K O H I M A , M AY 2 7 (NPN): Lending credence to widespread apprehensions among public, five more from those stranded persons who returned from Chennai on May 22, were tested positive for COVID19 and taking the COVID tally in Nagaland to nine (9) as on May 27. In a shocking revelation of breach of protocol under Standard Operating Procedures (SOP), one of the five returnees whose test result was confirmed as COVID-19 positive on Wednesday, had already left Kohima for Tuensang on Tuesday by bus along other returnees. The departure of the 150 returnees by busone to Mokokchung and five to Tuensang- on Tuesday, had already sparked off outrage as they were supposed to remain under quarantine till test results were out. Hours later when test results were out by Wednesday morning, one of the returnees travelling in one of the five buses to Tuensang was tested positive for
370 stranded persons to arrive from Jaipur today DIMAPUR, MAY 27 (NPN): State government spokesperson and minister Neiba Kronu informed that a special train from Jaipur carrying about 370 stranded citizens of Nagaland was expected to arrive Lumding at around 7 a.m. on May 28. The passengers will then be ferried to Nagaland by buses, he added. He said that another special train, scheduled to depart from Goa on May 29 with around 645 stranded persons from Nagaland along with those from other North Eastern States, was expected to arrive Dimapur on June 1, 2020. With regards to the special train from Bengaluru to Dimapur, which was expected leave on May 28 with around 1600 stranded citizens from Nagaland, was deferred due to unavoidable circumstances. Meanwhile, as per report of the control room empowered group Dimapur, 52 stranded citizens reached Dimapur by train on May 27, 15 by bus from Arunachal, 10 from Guwahati, 3 from Lahorijan, 4 from Majuli Assam and 2 from Manipur by private cars.

There appeared to be confusion among officials with regard to SOP protocols to be followed. Kronu also disclosed that the cabinet had on Wednesday decided to make it mandatory to conduct COVID-19 tests on all returnees and will be allowed to proceed to their respective districts only after test results are out. When contacted, general secretary of Yimchunger Tribal Council (YTC) Laji Luyanba described the deportation as “discriminatory” and unacceptable.
Luyanba said when it was learnt that the returnees would be transported to Tuensang, Eastern Nagaland Legislators’ Union (ENLU) approached the chief minister to intervene but by the time the travel could be stopped, the buses had already reached Wokha. He said the H&FW department was asked to make the buses to return back to Kohima but it was not heeded to. Even the ENLU members at the COVID War Room had attempted to make the buses return but were informed that the returnees were allowed to leave after being certified as (Cont’d on p-5)

Out of 1506 COVID19 suspected samples sent for testing on Wednesday, 9 have tested positive and 1178 samples negative, while results of 319 are awaited. Fur ther, out of 48 samples tested by TrueNat machine, 47 turned out negative, while the result of one was awaited.

D I M A P U R , M AY 2 7 (NPN): Nagaland Governor, RN Ravi, Tuesday emphasised the need for more Bio-Safety Level (BSL) laboratories in the state besides rigorous contact tracing. Against the backdrop of recent COVID-19 positive cases reported in the state, the governor Tuesday reviewed the preparedness of the state at a meeting with senior officials including chief secretary Temjen Toy and additional chief secretary Sentiyanger Imchen. Ravi laid emphasis on rigorous contact tracing of all those who had come in contact with the COVID-19 positive patients in the last 14 days and quarantining them either at home or institutions depending on their health symptoms. protocol against spread of COVID-19. He insisted on improving the conditions of all the district hospitals, which were also the COVID-19 Hospitals. Informing this during the daily briefing on Wednesday, state government spokesperson and minister Neiba Kronu said that the state government through the Medical department will undertake necessary procedures to seek technical clearance from the Centre and the Indian Council of Medical Research (ICMR) to setup the BSL-2 in Tuensang.

