New Industrial Package for NE soon: Nirmala NEW DELHI, MAY 21 (AGENCIES): A draft Cabinet note proposing a new industrial package for the Northeast is being readied for circulation, Union Minister of State for Commerce and Industry Nirmala Sitharaman said today. Addressing a press conference today, the Union Minister said the new policy would be more effective and robust. Currently the NITI Aayog and the Department of Industrial Policy and Promotion are engaged in giving it a final shape, she said, adding, a note would then be drafted and circulated among members before being approved by the Cabinet. As reported, the North East Industrial and Investment Promotion Policy (NEIIPP) had come under cloud after the Centre, vide a notification in December 2014, had suspended registration of new units. It meant no new units, registered postDecember 1, 2014, would be eligible for enjoying the benefits under NEIIPP. The Centre had sited fund crunch as the reason behind taking that decision. Though the Centre later re-introduced the policy, many of the incentives under the policy had been diluted.

Japan to invite 25 people from Manipur and Nagaland to visit country: Kenji Correspondent/Agencies
IMPHAL/GUWAHATI, MAY 21: Japan’s Ambassador to India, Kenji Hiramatsu, who was on a state visit to Manipur to attend the 73rd anniversary commemoration of the Battle of Imphal (WWII), informed that the Japanese government would be inviting at least 25 persons from Manipur and Nagaland to visit Japan as part of the ‘people to people’ contact programme. Stressing on the need to build stronger ties with states like Manipur and Nagaland, Hiramatsu also sought the cooperation of the people in finding out the places where bodies of the World War II soldiers were buried. He said the battle of Imphal and Kohima was the most fearsome battle fought during the World War II where over 70000 Japanese soldiers laid down their lives. For this, he said the Japanese government has taken the initiative to locate the bodies of those soldiers buried at various places. The Ambassador also (Cont’d on p-8) informed about Japan’s de-

EPAN calls for protecting Govt will find permanent solution to ‘We don’t support state funding special provision- Art. 371 A Kashmir issue, says Rajnath Singh of polls: ECI tells Parl panel DIMAPUR, MAY 21 (NPN): Ex-Parliamentarians Association of Nagaland (EPAN) has resolved that the people of Nagaland should uphold and protect the special provision as guaranteed under Article 371 (A) in letter and spirit. This was one of the resolutions adopted by the association during the workshop on ULB vis-à-vis Art.371 (A) held at the Capital Convention Centre, Kohima May 20, 2017. The ex- parliamentarians noted that Nagaland was the only state in India that was established through a political agreement known as the sixteen point agreement and Article 371 (A) of the Constitution of India, a special provision for the people of Nagaland, was the foundation upon which the statehood was based. They expressed the view that the people of Nagaland should have a common view/interpretation of the rights as guaranteed under Article 371 (A) of the Constitution of India. The ex-parliamentarians maintained that any divergent views amongst the people of Nagaland would have far reaching consequences upon the future generations. “We therefore call upon the state government to constitute a consultative committee on ULB vis-à-vis Art.371 (A) which shall have consultations with all the stake holders starting from the village level and to organize workshops/seminars in all the districts and submit its final report to the state government,” they stated. Meanwhile, the ex-parliamentarians have expressed appreciations to the state government and resource persons for making the workshop a grand success.
Pelling (Sikkim), May 21(PTI): Amidst the ongoing unrest in Jammu and Kashmir, Home Minister Rajnath Singh said on Sunday that the NDA government would find a permanent solution to the Kashmir issue. Addressing a public reception in this western part of the tiny Himalayan state, Singh said Pakistan had been trying to destabilise India by fomenting trouble in Kashmir. “But I want to tell all of you that our government will find a permanent solution to the Kashmir issue,” he said, without elaborating. The Home Minister’s statement assumes significance as it comes at a time the Kashmir Valley has been witnessing widespread unrest since April 9 when the bypoll to the Srinagar
Lok Sabha seat was held. Eight people were killed in firing by security forces on the day. The turnout was a mere 7.14 per cent. The April 12 bypoll to the Anantnag Lok Sabha seat had to be postponed by the Election Commission in view of the “scary” situation in Kashmir. Students in large numbers have hit the streets, staging protests against alleged atrocities by the security forces. Last year, around 80 people lost their lives in the unrest following the killing of Hizbul Mujahideen militant commander Burhan Wani. “Kashmir is ours, Kashmiris are ours and Kashmiriyat is also ours. We will find a permanent solution to Kashmir,” Singh said. Referring to the 2014 swearing-in ceremony of the Modi government, the Home
Minister said leaders of all neighbouring countries, including Pakistan, were invited to show that the new government wanted to have friendly relations with all countries. However, he said, there had been no change in Pakistan’s attitude towards India and it wanted to destabilise India. “We hope that Pakistan will change. If it does not change, we have to change them. After globalisation, one country can’t destabilise another country as the international community will not forget it,” he said. Rajnath is on a threeday visit to Sikkim during which he attended a conference of Himalayan states to review the security situation and development activities along the SinoIndian border.
NEW DELHI, MAY 21 (AGENCIES): The Election Commission has told a parliamentary committee that it does not support state funding of elections but instead seeks “radical” reforms in the way funds are spent by political parties. State funding of polls imply the government providing funds to parties and candidates to fight elections, replacing the existing system of ploughing in private or party funds for the job. “The Election Commission is not in favour of state funding as it will not be able to prohibit or check candidates’ own expenditures or expenditures of others over and above that which is provided by the state (government). “The Election Commission’s view is that for addressing the real issues, there have to be radical changes
in the provisions regarding receipt of funds by political parties and the manner in which such funds are spent by them so as to provide for complete transparency in the matter,” it said in a written submission before the parliamentary standing committee on Law and Personnel. The committee is examining the issue of EVMs, paper trail machines and electoral reforms. On Friday, the committee had discussed electoral reforms with senior EC and Law Ministry officials. In a consultation floated ahead of its 30 March, 2015 meeting with stakeholders on the issue of political finances, the EC had said, in view of the high cost of election campaigning in terms of media advertisements and public rallies, use of “big money” in politics is a major concern.

DIMAPUR, MAY 21 (NPN): All Nagaland Taxi Association Mokokchung (ANTAM) has strongly condemned what it claimed the “unwarranted abduction” of its president, I Tali Jamir, by 44 Assam Rifles personnel on May 20, 2017 between 5am and 6am. In a press release, ANTAM vice president, S. Toshi, and general secretary, Meren Longchar, said that on May 20, 2017 morning its president had gone to collect a demand letter issued by one of the Naga Political Groups (NPGs) at the Alino bus counter when some Assam Rifles personnel in civilian clothes “simply forced him into a car” and drove him away to 44 AR Camp for ‘questioning’ before handing him over to the Mokokchung Police Station–I. The association said its president was released on failing to find any substantial wrong doing on his part. However, ANTAM said the “unwarranted action’ of 44 AR has caused a lot of mental harassment to its president and also a fear psychosis among the taxi drivers in Mokokchung district. The association said they have selflessly dedicated to the cause of the people, but have faced a lot of hard-
ships from time to time while delivering their services to the public. ANTAM pointed out that like all organizations and business communities, it also receive demand letter from different groups especially the NPGs. It said that when such demand letters was received, it was the responsibility of the office bearers to deal with such demand letters. Therefore, ANTAM said that “abducting” its president simply because of a letter sent in his ‘care of ’ was “uncalled for, unwarranted, and utterly brutish.” Further, stating that AR action has caused a fear psychosis among the association members, ANTAM said if this was not addressed carefully it would leave a bad precedent and would compromise the security and dignity of its service not only in Mokokchung but also in the whole of Nagaland. ANTAM has therefore called upon all the right thinking citizens of Mokokchung to seriously ponder upon the “unwarranted action” and condemn in the strongest term. ANTAM has also appealed to the general public and security agencies to understand the hardships of its members. K Y M C

