Lightning shutters down in Mon town D I M A P U R , M AY 2 (NPN): Mon Chamber of Commerce & Industry (MCCI) on Monday imposed an indefinite “lighting shutdown of shops” in Mon town in protest against rampant taxation, donation drive, checking of goods etc. In a letter addressed to deputy commissioner (DC) Mon, Mon Chamber of Commerce & Industry president Ngamom Konyak and general secretary Yanpong Nyemlin said if such activities continue to function/operate, affecting the business establishments, MCCI would continue the shutters down. “We can no longer shoulder such illegal activities upon the business establishment,” MCCI stated. Besides being severely affected by the Covid-19 pandemic lockdown, the trade body said they were unable to conduct business activities due to the “rampant taxation and checking by different individuals, NGOs, over ground and underground” groups against the business community. Meanwhile, district administration sources confirmed that the DC had received the letter. In this regard, a meeting has been convened at DC's office on Tuesday with all stakeholders to deliberate on the issue.

He also stressed on the need for setting up more cold storage facilities in order to store organic and exotic produce so as to keep them readily available for export. Rio also cautioned government officials against misappropriation of funds and that everybody should collectively discuss improv-

ing the economy. While urging all to concentrate on boosting the state’s economy instead of focussing too much on politics, Rio maintained that politics be best left to politicians. He said prime minister Narendra Modi was especially serious about development of the region because of its immense potential, especially in agri and allied sectors. NDPP reassures BJP on alliance Staff Reporter

DIMAPUR, MAY 2 (NPN): Against the backdrop of recent merger of 21 NPF legislators to NDPP, that led to speculations about the fate of the NDPP-BJP alliance, NDPP Monday reaffirmed its commitment to continue the 2018 alliance with BJP. Further NDPP media & communication committee also reaffirmed it will uphold the spirit of the alliance and adhere to their collective commitments during the recent election of the lone Rajya Sabha seat from Nagaland. NDPP said that the party remained “unwavering in our pre-poll commitments and alliance with the BJP”. NDDP assured the people that the recent development did not in any way undermine “our continued alliance, but in fact, strengthens the alliance, providing more stability to our government.” NDPP also affirmed it will continue to remain steadfast

“in our role as facilitators to the Indo-Naga talks”. The party expressed belief that with the “recent positive development”, their role has been further strengthened. NDPP also welcomed the 21 legislators led by the former chief minister TR Zeliang, who joined the party on April 29, to support the “dynamic leadership of chief minister Neiphiu Rio”. It also said the NPF MLAs joining NDPP enhanced the stability of the government and at the same time, facilitate growth and development of the State. It also said the increase in the number of MLAs (42) as well as well as the party rank and file would re-strengthen the leadership of the chief minister and party president Chingwang Konyak. NPDD also said its doors will continue to remain open and would welcome anyone who wanted to join the party “under the banner of ‘Facta non Verba; Deeds not Words’!”

M e a n w h i l e h i g h ly placed sources in the BJP have expressed their disappointment with the recent political developments which they said, had put a question mark over the NDPP-BJP alliance. According to these sources, divesting of Roads & Bridges portfolio from BJP legislature party leader and deputy CM Y. Patton was unexpected. However, they said the next decision to strip Land Resource Department from BJP minister Paiwang Konyak and then re-allot to another BJP leader (Patton) was unwarranted. The sources said all these only put strain on the alliance. On the “merger” issue, BJP sources said it was another indication that perhaps the NDPP wanted to marginalise BJP in the state which would have an adverse impact on the seat sharing formula of 40:20 that was at the core of the NDPP-BJP alliance.

India’s Covid positivity rate past 1 per cent again after two months NEW DELHI, MAY 2 (PTI): India's Covid case positivity rate went past one per cent again after over two months as the country witnessed a single-day rise of 3,157 infections and 26 fatalities, according to the Union Health Ministry data updated on Monday. The rise reported on Monday pushed the country's overall Covid tally to 4,30,82,345 cases and 5,23,869 deaths, the data said. The number of active cases rose by 408 in a 24hour span to reach 19,500, the data updated at 8 am showed.

