NEW DELHI, MAY 25 (IANS): Asking the media to practise “good journalism”, President Pranab Mukherjee on Thursday said that the Press will be failing in its duty if does not ask questions to those in power. Delivering the second Ramnath Goenka Lecture here, the President said the media should not take the path of least resistance, as it allows the dominant viewpoint to prevail on an issue. He talked about the challenges and opportunities provided by social media and its impact on the traditional media. Mukherjee said the media is considered the fourth pillar of democracy, as it seeks to hold the three other pillars -- executive, legislature and judiciary -- accountable and shapes public opinion. He said that media has the responsibility of ensuring accountability and credibility of information it puts out, and asking questions to those in power is fundamental to democracy. “Press will be failing in its duty if it does not pose (Cont’d on p-8) questions to powers that

ULFA (I) CLAIMS RESPONSIBILITY; Assam on high alert
GUWAHATI, MAY 25 (AGENCIES): One person was killed in an explosion in Dibrugarh district of Assam Thursday ahead of by Prime Minister Narendra Modi’s visit to inaugurate a 9.15 kilometre-long bridge over the Brahmaputra river. The blast took place at a pipeline of Oil India Limited at Dikom in Dibrugarh district. Dikam is located about 80 km away from the DhalaSadiya bridge, which will be inaugurated by Modi on Friday. While the police claimed that the blast took place due to pressure in a pipeline and that there was no involvement of any militants, the anti-talk faction of ULFA militants reportedly claimed re-
sponsibility for the explosion. The banned United Liberation Front of Asom - Independent (ULFA-I) outfit has claimed responsibility for the blast Thursday at an oil pipeline at Dikom village in Dibrugarh district of Assam. A body, which was torn into pieces, was found near the place of blast. Unconfirmed sources have claimed that the body is of ULFA (I) member Palash Asom. In an email sent to media houses, Arunoday Asom, the publicity secretary of the insurgent group, accepted the responsibility for the oil pipeline blast. Meanwhile, security in Guwahati and parts of upper Assam has been tightened ahead of Prime Minister Narendra
Modi’s daylong visit to the state on Friday amid intelligence reports that a separatist outfit may carry out attacks at important installations in the state. Police said intelligence reports have said a team of armed ULFA (I) cadres has entered Assam from Myanmar recently. “It is likely that the ULFA-I is planning attacks to coincide with PM’s visit. Security across Assam including Guwahati has been increased,” Assam’s ADGP Pallab Bhattacharya told journalists. Modi will inaugurate India’s longest bridge connecting Dhola and Sadiya located on the south banks of Brahmaputra. At 9.15km, the bridge is significantly longer than the 5.6km

May to confront Trump over US BCS chairperson calls on Gov leaks of Manchester blast probe L O N D O N, M AY 2 5 (AGENCIES): Britain’s Prime Minister Theresa May plans to confront US President Donald Trump after highly sensitive police photos of the ongoing investigation into the Manchester, England, terrorist attack were leaked to the US media. British security officials reacted with fury to the leaks, with one telling the Financial Times that lives were being put at risk. The BBC also reported on Thursday morning that the police in Manchester had stopped sharing information about the investigation with the US because of the ongoing leaks. Images of the remnants of the backpack used in the bomb attack, evidence of shrapnel, and a possible detonator were all published by The New York Times
along with a layout of where those killed by the blast were standing. The prime minister on Thursday said she would “make clear” to Trump at a NATO meeting that the leaks must stop. “I will make clear to President Trump that intelligence which is shared between our law-enforcement agencies must remain secure,” she said in a statement. The Manchester police chief, Ian Hopkins, said the leaks had caused “distress and upset” to the victims of the attack and their families. “Last night family-liaison officers shared with those families the fact that intelligence had been leaked and published in The New York Times,” he said. “It is absolutely understandable the distress and upset this has caused those
families, who are already suffering as everybody can imagine.” Information leaked to The New York Times included: Photos of the backpack used in the attack, details on how the bomb may have been constructed and detonated, police images of metal nuts and screws apparently propelled by the blast, how the bomb was powered and layout of the blast area and locations of the victims and the bomber’s torso. There have been a series of other leaks from US officials to the media over recent days about the attack. As reported by Business Insider on Tuesday, the bomber’s name, the body count, and the method of detonation all emerged in the US long before being publicly confirmed by the British authorities.
be,” he said. Mukherjee, whose term ends in about two months, said that social media has enabled the powerless to come out of their “imposed silence” but also resulted in cacophony with so many people speaking out. He said “good journalism” sifts and interprets the data and separates facts from what is described as “fake news”. “It ensures accuracy so that public can be better informed,” he said, adding that facts must never be sacrificed. The President said India’s civilisation has always celebrated plurality. Yet again coming out strongly against intolerance, President Pranab Mukherjee on Thursday said people in power across the political spectrum now reach out directly to their audience which often becomes a oneway only communication from the powerful to the less-privileged, pushing the narrative in one direction. Mukherjee said Indian civilisation has always celebrated plurality and promoted tolerance and the country must continue to “throw open the windows for fresh breezes” without
being blown away. Talking about technological advances made in the means of communication, the President said aggregation and algorithms, the multiplicity of choices, have meant that while access to news is unfettered and vast, it has become increasingly, personalized. People now have the choice to read only what they want to and more importantly, only what they agree with. “Inherent in this process of selective sourcing of news, is the danger of people turning a deaf ear to one another, and a refusal to listen to points of view that may differ from our own. This in turn diminishes the room for agreement and can increase intolerance,” the President said. Mukherjee said discussion and dissension are crucial to public debate for decision-making in a vibrant, healthy democracy like India. “There should always be room for the Argumentative Indian but not for the Intolerant Indian. That would be contrary to the spirit of the Constitution of India, to the very idea of India itself,” he said.

NEW DELHI, MAY 25 (AGENCIES): A day after the Madras High Court barred the government from declaring results to the entrance examination to the country’s medical colleges, NEET, the Supreme Court on Thursday declined to entertain a petition that wanted the exam to be cancelled altogether. The Supreme Court, however, pointed that the high court had already stayed the declaration of the results of the National Eligibility-cum-Entrance Test 2017. “If the stay is vacated, you can come. So you mention the case next week,” the top court ruled. The petitioner had alleged that the question paper had leaked in Bihar and the question paper was different across languages, giving aspirants who appeared in some languages an edge. items were left out of the purview of the GST Act. Also, Left-ruled Tripura in a special assembly session approved the Goods and Services Tax (GST) Bill unanimously. Opposition Congress and Trinamool Congress legislators did not oppose the bill. The bill tabled by Tripura Finance Minister Bhanulal Saha on the first day of the three-day special assembly session on Tuesday was passed on Thursday without any discussion. “Passing of the GST Bill was mandatory to roll out the new indirect tax regime in the state along with other states and union territories of the country,” Saha told the house before the bill e was approved by voice vote. The Tripura government on May 12 held a meeting of all legislators and a workshop for the media in Agartala on May 20 to apprise them about the nitty-gritty of the legislation. On April 6, Parliament passed four legislations, paving the way for the rollout of the GST from July 1. Most of the states in the country have already passed the state GST Bill.

