While expressing regrets over the incidents that led to loss of two precious lives, Dr. Shürhozelie said he had conveyed a message to JCC to desist from creating further situations out of the issue for the common good of all. In this regard, LH chairman Mhao Humstoe and general secretary Mhondamo Ovung, warned DHEP that failing to implement the decision would compel the Hoho to ban power outlet from DHEP. LH also warned that there would no more negotiations or excuses and that State government and DHEP would be responsible for any eventuality. The hoho also held consultative meetings with the DHEP officials after the 132kv overhead transmission line from DHEP to Wokha town power substation was left incomplete by the state government. Accordingly, the laying of power transmission line was completed in May 2016.
Dr. Shürhozelie Liezietsu (NP)
While hinting that pursuing the Dimapur incident on January 30 could lead to embarrassments, Dr Shürhozelie disclosed that the bullet retrieved from the Chakhesang youth injured on the night the two youths were slain was not from any of the weapons used by the security forces in the state. He maintained that since the case was under police investigation, it would best for everyone to stop creating more differences out of the tragic incident. On the ULB issue, he questioned the logical meaning behind rallying against 33% reservation based on customary practices when women are outperforming men in every sphere.

NEW DELHI, MAR 29 (PTI): CPI (M) today questioned the Centre for not making public full text of Naga Peace Accord signed two years ago. CPI (M) general secretary Sitaram Yechury referred to NSCN (I-M) leader Th. Muivah’s reported comment that the group’s framework agreement signed with the Centre promises integration of all Naga territories and wondered why Prime Minister Narendra Modi does not release the full text of the accord to “bring out the truth”. “Muivah claims that the framework agreement that Modi signed with him promises ‘integration of all Naga territories’. But we can’t verify it. “Why have the terms of the accord not been released for two years? Why doesn’t PM release the full text to bring out the truth?” Yechury asked on Twitter. Muivah had reportedly said earlier this week that ‘Greater Nagalim’ will have Naga-inhabited areas in Assam, Manipur and Arunachal Pradesh as part of the larger Nagaland state as per agreement signed on August 3, 2015.
Budget an ‘empty plate’, says NPCC Correspondent
K OHIMA , MAR 2 9 (NPN): Drawing attention to the deficit amounting to Rs. 1437.84 (2017-18) in the budget presented by chief minister Dr. Shürhozelie on March 28, Nagaland Pradesh Congress Committee (NPCC) said the government showed an empty plate to the people. Speaking to Nagaland Post, NPCC president K. Therie said the deficit of Rs. 1437.84 which will be added with civil deposit (as the government does not have the cash) the figure might cross more than Rs. 2500 crore to 2600 crore . He maintained that Rs. 16,365.17 crores budgeted for 2017-18 was meant for 60 MLAs and chief bureaucrats and that not a single paisa will reach the villagers. Therie slammed the state government for failing to control the illegal appointments which would rather increase spending under non plan expenditure by more than 80% (which was supposed to be 40% for salaries in other states). Therie also criticized ministers, parliamentary secretaries for
hiking up their salaries and perks and this showed they were no longer legislators or lawmakers any more. He also pointed out that there were too many retired officers re-employed as consultants and this has only pushed Nagaland government financially from bad to worse. Therie also added that according to the current financial situation, there were no possibilities of implementing 7th RoP since government does not have money. He also took a dig at the delegations of state legislators meeting every central leader with Naga shawls and flowers but that the state government did not get a single penny as special plan assistance or for non plan. Instead, Therie said government has run short of central share of taxes. He said Nagas must no longer remain silent but must speak else generation future will be finished. Meanwhile, speaking on condition of anonymity lest the disciplinary hammer hits him, one of the MLAs when contacted said the budget was not exactly a budget document.

Stating that the “marginalized party leaders” under the aegis of NPCC and ACAUT were singing the same tune to show their existence in the public domain, NPF however said the leftover leaders of NPCC, taking note of the forthcoming general elections, were “ It looks like they think meat shops are anti- trying to echo the voice of fanatic ACAUT members national.” who had been doing every-

Citing simple examples of customary traditions where women were not allowed to touch weapons or included in the decision making bodies, CM said nowadays we have weapon wielding Mahilla battalion to provide security in the streets and also have lady officers in the form of DCs and Secretaries who make decisions everyone has to follow. Therefore the applicability of customary practices in an urban society is rather impractical and people should not be confused that we are living in the 21st Century, we have to think and act accordingly, times have changed, he said. On the political front, Dr. Shürhozelie exhorted his party-men not to get carried away by news of a new political party that would soon be floated by former Member of Parliament Chingwang Konyak. He said, “You know your leaders, the principles of your party and the policies we pursue so there is no need to worry since in a democratic set-up

thing to tarnish the image of the government and the NPF party. NPF also termed ACAUT members as backdoor political agents with their own political axes to grind. It said the ideologies of the Congress were outdated and that the public had rejected them in the last three general elections. Moreover, NPF said the Congress legislators themselves left the party for good because they were also frustrated and disenchanted with the ideology of the Congress. NPF rather asked NPCC to do a series of exercise to look into how their own weakness and their past misrule, with corruption at its heights, had sown the seeds of discontentment and disenchantment in the minds of the people. “It should then own responsibility for the imbalances created in the society that has its roots back to the Congress regime,” NPF
said. Hitting out at ACAUT, NPF said their motives were clear for any layman to understand since the leaders have started displaying their political colour in the guise of common issues. Asserting that NPF was a pro-poor party, it said NPF shall not do anything detrimental to public benefit. In its endeavor for progressiveness of the people under the NPF government, it said “the party advices its legislators to work within the laid down rules and procedures to give best governance to the people throughout its tenure and, lacuna (if any) detected in the system, should be rectified or corrected without delay as and when brought to the notice of appropriate authorities”. However, NPF reiterated that ACAUT have started to pour out their hidden political ambitions having unholy nexus with political parties such as NPCC. K Y M C

floating fish distributed during the programme. (NP) Staff Reporter
DIMAPUR, Mar 29 (NPN): Nagaland is yet to make progress for a selfsufficient economy, said Deputy Commissioner (DC) Dimapur, Kesonyu Yhome while addressing the distribution of floating fish in the district programme under blue revolution (NEEL KRANTI) for 2016-17, sponsored by the department of fisheries on Wednesday, at Brooder Fish Farm. Speaking on fishery sector, Kesonyu said ac-
cording to official figures India has been rated as the second largest producer of fish. He said that in India 40 million people have been surviving from fish production contributing 70 to 80 per cent to the Gross Domestic Product (GDP) of the country. Kesonyu said the government alone could not improve self-sufficiency of the state but rather, the farmers had to come forward and contribute for its growth. He lamented that the farming population in the state had gone down
to a great extent due to the desire of the people to live in urban areas only. Stating that the state’s economic growth was not satisfactory, he questioned as to what would become of Nagaland if Assam put a ban on the state. “Talkers are more but workers are less,” he added. Highlighting several schemes, DC said that government on its own part would provide the benefits to the people on time, but on the other hand farming community should also play an honest role instead
of being individualistic or blaming each other. “Use the government benefits judiciously,” he encouraged the participants, adding that training session and awareness should be attended with interest in order to bring success in the field. At the programme, department of fisheries, Kohima additional director Imtitongzuk Longkumer maintained that in order to help the small merchandize to make progress, he said that central government had in the previous year provided 32 metric tonnes of floating fish for Nagaland state. He also added that another 16 tonnes and lime which contained calcium carbonate, bone formation of fishes that cuts down acidity of soil and water, would be available for the fish farmers. To avail construction of fishery and existing renovation of fisheries, one needed to submit Aadhaar card and residential proof to the department, he informed. Initially, the department would only provide machineries. Altogether 50 farmers availed the floating fish which were distributed among the participants free of cost.

