Centre releases `278.8 crore for Nagaland Spl. Correspondent
NEW DELHI, MAY 20 (NPN): Centre this week sanctioned two separate amount to Nagaland-- Rs. 263.80 crore for May instalment of devolution of states’ share in central taxes & duties and Rs. 15 crore as part of the grants to Urban Local Bodies (ULBs) in nonmillion plus cities. According to Finance ministry out of Rs 46,038.70 crore released to 28 states on Monday, as May instalment of devolution of states’ share in central taxes and duties, Nagaland was allocated Rs. 263.80 core. “These releases, similar to April releases, have been calculated based on tax receipts projected in Budget 2020-21 & not as per actuals,” the ministry said in a tweet. It added that the Government’s prime objective has been protecting states’ revenues and meeting their liquidity requirements in their fight against the COVID-19 pandemic. Further, on Tuesday the Finance ministry, as per recommendation of the 15th Finance Commission, released Rs. 5000.25 crore to at least 28 states including Nagaland, which received Rs. 15 crore for the year 202021. The ministry pointed out that the amount was to be used by local bodies for location-specific felt needs, except for salary or other establishment expenditure.

D I M A P U R , M AY 2 0 (NPN): State power department has appealed to all consumers especially in Dimapur to reduce the use of air condition and judiciously use other power consuming gadgets since the department was having a difficult time to handle the increasing power usage. In a press note, chief engineer (D&R) stated that in case the present increase of power consumption continued, the department would be compelled to resort to regular shutdown and also start vigorously disconnecting consumers who were not paying their bills.

In a statement, Naga People’s Organisation, Senapati District Students’ Organisation, Senapati District Women Association said that economic blockade was called off after the state government assured to set up an inquiry committee to probe the case against deputy commissioner Senapati, Somorjit Salam for violating the COVID-19 protocols.

D I M A P U R , M AY 2 0 (NPN): While four states of North East region— Nagaland, Sikkim, Arunachal Pradesh and Mizoram— are COVID-19 free, fresh cases of coronavirus were reported in Assam, Manipur, Tripura and Meghalaya on Wednesday. According to report, 31 new COVID-19 cases were reported in Assam on Wednesday taking the tally to 188. Eighteen cases were reported Wednesday night, all from quarantine centres, while 13 were reported earlier in the evening, said Assam health minister Himanta Biswa Sarma. Out of the total 188 positive cases, 133 are active, four have died, three migrated, and 48 were cured and released from the hospital, he said. MANIPUR: Tally of infections rose to 23 in Manipur after 16 people who recently returned from Chennai, Delhi and Guwahati tested positive for the novel coronavirus on Wednesday. MEGHALAYA: A man, who returned from Chennai, has tested positive for COVID-19 in Meghalaya, chief minister conrad K Sangma has said. The Chennai returnee coronavirus patient has been admitted at a COVID-19 hospital in the Garo Hills, the CM said. With the new case, the number of COVID-19 cases in the state has risen to 14 but the Chennai returnee is the only active case in the state at present as 12 people have recovered from coronavirus and one has died. Meanwhile, two persons who attended the Tablighi Jamaat congregation in Delhi have arrived here, according to district officials. Both have been sent for home quarantine after medical screening, the official said.
TRIPURA: Four more persons tested positive for COVID-19 in Tripura, taking the total number of cases in the state to 173, Chief Minister Biplab Kumar Deb said. He said the four persons who tested positive for COVID-19 had recently returned from Chennai and are now under treatment. “850 samples have been tested for #COVID19 today and among them 4 persons found positive,” Deb tweeted on Tuesday. Tripura Minister Ratan Lal Nath on Tuesday claimed that the state has the highest recovery rate of coronavirus patients in the country. Tripura’s recovery rate is 68.83 per cent while the national average recovery rate is 39 per cent, he claimed. Meanwhile, there is a danger of quarantine facilities in the country emerging as breeding grounds of COVID-19 and other contagious diseases. Of the positive cases so far, majority of them have come from different States. Several thousand people have returned to their respective states from places.

