Powerful world of liquor syndicates

DIMAPUR, MAR 1 (NPN): Powerful syndicates have been organised to ensure adequate and uninterrupted supply of liquor across Arunachal Pradesh, Assam, Mizoram, Nagaland and Manipur and whose trade is estimated to run into a few thousand crore rupees every year. Like Nagaland, which has banned sale and consumption of Indian Made Foreign Liquor through the Nagaland Liquor Prohibition Total Act 1989, Manipur and Mizoram have also prohibited sale and consumption of liquor. For the first time and in an explosive revelation, a whistleblower, who requested anonymity, has exposed the entire black market in liquor in Nagaland which is estimated at a few hundred crore rupees a year. According to the whistleblower, the trade is run by a well organised underworld under liquor barons. It involves greasing the palms of various groups including agencies. The whistleblower, who

PSAN urges state govt to set up SSB DIMAPUR, MAR 1 (NPN): Public Service Aspirants of Nagaland (PSAN) has urged the state government to set up Staff Selection Board (SSB) at the earliest possible time for the benefit of educated youth of Nagaland in particular and Nagas in general. In a statement issued by its convener Mughaka Jakhalu, the body representing public aspirants also requested the government to ensure that members of the board were selected/ appointed from among competent persons having the required knowledge and expertise in competitive exams, most preferably NCS/ NPS/IAS/IPS officers, and not just anybody in order to ensure the board’s transparency, accountability and efficiency. The body further requested all right-thinking Nagas to look beyond tribal and political interests and support its demand for setting up SSB in the State. In the backdrop of the ongoing controversy over SSB, PSAN has stressed that the board was need of the hour. In view of rampant corruption and backdoor appointments, PSAN pointed out that SSB would go a long way in resolving the issues related to appointments to public offices, thus paving

According to the whistleblower, the “syndicate” system has been running for over ten years. The whistleblower said that initially there were only two syndicate groups. However, the two groups discontinued after a “major raid by a central team” where they incurred loss of over Rs. 50 core. The reorganised syndicate members have been given wholesale distribution of liquor for Dimapur and Kohima districts and from where the contraband gets smuggled to different parts of the state. The entire liquor for distribution is produced in distilleries in Arunachal Pradesh which supplies to the syndicate-chain running into a few thousand crores a year. The contraband containing liquor from the distilleries and loaded in several trucks are transported to Numaligarh and from

where some are headed towards Mizoram and even Assam. Assam state excise has also taken up the issue of being deprived of several hundreds crores in excise revenue due to contraband sale from Arunachal Pradesh. The remaining contraband for the Nagaland liquor syndicates are transported to Lahorijan (Karbi Anglong) headed for Dimapur to some particular ‘bonded warehouses’. On an average, eight trucks-- five for Dimapur and three for Kohima-are loaded with liquor for retail sale in Dimapur and Kohima. The consignments include IMFL (Beer, Whisky and Rum) manufactured and sold as branded items. The entire operations are usually carried out from 10 p.m. to wee hours the next day for at least five-six days a week. The whistleblower informed that consignment worth Rs. 2 crore (approximate) is smuggled into Dimapur every night, thus totalling Rs. 12 crore (approximate) per week. According to the whistleblower, the “retail-

ers” are shops/business establishments that sell bottled water, who run shady “hotels and shops” in different areas across Dimapur and Kohima. According to the whistleblower, majority of the syndicate members and “retailers” are nonNagas who run the illegal trade under the patronage of NPGs and assistance of law enforcement agencies. According to the whistleblower, the illegal trade in liquor is a money spinner that benefits far too many across the entire spectrum and the whistleblower was convinced that liquor prohibition can only ensure black market will thrive. The Nagaland Liquor Total Prohibition Act, 1989 is an Act of Nagaland Legislative Assembly which prohibits possession, sale, consumption & manufacture of liquor and import and export of it in Nagaland. The Act further bans the use or possession of denatured spirit or any material, utensil, implement or apparatus whatsoever used for manufacture of liquor.

