SC REJECTS BJP’s PLEAS FOR WEEK TIME, SECRET BALLOT NEW DELHI/BENGALURU, MAY 18: After being sworn-in as chief minister under highly controversial circumstances, BS Yeddyurappa will face the litmus test on Saturday at 4 p.m. when the floor test will be held as per the directives of the Supreme Court on Friday.

The Supreme Court order has given a massive boost to the Congress-JDS post-poll alliance who claim to have 116 MLAs in a house with an effective strength of 222 after elections to two constituencies were halted. SC also rejected Yeddyurappa’s plea, made through senior counsel Mukul Rohatgi, asking for at least a week’s time to face the floor test, and directed it to be conducted on Saturday instead.

A bench of Justice A.K. Sikri, Justice S.A. Bobde and Justice Ashok Bhushan on Friday said the pro-tem Speaker, conventionally the senior-most member of the assembly, would administer the newly-elected members their oath and then conduct the floor test.

The court also junked Attorney General K.K. Venugopal’s suggestion that the floor test be conducted through secret ballot and barred Yeddyurappa from taking any policy decisions till the floor test. On Friday evening, the

Cong stakes claim to form govt in Manipur: Former Manipur chief minister and leader of Opposition Okram Ibobi Singh met acting Governor Jagdish Mukhi and submitted a letter seeking dismissal of the BJP government which he claims was “sworn in illegally” last year.

An eight-member delegation led by Ibobi met the Governor-incharge Friday and staked claim to form a Congress government in the state. Prof Jagdish Mukhi responded to state Congress delegation that was not a regular Governor but will look into the matter.

DIMAPUR, MAY 18 (NPN): Political developments in Karnataka have found reverberations in Nagaland too as the NPF has now demanded that the governor invite 26 NPF MLAs to form the government as was done in the case BJP in Karnataka, which emerged as the single largest party.

NPF legislature party leader and former chief minister, TR Zeliang, Friday said that NPF party would stake claim to form the government. While inviting Yeddyurappa, Karnataka governor also gave him 15 days to prove majority on the floor of the house.

In a series of tweets, Zeliang said the NPF alone secured 26 seats in the 2018 State Assembly Elections. “The NPF party will stake claim before the Governor to form the Government on the merit of our case as being the single largest party. Why should different laws be applied in different states on a same matter?” questioned the NPF leader.

Further, he asked why the NPF was not accorded the same privilege and sworn in to form government and given 15 days time to prove majority in the floor of the House? “With the recent development in Karnataka and subsequent logical questions raised by the single largest party in the States of Bihar, Goa and Manipur, it is indeed time to query on the integrity of The Raj Bhavan in the states,” Zeliang tweeted.

D I M A P U R , M AY 1 8 (NPN): Nagaland Board of School Education (NBSE) Friday declared the results of HSLC & HSSLC Examinations 2018 with girls continuing to fare better than boys.

HSLC and HSSLC Examinations 2018 commenced from March 9-29, 2018 where a total of 36996 candidates appeared the two examinations. It took a period of 42 working days to prepare and declare the results. In HSLC Examination 2018, out of 21715 candidates, a total of 14335 candidates qualified the examination with a qualified percentage of 66.01%. 7448 girls and 6887 boys qualified the examination.

In the Top 20 list, there were 37 candidates, out of which only 12 were boys and 25 were girls.

Vivotsonuo Sorhie of Mezhür Higher Secondary School, Kohima secured the Top 1 amongst the 37 toppers listed in top 20.

Illogical for NPF Manipur to be with BJP: Shürho Karnataka Gov’s action has Emilo K. Konyak

KOHIMA, MAY 18 (NPN): Confirming that the ties with former ally –BJP- has reached a point of ‘No Return’ NPF president Dr. Shürhozelie Liezietsu on Friday categorically stated that the four NPF legislators in Manipur now have no reason to be part of the BJP-led government in Manipur since NPF as a party organization has completely severed ties BJP. Taking note of the cascading effect of the Karnataka crisis in several states and particularly in Manipur where CLP leader and former chief minister O. Ibobi has staked claim to form the government, Dr. Liezietsu said NPF was yet to decide on supporting Congress, should the latter decide to stake claim to form government in Manipur on account of it being the single largest party there.

Speaking to Nagaland Post at his residence here on Friday, Liezietsu said NPF was working on “something”, and that until such time the issue was decided, he cannot comment further.

He however maintained that there was no consideration in jumping into the Congress bandwagon in Manipur, as NPF will act consciously on the matter.

Dr. Liezietsu also opined that the demand in principle by the Congress in Manipur was somewhat practically difficult as one of its MLA joined the BJP-led N Biren Singh government immediately after swearingin and that eight other MLAs have defected to BJP. He said Congress filed a case against the Congress defector who has become minister and the first to defect. He pointed out that despite the MLAs having fallen under the Anti Defection Law, no action has

been taken by the Congress in Manipur. Liezietsu stated that in principle since NPF in Nagaland severed ties with BJP, there was no logic for the four NPF legislators to continue in the ruling coalition in Manipur. He, however, said the party will not take any hasty decision.

In a scenario where NPF staked claim to form the government in Nagaland, Dr. Liezietsu said that the party will discuss the issue as most of its MLAs were currently busy campaigning for the Lok Sabha by-poll.

On the current political scenario in Karnataka, Dr. Liezietsu accused BJP of trying to do everything as per its own sweet will and warned it will prove disastrous for the people of this country and the BJP itself. He cautioned that India will break up if BJP attempts to enforce its Hindutva agenda.

D I M A P U R , M AY 1 8 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Friday condemned the actions of Karnataka Governor Vajubhai Rudabhai Vala in inviting the BJP to form the government disregarding the claims of the CongressJD(S) alliance which enjoyed majority support.

Addressing media persons here, NPCC president K. Therie termed Vala’s action as “murder of democracy” and accused BJP of disregarding the Constitutional provisions.

“Today no Indian citizen can rely on BJP that they would follow the acts and rules listed in the Constitution, this action will go a long way in the history,” Therie stated.

Daniel Lotha.

KOHIMA, MAY 18 (NPN): A 16-year-old girl, Vivotsonuo Sorhie, who topped the HSLC examinations 2018 with 98.33% credited her success to God. Vivotsonuo is from Mezhur Higher Secondary School (MHSS) Kohima and presently studying class 11 (Science) at Career Point Gurukul Residential School Rajasthan.

Sharing her success mantra, Vivotsonuo said she studied 7-8 hours daily and around 17-18 hours during exam. She also credited family members and teachers for her success. Her message to the other students is “hard work is the key to success.”

Sorhie encouraged the younger students to believe in themselves, maintain proper routine for studies, have confidence.

Government schools pass percentage also saw a decline from 42.60% in 2017 to 40.77% this year. In 2014, the pass percentage was 41.69%, which again saw decline in 2015 at 34.55% and in 2016 at 32.81%.

DIMAPUR: Deputy Speaker Nagaland Legislative Assembly (NLA), Zhaleo Rio, has urged all party workers to strive together and work for PDA candidate for Lok Sabha by-election, Tokheho Yepthomi.

In a press statement, NDPP 5 Ghaspani-II A/C, press secretary, Thejangukho Yalietsu, said that Zhaleo Rio addressed an emergency meeting of NDPP 5 Ghaspani-II A/C officials, core committee members and other designated officials on May 18 at Ward 5, Medziphema Town.

Claiming that Tokheho could “deliver the goods for Nagas”, Zhaleo said at this juncture when Nagas are “crying for a final solution” with government of India, Nagas need leaders like Tokheho who is a man of action committed for the welfare of people.

The deputy speaker also said that number of

priorities would be gradually be implemented as declared by the PDA in its common minimum program.

He also asserted that religion has no relation whatsoever with politics and that “some vested interests may keep spreading propaganda of varied hues to confuse people”.

