DIMAPUR, MAR 2 (NPN): In a big boost to business, Nagaland chief minister Neiphiu Rio flagged off the first consignment of 1,300-kg air cargo from Dimapur airport here Tuesday containing perishable and non-perishable fruits and vegetables and finished products. Speaking at the flaggingoff ceremony organised on the occasion by Horticulture department in partnership with Airports Authority of India (AAI) and sponsored by Mission for Integrated

37,069 persons inoculated till date: H&FW DIMAPUR, MAR 2 (NPN): State Health & Family Welfare department Tuesday informed that a total of 37,069 doses of covid vaccine have been administered across the state till date. State immunization officer (UIP) Dr. Ritu Thurr also informed that a total of 302 senior citizens in the 60 years and above category along with 22 beneficiaries with associated comorbidity above 45 years have been vaccinated across the state. He said the oldest beneficiary was a 96-year-old man from Dimapur. Dr. Thurr stated that vaccination of age-appropriate high-risk groups would be scaled up across the state from March 7, 2021. He also informed that left out frontline and healthcare workers would continue to get vaccinated across all session sites along with the age-appropriate high-risk groups.

No new COVID case

No new COVID-19 positive cases were reported in the State for the second day in a row on Tuesday, while the active cases also remained at 7 with nil recovery. As on March 2, the total caseload stood at 12200.

Development of Horticulture (MIDH), Government of India, with airline partners Air India and IndiGo, Rio termed the occasion “historic” and said air cargo services would fulfil a longfelt need of Nagaland. He said many local agricultural and horticulture produce used to become waste earlier due to lack of an air cargo facility at Dimapur airport. He reminded everyone that the State was rich in bio-diversity and has great potential in organic fruits, vegetables, spices and plantation crops, besides varieties of exotic flowers.

Acknowledging that the State’s farmers have potential to produce a wide variety of organic agricultural and horticultural produces and noting that the educated youth were particularly keen to take up modern farming to produce high quality and highly-valued fruits and vegetables, the chief minister said exporting the produce had been a huge challenge earlier. Rio exuded confidence, that with the inauguration of air cargo service, farmers and entrepreneurs would take the export prospect seriously and suggested exporting perishable products and processed food to all cosmopolitan cities and beyond. He also insisted that quality of the produce should be consistent and high to drive the demand and make the State’s slogan “Naturally Nagaland” a reality. He urged the departments involved to educate farmers by organising seminars and workshops, and not just stick to demonstrations or work on pilot projects. Calling for empowering of entrepreneurs and enabling them to become a partners in the supply chain,

Rio welcomed proposals from the horticulture department in this regard, so as to create an integrated supply chain of fruits and vegetables. Delivering keynote address, AAI, Northeast regional executive director M Suresh said even though the air cargo service was a small part of the airport operation, it would have a huge impact on local economy and the aviation industry. He said the inauguration of air cargo service would create opportunities for operating bigger aircraft from Dimapur airport in near future. He recalled that Dimapur airport was earlier under armed forces before AAI took it over in 1987 and claimed that since then AAI was working for development of its infrastructure. Mentioning that the existing terminal building was built in 1998, Suresh said the civil aviation ministry was planning to build a new cargo terminal at the airport with modern technology and urged the chief minister to allocate additional land for construction of the new terminal building. Delimitation panel set to get extension NEW DELHI, MAR 2 (PTI): Delimitation Commission, set up in March last year to redraw the electoral constituencies of Jammu and Kashmir, Assam, Manipur, Nagaland and Arunachal Pradesh, is set to get an extension to complete its work, sources said on Tuesday. An official notification in this regard could be issued on Wednesday, they added. The panel has been tasked to redraw the Lok Sabha and Assembly con-

stituencies of the four northeastern states and work on increasing number of Assembly seats in the Union Territory of Jammu & Kashmir. The panel has kept June 15, 2020 as the date for the freezing of the administrative districts in the four states and the Union Territory. This would ensure that it does not have to rework on the delimitation exercise if a new administrative unit such as a panchayat or a tehsil is added to a state.