NPRAAF questions logic of All refugees to get acquiring land for Ciethu airport citizenship under DIMAPUR, MAR 1 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has questioned the logic of acquiring 3,68,5201 acres of land at Ciethu Chiechama in Kohima district for the proposed Ciethu-Chiechama airport. Referring to the notification issued by Kohima deputy commissioner (DC) Gregory Thejawelie in this regard on February 24, the forum in a statement asked the State government whether any feasibility report had been issued by Airport Authority of India (AAI) for land in the area before outright purchase/acquisition for the proposed airport. NPRAAF reminded the government and the people of Nagaland that land measuring 600 acres was purchased/acquired outright for setting up airport in 2006. The acquired

land was sufficient to set up an airport, it added. However, the forum said it was unfortunate that the area acquired by the State government for the airport had two hillocks that required to be knocked down and levelled, besides huge retaining walls raised on both sides, incurring heavy expenditure for an airport meant for small aircrafts. Therefore, Planning Commission turned down the proposal during 20072012 on the ground that the proposed site was technically and financially not feasible and worthy for an airport. Thereafter the State government had in 2015 again proposed Ruzaphema village as an alternative airport to Dimapur, following which a technical team from AAI came and made aerial and ground surveys of the proposed site and was fully satisfied. AIZAWL, MAR 1 (AGENCIES): In a major drug haul, Mizoram police Saturday seized 39 lakhs tablets of methamphetamine worth Rs. 97.50 crore from a Silchar bound truck and arrested one person at Vairengte near Assam border. The driver of the truck, identified as one Ramnunmawia of Zokhawthar in Champhai district on the Mizoram-Myanmar border, was arrested, police said. Police said that the contraband worth Rs 97.50 crore in the international market were packed in 390 polythene packets and were hidden inside a compartment on the body floor of the vehicle. Upon investigation, Ramnunmawia told police that the drugs belonged to Lalsiammawia of Champhai, who offered him Rs 5,000 to hand over the contraband to a certain person in Silchar. He, however, did not disclose the identity of the person whom he should hand over the drugs in Silchar, the police said. Police registered a case against the accused and investigation into the matter is on.

DIMAPUR, MAR 1 (NPN): Tension erupted along the Nagaland-Assam border, near Nagaland gate (New Field check gate), Sunday afternoon after hundreds of people from across the border congregated near the check gate and halted vehicles from crossing the area, in protest against ILP. According to reports, the incident started following rumours of arrest of some Inner Line Permit (LIP) defaulters by Nagaland police near the check gate area. In a series of videos that went viral on social media, people were seen shouting “Go back, Go back”, “ILP namanibo (will not accept ILP)” etc. PRO Dimapur police Relo T. CAA: Amit Shah 1 more killed; night curfew in Shillong KOLKATA, MAR 1 (PTI): Union Home Minister Amit Shah asserted on Sunday that the Centre would not stop until all refugees in the country are granted citizenship under the amended Citizenship Act and accused the opposition, including the Trinamool Congress, of misguiding refugees and minorities over the new law. Not a single person will lose citizenship because of the Citizenship (Amendment) Act (CAA), he said. Addressing his first public rally in Kolkata after the 2019 general elections, Shah said, “The opposition is terrorising the minorities. I assure every person from the minority community that the CAA only provides citizenship, does not take it away. It won’t affect your citizenship.”

