DPP formation a boon: NPF

Correspondent

KOHIMA, MAY 18 (NPN): Ruling NPF functionaries in Kohima have dismissed any notion that formation of the new regional party, Democratic Progressive Party (DPP) on Thursday in Dimapur would weaken the party by maintaining that the formation instead, would strengthen NPF by filtering out those elements. This message was reiterated by NPF spokesperson Achumbemo Kikon and vice president Zaku Tsukru held a joint press meet with the local press at Hotel Japfu Thursday. Kikon said NPF was least bothered about the formation of DPP, saying NPF strength has been consolidated because it has gotten rid of those who had been working against the party. He said even as efforts for reconciliation with dissidents were pursued, some were already planning to form their own party. With those undesirable elements now out, Kikon said NPF has been cleansed and its functioning will be streamlined before the next election as the right people will be chosen in all the constituencies. He cited the

PAC to verify police project works D I M A P U R , M AY 1 8 (NPN): In connection with the examination of report of the CAG of India for the year 2013-14, the Public Accounts Committee (PAC) of the Nagaland Legislative Assembly (NLA) would undertake an “on-the-spot verification” of various projects/works carried out by Home (Police Engineering Project) for 9th, 10th and 5th NAP (IR) Battalions on May 22 and 27, 2017. example of the Asom Gana Parishad (Progressive) a breakaway AGP formed by former chief minister Prafulla Kumar Mahanta. He said Mahanta was the only member of the breakaway AGP who won the election. Taking a dig at the DPP, Kikon predicted that there won’t be any takers for the new party and that the word “Progressive” in DPP like in AGP will be a bad omen. With assembly election round the corner, Kikon said it was likely that new political parties might mushroom, but reiterated that only NPF can sustain and will continue to speak for Naga political issue. He said after election, all such parties will fizzle out as in the past and even those winning election will seek to join the NPF which will remain unchallenged. NPF vice president Zaku Tsukru described the launch of the DPP as a relief for NPF since they were none other than a few who were sidelined and a majority were not even NPF members. Tsukru said that the aims and objectives of the DPP contained nothing new and was bereft of any new idea. He described those behind formation of

DPP as “desperados” since they knew that NPF tickets would not be given to them. Chipping in, NPF Farmer’s Wing president Lanukaba pointed out that since formation of NPF over several decades, many other political parties merged with it. He described NPF as a “paddy field which never dries up” while DPP would become like a “jhum field” which cannot survive. When asked again if NPF felt threatened with the formation of the DPP by dissidents, Kikon rejected it outright saying that the launch was only to mislead the primary and active members of NPF. He claimed that “many things” were going on internally within the new party. Asked about the absence of Lok Sabha MP Neiphiu Rio from the programme at Niathu Resort Dimapur, Kikon reiterated that Rio was definitely involved in the formation of DPP going by the sequence of events that began after the January-February 2016 Sovima crisis. During the Sovima episode, Kikon said the dissidents attempted to “snatch NPF by choosing Noke Wangnao as their party president”. However to-

day Noke has been forgotten and instead, another leader in the form of Chingwang Konyak has been elected he said. Kikon said people from Eastern Nagaland would best introspect the motive behind choice of leaders from their area. Asked if the NPF would initiate action against party members including elected members for involvement with DPP, Kikon said appropriate steps will be taken when the charges are established and that as a matured party, NPF did not act on allegations. Kikon also disclosed that he was in touch with NPF legislators whose names were dragged as having joined DPP in the social media. He said if it was proven they have either joined or was involved with formation of DPP, then action will have to be initiated as per NPF constitution. Asked if NPF was contemplating any move to expel Neiphiu Rio from the party since the party said it was well aware of his antiparty activities, Kikon said there was a reason for inaction. He explained that for the “time being, suspension serves our purpose better than expulsion.” (Cont’d on p-9)

Naga Hoho appeals NIA over arrests D I M A P U R , M AY 1 8 (NPN): Observing that recent arrests of Nagaland government officials by National Investigating Agency (NIA) for providing financial aid to different Naga political groups could be in exercise of fulfilling constitutional provision, the Naga Hoho (NH), however, maintained that different Indian agencies must at the same time look into the problems from social and political perspective. In a press release, NH president, P.Chuba Ozukum, and vice president, H.K. Zhimomi, said the administration of post Indian Independence “attempted to subjugate Naga people and its territories under the guise of law and order problem.” However, NH said the military generals and various prime ministers of India have realized the necessity to deal with the issues peacefully and politically

towards bringing permanent solution. In this backdrop, the Hoho said that “no sensible person can expect to have conducive atmosphere in Naga areas as the people’s resistance movement has been ‘guerrilla warfare’ in nature and as such any struggling nation or people cannot survive without depending on the people’s contribution and cooperation.” The need of the hour, NH said was to focus seriously towards early political settlement so as to eradicate all forms of social problems and injustice in the society. NH said it strongly felt that be it government employees or businessman was providing the assistance willingly or unwillingly but under compulsion. Therefore, NH said that the arrested government officials should not be treated as law breakers. In this regard, the Hoho strongly appealed to

the NIA “to ponder with all seriousness and avoid misdemeanours while dealing with such issues.” Meanwhile, the NH also termed as “uncalled for and beyond tolerance” the arrest of wife and relatives of Niki Sumi, NSCN (K) leader, in Manipur recently by Assam Rifles “merely on suspicion”. Arresting of innocent Naga people by Armed forces and putting under various sections of infamous laws was unacceptable, NH said, adding that such inhuman act has been meted out to the kith and kin of Naga national workers even in the past whereby many were executed and tortured mercilessly. Naga Hoho has therefore urged the authorities to discontinue with the trial of those arrested persons and look beyond the horizon by realizing the plight and rights of the people.

GST rates decided on 1,211 items NEW DELHI, MAY 18 (AGENCIES): Making further progress on rolling out the Goods and Services Tax (GST) by July 1, the GST Council on Thursday decided the tax rates for 1,211 items, a majority kept at 18 per cent, though the rates on gold and beedi remained undecided. The Council did not take any decision on services tax rates. The two-day meeting will take up the exemption of essential services on Friday. “There is no increase in taxes of the items considered today. In fact, for many of them, taxes have come down,” Finance Minister Arun Jaitley told the media here after the first day of the GST Council meet. Revenue Secretary Hasmukh Adhia said that an overwhelming 81 per cent of items will attract tax of 18 per cent or below. Only 19 per cent of items will be taxed at the highest rate of 28 per cent, he said. Foodgrains, cereals, milk, jaggery have been completely exempt from GST. Indian sweets (like gulab jamun. Rasgulla etc.), edible oil, sugar, tea, coffee and coal will attract 5 per cent GST. Hair oil, toothpaste and soaps are in the 18

Need to strengthen ties with Nagaland, says Manipur CM IMPHAL, MAY 18 (AGENCIES): Manipur chief minister, N Biren Singh in an interview with Times of India spoke on the steps taken by him to improve ties between Manipur and Nagaland. On his role in improving Manipur-Nagaland ties, Singh said, “no state can ever think of changing its neighbours. We need to love and respect each other. I appreciate Shurhozelie’s visit to Manipur. I, too, want to visit his state soon by road. Both of us want to make a new start.” He said in the past, some leaders from both Nagaland and Manipur were working to promote their vested interests and did a lot of damage to the age-old ties between the two states. Shurhozelie, too, shares this view. On the Nagas’ demand for unification of Naga-dominated areas of other states: The Nagas of Manipur are our brothers and we will live together in Manipur. Nagaland is a good neighbour. NPF (which also supports the integration of Naga areas) has lent us unconditional support, said Singh.

