Govt seeks parties’ views on all-India judicial service NEW DELHI, May 9 (PTI): Supreme Court’s plan to explore whether a single agency can hold the examination to fill up vacancies in the lower judiciary has come as a morale booster for the Centre, which is convincing states and political parties to support its plan for an all-India judicial service (AIJS). Seven States, including BJP-ruled Madhya Pradesh and Arunachal Pradesh, have opposed the formation of an AIJS, a proposal which has received a fresh push from the Modi government. Another BJP-ruled state, Maharashtra, wants recruitment for AIJS to be done in a particular manner which the Law Ministry feels was “not in consonance” with the provisions of the service included in the Constitution. According to a Law Ministry, the Governments of Bihar, Chhattisgarh, Manipur, Odisha and Uttarakhand want major changes in the proposal formulated by the Centre. “State Governments of Arunachal Pradesh, Himachal Pradesh, Karnataka, Madhya Pradesh, Meghalaya, Nagaland and Punjab do not favour formation of AIJS,” it said.

KOHIMA, MAY 9 (NPN): State capital witnessed a flood-like situation after a sudden heavy rainfall coupled with hailstones and thunderstorm lashed the town on Tuesday afternoon. Heavy rains clogged drains and flooded the main road in the heart of Kohima town. Vehicles with tires partially submerged had to negotiate flooded road. Water flowing down from the Kohima Local Ground made the pedestrians difficult to pass through the area.

Nagaland State Disaster Management Authority (NSDMA) OSD, Johnny Ruangmei, told Nagaland Post that there were unconfirmed reports of damage to property including some vehicles in Kohima town by the cloudburst. He said falling of retaining wall during heavy downpour was also reported. According to NSDMA OSD, the sudden heavy rain was due to the factor of climatic change. He said that the amount of rainfall received in the state was quiet normal though some localised area received more.

Ruangmei said the Cloud Top Brightness Temperature (CTBT) in Nagaland on Tuesday was -20 to -40, adding that it could expect any types of heavy thunderstorm, hailstone and moderate rainfall across the state in the isolated areas. NSDMA said moderate to thunderstorm weather was expected across the state for the next few days. NSDMA team is assessing damages caused to plantation and vegetation if any in today’s hailstorm. It was reported that hailstorm and heavy rain lashed other parts of Nagaland.

AAP demonstrates EVM tampering in Delhi assembly Gallows for three who gangNEW DELHI, MAY 9 (AGENCIES): High drama and showmanship pervaded the Delhi assembly’s special session on Tuesday, as the Aam Aadmi Party staged a live demonstration on rigging an Electronic Voting Machine (EVM). AAP MLA Saurabh Bhardwaj took to the floor with a dummy EVM and explained the operating mechanism, before displaying how the device can be ‘hacked’ with a ‘secret code’ so as to manipulate the votes polled in it. “As voters cast their votes they believe their vote goes to the right party. But the person tampering EVMs, posing as a voter, can use secret codes to decide which party will win,” Bhardwaj said. Citing experience gleaned from a 10 year career as a software engineer, Bhardwaj said his demonstration was meant

tion was only a prototype and not an ECI EVM. The EC has time and again rubbished allegations that EVMs can be programmed to favour any particular party, a charge levelled by various political parties, including the AAP, after the assembly election in five states earlier this year.

to show that “any machine can be rigged or hacked.” He simulated polls by casting random number of votes for various candidates after entering the secret code in the EVM. The results showed votes skewed into the BJP’s favour. “I have seen again and again around the country, several places whoever one votes for, vote goes to only

BJP, due to VVPAT. If elections continue to be done through these EVMs there will be no measure of democracy left. Only one party will rule,” Bhardwaj said after the live demonstration.

After Bhardwaj demonstrated the rigging on live television on the floor of the Delhi State Assembly, leaders from opposition parties such as Congress and Samajwadi Party demanded a probe to clear the doubts. But this may not be the end of the EVM tale. Congress leader Shehzaad Poonawalla on Tuesday sent out invitations to a press conference to be addressed by his brother Tehseen and an independent activist VV Rao. “On 10th

May 2017 Monday, ‘Election watch’ Convener and EVM Petitioner in Supreme Court V.V.Rao, along with entrepreneur & activist Tehseen Poonawalla, will be holding a press conference to challenge the Election Commission of India on EVMs,” Ponawalla wrote in the email. A senior Congress leader, on the condition of anonymity, said, “There is something sinister afoot. All this is so that the BJP can muster enough numbers in the Rajya Sabha to have complete control. A member of the BJP’s Parliamentary Board told me recently that they were planning to dismiss every non-BJP state government one by one. They are starting with AAP because Delhi’s Rajya Sabha seats fall vacant in January. They will come for us next. Dictators rig elections, not democrats. Modi is like a Desi Putin.”

raped, murdered Pune techie

PUNE, MAY 9 (IANS): A fast track court on Tuesday pronounced the death sentence for three prime accused in the sensational October 2009 gangrape and murder of a 28-year-old software engineer Nayana Phatak-Pujari. Special Judge L. L. Yenkar, who on Monday convicted Yogesh Ashok Raut, Mahesh Balasaheb Thakur and Vishwas Hindurao Kadam for kidnapping robbing, gangraping and then killing the victim, sentenced them to death after a hectic day full of arguments between the prosecution and defence lawyers. Raut (32) and Thakur (31), both belong to Pune, and Kadam (34) is from Satara district. Special Public Prosecutor Harshad Nimbalkar forcefully argued for the death penalty against the convicts, terming it as

