KOHIMA, MAR 4 (NPN): Following the controversy over the proposed site for the upcoming Medical College Mon (MCM), minister in-charge of Mon district P Paiwang Konyak has convened a meeting of Konyak legislators at Dimapur meeting on March 11. Informing this to Nagaland Post, the minister said the meeting was called to deliberate and try to resolve the land issue. Asserting that it was the desire of the legislators to resolve the land issue amicably without any delay, he however cautioned that if the issue remained unresolved, then the meeting would deliberate on alternate arrangements. Till such time he appealed to all section of society, individuals and groups not to flare up the issue until the matter was resolved.

JCPI consultative meet on RIIN, ILP

DIMAPUR, MAR 4 (NPN): Join Committee on Prevention of Illegal Immigration (JCPI) has called for a consultative meeting on the proposed Register of Indigenous Inhabitants of Nagaland (RIIN) and ILP at the conference hall of Tourist Lodge here at 11 am on March 12. Informing this in a statement, JCPI convener Atomi Swu and secretary Tia Longchar said that time has come for indigenous people of the State to take a stand on “our basic rights and privileges”. JCPI stressed that apex tribal hohos and civil society organisations needed to converge and form consensus on RIIN exercise for “our” protective laws and provisions in the State.

KOHIMA, MAR 4 (NPN): Despite being endowed with promising hydropower and topography, Nagaland’s power potentials are yet to be sufficiently exploited and harnessed due to lack of resources leading to an acute shortage between demand and availability of electricity in the state, according to a vision document by Association of Power Engineers Nagaland (APEN). The ‘Vision Document 2021’ for “sustainable development of Nagaland state power” was officially released by minister PWD (housing and mechanical) Tongpang Ozukum along with Yangseo Sangtam, MLA, and FONSESA president Er. On infrastructure development, the vision document said that the number of consumers in the state as of 2020 is 2,99,825 with the peak and off-peak demand being 179 MW and 120 MW respectively while the energy consumption is 854 MU.

It said the state’s energy demand is predominantly met from the central sector allocations (90%), and own generation contributing approximately 10% only. The various sources of power for the state is 155 MW from the Central sector allocation and the state-owned 24 MW, it said, adding that during monsoon season only 115 MW is available from the central sector and 21 MW from

Kohima ranked 49th among 62 cities in Ease of Living Index 2020 Correspondent

KOHIMA, MAR 4 (NPN): Nagaland State’s capital Kohima has been ranked 49 amongst 60 cities surveyed for Ease of Living Index (EoLI) 2020 and 27th position out of 62 cities (below 1 million population) in the country. This was made known after Union minister of state (I/c) for Housing and Urban Affairs, Hardeep Singh Puri announced the release of the final rankings of EoLI 2020 and the Municipal Performance Index (MPI) 2020 in Delhi Thursday in an online event. As per the ministry’s dashboard, Kohima total EoLI score out of 100 was 49.87 and top score in population class was 60.90. In the median score within population class, Kohima was 52.18. Further, Kohima ranked 58 with a total MPI score of 24.38 out of 100 while the top score in population class (Cont’d on p-8) was 52.92 and median score

DIMAPUR, MAR 4 (NPN): In order to mitigate the huge connectivity deficit of eastern Nagaland and remote districts, the Ministry of Road Transport and Highways (MoRTH) has in principle approved about 500 kms of more highways—North-South corridor in Eastern Nagaland between Mon and Avangkhu and East-West corridor connecting Tuensang, Noklak, Kiphire and Zunheboto to Dimapur. According to a Raj Bhavan statement, the governor of Nagaland RN Ravi expressed gratitude to Minister for Road Transport and Highways Nitin Gadkari. Following the approval of these highways in principle, the

NHIDCL has commenced preparation of Detailed Project Report (DPR). Raj Bhavan stated that these highways would be the game changers for the people living in remote districts. The MoRTH has reportedly assured the governor of fast pace progress on all their road projects in Nagaland. When contacted, governor Ravi told Nagaland Post that he had been meeting Union Minister Gadkari from time to time for infrastructure development, particularly the roads, in Nagaland. Ravi said “My thrust is to ensure some significant infrastructure development in Nagaland by 2022, when the Country will celebrate 75th year of Independence.” He informed that after preparation of DPR of the new 500 kms highways by NHIDCL in next one to two months, the project was likely to commence by mid this year.

DIMAPUR, MAR 4 (NPN): Five new COVID-19 cases were reported in Kohima on Thursday, taking the total caseload to 12210. As on March 4, the state recorded 12 active cases while 11949 persons have recovered from the infection so far. Meanwhile, Health department Friday informed that a total of 41,099 doses of the Covishield Vaccine have been administered across the state till date. State immunization officer (UIP) Dr. Ritu Thurr said 759 senior citizens 60 years and above and 76 beneficiaries with specified comorbidities between 45-59 years have successfully received the COVID-19 vaccine without any adverse events needing medical interventions.

DIMAPUR, MAR 4 (NPN): Oil Tanker’s Drivers Union (OTDU) IOC, Dimapur has appealed to the Dimapur district administration to provide parking place with security for oil tanker trucks, saying the drivers were facing many hardship and problems due to non-available of parking place, no entry zone and lack of security within the town area. In a representation addressed to the deputy commissioner (DC) Dimapur, the OTDU president Jonathan Yepthomi stated that oil tanker drivers often park their truck on the road side or on private land area leading to complaints and harassment from

the public. The union also said it was risky and dangerous to park the inflammatory oil tanker in the crowded public area. Further, OTDU stated that oil tanker drivers were finding it difficult to move and travel within the town due to no entry rules on certain roads. In the light of the above, the union has urged the DC to intervene and provide proper parking places with security for oil tanker truck for smooth functioning of distribution activities. The union said that in the event of non-delivery of oil to petrol stations due to no parking place with security, the union would not be held responsible for consequences.

