Mnp polls: 84% turnout in phase-I Correspondent

IMPHAL, Mar 4 (NPN): First phase voting in 38 assembly segments of 60 seats Manipur Legislative Assembly concluded Saturday peacefully with a tentative 84% voter turnout. Except some sporadic violent incidents in the remote areas of Kangpokpi and Churachandpur districts, the polling was conducted by and large peacefully, said Manipur CEO Vivek Kumar Dewangan. Polling conducted under a tight security arrangement concluded at 3pm except in a few polling stations where the voting was delayed owing to certain problems, CEO said. CEO said overall tentative voter turnout percentage was recorded at 84, but added that the final figure could be ascertained only after arrival of reports of the polling stations at far flung areas of Churachandpur and Pherzawl districts. Voting re por ts of around 25% polling stations located in the remote areas were yet to be come in and the CEO office expected the report by tomor-

row, he added. Phase-I covered 38 constituencies for which 1,643 polling stations have been set up in areas spread over Imphal East, Imphal West, Bishnupur and the hill districts of Churachandpur and Kangpokpi. Among the districts in valley areas, Imphal East district recorded a voter turnout of 87% while 86.9% in Imphal West district and Bishnupur district recorded 87.8%. Hill district Kangpokpi recorded 80% overall voter turnout and Churachandpur and Pherzawl district 68%. The poll percentage

for the valley can be treated as finalized as almost all the polling officials have reached their respective district headquarters and reported to the DEOs. However, changes are likely to the poll percentage of the three hill districts as 28% of the polling stations could not be communicated, the CEO added. Giving some main highlights of first phase poll, the CEO said that first the first time 16 polling booths were manned only by women polling personnel which include six in Bishnupur district and 10 in Imphal west district. Student volunteers were

also detailed at each polling station to assist the senior citizens. A total of 1079 polling stations were covered by live web streaming and remaining 564 polling stations recorded events offline by smart phones. A total of 11,32,525 votes including 7084 service electors were eligible for casting votes in the first phase poll in which voting was conducted in 1643 stations located in 1291 locations. While reminding that 168 candidates were in the fray in first phase poll, the CEO said that 258 micro observers and 38 assis-

tant expenditure observers were deployed during poll hours. ECI appointed 12 each general, expenditure and police observers besides four awareness observers for supervision of various activities of the poll process. Asserting that there observed a raise in the voter turnout percentage, election officials said that it was a reflection of a sense of responsibility among the voters. H o w e v e r, p o l i t i cal leaders observed a big change in the political scenario when voters turned out in good numbers.

JCC slams T.R.Zeliang’s minority card

DIMAPUR, MAR 4 (NPN): Joint Coordination Committee (JCC) has reminded that its objective would be pursued with determination with regard to the demand for justice after various incidents beginning from January 31,2017 onwards. Turning on the heat on former chief minister T.R.Zeliang, Joint Coordination Committee (JCC) has said his “utter lack of remorse” shown while rejecting any moral responsibility for the entire unfortunate incidents by portraying himself as a victim of majoritarian politics “. JCC media cell said this was “ intolerable” and showed T.R. Zeliang’s “sheer disregard and insensitivity for the two departed youths, who lost their lives because of his flip flop decisions and treachery.” JCC said it was un-

becoming of a true statesmanship and leadership to divert and politicise the entire disastrous episode as being about minority versus majority politics and trying to absolve himself of any responsibility for consequences of the government decisions. JCC condemned “such cheap minority card played by T.R.Zeliang and his supporters adding it was nothing but “ a foul and insincere attempt to blemish the Naga people’s movement to protect Article 371A and shift the blame to the people of Nagaland.” Further, JCC said it stood by the decision of the Diphupar Village Council that under no circumstance would it allow the post of chief minister to be “given back to T.R.Zeliang, as it would be a sacrilege to the Naga people as a whole.” JCC also demanded

that a Joint Inquiry Commission (JIC) be set up to hold impartial investigation and bring out the facts of the matter to its logical conclusion and for which it will continue to strive for. JCC also said it also reiterated the demand and resolution adopted at the March 3,2017 meeting at Tourist Lodge Dimapur, that the DC Longleng be immediately placed under suspension including police personnel involved in the indiscriminate firing on January 31 within seven(7) days from the date of submission of the representation. Meanwhile, the inference about T.R.Zeliang likely to be a contender for returning back as chief minister stems from the purported statements made in recent days by chief minister Dr.Shürhozelie of not being inclined to remain in office

very long. On some occasion, Dr.Shürhozelie had confided that he had reluctantly taken up the responsibility and would be around only for a few months. Chief Minister Dr.Shürhozelie who was swor n-in on Febr uar y 22,2017 will have to become a member of the assembly within six months or by August 2017. If he is to contest, then Dr.Shürhozelie would have to stand from his old constituency -10 Northern Angami –I which is currently being represented by his son Khriehu Liezietsü parliamentary secretary Lottery and MTF. In case Dr.Shürhozelie declines since the general election will be due by 2018, then the mantle could go to any of the present ministers and which JCC feels that T.R.Zeliang could attempt to return back.

IMPHAL, Mar 4: Election Commission (ECI) has ordered FIR cases against office bearers of the BJP Manipur and eight local dailies for publishing advertisements without approval from the responsible authorities. An urgent letter from the ECI received Saturday ordered the Chief Electoral Officer (CEO) Manipur to lodge FIRs under Section 188 of IPC against BJP state unit office bearers and the newspapers, which carried the advertisements on Friday in contravention of its orders and violation of RP Act. ECI had earlier instructed all stakeholders to not publish any advertisements on March 3 and 4 without pre-screening and subsequent approval by state-level MCMC committee. Poll panel also sought a compliance report by Monday, an official source from CEO stated. Interestingly, some of the newspapers published the advertisements of the same kind in its Saturday editions.

Finance deptt.dismisses ACAUT’s allegations DIMAPUR, MAR 4 (NPN): Finance Commissioner Temjen Toy IAS has reiterated that the clarification issued earlier by the finance department to ACAUT on February 23 were based on facts and therefore, there could not be any question of either accepting or rejecting these facts. Toy was issuing a fur ther clarification to ACAUT’s “rejection” of the department’s rejoinder which had appeared in the local media on March 3,2017 . Drawing attention to ACAUT’s purported rejection of the finance department’s clarification, Toy said while the news item on February 23, 2017 pertained to allegation by ACAUT about “parking of more than Rs.5000 crore in state coffers” the other statement on March 3 “shifted to the utilisation of CSS funds, payment of state share and delay in payment of salaries to the RSA, RMSA and Hindi teachers.” Nonetheless, Toy reiterated that the government was seriously concerned over the delay in payment of salaries to its employees and for which it had been taking

all possible steps to mitigate the difficulties of such employees. However, he said there were procedural problems that needed to be tackled “as best as possible according to the situation arising from time to time.” Ta k i n g a d i g a t ACAUT, Toy said it would have been proper if specific instances of irregularities committed by the finance department or its officials were brought to the notice of the authorities for appropriate action, instead of “making wild allegations”. Further the FC stated that details of executive action taken by the government from time to time, cannot be a made the subject of public debate in the media. Toy asserted that the finance department did not wish to be drawn into such a debate and therefore, it will no longer respond to “such opinionated views in future.” Toy reiterated that the government in general and finance department in particular, would continue to take actions as deemed necessary from time to time, to redress grievances of government employees as best as “is possible under the given circumstances.”

