ULB polls after new Act: CM Govt will either amend NMA or pass new Act Correspondent
KO H I M A , M AY 2 0 (NPN): Nagaland Chief Minister Dr. Shürhozelie Liezietsü disclosed that the state government has already made up its mind to either amend the Nagaland Municipal Act (NMA), or to enact an altogether new Municipal Act in consultation with all stakeholders and conduct ULB elections only thereafter. Addressing at the one day workshop on ULB vis-à-vis Article 371 (A), organized by Ex-Parliamentarians Association of Nagaland (Ex-PAN), at State Capital Convention Kohima, Saturday, the chief minister stressed on the necessity of holding a proper dialogue and discussion on this sensitive issue, so that no mistakes are committed which would be only bring regret. Dr. Liezietsu recalled the consultative meeting with the Naga tribal Ho-
Dr. Shurhozelie Liezietsu with Ex-PAN members in Kohima, Saturday (NP)
hos held on November 26, 2016 and said the meeting was basically to consult the Naga tribal bodies regarding the intention of the State Government to amend some of the provisions of the NMA 2001 as amended in 2006. He said the view was that taxation of land and buildings was a very complicated process and the nascent ULBs in Nagaland would not be in a position to impose this tax for quite some time. In view of such sensitivity of the issue he said it was the considered view that inclusion of the provision in the Act can be taken up only as and when the ULBs are ready to come forward with
such a proposal. On the issue of Women Reservation (WR) he said since state government had already decided earlier to conduct ULB elections in February 2017 with WR, it was not included as an item or agenda for consultation. However, he said the “tribal bodies were allowed to voice their views and concerns on this issue as well”. Further he mentioned that state government was aware that there was no consensus amongst the tribal bodies on the issue of WR. Nevertheless, he said as the state government had already taken a decision to conduct ULB elections with WR, notification was issued by the Government in Octo-
ber, 2016 to start the process of ULB elections as per the provision of the Municipal Act. Dr. Liezietsü said state government had not, in their wildest of imaginations, anticipated that the opposition to WR in ULBs would throw up so many ugly incidents that the state was made to witness during January and February this year. He reiterated that the main interest and intention of the State Government to go ahead with the ULB elections with WR was the desire to protect Article 371-A of the Constitution, which was very important for the state and the people. JCC/NTAC want govt to revoke cabinet resolution on ULB DIMAPUR, MAY 20 (NPN): Joint Co-ordination Committee (JCC)/ Nagaland Tribes Action Committee (NTAC) have appealed to the state government to revoke the cabinet resolution dated November 24, 2016 in the forthcoming assembly session. In a press release, JCC convenor, Supu Jamir, and secretary, Rainbow Ngullie, said the JCC & NTAC jointly submitted representation to state chief minister on March 18, 2017 requesting the government to take up the matter for discussion in the previous assembly session and pass an appropriate bill for revocation of the resolution dated November 24, 2016 with regard to conduct of Urban Local Bodies Election with 33% women reservation. However, they said the matter was not taken up for discussion during the last assembly session “despite of being a serious issue confronting the aspiration and wishes of the people of Nagaland.” Therefore, JCC/NTAC have reiterated appeal to the state government to take up the matter on priority in the forthcoming assembly session and revoke the “infamous cabinet resolution” as the same was against the wishes and interest of the people of Nagaland. JCC/NTAC said they expected the incumbent state government to use the wisdom and the powers vested upon by the people to uphold and ensure to protect the rights and integrity of the people that it represent.
Woman cuts off Concerned Nagas interact with NNPGs Surrender policy for ultras genitals of rape a failure, says Manipur CM IMPHAL, MAY 20 (IANS): Manipur Chief accused godman Minister N. Biren Singh on Saturday said the T H I RU VA NA N THAPURAM, MAY 20 (AGENCIES): A 23-yearold woman cut off the genitals of a so-called “swami”, or godman, who was allegedly sexually abusing her since she was in her teens and who allegedly tried to rape her on Friday night in Pettah. According to the police, the incident occurred on Friday night when Gangeshananda Teethapadam, alias Hariswami, allegedly tried to rape the woman at her residence. Sources told TOI the woman alerted the police immediately after she chopped off the man’s genitals with a knife. She called the emergency 100 number because she was afraid the alleged rapist would kill her. The accused claimed to be a saint associated with the Chattambi Swami Ashram in Kollam, but the ashram authorities denied any association with him. “He was a brahmachari at the ashram 15 years ago. Later, he quit. But it is learned that he was using the ashram for his fame,” said an official at the ashram. Police have charged the alleged rapist with relevant sections of the Protection of Children from Sexual Offences Act.

In the spirit on openness and dialogue, both the sides discussed wide range of pressing concerns facing the Naga people and the meeting also acknowledged the personal sacrifices of the leaders, stated a joint press note issued by the WG-- N. Kitovi Zhimomi (GPRN/NSCN), Wangtin Naga of NSCN (R), V. Nagi (NNC-Parent Body), NNC/NPGN (Hozheto/ Tsanthungo) & NNC/GDRN

