Withdrawal of SLP listed: NMA
Correspondent
Kohima, Mar 6 (NPN): Close on the heels of a report appearing in this newspaper (‘SC silent on SLP withdrawal’) on March 6, the Naga Mothers Association (NMA) leaders have said that their SLP filed in the Supreme Court was only for “women’s rights” and in no way, infringed upon Article 371A. “Naga people” misunderstood their intention of filing the SLP in the Supreme Court said NMA advisor Rosemary Dzuvichu, at a press meet held at her residence here Monday evening. Dzuvichu informed that the NMA application for withdrawal of the SLP on January 31, was listed to be heard on March 6, 2017. She said the NMA applied for withdrawal in keeping with the assurance made to various apex Naga tribes before ULB elections. Further, Dzuvichu informed that the state advocate general would represent the state and was hopeful of consideration since the apex court had already given its interim order. She explained that two petitions –one writ on the assembly resolution and the other, civil appeal
ANHTU to launch phase-wise stir DIMAPUR, MAR 6 (NPN): All Nagaland Hindi Teachers Union (ANHTU) on Monday announced launching of phase wise agitation against the failure of the state government to release nine months salary. In a press release, ANHTU general secretary, A.S. Yarthotngam, and CSS Hindi teacher convener, Ilika Aye, stated that all CSS Hindi teachers would wear black badges and perform duty in their respective schools on March 8, 2017 as a sign of protest against non-payment of salaries. On March 10, 2017 all CSS Hindi teachers wearing black badges would hold agitation at DEO, SDEO offices in a nonviolent manner. Meanwhile, on March 15, 2017 all CSS Hindi teachers would picket the directorate of school education, Kohima starting from 9am. In this regard, the union has requested all 1379 CSS Hindi teachers requested to reach Kohima on March 14, 2017 without fail. ANTHU has also informed all CSS Hindi teacher district representatives to prepare for agitation as decided at a meeting on February 28, 2017.
against the order of the division bench –were to be heard in the Supreme Court. On the controversial use of the sentence “circumstances beyond our control” in the withdrawal application, Dzuvichu said the sentence reflected the situation in the state( during the agitation and protest bandhs). Further, she said NMA had been silent since there was too much misunderstanding and motive attributed to the court case. All write ups, opinions and allegations against the NMA would be clarified through rejoinder later, said Dzuvichu. Dzuvichu also expressed optimism over the change of guard with the new chief minister and hoped the current incumbent would proceed for dialogue on the issue. Seeking to put matters in perspective, Dzuvichu disclosed that NMA representatives held a series of consultations with various tribal hohos (Naga Hoho, ENPO) prior to notification for ULB elections. She said the apex tribes even offered 50% nomination for women with voting rights but after seeking legal consultations, it was rejected since 33% women reserva-
tion could neither be amended nor changed. Further she said the issue was already in court and also since NMA had spent six long years fighting the case in court, many people still failed to understand why NMA did not accept offer for nomination. According to Dzuvichu, the objective of the SLP was to compel the state government to implement the 33% women reservation but not directed against Article 371A. She said it was also not about being anti-Naga but seeking a legal remedy. Also, she said the matter could not be settled out of court since it was not the right platform to resolve an act of parliament passed by the state government. Dzuvichu also lamented that the state government did nothing to prevent and protect violence at candidates of ULB polls whose houses were destroyed and excommunicated despite the fact that the chief justice had directed the government to ensure peaceful elections with full security to candidates and voters. Dzuvichu also lamented upon many women leaders were threatened by their respective tribe(s) which was “unfor-
tunate and disrespectful of mothers”. On several women organisations dissociating from NMA, Dzuvichu said they were still in touch. She however reminded that NMA did not belong to nor was it affiliated with any political party. She also expressed sorrow over the killing of two youths and felt it should be investigated. Dzuvichu also criticised intellectuals and churches for remaining silent on women’s rights. She reminded that women reservation was not an Indian concept but a declaration by the UN. She said people need to understand that supporting reservation did not mean siding with the Indian government but to empower Naga women. She also said many women rights activists and feminists have expressed solidarity for the rights of Naga women. NMA president Abeiu Meru said Naga women were not fighting with men but only asking for their rights. Meru said the recent happening should make us ashamed of being called Christians. She said it was time to accept changes and reiterated the NMA will continue to strive for peace and development of society.
NEW DELHI, MAR 6 (PTI): Failure of schools to help their students achieve specified learning outcomes may attract court cases or government action, according to amendments in rules under the Right to Education Act. Learning outcomes are assessment standards which help teachers understand the learning levels of students in their respective classes, individually as well as collectively. The HRD Ministry has issued a gazette notification informing that the Centre has amended the Right of Children to Free and Compulsory Education (RTE) Rules, 2010, to include provision for the preparation of class-wise learning outcomes. All the states, except for Jammu and Kashmir, have been asked to prepare “class-wise, subject-wise learning outcomes for all elementary classes”, according to the notification. It has also asked the states to devise guidelines for putting into practice continuous and “comprehensive evaluation to achieve the defined
learning outcomes”. The notification makes it mandatory for all schools to achieve the minimum learning outcome by the end of every academic year. “Schools failing to help their students achieve the specified learning outcomes may attract litigations or government action,” an HRD Ministry official said. The National Council for Education Research and Training (NCERT) had put out an exhaustive list of learning-outcome indicators for classes I-VIII in English, Hindi, Urdu, Science, Mathematics and Social Sciences subjects. The list was put in public domain in January for feedback. “The states will be asked to prepare guidelines to put into practice continuous and comprehensive evaluation to achieve the defined learning outcomes for classes I-VIII before the 2017-2018 academic session begins,” the official said. The revised rules came into effect from February 20, he said.
DIMAPUR, MAR 6 (NPN): Social Welfare Department (SWD) has informed that a plot of land (measuring 75 acres) at Pherima village belonged to the department and that no allotment order has been issued to anyone or any understanding or agreement with any authority till date. According to Social Welfare Department, director T. Merangtsungba Aier, the plot of land was purchased in 1972 and accordingly the department set up a blind School in 1977. At present, he said that the department was running a juvenile home on the said land. However, the director pointed out that some vested interest individual had issued allotment order and for which a portion of the land was illegally allotted “without the consent or knowledge of the department.” In this regard, the department has cautioned that it would not entertain any illegal encroachment claim on its land. The department has also nullified the present illegal claimants made by individual or for that matter any other claimants in future.