In this regard, he challenged the youths to overcome narrow mindedness and broaden their potential by not remaining as mere spectators. He asked the youths to bring about change but not through violent means and said that most revolutions in history had been brought out by youth forces. 9 rescued from human traffickers in Mnp Correspondent
IMPHAL, Mar 29: Eight boys and a teenage girl were rescued from traffickers by anti-human trafficking unit of Manipur police in separate operations at Imphal Airport, an official source said Wednesday. The eight boys are suspected to be from Myanmar while the 16-year-old girl is from Manipur’s Churachandpur district. They were rescued from the Imphal airport while they were about to take flights to different destinations outside the state with fake documents. The Anti-human trafficking cell of the state police intercepted the eight boys at the airport on March 27 while trying to take a flight to Chennai via Kolkata without proper documents. While the 16-year-old girl was rescued from the same airport where she was to board a flight to Bangkok via Kolkata with fake documents on Tuesday, the source said. All the boys (aged between 18 to 20) were trying to board a Chennai bound flight via Kolkata without any adult to guide them.
They possessed Adhaar cards which later turned out to be fake. On further verification, it was found out that two of them were already in Chennai. Later, police handed them to Imphal West Child Welfare Committee (CWC) for further necessary steps for onward handing over to CWC Churachandpur. The boys were handed over to Churachandpur CWC as their addresses in the fake Adhaar cards were in Churachandpur district. Sources said that CWC who verified them found errors in the date of birth of the child and identity of the sex in most of the Adhaar cards they possessed. Moreover, no foreign passports were possessed by the boys. Authority of the CWC has lodged a suomoto case to investigate into it, the source added. The rescue of 16-yearold girl at the Imphal airport by the same anti-trafficking unit of the state police came up barely a day after the eight boys were intercepted. The source alleged that the girl hailing from Churachandpur district was about to board a Kolkata-
bound flight for onward journey to Bangkok. An Adhaar card and school certificates possessed by the girl turned out to be fake during verification by the police team and Child Line in Imphal. Preliminary investigation of the police revealed that the girl was to be taken to Bangkok where she would be employed as domestic worker. She was accompanied by a woman from Senapati district who had earlier involved in human trafficking case. The woman, however, managed to get away from the airport sensing the presence of the police personnel, the source said. Singjamei police of Imphal West district registered a FIR for further investigation into the case and the girl has been sent to the juvenile observation home in Imphal. Human trafficking, particularly child trafficking, has been on the rise in Manipur though it largely remained elusive from the public domain. The alarming rate is evident from the fact that 62 cases of child trafficking were recorded from 2013 to June 2016.

India warns of WMD getting into hands of state patronised terrorists UNITED NATIONS, MAR 29 (IANS): State patronage of international terrorists who can get hold of weapons of mass destruction (WMD) constitutes a real and present danger to international security, India has warned. “State patronage of non-state actors whose nihilism knows no international boundary or humanitarian taboo is putting the world at risk,” Amandeep Singh Gill, India’s Permanent Representative to the Conference on Disarmament (CD), said on Tuesday at the organisation’s plenary session in Geneva. “The threat of nonstate actors accessing weapons of mass destruction is real and present,” he said.
of the threshold for use of nuclear weapons,” he said. While India and China have declared a ‘no first use’ policy — that they will not be the first to use nuclear weapons — the United States, Britain, France, Russia and Pakistan have notably rejected such a policy keeping open their first-strike options. In some of theses countries ,doctrines on nuclear weapons use are also undergoing changes. “Nuclear proliferation continues and new scenarios are being conjured for the use of nuclear weapons in a chilling throwback to the worst cliches of the Cold War,” Mr. Gill said. “Fissile material production for nuclear weapons is being expanded at a rate not seen since the Cold War.” He made an apparent reference to the Fissile Material Cut-off Treaty (FMCT), which has been hobbled for over 22 years due to wranglings by major
nuclear powers on what grade of materials would be covered under it and how verifications should be carried out.

New Delhi, Mar 29 (PTI): The government today faced a major embarrassment in the Rajya Sabha as five amendments moved by the opposition to the Finance Bill 2017 were adopted before the House approved the measure. Of the five opposition amendments, three were moved by the Congress member Digvijaya Singh and two by Sitaram Yechury of CPI(M). The amendments were adopted with a significant margin, with the difference of votes ranging between 27 and 34 votes. Trinamool Congress, which has 10 members, staged a walkout before the voting in the House where the ruling NDA is in a minority. In the 245-member House, the BJP has 56 members while the NDA jointly has 74 members. Earlier, while replying to the debate, Finance Minister Arun Jaitley strongly defended the government’s endeavour to make Aadhaar compulsory for access to various benefits, saying it was necessary to check frauds, including tax evasion. While talking about Aadhaar, he admitted that it was a “great initiative” of the previous UPA government and said the NDA dispensation is expanding it. “Earlier, some of us had doubts over Aadhaar...
Some of your people (in Congress) also had doubts. Later, a presentation was made to the Prime Minister (Narendra Modi) where the doubts were cleared,” Jaitley said. Responding to repeated questions by the Congress members as to why Aadhaar was being made mandatory, he countered by asking why this technology should not be utilised since it was created for public benefit. Congress leader P Chidamabaram asked whether the government could give guarantee that the Aadhaar details would not be leaked through hacking. To this, the Finance Minister said while hacking could not be ruled out, the firewalls should be made stronger. “If the firewalls can be broken and hacking can take place, the hacking can take place anywhere,” he said, adding “Hacking does not take place because of Aadhaar” and referred to such an incident that took place at the Pentagon in the US. When referred to the leakage of Aadhaar details of cricketer M S Dhoni, Jaitley said it was the result of an “immature” act by somebody in Ranchi against whom action has been taken. For this reason, the technology cannot be discredited, he said.

“The goal posts on the only instrument capable of bringing such production to an end in a non-discriminatory and internationally and effectively verifiable manner are sought to be constantly moved and linkages attempted with issues that have nothing to do with this forum,” Mr. Gill declared. In a challenge to the global powers, he said, “Those who wish to take on the mantle of leading must demonstrate that they truly and selflessly seek the common good, follow what they preach and respect for others what they ask for themselves.” Sketching out a global scenario of dangers from WMD, Mr. Gill said dead-
Nagpur, March 29 (IANS): RSS chief Mohan Bhagwat on Wednesday dismissed reports that he was in the race for the President of India’s post and asserted that he will not accept even if he was nominated. “I am not interested in that post. Such a news is only for entertainment. That is never going to happen,” Bhagwat said in Marathi while interacting with media persons here. The Bharatiya Janata Party’s ally Shiv Sena earlier in the week urged the Narendra Modi government to consider Bhagwat for the post of the President, contending that it would pave the way for India to become a Hindu Rashtra. But Bhagwat on Wednesday insisted his only priority was the Rashtriya Swayamsevek Sangh (RSS). “We close all doors before coming here. When we work in the Sangh, we don’t go there (to such high posts). There are many Swayamsevaks up there and they know it well,” he said -- obliquely hinting at Prime Minister Narendra Modi, a former Swayamsevak who should know about the RSS culture. “Even if in an impossible situation my name is nominated, we will not accept it,” said Bhagwat and assured his followers not to panic about the news.

