K O H I M A , M AY 2 7 (NPN): Nagaland became among over one dozen states which have passed the Goods and Services Tax (GST)Bill after the state Legislative Assembly gave the nod to the Nagaland Goods and Services Tax Bill 2017 at the Sixteenth special session of the 12th NLA held Saturday. Chief Minister Dr. Shurhozelie Liezietsu who is also in-charge of the finance portfolio introduced the Bill and highlighted the merits of GST to both the state government and the consumers. Initiating the discussion before the passage of the bill, Minister for Roads and Bridges Y Vikheho Swu apprised the legislators about the benefits in implementing GST in the state. Swu was engaged with the GST council and Goods and Service Tax Network (GSNT) in preparing for the smooth introduction and implementation with the rest of the country. He said if implemented properly, the GST will bring

a number of benefits to the state such as benefits for trade and industry, benefit to the consumers, besides an increase in revenue generation for the state. The minister said there will be a benefit to consumers because of the elimination of tax cascading, the production cost will fall and prices in general was likely to fall as a result goods and services will be made available to the consumers at the cheaper price. Also he said there was likely to be a revenue gain for the state and this was very important since the state must find ways to increase its internal revenue generation which will boost

the ability of the state to spend on developmental works. However, there are challenges too, where the business community and the public will have to align with the new system in order to keep up with the change, Swu said. He said state will get additional power to levy and collect tax on services and likewise the central will also have additional power to levy and collect tax on goods. He said GST will be supported with a robust IT system which will significantly induce prompt compliance by all the stakeholders and also bring transparency. Swu said GST will boost the overall

efficiency of the tax system of the state and it will significantly improve the overall efficiency of the tax system of the state and by adding all these will be the efficient movement of goods. He said all the officers and staffs are trained at various levels and are now competent to implement GST and also to provide necessary assistance to the tax payers. On internet connectivity which was a concern for in some areas of the state he said the centre was in process of setting up a 100 Mbps satellite dedicated to the North East which will cater to connectivity issues in the remote areas. He said this was taken up specifically keeping to meet the requirements for GST and it will improve telecommunications tremendously and bridge the gap that exists today. Parliamentary secretary Tourism C.Apok Jamir opined that GST regime will create avenues for revenue generation for a state that is primarily a consumer state. Minster of School Education Yitachu said GST will

Winding up the discussion on GST Nagaland chief minister Dr.Shürhozelie Liezietsü described it as a milestone for making tax administration in the state more effective and transparent and which would benefit consumers as a whole. He said GST would also increase tax collection and also guarantee that in the event of loss of revenue, the state would be compensated for the shortfall in collection by the Centre for the next five years for which the Revenue Act was already passed by parliament. He said that presently there are multiple subjects on which taxes are levied and collected throughout the country yet various provisions of the Constitution provide the sanction and clearly define the subjects on which the Centre and the states can levy and collect taxes. The GST will also ensure avoidance of cascading tax and reduce cost of product or service and also end tax evasion since the system is a “self-policing” (Cont’d on p-8) mechanism, he said.

DUCCF reaffirms resolve NLA extends tenure of not to collect NPG tax Lokayukta select panel D I M A P U R , M AY 2 7 (NPN): Dimapur Urban Councils Chairmen Federation (DUCCF) on Saturday reaffirmed its resolution not to collect any form of taxation for the Naga Political Groups (NPGs). DUCCF through its media cell said it respected the Naga national movement and would always endeavor towards a strong united Naga nation. It, however, said the Nagas have realized that so long as the Naga national movement stays a divided house, their aspirations and dreams would never be fulfilled. This realization, DUCCF said led to adoption of Public Resolution of ‘One Government, One Tax’ (OGOT) during October 31, 2013 Public Rally held under the aegis of ACAUT. Based on this resolu-

tion, DUCCF said it had since resolved not to collect any form of taxation for the NPGs and had stood firm on the principle of OGOT. The federation asserted that various colony councils have been instituted to serve the interest of the general public, without any fear or favor, and not to act in any way that was detrimental to the wishes of the Naga public. It said that when the Naga public had resolved on OGOT and decided not to pay tax to any NPG factions, the council members cannot collect tax for NPGs. In the light of the above, the DUCCF has urged the NPGs neither to serve any taxation letters to the colonies nor to pressurize the chairmen and council members to collect tax on their behalf.

Child protection accorded least priority Staff reporter

DIMAPUR, MAY 27 (NPN): Deputy Commissioner (DC) Dimapur and District Child Protection Unit (DCPU) chairman, Kesonyu Yhome, on Saturday said that child protection remained as the least attended priority by both government and NGOs. DC said this could be due to the fact that participation was purely voluntary service and did not involve any scheme or fund. He was delivering keynote address at the Awareness-Cum-Consultation Meet on Child Right and Child Protection at Tourist Lodge here organized by DCPU in collaboration with CHILDLINE Dimapur. Talking about child abuse in Nagaland, Yhome pointed that such incidents have been taking place mainly in educated houses. He said Naga definition of children as “my child” and

“someone’s child” was one reason behind instances of child abuse, which, he said was just the tip of the iceberg. Stressing the importance of organizing such programmes and seminars, DC asserted that “we should think about how the programme and sensitization of such campaign would benefit the society”. He said it was the responsibility of everybody including the ward community, village authorities and colony members to prevent child abuse. He also encouraged the gathering to change the mindset and take firm decision to protect the rights of the children. Dwelling on the topic, Yhome said child protection needed a human touch since it was about protecting human and children who could not defend themselves. He further challenged every individual to take the

initiative for the defenceless children who were not able to speak out for their rights. In her presentation, CHILDLINE Dimapur, programme coordinator, Lozüa Kape, highlighted on the child rights violation cases recorded and intervened by CHILDLINE within Dimapur. (see table)