Thick forest cover hampering search for missing Su-30 fighter jet
Guwahati, May 25 (IANS): Mountainous terrain and thick forest cover were posing a challenge to several teams, including airborne, searching for the Indian Air Force’s missing Sukhoi-30 fighter jet on Thursday, two days after it disappeared with two pilots close to the China border. The Indian Air Force said the weather was “marginally better” on Thursday, and a C-130 aircraft with electro-optical payload and ALH helicopters of IAF are being utilised for the search mission. However, the terrain and thick forest cover are posing a challenge in the search operations. “Today the weather was marginally better as a result more air effort could be put in. However, the terrain and thick foliage of the search area is a challenge to the ongoing operations,” IAF said in a statement. “Apart from the aerial assets, more personnel were added to the existing four
ground parties of IAF personnel, nine parties of the Indian Army and two parties of the State Administration which are already deployed to search the area,” the statement said. There has been no breakthrough so far. The Su-30 jet with two pilots on board took off from the IAF Tezpur air base, located about 172 km from the India-China border in Arunachal Pradesh around 9.30 a.m. on a routine training mission on May 23. It lost radar and radio contact with the controlling station around 11.10 a.m. near Arunachal Pradesh’s Doulasang area, an area adjoining China, 60 km north of Tezpur. Tezpur is one of the three IAF air bases in the country that host the Sukhois. Last year, a Sukhoi-30MKI crashed near Nagaon town of Assam during a routine sortie. Five CPI-Maoists surrender before the Assam Police GUWAHATI, May 25 (Agencies): On the eve of Prime Minister Narendra Modi’s visit to the state, five CPI-Maoists surrendered before the Assam Police on Thursday. Assam Police additional director general (special branch) Pallab Bhattacharya told TOI that the five extremists, including a woman, led by a wanted Maoist, Moina Dohotiya have come to the police “announcing their decision to join the mainstream with a desire to lead a normal life.” “A few more Maoists are still left and we are trying to bring them to the mainstream,” Bhattacharya said. The left wing extremists are known to use the state as a ‘Red Corridor’ to set up bases in Arunachal Pradesh and connect to the People’s Liberation Army of Manipur, a Left aligned militant group of the state, and is also known to have close links with the anti-talk ULFA-I. According to security sources, the Maoists are also trying to establish bases in Meghalaya with the help of Garo militant groups.
Shillong, May 25 (PTI): Opposition regional parties in Meghalaya - United Democratic Party (UDP) and Hill State Peoples Democratic Party (HSPDP) came together today and formally agreed to field common candidates in at least 36 of the 60 assembly seats in the state in the 2018 polls. The two parties have urged other regional outfits to join their alliance, sources in them said. “We have constituted the UDP-HSPDP coordination committee with legislators from both parties
as members to chalk out on the strategies for the poll,” UDP president Donkupar Roy told reporters here. “We will meet soon and finalise the modalities and also prepare the spadework for the alliance,” he said. UDP and HSPDP have eight and four MLAs respectively. Roy, who is also elected the chairman of the coordination committee, said that HSPDP chief Ardent Basaiawmoit will be the co-chairman of the committee. “At the central executive of HSPDP we found

identity crisis if Hindus from Bangladesh get Indian citizenship and are allowed to stay on in Assam,” said Prafulla Kumar Mahanta, AGP leader and founder of Aasu. Mahanta had taken charge of the state right after the tumultuous period in 1985. This time, Aasu says, there should be no letup in efforts to resolve the “foreigner issue”. Union home minister Rajnath Singh had assured an Aasu delegation in Delhi last month that the spirit of the Assam Accord would not be diluted at any cost. Aasu, however, says the onus for convincing the Centre about the steps to be taken on the issue lies with BJP leaders who have assumed power since taking off from the Aasu platform. “Former Aasu leaders who are heading the government should put in all effort to ensure the porous IndiaBangladesh border is sealed at the earliest to stop the influx of illegal migrants to our state forever,” Lurinjyoti Gogoi said. To ensure this, Aasu has appealed to the Centre and the state government to update the National Register of Citizens (NRC) without any errors. “We want constitutional safeguards for the indigenous tribes and communities. They have faced a persistent threat from immigrants after it was decided in the Assam Accord that foreigners who entered the state between 1951 and 1971 would be absorbed into the state. At this crucial juncture, the Centre’s decision to roll out the red carpet for Bangladeshi Hindus is disappointing,” Gogoi said. He also urged Prime Minister Narendra Modi to facilitate a bilateral treaty with Bangladesh to enable the deportation of illegal immigrants without any diplomatic hurdles.
Students of MLCU interacting with villagers on Thursday.
Dimapur, May 25 (NPN): With the objective to sensitise the rural areas of the East Khasi Hills district about Mental Health, the Department of Counselling Psychology from Martin Luther Christian University (MLCU) organised an awareness programme on Mental Health in Mawbeh Village, Pynursla Block, East Khasi
district on May 25. The awareness programme was held in collaboration with the Indian Council of Medical Research (ICMR) and sponsored by the NSS Unit of MLCU. The students of 2nd semester from MSc Counselling Psychology gave a brief presentation on mental health, touching briefly on the signs to look for mental
illness and measures. A short role play was also performed by the students to bring home the idea that mental health is as important as physical health. After the play, the 30 odd students broke into small groups and had a fruitful interactive session with the villagers about their livelihood and state of living.
UDP, HSPDP to form alliance in Meghalaya
Now is the time to solve foreigners’ issue: AASU
GUWAHATI, May 25 (Agencies): When the BJP-led government came to power in the state last year, many thought the three-decade-old “foreigners’ issue” would finally be resolved. Former leaders of the Assam Agitation were now in power and the BJP government at the Centre seemed committed to arrive at a solution. As the government completes a year in office, the All Assam Students’ Union (Aasu) has raised a clarion call to make the best of the amenable situation and lay the issue to rest. “Indeed, it’s a golden opportunity to end the foreigner problem in Assam once and for all,” said Aasu general secretary Lurinjyoti Gogoi. Between 1979 and 1985, as the anti-foreigner movement raged on, it was Aasu that spearheaded the movement, or Assam Agitation, as it came to be known. The movement ended with the signing of the Assam Accord, which laid down provisions for the “protection” of indigenous people. This would be done in a two-pronged manner - detection and deportation of illegal immigrants, and putting in place constitutional safeguards for indigenous tribes and communities. The Centre’s move to regularize the entry of illegal immigrants belonging to religious minority communities from Bangladesh, Pakistan and Afghanistan had triggered a controversy since it would be in direct contravention of the Assam Accord. While former Aasu leaders who donned saffron are now toeing the RSS line and advocating the move, coalition partner Asom Gana Parishad (AGP) has been opposing the move. “The indigenous people will face a massive

that the alliance would be for the welfare of the people of the state and we as the regional parties have to take it up together,” Basaiawmoit said. Such an alliance is not new for the regional parties in the state and UDP and HSPDP will draw from the past mistakes and work according to the common minimum program of the alliance, Roy said. The
UDP-HSPDP alliance will concentrate in at least 36 seats in the Khasi-Jaintia Hills region, he added. The other 14 seats in the Garo Hills region are understood to have been left to the understanding between the UDP and the National Peoples Party led by Lok Sabha MP Conrad K Sangma. “We are closely associated with the NPP. Although
seat adjustments will be difficult we are also looking for some poll understanding in the Garo Hills region,” Roy said. Asked about the BJPled North East Democratic Alliance (NEDA) of which UDP is a part, he said that NEDA was not a platform for discussing on pre-poll alliances but for discussing issues of common interests for the region.

Analytical vision
xcept those few hundred crore rupees that change hands within the government system each month, there is hardly any financial transaction in the public sector. This is the economic condition of Nagaland. A growing number among the present generation in Nagaland are certain that decades of bureaucratic experiment have continually veered away from long term objectives. Nagaland’s economic development has not kept pace but has slipped back and today the economy has been grounded. The ‘potential’ so much spoken about have come apart when tested and thus, suggest that the impressive policies and visions of the state do not relate with the ground reality. However, that may not be totally correct since the potentials of the people, their land and resources still have very good potential for growth to spur economic progress. On this score, organic farming is the next best option. It is widely practiced in Nagaland which has rich top soil and beneficial climatic condition. Dimapur, Kohima,Tuensang and Mokokchung districts to name a few, are suitable for growing varieties of vegetables and fruits. To achieve the desired physical attributes, adequate research needs to be undertaken to develop fast growing varieties of vegetables to promote export. Since most of the produce are seasonal, fruit preservation has to be thought of in order to preserve the items. For the time being, the potential promise from oil business remains still owing to various problems. Even coal mining is mired in several controversies besides exacting serious damage to the environment. Even in such matters are attempts to woo investments by business houses from outside, the onus fall on the government to lay the carpet or provide whatever incentives or security etc. In the case of promotion of tourism, which is recognized as a viable employment generating activity, the state government has to relate it with the ground reality instead of spending crores of rupees to put up some annual show that ultimately becomes reduced to a showpiece. Unemployment is a serious issue and no sacrifice is enough to ensure that the upcoming generation are not pushed to the sidelines and even compelled to take up unlawful activities. Many youths have been inspired by the economic visions spoken of and seek to be active participants. Imparting skills that are honed in for employment may not be the cure for the ailment. Unless something tangible is done to address this issue, the consequences on society can only be imagined. According to National Mission for Skill Development there is urgent need to train millions with skills as India currently faces a severe shortage of well-trained, skilled workers. The practical aspects of skill development would need to be calibrated towards a symbiotic relationship with education. These two are essential for a larger people’s participation in development. There is also need to ignite the engine of collaborative governance and stewardship, which is the government’s call. In the end, economics at both micro and macro levels, are contexts seen in societies that have latched on the current of economic momentum. The plea of promoting economic development must not lead to creating of a privileged section as this has been self defeating. A realistic approach can only come out if there is honest admission of past failures of policies and visions.
DailyDevotion The Good or The Best? If you take the left, then I will go to the right; or, if you go to the right, then I will go to the left. —Genesis 13:9
As soon as you begin to live the life of faith in God, fascinating and physically gratifying possibilities will open up before you. These things are yours by right, but if you are living the life of faith you will exercise your right to waive your rights, and let God make your choice for you. God sometimes allows you to get into a place of testing where your own welfare would be the appropriate thing to consider, if you were not living the life of faith. But if you are, you will joyfully waive your right and allow God to make your choice for you. This is the discipline God uses to transform the natural into the spiritual through obedience to His voice. Whenever our right becomes the guiding factor of our lives, it dulls our spiritual insight. The greatest enemy of the life of faith in God is not sin, but good choices which are not quite good enough. The good is always the enemy of the best. In this passage, it would seem that the wisest thing in the world for Abram to do would be to choose. It was his right, and the people around him would consider him to be a fool for not choosing. Many of us do not continue to grow spiritually because we prefer to choose on the basis of our rights, instead of relying on God to make the choice for us. We have to learn to walk according to the standard which has its eyes focused on God. And God says to us, as He did to Abram, “…walk before Me…” (Genesis 17:1).