“Responsible leaders should be cautious not to mislead through false principles but to guide people with wisdom and truth,” said Rio. NDPP (Central), general secretary, Miathou Krose, also highlighted numerous programmes listed in the Common Minimum Program of the PDA government.

DIMAPUR: Dimapur police through Addl. SP and PRO informed that on May 18, two persons arrested on charged of extortion were handed over to them by 32 Assam Rifles.

National seminar stresses on preserving local languages Correspondent

K o h i m a , M ay 1 8 (NPN): Academicians from different education institutions on Friday converged at the national seminarcum-workshop and stressed on the need of preserving the local languages in Nagaland.

The two-day workshop on the topic “knowledge systems and languages of Nagas” is currently underway at Nagaland University Kohima campus Meriema.

Organized by school of humanities and education, Nagaland university Kohima campus Meriema in collaboration with All India forum for Rights to education and Ura Academy Kohima, the workshop was graced by pro-vice chancellor Nagaland University Kohima campus Prof. R.C. Gupta as chief guest.

Prof. R.C. Gupta in his address said mother tongue was essential and therefore it needed to be preserved.

He said as per the linguistics survey in the country, it has 780 languages, 86 scripts, 220 languages in the North East and 30 languages in Nagaland,

Prof. R.C. Gupta (NP) however in the last 50 years 250 languages have been disappeared.

He also recalled how All India Forum for Right to education was formed in 2009 at Haryana in a seminar and its objective.

Also, stressing on the importance of language, Prof. Gupta said language was the reflection of one’s character, as it touched the heart. He therefore appealed the participants to make the seminar fruitful.

Prof. G. Hargopal (Kishore Bharat), the guest of honour also stressed on the need of preserving the mother tongue and local languages. He said protection and preserving of language was as important as protecting the motherland.

DIMAPUR: Department of Land Resources led by secretary, Y. Kikheto Sema and director, Hoto Yeptho visited coffee farm at Sendenyu village under Tseminyu sub-division on May 17.

During the visit, the officers interacted with the coffee farmers and Kebentsin Club, which is also cultivating coffee in the village, stated in a press release issued by District Project Officer, LRD, Kohima.

It was learnt that coffee cultivation in the village has covered 50 hectares of which 25-26 hectares was cultivated by Kebentsin Club, the release added.

At the site, Y. Kikheto said that the present generation was mostly not in a position to practice the same type of traditional farming as practised by the forefathers and therefore encouraged the youngsters to adopt modern farming.

The secretary also said that coffee cultivation in one hectare could give employment to two persons – one direct and another indirect employment. He also informed about assistance provided by the Coffee Board of India for two years initially.

Biren against community based territorial council

Tura, May 18 (PTI): A team of Election Commission officials has seized Rs 5 lakh in cash from a vehicle in bypoll-bound Ampati constituency, the second such instance in 12 days, a senior police officer said.

The bypoll, scheduled on May 28, was necessitated after Mukul Sangma, the leader of the opposition in the Meghalaya Assembly, vacated the seat.

Sangma, who contested the February 27 Assembly polls from two seats, chose to retain Songsak constituency.

“A vehicle was intercepted yesterday near Monabari village of the constituency, close to Assam border, by a team of flying squad and surveillance of-

Karbi Anglong bandh withdrawn Guwahati, May 18 (PTI): Two organisations Friday withdrew the call for Saturday’s 24-hour Karbi Anglong bandh during hearing of a PIL in Gauhati High Court against the bandh.

The Sixth Schedule Implementation Committee and the United Karbi Students Association have called the bandh in protest against certain inaction on the part of Karbi Anglong Autonomous District Council, the petitioner informed the court.

It is violation of the law laid down by the Supreme Court and Gauhati High Court, the petitioner submitted. The respondents had called an indefinite bandh from April 26 last year and called it off three days later and the people of Karbi Anglong had suffered immensely during that period, he said.

The two respondents had called a bandh again from 5 am of July 6, 2017 to 5 pm of July 7, 2017, he said. The counsel appearing for the respondents then submitted before the court that they are withdrawing the bandh.

Tripura Cong seeks zero line fencing along Bangla border AGARTALA, May 18 (Agencies): Normal life was affected in the bordering villages of Sonamura on Thursday following a dawn-to-dusk general strike called by the opposition Congress in protest against the police action on villagers on Wednesday in Durganagar and to ensure zero line fencing along a 9-km stretch running through five villages.

Though government offices and schools functioned normally, most of the markets were closed and private vehicles were off the road. Among other demands was the roll-back of the decision of demolishing party offices on government land without following rules. Congress also cried foul over the Karnataka governor’s decision not to invite the Congress-JD (S) alliance to form the government. The police arrested more than 500 demonstrators.

Party spokesperson Tapas De alleged that as many as 15 people, including 10 women, belonging to the minority community, were injured when police resorted to lathicharge to clear the blockade. The villagers had sought zero line fencing along the India-Bangladesh border instead of erection of

wire fences across 150 yards.

The director general of border management, during his recent visit to the area, had committed himself to wirefencing within 20 yards. The villagers demanded compliance with this direction if the zero line fencing was not feasible.

BSF officials and the border management wing of the Union home ministry had interacted with the villagers when they had visited Sonamura villages.

They were convinced that the villagers would face difficulties if the fencing was done across 150 yards of the international border and told villagers fences would be erected up to 20 yards, De said. However, two days ago, the chief minister visited the villages and directed the administration to finish the fencing work within three months.

In consonance with this, the district administration had gone to the village to conduct their work when they were opposed by villagers. Finally, the police assaulted them and cleared the blockade. The work of fencing was initiated forcefully, alleged former minister and senior Congress leader Billal Mia. He also stated that the livelihood of more than 500 families in the five villages of Sonamura would be affected if the fencing work is executed within 150 yards of the Indian territory. The government has not agreed to a rehabilitation package for the affected families, he added. He further alleged that the border guards of Bangladesh would torture them whenever they found them on Bangladesh territory but the state government did not help them.

Shillong, May 18 (PTI): The Congress, which emerged the single largest party in the February elections in Meghalaya but was not invited to form the government, Friday held state wide protests here and sent a petition to President Ram Nath Kovind, urging him to safeguard democratic principles and the sanctity of the Constitution.

The Congress staged dharnas and later, submitted a memorandum addressed to President Ramnath Kovind at the Raj Bhawan.

Gover nor Ganga Prasad is currently not in Shillong.

“As a mark of protest, the Meghalaya Pradesh Congress Committee is organising statewide dharnas to protest this blatantly partisan and authoritarian act of the governor of Karnataka,” MPPC president Celestine Lyngdoh said in a petition to the governor.

Earlier, state Congress president and MLA Ampareen Lyngdoh and Congress legislature party secretary Hima Shangpliang staged a protest at the Congress Bhavan here.

The Congress had secured the maximum number of seats (20) in the then House of 58 in the Assembly elections held in the state on February 27.

BJP MLA asked to prove citizenship

GUWAHATI, May 18 (Agencies/ IANS): A BJP MLA in Assam has been served a notice by a court of foreigners’ tribunal that asked him to prove he is an Indian.

Kishor Nath, who represents the Barkhola constituency in southern Assam’s Barak Valley, his wife Nilima Nath and his four brothers Matilal Nath, Pradip Nath, Jagadish Nath and Manik Nath besides sister-in-law Rakhi Nath were served the notices by the court of Foreigners’ Tribunal No 1 of Cachar district two days ago. They will have to depose before the court on different days and prove with documentary evidence that they are Indian citizens.

The MLA told The New Indian Express he was surprised that he and his family members had been served the notices on the suspicion that they were illegal Bangladeshi immigrants.

“I am surprised that a people’s representative has been served the notice.

I am a son of the soil and we have been living here (Barak Valley) for three generations. We all will depose before the court respecting its order and submit documents to prove that we are genuine Indian citizens,” Nath, who has been asked to depose before the court

next month, said. He said during a survey carried out between 2008 and 2012 for the verification of documents of people, a section of officials did not carry out the exercise properly.