CNTC slams mainland media, women activists

D imapur , M ar 4 (NPN): Central Nagaland Tribes Council (CNTC) in a statement has defended the statement made by its president Hokiye Yeptho to media persons (mainland journalists) in which the reports had been twisted and distorted to “sensationalise views and opinions. CNTC said such misreporting by mainland journalists was not a new thing since “being one-sided, partial and biased has been their hallmark.” CNTC also advised some youths to first study their cultural history and genealogy before going to the press to gain cheap publicity and attention. It also cautioned such youths to first understand their own traditions and customs as practised by their forefathers since time immemorial.

CNTC said by ridiculing and mocking at leaders and elders without having any basic knowledge or understanding has become a part of life with some youths who only want to hog the limelight. In this regard, CNTC urged the respective tribal hohos to restrain such youths. Drawing attention on “some women activists” CNTC said instead of atoning for their wrongdoings amid the chaos, these women were still “hell bent” and doing whatever means possible to “accelerate their campaign outside Nagaland to non-Nagas who have no iota of knowledge about our Naga customs and traditions.” CNTC also cautioned some women married to non-Nagas and settled

abroad, to “stop their not much needed comments and off-track opinions which will only foment more trouble in the state again.” It said that unlike other states in India, Naga women do not face gender discrimination like female foeticide, child marriage, dowry etc” as Naga women were given equal privilege in every field and do not need reservation since they are free to contest any election. CNTC said if such women really wanted to change Naga society then they should return home and begin grass root work instead of harping about change from within the confines of the four walls in far away foreign nations”. It added that Naga women are second to none and no not need any reservation to compete in any field.

GST to be implemented from July 1 CM not pleased with unpunctuality at Sectt. New Delhi, March 4 (IANS): Finance Minister Arun Jaitley on Saturday said that the Goods and Services Tax (GST), the new indirect tax regime, was on track and July 1 was going to be its likely date of implementation. “It (GST) looks on track. Subject to Parliament approval, it looks like the possible date of implementation of GST is July 1,” Jaitley said after the 11th GST Council meet concluded here. The Council approved the central cGST (cGST) and integrated GST (iGST) draft laws on Saturday. “Consensus on cGST, iGST law. Both the final draft laws were discussed today. Council has approved both the drafts,” Jaitley said. With the compensation draft law having already been approved in the Council’s previous meeting -- held on February 18 in

Udaipur -- there are two more draft laws remaining for approval. “The three laws have got formal approval of GST Council by unanimous decision. All states approved it,” he said. The Union Territory GST (UTGST) and state GST (sGST) draft laws will be taken up for discussion and approval at the Council’s next meeting on March 16, Jaitley told reporters at a press briefing. The sGST and UTGST are replica of cGST and the settlement of their drafts is only a formality, he said. “Once these are approved, the four laws - compensation, UTGST, cGST and iGST - will be approved by Cabinet and placed in Parliament in the coming session,” Jaitley added. Meanwhile, the sGST draft law will have to be approved by the legislative assemblies of states and union territories (Delhi,

Puducherry). The UTGST draft law is for the union territories like Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli, which do not have legislative assemblies. With the approval of the five draft laws, the legislative action of the GST Council will be over, post which there will be another meeting for fitment of the goods and services in the tax slabs - 5 per cent, 12 per cent, 18 per cent, 28 per cent. Clearing the air on reports of GST tax rate being increased up to 40 per cent, he said there would not be higher rate of taxation. “The four rates have already been decided by the Council. There will be no higher rate of taxation, but the capped rate is always higher to leave some space. Bound rate and applied rate is different,” Jaitley said.

D imapur , M ar 4 (NPN): State chief minister Dr. Shürhozelie Liezietsu, who reached his secretariat office at 9:30am on Saturday and directed his aides to collect attendance of the officers and staff of all the departments, was reportedly not very pleased with the reports that he received. A day after he assumed the office, the chief minister had urged the senior officers to strictly maintain working hours and set the offices in order. According to media cell chief minister’s office (CMO), the chief minister’s insistence on punctuality was set to usher in a new era in governance very soon with timings for the thousands of government employees – at least in the Secretariat – about to be drastically changed. CMO said the chief minister told his aides

that salaries were paid to government employees and they were required to attend to their duties for a specific period of time on all working days. The chief minister also reportedly said that if traffic congestion was the reason employees cannot reached their office on

time, they should leave home early for their places of work. Further, the chief minister instructed his officers not to entertain any appointments even for the ministers and legislators with him at his private residential office except under unavoidable situa-

tions. “I have a fully functional office at the Secretariat, and so have they. They should attend their offices and if need be, meet me there at the Secretariat. And so should bureaucrats,” the chief minister has this standing order, CMO said.

Services associations demand 7th ROP DIMAPUR, MAR 4 (NPN): State services associations have requested the state cabinet to approve the effective date of the 7th ROP w.e.f. March 1, 2017 (2017-18). The association have also appealed to the chief minister and his colleagues to convey the government, decision on the implementation of the 7th ROP before the finalization of the 2017-18 budget documents. According to an official bulletin, the office bearers of state services associations including CANSSEA, NCSA, NSSA, FONSFSA, NPSA, NF&ASA and NASSA met the chief minister on March 4, 2017. After in-depth delibera-

tion, the chief minister, however, told the associations that the effective date and year for implementing the 7th ROP would be decided in the next state cabinet meeting. With regard to implementation, the associations had submitted representation four times to the state government to implement the 7th ROP w.e.f. January 1, 2016. The associations, however, after in depth discussion on February 27, 2017 at Hotel Japfu, decided to accept the 7th ROP w.e.f. Leaders should be farsighted, must see beyond tribes and parties: Azo

Azo releasing the KCS 25 years souvenir at Phek, Saturday. (NP) Correspondent KOHIMA, MAR 4 (NPN): Kuzholuzo (Azo) Nienu, MLA said leaders cannot be shortsighted and live for the moment alone but should be farsighted and must see beyond tribes and parties. He regretted that the 12th Nagaland Legislative Assembly (NLA) would go down in the annals of history as the most disturbing times of Nagaland and said the little time remaining should be judiciously used to promote peace, humility and oneness to strengthen Naga brotherhood. He said this on the occasion of 25 years silver an-

niversary celebration of Kiddies Corner School today at KCS Higher Section Phek. Azo said there was a time for everything under heaven and it was certainly a time for peace and tranquillity in the state of Nagaland. Azo pointed out that as leaders, one should own responsibility for the regretful incidents and the social setbacks that had taken place in the past few weeks which was totally unfortunate and disturbing. He questioned whether the leaders would be remembered alone for the cringing saga of bloodshed, contempt, misunderstanding, vengeance and retaliation

that has tainted “our” moral souls. He said governments and parties would come and go but Nagas as a people would remain thereby one should rise up above tribalism, parochialism or individualism to thrive as brothers. “Our world is truly magical and can be a heavenly abode when there is love and respect in your hearts but this world can be a living hell too when our hearts are infiltrated with hatred and jealousy “, Azo added. He also reminded to rethink the words “forgive and forget” and put these words to practice, to be free

from the bondage of suffering, self-destruction and the consuming bitterness that imprisons “us” today. Azo said that “our” mandate as Christians was to operate in the parameters of love, kindness, compassion and forgiveness. He thanked the pioneers of KCS for starting a school when it was needed the most and for the immense contributions it has given towards the society through the education it has imparted. He said without private schools, Nagaland would not have achieved what it was today and encouraged the initiative of setting up good private schools, educational institutions and colleges in Nagaland in the near future as these have become the strongest pillars of human resources development. He also congratulated the new chief minister, Dr Shürhozelie Liezietsu and expressed confidence that the education system in the state would improve in the days to come under his leadership as he was a stalwart in the field of education. The programme was chaired by Kuthovo while welcome note was delivered by Vekhozo Khamo chairman KCS.