dents, Tovihoto appreciated the HYS for its endeavours, saying the Sanga was new but quite active in creating opportunities and providing platforms to students and youth. Such activities keep the young population engaged with meaningful activities, he remarked. Reflecting on the competition, the chief guest said art does not only enhance creativity but has overreaching positive impact on a child’s academic growth.
He remarked that children these days learn more from visual art, accentuating on the need to revive and appreciate art and nature. Tovihoto also congratulated the meritorious students. There is no shortcut to success but only through hard work, he said while acknowledging their effort and dedication. them to strive ahead with consistency. Manoj Bhattacharjee called upon the parents to encourage their children to partake in such competitions. Instead of staying engrossed with modern gadgets, participating in such contests will bring positive development and fruitful usage of time, he stated. In his message to the toppers, Manoj reminded them that they were not “ordinary” as they’ve become role models, especially for the juniors. He advised that their “next step should be honest and meaningful.” Both the chief guest and guest of honour felicitated the students and competition winners. Moderation to continue for school leaving exams in Assam Guwahati, May 21 (Agencies): Students passing out from Class 10 in Assam would continue to benefit from moderation in marks as well as grace marks, a committee formed by the state government has recommended. The issue had triggered a controversy this month after education minister Himanta Biswa Sarma alleged that the Board of Secondary Education, Assam (SEBA) manipulated marks in the high school leaving certification (HSLC) exam. A committee comprising four vice-chancellors of universities in Assam was formed to suggest remedies after Sarma told the state assembly that SEBA used to fudge pass percentage at the behest of the government in power to show a better picture of the education system. The minister had alleged that SEBA used to consult the state government before declaring results and in some instances gave students as much as 40% more than what they actually scored. “The committee found that moderation or normalization of marks
was not done by SEBA as per statistical methods and established norms,” Sarma told journalists on Sunday. The committee recommended that moderation in marks would continue as per established norms elsewhere, but only in instances when questions come from outside syllabus, discrepancies in electronic assessment of answer sheets, wrong usage of terminology in questions etc. It was also recommended that up to 5 marks as grace can be given to students who fail to reach score 30 (the pass mark) in a particular subject, but grace marks should be limited only to three subjects. Sarma said that SEBA used to give as much 18 as grace marks to students in various subjects to show a higher pass percentage. He conceded that implementation of the recommendations could affect the pass percentage. Rejecting questions about confidentiality, the committee suggested SEBA to issue notifications ahead of the declaration of results, mentioning how much marks were given as grace or moderation for a particular year.

Now under the court directions, I think that is being done. We think every EVM machine should have paper trail,” he told ANI here. Yechury stated that in case there is a dispute, then it’s not the machine but the papers that will be recounted. “Our proposal is that no EVM machine is used without paper trail,” he added. There is no need of reverting to the paper ballot system, Chief Election Commissioner Nasim Zaidi said earlier. The EC said that only those parties, national and regional, that took part in the recently concluded Assembly elections can hack the EVMs. It asked each party to appoint three people to hack the EVMs. The poll panel said that the EVMs need to be picked from its warehouses in Delhi at parties’ own cost. The EC said that if a party fails to report at the alloted time, without prior intimation or approval, their challenge shall be cancelled. It said each political party will get to pick at least four EVMs of their choice from any four polling stations out of the five pollgone states. The EVMs involved in the election petition or those sealed will not be allowed in the hackathon. The poll panel said that if the EVM becomes non-functional after the tamper attempt or if the tamper result is same as the one put out by the EC or if the challenger violates the rules-set, the challenge will be struck down.

The Chief Minister, however, said the state is moving towards selfreliance as it was coming up with policies to tap vast resources to convert these into capital. Citing connectivity in Arunachal Pradesh as the biggest hurdle to development, Khandu specifically raised concern over migration of people away from the border areas due to lack of basic public facilities and called for steps from the central government to prevent it. New Delhi, May 21: Meghalaya Chief Secretary K.S. Kropha, who was convicted in a coal block allocation case, on Sunday said he would file an appeal in the higher Court. On Friday, a Central Bureau of Investigation of Special Court convicted Coal Ministry ex-Secretary H.C. Gupta and K.C. Samria in the allocation of Thesgora B/Rudrapuri coal block in Madhya Pradesh to Kamal Sponge Steel and Power Ltd (KSSPL). The KSSPL and its Managing Director Pawan Kumar Ahluwalia were among those convicted for criminal conspiracy and cheating under the Indian Penal Code and the Prevention of Corruption Act. “I am waiting for the copy of the judgment and will decide accordingly to appeal in the higher court,” Kropha said Special CBI Judge Bharat Parashar, who has held the trio guilty in the case, will pronounce his judgment on the quantum of punishment on May 22. The Court, however, acquitted chattered accountant Amit Goyal in the case. Meanwhile, official sources said that the Meghalaya government is waiting
puri coal block in favour of KSSPL by also withholding all material information regarding non-compliance with the guidelines from the (then) Prime Minister and Coal Minister (Manmohan Singh).” Gupta had maintained during his trial that he had “no dominion” over the natural resource, and that Manmohan Singh - as Coal Minister - had given the final approval for the allocation of the said coal block. The CBI had countered his claim, saying that Manmohan Singh was “kept in the dark” and that it was Gupta who “misled” officials of the Prime Minister’s Office. The court said, “While forwarding the file to (then) Prime Minister, as Minister of Coal, for approval of the recommendation of the Screening Committee, it was nowhere mentioned by any of the Ministry officers, much less by Gupta, that the applications have not been checked for their eligibility and completeness.” “The present case clearly show that Gupta, Kropha and Samria entered into a criminal conspiracy with KSSPL and its director Ahluwalia so as to procure allotment of a coal block in favour of KSSPL,” the court judgment.

I don’t care who one worships at home, one may even worship oneself...but it is unfortunate that people are mixing religion with politics. As a society what we must be proud of our culture or Dharma which is the way of life,” Naidu said at an event organised by the Ramaiah Group of Institutions. He said that our culture teaches us to share, but one has to first earn to be able to share it with others. “You must first generate wealth in the right way to be able to share. If you just want to share without generating wealth you will become a pauper and there will no good you can do. And, the Ramaiah institutions have shown how one can share wealth with the poor through free treatment and scholarships. Private institutes must learn from this example,” Naidu said. Prakash Javadekar New Delhi, May 21 (IANS): Union Human Resource Development Minister Prakash Javadekar on Sunday said capping was not a solution to exorbitant private school fees, and asserted that quality of education in government schools will be improved in coming years. He also said that debates on educational institutions’ campuses were welcome but pro-Pakistan or anti-national slogans will not be tolerated. “Schools are not for profiteering; we have been issuing warnings from time to time to private schools charging exorbitant fees. But then capping the fees is not the solution. It is more important to improve the quality of government schools,” Javadekar said at the Aaj Tak Editors’ Roundtable. “If government schools are as good, students will go there instead of private schools. So, if there is no demand (for private schools) there won’t be high fees,” reasoned the Minister. “We have been taking steps to check exorbitant fees. But at the same time, we also need to realise that education in the private sector too has its place and there exists a cost of education,” he added.

the legacy of the founder, the Ramaiah group’s endeavours in the future will be to take education and health to as many people as possible. We are soon going to integrate allopathy and ayurveda, a first-of-itskind initiative by a private university and there is also our public policy centre which is working towards integrating India’s history and culture along with the western learnings.” Naidu pointed out that India has enough talent which just needs to be nurtured and developed and said: “There was a time when we looked at the outside world, today we have people like Sundar Pichai, and so many others heading top corporates in the world. If you go to the Silicon Valley, you will find that every second person is Indian and every second person of the second person is a South Indian.” While encouraging private participation in the country, he said: “I am not sure why people are so apprehensive. We have great examples like the Ramaiah group to show. I believe that a public-private-partnership is the need of the hour.” That said, he stressed on the need for regulation too. “In a democracy, there is a need for regulation. And as a government, the Prime Minister is conscious of both,” he said. Indian Space Research Organisation (Isro) Chairman AS Kiran Kumar and state higher education minister Basavaraj Rayareddy pointed out to the need of having a vision that can create better opportunities and a manpower resource that the world can look up to.