Cattle slaughter rules unlikely to affect business in northeast

I mphal , M ay 2 7 (IANS): People across sections in the northeastern states are more or less unanimous in their opinion that enforcement of the cattle slaughter rules issued by the central government on Friday will have little or no impact in the region. In a bid to regulate the hitherto unregulated cattle trade, the Bharatiya Janata Party (BJP)-led government at the Centre issued a notification which bans sale of cattle, including cows, bulls, buffaloes, camels, heifers, calves and camels, for slaughter through animal markets. Speaking about the new rules, A. Romenkumar, an Advocate and former Additional Director General of Police, told IANS that those opposing the ban on cattle slaughter may cite the right to food guaranteed by Article 21 of the Constitution. “But the same Con-

stitution also ensures the right to life. The Supreme Court had ruled in a 2014 case that all forms of animal life are included in the expanded meaning of ‘life’, as enumerated under the Article 21 of the Constitution.” Referring to irregularities by abattoirs, Romenkumar said: “Clause (i) of the Police Act, 1861 says that slaughterhouses should possess a licence and a veterinarian should certify the quality of the meat... Clause (ii) says that there shall be no cruelty, inhuman torture of the animals... Nimaichand Luwang, a former minister who had unsuccessfully contested the March 2016 assembly elections on a BJP ticket, said: “The ban (new rules) can never be implemented in Manipur where there are Christians, Muslims and others, who relish meat. Vaishnavite Hindus constitute only a small percent-

Heroin seized in Mizoram; 3 held Aizawl, May 27 (PTI): Three persons were arrested from Aizawl and Champhai after 69.5 grams of heroin was seized from their possession by Mizoram Excise and Narcotics department, officials said Saturday. A 26-year-old man was arrested when eight grams of heroin was seized from him here while another was held with the possession of drug, Mizoram Excise and Narcotics department

spokesperson said. The Excise and Narcotics officials also seized 61.5 grams of heroin at Champhai town and arrested a man in this connection. The seized contraband has an estimated value of Rs 3.5 lakh in the local market, officials said, adding that the three accused have been booked under relevant sections of the Narcotic Drugs and Psychotropic Substances Act, 1985.

age of the population. The move will be counter-productive for the BJP.” Advocate and human rights activist Khaidem Mani asserted: “The meat ban cannot be enforced in Manipur. One state has already registered a strong protest and Manipur may follow suit.” L. Haokip, who has been slaughtering cattle for selling meat in the market in Churachandpur district, said: “Our forefathers were hunters and we kill cows and buffaloes for meat on all festive occasions and for day-to-day sale. The new rules are something incomprehensible.” All tribal markets in Manipur sell beef, venison and other kinds of meat, including that of migratory birds, every day. Even the meat of wild animals is on sale. Similar is the scenario in other states like Mizoram, Meghalaya and Nagaland.

Housing for all scheme in Manipur delayed due to erratic survey

Correspondent

IMPHAL, May 27: BJP national executive member and in-charge of Manipur affairs Prahlad Singh Patel Saturday blamed erratic economic survey report of 2011 behind the delay in the implementation of central sponsored “Housing for All by 2022” in Manipur. The scheme which was approved by the Centre in June 2015 is aimed at promoting affordable housing for weaker section through credit linked subsidy among others.

TMC ready for poll battle in Tripura: Mukul Roy Agartala, May 27 (PTI): The Trinamool Congress (TMC) has geared up its party machinery in Tripura for the 2018 Assembly elections in the state, party vice-president Mukul Roy said Saturday. “We have geared up our party machinery for the election and the main fight would be between the TMC and the CPI-M. We would oust them from power,” Roy, who arrived here on a twoday visit of organisational work in the party, said. Without naming the BJP, Roy said that one party is claiming to be the main opposition, but the main electoral battle would only be with the TMC. Roy also alleged that opposition parties were trying to disturb peace in West Bengal which will not be tolerated. “ We w i l l a l w a y s project Mamata Banerjee as our leader and win all the zilla parishads in the next Panchayat elections in West Bengal,” he added. Regarding Presidential polls, he said that the opposition parties in the country are organised and they would announce their presidential candidate soon after the announcement by the ruling party.

Even as other state h ave a l r e a dy s t a r t e d implementing the scheme, the same is yet to be implemented in the state. “The scheme will be launched in Manipur with the completion of rectification of the economic survey report which is targeting to complete by 2018 and will be completed within the targeted period (2022),” Patel assured. The party Manipur in-charge has also alleged the two Congress MPs of not raising any issue of the state in the Parliament.

Currently, Congress’s T Meinya and Thangso Baite are representing the state in the Lok Sabha. “I, as in-charge of Manipur, had got the chance of raising several bur ning issues of the state including blockades, persistent bandhs in the Parliament but the two Lok Sabha MPs representing the state totally abstained from doing so,” he said. However, with the election of K Bhabananda to Rajya Sabha, we will raise Manipur’s issue in the house of the Parliament, he said.

Army thwarts Pak attempts to spread terror in J&K 16,000 cops donate blood in Bengal mediately began working on suspending internet services in Kashmir, again, a mere 12 hours after they were back up following a month-long ban. Police sources said stone-pelters were being mobilised via WhatsApp groups and were already out in force in 10 or more areas in the Valley. They added that protesters were being summoned even as the encounter with Ahmad in Saimuh, Tral, was going on and before he was killed. Based on specific inputs by military intelligence,

Militant Sabzar Ahmad Bhat (left) with his brother slain Hizb-ul Mujahideen commander Burhan Wani. Eight militants, including the successor of slain Hizb-ul-Mujahideen commander Burhan Wani, were killed in two anti-militancy operations in the Kashmir Valley since Friday night. Director General of Police S.P Vaid said, “Two militants, identified as Sabzar and Faizan, are killed in the gunfight.” Their bodies were spotted at the encounter site. The third militant’s body remains untraced. Mere hours after security forces killed Hizbul Mujahideen terrorist Sabzar

Ahmad on Saturday, stonepelting protests began in at least 10 locations in south Kashmir, leading to a CRPF commandant being seriously hurt with a head injury, police sources said. Security reinforcements have since been dispatched to sensitive areas in the state. And with word that stone-pelters were mobilising through WhatsApp, the state government im-

the 42 Rashtriya Rifles and the Jammu and Kashmir police launched cordon and search operations in Saimuh near Hardumir, Tral, in Pulwama district at around 7:30 pm on Friday. The security forces were then fired upon while placing the cordon at around 9:15pm. Ahmad was said to be former Hizb terrorist Burhan Wani’s successor, after Zakir Musa, who took over when Wani was killed last year. Musa quit the terrorist outfit earlier this month. Wani was killed by security forces last July.

