NEC funding upgradation of 12 airports in Northeast New Delhi, May 29 (PTI): The North Eastern Council (NEC), a nodal agency for the economic and social development of the Northeast, has funded upgradation of infrastructure in 12 operational airports in the region, Union minister Jitendra Singh said today. Singh said the NEC has put maximum emphasis on the transport and communication sector with the construction of 10,500 kms of roads including inter-state and roads of economic importance. “To promote air connectivity in the region, the NEC has supported Airports Authority of India (AAI) for upgradation of infrastructure in 12 operational airports,” he said after chairing the 66th plenary of the NEC held here today. Singh said the construction of Tezu airport in Arunachal Pradesh is supported by the NEC and is likely to be operational within the current financial year. The NEC is also taking up the runway extension at the Umroi (Shillong) airport to enable bigger aircrafts to land and three hangars at LGBI airport in Guwahati have been completed under funding by the NEC. Singh said a new project named North East Road Sector Development Scheme

(NERSDS) has been launched to take up all strategically important but hitherto neglected roads and bridges. The minister said during 2016-17, the NEC was allotted Rs 800 crore at budget estimate stage and at the revised estimate stage it was enhanced to Rs 968.79 crore plus Rs 150 crore for NERSDS making a total of Rs 1,118.79 crore. Depending on the legitimate demand of the Northeastern states based on the regional plans approved by the Council, the NEC would strive to allocate more liberal grant of resources in the coming years, he said. The governors and chief ministers of eight Northeastern states – Assam, Arunachal Pradesh, Nagaland, Manipur, Meghalaya, Mizoram, Tripura and Sikkim are members of the NEC. Union minister of state for home Kiren Rijiju, who hails from Arunachal Pradesh, also participated in the meeting. During the day, the members discussed the NEC budget for the current fiscal, conversion of NEC schemes to central sector schemes, issues concerning tourism in the Northeast, promotion of textiles with special emphasis on handlooms, handicrafts and apparel.

Nagaland not to implement new cattle rule NEW DELHI, MAY 29 (AGENCIES): The Government of Nagaland is not going to implement the Centre-imposed-ban on the sale of cattle for slaughter, a minister in the Government of Nagaland told Firstpost, stating that it would impact the traditional food habits of the people in the state where beef is a staple food. “Nagaland is not going to implement this law related to cow slaughter,” Imkong Imchen, Minister of Highways in the Nagaland government told Firstpost. “There is no need for a policy (amounting) to ban cow slaughter in Nagaland,” added Imchen, who is an MLA of the ruling Naga People’s Front, which is an ally of the Bharatiya Janata Party-led NDA government at the Centre. The minister added that the new rules may to some extent affect the traditional food habit in Nagaland where beef is a staple food. The statement from the Nagaland minister has come at a time when the Kerela government’s reaction to this new rule sparked made a debate across the country.

Involve Nagas of Nagaland for pol solution: NTC plea to PM D I M A P U R , M AY 2 9 (NPN): Nagaland Tribes Council (NTC) delegation called on Prime Minister, Narendra Modi, on May 19 at New Delhi and urged upon the Government of India to take the Nagas of Nagaland into confidence while settling the issues concerning the state of Nagaland. NTC through its media cell said that the ‘Framework’ agreement signed between the NSCN (I-M) and RN Ravi, the Interlocutor representing the Government of India, in the presence of the Prime minister of India and the Home Minister of India on the August 3, 2015 could not be outside the purview of the Constitution of India. However, NTC said except the signatories, nobody else knew what were the contents of the agreement “as it has been kept as secret from the Nagas of Nagaland in particular till date.” In the 18th month of the agreement, NTC said the Government of India had cleared the deck specifically for the people of Manipur that the Framework did not cover the State of Manipur. This

clarification, the NTC said implied that the Framework was meant for Nagaland, but the Nagas of Nagaland were given just the chance to speculate on the happenings since Nagaland has been “virtually kept out from the beginning of the process of negotiation till it reached the ‘framework’ and beyond.” “What better alternative is then left for the Nagas of Nagaland than urging the GoI to take Nagas of Nagaland into confidence while settling the issues concerning the State of Nagaland,” stated NTC. The council said it was indeed befitting for the Nagas of Nagaland to assert that they were capable and confident enough to resolve any of their own issues with the Government of India. Therefore, the NTC said it submitted a representation to the government of India when the team called on the Prime Minister on May 19, 2017 in New Delhi.NTC appreciated the Prime Minister for not only granting the opportunity receptively but also for giving sufficient time for the interaction. No blood stem cell donors in Northeast Staff Reporter

D I M A P U R , M AY 2 9 (NPN): Even as the country has around two lakh registered blood stem cell donors of the total population, not a single donor has been registered in the entire Northeastern states, said co-founder and project coordination of Gene Bandhu, Kapil Gupta. Kapil said this at the one-day awareness programme on “Stem cell therapy and its recent advances” at the conference hall, Eden Medical Centre here on Monday. He is in the state on a two-day visit to conduct donor drives and to increase awareness on blood stem cell donation in the region. He therefore, called for creating more awareness on donation drive in the Northeast region. He said people of northeast have the same gene pool and that patient would have a high chance of matching donor in the

Kapil Gupta

region. Kapil would also be visiting Dimapur Government College and SM College on Tuesday to create more awareness among the students, as the age group between 18-35 years has been considered as the most productive groups. Genebandhu is a nonprofit organization based in New Delhi focus on promotion of donation of voluntarily blood stem cell and to create hope, as well as resources, for patients that

are in danger of falling prey to dangerous blood disorders like Leukemia (blood cancer), Aplastic Anemia, Thalassemia and Sickle cell Anaemia. According to Kapil, the role of Gene Bandhu, was to look for donors by conducting donor drives across the country and to increase awareness on blood stem cell donation. The organization acts as donors’ registry (data base) and linked with various hospitals to find the match between patients and donors. Once the donors voluntarily came forward, the organization collect the saliva samples and store in their data base, he said. The country needs a large database of willing blood stem cell donors to help the cause, he said, adding that the presence of large data base in the country would provide high chances for the patient to find the match. China warns India over bridge Framework agreement need not be disclosed now: CIC B e i j i n g , M ay 2 9 (IANS): China on Monday asked India to be “cautious” and exercise “restraint” over building infrastructure in Arunachal Pradesh, days after Prime Narendra Modi launched the country’s longest bridge linking Assam with the state claimed by Beijing. “We hope India adopts a cautious and restrained attitude on the issue before the final settlement of the border issue with China to jointly control disputes, safeguard peace and tranquility in the border areas,” the Chinese Foreign Ministry told IANS. “China’s position on the eastern section of the Sino-Indian border areas is consistent and clear,” a statement in Chinese said. Modi last week opened the country’s longest bridge over Brahmaputra river that connects Assam’s easternmost region with Arunach-

al Pradesh, claimed and dubbed by China as South Tibet. “China and India should resolve territorial disputes through negotiations and consultations between the two countries,” the Foreign Ministry said. China and India have a dragging border dispute. The 9.2 km DholaSadiya bridge will cut the distance and travel time between Assam and Arunachal Pradesh by 165 km

and five hours. Analysts say the bridge will ensure swift movement of Indian troops in Arunachal Pradesh, which, therefore, will bolster India’s defence along the China border. China and India fought a brief war in 1962 when the Chinese entered Arunachal Pradesh and unilaterally declared a ceasefire after withdrawing to the McMahon Line. Since then Indian and Chinese troops have had several skirmishes.

New Delhi, May 29 (PTI): The Central Information Commission (CIC) has allowed the Union Home Ministry to withhold information about a 2015 peace accord between the Centre and the National Socialist Council of Nagaland. RTI activist Venkatesh Nayak had sought details of the “Framework Agreement” between the Government of India and the National Socialist Council of Nagaland Isak-Muivah (NSCN-IM) on August 3, 2015. R N Ravi, Chairman, Joint Intelligence Committee and Interlocutor, told the CIC the ground situation was “sensitive and fragile”, and the “premature release” of the information would be “prejudicial to national security”. “The Government does not wish to lose the gains arising out of the Framework Agreement,” Chief Information Commissioner R K Mathur quoted

Ravi as saying. The transparency panel took a dig at the ministry, pointing out that it had taken the ministry months to identify that the records related to the agreement were under the Joint Intelligence Committee. Information seeker Nayak claimed that a press release after the agreement was signed had said the “details and execution plan” would be released shortly. But even after 18 months, the information was still not out. He said the extension of the Armed Forces Special Powers Act in the region last December buttressed the argument that that there was a gap between “official talk” and the situation on the ground. This was why it was necessary to put out “authentic information” on the agreement for the general public, Nayak said. He said there was growing uncertainty among the neighbouring states about

the contents of the framework agreement “which clearly indicates a state of confusion prevalent among the voters of the NorthEast”. Mathur noted in his order that the complainant stressed the need to disclose the details of the agreement for “public interest”. He said Nayak asserted that what could be disclosed to a legislature or Parliament could not be denied to a citizen under the RTI Act. “The framework agreement had been discussed by the interlocutor with the legislators of Nagaland and the same is, therefore, liable to be disclosed to the general public,” Nayak told the Commission. Mathur said while Nayak emphasised the immediate need for transparency for peace in the Northeast, Ravi said the framework agreement was in place, but the final agreement was yet to be arrived

at. “In the present case, the sovereignty and integrity of India and the security and strategic interests of the State may be prejudicially affected. The public interest served by non-disclosure has to be weighed against the immediate public interest of disclosure,” Mathur said in the order. He said an immediate disclosure would inform the public and all stakeholders about the current status and “thus help to develop an understanding and trust in the Government and promote peace in the NorthEast region”. But between the two “competing public interests”, the Commission concluded that withholding information at this stage would help the government solve a long standing issue and bring about peace and prosperity. “This option is, therefore, more beneficial and is accepted by the Commission,” it said. PPA reiterates demand for amendment of Statehood Act

Itanagar, May 29 (PTI): The People’s Party of Arunachal (PPA) has reiterated its demand for amendment of the Statehood Act of 1987 and place Arunachal Pradesh under Article 371 (A) which will give it a status at par with Nagaland and Mizoram. Stating that economical self-reliance is the only way out, the party urged the Union Minister of State for Home Affairs Kiren Rijiju to initiate necessary steps for the amendment of Article 371 (H) in Parliament. Addressing a consultative meeting of the party executives here yesterday, PPA Central Wo r k i n g C o m m i t t e e Chairman Kamen Ringu said, “We also need to introspect on the continued overriding special powers vested on the governor of Arunachal Pradesh, when we already have 60 democratically elected legislators.” Emphasizing on the need to bring an end to the “dependency syndrome”, Ringu said, “the time has come for the state government to liaise with the Central government to amend, annul or correct