Antibody neutralizes SARS, COVID-19 coronaviruses: Study
SAN FRANCISCO, MAY 20 (IANS): An antibody first identified in a blood sample from a patient who recovered from Severe Acute Respiratory Syndrome (SARS) in 2003 has demonstrated ability to prevent SARS-CoV-2 live virus infection of cells in laboratory, says a study, raising new hope in the fight against COVID-19. The antibody, called S309, is now on a fast-track development and testing path at San Francisco-headquartered Vir Biotechnology in the next step toward possible clinical trials. The initial results, published in the journal Nature, could ultimately pave the way for using the S309 antibody, alone or in a mixture, as a preventive measure for people at high-risk of exposure to the COVID-19 coronavirus or as post-exposure therapy to limit or treat severe illness, according to the scientists. “We still need to show that this antibody is protective in living systems, which has not yet been done,” said study co-author David Veesler, Assistant Professor of Biochemistry at the

That is probably why this antibody, instead of being single-minded, is able to act against related coronaviruses. Combining the S309 antibody with other, though weaker, antibodies identified in the recovered SARS patient enhanced the neutralisation of the COVID-19 coronavirus, said the study.

NEW DELHI, MAY 20 (PTI): Nationwide COVID19 tally crossed 1.1 lakh Wednesday with over 5,000 new cases getting detected during the day. In its morning 8 AM update, the Union Health Ministry said the COVID19 death toll has risen to 3,303 after 140 more deaths were reported in the last 24 hours, while the number of cases across the country rose by more than 5,600 to reach 1,06,750. However, a PTI tally of figures announced by different states and union territories, as of 9.15 p.m. , put the nationwide tally of confirmed cases at 1,10,590 and the death toll at 3,355. This showed 5,092 new cases since Tuesday night and 210 more fatalities, while the recoveries also increased by over 3,000 to 44,757. During a press briefing on the COVID-19 situation, Health Ministry Joint Secretary Lav Agarwal said the
total active COVID-19 cases now stands at 61,149 in the country and 42,298 people have recovered. The current recovery rate stands at 39.62 per cent while it was 7.1 per cent at the beginning of lockdown, he added.

In addition, 27 samples tested by Truenat machines have reported to be negative, he said. Further, as on May 20, a total of 3904 persons were screened while 1008 persons were under Facility Quarantine.

D I M A P U R , M AY 2 0 (NPN): Angami Youth Organisation (AYO) has demanded to know the reason from the department of health and family welfare Nagaland as to why were its personnel withdrawn from the Khuzama check gate when COVID-19 cases were reported in the north east, particularly Manipur. AYO president Kekhrie Pfukha claimed that the medical team arrived for duty at the check gate on Marcy 24 but were withdrawn on May 14 on the plea of shortage of medical staff for quarantine centres with the arrival of stranded returnees. CAKU said the exorbitant amount charged by the faction was beyond expectation and that the verbal
threat on the dealer served by a particular factionNSCN(Unification) had forced Progressive Motors “to close yesterday.” CAKU mentioned that while the entire country under lockdown due to COVID-19 pandemic has affected the economy of every individual, “ the forceful demand of taxation imposed on the business community, is very unfortunate”. The union therefore condemned the action of “so-called Naga nationalist” for forcefully imposing such act against citizens. Pointing out that this was not the first time that such a threat had been issued to the owner, the union observed that the respect shown by him and the business community in general to Naga nationalist groups have emboldened them and anti-social elements. Asserting that intimidation to Naga citizens irrespective of their tribes by armed groups was not ac-
ceptable, CAKU threatened that it will denounce such groups working against the interests of their own people “as anti-Naga”. CAKU further warned that if any untoward incident happened to any family member of Progressive Motors or staff, the particular faction would be held solely responsible. CAKU also said it would not shy away from declaring non-cooperation against that particular faction in any manner deemed fit for the welfare of innocent citizens. Appealing to all right thinking citizens to condemn such act by national workers, CAKU also urged the law enforcing agencies in the State to remain vigilant and curb all sorts of extortion and illegal activities that directly or indirectly put lives of members of business community and ordinary citizens in danger. tioned that the proprietor TK Angami, is a well known and veteran businessman, employing about 270 people in his establishments. BAN strongly condemned “this inhumanly act of demanding this “so called tax” when the entire country was under lockdown. It said that businesses have been affected very badly in the last few months especially the automobile sector. I n s t e a d o f g iv i n g “some words of brotherly encouragement” in such a difficult situation, BAN said threatening a fellow Naga was uncalled for. The association has urged upon the governor of Nagaland to advice NNPGs against issuing threats and collection of illegal tax. BAN also appealed to all NNPGs to spare the business community in such difficult times as Naga businesses were yet to recover from the impact of COVID-19.