surrender policy designed for militants was “a total failure”. Speaking at a function here, the Chief Minister said he had discussed the matter with union Home Minister Rajnath Singh. “It is disappointing that there is no proper supervision over the outfits which have joined the national mainstream,” he said. “This has rendered the surrender policy meaningless.” According to rules, weapons surrendered by militants should be deposited with the Army and members of the surrendered outfits must stay inside designated camps. Biren Singh said there was “a system failure since there is no effective control over the former insurgents”. He added: “There is no proper surrender policy. The former insurgents are not given adequate assistance in terms of building houses and more. There is no means of livelihood for these people and their families.” While the Army has signed Suspension of Operations with some militant outfits, the Manipur government had refused to honour them. And so police and paramilitary forces continued to hunt, kill or arrest the tribal insurgents despite their signing the pacts.
Legal luminaries expound on women quota & Art. 371A Correspondent
KOHIMA, MAY 20 (NPN): Two well known legal luminaries of the state- Supreme Court Judge Justice (Retd) H. K. Sema and retired High Court Judge Zelre Angami- have given a legal interpretation of the constitutional provisions of Urban Local Body election vis-a-vis Article 371A at the one-day workshop organised by the Ex-Parliamentarians’ Association Nagaland (Ex-PAN) held at the Capital Convention Centre here Saturday. The issue is crucial for the state as it involves both the implementation of 33% women reservation in ULB elections and the need to safeguard Article 371A from legal onslaught. In his speech, H.K.Sema said Nagaland Municipal Act was a state legislation, thereby it can be legally implementable and if correction needed, it can be amended. Sema also said the Income Tax 1961 sub-section 26 of section 10 exempted Nagas from paying tax provided the source of income was from tribal area. However, he said municipal tax was not a tax under Income tax thereby he said people should be educated on this issue. He said the perception of Nagas on taxation must be changed if Nagas want to have good drainage system, marketing facility, good road, drinking water facility etc as to carry out these activities, Local self Government (LSG) has to earn revenue. Sema said
paying revenue to LSG was for one’s own comfort, welfare, health. He said ULB was made a burning issue unnecessarily because of lack of communication between the representatives and the people and reiterated on the need to educate the people in the village who were not cared. Sema regretted that Article 371 (A) was misused, misinterpreted and misunderstood due to lack of education and said every individual was responsible to bridge the gap between of the commoner and the educative society, legislature and the law making authority. He said Nagas may be of the understanding that having Article 371 (A), other provisions of constitution was not applicable to the state. He cautioned that this would lead to break down of constitution and reminded that Nagaland state itself was creation of the constitution. He informed that in a democratic country, states like Nagaland are governed by the rule of law. Therefore, he said no one can say constitution does not apply in Nagaland as “our liberty and freedom of movement is under the rule of law”. He also suggested the establishment of State Law Commission headed by retired high court judge stating that Nagaland was old but minds were young. Further Sema pointed out that Article 371 (A) does not prohibit Women Reservation as none of the four clauses in Article 371 (A) prohibit WR stating. (Cont’d on p-8)
Landslide: KYO seeks govt’s urgent attention
Restoration work underway at Peducha landslide area.
D I M A P U R , M AY 2 0 (NPN): Kiruphema Youth Organization (KYO) on Saturday pointed out that the massive landslide besides incessant rainfall, in Peducha area under Kiruphema village was a result of the “mindless dumping of soil at unstable areas by the four lanning construction company (Gayatri).” In a press note KYO president, Kezevilie Hojha;
general secretary, Mhasisieto Zhünyü; advisor, Neicasato Visienyü and action secretary Makolie Shosahie have appealed to the state government to carry out necessary repair work and to widen the narrow portions of the ‘By-pass” road. KYO said it was ready to “handle and supervise the work for public and road safety.” It pointed out that the movement of the vehicles
have been adversely affected causing untold hardship to travellers. Though light vehicles have been diverted from Peducha to Kiruphema (Basa/Bawe) to Shalom Bible seminary to Secü Zubza, KYO however said the only alternative road was narrow and in deplorable condition. KYO cautioned the state government that unless immediate action is taken, the condition of the road would worsen and may pose danger for safety of travellers. If not, KYO said it would block all vehicular movement along the “bypass” in order to carry out the repairing work at their own available resources. KYO further warned M/s Gayatri not to dump soil in Kiruphema jurisdiction (from River Noumvürü near Bamboo Hotel, and River Dierü near Essar petrol pump) without consulting them. (Cont’d on p-7)
EVM challenge to begin on June 3; EC invites parties NPPC Ltd workers union N E W D E L H I , M AY 20 (IANS): Picking up the gauntlet, the Election Commission on Saturday offered its EVMs for political parties to hack them, if possible, under a “Framework of Challenge” from June 3 but insisted that the machines cannot be tampered with in its custody. Chief Election Commissioner Nasim Zaidi announced the schedule for the ‘EVM Challenge’ under a framework of conditions decided by the Commission. Those unable to prove their point will be dubbed to have failed the test. He said it will be open to the national and state parties which took part in the recent elections in Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur and claimed that the EVMs were tampered or could be tampered even under the poll panel’s safeguards.
The parties should prove their claims within the administrative and security protocols prescribed by the Commission at its headquarters from June 3, Zaidi said. Any party which wants to join the challenge can confirm its participation by May 26. If its representatives fail to turn up on the appointed day and time, they will forfeit their right to take part in the challenge. The ‘Challenge Statement I’ said the doubters should prove that the EVMs used in the five states were tampered to favour a candidate or a party by altering their results stored in the EVMs after the polls. The claimants will have to alter the results in the Control Units used during these polls in exactly the same scenario as the EVMs remaining within
the safeguards of the EC after the polls. This covers the period of storage in strong rooms or during counting by pressing a combination of keys on Control Unit (CU) and Balloting Unit (BU) or by communication to CU or BU or both via external wireless or bluetooth or mobile phone. ‘Challenge Statement II’ asked the naysayers to prove that the EVMs used in the five states were tampered before or during polling. The claimants will have to alter the results in the EVMs used during the polls in exactly the same scenario as the EVMs remain within the safeguards of the Commission before the poll in strongrooms or during polling. Reacting to Zaidi’s announcement, the AAP, whose leaders sought to demonstrate in the Delhi
assembly that the machines can be hacked, said it will seek clarifications from the Commission on the proposed challenge. It did not say whether it will take part in the challenge. Zaidi asserted that the machines can’t be tampered with through external hardware -- wireless, WiFi, bluetooth device or mobile phones -- nor can they be manipulated at the manufacturing stage because of strict security protocol. He said the results can’t be altered by activating a Trojan Horse through a sequence of key presses because the micro-chip is programmed for one time use only. The EVMs can’t be physically tampered with nor their components be changed without anyone noticing, he said, adding the latest technological features make them tamper-proof
with features like OTP micro-controllers, dynamic coding of key codes and other measures, he said. Zaidi said the Commission does not use EVMs made abroad. These are produced through public sector manufacturers BEL in Bengaluru and ECIL in Hyderabad. “The software programme code is written in-house by these two companies, not outsourced, is approved by the Technical Evaluation Committee of ECI and subjected to strict security procedures at factory level to maintain the highest levels of integrity.” The poll panel said each party can nominate up to three persons to take part in the challenge. However, EVMs involved in any election petition or ordered to be sealed by courts will not be available for the challenge.

IMPHAL, May 20: Manipur chief minister N Biren Singh Saturday said that Suspension of Operation (SoO) has failed to achieve its purpose due to the alleged rampant violation of ground rules by militant groups under SoO. Nineteen armed groups belonging to Kuki National Organisation (KNO) and United Peoples’ Front (UPF) are under Suspension of Operation truce with government forces under separate tripartite agreements signed with state and central government since August 2009. Singh alleged that cadres of these armed groups were not staying at their respective designated camps opened by the government under the Suspension of Operation agreements and