We a l l n e e d t o introspect, to question ourselves over the recurring political mess, the youth unrest because of general feeling of insecurity among the young generation in the state and of course, the constant floor crossings by the elected legislatures,” the PPA said. These tribal communities are worried that if these “advanced and populous” communities are recognised as tribes, they would corner the bulk of the quotas in jobs and educational institutions. The inclusion of these 6 communities in the tribal list has been the ruling Bhartiya Janata Pa r t y ’s p o l l p r o m i s e. In April, chief minister Sarbanand Sonowal met the representatives of these communities and reiterated his government’s commitment to fulfil the promise. The Centre has set up a committee to examine the proposal and is expected to submit its report by the end of June. But, the tribal communities are worried. T h e y h ave u r ge d t h e gover nment to rethink the proposal, pointing out that inclusion of prosperous communities that are politically and economically powerful would “decimate” the tribals. Correspondent I M P H A L , M ay 2 9 : Manipur de puty chief m i n i s t e r Y Jo y k u m a r Monday said Goods and Services Tax (GST) will enhance the overall State r e s o u r c e. S p e a k i n g a t the inaugural session of awareness campaign on GST in Imphal, Joykumar said GST will also do away the “culture of collecting taxes from people to fill personal pockets.” Ahead of Centre rolling out the new indirect tax regime nationwide from July, Manipur government will table Manipur Goods and Services Tax Bill in the house of the Manipur L e g i s l a t i ve A s s e m b l y during its monsoon session commencing from June 2. “If properly implemented,

GST will enhance the overall state resource. It will overcome the drawbacks of the old taxation system and will do away with the culture of collecting taxes from people to fill personal pockets,” he said. Informing that the new tax regime is going to be rolled out across the country from July 1 this year, he said, “This uniform tax regime will mend the loopholes in tax collection avenues and also cover the tax revenue lapses.” He asserted that GST will benefit the people as it is transparent and many taxes will be subsumed in this tax. Road rage case: Manipur CM’s son awarded 5 years’ jail term

NEW DELHI, May 29 (Agencies): Days after the Supreme Court sought response from the Centre, a Manipur trial court on Monday awarded five years jail term to the present state CM N Biren Singh’s son, Ajay Meetai in a 2011 road rage case. Last week, the apex cour t’s vacation bench comprising Justices L Nageswara Rao and Navin Sinha issued notices to the Union Home Secretary and the Manipur Chief Secretary to respond by May 29 on the plea by Irom Chitra Devi, mother of Irom Roger who was killed. The bench didn’t issue notice to the Chief Minister and others in the case as sought. Ajay Meetai has been awarded a five-year jail term under section 304 (culpable homicide not amounting to murder) of the IPC for firing at Roger in a road rage incident on March 20, 2011, and killing him. The plea, filed through advocate Utsav Bains, alleged that the parents of the victim were fearing for their safety in the state. T h e p a r e n t s h ave sought directions “to provide security for the safety of the

life and liberty of petitioners and their family members against any kind of threat and victimisation for their peaceful stay throughout India.” They have also sought a direction for an independent probe by a central agency on the ground that the state police was working at the behest of the convict. A d vo c a t e K a m i n i Jaiswal, who appeared for on behalf of the parents, also said no lawyer was ready to appear on their behalf before the Manipur High Court which is hearing the criminal appeal against the award of five year jail term to the son of the chief minister. “ I n J a n u a r y, t h e petitioners (parents) approached several lawyers in the High Court of Manipur at Imphal, to file an appeal against the judgement of the Sessions Judge, Imphal (West), but all the lawyers they approached, refused to represent them due to the influence and clout of the Respondent No 3 (CM), moreso, in view of the fact that nobody could dare to stand-up against the Chief Minister, Home Minister of the State,” the plea said.

Koch-Rajbangshis through an ordinance, which led to the community capturing 81% seats in Assam Engineering College, 100% in the Assam Ayurvedic College and 78% in all the three medical colleges in the state. The ordinance was later sent to a select committee and the bill to grant ST status was not passed in Parliament. It also cited the example of the Meenas, who were similarly given ST status. “The Meenas of Rajasthan who constitute about 1.6% of the STs of India as per the 2011 census secured 35.5% of the seats reserved for STs in the civil services examination in 201314,” Aditya Khakhlari, chief coordinator of the committee, said. “Majority of these (6) communities do not possess characteristics, which define tribals. There is no study to prove that many of these are politically, educationally, socially and culturally backward justifying the grant of Scheduled Tribe status,” he

The council has decided to discuss his proposal again in its 15th meeting scheduled on 2 and 3rd of June in New Delhi. On indigenous dried fish (ngari), he said, the council decided to impose 5% GST on coastal marine dried fish and therefore indigenous dried fish (ngari) may also fall under this tax slab. All farm products will be levied 0% GST, he added. While emphasizing the need to co-operate to the new tax regime, Singh said, “People should know the new tax system as well.” Chief Commissioner (Customs, Central Excise & Service Tax) Shillong Zone S K Panda while addressing the session said that GST will become the only uniform tax all over the country after independence. He asserted that GST is a comprehensive indirect tax on manufacture, sale and consumption of goods and services throughout India to replace taxes levied by the central and state governments.

said in a keynote address at a seminar on Friday. The CCTOA has also made a reference to the registrar general of India and the Scheduled Tribes Commission having in the past turned down the proposal—as many as eight times between 1981 and 2006—to include these communities in the ST list. A community is included in the ST list after the Centre gets a nod from the concerned state gover nment/ UT administration for a recommendation as required under Article 342 of the Constitution. If the concerned state government recommends the proposal, it is sent to the registrar general of India (RGI) for their comments or views. If the RGI recommends the proposal, it is then referred to the National Commission for Scheduled Tribes (NCST) for their recommendation. The community is listed as a tribe if the NCST also recommends the case, and the matter after getting a cabinet approval is put up before Parliament for its consent.

beef if elected to power

Shillong, May 29: A Bharatiya Janata Party (BJP leader in Meghalaya Monday said that his party will not ban beef but legalize slaughter houses reducing the prices of beef and other meats in the state. “In Meghalaya most of the BJP leaders eat beef. Question of banning beef does not arise in a State like Meghalaya. BJP leaders in Meghalaya are well aware of the historical background and the Constitutional provisions over the hill areas for which beef ban will remain un-imposed in Meghalaya,” BJP leader Bernard Marak said. The former militant leader-turned politician said, “If BJP come to power in 2018, BJP will not ban beef, instead it will regulate proper rates for meats and legalized slaughter houses reducing the prices of beef and other meats easing public consumption.” “… beef is an expensive meat which cannot be availed by all. Tripura CM pitches for rail links for growth of NE

Agartala, May 29 (IANS): Tripura Chief Minister Manik Sarkar on Monday urged the Centre for increased railway connectivity of India’s northeast, including through Bangladesh and Myanmar, for the region’s development. “Early completion of the proposed 15-km Agartala-Akhaura rail link and rail connectivity with Bangladesh needs to be expedited,” Sarkar said at the 66th plenary meeting of the North Eastern Council (NEC) in New Delhi. He said: “Access to Chittagong port in Bangladesh via Tripura’s border town of Sabroom — a distance of only 75 km — needs to be ensured as early as possible. The survey and execution of rail link between Agartala and Kalay in Myanmar also needs to be taken up with all seriousness.” Railway Minister Suresh Prabhu and his Bangladeshi counterpart Mazibul Hoque jointly laid the foundation stone for the Agartala (India)-Akhaura (Bangladesh) railway project here on July 31 last year. The project was finalised

Manik Sarkar

in January 2010 during Bangladesh Prime Minister Sheikh Hasina’s meeting with her Indian counterpart Manmohan Singh in New Delhi. Land acquisition is now underway in Tripura for the project. The Tripura Chief Minister said that the per-capita income in the northeastern states is low as compared to the national level. There is low production and productivity in agriculture and allied sectors, which are the primary source of income and occupation in the region. Sarkar said the NEC, while preparing the regional plan, should suggest suitable strategies to overcome constraints faced by the northeast, including low

industrialisation, limited presence of public sector undertakings, constraints on road, rail, air and telecommunication connectivity, underutilisation of power generation capacity, transmission and distribution, and insurgency. Instead of adopting a piecemeal approach, the Chief Minister said, the council should prepare a realisable long-term comprehensive developmental plan. Demanding more budget for the regional body, the Chief Minister said the NEC has proposed an outlay of Rs 925 crore for 2017-18. “This allocation is too small to take care of the ongoing incomplete projects, leaving hardly any amount for projects in the pipeline.” “In order to address regional disparity, the NEC should be adequately funded and its budget during the current fiscal be substantially enhanced to at least partly compensate for the discontinued Special Plan Assistance that was provided through the Planning Commission to Special Category States,” Sarkar added.

NEFIS protests against fake encounters in Assam D im a p u r , M ay 2 9 (NPN): Activists of NorthEast Forum for International Solidarity (NEFIS) Monday held a protest demonstration at Assam Bhawan to protest against the killing of innocent people in Chirang district. A delegation of activists also submitted a memorandum addressed to Assam Chief Minister through resident commissioner. “Assam police, Sashastra Seema Bal (SSB) and Central Reser ve Police Force (CRPF) personnel killed two persons, Lucas Narzary and David Islary in Simlaguri village of Chirang district on March 30 on the pretext of identifying them as NDFB (Songbijit) militants,” said NEFIS in a press statement.

The incident, however, is a blatant case of fake encounter by the forces as brought out in the recent report of CRPF InspectorGeneral, Rajnish Rai, NEFIS stated. According to the report, the encounters were staged and the two men were picked up from a house in D-Kalling village and killed in cold blood in Simlaguri, the group stated. The deceased could have been brought before law if there was suspicion against them to ensure democratic rights accrued to him, stated NEFIS while adding that the case has once again highlighted the way in which “rule of law is superseded by fake encounters in the states where AFSPA is implemented.”

2 IEDs planted on Imphal-Ukhrul defused Correspondent

IMPHAL, May 29: Security forces in Manipur detected and defused two powerful Improvised Explosive Devices (IEDs) on Imphal-Ukhrul road at Litan Sunday night, official sources said. They said a Road Opening Party (ROP) during routine checking noticed the two IEDs planted on the road yesterday night, around 9.30 pm. The explosives were disposed safely by a combined team of state police’s bomb detection and disposal squad and experts of the 17 Assam Rifles Monday morning. Had it not been detected and defused, it could have caused much damage to life and property as the road remains busy throughout the day, police said.

