SC silent on withdrawal of SLP
Staff Reporter
DIMAPUR, MAR 5 (NPN): There is still no confirmation on whether the Supreme Court has responded to the petition submitted by the leaders of the Naga Mothers Association (NMA) seeking withdrawal of the Special Leave Petition (SLP) for holding elections to Urban Local Bodies (ULBs) with 33% women reservation; after events that occurred since January 30,2017 for over two weeks in Nagaland. The two leaders of the NMA- Abeiu Meru (president) and Rosemary Dzuvichu (advisor)-- had informed that they were withdrawing the SLP from the Supreme Court on the basis of assurance given by chief minister T.R. Zeliang, that elections to ULBs would be held as decided. In the application (of Civil Appeal No: 3607 of 2016) addressed to the Chief Justice of the Supreme Court of India, NMA leader Rosemary Dzuvichu had filed for withdrawal of their SLP. In the application, the NMA leader mentioned events that had led them

to approach the apex court through the SLP and how on April 5, 2016 after admitting the SLP, the court issued rule in the writ petition to simultaneous petition 242 of 2014. In the application, NMA had stated: “Now due to circumstances completely beyond our control, we regret to inform this Hon’ble Court that we are unable to proceed with the above mentioned Civil Appeal and the above mentioned Writ Petition, both filed in the Public Interest, and we hereby withdraw the Civil Appeal: 3607 of 2016 and the Writ Petition No: 242 of 2014 from this Hon’ble Court”. However, according to opinions of legal practitioners, the withdrawal application submitted by the NMA leaders to the Supreme Court supposedly on January 31, 2017 suffer from some “defects” . It was pointed out that courts grant Special Leave Petitions after serious considerations of the merit(s) in order to meet the ends of justice. The NMA application by stating “...due to circumstances completely beyond our control” had
managed to convey a different message about the reasons behind the decision to withdraw the SLP. It was opined that the Supreme Court could in all likely, will take note of the compelling reasons stated in the NMA application and may not allow for withdrawal since it was being sought for under compelling circumstances. Instead, the legal opinions believe that the Supreme Court might even take the reasons behind the application as a challenge. It was believed that the Court could even depute reputed advocates to carry on with the case on behalf of the NMA at the state government’s cost unless the defective application was rectified by the NMA before hearing takes place. The battle in the Supreme Court over Article 243T for 33% women reservation vis-à-vis Article 371A could prove a setback for the latter mainly because of the mishandling by the state government in the past. For instance, it was stated that the weakening of the defence for Article 371A may have been triggered by the
official speeches made on October 8, 2010 when the chief minister had purportedly stated that Nagaland was “not exempted from the purview of the constitution 74th amendment by which 1/3rd women reservation in all ULBs was made mandatory” and that “on the specific instruction of the High Court, the Nagaland Municipal Act 2001 was amended in 2006 to incorporate provisions for 1/3rd reservation for women in all the ULBs in Nagaland.” According to legal opinions, the above statement and that too made by the state’s own chief minister, virtually conceded that the 74th amendment of the constitution of India supersedes Article 371A which has yet to be challenged or rectified since 2010. Such statements including the admission by the chief minister in 2016 that the election to ULBs was notified so as to render the SLP infructuous because legal experts in Delhi had reportedly convinced the state that they were certain of losing the case in the Supreme Court. Aadhaar data safe and secure: UIDAI Spl. Correspondent
NEW DELHI, MAR 5 (NPN): Assuring the citizens that the personal data of individuals held by it was “fully safe and secure”, the Unique Identification Authority of India (UIDAI) on Sunday said there had been no incident of misuse of Aadhaar biometrics leading to identity theft and financial loss during the last five years when more than 400 crore Aadhaar authentication transactions have taken place. The clarification comes in the wake of recent reports of alleged breach of Aadhaar data to create parallel databases. It said after carefully going into these reports, UIDAI said “there has been no breach to its database in any manner whatsoever and personal data of individuals held by UIDAI is fully safe and secure.” In a statement, UIDAI said Aadhaar based au-
thentication was robust and secure as compared to any other contemporary systems. It said Aadhaar system has the capability to inquire into any instance of misuse of biometrics and identity theft and initiate action. It also reminded that UIDAI uses one of world’s most advanced encryption technologies in transmission and storage of data. “UIDAI has decided to have registered devices for capturing biometrics data and further that such biometrics will be encrypted at the point of capture itself. This will further strengthen the security features of Aadhaar eco system,” it said. On reports of misuse of e-KYC data by various agencies and also allegations that the e-KYC API was available in public domain, UIDAI said E-KYC APIs were available only to authorized Authentication User Agencies (AUAs) and e-KYC User
agencies (KUAs) through authorized Authentication Service agencies (ASAs), established secured network connectivity for the purpose of authentication with the Central Identities Data Repository (CIDR), in compliance with the Regulations, specifications, standards and technology architecture as prescribed by UIDAI. “Any unauthorized capture of iris or fingerprints or storage or replay of biometrics or their misuse is a criminal offence under the Aadhaar Act,” UIDAI stated. UIDAI further said it was mandatory for banks and mobile operators to become UIDAI’s AUA/ASAs to obtain E-KYC data of their customers from UIDAI. “The E-KYC data can be given by UIDAI to these agencies only after they obtain consent of their customers and can be used only for the purpose for which it was obtained,” it added.
PCC responds to JCC’s demand DIMAPUR, MAR 5 (NPN): Phom Peoples’ Council (PPC) in response to JCC’s demand for suspension on DC Longleng stated that the issue should be put to rest as it has been settled. According to PPC president Chingan Phom, the matter had been clarified, compromised and settled between PPC and the public on February 6, 2017 at Longleng. The same has also been intimated to convener JCC through telephone by president of PPC, and through ENPO’s representative that any matter related on the issue should be consulted with PPC, said Chingan. It may be recalled that the demand for suspension of DC Longleng raised by PPC was “amicably settled” at a joint meeting of PPC and Yachem Village Council (YVC) on February 6.
ACAUT snubs Finance deptt’s counter rejoinder DIMAPUR, MAR 5 (NPN): Snubbing the Finance department’s clarification yet again, ACAUT Nagaland on Sunday said the Finance Commissioner (FC), Temjen Toy was yet to “pointedly refute the very serious charge that the Finance department is in the unhealthy business of deducting 10% commission on all the developmental funds released to the concerned departments.” I n a p r e s s n o t e, ACAUT media cell however said it was FC’s bounden duty to refute if the allegation was untrue. “But hiding behind ‘wild allegation’ counter-argument has only given rise to suspicion that perhaps the allegation is true,” ACAUT said. ACAUT was responding to the Temjen Toy’s clarification which had appeared in the local media on March 4, 2017. Raising several queries, ACAUT demanded to know from the FC that if a total of Rs. 1,182 crore for 76 CSS (for the period 2016-17) was released by the Centre, it indicated that the state government gave almost Rs. 120 crores as its 10% state share. It said in 2015-16, the state share was approximately around Rs. 135 crore or 10% of Rs. 1,353.52 crore. Which meant that the combined state share figures for the last two years (2015-17) comes to roughly Rs. 250 crores, ACUAT said. In this regard, ACAUT questioned the department that “when the state government could contribute a
massive Rs. 250 crores for 218 CSS for the period 2015-17, why were the teachers treated differently and made to undergo untold suffering with the lame excuse that the state government didn’t have enough funds to give its RMSA and SSA shares? Since it was a foregone conclusion that the lion’s share of the 218 CSS were ghost projects, which would never be implemented on the ground, ACAUT alleged that the “CSS was only a means to enrich politicians and bureaucrats.” It demanded to know from the FC as to “how this anomaly is being repeated year after year at the cost of the teachers and the student community?” Reiterating that the
14th Finance Commission had released Rs. 5229.56 crores (for 2015-17) to the state, ACAUT questioned the FC that “when the amount was parked with the Finance department, what prevented the utilization of this amount to pay for the 10% state share towards release of SSA and RMSA funds?” It further demanded to know from the Finance Commissioner as to why Hindi teachers, whose salary component comes under 100% CSS, were still being denied salary payment for the last nine months? As per documents made available, ACAUT said following were amount released by the Centre to the state for CSS, 2016-17. (See Table)