per cent bracket along with capital goods and industrial intermediaries. Nearly 81 per cent of the items will fall under the sub-18 per cent GST rate slabs and Only 19 per cent of the goods will be taxed above 18 per cent Small cars will face 28 per cent GST, along with a small cess, while luxury cars will attract 15 per cent cess in addition to GST, Consumer durables such as air conditioner and fridge too are in the 28 per cent GST bracket. Although officers said given the current incidence of 30-31 per cent, there should be a reduction in prices. “No increase on any commodity. On many of them there is a reduction and tax on will also go away. Overall, there will be a reduction... One criteria in mind is that overall impact should not be inflationary,” Finance Minister Arun Jaitley said. Of the 1211 items, 7 per cent will be exempted, 14 per cent will be in the 5 per cent slab, 17 per cent in the 12 per cent bracket, 43 per cent in the 18 per cent segment, while 19 per cent will go into the top bracket of 28 per cent, the Revenue Secretary said. Under the

current system, a product is taxed multiple times with different state levies and taxes. Around 400 items are currently exempt from excise and VAT under the existing indirect tax regime. According to sources, Jaitley asked the states during the meeting to keep exemptions to the bare minimum. “Of several commodities, we have consciously brought down the tax. In the overall basket there would be a reduction, but we are banking on the hope that because of a more efficient system, evasion would be checked and tax buoyancy would go up. That despite reduction the revenue neutrality and tax buoyancy thereafter would be maintained,” Jaitley said. Commenting on the GST Council’s deliberations, a senior tax analyst said the rates announced were along expected lines. “However, it seems a lot of work is yet to be done. Exemptions and issues related to reverse charge mechanism have not been finalised, and looks doubtful that it will be done in a day,” said Taxmann.com Senior Consultant V.S Datey. “Thus the chances of introducing GST by July 1 appears doubtful,” he added.

Guwahati, May 18 (Agencies): Assam chief minister Sarbananda Sonowal has asked the state police to take stern action against those using social media platforms to attack others, following several incidents of online abuse of politicians and prominent people. On Wednesday, Sonowal “directed police officials to deal firmly with the issues of online abuse and attack and urged the cyber cell to be more vigilant”—the chief minister’s Twitter handle informed. “Online abuse and attacks will be dealt with seriously. We have taken action against some recently and the drive will continue,” Assam police DGP Mukesh Sahay told the Hindustan Times. On Wednesday, police in Tihu town, located 10km west of the state capital, booked a man called Rakesh Misra for allegedly posting objectionable statements against local MLA Pabindra Deka. Deka belongs to Asom Gana Parishad, a partner of the one-year-old Bharatiya Janata Partyled coalition in the state. Earlier this month, Parimal Gore, an office bearer of Communist Party of India (Marxist-Leninist) Liberation’s youth wing, was arrested on charges of criminal conspiracy and intention to promote enmity between communities.

The man from Biswanath district had shared a post originally written by Bipul Sharma that was highly critical of the chief minister and accused him of being an opportunist. Last month, rights activist Bondita Acharya was threatened with acid attack and rape online by activists of a saffron outfit after she condemned the arrest of 3 people for allegedly possessing beef. Assam’s popular singer Zubeen Garg was threatened with murder on Facebook last month by a man, who was later arrested. Another post, which went viral, made sexual innuendoes about another female singer. Last week, state chief secretary VK Pipersenia had come under scanner for reportedly asking the police to take action against TV channels and newspapers carrying news of terrorist outfits. Sonowal clarified no such directive has been issued by the state government. “Our govt is committed to upholding freedom of press and at no point shall we allow Fourth Pillar of Democracy to be affected in any way,” finance, health and education minister Himanta Biswa Sarma had tweeted. The Sonowal-led government will complete one year in office on May 24. K Y M C

Cong-sponsored shutdown disrupts life in Tripura

Agartala, May 18 (IANS): Normal life was severely affected in Leftruled Tripura on Thursday due to a 24-hour shutdown called by the opposition Congress in support of its 12point charter of demands, including CBI probe in chit fund activities. “Most shops and markets were closed and attendance in the government offices and banks was low across the state. Most schools, educational institutions, banks and financial institutions were also closed,” a senior police official said. Most vehicles except those with the security forces and emergency services remained off the roads. Northeast Frontier Railways (NFR) cancelled all to-and-fro trains connecting the border state with other parts of the country. “The weekly Tripura Sundari Express train running between Agartala and New Delhi has been rescheduled from Thursday to Friday morning,” an NFR spokesman said. However, Air India and other private operators operated their flights o n A g a r t a l a - Ko l k a t a G u wa h a t i - N ew D e l h i routes. Police said that no

Passengers wait with their luggage outside the Agartala railway station as transportation is heavily affected due to a day-long strike called by Congress, in Agartala on Thursday. (PTI) major untoward incident was reported from anywhere in the state. “Around 500 picketers were arrested from across the state for picketing in front of the government offices and other important l o c a t i o n s,” I n s p e c t o r General of Police (Law and Order) K.V. Sreejesh told IANS. Besides Tripura Congress President Birajit Sinha, other important leaders arrested on Thursday for picketing included Congress Legislature Party leader Gopal Roy, state Congress Vice President P i j u s h B i s w a s, s t a t e Youth Congress President Sushanta Chakraborty, former legislator Tapas De,

and former Minister and veteran woman Congress leader Laxmi Nag. All India Congress Committee Secretary Bhupen Bora also joined the picketing in Agartala. State Congress chief Sinha later told reporters that the 24-hour strike was total and successful and over 2,000 Congress activists have courted arrest. “If the Left Front g ove r n m e n t d o e s n o t concede our demands, we would intensify our agitation and the Left parties would be voted out in next year’s assembly elections,” the state Congress chief said. Besides the Central Bureau of Investigation

(CBI) probe into the chit fund activities, the Congress has demanded unemployment allowance to all unemployed youths by the state government and appropriate settlement of all 10,323 government teachers who are facing axe due to a Supreme Court verdict. The Congress also demanded implementation of 7th Pay Commission recommendations for employees and pensioners of the Tripura government. All the three universities, including the lone central university, and colleges in the state have postponed Thursday’s examinations in view of the shutdown.

Total shutdown against blast in Moreh on Friday Correspondent

IMPHAL, May 18: Civil society organizations based in Moreh have called for a total shutdown in the border town in protest against a bomb blast on Wednesday night. An IED suspected to have been planted by militants went off at Moreh o n We d n e s d ay n i g h t , police said. No casualty was reported in the blast. However, it has caused fear psychosis and insecurity among the civilians of the town at the international border, a statement of the Hill Tribal Council (HTC) said today. Civil societies based in Moreh like the HTC, Kuki Students’ Organisation, M YC a n d K W U & H R condemned the bomb blast. As a mark of protest, the civil societies of Moreh have called for a 24-hour total shutdown in the border town and Asian Highway no. 1 (Imphal-Moreh road) beginning from mid-night of May 18. Medical, fire brigade, electricity and pre-plan religious events will be exempted from the purview o f t h e s h u t d ow n , t h e statement of the HTC said. The statement further drew the attention of the government in taking up positive measures to prevent further occurrence of bomb blast in and around Moreh town while urging all concern not to disturb the peaceful environment of the town.