DIMAPUR, MAY 27 (NPN): Heavy to very heavy rainfall activity is expected in the state over the following week, the Nagaland State Disaster Management Authority (NSDMA) has predicted and said that several other weather conditions were also likely during that period along with hefty showers. In a press release, secretary NSDMA, Lhouchalie Viya, stated that thunderstorm with lightning accompanied with gusty wind speed between 30-40 kmph was very likely to occur in Wokha, Zunheboto, Kiphire, Mokokchung, Longleng, Mon and Tuensang. However, normal rain and thundershowers would continue in the remaining parts of the state, which is expected to become intense and last for few days. NSDMA also predicted that Nagaland in the next few days would experience heavy rains and strong winds and also possibility of flash floods, and landslides. Lightning strikes would also be a common feature during this time, NSDMA said, adding that the showers were expected to continue over the state until June 7. All DDMAs and other line departments, which were responsible to attend to any emergencies caused by natural calamities, have been requested to be on alert to save lives and properties during this period. NSDMA also urged public to be vigilant during this period. Public have been reminded not to shelter under large trees and near the river banks to prevent unnecessary risk to life from lightning and flash flood.
DIMAPUR, MAY 27 (NPN): Alleging that the ruling PDA government has failed on all fronts, the Nagaland Pradesh Congress Committee (NPCC) Tuesday demanded that the governor step in to salvage the situation by dismissing “this incompetent and callous government”, which it said was “only interested in clinging on to power at whatever cost.” NPCC through its communication department said that present government’s continuation in office would “only prolong the miseries” suffered by the people. Congress party alleged that sending back 169 returnees to Tuensang after just three days of institutional quarantine in Kohima in violation of its own 14-day institutional quarantine rule has once again exposed the “sheer criminal negligence” of the state government. It said that the state government, while displaying “extreme callousness” in handling
returnees from other districts, has “totally abdicated” its responsibility to the people of Nagaland. Congress also claimed that state government’s “eagerness to be held hostage by the diktats of some civil society organisations and local bodies has sliced opened the wounds of discrimination and imbalanced share of development”, which it said was visible all over the state. NPCC said it was “a great misfortune” that the people of the state were witnessing the state government in a state of total panic after repeatedly assuring that it was “well prepared” during the initials days of lockdown. “The rot in the government runs deep and this will only aggravate the lives of the citizens during this pandemic,” NPCC said, adding that the government, by its actions, seemed more concerned about saving its political face rather than save the people of Nagaland.
ENSF, WYH slam govt over sending returnees violating SOP WCH appeals to citizens D I M A P U R , M AY 2 7 (NPN): Accusing the state government of “discriminating” the returnees of Eastern Nagaland and forcefully despatching them to Tuensang violating all standard operating procedure (SOP) and protocols of COVID-19, the Eastern Naga Students’ Federation (ENSF) has cautioned that the state government would be held solely responsible in the event of outbreak of law and order and widespread infection. In a representation addressed to the state chief minister, the ENSF president Sepili Sangtam and general secretary Imtichoba Chang demanded immediate suspension of responsible officer/person(s) behind despatching returnees of Tuensang district as per relevant section of law. ENSF said that dispatching returnees from Kohima
and Dimapur quarantine centres has put the future of Eastern Nagaland “in a very dark, stake and dangerous position”. ENSF sought to place on record the “discrimination” shown to Eastern Nagaland during this pandemic. Further, the federation demanded demand that the government immediately provide sufficient COVID-19 required equipment, ventilators, establish ICU, construct quarantine centres and post manpower in all the Eastern districts to combat the pandemic. In the event of failure to respond positively by the government, the federation said it would be compelled to take democratic steps to save the lives of people and for which the government would be held solely responsible for any eventualities. Meanwhile, ENSF has appealed the state government to “officially” acknowledge
the negligence of Eastern Nagaland in all the developmental fronts since the inception of Nagaland state. During its visit to all the Eastern districts and tribal headquarters along with six federating units, ENSF said it was found that COVID-19 district wise fund allocation was unjust and unfair. It, therefore, demanded that equal and manageable fund must be reallocated to all the Eastern districts at the earliest. The federation also demanded that the government issue “actionable Office Memorandum” and direct all its employees, particularly heads of the departments in the district to report to their respective place of posting within three days. Despite of the office memorandum issued by the chief secretary, ENSF said many officers have not reported to their place of district.