Recommendation for implementation of 7th RoP Staff Reporter
DIMAPUR, MAR 5 (NPN): With various State services associations like-- CANSSEA, NCSA, NSSA, FONSFSA, NPSA, NF&ASA and NASSA pressurizing the state government to implement the 7th Revision of Pay (RoP) w.e.f. Mar 1, 2017 (201718), the Finance department in its recommendations to the Cabinet dated February 22, 2017 came up with two possible options through which the RoP could be implemented with effect from March 1, 2017. In its recommendation, ACS & Finance commissioner, Temjen Toy was of the opinion (option 1) that if the RoP was effected from 01.03.2017 and implemented during 2017-18 itself, the financial implication would be around Rs. 954 crore. Out of this, an amount of Rs. 579 crore would be
impounded to GPF and actual cash outgo would be around Rs. 375 crore. The second option was that if RoP was effected w.e.f. 01.03.2017 and implemented during 2018-19, the amount required would be Rs. 2011 crore as the arrears of 2017-18 would also have to be paid. However, after impounding an amount of Rs. 1247 crore in GPF, the actual cash payment would be around Rs. 764 crore. It said for both the options, the following would apply-- increased salary due to the employees (other than those under New Pension Scheme) will be impounded to GPF in respect of the years 2017-18, 2018-19 and 2019-20. In this regard, the impounded amount would not be factored for advance/ withdrawal until 2020-21. Further, cash payment of increased salary will be made
to the employees only with effect from 1.3.2020. This was because the 14th Finance Commission had not provided resources for the next pay revision in its awards. I t wa s m a d e a l s o known that the state government had no means to pay the enhanced salary, since the projected expenditure of Rs. 375 crores was for employees under the New Pension Scheme. A comparative chart for the above two options is given in the table below: Items 1. Total Financial implication during 1st year of implementation 2. Impounding to GPF 3. Cash Payment 4. Whether it will appear in accounts of 2017-18? 5. Whether 15th Finance Commission will factor the expenditure on Pay Revision?
In this regard, it was proposed that the Revision of Pay and Pension may be implemented with effect from March 1 and paid from 2017-18 itself. This would enable the expenditure to be reflected in Finance Accounts of 2017-18 which would be considered by the 15th Finance Commission as the actual salary cost in its awards for the next five years. If not the Finance department was of the opinion that the State may not be in a position to implement (Cont’d on p-8)

NLSF launches ‘fair election’ campaign
DIMAPUR: Leading the way towards ensuring clean and fair elections in the state, the Nagaland Law Students’ Federation (NLSF) launched ‘fair election’ campaign on February 2 in the state capital, Kohima. According to NLSF, the campaign was officially launched by president, Nagaland Voluntary Consumers’ Organisation (NVCO) and convenor of ACAUT Nagaland(legal cell), Kezhokhoto Savi. Savi in his speech lauded the ‘timely mission’ of NLSF themed – “One man one Vote” saying conduct of fair election would promote the society and that every eligible citizen has the right to vote- ‘Birth Right’. He opined it was time every citizen realise that one’s vote decides the fate of five years and beyond. Equally important, he maintained, was to vote for the right candidate. Savi asserted that society need a people friendly legislator who can walk the talk especially in the fight against corruption. He also accused the state government of being reluctant in setting up Lokayukta in the state, which, once established, could be a deterrent to corrupt practices. On the prevailing state political scenario, Savi lamented the divisive politics, leadership crisis and selfishness of the present legislators. The speaker also
came down heavily against backdoor appointments, nepotism, delayed payment of salary for several months, favouritism, corruption, wrong diversion of public funds meant for development, etc. In his concluding remark, Savi urged upon the gathering to bring a corruptfree government through clean elections and the best opportunity to do that, he said, would be the forth coming state general assembly election. NLSF president, Imliben Lemtur said NLSF would conduct awareness campaigns for the conduct of ‘fair election’ starting from the grassroot- villagesin collaboration with village councils. Lemtur observed that election, especially the state general assembly election, was the root cause of corruption as candidates spent large sums for buying or selling votes, intimidation etc. Supply of liquor, church leaders’ involvement in campaign, booth capturing, proxy voting, government employees involves in campaign with government vehicles and community not allowing the citizens/voters to vote freely/fairly were some of the issues that need to be addressed, Lemtur stated. It may be mentioned that following the steps of NBCC, clean election campaigns have been launched in various parts of the state.

State deputy chief minister Gaikhangam who took part in the rally mocked the BJP saying that by fielding large number of candidates, the party cannot be treated as one of the major party in the state. “BJP might be popular in mainland states but it is a small party, even smaller than a regional political party here in the state of Manipur,” he said while declaring that Congress will come back to power with thumping majority. The second phase polling for 22 seats will be conducted on March 8. The 10 districts where the polling will go in the second phase include three in valley (Thoubal and newly created Kakching and Jiribam districts) and seven in hills (Ukhrul, Chandel, Senapati, Tamenglong, and newly created Kamjong, Tengoupal and Noney districts). TSF warns against building hotel on heritage property
I’ve voted for CPI, says Sharmila
IMPHAL, Mar 5: Manipur chief minister O Ibobi Singh has Sunday launched another verbal attack on Prime Minister Narendra Modi by calling him a ‘liar’. Addressing a Congress rally in Thoubal district, the chief minister said Narendra Modi had misled the nation and people of Uttar Pradesh by wrongly quoting a remark of AICC vice president Rahul Gandhi. “What a liar Prime Minister,” said Singh while alleging that Modi had tried to mislead the nation by intentionally misquoting Rahul’s remark on ‘pineapple juice’ of Manipur selling outside the country. In a recent BJP rally in the poll-bound Utter Pradesh, Narendra Modi has quoted Rahul saying that he was waiting for the day when packaged “coconut juice” from Manipur would sell in London. “Rahulji had said about the pineapple juice of the state. But Modiji had intentionally quoted him wrong-
Agartala, Mar 5 (Agencies): The Twipra Students Federation (TSF) has threatened to launch protest against the reported move of the Left Front government in Tripura to build a five-star hotel on a heritage land here. The TSF in a statement said here Sunday that the organisation took an exception over the report of the proposed plan of the government to go for private public partnership model to build the five star hotel in the royal property. Malancha Niwas, the rest house of Tripura’s royal family in Kujaban area, had been built by Manikya rulers in the 18th century. After accession in Indian union in 1949, most of the royal assets went to the possession of the state government. However, later successor of the royal family and former minister of Tripura Bibhu Kumari Devi filed a case against the state government for illegal
possession of some properties, including Malancha Niwas and water palace Neermahal. The court accepted the possession of the state government defeating the claim of the royal family. Subsequently, the state gover nment under took projects for development of Neermahal for tourism purpose and established a heritage park in the opposite side of Malancha Niwas, which replicated the miniature of Tripura inside the park. “Even though the land around the Malancha Niwas is under the possession of royal family, actual ownership lies with the state. There is a sentiment of the tribal people that the heritage house of Malancha Niwas symbolises the royal culture and they have been demanding to renovate the structure and made a tourism site respecting the kings,” said a state government official.
I M P H A L , M ar 5 (Agencies): Rights activist Irom Sharmila Chanu, who cast her vote in the first phase of the Manipur assembly election in Khurai constituency in Imphal East on Saturday, said she voted for the CPI. Khurai witnessed a three-cornered fight between sitting Congress MLA Ng Bijoy Singh, BJP’s L Susindro Meitei and CPI’s RK Amusana. “I cast my vote for the CPI candidate as a goodwill gesture to the Left Democratic Front Manipur, which supported me for contesting from Thoubal,” Sharmila told reporters. “It is only natural that I will help those who have helped me. I got strength to take on the chief minister from the front,” she added.
GUWAHATI, Mar 5 (Agencies): The Prabajan Virodhi Manch (PVM), an anti-migrant body, said the state government should not carry out any eviction drives in the city as many indigenous people are settled in many of the areas earmarked for eviction. The PVM said many of the indigenous people who have been “victims” of influx will have nowhere to go if they are evicted from the city. “The government should have completed eviction drives in Sipajhar, Palashbari, Mayong and other places where indigenous people are victims of large-scale encroachment by Bangladeshis,” PVM convener and senior advocate Upamanyu Hazarika said. All land under encroachment in rural areas should, instead, be cleared, Hazarika said, adding that any controversy arising out of the encroachment drives should not be used as an excuse to stop eviction in other places.

ly. It is very unfortunate that Prime Minister of such a large country is telling lie. It shameful,” Ibobi said. Not only this, the Prime Minister had talked about doing all things in 15 months which the Congress government was not able to do in its 15 years in power. “Do you think, people of Manipur are illiterates and know nothing,” he asked. “BJP’s dream to get votes by telling lie and making false promises will not be realized. Literacy rate of voters is very high. People of the state are well educated and they know who are telling lie and who are telling the truth,” Singh added. Continuing his attack, Singh said BJP not only bears the communal agenda but has also ignored both women and Muslims. Even though Muslims have sizeable voters in the state, BJP offered party ticket to only one which “shows that BJP is communal and neglected the interest of minority community,” Ibobi who is wresting for his fourth consecutive term as chief minister said.

