NEW DELHI, MAR 2 (PTI): BJP and Congress members pushed and shoved each other in Lok Sabha as Parliament was on Monday rocked by protests against the Modi government over the communal violence in Delhi, with the opposition demanding resignation of Home Minister Amit Shah. Relentless opposition members, which included those from the Congress, DMK, the Left and the TMC, forced repeated adjournments in Lok Sabha as well as Rajya Sabha after Parliament met following over three-week recess in the Budget Session. The government managed to introduce a few bills in the two Houses amid the din but that was the only bit of listed transaction carried out as an aggressive opposition, whose sloganshouting members were in Well, refused to return to their seats.

You are not pained. I do not want to run proceedings under such circumstances.... Everybody should deliberate to ensure that the dignity of the House is maintained.” Opposition members started raising slogans from the Well against the government as soon as the House met at 2 pm after suspension of its proceedings in the first half as a mark of respect for JD(U) member Baidyanath Prasad Mahto, who died on February 28. They went into the area of

Jaiswal was speaking from the fourth row, and the Congress members’ charge deep into the area earmarked for the treasury benches resulted in several backbencher MPs of the ruling party rushing to the front. Earlier, Parliamentary Affairs Minister Pralhad Joshi condemned their “unruly behaviour” and asked the Speaker to continue with proceedings. Joshi alleged that “these are the people” who have provoked the riots. “They murdered 3,000 people in 1984 (riots) and did no investigation. The priority is to restore peace... but they want to create tension,” he said. The Upper House was adjourned first till 2 pm and then for the day after opposition MPs remained on their feet shouting slogans and accusing the government of failing in its duty during the Delhi riots.

NEW DELHI, MAR 2 (PTI): India on Monday reported two new cases of the novel coronavirus, including one from the national capital, the Union Health Ministry said as the government stepped up its efforts to detect and check the infection, which has killed more than 3000 people globally. Meanwhile, Rajasthan health minister Raghu Sharma said an Italian tourist has been found positive of Coronavirus in Jaipur. In the first sample collected on February 29, the man was tested negative but his condition deteriorated so the second sample was collected which tested positive on Monday, the minister said, adding “since there is a variation in the reports, samples have been sent to NIVPune for testing.” India had earlier reported three cases from Kerala, including two medical students from Wuhan, the epicentre of the deadly novel coronavirus. fresh cases, Health Minister Harsh Vardhan said the person from Delhi had travelled to Italy, while the other patient who has tested positive for the coronavirus infection is from Telangana and has a recent travel history to Dubai. “Both the patients had self-reported after they developed symptoms. They tested positive. They are stable and being closely monitored,” he told reporters. Vardhan also advised people to avoid non-essential travel to Iran, Italy, South Korea and Singapore and said India was in discussions with authorities in Iran and Italy, two badly affected countries by the

The health minister, who held a meeting of the Group of Ministers constituted to monitor the current status and actions for prevention and management of the virus, said India has already suspended e-visas/ visas issued to Iranian and Chinese nationals over the rising number of confirmed COVID-19. DIMAPUR, MAR 2 (NPN): State Health and Family Welfare (H&FW) Department Monday said that there had been no confirmed cases of Novel Coronavirus (COVID19) in the state so far. COVID-19 has claimed more than 3,000 lives including 2,912 in China as on March 2, 2020. In an order, principal director H&FW, Dr. Vizolie Z Soukhrie, however, stated that all surveillance and rapid response teams were in place besides logistics for case management and diagnosis. Dr. Soukhrie informed that 172 travellers from China and affected countries (Thailand, Singapore, Hongkong, Australia, Korea etc.) were under surveillance. He pointed out that 131 of them were from other countries, 33 Nagas and eight Indians. Out of the total, Dr. Soukhrie said 10 persons have been kept/advised for home quarantine. He said that the state was geared up with regard to COVID-19. Concerning preparedness status, Dr. Soukhrie said there were 15 hospitals have been identified for isolation and 52 beds identified. DIMAPUR: Naga Council Dimapur (NCD) convened an emergency meeting of councillors on March 2 at Dimapur. A press release by NCD media cell stated that, main agenda of the meeting was discussed with regards to extension of councillor’s tenure as requested by certain tribal bodies. At the meeting, the members resolved to hold an annual general meeting before March 31, during which all official formalities including induction of new office bearers for the new tenure would be conducted. Further, the meeting also resolved that in view of the upcoming annual general meeting (AGM) various sub-committees under NCD such as public action committee (PAC), vigilance committee and trust finance committee shall be dissolved with effect from March 3. DIMAPUR: Minister of Planning and Coordination, Land Resources and Parliamentar y Affairs Neiba Kronu, stated that insurgency problem in the state had overshadowed the Naga society for so long during the past. He was addressing at the silver jubilee celebration of the Chakhesang Students Union Delhi (CSUD) as guest of honour at Nagaland House on Sunday. Minister opined that the students of the present society does not have that experience of past, whereby he told the students’ com-

mmunity to take advantage of the advancement of technology to progress as the world becomes a global village. He also exhorted the students not to be controlled by the technology stating that “many have been used to it and many were already spoilt”, and asserted that academic life/ period was the most important part of a persons life. He advised the students to take serious note of the same in their pursuit for excellence. He also advised the students to do away with de-

pendency syndrome on government job and to develop a mentality that would let them look for other avenues with the change of time. KOHIMA: District administration and DLCW-Mahila Shakti Kendra, Phek under Beti Bachao Beti Padhao (BBBP) had organized three-day skill development training on food processing at Chakhesang Women Welfare Society (CWWS), Pfutsero which concluded on February 25. A press release from the organisers stated that, Thungbemo Patton, SDO (Civil) Pfutsero gave a short speech while Vechulo-u Kanuo,

executive director, CWWS exhorted the gathering. She spoke on importance of skill development training in the district. Nodal officer BBBP N. Bhavani Sri said that financial independence and self reliance were important components in empowering women. She informed that the district administration was identifying the potential skills of Naga women and train them on specific fields for income generation, such as weaving, processing local

fruits and vegetables etc. Altogether, 20 women from 10 villages within Phek district availed the training. The objective of the training was to enhance the knowledge of self dependency and provide income generation skills for the rural women. Nezelu Nyekha chaired the orientation programe. Meanwhile, training on tailoring also commenced on March 2 and would continue till March 14.