Khandu endorses empowerment of NEC Itanagar, May 29 (PTI): Arunachal Pradesh Chief Minister Pema Khandu today strongly endorsed empowerment of the North East Council (NEC) to serve as an effective vehicle for transferring resources and capacities to the North Eastern States. He reasoned that the Council was created with the sole objective to decentralize regional planning and investments. Speaking at the 66th Plenary of the NEC here, Khandu pointed that all schemes of NEC have been categorized as Central Sector Schemes, which earlier used to be Centrally Sponsored Schemes, a communique from the CMO informed. “The ver y pur pose of creating NEC was to encourage decentralized regional planning and investments,” he said. Asserting that the budget allocation to NEC needs to be enhanced, Khandu proposed that all unspent 10 per cent allocation of Union ministries for the region may be transferred to NEC for focussed investments in infrastructure and institutions of the North East. The Chief Minister termed deficit of skills and dearth of private invest-

Pema Khandu

ments and jobs as the biggest challenge for youths of the region, especially Arunachal Pradesh. He urged NEC to increase investments in institutions of Skill Development and sought establishment of a ‘Regional Institute of Skill Development’ in Arunachal Pradesh and offered to make available adequate land. He also suggested NEC to help create a venture capital fund in partnership with Public Sector Banks and other Financial Institutions to provide access to low cost finance for educated unemployed youths. Arunachal Pradesh with hydropower potential of over 57000 MW but barely been able to build less than 500 MW, the Chief Minister requested the Ministry of DONER to consider infusing a block grant for some projects which are

part of the list of eight doable projects. He also expressed optimism that with support of Assam Government the issue of stalled 2000 MW Subansiri Lower Hydro Electric Project would be resolved, which he said will be a landmark in the hydro power journey of India. Under the “Act East Policy” of the Union Government, Khandu urged construction of a road from Lumla to Tashigang in Bhutan. He also emphasized the need to establish an integrated Check Post at Pangsau Pass, which would help opening up of Stillwell Road upto Myanmar for trade purposes besides starting of informal border haats. Describing robust connectivity as a major challenge for Arunachal Pradesh, Khandu sought support of NEC with viability gap funding for completing all road, rail, telecom and airstrip projects. The 66th Plenary of the NEC chaired by DoNER Minister Jitendra Singh was attended by Union Minister of State for Home Affairs Kiren Rijiju, Governors and Chief Ministers of all the northeastern states, officials of DoNER and NEC.

CHC Mao will be upgraded: health minister Correspondent

IMPHAL, May 29: The community health centre (CHC) at Mao will be upgraded to a sub-divisional hospital so that people of neighbouring state can also avail the medical treatment facility, assured Manipur health and family welfare minister, L Jayentakumar. The minister inspected various government run healthcare centres and district hospital in Senapati

district on Monday. Tribal and hills areas development and fisheries minister N Kayisii and PHED, printing and stationery minister Losii Dikho and officials of state health services accompanied the minister. After inspecting the deplorable conditions of the primary health centres and sub-centres in the district, the minister assured that besides deputing doctors and nurses in these centres, government will

also upgrade the community health centre (CHC) at Mao town into a subdivisional hospital. Government has decided to upgrade the CHC centre to a sub-divisional hospital considering the inconveniences being facing by the people of Mao and its nearby areas including the people of Nagaland living at the border, he said. Once it was upgraded, the healthcare centre will be able to extend its service to the people of the neigh-

bouring state (Nagaland), he said. Towards providing better healthcare service in the remote and far flung hill areas of the state, he will table a proposal for financial assistance from the North Eastern Council (NEC) during a meeting at Guwahati. The meeting has been convened to discuss the problems being faced by the states of the region in providing healthcare, he asserted.

Perennial and perpetual

R

ightly or wrongly, Nagaland state has been more sinned against than sinning as writers from other states derive satisfaction in damning the state for the monumental corruption at all spheres of the government, which is equalled, if not surpassed by extortion which has percolated to every strata of society. Leaving aside the motives of such writers who mock development with regular mention of the pot holed roads of Nagaland, which is undeniable yet embarrassingly true; of all the ‘evils’ plaguing the state despite the empty religious rhetoric , there is no second opinion that ‘extortion’ has become the biggest Frankenstein in Nagaland. Due to it, there is no longer any guarantee for development, entrepreneurship and safety. A poisonous mix of gun and gang culture against the backdrop of entrenched powerful mafia dons appears to be pushing the law breakers and even juvenile offenders into the dark underworld. Anti-social syndrome is a problems and it would be valuable to understand the current social milieu that has influenced youths into waywardness. An irony of the entire extortion issue is that ACAUT’s declaration against paying ‘taxes’ to all and sundry unless they all unite for “One government. One tax’, hasn’t exactly cleared the mist. Taxes are constitutional obligations to raise revenue for providing services and built and maintain infrastructures for the benefit of the public. So it remains to be seen whether the objective, if achieved, could actually reverse the negative trends of blatant extortion. Everyone who has experienced or witnessed how extortions are carried out, knows what price it exacts on the victims by way of extreme tension and psychological trauma. The entire family is perpetually forced to live under a dark cloud, not knowing when the collectors would arrive to collect the exorbitant and unreasonable demand. Any effort to inform the law often causes more hardship and worse, even harm. The Dimapur Urban Councils Chairmen Federation(DUCCF) has reiterated that it will not collect ‘taxes’ for any Naga Political Groups(NPGs) unless all come together as per the October 31,2013 resolution of ‘One Government. One Tax’. In this regard, it is incumbent upon the state government to do what is needed in bringing out on public domain, the reports submitted in June 2015 by the Higher Power Committee(HPC) headed by a retired Supreme Court judge which was constituted in October 2014. The committee was constituted on the basis of a demand by ACAUT Nagaland to go into the entire gamut of unabated taxation which has been plaguing Nagaland for decades. Illegal, unauthorised or forcible taxation or under whatever category, has become a thriving industry particularly in Dimapur. During the past decade, extortions and illegal collections have mushroomed while the state government offered passive resistance and failed to protect its citizens from the predators. Most shamefully and regrettably, the state politicians had the insensitivity to even term such activities as politically related and therefore, not a crime or law and order issue. A concerted and determined effort needs to be done to eradicate the terrible menace of illegal cash collections going by the term-‘taxes’ or ‘membership fees’ or whatever name-which those involved choose to justify such illegal collections. People have to shoulder the responsibility to bring about changes. Unless they do it, their future will be doomed.

DailyDevotion Untroubled Relationship In that day you will ask in My name…for the Father Himself loves you… —John 16:26-27 “In that day you will ask in My name…,” that is, in My nature. Not “You will use My name as some magic word,” but— “You will be so intimate with Me that you will be one with Me.” “That day” is not a day in the next life, but a day meant for here and now. “…for the Father Himself loves you…”— the Father’s love is evidence that our union with Jesus is complete and absolute. Our Lord does not mean that our lives will be free from external difficulties and uncertainties, but that just as He knew the Father’s heart and mind, we too can be lifted by Him into heavenly places through the baptism of the Holy Spirit, so that He can reveal the teachings of God to us. “…whatever you ask the Father in My name…” (John 16:23). “That day” is a day of peace and an untroubled relationship between God and His saint. Just as Jesus stood unblemished and pure in the presence of His Father, we too by the mighty power and effectiveness of the baptism of the Holy Spirit can be lifted into that relationship— “…that they may be one just as We are one…” (John 17:22). “…He will give you” (John 16:23). Jesus said that because of His name God will recognize and respond to our prayers. What a great challenge and invitation— to pray in His name! Through the resurrection and ascension power of Jesus, and through the Holy Spirit He has sent, we can be lifted into such a relationship. Once in that wonderful position, having been placed there by Jesus Christ, we can pray to God in Jesus’ name— in His nature. This is a gift granted to us through the Holy Spirit, and Jesus said, “…whatever you ask the Father in My name He will give you.” The sovereign character of Jesus Christ is tested and proved by His own statements.

Post-mortem

Make your call Mr. general secretary (NSCN-IM) B y and large it has become increasingly difficult to define the intrinsic quality of the Naga race that identifies themselves as Christians...without the fear of God... without Christian values. We have effectively succeeded in converting Christianity into just another Tribal Clan...the “Christian Clan”. Somewhere along the road many of us have lost ourselves in self preservation priorities at the cost of our common good. Any forward looking society ought to have realised by now that the principles of decent existence depends on our collective ability to discern the truth and collectively stand up for what we believe to be the right thing to do. Thus far we have failed to do this. As a matter of routine, we now gullibly swallow all the sugar coated garbage disguised as a nourishing diet...without questioning the quality or reacting to the aftertaste. As a case study, take a look at what was published in the Eastern Mirror Saturday, May 13, 2017: (Quote) “A statement appended by 81 persons consisting of kilonsers from various regions and steering members assured that the agreement do not betray the principle of the Nagas but will protect the right of the Nagas and guarantee the security of India as well as promote and strengthen harmonious interdependent relationship of the two nations”. (Unquote). Nagas readers must have been pretty impressed with this face value declaration by no less than the “Kilonsers and Steering Members”. There has hardly been any worthwhile reaction to this since then till now. Even if the above statement was endorsed by every rank and file of the NSCN (IM) it would still represent a hollow statement virtually remaining within the realm of ambiguity. This is hardly the time for assurances. This is a time for hard facts to be placed on the table...because our real common destiny is being concealed within that damned suffocating Framework Agreement for a reason that NSCN (IM) dare not reveal to the Nagas of Nagaland! NCSN (IM) may have all the good intentions for the Naga future but it does not cut ice as long as

T

they hide the true content(s) of the Framework Agreement. Would Mr. Th. Muivah dare to trust, believe and accept what the Nagas of Nagaland may structure for him as a ‘Framework’ for his irrevocable future without consulting him? If he is a man aware of his rights, there can be no doubt that he would vehemently oppose such a move because it would be unfair and irrationally unjust to him even if he was assured otherwise. So, if he is unable to accept such an unlikely eventuality...then with what gray matter is he trying to do precisely that against all the stakeholders? During the discourse of concerned citizens at Kolkata on 2526th April 2017, General V.S. Atem (Rtd) of the NSCN (IM) joined the session and made an incredulous claim that a person like Mr. Muivah was anointed by God to settle the Naga issue and that it was beyond the second generation leaders beneath him to influence the thoughts of their leader (Mr. Muivah). While one does not subscribe to the first part of the claim concerning ‘the anointed one’ the second part virtually confirms what everyone has been nurturing as an assumption for a very long time...that Mr. Muivah is solidly autocratic...a virtual Dictator. The statement let loose by 81 “senior national workers from Nagaland State on the Framework Agreement” (Nagaland Post... Saturday May13, 2017) falls under the same category of ‘parrots’ helplessly parroting the whims of their ‘anointed Dictator’. It would be extremely difficult to comprehend any one amongst the 81 signatories being capable of questioning the ‘anointed one’ on any given issue... least of all on the subject of highly classified framework agreement which, in all probability, none of them would have any clue as to what it might contain. Yet they are prepared to give blind assurances because it is the wish of their Supreme Dictator...the ‘anointed one’. There can be no clearer message sent out by the Nagas of Nagaland to the NSCN (IM) leadership that the fate of over 20 lakh stakeholders of Nagaland cannot secretly be bartered away by ONE solitary Naga