India pained by killing of Indian-origin man
New Delhi, March 5 (IANS): External Affairs Minister Sushma Swaraj has expressed pain over the killing of an Indian-origin businessman killed in South Carolina in the US. “I am pained to hear about the killing of Harnish Patel, a US national of Indian origin in Lancaster, South Carolina,” Sushma Swaraj tweeted. “Our Consul has reached Lancaster and met the family of Patel,” she said. “My heartfelt condolences to the bereaved family.” Patel, 43, had closed his shop at 11.24 p.m. on Thursday. Just 10 minutes later, he was shot dead outside his home in Lancaster. Patel’s death came two days after President Donald Trump said the US condemned as “hate and evil” the killing of Indian Srinivas Kuchibhotla, who was shot dead at a pub on February 22 in Kansas by a white man who screamed, “Get out of my country”. Hours after a 39-year-old Sikh man in the US has been shot and wounded outside his home by a partially - masked gunman in United States, External Affairs Minister Sushma Swaraj on Sunday expressed her sorrow over the rising hate crime. O n Fr i d ay, D e e p Rai was shot outside his home in the city of Kent in Washington state by a gunman who shouted “go back to your own country”. According to the Seattle Times, a stranger approached the victim and
law enforcement agencies. “We’re early on in our investigation,” Thomas said.
US condemns attack on Sikh man
Harnish Patel shot at the Indian-origin man. “I am sorry to know about attack on Deep Rai a US national of Indian origin. I have spoken to Sardar Harpal Singh father of the victim,” Sushma Swaraj said in a tweet. “He (Harpal Singh) told me that his son (Deep Rai) had a bullet injury on his arm. He is out of danger and is recovering in a private hospital,” Swaraj said. Kent Police Chief Ken Thomas said while the Sikh man sustained “non lifethreatening injuries”, they are treating this as a “very serious incident”. Rai is able to talk, an Indian government official said. The official said the government was ready to offer all possible assistance to the wounded man. Authorities are investigating the shooting as a suspected hate crime, according to the Seattle Times. Consulate General of India in San Francisco is in touch with local authorities who are ascertaining the nature of the crime, the Indian official said. Ke n t p o l i c e h ave launched an investigation into the case and reached out to the FBI and other
The US embassy here on Sunday condemned the attack on a Sikh man who was injured in firing by a gunman in Washington. “Saddened by the shooting in Washington. Wishes for quick and full recovery. As @POTUS (President of the US) said, we condemn ‘hate and evil in all its forms’,” MaryKay Loss Carlson, Chargé d’Affaires at US Embassy, tweeted. The 39-year-old Sikh, who was hit in the arm, survived the Friday night attack, the third shooting of an Indian-origin man in the last 10 days. The victim, who has not been named, was working on his car in front of his house in Kent city of Washington state when the gunman described as white, opened fire at him, the police said.
Mamata condemns killings in US
West Bengal Chief Minister Mamata Banerjee on Sunday condemned the killing of two Indians in the US and urged New Delhi to take up the matter with Washington. “Two more shocking killings of Indians in the US. GOI (Government of India) must take this up with the US government on an urgent basis,” she tweeted.

national Deal with rape accused priest like criminal: Antony Kozhikode, March 5 (IANS): Senior Congress leader A.K. Antony on Sunday lashed out at the Catholic priest accused of rape, saying that he should be dealt with like a criminal. The priest, 49-year-old Robin Vadakkanchery, has been accused of raping a 17-year-old girl, who later delivered a baby. He has been arrested. The police have also booked five nuns, a male doctor, a woman in the case. “He has done a heinous crime and should be dealt with firmly. He need not be shown any sympathy because he is a priest. It’s shameful to say that he is a priest. He should be dealt the same way how a criminal will be dealt with,” said Antony while speaking to reporters here. “In cases like these, the religion or post or position of the accused should not be looked into,” he added. The case surfaced with the arrest of Vadakkanchery, a parish vicar near Kannur, earlier this week. He was caught on his way to the Kochi airport as he was allegedly trying to fly out of the country. The arrest was made following an anonymous call that a 17-year-old school girl gave birth and the Catholic Church authorities in Wayanad were doing their best to cover up the case. Following the arrest of Vadakkanchery, who also was the manager of the Church-backed school where the girl was a Class 11 student, the hospital authorities and the orphanage all run by the Catholic church came under the scanner.

J&K and Punjab sign accord on Shahpur-Kandi project
Ja mm u, M a rc h 5 (IANS): After four decades of differences, the state governments of Jammu and Kashmir and Punjab have signed an agreement on the construction of Shahpur-Kandi hydroelectric power project on Ravi river, an official said on Sunday. After its completion at an estimated cost of Rs 2,285 crore, the project would provide 20 per cent of its electricity generation to Jammu and Kashmir. In addition, the project
would provide irrigation for thousands of hectares of land in Kathua and Samba districts to helpbring barren lands under cultivation. “We will get 1,150 cusecs of water for irrigation of lands in Kathua and Samba districts,” a senior state government official told IANS here, who confirmed that the agreement on the project was signed on Saturday. The deal on the project was brokered between the two states by Union Water Resource Ministry after
intervention by the Prime Minister’s Office, sources said. Same sources said the intervention had become necessary as the construction of the project had remained in cold storage for four decades, following which people in both the states were suffering. The Jammu and Kashmir government had been insisting on a compensation of Rs 8,000 crore as estimated losses it had suffered due to construction of Ranjat Sagar Dam by the Punjab government.
seeking justice and the chief minister is shielding the gunehgaar (guilty)... What bigger blot can there be than this that in Uttar Pradesh when a buffalo goes missing, the government runs to find it. Meanwhile, BJP UP chief Keshav Prasad Maurya attacked Chief Minister Akhilesh Yadav, saying that if he cannot get his “favourite” minister Gayatri Prasad Prajapati arrested in the rape case, he should at least sack him. “If Chief Minister Akhilesh ji cannot ensure the arrest of his favourite minister Gayatri Prasad Prajapati, then he can sack him (Prajapati),” Maurya said in a tweet. Referring to March 11, the date when the UP assembly election results would be declared, Maurya said the BJP would put Prajapati behind bars after that. “We would arrest him (Prajapati) after March 11,” Maurya said.

Issue diverted
or over the first two weeks in February, the focus of the nation was on Nagaland where the apex Naga tribes were on warpath against the government for having “betrayed” their trust on deferment of ULB polls. The apex Naga tribe organisations were not against 33% women reservation per se but questioned the applicability of Part IX A in the light of the special constitutional provision given to Nagas through Article 371A.The genesis of the issue between the apex Naga tribes and a handful of NMA leaders began since 2006 after the then DAN-I government amended the Nagaland Municipal Act 2001 by inclusion of Art.243T with 33% women reservation. The DAN-I incorporated 33% women reservation in 2006 and but in 2012 voted against it. Then in 2016 it again voted for it. This vacillation or flip flop by the DAN government is a serious matter as it does no credit to the wisdom of those in power. The Municipal and Town council elections were due by 2009 but postponed indefinitely on the excuse that it would adversely affect the political negotiations. The women went to court and in 2011 the single bench judge dismissed the government cabinet’s contention and ordered polls be held with 33% women reservation. The government then passed a resolution on September 22,2012 that made the Part IX A of inoperative and then approached the principal court and a division bench. In response the Division Bench set aside the order of the single judge bench and restored the government notification. The women then took the matter with the Supreme Court and in April 5, 2016 the court accepted the Special Leave Petition(SLP) and in its order, kept aside the ruling of the division bench and restored the 2011 order of the single judge bench. It may be recalled, that the concept of 1/3rd reservation for women was birthed by the Rajiv Gandhi whose government passed the Panchayati Raj Act in 1992. This was followed by the actual bill for 33% women reservation in all elective bodiesmunicipal; legislative and parliament- introduced by the H.D.Deve Gowda government in 1996 and thereafter, the Bill lapsed and was reintroduced – in 1999, in 2002 and 2003. It was passed by the Rajya Sabha on March 9,2010 amid stiff resistance but is yet to be tabled in the Lok Sabha. In the aftermath of the tragic events beginning from January 31,2017 when two youths were killed in police firing and then the February 2, 2017 violence and arson in Kohima where around 24 offices were completely burned down; the focus against the government and those responsible for precipitating the issue appears have been side tracked. It may be recalled that the demands of the Joint Coordination Committee(JCC) and Nagaland Tribes Action Committee(NTAC) on February 1, 2017 was that T.R.Zeliang step down as chief minister along with other cabinet ministers and the NPF president in owning moral responsibility for the loss of lives etc. However, it appears that the NTAC and JCC have accepted that only the resignation of only T.R.Zeliang is fait accompli and that there is nothing more. While all of the February 1 demand have not been addressed, the two bodies have focussed on the immediate suspension of the then Police Commissioner and also DC Longleng. These are points that the two bodies need to address wisely since the Naga public are still waiting for credible explanations.
DailyDevotion Is He Really My Lord?
…so that I may finish my race with joy, and the ministry which I received from the Lord Jesus… —Acts 20:24 Joy comes from seeing the complete fulfillment of the specific purpose for which I was created and born again, not from successfully doing something of my own choosing. The joy our Lord experienced came from doing what the Father sent Him to do. And He says to us, “As the Father has sent Me, I also send you” (John 20:21). Have you received a ministry from the Lord? If so, you must be faithful to it— to consider your life valuable only for the purpose of fulfilling that ministry. Knowing that you have done what Jesus sent you to do, think how satisfying it will be to hear Him say to you, “Well done, good and faithful servant” (Matthew 25:21). We each have to find a niche in life, and spiritually we find it when we receive a ministry from the Lord. To do this we must have close fellowship with Jesus and must know Him as more than our personal Savior. And we must be willing to experience the full impact of Acts 9:16 — “I will show him how many things he must suffer for My name’s sake.” “Do you love Me?” Then, “Feed My sheep” (John 21:17). He is not offering us a choice of how we can serve Him; He is asking for absolute loyalty to His commission, a faithfulness to what we discern when we are in the closest possible fellowship with God. If you have received a ministry from the Lord Jesus, you will know that the need is not the same as the call— the need is the opportunity to exercise the call. The call is to be faithful to the ministry you received when you were in true fellowship with Him. This does not imply that there is a whole series of differing ministries marked out for you. It does mean that you must be sensitive to what God has called you to do, and this may sometimes require ignoring demands for service in other areas.