D I M A P U R : Fo u r - d ay training organised on “Web GIS portal and mobile application for monitoring and collection of field data under Nagaland Forest Management Project” (NFMP) was held in Kiphire district from March 1 to 4. On the opening day of the training, DFO Kiphire, Rajesh Kumar presented his views on the relevance of GIS and remote sensing. He also motivated the ground staff and par-

ticipants to understand and make use the applications. Two experts GIS expert PMC NFMP, Anurag Verma and Subongchiten Jamir, GIS team members PMU NFMP presented various modules of the applications and described their uses in the training. A field visit to Anatongre village was also organised on March 3 for the collection of data for plantation under different modules, JFM and SHG

activities and institutional strengthening with the help of a mobile app. The experts along with DFO, Rajesh Kumar broadly discussed the different modules of the Web GIS portal and mobile application for easy and accurate collection of primary data in village council hall. Chairman, vice-chairman and secretary of the joint forest management council were also present during these discussions.

In a press release DEO Kohima Neizetuonuo stated that the competition was actively participated by 19 schools and 17 schools at the seminar and exhibition.

Under science seminar category, the competition adjudged Lomun Ü Kweho (class 10) of Mezhür Higher Secondary School, Kohima in the first position, Tiasola Aier (class 10) of Model Higher Second-

ary School, Kohima and City Pongya (class 11) of Rüzhükhrie Government Higher Secondary School, Kohima in the second and third positions. Meanwhile under science exhibition category, Edirenla (class 10) of Fernwood School, Kohima was adjudged first position, Vivi K. Awomi (class-10) of Mezhür Higher Secondary School, Kohima and Neli Khrasi (class-10) of Minister’s Hill Baptist Higher Secondary School, Kohima in the second and third positions.

The training was organised to improve the understanding of groundlevel staff for collecting the forest-related data with the help of a mobile app. It also helped the key stakeholders on different monitoring and evaluation related problems with the use of the Web GIS Portal. It may be noted that web GIS portal and mobile application, are developed under the supervision of IFS - project director (M&E and IM), Vedpal Singh for concurrent monitoring and evaluation. The training was conceived by Samom Khelen Singh (DPD- M&E &GIS) heading GIS and MIS cell at PMU. Nagaland Forest Management Project (NFMP) assisted by Japan International Corporation Agency (JICA), headed by chief project director-cum-CEO, IFS (PCCF and HoFF), Dharmendra Prakash is a forestry intervention and biodiversity conservation project. It focuses on different project works for livelihood improvement and community development of people dependent on the forest.

DIMAPUR: Rural development (RD) department organised a farewell programme for its outgoing director, Imnukshila Jamir on March 4, 2021 at the conference hall of RD directorate. A press release by the department stated that Congratulating the officer on her retirement, minister for RD, Metsubo Jamir commended her for being calm, collected and efficient and lauded her for managing and carrying forward the department successfully during the pandemic. He recalled the outgoing director as the lady officer who was posted in almost all the districts and had done all her assignments diligently. Expressing joy to be back in the department to bid farewell to his junior, the RD minister also hoped that the future directors would follow her footsteps and emulate her work eth-

DIMAPUR: Oil and Natural Gas Corporation (ONGC) Foundation officially handed over the donated cold chain equipments (CCE) to the Department of Health and Family Welfare (H&FW), Nagaland on March 4, 2021 at the principal director’s chamber. Manipur to reopen schools for classes 6 to 8 from March 8

IMPHAL, Mar 4: After more than a month of reopening schools for Class-IX and above, the Manipur government has decided to reopen schools for classes VI to VIII from March 8. The state government had already allowed reopening of schools for class-IX and above from January 27 last after all educational institutions were closed down in view of the COVID-19 pandemic for 10 months. An order of the government issued on March 12, 2020 had ordered closing down all the schools, colleges and other educational institutions indefinitely. An new order of the state education commissioner issued on Wednesday however informed that the state government has approved reopening of schools for class-V and VIII from March 8 by strictly observing the COVID-19 SOP and guidelines as done in the case of Class-IX and above. The order further informed that schools can allow admission of students for all classes (except-XI) for the academic session 2021-22 from March 20. An order of the state government issued on January 21 last had put on hold all the admission processes in all schools (government, government aided and private schools) until further order was issued in this regard. The state government had al-

ready allowed reopening of the schools for Class-IX and above from January 27 this year. The order asked schools authorities to come up with their system of evaluation for students starting from class VI to XI for promotion to the next higher classes. However, regarding curriculum and the evaluation procedures for elementary education, the school authorities should adhere by the provisions of section 29 of RTE Act 2009. The order stated that for students of class V and below, evaluation should be made through home assignments, subject to the provisions of section 16 of the RTE Act 2009 as amended from time to time. As informed by the commission in the order, the academic session for 2021-22 for schools affiliated to Board of Secondary Education Manipur (BoSEM) and Council of Higher Secondary Education (CoHSEM) will commence from April 5. The order further asked BoSEM and CoHSEM to conduct exams for class-X and class-XII commencing from the first week of May, 2021. The order also asked school authorities to give a one-time promotion to students of class-V and below as a special case for the academic session 2021-2020 as per RTE Act. Section 16(3) of RTE Act, 2009 states that “provided that the appropriate government may decide not to hold back a child in any class till the completion of elementary education”, it reminded.