MNF urges Mizoram chief minister to call in CBI

A i z aw l , M ay 1 8 ( A gencies ) : T h e opposition Mizo National Front (MNF) on Wednesday submitted a letter to Mizoram Chief Minister Lal Thanhawla imploring him to call in the CBI to probe the scams of state lottery and Mizo Carbon Product Pvt Ltd. As the chief minister was away, the letter was handed over to deputy secretary and PS to CM, Alexander V Chawngthu. Mr Lal Thanhawla on Friday challenged the MNF to initiate a CBI probe into the alleged corruption in the Mizoram state lottery and the Mizo Carbon Product P vt Ltd in whic h the opposition party implicated the chief minister and some ministers. “As you are in a position to call in the CBI, we request you to do so. You may endorse our letter to the chief secretary who would in turn do the needful to call in the CBI. We would like to have a copy of that letter to make sure that your instructions are followed,” the MNF letter said. It might be recalled that the Comptroller Auditor General of India, in its repor t tabled in the state Assembly last December, found a host of anomaliesin the way the Mizoram government handled the state lotteries that eventually resulted in a staggering loss of Rs 11,808.77 crores, which is much more than the state’s annual budget. According

to the CAG report, the M i z o r a m g ove r n m e n t allowed the distributors to evade income tax by using a loophole. The Income Tax Act 1961 demands that 10 per cent of commissions payable to the distributorsbe deducted as income tax at source by the state government. But this was never done because the state never collected the sales proceeds. The MNF suspected that Mr Lal Thanhawla and finance minister Lalsawta were involved in the anomalies. The Mizo Carbon Products, at the Industrial Growth Centre at Luangmual locality in Aizawl, had allegedly availed more than Rs 3 crore of central subsidies through recommendations by the state government. However, the firm is nothing more than empty buildings, rusting machinery, surrounded by tall grasses and a lone caretaker who claimed he had not been paid for months. The fact that the firm’s co-owner is the sister-in-law of Mizoram Cabinet minister Zodintluanga has enlarged the controversy. Even though the Mizo Carbon Product Pvt Ltd is being investigated by the state Anti-Corruption Bureau since last year, the slow process of the investigation has been slammed and two social activists have earlier separately demanded that the case be handed over to the CBI.

NHRC satisfied with steps taken in Assam G u waha t i , M ay 18 (PTI): The National Human Rights Commission today said it is satisfied with the steps taken and implementation of its suggestions by Assam. No major human rights issue took place in Assam in recent times, N H RC C h a i r p e r s o n Justice H L Dattu said adding the commission was satisified with how the state government officials reacted to the bosy’s queries and accepted its suggestions. “We are happy that the state government reacted very fast and readily gave monetary compensations to the victims,” Justice Dattu told a press conference here. The full Commission, which held a two-day hearing since yesterday on various cases from Assam and Meghalaya, however, said it cannot instruct the state government to make the Assam Human Rights C o m m i s s i o n ( A H RC ) properly functional. Asked about the status and functioning of AHRC, Dattu said it is the state government’s responsibility to look after the organisation and provide infrastructural support. “At most, NHRC can recommend to the state government, but we cannot direct. We do not have any administrative control over AHRC. We cannot do much about this,” he added.

Nagaland Post Vol. XXVII NO. 162 Dimapur, friday, May 19, 2017

Here comes the Summer

F

or those living in foothills the onset of summer heralds unwelcome power cuts which become most unbearable as the mercury level rises. This invariably means that summer and power cuts are going to be the most dreaded of combinations. Much has been said and written about Nagaland’s perpetual power cuts for decades. One explanation by the Department of Power(DoP) for the shortfall during the dry winter months, is attributed to paucity of rain resulting in reduction of stored water in various hydro dams. By that logic, it means that in summer when monsoon rains descend, the rainwater should fill up the dams and help generation of power. Unfortunately, this logic hasn’t worked since power cuts are as worse during summer months. A very significant element that has led to power shortage is what was termed as ‘avoidable losses’ supposedly in transmission. The other element that has been blamed for power loss is the supposed theft and pilferage. The perpetual deficit of around 50% is indeed a colossal loss. The other is that during summer months demand shoots up and consumption goes beyond power availability. A good portion of the losses is believed to be due to pilferage and theft. Consumers rightly or wrongly speculate that they are presented with sky high bills because the department has to make up for losses due to whatever reasons. This cannot be acceptable especially when the department is to serve people and in turn law abiding consumers. It may not be out of context to mention that without efficient power, there will be no growth and this is the stark reality. When the power loss in Nagaland is almost 50% and double the national average, it only calls for serious probe on why this abnormal figure continues to plague power supply and most interestingly, accepted as that for so many years. inefficiency cannot be allowed to get away under the guise of ‘transmission loss’, when consumers are handed contestable bills owing to improper metering or inefficiency. If the real culprits responsible for power losses are not identified, then even additional power generation in future with thermal power will end up in a similar manner. In counties like South Korea, the loss is 7 % and in China, it is 9 %.Most states in India are making serious efforts to tackle the problem which has proved to be the bottleneck for efficient distribution to a power hungry nation. The states have adopted controlled consumption or unlimited usage through stipulation of working hours for commercial businesses and enterprises. Given the fact that there are no industries, what it means is that even domestic consumption cannot be met. The north east generates adequate power which can feed the entire region and during monsoon, the quantity should be more than enough to spare. The ground reality indicates that there are factors responsible for poor and inefficient power supply. It is not known as to why the power department, a major one, was not given to a cabinet minister in Nagaland. Whatever be the reason, there is no getting away from the fact that power sector is not only vital but also critical for churning the wheels of progress and failing to provide uninterrupted power has only stalled progress.

DailyDevotion Living Simply— Yet Focused Look at the birds of the air….Consider the lilies of the field… —Matthew 6:26, 28

“Consider the lilies of the field, how they grow: they neither toil nor spin”— they simply are! Think of the sea, the air, the sun, the stars, and the moon— all of these simply are as well— yet what a ministry and service they render on our behalf! So often we impair God’s designed influence, which He desires to exhibit through us, because of our own conscious efforts to be consistent and useful. Jesus said there is only one way to develop and grow spiritually, and that is through focusing and concentrating on God. In essence, Jesus was saying, “Do not worry about being of use to others; simply believe on Me.” In other words, pay attention to the Source, and out of you “will flow rivers of living water” (John 7:38). We cannot discover the source of our natural life through common sense and reasoning, and Jesus is teaching here that growth in our spiritual life comes not from focusing directly on it, but from concentrating on our Father in heaven. Our heavenly Father knows our circumstances, and if we will stay focused on Him, instead of our circumstances, we will grow spiritually— just as “the lilies of the field.” The people who influence us the most are not those who detain us with their continual talk, but those who live their lives like the stars in the sky and “the lilies of the field”— simply and unaffectedly. Those are the lives that mold and shape us. If you want to be of use to God, maintain the proper relationship with Jesus Christ by staying focused on Him, and He will make use of you every minute you live— yet you will be unaware, on the conscious level of your life, that you are being used of Him.