NEW DELHI, MAR 6 (AGENCIES): Supreme Court (SC) bench headed by Chief Justice of India J.S. Khehar has said frivolous petitions will attract a Rs 5 lakh fine. SC took a strong stand on the matter, saying it must “view with disfavour any attempt by a litigant to abuse the process (of Law).” SC went on to say, “The sanctity of the judicial process will be seriously eroded if such attempts are not dealt with firmly,” reported India Today. Recognising the huge backlog of cases in courts across India, the bench said “frivolous and groundless filings constitute a serious menace to the administration of justice”. “Liberal access to justice does not mean access to chaos and indiscipline,” the bench added. SC said, “Exemplary costs are inevitable, and even necessary, in order to ensure that in litigation, as in the law which is practised in our country, there is no premium on the truth.” “A litigant who takes liberties with the truth or with the procedures of the Court should be left in no doubt about the consequences to follow,” the bench added.
Manipur High Court declares economic blockade ‘illegal’ Correspondent IMPHAL, MAR 6: Manipur High Court on Monday declared the economic blockade imposed by United Naga Council (UNC) on national highways in Manipur as illegal. A full bench of Chief Justice RR Prasade, Justice N Kotiswar Singh and Justice N Nobin Singh, passed the order while hearing a Public Interest Litigation (PIL), filed by R.K. Joysana. The court ruled that “persons/organization responsible for imposing the economic blockade along the national highway has been violating the fundamental rights of the citizens in order to satisfy their political wish at the cost of miseries of the people which has never been in the interest of the state.” Therefore, in the interest of the state, the High Court in an order declared the economic blockade imposed by United Naga Council as illegal. Earlier, during the hearing, exce pt UNC president, Gaidon Kamei
and publicity secretary S. Stephen, six other office bearers, who have been impleaded as respondents on the PIL failed to appear for the third time. They were given a last chance to appear before the court on March 23. No adjournment of court took place as they failed to appear today, the order stated. The High Court also extended the remand period of Gaidon Kamei and S Stephen, who are currently in judicial custody, till the next hearing. Normal movement of vehicles ferrying essential items along NH-2 and NH37 remain affected since the economic blockade imposed by UNC commenced on November 1 last year. Considering the hardship being faced by the people owing to nonavailability of essential commodities including petroleum products, the High Court has directed GOC-57 Mountain Division and IGAR (South) to take up adequate and ef-
fective measures along the areas under their control on NH-2 and NH-37. They have also been given the order to arrest any suspicious person found/ trying to create hindrance on the movement of vehicular traffic on NH-2 and NH-37. The court ruling further directed the Central government to provide 72 companies of paramilitary forces at the disposal of the state government, to be deployed in all areas including those which were identified as vulnerable areas by the combined headquarters in recent times. Court also directed State government to take measures to increase the frequency of convoy at least 15 to 20 in a month particularly over NH-37. The court ruling further stated, “we kept on monitoring the matter and then situation somehow got improved whereby authorities were able to bring petroleum products/essentials and other consumable items to Imphal under convoy.”

DIMAPUR, MAR 6 (NPN): East Dimapur Tribal Council (EDTC) representing 22 villages under East Dimapur have demanded construction of a temporary suspension bridge over Dhansiri River so that people can be relieved of transportation problems, till the ongoing construction of new bridge was completed.
EDTC chairman Tohoshe Awomi and secretary Medovie Koza said residents had been facing immense hardship since the bridge was dismantled. EDTC said those residents, who do not own any means of transportation and could not afford autorickshaw fare, have been using Old Dhansiri bridge to
go to Dimapur town, as it was a walkable distance. However, people’s lives were now put to risk while crossing the river over a temporary structure. In this regard, the council urged the responsible department to construct a temporary suspension bridge in the interest of the poorer section.
Ration suppliers demand payment DIMAPUR, MAR 6 (NPN): Drawing the attention of the Director General of Police (DGP) Nagaland, the wet ration suppliers of NAP including IR Bn have expressed deep anguish at the non-release of payment since April 2016 (11 months). In a press release, H. Vikugha Chophy, for all Nagaland Wet Ration Suppliers, said they have been continuing the supply of wet ration despite not being paid. However, he said that the suppliers being in business were facing financial hurdles “due to blockade of our capital” and were not in a position to continue the supply of wet ration. In the light of the above, the suppliers have appealed to the competent authority to take their problems into consideration and release payments till February 2017 at the earliest to continue the supply.
DIMAPUR, MAR 6 (NPN): Nagaland Pradesh Congress Committee (NPCC) has extended its full support to the demands made by various state services associations to the state government for implementing 7th Revision of Pay (RoP) w.e.f. March 1, 2017. NPCC through its media cell said the state government cannot afford to discriminate its employees on grounds of insufficient funds when the Central government employees have been granted 7th RoP as per the recommendations of the 7th Pay Commission since August 2016. NPCC said the growing pay disparity between central and state government employees was a matter of great concern. NPCC also accused the NPF government of committing gross injustice to state employees in 2010
by misusing Rs. 712 crores sanctioned by Congress-led UPA government for implementing 6th RoP. Out of Rs. 712 crores sanctioned, NPCC claimed only Rs. 472.56 crores were released to 72 departments, which included the amount of Rs. 189 crores impounded to GPF accounts. The congress said NPF government could never give explanation for the balance amount of Rs. 239.44 crores, which it claimed were blatantly misused and never accounted for. NPCC said it had repeatedly highlighted gross misuse of Rs. 712 crores that could have easily covered even the payment of arrears w.e.f. June 1, 2008. H o w e v e r, N P C C termed as “unfortunate” that the state services associations at that point in time were contended with the state government’s offer of effecting 6th RoP starting
June 1, 2008 “notionally for the purpose of pay fixation only and actual cash benefit from April 1, 2010 for reasons best known to them.” Further, NPCC stated that over 3000 state government employees, who were “force retired at one” go w.e.f. Oct 31, 2009 through “The Nagaland Retirement from Public Employment (Second Amendment) Act 2009” were denied the benefits of 6th RoP. It stated that the state government, “during the past 14 years of NPF misrule”, has openly disregarded its employees through forced retirements and denial of financial benefits. NPCC maintained that since the NPF allowed BJP to become its supreme high command, it should be able to “convince its Delhi masters” to bail them out if they were really concerned for the welfare of people and the state.
Campaigning ends for final leg of UP, Mnp poll LUCKNOW/IMPHAL, MAR 6 (PTI): Microphones fell silent and the dust from the over two month-long electioneering settled as parties wrapped up their campaign for the final phases of polls in Manipur and Uttar Pradesh on Monday. The highlight of the acrimonious campaign for the March 8 polls for 40 seats in eastern Uttar Pradesh was the show of strength by BJP, the SP-Congress combine and BSP in PM Narendra Modi’s Varanasi constituency where he camped for three days. Manipur will see polling in 22 seats across five districts in its second and final phase, where the fate of chief minister O. Ibobi Singh, Deputy CM Gaikhangam and human rights activist-turned-politician Irom Chanu Sharmila will be decided. In Uttar Pradesh, the Prime Minister visited temples, held a roadshow and attended a num-
ber of public events in the holy city along with several rallies in the region. Chief Minister Akhilesh Yadav and Congress Vice President Rahul Gandhi also matched it with their own campaign blitz in the region. Joined by Akhilesh’s wife Dimple, the two leaders held a roadshow, hours after Modi arrived in the city and paid obeisance at the Kashi Vishwanath and Kal Bhairav temples with much fanfare. BSP chief Mayawati, who is seeking a fifth term as Chief Minister, also addressed a rally in Rohaniya, around 20 km from Varanasi the same day. The poll in Manipur this time is billed as a major test for the 15-year-old Congress regime which is facing a stiff challenge from the BJP. The task of spearheading the Congress campaign was left to party vice-president Rahul Gandhi, who addressed a rally in Imphal
on February 28. BJP held rallies by Prime Minister Narendra Modi on February 25 and by Union Home Minister Rajnath Singh on February 19 in Imphal. Sharmila, who fasted for 16 years for repealing the AFSPA from the state, is in the election fray for the first time and is pitted against Ibobi Singh himself in Thoubal constituency. The high-decibel campaign in Uttar Pradesh, Uttarakhand, Punjab, Manipur and Goa was set rolling after the EC announced polling dates on January 4. In Punjab and Goa polling was held on February 5, while Uttarakhand went to polls on February 15. After the final phase of the polling on March 8, all eyes will be riveted on March 11 when results of elections in all five states, dubbed as a litmus test for the Narendra Modi government, will be declared. NSSTA Mkg demands early release of salary
DIMAPUR: Highlighting the plight of teachers due to delay in payment of salaries since November last, Mokokchung Unit of Nagaland Sarva Shiksha Abhiyan Teachers Association (NSSATA) has said it was constrained to demand the release of four-month pending salary at the earliest. NSSATA Mokokchung Unit in a press note by president Imodangba Longkumer expressed dismay over the State government’s failure to uphold its November, 2, 2016 promise to release the salaries on time and reminded that the
association upheld its part of the bargain, called off the agitation and successfully concluded the year’s academic session. Therefore, expressing loss of faith in the state government, the unit warned: “the SSA Teachers of Mokokchung, in our distress and frustration, have no option but to go for some drastic action in the weeks to come.” While pointing out that the teachers were performing their duties despite non-payment of salaries, the unit maintained ‘there is a limit for everything’ and
pondered how long they’d “bear this lackadaisical attitude of the state government towards us”. “It is pertinent to understand that non-release of salaries to teachers can be termed as an act of indignation to the noble profession, which surely cannot be accepted in the eyes of men and God,” the unit stated in its appeal for release of pending salaries at the earliest. NRMSATA questions FD DIMAPUR: Amidst the ongoing face-off between ACAUT Nagaland and State Finance Department (FD) over the issue of teachers’ salary, Nagaland Rashtriya Madhyamik Shiksha Abhiyan Teachers’ Association (NRMSATA) has questioned the “integrity and commitment” of the “delay in payment of salaries to RMSA, SSA and Hindi teachers etc. were genuine and were being tackled as best as possible” statement of FD. In a press note, NRMSATA president Renbemo L Patton and general secretary Kezhothito Keyho, while extending support to ACAUT, recounted last year’s incident where RMSA teachers’ salary was delayed by FD reportedly citing ‘obstacles in file movements’, more than a month after receipt of funds from the MHRD by the State government. “A little bit of encouragement would do wonders and your statements make more meaning if the four months pending salaries for RMSA, SSA teachers and nine months for Hindi teachers are cleared at the earliest,” the association stated.