JAC concerned over damaged drainage slabs along the road JAC also fervently appealed the esteemed authority to initiate proper drainage system and construct

durable slabs which would also serve as a strong and safe pavement for the pedestrians.

Fence erected by Army encroaching upon public land measuring at least 12 feet whereas the downed shutter shows a private property near Dhobinalla police point towards Army Supply Depot.

DIMAPUR: Joint Action Committee (JAC) for Dhobinalla-Signal AngamiThahekhu Road stated that the road along the stretch of Dhobinalla-Signal AngamiThahekhu village gate was on the verge of losing its much acclaimed ‘German technology’ tag within a year, owing to the damaged drainage slabs. In press note, JAC convenor K.K. Yepthomi stated that the road was at grave danger of deteriorating to its earlier condition owing to inadequate drainage and its poor construction along the

entire stretch. Stating that most of the drain slabs along the stretch notably Army Supply Depot, IFC godown area etc were thinly constructed and huge damages have already started, JAC said that regular practise of Army’s heavy vehicle parking over the drain slab pavements near the Depot have been found to be detrimental, causing break-ins which were already in critical condition. Owing to haphazard parking by Army vehicles in the Depot area, vehicular

accidents happen quite often and several cases of injury to humans have also been reported after they fall into the break-in slabs, JAC added. JAC also drew attention of the district administration and department concerned about the fence constructed along the stretch by Army, which it said clearly encroached public property and road. It also expressed gratitude and deep appreciation to the PWD, department of Roads & Bridges and minister in-charge, Y. Vikheho Swu for repairing the road

Meghalaya RTI activist house damaged

Correspondent

Shillong, Mar 4: A house, which is under-construction, of a prominent Right to Information (RTI) activist, was partially damaged by unidentified persons in Meghalaya, a police official said on Saturday. The house belonging to Curtis Rani was damaged on Friday night at Mawkneng village, the assembly constituency of Home Minister Horju Donkupar Roy Lyngdoh. “I have no idea who dismantled the walls of my house, but prior to this incident, the village chief of Hima Nongspung, Patrick Syiemiong issued a letter on March 2 instructing me to stop the construction of my house,” Curtis said. “A day later, I was verbally informed by Kel-

ing Rani, the village headman of Mawkneng that Syiemiong wanted me to choose between his house and RTI,” he said. Curtis said the threat Syiemiong’s threat came after the former filed an RTI seeking information on various issues relating to the rules and regulations of the office of Syiem of Hima Nongspung in administering the villages besides financial expenditures. The RTI activist, who has been threatened in the past for filing an RTI relating to the implementation of the MGNREGS, filed an FIR at Sohiong police station. “We have received the FIR and investigation has started in the case,” Mariahom Kharkrang, the district police chief of East Khasi Hills, said.

‘17 women harassed every month in Tripura’

AGARTALA, Mar 4 (Agencies): An average of 17 women had been sexually assaulted every month in Tripura last year, chief minister Manik Sarkar revealed in the assembly on Friday. He, however, claimed that the situation had improved from that in 2015, when 18 women had been harassed every month on an average, and that in 2014, when the average figure was 21. Sarkar said a total of 207 women had been assaulted in 2016, 213 in 2015 and 246 the year before. He added that police alone could not stop such cases from taking place unless society as a whole took it upon itself to change. Such atrocities were a social evil and had to be countered by social units like the family and stakeholders like NGOs, clubs and political parties, he said. Opposition Congress and Trinamool Congress, however, criticized the ruling party and accused Sarkar of not taking responsibility for rising crimes against women. GOVERNMENT OF NAGALAND

Police said that around 17,500 party members and supporters were arrested for breaking the cordon of the security forces at 62 places across the state. At least five BJP members sustained minor injuries during the scuffle with security forces. State BJP President Biplab Kumar Deb said that if the Left Front government does not recommend a CBI inquiry into the killing to the central government, the party would launch a massive non-cooperation movement. The central government-owned Oil and Natural Gas Corporation (ONGC) has also commissioned its biggest 726 MW-capacity commercial power project in southern Tripura’s Palatana, 60 km south of Agartala. The Rs 10,000 crore gas-based Palatana plant, which supplies power to seven of the eight northeastern states, is a hallmark of the cooperation between both countries, as Bangladesh ensures smooth passage of heavy project equipment and turbines to Palatana through its territory by road and waterways from Haldia port in West Bengal. “With the commissioning of Palatana and Monarchak power projects (both gas-based), Tripura already become a power surplus state. If we supply additional power to Bangladesh we would be able to earn extra revenue,” Dey added.

Assam Chief Minister Sarbananda Sonowal being felicitated during the workshop. (PTI) Guwahati, Mar 4 (PTI): Assam Chief Minister Sarbananda Sonowal today urged the Bar Association to join hands with the state government to educate people about law so that they enjoy their democratic rights with dignity. “A strong and a robust judiciary system is of paramount importance to the society and advocates have to play a significant role in this regard,” Sonowal said while addressing a workshop on Criminal Trial and Bail Procedure organized by of Gauhati High Court Bar Association here. All four pillars of the democratic society must be equally active in per-

forming their duties and the society must a keep a strict watch over the government’s functioning to ensure good governance at every level, he said. “These workshops would enlighten the law practitioners about ways to expedite the justice delivery system and speed up the judiciary process to lessen the burden of pending cases,” Sonowal said. There is a strong public perception of politicians being dishonest which the present state government is trying to change through sincere governance and lawyers also need to change their image from mere law practitioners to public servants who help people, he said.

Jawaharlal Nehru University student Umar Khalid, accused of seditious speech, also slammed the government saying “fascist politics” was going on in the nation.

Delhi-Gurugram expressway reviewed: Singh Gurugram, Mar 4 (IANS): Gurugram Deputy Commissioner Hardeep Singh on Saturday had a meeting with National Highway Authority of India (NHAI) officials and inspected the progress of its ongoing projects on the Delhi-Gurugram expressway. Singh expressed satisfaction over the progress of work and assured NHAI of help by coordinating with officers of other departments of the Haryana government. During the inspection, Hardeep Singh was accompanied by Technical Manager of NHAI P.K. Kaushik and representatives from contractor Dawar Construction Company. It was announced in the meeting that construction on one side of the Hero Honda Chowk flyover is likely to be completed by March 31 after which it will be opened for traffic. The Delhi-Jaipur side of the much awaited flyover at the busy crossing on the Delhi-Gurugram expressway is likely to open in the beginning of April this year, reducing traffic on the existing expressway.

Mumbai Mayor race: BJP paves way for Sena; pledges support Mumbai, Mar 4 (IANS): In a major climb down, the BJP has withdrawn from the race for post of Mayor of BrihanMumbai Municipal Corporation, Chief Minister Devendra Fadnavis announced here on Saturday. Fa d n av i s s a i d h i s Bharatiya Janata Party (BJP) is ready to offer support to the Shiv Sena but would not take any post, including of Deputy Mayor, Leader of Opposition, or chairmanship of any committees in the country’s richest and biggest civic body. “However, if they require any votes, the BJP is ready to offer support to the Shiv Sena and will always vote in favour of progress and development,” he told media persons here.