At 1.07 per cent, the daily positivity went past one per cent again after a little over two months, the ministry said. It was at 1.11 per cent on February 27. The weekly positivity rate was 0.70 per cent, according to the health ministry. Positivity rate refers to percentage of all coronavirus tests performed that return positive result. A higher positive rate means higher transmission rate for the virus. The death toll has now climbed to 5,23,869 with the latest 26 fatalities being

reported, 21 of them from Kerala alone. The active cases constitute 0.05 per cent of the total infections. The country's COVID-19 recovery rate was recorded at 98.74 per cent, the health ministry said. The number of people who have recuperated from the disease rose to 4,25,38,976, while the case fatality rate was recorded at 1.22 per cent. The cumulative doses administered in the country so far under the nationwide COVID-19 vaccination drive has exceeded 189.23 crore.

Nobody can be forced to undergo Covid vaccination: SC NEW DELHI, MAY 2 (PTI): Supreme Court on Monday held that no individual can be forced to be vaccinated against COVID-19, observing that bodily integrity is protected under Article 21 of the Constitution. Asking the Centre to make public data on the COVID immunisation’s adverse events, the top court, however, said that in the interest of protection of communitarian health, the government is entitled to regulate issues of public health concern by imposing certain limitations on individual rights, which

are open to scrutiny by constitutional courts. Upholding the government's current COVID vaccination policy, the court said on the basis of available material and considering expert views the policy “cannot be said to be manifestly arbitrary and unreasonable”. Noting that COVID infection rate in the country remains low, the court also suggested a review of the existing orders and that no restriction be imposed on unvaccinated individuals on access to public areas or recall the same if already not

The bench also reiterated that subject to the protection of privacy of individual subjects, with respect to ongoing clinical trials and trials that may be conducted subsequently for COVID-19 vaccines, all relevant data required to be published under the extant statutory regime must be made available to the public without undue delay. On

KOHIMA, MAY 2 (NPN): An FIR has been filed against one Alavizo Rürhie at Medziphema Police Station for allegedly operating an illegal LPG business without permit in violation the Indian Explosives Act and endangering lives of people at the same time. The FIR was filed by three residents of Medziphema town-- VDB secretary Selie Seyie, general secretary ward no. 8 Kedokhoto Seyie and businessman Ngukato Swu Sema-- in which they accused Alavizo of cheating the community by engaging in the illegal act. The complainants disclosed that the accused, aged

around 35-40 years, was the proprietor of M/s Sangci Indane, Gramin Vitrak, an IOC Ltd-appointed LPG distributor having licenced godown and showroom at Poilwa village in Peren district. They claimed that the accused had been engaged in the illegal and criminal operation of LPG business in Medziphema area, around 94 km from Poilwa. The FIR stated that Alavizo was operating the business at Medziphema in a deceptive way by bluffing the public with a noobjection certificate (NOC) issued by additional deputy commissioner (ADC) of Medziphema. Mon killings: SIT submits final report to district court G U WA H AT I , M AY 2 (AGENCIES): The Nagaland government-constituted Special Investigation Team (SIT), which probed the December 4 civilian killings in a botched ambush by the Army’s elite Para commandos in Mon, has submitted its final report (chargesheet) to a local court, The New Indian Express report said. Three senior Staet government officials confirmed the report was submitted to the District and Sessions Court, Mon, last month.

One of them told The New Indian Express that the report was currently with the public prosecutor as some parts were to be added. Once the changes are made, the report will be resubmitted to the court, the official added. The content of it, however, has been kept under wraps. According to a DIPR report, Agricultural and Processed Food Products Export Development Authority (APEDA), Guwahati, Archana in the PowerPoint presentation on “Entrepreneurship development through marketlinked extension” informed that APEDA was an autonomous body under the ministry of Commerce & Industries with New Delhi as head office and Guwahati as regional office of NEP. She added that export

KO H I M A , M AY 2 (NPN): Minister for Health and Family Welfare, S. Pangnyu Phom inaugurated the Assistant Nursing Midwifery (ANM) School of Nursing Impur Christian Hospital (ICH), here on Monday. Speaking at the programme as guest of honour, Pangnyu said the site itself was a Holy land of the Nagas where the seeds sowed and the message preached from Impur reached every nook and corner of the Naga Hills called Nagaland. He dedicated the institution to the people of Impur and Ao in general signifying the Glory of God and the marvellous contributions of the missionaries to the Phom Nagas. The minister said such initiation by a faith-based organisation was encouraging for both the government and other organisations, and lauded ABAM and Board of Trustees ICH for being examples. Pangnyu said the policy of the department was to partner and collaborate in order to build a sustainable health. In this regard, he urged upon the organisations to promote and attain a level of health that would permit them to lead a socially and economically productive life. Taking to Twitter, the minister said ICH would share some ANM seats to the department and accordingly the department would select candidates to undergo the training. For this, he informed that an MoU would be signed.