He said that he had discussed the matter with Union home minister Ra-
jnath Singh during his last visit to New Delhi. In the meeting, the need for an effective surrender and rehabilitation policies was stressed. Geelani suspends Nayeem from Hurriyat after sting video
SRINAGAR, MAY 20 (AGENCIES/IANS): Prominent separatist leader Syed Ali Geelani suspended Nayeem Khan from the basic membership of Hurriyat conference on Saturday. The development comes a few days after a sting operation surfaced in which Khan purportedly confessed to receiving funds from Pakistan to create unrest in the Kashmir Valley. Khan reacted to the video earlier today, calling it “doctored and fake”. “Sting operation conducted by a Delhi-based TV channel is fake and doctored. I challenge the TV channel to run my full video instead of bits and pieces”, Khan said at a press conference here earlier today. Khan alleged that the agenda of Indian media is to “defame the Kashmir struggle and pro-freedom leadership”. “The TV channel has run a doctored video to defame the Kashmir movement and the video was run in bits and pieces and everything was taken out of context,” Hurriyat provincial president Khan said. Trying to salvage Pakistan and other Hurriyat leaders of the charges of funding Kashmir violence, the top Hurriyat leader Nayeem Khan said Pakistan is a basic party to the Kashmir dispute and it supports the Kashmir movement politically and diplomatically. Khan said, every movement including the quit India movement needed funds to run the show, therefore, it is therefore not new for Kashmir movement to need funds which are generated locally here, Khan added. Nayeem Khan, Farooq Dar alias Karate and Gaza Javid Baba were shown admitting that Pakistan was funding the Kashmir unrest by pumping money into Kashmir valley through Hurriyat leaders including Syed Ali Shah Geelani and others to keep the pot boiling. Nayeem was even shown in the video saying that even the burning down of schools in 2016 violence was done after receiving funds to continue with the unrest in the valley. “I appeal to the Press Council of India to intervene in stopping the jingoistic journalism of certain Indian TV channels,” Khan said. Surprisingly, Nayeem Khan, who heads his party
called Jammu Kashmir National Front said that he is answerable only to Hurriyat chairman Syed Ali Geelani, Hurriyat leaders, local people and local media. The NIA has started preliminary investigations into the revelations made by the Hurriyat leaders in the sting operation and are believed to question all those named in the video by Nayeem, Bitta Karate and Gaza Javid Baba . The trio had admitted the nexus of Geelani with Lashkar-e-Taiba chief Hafiz Saeed. “I had decided to put forth my point of view about the doctored videos in front of my chairperson, Geelani sahib and other leaders but I was not allowed by the police to enter Geelani’s house. Hence I decided to talk to the media persons to put forward my viewpoint,” Nayeem told reporters here.
Sting operation video doctored: Nayeem Khan
Nayeem Khan, senior separatist leader who confessed to receiving funds from Pakistan to create unrest in the Kashmir Valley in a sting operation by a news channel, on Saturday termed the video as “doctored and fake”. Addressing a media conference in Srinagar, Khan who is the provincial president of Syed Ali Shah Geelani-led Hurriyat Conference said: “The agenda of the Indian media is to defame the Kashmir struggle.”
Govt may step in if triple talaq practice not changed: Naidu New Delhi, MAY 20 (AGENCIES): The government may have to step in and enact a law to ban triple talaq if the Muslim community fails to “change” the practice, Union minister M. Venkaiah Naidu said on Saturday. “It is for the society to take up the issue and it will be good if the (Muslim) society itself changed the practice. Otherwise, a situation may arise where the government will have to bring in a legislation (banning triple talaq),” Naidu said while addressing a meeting in Amaravati. “This is not to interfere in anybody’s personal matters, but at the same time it’s a question of justice to women. All women should have equal rights. Equality before law...that’s the issue,” the Union Information and Broadcasting Minister said. He recalled that laws were enacted to rid certain evil practices even in the Hindu society, like child marriage, sati and dowry. “The Hindu society discussed child marriages and Parliament passed a legislation banning it. Second is sati sahagaman, an ancient practice, wherein a woman too ended her life following her husband’s death. Now it is prohibited by law, by the Hindu society itself. Third is dowry. The Dowry Prohibition Act was passed and the Hindu society accepted it,” the Union Minister pointed out. “When it felt that such practices were against the
Venkaiah Naidu society’s good, the Hindu society discussed them and brought in reforms. Some more reforms are also needed and efforts should be made in that direction,” he added. “See humans as humans and don’t separate them as Hindus, Christians or Muslims. No injustice should be done to women by such discrimination,” Naidu maintained. The Minister was felicitated by several associations and well-wishers upon his recent election as chairman of the governing council of U.N.Habitat. “I feel happy whenever the world recognises India. Take the case of Kulbhushan Jadhav. For the first time in history, India went to the International Court of Justice and obtained a stay against Pakistan’s foolish act of trying to execute Jadhav. This is something we all should feel happy about,” Naidu noted. Recalling his long political career, Naidu said the “only desire” left in him was to see Narendra Modi as the Prime Minister for ten years.
ICJ didn’t order consular access to Jadhav: Sartaj Aziz NEW DELHI, MAY 20 (AGENCIES): Pakistan Prime Minister Nawaz Sharif ’s foreign affairs adviser Sartaj Aziz today claimed that the International Court of Justice (ICJ) hasn’t given any order regarding consular access for Indian national Kulbhushan Jadhav. “Wrong to say Pakistan lost at ICJ, court stayed execution, didn’t order consular access to Jadhav,” Aziz told reporters in Islamabad. “It was a consensus decision to appoint Khawar Qureshi as our lawyer. Everyone was satisfied with his arguments. Some are saying that we had 90 minutes, why we used only 50 - a substantive argument can be given in only 10 minutes,” Aziz said. “It wasn’t possible for Pakistan to appoint an ad hoc judge in such a short time. Pakistan had only five days to prepare its
case,” he said. He, however, added that his country will further strengthen its legal team and that it will go forward into the case with full preparation. “We will go with a strong team in the next hearing,” Aziz added. “Jadhav was sentenced according to the laws of Pakistan after he admitted to entering the country on fake passport and involvement in terror activities,” Aziz asserted. On Thursday, the ICJ unanimously stayed Pakistan’s execution of Indian national Kulbhushan Jadhav until it rules on the merits of the case. The Inter national Court of Justice ruled that there is the possibility of “irrevocable prejudice to the rights of Jadhav. In its plea to the court, India had expressed the fear that Jadhav might be executed even while the hearing at the ICJ was on.

Policy for private investment in defence NEW DELHI, MAY 20 (AGENCIES): The Defence Acquisition Council (DAC) on Saturday finalised the broad contours of a much-awaited policy under which select private firms will be roped in to build military platforms like submarines and fighter jets in India in partnership with foreign entities. Seen as a major initiative, the ‘strategic partnership model’ aims to create a vibrant defence manufacturing ecosystem in the country through involvement of both the major Indian corporates as well as the MSME sector. The DAC, chaired by defence minister Arun Jaitley, held in-depth deliberations on the new policy for the second time this week and decided to give a goahead to it. Initially, the policy is expected to be implemented for manufacturing fighter aircraft, submarines and armoured vehicles. It is expected to be expanded to other segments at a later stage.
The policy is likely to be examined by the finance ministry before being considered by the Cabinet Committee on Security. “Breaking new ground, the DAC under the chairmanship of Defence Minister, Arun Jaitley, today finalised the broad contours of a policy aimed at engaging the Indian private sector in the manufacture of hightech defence equipment in India,” the defence ministry said in a statement. It said the policy envisages establishment of long-term strategic partnerships with Indian defence majors through a transparent and competitive process wherein they would tie up with global OEMs to seek technology transfers to set up domestic manufacturing infrastructure and supply chains. “The policy will give a boost to the ‘Make in India’ policy in the defence sector and set Indian industry on the path to acquiring cutting-edge capabilities which will contribute to building of self-reliance in
the vital sector,” the ministry said. Referring to sectors identified to implement the policy, it said additional segments may be added in future. “Appropriate institutional mechanisms will be set in place to implement the policy,” the minister said. Last week, Jaitley had a meeting on the Strategic Partnership (SP) model with representatives of defence arms of leading groups, including Larsen and Toubro, Ashok Leyland, Mahindra and Mahindra, Reliance Infra, Tata Group, Punj Lloyd, Adani Group and Bharat Forge Ltd. At that meeting, some industry representatives had favoured a level playing field and expanding the industry base by allowing entry of new players. It was learnt that some officials had also raised concern about possible “judicial intervention and federal audit” in case of award of successive orders to one ‘strategic partner’.

