India’s COVID-19 cases rise to 29

NEW DELHI, MAR 4 (AGENCIES): The number of coronavirus cases in India has risen to 29, including 16 Italians touring through Rajasthan, the government announced on Wednesday as consternation bordering on panic over the contagious disease with flu like symptoms spread across the country. All international passengers will henceforth be screened at airports, Health Minister Harsh Vardhan said at a press conference. With Holi less than a week away on March 10, President Ram Nath Kovind, Prime Minister Narendra Modi, Home Minister Amit Shah and other leaders said they would not celebrate the festival of colours or hold any Holi Milan gathering. “Experts across the world have advised to reduce mass gatherings to avoid the spread of COVID19 Novel Coronavirus. Govt must hold wider consultation on NLTP Act: NMA DIMAPUR, MAR 4 (NPN): Naga Mothers’ Association (NMA) has conveyed its serious concern over poor implementation of Nagaland Liquor Total Prohibition (NLTP) Act, 1989 and reiterated its earlier stand that the state government must hold wider consultations for reviewing the Act. In a statement, the association explained that certain laws like NLTP Act were made at certain stages of Naga history, adding that it had supported the stand of Nagaland Baptist Churches’ Council (NBCC) then. However, according to NMA, the rampant availability of spurious liquor that had posed a serious threat to the health of many and the shocking media disclosures of the existence of alcohol syndicates operating with impunity and trading in spurious liquor with connivance of State agencies, was a wakeup call for the State government and all citizens on the issue. Admitting that loopholes in the Act had encouraged violators to go scot free or with light punishment, NMA demanded that these loopholes must be reviewed.

MAR 4 (NPN): Following rumours in social media regarding a coronavirus infected person being admitted at Naga Hospital Kohima, Health & Family Welfare department said it was absolutely false and asserted that no COVID-19 case has been reported in Nagaland so far. H&FW principal director, Dr. Vizolie Soukhrie reiterated that Nagaland has not yet encountered any suspected case nor sent any sample for confirmation. The department has therefore appealed to the public to refrain from posting false and fabricated information in relation to COVID-19 in social media. When contacted, H&FW deputy director and spokesperson on coronavirus, Dr. Nyan Kikon informed Nagaland Post that all entry points to Nagaland were being strictly monitored since January. WC warn ‘ringleaders’ of working against ILP DIMAPUR, MAR 4 (NPN): Drawing attention on video clips that went viral on March 1, showing some people preventing Nagaland registration vehicles from either entering Assam at Lahorijan near Nagaland gate, in protest against implementation of ILP in Dimapur, Working Committee (WC) of NNPGs has cautioned it will probe and unmask the “ringleaders”. In a statement WC said it will “investigate, monitor and identify those ringleaders sitting in Dimapur and who are instigating their colleagues at Lahorijan area to oppose implementation of ILP in our land” and then will not hesitate to “shut down the business outlets of these members.” While reaffirming mutual respect and co-existence among Nagas, Dimasa, Karbis, Kacharis and Ahoms for centuries despite trials and tribulations, WC said the existence as friends and neighbours was now put to test by unabated influx of illegal immigrants to Assam and Nagaland from Bangladesh. Therefore WC said it

COVID-19: AYO urges govt to initiate all preventive measures DIMAPUR, MAR 4 (NPN): Expressing serious concern over the devastating outbreak of coronavirus (COVID-19), also referred to as corona virus, Angami Youth Organisation (AYO) urged the State government and its departments concerned to initiate all necessary preventive measures and exercises, to which it offered its unconditional support. 87 cases of human trafficking registered from 2017-19 in state

DIMAPUR, MAR 4 (NPN): State DGP, T.J. Longkumer Wednesday informed that 87 cases of human trafficking had been registered across Nagaland during 2017-2019. Informing this during the State level conference on “anti human trafficking” at Police complex, Chumoukedima, organized by the state police under the aegis of Home ministry (women safety division) Longkumer said North East was identified as one of the most vulnerable regions for human trafficking due to disparities of wealth and lack of employment and Nagaland was also identified as

one of the leading points of origin. “India is one of the most affected nations being both a destination as well as the place of origin for trafficked people. 2016 NCRB data indicates that 15,379 people were trafficked in India”, he added. While informing that a person goes missing every fourth day in Nagaland, wherein 83% were below the age of 18 years and 13% of the missing persons in Nagaland have been reportedly trafficked, Longkumer assured that the state police had devised several mechanisms, the primary being the formation of “anti-human trafficking cells” in every district with a senior Police officer as designated head. He stated that legal provisions of the Indian Penal Code are exercised and that, 84 cases out of 87 mentioned earlier have been registered under protection of children from sexual offences act (POCSO) Act, 2012. “Monitoring tools like anti-human trafficking portal are being used and social media is utilised to reach out to different sections of the society”, he (Cont’d on p-10) said.

insight about soil scenario in the state. Meanwhile, a field trip to Agri- Soil Chemistry Laboratory was also undertaken, where agri. inspector, Imosanen, conducted demonstration on soil sample collection, followed by discussion and interaction. E-waste training at Unity College

DIMAPUR: Eco club, Unity college, in collaboration with E-Circle Dimapur, organized one day e-waste management training in the campus on February 25. A press release from Unity College stated that, Soweteii Letro and Bendangwala, of E-Circle, demonstrated hands on training and practical demonstration on how to manage electronic waste generated from homes. Emphasising on the importance of recycling and proper disposal of ewaste to reduce pollution in environment, the duo raised awareness on hazardous impact of e-waste on humans and its surroundings. Training was held in four sessions with various activities for students, focusing on the theme of “rethink, reuse/repair and recycle”. Training further concluded with students coming up with original and innovative ideas to spread message of e-waste management.

tance of cleanliness in society and in one’s life and encouraged participants to produce less waste for cleaner and healthier tomorrow. Er. M. Zuchanbemo Tsanglao, JE, PHED, highlighted on the biodegradable and non-biodegradable waste and its ill effect on health if poorly managed. He also shared on grey and black water management and its benefit to the environment as well as to the society. He shared that this can be an income generating activities for SHGs or a group if managed properly. According to his report, almost all the rural areas are availing the schemes but the case was not same for urban areas. At the end of the programme saplings were distributed to all the participants to encourage tree plantation.