Drugs worth `97.5 cr seized in Mizoram; 1 held

Mentioning that cases of violence against women had not decreased even in the 21st century, she said for this reason, NCW had directed all State women commissions to organise night walks on March 1 from 7 pm onwards across the State capitals of India. Tachu explained that the main objective of the night walk was to emphasise safe environment for women and their right to occupy public spaces sans time, normalise their visibility in public spaces, scale up and reach to a wider audience the issue of women’s safety on the road, especially during night, and facilitate a progressive mindset change in the society and eradicate victim and selfblaming. DIMAPUR, MAR 1 (NPN): BJP Nagaland has expressed concern over the ultimatum served on chief minister Neiphiu Rio by Naga Students’ Federation (NSF) on February 22. The party felt that it was inappropriate for a student body to issue ultimatum to the State government and considered the federation’s act of involving student bodies from outside the State to pressurise Nagaland government on internal matters as seriously injudicious. Acknowledging the initiative of NSF on its demand for implementation of Nagaland State Selection Board (NSSB), the State BJP said it was perplexed as to the motive, if any, behind involving student bodies from outside the State as signatories in the ultimatum. BJP said NSF had great responsibility and lofty stature of representing a huge number of Naga intelligentsia, besides holding a rich legacy of being involved in democratic proceedings in the State and in nation building with reasoning and (Cont’d on p-8) discipline.

Eastern Naga Students’ Federation (ENSF) has objected to the “unwarranted and unwanted” interference by non-indigenous student bodies in internal affairs of Nagaland as there was neither a dearth of leadership nor talents to resolve any issues within the State. Pointing out that the State government was accountable and answerable only to the people of Nagaland, the federation said the duly-elected government of the day should in no way succumb and decide anything for the people of Nagaland under the dictates by non-indigenous student organisations. ENSF asserted that it would not accept the decision of the State government regarding forming of Nagaland Staff Selection Board without prior consultation with stakeholders of Nagaland, including itself. DIMAPUR: North East Institute of Social Sciences and Research (NEISSR) organized a three-day workshop on “Project cycle management (PCM)”, which is a process of planning and managing projects, programmes and organizations widely used in business sector and increasingly being used by development organizations.

A press release from NEISSR stated that, programme was held from Febr uar y 27 to 29 at NEISSR assembly hall, with Dr. P. J. Lukose, HoD of Assam Don Bosco University as the resource person. Workshop designed with lectures, practical exercises and activities, group discussion, powerpoint presentation, helped the participants to understand and analyze

the details of the resultbased project cycle management. Participants were given opportunity to evaluate and share their learnings. MSW trainees worked in small groups tasked to come up with a project proposal. About hundred participants including faculty members and PG students in MSW took part in the learning processes.

It is a respiratory disease caused by the SARSCoV-2 virus. It has symptoms similar to the common cold or flu, including fever, coughing and difficulty breathing, he added. Besides checking of people entering the state, it may be mentioned here that the state health authority has been actively engaging in creating awareness, particularly to the health workers, police and security forces. As a part of it awareness campaign, the state health authority has convened a meeting with the officials, staffs of health workers at hospitals at Moreh, atown at Indo-Myanmar border on Saturday. The meeting discussed necessary precautionary measures that can be further taken up by medical staff and police personnel to keep COVID-19 away from the state, an official source said.

Itanagar, Mar 1 (PTI): An inquiry commission will be set up to investigate into the alleged irregularities in Arunachal Pradesh Staff Selection Board examination, Chief Minister Pema Khandu on Sunday said. In a meeting with a group of people fighting for justice and restructuring of the board, Khandu said the commission will look into whether the standard operating procedure was followed for conducting the recruitment examination for the posts of lower divisional clerk (LDC) and junior secretariat assistant (JSA). “If any lapse is found, the officers, responsible for alleged non-compliance of procedures, will be liable for action,” Khandu said. The chief minister said the commission will have terms of reference for conducting the inquiry and will be asked to submit its report within a stipulated time frame. In addition to the ongoing investigation by the SIC team of the state police, the commission will be probing into the alleged scam, an official said. The Special Investiga-

tion Cell has claimed to have cracked the modus operandi of the accused and so far arrested five persons including APSSB undersecretary Kapter Ringu and two data-entry operators of the board. They were arrested after a suspicious optical mark recognition (OMR) sheet of a candidate was widely circulated on social media for which the board came under public criticism. Several candidates, who appeared in the examination, had alleged that Senia Bagang, the examinee whose OMR sheet went viral, had submitted the blank answer sheet, though he was shortlisted for the skill test. Khandu said reports are being sought on a dailybasis on the findings of the SIC team. Since the matter is serious, all political parties unanimously had sought s t r i n ge n t p u n i s h m e n t against the culprits in a recent all-party meeting, he said. The chief minister said that the government’s intention is to clean the system, otherwise, there is no point in occupying the chair.