Greater Noida, MAR 29 (AGENCIES): Two days after the attack on African nationals in Greater Noida, a young Kenyan woman was reportedly attacked in the city, located in Gautam Budh Nagar district of Uttar Pradesh, on Wednesday. Maria Burendi (25) alleged that she was beaten up and kicked in the abdomen while travelling in a cab in Greater Noida’s Kasna area. The police said the incident took place around 4.30 a.m. Greater Noida Superintendent of Police Sujata Singh told The Hindu that the incident occurred when the woman was coming from Delhi to Greater Noida. “She lives in Alstonia residential society in Greater Noida. A few meters away from the residential society, the cab was reportedly stopped by goons and she was slapped,” Ms. Singh said. “We are in touch with her. Once she gives a written complaint, we will lodge an FIR. We have launched manhunt to nab the culprits. We are recovering CCTV footage from the spot,” Ms. Singh said. The woman was taken to a hospital for medical examination. Dr. Sanil Kapoor of Greater Noida’s Kailash hospital told The Hindu that she was discharged after first aid.
Delhi HC orders retrial in five 1984 anti-Sikh riots cases records were placed before the high court by the CBI during hearing of another 1984 riot case in which the acquittal of Congress leader Sajjan Kumar has been challenged by the agency. While going through the records, the bench observed that neither the witnesses nor the complainant were examined properly by the trial courts and the matter was decided in a “hurry”. It directed Delhi Police to investigate the matter and fixed the matter for April 20, asking the complainants to
appear before the court. The bench issued notice to various accused, including ex-councillor Balwan Khokkar, former MLA Mahender Yadav and Ved Prakash. It noted that in some cases complaintants were not issued summons and in the rest, the summons were sent to the addresses where houses were burnt during riots and therefore, could not be served. The riots broke out on November 1, 1984 after the assassination of then Prime Minister Indira Gandhi.

NEW DELHI, MAR 29 (PTI): The Delhi High Court on Wednesday ordered retrial in five 1984 anti-Sikh riots cases in which all the accused were acquitted in 1986. The suo motu directions to reopen the cases were issued after perusing the trial court records regarding the acquittal in those cases. The trial court
Panaji, Mar 29 (IANS): Sixteen officials of the Goa Revenue Department were suspended on Wednesday for coming late to work, shortly after a surprise visit by Revenue Minister Rohan Khaunte at a sub-district collectorate. Khaunte on Wednesday morning visited the sub-collectorate in Mapusa, located around 10 km from Panaji, and later told reporters that the suspension of late-comers for two days was ordered. The 16 officials, mostly from the lower bu-
reaucracy, were suspended after they reported late to work by 15 minutes. “The suspension is a warning. If this continues, this dereliction will be recorded in the annual confidential reports. There seems to be lethargy. We cannot be slack in offices, which deal directly with members of the public,” Khaunte said. Last week, state Water Resources Minister Vinod Palienkar also paid surprise visit to a departmental office and issued warnings to staffers who reported late at work.

NIA charge-sheets 8 alleged Islamic State operatives
New Delhi, MAR 29 (PTI): The NIA on Wednesday filed two charge sheets against eight people allegedly owing allegiance to the banned ISIS terror outfit for conspiring to “wage a war” against the country, and targeting foreigners and important personalities in India. The two separate charge sheets were filed in the designated NIA court in Kochi, a spokesman for the anti-terror probe agency said. The first charge sheet named seven people-Manseed Mehmood, Swalih Mohammed, Rashid Ali, Ramshad N K, Safvan P, Jasim N K, and Shajeer Mangalassery under various provisions of the Indian Penal Code, including the one related to waging war against the country, besides sections of anti-terror law Unlawful Activities (Prevention) Act. The seven accused, who hail from Kerala and Tamil Nadu, were alleged to have entered into a criminal conspiracy to wage war against the country by collecting explosives and other material to target prominent persons and places of public importance in various parts of southern India. The accused were arrested by the NIA from Kannur district of Kerala while they were conducting a secret meeting of the ISIS
module named ‘Ansarul Khilafa Kerala’ formed in August last year under the leadership of absconding accused Shajeer Mangalassery, who was claimed to have fled to Afghanistan in June 2016 to join the ISIS. The NIA claimed its probe has established that the accused formed an ISIS module that conspired and prepared to target prominent persons including Judges of High Court, political leaders and senior police officers, besides foreigners in India. Members of the module, within and outside India, used online social media platforms Facebook, and predominantly Telegram, on which various secret groups were formed for plotting terrorist attacks. The accused persons were alleged to have had tried to radicalize and recruit their friends or associates and also collected funds for the terrorist organization. I n a nother c ha rge sheet, Subahani Haja, who had fought alongside the ISIS in Syria, was named. He was arrested on October five last year by the NIA. He had left India between April and September 2015 to join the terror group. The NIA claimed Haja had joined ISIS in Iraq where he underwent training and waged war against the troubled Asiatic nation.

SC asks SIT to probe former K’taka CMs in iron ore mining case
NEW DELHI, MAR 29 (PTI): The Supreme Court on Wednesday asked the Special Investigation Team (SIT) of the Karnataka Police to investigate the role of former Chief Ministers N Dharam Singh and H D Kumaraswamy in the iron ore mining case and file a report within three months. The apex court, how-
ever, said that its stay on the investigation against another former Chief Minister S M Krishna will continue during the period. A bench comprising Justices P C Ghose and R F Nariman restrained all other courts including the High Court from passing any order in the case. It has been alleged by one of the complainants, T
J Abraham that the former chief ministers connived with several bureaucrats and others in de-registering a huge tract of forest land and allowed illegal iron ore mining on a large scale. The complainant had also referred to various reports of the then Lokayukta Justice N Santosh Hegde indicting several politicians, bureaucrats and others.