Post-mortem A message to the youth Appeal and suggestions to DC for beautification of Kohima town of Nagaland - Part 2
W
e must ask ourselves: what has Nagaland achieved? E ve r y w h e r e we l o o k around, there is despair and helplessness. Basic necessities like road, water and electricity are a far cry from being realized. We have so many big and beautiful houses, all kinds of the latest cars and gadgets but once you step out of these, your life is nothing short of miserable. Oh yes! We curse the deplorable roads and the government, we curse our representatives and their families but ultimately, the fault lies in us, the public. In exchange for a few dimes, a couple of pegs of adulterated liquor and a plate of the quintessential ‘gahurimangso’, we sell our right to vote. If anyone is to be blamed, it should start with the public. We are solely responsible for the monster that we have created. However, all hope is not lost. I say that for the simple reason because the youth of Nagaland today are more aware of our rights and duties. We are well aware of the fact that there is an unrest among the youth, an uneasy calm ready to burst out anytime soon (for all the obvious reasons!). We are questioning why we cannot have basic facilities like our peers in other states. We are questioning why sportspersons from Nagaland are not making a mark outside, we are questioning why salaries remain unpaid for months, we are questioning why our educational system is deteriorating with each passing day, we are questioning why interior and remote areas of Nagaland are lacking medical facilities and designated doctors, we are questioning how it is that only a few in Nagaland own almost everything. The list is exhaustive. We seek the answer to these questions. Part of that answer will be realized when we start asserting our rights and stop selling our votes. Only then will we begin to see what we seek. It is not that difficult to say: I am responsible for my own future and, responsible towards my own land and people and hence, I shan’t sell my vote. We must break away from this uncultured practice because it is us who will be at the helms of power tomorrow, my brothers and sisters. If we do not safeguard our rights, then rest assured, our land and people will face extinction (No, it is not an exaggeration). We have a responsibility towards our land and people, especially those younger to us because it is us from whom they will learn about life and if we fail to guide them on the right path, we will have failed as a people. We must not be swayed by tribalism and its accompanying ugly colors. We must be that huge rock, unmoved by storm or wind- providing shelter and protection. My dear brothers and sisters, the world is moving forward at a rapid pace. While we, of course, seek to achieve our own personal targets and ambitions in life, we must think and do in such a manner that it does not harm the general interest. There are many around the world who have sold out their own people, lands and resources by using money and muscle power. We very well know that Nagaland is rich in natural and mineral resources, and we should exploit them to bring development and growth to our land but at the same
time, we must be careful not to allow a few individuals or groups/organizations to take sole control of such a system. If that were to happen, we can only expect the worst. We must pursue that model of development in which all sections of society are equally represented and in which it is ensured that the benefits of development reach down to every single individual. Development is not only about tall buildings, skyscrapers or the latest vehicles. It has more to do with the general well-being of society. Development ought to be inclusive and positive. If one has been following the news lately, there are reports of the UAE seeking full flight access to the North East. Also, countries like Japan are eager to tie up with the North East states. Furthermore, the Act East Policy will soon be turning into reality. The North East will soon become the link between Southeast Asia and mainland India. Nagaland is not exempted from this and if we are not ready, that is to say, if we are to continue in this particular condition that we are in, we will be quickly overwhelmed and subdued by outsiders. It is imperative on our part that we start thinking and doing the right thing. We must pull up our socks. The people of Nagaland deserve so much more than this continuing misery. We know what we needright from roads, water, electricity, a well-established educational system, medical institute, technological institute, proper sports infrastructure to, I suppose, just about everything. We cannot remain mute spectators. We are also faced with the enormous problem of IBIs. We must find a solution to this nuisance sooner than later. Our successive state governments have done nothing to find a solution to this IBI menace. The future remains dark. We are also faced with the problem of climate change and environmental degradation in Nagaland. Deforestation in Nagaland is happening on a large scale. Every village council and tribal council must see to it that depletion of forest and forest cover is restricted and regulated. We cannot deny that climate change is one of the biggest challenges we face in contemporary society. We must all make an effort to protect our environment. At least, we owe that much to Nature. Air pollution, especially in Dimapur, is wreaking havoc on the lives of the citizens. We have a multitude of problems confronting us and all of us must make concerted efforts to secure our land and future. The sooner we act, the better it will be. There are forces, within and outside, working each day and every night to destabilize our land and exploit our people. We must remain alert and steadfast at all times. In this regard, it would not be out of place to say that students’ unions have a very crucial role to play. Nagaland is in serious trouble but we must neither give up nor give in and I say so because I, like many, have faith in the youth of Nagaland. Change is coming. It is inevitable. With a little faith, hope and prayer, Nagaland will surely rise bright like the sun that sustains life on earth. God bless our Nagaland! I Longkumer