“the rarest of rare cases” considering the brutality of the crime against the victim. He said that the prosecution conclusively managed to establish the complete chain of circumstances that led to the serious crime and said they deserved “the maximum punishment” under the laws. “Considering the brutal manner in which the victim was gangraped and then killed, this falls under the category of rarest of rare case,” he said pressing for the death penalty after the conviction. As co-accused, Rajesh Pandurang Chaudhari, who was arrested as an accomplice, later turned an approver and was granted a pardon, defence lawyers B.A. Alur, Ranjit DhomsePatil and Ankush Jadhav, who sought a milder sentence, also argued that he was also guilty and should face the same punishment. K.G.Kenye, Tovihoto Ayemi and other dignitaries at the programme. (NP) Staff Reporter D I M A P U R , M AY 9 (NPN): Rajya Sabha MP from Nagaland, K.G. Kenye on Tuesday said ‘we’ need to preserve the sanctity and unity of ‘our’ women, while requesting the womenfolk not to dirty their hands with divisive politics which could potentially lead to further division within the already fragmented Naga society. He was speaking at the NPF central team constituency tour programme here at Town Hall Tuesday. Kenye’s observation comes against the backdrop of recent ULB election debacle in the State that triggered a renewed debate on Article 371 A vis-Ă -vis 33% women reservation. As peace was “fragile in Naga society,â€? Kenye pondered over what would happen if ceasefire was abrogated in the near future. According to him, when faced with such circumstances, the church and women were the only entities whom Nagas approach

to act as envoys. Therefore, he asserted the need to preserve the sanctity and unity of Naga women. In his address to party officials and workers, the NPF secretary general expounded on the ideology and core values of the NPF party. Kenye also dwelt on the ULB issue and clarified the NPF’s stand with regard to women reservation. He later expressed fear that the situation of the state during 50s and 60s will revisit the State, adding “we are heading for rough weather. As such, Kenye asserted the need for a matured and seasoned leader capable of guiding the Nagas through any storm. He also exhorted the party officials “reach out to people and strengthen the party for the upcoming elections. After a marathon meeting with various party officials/workers on Monday, Kenye said he was “quite satisfied with the poll preparedness of the

party. Also speaking on the occasion, parliamentary secretary for Economics & Statistics, Tovihoto Ayemi, suggested measures to strengthen the party through active interaction and meetings. He asserted that there was no alternative or option except NPF, saying NPF was the only party which has and can survive any political storm. He however reminded the party officials not to be complacent, urging them to work consistently and guide ‘our’ people. Several other party leaders spoke on the occasion. Hosts of officials from NPF Central including Women Wing, Youth Wing, Minority Wing, NPF candidates for ULB elections and vice president NPF & in-charge of Dimapur Division attended the function. E a r l i e r, t h e p r o gramme was chaired by president NPF Dimapur, I Nungsang Jamir.

APCC warns Centre with state-wide stir

Itanagar, May 9 (PTI): The Arunachal Pradesh Congress Committee (APCC) Tuesday threatened to launch a state-wide agitation against the Centre for allegedly failing to provide banks in the state with sufficient cash. “This has caused difficulties to the common people, particularly the daily wage earners and the business community,” APCC president Takam Sanjoy said. “This is a fallout of demonetisation launched by Modi government at the Centre. The remonetisation programme of the central government has caused chaos and confusion,” he said. The party gave one week’s time to the central and the state governments to ensure cash flow in the state and the entire north east region, he said. “Almost all the ATMs in Itanagar and district headquarters in Arunachal Pradesh are closed which is a clear sign of collapse of the state economy,” Sanjoy added.

policy and now it should be confined to the topic only. Ahmed then staged a walkout saying that it was discrimination against the opposition. Congress MLAs Rupjyoti Kurmi and Abdul Khaleque also said about the tradition of discussing policies at length on Cut Motion topics. Ruling MLAs then rose to their feet and started shouting against Congress MLAs. Parliamentary Affairs Minister Chandra Mohan Patowary criticised Ahmed for being critical to the speaker’s ruling. Goswami said, “I have to follow the rule. If some rules were not followed earlier, it does not mean that it will never be followed. We all are learning. I have allowed all to speak. There is no discrimination at all. Please do not say like this.”

“However, these tests are allowed to be conducted only when the latter gives consent,” a source said. After the special court here allowed state police to conduct a joint interrogation of Paul and three Assam Civil Service (ACS) officers arrested recently in the case, Paul complained of sickness. However, medical tests couldn’t detect any ailments. During interrogation, the three ACS officials reportedly revealed names of Paul’s close aides who worked as middlemen in fixing APSC selections against hefty payments. “More answer scripts are undergoing forensic and handwriting tests. There are chances of more arrests of civil servants and police officials who were selected through illegal ways,” a source said.

GUWAHATI, May 9 (Agencies): The Supreme Court has deferred the hearing on APSC cashfor-job scam key accused Rakesh Paul’s special leave petition (SLP) till May 17, said special public prosecutor in the case Bijon Mahajan. The SLP move was considered as the last resort for Paul as his bail pleas were rejected by the Gauhati high court twice. Meanwhile, the special judges’ court here also deferred the hearing on Dispur Police’s plea to conduct a narco and polygraph test on Paul till May 20. Police said they want to conduct the tests to ascertain the truth behind Paul’s statements. A narco-analysis test is a controlled administration of intravenous hypnotic medications called truth drugs on a suspect to procure vital information. Similarly, polygraph, popularly known as lie detector, is an instrument that measures and records several physiological indices such as blood pressure, pulse, respiration, breathing rhythms and skin conductivity while a suspect is asked a series of questions.

Ex-min acquitted in 21-yr-old case

I ta nag a r , M ay 9 (PTI): Former union minister P K Thungon, who was facing prosecution for 21 years in an alleged disproportionate assets case, has been acquitted by a Special Court which said the CBI has failed to prove its case. Special CBI Judge Pitamber Dutt absolved Thungon, former Minister of State in Ministry of Urban Affairs and Employment, saying the prosecution has not succeeded in proving the offence against him under the Prevention of Corruption Act. Thungon, who in 1975 became the youngest Chief Minister at the age of 29 heading the Arunachal Pradesh government, was charged for allegedly possessing assets disproportionate to his known sources of

income to the tune of Rs 1,08,16,532 between June 1991 and April 1996 when he was the minister in the P V Narsimha Rao-led government at the Centre. “I am of the considered view that the prosecution has failed to prove on record beyond reasonable doubt that accused P K Thungon was having disproportionate assets to the tune of Rs 1,08,16,532 beyond his known sources of income for which he could not explain satisfactorily,” the judge said. The court, in its 156page judgement, said Thungon was having excess income of Rs 1.07 lakh after deducting the total assets found in his possession which he acquired during the check period. During the trial, Thungon denied his

involvement in the commission of offence and stated that he has been falsely implicated in this case. Advocates Harsh Sharma and Vaibhavi Sharma, who appeared for Thungon, contended that the prosecution had miserably failed to prove charges against him and the material produced by CBI itself showed that Thungon’s income was much more than what is shown by in the charge sheet. The counsel said that Thungon had sufficient income from horticulture and agriculture as well as from his dairy business, which has not been taken into consideration. During the investigation of housing scam case against Thungon, CBI had searched his residential premises at Pandara Road,