Financial report card
N
agaland chief minister Dr. Shürhozelie Liezietsü couldn’t have wished for a worst time to present his maiden budget as the finance minister because the current financial year 2017-18 is the last for the present DAN-III coalition government before facing election in 2018 and he has to contend with another huge deficit projected at Rs.1437.84 crore at the end of the financial year 2017-18. That means, the recently installed chief minister will only have to manage the finances and ensure it does not rise further. As things stand today, special category states like Nagaland and other north eastern states are not going to experience any benefit under the NITI Aayog as they did when the Planning Commission was in existence. The common refrain from finance ministers of the special category states was that the recommendation of the 14th Finance Commission would increase devolution of Central taxes to the states from the existing 32% to 42%; yet their requirements would still fall short of demand by 50%. In the affairs of any state, the first that needs to be dealt with is finance; without which, all dreams and visions are meaningless. Financial health as it is, can be made healthy only through proper care and handling. Politicians have a problem with financial discipline, because they are on a five-year tenure and need to please their voters who care more about financial benefits then the need for fiscal responsibility. Thus, though Nagaland has received the highest allocation under the recommendations of the 14th Finance Commission; yet there has been no fiscal discipline and as a result of which the deficit continued to hover at around Rs.1400 crore. The deficit cannot be reduced to a large extent as desired since there is hardly any revenue income from the state and therefore, it will need a huge interest free loan or a grant from the Centre to wipe out the deficit. That is farfetched since the parameters of central funds to the state are clearly dependent on where the chief minister decides to allot as per the guidelines of NITI Aayog. The return on investment is not a likely possibility. Dr. Shürhozelie had told media persons after presenting the budget on Tuesday that his government plans to spend 39% of the budget for social sector such as - education, health, water supply and 19% for rural development and 13% for agri and allied sector. After all, at the end of it all, some practical steps are needed in order to escape dire financial strait. Each financial year, deficits show in the budget and eventually grow if uncontrolled as may be evident from the current situation. The demand for implementation of the 7th RoP for government employees will also open another huge hole in the state finances. Currently, the options are too few even if the state government thinks it could tackle the problem by increasing revenue collections since this would hardly be able to make any dent on the deficit figure. How long can the politicians simply expect the Centre to give them money to spend without responsibility when infrastructures are in deplorable condition? A good financial health is achievable only if the government is serious about good governance and which continues to be the criteria of Prime Minister Narendra Modi.
DailyDevotion Our Lord’s Surprise Visits You also be ready… —Luke 12:40 A Christian worker’s greatest need is a readiness to face Jesus Christ at any and every turn. This is not easy, no matter what our experience has been. This battle is not against sin, difficulties, or circumstances, but against being so absorbed in our service to Jesus Christ that we are not ready to face Jesus Himself at every turn. The greatest need is not facing our beliefs or doctrines, or even facing the question of whether or not we are of any use to Him, but the need is to face Him. Jesus rarely comes where we expect Him; He appears where we least expect Him, and always in the most illogical situations. The only way a servant can remain true to God is to be ready for the Lord’s surprise visits. This readiness will not be brought about by service, but through intense spiritual reality, expecting Jesus Christ at every turn. This sense of expectation will give our life the attitude of childlike wonder He wants it to have. If we are going to be ready for Jesus Christ, we have to stop being religious. In other words, we must stop using religion as if it were some kind of a lofty lifestyle— we must be spiritually real. If you are avoiding the call of the religious thinking of today’s world, and instead are “looking unto Jesus” (Hebrews 12:2), setting your heart on what He wants, and thinking His thoughts, you will be considered impractical and a daydreamer. But when He suddenly appears in the work of the heat of the day, you will be the only one who is ready. You should trust no one, and even ignore the finest saint on earth if he blocks your sight of Jesus Christ.

In its judgment, the court has advised the different parties to sit together and sort out the problems through negotiations. One surprising part of the advice is that the Chief Justice of India is willing to mediate for an out-of-court settlement. He has said “give a bit and take a bit. Make an effort to sort it out.” He points out that these are issues of sentiments and he can even step aside and let his brother judges to decider. How can the chief justice or, for that matter, his brother judges mediate because their very office is supposed to be above controversies? minister. Whether the credit for securing this majority in UP goes to Prime Minister Narendra Modi or to the Yogi, who has the reputation of being a hardcore Hindu leader, it shows that Hindutva is sweeping the country. Obviously, the RSS is behind the move. In the past, the RSS always stayed distant although it was the final arbiter. But now it is so confident of the Hindu majority, particularly after the BJP swept elections in UP, that it doesn’t mind coming out in the open. It is already preparing for the 2019 Lok Sabha elections. Its chief Mohan Bhagwat minces no words when he tells the swayamsewaks to be prepared to meet the increasing attacks on the RSS and get ready for the next Lok Sabha polls. In the face of what has happened in recent assembly elections, the RSS fears that the opposition parties might join hands together to fight it out. In such a scenario, the BJP-led NDA may lose ground. The RSS,

also means that the secular party like the Congress has been losing its grip in the states which it ruled once. Even the regional parties are losing their relevance as it happened in UP. Obviously, the BJP has been able to influence the minds of most people. The Rajya Sabha elections look like strengthening the BJP’s hands. The assembly elections in states Gujarat and Himachal Pradesh will really show whether the Lok Sabha would be captured by the BJP or not. However, the future is ominous. The revival of Ram mandir issue could shape the future of the country and would polarize the nation further. Yogi Adityanath has repeated the Modi words of ‘sabka saath, sabka vikas.’ But the content of the party cannot change overnight. Though the UP chief minister may not be saying it in as many words, he will have to follow the RSS and the BJP agenda of the Ram temple at Ayodhya, sooner or later. If the all-powerful
Yogi has been installed as chief minister by the BJP high command, it must be with a clear-cut intention. Whatever may the outcome, the court cannot decide on what is apparently a matter of faith. That is perhaps why the CJI has offered to mediate for an out-of-court settlement. But then there have been several attempts since 1986, involving five governments of different colours. It was mainly because both parties seem to be adamant since they don’t want to make any compromises. Under the circumstances, another attempt by the CJI may not help. Except for the BJP, none of the other parties is enthused over the offer by the Supreme Court bench. It looks as if the apex court also is not clear in its mind how to settle the dispute. This long-ranging issue needs a quick solution for the comforts of all parties concerned. But, unfortunately, it doesn’t seem to coming, at least in the near future.

Naga common customary laws vis-à-vis uniform civil code
any intellectual Nagas aspired of having a common customary law for all the Nagas could be a well thought-out but the challenge ahead seems to be bigger than ever thought-out for the fact of technical implication in various tribal custom and practices that’s akin to my headache pill is useless for your stomach pain. If that is the fact that we really wanted uniform customary laws then that’s not different from the unsuccessful “Uniform Civil Code” proposal being shelved indefinitely for wants of civil society’s supports. Whereas, the uniform civil code is a term originated from the concept of civil law-code that envisage administering the same set of secular civil laws to govern different people belonging to different religions and region that ultimately superseding the right of its citizens as to subject themselves to different personal laws based on their religion or ethnicity. A common area intended to cover by this act includes; 1. Personal status 2. Rights related to acquisition and administration 3.Marriage, divorce and adoption was ardently opposed by Muslims, Christians, INC, CPI(M) and in consonance to that “The Time of India” said on 13 Oct. 2016 “A Uniform Civil Code is not good for the nation” Now, considering the historicalbaggage of the Naga tribal culture, custom and tradition where each Naga tribe has its own set of unique custom that may not be relevant to other Naga tribes. No wonder, the ancient Nagas lived in a sovereign status of nation, undiluted from any external influence or force. Similarly, retrospection shows that our forefather embraced the faith of paganism; believer of nature “Animism” started setting their own
ethical rules and regulation. The evolvement of most custom and practice were heavily laced and infused with fear psycho factors more of natural phenomenal recurrence such as curse and rewards for the bad and good people. These laws are purely verbatim and the elders who administer know them like the back of their palm and apply what is appropriate for a degree of crime so committed and deals accordingly without any prejudice since time immemorial. The institution of customary law is basically based on the fundamental of village authorities comprising of G.Bs. and trusted elders who are not necessarily trained in the profession of handling laws unlike those LLB in the Indian conventional laws nor do they charge fees for dispensing the cases but in a nutshell the customary law dispensers are not less than lawyer themselves. However this doesn’t mean that those customary laws are flawless in nature but it has survived the test of time where, till date most rural folks opting for this simple but effective set of customary can be attributed to just and fair settlement in time with less or no expenditure. More so, when the country India recognized our intrinsic culture and custom through the ordinance sanction article 371A in consonance with our probity of custom and practice it will be prudent on our part to zealously protect them in the best interest of communities and Nagas as a whole. Therefore it is the right time that all those verbatim records of our forefathers be put to book form in hard and soft as I did for my people and some other few tribes as well. As for the common customary laws being endeavored by some intellectuals who might as well come