We can’t say much about how many are expected to enter … all preparations are being done in anticipation,” the source added.

Shillong, Mar 4 : Two persons, who were allegedly planning to engineer an explosion at a toll gate in NH Toll Gate located at 7th Mile in Meghalaya’s West Jaintia Hills district,have been detained by the police on Wednesday, police said on Thursday. Acting on a tip-off , a joint operation comprising of Police teams of East & West Jaintia Hills District was conducted on Wednesday in and around Jowai area, police said. A police official said that the early detention of the two persons and recovery of gelatine sticks; detonators and fuse have averted an explosion in the busy NH Toll Gate. During the operation, two persons were detained from Wahgate, Jowai, and the police team recovered five Gelatines Sticks, ten detonators and fuse wire from their possession, Meghalaya Spokesperson, Gabriel Iangrai said. “It is suspected that the explosive devices are being brought for the purpose of causing explosion in NH Toll Gate located at 7th Mile, West Jaintia Hills,” he said. Meanwhile, a criminal case under Jowai Police Station has been registered and investigation of the case is in progress.

He was actively involved in the NPC as Joint Secretary only from 1958 in the Second Convention which was held at Ungma Village (His native village). 16 point memorandum was unanimously adopted by representatives of 16 Tribes of Nagaland in the 3rd Convention at Mokokchung in 1959. The number of delegation consisting of 17 including S.C Jamir signed the 16 Point Agreement with the then Prime Minister of India in 1960. How the Central Administrative Officer of Ao Region and Tenyimia Workers Forum particularly choose to target S.C Jamir personally for the 16 Point Agreement? It appears that there is a hidden agenda engineered against S.C. Jamir personally. This is the third time in which journalists of the state resorted to cease work strike in a span of around

one month, resulting in the suspension of publication of newspapers and broadcasting of news by the local cable networks. The journalists ceased their works for six days after a suspected militant attacked at the office of a media house (Poknapham daily) with a hand grenade on February 13 evening. Following threat from the militant group, the media house suspended publication for six months. The AMWJU and EGM had resumed the cease work strike on February 26 which lasted for two days.

Bengaluru, Shimla ‘most liveable’ cities Delhi at 13th spot in govt’s Ease of Living Index

New Delhi, Mar 4 (PTI): Bengaluru was adjudged the most liveable among 111 cities in India in the government’s ‘Ease of Living Index’ on Thursday, followed by Pune, Ahmedabad, Chennai, Surat, Navi Mumbai, Coimbatore, Vadodra, Indore and Greater Mumbai. Of the 49 cities ranked on livability index in the ‘million-plus population’ category, Delhi figures at the 13th spot and Srinagar at the bottom. According to the index released by Union Housing and Urban Affairs Minister Hardeep Singh Puri, Shimla topped the category of cities with ‘population less than million’. Ghaziabad and Meerut figured at the 30th and the 36th spot in the ‘million-plus population’ category respectively, while Allahabad is at the 32nd position and is followed by Patna (33rd). Faridabad is ranked 40th in this category. Performance of the cities have been measured on four broad parameters — governance and social,

physical and economic infrastructure. The government said the ‘Ease of Living Index’ is an assessment tool that evaluates the quality of life and the impact of various initiatives for urban development. A total of 32.2 lakh people residing across 111 cities participated in a ‘Citizen Perception Survey’ holding a weightage of 30 per cent. “These cities have emerged as models of development who will inspire others to perform better. Further, their peers will also

benefit from emulating their best practices,” Puri said. In the 2018 ‘Ease of Living Index’, Pune was ranked the most liveable city in the country. Navi Mumbai and Greater Mumbai, which held the second and the third position in 2018, have slipped to the sixth and the 10th rank respectively in the 2020 edition of the East of Living Index. Tirupati was at the fourth position, while Chandigarh had been ranked fifth in 2018, but in the 2020 ‘Ease of Living Index’, Tirupati and Chandigarh have slipped to the 46th and the 29th position respectively. Indore topped the ‘Municipal Performance Index’, involving 51 municipal corporations in the million-plus population category, while Guwahati figured at the bottom. In this category, Surat came second, followed by Bhopal, Pimpri Chinchawad, Pune, Ahmedabad, Raipur, Greater Mumbai, Visakhapatnam and Vadodara. New Delhi Municipal Council topped the ‘Mu-

Hailing Banerjee as the “real Bengal tigress”, the party, which had earlier said that it would join the electoral battle in the state, vowed to “stand in solidarity” with the TMC camp. New Delhi, Mar 4 (PTI): Prime Minister Narendra Modi will hold a virtual summit with his Swedish counterpart Stefan Löfven on Friday during which they will deliberate on the entire spectrum of bilateral ties and exchange views on regional and global issues, including further strengthening of cooperation in the post-COVID era. India and Sweden have warm and friendly relations based on shared values of democracy, freedom, pluralism and rules-based international order, the Ministry of External Affairs (MEA) said in a statement. Both countries have very close cooperation in the areas of trade and investment, innovation, science and technology as well as research and development, it said. During the summit, the two leaders will hold comprehensive discussions on the entire spectrum of bilateral relations and exchange views on regional and global issues, including further strengthening of cooperation in the post-COVID era, the MEA said. Lemsachenlok shows the way