DIMAPUR: Foundation stone for Development of Pilgrimage Infrustructure in Nagaland (DPIN) was laid under PRASAD Scheme at Molungkimong village on May 16 by advisor of Tourism, Art and Culture, Khehovi Yepthomi along with minister for Higher Education, Technical Education and Tribal Affairs,
Temjen Imna Along. According to a press release, Pilgrimage Rejuvenation and Spiritual Augmentation Drive (PRASAD) scheme aims at integrated development of pilgrimage destinations to provide complete religious tourism experience. It also aims to enhance tourist attraction by developing
world class infrastructure in religious destinations. It also seeks to promote local art, culture, handicrafts, cuisine etc. and the ministry of tourism provides central financial assistance to state government to promote tourism at identified places and is funded for the projects under PRASAD scheme.
Molungkimong was identified as a place of religious importance and development of pilgrimage infrastructures under PRASAD scheme for the early Christian significance the village holds. The village has monuments for Rev. Dr. E.W. Clark on the site where he stayed, first baptistery, first chapel hall monument, monolith erected in the name of 60 Molungkimong warriors. The press release further stated that to begin the project works at the earliest the foundation stone was laid despite the lockdown. The event was witnessed by Molungkimong Baptist church leaders and Molungkimong village council. Earlier, face masks were distributed to all the attendees and social distancing was also maintained. KVSU assists students Demonstration held on TAG 24 for online education Correspondent KOHIMA, MAY 27 (NPN): The introduction of online education system since COVID-19 lockdown has not been readily appreciated by all as many families do not have access to TV, phone or radio. To mitigate this setback, the Kohima Village Students’ Union (KVSU) has been reaching out to all students from every nook and corner of the village by ensuring that no one is missed out with the study notes. Speaking to Nagaland Post, KVSU president Kevin Khezhie conveyed that all the executives and unit executives of various khels under Kohima village have been advised to identify any student who is unable to avail online education. Kevin said that such students are personally assisted by the executives. However, Kevin added that by God’s grace, there were very few people in such condition to require assistance. He said that he is providing his phone number to avail notes and assignments for a couple of students who do not have Whatsapp facility and also taking the printouts for them. So far the KVSU has not been keeping count of the number of students being helped. Kevin added that people in the village had also been helping each other out by sharing their TV, radio or phone with those who do not have the facilities.

DIMAPUR: Agriculture Technology Management Agency (ATMA) Dimapur, Niuland block conducted demonstration on Cultivation Practices of Groundnut (TAG 24) on May 22 at Niuland. A press release by the block informed that ACTO Agronomy, KVK Dimapur, Roben Singh, demonstrated seed treatment of groundnut seed with phosphate solubilizing bacteria and rhizobium. He advised the farmers to fol-

BSI distributes Bibles: Bible Society of India (BSI), Dimapur Auxiliary has distributed 207 copies of Good News Bible to a few quarantine centres at Dimapur on May 27. A press release from BSI Dimapur auxiliary secretary, Rev. Dr. Yiepetso Wezah stated that, the Bibles were distributed to those in need of comfort at the quarantine centres. Bibles were donated by Opang Paron, Ruksin Baptist Church, Arunachal Pradesh to the BSI to be given to people in need at quarantine centres. Concerned authorities have been carrying out sanitisation of various quarantine centres to control the spread of COVID-19. Meetings and trainings in regard to the present situation is being conducted in various districts as preparedness activity. New SOP for quarantine centres are also being issued by respective district administration. Meanwhile, civil organisations have appealed to the public and those in quarantine to follow strict protocol to contain the dreaded virus. Public have been asked not to panic but to continue using the preventive essentials like mask, sanitiser and social distancing for the safety of all.

As part of its preparedness to facilitate the functioning of the Nagaland Legislative Assembly (NLA) secretariat in the COVID-19 pandemic situation, secretary NLA, Dr. P.J. Antony has informed that it has installed an automatic body sanitiser at its main entry door on May 27. According to DIPR report, the sanitiser developed by the Kudatech Skill Centre, Dimapur
was set up along with the automatic hand sanitiser dispensers in the context of the series of meetings of the assembly committees scheduled during the coming days. The Public Accounts Committee (PAC) under the chairmanship of advisor, School Education, K.T. Sukhalu held its first meeting of the year in the assembly committee room on May 27.
One sub team of 12th Bn NDRF Doimukh, stationed at 4th NAP Thizama carried out sanitisation drive in view of COVID-19 at the premises of Meriema quarantine centre Kohima, to stop the spread of Coronavirus infection on May 27. A press release from 12th Bn NDRF Doimukh stated that, sub inspector K. P. Singh (team leader) briefed the people in
quarantine about social distancing and personal behaviour. NDRF team sprayed sodium hypochlorite and water mixed solution in entire buildings of the quarantine centre at Meriema. Rescuers of 12th Bn NDRF sprayed the disinfectant by jet spray and motorized spray machines, fully equipped with their PPE.
State Emergency Operation Centre COVID-19 control room, Home department has issued the report on law & order across the state as on May 26. According to DIPR report, joint secretary Hiazu Meru stated that, while remedial steps were taken against violations, 109 vehicles were challaned under MV Act and imposed fines of Rs,
15.400 (fifteen thousand four hundred). Further the report stated that, shops for food grains, groceries, medicine and milk were opened in all the districts. It is also said that, there was no report of any shortage of food grains, groceries, milk or medicine in the state. Further, the report stated that, there was no restriction on movement
of essential service providers like electricity, telecom facilities, medical facilities etc and personnel/workers in manufacturing units and commercial vehicles for distribution of essential commodities and ecommerce. Suitable arrangements have been made for providing food and shelter to migrant workers af-
fected by the COVID-19 restrictions. The report stated that from 2 (two) active relief shelters camps 15 (fifteen) persons were housed and from 2 (two) active food camps more than 1224 (one thousand two hundred twenty four) daily wagers/needy persons were provided with food and dry rations by government and NGOs.