Post-mortem

The precarious footpaths of Dimapur

T

he state’s premier commercial hub, Dimapur has been expanding in fits and starts with discernable developments taking place wherever the roving eye gazes upon but has also much to expect from the denizens concerned. The growing density of population with the rapid urbanisation is increasing by leaps and bounds. The Dimapur Municipal Council for one and the Urban Development on the other should take up the matter of sidewalks and the footpaths around the town immediately. Forget about good roads, it seems like a distant Utopian wishful thinking around here, even the footpaths and the sidewalks are in the most dilapidated conditions which pose a very high risk of being injured to the unsuspecting pedestrian and one can be maimed, especially the little children and the school going students while walking around the town. Broken drain slabs in many areas of the town needs urgent repairs or replacements. There are also many areas in the town where footpath drain covers are found lacking which are proving to be very risky for the public.Whatever little stretches of paved pathways we have are in dire need of repairs with broken covers, large cracks and gaping holes which are all a pre-prepared out for a readymade death trap or a snare for some serious injury to the unsuspecting pedestrian. Well if not death, certainly a twisted ankle or breaking a bone or two in your body from these worn-out shoddy footpaths of the state’s most fast growing urban sprawl. Though the town is growing rapidly in terms of high-rise colourful private buildings, glitzy showrooms, latest international eateries, newest models of sleek and sleazy cars and SUVs adding to the town’s ever congestion of the traffic snarls it has miserably failed in terms of providing even the most basic required public utility infrastructures like a proper roadside drainages and footpaths. A month ago I witnessed a young mother walking on a footpath with two of her unwary kids where one of them slipped from the side of an uncovered part of the roadside drain and fell into the gutter injuring the little boy’s shin in which blood was oozing out from the skin in the mud-splattered socks. A year ago too an old man badly injured his foot by a protrud-

ing iron rod from one of those slabs and had several stitches. I myself also nearly stepped in the one too many countless cracks and openings and had nearly sprained or wrenched my feet on the shoddy worn out slabs on several occasions. I believe many of you too must have experienced the same if you are someone who gets down from your cars and sometimes walk around the streets of Dimapur town. The popular stench of the Dimapur perfumes with the mixture of humidity is indeed overbearing. What is of more concern in today’s context is the pitiful condition of the broken slabs on the footpaths and in respect to the sanitation aspect too. But even as the glamorous and the flashy showrooms are appearing on every sides of the roads it is setting a contrasting backdrop for the garbage on the open portion of the roadside drains! Due to the big gaps and holes and unrelenting throwing and dumping of wastes by those nearby residents and traders, a considerable amount of wastes makes its way to these drains around the town which as a result remains chocked and water remain stagnant. During the monsoon season there is drainage flood as a result water finds its way into the streets and into people’s homes which is more hazardous to our health and environment. In fact, roadside drains system must be intended to confiscate water efficiently off the road and make it safe for vehicles and other road users besides preventing structural damage to the road. However, the system here is altogether quite different. It is also to be mentioned that most of the town dwellers or pedestrians normally throw all kinds of wastes in the drains without slabs. Most of the shopkeepers sweep their front portion of their shops and throw away all the dust and dirts into those drains. As a result, drains without slabs are almost packed with garbage with foul odour emanating from it. Here the roadside drains without slabs are being efficiently utilized for dumping rubbish and many take pleasure in dumping all kinds of garbage in the drains. No matter how best the municipal give its effort, there won’t be any desirable change unless we change our way of life. Most of our drains usually get blocked as the garbage thrown in them

lead to overflowing of water on the roadsides. A narrow path for walking or a path especially used for walking and in our modern concept footpaths has become an indispensable part of town and city life too. Of course we can never expect our footpaths in par with highly developed countries when our most basic necessities like good roads are also like crying for the moon. Due to the unplanned arrangements, the new ones and old structural landmarks donning the old town’s landscape have developed on unplanned lines alongside the narrow roads with no scope for any expansion or broadening the existing narrow road. Even the little spaces the pedestrians have to squeeze and shove are all occupied by vendors of all kinds and hues. As a result the Dimapur town remains clustered with no remnants of expansions in the existing sidewalks or footpaths. Its main problem has been that when the Dimapur town was first conceived over centuries ago, perhaps no one had ever visualized that it would one day acquire various distinctions and such important commercial hub and a rising educational centre for the whole state. What has been a shortcoming since the early days are the narrow roads and streets which cannot be widened beyond some limits because solid buildings have been constructed on both sides of the roads. The numerous big upcoming buildings housing trendy outlets with broken slabs infront of their door-steps with the stench portray quite a contrast of how we live. Often some little roadside tea-hotels and pan-shops have put up their own fine drain covers and slabs by themselves from their own pockets, so surely can the upcoming alluring mega structures around the town. The DMC and the Urban Development despite of their many good works at the same time should use all its resources at hand providing provisional measures to enable people to walk around freely and healthily in a positive atmosphere without the nuisance of some sick smell from those uncovered drains and without the fear of injury from those gaping holes and broken slabs of the town’s footpaths and sidewalks. The liberal democratic approach

T

he concept of liberal democracy could be a complete non existing entity, and based on the “reality accepting capacity” of the Nagas, may not even include in Nagas perspective of the elemental chart that gives sense and meaning to our way of life but just like how according to western knowledge, it has been proved that our earth revolves around the sun and not vice versa despite without our intelligent capacity to build our own telescope or sending a satellite in space to accept those facts, nonetheless the fact/ truth still remains that our earth does revolve around the sun and that our sun is made up of Hydrogen atoms combining to form Helium atoms by means of nuclear fusion, during which vast amount of heat, light and radiation energy is released. With this in mind one can conclude that neither we Nagas nor anyone could directly challenge western knowledge based on the proofs that their researchers have gone through the trouble to find. The history of the world speaks that in the affairs of the state, no other form of ideals like communism, dictatorship, fascism; monarchy etc. has managed to satisfy the people of the state as a just government. It has been the ideals of liberal democracy that has changed the course of history of any government from an oppressed deprived society to liberal, socialist-capitalist and rational society (Research on ‘it’ is recommended). It is also to be considered that they (liberal democrats) didn’t just accomplish everything that their rationality led progress overnight, but after the inception with more reforms, even from the youth’s logical perspective about a rational society, today they are the ones every developing nations look up to and yearn for. Having understood, the pattern our Naga society keeps repeating and the hold of “Ignorance Backed Corruption” in our system, the few concerned young adult intellectuals concluded that without a rational cleansing of our Naga methods, to let run in our society, change in Nagaland is a far cry. Without this measure the present Nagas can simply accept that a change of great gravity is not possible in their lifetime because a few leaders themselves cannot change Nagaland with all their wisdom and flaws unless every or most people participate in politics in their own capacity because the undeniable fact is, politics affect not just the state but also our personnel lives. The LDPN is much obliged with all the organizations who have taken the herculean responsibility

to create legal awareness among various sections of people in the Naga society. We encourage them to further continue their great service for the society. We also thank the others who have taken the initiative of imparting ‘Human norms’ seminars to the people. Their hard work will never go in vain as, one “aware” Naga is a great asset for the Naga kind and as an Indian and as a Human. The recent move in Nagaland’s policy of development has really impressed the LDPN, when the DC of Dimapur announced that Dimapur is to receive garbage bins in and around the city, and to every household registered under the DMC. With the limited fund in our Sate’s treasury, we understand of the difficulties any department would face to complete a long due project, considering the funds of the project being pocketed by the previous supervisors, nevertheless, it would be productive if the authorities in the departments would devise “not much costly” projects (doesn’t include cheap components) to add for the welfare of the state. And any contribution would be great for the people on the ground that it would be the first. It would be only for the best if the government takes the initiative to preserve and ensure the continuance of all the positive logical changes taking place today that every concerned Nagas has worked hard for, till today. They should set up a committee to work in hand with the State’s representing “Human Rights” organizations to take legal measures against the extreme offenders so that people would not just be informed about it but also feel it and follow it. They should also implement work sensitivity programs in work places so that women and weak people wouldn’t be bullied or abused by their employer. Anti-bullying campaign should be promoted even in schools like in the US. A help line or a complain line should be advertised in large billboards across the state so that people could be consciously aware about it’s existence. The human rights activists must not just be a mere social worker but also should be committed in saving and protecting the weak and the innocent from the hands of the tyrants and ignorant bullies. [Not to show off and endorse the party, but because Post-Traumatic Stress Disorder (PTSD) is a real thing that affects our conscious behavior and decision making, in life and make us less productive in the society.] Liberal Democratic Party of Nagaland, (ldpnagaland@gmail.com)