Brown sugar worth Rs 1.50 cr seized IMPHAL, Mar 2: Manipur police arrested a man with brown sugar worth over Rs 1.50 crore in the international market from Lokchao area along Imphal-Moreh highway on Sunday night, around 9 pm. The arrested drug peddler was identified as Jampao Haokip of Chamaul village of Tengnoupal district. He has been handed over to the Moreh police station along with the seized contraband drug for further legal action, a police source said on Monday. Jampao who came on a motorcycle was detained after 80 packets of brown sugar were found in a bag during a check by the police team led by additional SP of Tengnoupal police near Lokchao Bridge along the NH-102. Shillong, Mar 2: Meghalaya Chief Minister Conrad Sangma on Monday said that the overall law and order situation in the violence-hit areas of the State is under control, but tense. Night curfew has been reimposed from 6:00 pm on Monday evening till 6:00 am on Tuesday on the entire Shillong agglomeration to prevent any untoward incident. Mobile internet services remained suspended from Friday night in six districts (East, West Jaintia Hills, East, West, South West Khasi hills and RiBhoi districts) following the violent incident in Ichamati village on Friday after a Khasi Students’ Union member Lurshai Hynniewta. Four shops taken on rent by “non-tribals” were burnt down in Photkroh village, about 60 Km from Mawkyrwat, the district headquarters of South West Khasi Hills by miscreants in the early hours of Monday morning. Police said they are investigating into case. Curfew was relaxed from 6 am in the state capital to enable students to attend their 12th board exams on Monday with their admit cards serving as curfew passes. There was adequate deployment of state and central paramilitary forces in the State capital and Sohra and the examination were held smoothly. However, many students and teachers were confused with the curfew timings although the ad-

ministration made its best effort to announce the timings. “The overall law and order situation is under control and as a government, it is our responsibility to ensure that we take all precautionary measures,” Sangma told reporters after visiting the injured persons in Shillong civil hospital. He said the government is also communicating with different stakeholders and appealing for peace in the state. The victims include those stabbed in Iewduh, the main market of the city, and a village headman who was attacked in Ichamati village by unidentified persons. The stabbing incident was after the death of a Khasi Students’ Union member on Friday in Ichamati village along the Indo-Bangla border. Apart from the injured, two other persons were killed after the death of the KSU member. Eight persons have been arrested for allegedly being involved in the death of the KSU member. Sangma visited the victims along with Home Minister, Lahkmen Rymbui, Health Minister, A.L.Hek and General Administration Department Minister Comingone Ymbon and senior government officials. A suo-moto case has been filed on the stabbing cases and the Superintendent of police, East Khasi district Claudia Lyngwa and her team are investigating. “No arrests have been made in the stabbing cases and the two other deaths that occurred during the three days of violence. There

concerned courts where cases against them were pending. KCP (Lamyanba Khuman group) had once surrendered en-masse with arms after a suspension of operation truce was inked with Manipur government. However, Khuman reportedly left the designated camp arranged by the government for lodging the surrendered cadres and allegedly started committing several terror-related activities like lobbying of grenades, shootouts, killings, planting of bombs, running extortion networks by intimidating businessmen and politicians etc, the police alleged. Besides, many cases related with crimes registered with different police stations were pending against him. Among others, some cases were related with threatening the chief minister of Manipur. The source said that state police have been tracking his whereabouts since he left the designated camp and started committing prejudicial activities in the state since the last couple of years. The state police team was processing for bringing back the arrested militant leaders after taking transit remand from a local court in the national capital, the source added.

IMPHAL, Mar 2: Top leader of a militant group based in Manipur carrying a reward of Rs one lakh on his head has been arrested from Delhi along with one of his associates, a police source here said on Monday. Self-styled chairman Laishram Mangoljao Singh aka Lamyanba Khuman of Kangleipak Communist Party (KCP)- People’s War Group (PWG) was arrested along with Hijbur Rahman from New Delhi’s Nirankari Sarovar Bus Stand at Burari on Sunday. A combined team of Manipur police led by an additional SP and Delhi Police Special Cell (Southwest Range) arrested them during an operation. The self-styled chairman had absconded after abrogating the suspension of operation with the government of Manipur allegedly to re-establish the militant group KCP (PWG). The chairman was in the news recently after state police announced a cash reward of Rs one lakh to anyone who can provide information leading to his arrest. The same cash reward was also on the head of the arrested his associate. Both of them were declared wanted after the non-bailable warrants were issued against them by the

Class 12 and class 10 students had their physics and music papers on Monday. The CBSE had said on Sunday that any further delay in conducting board

exams in violence-affected parts of North East Delhi may hamper chances of students in securing admission to professional courses like medical and engineering. However, the Central Board of Secondary Education (CBSE) said it is ready to conduct fresh exams for students who are not able to appear for board exams as per schedule in view of the violence.