Deputy commissioner Mon, Thavaseelan K has given the following SOP for all quarantine centres. According to DIPR report, the SOPs are: In every quarantine centre, police personnel, volunteers from KSU should be stationed at all times and timely updates to be given to the officerin-charge/convener, empowered group. They should ensure that the quarantine protocols are being followed. Social distancing norms should be followed at all times; Purchase and accommodation committee with the help of the war room and the civil societies shall coordinate with the parents and guardians of the returnees in regard to the mattresses and other essential items for use at the designated quarantine centre; Purchase and accommodation committee shall also allot the rooms of the returnees and ensure that the amenities such as bedding, gift hampers courtesy Beti Bachao Beti Padhao (BBBP) Mon and other essentials donated by NGOs/civil societies, pillows/bed sheets etc. are made available at the designated quarantine centre; Officer-in-charge shall ensure that all amenities and basic facilities are in place before the arrival of
the returnees; Officer-in-charge along with the reception and counseling committee shall receive the passengers on their arrival at the quarantine centres. A brief orientation will be given by the officer-in-charge to the returnees regarding the rules and regulations to be followed at the quarantine centre; The contact details of the officer-in-charge, medical team, war room helpline, water/ sanitation committee and meal schedules will be pasted at all the centres; Officer-in-charge of the quarantine facility will coordinate with the various committees of the empowered group for COVID-19, Mon district in case of emergencies and difficulties faced by the quarantined persons; Those quarantined persons who are under mental stress and in need of counselling can contact the ANCA ( All Nagaland Counsellors’ Association) helpline number; Visitors are not allowed to meet the residents of the quarantine centres under any circumstance; All waste to be disposed off and burned in the waste pit within the quarantine centre; Protocols such as use of masks, gloves, social distancing should be followed while delivering water, food etc.

DTF members held a meeting on May 26 at DPDB hall with deputy commissioner Kiphire chairing the programme. According to DIPR report, while deliberating on returnees, Medical department advised that virus (COVID-19) incubation period was zero to a fortnight, so persons released from institutional quarantine should be followed by obligatory fortnight in home quarantine. It was decided that male returnees be sent to respective quarantine in Seyongchung and Pungro quarantine, and females to be placed at the institutional quarantine at Kiphire town. SP Erie Kajire thanked civil societies and public for co-operating with the department through which law and order situation in the district was smooth so far. As appraised by Veterinary department, the members decided to control free forms of kineticism of animals especially canines felines and poultries in town/villages, as a component of the quantifications taken in containment of COVID-19. Sumi Aphuyemi Hoho (SAH) Pughoboto has appealed its citizens that returnees should be received with proper care and in consultation with district administration and COVID-19 officials. A press release from SAH information and publicity secretary, K. A. Jacob stated that, since the