or decades, Nagaland has been fighting a very difficult task of preservation and conservation of its fragile ecosystem and even spent huge amount of funds for the objective but these all turned out to follow the law of diminishing returns. Nagaland’s ecosystem has been under continual attack from rampant and illegal tree felling which have denuded the once lush and green forests; rampant use of poison and chemicals for fishing; illegal poaching that have thoroughly led to extinction of many wild animal species ;encroachment on denuded lands to establish homesteads and the destructive traditional method of dry cultivation of jhumming. What all these activities have resulted is in severely damaging the ecosystem and disrupting the livelihood of lakhs of people and making them dependable on handouts. Had these activities been prevented, it would have safeguarded the landed people to harvest upon nature’s bounty. There have been several voluntary organisations that arrived on the scene to do something but it was like barely scratching the surface. The good news is that amidst the gloomy scenario, there are few organisations that have remained consistent with their efforts and the small successes serve as a huge encouragement to all. One such organisation that needs to be lauded and appreciated is the Lemsachenlok (A Thinking, working, Planning, Fund raising Society) organization, formed by churchman-turned bio-diversity conservationistNuklo Phom. After several years of deliberations and at times, frustrating efforts, Nuklo finally got together three villages in Longleng district- Yaongyimchen, Alayong and Sanglu to form Yaongyimchen Community Biodiversity Conserved Area(YCBCA). The YCBCA formed Lemsachenlok in 2007 and took up the issue of bio-diversity conservation. The plan wasn’t a success in the initial stages since the community had no financial support from any sector. Also, agriculture, selling firewood and timber and even hunting by the inhabitants was the only means of earning their livelihood for some. Convincing people to become participants was half as difficult than making them continue with preservation and conservation efforts because there were no immediate returns in a society driven by easy money. Nuklo persisted and the villagers hung on with hopes and today, the entire area under Lemsachenlok has been gradually transformed. Lemsachenlok area has today become a safe haven for birds and also one of the major roosting site for Amur Falcons in the state. It is a habitat for 85 species of animals such as Amur falcons, 15 species of frogs, as well as leopards, barking deer, serows and otters etc. It was only in 2018 that Lemsachenlok received the long due recognition it deserved when it bagged the coveted India Biodiversity Award 2018 for conservation of wild species, initiated by government of India and United Nations Development Programme (UNDP). It is a matter of pride for Nagaland, that churchman-turned bio-diversity conservationist Nuklo Phoma is among two from India (the other is Assam’s Bibhuti Laskar) along with 15 across the globe who have been shortlisted for the prestigious “Whitley Awards 2021”. The winner of the award will be declared on May 12. Lemsachenlok in general and Nuklo Phom in particular, have shown that what is needed to bring a turnaround even without government help; but an inner conviction backed by consistency and determination to achieve the impossible. Whether Nuklo wins the award or not, is immaterial as his success story is certainly an inspiration to all.

I will also consider my own life as “dear to myself.” But Paul said he considered his life dear so that he might fulfill the ministry he had received, and he refused to use his energy on anything else. This verse shows an almost noble annoyance by Paul at being asked to consider himself. He was absolutely indifferent to any consideration other than that of fulfilling the ministry he had received. Our ordinary and reasonable service to God may actually compete against our total surrender to Him. Our reasonable work is based on the following argument which we say to ourselves, “Remember how useful you are here, and think how much value you would be in that particular type of work.” That attitude chooses our own judgment, instead of Jesus Christ, to be our guide as to where we should go and where we could be used the most. Never consider whether or not you are of use— but always consider that “you are not your own” (1 Corinthians 6:19). You are His.

n his new book on climate change and its adverse impact in the future, Bill Gates urges everyone to remember two things: Net Zero and 2050. It seems as if, after having g rappled with malaria, HIV, Ebola and Covid-19, the billionaire philanthropist and Microsoft co-founder has a new passion now, to solve another intractable global problem: climate change. Since the start of 2021, Gates had been trying to focus everyone’s attention on the greatest challenge to the humankind i.e. climate change in the backdrop of the continuing Covid-19 pandemic. Gates in his new book “How to Avoid a Climate Disaster: The Solutions We Have and the Breakthroughs We Need”, released in February, argues for establishing new laws and putting practices in place, to ensure that the globe will be carbon free by 2050. His book provides advice from sources as diverse as climate scientists, like Vaclav Smil and Ken Caldeira, to John D. Cox, author of “Weather For Dummies”. Gates avers that writing the book was an ambition to “cut through the noise” and give consumers better tools for understanding what works. The book repeatedly points at two figures: 51 billion and 2050. First one is the amount of green-

house gases, in tons, which we emit annually, and the second is the year by which we have to become net zero or emitting zero amount of greenhouse gases into the atmosphere, if we want the earth to survive. Gates argues that setting a goal to reduce our emissions won’t do it. The only sensible goal is to attain zero. In a virtual session at the Jaipur Literature Festival (JLT) last week, Gates said that climate change is too big a problem and it cannot be tackled without governments driving the mitigation efforts. Gates urged people to use their political voice to do so, and apply their purchasing power with a conscience, besides pushing the companies they work for to do the same. Gates mentioned Prime Minister Narendra Modi’s name twice for having strongly supported emissions reductions. He explained, “in terms of future emissions and future suffering, India is paradigmatic. If we don’t help them and get them involved, then this whole thing doesn’t go well”. Speaking about US President Joe Biden and his administration prioritising climate change and enlisting climate activists to help create policies, Gates said political parties need to prioritise the issue. Meanwhile, the new US administration decided to return to the 2015 Paris