Ko l kata , M ay 2 7 (IANS): Sixteen thousand police personnel have donated blood over the past one week to overcome the blood crisis in West Bengal during the ongoing summer, chief Minister Mamata Banerjee said here on Saturday. The Chief Minister had earlier urged police personnel and her party Trinamool Congress workers to organise voluntary blood donation camps in the city and across districts to meet the shortage of blood in hospitals and blood banks as part of the celebrations to

mark the sixth anniversary of her government. Besides, the Banerjee government on Saturday completed its first year in office in its second term.

“Till yesterday (Friday), 16,000 police personnel have donated blood,” Banerjee said while addressing a function at the state secretariat, Nabanna.

JAMMU, MAY 27 (AGENCIES): The Army on Saturday said its relentless operations to thwart attempts by Pakistan to boost terror activities in Kashmir have borne fruit, resulting in the deaths of ten terrorists since Friday. “Relentless operations by security forces have defeated desperate attempts by Pakistan and Pakistansponsored agents to spread terror in the state in the run up to the holy month of Ramzan,” the defence spokesman of the Northern Command said. In the last 24 hours, ten heavily armed intruders and terrorists have been successfully eliminated, he said. In the ongoing counterinfiltration operations along the LoC in Rampur sector, six armed intruders have been intercepted and eliminated, he said. In another counterterror operation which was based on specific information from a local source in Tral in South Kashmir, have so far resulted in deaths of two terrorists, he said. Next president

hen the tenure of 13th President of India, Pranab Kumar Mukherjee comes to an end on July 14, the next 14th President will have already been elected but prior to that both the BJP-led NDA and the non-NDA that includes opposition parties, are still in the process of trying to set up their candidate(s). Before that, a candidate to be elected as the president of India needs to get 4,896 electors. This electoral college comprises 776 MPs (both Lok Sabha and Rajya Sabha) and 4,120 MLAs from across the country. The value of each vote is calculated according to a special formula that depends on the population of the constituency of the elected representative. The total value of MP votes is 5,49,408 votes and the total value of MLA votes is 5,49,474 votes. While value of MLA vote can differ between states and UTs, the value of an MP vote is 708. The total value of votes of the electoral college is 10,98,882 votes. Therefore, the minimum number required to elect the president is 5,49,442. Taking these numbers in the prevailing political situation, neither the NDA nor the Opposition enjoy a simple majority as of now. Therefore, undecided parties like the TRS, BJD and the AIADMK who are not in either camp are set to play a major role in the numbers game. The National Democratic Alliance ruling at the Centre comprises of the BJP, Shiv Sena, Telugu Desam Party (TDP), Akali Dal, Lok Janshakti Party (LJP), People’s Democratic Party (PDP) and 14 other parties. The NDA currently has 5,37,614 votes to its to itself. The alliance is still short of 11,828 votes to reach the majority mark. The Opposition unity, on the other hand, as of now it looks to enjoy 4,02,230 votes and are short by a huge margin of 1,47,212 votes. The undecided parties AIADMK, Biju Janta Dal (BJD), Telangana Rashtra Samiti (TRS), YSR Congress Party (YSRCP), Aam Aadmi Party and Indian National Lok Dal (INLD) will play the key role as they hold a combined share of 1,59,038 votes. These parties enjoy as much as 13 per cent share in the vote pie and are not aligned to either the Congress or the BJP in their respective state’s political grounds. In the current scheme of things, the NDA would win just by the support of the AIADMK taking its count to 5,96,838. However, for the Congress-led Opposition to prevail with its candidate, it will have to overcome the difficult task of getting the support of at least the Shiv Sena, AIADMK, BJD, AAP and YSR Congress. That would take their count to 5,49,814 votes, past the majority mark. Though NDA has overriding majority in the Lok Sabha and also ruling 13 out of 31 states and with allies, rules in three other statesJ&K, Maharashtra and Nagaland. In Maharashtra the BJP shares an uneasy relationship with the Shiv Sena. In Tamil Nadu, the BJP is courting the AIADMK but the latter is yet to decide. Despite being nearly there, the BJP still has much to do in order to get the required 11,828 votes to elect a president of its choice. The BJP hasn’t named its candidate but names of Sushma Swaraj, LS Speaker Sumitra Mahajan or Jharkhand Governor Draupadi Murmu are doing the rounds. The opposition in the end will have to fight and lose or seek a consensus and the BJP is not in a hurry.