ith the subject cited above I for one humbly submit this proposal to your esteemed authority for your perusal and necessary action thereof for the welfare/ interest of Kohima district in general and the Kohima in particular on common interest regarding the beautification of Kohima Town as a Smart City which is under contemplation as the first District of Nagaland State. 1. That Sir, way back in 2015, I brought forward such proposals to your previous predecessor for necessary action but could not be accepted due to his less initiative on this issue. I therefore hereby propose the same venture to be taken up by your high authority by giving a standing /strong order so that every resident of our city may kindly be instructed to plant at least 3 nos. of trees (a local species- one cherry, one bogonia (tego local dialect) one silver oack trees) within their residential areas (vicinity) where there are no electric wires which may block their growth in future, and also to nurture them for atleast 2 years so that the city may become flowering tree land (within 2-5 years to avoid a comment from foreign tourists that “Kohima is a beautiful girl without hair” because the old ornamental trees planted duirng the last 4-5 decades have been dying out and now no new plantation is taken place all these years. Also a particular tree by name (sopfüciekhrie in local dialect) may be planted in large number at the major landslide prone/sinking areas as a humble attempt to minimize the occurrence/prevent further as a precautionary measures as being done in China as reported. And once this project is taken up, Kohima Municipal Council (K.M.C) can implement such directives in letter and spirit with the help and co-operation of all the Panchayats in all the 19 Wards of the city but not just free distribution of tree saplings which was a failure venture in the past and also the defaulters may be noted seriously by the concerned authority(s) to be taken up in this ongoing plantation season. And for the success of this venture, the Principal Chief Conservator of Forest and the District Forest Officer, Kohima and his sub-ordinates may kindly be requested to arrange the tree saplings as and when a date is fixed for such major tree plantation day of Kohima City. 2. Provision of Traffic Points with traffic police from 6:00 A.M to 6:00 P.M at the trijunction of High School Areas Kohima (i.e NH-62 joined by Dzüzie link Road or Rüzhükhrie Govt. Higher Secondary School Playground and Road towards IG Stadium/Meriema Village which have become serious accident prone areas to both vehicles and the pedestrians (identification of such spots in the form
of maps/ sketches are attached herewith for early verification and necessary action. This same proposal was given to your previous predecessor with an information to KMC & North Police Station but all those concerned authorities could not materialize their respective action for implementation in the past. This may be kept on top priority as an urgent need of the people in this Kohima City. 3. Kohima city streets even main town areas are narrow enough but parking of vehicles even light vehicles on both sides of the roads/ streets makes them narrower and free passage for vehicular movements cannot be done especially during fire hazards (fire brigades cannot pass through to reach their nearest /furthest destinations in delivering necessary services in times of need. And your kind authority may issue a order to all concerned even the VIPs/ Office-goers henceforth not to block the whole roads in the name of attending their scheduled office timings or functions/ programmes (they have to start early at home to maintain punctuality) and also not allowing any resident to block the main roads even footpath of pedestrians by their building materials /machineries beyond 24 hours failing which the defaulters may be exposed/ penalized by the authority concerned and even by the public. Also the broken materials which are lying on the roadside of the main city after works are done to protect the footpath be immediately removed especially your kind authority may also see that no over-loaded Lorry trucks. 4. To minimize traffic congestion in this city, let the students transportation timing be fixed from 7:30 am to 8:00 amand office-goers transportation timing be from 8:30 am to 9:30 am. 5. Exposing waste materials-loose papers, plastic waste materials, vegetables refuges, plastic bottles , cigarette bedi/ biri waste pockets tobacco pockets used coughing syrub bottles khaini dabas and even pan-chewing spitting marks in town/city areas are unwanted and therefore shopkeepers and even shoppers have to be warned not to indulge in such uncivilized manner and the waste dustbins or throwing away such waste materials here unhealthy habits for which especially the shopkeepers must strictly keep their respective shop adjacent areas at a certain radius even during day time from time to time. To implement this venture in toto, the KMC tax-collectors on parked-vehicles, police personnel in uniform, teachers and students community and even sanitation volunteers from local churches at certain reasons and even other religious groups may kindly take certain steps in the near future to keep the city clean and green against the label of keeping Kohima
Immense contributions of late Imnaonen, Akhoya
I
mnaonen Jamir who worked as general secretary of NNC from 1951-1956 died on April 4, 2017. During his funeral which was held on April 5, two senior citizens, one hailing from Ao community and the other from Angami tribe, in their messages mentioned clearly about the active part of late Imnaonen Jamir played in bringing the Konyak and Phom tribes to the common front of the Nagas fight for independence. It is recorded that the Naga national Council (NNC) on behalf of the Naga people of Nagaland made many fervent appeals to India to return the Independence of Nagaland. But all the appeals spoken or written fell on deaf ears and so stronger appeals had to be made. Therefore, in January 1951 the NNC initiated to the government of India that a voluntary plebiscite on the issue of Naga independence would be taken by the Nagas. Thus, Plebiscite was held all over Nagaland with effect from May 19, 151. All Naga adults
both male and female above the age of fifteen were included in this plebiscite. They were asked to give their thumb impression on either for or against joining the Indian union. While taking this greatest undertaking of the Naga political movement, Naga people from Tuensang and Mon were under a separate administration (NEFA) directly controlled from the center. As such a senior NNC official the general secretary Limaonen Jamir was sent as NNC envoy to the Konyaks. It is said that 9 main Konyak Anghs with armed escort met Imnaonen and his friend Thanwang Konyak of Tamlu, The first educated Konyak, at Ponkong jungles and discussed about joining NNC which took four days and nights. Finally the Angh of Mon as representative of the Konyaks came forward with two Konyak ceremonial daos one of which he handed over to the general secretary, the other he held over a rock with the sharp hedge facing upwards and then he instructed
the general secretary to strike his upturn dao with all his might. The dao held by the Angh chipped off and holding it up the Angh solemnly declared that until the day the broken chipped off portion of the metal grows back to its original shape the Konyak people will be land animals if the NNC is land animal and if NNC is water animal then they will be water animal. This agreement was the final decision of the Konyak and Phom tribes joining the NNC. It is also recorded that under the initiative of Imnaonen Jamir, Konyak and Phom Tribal Council were formed. As such we the Akhoya Students’ Union (ASU) would like to place on record for prosperity the remarkable and immense contribution made by Imnaonen of Akhoya, towards the unification of all Naga tribes to fight for sovereignty and Independence of naga under one umbrella. Temjenwapang, president, ASU & Sashimongba general secretary, ASU
city as the last three clean city out of 420 cities in India surveyed recently conducted by the concerned agency. To this venture and implementation, the KMC CEO, The Angami Public organization (APO), the Angami Gazetted Officers’ Krotho (AGOK), the Angami Students Union (ASU) the Angami Youth Organization (AYO) and the Kohima based tribal organizations (NGOs) and Panchayats should give full cooperation towards the success of preparing Kohima as a “Smart city” as being initiated by Kohima Ao Baptist Arogo in painting all the footbridges and sanitation in the city and also the sanitation works being done by the Phom Baptist Church Kohima, even to the Naga Hospital premises from time to time as prayer walks not just prayer walks. And in spite of exposing the dirtiest areas in the city in my last article published in early 2015, still Kohima Village Gate areas at Mission Compound road; Central Bank building to MK Market, Kohima Local Ground areas. To make the idea clear to all concerned, all the stake-holders- Urban Directorate, Roads & Bridges, BRO/ PWD etc. play their respective role how best this city can be developed. To execute and implement this venture, may I request your kind authority to go round the city once in a week or even to the villages of the district alongwith your forces including KMCs, CEO, respective colony panchayats in city areas and with your subordinates- respective ADCs/ Civil SDOs/EACs as and when situation arises. 6. Local or Regional Taxis should not over-tax the passengers especially during festivals but at certain fixed rates and city buses should move on even with less passengers but not be kept in their stands/stoppages like train boggies in train stations or the NST Buses at their stations waiting for their departure timings but to attend urgent/ emergency cases of their passengers rights are ignored or the way-side passengers/streets are denied of getting proper sitting facility especially the old-aged persons or the children because the more these buses move/ or travel on, the higher they can earn than to take rest for a long time in queue at one station even from economic or commercial point of view. Henceforth only 3 mini buses should be allowed to halt at one mini bus stand not forgetting utilization of minor children as mini bus conductors which is against international child labour law and also allow only ladies to seat on the left side of the Mini buses for their safety. Also unusual vehicle horns or smokes releasing from their vehicle smoke pipes be properly penalized. (To be concluded) Ruovihulie Angami, Rtd. Jt Director of School Education, Senior Citizen Kohima

Sir,
Appeal to district administration Dimapur
This is to bring to you kind attention and the concern authorities like DC office, district administration, DTO/DTA, DDADU etc, that after the Dimapur Auto Drivers are restricted/ not allowed to carry passengers in the front sit, many drivers has increased their fare and started demanding more like Rs. 30 to 4th Mile, and Rs. 40 to 7th Mile and Chumukedima etc. The concerned authorities are therefore requested to clarify whether auto fares in Dimapur has been revised/increased or not. If increased, it is requested to publish in the newspapers and other relevant Medias and made the public aware on the revised fares. If not, the concerned authorities are also requested to clarify through media and also reign in the unruly auto drivers and stern and strict warning and guideline be given. After travelling in the city bumpy and bouncy roads, it has become a harrowing day to argue and squabble with auto drivers every day. If the fares are not increased by the concerned authorities but are charged illegally by the drivers themselves, the public and the student community are the ones who are being robbed everyday. The tribal hohos and students union like DNSU are also requested to look into the matter as it affects the public and the student community in a large way. James Cükhamo, Chumukedima, Ward-1