Assam Rifles organise various activities DIMAPUR: Various battalions of Assam Rifles conducted civic action programmes across the state for welfare of the public. Tuensang Battalion: Tuensang Battalion organised “Pray for Peace” on February 29 with religious teachers and church representatives at Wangti. According to PRO HQ IGAR (N), the battalion stated that the programme was organised with an aim to encourage peace and harmony in the region. Initiatives of the Assam Rifles towards youth and women empowerment and various upcoming infrastructure developments to be taken up under military civic action projects for the region was conveyed. Chieswema Battalion: Chieswema Battalion organised basic yoga session for students of various schools at Pfutsero ground on March 3, as a

stress buster for recently conducted board examinations. Yoga session was followed by lecture which gave an insight on various lifestyle diseases and need to practice healthy food habits to include physical activities to keep lifestyle diseases at bay. Awareness on health education and precautions from common viral diseases was also imparted, where 130 students participated in the event. Wokha Battalion: Wokha Battalion, constructed a footpath and handed over to residents of Longsa village, Wokha on March 3, in presence of Village Council members, GBs, religious teachers and elders. The beaten track, besides being connected to village cemetery, was a lifeline for residents for fetching of basic amenities and was a major concern, especially during onset of monsoon.

DIMAPUR: Dimapur Naga Students’ Union (DNSU) along with the Police went for prohibition drive against the sale of liquor in an around Dimapur on March 3 and had seized 272 bottles of assorted IMFL and foreign liquors at different outlets. A press release from DNSU media cell stated that, an FIR has also been lodged against the defaulters. Kohima: Kohima Excise personnel manning Peducha check gate intercepted a vehicle Tata Sumo with registration no. NL07-T- 0220 and detected around 480 numbers of assorted liquour on March 4. Phyobemi Kikon , the vehicle was signalled to stop but the occupants of the vehicle sped off to avoid being caught, however the duty party gave a hot pursuit and in the process managed to apprehend the occupants from 10th mile road. DIMAPUR: Five cyclists and environmentalists from Echo Explora (EE) motivated the students as guest speakers during a seminar held on the theme, “International awareness talk on protection of environment” organised at Mount Olive College, Kohima on March 4. A press release from the organising committee stated that, the group from Canada is currently touring the country in an effort to spread message on the international issues and concerns for safe and healthy environment. The group comprises of Jean-Philippe Dubois, Cynthia Cardin, Audrey-Anne Lefebvre, Vincent Meslage and Francis Dubois.

The members urged the students to make an impact on society and lead by examples and show others that they care for the environment. They urged the young people to take active role in protecting the environment and be the solution for pollutions. They also laid down emphasis on the “little thing” one can contribute to eliminate the trash step by step. Dr. Narendra Tiwary, the principal of Mount Olive College lauded them for impacting life locally and globally and said that the college has drawn inspiration from the team who have come to enlighten the students to take care of the environment. Tiwary termed the

mission of the team as adventurous and energetic with a motive to “safe environment that saves life”. He said, “service of humanity is service to God” while praying for the success of the team’s mission. He further assured the team that the Mount Olivians would fulfil their duties by contributing towards the protection of environment. They also displayed their bicycles that was made out of steel and explained the need to have basic repair and maintenance kits and supplies during long trips. They also showed the students non-plastic kitchen utensils like forks, spoons, bowl etc which

they carry during their journey. They also use a MSR pumb, a water filter in place of plastic water bottles. Earlier, Newtoli Zhimo invoked God’s blessings while words of gratitude was delivered by Neilakuonuo Theünuo in the programme chaired by Kilensungla, and benediction was pronounced by Vetoli Chophy . Echo Explora members reached the capital city on Tuesday afternoon after organising a cleanliness drive at Imphal. On reaching Kohima, the team was received by Neiba Bio, a youth activist who has been hosting them. The team have been travelling around the country through their bicycles and organising cleanliness and anti-campaigns with local communities and different organisations. The group began their journey since December 7, 2019 from Singapore covering 16,000 km in 10 months and reached Kohima on Tuesday. They will be heading towards Dimapur on Friday and will be attending an environmental event on March 22 where 50,000 trees will be planted at Lucknow. The trip will culminate tentatively on October this year at Athens in Greece. Staff Reporter DIMAPUR, MAR 4 (NPN): Sakus Mission College (SMC) Eco Club in collaboration with Dimapur Municipal Council (DMC) has undertaken the mission to make the stretch of road from Nyamo Lotha Road to Deluxe Point Dimapur as “Litter free” since the last 13 days. Interacting with the media on Wednesday, SMC HoD of Sociology Mhonthung said that students have been part of the mission through their own responsibility as well as to create awareness through action. He mentioned that at first the students started by picking up litters

and educating shopkeepers within the stretch to make use of the dustbin. Mhonthung also said that students have also pasted green leaf stickers at the doorstep of shops maintaining the dustbin. In regard to the drawback in the mission, Mhonthung lamented that until and unless people inculcate civic sense and stop throwing thrash in moving car and unless the stretch was made tobacco free, it would be difficult to keep the area clean. SMC Eco Club leader Vito 6th semester students and secretary Thujosgeli said that club took up the mission from last month February 21, saying that “It is our responsibility

to keep the city clean”. They said that their mission was not just to clean the area but at the same time educate the traders, passersby as well as the students. They also mentioned that they will continue with the mission till March 7, with the approach of the exam. The Eco Club team comprises of 44 active members who have been continuously carrying out the task after classes besides Sunday. Shillong, Mar 4: Meghalaya Home Minister Lahkmen Rymbui on Wednesday said the law and order situation in this state capital is slowly returning to normal with no untoward incidents reported today and students appearing their board examinations without any difficulties. Night curfew continued to be clamped from 9 pm to 6 am on Thursday in Shillong agglomeration and adjoining areas to prevent any breach of peace and tranquility that may lead to loss of life. In an order issued on Wednesday, the East Khasi Hills district magistrate, Matsiewdor War Nongbri reimposed curfew in the entire area of Police Bazaar and Anjalee Cinema area bordering Iew Mawlong with effect from 4 pm on Wednesday. Meghalaya DGP visits violence-hit Iewduh