MOKOKCHUNG: Moatsü, the premier festival of the Ao Nagas was celebrated in Mokokchung with colourful display of dances and gaiety on Monday. The festival is celebrated every year during the month of May specifically from May 1 to 3 to invoke God’s blessings for healthy crops after the sowing is done. Moatsü is also considered the festival of community bonding where villagers celebrate their friendships through exchange of gifts, feasting, singing and dancing. lege (FAC) jointly organised the festival, initiated by the state government on the theme “Celebrating our Roots” at Fazl Ali College, here, on Monday. Tushila Caroline said after 40 long years of struggle, the Tikhir tribe was officially recognised by the state government on January 28, 2022.

Caroline assured to extend all possible contributions for integration and growth of ENWO. Reminding that the Tikhir tribe was just three months old, she urged the ENWO to lead their younger sister and walk hand in hand for the betterment and development of ENWO women. She said that it was now time for women to advance along with men in decision making and urged upon all the members to work as a team. In her brief address, ENWO Kohima unit president, B. Lemie also encouraged the units to be a strong support system for one another. She pointed out that ENWO was the voice of the general women and now seven times stronger as an organisation. In this regard, she said ENWO must speak and work together for the welfare and upliftment of women. Free medical camp held

DIMAPUR: Poumai Naga Catholic Me (PNCM) Senapati, Manipur, organised a free medical camp on May 1 at St. Ignatius Parish Centre, Razeba, under Phek district. PNCM informed that the medical camp was carried out by 10 doctors and eight nurses. Altogether, 478 patients from four villages under Razeba range availed the medical facilities. Lauding the writers, Dr Keditsu pointed out that the two writers being from different tribes had also demonstrated unity by collaborating. Meanwhile, publisher, Rita said when Vizosienuo and Chozila came forward with their manuscript to be published, it reminded her of her first publishing venture which she co-authored with her sister, Agnes. As stated in the introduction of the

book, “Our Petals”, she said it dealt with various subjects and were prompted by different events and feelings. She said publishing the book was an attempt of PenThrill to promote poetry with the belief that all these fresh voices also represented hopes, aspirations, struggles and happiness of the youth today. Earlier, the writers gave short remarks on the book and their collaborative

journey. The programme was chaired by Vimeyiekho Vitso while Baptist Church Meriema pastor, Rev Keduolhoulie Shüya offered the invocation. A special number was presented by Kihikali H Rotokha and benediction was offered by Kohima Intercollegiate Evangelical Union secretary, Chhaya Bisukarma. It may be mentioned that the writers—Chozila is currently pursuing her master’s degree in Linguistics from Nagaland University. She had previously written a collection of poems in the year 2020. Houses and other infrastructure have also been damaged owing to the inclement weather condition, he said. The northeastern state has been receiving heavy rainfall accompanied with thunderstorms since the beginning of April, leaving a trail of destruction, the official said. An Assam State Disaster Management Authority (ASDMA) bulletin, updated till late Saturday, said three persons were killed by lightning on Friday in Jorhat, Dibrugarh and Dhubri districts. As many as 14 people were killed in lightning and storms within a span of three days since April 15. Among the dead were at least two minors, the official said. Electric poles and trees have also been uprooted in many parts, snapping power supply and blocking roads, the bulletin added.