He said had they done it properly, people would not have been harassed.

“I am trying to find out the official based on whose

Continuing its fight against the Citizenship Amendment Bill, 2016, the All Assam Students’ Union (AASU) has now decided to create awareness against the Bill at the national level so that pressure can be mounted on the Central government to drop the measure. The powerful students’ body is continuously protesting against the Constitutional amendment Bill and has also met leaders of regional political parties to have a consensus at national level over the Bill. “We have already met leaders of 11 political pasties across the state over the Bill. We are going to meet more leaders at national level to have a consensus over the issue,” union adviser Samujjal Bhattacharyya said on Friday. A delegation, led by Bhattacharyya, met Bihar Chief Minister Nitish Kumar recently over the issue. Nitish Kumar assured the delegation that he would write to the Prime Minister against the Central government’s move to give citizenship on the basis of religion. “We are going to meet (West Bengal Chief Minister) Mamata Banerjee, (Odisha Chief Minister) Navin Patnaik and other strong regional party leaders across the country soon,” he said.

Student union President Dipank Kumar Nath said, “Assam is a small state and had already taken the burden of illegal Bangladeshis, who entered the state till midnight of March 24, 1971. The illegal infiltration from Bangladesh had already changed the demography of the state.”

“The historical Assam Accord is a national commitment which had categorically said that those who had entered the state after midnight of March 24, 1971 will have to be detected and deported.” He said the student body will have its central executive meeting on Saturday followed by a delegates’ meeting on Sunday.

AIZAWL, May 18 (agencies): Mizoram Underground Returnees’ Association (MURA) has slammed the Mizoram PCC for failing to meet the demands of the association. MURA president P.C. Lalthuama said they had reached a 10-point agreement with the Congress before the 2013 Assembly polls but none of them were fulfilled by the party, with exception of the housing scheme. “The Congress has failed to fulfill its promises and rehabilitate Mura members though it had allotted plots of lands to 45 members and gave new land use policy assistance to 35 members,” he alleged.

According to the agreement, MURA members and their next of kin are to be offered government jobs and the PCC was to also accord any suitable contract work to the members and to make them avail of any possible developments and economic benefits. However, none of the agreements were fulfilled.

5 Four killed in landslides in Tripura Agartala, May 18 (PTI): Four persons, including three of a family, died due to landslides when they were asleep in West Tripura Friday, District SP Ajit Pratap Singh said.

Three persons of a family - Shaniram Debbarma (40), his wife Amitbala (35) and their three-year-old son Abhi died in Subal Singh Para when debris fell on them at around 5.30 am Friday, while another eightyear-old boy belonging to the same family was injured and is being treated at a local hospital, Singh said.

In another incident, a man, identified as Malendra Debbarma (65), also died around the same time at Kambukcherra of the same district.

The two places are located about 35 kms from state capital Agartala and 10 kms from Khowai town.

SP of Khowai district, Krishnendu Chakravertty said, both the places are adjacent to Khowai district and the district police joined the rescue operation immediately after the incident.

Both the houses were in the foothills and in both cases, they were buried under the debris as big chunks fell on them due to incessant rains in the last couple of days, Chakravertty told PTI. He said, postmortem report said they died of suffocation.

IMPHAL, May 18: Justice Ramalingam Sudhakar was Friday sworn in as the 5th Chief Justice of High Court of Manipur.

The Acting Governor of Manipur Jagdish Mukhi administered the oath of office to Justice Ramalingam Sudhakar at Raj Bhavan here.

Justice Sudhakar hails from Panapakkam village of Tamil Nadu’s Vellore district. He graduated with a Bachelors’ Degree in Life Sciences from Loyola College, Chennai and obtained a law degree from Madras Law College.

Justice Sudhakar was enrolled as an advocate in 1983 and started practice as an associate of the Legal Luminary and Senior Advocate Habibullah Badsha, former Advocate General of Tamil

Nadu and Public Prosecutor of Madras High Court.

He was appointed as a Judge of the Madras High Court in 2005 and he became a Judge of the High Court of Jammu and Kashmir in 2016. Later, he was appointed as Acting Chief Justice of High Court of Jammu & Kashmir in the year 2018.

The swearing-in ceremony was attended by state chief minister N Biren Singh, deputy chief minister Y Joykumar Singh, Rajya Sabha MP Ksh Bhabananda Singh, former chief minister and opposition leader Okram Ibobi Singh, former deputy chief minister Gaikhangam, cabinet ministers, chief secretary, director general of police, and other senior officials of the state government, senior advocates and judges of High Court of Manipur.

Agents of the centre

overnors are appointed by the President under the advice of the council of ministers and are supposed to be the custodians of the constitution. They are essentially representatives of the President of India and sign executive orders of the states.

However, since decades, the offices of the governors have been embroiled in serious controversies. It happened in 1959 when Kerala governor Burgula Ramakrishna Rao sacked the first communist ministry under EMS Namboodiripad, which had a slender majority of two members. Everybody blamed then Prime Minister Jawaharlal Nehru of being intolerant to the communists. There were so many other controversies involving Governors who seriously acted as agents of the central government by taking biased and sometimes totally unconstitutional decisions. The latest involving Karnataka Governor Vajubhai Vala, who invited BJP leader and former chief minister Yeddyurappa to be sworn-in as chief minister is not the only one during the four years under the Modi government. Vala was president of Gujarat BJP, when Narendra Modi was chief minister of the state, and who had vacated his assembly seat for facilitate the election of Modi. The Seventies and Eighties saw the en-masse sackings of state governments, particularly by the Indira Gandhi regime and this was followed by the Janata Party in 1977 in retaliation. The growth of regional parties and coalition politics after this made the Centre quite careful about the exercise of Article 356, but it did not stop the abuse of the governor’s office for political purposes. It is a practice to have persons close to the centre as governors to be used as agents for political objectives by Centre. The most important event was in 1994 landmark Bommai judgment— on a petition by the dismissed Janata Party chief minister in Karnataka S R Bommai— when the court laid down the limitations for gubernatorial authority and also made the decision of dismissing an elected government open to judicial scrutiny. However governors continued to cross the line to please their political masters. In 2002, Uttar Pradesh was kept under suspended animation for months on end as the result had thrown up a fractured verdict. In 2006, Buta Singh was ticked off by the Supreme Court for his dissolution of the Assembly as governor in Bihar.

Jagmohan, in 1984, dismissed the elected J&K legislators, that set the state on a course from which it took years to recover. After the Narendra Modi government assumed power in 2014, five governors were made to resign. These included MK Narayanan of West Bengal, Ashwani Kumar of Nagaland, BL Joshi of Uttar Pradesh and Shekhar Dutta of Chhattisgarh.

85-year-old Gujarat governor Kamla Beniwal was first transferred to Mizoram and later sacked from the position, two months before she was to complete her term. It was expected that the party with a difference would usher in a new culture. Alas it did not happen.

However, it subverted the constitution in Uttarakhand by sacking the Harish Rawat government in 2016 who was reinstated by the Supreme Court. The same year Nabam Tuki government in Arunachal was sacked by the governor but he also was reinstated by Supreme Court. The office of governor was misused in Manipur, Meghalaya and Goa to put governments of choice.

Those out of power clamour for change. But politically nobody is interested in a real change of functioning despite a broad consensus. It calls for a national debate as to how independently the governor can function. Or does really anyone want that?

The people who influence us the most are not those who detain us with their continual talk, but those who live their lives like the stars in the sky and “the lilies of the field”— simply and unaffectedly.

If you want to be of use to God, maintain the proper relationship with Jesus Christ by staying focused on Him, and He will make use of you every minute you live— yet you will be unaware, on the conscious level of your life, that you are being used of Him.