BENGALURU, May 21 (AGENCIES): The Centre on Sunday said it would bring in a legislation to stop the triple talaq, if necessary, “but after allowing the Muslim community to reach a positive conclusion following internal deliberations.” “The government has made the stand very clear saying that we want this (triple talaq) to end.” “If necessary, the (Central) government will bring in a legislation, but after allowing the community to reach a positive conclusion after internal deliberations,” Union Minister for Urban Development M Venkaiah Naidu told reporters after inaugurating the statue of Dr M S Ramaiah here. Dr Ramaiah was an industrialist and philanthropist, who in 1962 founded the Gokula Education Foundation here, which, in turn, established numerous institutes of higher learning including the M S Ramaiah Medical College, noted for its collaborative Child Response Unit that aids children who are victims of sexual abuse. Naidu said Muslims, like Hindus who have put to an end so many social evils, should come forward and move towards ending triple talaq, which was against the interests of women. “Dowry, sati, child marriage - all of these, the society came forward and finally decisions were made (to end these social evils).” The Muslim women also have taken legal course and the matter is being heard in the Supreme Court, he said. Naidu said the issue is of gender discrimination

A
A wise decision
fter the then DAN-I government amended the Nagaland Municipal Act(NMA) 2001 in 2006 to include Part IX A with respect to women reservation, the issue exposed a cleavage within society as there were differing views. Left at that, it was not unnatural to have opposing views but what has made the issue serious was the manner in which the proponents of the women reservation began attacking “male dominated” and “prejudiced and discriminatory” Naga tribal customs since tribe organisations were disinclined to “reservation” of 33% seats in Urban Local Bodies for women. Championing “women’s rights”, invariably leads to criticizing male-dominated society and its customs, as the root cause against injustice. Naga society has not been divided because of the issue of women reservation but misrepresented by the ambitions of those who feel the constitutional provision(33% women reservation) suits their political goal as the be-all and end-all of democracy. There is no discrimination against women in Naga society and neither are women subjugated or suppressed like in mainland India, where women have no rights. Naga women are rising above men and have achieved success in every field on their own merit. Thus, the so-called “division” that proponents have conjured in the national media has been unfair. In fact, defaming one’s own state for mileage is another form of intolerance to truth. For the record, the NMA has been amended thrice(2006,2012 and 2016) by the law makers. These flip-flops in itself, reveals how much thought has been given on such a serious issue. In 2010 ULB elections could not be held due to stiff opposition against 33% women reservation by the apex Naga tribe organizations. In response, the handful of women activists rightly went to court and won the case. In response, a confused government reneged on the assurance and revoked the application of Part IXA in 2012. This did not help and after which the case went to the Supreme Court and the state politicians again exhibited their inability to look and see beyond those few experts who seem to surround them. The violent agitations against the government in January-February 2017 left at least three dead and dozens of government office buildings burned down by mobs. The state government did not appear to be willing to explore all means to resolve the issue over 33% women reservation because it could not see beyond short term political gains. To justify itself, the politicians continued to maintain that the state was going to lose the case in the Supreme Court over Article 371A vis-à-vis women’s reservation in ULBs and so it was better to hold elections. It was not simply about losing a case but getting blocked funds and leveraging politics in preparation for the 2018 assembly elections. Amidst all these conflicting claims and legal interpretations, fate had something else in store when the new Nagaland chief minister Dr.Shürhozelie Liezietsü took a clear and decisive path to seek solution through the assembly by amending the NMA Act 2016 or legislating a new Act altogether after wide consultations with all stakeholders. Nagaland state assembly has the constitutional power to decide on “religious” and “social practices” under Article 371A and eventually put an end to the controversy.
DailyDevotion Having God’s “Unreasonable” Faith
Seek first the kingdom of God and His righteousness, and all these things shall be added to you. —Matthew 6:33 When we look at these words of Jesus, we immediately find them to be the most revolutionary that human ears have ever heard. “…seek first the kingdom of God….” Even the most spiritually-minded of us argue the exact opposite, saying, “But I must live; I must make a certain amount of money; I must be clothed; I must be fed.” The great concern of our lives is not the kingdom of God but how we are going to take care of ourselves to live. Jesus reversed the order by telling us to get the right relationship with God first, maintaining it as the primary concern of our lives, and never to place our concern on taking care of the other things of life. “…do not worry about your life…” (Matthew 6:25). Our Lord pointed out that from His standpoint it is absolutely unreasonable for us to be anxious, worrying about how we will live. Jesus did not say that the person who takes no thought for anything in his life is blessed— no, that person is a fool. But Jesus did teach that His disciple must make his relationship with God the dominating focus of his life, and to be cautiously carefree about everything else in comparison to that. In essence, Jesus was saying, “Don’t make food and drink the controlling factor of your life, but be focused absolutely on God.” Some people are careless about what they eat and drink, and they suffer for it; they are careless about what they wear, having no business looking the way they do; they are careless with their earthly matters, and God holds them responsible. Jesus is saying that the greatest concern of life is to place our relationship with God first, and everything else second. It is one of the most difficult, yet critical, disciplines of the Christian life to allow the Holy Spirit to bring us into absolute harmony with the teaching of Jesus in these verses.