The BJP decision would pave the way for a Shiv Sena mayor to sail through easily at the elections scheduled on March 8. The Shiv Sena immediately welcomed the BJP decision with Transport Minister and party leader Diwakar Raote saying the BJP has recognised the mandate of the people of Mumbai. On the other side, Congress spokesperson Raju Waghmare said this was expected since the match between the BJP and the Shiv Sena was “fixed”, while Nationalist Congress Party state President Sunil Tatkare said the BJP move was not surprising, as his party had maintained all along that the Shiv Sena would

not implement its threat of leaving the central and state governments. Meanwhile, Fadnavis added that the BJP corporators would serve as “soldiers of transparency” and keep a watch over the BMC administration - which will now be solely in the hands of the Sena. “We will appoint a three-member coordination committee which will submit its report in three months on how to bring about transparency in the BMC functioning,” he said. He also announced he would request the Maharashtra Lokayukta to appoint a Deputy Lokayukta exclusively for Mumbai to ensure a transparent city administration.

Dimple joins Rahul-Akhilesh road shows Akhilesh dares Modi to list out work done by him

Dimple joins Akhilesh and Rahul at Varanasi roadshow.

Samajwadi Party president and Uttar Pradesh Chief Minister Akhilesh Yadav on Saturday challenged Prime Minister Narendra Modi to list out the work done by him. “I told you about 10 works done by my government. Can he (Modi) list 10 works? I am ready to give the performance report of my five year government. But, he should give the report of three years of rule at the Centre,” he said at an election rally here. Taking a jibe at his political rivals, he said, “I heard that voters are being given money. My advice to you is to keep the money and vote for the bicycle (SP’s election symbol).” On giving a significant number of seats to its alliance partner Congress in the ongoing state Assembly elections, the SP national president said friendship cannot run by being a miser. The SP is contesting on 298 of the total 403 Assembly seats in the state elections, with Congress trying its luck in remaining 105 seats. Mounting attack on BSP supremo

Mayawati, Mr. Akhilesh said, “She got her memorials made even when she was alive. Now her language has undergone significant change, she is also speaking the language of development. But, since she reads out her speech, people listening to her tend to fall asleep.” “She (Mayawati) is my bua (aunt), but she may go for Rakshabandhan (possible post—poll alliance with BJP). Hence, you have to be very careful,” he alleged. Akhilesh asser ted that his government had performed in the past five years, and if voted to power again, the quantum of work would certainly increase. He assured the audience that poor women would get Rs 1,000 pension. “Apar t from this, Bhadohi-Mirzapur Road would be made in such a way that it effectively lasts for 40 years,” he added. Meanwhile, a wall on which a large number of people had perched themselves, collapsed after the meeting, damaging around 25 bicycles and eight motorcycles. Around five persons were injured in the incident.

Varanasi/BHADOHI, Mar 4 (IANS): Congress Vice President Rahul Gandhi and Uttar Pradesh Chief Minister Akhilesh Yadav on Saturday took out a road show in Prime Minister Narendra Modi’s Lok Sabha constituency of Varanasi. Akhilesh Yadav was wearing a cap of the red colour that has become symbolic of the Samajwadi Party, while Rahul Gandhi donned a stole in tricolour. Yadav’s wife and Kan-

nauj MP Dimple Yadav also joined the two, as thousands of supporters waved the red-green flag of the SP and tri-colour flags with hand symbol of Congress. As the road show proceeded, the supporters cheered, showered flowers and shouted slogans. The road show came on a day when Modi also held a road show in the city ahead of the March 8 final phase of polls, with thousands joining in support.

India in talks for high-speed trains

Bhubaneswar, Mar 4 (IANS): With the state witnessing a rise in temperature, the Odisha government on Saturday asked all departments to prepare a heat wave action plan to deal with the situation. The meteorological department also forecast a much hotter summer this year. Special Relief Commissioner (SRC) P.K. Mohapatra asked the departments to prepare the heat wave action plan. In the first week of March itself, temperatures are two degrees above the normal average this year. The Bhubaneswar Met department said temperatures would increase further in the coming days across the state.

Nagaland Post Vol. XXVII NO. 88 Dimapur, Sunday, March 5, 2017

Power-blinds

ince 1961 when the first civilian political interim government was established in Nagaland and till the 90s, the conventions of parliamentary practices have been followed. The downturn probably began from the mid-70s when aya rams and gaya rams dominated the political scene. The boycotted 1998 assembly election was a watershed in the state when sentiments over ruled constitutional logic. The worst came about after 2003 elections when conventions and rules were thrown to the winds in the political, social and administrative realms. By 2013 elections the succession war in 2014 within the ruling party caused damage not only to the party in power but also to the notion of what a healthy democracy ought to be. In 2015 dissidents who were in majority but were unable to bring change in leadership within the ruling party through dubious interpretation that the leader of the DAN should have the backing of a majority of the allies. Again in 2017 the elected members enacted a coup of sorts by voting against the chief minister and backing the party president to be the next chief minister. How the turn of events finally shaped the eventuality and who successfully played Chanakya to the hilt, and even surprising the adherents of that culture, can be penned for another occasion. The issue that has cropped up due to the habit of flouting parliamentary conventions and ethics has brought Nagaland politics to its nadir. The present 12th legislative assembly is opposition-less while the government is all-party where all 60 members are deemed to be wither alliance members or co-opted members. Elected members have an important part and role to play not only in power but out of power. The lure of power can also come at a cost. Among the most vital organs of the government, that manage and control the entire system are the departments of finance and home. These two departments play a direct role in determining the direction and pace of the ruling party government. It is expected that such posts would be delegated to senior cabinet ministers as they are vital organs. The opposition-less house and all-party government, which has become a unique feature of power politics, has also thrown up another surprise. After T.R.Zeliang was forced out of office because of immense public pressure, it was expected that he would not accept any office lower than that of the chief minister. It was a matter of prestige as well as preserving the principles of dignity. However, when the former chief minister accepted the appointment as advisor, it took many by surprise. To add to it, T.R.Zeliang was also allowed to retain the finance portfolio he held as chief minister. It was indeed a double whammy and another “achievement” of sorts. It is wondered why such a crucial portfolio as finance was not retained by the chief minister himself or given to other senior cabinet colleagues? This would make many think that none of the cabinet ministers are capable of handling the finance portfolio. The practice of appointing advisors, chairmen/chairperson etc has also added to the unwieldy composition of the council of ministers and unfortunately, the entire government edifice is in for a worse time ahead.

DailyDevotion Is This True of Me?

None of these things move me; nor do I count my life dear to myself… —Acts 20:24 It is easier to serve or work for God without a vision and without a call, because then you are not bothered by what He requires. Common sense, covered with a layer of Christian emotion, becomes your guide. You may be more prosperous and successful from the world’s perspective, and will have more leisure time, if you never acknowledge the call of God. But once you receive a commission from Jesus Christ, the memory of what God asks of you will always be there to prod you on to do His will. You will no longer be able to work for Him on the basis of common sense. What do I count in my life as “dear to myself”? If I have not been seized by Jesus Christ and have not surrendered myself to Him, I will consider the time I decide to give God and my own ideas of service as dear. I will also consider my own life as “dear to myself.” But Paul said he considered his life dear so that he might fulfill the ministry he had received, and he refused to use his energy on anything else. This verse shows an almost noble annoyance by Paul at being asked to consider himself. He was absolutely indifferent to any consideration other than that of fulfilling the ministry he had received. Our ordinary and reasonable service to God may actually compete against our total surrender to Him. Our reasonable work is based on the following argument which we say to ourselves, “Remember how useful you are here, and think how much value you would be in that particular type of work.” That attitude chooses our own judgment, instead of Jesus Christ, to be our guide as to where we should go and where we could be used the most. Never consider whether or not you are of use— but always consider that “you are not your own” (1 Corinthians 6:19). You are His.