Currently, in all spheres of our interaction-social, economic, political and religious we have been experiencing breakdown of ethics. In recently held elections in one of the constituencies in Bangalore some thousands of voters’ ID Cards (genuine ones) were confiscated. Freebees such as cookers, gas stoves and others articles were found and so polling in that constituency were countermanded. It has been reported that distribution of cash to the prospective voters.

Similar situations and also other incentives to lure voters prevails in other parts of India at the time of elections-panchayat, assembly and parliamentary elections. Even in other areas when it comes to secure licenses, employment, admissions or works to be done in the government sectors if we pay money the jobs we want are done. Corruption in all facets of life is widely prevalent including judiciary and ecclesial/ religious bodies.

Each and every segment of human activity in India is tainted with something which is not proper and right. Those who are concerned about integrity and good governance in private and public life expect transparency and accountability. There are many ways of making money. People want to make money by hook or crook. Adam Smith, the father of economics, who was also a moral theologian very clearly pointed out that ‘the ways’ and ‘the means’ ought to be clearly delineated.

Economics also reiterates moral investments, social responsibility and morality in economic dealings such as buying and sellingwill have to be looked into.

All aspects of life will have to encompass with certain value premises, so that human activities

would by and large reflect certain moral standards. It is unfortunate the current scenario fails to reflect minimal ethical standards both in public and private life.

In such appalling scenario what then is the way out? Under these circumstances the best possible option would perhaps be: imbuing ethics within the system of education. Currently, those who are concerned about values and fairness across the world have become pessimistic and lost their hope because of the fact that the things they face and the episodes that are happening around and the ways the people respond to those shows total callousness. This is why people have increasingly become pessimistic. Those who are serious about governance, transparency and accountability have come to a point that the institutions of governance as well as those individuals, communities and others have failed to a large extent to set the wrong right. And those involved in diverse ways in the societal spheres are of the opinion that something should drastically be done to set the wrongs right. For this, there is a need for value-oriented education which should be part of educational system.

The need of the hour is to infuse ethics into education. This is of course is the dire need which is supposed to build-in ethics into the system of education. This is the only hope of the present and the future which would take the whole process to a transformative phase in the value orientations of the learners. This would certainly and eventually nur ture hope amongst the humanity. Decisions that we make and the behavior we follow-through revolve around the ethical decisions we make in each and every situation.

bout the banning of book written by Mr. Khetoshe Sumih, out of the two books written by me, one is the Sumih Tsayeh (grammar) book and the other one is Apuh Assu Leshe and Kichihtssathoh is a key book or notes. So in this pretext the banning is not appropriate.

The Sumih Literature Board (SLB) should go in depth for brining this kind of books. As the need of this hour is many pupils want to take up Sumih instead of Alternative English but lack of helping books they are compelled to go with Alternative English, so it came into existence. It is known fact that for text book, the SLB’s permission has to be obtained. It is a help book the matter was not thought in that manner.

On other thing, book marketing was not done at all. On personal request, the book is given to a student on nominal price in-spite of great labor exerted by Mr. Khetoshe Sumih.

One of the good things about two books is these books came in existence in the year 2017 for our own students who were to take HSLC Exam in 2017. The output was a great success as who appeared in Sumih subject came out 100% with flying color. These books are in accordance to help our own students to clear HSLC Exams as well as future academic use.

In this manner it is only in connection with NBSE syllabus. So, SLB is requested to relook and rethink on banning issue. I do apologize for this act of writing the Sumih Tsayeh (Grammar) book and Apuh Assu Leshe and Kichihtsaathoh in compliance with NBSE syllabus. I hope once again SLB to rethink by relook if the books are in the appropriation, then they should be included in SLB manner which bring my hard labor as a reward.

the principles of ‘what is good life’ and how to lead and live good life’ into the curricula of education will certainly mould each and every pupil to ethical human being leading to all-embracing and allinclusive humanity. We live in a world of unethical practices and behavior such as avariciousness, consumerism, cut-throat competition, accumulation, individualism, humanity and greed that goes against caring, sharing, equality, and community.

Education without ethics results in total degradation of value applications and manifestations in individual, communal and societal levels. It would further lead to total bankruptcy of non-valuebased life in the very lifemilieu of society. Ethics depicts value-based society wherein the individual and communities live in line with the prescribed ethical standards based on normative principles.

Ethics if imbued into the system of education the total personality of an individual is transformed right from disciplining to good gestures and positive characteristics that enhances the corporate living of people. The whole personality gets transformed if ethics is instilled within the curricula such as telling the truth, standing for honesty, being punctual, not involving in gossiping, being punctual and disciplined, abstaining from looting and thieving, not indulging in bribery and corruption, and being inclusive.

Education with applied ethics can address the issues that the people face strongly and boldly because of the moral rootedness. Moral principles will have to be nurtured consciously and once they are instilled the students would stand strong with courage and will power and not be swayed by other considerations. Introducing ethics and moral in education would certainly raise hope for a better human society thereby leading to humanism and inclusivity. We need to

build-in ethical muscle power which means persons rooted in strong moral principles that asks and raises critical questions when confronted with luring situations. We are pushed into a situation where in our social, economic, professional, banks, business houses and political settings needs complete overhauling because of the fact that they are soaked with corruption.

Ethics is universal and pre-eminent concepts which is timeless and go beyond boundaries and domains. If there is not ethics it becomes chaotic and malfunctioned. In a world of fakes news, lies and post-truth, more and more ethical systems need to be evolved and positioned so that the issues that emanates from varied field be adequately and appropriately responded and dealt with. Education in order to authentic, integral and complete, students should be committed and thus develop high moral standards that ought to reflect in words and action.

This is how responsible behavioral life be built for the present and future generations. We at this point of juncture need ethics and value-based education so that the pupils will be geared towards ethical compass. The knowledge power will have to be by all means couched with ethical power-the most countervailing power than all the powers and principalities.

Ethics and education should go hand in hand because they are supportive to each other and complimentary. For complete and integral life, ethics is the most crucial factor and by all means should be incorporated at the schooling, collegiate and post-graduate levels. Ethics should go along with education and also in other areas so that it becomes an integral component of education and human behavior and more importantly in the “Operating Systems” of humans.

Society has its own set of norms that are expected to be followed but these norms can push you to the edge and you would find yourself in a mess, not knowing what to do.

Talking about mental health does not seem interesting to some but it is important and necessary. Knowledge about mental health should be imparted universally and a lifestyle to enhance one’s healthy mind should be practiced. We see a lot of teenagers struggling with a lot of problems such as depression, stress and anxiety but their problems are not acknowledged.

They don’t open up for help because their issues are usually pushed aside, often they are blocked out by this one statement- “You are too young to be stressed”. This one sentence might not sound harmful but it shatters the person internally.

Teenagers are prone to many mental disorders such as Depression, ADHD, Anxiety disorders, Bipolar Disorder and other psychotic disorders.

These are caused because of peer pressure, academic environment, societal pressure, economic and financial pressure, technology and various factors that influence the individual mentally.

Mental issues/ disorders are threatening because they don’t just affect our regular lives but may also result in other horrifying consequences such as eating disorder, addiction, self harm or even suicide. The suicide rates among teenagers are increasing year after year and there a lot of them who are stuck in harming themselves every day.

It is okay to say that you are not doing fine, but it is not okay to hide the struggle you are going through. Open up with the fact that you need help and there is nothing to be ashamed about dealing with stress, anxiety or any other mental illness.

Records have it that boys are less likely to seek help or talk about their mental health but that needs to stop, everyone needs to voice out their opinion or issues. A platform needs to be created for individuals to come out and discuss what they feel and to find out ways to overcome their hardships. The attitude towards mental health should be accepting and positive. Recognise the signs and symptoms and necessary guidance should be received or given.

According to the survey conducted by National Alliance on Mental Illness (NAMI), 40% of the teenagers do not seek help, 80% feel overwhelmed by their responsibilities, and 50% have become so anxious that they struggled in school.