NEW DELHI, MAR 2 (PTI/AGENCIES): The Supreme court on Monday decided to hear on March 4 a plea seeking registration of FIRs against politicians for hate speeches which allegedly led to violence in the national capital. A bench headed by Chief Justice S A Bobde agreed to hear the plea filed by riots victims. Activist Harsh Mander had moved the Supreme Court against Delhi High Court’s February 27 order adjourning till April the hearing on his plea seeking action against BJP leaders Kapil Mishra, Anurag Thakur and Parvesh Verma for alleged hate speech. Senior advocate Colin Gonsalves mentioned Mandar’s petition before a Bench headed by Chief Justice of India SA Bobde. “Around 10 people were being killed every day and even last night 6-7 people died,” he told the Bench. “Urgency is that 5 or 6 personalities are going around encouraging it,” he said. “We will hear it... but you have to understand. Courts come on to the scene after the incident has happened. We wish peace. But we have limitations. We read media reports, it is as if we are responsible.” The Bench agreed to take it up on Wednesday.

KOLKATA, MAR 2 (PTI): The communal conflagration in Delhi was “statesponsored planned genocide”, West Bengal Chief Minister Mamata Banerjee alleged on Monday and claimed an attempt was being made by the BJP to replicate the “Gujarat model of riots” across the country. Banerjee, while addressing a TMC event, insisted it was due to the Citizenship Amendment Act (CAA) that “so many people were killed” in the Delhi violence. “Amit Shah should keep this in mind”. The Trinamool Congress supremo also condemned those who raised the controversial “goli maro...” slogan while heading to Home Minister Amit Shah’s rally in the city on Sunday. “I am deeply pained by the killing of innocent people in Delhi. I think it’s a planned genocide. I am calling it a genocide because it was state-sponspored violence that was later projected as riots. Delhi police is under the Centre. There was Delhi police, CRPF, CISF but nobody did anything, everybody was inactive,” she alleged. Banerjee hit back at Shah, who had expressed “anguish” over the law and order situation in Bengal at

his Kolkata rally, demanding that the BJP apologise for the Delhi violence before lecturing others. “Why hasn’t BJP apologised for it? Then they come here and shamelessly say they will capture (kabza) West Bengal. The BJP is trying to replicate the Gujarat model of riots across India, including in West Bengal. After the Gujarat riots of 2002, they did it in Uttar Pardesh and now Delhi,” she said. Her stinging remarks came in the backdrop of opposition CPI(M) and Congress questioning her “silence” on Delhi violence that has left over 42 people dead and more than 200 injured. Though she had not condemned the killings in speech, Banerjee had penned a poem a few days ago voicing her concern over the orgy of violence.

She urged TMC workers to hold state-wide rallies against the communal riots in the national capital and also raise funds to help the victims. Condemning the goli maaro... chants by alleged BJP suppor ters during Shah’s rally, Banerjee said nobody who raised such divisive slogans will be spared by police. “The slogan is incendiary, provocative and illegal. All who raised it will be penalised and law will take its own course. Its Kolkata, not Delhi. Its Bengal. Police has already taken action,” she said. The Kolkata police on Monday arrested three BJP supporters for allegedly raising the provocative slogan. “Those who talk about Bengal’s law and order...tell me why the BJP leader who instigated the violence has not been booked and arrested? Why no action has been taken against Yogiji (Yogi Adityanath) for his hate speeches?” she asked. Banerjee asked party workers to help police identify from media footage others involved in raising the slogan but urged them not to take law into their hands. She alleged the BJP relied on either inciting riots or whipping up war frenzy to win elections.

A bloodied Act

here is absolutely no doubt in the minds of patriotic Indian citizens and those who truly believe that India stands for the democratic rights of every citizen as enshrined in the constitution irrespective of class or race or religion; that the controversial Citizenship Amendment Act (CAA) is not only divisive, unethical but also an act that will invite misery and tragedy upon the people as confirmed by the violence and deaths throughout the nation.So far, till date nearly 80 people have died and several hundreds injured due to violence arising out of protests against the CAA throughout India in several states. If an Act is used as a beating stick against religious minorities where communal leaders continue to blatantly incite hatred in support of the Act through dangerously inflammable speeches; then the sinews of the multi-cultural and multi-religious Indian society are being torn apart. The CAA has nothing to do with India although the BJP actually wanted it for creating its own Hindu vote bank in Assam, Tripura and West Bengal. Recently, anti-CAA protests were met with a counter protest called pro-CAA in Delhi. To cut the story short, the Delhi Police under the home ministry did nothing for three days during which goons from outside Delhi and armed with country-made pistols, Molotov cocktails, catapults, bricks and stones went rampaging while the Delhi Police was either passive or even active participant in targeting some community. Delhi Police displayed the same bias as it showed during the 1984 anti-Sikh riots. Incidentally, in 2002 when the Gujarat riots broke out the police also did nothing for five days as it did not in Delhi. The then home minister in Gujarat in 2002 was Amit Shah, the present union home minister whose ministry controls the Delhi Police. This is mere coincidence but certainly one that would require urgent attention to seek remedies to such police ineptitude. There were massive anti-CAA protests in all north eastern states as people felt let down by a party which claimed to be different from the Congress. In Tripura it led to the death of an indigenous Tripuri tribal at the hands of migrants when the Tripuri tribals were going to participate in an anti-CAA rally.In Assam, inept handling by the police under the BJP government against anti-CAA protests led to the deaths of six protestors.There were massive protests in Manipur where the issue raised was “No CAA in North East or No North East in India”. Similar anti-CAA protests were held in Nagaland, Mizoram and Arunachal Pradesh.In Meghalaya, the pro-ILP programme at Ichamati (near Indo-Bangladesh border) to counter CAA by the Khasi Students Union (KSU) re-opened an old festering wound with non-Khasi non-tribal communities. Three were killed in subsequent the clashes that erupted into a polarised local(Khasi) versus non-local(plains) clash. The fears and hatred of the past between communities in Meghalaya have been revived by the divisive CAA. However, for whatever reasons the Modi-Shah duo have made the CAA as their party government’s main agenda for India; there is no doubt it will be pursued to the hilt in West Bengal for the assembly elections. The irony is that while not a single non-Muslim illegal immigrant has been granted Indian citizenship as many as more than 80 Indian citizens have been died due to it.