ith nationwide tally of Covid-19 cases having crossed 1.5 lakh as on May 27 with states like Bihar, West Bengal, Assam, Odisha, Tripura and Manipur reporting a significant rise in their numbers amid the large-scale return of migrant workers from other states, the spectre of further spikes when more arrive states is real. Nagaland has witnessed a spike by five COVID-19 cases on May 27 taking the state’s tally to nine COVID-19 cases. As per reports of Indian Railways, it has ferried over 44 lakh migrant workers and stranded people on board 3,276 ‘Shramik Special’ trains since May 1. There have also been few confirmed COVID-19 cases from passengers travelling by air .After air travel was relaxed, Civil Aviation Minister Hardeep Puri, had said an additional 41,673 people had travelled to their home states via flights till Tuesday. Several states have been attributing the increase in their tallies to the arrival of people from outside in special trains, being run since May 1 to ferry migrant workers and stranded persons to their respective states, and special international flights that began on May 1 to bring back stranded Indians and expatriates from abroad. Besides, domestic flights have also begun since May 25, in a phased manner. Several states have decided to toughen up the quarantine rules for people returning from various parts of the country via trains and flights. This would translate into placing all returnees to institutional quarantine centres and not self-quarantine at home. Other experts flagged there is a need for more intense surveillance and monitoring in areas where migrants have returned to contain the outbreak. Having witnessed a kind of backlash after opening of the floodgates and in a knee-jerk reaction so as to control the fresh spike in cases created by the mass movement, several states announced mandatory institutional quarantine on arrival for all. India is now among the ten worst-hit countries by the novel coronavirus and several experts have attributed the surge in cases to easing of travel restrictions and movement of migrants besides enhanced testing capacity. According to AIIMS Director, Randeep Guleria, the present rise in cases has been reported predominantly from hotspot areas but there is a possibility of further rise in the number of Covid19 cases in the coming few days due to increased travel. He said those who are asymptomatic or are in a pre-symptomatic stage can pass through screening mechanisms and may reach areas where there have been minimal or less cases. He felt the need for more intense surveillance and monitoring in areas where migrants have returned to contain the spread of the disease. The point that needs to be stressed with regard to handling of the arrivals, is for the state government to assess the ground reality on the ground with regard to the district institutional quarantine centres. It is not a time for blame game, since people and the government were not prepared to handle such a crisis. However, the state government has much to do with regard to correcting the drift and ensure that what it has to do is done and also to bring more clarity on the Standard Operating Procedure(SOP).The worst is not over and COVID-19 cases are going to rise much further and this is the most worrying factor.

Of tests and quarantine in the battle against COVID-19 N a g a l a n d ’s f i g h t against Covid has been a bitter sweet battle right from the start with many a hiccup. Appreciation and credit ought to be given where it is due and deserving criticisms ought to be accepted with humility. The effort of the Govt. to bring the stranded citizens from various parts of the country is well appreciated by some (many whose children are returning home) and criticized by others (mostly those who have no relatives outside). Many orders, guidelines, advisories, SOPs sometimes even contradicting each other or changing very frequently, has been served by various agencies of both Govt. and non Govt. authorities to the confusion of the target audience often causing more disparity than clarity so much so that there had been cases of unwarranted violence, assault and unpleasant embarrassing situations. This is compounded by social organizations putting up various demands where some are even unreasonable or unacceptable, but a closer look reveals that some demands were driven by fear and/or ignorance which only indicated the need for closer interactions between the Govt. and Social Agencies. Many issues have been resolved or settled and the fight against Covid-19 goes on. Planning is an essential part of any operation, let alone one of this magnitude pandemic as of Covid.
In the words of Benjamin Franklin, “If you Fail to Plan, you are Planning to Fail”. The authorities had the requisite information and data of people returning back to Nagaland from various part of the country before their journey actually began. The logistic of quarantine in Kohima and Dimapur, which were declared as the portal of entry and stay for “Unsafe Overcrowded Quarantine” for various districts could have been evaluated well before the returnees arrived and the “Grave Danger of Overcrowding” in the so called quarantine centers at Kohima and Dimapur could have been avoided for the safety of everyone more in particular for the “Returnees”. The fact that there were no sufficient infrastructure for quarantine for the returnees but to declare a mandatory Govt. facility quarantine for all returnees by the Govt. authority which initially was slated for 21 days and later declared three days only then extended again, was not only out of touch with the practical ground realities but seem to display a “Lack of Seriousness in Planning and a Lack of Understanding of Reason” behind the duration of quarantine which is substantiated further by the “Nepotism and Favoritism” shown towards some rich and influential returnees as strongly alleged by a social organization. While the present stand of the authorities to
advocate quarantine for 14 days in institutional quarantine centers is appreciated, however, the decision to hold all “Returnees from Red Zones or Green Zone being Mixed Randomly and Thoughtlessly” dumped in Kohima and Dimapur has posed another severe practical problem, and most of all a dangerous one at that in the form of explosively overcrowding in quarantine centers without proper arrangement and management, thereby risking an exponential spread from these quarantine centers, apart from overwhelming and over exhausting the logistic teams and medical service providers. As such, many villages including Jotsoma and Khonoma are applying for recognition of their “Own Arranged Quarantine Centers” so that they can take out their children to a safer center. The fact that 80% of Covid-19 patients are asymptomatic (showing no symptoms) who can transmit the Covid disease to “All Their Contacts in Their Communities”, keeping returnees in overcrowded quarantine centers in Kohima and Dimapur, has become a matter of serious concern even to the social organizations who provide them services, so much, so that various organizations such as Dimapur Urban Council Chairman’s Federation, Dimapur Naga Students’ Union, Naga Women Hoho Dimapur, and GB’s Union Dimapur, Angamiapfü Mechü Krotho, and Kohima Vil-