Post-mortem

Restructure the existing organizations

S

houldn’t we restructure and strengthen the apex organisations like Naga hoho, NSF and NMA ? I have no doubt that the very mention of these entities is not going to go well with many people. But whether we like it or not, we the Nagas deserve a common platform at different levels specially in difficult times like we are facing today. Every sensible person would have observed that during the ULB crises there was a total leadership vacuum. In fact, there was seemingly no credible organisation or authority to give unbiased counsel and direction when our people needed it most. On the hindsight If we had one, may be the ugly incidents which happened could have been avoided. In absence of any other alternative, the NBCC did what was right at that time but it got its finger burnt in the first attempt. The sad thing is that we have systematically undermined the authority of every credible organisation we have. We have almost rendered them redundant by forming parallel organisations and dissociation. Today Naga hoho and NSF are not what they were 15 or 20 years back. It is true that these institutions have failed to live up to our expectation. But everybody would agree that not having them is the solution either. It may be politically wrong but today in absence of credible institutions, Nagas

are often led by the piece meal organisations which are formed in a hustle and this trend doesn’t auger well for an evolving society like ours. Let’s understand that good leadership goes far beyond the ability of organising a successful bandh or protest. Any people’s movement pertaining to our future need to be led by men of wisdom and repute. We still have the rudimentary structure even though there are missing links but we can restore them and bring back all Naga tribes to the same platform again. At present Naga Hoho plays both the role of interstates as well as for the state of Nagaland. This mixing of role has created lot of problems and it is not desirable in the changed situation as every state has its own problems and priorities. I think we can solve this problem if we revamp our organisation to 3 tier system instead of 2 as it is now as below -: (Nomenclature for illustration only) 1.International/interstate level - A Pan Naga hoho which covers all Naga inhabited areas. The State level hohos will be affiliated to it. 2. State level - Nagas in each state will have a dedicated organisation comprised of different tribal organisations in that state in the line of UNC in Manipur. This is the missing link now in Nagaland and we need to fill this gap without delay. We may name it Naga people hoho Nagaland

or whatever. All the Naga tribal hohos/organisations in the state will be affiliated to it 3.Regional/Tribal level -Thiscomprises of the existing recognised Naga tribes. All the tribal hohos/organisations will b directly affiliated to state level Naga people hoho Nagaland. There are already some groupings of tribes like ENPO, CNTC etc. and the status of this zonal organisations can be deliberated. NSFand NMA can also be revamped in the same manner. We should stop blaming each other for the ills that is afflicting our apex organisations because that is our own making. The need of the hour is to unite all the tribes and bring them under one umbrella. I believe we can still do it by restructuring the existing organisations to the need of the present time instead of forming parallel ones. In spite of the good intention of JCC and NTAC to initiate it, I don’t believe that they are the right or competent forum as they cannot go beyond their mandated role. Moreover, this is a serious issue and need to be worked out with cool heads and not in a supercharged atmosphere. May be, the present Naga hoho should start the process by consulting the ENPO,CNTC, NTC and all tribal organisations in the states. Bendangchuba, 4th mile Dimapur, (bndangchuba94@gmail.com)

Rejoinder to the claim of Shangyen

I

n a rejoinder to the claims of Sangyen/Shangyen over the ownership of Pohoa/ Ponghong, published in Nagaland post under the caption “Sangyen objects to designated camp” on 16/12/16, the Chief Angh of Monyen, Wangpong Chongwang and Angh of Wangla, Liwang along with the VCC chairman Mon Village and head GB of Mon Village in a press release stated that by tradition Shangyen has been a dominion known by the name Shangnyu and Monyen dominion has been known by the name Monnyu. These two dominions had maintained Tekang River as the natural land demarcated boundary in the east, since time immemorial. Neither Monnyu or Monyen had encroached the land of Shangnyu/ Shangyen across Tekang river, nor have the Shangnyu or Shangyen encroached the land of Monnyu/Monyen by crossing Tekang River. Even clearing/cutting of traditional footpath was done at their respective sides, with Tekang River as the natural boundary. Further It may even be mentioned that whenever the WANGJA (princes/ Rani) had to travel, the villagers from respective village/ yen (Monyen or Shangyen) had to escort their WANGJA upto Tekang River, from which it was the bounded duty of the nearest village to escort the WANGJA, according to the area of domain, devided by the River Tekang. Again in the northern part,

the Monyen and Shangyen had maintained Kangbang Nalla as the tradition boundary, with the above said tradition. Thus the sanctity of Natural boundary between Monyen and Shangyen was maintained. Even after setting up of proper Indian administrative system; In addition to the traditional boundary maintained, the successive judgments of the magistrates ruled that Tekang River is the boundary between Monyen and Shangyen. The judgment of Magistrates are cited below for reference 1. Vide No. DB/C/M/78 2. Case No 37/76/2nd May 1978 3. No: JUD/ 83-84/469. Dated the Tizit 15th March. 1983 4 . D M C o u r t N o. PA / Land03/90-91 dated Mon March 1991 5. No. PA/Land/03/78-91 6. No.PA/Land/02/Dated Mon the 14th April/1994 Further, informing that the claims of shangyen over Ponghong area is being seriously viewed, the Monyen suggested that the Shangyen should stop such baseless claims over Ponghong area. The decision for development of its land solely rest with Monyen, the release added. the current issue of ULB. People, even leaders have often said that, the Article gives us protection on this and that as enshrined in it. In reality, what has Article 371(A) given us in relation to the State of Nagaland? Sadly, we have blissfully slept over the Article and it has been just a cold almost redundant piece of insinuation in the Constitution of India. To refresh our memories, Article 371(A) covers four areas of concern – Religious and social practices of Nagas, Naga Customary Law and procedure, Administration of civil and criminal justice involving decisions according to Naga customary law and fourthly, Transfer of land and its resources. If one reads the Article carefully, it in no way empowers the people directly but the State Legislative Assembly to resolve on whether or not to accept and apply any Acts of parliament in respect of the four areas of concern mentioned. Now, how many required resolutions have our Legislative Assembly passed in the last 50+ years by invoking provisions of Article 371(A)? The only resolution (2nd attempt) on transfer of land and its resources and the resultant Rules and Regulation on P&NG has ended up in the Court of Indian Law through PIL. Today, we are on the verge of being imposed upon an Indian Uniform Civil Code. As a Christian Indian citizen, it worries me when Hon.

Prime Minister of India said, “Hindu is not a religion but a way of life”. Is there a message in between the lines? Indian marriage Act is still a law for us too when in dispute. We should preempt these and have our own Naga Civil Code based on Article 371(A) (1)(a) (i) & (ii). And then, there is complete messed up overlapping in arbitration of justice whether civil or criminal between Naga customary law and Indian penal system with shuffling of cases to and fro. We should have a concise book on Naga customary law and arbitration in Naga customary law should be well defined and demarcated. Judgment given in such customary courts in defined areas should be final and binding. Qualifications for people manning customary courts should also be set. We Nagas are really in a mess and it’s really time we all wake up and start building our castle lest posterity blame us. The State Government has to function under Indian Constitution but on the contrary, if importance has to be given to Naga customary practices, we might as well legalize our tribal bodies to rational statutory status with proper terms of functionality to start with. Thank-you! (Concluded) Dr. Chumben Murry Ex. Minister; Wokha, (chumbenmurry@rediffmail.com)

Avoid unfortunate incidents Sir,

With the windy season having descended upon us, it is imperative for citizens of the state to be very cautious. In the past years also we have experienced many problems during this season with houses being razed down to ashes and even hillsides catching fire due to jungle burning. In Dimapur, it is almost a daily occurrence for fire consuming a house late at night. In this case, it is also expeditious on the part of fire department to be ready and alert. A careless match or cigarette butt dropped off on dry grassy surface can easily catch fire with the wind aiding its spread. Even in our own domestic kitchen, citizens should check and ensure that gas burners are turned off before retiring for bed. Loose electric wires that send out sparks must immediately be fixed so as to avoid any unfortunate incident. Toshiwati Kichu, Signal Basti Dimapur newspaper nor that of the Editor in any manner.