KOHIMA, MAY 20 (NPN): As the nationwide lockdown enters the third month and educational institutions continue to remain closed, teachers of many private schools have been adversely affected as many of them are without salary while some are being paid half even as their workload has increased manifold as they have been entrusted to take online classes. Narrating their tale of woe, some teachers told Nagaland Post that many school managements were utilising their services for online classes. But they regretted that despite the best efforts being put by them, many schools, including reputed ones, were only paying half of their salary. They alleged that certain schools did not even pay them after March even as monthly school fees were not
compromised, adding some school authorities had even made parents pay for “lunch and transportation fee” during this lockdown. Interestingly, some school managements had also reportedly informed teachers that their salary would be based on their “online performance”. A teacher, who did not wish to be named, from a private school commented that they were putting in huge efforts to reach out to their students through different means even during the lockdown but complained of having received only half salary, which was making their life miserable because even if when paid full, their salary was meagre. He wished that parents and the school management were a little more empathetic towards the teachers’ condition just as they were to the students. However,
the overall crisis has deepened as many parents are reluctant to pay school fees on the ground that classes have not been conducted for the past two months. Taking note of the situation, it has been learnt that the Department of School Education will convene a meeting with the private school authorities ver y soon. Meanwhile, mentioning that apps like WhatsApp, Teno, Zoom and Google Forms were used in online classes, teachers of a School in Kohima explained that they prepare and send notes, besides assignments, on WhatsApp and ask their students to note them down in their exercise copies. They said they send both audio and video messages on WhatsApp explaining the chapters, especially of Math, Science and English, as it often becomes difficult

In an ultimatum to the state chief minister, ACC19TFN expressed outrage at the state government’s failure to respond to its earlier appeal dated May 14, 2020 regarding “arrangement of transportation for stranded Nagas outside Nagaland and other necessary arrangement for COVID-19 issues.” ACC19TFN said they had been expecting a call or an official communiqué, (Cont’d on p-5) but have not received any

COVID-19: Awareness programmes, inspections, appeals and guidelines
DIMAPUR: With the ongoing lockdown 4.0 nationwide, Nagaland has started receiving the stranded returnees at the designated quarantine centres. Many are expected to go back to their respective districts once the mandatory 14 days in the designated quarantine centres are completed. COVID-19 related awareness programmes, inspections by legislators, student bodies and other organisations to quarantine centres are being conducted normally. Civil organisations continue to appeal and caution public to maintain all protocols for prevention of COVID-19. Concerned authorities are ensuring that returnees are observing norms as per government guidelines while in quarantine centres. Farmers welfare programmes are also being conducted to enable the farming community to continue with their daily activities.

Notun Bosti Council Dimapur (NBCD) has informed all the households of the colony not to entertain any individuals/ groups to stay or for rental purposes in their house during this lock down period/time. A press release from NBCD chairman E. Jon Ezung and secretary Kavito Ayemi stated that, it has resolved on guidelines for stranded returnees/persons from outside the state entering/entered Notun Bosti Colony from May 18 onwards and would be residing within colony jurisdiction shall be compulsorily kept under home quarantine for 14 (fourteenth) days from the
day of entry to the colony. ATMA Dimapur organised a programme at ATMA office, to hand over COVID-19 safety masks, hand wash and pamphlets to all 6 ATMA blocks under Dimapur district for small and marginal
farmers and to protect farming community during this pandemic crisis on May 20. A press release from ATMA Dimapur, stated that DAO and project director, ATMA, Atoi Sema,
handed 500 numbers of face masks and hand wash each to block technology managers, which was further to be distributed to 500 identified ATMA farmer friends, BFAC members, food security groups, small
and marginal farmers etc in each blocks for their safety and mobility. Pamphlets on agricultural advisories and safety precautionary measures to be followed were also handed over for distribution.