The church and state going side by side: A way forward for just-politics (From previous issue) They should abstain from voting in elections, serving in military or holding of any public offices (the Mennonites and the Ana-Baptists). There is a hermeneutical polarization with regard to this text, but it is clear that Paul’s message to the Romans is directed towards a harmonious and peaceful co-existence in the society as rulers and subjects. He in particular envisages a state where Christians would have no fear or doubts and contribute good deeds towards the state. Thereby making an impact in the state and also maintaining a good relationship with those in authority. John Calvin makes no clear distinction between the state and the church, yet he defended the Church’s authority to discipline and punish its members, and thus play a role in enacting and enforcing law. Martin Luther maintained that the Church and state must remain separate. He believes that the authority of government is instituted by God. However, he is apprehensive that God pleasing changes could come through secular authorities (state). For the Anabaptist Michael Sattler aired their views by strictly separating the two kingdoms. The Baptist’s tradition on the separation of the church and state is loud and clear. Nevertheless, the influences of the Ecumenical movements like the World Council of Churches (WCC) and other Evangelical movements have perhaps debilitated the stand of the Baptists beginning from

the 80s. Nevertheless, one thing is clear for the Baptist, when it comes to the priesthood and politics; we do not compromise the religious duties in serving the needs of the world. In a Christian populated state like Nagaland, the church’s priority is not politics but at the same time the church should not desist from politics of social responsibility. In this regard, the involvement of NBCC in Clean Election must be seen as a campaign for Social Responsibility. One of the turning points for the evangelicals’ attitude towards social responsibility was held at Lausanne, Switzerland in July 1974, under the theme: “Let the Earth Hear His Voice.” This conference declared that evangelism and socio-political involvement are both part of our Christian duty. Thus it aired the view that Lausanne Conference speaks not just of ‘social responsibility’ but socio-political involvement.’ Moreover, the politics of America have influenced our mindset so much that we already have embraced the relationship of the Church and state as approved. In his Presidential campaign, Donald Trump vowed to dismantle the laws that separate the church and state in America. Now that Donald Trump is the President, their alliance will have more avenues to stay closer than to deter. Like Augustine opined, our love for God must be the driving force to love the world. As Calvin postulates, the church and state were to be two hands washing each other under God. Lu-

ther accentuated that the Church and State are two separate entities, but one under the divine authority of God. Abraham Kuyper expressed that both the church and the state are limited in their sphere. But there is no sphere of human life in which Jesus Christ is not ‘the supreme Sovereign’ and therefore both the church and state are servants of God. All these prominent theologians argued that the church and state are two separate institutions but one under the divine will and sovereign will of God. It is therefore implied that the Church and State must not push each other too far, less they find difficult to coexist together and become rivals. On the one hand, the Church must not work hand in gloves with the powers of the state. The church should not play a partisan role in politics. The problem with this stand is that when the government or powers fail and military coup d’état, the church suffers along with the state. On the other hand, the Church should not withdraw itself very far from the powers of the state, silence and non-interference itself would be a political stand itself. Nagaland is a Christian state and if churches abstain from the powers of the state, ushering non-believers and uncommitted Christians to rule Christians would be the outcome. This happened in Uganda when Idi Amin (a Muslim) took power in 1971-79; he persecuted Christians and started the expulsion of 80,000 Asian nationals from Uganda. This country was consid-

ered 80% Christians, this majority Christians were not interested in politics and allowed a Muslim dictator to rule and persecute them, even killed the Arch Bishop of Uganda (Jenani Luxum). It is said that under Idi Amin 500,000 people were killed motivated by ethnic, political and financial factors. The Church is to be engaged in critical and constructive collaboration with the powers of the state by evaluating political decisions and proposed programs basing their understanding of the gospel. In this position, when the state makes decisions that are contrary to the gospel, the church can directly and courageously criticize the government. Since the Church is engaged in constructive collaboration with the state, it is likely that the state will take heed of the church. The Church must resist the power of the state, if the powers that be become autocratic and ignore universal human rights; the church may do it all to resist such a state. The Church must be aware of the policy makers in the central government and if necessary, we must oppose decisions taken by the central government made against the wishes and religious sentiments of the state. Or even oppose the State government where policies are unchristian and justice endangered. The challenge today is, as the BJP government is in power, the discrimination and harassment meted against the minority communities in India are quite alarming. Christians

must come with a formidable policy to correct and change the motive of the majority attitude in India. The church must therefore stand vigil; perpetuate her political assignment to guide and counsel the State government with true love. Perhaps, there are several policies of the GOI that are precipitately acted with intention to harm the religious sentiments of the Christians and Muslims in India. The Church and State are connected in such various ways that their relationship cannot be regulated in accordance with any single general principle. In a state like Nagaland it is difficult to draw a rigid distinction for Christian’s involvement in politics. Since the state is more than 90% Christians and the state workers are mostly Christians. The Church and State must be considered a divine craft of God to govern people, so that both institutes direct

people to fear God and do justice outrageously. Christians are to leaven the society with the love of God as the driving force. Although obscurities and uncertainties may loom around since they overlap each other in function. One thing we can be sure about is that both the church and state are equally limited and are equally divine because there is no sphere of life where God’s sovereignty is limited. Thus churches in Nagaland must be seen working side by side along the State. If the Church desists from social responsibility it would decay from self-defeat. The Church may involve in politics but the credibility of the prophetic office should not be co-opted by other critics. To whom does the Christian social responsibility belong, if not the Church? Sir,

Use responsibly

We now hear of the ransomware attack which can really create havoc in our systems and business. Most Nagas are unaware of online scams or the way internet works. Most of us are also very gullible when it comes to cybercrime. Children need to be taught in school, home and churches about these menaces. With the easy accessibility of mobile phones, children are so much into internet games, even shopping online and other such activities. Parents need to ensure that with the knowledge of operating sophisticated gadgets, children need to be made aware of its dangers as well. Rosalyn Ao, Arkang Ward Mokokchung

7 Sasikala petitions ED files case against Karti, others

for questions SC reserves verdict in triple talaq case court on FERA charges New Delhi, May 18 (IANS): The Supreme Court on Thursday concluded hearing in the triple talaq issue and reserved its verdict even as the All India Muslim Personal Law Board said it has decided to issue an advisory to Qazis to give an option to Muslim women to opt out of instant triple talaq before giving consent for nikaah. The five-judge Constitution bench comprising Chief Justice Jagdish Singh Khehar, Justice Kurian Joseph, Justice Rohinton Fali Nariman, Justice Uday Umesh Lalit and Justice S. Abdul Nazeer wound up hearing in the case after six days on a batch of petitions that challenged the constitutional validity of triple talaq. The court was told that the AIMPLB would file an affidavit stating its decision and include a copy of the model Nikaah Nama. The AIMPLB decision comes a day after the top court asked it to consider giving an option to Muslim women to deny prospective husbands the option of triple talaq. The court permitted AIMPLB to file its affidavit.