Yashwant Place, Sarvodaya Enclave in Delhi and his house in Arunachal Pradesh and found incriminating documents, alleging that these showed that he had acquired huge assets during the tenure of his ministership from June 1991 to 1996. The prosecution had alleged that his total income earned from known sources during the check period was Rs 92,75,847 while his expenditure was Rs 58,99,631. It had alleged that Thungon had acquired assets of over Rs 1.41 crore either in his own name or in the name of his family members. It had further claimed that his likely saving during that period was of Rs 33.76 crore whereas he was found possessing assets of Rs 1.41 crore.

Modi to kick off 3rd anniv celebrations from Guwahati New Delhi, May 9 (PTI): Prime Minister Narendra Modi is likely to kick off his government’s 3rd anniversary celebrations from Assam on May 26, as the BJP makes vigorous efforts to expand its presence in the north east. Modi will launch developmental projects and make a public address from the state where his party came to power for the first time last year. The Assam government completes its first year on May 23. Assam and the entire north eastern region has become important for the BJP and RSS as the saffron party has made big strides there, capturing power in Arunachal Pradesh and Manipur besides Assam since it formed the government at the Centre in

2014. Tripura, another north eastern state, will have assembly election early next year and BJP chief Amit Shah has been making concerted efforts to galvanise the party to unseat the CPI(M), which has been in power there since 1993. BJP sources said Modi’s speech is likely to underline his government’s commitment to the eastern and north eastern India which he has often emphasised was critical to the country’s overall progress. Though the BJP has expanded its footprint across western and northern India under Modi and Shah, success has largely eluded it in the southern states, besides Bihar and West Bengal.

Committee to look into SEBA Tripura to increase min eligibility criteria for social pension pass percentage manipulation Guwahati, May 9 (PTI): A day after informing Assam assembly of manipulation in the pass percentage in matric exam in the state, the state government today said it will form a committee to look into it and suggest remedies. “A committee will be formed comprising vicechancellors of Gauhati University, Dibrugarh University, KKHS Open University and Kumar Bhaskar Varma Sanskrit and Ancient Studies University. It will look into the issue of moderation of marks,” Assam Education Minister Himanta Biswa Sarma said in the assembly. The Committee will look into all the cases since 2001 and decide what should be the level of moderation, he said. In a shocking revela-

tion yesterday, the minister had said the pass percentage of students in matriculation exams conducted by the state board is manipulated every year to show a better picture of the education system. In support of his statement, Sarma today presented the minutes of the meetings of the Board of Secondary Education, Assam (SEBA) in which it decided to give additional grace marks to the students. “The CBSE also does moderation of marks, but in a particular subject if the questions are out of the syllabus. But not in the way that SEBA has been doing in general. This was done not for the students’ benefit, but for political gain by showing improvement in education system,” he said.

Agartala, May 9 (Agencies): The Left Front government has decided to raise the minimum eligibility criteria of 20 social pension schemes from BPL to the people having annual income ranging up to Rs 1 lakh, said Information Minister Bhanu Lal Saha. The reason for rising has been argued in a meeting of the council of ministers last night to bridge the deficit in rural economy due to less fund availability from the Centre

good impact on the rural economy,” Saha said, adding that it would incur an additional financial involvement of Rs 100 crore. An estimated 3.23 lakh people in the state are now availing benefits of the social pension scheme. He pointed out that the Tripura government has been sponsoring as many as 25 social pension schemes along with three others were funded by the Centre. Apart from that Left

Front government has been implementing several other social support programs in health care and education of the poor people outside the state. The decision of increasing the ambit of social security schemes are assumed to be significant a day after BJP Chief Amit Shah’s visit with bunch of promises for the people of Tripura for upcoming election and accused the Left Front government of improper utilisation of central fund.

opinion/EDITORIAL

Nagaland Post Vol. XXVII NO. 153 Dimapur, Wednesday, May 10, 2017

Not abnormal anymore

R

ecent exposes in a section of the Nagaland media revealed that the finance department had accorded sanction twice for the same work(s) in two financial years and that another amount was sanctioned for works that were not done. As per documents available, on March 16, 2016 the finance department sanctioned Rs.20 crore for works in 24 R&B Divisions in 11 districts. Again, on December 12, 2016 (nine months later) another Rs.20 crore was sanctioned for the 24 R&B Divisions under 11 districts. This raises serious questions on how the amount mentioned in the sanction order was exactly the same between the March 16 and December 12, 2016 orders? It appears to be too coincidental that all 24 Divisions would receive exactly the same amount to the dot on the orders made in March and December 2016. If there was any suspicion of something very questionable, the other sanction amounting to Rs.5 crore issued on August 16, 2016 only served to confirm that there is definitely a need to get into the entire issue so as to unearth the facts. The sanction of Rs.5crore for improvement of road from City Tower to DC Court Junction is definitely questionable because there has been no physical evidence of any work having been done on this stretch of the road. The entire issue appears to be like letting the cat out of the bag as it also explains why roads in Nagaland continue to deteriorate without repair for as long as over ten years. The specious plea that the centre does not give money for annual maintenance is a poor excuse. Again, the quality of works are also poor and roads hardly last till the second year whereas they are to last without wear and tear for at least five years. Thus, there are two aspects of road works in Nagaland- one where payment is made twice for symbolic works and the other, payment made for work done on paper only. Each year during monsoon motorist and travellers face harrowing time especially while journeying by state highways. Among the conscienceless travellers are VVIPs and public leaders who see and experience the ordeal but perhaps their guilt has been softened by the huge amount of money they pocketed. Perhaps that’s why these VVIPs buy the most expensive SUVs with latest suspension technology to ease their tiny inconveniences. Even as the alleged scam reverberated across Nagaland, there were two things that were noticed and very unfortunately so. First, the state government’s finance and Roads and Bridges departments had no issued any clarification on the questionable and shocking double sanction as well as sanction for work not done. Secondly, the public of Nagaland have read the expose but were as conscienceless as those who indulged in questionable actions. If such had been the case in other non-Christian state (since everyone in the state loves to refer to themselves as adherents even if it may only be nominal), there would have been a spate of demands and protests against the government to come clean on the reports. So many irregularities and alleged scams have been exposed during the recent years but sadly nothing has been done and this appears that corruption is no longer unacceptable anymore.