Monsoon hazard
W
ith onset of monsoon it’s going to be another testing period for people especially the infants, since viral and other water borne diseases usually make their mark. Getting sick is not something anyone would like to especially those who are economically not well off since modern day diagnosis requires ‘tests’ at various laboratories that cost money and being prescribed with expensive drugs. There are those who seek “affordable medicines” from various unqualified and self-styled health experts or herbalists(whose tribe is growing) or the traditional quacks. Government hospitals no longer provide basic treatment drugs and patients have to buy everything from the nearby pharmacies located conveniently near the hospitals. These expenditures are besides many others afflicting children on one side and cattle diseases such as anthrax and avian flu on the other or even the latest potent disease called dengue in Dimapur. Those living in foothill areas like Dimapur, which are the headquarters of various tropical diseases such as malaria, typhoid, diarrhoea, dysentery, amoebiasis, encephalitis, UTI etc do have to spend a lot. In a number of government hospitals, there are many poor people who cannot afford to buy treatment drugs despite the fact that the government spends huge amount for the health care delivery system. In fact, the entire health care system exists only in name when in some areas, the so-called PHCs are so dilapidated that they are unfit to be utilised. In some hospitals in towns, the poor are beneficiaries of medicines donated by some people. The heat and humidity of the summer months cannot be worse in foothill areas and in particular, Nagaland’s commercial capital-Dimapur- which suffers greatly due to long hours of load shedding by the Power department. Dimapur’s ever present stagnant water in clogged drains continue to provide the best conditions that help spread of mosquitoes. Malaria, encephalitis and now dengue are as serious and hazardous less known diseases such as fungal infections or skin rashes, allergy, dehydration are also common. Hygiene in public eating places and open markets are often taken for granted to the extent of being neglected. It is true also that people have accepted monsoon diseases as part of the cycle and this is a dreadful philosophy which prevents people from improving the conditions of health and also the health care and public hygiene. Awareness and action of public hygiene is lacking which can be seen from the filth abounding in market places where food items are purchased everyday. Even as there is total lack of drainage, there seems to be abundance of garbage. There is also an urgent need for regular and thorough inspection of all food items and cooking places of restaurants and hotels to ensure that cooking medium ,meat and items are not of high quality and standard. As with education, where private institutions have been at the forefront in providing high academic standard and bringing up future administrators, engineers and professionals; even in health, it is the private institutions that have contributed immensely. Health authorities have to initiate proactive plans to combat diseases and all hospitals, both government and private should be involved to provide whatever necessary assistance in the interest of the public.
DailyDevotion Taking Possession of Our Own Soul By your patience possess your souls. —Luke 21:19 When a person is born again, there is a period of time when he does not have the same vitality in his thinking or reasoning that he previously had. We must learn to express this new life within us, which comes by forming the mind of Christ (see Philippians 2:5). Luke 21:19 means that we take possession of our souls through patience. But many of us prefer to stay at the entrance to the Christian life, instead of going on to create and build our soul in accordance with the new life God has placed within us. We fail because we are ignorant of the way God has made us, and we blame things on the devil that are actually the result of our own undisciplined natures. Just think what we could be when we are awakened to the truth! There are certain things in life that we need not pray about— moods, for instance. We will never get rid of moodiness by praying, but we will by kicking it out of our lives. Moods nearly always are rooted in some physical circumstance, not in our true inner self. It is a continual struggle not to listen to the moods which arise as a result of our physical condition, but we must never submit to them for a second. We have to pick ourselves up by the back of the neck and shake ourselves; then we will find that we can do what we believed we were unable to do. The problem that most of us are cursed with is simply that we won’t. The Christian life is one of spiritual courage and determination lived out in our flesh.

Post-mortem A new trend – Musical.ly Will history repeat itself in Nagaland politics? T E verything in the election system in Nagaland seems to repeat in a cycle. I am reminded of a social theory I learned and taught in the past, “Circulation of Elites” by Vilfredo Pareto. No, no! Wait! I’m not going to explain this theory (only for intelligentsia & academic exercise). In 1998 State Assembly Election, the slogan, “Solution, Not Election” meaning ‘Indo-Naga political problem should be solved first before Election, was the outcry and demand of the Naga public. Amidst strong protest, Congress contested the election (and elected unopposed) while others backed out. As a result, except one independent legislator, Congress formed non-opposition Government. 99 per cent of the Legislators agreed upon every law and policies that the State Assembly made. Sometimes, Naga publics were dissatisfied but there wasn’t any strong body to put forth their grievances in the Assembly. Remember a strong opposition is always better for the welfare of the public. Naga masses got fed up and ultimately, NPF (formerly NPC) won the 2003 election and formed the Government which continues in power till today. However, like during the Congress regime, at times a lone Legislator used to oppose the ruling party on certain policies and corruption. Now the Naga public specially spearheaded by ACAUT (pressure group?) seems to be the only opposition party in Nagaland state. However, even the ACAUT members are being arrested for fighting against various scams, backdoor appointment and corruption by citing certain Section of the Law which may sound politically correct but morally and socially wrong. The latest disappointment of the Nagas in general is the forced ULB election leading to the unfortunate incident of killing two youths and the consequent vandalism.