Supreme Court The matter is rooted in an October 16, 2015, order of the top court by which it had directed the separate listing of a PIL addressing the question of the rights of Muslim women. Addressing the constitution bench, AIMPLB’s senior counsel Kapil Sibal said he had a meeting with the Board members on Wednesday (May 17) and they have decided to issue an advisory to all the Qazis across the country. That the bride has opted out of triple talaq would be recorded in the Nikaah Nama, the court was told. With the Centre linking

the issue of triple talaq with that of constitutional morality, AIMPLB wondered why was the Centre shying away from enacting a law to curb the practice by taking recourse to Article 25(2) (b) of the Constitution that permits enactment of a law invoking social reforms. Article 25(2)(b) says that nothing prevents the State from enacting a law “providing for social welfare or reforms ...” Article 25 guarantees the freedom of conscience and free profession, practice and propagation of religion.

Looking at ideas for improved security on railways: Prabhu New Delhi, May 18 (IANS): Railway Minister Suresh Prabhu on Thursday stressed the need for safety and security on the Indian Railways and said it is mulling ideas from stakeholders for improving security across its network. “In India, there are various vulnerable sections in our network. The railways is looking at ideas from different stakeholders for improving security,” the Minister said at a roundtable conference here with non-railway stakeholders on ‘Railway Security Issues’. He said there were a lot of challenges that the railways faced to ensure safe and secure running of trains across the country. Prabhu said the railways is now putting more emphasis on intelligence gathering and forensic issues. The minister said additional measures were being taken to improve security of women passengers on trains.

Rs 1 crore in junked notes seized in Thane; 3 arrested

THANE, MAY 18 (PTI): Police have seized nearly Rs 1 crore in demonetised currency notes from three persons, who were later arrested. Acting on a tip-off, police intercepted a car at Parsik circle in Mumbra township of Thane district at around midnight on Tuesday. They found Rs 1 crore in old notes in Rs 500 and Rs 1,000 denominations in the possession of three persons, including a woman employee of a private bank, an official release issued by Thane police said today. The three persons was planning to get the notes exchanged for new bills. They were later arrested and a case was registered against them under relevant sections, Thane police PRO Sukhada Narkar said. Police are trying to find out from where the accused got the junked notes, Narkar said.

Taking a dig at the Centre for telling the court that it should first rule against triple talaq and other forms of talaq and then it would enact a law to set it in, Sibal said: “You (Centre) can’t say that I will not bring a law, you (court) decide the matter.” Let them enact a law to deal with triple talaq, only then its constitutionality would be tested by the top court, AIMPLB said. As various petitioners raised questions about the sources of customs and practices, Sibal urged the court not to venture in this area as it was slippery. “Testing the validity of customs and practices is a slippery slope,” Sibal said. In his rejoinder arguments while saying that “what was sinful in theology, can’t be good in law”, senior counsel Salman Khurshid said that he differed with the AIMPLB saying that Islam suffered from patriarchy. He said that Islam recognised both men and women as equal and unlike Christianity where it is women who take the blame, in Islam both husband and wife are held equally re-

sponsible. While saying that AIMPLB was a body of standing having eminent and scholarly people on it, Khurshid who is assisting the court differed with the Attorney General that the court should rule against all forms of talaq under Shariat before a law is enacted. He also differed with AIMPLB which has contended that though sinful and undesirable triple talaq was a matter of faith for Muslims. Contesting AIMPLB’s claim to be a representative voice of the Muslim community, senior counsel Anand Grover said that Talaq-i-bidat was not an essential part of the Sunni Muslim faith, thus it has been changed in several Sunni-majority countries. Citing the prevailing conditions where Muslim women were protesting against instant triple talaq, Grover appearing for the Bharatiya Muslim Mahila Andolan’s co-founder Zakia Suman, questioned the AIMPLB’s claim that they are discouraging the practice of triple talaq amongst Muslims.

CHENNAI, MAY 18 (PTI): Jailed AIADMK (Amma) leader V. K. Sasikala has petitioned a court here to send her the list of questions to be asked from her when the court takes up framing of charges against her in a twodecade old FERA case. The ruling party leader, who is now lodged in the Parpana Agrahara prison in Bengaluru, has moved the economic offences court of additional chief metropolitan magistrate, which is to frame charges in the FERA case against her. The EO cour t had earlier allowed her plea to appear before it through video conferencing from the prison. S a s i k a l a h a s n ow sought the details of questions that are going to be put against her to frame charges, to enable her to answer them through video conference. The court has posted the present petition for arguments to June 2. Sasikala, one of her relatives and J J TV (now defunct) are being prosecuted by the ED in a case of FERA violations in 1995-96.

Media wriggle out of the situation. The Department of Revenue had been asking for an investigation into alleged unapproved downstreaming of investment in the INX News capital. The company, which initially got an FIPB approval for `4.62 crore influx, had received `305 crore by selling its shares at a premium of `800 a unit. For downstreaming of funds, the company reapplied and got a separate approval from the Finance Ministry later, allegedly concealing that it had already been done.

More dealings

Even as the CBI is probing the role of Mr. Karti Chidambaram and his associates in the case, an official said the agency was examining certain purported financial dealings between the companies said to be associated with him and Diageo Scotland Ltd., Katra Group, VST Tillers Tractors and Sequoia Capital. The ED has shared the relevant documents with the CBI, under legal provisions mandating that commission of an alleged cognisable offence should be reported to the competent agency.

Delhi HC frowns upon use of ‘scandalous word’ against Jaitley New Delhi, May 18 (IANS): The Delhi High Court on Thursday said the use of a “scandalous” word -- crook -- by Delhi Chief Minister Arvind Kejriwal’s lawyer Ram Jethmalani against Union Finance Minister Arun Jaitley during the latter’s cross-examination in a defamation case cannot be allowed. “If such allegations have been made on instructions of defendant 1 (Kejriwal), then no point in continuing with cross-exam-

ination of plaintiff (Jaitley) any more. Let defendant 1 make good his allegations. Let him step into the box,” said Justice Manmohan. The court observation came after Jaitley’s lawyer apprised it that Jethmalani had used the word “crook” against the Finance Minister during his cross-examination on Wednesday before a Joint Registrar. On Wednesday, Jaitley and Jethmalani clashed in the court, with the Minister taking a strong objection

to the use of word “crookery” by the senior lawyer. A furious Jaitley, who was being cross-examined in the defamation case he had filed against Kejriwal, had asked Jethmalani whether the word used by him was in his personal capacity or as per the instruction of Kejriwal. “I will aggravate the charges against the defendants (Kejriwal)... there is a limit to personal malice,” Jaitley said on Wednesday after Jethmalani said it has

been used by him on instruction from Kejriwal. Jaitley’s lawyers raised the issue before Justice Manmohan, arguing that they want a clarification from Kejriwal as to whether the word used by Jethmalani was on the Chief Minister’s instruction or in lawyer’s personal capacity. If Ke-

jriwal had instructed the lawyer to use such adverse word, then they would seek additional aggravated damages of Rs 10 crore from him, Jaitley’s lawyer Rajiv Nayar said, adding that if Jethmalani had on his own used that word, then it would be a violation of the Bar Council of India rules.