Livingstone Foundation International (LFI) School at Thahekhu block-5 has been prepared as quarantine centre under the initiative of Western Sümi Hoho (WSH) along with Western Sümi Baptist Akukuhou Küqhakulu (WSBAK) in collaboration with convenor COVID-19 DTF, Kikheto Yeptho. In a letter addressed to commissioner and secretary, APC & Dimapur district COVID-19 overall in-charge by WSBAK executive secretary Rev. Dr. Phughoto Sema and WSH president Dr. Kakheto Zhimomi informed that the centre will accommodate 200 stranded returnees. The release also informed that the school premise was allotted by Dr. Ahoto Andrew, while K. Dennis Yepthomi and family of Thakekhu village donated 50 bags of rice and drinking water for all the inmates. Meanwhile, according to DIPR report, the letter of consent was handed over to APC Nagaland who is also incharge for Dimapur COVID-19 activities, Y. USSC visits institutional quarantine centres
United Sangtam Students’ Conference (USSC) has appealed the deputy commissioner to ensure that needful facilities at quarantine centres are met at the earliest. A press release from USSC stated that, during its visit to institutional quarantine centres at Kiphire town on May 18, the USSC learned that out of 63 beds capacity there was only 8
toilets at ZPC boys hostel and 30 beds capacity with 4 toilets at DUDA girls hostel, “which is insecure for the person who are undergoing quarantine.” USSC also appealed to all the returnees to strictly adhere to the do’s and don’ts while travelling and while undergoing quarantine. Conference also appealed to general public to stay indoors and maintain social
distance during marketing days and avoid unnecessary travel until the situation normalises. USSC also acknowledged medical, security personnel, churches of Kiphire town, all the frontline workers and district administration for their tireless efforts in fighting against the deadly virus. W
hen the first outbreak of the Wuhan virus was officially reported in December 2019, though unofficially it occurred since September 2019, China sought to downplay it. On its part the World Health Organisation(WHO)led by its director general and non-physician Dr. Tedros Adhanom Ghebreyesus, went along with the Chinese in hiding the truth from the world about the highly contagious and dangerous virus. WHO’s complicity in toeing the Chinese line was also marked by the renaming of the Wuhan/CCP virus as COVID-19. German media reports claimed that Chinese president Xi reportedly asked Dr.Tedros not to announce that the virus could be transmitted between humans and to delay any declaration of a coronavirus pandemic during a meeting on January 21,2020. That was why WHO refused to declare a “public health emergency of international concern.”However, after mounting evidence of widespread outbreak, WHO finally on January 30 declared the outbreak as a “public health emergency of international concern.” By then the virus had spread across nations and only on March 11, did Dr.Tedros finally declare a pandemic. But by then, it was nine weeks lost to contain the spreading virus. Over the months, the US has been accusing the Chinese and the WHO chief of hiding facts about the virus and has even warned of withholding funds to the tune of $800 million. Eventually, on May 18, the world was forced to act and WHO had to bow to calls from most of its member states to launch an independent probe into how it managed the international response to the coronavirus, which has been clouded by finger-pointing between the U.S. and China over a pandemic that has killed over 300,000 people and levelled the global economy. Over 120 countries adopted a resolution at the World Health Assembly, drafted by the European Union with signatories from 120 countries including India, seeking an investigation into the SARS-CoV-2 virus’s source and the process of its introduction into humans. Besides demanding a probe into Coronavirus origins the resolutions also raised questions on the leadership of WHO director general Tedros Adhanom Ghebreyesus. However, there will be considerable heat as all heads of delegation will address the Assembly. It will also consider a proposal relating to electing a new DG. On the other hand, WHO chief Tedros Adhanom Ghebreyesus who is also at the centre of the storm, welcomed the call for a review, but still insisted there was no need for a dramatic overhaul of the organisation. He said what the global community needs to do, was to “strengthen, implement and finance the systems and organisations it has - including WHO.” China’s influence over WHO is well documented and apparently, those against the US such as Bangladesh, Belarus, Indonesia, Mozambique, Moldova, Russia, Turkey, and Zambia among others, whose interest in WHO is more wide-ranging do not want the probe to include China’s culpability for the spread of the Wuhan virus. If the probe is to be undertaken under WHO, then it is going to become a farce. It will be like the head of an agency accused of failure , conducting a probe on itself, when justice demands that those accused resign to ensure free and fair probe. It is tragic that despite being accused of failure to act timely against the virus which has infected over 50 lakhs and killed over 3 lakhs, the WHO team refuses to accept moral responsibility.