DailyDevotion The Life To Know Him …tarry in the city of Jerusalem until you are endued with power from on high. —Luke 24:49 The disciples had to tarry, staying in Jerusalem until the day of Pentecost, not only for their own preparation but because they had to wait until the Lord was actually glorified. And as soon as He was glorified, what happened? “Therefore being exalted to the right hand of God, and having received from the Father the promise of the Holy Spirit, He poured out this which you now see and hear” (Acts 2:33). The statement in John 7:39— “…for the Holy Spirit was not yet given, because Jesus was not yet glorified”— does not pertain to us. The Holy Spirit has beengiven; the Lord is glorified— our waiting is not dependent on the providence of God, but on our own spiritual fitness. The Holy Spirit’s influence and power were at work before Pentecost, but Hewas not here. Once our Lord was glorified in His ascension, the Holy Spirit came into the world, and He has been here ever since. We have to receive the revealed truth that He is here. The attitude of receiving and welcoming the Holy Spirit into our lives is to be the continual attitude of a believer. When we receive the Holy Spirit, we receive reviving life from our ascended Lord. It is not the baptism of the Holy Spirit that changes people, but the power of the ascended Christ coming into their lives through the Holy Spirit. We all too often separate things that the New Testament never separates. The baptism of the Holy Spirit is not an experience apart from Jesus Christ— it is the evidence of the ascended Christ. The baptism of the Holy Spirit does not make you think of time or eternity— it is one amazing glorious now. “This is eternal life, that they may know You…” (John 17:3). Begin to know Him now, and never finish.

Post-mortem

Reflections on the NSCN for peaceful Government schools’ HSLC result co-existence I T he press release issued by Sominthang Doungel of the Kuki Inpi of Manipur is extremely provocative which is completely baseless, hollow and an antithesis against the historical facts of the Nagas. It has barrenly exposed its heinous motives to derail and sabotage the Indo – Naga Political talks. The Nagas are fully aware of the status of the Kukis who had been living in the Nagas territory in Manipur. At the time when the nomadic Kukis of Manipur are trying to outweigh the land ownerships and historical rights of the Nagas through bogus claims of history and bizarre campaigns perpetuated by the Kuki Inpi, the NSCN cannot remain silent. The history cannot be kept hidden and the truth must prevail over the bogus and fabricated stories of the Kuki Inpi of Manipur. However unpleasant it might sound to the Kukis, the truth must be told loud and clear that, the Kukis of Manipur are aliens and refugees who were given shelters by the Nagas while they were landless and homeless. During the reign of King Pumzamang of the Burma’s Chin Hills, the Kukis waged wars against the Paites of Myanmar and defeated them in 1850. This victory over the Paites tribe further boosted the notoriety and savagery instincts of the Kukis to such an extent that, they became overambitious and waged another war against another tribe, the Suhtes of Myanmar. However this war brought the Suhtes and the Paites together forming a strong alliance and defeated the Kukis. Following this defeat, the victorious Paites and the Suhtes then relentlessly drove out the Kukis out of Burma. The loosing of this war against the Suhtes and the Paites inflicted heavy toll on the Kukis that further led them into an apocalypselike fate and situations in Myanmar thereafter. After the Kukis were forced out of Myanmar, they were a lost tribe and wandered in the wilderness till they reached the Naga territory in Manipur in the year 1855. The Kukis, while seeking for refuge and settlement in Naga ancestral lands in Manipur, they slaughtered Pigs and Cows and treated the Nagas as friendly gestures. They were permitted to settle in the Nagas ancestral lands with the conditions that they shall pay yearly land and house taxes to the Nagas and to maintain peace in the lands. Since 1855 the Kukis of Manipur had continued to co-exist in the ancestral lands of the Nagas up till today for which the present generations of the Kukis in Manipur should be grateful to the Nagas and they should never be misled by few vested interested leaders whose slogans are extremely detrimental to the prevailing peaceful atmospheres and the friendly relationships of the Nagas and Kukis. After committing crimes after crimes against the peace loving Nagas, it is blasphemous on the part of the Kuki Inpi to accuse and brand the Nagas as culprits. It was the treacherous and savagery natured Kukis of Manipur who had over ambitiously rose against their Naga land owners with arms without any slightest provocations by the Nagas. In the year 1917, the Kukis, with the pretext of fighting the British, waged a deadly war against the Nagas taking them completely by surprise while the Nagas least expected that, the same refugees living in their territory will wage war against them. This war was named Tingtong rih or Haokip rih as this took place during the time of King Tingtong of the Kukis. In this Tingtong war, more than 1000 innocent Nagas were slaughtered by the Kukis. After more than a century since the Kukis waged war against the Paites and Suhtes in Myanmar in 1850’s, and their war against the Nagas in 1917/Tingtong war, their history of notoriety was repeated when the Kukis again waged war against Nagas during the 1990’s. In 1992, without any provocation by the Nagas, the treacherous Kukis attacked the Nagas once again with their goal to take over Moreh, an important township of the Nagas in Chandel District. The onslaught of the bloodthirsty Kukis, was strongly and effectively responded by the Nagas and the aftermath of the eventuality resulted in the loss of many thousands of Kukis lives. In many instances, during their existence in Nagas territory, the Kukis have tested and had provoked the Nagas beyond the limit of tolerance due to which the Kukis earned themselves fatal consequences in return. The NSCN strongly feels that the Kuki Inpi should not compel to let such nightmares be repeated in future but expect to live in congenial peaceful harmony. A noted Naga leader, Mr. Rusung Suisa was the first Naga Member of Parliament in the Lok Sabha of Indian Union during 1970’s. While he was rep-