Arunachal Pradesh to take up labourer wage hike in cabinet Ita nagar , M ar 6 (PTI): Arunachal Pradesh Chief Minister Pema Khandu today assured the state Assembly to take up the issue of wage hike for labourers in the cabinet. Responding to a private member resolution moved by former chief minister Nabam Tuki, Khandu said that he had already received memorandum from labour unions and asked to the finance department to examine it. Despite poor resources, the state government has implemented the seventh Central Pay Commission recommendations with 22 per cent hike in salaries for
government employees, the chief minister said. Khandu also urged Tuki to withdraw the resolution, which he did. Tuki, however, said that the state government should hold talks with labour unions to listen to their pleas. Earlier, moving the resolution Tuki, the lone Congress member in the 60-member House, urged the government to revise the minimum wage of casual and contingency workers to Rs 600 per day keeping in view the rise in prices of essential commodities and high inflation. Participating in the dis-
cussion, Labour & Employment Minister Kumar Waii termed the resolution as ‘good’ and said that labour laws prescribed wage review in every five years but the state government reviewed it for 3-4 times in the past five years. “The wages provided to labourers in the state is higher than other North East states,” he said. Still, the cabinet would examine the issue of wage hike in consultation with experts, Waii said. Power Minister Tamiyo Taga said the resolution was ‘incomplete’ as it did not mention the category of labourers.

of women are paramount for gender balance and growth,” Director General of the Uttar Pradesh Police Mahila Samman Prakoshth Sutapa Sanyal said. Sanyal was speaking at a workshop on “Women Safety at Workplace” held at the Federation of Indian Chambers of Commerce
and Industry (Ficci). “In a full potential scenario, roughly 26 per cent could be added to the global GDP,” she said. Sanyal urged employers to provide a work environment that helps women to realise their full potential and achieve gender balance. The Ficci-Ernst & Young