AIZAWL, MAY 2 (PTI): The Centre will focus on projects to improve education, healthcare and livelihood opportunities in the Mara Autonomous District Council (MADC) in the southern part of Mizoram, Union minister John Barla said on Monday. Barla, the Union Minister of State for Minority Affairs, is currently campaigning for the MADC polls, which are scheduled for May 5. “There are a lot of schemes and projects under the Ministry of Minority Affairs for the development and welfare of people. Among those, I want to focus on education, healthcare, livelihood, and skill development training for educated unemployed youths. “My ministry will make projects for the development of Mara people in this regard,” Barla said while addressing a political rally at Siaha town, the headquarters of the MADC. MADC was constituted in 1972 for the Mara

people living in the state. In the 25-member council, the BJP now has 17 members, MNF(6) and the Congress (2). The Union minister said that the NDA government, headed by Prime Minister Narendra Modi, will amend the Sixth Schedule of the Constitution to strengthen and give more powers to the autonomous district councils in the country. The Sixth Schedule of the Constitution allows for greater political autonomy in some tribal areas in the North-East. Besides the MADC, there are two ADCs in Mizoram- Lai Autonomous District Council (LADC) and Chakma Autonomous District Council (CADC)- all of them located in the southern part of the state. Hitting out at the Mizo National Front (MNF) government in Mizoram, Barla accused it of neglecting the minorities and failing to execute development policy owing to “rampant corrup-

tion”. “At a time when the government at the Centre and other states are following good governance, the Mizoram government is still unable to carry out development policy owing to rampant corruption,” he claimed. He also accused the Mizoram government of “snatching away” funds sanctioned by the Minority Affairs Ministry for minority areas in the state. The MNF is a member of the BJP-led North East Democratic Alliance (NEDA), and a part of the National Democratic Alliance (NDA) at the Centre. However, the two parties do not work together in the northeastern state. Barla also said that the state government could not implement the state’s flagship programme SocioEconomic Development Policy (SEDP) till now despite allocating crores in the state budget. Senior ministers and MNF leaders could not be contacted despite repeated attempts.

Plans to beautify Ahom-era sites in Sivasagar: Sarma GUWAHATI, MAY 2 (PTI): Assam Chief Minister Himanta Biswa Sarma on Monday said that his government was taking up several measures to beautify the Ahom-era relics and sites in Sivasagar, and convert the place into a global tourism hub. Talking to reporters at Sivasagar after visiting the Ahom dynasty amphitheatre ‘Rang Ghar’, Sarma said plans had been drawn for expanding its premises by procuring adjacent land and provisions made for paying adequate compensation to the plot owners. “We want to further beautify Rang Ghar, convert the place into a global tourism hub,” he stated. “We want to develop open spaces near the Rang Ghar, where artists and performers can practice or teach Bihu, while these can be viewed from the pavilion of the amphitheatre,” Sarma explained. Shah reviews power crisis amid outages

NEW DELHI, MAY 2 (PTI): Union Home Minister Amit Shah on Monday chaired a meeting of the top brass of coal, power and railway ministries amid electricity outages in various parts of the country due to shortage of coal at thermal plants, according to sources. The meeting was attended by Coal Minister P r a l h a d Jo s h i , Powe r Minister R K Singh and top officials, among others. During the meeting, Shah reviewed the situation of coal supply to the power plants and power generation, among other issues, the sources told PTI. The Union home ministry is the coordinating ministry between the Centre and states on various issues. Since last week, various states have been grappling with power outages and efforts are being made to increase coal supplies to the thermal power plants. According to the latest data, coal stock at 147 nonpithead plants with total generation capacity of 164 GW monitored by Central Electricity Authority

The supply of coal by state-owned Coal India Ltd to the power sector rose 15.6 per cent to 49.7 million tonnes last month in the wake of high demand of the dry fuel from electricity generating plants. The CIL has also stressed that it is planning to augment its dispatches further, especially to power plants in the coming months. Amid intensifying heat wave in different parts of the country, peak power supply touched record levels thrice last week. The peak power supply touched a record 201.65GW on Tuesday. This had surpassed last year’s maximum demand met of 200.53 GW on July 7, 2021. Again, it was at a record level of 204.65GW on Thursday and touched an all-time high of 207.11GW on Friday. W