Junk GDP, adopt gross progress indicator
he GDP is growing. The rate has been differing with different agencies. All, however, remains, around 7 percent – plus minus 0.25 to 0.5 percent. The latest central statistical office (CSO) figure of 7 percent is within the range. It is better not to link it up with demonetization. The figures show an inherent strength of Indian economy on the one hand on the other raises certain questions about the concept of GDP itself. Possibly GDP is not the complete indicator though broadly it provides a path but does not exactly tells all about the bumpy road conditions. The data generation in India is largely considered credible. But the query can be whether GDP figure could have been better if demonetization was not there. Even the Economic Survey 2016 (ES) is not sure about the impact of demonetization but does not rule it out either. But the “eight interesting facts” mentioned in the ES tell a lot. It says annual work-related migration has doubled since 2011 to about 90 lakh people. This shows that despite MGNREGA,
people have to move out to look for jobs. The Labour Bureau stats also indicate fewer job creations than targeted. The credit rating of China to AA in 2010, despite fall in its growth shows international bias, ES says. India despite improvement in its indicators has remained unchanged at the lowest BBB-. The peak of the growth boost due to the demographic dividend is fast approaching with southern states peaking soon and the hinterland states peaking later. The weaknesses are weak targeting of social programs. Welfare spending suffers from misallocation, the districts with largest number of poor people suffer from the greatest shortfall of funds. The districts accounting for the poorest 40 percent receive 29 percent of the total funding. India, ES says, has “weak tax base”. There are only 7 taxpayers for every 100 voters ranking the country 13 among 18 democratic G 20 peers. It says property tax potential is also unexploited. This perception of the ES is incorrect. It only
speaks of income-tax. It should be noted that average income of Indians as per various reports, including the Arjun Sengpta panel, is extremely low. The inflationary situation from 2009 to 2014 had further eroded the income value. While calculating Shivaji tax base the indirect tax payment is not included. Indirect taxes –excise, customs, cess, profession tax, local levies, tolls etc - are approximately over 40 percent of one’s income. It is repeatedly said that even a beggar in this country pays at least 40 percent as taxes. It has thus a tax base of over 47 percent and not 7 percent as the ES stresses. The tax one pays on property registration is often over 20 percent of the base price. The ES arguments need correction. In many cases there are multiple taxes. Take the example of automobiles. Apart from various taxes, road tax, bulk parking charge levied at the time of sale a cess of 2 percent per litre is realized on the sale of petroleum fuel ostensibly for highway construction. But as one moves onto the highways
again hefty toll, said to be the highest in the world, is charged. Nobody has studied the impact of multiplicity of taxes on prices and inflation and growth. Besides, one also does not understand why when large chunk of Sarkar the road or kisan vikas cess remains unutilized, why one is made to pay the toll. In fact, it begins with capitation fee at nursery school admissions and continues till highest medical education. The GDP increases with every levy but that does not mean the country is progressing. The world over it has been observed that GDP growth does neither mean a comfortable situation nor progress of a nation and its people. This country also has possibly the world’s biggest illegal income system. It is just not by businesses. Many business houses are forced to do some of it by those people who the government employs to check it. Various trade associations unofficially state that small and medium business units’ profit is limited to the unpaid taxes. In hushed tones,

Emotional support is crucial for TB patients
(To mark International Women’s Day 2017, CNS presents an exclusive story of courage and inspiration, based upon an interview with TB survivor and activist Prabha Mahesh)
“I
c a n n eve r f o r get that day. It is etched in my mind forever. I came back from the laboratory totally devastated and in tears. I had never ever thought even in the wildest of my dreams that a person like me could contract TB. But that was what my reports confirmed. I was so distraught that I asked my younger sister to promise to take care of my then 1 year old baby daughter in case I died (which I thought I would)”, reminisced Prabha Mahesh, while narrating her traumatic brush with a disease that globally infects more than 10.4 million people and kills 1.8 million of them in a year. Prabha, who holds a Masters degree in Psychiatry and Social Work, was working as a superintendent in a government home for mentally challenged children in Mumbai when she was diagnosed with extra pulmonary TB (ETB) 17 years ago. It all began with a swelling in her neck, which she ignored for sometime. But slowly it became a huge lump. Her family physician initially put her on antibiotics but her condition did not improve. After undergoing various investigations, she was eventually diagnosed with ETB. “I had no clue about going to the public health setup. So I sought treatment in the private sector. Surviving through that 1 year period of medication was a trauma. The first shock was that I was told by my doctor that I had to stay away from my baby till I completed my treatment. Also there was no structured way for me to take observed doses of medicines (like it is in the public health system). I must have popped up some drug twice, and omitted another altogether at times, for all that I know. More than the disease, I dreaded the separation from my baby. TB deprived me of my motherhood for one whole year and shattered me mentally. The only drive that kept me going was my baby - I had
to live for her and hence complete my treatment. I am a strict vegetarian, but the doctor said I must consume eggs. It was a difficult fight within myself, but I ate them for the sake of my child. I did everything I was told to do to get cured just because of my baby” said Prabha to CNS (Citizen News Service). Discrimination and self stigma: Prabha feels that there was, and still is, a lot of stigma attached with TB. Her treating doctor himself advised her repeatedly to keep her disease a secret from her friends and colleagues. So she just kept quiet and did not tell anyone. But when she submitted a medical certificate for leave, her colleagues came to know that she was suffering from TB. Till then Prabha had thought that her co workers were fairly sensitized people. But it was not so for TB. “They started avoiding my company and would not have lunch with me. This segregation at my workplace made me so distraught that for a few days I did not eat my medicines”. But Prabha was one of the few fortunate women to have a lot of family support. “My husband, parents and siblings all stood by me throughout those difficult times. My husband was a great support. He would segregate my medicines and staple together the required dosage to be taken at a time, so that I did not over or under eat any medicine. Family support is very crucial, because then you can damn the world. If the family’s psychological support is not there, no amount of outside support can help. Adherence is the key word and it is the family who can take the patient to complete the treatment journey. I was a psychologist; yet none of my coping mechanisms worked. Just imagine the plight of those patients who have no treatment literacy and other support”, she said. For many years, even after being cured, Prabha did not share with others that she had suffered from TB. It was only about 12
years ago that she came out openly about her status. She credits this to a patient in a Mumbai slum whose remarks provoked her to share her story in an open forum. When she counselled Ramabai, who was interrupting her TB treatment all the time, on treatment adherence, she retorted: ‘It is so easy for you to counsel me. If only you had gone through all this yourself and had had a taste of the medicines I have to eat everyday, you would never give me all this advice’. Ramabai’s remarks really woke Prabha up. On an impulse she told Ramabai: “What if I told you that I too have suffered what you are suffering today?” She then promptly called a patients’ meeting where she openly declared her status of being a TB survivor. Now they identified her as one of them and she found herself in a better position to be able to mobilize groups of TB patients to do peer counselling. That was Prabha’s first baby step to overcome her own self stigma and there has been no looking back for her since then. Counselling and treatment literacy: TB has taught Prabha many things. For her, it is just not about having the disease or about taking medicines. It is also about treatment literacy and about dealing with the psycho-social issues that come with TB, especially in the case of women. “Men can get some kind of peer support at home, at their workplace, or in their social circle. But it is a different ballgame for women. Traditionally no one cares about what she eats (or not eat) at home. Nobody cares how important nutrition is for her, how important her mental well-being is to fight the disease and complete treatment. I have come across many women TB patients who have alcoholic husbands and insensitive family members who act as stumbling blocks in their treatment path.” Along with stigma and discrimination, treatment noncompliance remains a huge problem till today, and according to Prabha no amount of
technology (sending them voice mails, messages, etc) can substitute the human element - a person actually sitting down with the patient and offering psychological support. “If I could interrupt treatment for a couple of days, despite all the family support and education I had, what to talk of others. As a TB advocate, I try to provide emotional strength to the patients and their families. The role of counsellors should not be undermined in our programmes, even as we give more importance to data, research, and documentation. We also need more TB support groups comprising cured TB patients. There must be strong incentives for them to act as peer support to others.” “Today I am shocked that instead of giving me the confidence of dealing with my disease, my doctor kept on brainstorming me that I should keep my disease as private as possible. Also, despite having ETB, which is not infectious, he asked me to keep away from my daughter. She stayed with my parents for one long year. I suffered all this injustice because I did not have any proper knowledge about TB. Only if my doctor had counselled me properly, I would not have faced this mental trauma.” But Prabha has come a long way. Her daughter who is now 18 years of age, actually encouraged her to become a TB ambassador with the Inter national Union Against Tuberculosis and Lung Disease (The Union). “Now I talk openly about my past disease in open forums as a TB advocate. I am a master trainer for TB advocates. I do not have to rehearse or prepare a presentation as I speak from personal experience. I encourage cured TB patients to come to the forefront and get involved with the programmes meant for them. Who can better talk about their challenges than they themselves? We need to bring in more TB survivors as advocates.” Shobha Shukla, CNS (Citizen News Service)
they also say they have to shell out “doles” to various kinds of enforcers. India can be more robust if the travel can be seamless. It is not just hampered by each toll gate, where waiting time is 10 to 50 minutes, causing delays and wastage of fuel. Every state boundary calls for levying of an additional road tax and road barriers giving the impression one is entering from one enemy territory to another. In Europe (EU) one smoothly crosses nations. Apart there are police barriers almost everywhere adding to further delays and inconveniences. Of course, these also “add” to GDP as it is common knowledge money exchange hands. There are official beggars who would not stop without extorting. This also leads to higher prices and is virtually a direct tax on the consumer. Does it add to the progress? The Narendra Modi government initiated many processes to free the country of corruption. It has achieved a bit of it through measures like direct benefit transfer. But it has not changed the functioning of state police and other agencies, including property registra-
tion or tax authorities. Demonetisation many would vouch for had been windfall for many officials and some were caught too. Every district border is a potential point of extortion by the policemen for all commercial vehicles, including taxis, which are extorted even in NCR be it Gurgaon, Jhajjar in Haryana or places in UP, MP or Rajasthan. No truck can pass a state border without paying the gratification fee, for which “receipts” are also issued. Again for all this GDP may increase and so may be income disparity but as a nation little could be done to free it of the blatant illegal and unethical operations. Can any digitization stop the official extorters in various enforcement agencies? Yes, the country has the potential to move faster if these illicit barriers across the nation are removed. Stringent rules will not solve the problem. It adds to more illicit ways and higher gratification. The nation needs to discuss these issues threadbare at all fora and ensure real progress. It needs to do away with all barriers to create a new gross progress indicator (GPI) and junk the GDP.
From rice beer to mojito cocktails
I
t has not been long ago when Nagas used to go for war and bring the heads as trophy. I remember my grandfather narrating the story of the great battles and legacy of brave warriors which echoes across the field and household till today. Their fathers were mostly naked and ugly, they split bamboo in two and throw it up in the sky and take decisions according to how the split bamboo lands on ground. They worshipped the spirits and gave offerings, some of them even claimed to have practiced lycanthropy- a myth that some humans had the ability to transform into animals like wolf, lion, python etc. Now we pay bills through internet, make video calls across countries, watch movies on 3D glass and eat beautiful food- yes, beautiful food. The present generation has been fortunate enough to have lived in both 20th and 21st centuries. We can easily make out the difference of how the people have changed drastically and dramatically. The same guy who used to sing folk songs day and night in the 90s has now become the die hard fan of Yo Yo Honey Singh, from rice beer to mojito cocktails, from glorious head gear to Snapchat headband filters and from loin cloth to Zara clothings. Nagas have smartly caught up, more or less, with the rest of the world in the race of fashion, technology and music but we have left our brain somewhere in
between, we have skipped some era and jumped from rice beer directly to Mojito Cocktails. We only want to look and feel like western people but does not act like one. We’ve skipped hard work and made a short cut to “success”. The headhunting days are no more but our habit of toppling the head still exists. We want our house and clothes to be clean but dirty streets and dusty roads don’t bother us much. We bribe from office peon to God. We have missed a great deal of moral etiquettes, we have missed humanity and we have missed integrity. We have accustomed ourselves with such habits that taking money to vote even in College students’ election does not seem wrong, praying only for rich people by rolling on the floor like carpet itself feels holy, democracy has spoiled many of us and minorities are always wrong. We talk like Americans, we dress like Koreans but act like Apes. Change is good but if needed be, everything should changethat includes mentalityand not only our dress and lifestyle. We’ve always been spoon-feed by Indian taxpayers, we’ve been pampered with schemes and subsidiaries, we have lost the zeal to work hard with integrity. Let’s pause for a while and go back to where we have left our brain and carry it in our head as we run the race alongside the rest of the world. Atohoto Zhimo