ANPSA Dimapur representation to CM & school education minister T he All Nagaland Private Schools’ Association (ANPSA), Dimapur Unit would like to put down few grievances of the Private Un-aided Schools of Nagaland who are taking care of a majority section of the Student Community studying in approximately 1000 recognized as well as unrecognized schools under all boards in our State with known fact that these Private Schools produce excellent Board results and quality citizens for our Society. Hence the plight of the Private Schools should be considered at all stages of planning and due consideration should be given on the following points. 1. Private Schools as Second Highest Employment providing Sector: The Private Schools Sector in Nagaland is not only the second highest provider of employment after the State Government but also creates various businesses and job opportunities related to the Education sector which surely curtails the government’s employment problems. We are here for the general goodwill of the public and in ensuring that we practice the values of honesty and hard work.
We are generating a major chunk of employment opportunities for many educated unemployed youths of the society and thus we have been helping the state in boosting up its economy. Moreover, the increase of private schools in Nagaland has directly opened up avenues for other allied services in the economy like book and stationery stalls, hostels, IT peripherals and a host of other educational services and has also increased the potentials of many other businesses like tourism, hotels, restaurants, shopping malls, bakeries, public and private transport, etc. 2. Private Schools as partner with Government in Education Sector to create an Educational Hub: The Board Examinations speaks volumes about the quality education provided by Private Schools and the government should acknowledge the quality services provided by the Private schools in the Education Sector. We would like to reiterate our stand as a primary stakeholder in not only the educational sector but also the entire economy of the State, and therefore our voices need to be heard by the government
and authorities concerned. Our opinion and suggestions should be a matter of priority while framing educational policies as we represent the entire private schools fraternity of Nagaland. It is thus obvious that the opening up of good educational institutions or hospitals per se always leads to economic and social development of any state or nation. We would thus request the government to take up adequate means of encouraging the private schools and colleges and make Nagaland as a hub for educational opportunities whereby revenue for the state can be generated directly or indirectly through quality education catered by state-of-the-art private institutions where students from outside Nagaland and even abroad may make Nagaland as their educational destination. We should not forget that there was a time in the past when the economy of Nagaland drained out to other states as due to lack of adequate facilities the students flocked to other states for seeking educational benefits. In this context, the whole system of economic drainage can be reversed if only the government gives
serious consideration to our suggestion of establishing a permanent educational hub in Nagaland. This will be an iconic step undertaken by your government and would create a ripple effect in the economy of the region as well thus creating a landmark for ourselves on the world map. 3. Grant of Government Funds to Private Schools: The private schools in Nagaland are always at the forefront of quality education and have been mostly responsible for a consistent and upward trend in educational benefits for the student community of Nagaland. However, it is quite unfortunate that the entire fleet of Private Schools in Nagaland runs only with meager self generated funds, mostly through fees, which is equivalent to 10% in comparison to the entire budgetary allocation given to the Government Schools each year. Even a layman will be able to judge the huge discrepancy in utilization of funds, whereby Private Schools are able to cater to majority of students of the state with mere 10% financial resource raised by themselves which hardly make ends meet and also
without any assistance from either the State or the Central Governments and that too with so much of quality and yeoman service to the State of Nagaland; but on the other hand, even with 100% budgetary allocation of several Thousand Crores of Rupees each year poured in so lavishly by the State Government, the Government Schools always fail to outdo the Private Schools in all fields of activities including examination results, infrastructure or other extra-curricular facilities. The Government of Nagaland should therefore come up with a drastic step to put to action a plan whereby the public funds are not wasted in vain but put to more judicious use. Instead of pouring all the public money unnecessarily in non-productive government educational agencies, it should rather be the honest endeavour of the government to provide more grants to all Private Schools in the State out of the budgetary allocation as a major section of the students are studying in privates schools. Therefore, the Government should dwell on this matter with due earnestness and use some much needed con-
science in the utilization of funds and channelize it properly so that the benefit of government resources go only to performing government educational agencies as well as private schools which have always ensured the development in the quality of education for Nagaland. 4. Recognition and Award to Private Schools: The Teachers’ Awards that are given at State and District Levels every year is in sheer favour of the Government Schools without much and proper verification and just on the mere basis of recommendation. It is really baffling to note that though there is no effort by most Government Schools in the growth of education, a majority of government teachers are selected each year for the Awards. There should be a conscious effort on the part of the Education Department towards bringing about equity in the criterion of selection of awards for Government as well as Private Schools. NEW DELHI, MAY 20 (AGENCIES): The US has come out in support of India in its current tensions on the border with China. It has also asked India to open talks with the Taliban considering that it will soon be a part of the governing structure in Kabul. “The border dispute is a reminder that Chinese aggression is not always just rhetorical. So whether it is in South China Sea or whether it is along the border with India, we continue to see provocations and disturbing behaviour by China that raises questions how it seeks to use its growing power,’’ said Alice G Wells, US State Department’s top official for Central and South Asia. This aggressive Chinese behaviour has led to a rallying of like-minded nations in the ASEAN or of US-led diplomatic groupings such as the trilateral with Japan and India or the quadrilateral that includes Australia, said Wells in her strongest backing of India in the land border dispute with China. Accusing China of being extremely self-centered, Wells said this has led to conversations around the world about reinforcing the post-World War II principles of free and open trade that will help lift all boats “including the Chinese boat”. “We want to see it an international system that
provides benefit to everyone and not a system where there is suzerainty to China. In this instance the border disputes are a reminder of the threat posed by China,” she said in a webinar with journalists of the region. Wells also had harsh words to say about China with respect to Nepal and Pakistan. Calling upon Nepal to accept a $ 500 million US loan to improve roads and electricity transmission, she said this would show that Nepal will not take “dictation from China’’. The US loan offer has turned controversial because it is linked with the Indo-Pacific Strategy, triggering opposition from a chunk of ruling Nepal Communist Party. Wells said the Covid epidemic had made it incumbent upon China to write-off “predatory and unfair” loans to Pakistan for the China Pakistan Economic Corridor (CPEC).