They believe in being ‘with some and for some’. We are ‘with all and for all’,” Modi said referring to the BJP slogan ‘Sabka Saath, sabka Vikas.’ The PM also criticized UP’s Akhilesh government for paying scant attention to the safety of women. To prove his point he referred to a former SP minister Gayatri Prajapati who’s accused of rape+ and has gone into hiding+ . “When people do good deeds they chant the Gayatri mantra. The UP government chants the Gayatri-Prajapati mantra,” Modi said, to laughs. Modi started his speech by slamming “those who question the army “ and those who “asked for proof of the army’s

surgical strikes” in Pakistan-Occupied-Kashmir last year. He said that for “selfish political gains” people and the opposition party “politicized national security”. In fact, the PM’s statements about those who question the army, was also likely a comment on the controversy about “nationalism” that has roiled public sentiment over the last 10 days. Almost all the BJP leaders who commented on the controversy criticized a young Delhi University student+ for saying “Pakistan didn’t kill my father, war did”. They called her “unpatriotic”. Modi had thus far refrained from commenting about it, and didn’t do so directly today either, but the context seemed to be apparent. “It neither is India’s misfortune that people in politics lose humanity and commit such sins that neither time will forgive them nor people,” he said, referring to people who questioned the surgical strikes.

Cong seeks FIR against Modi for Varanasi road show

NEW DELHI, MAR 4 (AGENCIES): Prime Minister Narendra Modi today slammed the opposition Congress and Samajwadi Party (SP) for “questioning the country’s army and the surgical strikes” and called the SP “corrupt and goodfor-nothing” and a party that has “scant regard for the safety of women.” Modi was addressing a campaign rally in Jaunpur in Uttar Pradesh, after an hours-long roadshow that started this morning in Varanasi which goes to the polls on March 8, in what will be the last phase of the Assembly elections in the state. The PM slammed the “political opportunism” of those who “question the army and the surgical strikes” in Pakistan-Occupied-Kashmir last year and called them “shameless” for “politicizing national security.” Modi said only the BJP really cares for the Army. The previous UPA government, he said, allocated only Rs 500 crores for the One Rank One Pension

(OROP) scheme for Army veterans. “Imagine our surprise when we came to power and saw that OROP was massively underfunded. We allocated Rs 1200 crores for it,” Modi said, adding that his government was also swift in imp The Prime Minister also used the opportunity to talk about “the success of ” the note ban.He said the opposition parties criticized it because they are corrupt. “The note ban was criticized by the SP, the BSP and the Congress. All three, Buaji (auntie), bhatija (nephew) and bhatija’s friend, got uncomfortable,” he said, referring to BSP

Aadhaar for midday meals, ICDS shocking: Mamata Kolkata, March 4 (IANS): West Bengal Chief Minister Mamata Banerjee on Saturday termed as shocking the central government’s decision to link Aaadhaar card with the midday meals programme in schools. “Now even infants (0-5 years) will need Aadhar cards? Aadhaar card for mid-day meals and ICDS (Integrated Child Development Scheme)? Shocking! Mamata Banerjee 100 Days’ Work also not spared,” she tweeted. es Development Ministry The Human Resourc- earlier this week came up

with a notification making it mandatory for students to have an Aadhaar number for getting their midday meals. The cook-cum-helpers engaged in preparing the meals for the scheme would also now be required to have Aadhaar cards. Excepting Jammu and Kashmir, Meghalya and Assam, all other states and union territories would have to adhere to the new rule. However, those not yet enrolled in the Aadhaar scheme have been given

time till June 30. Protesting against the decision, Banerjee said in another tweet: “Instead of helping the poorest of the poor, the downtrodden and our favourite children, why are their rights being snatched away?” She also alleged that individuals were losing their privacy because of Aadhaar. “In the name of Aadhaar, privacy is being lost and there is extortion. Why is this Govt so negative? As a nation, we must condemn this,” she added.

THIRUVANANTHAPURAM, MAR 4 (AGENCIES): A fresh autopsy was on Saturday ordered on the body of a jawan from Kerala, found dead after a sting video on the “abuse” of buddy system in the Army, after his family insisted on it, raising doubts over this demise. The fresh post-mortem of Roy Mathew (33), a native of Karuvelil in Ezhukon in Kollam district, was under way at the Government Medical College Hospital here, hours after the body was brought to the city this morning by a flight, a senior police official said. Mathew was found hanging from the ceiling of a room in an abandoned barrack in Deolali cantonment in Maharashtra’s Nashik on Thursday. Alleging that there were marks of beating on his feet and blood had clotted in some parts, his relatives, including wife Finy, refused to accept the body until a fresh post-mortem was conducted in Kerala. Finy has filed a complaint with Kol-

New Delhi, March 4 (IANS): Contending that Prime Minister Narendra Modi’s Saturday road show in Varanasi in Uttar Pradesh was undertaken without requisite permission, the Congress approached the Election Commission seeking an FIR against him for violation of the model poll code. In its complaint to Chief Election Commissioner Nasim Zaidi, the Congress said that Modi’s road show covered three assembly constituencies of Varanasi North, Varanasi South and Varanasi Cantt and was undertaken without the permission of the competent authority. The party also said Modi’s visit to the Kashi Vishwanath temple and Kaal Bhairav temple during the road show was also undertaken without requisite permission of the Election Commission. “The entire video recording of the road show has been shown by various channels and the election authorities must also have recorded the same,” read the Congress’ complaint.

Jordan hangs 15 prisoners Amman, Mar 4 (IANS): Jordan on Saturday executed 15 prisoners, including 10 convicted on terrorism charges, in a further break with a moratorium on executions it had observed between 2006 and 2014. Jordan’s Minister of State for Media Affairs Mohammad Momani told the state-run Petra news agency that 10 of the prisoners executed were involved in terrorism plots and attacks. Five others were convicted of other crimes, including rape. The prisoners were hanged at dawn on Saturday in a jail south of Amman. Some of the executed men were involved in plotting a terrorist attack in Irbid city in the north of the governorate, Xinhua news agency reported. One of those executed was convicted of killing several Intelligence Department officers last year.

Beijing, Mar 4 (IANS): China says it will increase military spending by about 7 per cent this year, just days after Donald Trump announced a boost to the US defence budget. The scheduled announcement was made ahead of the annual National People’s Congress (NPC) in Beijing, BBC reported. China has been modernising its armed forces recently as its economy expands. China’s announced defence budget remains smaller than that of the US. But many China observers argue the real figure could be much higher. The announcement marks the second consecutive year that the increase in China’s defence spending has been below 10 per cent following nearly two decades at or above that figure. It means that total spending will account for about 1.3 per cent of the country’s projected GDP in 2017, the same level as in recent years, said government spokes-

woman Fu Ying. The precise figure for the country’s military spending will be provided by Chinese Premier Li Keqiang when he addresses the NPC on Sunday. Earlier this week, US President Donald Trump said he was seeking to boost defence spending by 10 per cent in his proposed budget for 2018. China’s military build-up - and projection of naval power - has caused concern in the region, where it has taken an increasingly assertive stance in territorial disputes. Beijing has been building artificial islands on reefs in waters also claimed by other nations in the South China Sea. Images published late last year show military defences on some islands, a think-tank says. Defending its right to build, China has said in the past that it has no intention of militarising the islands, but has acknowledged building what it calls necessary military facilities for defensive purposes.