Agreement last Friday. In his address gates applauded the younger generation for raising the issue more coherently and continuously at the international forums, recently. He also expressed his admiration for Greta Thunberg and said that we need such attention to intensify and stay very, very high for all thirty years. In an interview with Emma Brockes for The Guardian, Gates points out the extremely difficult problem of how to further global development while reducing emissions. This comes in addition to the political challenge or in other words changing our priorities. Gates enumerates a list of culprits, which are more well-known, such as the transport industry or the electricity generation plants, in addition to cement and steel producing industries globally, which emit more harmful gases into the atmosphere as compared to well known culprits. The way forward In his book Gates avers that the small decline in emissions in 2019, in the backdrop of the Covid-19 pandemic-which forced global industrial shutdown to a large scale, is proof that we cannot get to zero simply, or even mostly, by flying and driving less. He says just as we needed new tests, treatments and vaccines for the coronavirus, similarly we need

new tools for fighting climate change: zero-carbon ways to produce electricity, make things, grow food, keep our buildings cool or warm, and move people and goods around the world. Highlighting the vital and urgent need for innovation in reduction of greenhouse gas emissions, he further argues that, if we don’t get to zero by 2050, the temperature rise will be so damaging that life will actually get worse for humans and most of the natural ecosystems. So, he urges everyone to innovate. To achieve this, Gates underlines that we need international cooperation, first. When governments, researchers, and pharmaceutical companies worked together on Covid-19, the world made remarkable progress, for example, developing and testing vaccines in record time. He goes on to argue that the same is true for climate change. If rich countries worry only about lowering their own emissions and don’t consider that clean technologies need to be practical for everyone, we’ll never get to zero. In that sense, helping others is not just an act of altruism, it’s also in our self-interest. We all have reasons to get to zero and help others do it too. Temperatures will not stop rising in Texas unless emissions stop rising in India, he says. Second he says, we

need to let science, engineering, physics, environmental science, economics, and other related specialities to be innovative in their fields and also work collaboratively to achieve and guide our efforts to achieve net zero. As everyone can’t continue to work in silos and no country should preach others, but all should work collectively, as was evident appreciably during the pandemic. Third, Gates says our solutions should meet the needs of the people who are hardest hit. The solution, he says, is to make clean energy sources such as wind and solar so cheap that every country will choose it over climatewarming fossil fuels. In his efforts Gates is counting on a new generation of entrepreneurs who will drive economic growth through clean energy, regardless of climatechange deniers holding on for dear life in government. This is not pie-inthe-sky fantasy, he insists, and the figures back him up. According to reports, in 2019, for the first time in the US, renewable energy consumption surpassed coal consumption, despite all the incentives the Trump administration introduced for the fossil fuel industry. In the book’s final chapter, Gates lays out specific actions that each individual can take to help mitigate climate change, from being a more engaged

citizen to being a more informed consumer, with specific advice on reducing household emissions, switching to an electric vehicle, and setting up an internal carbon tax for businesses. Refine the Covid-19 vaccination strategy

elhi had its first Covid-19 case this week, last year. Over this period, India has been able to keep the number of new cases, transmission rates as well as deaths at relatively lower levels, compared to many developed nations with better public health systems. Till recently, we have also seen a dip in infection rates in many parts of the country. Having said that, the pandemic is not over until it is actually over. In fact, we need to be extra cautious during the downward trend of number of new cases, just as we would during the descent after scaling peaks. Pandemics also behave in set patterns in terms of trajectory. I wrote last June, that Covid-19 is no exception and there will be multiple peaks and we need to prepare our health systems for these surges. Even as the brutal first wave of the pandemic waned, numbers have begun rising again. With the opening of borders and international travel, it is, also, almost impossible to stop newer variants from entering India. As we enter into the second year of Covid-19 pandemic, we do have reasons to be optimistic. The momentous scientific achievement of past 12 months has been the development, testing, scrutiny, and approval of vaccines in the shortest possible timeline. Vaccination is the single-most important strategy to end the Covid 19 pandemic. Despite the appearance of multiple SARS-CoV-2 variants as well as general vaccine hesitancy, vaccines provides a real measure of hope. The benefits of vaccination far outweigh the rare but possible risks as per our present understanding. Though there has been steady progress with world’s largest vaccination campaign in India, which began in mid-January, there

is still a long way before it achieves targets. Since the vaccination roll out drive began at a time of falling infection rates, it gave us a crucial window to get the better of the virus quickly. The experience from the West shows that the second, or subsequent, waves are usually more pronounced. The second phase of roll out, which began this week, is a welcome and commendable step towards expanding the availability of vaccine as well as making it available at affordable rates in the private sector. The rationale behind who we vaccinate, and in which order, is crucial to achieve the goal of vaccinating maximum number of people at risk and towards achieving vaccine-induced herd immunity. Since there is no issue of lack of intent, effort, or resources, an alternative approach should be explored which may turn out to be complementary to the existing strategy. One of these is vaccine deployment based on burden and severity of Covid-19 in different states in India. There have been major state-level differences in the burden and mortality from Covid-19 owing to the large size and the heterogeneous population of our country. As some of us reported in a recent paper “Macrolevel association of COVID-19 with non-communicable disease risk factors in India” published in Diabetes & Metabolic Syndrome: Clinical Research & Reviews, the more urbanised states in India have greater a higher proportionate case burden and mortality from Covid-19 than rural ones. Greater Covid-19 related mortality has also been reported among persons with various non-communicable diseases (NCDs). Our paper was based on an analysis of cumulative and weekly national and state-level data on Covid19 cases and deaths from a publicly available database.