resenting the Hills people of Manipur, he took up in earnestness the problems of the Burmese Chin ethnic Kukis refugees in Manipur with the Govt of India. R. Suisa successfully got gratuitous Refugees Relief Funds for the Kukis of Manipur by virtue of the Kukis being recognized as bona fide refugees. The Refugee Relief Fund was sanctioned by the Finance Ministry of Home affairs GOI, Vide Memo P. 3/9/66 and payment was made to the Kuki refugees through the State Govt. of Manipur Vide. Memo No. 01/R/RFL and the amounts of which were distributed to the Kukis refugees as follows – 1. First payment...22 April, 1957 2. Second payment...07 July, 1959. 3. Third payment...28 February,1966 4. Fourth payment...18 July, 1968. Further, the President of the Manipur State Darbar issued by Captain Harvey through an Order No. 11 of 18.8.1931, declared that the Kukis were not permitted the use of Fire Arms due to their Savagery acts being committed against the Nagas and for jeopardizing the peaceful atmospheres in the hilly Naga territory. In the part 2 of the same Order, the Kukis were granted Fire Arms on loan merely for protections against Wild animals only. The standing Order of the President Manipur State Dabur, TA Sharp in his Order No. 9 of 09.09 1933 declared that the Kukis shall pay annual House tax to the Chief of the Naga Village a sum of Rs.6/ per annum. The standing Order of the President of Manipur State Dabar TA Sharp in his Order No. 2 of 23.7.1941 declared that, the Kukis shall obtain prior permissions from Naga Village Chief for settlement within Naga territory. At this most crucial juncture when the Nagas Political issues is at the door step of reaching a solution, it is most unfortunate that, some vested interested Kuki Inpi leaders are making attempts to twist history and mislead the people. The Nagas cannot be represented by refugees to speak on their behalf, especially in context to Naga Political issues. The Kuki Inpi’s expressions and statements are total negations to the sincere efforts of the GOI towards finding a permanent and lasting peace in the North East India. It is in records that, the GOI had paid Refuges Relied Fund to the Kukis of Manipur, under the initiatives of R. Suisa and the Manipur State Govt. which itself speaks volumes about the genesis and true status of the Kukis presently living in the Nagas ancestral lands in Manipur. The baseless and misleading claims of Sominthang Doungel, Chairman, Political Affairs Committee of the Kuki Inpi of Manipur stating that the “Nagas were subject under the Kukis Chieftainship for centuries living in the ancestral land of the Kukis” is too cheap a propaganda and makes himself a laughing stock. Such false claims are a mere figment of his imaginations and a blatant attempt to distort the historical facts. These few leaders of the Kuki Inpi are guided by vested interests at the time when the larger populace of the Kukis of Manipur think otherwise and wishes to uphold the age old friendly and peaceful relationships with the Naga landowners. The signing of the historic 3 August Framework Agreement between the Nagas and the GOI has recognized the unique History and situations of the Nagas and finding the Political solution is to benefit all concerns. In such circumstances, the Kuki Inpi will do best if it refrains from sounding more war cry to invite more spillage of blood and safeguard the peaceful relationships. It must not be forgotten that, the prevailing peace was hard earned and so also it will be very costly in the event the same is jeopardized. It will also be good to know if Sominthang Doungel owns responsibility to his statements or deny it. The Kuki Inpi of Manipur will be utterly wrong if they repeat their past mistakes they committed against the Nagas as the Naga people will not be mere sitting ducks. The NSCN hopes that, the Kukis in general will apply their common senses that, the likes of Sominthang Doungel do not come in the ways of the good relationships of the Nagas and Kukis so as to strengthen the bonds of peaceful co-existence of the Nagas and Kukis and usher in a new peaceful and progressive era after the Indo-Naga Political issue is amicably and honourably settled. The NSCN sincerely appeal to the Kuki masses not to blindly follow such vested interested leaders as these leaders are sharply deviating away from the path of peaceful co-existence. The Nagas and the NSCN firmly believes in the peaceful co-existence under the ambit of Nagalim. Issue by MIP

t is nothing new that the Government teachers are crucified every year after the declaration of the HSLC result and the Department of School Education is butchered and buried alive. The Department officers are cursed by every human that breathes and has a mouth. Do we even realize that we have more bodies who should be shouldering more responsibility? Do we ever analyze the factors responsible for the undesirable result? Whose fault do you think it is? Are we being one sided in our judgment? Observing rather than judging will definitely reflect the real image. We have seen the recently declared HSLC & HSSLC result for both the Government and private schools. Communitization Act was introduced in 2002 with the primary aim to improve academic result in Nagaland, if we understand the concept of the Act. With due respect to the former Chief Secretary RS Pandey, IAS the brain child behind this Act, the SMCs (formerly VECs) were empowered to act in partnership with the Department. He firmly believed that community-based ownership of schools would bring changes in the academic result of Government schools since Nagas have a strong social life with powerful Hohos, associations, unions etc... Sadly, this is the 15th year of communitization and now we have proved him wrong. The SMCs (School Management Committes) thought their role was only for school construction purpose and only few SMCs played the academic role by arranging private Teachers through community sponsorship, controlling proxy practice and undertook academic interventions. These handful of SMCs deserve the highest respect for exemplary community ownership. Do we know that the Department spends crores of Rupees for Teachers’ training every year? Lately, the decade old practices have been replaced by introducing new system following national standard interventions through SSA. Due to frequent modifications and changes in the system, Teachers are being oriented prior to introduction of anything in the schools. But what happens in the implementation process? The fact remains that no school has proxy system without the permission of SMCs. Who is responsible when the Department’s effort for academic improvement is thrown into the dustbin? The SSA sponsors Inservice Teachers’ training, training for newly recruited teachers and conducts even professional training. The Department has conducted CCE training earlier and enough of phase-wise New Pedagogy trainings. Besides the above mentioned training programs, PINDICS and Shaala Siddhi have been conducted in the month of December 2016. This was followed by Maths kit training for teachers of primary section in all the 11 districts wef 15th to 31st May 2017. The next in the chart would be the conduct of ACL training (Activity Competency Learning) for which fund has been released by the State Mission Authority, SSA Nagaland. Thereafter, training for subject teachers of GMS section is anticipated. The crux of the matter is that original teachers attend training and untrained proxy teachers teach in the schools. Isn’t this a serious threat towards achieving quality education? Do we understand that the students are the ultimate losers when teachers stay away from schools after attending all the trainings? Why do we maintain balanced diet for children and offer different doses of vaccine? We all know what happens to a child in later part of life due to lack of vaccination. A mal-nourished person’s immune system is prone to disease attack. We do fight back but it becomes a last fight for many and diseases take its toll. School is a place where we prepare a child for the future. Without nurturing children’s