Meghalaya Director General of Police R Chandranthan on Wednesday visited Iewduh where nine people were stabbed by masked men on Saturday, to assess the ground situation. “We are assessing the situation in Iewduh. The situation is slowly limping back to normalcy. The government is engaging with the society to restore normalcy,” Chandranathan said after visiting Iewduh, the main market of Meghalaya, with a team of police officials. 29-year-old Rupchand Dewan, son of Ibrahim Dewan, a resident of Muslimpara in Borbila under Barpeta district, was stabbed to death and eight others were injured in the stabbing spree by masked men. “The police are investigating into the matter

(stabbing incident) and no one has been arrested so far,” the police official said. The stabbing incident is seen as a retaliatory attack following the death of a Khasi Students’ Union activist after he was attacked by non-tribals at Ichamati village near Shella in East Khasi Hills district on Friday. The district administration has clamped curfew in Iewduh and its adjoining areas since Saturday afternoon following the incident. On miscreants using the name and logo of Meghalaya police to spread fake news on social media, Chandranathan said the police department has filed a sou-moto case and has taken up the matter of fake news and rumours being spread through social media with Facebook. According to Meghalaya police, the miscreants using its name and logo shared a fake statement on Facebook which read: “We will arrest all who oppose the CAA and Demand ILP, because the problem comes from those people. We are here to bring peace in the State.”

5 Move to check children of tribalnon tribal getting ST certificates

ITANAGAR, MAR 4 (PTI): The Arunachal Pradesh government on Wednesday informed the assembly that it has set up two committees to look into the issue of children of tribal mothers married to non-tribals getting ST certificates by using only their mothers maiden name. The government will decide on the matter after receiving recommendations of the committees, Social Justice Empowerment and Tribal Affairs (SJETA) Minister Alo Libang said. As soon as the government receives the recommendations, we will act accordingly for the welfare of the tribal communities of the state, Libang, who is also the chairman of one of the committees, said. Admitting that the issue is serious, the minister assured the members that their suggestions would be considered. Deputy Speaker Tesam Pongte, who was in the chair, hoped that the issue would be brought in the next session in the form of a Bill. The issue was raised

in the assembly by BJP MLA Nyamar Karbak. He pointed out that children of tribal women and non- tribal men easily get ST certificates and they are enjoying all benefits provided to the tribal communities, including jobs in government sector. Therefore the genuine tribal people are being deprived, Karbak said. Referring to a law in Meghalaya, where Khasi women marr ying nonKhasi would lose her ST status, Karbak said that the government should ponder over the matter seriously and should evolve a mechanism to check it. Otherwise the indigenous tribal population of the state, in future, would be outnumbered like the indigenous tribals of Tripura. NPP member Tarin Dakpe suggested for compulsory marriage registration so that such cases could be recorded, while BJP MLA Lokam Tassar suggested that a mechanism should be evolved to restrict the issuance of ST certificates to such children.

New Delhi, Mar 4 (PTI): There has been a 70 per cent reduction in insurgency incidents and an 80 per cent drop in civilian deaths in the Northeast in 2019 compared to 2013, Rajya Sabha was informed on Wednesday. Union Minister of State for Home G Kishan Reddy said the security situation in the Northeastern states has improved substantially since 2014 and there has been a 78 per cent decline in casualties in security forces. “Compared to 2013, there has been 70 per cent reduction in insurgency incidents, 80 per cent in civilian deaths and 78 per cent in security forces casualties in the year 2019,” he said in a written reply. From secular to muscular

W

hat is being witnessed across India in the post-2014 period is undeniably a determined pursuit to effect drastic changes by firstly dismantling the democratic tradition of a liberal and secular constitution which has, for 70 years, despite many shortcomings, provided a sense of belonging and security among the culturally, historically and religiously diverse people speaking over 100 main languages and over 1000 other regional languages. These changes are being done either through constitutional amendments or simply by brushing aside opposition with brute majority.With absolute majority in 2014 and then a huge and brute majority in 2019, the lower house resonates with the power of political muscle. True, in democracy,numbers count in government formation or house votes but as per tradition, even the voice of the smallest should be heard in the sanctum sanctorum of the people. In recent times, demands from opposition members for discussions on crucial matters are eitherdismissed outright or disallowed under whatever reasons. Recently, both the Lok Sabha and the Rajya Sabha witnessed the opposition parties raising slogans in frustration as their demands for discussion on the recent Delhi riots was rejected. The Delhi violence took place during US president Donald Trump’s official visit (February 24-25,2020) to India. Many countries condemned the violence. Nearly 50 were killed and over 200 injured besides unaccountable numbers of properties destroyed. Parliament reconvened on March 2 after being in recess. From day one, the opposition demanded discussion on the Delhi riots but Lok Sabha speaker Om Birla refused and set the date for discussion on March 11 after Holi festival. Without further ado, the house then took up the government bill ‘Vivaad Se Vishwas’. The opposition was livid as the ruling members bypassed them and began discussions about the bill. In the Rajya Sabha, House Chairman M. Venkaiah Naidu also refused to take up the issue of Delhi riots. “Let total peace be restored... Let us wait and see that the system works effectively and then normalcy is brought in, particularly in Delhi, in view of what has happened,” he told members. Ignoring protests, Naidu then began to give a detailed account of the performance of legislators in various Parliamentary committees. The government’s response in parliament was nothing short of derailing a constitutional obligation and was viewed suspicionthat the violence unleashed against anti-CAA protestors was orchestrated or planned. What also added to the suspicion was the refusal of the Delhi Police to file FIRs against three BJP leaders for hate speeches that were incitement of hatred and violence. In the Delhi High court, Justice S. Murlidhara slammed Delhi Police and asked why it did not file FIRs and ordered it to do so that the next day. The union government’s Solicitor General Tushar Mehta gave a bizarre response by telling the court that Delhi Police has so far not lodged any FIR against BJP leaders, as such would not help in restoring peace and normalcy. However legal experts have challenged this hypothesis by reminding that according to the law, there is no ‘right time’ to file an FIR. However most tragically for India,these arenot isolated incidents but a mockery on democracy and an aberrationon the principles of justice and human rights which are symptoms of an India undergoing a process of change from secular to muscular democracy.