ESCAP sees India as world hotspots; rising rupee beneficial
I
ndia remains among the world hotspots and the growth in 2018 to touch 7.5 percent, says United Nations Economic and Social Survey of Asia and the Pacific (ESCAP) report 2017. The growth is projected to be at 7.1 percent in 2017 as the country faces heightened risks related to the concentration of bad loans in the public sector banks that has reached 12 percent in 2016. Overall the growth is to be underpinned by higher private and public consumption and increased infrastructure spending. The ESCAP finds the threat of protectionism growing amid rising global uncertainty. The Survey estimates that a steeper than anticipated increase in these factors could reduce average regional – Asia and Pacific - growth in 2017 up to 1.2 percent. India even in such scenario is projected to have better economic gains. It has a good word for the India’s central budget and sees 25 percent higher capital expenditure than the previous year. A concern, it has expressed, is the inflation that is projected to reach 5.3 percent in 2017 and 5.5 percent in 2018 against the official target of 4.5 to 5 percent. It is the most positive international system report.
Only a day before the release of this report International Monetary Fund (IMF) had pegged India’s growth for the current fiscal year at 6.6 per cent from its previous estimate of 7.6 per cent due to the “temporary negative consumption shock” of demonetisation. The World Bank too decelerated India’s GDP growth for 2016-17 fiscal to 7 per cent from its previous estimate of 7.6 per cent. However, Matthew Hammill, economic affairs officer of South and SouthWest Asia of ESCAP, despite difficulties for lower-income individuals and households and businesses in the short run, says note-ban has positive impact due to Prime Minister Narendra Modi’s policy initiatives announced on December 31. One of the most positive gains, NR Bhanumurthy, professor, National Institute of Public Finance and Policy says is the windfall revenue gains of 3.16 percent in the wake of demonetization. He also notes that at least 3 percent of the previous currency has not come back and that is another gain for the government. The reserve money, the new circulated currency notes, value Rs 9 lakh crore against the previous estimates of over Rs 14 lakh crore.
He also notes that India’s district governance is now better and these are becoming the pivot for growth. Notwithstanding its short-term disruptions, the report says one of the medium-term benefits of demonetisation was to help expand banking sector liquidity. “The country’s medium-term economic development will also benefit Shivaji from recent reforms that are aimed at easing domestic supply bottlenecks, such as the implementation of the goods and services tax, amendment of a bankruptcy law and opening up of the pharmaceuticals, defence and civil aviation sectors,” it said. The interest rates also do not matter much for private investment. So should rates on savings and lending be lowered? It is a virtual direct subsidy to the highprofit making industry and should be relooked. The report is pessimistic on China as growth softens to 6.5 percent in 2017 and 6.4 percent in 2018. Inflation is to rise and the outlook is subject to downside risks. Monetary policy tightening by the US President Donald Trump could result in financial volatility
and capital outflows. High domestic indebtedness could act as a drag on growth. The liabilities of state owned enterprises are estimated to about 115 percent of GDP, which could undermine Chinese fiscal stability. The social inequality will rise. This is a risk to India also as China resorts to aggressive regional and international postures, say experts. The Sarkar recent OneBelt-OneRoad (OBOR) and ChinaPakistan Economic Corridor (CPEC) initiative are seen as move to increase its protectionist hegemony in South-East Asia and Indian sub-continent. In the entire southern Asia, growth is there. The challenge, however, remains in the creation of decent and high productive jobs. The policy priority should be to create jobs in sectors where people live in poverty. “Moreover as the subregion is experiencing a youth bulge, in which the share of the working-age population is projected to rise at least till 2030, the need for sufficient number of decent jobs becomes urgent”. Vast majority of jobs in India, even in services are concentrated in low-productivity areas like retail services.
The share of more productive and higher skill required jobs in the Indian sub-continent, called subregion, like managerial, professional and technical work remains below 20 percent. India’s manufacturing at 17 percent “is notably lower than China, South Korea and Thailand, where such shares are close to one-third. Informal employment, the report notes with concern, accounts for almost 90 percent in India, Bangladesh and Pakistan, 95 percent in Nepal and 70 percent in Sri Lanka. “The pervasiveness of informal sector jobs has perpetuated low productivity, poverty and inequality. They receive lower wages and have limited resource to social security and other benefits”. “Evidence suggests”, the report says, “that the bulk of the jobs created in the formal sector of Indian manufacturing are low-quality insecure jobs”. It calls for extending comprehensive social security benefits, as in many cases the Indian government is doing, old age pensions, maternal health care benefits to informal sector The Make in India, Stand Up India and Skill India policy packages envision India as a manufacturing
hub of automotives, textiles, pharmaceuticals, as well as the energy and infrastructure like oil and gas, power, ports and telecommunications, the Survey says. These might energise the manufacturing sector. It also notes higher investment in human resources development to increase skilled labour force. World Bank studies show that countries with higher average years of schooling tend to have a higher share of employment in manufacturing and services and higher share of wage employment. Overall, the still rapid output growth in 2016 benefited from a modest recovery in agriculture due to an improved monsoon season and robust growth in public administration following public sector salary increases, it said. The appreciation of rupee may not have negative impact on exports. India, observes Bhanumurthy, unlike China does not manipulate the currency rates. Rupee should now be made international currency. In the economic perspective, rising rupee and falling oil prices could have favourable balance of trade, reduce transaction costs and managed properly could add to further growth of the economy.
Post-mortem
Some reasoning on Naga political issue via root cause
W
hat history speaks of, about Nagas being a sovereign independent people from time immemorial is a fact and so shall it ever be. What the present has, is the burden for a future that wouldn’t embody a futile Naga condition should we miss out reasoning before the march has been set untoward the future. Having said that doesn’t mean that the people wouldn’t move forward or let anyone who has contributed their part, (despite their flaws or not) to let move forward. The Naga people has every need to move forward and progress and so shall it be done but only in such a way that every people would be informed about the step to be taken and the informed intellectual (scholar) persons can altogether critically examine whether the proposal to move ahead would be fruitful for all the people not just in the present but also for times to come. After having examined it, the people should have the right to “suggest some and omit some” (compromise, if needed), since the proposal is to affect not just the policy makers but also the people. And only after everything is sorted out between the policy makers and the informed persons, will the proposal be forwarded for the general people to take a vote on it and decide the fate of Nagaland, as it is done on rational ground in democratic nations. (For eg:- The plebiscite taken in UK during the Scottish urge for an independent nation and the Brexit during this decade.) A mere plebiscite could be, [Start Quote] “dangerous political hypothesis if the claimed number does not represent the issue” [End Quote], as per the statement of the senior national workers from Nagaland State on the framework agreement Chq, Hebron, May, 10, 2017, has rationally pointed out. And as per their statement about ‘principle-based politics’ and ‘principle based solution’, [Start Quote] “The principle of ‘free Nagas’ is the foundation of Naga politics and their unique history.” [End Quote], if this statement is to be taken into consideration then, [Start Quote] “The
plebiscite conducted in 1951 was a reaffirmation of the stand of the Naga people on their national principal.” [End Quote], then the second statement let us to consider that if the claimed number do represent the issue then a plebiscite sought after informing the “claimed number”, only stands to reason out any other approach, based on the same principle. Without considering and acknowledging each other’s “logical rationale”, then no one has the right as a “human being” to ask of something without giving back. This is only necessary so that aside from the right to blame or applaud for its contribution in Naga’s political development by the proposer in the future, the main priority is to strive not to see the day when we could, after the damage has been done, blame on the wrong doers, but to strive to see the day where our collective “logical reasoning” would forbid the outcome to be futile and only be progressive. And as “Accidents” remains an unpredictable phenomena to change the outcome despite our determination and well thought out plan to never fail but only prevail, then in such circumstances the people could only accept the responsibilities collectively and conclude collectively instead of waiting for the opportunity to put the blame on others after the damage has been done. We Nagas as a whole should be concerned enough to participate directly or indirectly towards our political cause because ultimately it affects our way of life and even the policy makers should be “humane” enough to understand this human condition where without the consultation of the concerned majority, implementing policies that would only prove to be fatal in the socio-political relationships of the few policy makers and the large policy followers in the long run. This would only either lead to benefitting the people for a while or impacting a serious repercussion beyond repair, which is why the involvement of the people in the “Determination” process is only deem worthy. With the fact that Na-
gas have always been a sovereign independent people, prior to the arrival of the westerners and their way of modernization, what kind of progress (from the perspective of the 21st century generation, which we all are, with the rest of the world) be it in terms of human norms/ human rights, technologically, civilization, development (infrastructural/ human index), economically, scientifically etc. had we accomplished till that time? Thus the fact remains to be questioned whether every past ideologies which have nonetheless brought us to where we are today (which would be respected for sure), necessarily has to be implied if at the cost of depriving the people their right to pursue happiness in life in this modern and changing times. If not, then the notion behind our political foundation (sovereignty) is indeed a beautiful cause. Since we Nagas are living and would still continue to live, we have the outmost responsibility to ensure the better outcome for our survival that would be followed by issuance of peace, development and progression in harmony, one that could be at par with the western giants not in terms of superiority but capacity, for which should not be compromised by uneven reasoning. And if anyone has possible solution that would ensure all the above necessities while also installing seemingly controversial elements, then as explained initially, the proposer has to take into account the necessity of varying the contents by the informed concerned intellectuals and the general people with their model and then change our present wretched condition. [The LDPN has no view of its own for any groups or organization as we respect the right of establishment of any organization aimed for social upliftment pacifically. This article only reflects the rational code of conduct in human society as done in modern western democratic countries.] Temsu Walling, Speaker, Liberal Democratic Party of Nagaland, (ldpnagaland@gmail.com)
T
TIBIM- Together in building an irresistible movement
he word “TIBIM” is a Greek word that was used by a Greek commander Agothleus Deseychelles during wars to inspire, motivate and incite his soldiers. TIBIM is a revolutionary word that’s used in different context to bring different meanings... In modern context, the word traces its popularity to Nairobi University student leader Babu Owino who first spoke of it during a public political rally. However, during another political rally in Nakuru, Kenya, Siaya county senator James Orengo also surprised many when he termed “Tibim” as an acronym but not a word as Babu said. “TIBIM in English means Together in Building an Irresistible Movement,” he said. Many Kenyans have been wondering what is the real meaning of the word Tibim, or is it an acronym. At the same time, the word has become so huge that artists are even coming up with songs using it in their poetic lines, mark you it’s not only political songs but gospel music too. Forget all the political theatrics staged to woo voters, what we do/should learn of/ from the word is that, it is definitely one bold word which we, the Nagas, need to adopt in our lexicon/diction(whether as an acronym or as a word) in order to start a social movement/uprising against all the evils plaguing our society. Over 60 years of Naga political struggle to claim its birthright of independence and sovereignty has only led to a piece-meal of Framework Agreement- the content which is still shrouded in mystery. The questions that spring up out of concern are: Isn’t it high time for the Nagas to form a cohesive force, guided (only) by the dreams, vision and ambitions of our forebears who sacrificed their very lives that we may live as an independent nation? Isn’t the time crucial for the Nagas to stop being so lax-ignorant and wax strong against the forces(read as fragmented UG
factions) espousing Naga’s Cause with their dim-witted narrow vision? Isn’t the time ripe for every Naga-byblood to speak out against any agreement that’d be detrimental to our future...and offsprings? Isn’t this the right time to unite as one tribal entity and start a mass movement? Do we, like cowards, wait for ‘others’ to decide our future and cry foul when/ after “they” have finalized an agreement/ treaty with India? Isn’t this the generation where we ought to “Tibimize” through every possible means and avenues for the greater good of ALL? Aren’t you and I responsible, in some ways or other, for the political mess we find ourselves in?? Leaving aside the question for every Nagas to ponder and decide for themselves, let me conclude by doing justice to the “word of the day” by disclosing the other meanings of “TIBIM”: Religiously, the word is at the tail end of a prayer, immediately after “Amen”, to scare away notorious Satan. Romantically, the word is used by two love birds while they are “tibimizing” each other so as to add flavour during the whole escapade. Finally, let’s “tibimize” the entire populace of Nagaland and show our Govt and the NPGs that, we’ve had enough of Dialogues; that, Unless united as one cohesive Unit, India will continue to keep playing with our Birthright of living as a free people in a free nation; that, division amongst the Nagas only serves India to the great shame of our pioneers; that, the Need of the hour is a social mass uprising or a single United NPG that has the mandate of all the Nagas. The time is here for every Nagas to come forward and proclaim “TIBIM!” (Together in Building an Irresistible Movement) for the sake of “NAGALIM” and her Children. A. Sir,
Quality workmanship because Kohima deserves better
Kohima being the state capital needs to lead as a role model in infrastructural development works. The citizens of Kohima demand good roads and drainage system. A proper drainage system would not only maintain good sanitation of the town, but also protect the roads from breakdown during the monsoons. The Government of Nagaland decided to construct a solid drainage system with RCC cover slab in Kohima town and awarded the work to M/s Multi Builders, Dimapur. They have been assigned to do the necessary construction on NH-61 from Km 0.00 to Km 6.00, for a contract price of over six crore rupees. With the onset of rainfall this month, breakdown of the newly built drainage system clearly reflects on the poor workmanship and quality of materials used. For example, drainage walls at the Bayavu junction have collapsed with a single rainfall! For a project with such a budget, this is highly unexpected and disappointing. I believe that good quality work should sustain throughout all seasons. It is evident that the construction workers are not systematic and have left a mess of the town. I urge the concerned authorities and the technical experts to kindly look into this matter on an urgent basis. Kohima deserves good quality construction work. Kohima deserves better! H. Donyei Phom, Officers’ Hill Colony, Kohima