foundation appropriately in the primary and elementary levels, the public expect teachers to perform miracle after reaching HSLC level. Teachers are no Jesus and no student is a magician. State VIPs and Government officers may please take note that people develop vomiting sensation in your public speech when you talk about HSLC result without digesting the ground situation. Encouraging the dedicated teacher is one important aspect of developing quality education therefore, teacher’s award should strictly go to deserving teachers only. After SIS posts were abolished under department restructuring few years back, overall academic activities are manned by ToTs alone (teacher trainers). ToTs have respective jurisdiction and observe classroom teaching with monitoring format. It will be a big lie should anyone claim to know teachers better than ToTs when it comes to assessment of teacher’s performance. Therefore it is strongly felt that some representatives be included in District Selection Committee so that nomination of awardee is practically appropriate and deserving. Education department has a good collection of professionals under the sun. We talk about mandatory B.Ed because all teachers should be professionally trained as per RTE Act. Whereas if someone doesn’t get employed in one’s own department/profession, they end up becoming teachers. For instance, even the ToTs who did not have requisite qualification were sent back to schools during 2015-16. In fact, they were earlier appointed on the recommendation of SCERT following successful completion of intensive training conducted by academic authority. Besides, the department had invested lakhs of rupees on them for continuous workshop and orientation programs for decade plus years. Despite having adequate training experience, they were directly redeployed back to school from where they were drawn earlier. We can say they were not as fortunate as newly appointed teachers who were given a chance to pursue professional degree within a time frame. If so, it’s high time the department should come to a sense not to randomly accommodate everyone irrespective of one’s qualification such as BBA, MBA, engineers, theologians etc because we are talking about methodology, contentbased and professional teaching. They are professionals but not professionally qualified for classroom teaching. Why should the recruitment standard be like issueless couples going for adoption?

Another category of appointment is the cost-high appointment which only some can afford, that is called backdoor appointment. I am saying this because it is not free of cost and many people I know have done that already. This kind of appointment is highly channelized and appointment order is received without even moving a single finger and without any inquiry on the professional qualification. As per the RTE Act, the number of untrained teachers should rapidly decrease. Now the talk of literacy rate is not as hot as those days. The talk is shifted more towards professional qualification. Many states in India have drastically improved the number of trained teachers but Nagaland submits teachers’ data to Delhi with increasing number of untrained teachers every year. It is a matter of shame to be progressing backward despite SSA pumping funds for teachers professional course for decade plus years. It is too selfish on the part of the public to protest or fight against Government’s decision to recruit pre-trained candidates. Can we hear the voices of student bodies strongly coming out in support of Government for recruitment of professional teachers? The talk of quota/provision/relaxation tops the chart for everything in Nagaland but Right to Education is an Act passed by Parliament and it is not a state subject. So there shouldn’t be any variation in teacher recruitment policy. How can quality education become the victim of RESERVATION and RELAXATION? Number of professionally untrained teachers shot up to thousands when Nagaland was faced with bogus appointment scam and subsequent re-appointment after SIT clearance. Untrained data were further enhanced due to backdoor appointment, recruitment of teachers from other professions and appointment with relaxation policy. The next category is the appointment against vacancies resulting due to death or retirement. Why enhance untrained problem when the department is already battling against the high number of untrained teachers’ data? What gain is there to appoint every Tom, Dick and Harry under the banner of relaxation and they later respond to the Government with proxies? If restriction is imposed on proxy keeping, either their undercover guards or political masters would come to their rescue. This is how the proxy system survives as timeless beauty in Nagaland. Choosing the right college

Sir,

College hunting is a tiresome undertaking for both the child and parent. While it is easy for meritorious students to secure admission in any college, average students face the dilemma of whether to join a less known college or to get into top colleges through admission counsellors who charge hefty amounts. Most Naga students who passed the recent HSSLC exams must be going through a lot of headache with regard to admission. The best and most secure step is to get admission through entrance test in central and state universities and some autonomous institutions. With due respect to some few prestigious private institutions, it is suggested that students must opt for government colleges and keep private colleges only as last resort; unlike Nagaland, government institutions in other states are considered the best place to study. Moreover, if you don’t have good scorecard, private colleges will charge lakhs of rupees as ‘donation’ which most Nagas may not be able to pay. As for the students who chose to stay in Nagaland, there are many good government colleges in the state. Try these if you want good quality education without having to burn your parent’s pockets. Private colleges in Nagaland are also producing good results and their fees are still nominal. Nzanbemo Kithan, Sewak Colony Dimapur

DIMAPUR: Aboi Area Students’ Union (AASU) has urged upon the concerned authority to look into the various problems faced by students of Government Higher Secondary School (GHSS) Aboi, appealing for additional infrastructure to accommodate the increasing number of students and also for full working strength of teaching staff. In a press note, AASU highlighted the progress and development of GHSS Aboi in terms of HSSLC results and other aspects of education for which the union appreciated the school’s teachers and staff. “Even this year the school produced 85% pass percentage with 6 (six) students in 1st Div, 17 (seventeen) Students in 2nd Div and 6 (six) in 3rd Div. Two students even passed with distinction in Education and Pol. Science subjects,” AASU informed.

The union noted that the school can produce even better results, perhaps even achieving a 100% pass percentage, if provided with better facilities for the students and teaching staff. AASU apprised the concerned authorities that Aboi being the centre to the upper regions of the district and having the only higher secondary in the surrounding area, all the successful students come to the sub-division HQ for admission to the higher secondary section. Moreover, the economic condition of the people from far-flung areas does not allow the parents to seek admission elsewhere, it added. One major area of concern, according to AASU, was accommodating the several admission seekers to class 11 at GHSS Aboi-the only higher secondary school in the areafrom government high school Aboi and students coming from private

schools. The statistics this year can speak for itself. So far the figure stands at 190 admitted in class 11. However, there are a considerable number of students who are still seeking admission, AASU claimed. Among other things, the union noted shortage of classrooms, shortage of benches and desks, leakages inside classrooms during monsoon and congested classrooms due to admission of students beyond maximum limit. Therefore, the union appealed the concerned authority to look into the grievances of GHSS Aboi at the earliest in order to impart best education to the students. The department can be assured that the union will continue to work hand in glove with the school authorities to produce the best government school results and meritorious students in the state, AASU added.