Last year, the Lok Sabha speaker had nominated 15 MPs as associate members of the Delimitation Commission. The members include Union ministers Kiren Rijiju and Jitendra Singh, who will assist in redrawing the constituencies. Members of Parliament and the legislative assemblies of the states for which the Delimitation panel has been set up are drawn in as associate members to assist the panel in its task.

Jan-Feb second warmest winter months in 121 yrs NEW DELHI, MAR 2 (PTI): January and February were the third and second warmest winter months in 121 years in terms of mean and minimum temperatures respectively, an India Meteorological Department (IMD) report said on Tuesday. Both the minimum and mean temperatures in February for northwest India were warmest since 1901, the report added. In terms of mean temperature in January-February, 2016 recorded 21.800C, followed by 21.580C in 2009 and 21.430C in 2021. The other two years with an all-India mean temperatures for the two months are 2006 (21.390C ) and 2017 (21.370C). In ter ms of mini mum temperature, the two months in 2021 recorded 15.39 0 C. The other four years with warmest January-February since 1901 are: 2016 (15.530C), 2009 (15.300C), 1926 (15.290C), 1912 (15.280C).

Chi village council withdraws NOC for Mon medical college site DIMAPUR, MAR 2 (NPN): In what seems to be a hurdle for setting up of the proposed medical college in Mon district, Chi Village Council (CVC) Tuesday announced the withdrawal of the no objection certificate (NOC) it had issued earlier for setting up the proposed Mon Medical College at Chi Ponghoa in Mon district. It may be mentioned that the Union Health minister, Dr. Harsh Vardhan had laid the foundation stone of the much-awaited Mon Medical College in Mon district headquarters at a glittering function held on February 26. However, CVC chairman Manwang, Goching Village Council (GVC) chairman Yahreih, head GB of GVC Goaklem, head GB of CVC Thoaching, Chi Union Mon Town president C Leipa and Chi Citizen president T Kaiyan in a joint press release cited

the State government’s failure to honour its commitment to CVC during the laying of the medical college’s foundation stone on February 26 at Mon district hospital. They pointed out that CVC had to cooperate with the government and issued NOC with pre-condition, which the government had also agreed, but accused it of subsequently backtracking on them... According to these organisations, the Mon district administration had finalised an agreement with the plot owner of Ponghoa without the consent of CVC on January 12, 2020. But, they alleged that even after finalisation of the site at Ponghoa, the district administration led by deputy commissioner (DC), president and office bearers of Konyak Union (KU) approached the village council to survey new location within Chi jurisdiction as

the price at Chi Ponghoa was too high. Hence, the land at Kongjonghoa (Old Army Camp) under CVC was surveyed on January 14, 2020 in the presence of DC, medical survey team, land records and survey department officials, PHED officials and president and office bearers of KU. Though the land had good road connectivity and water supply, the bodies said it was rejected as it had multiple landowners. Thereafter, another land at Nyata, also under CVC, was surveyed, but it was rejected for reasons best known to the district administration, they added. The release stated that the sentiment of CVC was hurt as the land offered by it was rejected and land at Ponghoa was chosen in spite of the fact that the plot owner was against the entire Chi village. States urged to ensure adequate allocation of vax to hospitals NEW DELHI, MAR 2 (PTI): The Centre has urged the states and Union territories to ensure adequate allocation of COVID19 vaccines to all hospitals, government as well as private, for the entire duration for which vaccination sessions have been planned. At a meeting held on Tuesday, the Centre reiterated that there is no shortage of the vaccines and hence, adequate vaccine doses should be allocated to the COVID vaccination centres (CVCs). The states and Union territories should not store, reserve, conserve or create