t is the 2nd month of the nationwide lockdown which was necessitated to contain the spread of Covid19. But the pertinent question as to whether the unplanned lockdown served its purpose is in the open for all to see. There has been a spike in the number of active cases shortly after the ICMR announced that the curve has flattened. Just 3 months back the nation was merry-making welcoming the arrival of the POTUS to India. This event took place almost a month after the World Health Organization (WHO) signalled warnings about the impending danger and declared the novel Corona virus as a Public Health Emergency of International Concern (PHEIC). Over 100 Crore Rupees was spent only for the arrangements! Today, India is at a shock battling the grim reality and Ahmedabad which hosted the Namaste Trump event with over one lakh crowds at the Motera stadium is the hotbed of Covid19 in Gujarat. Ironically, the recovery rate in Gujarat is also the lowest in India. Thousands of Crores spent on building statues and renaming of cities and places in the last six years have not yielded any results. In fact, what Modi deprecated Nehru and the Congress’s contribution all his life has turned out to be the life saver. The unplanned lockdown has had far reaching consequences. The lockdown should have been enforced earlier but the top brass of the BJP weredetermined to install the BJP Government in Madhya Pradesh which resulted in the delay. The government which gave notice for the ‘Janta Curfew’ (the very purpose of social distancing was defeated at 5.00 PM when hundreds of thousands came out on the streets heeding to the call of Mr.Modi celebrating as if some festivity was in progress) two days ahead would later give only four hour notice for the nationwide lockdown. As a result, millions of migrant workers and labourers were forced to stay put all togetherwithout work and food for several days. lage Council did express concerns and the practical difficulties that were emerging in Kohima and Dimapur and thereby suggesting to let other districts ease the burden by segregation and helping out in the quarantine of their respective district returnees, while at the same time suggesting the Govt. that all returnees should be strictly tested while still in quarantine for the safety of the returnees. It is unfortunate that some people had attempted to put a tribal intonation to the whole episode, accusing the people of Kohima and Dimapur to be very selfish. Nevertheless, however misunderstood or selfish the Civil Societies of Kohima and Dimapur may sound to some, the fact remains that overcrowding in the quarantine centers of these two districts is a “Grave Threat to all the Inmates”. While it would be ideal that all returnees are tested on arrival at the route of entry, be it railway, roadway or airway before heading to respective districts as suggested earlier, the two labs has only a testing capacity of 70 samples per day with a long turnover time and till date only one is operational. Thus what is ideal often may not be practical and vice-versa. Meanwhile in the waiting period of testing, the quarantine centers in Kohima and Dimapur are getting explosively overcrowded and the status quo has to be avoided for the safety of the returnees or for all. Any asymptomatic Covid-
19 positive case lurking in crowded quarantine centers can lead to an exponential rise in Covid case and “Create Super-Spreaders in All our Naga Communities”. Covid-19 disease does not make any tribal or traditional land owners distinction therefore these two are not our issue. To prevent exponential rise of Covid cases, returnees need to be decongested in any case either you like it or not by accommodating in their respective district quarantine centers as the example of Jotsoma and Khonoma we have no choice. Why keep those quarantine centers in other Districts empty? To prevent “Creation of Super- Spreaders in our Naga Communities”, all returnees should be tested by sending samples from the quarantine centers/ District hospitals in the respective districts to the testing laboratory. Nobody is claiming the ownership of our BSL-3 lab, it is equally important for every citizen of Nagaland. Whatever said and done is in the interest of the returnees that they are not overcrowded in Kohima or Dimapur quarantine centers but quarantined in smaller groups in their safe respective destination districts. The overwhelming number of returnees can overwhelm the medical service providers and even compromise the quality of service provision. It is just a common sense. The concern to decongest the quarantine centers should not in any way be misin-
terpreted as “Denial of Service to Those from Other Districts on Tribal Line”. In critical moments such as these, with more people to come from more “Hot Spots” in the coming days, we do not need another problem in the form of tribal discrimination. If the suggestion of Dimapur and Kohima to move the returnees to respective district sounds ‘selfish’, the denial by the home districts would appear ‘cruel’ given the fact that each district has been prepared to handle Covid19 pandemic. The problem of the overcrowded quarantine centers should not be viewed only from the narrow prism of tribalism, but from the larger and more dangerous perspective of the “Potential of Explosive Spread in the Communities” begin from crowded quarantine centers. If only the authorities can indulge in more anticipatory planning taking into confidence of the stakeholders and civil societies, such problems of unnecessary misunderstanding could have been avoided. NEW DELHI, MAY 27 (PTI): Top commanders of the Indian Army on Wednesday began deliberations on key security challenges facing India, including the tense standoff between Indian and Chinese troops in several areas of eastern Ladakh. The three-day conference is being presided over by Chief of Army Staff Gen M M Naravane. The commanders are also expected to delve into the overall situation in Jammu and Kashmir. However, the main focus will be on the situation in eastern Ladakh where Indian and Chinese troops are locked in an eyeball-toeyeball face-off in sensitive areas like Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie, government sources said. “All aspects of India’s security challenges, including along borders with Pakistan and China, will be discussed at length by the commanders,” said a senior military official on condition of anonymity. Washington, May 27 (PTI): In a surprise move, US President Donald Trump on Wednesday offered to “mediate or arbitrate” the raging border dispute between India and China, saying he was “ready, willing and able” to ease the tensions, amid the continuing standoff between the militaries of the two neighbours. Trump previously offered to mediate between India and Pakistan on the Kashmir issue, a proposal rejected by New Delhi which maintains that there is no role for any third party in bilateral issues. “We have informed both India and China that the United States is ready, willing and able to mediate or arbitrate their now raging border dispute. TRIPOLI, MAY 27 (IANS): The International Organization for Migration (IOM) has said that another 90 illegal immigrants were rescued off the Libyan coast. “Last night, 90 migrants were rescued by a commercial vessel and returned to Libya. They spent the night onboard the ship and are awaiting clarity on disembarkation,” IOM tweeted. IOM reiterated that “Libya is not a safe port” for disembarkation of rescued migrants, Xinhua news agency reported. IOM said earlier on Monday that at least five boats carrying nearly 400 people attempted to flee Libya during the previous 48 hours. After the fall of Muammar Gaddafi’s government in 2011, Libya has become a preferred point of departure for thousands of illegal immigrants hoping to cross the Mediterranean towards European shores. 23 new COVID-19 cases in Tripura, total rises to 232 Agartala, May 27 (PTI): Twenty-three more people have tested positive for COVID-19 in Tripura, taking the total number of cases in the state to 232, officials said on Wednesday. The number of active cases stands at 65 while 165 people have recovered and have been discharged and two have migrated to other states. “More 23 people found Covid19 positive in Tripura today. Among them 18 people have come from Maharashtra by train & 5 others were in contact of Positive patients. Positive Cases: 232. Active Cases: 65. Discharged: 165. Migrated: 02. The Assam government has launched the “Ruthless Quarantine, With Big Heart” scheme to check the spread of coronavirus, under which suspected patients must remain in 7-day institutional and 7-day home quarantine. The government will spend Rs 13,000 per head for 14 days. “Around one lakh people in Assam have to be in quarantine. We do not have sufficient funds for the effective quarantine of the possible number of people, that’s why we negotiated with the World Bank for the financial assistance,” the minister told the media. In Mizoram, Church leader Esther Lal Ruatkimi said that the state govern-
ment and churches have so far arranged more than 500 quarantine facilities to accommodate 14,400 people but the state government requires quarantine facilities for at least 20,000 people. Mizoram Chief Secretary Lalnunmawia Chuaungo on Tuesday reviewed the status and availability of government quarantine facilities in view of the arrival of stranded residents of Mizoram from other parts of the country, which is expected to peak in the next few days. The Chief Secretary stressed the importance of strict home quarantine in the absence of institutional quarantine. With the return of hundreds and thousands