Ibobi versus Modi
W
ith the first phase election of the 11th Manipur Legislative Assembly officially ended on March 4 where over 84% cast their votes for the 38 seats at stake in the districts of Imphal East, Imphal West, Bishnupur, Churachandpur, Kangpokpi and Phezerol districts; the second phase will be held on March 8 for the remaining 22 seats. The Ibobi Singh-led Congress will be looking for a fourth consecutive innings. That will depend on the choice of the voters in an election that has been hotly debated and bitterly fought. The wily and veteran politician that he is, sitting chief minister Ibobi appears to be fighting back anti-incumbency largely due to the economic blockade that has made valley people gravitate towards him. In 2012, Ibobi overcome anti-incumbency and surprised many by retaining power for the third consecutive terms and winning by a landslide of 42 and later increasing the tally to 47 through merger with Manipur State Congress Party. BJP is fighting the poll without its allies like the National People’s Party (NPP), the Naga People’s Front (NPF) and the Lok Janshakti Party (LJP). The NPP has fielded candidates in 21 of 60 seats in the Assembly while the LJP has put up candidates in 11 seats. The NPF is contesting in 15 seats. The BJP, after its win in Assam, has been eyeing the north eastern states. The Manipur election offers the saffron party an opportunity to pursue its political agenda of ‘Mukht Congress’ from the north east. In the initial months before November last year, the BJP was already counting its chickens and political observers prematurely penned a massive defeat for the Ibobi-led Congress in the state. However the economic blockade since November 1,2016 by the UNC appears to have changed the scenario with people in the valley psychologically supportive of the ‘tough stand’ taken by Ibobi for protecting the ‘territorial integrity of Manipur’. Political observers say that the BJP being an alliance partner of the ruling Democratic Alliance of Nagaland with the NPF has not gone down well with the people of the valley in Manipur. During campaigning, there were bitter exchanges between the Congress and the BJP over the ongoing economic blockade in the state and the Naga Peace Accord. The framework agreement between the NSCN (IM) and the Centre has also made the BJP defensive and had to come out by proclaiming there is no mention of ‘Manipur’ in the agreement. This has led the Congress to take a swipe by demanding the both the prime minister Narendra Modi and union home minister Rajnath Singh come clear on the contents of the agreement. The Congress in Manipur has spun out a conspiracy theory that if the BJP comes to power in the state, it will compromise with the territorial integrity of Manipur.Though the general perception is a decisive win for Ibobi, yet there is no guarantee that other state parties may not spring a surprise. The BJP which started as a sure winner is now staring at a disappointment that reflects the party’s propensity to focus on Modi instead of projecting its chief ministerial candidate. The question is will the election battle in Manipur be likened to the decisive battle of Imphal during the Second World War, where the Japanese forces were turned back?
DailyDevotion Taking the Next Step
…in much patience, in tribulations, in needs, in distresses. —2 Corinthians 6:4 When you have no vision from God, no enthusiasm left in your life, and no one watching and encouraging you, it requires the grace of Almighty God to take the next step in your devotion to Him, in the reading and studying of His Word, in your family life, or in your duty to Him. It takes much more of the grace of God, and a much greater awareness of drawing upon Him, to take that next step, than it does to preach the gospel. Every Christian must experience the essence of the incarnation by bringing the next step down into flesh-and-blood reality and by working it out with his hands. We lose interest and give up when we have no vision, no encouragement, and no improvement, but only experience our everyday life with its trivial tasks. The thing that really testifies for God and for the people of God in the long run is steady perseverance, even when the work cannot be seen by others. And the only way to live an undefeated life is to live looking to God. Ask God to keep the eyes of your spirit open to the risen Christ, and it will be impossible for drudgery to discourage you. Never allow yourself to think that some tasks are beneath your dignity or too insignificant for you to do, and remind yourself of the example of Christ inJohn 13:1-17.

Post-mortem Appeal to principal director Misconceptions of School Education
he tumultuous events of the past few months have seen controversies and misconceptions on many matters; the latest are centred on the demand, by the J.C.C. and the N.T.A.C., for the suspension of the then Police Commissioner and all police personnel involved in the tragic incident of the 31st. of January. On this issue, the main sources of misconceptions are, why does the demand for suspension not include the Deputy Commissioner of Dimapur? And that the police were only following orders. I beg the readers’ indulgence while I try to clear up some common misconceptions I have encountered while discussing these two points with members of The Naga Blog on Facebook. 1. Police Commissioners are found in many countries around the world, including Britain. In Britain, the Police Commissioner and all police personnel execute orders, and the Magisterial Powers, i.e. the power to issue the orders, lie with the civilian authorities. But in India, they introduced it with a twist; the British combined the power to issue orders and execute them and vested it with the Police Commissioner. This is in direct violation of the democratic principle of division/balance of powers; but the British used it in India to streamline its ability to suppress dissent. So, if a situation arose where police were needed to suppress/control a mass of protestors, the British Authorities did not have to approach the Local Magistrate to issue prohibitory orders, the Police Commissioner could issue the order and execute it. Politicians across India have not abolished this outdated and undemocratic Colonial System of suppression of popular dissent because they find it just as useful as the British did. I was surprised that the I.A.S. and N.C.S. Cadres of Nagaland meekly acceded to the introduction of the Police Commissionerate system in Dimapur, in other states of India, the administrative services have managed to stop the introduction of the Police Commissionerate system to new towns and cities; I had intended to write to the papers on this issue, but with issues rising up on a daily basis, I never got round to it. So, I want all readers to know that the D.C. of Dimapur had nothing to do with the issuing of the firing order, or the prior Prohibitory Order (Section 144). Both were issued by the Police Commissioner. 2. On the question of suspension of a Government Servant; readers should be aware that suspension of a government official is not a punishment. We Nagas consider it a punishment because, after suspension of a government servant on any issue, we don’t pursue the matter. The
Rejoinder to Yorubami Welfare Organization

n response to the news item of your esteemed daily news paper Nagaland Post, page no. 8 released on dated 6th march 2017 by Yorubami Welfare Organization (YWO) the undersigned would like to hereby clarify that on 3rd march 2017 Mr. Pothita Pheaso, son of Late Vamuzo with some youth numbering 10 along with the duplicate land patta trespassed into my well-bounded and demarcated private land and were under process of demarcating my site at circular road, supply colony which have been peacefully occupied by me for more than 50 years which have properly demarcated and fenced. It is to clarify to Yorubami Welfare Organization (YWO) and public in general that I or my family members have neither assaulted nor humiliated Mr. Pothita Pheaso but indeed with the intervention of the colony elders and GB momentarily stopped the demarcation work of the said site and the colony GBs have seized the duplicate patta from Mr.Pothita Pheaso’s possession for further clarification. suspended official is reinstated after a period of time, the duration depending on his political connections. So, we have come to view suspension as a penalty of the misdeeds of a government servant. When any controversy, on any matter, arises concerning a government servant, the official is suspended:(a). To prevent the official from committing the same act of commission or omission. (b). To prevent the official from using his office to influence the course of the inquiry against him. Whether the inquiry be a Departmental, Police or Judicial Inquiry. Transfer of the official concerned is not an option because he can still use the influence of his new Post and Office to influence the inquiry. (c). Only after the result of the inquiry is submitted to the higher authorities is the government servant absolved of the charges against him, or accused of the charges. (d). In the latter case, the Government then decides whether to invoke departmental penalties, discharge the said official, or, in serious matters, approach the Judiciary to decide the quantum of punishment. (e). Whatever the case, the accused can appeal the charges to the higher authorities or approach the Judiciary to clear his name. So, in a nutshell, the J.C.C. and N.T.A.C., in demanding for the suspension of the concerned Police Personnel, are only asking for what the Government should have done, as a due process, the moment it instituted a Judicial Inquiry. After the results of the Inquiry, the Government and Judiciary will determine the guilt or innocence of those involved. On the issue of obeying orders, it is commonly known that a Government Official can refuse to obey the orders of a superior on the following grounds:(a). If the order is illegal, i.e. if the order is against existing Laws and Statutes. (b). If the superior does not have the authority to issue such an order. (c). If the order violates the Moral or Religious Tenets of the Government Official concerned. In cases (a) and (b), the example of “Backdoor Appointments” is a perfect illustration. If the Minister/ Secretary/Head of Department issues such an appointment, subordinates can refuse to execute the order on the grounds that they violate Laws and Statutes and that the superior does not have the authority to issue such an order. In case (c), if the policemen who fired on the people on the night of the 31st. had refused to do so on the Christian Principle that a Human Life