Setting the right example Sir,
Going through the newspaper this morning, I came across the discipline being set by the chief minister of Nagaland. It is certainly appreciable that he has taken the trouble to bring the much needed discipline in the secretariat. In this instance, the officials also need to pull their socks up. Let us hope that with the new timing set by the chief minister, the public will be able to meet the concerned official for important work in the secretariat. In the past, public had to wait for hours on end just to be told that a particular officer was on leave or would not come in on that day. Secretariat complex is far off from Kohima town area and it is an ordeal for ordinary folks to even reach the secretariat. Thank you Mr. Chief Minister for setting the right example and hoping that corruption would also be checked. Rupono K Lotha, Jail Colony Kohima

Thousands throng Modi’s road show in Varanasi
PM Narendra Modi waving to supporters during his road shows at Varanasi.
Varanasi, March 5 (IANS): Prime Minister Narendra Modi on Sunday resumed the second leg of his mega road show in this Uttar Pradesh city with large crowds of supporters and BJP workers thronging the streets. The Prime Minister first flew from the airport to the Police Lines in a special Indian Air Force chopper. A number of local Bharatiya Janata Party (BJP) leaders greeted Modi at the helipad and presented him bouquets. He then made his way in a bullet-proof car in a convoy to the Pandeypur area, from where the road show commenced. T h e f ive - k m r o a d
show began at Pandeypur Square and wound its way through Chaukaghat, Teliabagh, Maldahiya and Patel Chowk to culminate at the Mahatma Gandhi Kashi Vidyapith. Thousands of supporters thronged the route along which Modi went. Carrying BJP flags and shouting ‘Jai Shri Ram’ and ‘Har Har Modi, Ghar Ghar Modi’, they waved at Modi, who acknowledged their greetings and waved back at them. Modi was later scheduled to go to Diesel Locomotive Works, which is popularly called DLW, late evening where he is to
engage in a discussion with select 5,000 intellectuals of the city. He will spend the night in Varanasi and on Monday, go to Gadwa Ghat Ashram and Ramnagar to visit the house of late Prime Minister Lal Bahadur Shastri. Modi will fly off in a special IAF chopper to Rohaniya where he will address a public rally before returning to New Delhi late Monday evening. Polling in Varanasi, which is also Modi’s parliamentary constituency, and some surrounding districts will be held in the seventh and last phase of the Uttar Pradesh assembly elections on March 8.

Human sacrifice case in JK saw three-fold increase Magadi: police arrest four in rioting in 2016: Police data
Bengaluru, MAR 5 (AGENCIES): The Ramanagar district police moved swiftly to crack the case of a 10-year-old girl who was killed as part of “human sacrifice” ritual by her own relatives, including two women and a juvenile boy. The accused kidnapped and killed the girl to cure her uncle who was suffering from paralytic stroke, police said. The accused have been identified as Mohammed Wasil, (42), who is a secretary of a local mosque and another uncle of the victim. The others includes Rasheedunissa (38), Naseem Taj, (33) and a juvenile, who is also related to the victim. The accused have been taken into custody. According to the police, the accused Wasil’s younger brother Mohammed Rafiq had a paralytic attack in the first week of February this year. Wasil consulted Naseem Taj from Goripalya, who allegedly practiced black magic. Naseem advised Wasil that Rafiq had been “gripped by evil spirits” and paralysed, and to get rid of this, he had to sacrifice a minor girl within 40 days. Following her advice, Wasil zeroed in on Ayesha, who stayed in the neighbourhood. He took a picture of
the girl and sent it to Naseem for her approval. On March 1, when Ayesha was returning from her father’s shop, Wasil and the boy kidnapped Ayesha and took her away, after gagging her mouth with plastic and a piece of cloth, said police. “The accused took her to a dargah on Hosahalli road and slit her throat after performing a ritual,” said Ramanagar SP Ramesh Bannoth. The accused later stuffed the body in a gunny bag and dumped her a short distance away. Wasil returned home, but by then, the family of Ayesha began to search for her . He joined the search and even accompanied the family to the police station to file a complaint. “Wasil even prayed for the girl’s safe return and helped to make an announcement about the missing of Ayesha at the nearby mosque, said Reshma Taj, Ayesha’s aunt. However on Friday, when passers-by discovered the girl’s body, the Magadi road police began to investigate and came to know that the accused juvenile was the last person seen with Ayesha. The police picked up the accused, which led to the arrest of Wasil and the others, a senior police officer said .
S r i nag a r , M AR 5 (AGENCIES): Jammu and Kashmir saw a three-fold increase in cases of rioting and a substantial rise in arson cases in 2016 which also witnessed five-month-long unrest after killing of terrorist Burhaan Wani, official data showed. According to data of crime branch of state police, Jammu and Kashmir has witnessed as many as 3,404 cases of rioting in 2016 as compared to 1,157 such cases in 2015, an increase of 2,247. Similarly, police registered as many as 267 cases of arson in 2016 as compared to 147 such cases in 2015, thereby showing an increase of 120 during the period, it said. Crime branch officials point towards this increase because of the 2016 unrest in Kashmir Valley for five months following killing of Hizbul Mujahideen militant commander Wani in July. There has also been an increase of 143 cases of attempt to murder from 2015 to 2016. As many as 573 cases of attempt to murder have been registered in 2016 as compared to 430 such cases in 2015. There has also been a marginal increase in murder cases. As many as

The year 2016 also saw an increase in cases under Unlawful Activities Act. While 146 cases were registered under the Act in 2016, only 44 were registered in 2015 showing an increase of 102. The figures have further revealed increase in cases under Arms and Explosives Acts in 2016 as compared to 2015. While 180 cases

cent. “Overall, it does appear that the probability of a below-normal monsoon year in 2017 is higher than the probability of an above-normal year. However, the exact impact (on rains and food production) will depend on several other factors as well,” Nomura India Chief Economist Sonal Varma said in a research note. El Nino is a weather condition, which has a major impact on the Indian monsoon season. A normal monsoon is vital for the country’s farming sector as a significant portion of the country’s agricultural land is rainfed.