This was correlated with health care related factors and social variables. The study covered at least 9.5 million Covid-19 cases and 135,000 deaths reported in India from March 2 till the end of November 2020. While the national burden of cases and deaths is 6900/million and 100.4/ million respectively, there were wide disparities in rates of cases and deaths across states, with reported cases of more than 20,000/million in states of Delhi and Goa and 10,000-20,000/million in a number of states. Similarly deaths rates of more than 300/million are observed in Delhi (490), Goa (434) and Maharashtra (383). The case-fatality rate also showed significant differences, with less than 0.5% in Mizoram, Arunachal Pradesh, Kerala and Assam to more than 2% in Punjab, Maharashtra and Sikkim. Data on various statelevel demographic indices also showed wide variability. There was significant positive correlation of state-level Covid-19 cases and deaths per million, respectively, with epidemiological transition index (0.59, 0.44), literacy (0.46, 0.46), indices of health care availability (0.23, 0.18), health care accessibility and quality (0.71, 0.61), urbanisation (0.75, 0.73) and human development (0.61, 0.56). These figures reveal that just as our population is aging and the disease profile is changing from infectious diseases to lifestyle ones (which is the essence of the epidemiological transition index), the pandemic is also showing a similar trend with states with a high per capita income, and a high burden of these non communicable diseases, displaying a high burden of Covid-19. Our analysis conclusively shows that in India, the more urbanised and better developed states have greater burden and mortal-

ity from Covid-19 and need vaccinations earlier than other states. This study also reaffirms that the pandemic in India is still an urban phenomenon. In countries with a similar profile — a larger proportion of rural population — including China, Brazil, Iran, Mexico and South Africa, reports have highlighted a similar predominantly urban nature of the disease. This has important implications for

implementation of population and individual level preventive measures and equitable vaccine deployment. A judicious strategy targeted at the urban population, especially the vulnerable, could be the most appropriate intervention. My suggestion is that such states, including Kerala, Delhi, Maharashtra and Tamil Nadu should get priority in the vaccination

drive. This re-prioritisation of vaccine deployment may well be an alternative way out of the pandemic and help us return to a semblance of normalcy across the country soon. RTI online portal should only be designed by NIC

TI online portals of central and all state governments should be designed only by National Informatics Centre (NIC) with common features adding auto-emailing of RTI responses and orders of First Appellate Authority. Presently there are only a few departments like Income Tax Department which informs online RTI applicants about disposal of their RTI applications through emails and SMS-alerts. But most public-authorities like banks do not have such a user-friendly practice requiring RTI applicants to again and again go the RTI online portal for checking status of online filed RTI applications. Rather system should be for auto email of RTI responses and orders of First appellate Authority without at all requiring to go to RTI online portal to check status. Odisha is the worst example with

absolutely meaningless and useless online RTI portal which is just a show-piece wherein RTI applicants have to compulsorily send a signed copy of downloaded filled-up form to the concerned public authority along with proof of payment and ID. Otherwise public-authority will not respond even though RTI fees might also be paid on-line and ID proof be uploaded on on-line portal, as compulsory attachments. Central and other states do not have any such mandatory requirement of sending signed copy of the filled-up application with copy of proofs of payment of RTI fees and ID already filed online. The roads of Dimapur have seen a lot of transformations over the past couple of months however; the mindset of our people still hasn’t changed yet. We still see people littering the roads till this day which is disheartening. Our people don’t want to be addressed as “uncivilized town people” but the lack of civic sense often makes me question our sanity. A couple of days back, I saw paper plates being scattered right on the main road of the Notun Bosti junction road. At that moment, I thought either the wedding or gathering must have been so extravagant or the party throwers must be very rich to even buy off the roads for the attendees to throw rice plates on. By citing this, I meant no offense but instead I would like to spread awareness on cleanliness. The government has mended the roads for our people and now the sole responsibility to keep it clean lies on us. Speaking in the Maharashtra Legislative Assembly, state Home Minister Anil Deshmukh said a team of senior women police officers had visited the hostel for an inquiry into the alleged incident. “There are 17 women inmates. Forty one witnesses were questioned. It was found that there is no truth in the allegations. No male police official was present. It is a women’s hostel and policemen are not allowed inside,” he said. The issue was raised in the House on Wednesday by opposition members. BJP leader Sudhir Mungantiwar had targeted the state government, suggesting it was not serious over the issue.

Five persons including two Army personnel have been arrested after the paper of Army Relation Recruitment exam, scheduled for February 28, was found to have been leaked. The exam, which was to take place in Pune and 40 other centers, was canceled. In its statement, theArmy said it was committed to ensuring transparency in the recruitment process. “In pursuance of the Indian Army’s resolve to ensure transparency and eliminate corrupt practices in recruitment, Indian Army and Maharashtra State Police are jointly investigating the recent case of leakage of question paper for Common Entrance Examination for recruitment of Soldiers (General Duty),” it said.

New Delhi, Mar 4 (PTI): A greater number of women in India are taking ownership of their money and investing more as compared to 2020, when the COVID-19 pandemic ravaged the economy and hit household budgets, according to a survey. The percentage of women who actively invest has risen by 10 percentage points since last year, the survey conducted by Scripbox, a digital wealth management service firm, ahead of the International Women’s Day found. The survey involving 778 respondents from across the country was aimed at “examining aspects of financial preparedness, investment behaviours and challenges around money matters of women”. “This annual survey records a clear progression in women investing more and taking greater control of their money over the last year as a result of the economic impact of the pandemic.