is more precious than all the material possessions of a person, and that it was against their Moral Code to fire upon unarmed men. I defy anyone to convict the Policemen in any Indian Court of Law. I believe that at the most, the concerned court would ask the policemen who disobeyed the order, to opt for an unarmed branch of the Police Service. I believe that every person, deep down, knows what is right or wrong. And every person has the choice to obey or disobey any order. In 1989, when Chinese students were protesting in favour of Democratic Reforms, the Chinese Leadership ordered the troops and tanks stationed at Tiananmen Square to open fire on the protestors. They did so, blindly following orders that were condemned by the rest of the world. Conversely, in 1991, when Boris Yeltsin and the Muscovites were protesting the overthrow of Mikhail Gorbachev in a Coup; tanks were called in to suppress the protests, but the Tank Commander, Major Sergey Yevdokimov, after wrestling with his conscience, decided,(in his own words), “I decided that whatever order I was given, I wouldn’t shoot.” So, every person has the choice to obey or disobey an order; but History will judge a person by the consequences of the order he obeyed or disobeyed; there will be no excuses that, “I was just following orders.” The German Nazis who tried to use the excuse that they were obeying Hitler’s orders were not excused. The Nagaland Government must do what it is obligated to do, i.e. suspend all police personnel involved in the tragic events of the 31st. of January. In an earlier article, I had emphasised the point that suspension does not, in any way, indicate guilt of the person suspended. Secondly, I would like to express my surprise that Mr. Y Patton is still holding on to the Office of the Home Minister. I understand that in the Political Game of Musical Chairs, the people have no choice but to accept the pouring of vinegar from bottle to bottle; but I fail to see how Mr. Patton has managed to hold on to the very office that he headed and is the source of all this controversy. The J.C.C. and the N.T.A.C. will have to address how Mr. Patton has managed to adhere to his seat of power and avoid all attention if they are to prove that they are working in the interest of what is right and proper; and not playing a deeper political game as some people suspect. ith reference to your press release, dt. Kohima, Jan 2017 NO.ED/ADV/B-1/2016-17, in pursuance of government office memorandum No. DSE/ HINDI/GEN-1/2011 dated Kohima, 21st Nov 2016. The decision taken by the state government to withdraw all the Hindi teachers posted at private schools and institutions have been notified. In my opinion, the decision taken by the state government to withdraw all the Hindi Teachers from private schools and institutions will only pave way for another problem and agitation in addition to various agitations prevailing in the state particularly in the education department. The department seems to be ignorant about the nature of post creation which was also done for the private schools too, since most of the senior officers in the department who were well versed with the same retires and the new officers without concrete knowledge do not bother to look back on the old files to give a clear cut policy on how and what basis the decision was made by the government during the time of post creation. The officials of the department failed to provide the actual feedback but simply process the file to the authority to approve, which I suppose was not fair. Earlier, there was a big hallah wollah faced by the department in the later part of the 90s and early part of the 2000s in connection with re-deployment policy of the teachers on attachment to various institutions and establishment, where the attached teachers on attachment to various institutions and establishment, where the attached teachers were compelled to seek justice in the court. Later the department requested the attached teachers to withdraw the case, but without success. And the re-deployment policy was dropped by the government and later any attached teacher on retirement, appointment against the retirement vacancy was done against the original place of posting in the schools from where he or she was earlier appointed. This practice was welcomed by everyone and now almost all the attached
teachers are retired or few to be retired. Again the department faced many criticisms and agitations for not giving service regularization even after years together or even after eligibility test. Again the department was in troubled water on the issue of fraudulent appointment presented by some of the outgoing directors of the department. It is not astonished to say that more agitations are now on line for payment of teachers salaries for month which have become intolerance particulary the Hindi teachers. No provision for promotion disheartened the Hindi teachers and general teachers, what is the discrepancy between the Hindi Teachers and general teachers, as both are appointed as teachers of the same category, or is it a taboo that the Hindi teachers should be on line of promotion to the post like AHM/HM/ SDEO/DEO and so on. Many Hindi graduate or post graduate are also having degrees in general too. Another grave problem is that the government has no thought for the children of Hindi teachers. They admitted their children in places where they are posted. Now in case the department overlooked all the basic things and deploy the teachers, should the Hindi teacher silently or peacefully face such problems to isolate their school going children! If so, there will be no other alternative but to go on strike or agitations. I wish the department should avoid refuelling the problems after problem in spite of all the odds facing by the educational department of this juncture. I, therefore in my opinion, the department rectify or rethink the deployment policy and follow the previous policy as binding by appointing fresh candidates against the retired teachers who are posted to private schools, without provision in the post creation to be appointed to government schools where there is no Hindi teachers. Otherwise implementation of the decision to withdraw all the Hindi teachers at a go would only invite and ugly situation. T.S. Rengma, Tseminyu Town
The responsible status of senior citizens
here are great many value systems of life and of living that were meaningfully tutored by nature and meticulously nurtured by our traditional ancestors on a firm rational footing. It saddens one’s heart to watch the ‘so-called’ modern civilisation slowly beginning to efface our traditional gems. It likens a tired old warrior standing on a lonely hilltop nostalgically recalling the past glory as he watches the last rays of his fading generation slowly disappearing in the distant horizon like the fading rays of the sun. Each older generation feels the same as the new begin to eventually replace the old as it must. It is a never ending story. The status of the elder generation would be judged by the value system that they were able to leave behind for the next generation to follow. Traditionally speaking, the elder generation of the community in the past were a respected lot. Traditionally speaking, the younger generation in the community would only speak after responsible elders have had their say. This custom was not an arbitrary exercise of mindless seniority. The traditional saying that one does not acquire gray hair in a day fluently explains the depth
of wisdom in this customs. The old would have crossed innumerable bridges of life and remember the challenges of each step that was taken...steps that each younger generation will also take as they too cross the same bridges. It was therefore a respected norm for the wisdom of the old to guide the new to maturity for a responsible progression of civilisation. Though times have changed the rationality of old values remain. All it needs is a gently nudged to keep the impatience of our younger generation constantly reminded that disrespect to the elders is disrespect to themselves for they lose the opportunity to absorb the values of life. This therefore is an effort to try and magnify the responsibility of our Naga elders, who have attained 60 years of existence and more and can rightly be addressed as SENIOR CITIZENS. We have a registered “Senior Citizen’s Association of Nagaland” (SCAN) at a State Level that affords an open platform for all senior citizens to interact with each other...whether retired bureaucrats or private citizens with the exception of barring active politicians to maintain its identity as an Apolitical Association. The
Gaidinliu memorial
week ago, one Secretary made a statement in the News Paper that there will be no Change in the name of Gaidinliu Memorial in the Secretariat Area. I do not know whether this is the decision of the Government of Nagaland or not. If this is the decision of the Government, this is serious matter. If it is not, a Secretary unauthorized is not supposed to make statement on such sensitive matter in the Public. The First Prime Minister