He discovered that his eyes were so fixed on Jesus Christ that he saw no one else in heaven above or on the earth below. But he did not know it until the probing, hurting questions of the Lord were asked. The Lord’s questions always reveal the true me to myself. Oh, the wonder of the patient directness and skill of Jesus Christ with Peter! Our Lord never asks questions until the perfect time. Rarely, but probably once in each of our lives, He will back us into a corner where He will hurt us with His piercing questions. Then we will realize that we do love Him far more deeply than our words can ever say.

very year on 3rd March, WHO, the health agency of the United Nations, engages organizations in observing the World Hearing Day for public awareness activities. This year’s theme, “Hearing for life: Don’t let hearing loss limit you,” highlights the importance of hearing loss prevention and timely and effective interventions for those who are deaf or hard-of-hearing. Key messages for World Hearing Day 2020: • At all life stages of life, communication and good hearing connect us to each other, our communities, and the world. • For those who have hearing loss, appropriate and timely interventions can facilitate access to education, employment and communication. • Globally, there is lack of access to interventions to address hearing loss, such as hearing aids. • Early intervention should be made available through the health systems. WHO aims to protect the hearing of people around the world—especially young people. It raises awareness about healthy listening practices during activities such as concerts, eating at noisy restaurants, and listening to music. It is recognized that 360

million people across the world live with disabling hearing loss, a total that includes 32 million children and nearly 180 million other adults. Concerned by the persistent high prevalence of chronic ear diseases, such a chronic otitis media, which lead to hearing loss and may cause life-threatening complications. Most of the causes of hearing loss are avoidable with preventive strategies; that the interventions available are both successful and cost-effective; but that, despite this, most people with ear diseases and hearing loss do not have access to suitable services. Acknowledging the significance of work-related, noiseinduced hearing loss, in addition to issues related to recreational and environmental noise-induced hearing loss, unaddressed hearing loss interferes greatly with an individual’s physical, behavioural, and social functioning. Deafness and hearing loss affect people of all ages and in all segments of the population. Implement and monitor screening programmes for early identification of ear diseases, such as chronic otitis media and hearing loss in high-risk populations, including infants, young children, older adults and people exposed to noise in occupational

and recreational settings. To improve access to affordable, cost-effective, high-quality, assistive hearing technologies and products, including hearing aids, cochlear implants and other assistive devices, as part of universal health coverage, taking into account the delivery capacity of health care systems in an equitable and sustainable manner; Noting the impact of ear diseases and hearing loss on the development, ability to communicate, education, livelihood, social well-being and economic independence of individuals, as well as on communities and countries it is significant to raise awareness at all levels and political commitment and inter-sectoral collaboration. earing is an important sense humans have. Right from birth hearing is very important for language, literacy and brain development. the incidence of hearing disabilities are staggering. 360 million people in the world suffer from disabling hearing loss. This constitutes a substantial 5.3% of the world population. The estimated prevalence of adult onset deafness was found to be 7.6% and childhood onset deafness to be 2%. WHO has listed major cause of hearing loss and ear disease in India. Ear wax (15.9%) was the most common cause of reversible hearing loss. Noninfectious causes such as aging and presbycusis are the next common causes of auditory impairment in India (10.3%). Middle ear infections such as chronic suppurative otitis media (5.2%) Serous Otitis media (3%) and other dry dry tympanic membrane perforation (0.5%). Bilateral genetic and congenital deafness (0.2%) commonly occurs due to congenital jaundice, low birth weight, ototoxic medications and viral infections and 50% are thought to be hereditary. Sometimes babies and children seem very alert though they have deafness, so you think they can hear you well, but they are actually using other senses to know what is going on around them. Or, as they grow older, they learn to read lips on their own. If you have any concerns for your child, family members or yourself, go to a centre that can test your hearing. Basic diagnostic test for hearing called Pure Tone Audiometry (PTA) is available in District Hospitals across the state. Ottoaccoustic Emission (OAE) test is available at NHAK

(Naga Hospital Authority Kohima) which can screen hearing problems for infants and even unconscious patients. A diagnostic test for hearing loss called Brainstem Evoked Response Audiomery (BERA) will soon be available at NHAK. It is a simple, noninvasive, objective test for early identification of hearing impairment in children and neonates. It can be used as a screening test and is useful in newborns, infants, and other difficult-to-test patients. Each year World Health Organisation (WHO) observe World Hearing Day on 3rd March to raise awareness on how to prevent deafness and hearing loss and promote ear and hearing care across the world. The theme for this year is “ DONT LET HEARING LOSS LIMIT YOU”. Hearing problems can cause drop in self- esteem and confidence because of impaired ability to communicate with other people. It can decrease educational and job opportunities due to impaired communication. Social withdrawal occurs due to reduced access to services. The high burden of deafness globally and in India is largely preventable and avoidable. Minimise your exposure to loud noises, never listen to music through headphones with volume all the way up and wear ear plugs during any activity that exposes you to loud noise (at or above 85db). Let us create awareness among our people and try to eliminate stigma, isolation and other associated health issues that come with hearing loss and how to improve the overall quality of life for people with deafness or hearing impairment. his statement is given to clarify the position of the NSCN and as a rejoinder to the irresponsible and misleading interview of R.N. Ravi with Tinakali Sumi of Nagaland Post on February 28, 2020. In his interview, the Representative of the Government of India (GoI) in an intentional and calculated move misinterpreted the 3rd August, 2015 Framework Agreement (FA) and squarely blamed the NSCN by giving the following shocking and unwarranted statements : “The NSCN (1-M) is trying to imagine things which are not in the Framework Agreement and misleading the people”; “new and mischievous interpretation”; “The delay is entirely on the part of NSCN (1-M); it appears that they are not prepared for a settlement”; “They are now changing their positions from what they have already agreed. This is not acceptable”; “No single entity has franchise over it. We must be honest with the Naga people”; “There is no mention of shared sovereignty in it. There is no mention of integration. There is no mention of Nagas as a separate entity”; so on and so forth. Hence, the following statement has been given to shed light on the immature and malicious statement of the Representative of the GoI, Shri. RN Ravi and to remove any doubt in the minds of the Naga people and others in the larger interest of peace and resolution of the Indo-Naga political conflict. The NSCN does not consider the FA contentious and there is no ambiguity about it. The NSCN recognizes that it is a broad framework whereby a foundation was laid towards resolving the decade’s old IndoNaga conflict through mutual respect of each other’s history and sharing of sovereignty or sovereign powers between the two entities. The NSCN is firm in its commitment to resolve the decade’s old Indo-Naga issue based on the FA which was witnessed by the leaders of India including the Home Minister, the Chief of Army and the Prime Minister of India. Both parties have mutually agreed that within this Framework Agreement the details and execution plan will be worked out and implemented. The FA recognizes that the Naga issue is political and therefore implying that it is not the internal law and order issue of India. It reaffirmed and recognized their “Unique history and situation” which entails that Nagas were never a