New Delhi, MAR 5 (AGENCIES): Probability of an El Nino formation in 2017 has led to some worries about India’s monsoon season, but exact impact on rains and crop production will not be solely dependent on this event, says a Nomura report. According to the Australian Bureau of Meteorology (ABM), the likelihood of an El Nino forming in 2017 has risen. Six (out of eight) models surveyed by ABM suggest that El Nino thresholds may be reached by July 2017. It places the probability of El Nino forming in 2017 at around 50 per

The latest order will ease this issue a bit as delay in promotion is one of the biggest grievance amongst these personnel working in some of the harshest and difficult borders, violence and threat-prone areas,” he said.

The decision is being seen as a major development to ease backlog in promotions in the lower ranks of the three forces that had been stuck since 2012. These frontier forces had petitioned the government in 2013 requesting for upgradation of one constable post in each section (comprising 10-12 personnel) of a battalion to the next level of head constable or havildar rank. ance is far from reality. He said that there is difference between the quantum of price rise of commodities ascertained by the labour bureau and the ministry of agriculture. CPI-IW is an imaginary number due to poor quality of data collection by labour bureau and it is far from reality, he claimed. The average CPI-IW to be taken into account for raising DA is 4.95 per cent from January 1 to December 31, 2017. Since the government has already hiked the dearness allowance by 2 per cent in October last year from July 1, 2016, it will now raise it further by 2 per cent. As per an agreed upon formula, the Centre hikes the allowance taking 12-month average of retail inflation. The government does not consider the price rise rate beyond a decimal point for deciding the rate of the dearness allowance.

While echoing the apprehensions that the Supreme Court could issue adverse judgment on the supremacy of Article 371A vis-à-vis Article 243T in response to the Special Leave Petition (SLP) filed by the Naga Mothers Association; several practising advocates have also voiced apprehension that Article 371A could become a casualty if the Modi government prepares to bring about a Uniform Civil Code (UCC) throughout India.

The prime property has a built-up area of over 17,000 sq ft and is located in the plush Vile Parle area near the domestic terminal. Similarly, the reserve price of Kingfisher Villa, the plush property situated at Condolim in north Goa is set at Rs. 73 crore, which is around 10 per cent down than the second auction held last December. In the December auction, the price of the seafacing property was set at Rs. 81 crore. It was put under the hammer for the first time last October with a reserve price of Rs. 85.29 crore. The Villa was once used by Mallya to host lavish parties. SBICAPS Trustee is auctioning the properties on behalf of the lenders. Mallya has been declared a wilful defaulter and is wanted by Indian authorities for default in payment of loans related to Kingfisher Airlines that was grounded in 2012.

Mumbai, Mar 5 (PTI): Kingfisher Airlines’ two prime assets, Kingfisher House in the city and Kingfisher Villa in Goa, will be auctioned tomorrow by banks to recover their loans to the long-defunct airline started by defaulter businessman Vijay Mallya. While Kingfisher House will be put under the hammer for the fourth time after three failed attempts, Kingfisher Villa is being put on sale for the third time. The reserve prices for both the properties owned by Mallya have been lowered after the earlier attempts of the 17-lender consortium failed to attract bidders. The SBI-led consortium has reduced the reserve price of the erstwhile headquarters of the grounded airline, Kingfisher House, by 10 per cent to Rs. 103.50 crore as compared to that of Rs. 115 crore for the previous auction held last December. In the first auction of Kingfisher House last March, the reserve price was set at Rs. 150 crore but was lowered to Rs. 135 crore

NEW DELHI, Mar 5 (PTI): The Centre is likely to announce a hike of 2-4 per cent in dearness allowance for its about 50 lakh employees and 58 lakh pensioners later this month. Dearness allowance and dearness relief are provided to employees and pensioners to neutralise the impact of inflation on their earnings. The labour unions, however, are not happy with the proposed hike saying it would not be able to offset the real impact of price rise. “The dearness allowance as per the agreed formula by the Centre works out to be 2 per cent which would be effected from January 1, 2017,” Confederation of Central Government Employees’ president K K N Kutty told PTI. However, Kutty expressed dissatisfaction over such a “meagre” hike saying that the consumer price index for industrial workers (CPI-IW) which is an agreed benchmark for increasing dearness allow-

NEW DELHI, MAR 5 (NPN): In a significant move, the all-powerful Goods and Services Tax (GST) Council may set up a quasi-judicial authority or rope in an existing body to protect consumers from profiteering by business entities under the Goods and Services Tax (GST) regime. The model draft GST law, which was unveiled in November 2016, had proposed an anti-profiteering mechanism to ensure benefit of lower taxes is shared with consumers. A senior finance ministry official said GST being “one- nation-one-tax” would lead to doing away with current system of taxon-tax and any reduction in tax rate will have to be passed down to consumer. On Saturday, GST council during its meeting held under the chairmanship of Union Minister for Finance & Corporate Affairs, Arun Jaitley approved the draft
Central GST and draft InterState GST bill as vetted by the Union Law Ministry. This had cleared the deck for the Central government to take the two Bills to the Parliament for their passage in the ongoing Budget Session. Some of the main features of the two Bills, as finalized by the GST Council, are as follows: i. A State-wise single registration for a taxpayer for filing returns, paying taxes, and to fulfil other compliance requirements. Most of the compliance requirements would be fulfilled online, thus leaving very little room for physical interface between the taxpayer and the tax official. ii. A taxpayer has to file one single return state-wise to report all his supplies, whether made within or outside the State or exported out of the country and pay the applicable taxes on them. Such taxes can be Central Goods and Services Tax (CGST), State Goods

Iran rejects US human rights report Tehran, Mar 5 (IANS): Iran’s Foreign Ministry on Saturday dismissed the recent US State Department annual report over human rights situation in the Islamic republic, Tasnim news agency reported. “Due to its awful and dark human rights record, either inside that country or at the international level, the US government is in no position to comment on the status of human rights in other countries,” Xinhua news agency quoted the Foreign Ministry Spokesman Bahram Qasemi as saying. Qasemi said that no international organisation or law has authorised the US government to judge the status of human rights
around the world one-sidedly and with political motivations. Friday review of human rights by the US State Department on Iran alleged that there have been “severe restrictions on civil liberties” including freedoms of speech, gatherings, religion and press in the Islamic republic in 2016. The review chided the Iranian government for reportedly committing arbitrary or unlawful killings, “including, most commonly, by execution after arrest and trial without due process”. Iranian Deputy Foreign Minister Abbas Araqchi said on Thursday that some Western states use the human rights issue as a tool for their political ends.