DailyDevotion Reaching Beyond Our Grasp Where there is no revelation [or prophetic vision], the people cast off restraint… —Proverbs 29:18 There is a difference between holding on to a principle and having a vision. A principle does not come from moral inspiration, but a vision does. People who are totally consumed with idealistic principles rarely do anything. A person’s own idea of God and His attributes may actually be used to justify and rationalize his deliberate neglect of his duty. Jonah tried to excuse his disobedience by saying to God, “…I know that You are a gracious and merciful God, slow to anger and abundant in lovingkindness, One who relents from doing harm” (Jonah 4:2). I too may have the right idea of God and His attributes, but that may be the very reason why I do not do my duty. But wherever there is vision, there is also a life of honesty and integrity, because the vision gives me the moral incentive. Our own idealistic principles may actually lull us into ruin. Examine yourself spiritually to see if you have vision, or only principles. Ah, but a man’s reach should exceed his grasp, Or what’s a heaven for? “Where there is no revelation [or prophetic vision]….” Once we lose sight of God, we begin to be reckless. We cast off certain restraints from activities we know are wrong. We set prayer aside as well and cease having God’s vision in the little things of life. We simply begin to act on our own initiative. If we are eating only out of our own hand, and doing things solely on our own initiative without expecting God to come in, we are on a downward path. We have lost the vision. Is our attitude today an attitude that flows from our vision of God? Are we expecting God to do greater things than He has ever done before? Is there a freshness and a vitality in our spiritual outlook?

Post-mortem Is it an honour for Nagas to Its time to hit the streets accept R.S.S nomination? D

A

talk is going around that Dr. S.C. Jamir, former CM of Nagaland and presently the Governor of Odisha, is being invited as RSS Nominee for the post of Vice President of India. Some may think that it is an honour for a Naga to become the VP of India. No doubt, we all know the immense capability of Dr. S. C. Jamir and he is capable even for a higher responsibility. Yes, there is not an iota of doubt about his capability. But the multi trillion question is “is it an honour for the Nagas, for him, to accept the nomination of the RSS”? Do not we boast of Nagaland, being a Christian state? It is taken for granted that all those who know Nagaland; know it as a Christian state. Many have written on the issue, such as Thepfulhouvi Solo, Jagdamba Mall and the most recent being Toshirenla Ao, former Miss Nagaland, on 9th May 2017, who has written words of praises for Dr. Shurhozelie Liezietsu and Dr. S.C. Jamir, with a hint of acceptance for the RSS invitation. Yes, Naga Christians, this is the hour! Will the Naga Christians, ponder on the reasons by which Britain became the world’s most powerful nation and became ‘“Great” Britain’? I strongly believe

N

that the reason was because King James I (king of England, Scotland and Ireland) convened the Hampton Court Conference, for translation of the Holy Bible, to English, from Hebrew and Greek. The Hampton Court Conference was held in 1604 AD, following which came the steady expansion and rise of the British Kingdom and subsequent conversion of the English language into a world language. Please look up the historical records and convince ourselves that Britain became “Great” following Hampton Court Conference of 1604 AD, for translation of the Bible. Why do we need to argue or deliberate on the greatness of the God on whom we believe or the greatness of the British Kingdom? Indeed it was that the sun never sat on the British empire and although its greatness is waning, it still has its legacy and will live throughout the history of mankind. Why don’t we, for a moment, lend ear to what Norman Vincent Peale has to say “most of us would rather choose to be ruined by praise than be blessed by criticism/correction”? Are we to choose to be ruined by praise of becoming India’s VP, at the behest of RSS? Or should we choose to be blessed by this correction?

Are we to act like “doubting Thomas” or stand for our faith? Of course God’s blessings will not come overnight; but for our posterity. In fact the reign of King James I was marked by conflicts and antagonism of puritans. But for his steadfast faith in his God; his posterior Kingdom had become the world’s most powerful nation. Will the church also look up and comment, without the usual misconception in saying that the church is for spiritual works only? Yes, the church is for spiritual works; but the work is among the people of the world and the church needs to be involved with the world. For without involvement it is not possible to achieve the spiritual target. The target is to win people for God, as Jesus also said “I came not to call the righteous; but sinners to repentance”. So also why not join Joshua in saying “as for me and my house, we will serve the Lord” (Joshua 24:15)? Yes, Naga Christians, this is the hour! So, in short, no matter how high a post, I personally do not endorse the nomination of RSS, for it is a DISHONOR for us; Naga Christians. Er. Mhondamo Ovung, Zuvotong Colony, Wokha town

ance, a word that brings meaning to many, but means everything to the rest. There is a certain aura that dancing gives out, engulfing everyone that comes within sight, because they are not performers performing a dance anymore, but they become the dance themselves. It is not in words that one can explain the kind of hardships and uncertainty a dancer faces and goes through, but it all comes down to one thing in the end, the passion to live, breathe and talk dance. Street being the beginning, has given a platform to various performers. India is on par with the advancements and additions happening at the world stage of dance. Over the years, it has evolved from the earlier street dance forms of Hip Hop, Breaking, Tutting, Locking and Popping to the new street dance forms like Krumping, Wacking, Jerking and Liquid Popping which have become a rage in the country. Nagaland as a rapidly growing state is no less even when it comes to the street culture. There are various reputed solo dancers and crews that are waiting to showcase their abilities. This calls for organising more battles, jams, and sessions. The concept of a battle is such that it acts as a stage for crews and solo dancers who want to make a debut in street. Here dance means business, everyone getsready for a face-off and the battle begins! Rounds include Throw-downs, here dancers are caught unawares and in a split second of time need to synchronize their body and groove to the track being played. Who said dancing was a piece of cake? Sometimes battles even go on the entire day, increasing the numbers of both spectators and the participants. Over the years, India has carved a niche for themselves and are leading in potential and expertise in comparison to the other countries in the world. This has been possible due to the various events such as the Urban Dance Camp (India), Spunk Your Creek, Freeze, that exist, providing a base to newbies and the ones who already have a flair and firm foot in street dance.