part of India either by conquest or by consent. Acknowledging contemporary realties and future vision both the parties concluded that violent confrontation must end to usher in comprehensive progress. The two parties recognized that according to the universal principle in a democracy sovereignty lies with the people. And since sovereignty reflects a people’s identity, the flag and constitution is inherent and inalienable. The FA acknowledged that there will be a sharing of sovereign power/ shared sovereignty for the realization of an enduring inclusive peaceful co-existence of the two entities. The solution shall be a NAGA SOLUTION, of and for the Naga people, and therefore it shall be inclusive of all Nagas. The peaceful co-existence of the two entities shall only be through the sharing of sovereign power. In 2010 the first ever comprehensive official response proposal from the GoI was submitted to the NSCN during the time of Shri. R.S. Pandey, Representative of the GoI. The proposal of the GoI significantly included a political solution based on “Shared Sovereignty” and also amongst others included the establishment of “a statutory Pan Naga Supra state body” to represent Naga identity and their interest and which will cover Nagas, wherever they are, and separate fund. His proposal also included the necessity of respect for the integration of Naga areas. During the period of the present Representative of the GoI it was finalized that in appreciation of the unique History and situation of the Nagas the GoI agreed that the statutory Pan Naga Hoho (PNH) shall be part of the political Agreement and recognised that integration of all Naga areas as the “legitimate rights” of the Naga people. In a nutshell, the PNH shall be statutory body, represented by Nagas, wherever they are, from respective tribes or regions democratically. It will safeguard and promote Naga identity, integrity and interests including social, cultural and customary practices, language and dialects of various Naga tribes. It will play an advisory role in the field of promoting education and development. There will be proper representation eminent Naga personalities, women and minorities. The Chairman and its Executive members shall be in the rank of Cabinet and an eminent Naga person shall be nominated to the Rajya

Sabha. The integration of Naga areas and the statutory PNH with its features mentioned above has been mutually agreed upon and therefore we are surprised and taken aback that the issues are projected as “contentious” in the negotiation by the current Representative of the GoI. It must also be mentioned that both the parties have mutually agreed and concluded that the political power of a government including, Legislative, Executive and Judiciary, shall be with the Naga Government. The agreement shall cover all Naga areas. The Naga government shall exercise its powers on the mutually agreed competencies and amongst others the Naga Government shall have a separate budget, responsible for internal security. The contentious issue is the “Naga National Flag”. The Anthem, Emblem and Insignia are already agreed by the GoI. The GoI and the NSCN have negotiated for 22 years with several rounds of talks being held outside India in countries like France, The Netherlands, Switzerland, Austria, Thailand, The USA, Japan and Malaysia and since 2010 we have been staying in India in order to finalise the political agreement. As mentioned the first ever comprehensive proposal of the GoI came after 13 years in 2010 during the time of Shri. RS. Pandey which proposed for a solution based on “Shared Sovereignty”. In the eighties the GoI officially declared that military solution was not possible and started approaching the NSCN for political dialogue. Consequently, for the initiation of political negotiations under the following proposal of the NSCN leadership was agreed by the GoI that the talks shall be: 1) At the highest level, i.e. Prime Minister level; 2) Without pre-condition; 3) Outside India in a third country The NSCN Chief negotiator had frequently stated that, “Nagas are not lost people and if India respects the history of the Nagas, we will respect India ten times more”. He also concluded that if the political negotiation must move forward realistically than the GoI must “officially” recognized the unique history and situation of the Nagas. Subsequently, with the signing of the Amsterdam joint Communiqué of July 11, 2002 the “Unique and situation of the Nagas” was officially rec-

ognised and signed. The NSCN and the Nagas appreciated the decision of the GoI and the statesmanship of the PM, Shri. Atal Behari Vajpayee. The NSCN is ready for an acceptable and honourable political solution based on the FA The issue of Flag and constitution is not a deviation from the FA and the PNH is the official proposal of the GoI. On several occasion during the political talks the Representative of the GoI had proposed that the Naga Flag be used in the PNH, but the NSCN had turned it down stating the Naga National Flag should be with the Naga Government and not a social or cultural body. The NSCN had proposed that Naga National flag must be recognized based within the principle of sharing sovereign power I shared sovereignty as mutually agreed upon in the FA It had also proposed that the constitution shall be the “mutually agreed competencies” of the two entities; therefore, “This Agreement shall constitute a constitution which shall be called Yehzabo (Naga constitution), covering the areas of its own competencies”. We have left no stone unturned to explore and conclude an acceptable and honourable political solution for a peaceful co-existence of the two entities. The NSCN has stated that the political solution shall be a NAGA SOLUTION. We shall honour the mandate given to us by the Naga people and uphold the 1951 national plebiscite decision of the Naga people. Contemporary realities does not mean a solution under the Union of India as that is a deviation from the historic national decision of the Naga people. The final acceptable and honourable political solution must uphold the sovereign national identity of the Nagas which includes the Naga National Flag and Constitution. This position of the NSCN is not a misinterpretation or dilution of the FA The 22 years of an enduring and patient political negotiation of the NSCN and its leadership with the GoI being branded as, “mischievous interpretations” and “misleading the people” by the Representative of the GoI is deceptive and harmful. We have upheld the sanctity of the FA as it was agreed by both the parties that it should be part of the final political agreement. However, in view of the misinterpretation of the FA and accusation against the NSCN by the Representative of the GoI the FA can be