I will also consider my own life as “dear to myself.” But Paul said he considered his life dear so that he might fulfill the ministry he had received, and he refused to use his energy on anything else. This verse shows an almost noble annoyance by Paul at being asked to consider himself. He was absolutely indifferent to any consideration other than that of fulfilling the ministry he had received. Our ordinary and reasonable service to God may actually compete against our total surrender to Him. Our reasonable work is based on the following argument which we say to ourselves, “Remember how useful you are here, and think how much value you would be in that particular type of work.” That attitude chooses our own judgment, instead of Jesus Christ, to be our guide as to where we should go and where we could be used the most. Never consider whether or not you are of use— but always consider that “you are not your own” (1 Corinthians 6:19). You are His.

A layman’s analysis on Indo-Naga talk

N

aga freedom movement is considered to be one of the longest people’s movements not only in Asia but also in the whole world. This movement is also one of the strongest movements that had survived the onslaught of mighty Indian armed forces as well as violent conflict among the various Naga groups. It has secured a revered place in the hearts of many indigenous people. The nature (type) of settlement that is going to arrive at will not only decide the destiny of the Nagas but also the fate of many other indigenous people’s movement both in India and abroad because the powerful empires are likely to use the same yardstick in dealing with the colonized people. For this reason, many indigenous people are looking with curiosity at the final result of Indo-Naga talk. However, the talk that begins (in 1997) with much hype and hope has been mired with confusion and ambiguity after more than 20 years and nearly 100 rounds of talk. Is the GOI playing various cards to confuse the Nagas? The present IndoNaga talk begins with three conditions: that it will be held in third country, at the highest level and without any pre-condition. Whether the Government of India (GOI) is faithful to the promise they made to the Nagas is opened for all to see. But that cannot be considered a surprise as GOI has been doing the same thing again and again even in the past’s

agreements/accords with the Nagas. In more than two decades of talk, the GOI has been playing with various cards and trying her best to downgrade Indo-Naga talk from sovereignty (as two separate entities) to ethnicity to tribe and to factional level. This has created lots of chaos resulting to fear and suspicion of each other within the Naga family. In the name of inclusivism (stakeholders), the GOI has put various NPGs and civil organisations to compete and fight with each other. This has been done intentionally so as to turn Naga political issue into internal ‘law and order’ problem and make the unique history of the Nagas meaningless. Today, respected interlocutor and Governor of Nagaland continuously talks about ‘corruption’ as the main problem of the state. Few Nagas sincerely believe this ‘deceptive sermon’ without realizing that it is just a ploy to divert people’s attention from pursuing political freedom. During these many years of political lesson given by the GOI, many Nagas including some intellectuals were convinced that according to ‘contemporary reality’ the only way for the Nagas to survive is through total submission to Indian Union. This ‘reality’ says that ‘either you accept monetary assistance and be quiet or face bullets, bombs and death fighting for your rights.’ As a response to this threat, many Nagas have probably approved that India

has the legitimate right to continue colonizing Nagas while the Nagas should surrender her right to exist as free nation. Is Article 371-A qualifies to be the crux of IndoNaga political settlement? We were told that the Nagas have been denied of sovereignty. We heard that the Nagas were denied of physical integration of all Naga inhabited areas to live under single administration. However, we were told that there could be formation of Naga Regional Territorial Council (NRTC) in Naga inhabited areas. It is likely that NRTC will be empowered by extending Article 371-A which at present the state of Nagaland is enjoying. Although this is purely under the purview of Indian Constitution, it gives certain powers to the state/people especially in regards to customary laws and practices as well as ownership of land and its resources. If Art. 371-A is to come as part of settling Indo-Naga talk, it needs serious deliberation to correct the flaws and also make more powerful than now. Art. 371-A with its main clause ‘customary laws and practices,’ has been used to discriminate women in the decision making bodies. Because of this Article, 33% reservation for women in the decision making bodies was denied in the state. Naga patriarchal society has made this Article to protect men’s interest at the expense of women’s right. It should be amended or interpreted

so as to make inclusive and people’s friendly Act where no one is discriminated on the basis of sex difference. Art. 371-A, needs to get strengthened with autonomous power. In its present form, it has no power to protect its citizen from cruelest and draconian laws especially AFSPA & NSA. This means even after the final agreement, Nagas will be completely under the control of Indian armed forces and will face arrest, torture, frisking and detention without any warrant and on mere suspicion. It is also true that Art. 371-A does not give full freedom to the Nagas to explore and extract oil and mineral resources in their own land. Oil and mineral resources are crucial towards developing one’s economy and Nagas should get 100% ownership right. It is equally important to analyze to what extent Art.371-A can protect us from CAA as it might automatically pave way to the introduction of UCC in the near future. Some Naga political leaders, instead of strengthening Art. 371-A, think that it is a stumbling block to development in the state. Hence, the signs of the time predicts that Art. 371-A will gradually lose its strength and completely vanish in due course of time unless it is back up by a strong Naga Constitution. Pan Naga Hoho as the apex authority body. In the absence of full independence or sovereignty, Nagas need to have a strong common

political body. All Naga Political Groups (NPGs) seems to have understood that the present settlement is not going to be the final agreement. It is also understood that the right to self-determination will be pursued through ‘democratic means.’ However, after inking the present peace accord, all the members/cadres of various NPGs will be rehabilitated by the GOI and placed in their respective state where they belong. Majority of them will be absorbed into Indian armed forces. With this development, Nagas will be kept in pieces and a huge vacuum will come into existence in the Naga freedom movement. This is where the Nagas need a strong common political body to continue the dialogue with the GOI to recognise and grant the full rights of the Nagas. In this context, PNH is necessary. It should be properly established before signing the present deal and empowered to inculcate and foster the spirit of oneness and unity of all Nagas. It can be endowed with full power to oversee the administration of all the Naga inhabited areas as well act as the custodian of Art. 371-A. Even NTRC will have its strength and will be effective only when there is a binding mechanism such as PNH. In the set up of PNH, there should be fair representation from all NPGs and various tribes of all Naga inhabited areas. It should become a brainstorming platform for Naga intellectuals where not only the welfare and devel-