hat prime minister Narendra Modi had said on April 28 during his visit to Assam has far reaching implications on the people livening in the north east. In his address to a mammoth crowd at Diphu on April 28, the prime minister said efforts were on to improve the law-and-order situation for the controversial Armed Forces (Special Powers) Act of 1958 to be completely lifted from the northeast. According to the annual report of the Ministry of Home Affairs, incidents of insurgency in the north eastern states reduced by 80 per cent in the past eight years; casualties of security forces fell by 75 per cent and civilian deaths went down by 99 per cent. These figures show that sustained peace has been achieved in the region and there is no longer any need for a draconian law that has received far more brickbats than bouquets over the decades. The lifting of the controversial AFSPA has been ventilated across the region and by various national and international human rights organisations. It may be recalled that a month back, the Centre had announced a reduction in the number of ‘disturbed areas’ under AFSPA in Assam, Nagaland and Manipur. AFSPA guarantees sweeping powers to security forces involved in anti-insurgency operations. According to the Centre’s new notification, from April 1 until next six months, AFSPA would remain in force in parts of Assam, Nagaland, Manipur and Arunachal Pradesh, as well as the Union Territory of Jammu & Kashmir. Tripura and Meghalaya had removed AFSPA in 2015 and 2018, respectively. In the north east, people across the region took out massive protests against the massacre at Oting and Mon in Nagaland on December 4 and 5 and have demanded that the Act be revoked. The BJP, which governs Assam, Manipur and Arunachal and is an ally of the ruling coalition in Nagaland, seems to have taken a serious note of the December 4 incident in Nagaland’s Oting (Mon district). In a 114-page report released in 2013, a Supreme Court panel led by Justice Santosh Hegde concluded that AFSPA “failed to confront insurgency and that the military forces were engaging in egregious human rights abuses by functioning behind the protection of the constitutional provision”. In 2016, the Supreme Court had made it clear that the Act did not provide blanket immunity to Army personnel during anti-insurgency operations, but the transgressions continued despite the strictures. The five-member Jeevan Reddy panel, appointed by the government in 2004 to assess the contents of the AFSPA in India’s northeastern states, suggested legislation to repeal in its totality. Now that the situation in the region has improved and in the face of massive protests and PILs for repeal and removal of the Act, the government has decided to prove to the people that it is willing to walk the talk and making tough calls. With crucial assembly elections in the region in 2023 followed by the Lok Sabha election in 2024, the Narendra Modi government understands political dividends from a good sense of timing. AFSPA was promulgated in most states in the region since the late 50s starting with Nagaland, when insurgency was at its height. It is hoped that a new chapter will begin in the north east for speedy development without disruptions once AFSPA becomes a thing of the past.

Our reach must exceed our grasp. Paul said, “Not that I have already attained, or am already perfected; but I press on…” (Philippians 3:12). If we have only what we have experienced, we have nothing. The policy makers or the proprietors feel that in order to increase the circulation of the paper an anti-government slant is needed while reporting activities of the government. This is seen even with regard to the reporting of developmental activities. If this policy is pursued, it ultimately creates a feeling of resentment among the masses against the government. It hampers the developmental activities of the government. It must be remembered that developmental activities are primarily based on the general wellbeing of the people. If newspaper reports affect the developmental activity, ultimately the common man suffers along with it. So, a change in the concept of the news is needed to

expedite the development of the country. There is nothing like absolute freedom of the press. The press enjoys the same freedom of expression and with the same limitation imposed by the requirements of society as available to the common citizen as a fundamental right enshrined in the Constitution. Article 19(1 A) of the Constitution provides : ”All Citizens shall have the right to freedom of speech and expression”. Article 19(2) recognizes the right of the State to make laws imposing reasonable restrictions on the exercise of the right to freedom of speech & expression in the interest of the sovereignty and integrity of India, the security of the State, friendly relations with foreign nations, public order, decency or morality, contempt of court, defamation, incitement to an offence, or sedition. A law limiting the freedom of expression, whether of the common

man or the press, already exists and it is necessary for the reporters and editorial staff to be familiar with the provision of these laws, specially the Indian Penal Code (IPC), in so far as they relate to the news coverage. A case of ‘defamation’ may arise over the circulation of a statement containing defamatory references by someone to another person or a corporate body. The fact to be remembered is that the name of the person making the statement is in the copy and he is answerable for not being acqitted. The use of adjective of defamatory nature with respect to person should be avoided in all circumstances for, however unpopular person may be, the law will always give him protection against defamation. The concepts underlying ‘Contempt of Courts Act 1971’, as the press is concerned, publication of any matter calculated to scandalize or lower the authority to any court,