up with a set of rules that can raise more question than the answer as “Customary law-review needed? Nagaland Post, Post-mortem on 28-03-2017. Remember, I have certain inherent rights in my own custom and practice which cannot be dispensed by the Ao or Lotha or Angamis nor do can I to them but if person/s from those tribes committed a crime in my jurisdiction they would be prompted with my customary laws and vice versa. However, at this juncture it will be a suicidal to jump to a conclusion with common customary laws for that would create more confusion than solving. Many Nagas tend to jump into bandwagon without understanding the pros and cons but in practical they are more complicate than you ever think and if haphazardly redrawn with a set of common laws and push me to the wall surely there would be counter reaction for the worse. Therefore, it is my humble suggestion that should there be any remedial needed in their respective customary laws; it should be squarely put through remedial process represented by the D.Bs. G.Bs. Hohos and the author/compilers should there be any. True, there are certain outdated and obsolete laws dying out a natural dead which are no more in use, many more can be rectified and put to codification within that particular tribe if required but I am death sure that no sensible tribe would ever surrender their rights for others’ pleasure for the asking. Based on a letter sent to the Prime Minister of India by Civil Society Organizations and Community Networks on 13 January 2017, to immediately scale up Bedaquiline program and registration of Delamanid in India, the Director General of Health services (CTD) has on 21 March 2017, replied about the efforts to make the drug available under the program more so as a result of the Delhi High Court’s Judgment. In this regard, NUN and ARK Foundation stated that these agendas are beyond the capacity of the state RNTCP and therefore suggested them not to make unnecessary rejoinders but to follow up on the suggestions put forth, which was called upon them to propose the need for these drugs to the central TB division in Delhi, in their Annual Action Plan. On the issue of the year of RNTCP being launched, NUN and ARK foundation stated that the year is not a primary concern. However, the source of 2001 was based on the earlier website of the RNTCP Nagaland which webpage has been changed and now shows as 2012, as the year of launching. In this regard, the two NGOs suggested the RNTCP not to create more confusion but to work on updating their source. Regarding the CBNAAT clarification, NUN and ARK
Leader of the people or leader of the organization?
O
f late, it has become pretty tough to get in touch with most of our leaders—our phone calls are ignored, our text messages are ignored, our mails are not no paid heed to, forget about getting our job done. And they say. “I was too busy!” The fact is that, if a leader is too busy to keep in touch with people, he or she becomes a leader of the organization at the expense of the members of the organization. This is a terrible reality we’re facing in our society today. Of course, there are wonderful leaders in Naga society. They’re people persons. They’re helpful people; their goal in their career is to extend help to anyone who may need their humble service. There are medical doctors who keep the communication open even in Operation Theatre without switching off their mobile phone. There are leaders who would receive your phone call even in the middle of the night and still not be annoyed. We need to be truly grateful to these Good Samaritan leaders. Hats off to them! This article is for people who occupy important places in the offices, be it a tribal body,
student community, government establishment, or any organization, but have not yet learned to act as leaders. After you become a leader, if your contact with people becomes selective instead of expanding, something is wrong with your leadership because you’re not just the leader of leaders but the general public (no matter how insignificant they are) although you need to coordinate with your subordinates more often. It’s extremely vital to be sensitive to the needs of even the least among the bonafide members of your organization. If your contact is only with people who can benefit you than render your service, you become an egotist, not a leader. Many leaders among the Nagas today are becoming too self-centered. Mega-events are becoming more important than helping people or equipping people at the grass-root level. These leaders put more attention on the events or organizational reputation than meeting the needs of the people. This leadership sickness is called “Egogratification.” Becoming a leader does not make you great; it only
brings you greater responsibility; the higher the organization, the greater the responsibility. If you’re not aware of this fact, you better revisit your attitude. In spite of too many leaders leading to leadership crisis in Nagaland, we still experience famine of leadership. Leaders who are truly for the people they lead are still rare. People who head the organizations are not necessarily leaders in the real sense. Leaders are who plan with people, organize people, lead people, and facilitate opportunity, all for the welfare of the people. They are leaders who are accessible, approachable, and responsive to people’s needs. Alexander Strauch believes that the organizational changes that occurred during the early centuries of Christianity were disastrous. Christianity, the humblest of all faiths, degenerated into most power-hungry and elaborately hierarchical religion on the face of the earth. Nearly everything Christ had taught and lived was distorted; the pristine character of Christianity was lost. The principles of humility and servant-hood are at the very heart
of Christ’s teaching. And his teachings were directed not only to the clergies but to all Christians who occupy important leadership positions. In fact, Jesus himself was not a religious professional. He was a carpenter by trade, not a clergy. For Christians there’s no difference between sacred and secular service. All are expected to serve him by serving people with utmost humility and dedication. A leader who lacks humility will find hard to serve people but only look for opportunity to be served and honored. Max Depree says, “Above all, leadership is a position of servant-hood.” And, Laurrie Beth Jones opines that, the principle of service is what separates true leaders from gloryseekers. Blessed are you if you’re a leader of the people. May your kind of leader increase! foundation mentioned that they are very well aware of the limitations with the department at Tuensang and Zunheboto district, however suggested that the RNTCP cannot be laid-back but further work with the Govt and its machinery to getting the machines installed. The lives of the patients in these districts cannot be sacrificed to suffice the high case load of Kohima and Dimapur. Further, the NGOs questioned, why the STO chose to clarify only on this and not make any mentions on the absence of the District TB officer at Tuensang. Though the IPT and 99 DOTS were launched in December 2016, the clarification failed to highlight on the IPT service uptake of the total HIV reported case of 2663 in Kohima and 7607 in Dimapur as of April 2006 to March 2016 which stands to be of concern. Therefore the two NGOs has urged the state RNTCP to aggressively work on reaching out, counsel and linked PLHIVs to the services (IPT & 99 DOTS), not only in these two districts but even in the other districts as well. In conclusion, NUN and ARK foundation has made it clear that the purpose of the press statement was to serve as a means of strengthening the partnership resulting to a collaborated effort between RNTCP and NGOs, and advises the RNTCP to be open for constructive criticism. The two organisations would be open to a discussion, if required. Ketho Angami, President, ARK foundation

Appointed backdoor
Sir,
Once all their parents were appointed through backdoor that gave the opportunity to raise their kids to go through front door today. Affordability background matters a lot. All the socalled backdoor appointees were none other than once educated unemployed youths. All were capable in one way or the other: money capable, politics capable, exam capable in both backdoor and front door appointments. Referring to ACAUT demand to terminate all backdoor appointment is just an impossible dream. Only few hundred posts were advertised but several thousands were appointed every year. I assume two-third of the present government employees were backdoor appointments. So at this juncture to cancel all illegal backdoor appointment is same as to kill them. What will happen if you kill one? Instead we have to make strict law with a union of voice from all spheres of legislators, bureaucrats and politicians to check further illegal procedures. Besuta Venyo, Phek town

He said Sports Authority of India can assist MPs in organising a programme if a SAI centre exists in their constituency. He said MPs can help in creation of Mini Clubs for local level games and competitions and by utilizing their MPLAD fund for New Sporting Hubs and festivals. New Delhi, Mar 29 (PTI): The Supreme Court today directed the Centre to prepare a fresh memorandum of guidelines for the police to brief the media by keeping in mind the protection of rights of both the accused and the victims of crime. A bench headed by Chief Justice J S Khehar gave six weeks to the Centre to prepare the draft memorandum of the guidelines by examining the various suggestions submitted in the apex court. “We, thereby, direct the Centre to prepare a fresh memorandum of police guidelines on media by taking into consideration the rights of the accused so that their rights are not prejudiced during trial and also the sensitive rights of victims,” the bench, also comprising Justices D Y
Chandrachud and S K Kaul, said. The court was of the view that the last such office memorandum by the Centre was issued on April 1, 2010 and since then much deliberation has taken place and the subject has been examined from various angles particularly keeping in mind the protection of rights of the accused as well as the protection of the rights of the sufferer. The bench noted that advocate Gopal Shankar Narayan, who is assisting the court as an amicus curiae in the matter, has prepared documents by compiling the practices prevalent in other countries and has also examined the guidelines laid down in the CBI manual and the advisory of the Union Ministry of Home. He had exam-
ined the guidelines of the police forces of New York, Los Angeles, London and Dorset (UK). The advocate, appearing for the Centre, said, “We will apply our mind to the entire input and prepare an appropriate guideline.” The bench made it clear that at this stage it was not going into any other issue including the media and was only on the issue of the police as to what are the issues that have to be taken into consideration about their briefing. The issue of police briefing to the media has been dealt with by the apex court and it has passed several directions on a petition filed by the NGO People’s Union for Civil Liberties (PUCL).