published in the public domain for a realistic assessment and conclusion of the issue. The Representative of the GoI after his appointment as the Governor of Nagaland is visibly dealing the IndoNaga political talks within India’s Law and Order subject. The Ministry of Home affairs (MHA) and its agencies including the NIA and the Assam Rifles have become extremely active after his arrival to Nagaland as the Governor. His policy of scheming and conniving with the so called NNPGs and mobilizing some tribes from so called Nagaland state and excluding the main stakeholders of the Naga society including the Naga Hoho (NH), Naga Mothers Association (NMA), Naga Student Federation (NSF) and Naga People’s Movement for Human Rights (NPMHR) is clearly against the spirit of a NAGA SOLUTION which the NSCN and the Naga people are striving for. His misinterpretation of the already agreed competencies including the PNH and integration has come as a shock to the NSCN and the Naga people. The surreptitious activities of the Representative of the GoI with the so called NNPGs and his intention of signing an agreement with these factions will surely undermine the sanctity of the FA which was witnessed by the leaders of the GoI including PM of India. Most of the contents in the GoI proposal which was submitted during RS. Pandey’s time was per se not acceptable to the NSCN, however, the NSCN and its leadership decided to expand the proposal for an acceptable and honourable political settlement of the two entities based on the principle of “Shared Sovereignty”. It was high point in the statesmanship of both the parties that the FA was signed. The NSCN value the fact that the political dialogue had started in 1997 at the highest level, without precondition and outside India in a third country. The political negotiation has taken 22 years but in spite of this extended period of political negotiation the NSCN considers it realistic and pragmatic that during this period the GoI recognized of the unique history and situation of the Nagas and subsequently signed the FA. The NSCN is patient and we have not deviated from the FA neither is there any change in our position nor have we changed the “goalposts” as stated by the Representative of the GoI. The Naga people and the

NSCN are ready if the final political solution is acceptable and honourable to the Naga people. However, observing the activities of the Representative of the GoI and the MHA the political dialogue can be derailed if he is allowed to act recklessly and if the latter is made to function with impunity. It may be mentioned that the directive of the MHA to the Nagaland Government questioning the presence of our leadership in Dimapur, Nagaland (MHA Letter No. 9/1/2007-1 dated Feb, 11 2020) is a serious insult to the Naga people as the NSCN leadership is in India on the official invitation of the GoI which was amongst others officially mentioned in the July 11, 2002 Amsterdam Joint communiqué and the Memorandum Of Understanding Dated: 18 November 2002, Milan, Italy. Those are but only few incidences of the GoI showing its hypocrisy and double standards. The other glaring examples includes the past handiwork of the GoI and its Agencies in arresting and imprisoning our Chief Negotiator in Thailand and putting in jail one of our go-between after accusing him as “terrorist”. History is being repeated, but at what cost will it be? Twenty two years of political negotiation is not a sign of weakness, neither is it a politics of delay. The NSCN considering contemporary realities and to end the decades old violent confrontation, a situation created by India through its militarization policy in Naga areas, decided to respond to the proposal and we have been very patient. However, patience has its limit. In the face of all this uncalled-for provocation by the GoI, its representative, the MHA and its Agencies the NSCN and its leadership has been patient and as always shall strive for an acceptable and honourable political NAGA SOLUTION. The GoI must be bold enough to take a wise political decision to conclude an acceptable and honourable political settlement based on the FA and respecting the national identity of the Naga people instead of delaying the peace talks and misinterpreting the FA. We have given this statement to inform the GoI and its leadership in New Delhi to sincerely update itself on the ground realities and the progress of the political dialogue and strife to direct the Indo-Naga political talks towards its logical conclusion. Indira Gandhi paid the price with an election defeat soon after the emergency. To refresh public memory the opposition at that time included among others the Bharatiya Jana Sangh, the then political arm of the RSS and the forerunner to the present BJP. They were able to defeat Indira Gandhi with the powerful campaign message: to choose between ‘democracy and dictatorship’. It is ironic that now it is under Prime Minister Modi and

the BJP-RSS that the country is going through a similar trial. Will India emerge stronger or weaker after recent political events and impositions? Whatever may be the outcome, the consequences, both political and otherwise, will be crucial to the future of the Indian state. Conclusion Perhaps as a reminder to the powers that be, as defined under Article 1 (1) of its constitution, India is a ‘Union of States’. It is the numerous states with their sub-national identity that makes the Union. The Union does not exist for its own sake. It exists through the integration and

participation of the States in what has been recognized as the world’s largest functioning democracy. It is true that ‘national interest’ is paramount. Yet as eminent political scientist Rajni Kothari put it: an aggressive approach to the establishment of one central authority and the suppression of all plural identities provides a ready recipe for disintegration rather than integration. The challenge lies in keeping the country intact and of creating, out of its disparate parts and varied elements, a nation with a broad vision and consensus. The only way out is perhaps a

reaffirmation of the time honoured principle of ‘unity in diversity’, which in many ways reflect India’s approach to democracy and federalism. The constitution itself has allowed space for sub-national identities. It has provided safeguards that enable harmony with a larger national identity. Correspondingly, persuasion and not coercion should be the way forward. Quoting Rajni Kothari, a country as vast and pluralistic as India can be effectively united only through a participant and accommodative model of politics. As someone said, it is impossible to rule India from New Delhi.