“The percentage of those who actively invest has risen by 10 per cent since the last year,” it said. Women who would earlier leave the financial decisions to their husbands, or other male members of the family have, over the course of the past year, reclaimed control of their finances and by extension, their well-being. “Sixty-seven per cent of women make joint decisions with their spouses and 21 per cent of women say that they handle them independently. “The number of wom-

en who say that they have an equal say in money matters along with their spouses has doubled since last year, from 33 per cent to 67 per cent in 2021,” the survey said. For non-metro women, financial decisions are largely left to the parents, it added. For a large section of the respondents, getting involved in financial planning decisions lent them a sense of confidence that encouraged them to take risks. Women continue to be avid savers, with over 50 per cent preferring to squirrel away their money in fixed

deposits and 36 per cent choosing to invest in mutual funds. Twenty-one per cent of women are investing in stocks. “Nearly 60 per cent of women save more than 20 per cent of their income every month. Fifty-six per cent of women prefer fixed income products such as Fixed Deposits, Public Provident Funds, and other tax-saving schemes,” the survey said. Sripbox founder Atul Singhal said embracing systematic long-term investing helped create a greater sense of well-being among women. It was promising to see more women taking the reins of their financial future. “Women tend to prioritise long-term growth over immediate returns and look to achieve life goals. Their long-term view of wealth creation lends ideally to investing which requires and rewards that perspective,” he said. The survey showed that saving for retirement is

Other goals include children’s education (52 per cent) and creating an emergency fund (50 per cent). “Expectedly, among single women, their top financial goal was to save for travel (51 per cent). According to the survey, at least 50 per cent of women admitted to having low or no confidence in their financial decision-making and investment acumen. “One out of two women say they don’t have enough knowledge and are confused about financial planning. One out of every five women in non-metros say that they do not have enough money to put towards their savings,” the survey said.

SEOUL, MAR 4 (AP): North Korea may be trying to extract plutonium to make more nuclear weapons at its main atomic complex, recent satellite photos indicated, weeks after leader Kim Jong Un vowed to expand his nuclear arsenal. The 38 North website, which specializes in North Korea studies, cited the imagery as indicating that a coal-fired steam plant at the North’s Yongbyon nuclear complex is in operation after about a two-year hiatus. Smoke was observed emanating from the plant’s smokestack at various times from late February and early March. This suggests “preparations for spent fuel reprocessing could be underway to extract plutonium needed for North Korea’s nuclear weapon,” the website said Wednesday. But it added that “this could also mean simply the facility is being prepped to handle radioactive waste.” Earlier this week, International Atomic Energy Agency Director General Rafael Mariano Grossi said some nuclear facilities in North Korea continued to operate, citing the operation of the steam plant that serves the radiochemical

laboratory at Yongbyon. The laboratory is a facility where plutonium is extracted by reprocessing spent fuel rods removed from reactors. “The DPRK’s nuclear activities remain a cause for serious concern. The continuation of the DPRK’s nuclear program is a clear violation of relevant U.N. Security Council resolutions and is deeply regrettable,” Grossi told the IAEA’s board of governors, according to IAEA’s website. DPRK refers to North Korea’s official name, the Democratic People’s Republic of Korea. Plutonium is one of the two key ingredients to build nuclear weapons along with highly enriched uranium. The Yongbyon complex, north of the capital city of Pyongyang, has facilities to produce both ingredients. It’s not clear exactly how much weapons-grade plutonium or highly enriched uranium has been produced at Yonbyong and where North Korea stores it. Outside estimates on North Korea’s nuclear arsenal vary. In 2018, a South Korean official told Parliament the North may have 20 bombs to as many as 60.

Based on intelligence reports, the Iraqi army’s helicopter gunships bombed an IS hideout near the city of Jalawla, some 135 km northeast of Baghdad, leaving four IS militants killed, Alaa al-Saadi from the provincial police told the Xinhua news. Despite repeated military operations in Diyala, remnants of IS militants are still hiding in some rugged areas near the border with Iran, and in the vast areas extending from the western part of the province to the Hamreen mountain range in the north of the provincial capital Baquba, about 65 km northeast of Baghdad. DCs hold meetings with DTF Abduction case: Tungjoy bodies refute charges

DIMAPUR: Deputy Commissioners (DCs) of Mon and Dimapur convened meetings with district task force (DTF) for COVID-19 vaccine on March 3, 2021. Mon: Mon DTF for administration of COVID-19 vaccination held the meeting at DC’s conference room. The meeting was chaired by DC, Mon, Thavaseelan K. According to DIPR report, in a presentation, Dr. Mheche Mero highlighted that a total of 62 sessions was conducted in Mon. A total of 1429 healthcare workers registered out of which 755 healthcare workers had been administered the first dose and 406 administered with the second dose. 4064 frontline workers were registered out of which 1577 were administered with the first dose. The meeting deliberated on getting the number of vaccinated HCWs and FLWs higher and also discussed ways to make the block task forces more efficient and proactive. Members of the board also acknowledged executive secretary KBBB and President Konyak Union for being the first two persons to take the vaccine in the 3rd phase and stressed on the role played by such faith-based leader and community leaders to reach out to the general public. District immunisation officer, Dr. Shasinle Tep stated that presently there were four Covid vaccination centres operating in the district: district hospital Mon Aboi CHC, Tobu CHC and Tizit PHC operating four days in a week.