I tanaga r , M a r 1 (PTI): Arunachal Pradesh Home Minister Bamang Felix on Sunday flagged off the construction works for a part of the Trans Arunachal Highway (TAH), amid controversy over compensation for providing land for the project. With the commencement of the construction works, the Potin-Pangin stretch of the highway is all set to see the light of the day after nearly 12 years of wait, he said. The compensation below Rs 5 lakh will be paid before March 15 this year, the minister said after flagging off the works at Anya gate in Ziro in Lower Subansiri district. “For more than Rs 5 lakh compensation, 55 per cent of the amount will be paid in March while the rest will disbursed on or before August this year,” the home minister said. He directed Lower Subansiri deputy commissioner to submit the details of the compensation amount to be paid to genuine beneficiaries at the earliest, according to a report of the Fact Finding Committee.

GUWAHATI, MAR 1 ( AGENCIES): The Centre’s move to carry out an exercise for delimitation of constituencies in Assam – besides Nagaland, Arunachal Pradesh and Manipur – has met with opposition, reports Indian Express. While the opposition parties in Assam believe the exercise will create “complications” given that the entire process of the National Register of Citizens (NRC) is yet to be completed, some groups questioned the timing of it in the light of Assembly elections due early next year. More than a decade ago, the delimitation exercise was stalled in Assam following opposition by then Congress government and some groups which had insisted on the NRC’s updation first. Robotic surgery unit launched in Ghy hospital

Guwahati, Mar 1 (PTI): With the launch of the first robotic surgery unit at a hospital here on Sunday, patients of the northeast will not have to travel to other parts of the country or abroad for undergoing the advanced procedure, an Assam minister said. The first of its kind in the northeastern region, the robotic surgery unit was launched at a private hospital here. Officially launching the Versius Robot and Robotic Operation Theatre in the hospital, Assam Minister of State for Health Pijush Hazarika said, it will provide high value services to society in terms of medical care. People in the state and the region can remain in the comforts of a known environment without having to go to other parts of the country or abroad, he said. Situation peaceful but tense in riot-hit areas

NEW DELHI, MAR 1 (PTI): A week after deadly communal violence erupted in northeast Delhi, the situation in affected areas was peaceful but tense on Sunday as four more bodies were fished out from drains in Gokalpuri and Shiv Vihar and heavy police deployment continued. In parts of northeast Delhi, people complained of cash crunch as several bank branches and ATMs have remained closed in the aftermath of the riots. The Delhi Police said it has registered 254 FIRs and arrested or detained 903 persons in connection with the violence so far. Forty-one of the cases were registered under the Arms Act. No untoward incident has been reported from the northeast district over the past three days, an official said, adding police are urging residents to not pay attention to rumours and report them to authorities. Three bodies were fished out from two drains in Gokalpuri on Sunday while one body was pulled out out from a drain in Shiv Vihar, police said. However, it is yet to be ascertained if they are linked to the riots and authorities have not updated the death toll figure. I have never faced such a situation in my life. There is grief, mistrust, disbelief. Those who indulged in violence did not belong to the area, they came from outside,” said Mohammad Yunus, 45. Yunus, who owns a garment store in Shiv Vihar, said he was saved by his Hindu neighbours during the violence and they tore the shop’s name-board to protect the business from rioters.