No talks with separatists for now, says Arun Jaitley
M u ng e r , M ay 2 5 (PTI): A Munger court today awarded death sentence to five Naxalites after convicting them of murder of two CRPF jawans in an ambush during the 2014 Lok Sabha polls in Bihar. Additional Sessions Judge (I) Jyoti Swarup Srivastava also slapped a fine of Rs 25,000 on each of the convicts -- Vipin Mandal, Adhiklal Pandit, Ratu Koda, Wano Koda and Manu Koda. According to the prosecution, about 50 Naxalites ambushed a vehicle carrying CRPF jawans on the Gangta-Lakshmipur road under Kharagapur police station area, killing two jawans and injuring 10 others, in April 2014. The slain jawans were Som Gawda and Ravindra Rai.
Mumbai, May 25 (PTI): Maharashtra Chief Minister Devendra Fadnavis today escaped unhurt after his chopper crash-landed in Latur when the pilot tried to descend because of bad weather, soon after take-off. The helicopter, which had six persons on board including two crew members, got entangled in overhead wires while landing at Nilanga area where the CM had held a programme. “Our helicopter did meet with an accident in Latur but me and my team is absolutely safe and ok. Nothing to worry,” Fadnavis tweeted after the mishap. A senior official of the DGCA (Directorate General of Civil Aviation) said the state government’s Sikorsky helicopter suffered substantial damage in the
accident. After taking-off at around 12 pm today, the pilot observed a variable wind pattern and decided to land. During landing, the helicopter got entangled in wires, the official said, adding that all six persons who were on board are safe and escaped without serious injuries. The authorities spoke to commander of the flight as well as the chief minister. Both informed about the well-being of all occupants, the official said. Fadnavis had gone to Latur in Marathwada for the BJP’s ‘Shivar Samwad Sabha’, a statewide campaign to reach out to farmers. “I am safe. There was a minor accident involving the helicopter. People shouldn’t believe in rumours,” Fadnavis later told mediapersons. The Aircraft Accident
Investigation (AIB) bureau, which comes under the Civil Aviation Ministry, will investigate the mishap. The AIB probes all accidents and serious incidents involving Indian aircraft. “Nobody got hurt. My media advisor Ketan Pathak has suffered minor injuries. With the blessings of 11 crore people of Maharashtra, I am safe,” he told reporters at Nilanga. He added that the pilot too had not been injured seriously. “This is a new helicopter. We will seek information from police on this incident,” the chief minister said. Recently, on a tour to Gadchiroli in Vidarbha region, his helicopter had suffered a technical snag, following which he had travel by road to Nagpur.
‘Unfair to link cow vigilante groups to BJP’ Cong demands White Paper on economy from Modi
New Delhi, May 25 (PTI): It is unfair to link cow vigilante groups to BJP as the party does not back them, Union Minister Nitin Gadkari said today as he stoutly defended the government’s development agenda. In an interview to PTI, the former BJP president said the government was focused on ‘Sabka Saath, Sabka Vikas’ (Together with all, Development for all) and its policies have not discriminated against religious minorities. “Any saffron clad person on television is immediately related to us (BJP) whereas the fact is that we don’t have any relation with that person,” he said. “We don’t support such people.” Gadkari said violence in the name of protecting cows “should not have happened”. “This is not our agenda. Those who are doing this are not our peo-
Nitin Gadkari ple. Those who did it are wrong. We are not with them. Prime Minister had condemned (them)...we all have condemned (such violence). Why then are they being foisted on our name,” he said. Stating that it was not fair to link such groups with the BJP, he alleged that the move was part of a Left campaign to malign the party and project it as antiminority and anti- Dalit. Certain sections of ‘Gau rakshaks’ (cow protectors) have reportedly stopped vehicles, beaten people, ex-

torted money and in some cases stolen animals -- all in the name of protecting cows. This has inflamed tensions, risking undermining Prime Minister Narendra Modi’s efforts to focus on economic advancement. Some foreign commentators have linked the rise in cow- related violence, alcohol bans and ‘anti-Romeo’ police squads supposedly aimed at protecting a woman’s honour as signs of rising political risk in Asia’s thirdlargest economy. “BJP, VHP, Sangh (parivar) and our government do not support such elements,” Gadkari said, adding that the party was, however, against cow slaughter. It a matter of belief, he said, adding that he himself uses ‘gomutra ark’ or cow urine for therapeutic purposes. He said such incidents of violence had happened in the past as well during Samajwadi Party and Congress rules.
NEW DELHI, MAY 25 (IANS): In a scathing attack, the Congress on Thursday said the Modi government’s three years in power were full of “distractions, propaganda, falsification of facts, intoleranace, manufacturing of numbers and betrayal” and demanded a White Paper on the economy. “It is a struggling and gasping economy. Firstly, on the Gross Domestic Product numbers, they changed the old methodology and thus there is a difference of two per cent. There is no economic growth. It is a flat growth,” Congress Spokesperson Anand Sharma told media while dwelling on ‘the failure of three years of BJP government at the Centre’. “We demand, and we challenge, Prime Minister Narendra Modi and Finance Minister Arun Jaitley as they celebrate the looting of the treasury to build a
Anand Sharma personality cult around one man to publish tomorrow (Friday) GDP numbers for the last 10 years, both as per the old and the new methodology.” Sharma said it will help reveal the truth and reveal that what they (government) are saying is false. Taking on the Bharatiya Janata Party on its 2014 poll promise of generating two crore jobs every year if it came to power at the Centre, the Congress leader
said the government should also make public the names, addresses and vocations of Indians who have been provided jobs in the three years of the National Democratic Alliance government so far. Sharma said the government was embarking on a propaganda and publicity blitz -- a hallmark of the Modi government. “Three years of this government is also marked by insults to political opponents, false claims and betrayal,” the Congress leader said. He said there are also serious concerns on the internal security of the country. “Our security is under grave threat. Modi’s Pakistan policy has been a diplomatic disaster and we have asked him to have a
clear roadmap on Pakistan. But there is no roadmap,” said Sharma. “When our Prime Minister goes to other countries, or when a Prime Minister of another country comes here, he is given a Guard of Honour. But when Modi went to Lahore in December 2015, the chiefs of Pakistan Army, Navy and Air Force did not offer him a Guard of Honour,” Sharma said. “He became the first Indian Prime Minister not to be given a Guard of Honour. But he is unapologetic since he is carried away by the propaganda of his party, his government and the ministers, most of whom are rubber stamps and have nothing much to do,” the Congress leader added.

Islamabad/Wagah Border, May 25 (PTI): An Indian woman, who said she was forced to marry a Pakistani man at gun point, today returned to India via the Wagah Broder, days after she took refuge at the Indian High Commisssion in Islamabad. Uzma Ahmad, who is in her early 20s and hails from New Delhi, was allowed by the Islamabad High Court yesterday to return home after she filed a plea with the court. Uzma was provided security by the Pakistani police till the Wagah Border crossing, and she touched the ground after crossing into the Indian territory. Yesterday, the high court had allowed Uzma to return home and even handed over her original immigration papers, which her husband Tahir Ali had submitted to the court on Tuesday. Uzma had petitioned the court on May 12 requesting it to allow her to return home urgently as her daughter from her first marriage in India suffered from thalassemia - a blood disorder characterised by abnormal hemoglobin production. Ali had petitioned the court, requesting that he be allowed to meet his wife. A single bench of Justice Mohsin Akhtar Kayani heard both the petitions and after hearing their arguments, he allowed Uzma to return to India.