Sri Lanka’s exLTTE cadres float political party COLOMBO, MAR 4 (PTI): A group of former Liberation Tigers of Tamil Eelam (LTTE) members in Sri Lanka has announced formation of a new party, saying people are getting frustrated by mainstream political parties as they have “failed” to address issues faced by the minority Tamils. ‘Rehabilitated United Liberation Tigers Front’ was formed in the eastern port district of Trincomalee’s Sampur on Friday. “People are getting frustrated by main political parties. They have failed to address Tamil issues. We offer an alternative by contesting elections from all areas in the north and east,” party’s leader Kandasami Indarasa said. Mr. Indarasa had served as an LTTE intelligence wing member in the east. He said several former LTTE cadres, who had served the LTTE in different capacities, have joined them.

Kuala Lumpur, MAR 4 (AGENCIES): Malaysia says it has expelled the North Korean ambassador over the death of Kim Jong-nam, the half-brother of the North Korea’s leader. Kang Chol must leave Malaysia within 48 hours, the foreign ministry says. Kim Jong-nam, the half-brother of Kim Jongun, died three weeks ago after two women smeared a deadly chemical over his face at a Kuala Lumpur airport. Malaysia has not directly blamed North Korea for the attack, but there is suspicion Pyongyang was responsible. North Korea’s ambassador, Mr Kang, was declared “persona non grata” on Saturday after he said his country “could not trust” Malaysia’s handling of the investigation, and that the probe was being interfered with. The Malaysian Foreign Minister, Anifah Aman, said in a statement that his country had demanded an apology from the envoy for the comments, but none was forthcoming.

New York, Mar 4 (IANS): Days after the killing of an Indian engineer in an apparent hate crime, an Indian-origin businessman who was well-liked in his neighbourhood was shot dead outside his home in Lancaster, South Carolina, on Thursday night. Harnish Patel, 43, had closed his shop at 11.24 p.m. and barely 10 minutes later was shot dead outside his house, according to media reports. Patel’s death comes two days after President Donald Trump had said the nation condemned as “hate and evil” the killing of Srinivas Kuchibhotla, who was shot dead in a pub the previous Wednesday in Olathe, Kansas, by a white man who screamed, “Get out of my country”. Local officials in Lancaster said they do not believe that Patel’s killing was a bias crime and that investigations are continuing, according to The Herald. “I don’t have any reason to believe that this was racially motivated,” County Sheriff Barry Faile said on Friday. Patel’s store was near the sheriff ’s office and deputies often frequented the store. Faile said on TV that Patel was a “great family man” and a friend.

Sessions on Thursday said he would recuse himself from any investigations into Russia’s links to Trump’s team, after massive outrage over the revelations that he met Russian Ambassador Sergey Kislyak twice during the campaign, then denied doing so during his confirmation hearings. Trump also blasted Obama for meeting Kislyak 22 times and tweeted: “Just out: The same Russian Ambassador that met Jeff Sessions visited the Obama White House 22 times, and 4 times last year alone.”

Detractors gathered for the “March for a future without Park”, whilst Park’s supporters wore national flags and sang the national anthem as well as military songs associated with Park’s father, who ruled the country from 1961 to 1979. “We came to defend our President and our country from North Korea. If we lose the battle against the others, we will be in a very dangerous situation,” a supporter of Park told Efe, who said he was convinced that the election of a liberal President would lead the country to a “disastrous” unification attempt with the North.

Washington, Mar 4 (IANS): US President Donald Trump has accused Barack Obama of “wiretapping” his offices before the presidential election in November last year, claiming the former President had overseen a “Nixon/ Watergate”-style intervention. Launching a series of tweets on Saturday, Trump said: “Terrible! Just found out that Obama had my ‘wires tapped’ in Trump Tower just before the victory. Nothing found. This is McCarthyism!” He also called Obama a “bad, or sick, guy”. “Is it legal for a sitting President to be “wiretapping” a race for President prior to an election? Turned down by court earlier. A NEW LOW!” he added in subsequent tweets. “I’d bet a good lawyer could make a great case out of the fact that President Obama was tapping my phones in October, just prior to Election!” The President then compared the alleged sur-

Kept apart by large police barriers, thousands of detractors and sympathisers of Park, who is at the centre of the so-called “Korean Rasputin” corruption scandal, took to the streets, with the court’s decision only a week away. An estimated 16,000 police officers were deployed to keep the peace between the opposing factions, Efe news reported.

Nadal to meet Sam Querrey in Acapulco final SCTE-K annual sports meet held Rafael Nadal

Sam Querrey

Acapulco, Mar 4 (Agencies): Two-time champion Rafael Nadal raced past third-seeded Marin Cilic 6-1 6-2 to reach the ATP Mexico Open final,

where his perfect Acapulco record will be put to the test by Sam Querrey. Querrey ousted Nick Kyrgios 3-6 6-1 7-5 to bring the sixth-seeded Australian’s

giant-killing run to a halt a day after Kyrgios stunned world No 2 Novak Djokovic in straight sets. Second-seeded Nadal, playing his first tournament since falling to Roger Federer in an epic five-set final at the Australian Open in January, has won all 14 matches he has played in Acapulco, where he lifted the trophy in 2005 and 2013. Querrey and Kyrgios were neck and neck in the third set when the American produced the first break of

the set in the final game to seize the victory. Querrey had saved the only break point he faced in the set with a 135 mile-perhour serve in the fifth game. Kyrgios, 21, had appeared on his way when he closed out the first set by winning four straight games. But after leading 40-15 in the opening game of the second set he was broken, and suddenly seemed at sea and Querrey took the set in just 23 minutes as Kyrgios’ mistakes multiplied.

NEW DELHI, Mar 4 (PTI): Olympics bronze medallist wrestler Sakshi Malik on Saturday claimed that she has not yet received the incentives promised to her by the Haryana government after her historic medal at the Rio Games. “Medal ka vada maine pura kiya, Haryana sarkar apna vada kab pura karegi? (I fulfilled my promise of winning an Olympic medal for the country, when will Haryana government fulfil its promise?),” tweeted Sakshi. “Announcements made by Haryana Government after my OLYMPIC MEDAL win were for MEDIA ONLY ?,” she further posted on her twitter handle. Cash rewards and incentives amounting to at least Rs 3.5 crore were announced by the Haryana government after Sakshi created history at the Rio Games last year by becoming the first woman wrestler from India to win an Olympic medal. Government of Haryana had announced before Olympics Rs 6 crore for gold medallists, Rs 4 crore for silver and Rs 2.5 crore for bronze winners. The 24year-old girl from Rohtak had clinched a bronze medal in the 58kg freestyle category.

A medical timeout for courtside treatment on his right elbow seemed to help, and Kyrgios did not face a break point in the third until the final game. Then a backhand wide from the Australian suddenly gave Querrey two match points, and he belted a forehand winner on the first. The victory continued a strong week for Querrey, who beat David Goffin and fourth-seeded defending champion Dominic Thiem en route to the semis.

The Proteas remained on their pre-series tally of 119 points, one point ahead of Australia while the Kiwis too remained at 113 points in third position, with India on fourth at 112 points. Had South Africa lost the match and the series, it would have been edged by Australia on decimal points with both teams on 118 points in such a scenario.