Dictator Brother from Manipur without Nagas of Nagaland honestly being consulted interactively. Ethically or customarily, such a disposition is against the essence of Naga character of equality and respect for one another and therefore absolutely unacceptable. In contrast to our elected representatives, that portrays the general sum-up of a common man’s feeling from Nagaland against Framework Agreement signed between NSCN (IM) and the GoI. Nagas will also go down in history as the ‘ultimate moron’ if they accept the nonsensical proposition of NSCN (IM)’s “further Consultation” promise after the deed is done. The so called ‘consultations’ being flaunted at Delhi by NSCN (IM) has been nothing more than an engineered onesided lecture delivered by the Mr. Muivah for hours and thereafter recorded as an ‘endorsement’ by the silent ‘who is who’ audience present...sans interaction. (Rather than respond to the serious key issues being raised by the authors to clear the doubts in the minds of the people, NSCN (IM) has shown lack of maturity by consistently taking cheap irrelevant pot-shots at the authors by questioning the identity of the author as not being a true Naga by blood (as in the case of Mr. T.Solo) or being branded as an ‘Indian Agent’ (as in the case of both Mr.T. Solo and self), or being accused of barking against NSCN (IM)’s caravan because of not being invited to their ‘so-called’ grand consultation...and so on.) Be that as it may, what stands out glaringly is the fact that Mr. Th. Muivah urgently needs to acquire a very high quality hearing aid not only against the ravages of aging but to enable him to hear the authentic sound of the common man and how they feel about our Naga political reality. The egoistic stubbornness of this ‘anointed one’ wanting all the glory for him as the “Father of the Nation” is getting quite appalling. He needs to humble himself and know in no uncertain terms that the Naga National Movement preceded him and it certainly is NOT his or any other NNPGs’ exclusive preserve! Naga National Movement belongs to all Nagas. All Nagas have

a birthright to share reasonable responsibility towards finding an amicable solution together...the key word here Mr. General Secretar y NSCN(IM) is ‘TOGETHER’... ‘INCLUSIVENESS’. Expecting the masses to quietly bear the excruciating burden of their ‘out of control’ taxation as the only area of shared responsibility is no longer relevant. Does the NSCN (IM) even care to realise that the State Government is no longer capable of providing jobs to the educated youth hitting the streets in their thousands every year?... That NSCN (IM) is largely responsible for directly aggravating the enslavement process of the youth. Many a young aspiring Naga entrepreneurs have been forced to down their shutters because of NSCN (IM)’s incessant unabated “greed tax” against their fledgling attempt at business. Rather than protect the interest of the oppressed as any legitimate Government should, the Government of Nagaland (GoN) has shown no initiative or interest other than to leisurely swim in NSCN (IM)’s cesspool and collect illegal tax of their own like it is in competition with the NNPGs instead. GoN must be clapping its hands in glee appreciating the magnanimity of NSCN (IM) for publishing in the print media about reducing the annual salary deduction of all Government servants from 24% to 12%. The picture of a statutory Government paying tax to the shadow Government does not even occur to the GoN as an oddity. The whole scenario in Nagaland is regrettably hilarious to say the least. Even the National Investigating Agency (NIA) is intensely focusing only on one small ‘baby flea bite’ and deliberately overlooking the gigantic bite marks being inflicted by ‘grandpa fleas’. The system has been chocked to irrelevance. So...there can be no better time than now for the Nagas of Nagaland to say “No taxation without declaration of Framework Agreement contents”! Like the overzealous Christian fanatics prophesising the second coming of Christ... NSCN (IM) has been hyperactively replaying the same song from a broken record that ‘the conclusion of the negotiation is at

hand’ for more than a decade and a half...with the latest dateline slated for the 5th August 2017...or so the grapevine whispers. The proud Nagas of Nagaland can then all kneel down facing southward, in the similar fashion as the Muslim brothers do facing towards Mecca, bow our heads in supplication, punch the thin air with full gusto while proclaiming... “Hail to the King”... the chorus being led by the entourage of our elected representatives. Having said that let it universally be known that the Nagas have absolutely no reservation of honouring and saluting all the National Workers who bravely and honestly stood at the frontline against our adversary during the very trying times. No one would dare deny this fact...that because of their unflinching patriotism and bravery we are at a very momentous crossroad of defining our destiny today. On their part conversely, what they too must remember is the extreme sacrifices made against all odds by the populace in keeping their stomachs filled to enable them to stand at the firing line. One is as important a contribution as the other. No one is questioning the leadership of the NNPGs for spearheading the negotiation...but now that the era of physical confrontation is over and the time for brainwork is at hand, higher patriotic sentiment ought to be the driving factor in the minds of our NNPG leaders rather than give way to debased egocentric instinct of self-perpetuation, money mongering and disunity. Towards this end the NNPGs ought to instead sensibly be harnessing some of the best experienced brains amongst the Nagas for a meaningful reinforcement at the negotiation table against a far superior adversary. Our History is replete with glaring examples of God seemingly withdrawing His wisdom from the Nagas at the most crucial times because of our egocentric pastime rather than graciously humbling ourselves and placing our complete faith in Him. It is by far more rewarding to let The Almighty exult us rather than attempt selfuplift. Opportunity passed by our first generation National Workers (NW). They

A teenager’s voice

here was a quote that I read recently – “Teenagers are the most misunderstood people on this planet. They are treated like children and expected to act like adults.” I feel like almost all the teenagers would agree to that quote, how often do we get pushed and pulled in the meddling crowd of adults; to be expected to do everything in the right way. I get it that there is a need for a matured understanding and handling of situations but little do we realise that we need a break sometimes too! Latest fashion, gadgets and socialisation are not the only things that we, teenagers, are stressing over- that is a fact that all the parents, teachers and society as a whole should understand. Of course, there are times when we mess things up and make things difficult but that phase is an inevitable period of time in everyone’s life. No one is perfect and free from flaws- we are bound to make mistakes and correcting us in the proper and positive way is all we ask for. From the start of the adolescent stage, teens go through a series of emotions and become inquisitive to know more and discover certain zones of life which they have never discussed with

anyone before. These zones include their interests, sexuality, doubts regarding their own physique, and a whole lot of other areas. A teen’s mind is like a universe where millions of things revolve every single day, it is hard to understand them at times but giving up on them isn’t an option. Some parents and teachers misunderstandthe stress that we face for being nosey, annoying, immature and what not- butit also depends on the way we let our emotions out. Getting frustrated on why adults don’t understand our problems is not the cure; instead we should be more vocal and expressive when we share a problem and should also make sure that they understand what we are trying to convey. At the same time, it requires the adults to be patient and comprehend the issues that the teens face, lack of proper guidance and communication between the teens and the adults could cause not only conflicts between the two but also cause mentally concerned issues. Teens are also prone to stress, depression, anxiety disorder and other emotional health disorders. The mental disturbances seen at this age are a result of problems which consists of

bullying, drugs and alcohol, self-esteem, body image, peer pressure, but all these can be tackled if they have the right perspective towards the day to day matters of life. Sometimes these problems lead to attempts of suicide and addiction to various kind of activities which also includes Cyber addiction. Parents have a dozen of complains of their teens most of the time, but the thing that really breaks a teenager’s heart is when his/her parents are not satisfied with what they are. Comparison for competition is necessary but when you start comparing your child so much to your neighbour’s child, sister’s/ brother’s child or sometimes even the ideal scripted teenagers on TV things can become unpleasant. It has become a daily routine for parents to always point out the good things about other teens and glorify them when finding out the errors in their own wards. Who does not like being appreciated – so instead of making them feel bad about their mistakes, why not correct them, appreciate the things they do and motivate them to do better? I am not questioning or putting up a stand against anyone’s parenting but I as a teenager myself, am just

stating what we feel, what we go through and voice out our collective feelings. We are at the most curious stage of our lives- trying new things, meeting new people, visiting new places etc. Of course, this does not mean that we are at full liberty to do what we want to- there are certain boundaries that we are ought to maintain and I hope that my fellow teens would realise and respect those boundaries or limits that are not be crossed. On the other hand, the adults are expected to give the teens some space, a chance to explore and learn things on their own. If they are kept as caged animal, their angstor urge to break out would be massive- sometimes this break out may lead to disappointing failures in life including their indulgence in corrupt materials or situations. There is a need for better communication skills, family bonding, extensive understanding, sharing of problems including opinions on certain matters and doubts. The upbringing that the adults provide and the personality that the teens possess should compliment each other, then would things be easy and more peaceful. Marina Jose (Intern), D.C Court Road, Dimapur

missed the bus. Opportunity is knocking at the door of our present day NW but yet again we are about to let it pass us by. The curse of an over-accentuated selfesteem amongst the NNPG leaders remains the one crucial stumbling block that has defiled the possibility of a united house. Mr. Th. Muivah with all his vast experience ought to honestly see that the stubborn road he has been travelling solo is froth with possible volcanic depredation. The non-transparent deceptive manoeuvres have only succeeded in eroding the trust factor and heightened negative speculations to the extremes. The explicit voice of the Prime Minister of India and the unreserved pronouncement of Union Home Minister of the GoI have filtered through the fogged up environment, unambiguously declaring that ‘sovereignty and integration’ is no longer an issue. NSCN (IM) had failed to officially contest their statements in the public domain. They have been busy generating more fog with their tiresome theory of “Shared Sovereignty and emotional integration” instead. Mr. Muivah surely understands that even if Nagas’ original stand on sovereignty and integration cannot fully be achieved no one will think any less of him...provided he acknowledges by action that our assured future rests with the consensus will of the people. He needs to alight from his high perch and mingle with the ‘less anointed factions’ as equal partners in the greater patriotic scheme of things and being the process of an honest interactive consultation with them and the people. Any solution then will be final without further ripples in the aftermath. It is for him to decide whether he would prefer having history put him 6 feet under with a cursed memory or affectionately be remembered in perpetuity as the humble soul that made supreme sacrifice for his people. He ought to honestly allow The Almighty to enter his inner Hebron sanctuary... and thereafter make his final call putting the wellbeing of his people before him. Khekiye K. Reader’s Post Customer care service

Sir,

I had just arrived Dimapur and needed WIFI internet connection to get some work done. So, I went to an internet shop to buy a router. As I sat in front of the counter, they did not greet me nor to any of the customers. Soon, I was appalled and saddened by their unprofessional and disrespectful customer service. As I was trying to ask questions about the internet plan, they were busy on their phones and speaking bad words in their mother tongue. Yes, it was loud. Soon, an old man had just walked in and needed some help with his 3G device. The lady attending him in the desk was not much of a help but instead she was shouting at him for not knowing how to operate it. Later, for some reason my device was not recharging and no one was able to fix it. Fortunately, there was a non-local man who I assumed was also a sales man who had made a phone call and fixed it in 5 minutes. Finally, when I was going to pay, the representative who was helping me had walked out. Probably he got a phone call or it was his break time. These representatives were all locals, except for the sales man who was a non-local. To be real honest, as a customer, I would rather prefer a non-local over a local. I have also come across similar situations where local girls/boys tend to be rude and busy on their own. I hope my experience will shed some light and bring about some changes in our society. Let’s be more professional and courteous in our respective work places. Business owners should employ only well trained workers otherwise soon there will be no employment for our Naga youths. national CBI to probe Air India-Indian Airlines merger

Opposition slams Army Chief’s comment; govt defends him New Delhi, May 29 (IANS): Army Chief Bipin Rawat’s remarks defending the use of human shield in Kashmir evoked on Monday strong reaction from opposition parties but a CPI-M MP drew flak for doubting the “capability” of the General. Union Urban Development Minister Venkaiah Naidu, however, defended Rawat and said he “totally agreed” with his statements and that the army should take any possible action as is the demand of the situation. The opposition parties criticized the Army Chief ’s statement that his men were fighting a “dirty war” which needed “innovative methods” to combat it. They said he should refrain from making political statements on internal matters. Defending Major Leetul Gogoi for using a Kashmiri youth as human shield from stone-pelters, Rawat said India was fighting a “dirty proxy war” in