a buffer stock of the vaccines, the health ministry said in a statement. “The central government has adequate stock and will provide the required vaccine doses to the states and UTs,” it said. The Centre urged the states and Union territories to utilise the optimum capacity of all private hospitals empanelled under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (ABPMJAY), the Central Government Health Scheme (CGHS) and the state health insurance schemes to enable them to ef-

fectively function as CVCs. The states and Union territories have been asked to regularly collaborate with the private hospitals to ensure that their optimum capacity for vaccination is utilised. “Private hospitals not empanelled under the abovementioned three categories have also been permitted to operate as CVCs if they have adequate number of vaccinators, adequate space for observation of the vaccinated, adequate cold chain arrangement and adequate arrangement for management of AEFI,” the statement said.

NEW DELHI, MAR 2 (PTI): Samyukt Kisan Morcha (SKM), which is spearheading anti-farm law protests in Delhi, will send its leaders to poll-bound states to appeal to farmers there to defeat the BJP in assembly elections, leaders of the outfit said Tuesday. The protesting farmers will also block KMP (Western Peripheral) Expressway on March 6 as the anti-farm law protest at Delhi borders completes 100 days. The expressway will be blocked at various points for five hours from 11 am on March 6, SKM leader Yogendra Yadav said. He said SKM leaders will hold a public meeting in Kolkata on March 12 to appeal to the farmers of poll-bound states to punish the BJP. SKM leader Balbir Singh Rajewal said that SKM teams will visit pollbound states to appeal to farmers to defeat the BJP. “We will not seek votes for any party. We will appeal to them to vote for those candidates who can defeat the BJP which has failed to address farmers’ issues,” Rajewal said at a joint press conference of the SKM at Singhu border. Those who are sitting in power do not understand the language of justice,

DIMAPUR: Officers and staff of Directorate of Rural Development (DRD), Nagaland, Kohima has expressed grief over the demise of deputy project officer, DRDA, Tuensang, late Anti Chang who passed away on February 26. In a condolence note, rural development blocks, Kohima director, Imnukshila Jamir stated that late Chang joined the government service on May 18, 1991 as APO in the erstwhile SRDA and was later absorbed in the department of rural development during the year 1997, presently working as deputy project officer at DRDA, Tuensang, till her passing. The department also stated that she performed her duties with great enthusiasm and sincerity and had a huge concern for the welfare of the people, to uplift the living standard of rural people and had vast knowledge of the department’s activities. Further, the department conveyed condolence to the family members and prayed for the departed soul to rest in peace. NRDSA: Nagaland Rural Development Service Association (NRDSA) in a condolence message through its president, K. Neibou Sekhose stated that late Chang was a pillar of encouragement for many, especially for the rural people. DIMAPUR: Nagaland Voluntary Consumers’ Organisation (NVCO) and Kohima Law College (KLC) launched two-week celebration of “world consumer rights day” under 2021 theme, “tackling plastic pollution” on March 2 at the College premises. The event is observed globally on March 15. In a press release, press & media cell, NVCO stated that during the launching programme, NVCO and final year students of the college conducted a session on how to raise awareness on reducing plastic pollution and engage citizens/ consumers to adopt and promote more sustainable practices. Gangtok, Mar 2 (PTI): Sikkim Chief Minister Prem Singh Tamang on Tuesday said his Facebook page was recently hacked but was restored within a few hours. A few inadvertent posts were written by unidentified persons from Tamang’s official Facebook page. “Recently, my official Facebook page was compromised wherein someone tried to impersonate me, intending to cause more harm,” he said. The issue was resolved within a few hours and the situation was under control, Tamang said. Such a breach of privacy with attempts to create confusion and unrest will not be tolerated and will be penalised accordingly, the chief minister said, adding that the competent officials were working tirelessly to find out the individuals behind this violation. “I appeal to everyone to ignore any form of message which was sent from my official page and also thank them for their patience and judgement,” he said.