New Delhi, Mar 29 (PTI): Five Indian hydropower projects being built on tributaries of the Indus, over which Pakistan has raised objections, are at various stages of implementation in the Indus river basin, the Lok Sabha was informed today. Minister of State for External Affairs V K Singh made a statement in this connection, days after media in Pakistan claimed that India had agreed to halt work on Miyar Nallah during Permanent Indus Commission’s meeting held in Lahore earlier this month. “...projects such as Miyar Nallah, Lower Kalnai, Pakal Dul, Kishenganga and Ratle are at different stages of implementation,” Singh told the Lower House. Work on two other hydroelectricity projects – Bhakra Nangal (on Sutlej River) and Pong Dam (Beas River) has been successfully executed, he added. The minister reiterated Centre’s position that it remains committed to fully utilise water of rivers in the basin, both eastern (Beas, Ravi and Sutlej) and western (Indus, Jhelum and Chenab), in accordance with the Indus Waters Treaty (IWT) of 1960.

ucts in a year after implementation of GST. Today, constitutionally petroleum products are under GST, but will be zero rated. So once Council decides it can be taxed under GST, we won’t need to amend the Constitution,” he said. Jaitley said that once implemented GST will have a significant impact on the taxation system as the entire system will be restructured. He said that the nature of economic activity today is changing and the objective of GST is to have “free flow of goods and services pan-India, with one tax and one interface with one assessing officer”. “The IT backbone must be such that self assessments happen in maximum cases,” he added. The system will be more efficient, which is not easy to breach and has higher compliance, Jaitley said.

Noting that both the central and state governments are pooling their sovereignty to have this tax regime, Jaitley noted that India, despite being one political entity, remained different economic entities with states having different taxes. “Centre and states both pooled sovereignty into one Council. It is India’s first federal decision making authority,” he said. Clarifying on the tax rate on petroleum products in the regime, Jaitley said that the Council has decided that the petroleum products though they have been included under GST, will remain zero rated as of now. “The Council decided that we will take up the issue of petroleum prod-
NEW DELHI, MAR 29 (IANS): Lok Sabha on Wednesday passed the much-awaited Central Goods and Services Tax (GST) Bill, Integrated GST Bill, Compensation GST Bill and Union Territory GST Bill 2017, after negating all the amendments put forward by the Opposition. The four GST Bills were passed after an eighthour marathon debate in the Lower House. The government is targeting the roll-out date of July 1 for the new indirect tax regime. Jaitley said that goods may become “slightly cheaper” once all other taxes are removed after implementation of GST. Replying to a debate on the four bills in the Lok Sabha, he said all other taxes like entry tax in states will be removed once the GST is in place. “Once all other taxes

Green bodies laud SC for safeguarding public health Green bodies today lauded Supreme Court’s decision to ban sale and registration of vehicles which are not BS-IV compliant, terming it as an acknowledgement to the public health crisis and a step in right direction towards fighting air pollution. Terming it a “significant” step forward, they said the decision sends out a message that the automobile industry will have to walk the extra mile to address the expansive concern around public health and is also a “crucial” step in putting public health
“The Supreme Court’s order restraining the manufactures from selling BSIII vehicles from April 1 onwards is a welcome step and a historic step towards cleaner vehicles. “Apart from putting focus back on air pollution, the order also signifies that we all need to take environmental directives seriously,” said Amit Bhatt, Director-Integrated Transport, Sustainable Cities, World Resources Institute India. Greenpeace India said the apex court’s ruling is an acknowledgement to the public health crisis India is facing and it is a step in the right direction towards fighting air pollution. “Like vehicles, thermal power plants are also a big contributor towards air pollution, hence the next step in that direction is for the government to implement the December 2015 notification on emission standards for thermal power plants in a timebound manner and not dilute them. “The judgment today is a very crucial step in putting public health above business or economic interest of few and that should be reciprocated to the thermal power generation sector too,” said Sunil Dahiya, Campaigner, Greenpeace India.

New Delhi, Mar 29 (IANS/PTI): In a major decision, the Supreme Court on Wednesday said no vehicles which are BSIV emission non-compliant will be sold in the country after April 1. Banning the sale of BS-IV non-compliant vehicles, the bench of Justice Madan B. Lokur and Justice Deepak Gupta said all the vehicle-registering authorities are prohibited from registering BS-IV non-compliant vehicles from April 1. However, the court said that if proof is furnished that the vehicle was purchased before April 1, then it will be allowed to be registered.
above business interest of few. Environment experts said the transition as “critical”, saying the movement from BS-III to BS-IV can lead to substantial reductions in particulate matter emissions. “This is a significant step forward as this gives the message and the lesson that the automobile industry will have to walk the extra mile to address the expansive concern around public health and not weigh down the transition by taking a very narrow technical view,” said Anumita Roychowdhury, executive director, Centre for Science and Environment (CSE). The Supreme Court today banned the sale and registration of vehicles which are not BS-IV compliant from April 1, 2017 across the country. A bench of Justices Madan B Lokur and Deepak Gupta prohibited registration of any vehicles which do not meet the Bharat Stage -IV emission norm standards from April 1. The BS-IV emission norms will come into force from April 1, 2017. The apex court observed that “health of the people is far far more important than the commercial interest of automobile manufactures”.

He said whether “we like it or not, the projected budget for various departments should be there.” Further, he also said that the estimated closing deficit should be much higher than what was presented yet the figures were manipulated to show less than the previous financial year. Another MLA regretted that the budget was not a budget document as the chief minister only read out the statement of figure.
TR Zeliang in his speech lauded Dr Shürhozelie under whose leadership the party stood firm even when it was hit by “external forces” who tried to topple the government and create disunity among the party men. He also gave thanks to God for the smooth transition of the chief ministership to the party president. Calling for a need to start working for the forth coming election, Zeliang said the work should start from Kohima and thereby spread to the other units all over the state. Listing out the a c h i eve m e n t s o f t h e DAN-III gover nment under his two years and nine months as the CM, Zeliang said chief among the achievements were the land procurement for the North East Christian University, land procurement for the Medical College, the inclusion of Kohima in the smart city program, four-lane of National Highway 29 etc. He called on the need to change Nagaland based on the policies in the Vision 2030, he added that the people would not move forward without having a vision. Earlier the meet was chaired by NPF Kohima Division, working president Kesoneilie Theünuo, while Kohima Division president Goneiu Sirie delivered the presidential address.

who, he said, “hated the Nagas”, Dr. Shürhozelie said the four NPF legislators in Manipur were now included in the BJP government owing to the alliance that was in place in Nagaland. On the Naga Political Issue, Dr. Shürhozelie said the party was working for a solution based on inclusiveness with more urgency and commitment. He said the rechristened Political Affairs Mission (PAM) would now work closely with all the Naga Political Groups (NPGs) and make them aware of the need to wait and see if the Framework Agreement signed between NSCN (I-M) and Government of India (GOI) would benefit all the Nagas. He said although NPF was in support of the agreement, he made it clear that the support should not be misinterpreted as biasness towards a single faction since NPF was in support of any lasting solution provided it was inclusive and acceptable to every Naga. and the anti-profiteering provisions in it are “far too draconian.” “Seven to eight years have passed after the erstwhile UPA government wanted to bring the GST bill. Some parties then felt it should be halted due to reasons best known to them,” he said. The former law minister said due to the delay caused in the roll out of GST, the country lost around Rs 1.5 lakh crore annually and put the total loss at Rs 12 lakh crore. Asking who will compensate for this “huge loss”, Moily said the country was deprived of massive financial benefits due to the “damaging political gambles”.