ith the government of India seeking to transform the north east in order to bring about huge economic benefits to the nation, the vital roles played by air, rail and road networks cannot be under stressed. It has been clearly restated many times even by prime minister Narendra Modi that when north east India is transformed then India will also be transformed. The north east is perched on the extrememost part of India and sharing international borders with China, Myanmar and Bangladesh. While there has been much talk and claims that the Modi government is action-oriented and for which it has changed the ‘Look East’ policy of the UPA into ‘Act East’; the taste of the pudding is however in the eating. Of particular interest for rail connectivity is that Nagaland has been given a beggarly attention. For balanced economic growth of the state, rail connectivity between Dimapur, the commercial hub with Naginimora-Tizit and also Amguri-Tuli is crucial. If the railway line is laid between Dimapur-Tizit (257 KMs) and Dimapur-Amguri-Tuli (162 KMs), then it will certainly open up the foothill areas of north-west Nagaland to a great extent. Bamboo, horticulture, minerals, petroleum etc have huge potential for future export and railways will play a very important part. Other states like Assam, Arunachal Pradesh and Manipur have been given important railway projects. Over and above Guwahati-Dibrugarh line the NFR has already completed a parallel line from Guwahati-Jorhat-Sibsagar. Even on this score, it may be noted that Dimapur is still ranked as the second highest revenue earning station for the Northeastern Frontier Railway (NFR). So on this,Nagaland deserves important railway projects as with other states. Of course the Dimapur-Zubza line (82.50 Kms) which has been on the lips of state politicians for a long time, has been given its due importance as a national project with a total project cost of Rs.4600 crore. This project is important also but that does not mean it can play or satisfy the needs and potentials of every region of the state. The project is part of the national policy of interlinking all the state capitals of world with rail and air networks. It may be pointed out that due to wrong priorities among Nagaland’s politicians, the state has not been able to have a clear vision about the ground reality and so it is somewhat doubtful if the economic visions are actually based on real analysis. That the planners seem to suffer from aberration is clear with regard to how they seem to suggest that air and rail links in Dimapur are not matters of urgency. On the other hand politicians of other states whether they belong to any party, share a common denominator called practical vision and not impractical vision. Take for instance, how Manipur today is perched to become the next most important state for trade and commerce with the ASEAN countries. Imphal is set to become a potential rail hub in future through possible project extensions in the following: Jiribam-Tupul-Imphal (National Project); eastward extension: Imphal-Moreh-Mandalay; northward extension: Imphal-Kohima-via Northern Nagaland-Tirap (Arunachal Pradesh); southern extension: line coming from Paletwa (on the Kadalan MultiModal route)-Indo-Myanmar border-Lawngtlai-AizwalChurachandpur-Imphal. These reveal that Imphal is preparing to be a hub for railway connectivity with Myanmar from two sides and connect with Nagaland and Arunachal Pradesh.

Our natural individuality, or our natural self, boldly speaks out and declares its feelings. But the true love within our inner spiritual self can be discovered only by experiencing the hurt of this question of Jesus Christ. Peter loved Jesus in the way any natural man loves a good person. Yet that is nothing but emotional love. It may reach deeply into our natural self, but it never penetrates to the spirit of a person. True love never simply declares itself. Jesus said, “Whoever confesses Me before men [that is, confesses his love by everything he does, not merely by his words], him the Son of Man also will confess before the angels of God” (Luke 12:8). Unless we are experiencing the hurt of facing every deception about ourselves, we have hindered the work of the Word of God in our lives. The Word of God inflicts hurt on us more than sin ever could, because sin dulls our senses. But this question of the Lord intensifies our sensitivities to the point that this hurt produced by Jesus is the most exquisite pain conceivable. It hurts not only on the natural level, but also on the deeper spiritual level. “For the Word of God is living and powerful…, piercing even to the division of soul and spirit…”— to the point that no deception can remain (Hebrews 4:12). When the Lord asks us this question, it is impossible to think and respond properly, because when the Lord speaks directly to us, the pain is too intense. It causes such a tremendous hurt that any part of our life which may be out of line with His will can feel the pain. There is never any mistaking the pain of the Lord’s Word by His children, but the moment that pain is felt is the very moment at which God reveals His truth to us.