New Delhi, May 25 (IANS): New Defence Secretary Sanjay Mitra took charge on Thursday, succeeding G. Mohan Kumar. Mitra, a 1982 batch IAS officer of the West Bengal cadre, was announced as the new Defence Secretary on May 10. Mitra, who was the Road and Transport Secretary, was appointed as Officer on Special duty in the Defence Ministry on May 10 and took over as the Defence Secretary on completion of the tenure of incumbent secretary G. Mohan Kumar. He will have a fixed two-year tenure. Mitra, who is from Delhi, has served as the Chief Secretary in West Bengal and also served as Joint Secretary in the Prime Minister’s Office of Manmohan Singh from November 2004 to July 2011. A post-graduate in Physics and Economics, Mitra also did his Mason Fellowship at the John F. Kennedy School of Government, Harvard University, US, in 1995-96.
tying up a Kashmiri man to an army jeep in Budgam as a shield against stone pelters. Gogoi has been awarded the Army Chief ’s Commendation Card for sustained efforts in counter insurgency operations. “To deal with a situation of this kind (stone pelting), subsequent political or media reactions can’t determine the military strategy. That has to be decided by the officer on the spot. If we are going to cripple our military officers in deciding as to what kind of strategy they must adopt at a given moment then I think we are playing with national security,” Jaitley said. A video, shot on April 9 during the Srinagar bypolls held amid violent incidents, showed a man, later identified as Farooq Ahmad Dar, being tied to the bonnet of an army jeep in Badgam
of Jammu and Kashmir to ward off stone pelters. The video went viral on social media and created an uproar. An FIR was registered by the Jammu and Kashmir police against the security forces. On April 15, the Army constituted a court of inquiry in the incident, and its final report is pending. Defending Gogoi, Jaitley said the officer had the responsibility to save the lives of Election Commission officials and Indo-Tibetan Border Police officials as well as the crowd that had gathered. “Now this officer uses his common sense at that stage and he manages to escape. How should a military officer deal with a situation of this kind? It was his duty to rescue the Election Commission officials and the ITBP,” Jaitley said. “Should he have fired at the crowd? Was that a preferred option? Should he have created a stampede? Was that a preferred option? He used his discretion in the larger national interest in order to defuse the situation without causing any loss of life and property,” he said. “I don’t think the officer really can be faulted for that. The other options would have been far worse,” he added.
NEW DELHI, MAY 25 (AGENCIES): A special CBI court on Thursday ordered BJP leaders LK Advani, Uma Bharti and Murli Manohar Joshi to appear before it on May 30 in the Babri Masjid demolition case. The special CBI court last week began day-to-day hearings in the case, to examine whether these BJP leaders had a role in an alleged conspiracy to raze the Masjid in Ayodhya on December 6, 1992. As per an earlier court order, Advani, Bharti and Joshi were asked to be present in court when charges are framed against them. And because they’ve been asked to appear May 30, it’s likely the special court will frame charges against them on that day. Last month, the Supreme Court restored conspiracy charges against the leaders in the case. It directed that former deputy prime minister Advani, Union minister Bharti and BJP veteran Joshi will face trial on conspiracy charges. It also transferred their case from Raebareli to Lucknow. Two FIRs were lodged in the case. The second FIR named Advani, Joshi and 13 others for inciting a demolition mob through their speeches.

New Delhi, May 25 (IANS): Defence Minister Arun Jaitley on Thursday ruled out any talks with the separatists in Jammu and Kashmir, at least for now. “In this current atmosphere of violence, we will not hold talks with separatists who are instigating violence. Not for now,” he told TimesNow news channel. Jaitley said the government will definitely talk to the people of Kashmir and would like to address their grievances. Asked if this included Hurriyat, he said, “I am not saying that.” Jaitley also said the NDA government would neither compromise with separatists nor with terrorists. “As per as my views are concerned or of the government we will not compromise with the separatists. We will not compromise with terrorists. But as far as the average people of Jammu and Kashmir are concerned we want them to be on our side because they are also suffering from terrorism and violence,” Jaitley said. “They must realise that their day-to-day life is disrupted by these kinds of elements,” he said. He tried to convince that gold import was not as bad as was perceived to be when asked why government should offer low tax on gold which is an idle asset and contribute a lot for current account deficit. “According to a 201415 report of PWC, value addition in gold is to the tune of USD 30 billion with a lot more scope. Not in race for another term: Pranab Mukherjee
New Delhi, May 25 (IANS): President Pranab Mukherjee on Thursday probably gave enough hints that he may not be in the race for another term in Rashtrapati Bhavan. “I have exactly two months to go. July 25, a new President will assume office. I am sending back officials who have worked with me, back to their ministries and departments. One has gone to the Commerce Ministry, two to the Ministry of External Affairs,” he said. The President was speaking at a farewell tea organised for the media by President’s Secretary Omita Paul for his Press Secretary Venu Rajamony, a career diplomat who has been appointed the Ambassador to The Netherlands. Rajamony will assume his new office in The Hague early next month. Mukherjee’s remarks assume significance in the context of the ongoing hectic political activities centred around a candidate for the President’s election slated in July. The Congress-led Opposition has given enough

indications that it will not be averse to a second term for Mukherjee if the government is acceptable to it. But the ruling dispensation has not given any hints about who it has in mind for the top post. Congress President Sonia Gandhi is hosting a lunch for Opposition leaders here on Friday as part of efforts to arrive at a consensus over the Opposition candidate. Trinamool Congress, whose leader Mamata Banerjee has also been invited for the lunch and has met Gandhi recently, is known to be okay with another term for Mukherjee. In his remarks, Mukher-
jee said after a hectic political life he had been wondering whether he would fit into the President’s post where the incumbent has to work under Constitutional rules. In her speech, Paul described Rajamony as an excellent communicator and complimented him for a good job of putting across the President and Rashtrapati Bhavan activities to the people through the media. Senior journalist Sachidananda Murthy praised Rajamony’s role in the Rashtrapati Bhavan, saying he broke new grounds. Rajamony had also contributed to making the Rashtrapati Bhavan library one of the best in the city. Thanking the President for the opportunity provided to him, Rajamony said he had worked with Mukherjee for two years in the Finance Ministry before his election as President and nearly five years in the Rashtrapati Bhavan, and that had given him wonderful insight into Mukherjee as a public functionary, who the outside world called a “walking encylopedia”.