of India, Mr. Jowaharlal Nerhu might have fondly called the Naga Social Activist Gaidinliu released from jail, ‘a Naga Rani’. Nagas do not have Ranis much less a fake Cultist. Organizations in India might have gracefully decorated her with Titles; she has glorified her Rongmei Community, a Tribe in Manipur. Nagaland has nothing against her glorified personal Names and Titles. Let her have memorials in her own land. There are much more honor-
able Rongmeis in the Naga Movement. She allied with the GoI against the Naga National Council to the extent of horribly spilling Innocent Bloods in Nagaland. Nagaland must be free, open, honest and courageous to express opinion on what it likes and what it does not. There can be no Gaidinliu Memorial in Nagaland. People of Nagaland should speak up their Opinion. Thepfulhouvi Solo
only qualification required for membership thereafter is that one should have attained the age of 60 years and beyond. Practically speaking the members of this forum would consist of people from all walks of life with diverse experiences acquired over the years. In a bleak scenario of Nagas not truly having a reliable apolitical forum to ventilate a matured unbiased opinion on any given subject of importance to help the masses to exercise their minds honestly, there is no other well informed platform comparable to SCAN to fill up this vacuum. The present reality is however rather disappointing in that except for a very few dedicated elders holding the fort as Office Bearers, there is hardly any sign of our senior citizens wanting to participate despite being already registered as members. The one thought that I would wish all senior citizens to introspect in their quiet moment is this: Each one of us has been blessed with the opportunity to travel this road of life covering a longer distance than what is left before us. Each one of us has had the opportunity to pick up both the enlightening as well as disheartening experiences of
life. The Almighty did not faze us through this process for nothing. He expects us to lend a helping hand by sharing those experiences with the younger generation that follows and guide them to avoid the pitfalls that we have otherwise crossed. It is incumbent upon us to return a portion of these blessings of experiences to those in need of it. It would amount to selfishness not to do so. Think about it prayerfully. The “Nagaland Senior Citizen’s Association” (as it is presently known), will be calling for a General Assembly shortly. The date, time and place will be widely publicised in our local print media. We are hoping that the responsible status of senior citizens will be recognised by each one of us and expect each to enthusiastically participate and help leave an honourable legacy behind. We are hoping to spend quality time together to debate on some of the pressing current issues that needs to be addressed. It is for you to decide whether you are a taker or a giver... for the time to give is at hand. Hope to see you soon and God Bless. Khekiye K. Sir,
Refrain from misdemeanours
It is indeed sad that so many offices were razed to the ground and that functioning of offices has become difficult in Kohima. At the end of the day, even if we go on a burning spree out of anger the loss would not only affect the public but the state as well. Many documents were burnt into ashes during the carnage and it would be a mammoth task to start all over again. Burning and destroying our own property in the heat of the moment would never solve our problems. We need to teach our children and our adults to refrain from such misdemeanours. It is truly sad when one ponders on these issues. Michael Humtsoe, Dimapur

Sangli female foeticide: Maha govt launches probe
Mumbai, March 6 (IANS): Maharashtra Women & Child Welfare Minister Pankaja Munde on Monday announced a probe into the shocking case of discovery of 19 female foetuses near a private hospital compound in the state’s Sangli district. “This matter is extremely heinous and condemnable,” she told media persons, adding that three officials from Sangli and two from Pune have been deputed to investigate the matter. Urging parents to save daughters, Munde emphasised the need to motivate parents to support their children irrespective of the child’s gender as more details of the sordid incident tumbled out. Following local complaints of unauthorised sex determination tests and alleged illegal abortions of female pregnancies, police on Sunday ordered digging of the compound

outside the private Bharati Clinic in Mhaisal village of Sangli and unearthed the foetuses. Sangli Superintendent of Police Dattatray Shinde said that these fetuses were aborted and buried with intentions to dispose them off and would be further probed. The main accused in the case, a homoeopathic doctor Babasaheb Khidrapure is absconding and police teams have been formed to trace him out, he added. The lid on the sordid scam blew up with
the mystery death of 26year-old pregnant Swati Jamdade on February 28, police said. Initially, her husband, Praveen Jamdade claimed it was an “accident” case and attempted to cremate her body, but his in-laws objected strongly. Her father Sunil Jadhav has given a statement to police that despite strong objections, Jamdade had gone ahead with aborting his wife’s female foetus, a move that claimed her life. A police raid on the premises early on Monday revealed a full-fledged illegal “operation theatre”, functioning in the basement of the hospital though Khidrapure holds only a homoeopathic degree. The Sangli police have also arrested Jamdade and registered a case against the absconder medico. Preliminary investigations have revealed that the racket had been going on for several years at the private hospital.

“On the request of the Tamil Nadu government for expert medical advise, the All India Institute of Medical Sciences (AIIMS) had deployed a team of senior specialists to visit Chennai five times between October 5 and December 6, 2016. “The team was led by Dr G C Khilnani, Professor in the department of pulmonology,” Srinivas said. The Tamil Nadu government had on Sunday rejected former chief minister and rebel AIADMK leader O Panneerselvam’s claims of foul play in the treatment of Jayalalithaa, an allegation which has been dismissed by state Health Minister C Vijayabaskar. The opposition DMK, too, has approached the Madras High Court seeking a comprehensive probe into the death of Jalalalithaa.

Also, broadcasters can offer bouquets of its Pay channels and declare MRP of bouquets, However, the MRP for bouquets of Pay channel will not be less than 85 per cent of the sum of MRP of the a-la-carte Pay channels. “It will allow consumers to choose channels of their choice easily,” said
NEW DELHI, MAR 6 (AGENCIES): The AIIMS handed over the medical report by its doctors of late Tamil Nadu chief minister J Jayalalithaa to the state government. The report contains the analysis of Jayalalithaa’s health condition by the doctors of the premier institute during their five visits to Chennai. AIIMS deputy director (administration) V Srinivas said that the state government had on Sunday sought the visit notes of the delegation for its official records. The move assumes significance in the backdrop of doubts being raised from different quarters over the former AIADMK chief ’s death on December 5. Srinivas handed over the papers to the principal secretary of health of Tamil Nadu, Dr J Radhakrishnan.