Domestic flights to resume in calibrated manner, says Puri
NEW DELHI, MAY 20 (PTI): Domestic passenger flight services will resume from May 25 in a calibrated manner, Civil Aviation Minister Hardeep Singh Puri said on Wednesday. The minister, however, did not say as to when international passenger flights would resume. All scheduled commercial passenger flights have been suspended in India since March 25, when the Modi government imposed lockdown to curb the spread of the novel coronavirus. “Domestic civil aviation operations will recommence in a calibrated manner from Monday, May 25, 2020. All airports and air carriers are being informed to be ready for operations from 25th May,” Puri said on Twitter. “SOPs (Standard Operating Procedures) for passenger movement are also being separately issued by the Ministry of Civil Aviation,” he added. Puri had on Tuesday said the Centre alone cannot take a decision on resuming passenger flights and the state governments should be ready to allow these services in the spirit of cooperative federalism. SpiceJet Chairman and Managing Director Ajay Singh welcomed the decision to resume passenger services. “We welcome the government’s decision to
recommence domestic civil aviation operations from May 25. This resumption will go a long way in lifting the overall economic sentiment in the country. While the SOP for resumption of operations and details of flights to be operated is still awaited, we are sure that this much-awaited move will help a large number of passengers by providing them access to the safest and the quickest means of transport,” he said. The aviation sector has been hit hard by the pandemic as various countries, including India, decided to suspend commercial flights completely to curb the spread of the virus. Since March 25, Indian airlines have taken steps like firing expat pilots, announcing pay cuts and leave without pay for employees to conserve cash. The first, second and third phase of lockdown were between March 25April 14, April 15-May 3 and May 4-May 17, respectively. The fourth phase started from May 18 and would end on May 31. Cargo flights, medical evacuation flights, offshore helicopter operations and special flights approved by the aviation regulator DGCA have been allowed to operate as usual during the lockdown period. The virus has infected more than 1.06 lakh people and killed more than 3,300 people in India so far.

D I MA P U R , MAY 2 0 (NPN): Central Nagaland Students’ Association (CNSA) has expressed concern over the plight of Nagas stranded outside and appealed to the state government to have “an alternative plan” for them. In a representation submitted to the chief minister through the deputy commissioner (DC) Dimapur, the CNSA president Himato Yeptho and general secretary Lipemo M Tsopoe said that most of the stranded Nagas, who were working in unrecognized sectors, have not received salaries since February/March 2020. Stating that agencies and employers were not willing to pay their dues till normalcy returns, the CNSA stated that the future was uncertain for most of them as it was unpredictable when normalcy would return. Stating that those who opted to stay back also cannot sustain on Rs.10,000, the association has urged the state government to have “an alternative plan” for them. CNSA stated that if the citizens were not evacuated in time many could perish out of starvation and not the disease. CNSA has appealed to the chief minister to intervene and take early action.