Around 12,000 people have been evacuated from areas at risk of floods that have already affected over 200,000 people in 14 districts, the centre said in its latest report. “Water level of Kalaniya River is still rising so evacuations are still taking place,” DMC spokesperson Predeep Kodippili told Efe news. The first vessel with humanitarian aid from India arrived in Colombo earlier on Saturday. A second vessel will arrive on Sunday. Heavy rainfall since Thursday has caused water levels of the Kalu, Kelani, Gin, Nilwala and Attanagalu rivers to rise and cause flooding.

TAORMINA, MAY 27 (AFP): The G7 nations have demanded action from internet providers and social media firms against extremist content online, vowing to step up their fight against terrorism after this week’s Manchester attack. British Prime Minister Theresa May won solidarity from her G7 colleagues at summit talks in Italy after the suicide bombing Monday at a pop concert killed 22 people, including several children. The G7 also vowed a collective effort to track down and prosecute foreign fighters dispersing from conflicts such as Syria, which May said showed the morphing nature of the threat. “We agreed the threat from Daesh is evolving rather than disappearing,” she told a news conference, referring to the Islamic State group, also known by the acronyms of ISIS and ISIL. “As they lose ground in

The predominantly Muslim city of Marawi, home to some 200,000 people, has been under siege since a failed army raid Tuesday on a suspected hideout of Isnilon Hapilon, who is on Washington’s list of most-wanted terrorists. Hapilon got away and fighters loyal to him took over parts of the city, burning buildings, taking cover in houses and seizing about a dozen hostages, including a Catholic priest. Their condition remains unknown. Egyptian Army has launched airstrikes on terror groups in Libya in response to the attack that killed 29 Coptic Christians with President Abdel Fattah al-Sisi asserting that his country will not hesitate in striking any camps that harbour or train terrorists. Announcing the retaliatory attack, the Egyptian Army spokesperson Tamer el-Refae posted a clip, which also included footages of army aircraft taking off, on his official Facebook and Twitter pages yesterday. Six air strikes against “terror camps in Libya” were reported by state television. The jihadist training camps were hit in the eastern Libyan city of Derna. Masked gunmen attacked a bus and other vehicles taking a group of Coptic Christians to Anba Samuel monastery in the Minya Governorate, 250km south of Cairo. “Egypt will not hesitate in striking any camps that harbour or train terrorist elements whether inside Egypt or outside Egypt,” Sisi said in a televised address.

A total of 13 people have been arrested in the terror investigation, two of whom have been released without charge, the Greater Manchester Police said. Eleven people remain in custody in connection with Monday night’s suicide bombing at Manchester Arena, where American singer Ariana Grande had just finished performing. N

ise Meruno and Alobo Naga performed to a packed audience during their collaborative acoustic performance at Kuda Café, Kuda Village, Dimapur, Saturday night. Belting out some of the most popular and crowd favourite songs including Make You Feel My Love, In This Life, When I Was Your Man, What A Wonderful World, All of Me, Always, Kumsüjulo, I Don’t Wanna Miss A Thing, Stand By Me besides some more covers, the two artistes took turns in giving a mesmerizing performance to the crowd.

Post concert, Nise summarised the show as a “therapy session” for the both of them as they had been going through hurdles in their professional lives recently. But the massive turnout for the event reflected the positive sentiments and constant support of the people towards our works, which is “really humbling and heart touching”, Nise said. Alobo in a brief description of the show said, it was what he had been wanting to do, something “totally music” with no artificial touches but the pure and authentic voice of

an artiste with his acoustic instrument. Adding that he took the live performance, which is a one on one kind of an atmosphere with an audience, as a challenge where he can sing some of his favourite songs. Alobo added that it was always a blessing for him singing and performing with Nise, who was also his vocal teacher during his initial stages as an artiste. Regretting that a lot of people had to go home since they could not find a place to even stand, Alobo left a note of encouragement for them by expressing his desire to come up with more of such shows in a bigger way in the future. Describing the concert as “awesome”, one of the audiences said the crowd really enjoyed singing along as the two artistes performed some of their favourite songs of all time both classic and contemporary. Referees influenced title race: Pique

Gerard Pique

M a d r i d, M ay 2 7 (IANS): FC Barcelona defender Gerard Pique has said that he felt that refereeing decisions had influenced the destination of this season’s Liga Santander title. “I sincerely think that the referees influenced the outcome of the title, but I won’t be drawing up a list to back myself up,” Pique was quoted as saying by Xinhua news agency. “They (Real Madrid) won the title and now we have to turn over the page and continue,” Pique said on Friday. The defender admitted there were “some games where we didn’t do enough,” and that Barca “need to be a better team,” but hoped that, “last season’s experiences will serve to implement Video Referee Technology.” He then looked ahead to the Cup final, which will be Luis Enrique’s last game as Barca coach after three seasons at the Camp Nou. “He deserves a good send off, because he’s been one of the best coaches in the club’s history and deserves to leave us with a trophy ... These three seasons have been magnificent and I want him to leave with a winners’ medal and on a happy note,” said the defender. Finally Pique warned about the threat posed by an Alaves side who earlier in the season won 2-1 in the Camp Nou.