Senior Congress leader Priyanka Gandhi on Tuesday asserted that her party, if voted to power in Assam, will bring a new law to “nullify” the Citizenship Amendment Act (CAA) in the state. Gandhi, during a public meeting in Tezpur, launched the ‘Five Guarantees’ campaign, and said her party, if given a chance to form government in the northeastern state, will dole out Rs 2,000 every month to homemakers across the state, and provide free electricity up to 200 units to all households. TTAADC polls to be held on April 4

Agartala, Mar 2 (PTI): Elections to the 30member Tripura Tribal Areas Autonomous District Council (TTAADC) will be held on April 4, the State Election Commission said on Tuesday. State Election Commissioner Manik Lal Dey said that the counting of votes will take place on April 8. The last date for submission of nominations is March 12, while the documents will be scrutinised on March 15 and the last date for withdrawal of the nominations is March 17, he said. The term of the council expired on May 17 last year, but the election was deferred by the State Election Commission due to the COVID-19 pandemic. The Model Code of Conduct has come into force in the region with immediate effect with the announcement of the elections. Two seats in the 30-member council are nominated by the governor.

India hits out at Pak over terrorism

GENEVA, MAR 2 (PTI): India on Tuesday hit out at Pakistan, a country in dire economic situation but provided pensions to dreaded and listed terrorists out of state funds, and asked Islamabad to stop state-sponsored cross-border terrorism. Using its Right of Reply at the ongoing 46th Session of the Human Rights Council in response to a statement by Pakistan’s representative, India said Pakistan should also end institutionalised violation of human rights of its minority and other communities in the country. India also rejected the Organisation of Islamic Conference’s statement on Jammu and Kashmir, saying the bloc has no locus standi to comment on such matters. “We reject the reference to the Union Territory of Jammu and Kashmir in the statement of the OIC. It has no locus standi to comment on matters related to Jammu and Kashmir, which is an integral and inalienable part of India,” the Indian diplomat said. The Jeddah-headquartered 57-nation bloc, which is the second-largest intergovernmental body after the UN, has usually been supportive of Pakistan and often sided with Islamabad on the Kashmir issue. “It is regrettable that OIC continues to allow itself to be exploited by Pakistan to indulge in antiIndia propaganda,” Badhe added.

Saini is an accused in a criminal case registered under Sections 307, 34, 201, 218, 166A, 120B, 34, 194, 195, 109 of the IPC and 25, 27 of the Arms Act at Kotkapura police station of Faridkot. This case was registered in 2018, over three years after many persons were injured in the police firing on October 14, 2015 in the aftermath of sacrilege incidents at Bargari and Burj Jawahar Singh Wala. In this case, Saini was charge-sheeted by the Special Investigation Team (SIT) of Punjab Police some time back and he was summoned by the court. A day back, Punjab and Haryana High Court had accepted Saini’s anticipatory bail in Behbal Kalan police firing case of 2015.

One of the teams submitted that cyber attack did happen but they were not linked to the Mumbai grid failure,” Singh said. Meanwhile, Maharashtra Home Minister Anil Deshmukh said that cyber attacks take place across the country, and not just in Mumbai, adding that the matter should not be politicised. The comments from Singh and Deshmukh came in the wake of a US company’s report claiming that amidst the border tension in Ladakh last year, a Chinese governmentlinked group of hackers targeted India’s critical power grid system through a malware. The report raised suspicion whether the massive power outage in the financial capital was a result of the online intrusion.

NEW DELHI, MAR 2 (PTI): The presiding officers of both houses of Parliament have set the ball rolling for the merger of Lok Sabha TV and Rajya Sabha TV into a single entity, SANSAD TV, which will soon move to seek requisite government license. According to a circular issued by the Lok Sabha Secretariat, retired IAS officer Ravi Capoor has been appointed the CEO of the new integrated channel for a period of one year, beginning March 1. “Consequent upon the joint declaration of the Rajya Sabha Chairman and Lok Sabha Speaker to merge RSTV and LSTV into Sansad Television (SANSAD TV), Capoor has been appointed as CEO, SANSAD TV, on contract basis, for a period of one year with immediate

effect,” the circular reads. Sources said though the channels are being integrated into single entity, it will function on two platforms during the parliament sessions -- one to telecast live proceedings of LS and the other of RS. During the inter-session period, the channel will be on one single platform having enriched bilingual contents (Hindi and English), senior officials of the two secretariats said. The integration of two channels will lead to substantial savings and improved efficiency with pooling of resources and synchronisation of assets, they said. Sources said it has yet not been decided whether the new channel will come under the ambit of RS or LS secretariats or will be administered by both.