Now this exposure and opportunity is in immense need by the young artists of Dimapur and Nagaland as a whole. Dimapur has excellent potential as it was seen in the most recent dance battle- RAW Battle 2K17 that took place at the Trionix Dance Studio in Signal Basti. The response from the dancers’ side as well as the parents’ side was encouraging, with the theme “Say no to alcohol but yes to arts” the RAW Battle set a lesson for the young artists to take life and dance seriously. More of such jams and battles should be organised in order to provide a platform for these amazing performers to not only display their talents but also to grow as a dancer. These events don’t go in waste as it is a forum where the dancers can exchange knowledge, abilities and develop as a community. The street culture was first initiatedin Nagaland by crews like Funky Fresh Boys, Elemenz Crew and the Trinity Mob but now as times have changed, more and different types of crews and solo artists are coming to the rise. The calibre that they possess is tremendous and inspiring, the rate at which these upcoming artists are exploring their talents gives out a sense of pride. The pride to know that we have the potential to stand on equal terms with the major cities when it comes to learning and respecting the Street culture. In the end, one must realise that Street dance is not just a form of art but is considered a culture when combined with its other elements, such as Beatboxing and Graffiti art. The commitment, effort and dedication a dancer puts into every performance, and the kind of togetherness the dancers share among themselves bind them to form a single entity. The street dancers in Dimapur strive for acceptance of this culture, which will bring them the desired and deserved respect and a meaning to their life. Marina Jose, DC Court, Duncan Dimapur

Indo -Naga Political talks is nearing its logical conclusions

obody can deny that, there is only one Shillong Accord and there are no Series of Shillong Accords in the Political history of the Naga National movements for Self determinations. The only and the most treacherous Shillong Accord was signed on 11th.November,1975 at Shillong between the NNC/ FGN and Govt. of India represented by former Governor, L.P. Singh. Through this very treacherous Accord signed in 1975 with India, the NNC/FGN surrendered to Govt. of India along with all the weapons and accepted the Constitution of India, unconditionally. Hence, it is not deniable that, those who were part of the NNC/ FGN are already Indian by their own volitions and consents and they are traitors of Naga National movement. The NNC/FGN had committed the most severe act of betrayal and charging them of highest treasons is fully justified. The signing of the Shillong Accord by the NNC/FGN is the greatest Political blunder ever committed against Naga Nation. They have forfeited their rights to talk about Naga Political issues and cannot represent the Nagas at any level. The NSCN had overcome series of treacherous and deadly onslaughts which were meticulously preplanned and perpetrated against it by the traitors of Naga nation. However, God had not failed to protect the Nagas under the visionary and dynamic leaderships of former Yaruiwo, Lt. Isak Chishi Swu and Ato Kilonser, Th.Muivah, The younger Naga generations are fortunate enough that, the Nagas’ Sovereign rights are being recognized by India. The acceptance of the Nagas as a unique people and as with equal status and as a separate entity with Sovereign rights is the biggest and highest Political achievement the Nagas had ever attained. The Framework Agreement ensuring for peaceful coexistence between the Nagas and India with shared Sovereignty will surely usher in peace and brighter Political era for the Nagas. It is not deniable that,

reaching the Final Stage of Political negotiations with India, resulting in the signing of the 3 August Framework Agreement, 2015, has utterly surprised and had discouraged some Political organizations. The adversaries of the NSCN have realized the realities of their own positions, a Ship without the Oars and the Mast. The current Political achievement of the Nagas led by the NSCN had persevered through difficult roads and had signed the most cherished Political Agreement by which it will restore the pride and safeguard the rights of each and every Naga wherever they are. At this juncture it is visible that relentless efforts are being made by those people who had committed crimes against Naga Nation to mislead the people and the masses especially after signing the historic Framework Agreement. The treacherous Shillong Accord was signed on 11 November,1975 whereas Late. Mr. A.Z.Phizo died in 1990 and even after about 15 years of signing the Shillong Accord, Phizo did not deny nor condemned the same accord. The Shillong Accord was signed by the NNC/ FGN by accepting all the laid conditions of the said Accord but not in piecemeal which can never be deleted or erased from Nagas Political History. It will only go down further as a black chapter in the History of the Nagas. Nagas are fully aware of the silly and treacherous efforts of the NNC/FGN in signing as ‘undergrounds’ in an attempt to conceal their true identity, whereas, the truth cannot be hidden as Zashei Huire took over reigns and started follow ups of the treacherous accord by 2 December,1975. The NSCN is also surprised and amused by the wide and in-depth knowledge of Mr. Jagdamba Mall, who has written detailed accounts about Dr. S.C. Jamir, former Chief Minister and Governor. His writings have thrown sufficient light that, he isan ardent supporter and relentlessly campaigns to elect him to the purported Post of Vice President of India. Unexpectedly, the

writer had disclosed to the Nation and the World many new facts and information about Dr. S. C. Jamir for which the NSCN is grateful to him. Mr.Jagdamba had fully exposed the true ugly colours of Dr. S.C.Jamir in context to his opposite and confronting roles against Nagas National Movement. Mr.Jagdamba writings have confirmed that Dr.S.C.Jamir is the Son of Bharatmata and he definitely possesses “Anti Naga DNA/Genetic properties”. These disclosures are nothing less than a litmus test results about Dr. S.C. Jamir who had stood in the ways of Naga national Movements at all levels till the highest offices of India since the past many decades. It may be recalled that, Mr. Jagdamba Mall, had worked in the Accountant General Office, Kohima for many years, and he is also fully aware that, Indian Army waged wars against the defenseless and unarmed Nagas. The unconquered Nagas were compelled to defend their land and its people from the violent Indian aggressors. The invasions of Nagalim by the Indian Security Forces had scars of untold miseries and sufferings. Many lakhs of Nagas were killed mercilessly, Mothers and daughters were raped even in Holy Churches, innocents were tortured while thousands and thousands were rendered homeless, fatherless, motherless and villages were burnt down to ashes destroying every grain of food and Lives tocks. At the most darkest and most horrible periods, while Nagas were being militarily hunted and killed by Indian Army, any individual who worked hands in glove with the enemies are traitors and Dr. S.C. Jamir was no exception. The NSCN feels that utmost caution is required to upkeep the present hard earned peace that presently prevails in the lands by abstaining oneself from indulgence in any derogatory writings and speeches. Mr. Jagdamba Mall did not make a mention about one of the most revealing letters of Dr. S.C.Jamir by which he confirmed himself to be a betrayer of Indian