going to be one of the government’s major counters to the offensive launched by the opposition. The ministries have been asked to come out with the data by Monday. The decision was taken at a meeting earlier this week in a meeting chaired by information and broadcasting secretary. TOI has learnt that all information officers have
court and ordered the West Bengal police to take him into custody forthwith. Nedumpara had earlier claimed that the defence team made an identical representation to the president through an e- mail. However, the president’s office had said, “It was not aware of any such representation.”

NEW DELHI, MAY 21 (AGENCIES/IANS): Four terrorists were killed and three soldiers lost their lives after the Indian Army launched an operation to foil an infiltration bid in Jammu and Kashmir’s Naugam sector on Saturday. The fierce encounter began when alert troops intercepted a group of infiltrators near the Line of Control in Kupwara district’s Naugam on Saturday. While two terrorists were gunned down on Saturday, two soldiers were martyred in the operation. “An infiltration bid was foiled by alert troops along the LoC in Naugam sector. Two infiltrating terrorists were killed,” an army official had said. After battling the infiltrators for over 36 hours, the army killed another terrorist even as another
reported in April. A total of 27 terrorists were killed between January and April in counter-insurgency operations. Restrictions imposed in parts of Srinagar ahead of separatists’ rally SRINAGAR: Authorities on Sunday imposed restrictions in parts of Srinagar, the summer capital of Jammu and Kashmir, ahead of a rally by the separatists. Most of the separatists leaders, including moderate Hurriyat Conference chairman Mirwaiz Umar Farooq and the chairman of hardline Hurriyat Conference, Syed Ali Shah Geelani, are under house detention. The restrictions have been imposed in five police station areas of the city as a precautionary measure to prevent any untoward incident, district magistrate (deputy commissioner), Srinagar, Farooq Ahmad Lone, said here. The separatists have called for a march to Eidgah to commemorate the death anniversary of Mirwaiz Mohammad Farooq, father of moderate Hurriyat Conference chairman Mirwaiz Umar Farooq, and another Hurriyat leader Abdul Gani Lone. Farooq was shot dead by militants on May 21, 1990 and Lone was killed by ultras during a commemoration rally for the former on the same day in 2002.
Pelling (Sikkim), May 21 (IANS): Blaming Pakistan for trying to destabilise and weaken India through violence in Kashmir, Union Home Minister Rajnath Singh on Sunday said the BJP-led central government will find a permanent solution to the issues bedevilling the Valley. Rajnath, who is on a three-day visit to Sikkim since Friday, said the neighbouring country was trying to destabilise India despite the latter’s efforts to maintain cordial bilateral relations. “I want to assure you that our government will find a permanent solution to the Kashmir issue,” the Minister said at a public meeting here in western Sikkim. “The truth is that Kashmir belongs to us, Kashmiris belong to us, and Kashmiriyat also belongs to us....”

“challenging project” especially when they have to face criticisms from some sections who were not keen to the idea of the Church participating in such a project. The NGOs felt that the focus in the short term would be on building capacity of the VECs and Church workers on the ground. An official from the department opined that this is for the first time that there has been a political will by the Government level to involve NGO s in working towards the upliftment of their community especially in far flung areas. It was this reason that the DoSE decided to hand over MDM operations to the two organizations since there was presence of SHGs and women voluntary organizations in all the villages which could act as a leverage for better delivery of MDM services. While these efforts are being made by these NGOs, there is also an urgent need for having close knit meetings with teachers and VECs in order to elicit their support and co-operation towards meaningful implementation of the scheme.

According to M.Chingong Phom, PCDP is faced with huge problem of transportation of food grains due to bad road connectivity especially during the monsoons. However she was optimistic that the scheme will be implemented with utmost sincerity and that the PCDP would ensure that students are fed with proper cooked meals at least twice in a week. MDM was launched countrywide with an objective to attempt enhancement of enrolment, retention and attendance while simultaneously improving nutritional levels among children in schools. Lhoungu said this was state Government’s effort to include the community in the implementation of the scheme and also an attempt to build ownership of the government programs. He remarked that this arrangement has been made on a pilot basis and any future agreements with NGOs of other districts would depend on the outcome of the Tuensang-Longleng model of centralized kitchen. Both ECS and PCDP admit that this task is a

as early as 4 AM and the neatly packed food packs are distributed to 11 schools before noon. At GMS Shayung, located in the heart of Longleng town, the centralized kitchen caters to 98 students. Here, it was found out that the enrolment had increased from 89 last year to 98. Teachers here however echoed their concern over the quantity of packed food supplied by PCDP stating that students sometimes were left with no choice even if they wanted more than what was being provided. Clarifying on the quantity of rice provided to the students, Khriekethozo Lhoungu, state project Officer, MDM, said the implementing agencies are not in the position to go against the guidelines which clearly state that 100 gms of rice per child per day for primary students and 150 gms per child per day for upper primary students should be provided for 220 school days. Lhoungu said that with the limited amount of food grains, it was practically not possible to feed the students on a daily basis.

Till last year, the Budget was presented on the last day of February and it used to be passed by Parliament by mid-May. And with the monsoon arriving in June, most of the schemes and spendings by states did not take off until October, leaving just half a year for their implementation. The government also scrapped nearly century-long practice of having a separate railway budget and instead merged it with the general budget. It had also decided to scrap a distinction between plan and non-plan expenditures as the classification resulted in excessive focus on former with almost equivalent neglect to items such as maintenance which are classified as non-Plan.