Acceptance can heal and it can only start by taking the first the step- Talking about Mental Health. Parents, teachers and elders should be aware of what their teens are going through and should be there for them when they are in need.

Schools and colleges should appoint therapists and counsellors, workshops, rejuvenation camps for the well being of the students and also presenting alternate ways to channel one’s emotions and feelings. But most importantly SUPPORT should be provided with a lot of care and patience. Understanding what they go through and viewing situations according to their perspective may result in an easier way to approach them and fixing their problems.

Hence, utmost value should be given to the smallest signs or problems that people tend to face because it may lead to a bigger and more complicated issue if not dealt with immediately.

Under what circumstances construction of Deputy Commissioner official residence, Wokha stopped couple of years.

To whom is to be blamed? It is learnt the fund of the building already “Corrupt by the concerned authorities. No fund.

Therefore, it is not possible to continue the work for completion. Therefore, it is badly needed for “CBI” investigation immediately, if government desire.

Immediately additional sanction amount should be given in order to complete the building as early as possible. Because the Deputy Commissioner (D.C) is staying rental house with untold hardship.

Further, it is earnestly appeal to the legislators of Wokha district take immediate action, so as to solve the problem as early as possible. Failing which it is shameful on the part of Lotha community.

Centre slams states over govt jobs interviews New Delhi, May 18 (PTI): The Centre has slammed nine states including Jammu and Kashmir and West Bengal over “slow progress” made by them in abolishing interviews from selection process for junior level government jobs.

In a letter to chief ministers of Haryana, Nagaland, Odisha, Tripura, Meghalaya, Mizoram, Sikkim, Jammu and Kashmir, West Bengal, Minister of State for Personnel Jitendra Singh said they were yet to effectively initiate the process of discontinuation of interview, whereas the other 20 states have already made a significant headway in this direction.

He also cited the Independence Day speech of Prime Minister Narendra Modi delivered on August 15, 2015 in his communication, saying that Modi had then called for the discontinuation of the practice of

interview in order to bring in transparency and ensure level-playing field for aspirants from all sections and backgrounds. Singh pointed out that within five months of the announcement made by the prime minister, his ministry had, with effect from January 1, 2016, discontinued interview for recruitment to all Group ‘C’, Group ‘D’, Group ‘B’ (Non-Gazetted) and equivalent posts under all the ministries, departments, attached offices, subordinate offices, autonomous bodies, public sector undertakings etc. falling under the government of India.

He also cited the address by President Ram Nath Kovind on January 31, 2017, wherein the president had indicated that the process of recruitment to government jobs has been made simpler and transparent by dispensing with interview for recruitment

to non-gazetted posts.

Expressing disappointment over slow response by some states, Singh stated that the Personnel Ministry has taken up the matter with the state governments from time to time, according to the communiqué.

The issue of discontinuation of interview was also discussed with the Principal Secretaries/Secretaries of General Administration Departments (GAD) of all states at a meeting held on April 22, 2016. However, the details or the follow-up or the decision taken by these nine states is still awaited.

Besides transparency and fair selection, Singh also noted that the abolition of interviews will make the selection process much more cost-effective.

He has urged upon the states to take a led in this initiative and also communicate to the Centre about the progress made.

This stunned the NPPC and the All India Congress Committee (AICC) as Apok Jamir, along with few other former Congress members, has a case pending before the court in connection with anti-defection, Therie said.

Though Congress was unhappy with the decision of the NPF, Therie however said that the party, taking into consideration the dangers posed by social transformation, communal threat and hindutva forces, was willing to lend out its support to NPF in the interest of the people and to safeguard the special provisions of Article 371 A. On being asked whether Congress was planning to forge an alliance with NPF in Manipur, Therie said NPF had already decided to withdraw its four members from the Manipur government and if the Congress is ready then a new government could be formed anytime.

The VC further informed that investigation revealed the following: 1.

Out of 4047 disabled students shown by the department as beneficiaries, only 1430 disabled students were genuine and the rest were bogus; 2. Out of 391 SET shown appointed by the department, only 360 were genuine teachers, 19 were bogus and 12 had resigned.

Salaries were released for all 391 teachers; 3. Out of 212 Helpers shown appointed, only 63 were genuine and salary for the rest 169 helpers was misappropriated/misused; 4. Out of 60 Resource Rooms, only 6 (six) sub-standard Resource Rooms were constructed and fund for the rest 54 rooms was misappropriated;

5. Out of 4047 disabled students listed as beneficiaries, only 68 received Stipend/ Allowances but not in full and fund for the rest of the beneficiaries was misappropriated; 6. Equipments and materials were not procured in full but were shown as procured and issued to all the districts and Schools and fund was misappropriated and 7. Money was not paid in full to the District Education Officers for conduct of various programmes in the districts.

According to Nakhro, the Centrally Sponsored IEDSS Scheme aims to enable all students with disabilities completing eight years of elementary schooling an opportunity to complete four years of secondary schooling (classes IX to XII) in an inclusive and enabling environment.

New Delhi, May 18 (IANS): Prime Minister Narendra Modi will be on a day-long visit to Jammu and Kashmir on Saturday during which he will visit all three regions to inaugurate development projects. After attending the closing ceremony of the birth centenary celebration of the 19th Kushok Bakula Rinpoche in Leh, Modi will unveil a plaque to mark the commencement of work on the Zojila Tunnel, the PMO said. This will be India’s longest road tunnel and Asia’s longest bi-directional tunnel.

The construction of this tunnel will provide all-weather connectivity between Srinagar, Kargil and Leh. It will cut down the time taken to cross the Zojila pass from the present three and a half hours to just 15 minutes.

It will lead to all-round economic and socio-cultural integration of these regions.

It also has immense strategic importance, the announcement said.

Mumbai, May 18 (PTI): After a brief respite, the rupee once again turned shaky and plunged by 30 paise to end at a fresh 16-month low of 68 against the US currency on renewed dollar buying interest amid global macro challenges.

The forex sentiment wobbled after the crude prices broke the psychological threshold of USD 80 a barrel - spurring a fresh wave of dollar demand from staterun oil marketing companies fearing a further depreciation in rupee value.

Traders also reported hedging-related demand as importers rushed to pay forward premium, putting additional pressure on the local currency.

The rupee selloffs accelerated last week against the grim backdrop of surging global crude prices and growing concerns over widening twin deficits even as foreign investors reduced their rupee-dominated exposures. The home currency had recovered 37 paise in the last two days after hitting a

by USD 1.237 billion to USD 417.702 billion in the week to May 11, on account of a fall in foreign currency assets, the Reserve Bank data showed Friday.

In the previous week, the country’s foreign exchange reserves had fallen

by USD 1.426 billion to USD 418.940 billion.

T h e r e s e r ve s h a d touched a record high of USD 426.028 billion in the week to April 13, 2018. It had crossed the USD 400billion mark for the first time in the week to September 8, but has since been fluctuating. In the reporting week, the foreign currency assets, a major component of the overall reserves, declined by USD 1.262 billion to USD 392.453 billion. Expressed in US dollar terms, the foreign currency assets include the effect of appreciation or depreciation of the non-US currencies such as the euro, the pound and the yen held in the reserves.

Last September, the telecom gear maker had filed a petition in the NCLT Mumbai bench seeking liquidation of the telecom operator to recover Rs 1,150 crore that RCom owes it.

NCLT proceedings can potentially delay RCom’s plans to sell assets to lighten its debt load.

“We confir m that RCom and Ericsson are at an advanced stage of discussions to expeditiously resolve commercial issues.

This will enable Reliance Communications to exit the National Company Law Tribunal (NCLT) process,” an RCom spokesperson said in a statement.

The spokesperson added that the company is confident to “expeditiously proceed with its monetisation plan with Reliance Jio and overall resolution plan with the lenders, keeping in mind the interests of all stakeholders”.