Bipin Rawat Kashmir which is played in a “dirty way”. Communist Party of India leader D. Raja said it was “unfortunate” that the Army Chief had become a subject matter of a political controversy. “Why is the army chief talking about the Kashmir situation,” Raja told IANS. “It is not a law and order or a security issue; it is not an issue where the army can find a solution. “The other day, Rajnath Singh admitted that Kashmir is ours and Kashmiris are ours. It is for the

political leadership to address the Kashmir situation,” he added. About Rawat’s remarks, CPI-M leader Mohammed Salim said it was not the “voice” of the Indian Army which he had been hearing since his childhood. “This is not the voice which we can defend as Indians,” Salim said. But Salim himself came under attack when he said that if the Indian Army chief had termed the use of human shield as innovative, then “his capacity and understanding of the Indian society and his definition of innovativeness were questionable”. Janata Dal-United leader K.C. Tyagi said he disagreed with Mohammed Salim’s views. But he also asked General Rawat to “refrain from making political statements on internal matters”. He said that while it was fine if the army did not engage with separatist organisations like the

Hurriyat, it should not shy away from establishing a dialogue with the people of Kashmir. “His (Rawat’s) statements may be challenging to the Hurriat, the ISIS or the infiltrators, but they should not seem to be challenging the people of Kashmir,” he told IANS. Congress spokesperson Sanjay Jha said the “Kashmir problem” could not be seen “singularly from the prism of law and order” but required continuous dialogue and a “human touch” with the disconnected youth. “When young students in their teenage years become stone-pelters, then the problem is much larger than branding them as potential threats. “Ultimately we need to recognise that they are the citizens of India and they have a right to be heard. And it is the responsibility of both state and central government to ensure that it happens,” Jha told IANS.

NEW DELHI, May 29 (AGENCIES): The Central Bureau of Investigation (CBI) on Monday instituted a preliminary enquiry to probe into issues related to the merger of Air India and Indian Airlines. The agency alleged that the merger of the two stateowned airlines in 2011 has resulted in the loss of thousands of crores of rupees to the national exchequer. Three FIRs were also registered by the CBI to investigate the purchase of 111 aircraft, leasing of planes and why the flagship carrier gave up profit-making routes to private airlines inspite of being in huge debt. CBI spokesperson R K Gaur said the FIRs have been registered for offences of criminal conspiracy and corruption against unidentified officials of the civil aviation ministry and Air India .Earlier in January, the Supreme Court had asked the CBI to investigate alleged irregularities in the purchase and leasing of aircraft by Air India between 2004 and 2008 when the Congress-led UPA was in office.

Modi govt-Judiciary tussle settling down NEW DELHI, May 29 (AGENCIES): The judiciary and the government seem to have settled down to an amicable truce after three years of tumultuous ties. The bonhomie is evident in the photo ops graced by Prime Minister Narendra Modi and chief justice of India JS Khehar. The government appears to have come to terms with its inability to implement the National Judicial Appointments Commission (NJAC) and has set the process of appointments rolling. For its part, the court seems to have grudgingly accepted the fact that no appointment can go through without the executive on board. The three-year-old Modi government has seen four chief justices come and go as they reach retirement age. The pecking order ensures that no CJI in recent years has held office for more than a year or two. CJI RM Lodha was in office when the government was sworn in on May 26, 2014. He was followed by HL Dattu, TS Thakur and Khehar. The start wasn’t too auspicious. The proposed appointment of senior advocate Gopal Subrama-

nium to the Supreme Court bench was unaccountably stalled. It was speculated that this was because of his alleged over-zealousness in pursuing the 2002 Gujarat riot cases. The government cleared all the other names proposed by Lodha but not that of Subramanium, who later withdrew his consent to becoming a top court judge. Lodha wasn’t pleased. The selective clearance was an unacceptable break in convention for him. Reminiscing about those days, Lodha said that this was the first time after years that a government with an absolute majority had come to power. “The whole approach of a majority government is different,” he said. He, however, said that institutional ties always remained cordial, barring that single episode. “The government cleared all other names within a month.” Then came the NJAC, which sought to give the executive more of a say in judge selection. “As CJI, I had to speak up for the independence of the judiciary,” said Lodha, who dubbed the move an “affront to the judiciary.”

He made his views clear on the matter. “Giving the executive a say in superior court appointments will mean an end to judicial independence as we know it,” Lodha said. “The collegium system is better I feel.” His successor Dattu steadfastly refused to join in the NJAC proceedings while a legal challenge was pending, ensuring it was a non-starter. A constitution bench headed by Khehar later struck down the law as violative of the constitution. Matters came to a head when toughtalking CJI TS Thakur took over. He initially tried to work things out, but the trust deficit only got wider when the executive delayed names recommended by the collegium for transfers or appointments. These slowed to a trickle. In at least two cases involving transfers, CJI Thakur warned he would withdraw judicial work from the judges concerned. He also threatened to pass judicial orders to fill up vacancies and haul up officials of the law ministry and the Prime Minister’s Office (PMO) for contempt.

Started way back in 1998 (previously called ‘Safe Blood Organization’), the aim of Genebandhu is to build a repository of genetically “matched” donors i.e. donors that have a certain genetic make-up, which would be similar or identical to the one found in these patients.

For patients, if a donor is found to be genetically matched from the registry in the country, transplant can be done with less expenditure. However, incase the donor was from outside the country registry then the cost of expenditure would be very high. Citing examples, he said if the donor was for

the US registry, and the patient was from India, then the expenditure would be around Rs. 30-35 lakh excluding the cost of hospital expenses. In case the donor was from the country registry the cost would be around Rs. 10 lakh, Kapil said. Therefore, Kapil reiterated that the country has to increase the number of donors on the registries. NTC said it was encouraged by the positive response from the Prime Minister that the crucial peace process would be carried forward to a practical level with renewed effort for a lasting solution to the protracted Naga political problem. While keeping the aspirations of the Nagas alive for the well being of the posterity, NTC said the Government of India was expected to have genuine negotiation with all stakeholders to work out “on the basis of what is giveable and acceptable in the contemporary political situation.” Therefore, the NTC has “earnestly” appealed to all section of people to extend support to pragmatic politics by accepting the ground realities. Meanwhile in the representation addressed to the prime minister, NTC stated that the bare truth was that NSCN

(I-M) led by Th.Muivah “is just one of the Naga National Political Groups (NNPGs) and does not represent all NNPGs”. Further, NTC said NSCN (I-M) “is neither authorised by the Nagas of Nagaland to negotiate and enter into any agreement with GoI for the destiny of the state of Nagaland.” NTC also disclosed that closer ties among other six NNPGs- NNC/FGN, GPRN/NSCN, NSCN/GPRN(R), NNC(Parent Body), NNC/GDRN(N/A), NPGN/NNC(N/A) was indeed a positive development towards peace. NTC also revealed that all five NNPGs except for the “hesitant NNC/FGN led by Thinoselie and Shingya” have agreed to have political negotiation, if invited by the government of India. NTC also disclosed that the Working Group of the NNPGs has entrusted it(NTC) to be the mediator between then and the government of India for political settlement.

Row rages over ban on cattle sale for slaughter

Mamata Banerjee

Banerjee told journalists in Kolkata. “We are not accepting the ban. We will challenge it legally. We will consult the state’s Advocate General on this matter. I will request the Centre not to interfere with the state’s matter and destroy the federal structure,” Banerjee said. Protests were held in several parts of Tamil Nadu, including Madurai, Coimbatore, Erode and Hosur. Several activists of a little known pro-Tamil outfit were detained in Madurai where they had organised a beef eating contest. A group of students at IIT, Madras, held a ‘beeffest’ on their campus last night. Raising the pitch on

the issue, opposition parties urged the AIADMK government to enact a law against the ban. DMK slammed the E K Palaniswami government for “keeping mum” on the matter when neighbouring Kerala and Karnataka had vehemently opposed the ban. DMK working president M K Stalin will lead a protest on May 31 in Chennai against the ban, the party said, adding “the fundamental right to choice of food granted by the Constitution has been snatched away”. Meanwhile, three Youth Congress workers -Kannur YC district president Rijil Makkutty and activists Joshi Kandathil and Sharafuddin -- were suspended and the party

distanced itself from the incident in which a calf was slaughtered in full public view. Kerala BJP president Kummanam Rajasekharan had posted the video of the incident on twitter, calling it “cruelty at its peak”. Later, police registered a case for slaughtering a calf in public during ‘beef fests’ organised across Kerala by the Congress and the Left on Sunday to protest the Centre’s ban. The AICC in charge of communications, Randeep Surjewala, said such action by Congress workers was “completely unacceptable” and “alien to civil society, our culture and founding principles”. “Anybody who has done so will have no place in the party and that’s why the workers have been already suspended by the Youth Congress,” he said in New Delhi. “Such elements have no place in the Congress or in our culture. Indian culture is not to cause harm to any living being, much less to the holy cow which we all celebrate and revere,” he said, in an apparent attempt to contain the adverse fallout of the incident.

DIMAPUR: Strongly condemning the blast inside a chemist shop by unidentified miscreants in Dimapur on Monday, the NSCN (I-M) said that it took such cowardly acts as nothing less than act of terrorism and affirmed that the culprits would be brought to book. NSCN (I-M) through its MIP said culprits would be “hunted down” by activating all its agencies. “Only devilish and heartless people will commit such heinous crimes against the peace loving people,” NSCN (I-M) stated, adding that prevailing peaceful atmospheres must be safeguarded and protected at all costs. Further, NSCN (I-M) said it was highly disturbed and pained by the frequent bomb blasts that have been taking place in Dimapur, adding that such incident has posed grave threats to the security of each and every individual and the public as a whole. “The NSCN/GPRN assures the people that seriously look forward to maintain the security of the people,”

it stated. Meanwhile, the NSCN (I-M) has wished the injured victims speedy recovery. It also appealed to the general public to come forward and extend cooperation so that all forms of terrorist acts would be checked to ensure the innocent people to live in peace and harmony. NLRBA: Nyamo Lotha Road Business Association Dimapur, has vehemently condemned the “cowardly act” of miscreants who hurled a bomb inside M/s Ideal Chemist Shop at Nyamo Lotha Road, adjacent to Breeze Restaurant on Monday night. NLRBA vice president Alex Yeptho and general secretary Khekishe Aye in a joint statement have termed the attack as a despicable act deserving condemnation from all and sundry and urged all to assist the law enforcement agencies to identify and book those involved. NLRBA also appealed to the law enforcement to ascertain the reasons behind the bomb attack. It also wished speedy recovery

of the injured and solidarity with the owner of the shop. NLRBA will also down shutters on Tuesday (May 30) from 6 a.m. to 6 p.m. and requested public to bear with the inconvenience. DDGBA: Dimapur District GBs Association (DDGBA) has vehemently condemned the blast and demanded that whoever was responsible should not be spared. In a press release, DDGBA president, Tokuho Niho, and general secretary, Kenith Tsopoe, said that such an unruly act, trying to disrupt the peaceful environment at this juncture, deserved the highest form of condemnation. DDGBA urged Dimapur police to investigate the matter in a serious manner and bring the perpetrators to book at the earliest. NPF minority wing: Naga People’s Front (NPF) minority wing central has strongly condemned the incident and stated that such kind of inhuman act on innocent citizens should be condemned by all.