RAINBOW COACHING CENTRE MOTTO: “Learn to Lead”

NEW DELHI, MAY 18 ((AGENCIES): The Enforcement Directorate on Thursday registered a money-laundering case on the basis of a first information report filed by the Central Bureau of Investigation against Karti Chidambaram and others for allegedly scuttling a probe against INX Media with respect to foreign investments from three Mauritius-based entities in 2007. The case was filed under the Prevention of Money Laundering Act after the ED received a copy of the FIR. The directorate will investigate the allegation that Mr. Karti Chidambaram received money in lieu of the “services” rendered to INX Media by his company Chess Management Services, through another company, Advantage Strategic Consulting Pvt. Ltd. (ASCPL), indirectly “controlled” by him. The agency will soon issue summons for recording statements of all those involved. Mr. Karti Chidambaram, son of the then Finance Minister, P. Chidambaram, allegedly exercised his influence over Foreign Investment Promotion Board (FIPB) officials to help INX

In other banks, women get an additional incentive of around 0.05 per cent for their borrowing as compared to other genders. “There is a large, genuine and mostly unmet need for affordable housing,” Axis Bank’s executive director Rajiv Anand said. Korea and its position as an export hub. India will export vehicles mostly to Mexico and South America, among other destinations, while GM Korea will ship Korean-made cars to North America, Southeast Asia, Australia and Pakistan. Dan Ammann, GM’s global president, said the restructuring actions for India announced on Thursday in essence cancels “most” of the plan GM unveiled in 2015 to invest $1 billion in India to deploy newly-designed vehicle architecture as part of a Global Emerging Market vehicle programme or GEM for short, and build a new line of low-cost vehicles in India. The decisions to significantly scale down GM’s operations in India are results of months of analysis over “where we are going to place our bets (globally) as a company,” Ammann said in an interview.

Mumbai, May 18 (PTI): Taking a cue from its larger rivals, private sector lender Axis Bank today announced a rate cut of up to 0.30 per cent for home loan borrowers. Under the new rates, which are effective from May 16, the rate of home loans under Rs 30 lakh by salaried borrowers has been cut by 0.30 per cent to 8.35 per cent, the bank said in a statement. The moves comes a week after the country’s largest lender SBI cut its rates by up to 0.25 per cent for loans of under Rs 30 lakh. Others, including ICICI Bank and mortgage major HDFC, followed suit, taking their offering at par with SBI, where the lowest

It plans to sell the Halol plant in the western Gujarat state to Chinese joint venture partner SAIC Motor Corp . “We are not giving up benefits India offers as a local cost manufacturing hub with an excellent supplier base which is extremely competitive,” Stefan Jacoby, GM’s chief of international operations, said in an interview. GM’s exports from India, mainly to Mexico and Latin America, nearly doubled to 70,969 vehicles in the fiscal year than ended on March 31. The Talegaon plant has a capacity of 130,000 vehicles a year. BEIJING, May 18 (PTI): General Motors Co will stop selling cars in India from the end of this year, drawing a line under two decades of battling in one of the world’s most competitive markets where it has less than a one percent share of passenger car sales. The decision was announced as part of a series of restructuring actions from the Detroit automaker on Thursday, and marks a significant blow to India’s strategy of encouraging domestic manufacturing. GM says it would no longer market its Chevrolet brand - its only brand of cars marketed in India despite India’s promise as a market set to overtake Japan as the world’s third largest in the next decade. But it doesn’t plan to leave India entirely. It plans to keep operating its tech center in Bangalore and to refocus its India manufacturing

Intl court stays Jadhav’s execution till final verdict The Hague, May 18 (IAGENCIES/IANS): The International Court of Justice (ICJ) on Thursday unanimouslystayed Pakistan’s execution of Indian national Kulbhushan Jadhav until it rules on the merits of the case. The ICJ ruled that there is the possibility of “irrevocable prejudice to the rights of Jadhav. In its plea to the court, India had expressed the fear that Jadhav might be executed even while the hearing at the ICJ was on. “Without prejudging the result, the ICJ considers that the risk or irreparable prejudice, the mere fact that Jadhav is under such a sentence and might be executed, is sufficient to demonstrate such a risk. There is considerable uncertainty as to when decision on any appeal is rendered or when Jadhav will be executed,” said ICJ President Judge Ronny Abraham. sion in the proceedings of the case, the ICJ said. It added that it indeed has jurisdiction in the case, superceding a 2008 agreement between India and Pakistan. The ICJ also said that its ruling is binding. “The court reaffirms that its orders under provisional measures are binding and create a legal obligation,” up countries that are signatories to the Vienna Convention. A Pakistani military court sentenced Jadhav to death last month. India approached the ICJ on May 8 asking for a

stay on Jadhav’s death sentence, in addition to granting three other provisional measures it has sought against Pakistan, pending the court’s decision on the merits of the case. The International Court of Justice granted these measures after a public hearing was conducted on May 15. India argued that its case is solely based on the violation of the Vienna Convention on Consular Relations (VCCR) optional protocol. This protocol accords the ICJ primacy in any dispute arising out of the interpretation of the VCCR.

(From p-1) He also reaffirmed that NPF will remain steadfast in its commitment to DAN alliance partner and will never betray the trust. Meanwhile, hitting back at statements by NPCC president K. Therie and AICC secretary-in-charge Nagaland Dr. Jayakumar that NPF was a divided house, Kikon maintained there is only one NPF and led by its president Dr. Shürhozelie Liezietsü. He termed the allegations by NPCC as a figment of imagination as Congress has no other issue to raise against NPF and the present government but only to mislead the people for political mileage.

Lalu is blackmailer, Nitish a Dhritarashtra, says Griraj Singh Patna, May 18 (IANS): Known for making controversial comments, Union Minister Giriraj Singh on Thursday described Rashtriya Janata Dal chief Lalu Prasad as a “blackmailer” and called Bihar Chief Minister Nitish Kumar a “Dhritarashtra”. “Lalu is a blackmailer and Nitish Kumar is Dhritarashtra,” Singh said in a tweet, targeting both Lalu and Nitish, who are part of the Bihar’s ruling Grand Alliance. Two M777 Ultra-Light Howitzers arrive from U.S. NEW DELHI, MAY 18 (AGENCIES): The Army on Thursday took delivery of two M777 Ultra-Light Howitzers (ULH), which will be put through trails to prepare them for induction. “Two guns arrived in New Delhi today from the United States,” officials confirmed. These are the first new pieces of artillery to join the Army after a gap of three decades. India last inducted the Swedish Bofors guns in the 1980s, the deal of which

kicked up a major controversy and stalled the Army’s artillery modernisation programme. However, the Bofors guns won the Kargil conflict for India and continues to be the Army’s mainstay. The M777 is a 155mm, 39 caliber towed artillery gun made of titanium and aluminium alloys and weighs four tonnes, enabling it to be transported under slung by helicopters. In November 2016, India signed the Letter of Ac-

ceptance (LoA) with the U.S. government under the Foreign Militar y Sales (FMS) programme for 145 BAE Systems-built M777A2 artillery guns in a deal worth $737 million. As part of the agreement, two guns were to be delivered within six months for calibration and preparing range tables by the Indian Army. “The guns have yearlong trials ahead of them. They will first go to the Pokhran ranges,” a senior

about five weeks from the signing of the LoA. Of the 145 guns, 25 will be imported and the remaining assembled in India in partnership with the Mahindra group. After three decades, the Amry’s artillery modernisation is finally on track. While the M777 is in the implem e n t a t i o n s t a g e, t h e Dhanush guns, the upgraded version of the Bofors ones, are in the final stage of trials, and induction will begin very soon.