BJP workers, police clash across Kolkata
Police baton charge BJP activists during their proposed rally ‘March to Lalbazar (Kolkata police headquarters)’, to press for their various demands, in Kolkata on Thursday. (PTI)
Ko l k ata , M ay 2 5 (PTI): BJP workers today clashed with the police at different places in the metropolis during their march to the police headquarters demanding the arrest of “corrupt” TMC leaders, prompting the force to use teargas shells, water canons, and batons to disperse them. BJP general secretary Kailash Vijayvargiya, state chief Dilip Ghosh and party Rajya Sabha MP Roopa Ganguly were among those detained by the law enforcement officials during the
protests. Several parts of the city witnessed pitched battles as BJP workers tried to break through barricades, with police using force to disperse them, two days after similar scenes were witnessed during a left-sponsored rally. A police vehicle was set on fire on B B Ganguly street while some police vehicles were damaged, allegedly by BJP workers, on Central Avenue and Bentinck street. The saffron party’s workers, led by Ghosh, marched towards the city
police headquarters at Lalbazar in the central part of the city, but were stopped by the police on Brabourne road near their destination. The protestors then tried to break the barricades put up on the road, forcing the police to use force. On nearby Phears Lane, the police resorted to a baton charge to disperse BJP activists led by Vijayvargiya, as they too tried to break barricades put up there. Bentinck street, close to the Lalbazar headquarters, also saw violence unfold as
the agitators hurled stones and glass bottles at the police and got lathi charged by them. BJP national secretary Rahul Sinha and MP Roopa Ganguly led the march in the Bentinck street area. A huge police contingent was deployed at different points across the metropolis in view of the BJP’s programme. Ganguly said that they wanted to go to the police headquarters to submit a deputation demanding arrest of “corrupt” TMC leaders and over alleged “lawlessnesses” in the state. “Why was such a huge police deployment made to stop us?” she wanted to know. Some passengers of the Metro Rail complained that the police entered the underground Central Station and beat them up. A senior Metro officer said their complaints would be looked into. Mediapersons covering the agitation were given yellow jackets to wear by the police. This was to identify them easily so that the incidents of May 22, in which journalists were beaten up by the law-enforcers during the left-sponsored march to state secretariat, would not recur.
Govt keeping close watch to Man killed, 4 women gang-raped in UP J& K human rights body to hear human shield case check terror funding in Kashmir Srinagar, May 25 (PTI): The Jammu and Kashmir State Human Rights Commission (SHRC) will hear a petition next month relating to a man who was tied to an Army vehicle and paraded around villages in the Budgam district of central Kashmir. The International Forum for Justice and Human Rights Jammu and Kashmir (IFJHRJK) has filed a petition in the SHRC against the April 9 incident, which is scheduled to be heard on June 5, IFJHRJK chairman M Ahsan Untoo told PTI here. “We filed a petition on April 17 which was admitted by the SHRC and it subsequently served a notice to the Senior Superintendent of Police, Budgam,” he said. The police
officer had submitted a detailed report along with testimonies of seven witnesses on April 27, confirming that Farooq Ahmad Dar had been used as a “human shield” by the Army, Untoo said. Dar had undergone a medical checkup at the Government Psychiatric Diseases Hospital here and the doctors confirmed that he had developed “psychological problems” following the incident, Untoo said. “SHRC has set June 5 as the date for hearing of the case,” he added. Following fresh developments in the case, he said two more petitions were filed by the group with the SHRC yesterday pertaining to the statement of Major Leetul Gogoi of 53 Rashtriya Rifles, who was re-
cently commended by the Army, and three national news channels for “deliberately defaming” Dar. “We are expecting the two petitions to be clubbed with the original petition and taken up for hearing on June 5 as well,” Untoo said. He questioned the statement of the Army officer defending his action a day after he was honoured. “The case is sub judice and the statement of the Army officer violates rules,” he said. Three electronic media outlets had prefixed the phrase “stone pelter” to Dar’s name, which was a “deliberate attempt to defame his image and support the statement of the perpetrator of the crime, who claimed that Dar was the ringleader of stone-pelting protesters”, he said.
New Delhi, May 25 (PTI): The Centre today said it is keeping a close watch on illegal flow of funds to fuel militancy in Jammu and Kashmir and action is being taken by security agencies in such instances. “All terror related incidents, including terror funding, are being monitored by the agencies. Appropriate action is also being taken,” spokesperson in the Home Ministr y Ashok Prasad told reporters here. He was replying to a question on Pakistan’s continuous attempts to fund militancy in Jammu and Kashmir. Prasad said the state police along with the central paramilitary forces is trying to bring back normalcy in Jammu and Kash-
mir, which has been hit by unrest. “All efforts are being made to bring back normalcy. The central government is providing all help to the state government,” he said. According to an estimate of the National Investigation Agency (NIA), Pakistan-based ter ror groups finance terrorism in Jammu and Kashmir by generating millions in donations through their charity organisations. Falah-e-Insaniat Foundation (FIF), a charity run by terror outfits Jamaat-ud-Dawa (JuD) and Lashkar-e-Taiba (LeT), and Al Rehmat Trust, backed by another terrorists group Jaish-e- Mohammed (JeM), have been supporting terrorists and funding terrorism in Kashmir.
Noida, May 25 (IANS): A scrap dealer was killed and his mother, wife, sister and sister-in-law raped by a group of armed men who waylaid their car and also looted the family, near Jewar on the Yamuna Expressway in Uttar Pradesh early on Thursday, police said. The incident occurred some 60 km from here on Jewar at around 1.30 a.m. Eight members, including four women, of a Greater Noida-based family were headed to Bulandshahr to visit an ailing relative in a hospital there. According to the victims, six armed men forced the car, an Eeco van, to stop by shooting at its tyres near Sabota village in Jewar. The armed men took turns to rape the women at gun point in a nearby
field. When scrap dealer Shakeel Qureshi, 40, put up a resistance, the men shot him dead. The victims were also looted of their valuables, mobile phones and Rs 47,000 cash, police said. The Uttar Pradesh government has handed over probe in the matter to the Special Task Force (STF) of UP Police. “They raped the women and tied up the three other persons, including the driver, in the Eeco van. They escaped into a forested area after they saw a police vehicle moving on the road,” Shafiq, one of the victims, said. “We have constituted teams, including four teams of Special Task Force (STF) of Uttar Pradesh police to nab the
accused persons. The women have been sent for medical examination. The teams are trying to identify the accused,” Senior Superintendent of policeGautambudh Nagar, Love Kumar told IANS. The officer said, the men first threw nails on the road but when it did not puncture the car tyres, they fired a bullet at the tyres. A police officer said they are trying to make sketches of the accused. Due to the darkness the victims managed to see the faces of only two of the accused clearly. A massive hunt has been launched in the forest area where the accused escaped. Police registered a case of dacoity with murder (396) and gang rape (376D) under IPC sections.

DIMAPUR: Drawing attention to scarcity of government higher secondary schools and colleges in Dimapur, the Dimapur Sumi Students Union (DSSU) has appealed the government and concerned education department to establish additional GHSS and colleges in Dimapur on priority. A press note by DSSU president, Tovika K Chishi and general secretary Steve Chophy while pointing out that Dimapur serve as educational hub for students from all districts of the state but with only two government run institutions, students were facing hardships. DSSU pointed out that government institution whose purpose was also to serve the many needy students from poor financial background, does not have accommodations for those section of students even with aggregate pass percentage/marks. DSSU therefore appealed to the state government and the concerned departments to seriously look into the issue with urgency for establishing additional govt hr. secondary schools and colleges to cater to the growing needs of the students.

The conference would be held under the theme “Amelioration” with hosts of politicians from the centre, state and Arunachal Pradesh. Informing this in a press briefing, convener organizing committee Kelhouneizo Yhome said the theme was chosen having felt there was a social breakdown in the Naga society and said it was a challenge for NSF as an intellectual organization to refine and bring unity, people together as one family. He said parliamentary secretary of CAWD and Taxes, Dr. Benjongliba Aier will be the introductory guest on May 30, wherein there would be an introduction of all the aspiring candidates for 2017-19. It has also been informed that intending candidates would deliver speechs about their aspiration in joining the federation. Highlighting the programme sequence, Yhome said a brain storming session would be held where NSF failures and achievements would be discussed threadbare, followed by action-plan. The convener also informed that Nagaland –Assam border issue were yet to be resolved and Tsürangkong range also border Assam. US sends Navy warship to SCS; Beijing protests
WA S H I N G TO N / B E I JING, MAY 25 (PTI): The US has sent a navy warship near an artificial island in the disputed South China Sea as part of the first “freedom of navigation” operation under President Donald Trump, prompting the Chinese government to say that the “provocative action” violated its sovereignty. The guided-missile destroyer, USS Dewey, conducted a patrol within 20 kilometres of Mischeef Reef, part of the Spratly Islands over which several countries, including China, have competing claims. The exercise is the first since October and comes after friendly exchanges between the US and China to settle trade issues and vows to cooperate to contain the nuclear programme of North Korea, a Chinese ally. Pentagon spokesman Jeff Davis said, “We operate in the Asia-Pacific region on a daily basis, including in the South China Sea. We operate in accordance with international law.” The patrols are “not about any one country, or any one body of water,” he

told the Wall Street Journal. But China reacted promptly to the action saying the US warship had entered the South China Sea “without permission”. “The relevant action taken by the US vessel undermines China’s sovereignty and security interests,” foreign ministry spokesman Lu Kang told reporters. “We urge the US to correct this mistake,” he said. “Stop taking further provocative actions that hurt China’s sovereignty and maritime interests, so as to avoid hurting peace and security of the region
and long-term cooperation between the two countries.” In another report, to American news website The Hill reported that the “freedom of navigation” operation was a signal intended by the US to assert its intention to keep critical sea lanes open. “In conducting the freedom of navigation patrol, President Trump is likely to anger China at a time when the US is seeking increased cooperation with the country to help rein in North Korea,” it said. China claims almost all of the South China Sea.
But Taiwan, the Philippines, Brunei, Malaysia, and Vietnam have rival claims over the region. A Pentagon official said, however, said that since 1979, the freedom of navigation programme has demonstrated non-acquiescence to excessive maritime claims by coastal states all around the world. It includes consultations and representation by American diplomats and operational activities by the US military forces. In February USS Carl Vinson Strike Group arrived in South China Sea but did not conduct Freedom of Navigation Operations (FONOPS) against Chinese maritime claims around its artificial-island bases in the Spratly and Paracel islands. Early this month, Pentagon spokesman Davis told foreign journalist that the FONOPS is a “routine activity” carried out by the US around the world. “We did it last year, freedom of navigation assertions against 22 different countries all over the world. Many of those countries are friends and allies,” he said.
Man stoned to death in Pak LAHORE, MAY 25 (PTI): A 43-year-old man in Punjab province has been stoned to death, in an apparent case of honour killing, according to a media report today. A passerby spotted the body with multiple injuries lying around a pile of stones under a bridge in Ghourgushti area in Taxila. He informed the police, who later shifted the body to a nearby hospital. During the postmortem, the doctors recovered a stone from his neck, The Nation reported. The man has been identified as Aurangzaib, a native of Mian Dehri village of Ghazi town. The evidence collected from the crime scene indicate it to be a case of honour killing, the report quoted a police official as saying. Sub-divisional police officer Raja Fayyazul Haq confirmed that the man was stoned to death. More details into the case are awaited. Honour killing is a menace still prevalent in many parts of Pakistan. Pakistan’s National Assembly in October last year passed a much-anticipated new law that mandates a minimum 25-year prison sentence for anyone convicted of carrying out an honour killing.