VARA NA S I , M AR 6 (AGENCIES): The SPCongress alliance intensified its campaigning for the 40 seats in east UP which will go to polls on March 8. The three Naxalaffected districts of Sonebhadra, Mirzapur and Chandauli, along with the assembly segments under Varanasi Lok Sabha constituency, will be in prime focus in this phase. While Congress vicepresident Rahul Gandhi held election meetings in Sonbhadra, Mirzapur and Jaunpur districts on Sunday, chief minister Akhilesh Yadav was busy campaigning for SP candidates in Sonbhadra, Chandauli and Mirzapur districts. Both Gandhi and Yadav targeted PM Modi at their meetings. Meanwhile, BSP national president Mayawati’s tour programme came to an end on Sunday and she stayed at her residence in Lucknow. “She has touched every part of the state. She is busy monitoring preparation for the counting of votes at different centres across the state,” a leader close to the BSP chief told ET. In a press release, Mayawati urged the EC to “look into the road show held by PM Modi as it violated the model code of conduct”. In a separate press release, issued by the BSP, Mayawati said the party was confident after the sixth phase of polling.

Mumbai, Mar 6 (PTI): The rupee today staged a smart rebound by recovering 10 paise against the US dollar to end at 66.71 on fresh selling of the American currency by corporates and banks. Robust capital inflows into equities and debt predominantly supported the domestic currency even as forex market continued to price in a rate rise by the US Federal Reserve next week. The local currency also benefited from a strong rally in local equities as well as subdued greenback overseas. Indian equities made a strong comeback to hit multi-year highs following a broad-based buying spree despite heightened geopolitical worries after North Korea reportedly launched a series of missiles.

Last year, however, it achieved a full-year growth of 6.7 per cent. That figure was the weakest since the 1990s. forces were “closely monitoring the North’s military for further provocations and maintaining military readiness”. Japanese Prime Minister Shinzo Abe said North Korea fired four missiles “almost simultaneously”, three of which landed in Japan’s Exclusive Economic Zone. In response to the launch, South Korea’s acting president Hwang KyoAhn convened an emergency National Security Council (NSC) meeting, the presidential office said in a statement. Seoul and Washington launched annual joint military exercises last week that infuriate Pyongyang, which condemns them as provocative rehearsals for invasion.

na’s opening door will not close, vowing that the country will continue to open up on all fronts and continue to liberalise, state-run Xinhua news agency reported today. His remarks - made during a panel discussion with lawmakers from Shanghai at the annual session of the National People’s Congress (NPC) - assume significance as China has been loosening its grip on foreign capital inflows and reducing restrictive measures and opening more sectors. Yesterday, Premier Li Keqiang delivering a government work report detailed “unprecedented” openingup measures to the outside world under its flagship ‘Made in China’ initiative. “Foreign firms will be treated the same as domestic firms when it comes to licences applications, standard setting, government procurement and will enjoy same preferential policies under Made in China 2025 initiative,” Li said.
SEOUL, MAR 6 (AFP): Nuclear-armed North Korea fired four ballistic missiles east of the peninsula today, with Japan saying three of them landed in its waters. Pyongyang fired a ballistic missile last month – its first such launch since October -- which Seoul said was aimed at testing the response from the new US administration of President Donald Trump. Seoul said several missiles were filed into the East Sea, also known as the Sea of Japan, and that South Korea and the US were “closely analysing” tracking data for further details. “In terms of the range, it is around 1,000 kilometres,” the South’s defence ministry said in a statement. Man City see off sorry Sunderland
Aguero gets immediately stuck in as the action begins, going down under pressure from Sunderland captain John O’Shea.
Saturday afternoon. In truth, the victory never really looked in doubt once Aguero had put the visitors ahead three minutes before the break, the Argentine poking home Raheem Sterling’s deflected cross. Earlier on the Black Cats may have taken the lead when Jermain Defoe’s rasping 25-yarder bounced off the base of the post with Fabio Borini unable to control his follow-up header. A goal would not have been undeserved for David Moyes’ side at that
stage as they took the game to City and Billy Jones went close with a header from a set-piece. City had dominated possession up until then with Sane and Sterling looking dangerous every time they burst forward and Aguero’s opener reflected their control of the ball on the scoreboard. Aguero thought he had assisted David Silva for the second just before half-time but the whistle was blown for Sterling being in an offside position. The second period began in a scrappy manner

Marco Materazzi
C h e n na i , M a r 6 (IANS): Indian Super League (ISL) franchise Chennaiyin FC has parted ways with Italian chief coach Marco Materazzi, who guided the southern outfit to glory in 2015 edition of the football tour nament, it was announced on Monday. The 2006 FIFA World Cup winner was in charge of Chennaiyin in the first three seasons of the ISL. He was playercum-coach in the first season, making seven appearances as a player, with Chennaiyin finishing top of the league standings before narrowly losing in the semi-finals against Kerala Blasters. The former Inter Milan star guided Chenaniyin to the title in the second season as they dramatically came from behind to beat hosts FC Goa 3-2 in the final.
A record-breaking five-game winning run was instrumental in that triumph as Materazzi inspired the players to success from the brink of elimination. In 2016, Chennaiying failed to qualify for the semi-finals. “We thank Marco for three memorable seasons and wish him the very best for the future. He will forever be a Chennaiyin FC legend and is also guaranteed a place in ISL history. Marco will always be warmly welcomed back in Chennai and especially at the Marina Arena,” the Chennaiyin FC co-owners stated in a joint statement, which was shared by the 43-year-old on Facebook. According to the statement, the split was by mutual consent. He remains the most successful coach in ISL history with maximum wins. “These past three seasons with Chennaiyin has been a great adventure on a sports and human level. I leave the club today grateful to have been given the opportunity to contribute in my own modest way to the shaping of India as a football nation and most of all grateful to have lived firsthand the birth and growth of Chennaiyin FC. Incredible team, incredible fans, incredible India!”
New Delhi, Mar 6 ( P T I ) : Fo r m e r B C C I President Anurag Thakur, who is facing contempt notice for filing a false affidavit in the Supreme Court, today tendered “unconditional and unqualified apology” before it. Thakur said he had never intended to file any false information before the apex court and filed an affidavit explaining the circumstances under which the averments made by him led to the initiation of contempt proceedings. “ I ( T h a k u r ) h ave tendered my unconditional and unqualified apology a n d I h ave ex p l a i n e d the circumstances. I had not intended to file any false information,” senior advocate P S Patwalia, appearing for Thakur, told the bench. The bench fixed the matter for hearing on April 17 and also exempted Thakur from personal appearance on that day. The apex court had on January 2 come down heavily on the defiant BCCI brass and removed Thakur and Ajay Shirke as the President and Secretary for “obstructing” and “impeding” its directions for overhauling governance in the cricket body.
but City provided some real quality on 59 minutes when Sterling found Silva and the Spaniard’s pass released man-of-the-match Sane, the winger leaving Jones for dead before thumping home his finish off the post and into the back of the net. The home side responded positively with Sebastian Larsson testing Wi l ly C a b a l l e r o w i t h a powerful shot before Lamine Kone’s header was well gathered by the City goalkeeper. But City resumed dominance of the ball and large parts of the remainder of the game resembled a training session with only occasional bursts of pace from Sane threatening to create a third. Defoe had a goal disallowed with seven minutes left on the clock, the former England forward in a clear offside position when he headed home. Aguero and substitute Kevin de Bruyne went close in the closing stages but City had to settle for the 2-0 win and are now five points clear of fifth-placed Arsenal; Sunderland meanwhile, remain rooted to the foot of the table, six points from safety.
Misbah to stay on as Pak captain Karachi, Mar 6 (Agencies): Misbah-ulHaq will captain Pakistan in their Test series against the West Indies after opting not to retire. Misbah, who tur ns 43 in May, had asked the Pakistan Cricket Board (PCB) for time to consider his future after his side was whitewashed in series against New Zealand and Australia. After the 3-0 defeat b y Au s t r a l i a , M i s b a h came under pressure from former Pakistan players to stand down as captain and effectively end his Test career. But PCB chairman Shaharyar Khan said on Monday, “Misbah has told me that he is available for the Test series in the West Indies and that will be conveyed to the selection committee that he will be the captain.” The three-match series gets underway in Jamaica on April 22 with the remaining Te s t s t a k i n g p l a c e i n Barbados and Dominica. Pakistan will have already played two Twenty20 internationals and three oneday internationals as well as a Test warm-up match in Jamaica before the first Test.