MUMBAI, MAR 2 (IANS): Senior Congress leader Prithviraj Chavan on Tuesday questioned the Centre’s move to allow private hospital charge people Rs.250/ for the Covid-19 vaccine dosage, the Phase-2 of which was launched nationwide on March 1. A person aged above 45 with co-morbidities or over 60-years old can get inoculated at a designated private centre for Rs.250 per dose in the second phase. Taking umbrage at this, Chavan said that in the Phase-1, the Centre had procured 1.65 crore doses of the vaccine at a cost of Rs.210/dose. “As per the Feb. 1 Budget speech of Union Finance Minister Nirmala Sitharaman, Rs. 35,000-crore has been allocated for the vacci-

‘R’ factor of Congress

E

ven as India’s oldest party the Indian National Congress(INC) has been struggling to find its moorings since the two successive drubbings it received at the hands of the BJP in the 2014 and 2019 Lok Sabha elections, the Grand Old Party of Indian politics has yet to show sign of staging a fight back. Rahul took over as party president in 2017 from his mother and led the party in the 2019 Lok Sabha election but the party fared no better than in 2014. He resigned in 2019 just over a year after having taken over the mantle as party chief. Appeals on Rahul to reconsider proved futile. Sonia, who had resigned on health grounds, was compelled to step in as the “interim Congress president”. The party’s CWC, packed with loyalists, couldn’t see anyone beyond the Nehru-Gandhi family to “rightly head the party”. Despite not being party president, Rahul’s sway over the party has been unchallenged. That arrangement suits Rahul, for he has power but no responsibility. An unwilling interim president for nearly two years, is perhaps the biggest self-inflicted damage for the party. Sonia is not visible and Rahul acts like a political comet sometimes quite comical too. With the Rahul unable to provide much needed leadership across India especially in states where the party is in power or in coalition, there is much disgruntlement. The Congress is being reduced to a minor player in several states so much so, that some regional parties are even disinclined to treat it seriously. In Bihar, the Congress was blamed for spoiling the RJD’s bid to power since the party could manage to win only 19 out of the 70 seats it was given. The same is the case in Tamil Nadu where the Congress had in 2016 bargained and got 41 seats from DMK but won only eight seats. This also proved costly for the DMK and resulted in the AIADMK to retain power, a feat that happened only in 1984 in the state. Even in Bengal, the Congress in alliance with the Left for the forthcoming election, has to plead for seats. Currently, Congress will likely lose Puducherry and not reclaim Assam, the state it has ruled for decades. Congress party is used to being in power. Those in the high command and CWC, all of whom were picked on the basis of their loyalty to the Nehru-Gandhi family, are not in a position to provide the party the direction it needs. At such a time, the Congress is in dire need of a leader with experience and maturity. Rahul has spent much of his political career doing what he loves best- travelling and vacationing. He missed the opportunity to learn when Congress-led UPA alliance was in power from 2004-09 and 2009 -14. His speeches are mostly rhetoric and at times childishly ignorant of facts and lack a clear message. This is because, Rahul acts on the advice of a young lot of people who live in dreams. They feel they have better ideas but which they cannot implement. Unfortunately, Rahul does not have a grasp of politics even though he is in politics. Rahul is where he is because of circumstances that had greatness has been thrust upon him. Unless he exhibits maturity and capability, he will continue to be seen as an upstart in politics.