New Delhi, May 21 (PTI): The government has initiated the spadework for shifting the financial year to January, from April, to align it with the agriculture production cycle. Prime Minister Narendra Modi had backed the idea of January-December financial year last month while addressing chief ministers at the Governing Council of NITI Aayog. Preliminary work has started and it will gather momentum as year progresses, sources said. The GST implementation from July 1 is also an indication in that direction, sources said, adding that it is being implemented beginning second half of the calender year. The government had last year set-up a high-level committee to study the feasibility of shifting financial year to January 1 from the current practice of starting it from April 1. The commit-
New Delhi, May 21 (PTI): Overseas investors have pumped in more than USD 2 billion so far in the country’s capital market this month, helped by stable outlook for the rupee. Interestingly, most of the funds have been invested in the debt markets. According to latest depository data, Foreign Portfolio Investors (FPIs) invested a net Rs 4,157 crore in equities during May 2-19, while they poured Rs 12,941 crore in the debt markets during the period under review, translating into a net inflow of Rs 17,099 crore (USD 2.66 billion). This comes following a net inflow of close to Rs 94,900 crore in the last three months (February-April) on several factors, including expectations that BJP’s victory in recently held assembly polls will accelerate the pace of reforms. Prior to that, such investors had pulled out over Rs 3,496 crore from debt markets in January.

Trump calls for Muslim unity in fight against terror
U.S. President Donald Trump (L) stands with Saudi King Salman during a photo with leaders at the Gulf Cooperation Council meeting, at the King Abdulaziz Conference Center in Riyadh May 21, 2017.
RIYADH (SAUDI ARABIA), MAY 21 (AGENCIES): Even as his administration fights for its travel ban from several Muslimmajority countries, President Donald Trump is using the nation that is home to Islam’s holiest site as a backdrop to call for Muslim unity in the fight against terrori s m . Tr u m p ’s S u n d ay speech, the centerpiece of his two-day visit to Saudi Arabia, will address the leaders of 50 Muslim-majority countries to cast the challenge of extremism as a “battle between good and evil” and urge Arab leaders to “drive out the terrorists from your places of worship,” according to a draft of the speech obtained by The Associated Press.
Trump, whose campaign was frequently punctuated by bouts of anti-Islamic rhetoric, is poised to soften some of his language about Islam. Though during the campaign he repeatedly stressed the need to say the words “radical Islamic terrorism” and criticized his opponent, Hillary Clinton, for not doing so, that phrase is not included in the draft. The speech comes amid a renewed courtship of the United States’ Arab allies as Trump is set to have individual meetings with leaders of several nations, including Egypt and Qatar, before then participating in a roundtable with the Gulf Cooperation Council and joining Saudi King Salman in opening Riyadh’s new
anti-terrorism center. The address also notably refrains from mentioning democracy and human rights topics Arab leaders often view as U.S. moralizing in favor of the more limited goals of peace and stability. “We are not here to lecture to tell other peoples how to live, what to do or who to be. We are here instead to offer partnership in building a better future for us all,” according to the copy of his speech. Two different sources provided the AP with copies of the draft of his remarks, billed as a marquee speech of the trip. The White House confirmed the draft was authentic, but cautioned the President had not yet signed off on the final product and that changes could be made. Trump may seem an unlikely messenger to deliver an olive branch to the Muslim world. During his campaign, he mused, “I think Islam hates us.” And only a week after taking office, he signed an executive order to ban immigrants from seven countries Iraq, Iran, Syria, Sudan, Libya, Somalia, and Yemen from entering the United States, a decision that sparked widespread protests at the nation’s airports and demonstrations outside the White House.

international Bangladesh police raid Zia’s office DHAKA, MAY 21 (PTI): Bangladesh police today raided main opposition leader and former prime minister Khaleda Zia’s office here in search for “antistate” documents, triggering protests by hundreds of her supporters. D oz e n s o f p o l i c e searched BNP chief Zia’s office in the upscale Gulshan neighbourhood for two hours early this morning, but later said they did not find “any materials”. Police said they had a search warrant, but Bangladesh Nationalist Party alleged that law enforcers acted on an unknown general diary only to harass Zia, 71, who is facing about three dozen cases of alleged graft, treason and violence, local media reported. Hundreds of supporters of Zia’s BNP staged a protest outside the two-storey office building. The party leaders alleged that the raid was part of an Awami League’s conspiracy against BNP and was aimed at “harassing” Zia. Earlier in the day, Gulshan Police Station OC Abu Bakar Siddique had said: “We have a court order to check if there is anything in the office that could compromise national security.” BNP and its front organisations today announced that they will hold countrywide demonstrations tomorrow to protest against the police raid.

sor to the 77-year-old supreme leader. His defeat leaves the conservatives without an obvious flag bearer. The re-election is likely to safeguard the nuclear agreement Rouhani’s government reached with global powers in 2015, under which most international sanctions have been lifted in return for Iran curbing its nuclear program. And it delivers a setback to the Revolutionary Guards (IRGC), the powerful security force which controls a vast industrial empire in Iran. They had thrown their support behind Raisi to safeguard their interests.
SEOUL, MAY 21 (IANS): South Korean President Moon Jae-in on Sunday named top-level presidential staff and cabinet members on security, foreign affairs and economy. Moon, at a press conference at the presidential Blue House, announced the appointment of Chung Euiyong as his top national security advisor, Xinhua news agency reported. Chung is a career diplomat who was mainly in charge of trade. He is a former lawmaker of the Uri Party, a predecessor of the current ruling Democratic Party. During the presidential campaign, Chung led a special advisory group overseeing Moon’s diplomatic policy. The top security post was usually held by former military commanders. Moon Chung-in, an honorary professor at Yonsei University in Seoul, and Hong Seok-hyun, former chief of a local newspaper and cable channel, were named special presidential aides for unification, security and diplomatic affairs. President Moon told the media that he will discuss the new government’s policy stance on unification, security and diplomatic affairs together with the two new special aides.
DUBAI/BEIRUT, MAY 21 (AGENCIES): President Hassan Rouhani pledged on Saturday to open Iran to the world and deliver freedoms its people have yearned for, throwing down a defiant challenge to his hardline opponents after securing a decisive re-election for a second term. Rouhani, long known as a cautious and mildmannered establishment insider, reinvented himself as a bold champion of reform during the election campaign, which culminated on Friday in victory with more than 57 percent of the vote. His main challenger, hardline judge Ebrahim Raisi, received 38 percent. In his first televised speech after the result, Rouhani appeared to openly defy conservative judges by praising the spiritual leader of the reform camp, former President Mohammad Khatami. A cour t has banned quoting or naming Khatami on air. “Our nation’s message in the election was clear: Iran’s nation chose the path of interaction with the world, away from violence and extremism,” Rouhani said. U.S. Secretary of State Rex Tillerson, whose country has had no diplomatic relations with Iran since 1980, said he hoped Rouhani would use his second

term to end Tehran’s ballistic missile program and what he called its network of terrorism. Iran denies any involvement in terrorism and says its missile program, which U.S. President Donald Trump recently targeted with new sanctions, is purely for defense purposes. Although the powers of the elected president are limited by those of unelected Supreme Leader Ayatollah Ali Khamenei who outranks him, the scale of Rouhani’s victory gives the pro-reform camp its strongest mandate in at least 12 years to seek the sort of change that hardliners have thwarted for decades. Rouhani’s opponent Raisi, a protege of Khamenei, had united the conservative faction and had been tipped as a potential succes-