ill late 80s, many EastAsian countries did not give much importance to India because of its extreme inclination towards then Soviet Union and its hostile relationship with China. But, after the end of Soviet era, India was compelled to search for secured trade route and consequently, it was obliged to invite more foreign investments. Gradually, India become adaptive to the changing parity equations and it has emerged as a progressive economy in the successive years. Subsequently, India went for economic liberalization in 1991. At that time, South East Asia was experiencing a massive growth and economic development. Countries like Malaysia and Singapore were being recognized as the economic hotspot of the region. Under these circumstances, India had to change its international policy drastically. Since then, Look East Policy (LEP) has been a major trait of India’s foreign policy. Look East policy was adapted by India for economic and strategic relations with South-East Asian countries in order to strengthen its stance as a regional super power. It was enacted during the government of Prime Minister P.V. Narasimha Rao (1991–1996) and austerely followed by
Even though various political parties may try to politicize the social issues, the fact remains that despite the Government’s best efforts, majority public is not happy with the present system of governance. Now the Circle completes there. I mean we have a non-opposition/oppositionless Government and a frustrated public like the 1998 State Assembly Election and its final ending. Will the history repeat itself in Nagaland again? Only the Naga public will decide. However, another cycle of the election in Nagaland is “Money and Muscle power”. Will it still repeat itself ? Another question is, how far is the Clean Election campaign prepared this time too? Are there any practical and realistic goals and actions to be taken up? Are the Naga public really serious about electing honest and God-fearing (born again Christian?) candidates or be once again succumbed to Money Power? Now the real challenge is, will a group of Trusted politicians tie-up together to fight the 2018 Election? I mentioned Trusted because almost all the Naga politicians are opportunists without having any loyalty to one’s political party ideology. Will the cycle of candidates spending crores and crores of money during Election and trying to make up the Election expenditure by siphoning all the public development money still continue in Nagaland or shall we not ask for money, drinks, etc. and even let the candidates promise in written to fulfill their promises without corruption and if not fulfilled, even put them behind bars after they form the Government. Let’s prove and show that public voice is louder and higher than any political power and authority from this time on. May God do His will and bless Nagaland despite all our shortcomings and weaknesses. Dr. M. Temjen Longkumer, Lerie colony, Kohima
he world has seen many talents and forms of art but the latest and the most trending form of art is making a Musical.ly! It seems weird that a video clip of over 15 seconds is considered as an art form but when a person takes up the task to make one, the real challenge starts. Created in the year 2014,Musical.ly is a DIY video clip of maximum 15 seconds which is made after downloading the Musical.ly app from the internet. This app allows theMuser, the one who makes the video to select a sound or a song and sync actions which include hand movements, facial expressions and a lot of creativity. The musers can also upload their Musical.ly or save it as private in their gallery, it is a social media site where musers from around the globe interact, like, comment and tag each other. The musers can also go live and communicate with their followers who are referred to as fans. It is similar to Dubsmash which was also an app used to make such video clips but Musical.ly has set its mark by placing its position in the App Store charts and has not dropped down from the top 40 rankings. The time and effort that goes into making the perfect Musical.ly is not a joke. The muser has to be aware of the song’s lyrics, the emotions in which it is sung, and the synchronisation of movements. As every art becomes tougher and competitive, so has Musical.ly, people these days find so many new and creative ways of making a Musical.
Act East Policy: A road to new horizon
the successive governments of Atal Bihari Vajpayee (1998–2004) and Manmohan Singh (2004–2014). In the latter half of 2014, Look East Policy was upgraded to Act East Policy(AEP) by Narendra Modi government which mostly focused on the Asia-Pacific region. The policy was originally conceived as an economic initiative. But, afterwards, it augmented political, strategic and cultural attributes for dialogue and cooperation. The basic principle of this policy is to promote economic cooperation, cultural ties and develop strategic relationship with Asia-Pacific region. In persuasion of this policy, India has upgraded its strategic relations with Indonesia, Vietnam, Malaysia, Japan, Republic of Korea (ROK), Australia, Singapore and Association of South East Asian Nations (ASEAN). Further, India has also been actively engaged in regional dialog such as ASEAN Regional Forum (ARF), East Asia Summit (EAS), Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), Asia Cooperation Dialogue (ACD), Mekong Ganga Cooperation (MGC) and Indian Ocean Rim Association (IORA) etc. as a backdrop of this policy. The following parts of
the essay is the relevance of AEP in the context of North East India(NEI). NEI is a triangle-shaped sub-Himalayan territory of around 2,62,230 square kilometres embedded among Nepal, Bhutan, China, Myanmar and Bangladesh and it is connected to the rest part of India via a mere 30 to 40 kilometres pass popularly known as the ‘Chicken’s Neck’. The latest inclusion to the North East is the state of Sikkim. Other than that, North East comprises of the “land of seven sisters”. Collectively, NEI is sharing a border of around 4500 kilometres along with its neighbouring countries. It is the home to around 60 million people. The population is predominantly rural, with only twelve per cent are living in the urban areas. Even though, this region is enriched with vast natural resources, the socio-economic momentum and industrialization in this region is rather sloppy as compared to the rest part of India. For more than half a century, North East is the boiling region of political unrest and rebellion. The Centre is often held responsible of laxity to this region. The government of India(GOI) is repeatedly declaring that the North East India has been the priority in Act East Policy
(AEP). It is well perceived that if Act East Policy(AEP) is really to be materialised, it has to be executed through NEI because of its advantageous, strategic location. According to GOI, the socio-economic scenario of the entire NEI will undergo a spectacular transformation through this policy. One of the major plans of AEP is to strengthen connectivity of North East along with the ASEAN region through trade, culture, people-to-people contacts and physical infrastructure. As reported by GOI, some of the ongoing major projects as a part of AEP include Kaladan Multi Modal Transit Transport Project, the India-MyanmarThailand Trilateral Highway Project, Rhi-Tiddim Road Project, Border Haats etc. Like many right thinking people of North East, I was also rather sceptical about the rationale of this policy. I simply considered it to be a mere sycophancy in pen and papers only. I never thought it to be the reality. But my notion on it has taken a uturn when I came across the latest development on the ensuing Trilateral Highway Project in some national media recently. As reported, India has started constructing a 120 kilometres road inside Myanmar, a road that is the part of the India-Myanmar-Thai-

he Naga National Council was formed on February 2, 3 and 4, 1946 at Wokha station during school winter vacation and meeting was held at Government Middle School building. All the Naga tribe members attended the Naga National Council (NNC) meeting. Rikhyo Kikon Lotha was studying in Class six, and engaged as a mess manager along with three other cooks. All of them were British officer cooks, Yenlanthung Lotha, Mungya Village, Mhonlumo Lotha Tsungku village and Nlisao Lotha Wokha village. Their daily wages were Rs 2 per day and they worked for three days. During the NNC meeting several resolutions were adopted. Accordingly Nagas started taking actions as per resolutions which were Nagas legitimate right. Therefore Indian government deployed thousands of Indian armies to Nagaland in order to eliminate and massacre Nagas without rhyme or reason. But by the grace of God Almighty the Indian army could not
because God was on Nagas side and Indian Army also unnecessarily lost lives. From 1950-64 Indian Army fought with the Nagas, thereby Nagaland became a bloodshed ground. Therefore Nagas tried to maintain cease fire and the first meetings were held in Kohima, Ungma, Mokokchung but were not fruitful. Since NNC seed was germinated in Wokha , the Naga People Convention (NPC) was held in Wokha from February 28- March 3, 1964. In the meeting Rikhyo Kikon Lotha was mess manager again where the following members were selected as peace members, Rev. Scot, British, Jayprakash Narayan, India, B. The National Highways Authority of India (NHAI) has been entrusted as the nodal agency for upgradation of the Kalewa-Yargi road in the Sagaing region of Myanmar. It is an ambitious project that will cost around Rs 1,177 crore. The Trilateral Highway starts from Moreh of Manipur up to Mae Sot of Thailand through Myanmar. Construction of 130 kilometres stretch of the road connecting Moreh (India)/Tamu (Myanmar) to Kalewa in Myanmar has already been completed by the Border Roads Organisation of India. The remaining stretch – YargiMoywa-Mandalay-Moe Sot – will be taken up by the governments of Myanmar and Thailand jointly. According to NHAI, bids have been already invited for the Kalewa-Yargi project which is to be completed within three years. This road will be a vital link between India and South East Asia as it will link up to Bangkok and Singapore via Myanmar. It will open the NEI to South East Asia. how fun and interesting it is to be a muser or to make a Musical.ly. This app has been used by people of different age groups and different nationalities, speaking of which, Musical.ly provides respect and equality when it comes to any matter such as Race, Sexuality and Gender. People are genuine and they also support good causes like spreading smile, celebrating special occasions globally etc. It will be a shocking fact to know that Musical. ly was actually supposed to be an app meant to provide educational knowledge, where teachers would make a video of 3 -4 mins about any subject but the plan turned out to be a failure. But the founders of this app , Alex Zhu and Louis Yang did not give up; instead they thought of re-creating it into an app that makes shorter and fun video clips. Now records have it that Musical.ly has over 10 million users who use the app on a daily bassis and produce the same number of videos every single day. The Co-founder and Co-CEO Alex Zhu stated that he wants Musical.ly to be the next most opted social media site, which is already swapping positions on the charts with Instagram and Snapchat. So, a failure turning to a great success? Thinking about teens being stupid making videos? Think again, might be the next Muscial.ly sensation! Marina Jose, Intern, DC Court, Dimapur
and it will play a crucial role in improving the trade and investment. Both, the Myanmar and the Thai governments are committed to render all helps for the successful implementation of the project. Bit by bit, Act East Policy is becoming an eventuality perhaps. Unlike many much-hyped projects, GOI seems to be consistent and sincere on this policy. As a matter of fact, the business capital of India may be shifted from Mumbai to Guwahati within few decades. We, the people of North East India are waiting anxiously to harness the benefits of this mega transformation of NEI as proclaimed by GOI for years. Of course, of late, we are witnessing significant expansions in the road and railway connectivity in almost every corner throughout whole North Eastern region. We hope that the nascent is the backdrop orchestra of the transformation of North East through Act East Policy. We have started believing that Act East Policy is a blessing which will bring a new horizon of prosperity, dignity and tranquillity to the “land of seven sisters” including Sikkim. Appeal to chief minister for pending projects
Sir,
As concerned citizens of Nagaland, we appreciate the good works being carried out by Dr. Shürhozelie Liezietsu within a short span of becoming the Chief Minister of Nagaland since February 22, 2017. It is welcome that as the Chief Minister, Dr Liezietsu has been initiating repair works of important colony roads in the State Capital, including Billy Graham Road, Bayavü Colony Road and also road leading from NH-2 (CRPF Camp) to Heliport, Lerie. Besides, undertaking construction of drainages in several colonies and wards. Nonetheless, it would be in the interest of the general public that similar developmental works are extended in other districts too. Moreover, we would also like to bring to light the over-delayed completion of projects like Multi-level Parking at NST Complex in Kohima Town, Cultural Hall adjacent to NSF Martyrs’ Park and Multi-level Parking Complex at Old Medical Directorate in PR Hill, Kohima. Resumption and completion of these stalled projects is the need of the hour considering various factors. Especially the make-shift NST complex in the heart of Kohima Town does not have proper resting sheds, because of which passengers have been facing immense problems everyday. New Delhi, May 20 (PTI): Gold’s hat-trick of gains came to a halt as the prices softened by Rs 100 to Rs 29,100 per 10 grams today, hurt by local demand weakness, even as the metal paced up overseas. In contrast, silver climbed further by Rs 50 to Rs 39,200 per kg, driven by industrial units and coin makers. A decline in demand from local jewellers and retailers pushed down gold prices, but a firm trend overseas kept the fall here to a minimum. Globally, gold rose 0.71 per cent to USD 1,255.60 an ounce and silver by 1.66 per cent to USD 16.83 an ounce in New York yesterday. In the national capital, gold of 99.9 per cent and 99.5 per cent purity dropped by Rs 100 each to Rs 29,100 and Rs 28,950 per 10 grams, respectively.