prejudice or interfere with the due course of judicial proceedings or interfere with or obstruct the administration of justice in any other manner constitute concept. It is not open to newspaper to publish an item charging a particular judge with corruption, whatever the circumstances, nor can his conduct in court be adversely commented upon. The purpose in arming the courts with such absolute authority to punish people for contempt is the need to maintain the dignity of the courts and to ensure that justice is administered in an atmosphere free from conflict and tension. By and large the press in India is reputed for its faithful and unbiased coverage of the proceedings of legislatures and the legislatures are generally indulgent to the press. But while they may overlook minor irritants, the legislature individually and legislature as a whole are zealous of their privilege and are bound to take note

of serious transgression which includes deliberate suppression or distortion of a member’s speech or other contributions to the proceedings, aspersions cast on a member’s behavior in the House, imputation of motive to him for his speech or behavior of the House. The law on obscenity is set out in Section 292 of the IPC. There is no definition as to what would amount to an obscene publication in this section, but courts, including the Supreme Court, have applied a test according to which a matter may be charged as obscene if it tends to deprave and corrupt those whose minds are opened to such moral influences. Ethical values are undergoing a change in India, but a news agency is expected to apply a vigorous standard for itself and keep out of its reports anything that can offend decency in life or manners. ‘Systematic fear’: How India battered press freedom in Kashmir

F

or five years, Sajad Gul wrote about the conflict wracking his homeland, a disputed Himalayan territory where a violent armed rebellion and India’s brutal counterinsurgency have raged for over three decades. That changed on a snowy Wednesday night in January with a knock at his house. Gul was surrounded by Indian soldiers wielding automatic rifles who bundled him into a vehicle and sped away, plowing through the snow-laden track in Hajin, a quiet village about 32 kilometers from Srinagar, the region’s main city, said his mother, Gulshana, who only uses one name. Journalists have long contended with various threats in Indian-controlled Kashmir and found themselves caught between warring sides. But their situation has gotten dramatically worse since India revoked the region’s semi-autonomy in 2019, throwing Kashmir under a severe security and communication lockdown and the media in a black hole. A year later, the government’s new media policy sought to control the press more effectively to censure independent reporting. Dozens have been arrested, interrogated and investigated under harsh anti-terror laws. Fearing reprisals, local press has largely wilted under pressure. “Indian authorities appear determined to prevent journalists from doing their jobs,” said Steven Butler, Asia program coordinator of the New Yorkbased Committee to Protect Journalists. Gul’s arrest, which the CPJ condemned, underscored the fast-eroding press freedoms and criminalization of journalists in Kashmir. Police told Gul’s family that he was arrested for provoking people to “resort to violence and disturb public peace.” A police statement later described him as “habitual of spreading disinformation” and “false narratives” on social media. He was detained days after his single tweet linked a video clip of a protest against Indian rule, following a Kashmiri rebel’s killing. He spent 11 days locked up before a local court granted him bail. Instead of freeing Gul, authorities charged him in a new case under the Public Safety Act, which allows officials to imprison anyone for up to two years without trial. “My son is not a criminal,” said Gulshana. “He only used to write.” Media has always been tightly controlled in India’s part of Muslim-majority Kashmir. Arm twisting and fear have been