M’laya yet to get final word to host National Games

S h i llo n g, M a r 4 (Agencies): Meghalaya Sports and Youth Affairs minister, Zenith Sangma Saturday said that the state government is yet to get a final word from the Centre to host the National Games 2022. “No official letter has come from the centre in this matter,” he said. The Meghalaya State Olympic Association successfully submitted the bid documents to the Indian Olympic Association for securing the rights to host the National Games in 2022. Meanwhile, the Cabinet Friday decided to constitute District Sports Promotion Society in all the eleven districts of the State.”The formation of the societies will make it easier for sports clubs and associations to approach the government for obtaining necessary funds for organising any sports event,” Chief Minister Mukul Sangma told reporters. He said that to start with, the District Sports Promotion Societies will be set up with the respective deputy commissioners as chairmen. “Any event organised at an estimated cost of less than Rs 5 lakh will be routed through the society but proposals for organising events which will require more than Rs 5lakh will have to be sent to the government and a committee would screen the proposal before taking any call on State help to such an event,” Sangma added.

Lyon career-best dismantles India

Bengaluru, Mar 4 (PTI): Off-spinner Nathan Lyon walked into the record books with career-best figures of 8 for 50 as India suffered another batting debacle to be bundled out for a paltry 189 on the first day of the second cricket Test against Australia here. On another dodgy track, India’s last five wickets fell for only 15 runs in 9.3 overs after they were 174 for five at one stage. A gritty 90 from opener Lokesh Rahul was the lone bright spot in the embarrassing collapse. At stumps, Australia were comfortably placed at 40 for no loss. David Warner and Matt Renshaw were batting on 23 and 15 respectively. Save Rahul, who once again battled a shoulder niggle to display admirable application, none of the Indian top-order batsmen

looked like getting a big score. He batted for 205 deliveries hitting nine boundaries with Karun Nair (26) being the only other batsman to cross an individual score of 20. After Steve O’Keefe’s 12-wicket haul in Pune, it was senior-pro Lyon’s turn to torment the Indian batsmen and he recorded the best bowling figures in an innings by an overseas bowler. In the process, he also surpassed Brett Lee to become Australia’s highest wicket-taker against India in Test matches. Virat Kohli won a good toss and predictably elected to bat on a track that not only had turn on offer but also appreciable bounce which made Lyon lethal. Comeback-man Abhinav Mukund (0) played across the line to a Mitchell

Starc full toss and was adjudged leg before. However, Rahul and Cheteshwar Pujara (17) negotiated the new ball well adding 61 runs for the second wicket. Rahul, on the other hand, took risks against the pacers- Starc and Hazlewood - getting the first five boundaries in the region between third slip and point. His innings was an example of how to tackle Lyon. There were times he waited for the turn and played late. Just when it looked like India were going into the lunch with only a wicket down, Pujara’s unsure foot movement saw him offer a bat-pad catch off a Lyon delivery to Peter Handscomb at forward short-leg. Brief scores: Australia 40/0 (Warner 23*) trail India 189 (Rahul 90; Lyon 8/50) by 149 runs

I-league: East Bengal beat Lajong to take top spot S h i llo n g, M a r 4 (IANS): Riding on a double from Chris Payne, East Bengal regained their place at the top of the table by edging past Shillong Lajong FC 2-1 in an I-League football game here on Saturday. Pay n e ( 9 t h , 3 3 r d ) scored a first half brace while I-league top-scorer Dipanda Dicka (64th) netted his ninth goal of the season but it proved to be in vain. The win took Trevor Morgan’s team to 27 points from 12 games, one ahead of second placed Aizawl FC who won 2-0 earlier in the day. Lajong have 16 points from 11 outings. The visitors took the lead within nine minutes, Payne making the most of some slack defending and

goalkeeping by Lajong to score his first goal for the visitors. Three minutes later, coach Thangboi Singto’s wards almost drew level but Dicka put Isaac Vanlalsawma’s delectable cross inches wide. The whole stadium started celebrating when Bipin Singh dragged a thunderous volley just wide after creating the move by setting up Vanlalsawma, whose initial shot was half cleared by East Bengal defenders. Bipin was outstanding in the half, carving out a delicious chance for Samuel Shadap. But just when it looked like the hosts were spurred after the early setback, East Bengal doubled their tally. Payne was at it again,

chesting down a free kick calmly from the halfway line and slotting home a volley with keeper Vishal Kaith left stranded as East Bengal went into the break 2-0 up. In the second half, the

home team started with more flair and got their reward four minutes into the hour mark. Dicka got on the end of a beautiful Shadap lob inside the box after the latter was set up expertly by

Yuta Kinowaki with a cross field pass. In the 71st minute, Lajong came close to levelling things but T.P. Rehenesh saved well from Shadap’s shot from outside the box.

French forward Anthony Martial tries a shot at goal, while Steve Cook does everything he can to get in the way of the ball.

Lo n d o n, M a r 4 (Agencies): Zlatan Ibrahimovic missed a second-half penalty, as Manchester United were held to a 1-1 draw by tenman Bournemouth at Old Trafford. The draw, United’s seventh in 11 games at Old Trafford, sees United stay in sixth place in the Premier League table, while Bournemouth remain in 14th after bringing an end to a run of four straight league defeats. United, who went close through Paul Pogba and Anthony Martial in the opening moments, finally took the lead on 23 minutes

through Marcos Rojo’s first Premier League goal. The Argentina defender, recalled to the national squad on Friday, coolly diverted an Antonio Valencia shot past Cherries’ keeper Artur Boruc following a half-cleared corner. Bournemouth, who have only signed five defenders in the four years since they were promoted from League One in 2013, str uggled to deal with United’s attacking threat but looked dangerous on the break, and levelled five minutes before halftime through Josh King’s penalty.

Referee Kevin Friend pointed immediately to the spot following Phil Jones’ rash challenge on Marc Pugh in the box, and former United youngster King slammed home from 12 yards for his sixth Premier League goal in his last nine appearances. Bournemouth were reduced to ten men in firsthalf injury-time following A n d r e w S u r m a n’s second yellow card, for his angry push on Zlatan Ibrahimovic. But Friend missed the incident that prompted Surman’s dismissal, the first of his career, when Zlatan appeared to elbow

Tyrone Mings in the face as the pair competed for a corner. This was retribution perhaps for an earlier incident, when Mings stood on Zlatan’s face as the Swede lay on the ground following a challenge by the Cherries’ defender. Both are likely to face retrospective punishment from the FA, with the pair likely to be banned for three matches if they are found guilty of violent conduct charges. This would see Zlatan miss the trip to Middlesbrough on 19 March, and the home games against West Brom and Everton at the start of April, while Mings would be sidelined for the home games against West Ham and Swansea, and the South Coast derby at Southampton on 1 April. In a fractious second half, Zlatan spurned the chance to secure the victory on 72 minutes, when his penalty, awarded for Adam Smith’s handball in the sixyard box, was brilliantly kept out by Boruc low to his right. The Pole has now kept out four of the last six penalties he has faced in the Premier League.

London, Mar 4 (IANS): FIFA President Gianni Infantino has said that video assistant referees (VARs) will be used in the Confederations Cup in Russia. “We will use it for sure in the Confederations Cup, the Under-20 World Cup and the Club World Cup. VAR is positive because it will allow the right decision to be taken in a game-changing circumstance,” he said after the annual meeting of the International Football Association Board (IFAB) at Wembley here on Friday. Infantino added that he was confident VARs could also be seen at the 2018 World Cup, reports Xinhua news agency. “That is our aim,” he said. “I’m very confident. The signs are encouraging. The little hiccups we have seen are to do with the training of the referees, but they will be able to take decisions much faster when they use it more often.” The English Football Association (FA) also wanted to test VARs at next season’s FA Cup third round. It also confirmed that clubs will be allowed to use a fourth substitute during extra time from the quarterfinals of this season’s FA Cup.