And finally, the constitution of India is a unifying document—one that holds the key to keeping the country together. The founding fathers created a piece of miracle when they drafted the constitution and no force should be allowed to subvert the ideals on which India was founded. well as transactional data received from third parties to identify such persons/entities who have undertaken high value financial transactions but have not filed their returns. The number of non-filers with potential tax liabilities identified in the last three assessment years were 33 lakh, 38.81 lakh and 15.58 lakh.

NEW DELHI, MAR 2 (PTI): The Delhi High Court asked the police on Monday to file a status report on measures taken by it for medical treatment and rehabilitation of violenceaffected people in northeast Delhi. A bench of Chief Justice D N Patel and Justice C Hari Shankar directed the Delhi Police to submit a report on the measures taken by them in compliance with the court’s February 26 order by which certain directions were made for rehabilitation of victims. The court listed the matter for further hearing on April 30. D e l h i g ove r n m e n t standing counsel (criminal) Rahul Mehra informed the court about the rumours spread on Sunday evening about riots breaking out in other areas of the national capital and added that the police was doing a good job in tackling such rumours. He also informed the court that the existing number of helplines are still not adequate to deal with the sheer number of calls that are being made by the victims. The court was hearing a plea by Rahul Roy seeking urgent orders for safe passage of ambulances for the injured and rehabilitation of the violence-affected people. At least 42 people died

and more than 200 were injured during the communal violence in northeast Delhi related to Citizenship (Amendment) Act. Advocate Suroor Mander, representing the petitioner, told the court that most amount of rehabilitation measures are being carried out by the community itself. Citing the February 26 order, she said there are still major gaps, like setting of relief camps and sought court’s direction for the government to take over the rehabilitation measures such as setting up of relief camps. During the hearing, Mehra submitted that advocate Zubeda Begum, who was appointed as amicus curiae by the court to coordinate between the victims and various agencies, has done a commendable job and sought for expanding the mandate of her work. He also submitted that a legal service authority desk be put up in every police station here. The court had on the intervening night of February 25-26 conducted a special hearing at the residence of Justice S Muralidhar after receiving a call from the advocate explaining the dire circumstances wherein it was not possible to move the violence hit victims from a small hospital to the GTB Hospital.

95 out of 244 MPs on Parl committees absent from all meetings, says Naidu NEW DELHI, MAR 2 (PTI): As many as 95 MPs did not attend even a single meeting of the parliamentary standing committees that reviewed allocations for different ministries postpresentation of the Union Budget for the 2020-21 fiscal, Rajya Sabha Chairman Venkaiah Naidu said Monday. The two dozen department-related parliamentary standing committees, with 244 MPs from both Lok Sabha and Rajya Sabha, considered Demands for Grants of all the ministries during the three-week recess following the Budget presentation. Giving an account of the meetings of these panels on the opening day of the Rajya Sabha after the recess, Naidu said, “95 members, accounting for 39 per cent of the total 244, did not attend any meeting on the Demands for Grants. Only 28 members had zero attendance last time”. Of the 78 Rajya Sabha MPs on these committees, 23, or 29 per cent, did not attend any meeting as against 11 such members in the last review in December. Out of 166 Lok Sabha MPs, 78, or 47 per cent, were absent in all meetings of these panels against 72 MPs in the last review, he said. Naidu said since the

This warrants qualitative and quantitative improvement,” he said. Naidu said out of the 24 department-related parliamentary standing committees, 8 relating to Rajya Sabha saw 45.35 per cent attendance in the 20 meetings held in the budget recess. “I am not happy on that count,” he said. “Four of these eight Committees have reported attendance of more than 50 per cent, which is a positive sign. The highest attendance of 65.51 per cent has been in the meetings of the Committee on Health and Family Welfare. NEW DELHI, MAR 2 (PTI): The Election Commission of India (ECI) is not in favour of state funding of elections as it will not be able to prohibit or check candidates own expenditure over and above provided for by states, the Lok Sabha was informed on Monday. In a written reply, Minister of State for Finance Anurag Thakur said the ECI’s view is that for addressing the real issues, there have to be radical changes in the provisions regarding receipts of funds by political parties and the manner in which such funds are spent by them so as to provide for complete transparency in the matter. “The Election Commission has informed the Government that it is not in favour of State Funding as it will not be able to prohibit or check candidates own expenditure or expenditure by others over and above that which is provided for by the state,” the minister said. Thakur further said that in order to discourage cash transactions and bring in transparency in the sources of funding of political parties, the government has amended the Income Tax Act and limited anonymous cash donations to Rs 2,000. The government introduced the ‘Electoral Bond Scheme 2018’ to establish a transparent political funding system in the country with well established audit trail. In another reply, he said the number of assessees filing Income Tax Returns (ITRs) has consistently increased during each of the last three years as well as in the current year. As per the data provided by him, the total number of e-returns (excluding revised returns) were 5.18 crore in assessment year 2016-17 and 6.35 crore during Assessment Year (up to Feb 15, 2020).