extensively used to intimidate the press since 1989, when rebels began fighting Indian soldiers in a bid to establish an independent Kashmir or union with Pakistan. Pakistan controls Kashmir’s other part and the two counties fiercely claim the territory in full. The fighting has left tens of thousands of people dead. Yet, Kashmir’s diverse media flourished despite relentless pressure from Indian authorities and rebel groups. That changed in 2019, when authorities began filing criminal cases against some journalists. Several of them have been forced to reveal their sources, while others have been physically assaulted. “Authorities have created a systematic fear and launched a direct assault on free media. There is complete intolerance of even a single critical word,” said Anuradha Bhasin, an editor at Kashmir Times, a prominent English daily that was established in 1954. Bhasin was among the few who filed a petition with India’s Supreme Court, resulting in partial restoration of communication services after the 2019 blackout, which the government had said was necessary to stall anti-India protests. But she soon found herself in the crosshairs of Prime Minister Narendra Modi’s government. Bhasin’s legacy newspaper office in Srinagar, operating from a rented government building, was sealed by authorities without any notice. Its staff was not allowed to take out any equipment. “They are killing local media except those who are willing to become government stenographers,” said Bhasin. Under Modi, press freedoms in India have steadily shrunk since he was first elected in 2014. Last year, India was ranked 142nd in the global press freedom index by media watchdog Reporters Without Borders, below Afghanistan and Zimbabwe. Nowhere has this slide been more glaring than in Kashmir. Authorities have pressed newspapers by chastising editors and starving them of advertisement funds, their main source of income, to chill aggressive reporting. For the most part, newspapers appear to have cooperated and self-censored stories, afraid to be branded anti-national by a government that equates criticism with secessionism. “We have been merely trying to keep afloat and hardly have been able to do proper journalism for various reasons, one being that we are mainly dependent on government ads,”

said Sajjad Haider, the top editor of Kashmir Observer. There have been press crackdowns in the region before, especially during periods of mass public uprisings. But the ongoing crackdown is notably worse. Last week, a few journalists supportive of the Indian government, with assistance from armed police, took control of the Kashmir Valley’s only independent press club. Authorities shut it down a day later, drawing sharp criticism from journalist bodies. The Editors Guild of India accused the government of being “brazenly complicit” and dubbed it an “armed takeover.” Reporters Without Borders called it an “undeclared coup” and said the region is “steadily being transformed into a black hole for news and information.” The press club is the region’s latest civil society group to face the government’s widening crackdown. In the last two years, authorities have stopped the Kashmir High Court Bar Association and the Kashmir Chamber of Commerce from holding internal elections. The government defended its move by citing “potential law and order situation” and “the safety of bona fide journalists.” It said the club failed to register under a new law and hold elections for a new managing body. The club said new registration was granted by authorities after “six months of rigorous police verification” in late December, but kept in “abeyance” a day later for unknown reasons. The government’s move ran in stark contrast with its policy in the region’s Hindu-dominated Jammu city where another press club continues to function without having held an election for nearly half a decade. Majid Maqbool, a local reporter, said the club extended institutional support to journalists working under difficult conditions. “It was like a second home for us,” he said. Local Kashmiri reporters were often the only eyes on the ground for global audiences, particularly after New Delhi barred foreign journalists from the region without official approval a few years ago. Most of the coverage has focused on the Kashmir conflict and government crackdowns. Authorities are now seeking to control any narrative seen opposed to the broad consensus in India that the region is an integral part of the country. In this battle of narratives, journalists have been berated by authorities for not using the term “terrorists” for separatist rebels. Government communiques mostly appear on front

Rare news reports about rights abuses are often dismissed as politically motivated fabrications, emboldening the region’s heavy-handed military and police to muzzle the press. Some reporters have been subjected to grueling hours of police interrogation, a tactic condemned by the United Nations last year. Aakash Hassan, an independent Kashmiri journalist who mainly writes for the inter-

national press, said he has been summoned at least seven times by Indian authorities in the last two years. On house rent charges to students

With thousands of students from different districts vying to study in various educational institutions in Kohima and another thousands of civil aspirants wanting to stay in Kohima to prepare for the exam it’s safe to say Kohima is the educational hub of Nagaland. Out of these, many may prefer to stay in rent yet to find an affordable rent seem very rare at present. A lot of house owners are blindly charging or raising the rent fee without taking into consideration the condition, facility and accessibility of the house. Not forgetting the humongous advance payment some house owners are charging; the fact that it is needed for security is undeniable but, asking the amount which is triple times the actual rent or at most not even equivalent to two months house rent is absurd. Also, it is the duty of every tenant to honour the house they are living and follow the do’s and don’ts, most importantly not fleeing away without paying their rent. The removal comes days after Hardik Patel expressed strong displeasure over the functioning of the Gujarat Congress and claimed he was being “harassed” in the party. A Gujarat Congress spokesperson asserted Hardik Patel was still with the opposition party. NEW DELHI, MAY 2 (PTI): The Delhi Police has arrested two more accused in connection with the communal clashes that broke out in northwest Delhi’s Jahangirpuri on April 16 during a procession on Hanuman Jayanti, police said on Monday. The police nabbed Yunus (48), brother of Saleem Chikna who has already been arrested, and Sheikh Salim (22) on Sunday night, they said, adding that both are residents of Jahangirpuri. With the arrest of the two, the police have nabbed a total of 32 people, including three juveniles, in the case so far. During investigation and analysis of footage from