Mumbai, May 18 (PTI): Concerned at the job losses in the telecom sector, the government has begun helping the affected employees get alternative employment, and retrain and redeploy them, a top bureaucrat has said.

Some estimates peg the number of job losses in the sector, which has been passing through choppy waters after the launch of the aggressive offerings by the deep-pocketed Reliance Jio, at over 90,000.

“The efforts are on at three levels. First of all, we have to ensure that people at the lower levels, who are working at the retail outlets...we have to ensure that their futures are sustained,” telecom secretary Aruna Sundararajan told reporters on the sidelines of an event here late last evening.

The first focus is to stabilise the sector, she said, adding that this work is being done primarily through the new telecom policy,

Israel’s Gaza response ‘wholly disproportionate,’ says Al Hussein

G e n e va , M ay 1 8 (IANS): UN rights chief Zeid Raad Al Hussein on Friday said that Israel used “wholly disproportionate” force against Palestinian border protests which left over 100 people dead.

Al Hussein told a meeting in Geneva that Gazans were effectively “caged in a toxic slum” and Gaza’s occupation by Israel had to end, the BBC reported.

He told the emergency session on Gaza that the “stark contrast in casualties on both sides was ... suggestive of a wholly disproportionate response” by

Israel. The UN meeting was considering calling for an independent investigation.

Israel’s Ambassador said Gaza’s militant Islamist rulers had deliberately put people in harm’s way.

Over 60 Palestinians were killed by Israeli forces on Monday in the seventh consecutive week of border protests, largely orchestrated

by Hamas, which politically controls the Gaza Strip.

They were also protesting the US embassy opening in Jerusalem.

“An Israeli soldier was ‘reportedly wounded, slightly, by a stone’ on Mon-

day, Al Hussein said, while 43 Palestinians were killed at the site of the protests.

Seventeen more Palestinians were killed away from what he called the “hot spots”.

He said there had been “little evidence of any (Israeli) attempt to minimise casualties”. Israel’s actions might, he said, “constitute ‘wilful killings’ -- a grave breach of the Fourth Geneva Convention”, an international law designed to protect civilians under occupation.

Al Hussein said he supported a call for an “in-

ternational, independent and impartial” investigation into the violence in Gaza, adding that “those responsible for violations must in the end be held accountable”.

Assad meets Putin in Sochi on future peace talks Damascus, May 18 (IANS): Syrian President Bashar al-Assad has met his Russian counterpart, Vladimir Putin, in Russia’s city of Sochi, saying it’s an opportunity for future peace talks, the Syrian presidential media office said.

Assad said the meeting at the opening of the Sochi Summit is an “opportunity to put forward a mutual vision for the next stage for the peace talks either in Astana or Sochi.”

According to the report, Putin has congratulated Assad on the “big achievements” made by the Syrian army in the war against terrorism.

Putin said the mutual goal is the rebuilding of the Syrian economy and providing humanitarian help, noting that his administration is in contact with all concerned sides for the political “complicated process,” including the UN. For his side, Assad said that many positive changes have taken place as the terrorists’ arena in Syria has become much smaller and hundreds of thousands of Syrians have returned to their homes.

“This stability is a wide door opened for the political process,” Assad told Putin, according to the report.

KUALA LUMPUR, May 18 (Agencies): Ousted Malaysian Prime Minister Najib Razak has been summoned by the anti-graft agency amid a probe into troubled state fund 1MDB, sources said on Friday, after police launched pre-dawn raids on premises linked to Najib and confiscated jewellery, luxury handbags and cash, Reuters reported.

Najib’s lawyer declined to comment on the MACC summons. Najib has denied wrongdoing.

The investigations started barely a week after Najib’s ruling coalition suffered a spectacular loss to an opposition bloc led by his former mentor, Mahathir Mohamad, 92, the first change of government since Malaysia gained independence from Britain in 1957.

Mahathir on Friday announced his cabinet of 15 senior ministers who will take their oath of office on Monday.

Police seized 284 boxes of designer handbags and dozens of bags filled with cash and jewellery in the raid on a luxury condominium in the centre of Kuala Lumpur linked to Najib.

Najib’s lawyer on Thursday denounced the search of Najib’s home as “harassment”.

Britain may send more troops to Afghanistan Pak restores security of Mumbai attack mastermind Saeed L o n d o n , M ay 1 8 (IANS): The British government is considering sending more troops to Afghanistan, the media reported on Friday.

The British military had written to Prime Minister Theresa May recommending the country boost its presence in Afghanistan, but no decision has been made yet, the BBC reported.

According to the report, Defence Secretary Gavin Williamson recommended sending up to 400 more Army personnel into Afghanistan, joining the

600 already there training Afghan soldiers.

The move followed calls by US President Donald Trump to the members of NATO to join him in sending more troops to the country.

In 2017, the US announced a plan to send in 3,500 more troops, which brings the US total to about 15,000. It is part of a strategy to help fight the Taliban and deal with the rising threat from the Islamic State terror group.

The last UK combat troops left Afghanistan in 2014 after being involved in

the conflict since 2001.

General Sir Richard Barrons, a former commander of joint forces command who led campaigns in Afghanistan, said the UK “has to recognise that the decision to leave in 2014... hasn’t worked”.

He told BBC Radio 4’s Today programme that the Army and Air Force in Afghanistan were “not strong enough” to defeat the Taliban alone.

“The decision to increase troops would send an important message to our allies, and the Taliban”, he said.

Lahore, May 18 (PTI): The government of Pakistan’s Punjab province has restored the security of Mumbai attack mastermind and Jamaat-ud Dawa chief Hafiz Saeed citing threats to his life, almost a month after it was withdrawn on the order of the Supreme Court.

“The policemen have been deployed again for the security of Hafiz Saeed on

the order of (chief minister) Shahbaz Sharif ’s Punjab government,” a senior official of the provincial government told PTI Friday. He said the decision was taken in the light of threats to the life of Saeed.

As the government restored Saeed’s security, he has withdrawn a petition he had filed in the Lahore High Court to challenge the Punjab government’s earlier

decision to withdraw his security. The Punjab government last month had withdrawn policemen deployed for the security of Saeed after the Supreme Court directed inspector-generals of Islamabad and all four provinces to take back security escorts from people who are not entitled to it.

The chief justice, however, later directed the top provincial police officials

to ensure the provision of security to all those who face genuine security threats.

In the light of the Supreme Court order, the Punjab police have withdrawn as many as 4,610 personnel deployed for the security of influential persons not entitled to official security in the province.

The founder of Lashkar-e-Taiba, who carries a USD 10 million American

bounty for his role in terror activities, accused the government of discrimination in his case.

The JuD usually makes elaborate arrangements for the security of Saeed wherever he goes. Saeed is accused of masterminding the 2008 Mumbai terror attack in which 166 people were killed. JuD was declared as a foreign terrorist organisation by the US in June, 2014.

The Trinamool Congress also won 20 Zila Parishads by registering victory in 589 seats out of the total 622.

Chief Minister Mamata Banerjee on Thursday night had congratulated party workers for the massive win and dedicated the victory to the people.

She said many winning independent and BJP candidates had got in touch with her party to switch sides.

The Bharatiya Janata Party (BJP), which managed to bag 5,747 seats in Gram Panchayats, 756 in Panchayat Samitis and 23 in Zila Parishads, gave a tough

fight to the Trinamool in the western districts of Purulia and Jhargram.

Interestingly, independents bagged more seats than the Left Front candidates.

The Panchayat Samiti was, however, won by ruling party strongman Arabul Islam, who was arrested a day before the election for his alleged involvement in the murder of a youth.

After sporadic violence on Thursday, counting on Friday remained largely peaceful.

Statistics reveal that of the total 58,692 seats in the three tiers, 20,076 seats, or 34.2 per cent, have been decided uncontested, with the Trinamool bagging a whopping proportion of these seats.