Taliban kill 20 Afghan policemen KABUL, MAY 21 (IANS): At least 20 Afghan policemen were killed and ten others injured in a Taliban attack on several checkpoints in Zabul province, an official said on Sunday. On Saturday night, hundreds of Taliban fighters simultaneously attacked the checkpoints at three different places, in a bid to wrest control of these areas, but their attempts were foiled by Afghan forces, the official told Efe news. The official said the insurgents had also suffered “numerous casualties”, but he could not provide the exact figures. The attacks took place in the Dai-Chopan, Arghandab and Shajoy districts, the last named being the worstaffected, he added. A member of the Zabul security forces, who requested anonymity, told Efe news that the insurgents had also fired projectiles against provincial capital Qalat, but that did not cause any fatalities. Zabul, that borders Pakistan, has a large Taliban presence, with the insurgent group controlling broad swathes of its territory.

of 560 kilometers (347 miles), said the official, who spoke on condition of anonymity, citing office rules. In February, North Korea used a launcher truck to fire a solid-fuel missile that it calls the Pukguksong (Polaris)-2, a land-based version of a submarinelaunched missile the country revealed earlier. That missile traveled about 500 kilometers before crashing into the sea, according to South Korean and U.S. officials. The February launch, the North’s first missile test after Trump took office, alarmed neighbors because solid-fuel missiles can be fired more quickly than liquid-fuel missiles, which need to be fueled before launch and require a larger number of vehicles, including fuel trucks, that could be spotted by satellites. South Korea’s new president, Moon Jae-in, held a National Security Council meeting to discuss Sunday’s launch, which came hours after he named his new foreign minister nominee and top advisers for security and foreign policy.

SEOUL, MAY 21 (AGENCIES): North Korea fired a medium-range missile on Sunday, U.S. and South Korean officials said, the latest ballistics test for a country speeding up its development of nuclear weapons and missiles. The rocket was fired from an area near the North Korean county of Pukchang, in South Phyongan Province, and flew eastward about 500 kilometers (310 miles), said South Korea’s Joint Chiefs of Staff. The U.S. Pacific Command said it tracked the missile before it landed into the sea. White House officials traveling in Saudi Arabia with President Donald Trump said the system, which was last tested in February, has a shorter range than the missiles launched in North Korea’s most recent tests. An official from South Korea’s Joint Chiefs of Staff also said the missile appeared to be similar in range and apogee to the midrange missile that North Korea test-fired in February. The missile launched on Sunday reached a maximum altitude

They Know That Franchise Model Is Mostly The Easiest Manner To Run Any Educational Centre Because It Requires Negligible Daily Effort, Negligible Academic Research And Zero Dynamism. Franchise Centres Mostly Depend On Their Head Office For All Academic Support. This Implies That Often They Have Negligible Competency And Very Low Confidence In Themselves.
A Method Of Coaching Which Might Be Effective For Students Of Metro Cities Might Not Be Equally Effective For Students Of Nagaland. Coaching Necessarily Must Be Customised As Per Geographical Location. If Coaching Is Not Customized As Per The Needs Of Students Of Nagaland It Will Obviously Have Low Results. Most Franchise Centres In Nagaland Are Run At Around 2000 to 3000 sq. ft. Of Below Average Infrastructure With Mostly Less Than 10 Employees. Mumbai beat Pune by 1 run to win IPL-10
Mitchell Johnson of Mumbai Indians celebrates the wicket of Ajinkya Rahane of Rising Pune Supergiant during IPL 10 final on Sunday. late hitting (three fours and two sixes) that MI managed to reach close to 130 after being reduced to 79 for 7. Jaydev Unadkat’s (2/19 in 4 overs) dream edition just got better as he dealt twin blows in the third over removing both Parthiv Patel (4) and Lendl Simmons (3) within a space of three deliveries. Patel mistimed a pullshot that was taken by Shardul Thakur at mid-on while Simmons was foxed by a slower one which Unadkat smartly snapped inches off the surface. At 8 for 2, Mumbai’s most seasoned pair of skipper Rohit Sharma (24) and Ambati Rayudu (12) came together. However they couldn’t get going with Washington
Sundar (0/13 in 4 overs) again proving to be exceptional during the Powerplay overs. Mumbai were under pressure at 16 for 2 in 5 overs before Rohit picked up Lockie Ferguson for some special treatment, hitting four boundaries to get a move on. But it wasn’t long before Rayudu was found short failing to beat Steve Smith’s direct throw. The MI skipper would be cursing himself as it was a half-tracker from Adam Zampa (2/32 in 4 overs) which he pulled to midwicket fence where Shardul Thakur showed fantastic balance while latching onto a well-judged catch. Kieron Pollard (7) hit a
first-ball six off Zampa but that encouraged the leggie to again flight one outside the off-stump. Pollard took the bait and as has been the case with him was taken in deep by Manoj Tiwary. At 56 for 5, Mumbai Indians didn’t have any chance of recovery. Pandya brothers have had a good tournament but on the day when it mattered most, Hardik played across the line to Dan Christian to be adjudged leg-before. Shardul once again showed street smartness as he backed up at the striker’s end after Karn Sharma’s catch was missed by Christian. But his throw saw Shardul racing past Karn to dislodge the bails leaving MI shattered at 79 for 7.