It was a revelation to him to realize how much he did love the Lord, and with amazement he simply said, “Lord, You know all things….” Peter began to see how very much he did love Jesus, and there was no need to say, “Look at this or that as proof of my love.” Peter was beginning to discover within himself just how much he really did love the Lord. He discovered that his eyes were so fixed on Jesus Christ that he saw no one else in heaven above or on the earth below. But he did not know it until the probing, hurting questions of the Lord were asked. The Lord’s questions always reveal the true me to myself. Oh, the wonder of the patient directness and skill of Jesus Christ with Peter! Our Lord never asks questions until the perfect time. Rarely, but probably once in each of our lives, He will back us into a corner where He will hurt us with His piercing questions. Then we will realize that we do love Him far more deeply than our words can ever say.

New IT Rules: stretching of ‘Due Diligence’ under section 79

A

fter a long wait, the Ministry of Electronics and Information Technology (MEITY) has notified the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. This version is significantly broader than the draft rules published by the ministry in 2019 for public consultation since it covers not just the liability of internet intermediaries but also creates a regulatory regime for digital media. It is not clear as to why both these issues have been combined into one set of rules. It is possible that the ongoing litigation before the Supreme Court has something to do with the government’s decision to include regulation of OTT and digital news media. This piece, however, will confine itself to the intermediary guidelines. The basic theme of the new rules is the imposition of new responsibilities on Internet intermediaries seeking to enjoy the legal immunities offered by Section 79 of the Information Technology Act, 2001. Previously, the law allowed internet intermediaries to enjoy unprecedented and wide-ranging immunity from legal liability at little to no cost. Nobody in the information transmission business enjoys such immunities from legal claims of defamation, etc. For example, while newspapers and broadcasters have always operated under the threat of legal liability

for defamation and other speech related offences, intermediaries have escaped liability despite behaving as publishers because of the immunity offered by Section 79. This immunity is in the nature of a privilege or a subsidy since it reduces operating costs for intermediaries. Nobody, not at least social media giants, are entitled to legal immunity. The new law requires internet intermediaries, especially “significant social media intermediaries” (most likely Facebook, YouTube and WhatsApp), to earn the privilege of legal immunity under Indian law by discharging certain duties and responsibilities. These duties include the need to create a functional grievance redressal mechanism, a more accountable take down system, special expedited take down procedures for revenge porn cases, appointment of India based compliance officers, traceability requirements for certain specific purposes, deployment of automated filtering software, identification of a physical address for the purpose of service of legal notices, a right of users to seek verification of their accounts. If an internet intermediary declines to abide by these new responsibilities, they lose the immunities offered under Section 79 making them legally liable for the acts of third parties on their platform. The general theme of these regulations, which is to make internet intermediaries, especially the Silicon Valley giants more

transparent and accountable to their users is very welcome. In fact, I’ve written earlier in these pages on how the government should simply do away with the concept of legal immunities for internet intermediaries especially the Silicon Valley giants because the existence of such immunity is one of the reasons poorly designed broadcast platforms like WhatsApp exist. Without legal shields such as Section 79, platforms like Whatsapp are simply too risky to be financially viable. Judicial challenge The big question however with respect to these rules is whether it will sustain legal scrutiny as the government tries to push it through the route of delegated legislation rather than parliamentary legislation. The essential question is whether Section 79 of the IT Act gives the Central government the power to impose these new responsibilities on internet intermediaries as a precondition to enjoy the legal immunity offered by the same provision. I will argue that the legislative history of Section 79 makes it clear that the government lacks the power to impose preconditions on internet intermediaries looking to enjoy the immunities offered by Section 79. As it currently stands, Section 79 of the Information Technology Act, 2001 affords intermediaries broad ranging legal immunity if they exercise “due diligence” and follow “guidelines” laid down by the Central government. The use of the phrase