DAMASCUS, MAY 18 (IANS): At least 49 people were killed during clashes between Syrian forces and militants from the Islamic State terror group in Aleppo province, a British war monitor reported on Thursday. The Syrian Observatory for Human Rights (SOHR) said that the victims comprised 17 security personnel and 32 IS extremists, Efe news reported. Hostilities have intensified in that area, as supporters of Syrian President Bashar al-Assad try to advance and take control of Maskanah town, in the eastern end of Aleppo, and other surrounding areas.

Turkey wants US envoy on IS removed over Kurdish policy

I S TA N BU L , M AY 1 8 (AGENCIES): Turkey said on Thursday the U.S. special envoy in the battle against Islamic State should be removed because he supported Kurdish militants, and warned that Ankara would act unilaterally if it faced attack from the Syrian Kurdish YPG militia. The comments, which followed a White House meeting on Tuesday between President Tayyip Erdogan and U.S. President Donald Trump, reflected Turkish anger at Trump’s decision to arm YPG fighters who are part of a force aiming to recapture the Islamic State-held Syrian city OFFICE OF THE

of Raqqa. Ankara regards the YPG militia as an extension of Kurdistan Workers Party (PKK) militants fighting a decades-old insurgency in southeast Turkey, while Washington sees the YPG as its most reliable ally for the Raqqa campaign. Turkey has long complained that U.S. policy against Islamic State in Syria has favored the YPG over Arab rebel forces, a policy that Turkish officials believe is driven partly by Washington’s envoy to the international coalition against the jihadist group. “Brett McGurk, the USA’s special envoy in the

It would be beneficial if this person is changed,” Foreign Minister Mevlut Cavusoglu told NTV television. The United States and the European Union, along with Turkey, designate the PKK a terrorist organization. Erdogan, speaking to reporters at the Turkish embassy in Washington after the talks with Trump, said he told the U.S. president that Turkey would not hesitate to strike if it faced any sort of attack from the YPG, Turkish media reported.

Attorney General Jeff Sessions previously recused himself from any involvement in the Russia investigation which includes evidence of potential collusion between President Donald Trump’s campaign associates and Russian officials, due to his role as a prominent campaign adviser and

He will resign from his private law firm WilmerHale to avoid any conflicts of interest, the Justice Department said. In a brief statement, Mueller said, “I accept this responsibility and will discharge it to the best of my ability”, CNN reported.

The IS-linked Aamaq news agency said the group captured Aqareb al-Safi and Mabouja. It identified residents as members of President Bashar Assad’s Alawite sect, an off-shoot of Shiite Islam. The Sunni extremists view Shiites as apostates deserving of death. IS has massacred thousands of Shiites and other opponents in Syria and Iraq, often boasting about the killings and circulating photos and videos of them online. “Dozens of people are missing but it is not clear if they were kidnapped by Daesh,” said the Observatory’s chief Rami Abdurrahman, using an Arabic acronym to refer to the group. He said IS deployed snipers on roofs of some buildings in Aqareb al-Safi. State TV said two people were wounded in IS shelling on the nearby town of Salamiyeh.

Syria’s state news agency SANA said troops and pro-government gunmen repelled the IS attack on villages in Hama province, adding that the militants also tried to attack the Damascus-Aleppo highway but were repelled there as well. The Britain-based Syrian Observatory for Human Rights said IS captured several army positions as well as the village of Aqareb al-Safi, killing 19 troops and 12 civilians. It said troops launched a counteroffensive under the cover of airstrikes. The Observatory said the 31 killed include a man and his two sons slain in the village of Mabouja, adding that others are believed to have been killed as well.

BEIRUT, MAY 18 (Agencies): The Islamic State group attacked several government-held villages in central Syria on Thursday, capturing at least one of them in violence that left dozens of people dead, including three members of the same family. The attack in the central Hama province targeted villages where most residents belong to the Ismaili branch of Shiite Islam, raising fears that the extremists might massacre them, as they have in other minority communities in Syria and Iraq. The villages are located near the highway that links the capital, Damascus, to the northern city of Aleppo, but state media said traffic was not affected by the clashes. Government forces are on the offensive against the extremists in other parts of Syria, mostly in the northern province of Aleppo and

Juventus players celebrate with their Coppa Italia trophy. ROME, May 18 (Agencies): Juventus beat Lazio to win a third successive Italian Cup final as goals from Dani Alves and Leonardo Bonucci kept them on course for a treble this season with a 2-0 victory in the Olympic Stadium on Wednesday. The Turin side, who are on the verge of winning a sixth successive Serie A championship before facing Real Madrid in the Champions League final in Cardiff on June 3, won the domestic cup for a record 12th time. “Compliments to the lads for what they did in the first half and for coming through a defensive test in the second,” coach Massimiliano Allegri told reporters. Allegri quickly turned his thoughts to the weekend

when Juventus can clinch Serie A with a win over Crotone having missed their chance in a 3-1 defeat on Sunday away to AS Roma, who are four points behind with two fixtures remaining. “We’ve won the first title, now we want to clinch the second, Sunday against Crotone, who have taken 17 points from the last seven matches,” he said. Juventus, who beat Lazio in the final two years ago, settled the match in the opening 25 minutes with Alves putting them ahead in the 12th from a long, high cross by fellow Brazilian Alex Sandro. The right back’s volley was not as sweet as his goal in the Champions League semi-final second leg win over Monaco, but it proved just as effective, bouncing

awkwardly on its way past goalkeeper Thomas Strakosha and inside the far post. Lazio, who had hit the post in the sixth minute through striker Balde Keita, conceded a soft second goal 13 minutes later when Alex Sandro flicked on Paulo Dybala’s corner and Bonucci nipped into the six-yard box to knock the ball in. Lazio, who share the Olympic Stadium with AS Roma as a home ground in Serie A, made a better start to the second half and substitute Felipe Anderson’s low shot brought a good save from Gianluigi Buffon’s understudy Neto. Neto then clawed a Ciro Immobile header off the line after Gonzalo Higuain had been involved in two chances for Juventus that went begging.

123 points after gaining one point. However, secondranked South Africa now have the table-toppers firmly within their sights after vaulting from 109 points to 117 points. This jump means the pre-update gap of 13 points has now been trimmed to just six points. Australia have retained their third place but has plummeted from 108 points to 100 points, England are in fourth but have slipped to 99 points after conceding two points, whereas Pakistan dropped behind New Zealand in sixth place after conceding four points to sit on 93 points.

Monaco players hold the trophy as they celebrate their French League One title after beating Saint Etienne. (AP/PTI) Paris, May 18 (IANS): AS Monaco secured their first Ligue 1 title since 2000 with a 2-0 home win against Saint-Etienne in a rescheduled match. Monaco have virtually won the french top division football championship ahead of the rescheduled 31st round of matches, as they led defending champions Paris Saint-Germain, who had one game remaining, by three points with a

far superior goal difference, and a draw with eighthranked Saint-Etienne would earn them a tight grip on the trophy, reports Xinhua news agency. Monaco took the lead during Wednesday night’s game through the 18-year-old sensation Kylian Mbappe, who collected Radamel Falcao’s pass, broke the

defence, and rounded goalkeeper Stephane Ruffier to score his 15th league goal of the season. Substitute forward Valere Germain sealed the victory for Monaco with a shot at target on a counterattack into stoppage time, also handing Monaco their eighth crown in the French top-flight league.