The head of the most powerful nation is obliged to come to his friend, Modi, helping him swell political support at his home. This is a reversal of what Indian leaders used to do till some time back by showcasing their gains in a foreign country. Trump has changed that dynamics. He has shown to his countr ymen that India matters for changing the course of the US (world!) economy. The $ 3 billion arms deal with India is a large sum to help the US economy, sagging because of the trade war and other domestic issues. Trump made the right noises for his home audience. Trade remains crucial for him. He harped on his pet peeves like India’s high tariffs, Harley Davidson and others that help his farmer and industry

friends. Does it not affect India? Possibly, not. Such deals have many unsaid part. The political dispensation understands that reelection of a friend has its import. Post-poll many negotiations are possible to have the benefits. That’s a diplomatic risk for creating the right balance between protection and global engagement. This is precursor to foreign investment. The US concern for striking the defence deal has its ramifications in its engagement in the Indian subcontinent as also its eagerness to reduce its involvements in Afghanistan. He has carefully improved his relationship with Pakistan and said so at his Motera stadium rally in Ahmedabad. Trump did not mind calling his ties with Pakistan “a very good one”. The US has also struck a deal with Taliban, its own creation over 30 years back. It may usher in a new kind of diplomacy and ties in the region. Trump goes satisfied with the copter deal. India is happy with the highly agile sophisticated choppers that apparently give it

supremacy over its neighbours. However, India cannot be a mere buyer. It needs transfer of technology and co-production facilitation so that it can be a hub for Asia and Africa. It needs defence technology and trade capabilities to suit the country’s strategic convergences. It is having relationships with other powers and need to strengthen those alliances for a congenial atmosphere in the subcontinent. On terrorism his assertion “working on a positive way with Pakistan” may be a way to read that Shivaji the US is pressurizing Pakistan to smoothen its gradual exit from Afghanistan as it is causing a heavy drain on its resources. A void is emerging and India has to be circumspect and gird up to counter any design of its western neighbours. It also has to make up with the Democrats, who control the House, so that the benefit that has been edged out of Trump is not seen as partisan. Balancing the relationship with other political entities in the US is an equal need to ensure that it is accepted as an

American deal. That is how the US industry would perceive. In diplomacy, different formations have to be on board so that whosoever sees apeears beneficial to it. Leaders matter in international matters but a country has to move pragmatically. Tr ump has sought lifting of caps on foreign investment and for making rules moe “transparent” and lowering tariffs to get market access in India. No future US leader could budge from it. That is the challenge Indian leadership would Sarkar have. Even the r uling BJP has to take care of its own in-house allies like the Swadeshi Jagaran Manch(SJM). Under the SJM pressure, the NDA gover nment withdrew from the RCEP causing some unhappiness among ASEAN countries. India has its concern too. Its economy is at a plateau and even Moody’s predict that the growth in 2020-21 would be “shallow” and “slower” around 5.4 percent. This is less than the budgetary projection. There are noises also

about high repatriation of profits abroad. It is not easy for NDA government to open up to Trump’s demands. It could be understood as Trump’s election rhetoric but the successive US rulers of any colour would harp on it. Trump is looking at the 4 million Indian American constituency as well as wants to show that he has won jobs back home. That would be pressure on any US leader after the November election. India has problem. It is aiming at creating a $ 5 trillion economy. It is not easy. Inflation is inching at a higher level and growth is not matching it. It is pressurizing rupee against dollar. If it yields more benefits to the US economy, it can help the US increase its imports but put severe pressure on Indian economy. The demanded freer entry of US farm goods and other products may hit India’s own critical domestic production. Its negative impact will be on rupee and many other aspects. If the US inflation increases, may be up to 7.5 percent, as World Bank former chief

economist Kaushik Basu says, then only or if India achieves a growth of 10.5 percent it can sprint to its goal. Both are unlikely. So what Trump says a defining partnership of the 21st century extends beyond defence to oil and natural gas. It gives India energy security and adds $ 10 billion to US economy. More deals from the US are guaranteed as the US wants to create alternative to its ties with China. Trump emphasized how large a volume of trade he has with India. For Modi, who is trying to liberate Indian economy from its Nehruvian shadow of protectionism, it is a challenge to make it as large as the largest world economy – the US. India has to chart out strategically conceding a little at times but trying to grab the major chunk. Diplomacy has become more subtle, competitive and noisy and nosy. India has done well in the last five years. Modi liberates the economy and can lead it in world trade. Whatever Trump has added a new facet and India can steal the show in the coming years if it can live up to competition.