opment of the Nagas will be taken care of but also that of neighbouring communities and India as well. It is a layman’s fear that without having a strong PNH as a common platform, Nagas will be broken into pieces after the present Indo-Naga talk is over. Conclusion: It is expected that GOI recognise and respect the unique history of the Nagas despite disunity among the Nagas. Trying to downgrade Naga political issue to economic issue or to solve from of ethnic perspective (e.g. Bodo Accord), will not bring lasting solution. GOI of India should stop dealing Naga’s issue solely from her security and international trade perspective. It may be difficult for GOI to digest the idea of establishing PNH with full power but it is the only way forward for the Nagas in attaining their aspiration of living together under one administrative umbrella. Whatever, accord/agreement is going to be inked this time; every party should honour and abide by it in letter and in spirit. It is hoped that India will not cheat again the Nagas as in the past. On the part of Nagas, we must transcend geographical division and tribalism, come together and stand in unity as one nation for there’s nothing to lose in unity but gain abundant life in freedom. Z. ith the big victory of the BharatiyaJanata Party in the 2014 Indian general election, the Government of India (GoI) appointed a new interlocutor to represent India for the protracted Indo-Naga political talk.With enthusiasm to end all conflicts and hope to embrace a new beginning, the Nagas honoured the appointment. Soon after, on 3rd August, 2015 the Framework Agreement was signed at 7 RCR, New Delhi, in the presence of all the top dignitaries of the two entities: India and Nagalim. Things seemed to have developed quicker than expected. As a result, with much celebration and joy, the Naga people appreciated the efforts of government of India (GoI), National Socialist Council of Nagalim (NSCN) and Mr. Ravindra Narayana Ravi. Little did the Naga people know that a wolf in sheep’s skin was creeping in slowly towards the hillock. The man preaching against gun violence almost became the mother of a new bloodbath in the entire Indian subcontinent. However, he misfired with the SET DEADLINE of 31st October. After heavily decorating the entire Naga inhabited area with camouflage dresses, sophisticated weapons, hovering jet fighters, trucks parading on the highways loaded with tanks, etc., the innocent Nagas were expected by India to silently watch and wait for their supposedly passive offerings. Nagalim was made to look like a battlefield for some weeks. Possibly, Nagas were seen as a mere battle object then. While preaching for the solution that is inclusive and durable, one is earnestly working behind the scenes strengthening the antagonists functioning against the common aspirations. Some gangs were frivolously redefined as ‘freedom fighters’ and have gained prominence before India. The word ‘Primary Stakeholders’ is formulated into the Naga political arena so as to make certain sections of the Nagas be considered secondary. With time, the pseudo-nationalist was rewarded as the governor, demeaning the Naga political issue to whatever their interpretation is.This was widely believed to be a modus operandi to run new India, by making a loyalist larger than life, not on the basis of merit but for licking the master’s shoe. And as expected, it is somehow successful, if we are to look from Indian perspective. However, for any normal being, it is a very inhuman situation, forcibly running a farce government with the barrel of guns, on an occupied land. Seeing the present position of the Nagas, India has laid booby traps all around; a lesson well learnt from their former master- the British. Much has been done to divide Nagas further by using failed politicians and unemployed youths to propagate hatred.For

reasons best known to the aggressor, many un-mandated, unknown and self-vested organizations have popped out from every corner to speak India’s language.Inspite of fully knowing the reality and vulnerability of those individual (s) and organization (s), India chose to work closely with them and use them. There is this person, (I will not mention the name to avoid making it personal and also him having no role to be playing in the movement) who goes to Hebron camp, and instantly becomes a sympathizer of Naga sovereignty after reading the Framework Agreement for the congregation. However, after meeting the governor, the pseudo-Naga-nationalist returns to his old self and since then, has become the mouthpiece of lies and dangerous propagandas, more aggressively than ever before.He validates lies from the creator of the lies. Nagaland state is blessed with many media houses, both English and vernacular. It is sad to learn that, on a special occasion at Raj Bhawan, all Nagaland media houses were turned down for interactions, except one. The severe disease of media filtering has apparently reached our untouched beautiful Nagalim country. A national journalist even called him partisan on his facebook post. In all probability, this is a special art learnt from the two masters hailing from western India, presently residing in New Delhi. The elected legislature of India’s Nagaland is running on the diktat of an individual. Yet, it appears to be masquerading as ‘government.’ Yes, no doubt, the governor is the boss but people’s representatives also have their responsibility, besides amassing public wealth. Whether he is the anointed de facto supreme comandante of the Nagas, or probably, the self-styled wannabe supreme comandante for the Nagas, only time will tell. The one and only Indian who has profited the most from the conflict may still remember how Naga youth have, without any hesitation and reservation, questioned India’s sincerity during the Naga Students Federation general conference held at Khonoma in 2015. Becoming an over-night hero in the eye of the saffron brigade because of a paradoxical article published in a national paper in 2014 might have helped to be who he is today. Nonetheless, as a layman with a hope for a shared better future of India-Naga-Myanmar, and for all the humanities, I pray that the comandante be remembered by posterity as a visionary leader resolving the longest political conflict in the region and not for who he is, AS OF NOW! That Sir, the timber which we are selling not only produced by us in our own land by facing lots of difficulties as we don’t have any other option to use the said land as we are engaging in plantation

of different variety of plants which can be used as timber and somehow survive by selling the said timbers, both inside and outside the state in the form of small takta, batam etc by which we manage our family expenses. That Sir, if your esteemed authority stops selling the unfinished timber such as in the form of small takta, batam etc outside the state than it would cause a great hardship for all of us as still for production of finished goods such as furniture etc, we the people of Nagaland are not well trained and equipped. And moreover for producing the finished goods we have to do proper seasoning of the timbers, which will consume lots of our time and by that process we all the timber traders will fall in huge financial difficulties as the time which will be consumed for proper seasoning will be the hard time as at that point of time we will not have any source of income and will face high financial crisis. As such

prayer before the esteemed authority to kindly think about our self in particular and for the public in general, helping us by not passing any such other which will stop us of selling the unfinished timber such as small size takta, batam etc outside the state. It is our humble prayer that to allow us to sell unfmished timber as we are doing till date outside the state. Moreover sir, the sale of big size Fanta outside the state is already banned for the last almost three years and now if the small size timbers are also restricted than it will bring our business to a halt. Fascinating glimpse into the ongoing Naga talks Sir,