Jason Roy got England off to an excellent start with a half-century from the top of the order in the second ODI.
A n t i g ua , M a r 6 (Agencies): Joe Root and Chris Woakes shared a 102-run undefeated partnership on Sunday as England beat West Indies by four wickets in the second one-day cricket international to clinch the series. The pair came together with England on 6-124 at the midway point of their innings after a mini-collapse of four wickets for only 16 runs. Root and Woakes stayed together to the end as England finished on 6-226 off 48.2 overs in reply to West Indies’ 225 all out. Root was 90 not out off

Lo n d o n, M a r 6 (Agencies): Goals from Sergio Aguero and Leroy Sane ensured Manchester City won at Sunderland to move back into third place in the Premier League table. After seeing Liverpool leapfrog them when beating Arsenal on Saturday evening, and watching Spurs extend their advantage in second place earlier on Sunday, Guardiola’s side knew three points was crucial from their trip to the north-east, particularly as neighbours United dropped two points at home to Bournemouth on

Pujara, Rahane keep India’s fight alive
India’s Cheteshwar Pujara and Ajinkya Rahane return to pavilion after the end of third day’s play. (PTI)
Bengaluru, Mar 6 (PTI): Cheteshwar Pujara struck an unbeaten 79 as Indian batsmen gave a far better account of
themselves to keep the hosts afloat by taking a 126-run lead on another captivating day in the second cricket Test against
Australia here. At stumps on the third day, India were 213 for 4 in their second innings and had erased a first innings deficit of 87. The side is now looking good to post a fighting score for the visitors on a crumbling surface. Australia had scored 276 in their first innings with left-ar m spinner Ravindra Jadeja returning with best figures of 6 for 63 among the bowlers. Pujara showed admirable temperament and was helped by flamboyant opener Lokesh Rahul’s (51) second halfcentury of the match. The unbroken 93-run fifth-wicket partnership between Pujara and A j i n k ya R a h a n e ( 4 0 batting) could prove to be a defining one. This was also the first time in the series that India managed to pull through a session without losing any wicket. Pujara played 173 balls to hit six boundaries while Rahane also consumed 105 balls to hit three boundaries. Lot of credit should be given to Rahul, who played both pacers and spinners well during his 85-ball knock that had four
boundaries. It took an absolute blinder from Australian skipper Steve Smith at first slip to remove Rahul, who also completed 1000 Test runs in his career. Rahane, on his part, is playing one of the most crucial knocks of his career under pressure, displaying good technique and sound temperament needed in this scenario. The duo had come to the crease when India were 120 for 4 with only a 33-run lead and six wickets in hand. For Australia, Josh Hazlewood (3/57 in 16 overs) was the pick of the bowlers. He cleaned up Abhinav Mukund (16) and Ravindra Jadeja (2), who was sent up the order to prop up the scoring. Skipper Virat Kohli (15) was fell to a debatable DRS decision, where the ball kept low and the replays were inconclusive as to whether it grazed the base of his bat. Brief scores: India 189 & 213/4 (Cheteshwar Pujara 79*, KL Rahul 51, Ajinkya Rahane 40*; Josh Hazlewood 3-57) lead Australia 276 (Matt Renshaw 60, Shaun Marsh 66; Ravindra Jadeja 6-63) by 126 runs.
Indian eves beat Belarus 2-1 in Hockey Test Bhopal, Mar 6 (IANS): Continuing their winning run, the Indian women’s hockey team defeated Belarus 2-1 in the fourth Test of the five-match rubber here on Monday. Led by Rani Rampal, the Indian women were quick to start off the blocks as Renuka Yadav scored a field goal in the sixth minute of the match. The first quarter went on to become an eventful one for the Indians, as Gurjit Kaur successfully converted a penalty corner in the 12th minute to take her side 2-0 up against the Belarus outfit. The visitors responded in the second quarter as Nastassia Syrayezhka scored a field goal in the 21st minute to bridge the deficit. However, the Indian defence held strong thereafter, as the Belarus eves were denied any opportunity to score in the two goalless quarters after half time.

Paes retained in Davis Cup team
Leander Paes
DP-2048
New Delhi, Mar 6 (PTI): Veteran tennis star Leander Paes was today retained in the Indian Davis Cup team for next month’s Asia/Oceania Zone tie against Uzbekistan. The tie, which will be India’s first with Mahesh Bhupathi as the non-playing captain, will also see the return of Rohan Bopanna. Bopanna had been ignored for last month’s tie against New Zealand, which India had won. He did extremely well at the just-concluded Dubai ATP 500 event, where he ended runner-up with partner Marcin Matkowski. En route the summit clash, he also got the better of Paes and his partner Gracia Gulliermo-Lopez in the semifinals. India will go in with two specialist singles players in Yuki Bhambri and Ramkumar Ramnathan.