Hindu revivalism, BJP-RSS and the future of the Indian State system

I

t is becoming apparent by the day that the present political dispensation in Delhi, commanding an absolute majority, has its plan to transform the secular fabric of India into a quasi-theocratic-military state. In all this, the RSS is undoubtedly the motivation and force behind the Modi Government’s measured steps towards a Hindu Rashtra Introduction The Government of India and more critically the nationstate, its political system and the principles on which the (Indian) Republic was founded, most notably its Constitution, are now facing a deep crisis of credibility and trustworthiness. The resilience and character of India defined and expressed through its unity in diversity is under severe test. The countrywide protests (and counterprotests against these protests), since the contentious Citizenship Amendment Act (CAA) was passed in Parliament, have deeply divided the nation. The challenge to the idea of India however goes far beyond the CAA. It can be traced to the political thought of Hindu revivalism, influenced by the likes of VD Savarkar, who is credited for formulating the Hindutva philosophy, the nucleus of the RSS-BJP’s political vision for India. Savarkar believed in the great spiritual teachings of ancient India. This is the bedrock of a resurgent Hindu Rashtra and subsequently the brand of religious nationalism that the Rashtriya Swayamsevak Sangh (RSS) and the Hindu Right is trying to inculcate and project. Many will be surprised to know that the RSS initially did not recognise the Constitution of India or the National Flag. The RSS strongly criticised the Indian Constitution because it made no mention of “Manu’s laws” – from the ancient Hindu text Manusmriti. Similarly the RSS wanted its saffron flag and not the tricolour to be adopted as the National flag of India. The idea of nationalism propagated by these forces, which is a mixture of religion and politics, is therefore characterized by a belief that the political and economic policies of the country should conform to Hindu philosophy and its value system should adhere to Hindu scriptures. The BJP and the Narendra Modi government is the vehicle for carrying out this vision. Unraveling the Inside Story of a Hindu Rashtra So beneath the popularity and mass appeal of Modi and his development mantra being projected by the BJP and its

media managers, there is also the inside story that has gone largely unreported. Most mainstream media has not gone into the depth of current events. One need not look further than the vision and mission of the RSS to unravel the nuance of current politics, including the highly contentious Citizenship Amendment Act. The founder of the RSS, Dr. Keshav Baliram Hedgewar is quoted extensively on how “Hindus should be organized as a powerful nation” in order to guarantee and protect its freedom after the British leave. During World War II, RSS leaders openly admired Adolf Hitler and Benito Mussolini. Madhav Sadashiv Golwalkar, the second Sarsanghchalak (or ‘Chief ’) of the RSS took inspiration from Adolf Hitler’s ideology of racial purity. (It is also true that the Hindu Right has expressed their admiration for Israel and Jewish culture). Savarkar too advocated for the cultural and organic solidarity of the Hindu nation. He expounded that Hindus are a nation bound by a common culture, a common history, a common language, a common country (Bharat Varsha) and a common religion. The strong resolve of the BJP to carry out the CAA at all cost, which is expected to benefit mostly Hindus, can be attributed to its core Hindutva philosophy of territorial bond (belongingness) or rashtra i.e. a feeling of attachment to the geographical region; racial or blood bond and culture or sanskriti. The vision and mission of the RSS concludes by stating that “Sanghs alone have been the voice of genuine patriotic concern amidst the cacophonous, politically inspired shibboleths of undefined secularism, etc”. Now therefore, nationalism is no longer about one’s country i.e India but it is more and more seeking allegiance to a particular political and cultural ideology, the Hindu Rashtra, a very disturbing phenomenon if it holds out. This is an anti-thesis of the constitution and the ideals it stands for. Modi Government and the Influence of the Hindu Right The political trajectory of the new India emerging in the last five years (and counting) under the subtle influence of the Hindu Right is not a fiction anymore. A few instances are cited here to substantiate this point. It cannot be a coincidence that in today’s India, people belonging to the minority groups are made to chant Hindu cultural expressions like ‘Bharat Mata Ki Jai’, ‘Jai Sri Ram’ and ‘Jai Hanuman’. Official programmes and policies of the Govt of India are