These include 16,814 of the total 48,650 Gram Panchayats seats, 3,059 of the 9,217 Panchayat Samiti seats and 203 of the 825 Zila Parishad seats.

The Supreme Court asked the SEC not to issue winning certificates in these seats.

Compensation for 14 killed in polls

The West Bengal government will give compensation of Rs 2 lakh to families of each of the 14 people killed in political violence during the Panchayat polls, Secretariat sources said quoting Chief Minister Mamata Banerjee. The sources said Rs 5 lakh compensation will be given to the family of late Rajkumar Roy, a presiding officer during the May 14 polls.

While Roy’s family has lodged a police complaint claiming he was killed and did not commit suicide, Banerjee on Thursday said the officer was run over by a train. The government would also provide a job to Roy’s widow, the sources said. Chief Minister had on Thursday said her government would provide compensation to the families of all those who were “martyred” during the polls.

The chief minister has claimed that 10 of those killed belonged to her Trinamool Congress.

Girls continue to outshine boys...

Longleng district was at the bottom with 9%. In respect of private schools, Kohima and Phek districts were at the top with a percentage of 83% followed

The number of candidates securing 80% and above in aggregate was 940. Out of 940 candidates, 7 were from government schools.

HSSLC exam 2018:

The girls pass percentage at the HSSLC Examination 2018 stood at 79.87% and the boys at 70.44%. Four institutions under Arts stream, three institutions under Science stream and three institutions under Commerce stream secured 100% pass result.

One private institution of commerce stream got nil result.

The performance of boys and girls streamwise in terms of pass percentage was: Arts -- Girls (77.68%) Boys (68.43%), Commerce -- Girls (85.18%) Boys (67.39%) and Science -- Girls (88.28%) Boys (80.56%).

The overall percentage in Arts stream was 73.42%, Commerce stream was 73.75% and Science stream was 84.39%.

Further, the number of boys and girls in the top 10 list streamwise was: Arts – Girls (10) Boys (1), Commerce – Girls (12) Boys (1) and Science Girls (4) Boys (8).

Compartmental exam: NBSE has notified that the HSLC compartmental examination 2018 would be conducted from June 11-16, 2018.

Candidates who appeared the HSLC examination 2018 conducted in March 2018 and secured “Needs Improvement” grades

in three or less subjects are eligible to appear the compartmental examination.

In a notification, NBSE chairman, Asano Sekhose, stated that routine would be made available in the Board’s website, adding that examination centres would be notified later.

Eligible candidates for compartmental examination have been informed to contact their respective HSLC 2018 examination centres for filling up of the forms.

The last date for submission to the designated centre by the candidates is May 29, 2018.

Fuel prices hiked for fifth time in as many days NEW DELHI, MAY 18 (AGENCIES): Petrol and diesel prices touched a new high for the fifth consecutive day on Friday.

State-run oil companies resumed the dynamic pricing mechanism on Monday after 19 days. Retail prices were frozen between April 24 and May 13, while campaigning was on for the Karnataka Assembly elections. There was a similar freeze before the Gujarat Assembly elections in December.

With the latest revision, a litre of petrol in Delhi will cost Rs 75.61 while diesel will be available for Rs 67.08 a litre. Petrol prices in other metros too touched new highs on Friday – Rs 78.29 in Kolkata, Rs 83.45 in Mumbai and Rs 78.46 in Chennai, according to the Indian Oil Corporation. Diesel prices touched Rs 69.63 in Kolkata, Rs 71.42 in Mumbai and Rs 70.80 in Chennai.

Since June, the price of fuel in India has been revised almost daily in sync with fluctuations in the price of oil in international markets.

New Delhi, May 18 (IANS): The Supreme Court collegium has said that an unanimous view existed on further deliberation and broad-based consideration of names of High Court Chief Justices before it sent to the Centre its reiteration on the elevation of Uttarakhand Chief Justice K.M. Joseph as an apex court Judge.

A resolution adopted at the May 16 meeting of the Supreme Court collegium said: “... in the meeting of the collegium, an unanimous view was expressed that there should be further deliberation and broad-based consideration of the names of the Chief Justices as well as Judges of the High Courts, which are at present not represented in the Supreme Court.

“In view of the above, the meeting stands deferred to be held at the earliest.”

The resolution was uploaded on the Supreme Court website on Friday.

Besides reiterating the elevation of Justice Joseph, the collegium had earlier recommended the elevation of Chief Justices of the High Courts in Rajasthan, Calcutta and Telangana and Andhra Pradesh.

The collegium, during its May 11 meeting, had taken an “in-principle” decision to reiterate its recommendation for the elevation of Justice Joseph.

The collegium reiterated its January 10 recommendation, after the Centre on April 26 returned it for reconsideration.

Besides Justice Joseph, the collegium had on January 10 also recommended the appointment of Senior Counsel (now Judge) Indu Malhotra to the Supreme Court. While returning the name of Justice Joseph, the government cleared (now Justice) Malhotra’s appointment. The collegiums on January 10 said: “The collegium considers that at present Justice K.M. Joseph is more deserving and suitable in all respects than other Chief Justices and senior puisne Judges of the High Courts for being appointed as Judges of the Supreme Court.”

TmC records thumping win in Bengal rural polls

Ko l k ata , M ay 1 8 (IANS): The ruling Trinamool Congress (TMC) on Friday registered a thumping victory in elections to the three-tier rural bodies in West Bengal, with the BJP emerging a distant second in almost all the districts as the final round of counting of votes was underway.

The Left Front, which ruled the state for 34 years till 2011, was relegated to third position, while the Congress was virtually wiped out in Monday’s polls, marred by widespread violence and allegations of strong-arm tactics and irregularities against the Trinamool.

As per reports received till 5 p.m., the ruling party had won 21,110 Gram Panchayat seats out of 31,814 that were contested, while it was leading in 29 seats.

The TMC won 4,888 of the 6,125 contested Panchayat Samiti seats, capturing more than 80 per cent of the total, and were comfortably ahead in another 30.

Chennai, May 18 (AGENCIES): The Reserve Bank of India (RBI) has slapped a penalty of Rs 50 million on South Indian Bank Limited for non-compliance with the directions issued by it.

The non-compliance pertains to Income Recognition and Asset Classification (IRAC) norms, Know Your Customer (KYC) norms and treasury function.

Further, the bank is also pulled up for deficiencies in its compliance function and compliance culture. `` This penalty has been imposed in exercise of powers vested in RBI under the provisions of Section 47A(1)(c) read with Section 46(4)(i) of the Banking Regulation Act, 1949, taking into account failure of the bank to adhere to the aforesaid directions issued by RBI,’’ a release said.

Patna, May 18 (AGENCIES): Rashtriya Janata Dal leader Tejaswi Yadav, who also is the Leader of the Opposition in Bihar Legislative Assembly met Governor Satya Pal Malik along with some MLAs and staked claim to form government in the State.

RBI slaps Rs 5 cr fine on South Indian Bank

New Delhi, May 18 (IANS): The Congress moved the Supreme Court on Friday challenging the appointment of BJP legislator K.G. Bopaiah as Pro-Term Speaker of the Karnataka Assembly.

Bopaiah will be presiding over the floor test on Saturday to ascertain whether newly-appointed Chief Minister B.S. Yeddyurappa enjoys a majority support in the Assembly or not.

A team of Congress leaders arrived at the Supreme Court on Friday evening to file the petition.

Once the plea is accepted by the Registry, they will approach the registrar (vacation) for an early hearing late on Friday.

The Congress has contended that Bopaiah is not the senior-most member of the newly-elected House and as per the Parliamentary convention, it is only the senior-most member in terms of number of times he has been elected to the Assembly who can be a Pro-Term Speaker.

Earlier in the day, the party said Bopaiah’s appointment was made “with the sole intent of manufacturing a majority out of minority for Yeddyurappa”.