New Delhi, May 29 (IANS): Delhi Chief Minister Arvind Kejriwal approached the Delhi High Court seeking quashing of summons issued by a trial court on a criminal complaint filed against him for allegedly giving “misleading information” in his poll affidavit ahead of the 2013 assembly elections. Justice I.S. Mehta issued notice to Neeraj Saxena and Anuj Agarwal, who had filed complaint against Kejriwal on behalf of an NGO, seeking their response by August 4. The trial court had issued summons to Kejriwal in February 2016 on a complaint filed by NGO Maulik Bharat Trust alleging that Kejriwal had “willfully misled” the Election Commission by concealing his correct address and suppressing the market value of his property. Kejriwal was granted bail in the case on December 24 last year. The objective of the program was to create awareness on the impor-

tance of entrepreneurship which the SVEP was offering to the rural people. Block Development Officer, R.D Block Chumukedima Yamao Konyak speaking at the programme said that Nagas needed to develop entrepreneurship skills like the non-locals who possessed soft skills in order to attract customers and that these soft skills, apart from various other technical skills, could be imparted to potential entre-

preneurs by SVEP. Block Program Manager (SVEP), Chumukedima , Tiasenba shared the objectives of SVEP. Philippine forces retake most parts of besieged city M A N I L A , M AY 2 9 (IANS): The Philippines military has retaken most parts of Marawi city in the southern region from Maute militants who have pledged allegiance to the Islamic State (IS) group, an official said on Monday. “The armed forces, police and all our forces are in complete control of the city except for certain areas,” Xinhua news agency quoted Brig. Gen. Restituto Padilla, spokesman for the armed forces, as saying. Contrary to news reports that militants have gained control of the city, Padilla stressed the government troops were “in full control” of the besieged city, “meaning to say we can control who comes in and who comes out, who moves around and who doesn’t, and we’re trying to isolate all these pockets of resistance that have remained”. However, Padilla said there was still a need to continue the military “surgical air strikes” to flush out the militants. He said the military cannot stop the offensive at this point “because if we do not employ combat power as we need it and (in the end) we would prolong the clearing process and endanger more lives”. Padilla expressed hope

Government troops on board their Armored Personnel Carrier, pass a convoy of displaced residents to continue their offensive against Muslim militants, in Marawi, southern Philippines Monday, May 29, 2017. (AP/PTI)

that the crisis will end soon. “We do not have a timeline but we’re seeking to end this as soon as possible,” Padilla said. He said the military ground commanders “have assured that the end is almost there”. “We hope to get clear results. We have complete control of the city by the way contrary to what is coming out in social media and other information. It is not true that half of the city is controlled by the rebels, totally untrue,” he reiterated. Gen. Eduardo Ano,

the chief of staff, said in a statement that the Maute militants initially planned to burn the whole city. He said the plan was aborted when government troops and the police forces raided the militants hideout last week. “It is a challenge for us to prevent enemy reinforcements from coming to the city as they may also disguise themselves as civilians,” another military official said. He said the military has intensified its check point operations to spot

those militants who may try to escape by blending with the evacuees. He said the military has rescued 390 civilians during its clearing operations. Media reports also showed footage of hostages who reportedly managed to escape. Army Colonel Alex Aduca said Iligan city, where Marawi’s some 200,000 residents have evacuated, is also on lockdown on Monday over fears that militants from Marawi city might also sneak in.

Manchester bombing: Police make fresh arrest

Germany still seeking stronger US ties, says Merkel spokesman

MANCHESTER, MAY 29 (AGENCIES): British police said they had arrested a new suspect on Monday over the Manchester bombings, bringing to 14 the number of people they have in custody over the attack. Authorities detained a 23-year-old in the southern coastal town of Shoreham-by-Sea, more than 400 kilometres (250 miles) from Manchester. In addition, police raided a property in a southern Manchester suburb as they step up their investigation into last week’s bombing that killed 22 people. The attack, Britain’s worst in more than a decade, was carried out by British-born extremist Salman Abedi, who detonated a powerful bomb at the exit of a concert by US singer Ariane Grande. Several of the victims were children, the youngest being just eight. Scores were injured in the attack. Police have been hunting for a network of people connected to Abedi, with Britain’s interior minister Amber Rudd saying on Sunday there were “potentially” still members of the cell at large. “The operation is still really at full-tilt in a way and so until the operation is complete we can’t be entirely sure that it’s closed,” said Rudd.

B E R L I N, M AY 2 9 (AGENCIES): Berlin remains committed to strong trans-Atlantic relations, but Chancellor Angela Merkel’s suggestion after meetings with President Donald Trump that Europe can no longer entirely rely on the U.S. “speaks for itself,” her spokesman said Monday Merkel’s comments Sunday came after a Group of Seven summit at which the Europeans couldn’t reach ag reement with Trump on climate change. “The times in which we can fully count on others are somewhat over, as I have experienced in the past few days,” she said during the election campaign event in Bavaria. “And so all I can say is that we Europeans must really take our destiny into our own hands.” Merkel also emphasized the continued need for friendly relations with the U.S. and others, and spokesman Steffen Seibert said Monday that the chancellor is “a convinced trans-Atlanticist.” U.S.-German relations “are a strong pillar of our foreign and security policy, and Germany will continue working to strengthen these relations,” Seibert said. “Precisely because they are so important, it’s right to name differences honestly.”

German Chancellor Angela Merkel delivers a speech during an election campaign of her Christian Democratic Union, CDU, and the Christian Social Union, CSU, in Munich, May 28, 2017.

Following the end of the G-7 meeting in Sicily on Saturday, Merkel was sharply critical of Trump’s decision not to join the other countries in reiterating support for the 2015 Paris Agreement that aims to slow global warming, calling the climate talks “very unsatisfactory.” “Here is a situation where it’s six, seven if you include the EU, against one,” she said. “That means there are so far no signs whether the United States of America will remain in the Paris agreement or not.” Trump did not hold a news conference after the summit but later tweeted that he would make his “final decision” on the Paris accord this week. Germany has also bristled at criticism from Trump over NATO defense

Her main challenger, the Social Democrat’s chancellor candidate Martin Schulz, was even more outspoken in his comments about the G-7 and NATO meetings last week, saying Sunday night the summits made clear Trump was a “president of the United States of America who wants to humiliate others, who presents himself like an authoritarian ruler.” “Europe is the answer, and stronger cooperation between the European countries at all levels is the answer to Donald Trump,” Schulz said on ARD public television. “And above all else we must not submit to Trump’s arms-race logic.”

Poland gathers data on foreigners Hardliner claims voter fraud in Iranian presidential polls T E H R A N , M AY 2 9 (AGENCIES): Defeated hardline candidate Ebrahim Raisi has complained of voter fraud in Iran’s presidential election and called on the judiciary and the election watchdog to investigate, the semi-official Fars news agency said on Monday. The allegations, likely to stoke up Raisi’s conservative supporters, were among his strongest since losing the bitterly contested May 19 vote to incumbent Hassan Rouhani by a margin of 57 percent to 38. “Tampering with the numbers of people’s participation is inappropriate. Iraq presses Mosul assault; calls on civilians to flee MOSUL, MAY 29 (AGENCIES): Iraqi forces pressed forward on Monday with a broad offensive targeting Islamic State group-held areas in west Mosul and called for civilians to leave areas where fighting is taking place. M o r e t h a n s e ve n months into the massive operation to recapture Mosul from IS, Iraqi forces have retaken the city’s east and large parts of its western side, but the jihadists are still putting up tough resistance. “Our units are continuing to advance... and entered Al-Saha al-Oula and Al-Zinjili and Al-Shifaa neighbourhoods and the Republican Hospital,” said Joint Operations Command spokesman Yahya Rasool. IS was using “explosives-rigged vehicles and snipers and suicide bombers” to target Iraqi forces, he told AFP. The areas mentioned by Rasool -- which are located north of Mosul’s Old City, where IS also still holds significant territory -- are the main targets of the offensive, which was announced on Saturday. The Joint Operations Command also said Monday that Iraqi aircraft had dropped leaflets over Mosul urging residents to leave IS-held areas -- the second time this was done within the past week. O ve r n i g h t , p l a n e s dropped “thousands of leaflets on the Old Mosul,

Al-Zinjili, Al-Shifaa and AlSaha areas urging citizens to leave toward our security forces,” it said. This is the opposite of the strategy Iraqi forces employed in east Mosul, where they urged civilians to stay in their homes. ‘Caught in the cross-

fire’

International aid organisation Save the Children has said it is “deeply concerned that any calls to leave west Mosul will mean that civilians, particularly children, are in significant danger of being caught in the crossfire.”

Asked about the change in tack, Rasool noted that the western side of the city has a greater population density as well as “old areas,” an apparent reference to the Old City. The area -- a warren of closely spaced buildings and narrow streets -- has posed a significant challenge to Iraqi forces, which have surrounded it with a large number of civilians trapped inside. “The Old City has been blockaded for a while, completely from the south and now our units are present on the north and west,” he said, while the area’s eastern side is bordered by the Tigris River. The battle for Mosul has taken a heavy toll on civilians, pushing hundreds of thousands to flee, while hundreds more have been killed or wounded.

getting votes is very inappropriate,” Raisi was quoted as saying. “I ask the Guardian Council and the judiciary not to let the people’s rights get trampled. If this votetampering is not looked into, then the people’s trust will be damaged.” The Guardian Council is a government body that vets candidates and supervises elections in Iran. It has already approved the results. But Raisi’s comments were a signal that he and his supporters will continue to put up a fight against Rouhani, who won on promises to increase social freedom, improve human rights and open up the Islamic Repub-

night, Fars said. He was also quoted as saying Rouhani had inappropriately used TV, newspapers and government offices for campaign purposes. During the campaign, the two candidates exchanged barbs in debates and speeches using language rarely heard in politics in Iran. Rouhani accused Raisi of abuses while at the judiciary, and was in turn accused of corruption and economic mismanagement. Each denied the other’s accusations. Supreme Leader Ayatollah Ali Khamenei, the top authority in the country who analysts say favored Raisi, called the campaign rhetoric “unworthy.”

Deputy Defense Minister Michal Dworczyk argued that it is a “natural thing, taking into consideration the situation in the European Union today, that the state should have information on foreign nationals on Poland’s territory” as it ensures security to the citizens. He argued that attacks in recent years were carried out by people who “either came (to Europe) as illegal migrants, or by members of new generation (of migrants) living in Europe.” P o l e s h av e b e e n among the victims of attacks carried out in Western Europe, most recently in the Manchester suicide bombing.

The ministry made the request under “crisis management” regulations. The request has drawn vehement criticism from the political opposition, which says such an approach is harmful because it equates foreigners with threats. Slawomir Nitras of the proEU Civic Platform stressed that around 500,000 people in this country of 38 million declare to be of foreign nationality.