Vikas Krishan
NEW DELHI, May 21 (PTI): The disciplinary hearing into boxer Vikas Krishan’s forfeiture of his Asian Championship semifinal bout continued on Sunday with the national coaches deposing before the inquiry committee. A day after Vikas gave his version, chief coaches Shiv Singh and S R Singh, along with assistant coach Narender Rana, gave their account of the circumstances leading to the forfeiture in Tashkent, Uzbekistan. The disciplinary panel, which is headed by veteran administrator Asit Banerjee, will now meet on May 30 and 31 for depositions from officials. “The coaches presented their versions and perspective on the incident. Now the panel will meet on May 30 and 31 and record statements of the officials who were with the team,” K Y M C
Banerjee told PTI. Even Vikas could be called again if the panel finds conflicting versions of what happened. T h e m i d d l ewe i g h t boxer, who was the top seed in the Asian meet, had given a walkover in the semifinal against Korean Lee Dongyun earlier this month. The reasons for his decision have not yet been officially revealed. It is learnt that the boxer, who had a World Series of Boxing (WSB) bout on May 11 in Paris, got caught up in a confusion over his travel plans, which led to his decision to forfeit the Asian Championship bout. Subsequently, he was not allowed to compete in the WSB bout either. The team officials, who will appear before the committee, include Boxing Federation of India Secretary General Jay Kowli and team doctor Nirmolak Singh among others. A BFI source told PTI that the entire incident seems to be a result of “communication gap” and “lack of technical knowledge”. “The boxer and the officials should have handled it better, there was definitely a communication gap,” he said.
KAWASAKI, May 21 (Agencies): Justin Gatlin of the United States clocked 10.28 seconds to win the 100 meters at a Golden Grand Prix event on Sunday. Gatlin crossed the finish line just .03 seconds ahead of Japan’s Aska Cambridge. Shuhei Tada, also of Japan, was third in 10:35. A a r o n B r ow n o f Canada won the men’s 200 with a time of 20.62, edging Dedric Dukes of the United States by .09 seconds. Kenji Fujimitsu of Japan was third with a time of 20.93. Ivet Lalova-Collio of Bulgaria powered to victory in the women’s 100, clocking a time of 11.40 to beat Tawanna Meadows of the United States by .04 seconds. Tianna Bartoletta, also of the United States, was third with a time of 11.47. Bartoletta is the world champion in the long jump and won that event with a leap of 6.79 meters, beating Britain’s Shara Proctor (6.65) and Aiga Grabuste of Latvia who was third with a jump of 6.49.
Tokyo, May 21 (IANS): Chinese javelin thrower Liu Shiying broke the women’s Asian record en route to winning gold at the IAAF Golden Grand Prix Kawasaki meeting in Japan on Sunday. The 23-year-old, achieved the wining mark of 66.47 metres with her third round effort, improving the Asian record of 66.13m set by compatriot Lyu Huihui who finished second at the 2015 World Championships in Beijing, reports Xinhua news agency. The previous personal best of Liu, a silver medallist at the 2012 IAAF World Junior Championships, was 65.64m set last year. ‘Negotiations on India-Pak cricket series during CT’ Karachi, May 21 (IANS): Amidst bleak chances of an India-Pakistan bilateral cricket series in the near future, a top Pakistani official on Sunday said the two countries are likely to hold talks during a Champions Trophy match in England in June. Pakistan Cricket Board (PCB) Chairman Shahryar Khan said he would discuss the matter once again with the Indian cricket board officials during the June 4 ICC Champions Trophy match between the two at Edgbaston, Dunya News reported. Khan also admitted that the chances of a bilateral series with India remain bleak. On May 3, the Pakistan Cricket Board sent a legal notice to the Board of Control for Cricket in India (BCCI) for not honouring an MOU, signed in 2014, to play six bilateral series between 2015 and 2023. Alleging a loss of $200-300 million, the PCB asked for a $60 million compensation for losses faced due to India’s refusal to play the series. The Board of Control for Cricket in India has maintained that no legal document was signed regarding the series and that cricket with Pakistan was subject to government approval.
Durant powers Warriors past Spurs
Golden State Warriors’ Kevin Durant and JaVale McGee guard San Antonio Spurs’ LaMarcus Aldridge in 1st quarter during Game 3 of NBA Western Conference Finals at AT&T Center in San Antonio, Texas.
LOS ANGELES, May 21 (Agencies): Kevin Durant scored 19 of his 33 points in the third quarter Saturday as the Golden State Warriors took a stranglehold lead in the NBA Western Conference finals with a 120-108 blowout of San Antonio. “I love where my game is at,” Durant said. “I work hard every day I know what I can do in this league. I just try to put my head down and go.” The Warriors now lead the Spurs 3-0 in the bestof-seven series with game four set for Monday in San Antonio. The victory appears to put the Warriors on a collision course to meet the mighty Cleveland Cavaliers in the NBA finals. No NBA team has ever come back to win a series after losing the first three
games. The Cavaliers are up 2-0 in their NBA semi-final series and have an impressive 247-192 scoring advantage against the Boston Celtics, who lost star player Isaiah Thomas to a seasonending injury on Saturday. Stephen Curry tallied 21 points for the Warriors, who are now a perfect 11-0 in the post-season to match the best start in NBA playoff history. They have won 26 of their past 27 games. Curry expects to see a different Spurs team on Monday night. The host Spurs trailed by nine points at the half in game three and came within 69-65 two minutes into the third quarter before Golden State seized command with another incredible scoring performance. It was the Spurs’ chance to claw their way back into the series, but
by the middle of the fourth quarter at AT&T Center arena, they appeared spent. San Antonio players began settling for shots early in possessions and missed the majority of them as the Warriors compiled an 18point lead in front of a displeased San Antonio crowd of 18,700. “Fans want to see a buzzer beater every game,” Durant said. “It is not like that sometimes. If you don’t like it, don’t watch it.” The Spurs’ hopes were severely damaged earlier Saturday when the team announced that star forward Kawhi Leonard would not play in game three because of a sprained left ankle. Leonard originally injured it in game five of the second round against Houston and reinjured it in the series opener against the Warriors.
If I fight again, it’ll be McGregor, says Mayweather
L O N D O N, M ay 2 1 ( Ag e n c i e s ) : F l oyd Mayweather Jr said on Saturday a fight against UFC champion Conor McGregor is “90 percent” likely - if he boxes again. The retired undefeated five-weight world champion, who has not boxed since September 2015, admits he wants to fight Irishman McGregor rather than any boxer in a clash that would attract global interest and could set new records for pay-perview revenue. UFC lightweight champion McGregor, 28, last week applied for a boxing licence in Nevada and there has been mounting speculation the pair will meet in the boxing ring this year. American Mayweather, 40, broke his silence on ending his retirement and
trying to extend his perfect record to 50-0 against McGregor, who has a UFC record of 21 wins and three defeats. “If I do fight, there’s a 90 per cent chance it’s against Conor McGregor,” Mayweather told a news conference on Saturday night at the Copper Box Arena in London. “The only sor t of numbers I worry about are pay-per-view numbers. I have to see what the next move is.” Critics have claimed it would be a mismatch, but Mayweather insists it is the biggest fight to be made in boxing and mixed martial arts. “The only fight that makes sense to me is the McGregor fight,” Mayweather said. “I’ve accomplished everything (else) I want

to accomplish. Conor McGregor is professional and so am I. He’s a standup fighter and I’m a standup fighter. He kicks ass in the octagon and I kick ass in the boxing ring. The fans demand that fight and you have to give the fans what they want to see.” Mayweather, who was sport’s biggest earner before he retired following
his win over Andre Berto in September 2015, will discuss fighting McGregor with his advisor Al Haymon when he returns to America next week. “I’m over here right now, working, always working,” said Mayweather, who out-pointed Manny Pacquiao in boxing’s richest fight in Las Vegas in May 2015.

Chelsea lift EPL trophy as Terry bows out Svitolina surges to No. 1 in
Chelsea players celebrate after being crowned champions of English Premier League title L o n d o n, M ay 2 1 (Agencies): John Terry was given an emotional farewell by fans at Stamford Bridge on Sunday as recordbreaking Chelsea beat Sunderland 5-1, including two goals from substitute Michy Batushuayi, on the day they were presented with the Premier League trophy. The champions had to come from behind on the last day of the league campaign after Javier Manquillo put relegated Sunderland ahead, but they did so in style with Willian, Eden Hazard and Pedro also on the scoresheet. This was Chelsea’s 30th league victory of 2016/17 — the most ever achieved by a club in the English top flight in a 38-game season. The veteran centreback, the “captain, leader, legend” who has been at the heart of Chelsea’s success
for the best part of two decades, was played from the start by Conte in his last ever appearance at the ground he has graced since 1998. However, in a preplanned tribute, he was substituted and replaced by Gary Cahill in the 26th minute (reflecting his squad number) with team-mates forming a guard of honour as he left the pitch. Fans in the Shed End also unfurled a banner which said simply “Thank you for everything JT” and included images of the 15 major trophies Terry has won in a Chelsea shirt in a career that has spanned 717 games. There was an early shock in store in the captain’s farewell party, however, when Seb Larsson’s freekick was deflected straight to Manquillo, who fired home to give the visitors a surprise lead after only three

race with Italian Open title
ROME, May 21 (Agencies): Elina Svitolina surged to No. 1 in the season-long rankings race by winning the Italian Open on Sunday with a 4-6, 7-5, 6-1 victory over Simona Halep. It was a tour-best fourth title this year for Svitolina and the most prestigious trophy of her career so far. The 22-yearold Ukrainian also leads the tour with 31 match wins this season, putting her among the favorites for the French Open, which starts next Sunday. “Every day I’m just trying to work on my mental part, my physical, my tennis,” Svitolina said. “Everything just came together and I’m very happy that it’s happened in such a big tournament.” The fourth-ranked Halep was in full control and serving for the first set at 5-2 when she rolled her right ankle while sliding over what appeared to be a small hole in the Foro Italico stadium court. While Halep was able to eventually win the opening set, she required treatment to her ankle from a trainer twice and was late getting to shots as the match wore on. “Sorry guys for third set,” Halep told the crowd. “It was a little tough for me to get through but Elina played great.” Halep was playing in her second clay-court final in two weeks after winning the title in Madrid last Sunday.
Elina Svitolina beat Simona Halep to win Italian Open on Sunday Svitolina also required medical treatment from a trainer midway through the second set, for an apparent problem with her left leg. “Hopefully we’ll recover, me and Simona, because we’re struggling a bit physically,” Svitolina said. During the post-match presentation, Svitolina dropped the cover of the silver trophy on to the red clay court, prompting her to say, “Oops.” The first two sets featured long, nervous baseline rallies in which both players waited for their opponent to commit errors. “It was very tough first two sets and I’m really
happy that it’s all finished,” Svitolina said. Meanwhile, German Alexander Zverev stunned world number two Novak Djokovic 6-4 6-3 to win the Italian Open. At 20 years and one month, Zverev is the youngest Masters event champion since Djokovic himself won the 2007 Miami Open. Fearless Zverev, currently ranked 17 in the world but now set to move into the top 10, dominated from the start. He did not face a break point and broke the 12-time major winner in the first game and twice in the second set.