The perennial and so called multidimensional model talks for Naga political solution seems to be fully exhausted and fulminate without reservation. The Government of India (GOI) in a clarion call stated that any discussion for Naga political solution should be within the ambit of the Indian constitution and not beyond the frame of Indian constitution. However, in the process apparently it shows that, there will be no integration of all contiguous inhabitants of Naga area, no separate constitution and no separate flag for Nagas. The heterogeneous attitude always remains and the claims of something very special and unique for Nagas has culminated into a negative approach and totally failed miserably. When territorial integrity is not possible, everything that is being claimed is not possible, and for which the whole lot of shouting slogan, protest, rivalry and plebiscite for the last so many years has turned into an empty rhetoric. When sovereignty is not acheived as part of the struggle, it defeats the purpose of so called Naga political solution, and it leads to serious question of ; how can we talk about separate constitution, separate flag, Pan-Naga Hoho and how these has become core issue at the last moment? When the GOI had divulged to the Nagas about the time frame of three months, within which, the Naga political issue is to be resolved, then the Pan-Naga Hoho or the cross-border organisation is not feasible and acceptable for Nagas of Nagaland. NEW DELHI, MAR 4 (AGENCIES): The world’s biggest supplier of generic drugs says it is introducing the restrictions as concerns mount about the COVID-19 coronavirus outbreak. The move comes as supply of APIs, intermediates and other raw materials used for medicines production is under pressure from plant closures in China, a major supplier. Drug exports restricted as a result of the action by India’s Directorate General of Foreign Trade (DGFT) include painkiller paracetamol, antibiotics clindamycin, erythromycin, neomycin and chloramphenicol, antifungals tinidazole, metronidazole and ornidazole, antiviral drug acyclovir and hormonal ingredient progesterone, as well as B vitamins. The restrictions have come in “with immediate effect and [until] further orders”, according to a DGFT notice (PDF). The list of ingredients and medicines accounts for 10% of all Indian pharmaceutical exports, according to a BBC report. The AGR amount may also go up till the end of this fiscal (March 31, 2020). Though officials said the amount was not much to have any bearing on the fiscal position. Government had not accounted for this figure in the 2020-21 Budget as it was in dispute but since this part amount has been received in the current fiscal, it will be on a revenue receipt as these are actual receipts, and any futuristic projections from sub judice cases cannot be done. New Delhi, Mar 4 (IANS): The Union Cabinet on Wednesday approved the mega consolidation in public sector banks (PSBs) with effect from April 1, under which 10 state-run banks would be transformed into 4 big banks. It also approved the scheme of merger submitted by the banks concerned which will be part of the process, which, the government said, would lead to big-ticket lending. Finance Minister Nirmala Sitharaman said, in a briefing afterwards, that the amalgamations will enable creation of digitally driven consolidated banks with global heft and business synergies. She said the amalgamations would enhance customer convenience, better branch service, higher

Bank, of the Andhra Bank and the Corporation Bank into the Union Bank of India, and of the Allahabad Bank into the Indian Bank. The amalgamation would result in creation of seven large PSBs with scale and national reach with each amalgamated entity having a business of over Rs 8 lakh crore. The mega consolidation would help create banks with scale comparable to global banks and capable of competing effectively in India and globally. Greater scale and synergy through consolidation would lead to cost benefits which should enable the PSBs enhance their competitiveness and positively impact the Indian banking system, a Finance Ministry statement said. In addition, consolidation would also provide impetus to amalgamated entities by increasing their ability to support larger ticket-size lending and have competitive operations by virtue of greater financial capacity. The adoption of best practices across amalgamating entities would enable the banks improve their cost efficiency and risk management, and also boost the goal of financial inclusion through wider reach.

NEW DELHI, MAR 4 (PTI): The government on Wednesday permitted NRIs to control up to 100 per cent stake in disinvestment-bound Air India. The decision comes at a time when the government has sought preliminary bids for 100 per cent stake sale in the national carrier. “Today’s decision on Air India is one milestone decision where NRIs... will get permission to invest 100 per cent in the airline,” Union Minister Prakash Javadekar told reporters briefing about the cabinet decision. Non-resident Indians (NRIs), who are Indian nationals, will get permission

to participate in Air India’s strategic sale. Earlier, they were allowed to own up to 49 per cent stake, the minister said. “Now they can take 100 per cent,” he added. Allowing 100 per cent investment by NRIs in the carrier would also not be in violation of Substantial Ownership and Effective Control (SOEC) norms. NRI investments would be treated as domestic investments. Under the SOEC framework, which is followed in the airline industry globally, a carrier that flies overseas from a particular country should be substantially owned by that country’s government

or its nationals. Earlier, NRIs were allowed to acquire only 49 per cent in Air India. Foreign Direct Investment (FDI) permit in the airline was also 49 per cent through the government approval route. As per the existing norms, 100 per cent FDI is permitted in scheduled domestic carriers, subject to certain conditions, including that it would not be applicable for overseas airlines. In the case of scheduled airlines, 49 per cent FDI is permitted through automatic approval route and any such investment beyond that level requires government nod.