Kent police are looking for the gunman. Kent Police Chief Ken Thomas said while the Sikh man sustained “non lifethreatening injuries”, they are treating this as a “very serious incident”.
Trump may sign updated travel ban today
Donald Trump
Washington, Mar 5 (IANS): US President Donald Trump may sign an updated executive order banning travel from certain Middle Eastern and African countries early next week, possibly as soon as Monday, an administration
official told CNN. Trump was scheduled to sign the order last week but pushed it back after his joint address to Congress on February 28 received overwhelmingly positive reviews. Sources told CNN on Saturday that Secretary of State Rex Tillerson, Secretary of Defence James Mattis and National Security Adviser H.R. McMaster have all advocated for Iraq to be removed from the administration’s list of banned countries in the new executive order for diplomatic reasons, including Iraq’s role in fighting the Islamic State (IS) terror group. Homeland Security Secretary James Kelly also
supported the move, but it remains unclear whether the White House has made a final decision on the issue. The news of the pending announcement came as lawyers for the Justice Department stated in a court filing this week that the President plans to formally “rescind” the old travel ban and replace it with “a new, substantially revised” executive order. The sources said they expected that the President will revoke the original travel ban despite repeated statements from White House press secretary Sean Spicer that the new executive order would co-exist with the old one on a “dual track”.
In this February 25, 2017 file photo, displaced Somali girls stand in a queue to receive food handouts at a feeding center in a camp in Mogadishu, Somalia.
MOGADISHU, Mar 5 (Agencies): Somalia’s prime minister announced Saturday that 110 people have died from hunger in the past 48 hours in a single region as a severe drought threatens millions of people across the country. It was the first death toll announced by Somalia’s government since it declared the drought a national disaster on Tuesday. The United Nations estimates that 5 million people in this Horn of Africa nation need aid, amid warnings of a full-blown famine. Prime Minister Hassan Ali Khaire spoke during a meeting with the Somali National Drought Committee. The death toll he announced is from the Bay region in the southwest part of the coun-
try alone. Somalia was one of four regions singled out by the U.N. secretary-general last month in a $4.4 billion aid appeal to avert catastrophic hunger and famine, along with northeast Nigeria, South Sudan and Yemen. All are connected by a thread of violent conflict, the U.N. chief said. The U.N. humanitarian coordinator, Stephen O’Brien, was expected to visit Somalia in the next few days. Thousands have been streaming into Somalia’s capital, Mogadishu, in search of food aid, overwhelming local and international aid agencies. Over 7,000 internally displaced people checked into one feeding center recently. The drought is the first
crisis for Somalia’s newly elected Somali-American leader, President Mohamed Abdullahi Mohamed. Previous droughts and a quarter-century of conflict, including ongoing attacks by extremist group al-Shabab, have left the country fragile. Mohamed has appealed to the international community and Somalia’s diaspora of 2 million people for help. About 363,000 acutely malnourished children in Somalia “need urgent treatment and nutrition support, including 71,000 who are severely malnourished,” the U.S. Agency for International Development’s Famine Early Warning Systems Network has warned. Because of a lack of clean water in many areas, there is the additional threat of cholera and other diseases, U.N. experts say. Some deaths from cholera already have been reported. The government has said the widespread hunger “makes people vulnerable to exploitation, human rights abuses and to criminal and terrorist networks.” The U.N. humanitarian appeal for 2017 for Somalia is $864 million to provide assistance to 3.9 million people. But the U.N. World Food Program recently requested an additional $26 million plan to respond to the drought.

continue efforts to increase linkages with the island, which have included rising cross-strait investment, daily direct flights and increased tourism between the two territories. “People on both sides of the Taiwan Strait should keep in mind the greater interests of the nation”, and work towards the “reunification of China”. Such calls have riled Beijing, and Li shut down any hope of Hong Kong independence. “The notion of Hong Kong independence will lead nowhere,” he said.

The Sikh man, identified as US national Deep Rai, was working on his vehicle outside his home in Kent, Washington, on Friday when he was approached by a stranger, who walked up to his home’s driveway. Kent police said an argument broke out between the two men, with Rai saying the suspect made statements like “go back to your own country”. The unidentified man then shot him in the arm. ine-goers of present times always desire to taste films that are distinct from the typical ones. Although there are numerous films lined up for release in the coming days, yet there is a flick which would set up a new trend in the entire North-eastern region. Directed by Rupak Gogoi, Gangs of Northeast is an upcoming Indian romantic action thriller movie which is going to hit the theatres by the end of April, 2017. Co-produced by Sanjive Narain and Kenny Lyngdoh under the banner of AM Television and Tunein Infotainment, this film has already created buzz with its amazing trailer and eye-catchy posters. This is for the first time a film has been made in Hindi and Khasi language. It is clear from the teaser promo that the film has been built in a unique mode with a smart cinematic look. The film stars Miss International India fame model Rewati Chetri, popular actors Vivek Bora, Udayan Duwara and Fairypriya Ahmed in lead roles. The supportive cast includes Albert Mawrie, Manimala Das, Pradhan
Dueri, Chiranjeeb Dutta, Robindra Rajkumar, Emsalon Jana Nongbet, Anna Taying and Florence Handique. Along with its bracing new look, the film amalgamates some colourful and lethal action sequences designed by Pradhan Dueri. Shot in some magnificent locations, the film unites the sentiments and lifestyle of Northeast India. The story of the film revolves around the life of a teenage girl and her single mother in the majestic land of Shillong, and how everything changes when fate has got something else for them, reconnecting their past. The script has been penned by Avishka Phukan. Papu Deka is the director of photography while Ratan Sil Sarma is the editor. The film comprises of several artistes and technicians, young independent spirits, hailing from Assam, Meghalaya, Arunachal Pradesh, Manipur and Nagaland. The songs are being choreographed by Deepak Dey. The playback singing is being done by Zubeen Garg, Kabirruddin, Sapna Pathak, Anisha Lalu and Saint Dominic Kayer. In a close encounter with the director Rupak Gogoi, he states the Gangs of Northeast is the first movie that represents the entire Northeastern India. A melting pot for talents of the Northeast, he feels that this film is the first ever attempt to expand the radius of exhibition from only a few districts of Brahmaputra valley to the entire Northeastern region. He believes that the new-age audience will have a whale of a time with the fresh teenage romance in the backdrop of an action drama, which will be portrayed by the very talented Femina Miss India finalist Rewati Chetri along with chocolate boy Vivek Bora. He also added that Fairypriya Ahmed has delivered a powerful performance in the movie. Other key factors of this movie are the superb cinematography by Papu Deka, Pradhan Deuri’s stunning raw action along with an engaging screenplay by Avishka Phukan.
he first teaser trailer for Deadpool 2 has been released. Preparations for the sequel to last year’s hugelysuccessful Marvel Comics adaptation are currently underway, with Ryan Reynolds set to reprise his role as the titular anti-hero. The first glimpse of the new film – tentatively titled Deadpool 2 – has emerged in a new teaser trailer, which has been debuting in cinemas worldwide this weekend before screenings of the X-Men spin-off Logan. Shot by Deadpool 2 director David Leitch, the teaser has also now been released on Reynolds’ YouTube page. Entitled ‘No Good Deed’, the clip sees Deadpool – who, as Wade Wilson, is seen at the start of the short film listening to John Parr’s ‘St. Elmo Fire’ – responding to a street robbery in his usual, meta way. There’s also a cameo
from former Marvel President Stan Lee. The trailer itself doesn’t give away many clues on when fans can expect the sequel, with the final message reading: ‘Deadpool… coming … not soon enough’. With filming set to begin in Canada in the next couple of months, major roles in Deadpool 2 are currently the hot topic of speculation amongst fans and the film press. The latest link has seen Stranger Things actor David Harbour touted for the role of Cable in the new film – a character previously linked to both Pierce Brosnan and Russell Crowe.

Russian boxer Povetkin suspended for doping
Saina ready for All England C’ship
MEXICO CITY, Mar 5 (Agencies): Russian boxer Alexander Povetkin has been suspended indefinitely by the World Boxing Council and fined $250,000 for doping, the WBC said. Povetkin tested positive for the banned substance meldonium last year, just before he was due to face WBC heavyweight champion Deontay Wilder in a May 21 title fight in Moscow. The WBC initially cleared him last August, saying there was insufficient evidence he had used the performance-enhancing drug after it was banned by the World Anti-Doping Agency on January 1, 2016. However, Povetkin again tested positive for a banned substance in December -- this time ostarine, an anabolic steroid-like drug.
Pitch conditions mar Chennai City’s home matches Kolkata , M a r 5 (IANS): Just when things looked good for I-League debutants Chennai City FC who recently cleared the decks for keeping their home base at the Jawaharlal Nehru Stadium, the worsening pitch conditions have again brought the issue back into the limelight. Some of the visiting c l u b s h ave r e p o r t e d ly expressed concern over the underfoot conditions which have become uneven due to the fact that two to four local league matches are being played at the venue everyday apart from the I-League games. “I would not say the conditions are worse but, yes, it’s not great,” Chennai City FC General Secretary Vikram Murali told IANS when quizzed about the development. “There are local league matches, both senior and first division, going on at the same venue and Chennai City FC are playing there as well. Ever yone shone, everyone played at the top of their game and when that happens you’re able to score five goals and maybe we could have got more,” Luis Enrique told reporters.
“The PSG game will be nothing like today’s as the teams are so different but confidence is everything. It looks like a lost cause but if we do things well who knows what could happen? We’re going to keep trying until the last minute.” Barca top the La Liga standings on 60 points, one ahead of Real, while thirdplaced Sevilla, on 55, visit Alaves on Monday. Real Madrid overcame the absence of Gareth Bale and Cristiano Ronaldo to romp to victory at Eibar, recording their biggest win since beating Real Sociedad 3-0 in January, lifting their confidence after dropping five points in three games. Karim Benzema was the focal point in Real’s attack without the suspended Bale and injured Ronaldo and fired the visitors ahead in the 14th minute, following up his own shot on the rebound, before stretching their advantage in the 25th. Ja m e s Ro d r i g u e z provided the cross for Benzema’s second goal and the Frenchman returned the favour for his Colombian team mate to net his first league goal since September in the 29th minute. The Hyderabadi, who was still in the process of strengthening her knee, then notched up a stunning title win at the Malaysia Masters Grand Prix Gold to begin the season on a positive note. Saina then decided to skip the Syed Modi Grand Prix Gold in Lucknow, saying she needed more time to be fully fit ahead of the Super Series events which start with the All England at Birmingham on March 7. Rubbishing reports that he was removed after falling out with AIFF, Bhutia said, “I don’t know about being removed. My tenure got over at their last AGM. The advisor’s tenure lasts till the AGM. (1/75 in 41 overs) While Ashwin bowled a tight line and beat the bat on occasions, it was Jadeja, who looked like the most lethal among Indian bowlers. To their credit, the Australians gave a better account of themselves on a two-paced pitch. Jadeja was using the rough created on both sides of the stumps more effectively but Kohli’s decision was baffling as he even gave Karun Nair an over in the end. It was perhaps one of the most intense and intriguing days of Test cricket in the current home season where the batting team managed a total of 197 runs off 90 overs in a single day’s play. Muslim swimmers allowed to race Querrey shocks Nadal to lift ATP Acapulco title wearing ‘burkinis’ in England
LONDON, Mar 5 (PTI): Muslim women swimmers have won the right to race in loose-fitting full body outfits or ‘burkinis’ while taking part in amateur swimming competitions in England. On a request from the Muslim Women’s Sport Foundation, the Amateur Swimming Association (ASA) has relaxed its swimsuit regulations to allow women to wear loosefitting full body outfits. Until now, full body suits like those worn by O ly m p i a n s h ave b e e n banned, as they help streamline the shape of the body and have performanceenhancing characteristics. The new guidance, which will only apply to
amateur competitions in England, states that competitors will not be allowed to wear any suit that a competition referee believes will increase performance, The Telegraph reported. Photographs published by the gover ning body suggested that loose-fitting outfits would be permissible, while specifically excluding body suits similar to those worn by elite competitors. “Swimmers wishing to swim in such a suit shall present the suit to the event referee for inspection prior to their swim,” the guidance states. “Once the referee has been informed of a swimmer wishing to wear a suit, as described above, there is no requirement for