Union not only to the Nagas. His letter to the first Chief Minister of Nagaland, Late. Mr. P.Shilu, tells it all. Quote “Oku Shilu, what nonsense is this Prime Minister Nehru speaking in the Parliament to have talks with A. Z.Phizo? If he has to do like this I am ready to come back. We are also capable of creating problems much more than what Phizo do” Unquote . True to his commitment, Dr. S.C.Jamir came back to Nagaland with the agenda of “Solution for Nagas of Nagaland” claiming that, only Nagas of Nagaland State have the right to resolve Nagas Political issue. His call was responded by both armed and unarmed organizations which are in his pay rolls. These agents of Dr. S.C.Jamir started creating havocs of divisions within the Naga Society with the main objective to create a stumbling block to the ongoing Political talks. This is most treacherous and a sellout of Nagas political rights. The adverse effects of the divide and rule policies of India against the Naga Nation is the mother of turmoil and Political unrests of today across States and International boundaries. This is the most devastating Policy of the post Independent India against the fierce Naga warriors which should be defeated at all costs. At this juncture, any individual and organization taking up the slogans that further divides the Nagas are agents of Indian divisive Policies. The Khehoi Campers and NSCN Reformation seem happy and contented in signing SoO with GOI which is degrading enough as the Cease Fire is being reduced to mere SoO. Dr. S.C.Jamir’s agenda for Nagas of Nagaland is totally against the spirit of Naga nationalism as it fulfills the evil desires of their masters and it will go down the history similar to the treacherous Shillong Accord. Such voices of divisiveness are detrimental to the Nagas unity which can be expected from people and organization whose personal interests and agendas are kept above the common interests of the Nagas. The so called

NNPG’s led by Khehoi campers undertaking their Slogan of Solution for only Nagas of Nagaland State with concocted and twisting of facts that Integration issue is already rejected by Govt. of India. This is unfortunate and it is an attempt to mislead the people as the Road Map for integrations, as per democratic norms, is being agreed upon by India and the NSCN. At the time when all the Nagas throughout Nagalim were suffering, the 16th. State of Indian Union/Nagaland State was curved out leaving the other fellow Nagas scattered in different regions and States/ Country. If the NNPG’s seriously meant for Nagas of Nagaland State alone, then it is another sell out. Further as the NNPG’s has taken the NNC/FGN into its fold, a party who had treacherously signed the Shillong Accord, then the NNPG’s should first accept the 16 Point Agreement and the Constitution of India. The Khehoi Campers and Reformation groups had accepted the ‘Laws of the land’/Constitution of India, at the time of signing the Cease Fire with India. The NSCN will not allow the applications of Indian laws as Nagas are never under India. Hence, the NNPG’s led by Khehoi Campers should stop meddling in the Political affairs of the

Nagas by posing themselves as National Workers. All sections and categories of the people must take precautions that they are not befooled by such elements but take the road that leads to the final Political freedom which is cherished by every section of Naga Society. In the midst of tantrums-like atmosphere created by people and organizations who are adverse to reaching an Honorable Political Solution with India, the NSCN once again assure the people that the Indo - Naga Political talks is nearing its logical conclusions. Through the series of Political negotiations, India has recognized the uniqueness of Nagas history and cultures and Nagas were independent before the arrival of the British. Only part of Nagalim was conquered by British. There are no merger agreement between the Nagas and India. India invaded Nagalim and set up arbitrary boundaries and divided the Nagas without their consents. Nagas are racially and culturally different from India. As of now the Nagas have agreed to coexist together under Shared Sovereignty. The ongoing Indo – Naga Political talks is at fast pace and progressing smoothly. Issue by: MIP, NSCN/GPRN

Reader’s Post

Appeal to principal director of School Education

Sir,

The government of Nagaland P and AR Department vide office memorandum No. AR/8/8/78 dated January 2012 had extended compassionate appointment scheme for State Government employees who die in harness, which is really appreciated. But the actual implementation of the scheme is far from satisfactory, considering the plight of the genuine aggrieved families whose cases remained unsettled for so long. In the present context, many such cases are lying pending under the Directorate of School Education. Infact, some cases are almost two years running now. Hence, this humble appeal is made on behalf of the poor and unfortunate families to speed up the genuine cases to avoid further delay of justice. L. Yepthomi and Seingam kuki, Purana bazaar, East Dimapur

SC sentences Justice Karnan to 6 months in jail

Justice C.S. Karnan a long showdown between Karnan and judges of the Madras High Court when he was part of it and later with the apex court judges. Karnan had written to Prime Minister Narendra Modi in January about alleged corruption in Indian judiciary. The judge was sentenced in absentia and West Bengal Police was ordered to constitute a team immediately to arrest Karnan, whose tenure comes to an end in June. West Bengal Police chief chief Anuj Sharma,

however, told IANS that he was waiting for the Supreme Court order before he could “proceed accordingly”. But Karnan had reached Chennai where he was staying in the State Guest House at Chepauk. Senior Advocate K.K. Venugopal, appearing for Justice Karnan, asked the court if it can wait for his retirement and not sentence a sitting judge of a High Court. Chief Justice Khehar said the court cannot make such distinctions to punish for contempt. “Before us, there is no judge or private party or public party. He is a citizen of India, if he is guilty he should be punished,” the Chief Justice said. The bench also said it was satisfied in punishing him. In its order, the Supreme Court also restrained the print and electronic media from carrying statements by Justice Karnan.