Dr. Tep highlighted the meeting with the gradual process of increasing such vaccination centres in the district depending on the number of registration and turn out. For better coverage of the 3rd phase in rural areas, the service of NSRLM will be utilised. In urban areas, there will be ward wise sensitisation drives by district administration in collaboration with the medical team. She further highlighted the criteria for a health facility to be designated as Covid Vaccination Centers (CVC) during the third phase of vaccination drive. She informed members on the new updates of COWIN 2.0 app, which now support beneficiary’s registration on the spot. Dr. Rebecca also reported that in Dimapur, a total of 9705 beneficiaries were vaccinated till date and was ongoing for all eligible beneficiaries. Dr. Rebecca reminded allied departments on the upcoming deworming day for children between 1 to 19 years from March 22 to March 28, 2021. In his closing remarks, DC Rajesh Soundararajan stated that number of new covid positive cases was increasing in other parts of the country while there were no new cases of covid infection in the state during the last few days. He cautioned that unless the number of vaccination was increased to achieve herd immunity, the chain of covid infection could not be broken and there would be no end to the pandemic. Pointing out the contradictions in the claims of the same incident in 2000 and 2021 in terms of the number of persons (from nine persons to six) and 15 youth from Tungjoy village to inclusion of Manipur Rifles, he said these exposed their own fallacy. He clarified that the 1956 raid carried out by Indian Army was not only confined to Khezhakeno alone, but also in many parts of Nagaland and Naga-inhabited areas of Manipur. Hence, he said it was crystal clear that the people of Khezhakeno only wanted to tarnish the image of Tungjoy out of sheer frustration. Further reacting to

the allegation of burning down of traditional huts constructed in 2018 and 2019 for Khezhakeno People’s Festival under the aegis of Nagaland tourism department, Marcus said this was justified as the huts were forcibly constructed in “our land”. He said the political boundary of the two States and traditional boundary of the two villages were completely two different subjects. He recalled that the meeting of the chief secretaries of Manipur and Nagaland had on May 29, 1982 called for exploring the possibility of finding a solution for settling village boundary through traditional systems. Meanwhile, in a rejoinder, TYSO president ZS Veini accused CYF of backing the cause of Khezhakeno village, which had the potential to communalise the February 15 issue. He claimed that the DB was captured by Tungjoy people in broad daylight when the former attempted to disturb and arrest the workers in connivance with NAP and IRB personnel stationed there that day, before being safely handed over to Tadubi police the same day. Claiming that the dobashi was responsible for hatching all the sinister designs carried out in and around the disputed land, the TYSO president alleged that the former led Khezhakeno villagers in cutting off the IVR connecting Tungjoy to other neighbouring Chakhesang villages of Nagaland, cut off trees in “our land” for fuel on February 12, damaging vegetables in the farm recently and harassing picnickers in the surrounding area of the disputed land. Veini clarified that though CYF came to Koza’s rescue and termed his capture as a direct

challenge to Chakhesang community and Nagaland government, the people of Tungjoy enjoyed good relations with all neighbouring Chakhesang villages and no cases of animosity surfaced with any village till date. Wondering what was driving CYF to continue issuing press statement in favour of Khezhakeno against Tungjoy, he said the attempt to magnify the individual identity through the identity of community and government in order to cover up the crime of the person would be of futile exercise and could invite severe repercussion. Responding to the press statement by CYF regarding the land dispute between Tungjoy and Khezhakeno, the TYSO president stressed that the land dispute was exclusively between the two villages. He said though both the governments of Manipur and Nagaland had o n s eve r a l o c c a s i o n s passed various decisions to this effect, the land dispute remained pending till date following delayed survey by Survey of India. Stating that he did not see any reason why the front was meddling in the issue and issuing partial documents of the land dispute, Veini cautioned that this would only create confusion and further complicate the issue, besides bringing about misunderstanding among various sections of people in the region. Asserting that its involvement in the land dispute would not bring a step closer to the solution, Veini said, “If at all Chakhesang Youth Front is really earnest about the land dispute between Tungjoy and Khezhakeno villages, it may play a mediating role in resolving it to restore peace and tranquillity between the two villages.”

DIMAPUR, MAR 4 (NPN): The controversy over the alleged abduction and physical abuse of T Ngolo Koza, dobashi (DB) to EAC Phek district, while on official duty in Chida Resort area by villagers of Tungjoy, in Manipur’s Senapati district on February 15 is refusing to die down. Two organisations from Tungjoy– Tungjoy Village Authority Council (TVAC) and Tungjoy Youth & Students’ Organisation (TYSO)– have issued separate statements on the issue. TOKYO, MAR 4 (AGENCIES): The decision whether to allow overseas spectators to attend the Summer Games is up to Japan, a senior International Olympic Committee official said on Thursday, signalling that it is up to the host nation what to do about fans in venues. The comments came after Tokyo 2020 President Seiko Hashimoto said she wanted to reach a decision on foreign spectators by the start of the torch relay on March 25. Olympics Minister Tamayo Marukawa said the government would decide by the month-end. “I will let the government make a decision on that. I think they’ll talk about foreign spectators later this month,” John Coates, head of the IOC’s coordination committee for the Games, told Japanese broadcaster TBS. Marukawa has also said the government would decide on maximum capacity for domestic spectators in April, ahead of the Games’ July 23 start.