CCTV cameras, it emerged that Yunus was seen distributing swords to the crowd while Salim was seen receiving them from Yunus, a senior police officer said. “Based on the CCTV footage, our team identified both the accused. The duo had absconded soon after the violence but were caught from Jahangirpuri area on Sunday night,” he said. Yunus also has a criminal case registered against him, police said. Analysing the digital evidence of the day the violence broke out, the police have been identifying those involved in the incident, and also using technical surveillance to locate and catch the culprits, officials said.

Clashes broke out between two communities during a Hanuman Jayanti procession in Jahangirpuri in the national capital on April 16, leaving eight police personnel and a local resident injured. According to the police, there was stone pelting and arson during the clashes and some vehicles were also torched. Days after the violence, Delhi Police Commissioner Rakesh Asthana had written to the Enforcement Directorate to investigate money laundering charges against the prime accused in the case. The police have slapped the stringent National Security Act against five of the accused in the case.

Durgapur flight incident: DGCA begins inspection of entire SpiceJet aircraft fleet NEW DELHI, MAY 2 (PTI): India’s aviation regulator DGCA on Monday announced that it is carrying out an inspection of the entire SpiceJet aircraft fleet after its Mumbai-Durgapur plane ran into a severe turbulence leading to injuries to 17 people. The Directorate General of Civil Aviation (DGCA) also took off the roster the flight’s crew, aircraft maintenance engineer (AME) and in-charge of SpiceJet’s maintenance control centre, pending a probe. At present, the aircraft that was involved in the incident on Sunday is grounded in Kolkata, the DGCA said. The rest of the SpiceJet aircraft fleet are in operation. SpiceJet has 91 aircraft in its fleet, according to its website. On Sunday, the Mumbai-Durgapur flight encountered a severe turbulence during its descent phase, injuring 14 passengers and three cabin crew members, the DGCA said in a statement. During this period, the autopilot got disengaged for two minutes and the crew manually flew the aircraft,” it mentioned. The pilots reported to Durgapur ATC (air traffic controller) that a few passengers were injured due to turbulence and requested for medical assistance after landing. The injuries to 14 passengers and three cabin crew members were related to head, spine, shoulder, forehead and facial injuries, the DGCA said, adding that at present three passengers were hospitalised.

MUMBAI, MAY 2 (PTI): Maharashtra minister Nawab Malik, arrested by the ED in a money laundering case, was admitted to hospital on Monday after he complained of fever and diarrhoea, his lawyer told a special court here and claimed that Malik’s health had deteriorated and he was in a “serious” condition. L a s t we e k , M a l i k (62), who was lodged in the Arthur Road jail here, had sought interim bail on medical ground from the special court for trial of criminal cases against MPs and MLAs. Power consumption in April last year was recorded at 117.08 BU, which was higher than 84.55 BU in the same month of 2020. On the other hand, the peak power demand met, which is the highest supply in a day, during April this year remained at an all-time high of 207.11 GW. The peak power supply stood at 182.37 GW in April 2021 and 132.73 GW in April 2020. The power consumption and demand were affected in April 2020 also due to the imposition of lockdown restrictions for curbing the spread of the deadly coronavirus. ABUJA, MAY 2 (IANS): At least eight people were killed when a three-storey building collapsed in Nigeria’s Lagos state, an emergency management official said on Monday. Ibrahim Farinloye, coordinator of the National Emergency Management Agency, told Xinhua news agency that the building, in the Onyigbo area, collapsed at about 11 p.m.on Sunday night, and rescuers have so far found eight bodies. At least 23 people were rescued and are being treated in hospital, he said. Rescue operations are ongoing to look for more people who might still be trapped under the rubble, Farinloye said. An investigation has been launched to determine the cause of the collapse, he said. In November 2021, at least 45 people were killed after a 21-storey building collapsed in the city of Lagos.