US reaffirms commitment to Tibetans during meet

Dharamsala, May 9 (IANS): A US Congressional delegation on Tuesday met Tibetan spiritual leader, the Dalai Lama here on Tuesday and reaffirmed their commitment to the cause of Tibetan people and to address the issue of Tibet through the mutually beneficial policy. The eight-member delegation, led by House of Representatives’ Minority Leader Nancy Pelosi, reached here on Tuesday on a two-day visit. “Our delegation visits @DalaiLama in his spirit of faith & peace coming to be inspired & demonstrate our commitment to the Tibetan people,” tweeted the Democrat lawmaker. Besides Pelosi, the delegation includes Jim Sensenbrenner, Eliot Engel, Jim McGovern, Betty McCollum, Judy Chu, Joyce Beatty and Pramila Jayapal. Pelosi, a former Speaker of the House of Representatives, is a long-time sup-

Nancy Pelosi porter of the Tibetan cause and last visited Dharamsala in 2008 to express solidarity for the Tibetan people in the aftermath of unrest in Tibet ahead of the Beijing Olympics. Congresswoman Jayapal is the first IndianAmerican woman to be elected to the House of Representatives. The delegation met Tibetan spiritual leader, the Dalai Lama, in a private audience at his residence here. They also met Central Tibetan Administration (CAT) President and Prime Minister-in-exile Lobsang Sangay. The Tibetan government-in-exile is not recognised by any country.

Punjab withdraws dress code for teachers Chandigarh, May 9 (IANS): Under fire from various quarters, the Punjab Education Department on Tuesday suspended two officers and withdrew its controversial order prescribing a dress code for women teachers in government schools. Education Department Deputy Director Amrish Shukla and Assistant Director Amarbir Singh were suspended by Education Minister Aruna Chaudhary, who took strong exception to the dress code order issued “without proper authorisation”. The controversial order, issued in Punjabi language, said “jeans, tops, bhadkeela pehrawa (brightly coloured clothes) and fashionable dresses” worn by women teachers had a bad influence on students. It also directed district education officials to conduct regular inspections in government schools to ensure that women teachers did not wear such clothes.

Netherlands backs India’s bid for permanent UNSC seat NEW DELHI, MAY 9 (AGENCIES): The Netherlands today came out in support of India’s bid for a permanent seat in the United Nations Security Council (UNSC), saying the country is a “prime candidate” if the premier global body were to expand. Observing that to remain relevant, bodies such as the UNSC need to be fundamentally reformed, Dutch Foreign Minister Bert Koenders said: “If the Security Council were to include additional permanent seats, then my country sees India of course as a prime candidate”. In an attempt to get the United Nations reform process moving, India and other G4 nations including Brazil, Germany and Japan recently said they were open to innovative ideas and willing to not exercise veto as permanent members of a

reformed Security Council until a decision on it has been taken. Addressing an interactive session organised by industry body CII here, he said the Netherlands too expects to be a non-permanent member of the UNSC next year. Sharing his views on the situation in war-torn Syria, the Dutch Foreign Minister remarked: “I find especially the position of the Russian Federation as to its use of veto power even when there are chemical attacks unacceptable.” He said one can only have a functioning security council if there is legitimacy and effectiveness. Russia vetoed a UN Security Council resolution that would have condemned the use of chemical weapons in Syria last month and called on the government there to cooperate with an investigation into the incident.

New Delhi, May 9 (PTI): Demonetisation, announced by India exactly six month ago, will not stop the generation of black money on its own and more initiatives are needed to unearth all kinds of undeclared wealth, says a UN report. In a surprise decision on November 8, Prime Minister Narendra Modi had scrapped old Rs 500/1000 notes, flushing out 87 per cent of the total currency in circulation. The United Nation’s ‘Economic and Social Survey of Asia and the Pacific 2017’ said that while estimates of the size of the black economy in India vary at about 20-25 per cent of the GDP, cash is estimated to make up only about 10 per cent of that value.

The Finance Minister said farmers should be helped and not taxed. “The government is very clear (on that),” he added. “In any case, the Central government has no power. It is the power of state governments (to tax farm income) and my own view is none of the states is going to do it,” he said. N I T I A ayo g Vi c e Chairman Arvind Panagariya has also clarified that Debroy’s comments on taxing farm income were his personal views and not those of the government

think-tank. On the ordinance promulgated last week to enable the RBI to order lenders to initiate insolvency proceedings against defaulters and create committees to advise banks on recovering non-performing loans, Jaitley said the resolution of NPAs would take time but the process had to be expeditiously started now by the banks. “Already the ordinance has been approved. The authorization has been given. The RBI itself has come out with some guidelines. Some management changes have taken place. “Now the next stage is that through the JLF mechanism, the resolutions should start and we do expect the banks to cooperate in making the JLF mechanism a success,” he said. The mechanism of JLF, or the joint lending forum, came into effect in 2014 with the intention of recognizing stressed assets early and coming up with a corrective action plan (CAP) within 45 days.

New Delhi, May 9 (PTI): Finance Minister Arun Jaitley has said the government has no plans to tax agricultural income, including that of prosperous farmers, saying a rich farmer is “a very rare institution” and not the norm. In an interview, he said the farm sector is in distress and there was no question of taxing agricultural income. NITI Aayog member Bibek Debroy had late last month stated that farmers should be liable to pay tax on their incomes at par with other citizens after seasonal fluctuations are adjusted. “I have already contradicted that. I have already said that we are not in favour of doing that,” he said. Stating that the agriculture sector is in distress, he said farm holdings are very small in size. “The rich farmer is a very rare institution. It is not the norm. It is only a rare exception and therefore, at a time when you need to support agriculture because of the distress, this is hardly the time to deflect the issue and