Renshaw, in particular, was a revelation during his 196-ball stay. He showed solid defensive technique and hit five fours and a six off Jadeja before being stumped. Marsh, however, got an able ally in Matthew Wade (25 batting). The duo added 57 runs for the sixth wicket during which they got past India’s first innings total. CHANDIGARH, Mar 5 (PTI): Haryana sports minister Anil Vij on Sunday rejected Sakshi Malik’s claim that the state government was yet to honour its “promises” made to her for winning an Olympics bronze medal. The minister alleged that some people might have “prevailed upon” her to tweet in which she raised questions about the Har yana gover nment’s commitment towards fulfilling its promises. “We gave a cheque of Rs 2.5 crore the day she landed in India (after the Olympics event),” Vij said on Sunday. “Regarding the issue of job, she had a unique demand. She had sought job at Maharishi Dayanand U n ive r s i t y ( M D U ) i n Rohtak. But it takes time to complete the whole process. We have taken all the approval and MDU has also framed rules and she will be appointed Director Sports at MDU,” the minister said. The minister also said the athlete would be given an appointment letter within 3-4 days and added that she knows it very well. With regard to the issue related to rewarding her coach, the minister said that the state government had asked the Olympics bronze medallist wrestler to give a name of one coach for giving him the reward. “She had given names of 3-4 coaches from whom she got training. But we asked her give us one name with affidavit and we will give him the award. But that has not been given yet. We cannot give award to all the coaches,” Vij asserted.

Bengaluru, Mar 5 (PTI): Australian batsmen showed commendable application to claim the upper-hand against India with a vital 48-run first innings lead after reaching 237 for six on an engaging second day of the second cricket Test here. Yo u n g o p e n e r Matt Renshaw (60) and experienced Shaun Marsh (66) battled hard against the Indian spinners. Their fighting half-centuries consolidated Australia’s position in the match but Virat Kohli’s captaincy left a lot to be desired. Bhopal, Mar 5 (IANS): Skipper Rani Rampal scored a brace as the Indian women’s hockey team beat Belarus 3-1 in the third match to clinch the five-Test series here on Sunday. Forward Rampal scored two successive field goals in the 35th and 39th minute after Belarus were put in the lead by Ryta Batura, who scored in the 24th minute. Deepika scored India’s third goal in the 42nd minute to make 3-1 lead while the defenders kept the visitors from scoring in the final quarter to ensure a win. India won the first and the second games 5-1 and 2-1 respectively. The fourth match will take place on Monday.
good as a 175-run lead on this track, which would make it even more difficult for the Indian batsmen, already under pressure after three poor innings of under 200 runs. Unlike India, Australia had some good partnerships including a 52-run opening s t a n d b e t we e n D av i d Warner (33) and Renshaw after which the former was bowled by a classical offbreak from Ashwin. Skipper Steve Smith (8), for a change, was dismissed cheaply with Wriddhiman Saha taking a fantastic catch off Jadeja’s bowling. But the partnership that turned out to be crucial was the one between Renshaw and Marsh senior which yielded 52 runs. The duo came together

Chris Bostock, chairman of the ASA sport governing board, termed the move as a “very positive step forward” for competitive swimming in England and one that he hoped would encourage many more people to take part. “We want everyone to be able to reach their potential. ACAPULCO, Mar 5 (Agencies): Unseeded American Sam Querrey stunned second-seeded Rafael Nadal 6-3, 7-6 (7/3) on Saturday to win the ATP Mexico Open and end the Spaniard’s run of perfection in Acapulco. Querrey, ranked 40th in the world, fired 19 aces en route to his first career victory over Nadal in five meetings. The Spaniard, winner in Acapulco in 2005 and 2013, had never even lost a set in Acapulco. Querrey captured his ninth ATP title in an impressive week that saw him beat four top-10 players -- Belgian David Goffin, Austrian Dominic Thiem, Australian Nick Kyrgios and sixth-ranked Nadal. He’s projec ted to
return to the top 30 in the world rankings on Monday. Nadal, playing his first tournament since falling to Roger Federer in five sets in the Australian Open final, was denied his first hard court title since Doha in 2014. Murray claims 45th career title in Dubai Clinical Kane downs Toffees; Liverpool win
Andy Murray lifts the Dubai Duty Free championships trophy after his straight sets victory.
DUBAI, Mar 5 ( Ag e n ci e s ) : A n d y Murray clinched his first title of 2017 and 45th of his career as he dominated Spain’s Fernando Verdasco 6-3, 6-2 to win the Dubai Tennis Championships on Saturday. World number one Murray claimed the trophy in the emirate for the first time after losing the final
five years ago to Roger Federer. The Scot finished the job in just 73 minutes on the first of three match points, an untouchable service winner. “It’s obviously nice to finally win here,” said the top seed. “It feels great to take the trophy for the first time. “I played a good match
today. I had a bit of a slow start, but we’ve had a lot of late nights this week. But once I got going, I was moving well and finished strong.” Murray improved his record over 35th-ranked left-hander Verdasco to 13 wins and just one loss. He was playing in his second final of 2017 after losing to Novak Djokovic in nearby Doha during the opening week of the season in January. The first three games of the contest featured breaks of serve before Murray steadied, breaking for 5-3 and taking the opening set. In the second, Murray earned a 2-1 lead as he eased to victory. Murray now makes the long flight halfway around the world to Los Angeles to prepare for the start of the Indian Wells Masters. His win on Saturday allowed Murray to become the first British champion in the 25-year history of the Dubai tournament. He was playing in his seventh final in his last eight tournaments and 14th final in his last 16 events.
Lo n d o n, M a r 5 (Agencies): A brace from Harry Kane earned Tottenham Hotspur a deser ved 3-2 win over Everton at White Hart Lane. The striker struck once in each half as Mauricio Pochettino’s men continued their recent excellent run of form with an impressive victory against an in-form Toffees side. The 23-year-old continued his red-hot form since the turn of the year, bagging his 13th and 14th goals in his last games and now sits atop the goalscoring charts in the Premier League on his own, on 19 goals. The England hitman put the hosts ahead on 20 minutes when he fired home a stunning 25-yard strike which gave Joel Robles no chance. V i c t o r Wa n y a m a almost doubled the north London side’s advantage minutes later but his header came crashing back off the woodwork. Spurs eventually went two clear on 55 minutes when Dele Alli took advantage of
Morgan Schneiderlin’s indecision on the ball to feed Kane who stroked his second past Robles. Romelu Lukaku gave the visitors hope with 10 minutes on the clock when he slotted home past Hugo Lloris. A helter-skelter finish saw the game go from end to end but Spurs looked to have sealed it in stoppage time when Alli poked home Harry Winks’ free-kick. However, with seconds remaining Ross Barkley’s pass found Enner Valencia and the forward beat Lloris to halve the deficit. But it was too little, too late for Everton and Spurs are now just seven points behind Chelsea in second place in the table although the latter play West Ham on Monday evening. Everton meanwhile, stay in seventh position. Meanwhile, Liverpool put their disappointing defeat at Leicester on Monday behind them to move up to third place in the Premier League with a 3-1 home win over Arsenal, who dropped to fifth. a dominant first-half performance to take total control by the break thanks to goals from Roberto Firmino and Sadio Mane. Sanchez came on at the break and Arsenal pulled a goal back through Welbeck, but Georginio Wijnaldum