Pana j i , M ay 1 8 (AGENCIES): Goa Congress leaders, including leader of the Opposition in the Legislative Assembly Chandrakant Kavlekar, and party MLAs on Friday called on Governor Mridula Sinha and urged her to follow the immediate precedent set by Karnataka Governor Vajubhai Vala and invite the Congress in Goa, as the largest party to form government.

The Goa Congress Legislative Party (CLP) has 16 MLAs in the Assembly. Kavlekar was accompanied by 13 MLAs as two MLAs are not in the state and one MLA is in hospital at the moment, said party spokesperson Siddnath Buyao.

Coming out of the meeting with the Governor at Raj Bhavan, Kavlekar told presspersons that a representation had been submitted to the Governor, requesting her to “right the past wrong” of inviting the BJP to form the government in Goa in March 2017, and now invite the 16-member Congress party to form the government instead.

With CJI smiling by his side, Justice Chelameswar said with folded hands “This can be my only response” and left the courtroom with CJI, with whom he had jointly entered SC premises as judge with both of them were elevated on the same day on October 11, 2011.

Although Justice Chelameswar had delivered many landmark verdicts, including his dissent judgement in NJAC case for favouring scrapping of collegium system, he, however, will go down in the history as a judge who dared to revolt against CJI. Paying tributes to Justice Chelameswar, senior advocate Shanti Bhushan and Dushyant Dave had earlier said that he was one of the greatest judges produced by SC and equated him with legendary Justice H R Khanna.

As per the convention, a Supreme Court judge sits with Chief Justice on his last working day but speculation was rife that Justice Chelameswar may not share the bench with CJI due to bitter relationship, which became public when the senior most judge, along with three other senior judges, revolted against Justice Misra in January and accused the CJI for allocating sensitive cases to bench of his preferences.

The controversial press conference by the four judges had sparked the debate on CJI’s impeachment.

Brazil arrests 251 in crackdown on child pornography

Brasilia, May 18 (IANS): In just one day, the Brazilian authorities went after 579 people on warrants for crimes of child pornography and sexual exploitation of minors.

The massive raid, the largest ever in Brazil, led to the arrest of 251 people on Thursday in the second phase of a nationwide Federal Police operation, Xinhua news agency reported.

The Operation Childhood Light which was first launched in October 2017, might see a furher rise in the number of arrests, as not even half of the 579 arrest warrants had been executed by the end of the day.

According to the police, the operation took place in 24 states and the capital city Brasilia. A total of 2,600 officers joined the operation. Most arrests were made in Sao Paulo and Rio areas.

The main target of the operation was arrested.

He was in possession of 780,000 files containing child pornography.

In 2017, 112 people were arrested.

China’s first home-built aircraft carrier completes maiden sea trial Beijing, May 18 (PTI): China’s first indigenouslybuilt aircraft carrier Friday successfully completed its maiden sea trial and returned to its home port in Dalian, a major step in the country’s quest to modernise its military and bolster its naval presence in the disputed South China sea and in the Indian Ocean.

China currently has two aircraft carriers. The first aircraft carrier named Liaoning, which was launched in 2012, was a refit of the former Soviet vessel bought from Ukraine. The People’s Liberation Army Navy said that the aircraft carrier, built at the Dalian Shipbuilding Industry, underwent a fiveday sea trial starting from May 13.

The incident took place at Santa Fe High School in the city of the same name, located about 50 kilometres southeast of Houston.

An unidentified law enforcement officer was shot, but sources said he was “clipped� and was not seriously injured. At least eight persons were killed in the gunfire, Houston Chronicle

The sequel to the Ryan Reynolds-starring 2016 film, based on the Marvel character of the same name, is out in the UK today, and hit US cinemas on May 18. One fan in the Swiss city of Lugano got more than he bargained for, however, when he turned up to a screening of Deadpool 2 in full costume as the titular character.

According to local news website Tio, Alessandro Botto and his friend Christian both attended the screening in costume – although Botto opted to keep his costume underneath his regular clothes so he could change once they arrived at

the cinema.

However, as Botto explained, Christian decided to turn up to the cinema in full costume – and therefore broke local laws, which prohibit hiding one’s face in public. “Neither of us feared it could be a problem,” Botto told reporters. However, both Christian and Botto were arrested at gun point by police and spent an hour at a police station Officers later became satisfied that there had been a misunderstanding, and both of the men were released without charge – although Christian apparently

had to pay a fine for breaking the law about face coverings in public. “I must say that after the initial tension, even the police understood very well what we were doing,” Botto added. “The agents had a good laugh. However, my friend will still have to pay a fine. The law provides for it.”

Local police explained that they had been on the look-out following reports that a suspect had been spotted in the area with two guns – although this turned out to just be a description of Christian’s Deadpool costume.

In a recent interview with GQ, the Foo Fighters frontman told the story of having his heart broken by his childhood sweetheart Sandy, who broke up with him after four days when he was eleven.

“When I was 11 or 12, I fell for this new girl in my school, Sandy Moran …” he says. “Eventually, we got it together. I asked her out, she said yes and we were going steady. It was for like four days or something – ridiculous.” Sandy then dumped Grohl, and he wasn’t happy about it.

“The very same night I had this dream. I was in an arena full of people and I’m at the front, shredding some guitar lead, the audience is going nuts, totally loving it,” he explains. “Then at the front down, I look down and there she is, Sandy, right in the front row. Crying her eyes out. She looks up to me and mouths, ‘Dave, why did I break up with you?’”

It turns out that years later, Sandy actually did come to a Foo Fighters show, though no tears were shed. “We played a show in Washington, D.C, a couple years back. It was like a school reunion, about 400 of my old pals were there on the guest list,” he says.

“I hear from someone that Sandy wants to come down … Sure as hell, I am on stage in my hometown, same as the dream I had 35 years ago, ripping a guitar lead and I look out into the crowd and there she is, front row.

Georgia seeks to put itself on movie map Camila Cabello & Pharrell Williams team up on ‘Sangria Wine’ in Georgia in 2014.

PARIS, May 18 (Agencies): Marseille star Dimitri Payet was left out of France’s World Cup squad announced by coach Didier Deschamps on Thursday, completing a miserable 24 hours for the playmaker.

NEW DELHI, May 18 (Agencies): The friction between the Supreme Court-appointed Committee of Administrators (CoA) and the BCCI office-bearers has come to the fore again. This time it’s over Kevin Pietersen being selected to deliver the MAK Pataudi lecture after Kumar Sangakkara was unavailable.

L O N D O N, M ay 1 8 (Agencies): Manchester City manager Pep Guardiola signed a contract extension with the Premier League champions on Thursday that will keep him in the job until 2021.

Spaniard Guardiola joined City in 2016 on a three-year contract and led them to the Premier League title this year, 19 points ahead of second-placed Manchester United.

City became the first top-flight club to collect 100 points in a season and broke records for goals scored in a Premier League campaign (106), the most victories and best goal difference.

“We are delighted to announce the extension of Pep’s contract through to 2021,” club chairman Khaldoon Al Mubarak said

The meeting in Mumbai on May 28 and 29, which has 12 items on the agenda, could see an official proposal put forward to ICC chief executives, most likely to be rubberstamped at their annual general meeting in Dublin in June. Briefing notes revealed significant concerns

at the level of home advantage in Test cricket.

Any move to remove the toss, which would reportedly see the away team simply given the choice to bat or bowl first, would not quite follow the change made in County Championship games two summers ago, where visiting teams are given the chance

SWANSEA, May 18 (Agencies): Manager Carlos Carvalhal left Swansea after the English Premier League club decided not to renew his contract on Friday.

Swansea was relegated last Sunday after seven years in the topflight.

Carvalhal succeeded Paul Clement in December, three days after leaving Sheffield Wednesday.

Carvalhal won five of his first nine league games as Swansea climbed to 13th place, but they were relegated after picking up only three points from the last 27 on offer. They finished 18th, confirmed after losing to Stoke 2-1 at home.