He said Congress era had ended all over the country and that the ruling BJP was an alliance of NPF in the state. On the achievements of the party, Dr. Shürhozelie said after NPF had come to power in the state, it had helped the Nagas in Myanmar (Burma) to gain recognition enabling them to even elect representatives among themselves who had now become part of Aung San Suu Kyi’s government. He said the party was working for the betterment not only for the Nagas of Nagaland but even for ones living in neighbouring states like Manipur, Assam, Arunachal and Myanmar, he said “We must lookout for our neighbours and help them live better lives”. In this regard, the RSZ asked as to why the work was not awarded till today to any contractors. It has also questioned as to why the open tender that was floated in the month of December 2016 was nullified/rejected and why the new tender was floated again on March 7, 2017, when the approved sanctioned was about to be lapsed by April 2017. Maintaining that it was skeptical about the functioning and system of the department, RSZ said the department has been shifting blame for many years and denying the right of the citizens. The youth organisation said the department’s attitude clearly indicated that the government or the responsible department was not bothered about the development and welfare of the citizens. Meanwhile, RSZ cautioned that it would no longer tolerate any injustice, nepotism or favoritism. While anticipating a positive response on the matter, the RSZ cautioned that failure on the part of the government would compel the organization to impose any sort of agitations within its jurisdiction. The organisation has also appealed to all right thinking citizens and commuters of NH-61 to cooperate and extend solidarity.

of Delhi by M/S DRAVASCON (JV) and M/S Meenakshi Infrastructure Pvt.Ltd also filed an SLP in the Supreme Court of India. Later on August 23, 2013, the Supreme Court dismissed the petition and the matter was withdrawn. However, it alleged that the matter was put under cold storage by the National Highway Department, Government of Nagaland. RSZ stated that work could not be implemented due to the delayed tactic and foul play of the implementing agency. Subsequently, it said the Ministr y of Road Transport and Highway included the work plan of NH-2 (erstwhile NH-61) in the year 2014-15. However, RSZ said the work could not be sanctioned due to the failure and negligence of the department. Asserting that the department has been citing ‘technical problem’ over the delay, the RSZ said that it could now no longer tolerate any ‘technical problem’. RSZ stated that it had no hesitation to impose any agitations in any manner within its jurisdiction, as the matter has gone beyond tolerance. Further, RSZ pointed out that on October 31, 2016, the Ministry of Road Transport and Highway had sent an administrative approval of financial sanction for strengthening and widening of two lane with paved shoulder of NH-61 from KM-40 to 72.40 KM with an approved sanctioned of Rs.340.2687 Crore. DIMAPUR, MAR 29 (NPN): Drawing the attention of the state national highway department to the poor condition of NH-2 (erstwhile NH-61) between Tseminyu subdivision and Wokha district, the Rengma Selo Zi (youth organization) on Wednesday stated the road has remained deplorable for more than 10 years due to the “negligent and foul play” of the department and government. In a press release, RSZ president, Kenneth Kath, recalled that the widening of two lane of NH-61 from KM-40 to 72 KM under Kohima district was sanctioned on June 18, 2010 for an amount of Rs.9368.08 lakh. Subsequently, RSZ said five bidders were involved in the contract tendering, where M/S Meenakshi Infrastructure Pvt. Ltd was awarded the work though the company was declared non-responsive by the evaluation committee on October 29, 2010 since they did not mention the offer price in Para 1 of the form of bid. As such, RSZ said the evaluation committee on October 29, 20110 recommended the responsive bidders namely M/S T.Tachu & Co & Velelie Khomo (JV), M/S DRZ-VASCON (JV) to the DG (RD) &SS for approval. However, he said the work was later awarded to M/S Menakshi infrastructure Pvt.Ltd on January 21, 2011 at the cost of Rs.61,75,74,88.80. Since then, the organisation said the matter was taken to the High Court

May triggers Brexit Article 50
LONDON, MAR 29 (PTI): The countdown to Britain’s exit from the European Union begins today as the UK’s ambassador to the economic bloc delivers Theresa May’s letter to the European Council in Brussels, announcing the country’s intention to initiate a twoyear negotiation process for its departure. The formal notification to the other 27 EU members of Britain’s intention to invoke Article 50 of the Lisbon Treaty was signed by May at her 10 Downing Street office last night. Her ambassador in the EU, Tim Barrow, began his meeting with European Council President Donald Tusk this morning during which he will formally hand over the letter to set the clock for a two-year negotiation process for Britain’s relationship with the EU as a nonmember. May chaired a Cabinet meeting this morning and is set to make a statement in the House of Commons confirming that the countdown to Britain’s exit from the EU has now begun. Excerpts from her statement indicate that she will promise to “represent every

person in the whole United Kingdom”. “It is my fierce determination to get the right deal for every single person in this country. For, as we face the opportunities ahead of us on this momentous journey, our shared values, interests and ambitions can - and must – bring us together,” her statement reads. “We are one great union of people and nations with a proud history and a bright future. And, now that the decision has been made to leave the EU, it is time to come together,” it adds. Opposition Labour leader Jeremy Corbyn said his party respected the decision to leave the EU and would hold the government