NEW DELHI, MAR 4 (PTI): The Congress on Wednesday said it will not let Parliament function till a debate on Delhi riots is allowed in both the houses. The party has been demanding that the issue of communal riots in Delhi be debated in Parliament and proceedings of both Lok Sabha and Rajya Sabha have been disrupted over the issue. Congress’ leader in Lok Sabha Adhir Ranjan Chowdhury said his party has been demanding that there should be a discussion in Parliament on the recent riots in the national capital. “The government should accept its responsibility and the perpetrators of the violence should be punished. We have been asking the government repeatedly to debate on the issue,” he said. The government has said that the matter will be taken up after Holi, but the

opposition is of the view that an important matter like this cannot wait. “Today also, we protested inside the House. Till the time a debate on Delhi riots is allowed in Parliament, our protest both inside and outside will continue,” Chowdhury told reporters outside Parliament. Congress spokesperson Syed Naseer Hussain alleged the government is not ready to fix accountability in the “statesponsored” riots. “Neither the prime minister nor the home minister is willing to give an answer. We have repeatedly called for a debate on the issue and after that we will allow the House to function normally. But the government is not showing seriousness,” he said. “All opposition parties have consensus that till a discussion on Delhi riots is allowed, we will not let Parliament function,” he said.

NEW DELHI, MAR 4 (PTI): A bill to provide an opportunity to taxpayers to settle their tax disputes by paying just due taxes with complete waiver of interest and penalty by March 31 was approved by Lok Sabha on Wednesday. The Direct Tax Vivaad Se Vishwas Bill, 2020, which was introduced by Finance Minister Nirmala Sitharaman in the House on March 2, was passed amid din. Opposition has been protesting over the issue of Delhi violence and demanding an immediate discussion. As many as 4.83 lakh direct tax cases worth Rs 9.32 lakh crore are locked up in various appellate forums such as Commissioner (Appeals), ITAT, High Courts, Supreme Court and Debt Recovery Tribunals. Also in search and seizure operations where the recovery is up to Rs 5 crore, this scheme can be availed once the Bill is passed by Parliament. Under the proposed scheme, taxpayers willing to settle disputes shall be allowed a complete waiver of interest and penalty if they pay the entire amount of tax in dispute by March 31 this year, following which a 10 per cent additional disputed tax shall have to be paid over and above the tax liability.

New Delhi, Mar 4 (IANS): A court here on Wednesday issued notice to four death-row convicts in the Nirbhaya case on an application moved by the Delhi government seeking issuance of fresh date for their execution. The Delhi Government moved the court seeking a fresh date for hanging of convicts a few hours after President Ram Nath Kovind rejected the plea for pardon moved by one of the death-row convicts, Pawan. “In my opinion, principal of natural justice, which is implicit in Article 21 of Constitution of India and the scaroscant principal of Audi Alteram Partem (nobody can be condemned unheard) cannot be ignored by the court,” Additional Sessions Judge Dharmendra Rana stated. The court has sought convict’s response and posted the matter to 2 p.m. on Thursday. The four convicts—

Mukesh Singh, Pawan Gupta, Vinay Kumar Sharma and Akshay Kumar -- were scheduled to be executed on March 3 at 6 a.m. but the court deferred it till further orders on the grounds that Pawan’s mercy petition is pending. The case pertains to the gang-rape and murder of a 23-year-old girl, dubbed later as Nirbhaya, in the national capital in December 2012. Six people, including the four convicts and a juvenile, were named as accused. Ram Singh, the sixth accused, allegedly committed suicide in Tihar jail days after the trial began in the case. The juvenile was released in 2015 after spending three years in a correctional home. Earlier this week, the Additional Sessions Judge Dharmender Rana had stayed the execution of the death warrant in view of the pendency of Pawan’s mercy petition.

JAMMU, MAR 4 (PTI): Removing a ban on social media platforms, Jammu and Kashmir administration on Wednesday allowed access to all web sites on 2G mobile data services and fixed line internet in the Union Territory till March 17. Earlier, only access to white-listed sites was allowed as the service was restored for a week on January 25 and subsequently extended from time to time, after being snapped on August 5 last year when the Centre abrogated the special status to the erstwhile state and bifurcated it into two union territories. The fresh order was issued by Principal Secretary, Home, Shaleen Kabra after assessment of the impact of telecom services regulation on the overall security situation and maintenance of public order and reports of law enforcement agencies. The order said the internet speed on mobile data service will be restricted to 2G only and the post paid SIM card holders would continue to be provided access to the internet.

However, Kabra said the services would not be made available on pre-paid SIM cards unless verified as per the norms applicable for postpaid connections. As the period of extension of services was set to expire on Wednesday, the Home Department ordered that 2G mobile data service and fixed line internet connectivity with certain restrictions will now continue till March 17, unless modified earlier. About fixed line internet connectivity, the Principal Secretary said the Internet connectivity would continue to be made available with Mac Binding. Mac Binding essentially means to enforce a client machine to work from a particular Internet Protocol address.

Congress sources, among the eight MLAs who were taken to Haryana, four are from the Congress, one is an independent and the rest are from BSP and SP. Digvijaya Singh had on Monday alleged his party MLAs were being offered a “huge amount of money” by BJP leaders as part of its attempts to destabilise the Kamal Nath government. In the 230-member Madhya Pradesh Assembly, the Congress has 114 MLAs, followed by the BJP with 107. The simple majority mark is 116. The Congress-led state government has the support of four Independent MLAs, two Bahujan Samaj Party legislators and one of the Samajwadi Party. During partition, many from Pakistan came to our country, to Punjab, Gujarat and Delhi, and many people from Bangladesh (then East Pakistan) came to Bengal. “After these (refugees) came, Nehru-Liaquat Pact was signed which granted citizenship to those who had crossed over to India from Pakistan. Again, in 1971 during the (Bangladesh) liberation war, there was a treaty between Indira Gandhi and Sheikh Mujibur Rahman which granted Indian citizenship to refugees from that country. I was speaking about them,” she said.

