next year. Rijiju was part of an hour-long webinar along with star shooter and 2012 London Olympics bronze medallist Gagan Narang in a discussion titled “Fitness! A Way of life”. The discussion was moderated by sports commentator Manish Batavia and was organised by Institute of Company Secretaries in India in association with Fit India. In the webinar, Rijiju and Narang spoke on a wide range of issues that included the importance of fitness, getting children to play, yoga, indigenous sports, Olympics and how to take the positives away from the lockdown imposed by coronavirus.

Final decision on Olympics won’t be made in October: Tokyo 2020 CEO Tokyo, May 29 (IANS): Tokyo 2020 CEO Toshiro Muto said here on Thursday that October is not the time for the Olympics organizers to make a final decision on whether the Games can be held in 2021. John Coates, chairman of the International Olympic Committee Coordination Commission, told The Australian newspaper last week that October will be a critical period for assessing if the Olympics can take place. But Muto told reporters at an online press conference that Coates had denied such reports. “We have asked Chairman Coates directly about the question, he told us that he never used a word for ‘yes or no’ on the games. FA Cup set for June 27 return L o n d o n, M ay 2 9 (Agencies): The FA Cup has been provisionally scheduled to return with the quarter-finals on June 27-28 and final set to be held on August 1. The Premier League will resume on June 17, with all 92 matches being televised. The FA Cup is also set to be completed, with the quarter-finals planned for the final weekend of June, the semi-finals across the weekend of July 18-19 and the final on Saturday August 1.