ICBM tests: N Korea accuses UN, US of ‘double dealing’ UNITED NATIONS, MAY 20 (IANS): North Korea has accused the UN and the US of “double dealing” for condemning Pyongyang’s Intercontinental Ballistic Missile (ICBM) tests, a media report said on Sunday. Ambassador Kim In Ryong, deputy permanent representative of North Korea, on Friday read out a letter here that threatened to ignore UN Security Council (UNSC) resolutions for discrimination and registered complaints against the world organisation and the US, Xinhua news agency reported. “The sophism of the US claiming that it may carry out missile launches but not the DPRK and that its launches are a ‘contribution’ to peace and security while the one by DPRK is ‘provocative’ and strains tensions, is really the height of double-dealing standards,” he said. “The UNSC has kept mum about the US test-fire of an ICBM which flew more than 6,000 km across the ocean, even while crying out for ‘denunciation’ and ‘sanctions’ for ballistic rock-
et test-fires the DPRK carried out.” North Korea tested a Hwangsong-12 ICBM on May 14 which the council criticized, while the US tested ICBMs on April 26 and May 3 without criticism, the Pyongyang envoy said. “If the UNSC does not call the US to account for its aggressive and provocative large-scale joint military exercises and ICBM launches, the DPRK will never recognise any UNSC ‘resolution’ taken over the DPRK’s ballistic rocket launches but continue to disclose the absurdity of the UN ‘sanction resolutions’,” Kim said. North Korea has ignored several resolutions against ICBM and nuclear weapons testing. Kim said the UN has ignored requests for an “international forum of legal experts to clarify the legal basis of the ‘sanction resolutions’.” North Korea’s nuclear capability for self defence and deterrence is aimed at the US trying to antagonize, isolate and stifle the country, he said.
solution to their country’s predicaments are in competent management of the economy and moderation in international relations,” Vaez told AFP. Rouhani’s central firstterm achievement was a deal with six powers led by the United States that eased crippling economic sanctions in exchange for curbs on Iran’s nuclear programme. He gained a reprieve this week when Washington agreed to continue waiving nuclear-related sanctions, keeping the deal on track for now. But the election comes
at a tense moment in relations with the United States, with President Donald Trump still threatening to abandon the accord and visiting Iran’s bitter regional rival Saudi Arabia this weekend. Although Rouhani has been deeply entrenched in Iran’s security establishment since the early days of the revolution, he has emerged as the standard-bearer for reformists after their movement was decimated in the wake of mass protests in 2009. “We’ve entered this election to tell those practising violence and extremism that your era is over,” he said during the campaign. At recent rallies, his supporters chanted the names of reformist leaders under house arrest since 2011 for their part in the protests. International affairs researcher Foad Izadi, of Tehran University, said Rouhani may now have the leverage to push for more freedoms, despite opposition from the conservativedominated judiciary and security services.
Merkel rival vows to fight election like Macron B E R L I N , M AY 2 0 (AGENCIES): Chancellor Angela Merkel’s Social Democrat (SPD) rival said on Saturday he would model his campaign for the Sept. 24 federal election on that of Emmanuel Macron, an outsider who was voted in as French President two weeks ago. Martin Schulz, trying to regain momentum after a shock election loss in Germany’s most populous state of North RhineWestphalia last week, the SPD’s third defeat this year, said Macron’s win showed a pro-European campaign could work. “I will do exactly the same. We need a strong impulse for Europe that also stirs up a new enthusiasm for Europe,” he told the Frankfurter Allgemeine Zeitung newspaper. In stark contrast to his opponent in the second round of the presidential election, French nationalist Marine Le Pen, Macron championed Europe.
IS suicide bombings kill 35 in Iraq BAGHDAD, MAY 20 (AFP): Suicide bombings at checkpoints in Baghdad and south Iraq claimed by the Islamic State group killed at least 35 people and wounded dozens more, officials said today. The bombings, which hit Iraq the previous night, came as Iraqi forces battle IS in Mosul in a massive operation launched more than seven months ago to retake the country’s second city from the jihadists. In Baghdad, suicide car bombers attacked in the area of a checkpoint in
the city’s southern Abu Dsheer area, killing 24 people and wounding 20, Brigadier General Saad Maan told AFP. Security forces were able to kill one of the attackers, but the second blew up his car bomb, Maan said. IS issued a statement claiming the attack but gave a different account of how it unfolded, saying that one militant clashed with security forces using a light weapon before detonating an explosive belt, after which a second blew up a car bomb.
And in south Iraq, a suicide bomber blew up an explosives-rigged vehicle at a checkpoint on the outskirts of the city of Basra, killing 11 people and wounding 30, according to Riyadh Abdulamir, the head of Basra province health department. Another militant who left a second explosivesrigged vehicle was killed by security forces, the Basra Operations Command said. IS also claimed the Basra attack, but said that both bombs were successfully detonated.
RIYADH, MAY 20 (AFP): US President Donald Trump launched an eightday foreign tour in Saudi Arabia today, taking his first steps on the world stage as scandals mount at home. Trump can expect a warm welcome in the oilrich kingdom where he is to hold talks with Saudi King Salman and other senior royals -- a mood in sharp contrast to Washington where pressure is building after fresh claims over his team’s alleged links to Moscow. Air Force One had barely taken off when it was announced that James Comey, the former FBI chief fired by Trump, had agreed to testify publicly about Russian interference in the US elections. Reports also emerged that Trump had called Comey “a nut job” and that the FBI had identified a senior White House official as a “significant person of interest” in its probe of Russian meddling. A red carpet was rolled out and staircase rolled up to Air Force One after it landed at King Khalid International Airport in Riyadh shortly before 10:00 am local time. Trump and his wife Melania, who dressed conservatively in black but did not cover her hair, walked side-by-side to the tarmac where they both shook hands with King Salman. Trump’s daughter and presidential adviser Ivanka Trump and Trump’s son-inlaw and senior advisor Jared Kushner exited from the rear of the plane, holding hands as they walked across the tarmac. The 81-year-old king, walking with a cane, led the president and first lady into