New Delhi, Mar2 (IANS): Even though international crude oil prices rose marginally due to expected production cut, the fuel prices saw further decline across all major cities in India on Monday. The price of petrol was cut by 22-23 paise per litre and that of diesel by 20-21 paise per litre. Petrol now costs Rs 71.49 per litre in Delhi, Rs 77.18 per litre in Mumbai, Rs 74.16 a litre in Kolkata and Rs 74.28 per litre in Chennai after the price cut. Similarly, diesel costs Rs 64.10 a litre in Delhi, Rs 67.13 a litre in Mumbai, Rs Rs 66.43 a litre in Kolkata and 67.65 per litre in Chennai, according to Indian Oil Corporation website. Brent crude was at $51.41 a barrel, up 91 cents, or 1.80 per cent, by 9.40 a.m. after earlier dropping to $48.40, the lowest since July 2017. Saudi Arabia is expected to push for a million barrels per day cut this week due to slump in demand following the outbreak of coronavirus. Argentina President proposes legalising abortion Buenos Aires, Mar 2 (IANS): Argentina’s President Alberto Fernandez has said he will send a bill to legalise abortion to Congress within the next 10 days. Fernandez, who was sworn in as president in December, has previously described abortion as “a matter of public health”. “Abortion happens, it’s a fact,” the president said in his first annual address to Congress, the BBC reported on Monday. “A state should protect citizens in general and women in particular. And in the 21st Century, every society needs to respect the individual choice of its members to decide freely about their bodies.” In Argentina, abortion is allowed only in cases of rape, or if the mother’s health is in danger. It is largely prohibited across Latin America, except in restricted cases. If the bill is passed, Argentina will become the largest country in the region to legalise abortion. Islamabad, Mar 2 (IANS): A Pakistani doctor who played a key role in the capture of former Al Qaeda chief Osama Bin Laden, on Monday launched a hunger strike inside a jail alleging that appeals against his prison sentence have been delayed repeatedly. Shakil Afridi, who took part in a false vaccination campaign in Abbottabad which was orchestrated by the US’ Central Intelligence Agency (CIA) to obtain Bin Laden’s DNA samples, has been serving a 23-year sentence. “He is on hunger strike from today (Monday),” Afridi’s lawyer Qamar Nadeem told Efe news regarding his client, who is placed in a high security prison in Punjab province. Nadeem alleged Afridi was facing an “inhuman” and “unjust” situation after around 65 delays in appeal hearings against his sentence, which was based on charges of having links to terrorist groups.

Seoul, Mar 2 (IANS): North Korea on Monday fired two unidentified short-range projectiles into the East Sea, South Korea’s Joint Chiefs of Staff (JCS) said, the first such launches since it warned of “a new strategic weapon” earlier this year. The projectiles were fired from areas near its eastern coastal city of Wonsan towards the northeast at 12.37 p.m., Yonhap News Agency quoted the JCS as saying. It added that both flew around 240 km, reaching a maximum altitude of around 35 km. “North Korea is believed to be continuing its joint strike drill,” the JCS said, citing the military drill that the North staged on February 28 under the supervision of its leader Kim Jong-un. It was not immediately known if Kim inspected Monday’s launches. “South Korean and US intelligence authorities are analyzing additional features... Hong Kong/Beijing, Mar 2 (IANS): Since it was first emerged last December, the deadly coronavirus has killed a total of 2,912 people in mainland China, bringing the global death toll to more than 3,000, authorities said on Monday. The National Health Commission said that it received reports of 42 new deaths in the mainland on Sunday along with 202 new infections, the lowest number of daily new cases since January 22, the day before emergency measures including placing entire cities in lockdown were introduced, the South China Morning Post reported. The Commission said that 196 of the new cases were in Hubei province and all but three had occurred in the provincial capital Wuhan, the epicentre of the outbreak. The overall number of infections in China stood at 80,026 as of Monday morning. Also on Monday, two Indonesians were positive for the coronavirus, the first confirmed cases in the country. The South China Morning Post quoted Indonesian business news outlet Kontan as saying that the patients, a 64-year-old woman and her 31-year-old daughter, had come into contact with a Japanese national who was confirmed to have the virus in Malaysia. The announcement came just hours after the MotoGP Class in Doha, the season opener of the world’s biggest motorcycle competition, was abandoned due to similar reasons. Anutin said that in his capacity as chairman of the organizing committee of the motorcycle event in Thailand, he is concerned that the motorsports event would have drawn a large number of people to an enclosed venue and that some of the teams would have come from high-risk countries, increasing the risk of the virus spreading, reports Xinhua news agency. “I already informed Prime Minister Prayut Chan-o-cha and we both agree to hold off the event as for now,” said Anutin. After bundling out India for mere 124 runs in the morning session on Day Three, New Zealand chased down the target riding on half centuries from its openers Tom Latham and Tom Blundell Starting the post-lunch session at 46/0, Latham and Blundell didn’t allow the Indian bowlers to make any inroads and collected runs at will. They both shared 103-run opening stand before Latham (52) became the victim of Umesh Yadav, who had him caught by wicketkeeper Rishabh Pant. Skipper Kane Williamson (5), also couldn’t contribute much with the bat, just like the first innings, and was undone by a brilliant delivery from Jasprit Bumrah. Boxer Sangwan’s doping ban lifted New Delhi, Mar 2 (PTI): The one-year doping ban on former Asian silver-medallist boxer Sumit Sangwan was on Monday lifted after he proved that his intake of a banned substance was unintentional in a hearing conducted by NADA here. “Sumit has been cleared and his ban lifted as he has convinced the NADA panel that the diuretic he tested positive for was a case of unintentional intake,” a Boxing Federation of India official told PTI. Sangwan was banned for a year in December 2019 after testing positive for Acetazolamide, listed as a diuretic and masking agent under World Anti-Doping Agency’s (WADA) 2019 Prohibited List. “I am relieved, a huge weight is off my shoulders. I knew I wasn’t in the wrong. I am glad I could prove myself,” an emotional Sangwan said. He had maintained that it was a case of unintentional intake as he had duly consulted a doctor before taking the medication for an eye infection. The suspension cost Sangwan dearly as the 2012 Olympian missed out on appearing for trials for this year’s Tokyo Olympics.