to account “every step of the way”. The focus will now shift to No 9 Downing Street in London, which houses the Department for Exiting the European Union headed by Brexit minister David Davis. Following the notification process, the Great Repeal Bill will be published in Parliament tomorrow to cover the political break from the economic bloc. On Friday, Tusk is expected to publish the European Council’s negotiating guidelines, which will make the course of the so-called “divorce” proceedings for Britain’s exit clearer. The Brexit negotiator on the EU side, Michel Barnier, has said he would
like to wrap up the process by September 30, 2018, leaving enough time for it to be ratified by the European Parliament. The notification of Article 50 marks the first formal step in the direction of Brexit after a referendum in June 2016 in favour of Britain leaving the EU. Last night, May spoke by telephone to Tusk, EU Commission president JeanClaude Juncker and German Chancellor Angela Merkel to discuss the move. Article 50 gives both sides two years to reach agreement, so unless both sides agree to extend the deadline for talks, the UK will have left the EU on March 29, 2019. The official negotiations with the EU are to begin by mid-May. The UK government says it wants to carry out both separation and trade talks at the same time, but EU chiefs say the two issues must be handled separately. The UK has said it wants an “early agreement” to guarantee the rights of EU citizens living in the UK and those of British nationals living in EU countries.
Cambodia bans sale, export of breast milk
Trump signs order to roll back Obama’s climate change measures
PHNOM PENH, MAR 29 (IANS): Cambodia has banned ssale and export of breast milk after reports that impoverished mothers were selling their milk to supplement their incomes. Two female former employees of a breast milk exporting company Koun Meada in the Cambodian capital said that during the two years they worked at the firm, they went in twice daily to give breast milk before the government stopped its activities over a week ago, Efe news reported. The pair said Koun Meada’s business -- tied to a US-based partner company -- was good for Cambodians and they invited the government to inspect their operations, but instead the government closed it down. T h e e n d o f Ko u n Meada’s operations follows the permanent ban imposed by the government on Tuesday on the sale and export of human breast milk, on the grounds that the business is exploitative of poor women and poses nutritional risks for the women’s babies, the Phnom Penh Post reported.
WASHINGTON, MAR 29 (PTI): US President Donald Trump today signed another controversial executive order to radically change his predecessor Barack Obama’s climate policies, dealing a body blow to the international efforts to combat global warming. Trump signed the order at the Environmental Protection Agency (EPA), keeping his campaign promise to support the coal industry. Trump said the order will “eliminate federal overreach” and “start a new era of production and job creation”. “With today’s executive action, I am taking historic steps to lift the restrictions on American energy, to reverse government intrusion and to cancel job-killing regulations,” Trump said after signing the order. “My action today is the latest in the series of steps to create American jobs and to grow American wealth. We’re ending the theft of American prosperity and rebuilding our beloved countr y,” Tr ump said. White House Press Secretary Sean Spicer said Trump

strongly believed that protecting environment and “promoting our economy are not mutually exclusive goals”. “This executive order will help to ensure that we have clean air and clean water without sacrificing economic growth and job creation,” he said. The order directs all agencies to conduct a review of all regulations, rules, policies and guidance documents that put up roadblocks to domestic energy production. The order did not mention new administration’s
stance on the 2015 Paris climate deal, but experts believe that it has implications for the agreement. The order represents a clear difference between how Trump and former President Obama view the role the US plays in combating climate change, and dramatically alters the government’s approach to rising sea levels and temperatures -- two impacts of climate change, the CNN said. During the campaign, Trump had vowed to pull the US out of the Paris climate deal.

Indonesian man swallowed by python JA K A RTA , M A R 2 9 (AGENCIES): A 25-yearold Indonesian man has been swallowed whole by a python on the island of Sulawesi, villagers and news reports said. A six-minute video on the website of the Tribun Timur publication shows villagers slicing open the python’s carcass to reveal the legs and torso of the dead victim, named Akbar. Junaedi, the secretary of Salubiro village in West Sulawesi province, told The Associated Press that villagers began searching for Akbar on Monday night after realizing he hadn’t returned from working on his palm oil crops the previous day. Junaedi said Wednesday that the search party found scattered palm oil fruit, a picking tool and a boot, and then spotted the engorged 7-meter (23-foot) -long reticulated python. “When its stomach
was cut, we first saw his boot and legs near the neck,” he said. “It seems he was attacked from behind because we found a wound on his back.” Reticulated pythons grab onto their prey with dozens of sharp curved teeth and then squeeze it to death before swallowing it whole. They are widespread in Indonesia and other parts of Southeast Asia. Reports of humans being killed by pythons are extremely rare. In the wild they are known to eat monkeys, pigs and other mammals. Junaedi said Akbar’s absence wasn’t noticed until Monday because his wife was visiting her parents in another province. The alarm was raised when his uncle called on him and found his house locked. Like many Indonesians, Junaedi uses one name, as did Akbar.

Pokemon GO helping parents ‘Paint for Peace’ bond with kids: Study conducted at LMS, Wokha P
Students of LMS participating in the “Paint for peace.”
“P

them internalizing various life skills they could use. Over the past two days here in Wokha, children have expressed their understanding and voiced out their opinions on peace and conflict in this region through a huge mural paint on walls in the school wall. This was the first workshop in Nagaland with Libemo

arents who regularly play “Pokemon GO” with their children report a number of side benefits including increased exercise, more time spent outdoors and opportunities for family bonding, says a study. Pokemon GO is a location-based augmented reality game in which players capture fictional creatures from the Japanese Pokemon franchise on smart phones and other mobile devices by “finding” them in real-world locations. “Location-based augmented reality games are pretty different than sitting in front of a TV or playing a typical video game, so we were interested in the way kids and their parents were sharing those experiences together,” said lead author Kiley Sobel from University of Washington. “People still don’t really know how to build tech that works well for families, so when this game came out of the blue and really caught on, we wanted to look at what its ingredients for success were,” Sobel said. The results, taken from a qualitative survey of 67 parents and interviews with 20 additional parents playing “Pokémon GO” with their families in the US, are
detailed in a paper to be presented at the Association for Computing Machinery’s CHI 2017 conference to be held at Denver, Colorado in May. Some parents said the interactive and mobile nature of the game made them feel better about engaging in that type of game play, as opposed to more sedentary forms of “screen time”, according to the study. The study did not include perspectives of parents who do not allow their children to play Pokemon GO. Many parents particularly moms of boys, fathers of girls and parents of teenage children reported spending more quality time with their children as a result of playing “Pokémon GO” together and talking more than usual, both about the game itself and about other things in their lives, the researchers said. For some participants, these “Poké-walks” led to walking thousands more steps per day, the study said.

It is a negative character, which is something that I have never done before,” Lamba said in a statement.
“I am so excited that after performing in India now we will be spreading our roots in Paris and Berlin as well and we will be performing on international stage,” added Arfi, who will perform in the cities in June. Further talking about the play, director Sunny Bhambhani said: “For the West, it’s important that the content be culturally local and emotionally universal.
So when I was writing ‘Devadasi’, it cohesively had all the elements to reach out to a global audience. Bhambhani added: “Culturally the production is rooted in Indian ethos of temples, palaces, religion and classical Indian dances. The West has always been intrigued with India for their palace stories, dance culture and the mysticism surrounding religion and God.

So going there was a very settling experience. I went there for a spiritual trip more than a sight-seeing trip. So, it was a spiritual experience for me. The time I spent on the Ganges would stay with me forever,” said
Freeman in a statement. “I didn’t see enough of the country to make a film on it. I haven’t been able to stay for so long to have a judgment on the same. However, we all are looking for great content. So, yes, will I ever make a film in India? Absolutely!” Freeman added. Talking about his show titled Madam Secretary, Freeman said, “After we sat down with the story we realised we had three strong female characters from the State Department. Initially, when we sat down with the story we thought it will be based on Hillary Clinton’s life.” “But later we realised it’s a lot more than that. The Secretary of State involves a lot of intricate things.” Freeman added.

And therefore DC is leaving no stone unturned to create all the hype and anticipation for their upcoming superhero movie. With the arrival of the new trailer, DC Entertainment has teased fans with witty one-liners along with hint of swooping action between the scenes. Batman has grabbed special attention here with his signature antics along with others including Flash, Aquaman, Cyborg and Wonder Woman. Though the three didn’t tested positive during the competition in 2004, they were later caught for doping and Anju demanded that the Russians should
be retrospectively stripped of the Athens Olympics medals like Marion Jones and Lance Armstrong. The AFI viewed Anju’s concerns, who finished fifth in Athens, and has been in touch with the UK Athletics and Athletics Australia to formulate a joint action plan. Australian Bronwyn Thompson and Britain’s Jade Johnson had finished fourth and sixth in Athens respectively and have joined the bandwagon, raising doubts about the authenticity of the performance of the Russians. AFI chief Adille Sumariwalla will take up the issue, it has been learnt.