an airport reception room, where they chatted over coffee. Trump is to hold formal talks with the Saudi leader and the kingdom’s two powerful crown princes later on Saturday, before giving a speech on Islam to leaders of Muslim countries on Sunday. For Riyadh the visit is an opportunity to rebuild ties with a key ally, strained under Trump’s predecessor Barack Obama who Sunni Arab Gulf states suspected of a tilt towards their Shiite regional rival Iran. That, together with a more muted focus on human rights and the likely announcement of new arms deals, should please Washington’s traditional Sunni Gulf allies, analysts say. Sunday’s speech to dozens of Muslim leaders has been touted as a major event -- along the lines of a landmark address to the Islamic world given by Obama in Cairo in 2009. The speech will be especially sensitive given tensions sparked by the Trump administration’s attempted travel ban targeting several Muslim majority nations and accusations of anti-Islamic rhetoric on the cam-
paign trail. “I’ll speak with Muslim leaders and challenge them to fight hatred and extremism, and embrace a peaceful future for their faith,” Trump said ahead of his visit. Trump wants Gulf states in particular to do more to tackle extremists such as the Islamic State jihadist group. Before departing, the president tweeted he would be “strongly protecting American interests” on his marathon trip. While most US presidents make their first foreign trip to neighbouring Canada or Mexico, 70year-old Trump has opted instead for the Middle East and Europe. He travels to Israel and the Palestinian Territories on Monday and Tuesday, and then to the Vatican and to Brussels and Italy for NATO and G7 meetings. The tour has been billed as a chance to visit places sacred to the three major monotheistic religions -- Islam, Judaism and Christianity. But it is also fraught with peril for the real estate magnate, who is known to dislike lengthy travel.

MI5 opened file on UK opposition leader LO N D O N, M AY 2 0 (IANS): British intelligence, the MI5 opened a file on UK’s main opposition leader Jeremy Corbyn amid concerns over his links to the Irish Republican Army (IRA), the media reported. The Labour leader was probed over fears that he could have been a threat to national security at a time when he was supporting convicted terrorists and campaigning for a unified Ireland, The Telegraph reported late Friday. The revelations come as a Telegraph investigation revealed Corbyn’s full links to the IRA, including his support for one of the Balcombe Street gang, who waged a 14-month bombing campaign across south-east England, and his links to the bomb maker believed to have been be-

TEHRAN, MAY 20 (AFP): Iranian President Hassan Rouhani won a resounding re-election victory today as voters backed his efforts to rebuild foreign ties and kickstart the struggling economy. Interior Minister Abdolreza Rahmani Fazli confirmed the result on state television, saying Rouhani had won 23.5 million votes -- 57 per cent -- compared to 15.8 million -- 38.3 per cent -- for hardline challenger Ebrahim Raisi. It followed a huge 73 per cent turnout on Friday which forced authorities to extend polling by several hours. “I congratulate the great victory of the Iranian nation in creating a huge and memorable epic in the continuation of the path of ‘wisdom and hope’,” tweeted Vice President Eshaq Jahangiri, referring to the government’s slogan. Rouhani, a 68-year-old moderate cleric who spearheaded a 2015 nuclear deal with world powers, framed the election as a choice between greater civil liberties and “extremism”. Hardline cleric Raisi,

hind the 1982 Hyde Park and Regents Park attacks. It was against the background of his support for the IRA that caused the MI5 to begin looking into Corbyn’s activities, and a source close to the investigation confirmed a file was opened on him by the early 1990s. “If there was a file on someone, it meant they had come to notice. We opened a temporary file and did a preliminary investigation. It was then decided whether we should open a permanent file on them,” the source told The Telegraph. A file would be opened on “someone who sympathises with a certain group, or is friends with a specific person” and the purpose was to “assess whether the person was a threat”, he added.

Deepika, who has an impressive filmography in Indian cinema with titles like ‘Bajirao Mastani’ and ‘Piku’, won her claim to fame in the international world with ‘xXx: Return of Xander Cage’ earlier this year. Dee pika said she would have loved to show her film ‘Piku’ here as it is a film “I am really proud of ”. Since there is no Indian film screening there at the festival, Deepika said: “It is unfortunate that this year there is no Indian movie we have to show, but I am sure it will happen and there is no point of being hard on us. ollywood actress Deepika Padukone said though Indian cinema has gone beyond song-dance saga, for a large international audience it is still about the cultural reflection of larger than life characters. Deepika debuted at red carpet of Cannes Film Festival 2017. During a video call with the Indian audience, Deepika spoke about the perception of Indian cinema to the international audience. “I think internationally the perception of Indian cinema is about colour, culture, song, dance, that grandeur and scale. For them, it is still about larger than life characters. Having said that, there are movie lovers who are well versed with our cinema which is beyond that.” She said there is a lot to do with educating international audience about Indian cinema. “I was talking to Susan Sarandon and she was telling me that her son

tone Sour’s Corey Taylor and Christian Martucci paid tribute to Chris Cornell Friday night (May 19) at the Rock On The Range festival in Columbus, Ohio. Tonight’s headlining slot was to feature Soundgarden, but that band’s appearance was cancelled as a result of Cornell’s tragic death. Just before Taylor and Martucci’s performance, Live played set that included a version of Audioslave’s “I Am The Highway” in the Soundgarden singer’s honor. The Stone Sour members took the stage and performed a cover of Pink Floyd’s classic “Wish You Were Here”, followed by a rendition of the Cornellpenned Temple of the Dog
song “Hunger Strike”. After Taylor and Martucci played, video and audio footage was displayed of Cornell’s various projects, including his isolated vocals in the Soundgarden song “Black Hole Sun”. Cornell apparently committed suicide by hanging on Wednesday night (May 18) after Ssoundgarden played a show in Detroit. He was 52 years old. Cornell’s family issued a statement Friday questioning whether his death by hanging was intentional and if “substances contributed to his demise.” Chris and his wife Vicky had two children, 12-year-old Toni and 11year-old Christopher, while Chris also had a 16-yearold daughter, Lillian Jean, from his first marriage to former Soundgarden manager Susan Silver. The Cult also performed an emotional version of its song “Sound And Fury” live for the first time Thursday night (May 18) as a tribute to Chris Cornell, who was found dead earlier that day.