JERUSALEM, MAY 29 (IANS): Israel on Monday conducted a test of a rocket propulsion system from a central base in the country, according to a Defence Ministry statement. The statement said the test was “arranged in advance by the security services and was carried out as planned”, without mentioning whether the test was successful or not, Efe news reported. According to local reports, specialised commentators were shuffling two possibilities: the system tested could be installed as a surface-tosurface missile, like the Jericho, which can be equipped with a nuclear warhead, or it could be a ground-to-air missile, like the Arrow. The latter is primarily designed to knock down intercontinental ballistic missiles out of the atmosphere. Taking into account Israel’s technological development in missile systems, specifically in systems designed to create a multilayered defence umbrella, such tests are not uncommon.

ment data showed Indian nationals received 87,049 visas in April and 97,925 visas in March. Last year, people from India received 72,082 non-immigrant visas per month on average with an annual total of 864,987 visas. Pakistanis were issued 3,925 non-immigrant visas in April and 3,973 visas in March this year under the Trump administration, the daily reported on Monday. The Barack Obama administration last year issued a total of 78,637 non-immigrant visas to Pakistanis with a monthly average of 6,553 -- 40 per cent higher than the current average. A spokesperson of US State Department said: “Visa demand is cyclical, not uniform throughout the year, and affected by vari-

ous factors at the local and international level.” “Visa issuance numbers tend to increase during peak travel seasons though there may be different trends at the country, nationality, or visacategory level,” the spokesperson added. Six countries -- Iran, Syria, Sudan, Somalia, Libya and Yemen -targeted by Trump’s March 6 travel ban experienced 55 per cent decline in nonimmigrant visas compared with last year’s monthly average. Experts said drop in visas may indicate that more visa applicants are now subject to excessive scrutiny. A week after assuming office Trump had issued an executive order barring visitors from Iraq, Libya, Iran, Somalia, Sudan, Syria and Yemen for 90 days.

RABAT, MAY 29 (AGENCIES): A leading Moroccan activist was arrested on Monday alongside other protesters caught up in a wave of rallies against official abuses and corruption in the north, state media said. Nasser Zefzafi, who has helped organize months of protests, would be investigated on charges of “threatening national security” and other crimes, state news agency MAP said, citing the general prosecutor. Protests are rare in the North African kingdom. But tensions have been simmering in Zefzafi’s home city of Al-Hoceima since October when a fishmonger died after being crushed inside a garbage truck while trying to save his fish confiscated by police. The Al-Hoceima protests have been some of the most intense since the 2011 “Arab Spring”-style unrest that prompted the King to devolve some of his powers to an elected parliament, though the palace still holds ultimate authority. Authorities first tried to arrest Zefzafi after he interrupted a sermon during Friday prayers in AlHoceima, a government official said. But supporters poured onto the streets and clashed with police as he left the city. He was detained on Monday and transferred with other arrested protesters to the judicial police bureau in Casablanca, MAP said.

NEW YORK, MAY 29 (IANS): People who check their Facebook profile all the time are likely to be more sad and unhealthy than those who use it sporadically, a new study has revealed. Researchers from Yale University and the University of California, San Diego (UCSD), studied the pattern of Facebook use and mental health of 5,208 volunteers between 2013 and 2015 for the study. The findings showed that increased use of Facebook was closely linked to “compromised social, physical and psychological health”, Metro.co.uk reported on Sunday. It also revealed that if users were updating their profiles or liking posts more than average, they were more likely to have mental health issues. The report appeared in the American Journal of Epidemiology and was led by UCSD’s Assistant Professor of Public Health Holly Shakya and Yale’s Nicholas Christakis, who is Director of the University’s Human Nature Lab.

SEOUL, MAY 29 (IANS): North Korea fired a shortrange ballistic missile from its eastern coast on Monday morning, its third test in a little over three weeks. South Korea’s Joint Chiefs of Staff (JCS) said in a statement that the missile, presumed to be a Scud-type, was launched from an area near Wonsan, in Gangwon Province, towards the eastern part of the Korean Peninsula. South Korea and Japan immediately issued strong protests, with Japan’s Prime Minister Shinzo Abe promising “concrete action” in response to the test, and South Korean Defence Chiefs saying the North would face “strong punishment from our military”. The missile travelled an estimated 248 miles (approx 400 km), splashing down within Japan’s exclusive economic zone, Yonhap news agency reported. “The launch landed within 200 nautical miles of the Japanese coast and was an ‘extremely problematic’ act for the safety of airplanes and ships,” said Japan’s Chief Cabinet Secretary Yoshihide Suga. Guevara questioned the Constituent Assembly, which Maduro’s government promotes as a way out of the country’s crisis, and warned that if “this fraud is allowed to be established, Venezuela will be lost.”

Juve the final hurdle to history for Real

Juventus won a sixth straight Serie A title at the end of a fascinating season in Italy.

MA D RI D, M ay 2 9 (Agencies): Even for a man and a club synonymous with European Cup glory, Zinedine Zidane and Real Madrid stand on the brink of history in Saturday’s Champions League final against Juventus in Cardiff. Since the European Cup was rebranded and expanded into the Champions League in 1992, no team has been capable of defending the trophy. H o w e ve r, j u s t 1 8 months into his first senior managerial role, Zidane is one match away from joining a stellar cast as just the 20th coach to win the competition twice. Moreover, a 12th European crown for Madrid would reaffirm their status as self-proclaimed kings of Europe with a third Champions League in four seasons. Zidane has had a hand

in all of Real’s last four trips to the final. He famously scored one of the greatest ever Champions League final goals to win the game against Bayer Leverkusen back in his playing days in 2002 and was part of Carlo Ancelotti’s coaching staff that ended a 12-year wait for Madrid’s 10th European Cup in 2014. Zidane went one step further by joining Ancelotti as one of just seven men to win the competition as both player and coach when Real squeezed out local rivals Atletico on penalties in Milan in last year’s final. Yet, it is Real’s run back to European football’s showpiece occasion this season which has been his most impressive feat in his first full season in charge. While Madrid rode the luck of the draw and from the spot last season, Zidane’s men have overcome

Napoli’s flair, the might of Bayern Munich and Atletico’s intensity for the right to be in Cardiff. What is more, they have done all that whilst ending Barcelona’s domestic dominance by winning La Liga for the first time in five years and lifting the European Super Cup and Club World Cup earlier in the season. “It is the happiest day of my professional life by a distance,” Zidane, a World Cup winner with France in 1998, surprisingly said after winning the league title last weekend. Even by Real’s standards, victory in the Welsh capital will seal the single most successful season in the club’s history. That Juventus provide the final hurdle adds extra intrigue as it is from the Italian giants that Madrid plucked Zidane for a then

world record fee in 2001. The fact the Frenchman spent the prime decade of his career at two of the biggest clubs in the world with two very different philosophies on how to win has undoubtedly shaped his managerial style. Despite being one of Real president Florentino Perez’s original “galactico” signings, Zidane hasn’t been afraid to bring more defensive balance to his Madrid side by rewarding the hard work of the likes of Casemiro and Lucas Vazquez over glamorous big money buys like James Rodriguez. However, his experience as one of the greatest players of his generation has given him a huge advantage over his predecessors at the Bernabeu with the respect he commands from an egofilled dressing room. “Zidane has done a phenomenal job,” said Cristiano Ronaldo after Madrid sealed La Liga. Compared to Madrid’s 11 European Cups, Juventus’ two is a meagre return for a club of their stature. That record has come about by losing a record six finals, including their last four. Zidane knows better than most the pain of Juve’s previous failures having played in the losing sides in 1997 and against Madrid in 1998. However, he plans on prolonging that misery for Italy’s Old Lady.

Saina eyes title at Thailand Open BA N G KO K , M ay 2 9 (PTI): Saina Nehwal and B Sai Praneeth will start favourites when India begin their campaign at the USD 120,000 Thailand Grand Prix Gold, starting with the qualifiers from Tuesday. After missing the Sudirman Cup mixed team championship to attend to her ailing father, Saina will be itching to add another GPG title to her kitty after claiming the Malaysia Masters early in the year. Seeded second, Saina will open her campaign against unheralded Martina Repiska of Slovakia and the World No. 10 should reach the quarters without breaking a sweat. A few good players -- Canada’s Michelle Li and fourth seeded local player Busanan Ongbamrungphan -- are in the second half of the draw. If Saina can reach the finals then perhaps former world champion and top seed Ratchanok Intanon will be standing between her and the title.

Sports minister rules out cricket series with Pakistan New Delhi, May 29 (Agencies): Minister of Sports, Vijay Goel, has played down the possibility of a potential IndiaPakistan bilateral cricket series in near future, as long as terrorism prevails on the other side of the border. Over the last couple of years, there have been multiple efforts from cricket boards of both countries to organise a cricket series between between India and Pakistan, but political tensions have not allowed it to materealize. And now that top officials from the BCCI and PCB are scheduled to meet in Dubai later on Monday in order to discuss the MoU signed between the two countries in 2014, Goel’s statement adds to it a further layer of uncertainty. “India and Pakistan can’t play bilateral series till the terror from Pakistan remains,” Goel told reporters.

“BCCI should speak to the government before giving any proposal to Pakistan. I have made it clear that bilateral cricket with Pakistan is not possible till the time there is cross-border terror. We have, however, no say on multilateral events (ICC tournaments).”

It has been learnt that BCCI joint secretary Amitabh Chaudhary will explain to the PCB officials the severity of the matter and that the series can’t be held without government permission. ACKNOWLEDGEMENT Alexis Sanchez

L ondon, M ay 2 9 (Agencies): Arsenal forward Alexis Sanchez says he is unsure whether he will be at the club next season. Sanchez, who netted the opening goal in Arsenal’s FA Cup 2-1 final win over Chelsea at Wembley on Saturday, is out of contract at the Emirates Stadium next season, prompting speculation that the Chile international could move to Bayern Munich, Manchester City or Chelsea over the summer. Sanchez seemed to misunderstand a question from a BBC reporter about Arsenal’s early goal, and spoke instead about his future: “I don’t know my friend, finished now, so happy for the win and the FA Cup, happy for the players, now I don’t know. “My agent speaking after… I don’t know. Now, it’s the Confederations [Cup], now it’s focusing on the national team.” Chelsea manager Antonio Conte “does not understand” why referee Anthony Taylor allowed Sanchez’s goal to stand, insisting the 28-year-old said handled the ball when he charged down N’Golo Kante’s clearance in the build-up. Djokovic starts French Open with decisive win Mary Kom all set to return the world number 45 in less than two hours. Nadal dominated the opening set, then recovered from a slight second-set wobble when he dropped serve twice in a row to surge into a round two meeting with Dutchman Robin Haase. The Spaniard, whose last Grand Slam triumph came at Roland Garros in 2014, improved his incredible French Open record to 73 wins and just two

losses. Nadal lost this year’s Australian Open final in a five-set epic to Roger Federer, but the 30-year-old has marked himself out as the favourite on his preferred surface. The fourth seed arrives in Paris with three clay-court titles to his name this season -- winning both Monte Carlo and Barcelona for a 10th time, while securing a fifth Madrid Masters crown.

to action after 1-year hiatus

Muguruza, Wozniacki win

Djokovic celebrates on the court with the ball boys at the end of his firstround match. Paris, May 29 (Agencies): Novak Djokovic eased past Spain’s Marcel Granollers, 6-3, 6-4, 6-2, on Monday on Court Philippe Chatrier to book a spot next to either Joao Sousa or Janko Tipsarevic in the second round. With recently hired coach Andre Agassi calmly sitting in his player’s box, Djokovic had to scramble in spells against Granollers, but the Serb was able to routinely have success against the World No.76’s second serve and he parlayed that into eight break points converted out of 20 break points earned. Djokovic won 30 of

46 second serve points and won 52 percent of his return points in total. Granollers did frustrate the Serb in their fourth lifetime meeting when he saved eight set points while serving at 3-5 in the second set, but Djokovic held to take the second set in the ensuing game and quickly moved ahead by a double-break in the third set. In the end it wasn’t the most sublime we’ve seen Djokovic on the terre battue, but the effort was certainly something to build on. Granollers, who has thrice reached the second week in Paris, is not the easiest of first-rounders, and Djokovic

handled everything that was thrown his way without ever really losing the plot. Djokovic improved to 56-11 lifetime at Roland Garros, and he moved within three wins of Jimmy Connors for second on the all-time Grand Slam win list with 230.