ERO-Net training conducted in Wka

AEO Wokha and state level master trainer Toshimongba Longchar, and (Right) a section of the BLOs at DC conference hall, Wokha on Monday. (NP) Correspondent WOKHA, MAY 9 (NPN): Training on ERO-Net was conducted on Monday for Booth Level Officers (BLOs) of Wokha district here at DC conference hall, Wokha with Assistant Election Officer (AEO) Wokha and State Level Master Trainer Toshimongba Longchar as resource person. Addressing the BLOs, Longchar explained that ERO-Net was an Election Commission of India (ECI) portal where all election related activities of the country would be connected to a single server to keep track of form fillings, errors and multiple entry corrections, status of submitted applications including approval,

rejection or scheduled hearings, and check lists for field verifications. The entire ECI workflow including E-Roll and EPIC generation would be captured on ERO-Net using features like monitoring dashboards, mobile apps, alerts and notifications. Longchar said that ERO-Net would facilitate efficient form processing, simplified dashboards, role based access, maintenance of e-rolls, family information, easy migration from one constituency to another by facilitating seamless communication between the EROs of two constituency where de-duplication would also be taken care of while including entries in the E-roll, EPIC portability

– migration from one constituency to another while retaining the same EPIC number, and online form processing. The master trainer also explained that ERONet would enable various services to external stakeholders, and also help in improving efficiency and decision making of internal stakeholders. Towards this end, he said, ERO-Net was envisioned keeping in mind the mandate of ECI – that no eligible voter be left behind irrespective of his language or physical ability. ERO-Net strives to make an applicant’s entry in E-Roll unambiguous and error free without much of a hassle where a humongous machinery of ECI comprising

of more than 9.94 lakh personnel was working behind the scenes to achieve the goal, he added. AEO Wokha also informed the BLOs to collect documents as proof of residence and identity to cross check electors’ photos and identities in the ongoing colour photography campaign. In this regard, he informed that any of following documents may be submitted by the electors: Aadhaar card, bank passbook, ration card, passport, driving license, matric admit card, service ID card. The BLOs were further directed to furnish details of Persons with Disabilities (PWDs) within their respective Polling Stations.

MON, MAY 8 (NPN): Consultative meeting on Child Rights under Mon District was held Monday at Walo Guest house, Mon town. While delivering keynote address, Tuishimla, chairperson Child Welfare Committee (CWC) Mon pointed out that the biggest challenge of the Konyak society was child labour. According to her, the Konyaks have earned the label “Konyaks are meant to be kept in others house” referring to many children

who were taken with the promise of education but were kept as house helps. In this regard, she sought the support of the district administration, civil societies, churches and all the stake holders to find out the root cause so as to put an end to such practices. She also highlighted some of the activities carried out through the CWC such as organizing awareness programs, screening of under privileged and orphans before being admitted to Childrens Home located at Lampong Sheanghah village.

Meanwhile Honje Konyak, deputy commissioner, Mon was of the notion that the victims were of two types; circumstantial and exploitation. According to him, in the case of the Konyaks, it was circumstantial, as most of them were unaware of their own rights and many other social issues. Hinting that such social issues cannot be eradicated at one go, the DC opined that the CWC should come with an alternative means to stop such practices and suggested the CWC to identify and list out the issues,

so as to analyze and act accordingly. He also urged upon the CWC to take all stake holders, churches, civil societies into confidence to fight/ eradicate such social stigma by organizing awareness campaign at various levels. Programme manager WVI, Dr. L.Khobung, while delivering short speech stated that the World Vision focuses on improving children’s well being through child focused transformational development, emergency response and promotion of justice. He informed that the goal of the WVI is the “sustained well-being of children within families and communities, especially the most vulnerable”. World Vision views the well-being of the children in holistic terms; healthy individual development (involving physical and mental health), social and spiritual dimensions, positive relationships and a context that provides safety, social justice and participation in civil society he added. Chelsea on brink of title; Boro relegated Vungoju FC retain LSU Martyar’s Trophy

Alonso celebrates with Fabregas and Diego Costa after scoring a goal during their EPL match against Middlesbrough on Monday. L o n d o n , M ay 9 (Agencies): Chelsea secured a dominant 3-0 victory over Middlesbrough on Monday to relegate Steve Agnew’s side and move a step closer to the Premier League title. Two first-half goals by Diego Costa and Marcos Alonso sent the Blues on their way and Nemanja Matic scored at Stamford Bridge for the first time to wrap up the win in the second half. The league leaders, who are seven points clear

of Tottenham with three games to play, can clinch the title with victory at West Brom on Friday Night Football. Boro barely threatened and the defeat makes it a swift return to the Championship one year and one day since they earned promotion against Brighton. Spurs’ defeat at West Ham last Friday eased the pressure on Antonio Conte’s side and they took full advantage to move within touching distance of a second title in three years.

They now need just three points from their remaining three matches, with the visit to The Hawthorns followed by home games against Watford and Sunderland. Cesc Fabregas was at the centre of Chelsea’s commanding first-half display, creating their first chance inside 120 seconds. His fine pass picked out Alonso but the wing-back saw his left-foot volley hit the crossbar. The near miss only delayed the inevitable as

SSP hockey championship concludes

Fabregas dragged an effort wide and Alonso went close again before Costa opened the scoring for the seventh time this season, more than any other player. The striker collected Fabregas’ pass from the right and tucked home under Brad Guzan. Middlesbrough continued to struggle with Chelsea’s cross-field passes and Alonso profited to force a second 11 minutes before half-time. The wing-back drilled a low strike across Guzan and the hapless Boro ‘keeper diverted the ball into his own net. The half-time interval did little to halt Chelsea’s charge as Pedro rattled the bar and Costa almost turned in his second at the far post. They grabbed their third through Matic on 65 minutes with Fabregas once again pulling the strings. A miserable evening for Boro threatened to get worse as Chelsea pushed to add further punishment but the last big cheer of the evening was reserved for John Terry. The club captain was introduced for David Luiz with six minutes remaining, capping a straightforward night for Conte’s side.

D i m a p u r , M ay 9 (NPN): Vungoju FC were crowned champions of LSU Martyr’s Trophy for the third consecutive time on Tuesday. In the final, Vungoju FC beat LMRSU 2-0. Vu n g o j u F C w a s awarded a cash prize of Rs.45, 000 along with trophy and certificate while the runner-up team received Rs.25,000 and certificate. In the individual category, Victor of LMRSU was named the best player of the tournament, Thomas of Vungoju FC received