Cairo, Mar 4 (AFP): Egypt executed an ex-special forces officer turned top Islamist militant, Hisham Ashmawy, on Wednesday over involvement in several high-profile attacks, said the army. “The execution by hanging was carried out based on a decision by the military court ... and after taking all the relevant judicial procedures,” said army spokesman Tamer al-Rifai. Ashmawy -- dubbed Egypt’s “most wanted man” by local media -- was a former officer with Egypt’s special forces who went on to fight with Al-Qaeda linked groups. On Monday, a Cairo court sentenced Ashmawy to death along with 36 others over 54 crimes including killing police officers and blowing up several security installations. Born in 1978 or 1979, Ashwamy joined the Egyptian Armed Forces as a young man and rose to join the elite unit, but was dismissed in 2012 over his hardening religious views. Ashmawy was convicted last November by a

military court over his role in 14 crimes including the 2014 killing of 22 soldiers in a border post attack, and a 2013 assassination attempt on a former interior minister, who survived the attack. He was also found guilty of having led the Ansar Beit al-Maqdis Islamist militant group in the turbulent Sinai region. Ashmawy broke with the organisation after it pledged allegiance to the Islamic State group in November 2014. Other charges against him included infiltrating to Libyan territories and forming an Al-Qaeda aligned militant group, al-Mourabitoun, there. In October 2018, the self-styled Libyan National Army under strongman Khalifa Haftar captured Ashmawy in the eastern city of Derna. He was extradited to Egypt in May. Egypt has for years been fighting a hardened insurgency in North Sinai that escalated after the army’s 2013 ouster of Islamist president Mohamed Morsi.

Rome, Mar 3 (IANS/ AKI): Turkey’s President Erdogan cannot “blackmail” Europe on migration, Italy’s Foreign Minister Luigi Di Maio said on Tuesday after Erdogan warned that “millions” of migrants would soon head to the European Union. “There can be no blackmail. We need to dialogue to find solutions,” Di Maio said in an interview with Italian daily La Stampa. Turkey said on Friday that migrants could leave for the EU and thousands have since massed at the Greek border, sparking fears of a new influx like that of 2015. EU leaders have accused Erdogan of using the threat of a new migrant influx to pressure them into backing his incursions into Syria. EU foreign ministers will discuss the issue this week at an emergency summit, Di Maio said. “We are working together with other European countries in great unison. There is the will to find a solution rather than creating new problems,” he said. Turkey has launched a military operation in Idlib in northwestern Syria to try and repel the government’s offensive in the country’s last rebel-held bastion, an assault that has caused millions of people to flee.

New Delhi/Kabul, Mar 4 (IANS): Since the US and Taliban inked their peace deal, Afghanistan has been fast heading towards greater instability and political turmoil. While the violence has resumed at the same level as it was before February 21, when the weeklong ‘reduction in violence’ pact between the US and Taliban came into effect, the Afghan government scheduled to begin its talks with the Taliban on March 10, is yet to announce its negotiating team. Two days after the peace treaty was signed, the Afghan militant group ordered its members to launch terror attacks against the Afghanistan government. The Taliban after it got the go-ahead from its leadership, killed three people in a bomb blast on Monday and three civilians on Tuesday. On Wednesday, Taliban launched 33 attacks in 17 provinces, killing over 16 soldiers and five civilians were killed amid the “reduction in violence” pact between the US and the Taliban. As per the “peace treaty”, the US and Nato allies have agreed to withdraw all troops within 14 months if the Taliban fulfills its side of the deal. BANGKOK, MAR 4 (AP): South Korea struggled to find enough hospital beds for sick patients, Iran and Italy grappled with rising deaths, and Saudi Arabia banned citizens from performing the pilgrimage to Mecca as the coronavirus that tormented China acquired firm footing elsewhere in the world. ATLANTA, MARCH 4 (IANS): At least 25 people were killed, several are missing and an as yet undetermined number were injured in the multiple tornados that touched down early in the state of Tennessee, according to state authorities, as cited by local and national media. Authorities said that this is one of the most significant disasters to hit Tennessee in recent years. The Tennessee Emergency Management Agency (TEMA) has been updating the death toll during the day and a state of emergency has been declared in Tennessee after the storm that spawned a number of tornados and caused severe damage in downtown Nashville, as well as in other nearby towns on Tuesday. The state agency updated the death toll after emergency workers found several bodies in the ruins of buildings and homes that were destroyed or heavily damaged by the tornados that lashed the region, Efe

Vasarhelyi, Chin to make film on Thai cave rescue

new film is set to tell the story of the 2018 Thai cave rescue, with award-winning directors Elizabeth Chai Vasarhelyi and Jimmy Chin rumoured to be attached. Vasarhelyi and Chin’s last project was a documentary, ‘Free Solo’, which focused on an extreme rock

climber. According to Deadline, the duo have now been approached by Universal to direct their developing film about the extraordinary events that took place inside the Tham Luang Nang Non cave in Chiang Rai Province, Thailand. In July 2018, a boys’

football team and their coach became trapped in an underwater cave over one thousand meters beneath the surface, after monsoon rains flooded the area. One attempted rescuer died, with three others hospitalised, before the group were eventually rescued.

The incident also featured a bizarre attempted intervention from Elon Musk, who claimed that he had built a submarine capable of transporting the stranded children one at a time. When one of the divers working on the mission, Vern Unsworth, expressed his doubts at the claim, Musk referred to Unsworth as a ‘pedo guy’. Chin and Vasarhelyi won Best Feature Documentary at last year’s Oscars for ‘Free Solo’, which followed Alex Honnold as he free solo climbed the vertical rock formation El Capitan in Yosemite National Park. The film was a commercial success, grossing over $17.5M in the US, and went on to win six Primetime Emmys, including Outstanding Director for a Doc/Non-Fiction Program for Chin and Vasarhelyi. Gujarat, chasing 327, seemed to have the game in their control at 221/5 at one stage with skipper Parthiv Patel (93) and Chirag Gandhi (96) threatening to take the game away from Saurashtra. NEW DELHI, MAR 4 (AGENCIES): India’s cricket board has slashed the prize money by half for the winners and runners-up of this year’s IPL, the world’s most popular and successful T20 league. The Board of Control for Cricket in India (BCCI) said the move was part of measures to cut the costs of the glitzy Indian Premier League, starting March 29,