Nadal batters Paire

Rafael Nadal launched his quest for a record 10th French Open title with a 6-1, 6-4, 6-1 win over Frenchman Benoit Paire. Nadal, who was forced to withdraw before last year’s third round with a wrist injury, broke Paire eight times to brush aside

Khekaho submits KI project to GoI

Khekaho Assumi with Vijay Goel at Delhi. and Sports, Khekaho Assumi has submitted the KO H I M A , M AY 2 9 project of Khelo India (NPN): Parliamentary sec- to the minister of Youth retary of Youth Resource Affairs and Sports GovCorrespondent

ernment of India, Vijay Goel Monday evening. He also urged Goel to assist Nagaland in infrastructure and playfield development. Nagaland, due to lack of sports infrastructure, lagged in sports despite the natural potential of the Nagas, said the parliamentary secretary. Goel, meanwhile, appreciated the parliamentary secretary for appraising the activities of the state and assured to help Nagaland. The Khelo India projects/schemes is expected to take off within a month or two. Khekaho was accompanied by officials of youth resources and sports. The team will submit another copy of the Khelo India project to the secretary sports, Government of India on Tuesday.

Youth came out trumps over experience when 23year-old Garbine Muguruza beat 36-year-old Francesca Schiavone in first round action at Roland Garros on Monday. Muguruza was far too lively for Schiavone as she dismantled the 2010 Roland Garros champion – winning 6-2, 6-4. The Spaniard chased down balls with verve and was unforgiving on anything loose while her Italian opponent lacked rhythm, athleticism and punch. Muguruza’s victory was an emphatic one and the manner in which she overcame a former champion was impressive however her performance certainly was not flawless. She was broken twice and that will be of concern to her. Also, big-hitting Australian teenager Jaimee Fourlis served up a major scare for Caroline Wozniacki at Roland Garros on Monday, making light of the 300-plus ranking places separating them to push the 11th seeded Dane to three sets. Wozniacki, who appeared to be carrying the aftereffects of a lower back injury that forced her to retire during last week’s Strasbourg tournament, pulled away towards the end of a testy encounter, winning 6-4, 3-6, 6-2 in just over two hours. Wildcard Fourlis, aged 17 and at 337 the lowestranked player in the main draw, was the stronger for much of the first two sets, keeping Wozniacki pinned at the back of the court with blistering drives off both wings. But the Dane, making her 10th appearance at Roland Garros, showed her greater experience at key moments, winning both her breaks points in the opening set while the Australian converted just one out of five.

Ederson close to City deal L o n d o n, M ay 2 9 (Agencies): Benfica goalkeeper Ederson Moraes is to undergo a medical at Manchester City ahead of his proposed £35million move to the Premier League. City manager Pe p Guardiola is seeking a new number one following Claudio Bravo’s disappointing debut season at the Etihad Stadium and the decision to allow Willy Caballero to leave the club. With Joe Hart unlikely to return to City, Ederson is set to become the club’s number one in a £35million deal, which would be a world record fee for a goalkeeper. Speaking after Benfica’s 2-1 Portuguese Cup final win on Sunday, Ederson admitted that he had probably played his last game for the club.

Mary Kom will return to the ring in an invitational tournament next month. NEW DELHI, May 29 (PTI): Out of competitive action for over a year, fivetime world champion MC Mary Kom will return to the ring in an invitational tournament to be held in Mongolia next month. Mary Kom, an Olympic bronze-medallist, will compete in the 51kg category at the tournament scheduled from June 20 to 26. “I have returned to 48kg but in this tournament, I will fight in the 51kg category because I need some practice after year away from competition. However, I will be preparing myself in the 48kg category for the Asian Championships in November,” Mary Kom told PTI. The celebrated boxer decided to return to the light flyweight last year after the Commonwealth Games organisers decided to introduce the category in the 2018 Gold Coast edition.

Mary Kom’s last world title, in the 2010 Barbados edition, had come in the 48kg category, while four others had been achieved in pinweight (46kg) prior to that. She had jumped to flyweight 51kg after it was included in the 2012 Olympic Games. The Manipuri went on to win the bronze medal in the Games, besides claiming a gold in the 2014 Asian Games where women’s boxing made its debut. “I have been training hard for the last six months and I decided to trial for this tournament because I wanted to test myself. Since 48kg was not a part of the schedule in Mongolia, I decided to compete in 51kg,” she said. “But it is 48kg which will be my focus once I am back from Mongolia,” she added. Mary Kom has not competed since last year’s

World Championships, where she lost in the second round and missed qualification for the Rio Olympics. Priyanka Chaudhary (60kg) and Kalawanti (75kg) are the other members of the three-strong women’s team. A mixed Indian team will also be travelling for an invitational tournament in Kazakhstan in July. The team for Kazakhstan comprises four men and three women. The men’s team features national champion Dee pak Singh (52kg), Devanshu (81kg) Gaurav Chauhan (91kg) and Parveen Kumar (+91kg). The women’s team includes, Nation’s Cup goldmedallist Neeraj (51kg), and new entrants Siwi Boora (60kg) and Lovelina (75kg). Siwi is the younger sister of former World Championships silver-medallist Saweety Boora.

Hazard wins Chelsea’s player of the year award

L o n d o n, M ay 2 9 (Agencies): Eden Hazard was named Chelsea’s player of the year at the club’s end-of-season awards ceremony in London on Sunday. The Belgian midfielder, who also won the goal of the season award for his solo strike against Arsenal, scored 16 goals in the Premier League to help steer his club to the title meaning a third time in four years that fans voted him their top player. French midfielder N’Golo Kante picked up the Players’ Player of the Year accolade in his first season at Stamford Bridge. Depar ting skipper John Terry received a special recognition award from former manager Claudio Ranieri. Terry said, “Chelsea’s my life and it has been for

Chelsea playmaker Eden Hazard poses with his Goal of the Season award on Sunday night. 22 years and it’ll never go away. The fans mean everything to me, the memories will live with me forever. I couldn’t be here without you and I thank you from my heart.” “I hope to be back here in the future. The club have made it clear that the door is always open. I’m

going to go away for a week and will decide my future, whether that’s playing or finishing. I’m finding it hard to even consider playing for another club at the moment, but that was the desire for why I’m leaving so we’ll see what happens, and see what the future brings.”

The Premier League champions last week called off a victory parade at the weekend in the wake of Manchester’s terror attack, but went ahead with their annual awards gala in west London. Kante added, “Because we spend so long together, and we win together and we lose together, to be named by the other players is something special. I spent a very good season here. We were unlucky we did not win the FA Cup but it was a good season and hopefully next season we are going to be stronger.” Midfielder Karen Carney was named women’s Player of the Year. Mason Mount, captain of the U18s side which retained the FA Youth Cup for a fourth successive year, was voted the Academy player of the year.

wins fourth Francesco Totti ends Roma career after 25 years Messi Golden Shoe

Rome, May 29 (Agencies): Francesco Totti bid an emotional farewell to Roma after a remarkable 25-season career with his hometown club, contributing to a 3-2 win over Genoa in Serie A that secured the Giallorossi a spot in the Champions League. Almost 60,000 fans inside the Stadio Olimpico stood up and cheered when 40-year-old Totti replaced Mohamed Salah in the 54th minute. And even if Totti did not score or set up any goals, his mere presence was what the supporters came to see. “Unfortunately the time has come. I’ve cried every day,” Totti said in a post-match speech from the centre of the pitch. “It’s a decision I made with my wife and my family. I would stay here another 25 years. Thank you Roma. I would have liked to write a poem or a song but I’ve tried to express myself with my feet.” Totti then put to rest speculation that he might end his career with another club. “Excuse me if recently

Totti with his wife Llary Blasi and three children say goodbye to Roma fans. I haven’t talked much or cleared up my thoughts,” Totti said. “I’m taking my shirt off for the last time and folding it up well and good. The lights are turning off now and I’m afraid. Allow me to have a little fear. Now I need your help.”

During the elaborate post-match ceremony, a huge number 10 jersey with Totti’s name on it was unveiled at the centre of the pitch. All of Roma’s players put on shirts featuring Totti’s number 10 while the electronic publicity boards

lining the pitch read “Grazie Capitano”. To t t i t h e n wa l k e d around the stadium’s athletic track while holding third child Isabel in his arms, with his other two children and wife Ilary Blasi accompanying him.

At one point, Totti stopped and leaned on the publicity barriers and just stared into the stands. Then he cried on Blasi’s shoulder. Totti also signed a ball with the words “I’ll miss you” and kicked it into the “Curva Sud” — southern end — of the stadium where the hard-core “ultra” fans sit. At the conclusion of his speech, Totti told the fans, “I love you.” Roma’s victory, courtesy of a 90th-minute goal from Diego Perotti, secured second place. Roma wore special shirts featuring a dedication to Totti, and so did Genoa. On the back of Genoa’s shirts, a message read, “25 seasons with only one shirt, 785 appearances, 307 goals, world champion in 2006. Francesco Totti is part of football history”. Totti appeared in 786 matches in all competitions with Roma, third all-time in Italy for most games with a single club behind only Paolo Maldini (902 with AC Milan) and Javier Zanetti (858 with Inter Milan).

M a d r i d, M ay 2 9 (Agencies): Lionel Messi has won a record-equalling fourth Golden Shoe after finishing the season as the top scorer in Europe with 37 goals. The Argentina international claimed the prize for a fourth time, matching Real Madrid rival Cristiano Ronaldo’s record haul. With the Golden Shoe ranking working on a points basis, which weights the strength of Europe’s leagues, Messi’s goals earned him 74 points. That put him six points clear of Sporting Lisbon’s Bas Dost, who scored 34 times for 68 points, and 12 ahead of third-placed Borussia Dortmund forward Pierre-Emerick Aubameyang (31 goals, 62 points). Ronaldo, in contrast, had a relatively modest goal return by his own remarkable standards, scoring 25 times in La Liga - although the Portuguese helped and upcoming Champions League final appearance. Tottenham’s Harr y Kane finished joint-fifth, with his 29 goals earning 58 points, level with Roma’s Edin Dzeko.