“due diligence” in the law has never been popular with the industry because it is openended and leaves considerable discretion with judges who will decide whether particular measures taken by internet intermediaries meet the criteria of “due diligence”. In fact, there were several attempts to get the phrase “due diligence” out of the law more than a decade ago. When the law was being amended in 2006, there was a tussle between a Parliamentary Standing Committee and the government over the retention of the words “due diligence” in the law. The amendment proposed by the government in 2006 had done away with the “due diligence” requirement in Section 79. The Standing Committee however objected and called for it to be reintroduced in the law. The relevant extract of the report is reproduced below: “What has caused further concer n to the Committee, in the above context, is that the Bill proposes to delete the words ‘due diligence’ as has been existing in Section 79 of the principal Act. The Department’s logic for the proposed removal of the words ‘due diligence’ is the intention to explicitly define the provisions under Section 79 pertaining to exemption from liability of network service providers. The Department have further contended that the words ‘due diligence’ would be covered under the guidelines which the Central Government can issue under sub-section 4 of

Ambitious initiative towards a drug-free India

very year, the birth anniversary of Mahatma Gandhi is observed as National AntiDrug Addiction Day to honour his commitment towards eradicating the menace of drug and substance abuse. Prime Minister Narendra Modi has also time and again highlighted the perils of substance abuse and stated that it is a dangerous disease which traps a person into a never-ending vicious cycle. Unfortunately, this menace is on the rise as is evident from the findings of National Survey on Extent and Pattern of Substance Use. Even after 73 years of independence, we frequently come across news reports of young college students getting addicted to drugs or police nabbing drug peddlers near schools. It is seen that addiction typically starts with alcohol, moves towards nicotine and ‘ganja’ and then graduates to hard substances like cocaine, MDME etc. The situation is grave and demands immediate attention. I consider myself fortunate for having the opportunity to serve in a cause which is close to my heart. It is in this spirit that a concerted three-pronged attack in the form of Nasha Mukt Bharat Abhiyan (NMBA) under the visionary leadership of Prime Minister Modi has been launched on this multi-headed monster of drug abuse. NMBA, which was launched on August 15, 2020, targets 272 districts which have been identified as most vulnerable based on rigorous

inputs collected by the government. Considering the heightened adverse impact of drug abuse on youth, the focus of the Abhiyan is more on schools, higher education, institutions and university campuses. Also, youth groups such as NSS, NYKS, NCC have been roped in to reach out to target population. The message of the Prime Minister that ‘Drugs are not cool’ is being effectively delivered through these channels. I feel proud to announce that we have been able to provide community-based services for the identification, treatment and rehabilitation of addicts through voluntary organisations. The government is providing financial assistance to NGOs for running de-addiction centres. A 24x7 National Toll Free Helpline has been instrumental, especially during the lockdown period, in providing help to victims of drug abuse, their families and society at large. Outreach and drop-in centres (ODIC) with provision of counseling, assessment, screening to provide safe and secure dropin space for drug users are being developed. Apart from these facilities, referral and linkage to rehabilitation and treatment services to work for various dependents will also be offered. Taking cognisance of the fact that addressing the problem of drug abuse requires concerted action at different levels of the government,