Taurus win open basketball tourney

Rumours are untrue: Griezmann London, M ay 2 7 (Agencies): Atletico Madrid striker Antoine Griezmann has dismissed reports he has already agreed to leave this summer but stopped short of committing his future to the club. Griezmann has been strongly linked with a move to Manchester United, with the odds on the transfer going through seemingly only improving after United’s Europa League win guaranteed them Champions League football next season. A number of reports suggested personal terms had already been agreed with the deal set to be rubber-stamped. However, the France forward took to social media on Friday evening to reject those reports while admitting his future is uncertain. “All the rumours are unfounded,” he wrote. “I’m still Colchonero. My direction will be established after discussion with my sporting advisor.” Griezmann, who scored 26 goals in 53 appearances for Atletico last season, has a 100 million euros (£86.7million) buyout clause in his contract, and is said to be top of Jose Mourinho’s wish-list this summer.

Raikkonen takes Monaco GP pole

Kimi Raikkonen (centre) took pole position for the Monaco Grand Prix ahead of Ferrari team-mate Sebastian Vettel and Mercedes driver Valtteri Bottas M O NAC O, M ay 2 7 (Agencies): Ferrari driver Kimi Raikkonen took pole position for the Monaco Grand Prix on Saturday, and title contender Lewis Hamilton failed to make the top 10 in a significant blow for Mercedes. Ferrari has been quick all weekend and championship leader Sebastian Vettel starts on the front row alongside teammate Raikkonen. Vettel left it late but pushed Mercedes driver Valtteri Bottas back to third. Red Bull’s Max Verstappen starts fourth. Raikkonen’s last pole was at the French GP as far back as 2008. The 37-

year-old Finnish driver got a leading time of 1 minute, 12.178 seconds — just ahead of Vettel’s 1:12.221. “It doesn’t guarantee anything for tomorrow. Nevertheless, I’ll happily take it,” Raikkonen said. “I was very happy with the car. It was nice, straightforward qualifying.” Hamilton headed into the weekend six points behind Vettel and aiming to move level with Ayrton Senna’s total of 65 pole positions. Instead, the threetime F1 champion could only get the 14th best time. While Vettel and Raikkonen took 1-2 earlier in final practice, Hamilton

was only fifth. His form failed to improve in qualifying, twice wobbling on the track after losing grip on his car. “This weekend has been a bit tricky for us,” said Bottas, who clocked 1:12.223. “It was quite difficult to get a lap together and Lewis also struggled with that. Ferrari had the upper hand in general.” Ve t t e l n a r r o w l y missed out on a 48th career pole. “The car was really nice to drive. I was probably a bit too greedy and wanted a bit too much,” Vettel said. “The bottom line is that it’s a great result for the team.”

However, Taurus came back strongly in the third and fourth quarter to win the match 61-52. The champion team walked home richer with Rs. 50,000, trophy and certificate sponsored by Beshang Chang while the first runner-up, Amplified team fetched Rs. 30,000 along with trophy and certificate sponsored by Abel Sumi. Vikuo Israil of Taurus was named the most valuable player and received Rs. 10,000 sponsored by WTF-The Naga Diner and scooty sponsored by former parliamentary secretary Khriehu Liezietsu.

Earlier, in the 1st semifinal, Taurus defeated Team Dorians by 46-39 while Amplified beat Werewolves 72-60 in the second semifinal. The two losing semifinalists received Rs. 5000 each sponsored by Tinumeren Walling. Altogether 20 teams from Dimapur, Wokha, Kohima and Mokokchung participated in the tournament. Earlier, Mmhonlumo Kikon, in his address as the guest of honour, stressed the need for change in the social, political, governance, accountability, state affairs etc for betterment in Naga

society. He challenged the youth of the state to be an agent of change. He also reminded the thousands of youths gathered that “our people are not inferior to others” and advised to move forward with positive attitude. The closing ceremony was compeered by Akhriebou and Yanpvuo. Special songs were presented by Rugks Ngouri and Virie, welcome address was delivered by organising committee convenor Teisozhavi Theiinuo, while the vote of thanks was proposed by Suncity advisor Paul Rutsa.

China pipped Japan 3-2 in a nail-biting thriller, while South Korea registered an impressive 3-1 victory over Thailand at the Carrara Indoor Sports Stadium. The plan must be implemented before the end of 2017 and envisages a substantial reduction in anti-doping rules violations in Russia. Russian President Vladimir Putin praised the work done by spe-

and Barcelona. For good measure, he also won Madrid for a fifth time, ending a two-year seven-match losing streak against Djokovic in the process. Nadal boasts a sensational career record at Roland Garros - 72 wins and just two defeats, to Djokovic in 2015 and an injuryaffected shock loss to Robin Soderling in 2009. That defeat to the Swede opened the door for Roger Federer to win his only French Open title. However, Federer, at 35, is skipping the French Open to save himself for an assault on an eighth Wimbledon. Djokovic, the defending champion in Paris, and world number one Andy Murray are struggling for form ahead of the tournament which starts Sunday. However, Nadal is desperate to keep a lid on

expectations. “You have to write what you have to do, but I don’t care,” said Nadal when asked about his status as favourite. Nadal has also thrived on hard courts in 2017, reaching his first Slam final in three years when he lost in five sets to Federer in Australia despite being a break to the good in the deciding set. He was a beaten finalist against Federer in Miami while his title triumph in Madrid gave him a recordequalling 30th Masters title to add to his 14 majors. Nadal’s record on clay against the world’s top two is also heavily-weighted in his favour -- 8-2 against Murray (2-0 at Roland Garros) and 10-5 when facing Djokovic (5-1 in Paris). The Spanish star will open his campaign against combustible Frenchman Benoit Paire.

cialists from the IPADC saying that the commission should be in charge of monitoring the implementation of the new national anti-doping plan. The Russian Olympic Committee (ROC) Executive Board approved the establishment of the public antidoping commission late last July. Vitaly Smirnov, who is also an International Olympic Committee’s (IOC) honorary member, was appointed the head of the new body.