4 arrested for Moscow terror plot M O S C OW, M AY 2 5 (IANS): Russian security forces have arrested four men allegedly linked to the Islamic State (IS) terror organisation and suspected of planning a series of terror attacks on Moscow’s transport system, authorities said on Thursday. According to a statement by the Federal Security Service (FSB, formerly KGB), four men, including citizens of Russia and of unspecified Central Asian countries, were plotting to use homemade explosive devices to attack Moscow’s public transportation infrastructure on the orders of IS leaders in Syria. “The terrorists planned to travel to Syria after committing a sabotage and terrorist attack,” the FSB said. The agency said a bomb-making laboratory and several explosives were found during the raid that led to the four suspects’ arrest, Efe news reported. It added that extremist literature, automatic firearms, ammunition and hand grenades were also found over the course of the arrest. On April 3, a suicide bomber detonated an improvised explosive hidden in his briefcase in St. Petersburg’s metro, killing 15 people and injuring at least 45 others.

COLOMBO, MAY 25 (AFP): A controversial Sri Lankan Buddhist monk linked to a wave of hate attacks targeting the country’s Muslim minority has gone into hiding, his party and police said today. Galagodaatte Gnanasara’s Buddhist Force party said the monk, who is wanted in connection with recent arson attacks against mosques and Muslim-owned businesses, had feared he could be assassinated. “The monk is at a secret location,” Buddhist Force (BBS) spokesman Dilantha Vithanage told reporters in Colombo. “We have told him not to venture out as he could be assassinated after he is arrested.” The party denies orchestrating the attacks against Muslims, who account for just 10 percent of the country’s 21 million people but are a formidable political force. Police sources said they were keen to interview Gnanasara after receiving more than a dozen complaints of hate speech against him.

taking a priest and his worshippers hostage and sealing off much of the city. The violence forced thousands to flee and raised fears of growing extremism in the country. Around 20 people have died in the fighting, including 13 militants and five soldiers, said Lt. Col. Jo-ar Herrera, a military spokesman. President Rodrigo Duterte said a local police chief was stopped at a militant checkpoint and beheaded. It was not immediately
Chancellor Angela Merkel in front of 70,000 people at a spot where the Berlin wall once stood, Obama spent 90 minutes talking about international and U.S. issues without once mentioning his successor Donald Trump. But in what appeared to be a reference to Trump’s vow to build a wall along the border with Mexico to keep out illegal immigrants and drugs, Obama said the world was shrinking due to globalisation and technology. It was not possible to stay isolated from troubles abroad, he said. “If there are disruptions in these countries, if there is bad governance, if there is war or if there is poverty, in this new world that we live in we can’t isolate ourselves,” Obama said.

MARAWI CITY (PHILIPPINES), MAY 25 (AGENCIES): Backed by tanks and helicopters, Philippine government forces launched “precision attacks” Thursday to clear militants linked to the Islamic State group from a city that has been under siege since a failed raid to capture a militant on the U.S. list of most-wanted terrorists. Militants have torn through the streets of Marawi since Tuesday night, torching buildings,
BERLIN, MAY 25 (AGENCIES): Former U.S. President Barack Obama received a rockstar welcome in Berlin as he appeared at a public debate on Thursday with Chancellor Angela Merkel, whom he praised as one of his “favorite partners” during his presidency. Security was tight in front of the German capital’s iconic Brandenburg Gate, where Obama and Merkel appeared on a podium before thousands of people attending a gathering marking the 500th anniversary of the Protestant Reformation. Barack Obama told the audience that prosperous nations could not “hide behind a wall” to shield themselves from the turmoil and poverty afflicting other countries. Speaking in a panel discussion on democracy with German
spokesman Lu Kang told a media briefing that the ESCAP did not issue any specific report on the CPEC but on the BRI. CPEC is the flagship project of the BRI. “As for whether the CPEC passes through the controversial territory, I have said many times that the CPEC is an economic initiative and it will not affect our position on the Kashmir issue,” Lu said. “I have seen the Indian media reporting on this but we have not read the full text,” Lu said, adding that “all parties” who attended the just concluded 73rd session of ESCAP in Bangkok spoke highly of the BRI and

clear whether civilians were among the dead. “At night we can hear the gunfire,” said Mohammad Usman, who watched from his home just outside Marawi as thousands of residents streamed out of the city. “I’m just praying that the bullets will not find their way to my house and hit us. I hope that the bombs will not land nearby and harm us.” Duterte imposed 60 days of martial law Tuesday on the island of Mindanao, which encompasses the southern third of the nation and is home to 22 million people. Marawi has a population of around 200,000. Duterte warned he may expand martial law nationwide, an unnerving development for many in the Philippines who lived through the rule of Ferdinand Marcos. Marcos declared martial law in 1972 and used it to maintain his grip on power for more than a decade.
BEIJING, MAY 25 (PTI): China today played down a UN report that cautioned that the USD 50 billion China-Pakistan Economic Corridor could ignite “geopolitical” tensions with India, saying it is an economic project and will not affect Beijing’s stand on the Kashmir issue. In an exhaustive report on China’s Belt and Road Initiative (BRI), the UN’s Economic and Social Commission for Asia and the Pacific (ESCAP) said, “the dispute over Kashmir is also of concern, since the crossing of the CPEC in the region might create geo-political tension with India and ignite further political instability”. Asked for his comments on the report which also warned Beijing that the China-Pakistan Economic Corridor (CPEC) could also fuel the separatist movement in Pakistan’s Balochistan, Chinese Foreign Ministry

Man United win Europa League
Manchester United players celebrate with the Europa League trophy.
BCCI invites applicants for coach NEW DELHI, May 25 (Agencies): The Board of Control for Cricket in India (BCCI) announced Thursday that it will begin the process for new applicants for the position of head coach of the Indians men’s cricket team, with Anil Kumble a direct entrant into the process by virtue of being the current coach. Kumble’s tenure expires following the conclusion of the ICC Champions Trophy which runs from June 1 to 18. According to reports, the board is apparently miffed with Kumble’s demand for a massive hike in central contracts for players and his own salary. In a media release, the BCCI stated that it was calling upon interested candidates for the position of head coach of the men’s team and that to “ensure a fair and completely transparent process” a nominee of the Committee of Administrators will oversee the process of selecting the best candidate along with the Cricket Advisory Committee.

L o n do n, M ay 2 5 (Agencies): Wayne Rooney has been left out of Gareth Southgate’s latest England squad, but Kieran Trippier is included. England’s record goalscorer misses out, as expected, on a 25-man group for a June 10 World Cup Qualifier in Scotland and a friendly against France three days later. Southgate did not select Rooney in his last squad and warned at the time the captain would find it hard to regain his spot unless he was playing “regularly in the biggest possible matches”. Tottenham right-back Trippier is the one new face in the squad, but uncapped Ben Gibson retains his place after his late call-up for March’s win over Lithuania and West Ham’s Aaron Cresswell is also included. Jermain Defoe, a scorer against Lithuania on his return to the side, keeps his place as one of four strikers while goalkeeper Jack Butland is back after injury.

Trafford with Champions League football secured after United could only manage a sixth-place finish in the Premier League. United, wearing all blue as they did in winning the 1968 European Cup final, made an imposing start, with Pogba whistling a shot wide of the near post within the first minute. Pogba, who first came to United at the age of 16 before leaving for Juventus, put his side ahead with a hopeful low shot from the edge of the area that was
sent looping past Onana in the Ajax goal thanks to a huge deflection from Davinson Sanchez. Ajax, fielding the youngest starting lineup in a European final, were expected to make a quick start as they did in their 4-1 win over Olympique Lyonnais in their semi-final first leg. Instead the Dutch side were fenced in by United, nullified by Marouane Fellaini and man of the match Ander Herrera in the middle and stretched by Rashford’s darting runs. They were given no time to settle in the second half as Mkhitaryan leapt to knock Chris Smalling’s knockdown from a corner into the roof of the net after 48 minutes. Ajax hogged the ball for the rest of the match but rarely looked like getting past United, who saw the game out to preserve Mourinho’s 100 percent record in European finals and deliver the continental trophy missing from their collection.