‘Northeast handling COVID-19 better’
New Delhi, May 20 (PTI): The proactive steps taken by all the northeastern states, coupled with the liberal support offered by the Centre, has helped the region cope up better with the COVID-19 pandemic compared to the rest of India, Union Minister Jitendra Singh said on Wednesday. Singh said the success of the measures taken by the northeastern states is evident from the fact that Sikkim and Nagaland do not have a single COVID19 positive case till date, while Arunachal Pradesh and Mizoram had one patient each, who have since recovered. Meghalaya had 13 cases in a hospital in Shillong due to a foreign traveller. The state recorded one death, but all the others have since recovered, he said in a write up. Meghalaya is also COVID-19 free now, the Union minister for development of north eastern region (DoNER), said. In effect, as on Wednesday, five states of northeast India -- Arunachal Pradesh, Meghalaya, Mizoram, Nagaland and Sikkim -- are COVID-19 free. Singh said the biggest

Giving details about the health infrastructure in the northeast, the minister said Sikkim and Nagaland did not have any testing facility while Assam had just two. Over the period, the number of testing facilities has been extended to all medical colleges in Assam. The laboratory in Kohima in Nagaland is now functional and in Sikkim TrueNAT testing has started, while a RT-PCR laboratory would be functional shortly, he said. Singh said that as a result of extension of testing facilities in the region, the pace of testing has increased from 2,931 in the first week of April to 60,063 in mid-May, from an average of 300 per day to 3,800 per day during this period, leading to prompt care and hospitalisations, wherever required. He said the lockdown measures in all northeastern states were implemented effectively. Not only inter-state borders were closed by the respective states, but more than 5,000 kilometers of international borders in the region were closed by border guarding forces and the local public, the Union minister said.
COVID-19: Four more test positive in Tripura Agartala, May 20 (PTI): Four more persons tested positive for COVID19 in Tripura, taking the total number of cases in the state to 173, Chief Minister Biplab Kumar Deb said. He said the four persons who tested positive for COVID-19 had recently returned from Chennai and are now under treatment. “850 samples have been tested for #COVID19 today and among them 4 persons found positive,” Deb tweeted on Tuesday. Meanwhile, Tripura Minister Ratan Lal Nath on Tuesday claimed that the state has the highest recovery rate of coronavirus patients in the country. Tripuras recovery rate is 68.83 per cent while the national average recovery rate is 39 per cent, he claimed. “India’s national average for COVID-19 recovery rate is 39%... while in Tripura it is 68.63 per cent. Our state is placed highest in the country for recovery of COVID-19 patients”, he said. Of the 173 COVID-19 cases in Tripura, 116 people have recovered.

lack of awareness,” said Labour Inspector Dilip Kumar Deori. Two policemen were deployed at the gate to strictly ensure guideline advisory but they too failed in managing the rush of beneficiaries. The same was the situation outside various banks and ATMs in other parts of the district. Lack of adequate awareness at the community level have exposed the ground situations here which resulted in long queues of people standing next to each other barely a feet away in total violation of social distancing norms and guidelines. It needs to be mentioned that the government have brought in several cash transfer schemes to promote social security and to help poor amid the covid crisis. However, a dis-
turbing trend of people gathering in hundreds to withdraw the free cash credited in their Jan Dhan accounts by throwing social distancing norms to winds have raised alarm among the concerned residents in this hill district of Karbi Anglong. With a continuous rise in the number of COVID-19 positive cases, it is necessary that people acknowledge the importance of strict social distancing as people are to coexist with the corona threat for a long time. Shillong, May 20: Former Meghalaya Assembly Speaker Charles Pyngrope on Wednesday suggested the Assembly a 50 percent salary cut from all 60 legislators in dealing with COVID-19 pandemic. “The 10 per cent salary cut for MLAs was not much, as only Rs 6000 was deducted from my pay. It would be in the fitness of things that salary of all legislators is cut
by 50 percent,” the opposition Congress legislator said initiating a budget discussion on the first day of the reassembled budget session of the Assembly. Lauding the government’s initiative to deduct 50 percent of the salaries of the ministers and Grade 1 officers to ensure that the State have sufficient funds to tackle the pandemic, Pyngrope urged the government to restore salary of grade B, C and D employees since most of
these employees have taken housing, personal, medical, and education loans. “Now if their (salary of grade B, C and D employees) is deducted by the banks, they have nothing left to put food on the table,” he said, urging the members of the House to allow us (legislators) to contribute 50 percent of our salary and restore back the percentage deducted from salary of grade B, C and D employees.
NSCN (I-M) hits out at UCM DIMAPUR, MAY 20 (NPN): NSCN (I-M) has slammed the United Committee Manipur(UCM) for the latter’s “salvo” against NSCN and Nagas in general, in prodding the Manipur chief secretary to write to the union home secretary government of India, stating that the “Indo-Naga cease fire does not extend to the state of Manipur” and to take “strong exception” to the “unauthorised camps of NSCN in Manipur.” In a statement, MIP said such utterances of UCM against Nagas was not going to reverse the historical reality and movement that has led to “ongoing Indo-Naga political talks running more than twenty two (22)years”. Over and above, it said such “absurdity” will not succeed the final scrutiny of over 70 years of Naga people’s sacrifice of recoded blood, sweat and tears.