Nagaland Health Minister S. Pangnyu Phom on Wednesday tweeted that five more returnees from Chennai tested COVID-19 positive. “With this, we have nine active cases in Nagaland. They all are undergoing proper medical treatment at COVID-19 hospitals,” the minister said. Meghalaya Chief Minister Conrad K. Sangma said that five more persons, who have returned from Delhi and Haryana recently, tested positive for COVID-19 in Meghalaya, taking the total number of cases in the state to 20 with 7 active. Twelve persons have recovered from coronavirus while one person, a veteran doctor, had died. In Manipur, three more persons tested positive for coronavirus, taking the total number of cases in the state to 39, with 35 active cases. Guwahati, May 27 (PTI): The number of coronavirus cases crossed the 700-mark in Assam on Wednesday after 32 more people tested positive for the disease, state Health and Family Welfare Minister Himanta Biswa Sarma said. With these new patients, including a resident of Kamrup (Metro) who recently returned to the state capital from Ahmedabad by plane, the number of COVID-19 cases rose to 714 in the state, he said. “Ten more new cases of #COVID19+ reported taking the total to 714,” the minister said in a tweet. Of the 10 cases, nine were from Charaideo and one from Sivasagar districts, he added. Earlier in the day, Sarma tweeted: “18 new cases of #COVID19+ including first air carrier, a resident of Kamrup Metro, who travelled from Ahmedabad to Guwahati; 14 Golaghat, 2 Karbi Anglong, 1 Lakhimpur.” In addition, three cases from Nagaon and one from Dhemaji were also reported, he said. The number of active cases in Assam now stands at 645, while 62 people have recovered from the disease and three have migrated to other states. Four persons have died of the disease in the state.