the ministry has asked the state governments to plan and take specific initiatives, taking into account their local considerations and devise specific and suitable strategies for drug demand reduction in their identified areas. Accordingly, a decentralised monitoring mechanism in the form of district-level committees have been formed to maintain the pace and momentum of NMBA. The commitment of the government towards eradicating this social evil is evident from the increased outlay of Rs 260 crore from a meagre Rs 49 crore in 201718. The ministry is implementing a comprehensive National Action Plan for Drug Demand Reduction for 2018-2025 to reduce drug abuse through multi-faceted approach of education, de-addiction and rehabilitation. With the programme picking up pace, the mission is gradually turning into a social movement involving youth and society at large. I sincerely believe that with the hard work, commitment and concerted efforts of the government, society and voluntary organisations, we will be able to celebrate ‘International Day Against Drug Abuse and Illicit Trafficking’ on approaching June 26 in the right earnest and realise the vision of Mahatma Gandhi of a drug-free society in the coming years. Viewed from this perspective both the recently enacted Guidelines under discussion and the old guidelines from 2011 lack the binding force of the law. However, I must caution that the interpretation I have put forth above is the minority opinion. The majority consensus appears to be that the Central government can shape the requirements of ‘due diligence’ under Section 79 by drafting guidelines that will have the binding force of law. In any event it is unlikely that any of the Silicon Valley giants will lock horns with the Centre in court. It is more likely that third parties or smaller stakeholders will file some kind of constitutional challenge against these rules. A simpler option for the government, therefore, is to try and push these rules through as legislation before parliament. After all, it is unlikely to face much political opposition. Congress crisis: Anand Sharma BJP sweeps local body elections in Gujarat retorts to Adhir Ranjan’s attack

A H M E DA BA D, M A R 2 (PTI): The ruling BJP recorded amassive victory in the local body polls in Gujarat on Tuesdayby winning clear majority in all 31 district panchayats aswell as in 196 out of 231 taluka panchayats and 74 out of 81municipalities. The Congress, the main opposition party in the state,won a clear majority in only one municipality and 18 talukapanchayats, while AIMIM and AAP also made their presence felt. In six municipalities and 15 taluka panchayats noparty has got clear majority. The BJP’s success followed its victory in all sixmunicipal corporations where polls were held in the firstphase of local elections on February 21. In the second phase where polling was held fordistrict and taluka panchayats as well as municipalities onFebruary 28, the BJP again left the Congress far behind bywinning 6,236 out of 8,470 seats for which results weredeclared. 150 monks test COVID-19 positive in Himachal CHANDIGARH, MAR 2 (AGENCIES): A sudden surge of COVID cases in Kangra district has left the administration worried. After 24 monks tested positive on February 23, about 330 more monks were tested for the deadly disease, reported ANI. Out of 330 monks, 154 tested positive at Gyuto Tantric Monastery, Sidhbari, confirmed ANI. Kangra CMO GD Gupta said that one monk is in a critical condition, and has been shifted to Tanda Medical College while others remain in isolation in the monastery itself. He added that monks who have been home-isolated had travelled from Karnataka and Delhi during new year celebrations, and that the monastery has been closed for visitors since March 5, 2020.

KARNAL, MAR 2 (PTI): Fifty four students of a school near here have tested COVID-19 positive leading to suspension of classes and other academic activities, an official said on Tuesday. Karnal Chief Medical Officer (CMO) Yogesh Sharma said three students of Sainik School Kunjpura had tested positive for the virus on Monday following which the health department took samples of 390 students and staff members of the school for testing. “The reports revealed that 54 students are COVID19 positive,” Sharma said. Deputy Commissioner Nishant Kumar Yadav said the school building and its hostels have been declared as a containment zone. The Sainik Schools are run by the Sainik Schools Society under the Ministry of Defence and the students stay in hostels. The Haryana education department had reopened schools for classes 9-12 in December last year and classes 3-5 from February 24.

Inaugurating a development summit virtually organised by the Rajiv Gandhi Institute of Development Studies, an economic think tank aligned to the Congress ideology in pollbound Kerala, Singh said temporary measures by the central government and the RBI to paper over the credit problem cannot blind us to the looming credit crisis ahead that could affect the small and medium sector. “Unemployment is high and the informal sector is in shambles, a crisis precipitated by the ill considered demonetisation decision taken in 2016”, he said at “Pratheeksha 2030.” The summit was organised to launch a Vision Document, a framework of ideas for development of Kerala well in advance of the state elections.

US school shoot-out; one critical, classmate held Pine Bluff (US), Mar 2 (AP): A 15-year-old boy shot and seriously injured a fellow student Monday morning at an Arkansas junior high school, and the suspect was detained in a juvenile detention facility, authorities said.