Bopanna and his partner Pablo Cuevas fought tooth and nail against fourth seeds Pierre-Hugues Herbert and Nicolas Mahut but eventually lost 6-7(5) 7-6(2) 10-12 in the quarterfinals of the Euro 4,507,375 clay court event. Sharapova to enter Wimbledon qualifying
Birmingham, May 20 (Agencies): Maria Sharapova is to enter Wimbledon qualifying as she continues her comeback from a 15-month ban for doping. T h e f o r m e r wo r l d number one was handed a two-year ban after testing positive for the drug meldonium at the 2016 Australian Open, but the suspension was reduced to 15 months on appeal and she has had to rely on wildcards in a bid to move up the world rankings. The Lawn Tennis Association accepted her request to play at the Aegon Classic in Birmingham next month but the five-time Grand Slam winner has decided not to opt to enter Wimbledon qualifying rather than request a wildcard. “A few months ago, I received a wild card offer from Birmingham, one of my most memorable tournaments as a young player. I am so grateful and excited to be playing this event again!” Sharapova said in a statement. “Because of my improved ranking after the first three tournaments of my return, I will also be playing the qualifying of Wimbledon in Roehampton, and will not be requesting a wild card into the main draw.” “I have already started getting treatment on the injury I sustained a few days ago in Rome, and will begin my preparation as soon I get better.” K Y M C

Pune stand between Mumbai and third IPL title Hyderabad, May 20 (IANS): Two-time Indian Premier League (IPL) champions Mumbai Indians will be wary of the challenge posed by Rising Pune Supergiant (RPS) when the two Maharashtra cities lock horns in what promises to be a pulsating final of the 10th edition of the cash-rich cricket league here on Sunday. On paper, Pune have the upper hand, considering that the Steve Smith-led side defeated Mumbai thrice in this season, including a comprehensive 20-run win in the crucial first qualifier earlier this week. Smith can take a lot of tips on absorbing the pressure in such a high-octane game from former India skipper Mahendra Singh Dhoni, who will be playing a record seventh IPL final. But Mumbai, having reached the IPL final on three earlier occasions, can clearly take a cue from their past 2013 and 2015 performances at the Rajiv Gandhi International Stadium here on Sunday. Going into the final, Mumbai will have their tails up after their comprehensive six-wicket win against the Kolkata Knight Riders (KKR) in the second qualifier in Bengaluru on Friday.
Mumbai captain Rohit Sharma and Pune captain Steve Smith on Saturday.
Skipper Rohit Sharma has the luxury of great depth in the side. When Englishman Jos Buttler left for national duty, Mumbai got the hard-hitting West Indian Lendl Simmons as the opening partner with stumper Parthiv Patel. The Pandya brothers Krunal and Hardik - provide the all-round balance while West Indian Keiron Pollard has also been amongst the runs, as is Rohit of late. With Sri Lankan Lasith Malinga and Bumrah in their side, Mumbai can boast of the best death bowlers in the IPL. On the other hand, Supergiant won’t be getting an extension as per current
rules, and will be aiming to end their association with the IPL with a silverware. After unceremoniously removing Dhoni from captaincy, the veteran Ranchi stumper will have another chance to silence his critics in the franchise. In the batting department, Pune will be banking on the in-form opener Rahul Tripathi (388 runs), who is certainly the find of the season, along side the experienced Ajinkya Rahane. Smith has also been in great touch while Manoj Tiwar y has redeemed himself with some vital contributions. Along with the world’s best finisher --
Dhoni, Tiwary took away the game from Mumbai’s grasp, milking 41 runs from the last two overs during the first qualifier at the Wankhede Stadium. On the bowling front, Pune weren’t troubled despite losing star all-rounder Ben Stokes and veteran legspinner Imran Tahir due to their national commitments for the upcoming Champions Trophy. Young off-spinner Washington Sundar proved his mettle against a top class Mumbai line-up while the pace duo of Jaydev Unadkat and Shardul Thakur have come of age in the business end of the tournament.
Cavs steamroll Celtics to take series lead Usmanov makes full takeover bid of Arsenal
Cleveland Cavaliers forward LeBron James (23) is guarded by Boston Celtics forward Jae Crowder (99).
B O S T O N, M ay 2 0 (Agencies): LeBron James scored 30 points, Kevin Love had 21 points and 12 rebounds, and the Cleveland Cavaliers steamrolled the Boston Celtics 130-86 on Friday night to take a 2-0 lead in the Eastern Conference finals and tie an NBA record with their 13th straight playoff victory. Cleveland led by 14 points after one quarter, by a record 41 at the half and by 46 after three. Even with James and the rest of the starters sitting out the fourth
quarter, the 130 points was the most ever scored by the franchise in a playoff game. Kyrie Irving had 23 points for the Cavaliers, who return home with a chance to finish off the Celtics in Cleveland. It would be the third straight sweep this postseason for the defending NBA champions, who also won the last three games of last year’s finals. Game 3 is Sunday night. The Celtics played the second half without Isaiah Thomas due to a strained right hip. But the game was
already out of reach by that time. With both teams going to their benches early in the fourth quarter, the only suspense was whether the Celtics could avoid the worst playoff loss in franchise history. The Orlando Magic beat them by 47 points in the first round of the 1995 postseason. Thomas finished with just a pair of free throws, missing all six shots from the field; he also had six assists. Rookie Jaylen Brown scored 19 for Boston, Avery Bradley had 13 and Al Horford had 11 points and five rebounds. The game tipped off about 15 minutes after the three finalists for NBA MVP were announced, and James wasn’t among them. It’s the first time since 2008 that he won’t finish in the top three. But James still has a chance for a fourth NBA title. Maybe Golden State can figure out a way to slow him down, or San Antonio
if it can come back in the West. The Celtics haven’t found a way, and they’re running out of time. James had 22 points in the first half, when he also collected six assists and had three blocked shots, including a chase-down rejection of Bradley that was reminiscent of the one against Andre Iguodala in Game 7 of the NBA Finals.
Londo n, M ay 2 0 (IANS): Alisher Usmanov, who owns 30.04 per cent of English Premier League (EPL) giants Arsenal, has made a one billion pound ($1.30 billion) bid to take control of the north London football club from majority shareholder Stan Kroenke. Talking about development of sports in the country in general, Goel said different disciplines were being run by different federations. “We have ended all conflict between the ministry and the federations,” he said. “We have also ended infighting within various federations and we want transparency and accountability from them.” Given Prime Minister Narendra Modi’s interest, Goel said the focus of his ministry would be mostly on the northeastern states with Assam as the sporting hub. He said that Guwahati, Golaghat, Kokrajhar and Tinsukia in Assam already have sports hostels with
extension centres in Dibrugarh, Majuli and Jorhat. Other northeaster n states to have sports hostels are Manipur, Meghalaya, Mizoram and Sikkim. Goel also said that his ministry has financially helped the boxing academies of M.C. Mary Kom and Sarita Devi in Manipur. Regarding the National Sports University in Manipur announced during the 2014-15 Union Budget, he said that land allotted by the earlier state government was found to be very low lying and far away from the city of Imphal. “However, we have now finalised a plot of land (at Koutruk village) that is closer to the city,” he said “We are taking a lot of inputs from Australia for the sports university in Manipur.” Goel will be visiting Guwahati on May 23 where he, accompanied by Assam Chief Minister Sarbananda Sonowal, will inspect the Indira Gandhi Athletic Stadium, one of the venues of the FIFA Under-17 World Cup to be hosted by India in October this year.