IMPHAL, May 27: The Alleged delay in shifting COVID-19 positive cases lodged in a quarantine facility irked a legislator in Manipur who also drew the chief minister’s attention to the issue on Wednesday. With five more positive cases confirmed among the returnees, 44 COVID-19 cases including four recovered patients were reported till 6.30 pm, Wednesday. Three of the positive cases confirmed today have been admitted at COVID care facility of RIMS hospital and the remaining two at JNIMS hospital, Imphal, an official release of the COVID-19 Common Control Room stated . The five cases were out of a total of 603 samples; 403 at RIMS’s VRDL and 200 at JNIMS’s VRDL tested in the last 24 hours, the release indicated. A total of 6834 samples have been tested till date, it added. On the other hand, as people from the state stranded at various places of the country continue to arrive in the state, the total of individuals on quarantine rose to 14,039. Of this, 10,293 were in the institutional quarantine centres and the remaining 3746 in community quarantine centres. Among the five confirmed cases, two were from

Guwahati/Aizawl, May 27 (IANS): After a huge surge in COVID-19 cases in the northeastern states, specially in Assam, caused by the return of around 1,00,000 people from other states, the region is facing a very big quarantine challenge. While the Assam government sought Rs 300 crore from the World Bank to deal with the COVID-19 pandemic effectively, 168 churches in Mizoram offered their halls to be used for quarantine facility as the state is facing a shortage of quarantine centres. With the retur n of around 1,00,000 people, coronavirus infections surged heavily in the northeastern states, mainly in Assam and Tripura. 109 fresh corona patients were reported in the past 24 hours, taking the total count to 704 on Wednesday afternoon in Assam while neighbouring Tripura’s total count climbed to 232 with 34 new cases. Assam’s Finance and Health Minister Himanta Biswa Sarma said in Guwahati that the government expected to get Rs 300 crore from the World Bank to deal with the COVID-19 pandemic effectively. He said that of the Rs 300 crore, 80 per cent is a grant and the remaining 20 per cent a loan.

The decision, if it is formalised, owing to the COVID-19 pandemic will give members a chance to chalk out their bilateral blueprint in the coming months. “There is a good chance that postponement of World T20 will be decided during Thursday’s board meeting. Whether there will be a formal announcement or not is the question,” an ICC board member told PTI on conditions of anonymity. “There is very little chance of World T20 going ahead in this situation. I don’t think either Cricket Australia or the top boards will mind,” he added. PTI had reported on May 15 that ICC’s Events Committee -- led by Chris