Infrastructures for NG to be allotted in 45 days: Sangma Correspondent Shillong, May 20: Meghalaya Chief Minister Conrad Sangma on Wednesday said that the government will make all efforts to ensure that development of various infrastructures for the National Games 2022 will be allotted within 45 days’ time. Meghalaya will be the third northeastern state, after Manipur (1999) and Assam (2007), to host the National Games. The national event will coincide with the 50th year of the creation of Meghalaya. “We are going to ensure that the various infrastructural projects for the National Games will be completed within the stipulated time period. All the necessary formalities for National Games 2022 will hopefully finish within a month’s time. The work will be allotted in a month’s or 45 days’ time,” he said. Admitting that sporting events will be a big challenge in view of the prevailing health situation, Sangma said that they are not very sure how sports will be organised in the future.

Mary competed in 48kg before the Amateur International Boxing Association (AIBA) scrapped the weight class from the Olympics. She then shifted to 51kg and won bronze at the 2010 Asian Games in the weight category. Eventually, she would win an Olympic bronze at the 2012 Olympics in that weight class.
“At the time I did not have much experience in the 51kg category. It had just been one year or so since I had changed my weight category before which I used to compete in 48kg. I won all my World Championship titles in the 48kg category before that,” she said. “In 51kg I was facing taller boxers and they had better reach. There were not many in India with this kind of height and reach for me to get used to. “So for training in the 51kg category at the 2012 Olympics I trained with boys who were taller and heavier than me after my qualification was confirmed.

The former defender was a free agent at the time, having parted company with Real Madrid after 11 trophy-laden years at Santiago Bernabeu. “I had two proposals, Fenerbahce and Chelsea,” Carlos told Goal after the Challenge Heineken Legends. “Chelsea didn’t work out so I signed for Fenerbahce. “But, with Chelsea, it got very close. It was literally agreed and I just had to go there and sign the contract. “It was just a week before I signed for Fenerbahce and I had been to Paris to meet both Roman Abramovich and (former chief executive) Peter Kenyon. “Unfortunately, in the final moments something

In the Ministr y of Home Affairs’ guidelines for the fourth phase of the COVID-19 lockdown, sports complexes and stadia have been allowed to open without spectators, clearing the path for at least the resumption of halted training camps. But swimming pools and gyms continue to be out of bounds, prompting the SFI to write to Sports Minister Kiren Rijiju, the Indian Olympic Association (IOA) and the Sports Authority of India (SAI). “Since the order has

been given for reopening the stadia and sports complexes, we have written to Sports Minister, SAI, and IOA to request the Ministry of Home Affairs to let at least the elite swimmers to start training,” SFI Secretary General, Monal Chokshi told PTI.
“It’s been more than two months since the swimmers entered the water,” he added. According to the SFI, opening swimming pools for elite athletes is not the same as “recreational swimming” that is still barred as per the MHA guidelines.

It is in line with the MHA guidelines if these swimmers train in the pools of the sports complexes that are going to open,” Chokshi said. The SFI has asked permission for only those swimmers to resume training, who have achieved the ‘B’ qualification mark for next year’s Tokyo Olympics. The list includes the likes of Virdhawal Khade, Srihari Nataraj, Kushagra Rawat and Advait Page. Last week, the SFI, along with its various stakeholders, drafted a Standard Operating Procedure (SOP) regarding the resumption of training, which was similar to what the US federation has adopted. “In the guidelines of the SOP we recommended a
few measures like maintaining the chlorine level in the pools and also ensuring that there is only one swimmer per lane while training,” Chokshi said. However, since it is not possible to adhere to the guidelines in all the centres, the Shyama Prasad Mukherjee Swimming Pool Complex (SPMC), which hosted the 2010 Commonwealth Games in Delhi and the Padukone-Dravid Centre for Sports Excellence in Bengaluru are the two sports complexes in the running. “These guidelines can’t be monitored across all centres. Only centre heads will be able to recommend where its possible. “SAI will decide which one it will be but tentatively we have discussed the SPMC pool at Delhi and the Centre of Sports Excellence at Bangalore,” Chokshi said.