being promoted through similar Hindi or Hindu expressions. The naming of the Jal Shakti (previously Water Resource) Ministry or appropriating Hindi lexicon for official programmes like ‘Jal Shakti Abhiyan’, ‘Jan Andolan’, ‘Central Prabhari officers’ etc, are a few examples. India’s Defence Ministry is now addressed in official circle as Raksha Mantri while the National Education Commission is dubbed as Rashtriya Shiksha Aayog. The other facet of the Modi regime that has clearly stood out has been the politicization of the security establishment and militarization of the civilian government, quite alien to India’s parliamentary democracy. The first is most evident in the rise of Ajit Doval, the National Security Advisor (NSA) to the Prime Minister, who is now the country’s security boss, a status that has a cabinet rank. The real problem with the NSA is not the power he enjoys but his open endorsement of the regime. Delivering the Sardar Patel Memorial Lecture in New Delhi, October 25, 2018, just on the eve of the general elections, Doval said that the ‘national will has been aroused in the past four years’ (referring to the Modi regime). Commentators were quick to point out that Doval’s doctrine of ‘national will’ aligns with RSS-BJP politics. Likewise, the RSS is also known to be a paramilitary organisation and in the past had its own military department. Prime Minister Modi recently appointed the country’s first Chief of Defence (CDS) who will head the new Department of Military Affairs, something uncommon to India. The real worry is that the military meddling in civilian affairs is a trait familiar to theocratic states like Pakistan and not India. Northeast India and the political counter-narrative of the RSS As far as the Northeast goes it is evident that the RSS has a political counter-narrative to what is happening in the sensitive region, especially its grand design for Assam and the Naga Hills. The usual hardline position taken by the intelligence and security agencies in India, especially when it comes to dealing with Northeast India, is in consonance with the equally hawkish stand of the RSS. Assam and Nagaland have been specifically identified by the Hindu Right. The concern of the RSS is that Assam will be turned into a Muslim majority province while it alleges that efforts to proselytize by Christian missions continue unabated. The RSS goes to the extent of pinpointing that “armed revolt has been

engineered (e.g., in Nagaland) to carve out independent Christian provinces”. Not surprisingly, the NSCN (IM), which has signed a Framework Agreement with the Government of India under Prime Minister Modi, came out with the disclosure last year about how the RSS was trying to “imagine a Hindu nation state” and that the outcome of a possible “Naga homeland” was seen as “threatening the RSS Hindu dream”. The suspicions towards “Christian provinces” by the RSS and the thought of further expansion beyond present Nagaland is perhaps a reason for the hardline stand of the Modi government on Naga integration, including a separate flag and constitution. Further the RSS has a keen interest to assimilate the tribes of the region to its fold with the argument that the latter’s culture and indigeneity must be protected from western (mostly Christian) influence. Mention may be made that on January 21, 2018 about 35,000 swayamsevaks (volunteers) from across the North East converged in Guwahati, Assam for a rally called by the RSS. Heads of village bodies, 20 titular tribal kings — from the Karbi, Naga, Khasi, Hajong, Tiwa, Garo, Jayantiya, Mising and Hajong communities — and more than 10 chiefs of different Satras of Assam were among the dignitaries attending the rally.

Democracy and Dictatorship: Revisiting the Emergency Years To its credit, the BJP-RSS have well understood the adage that politics is the art of the possible. And those who support the BJP government on the CAA or other contentious issues like abrogation of Article 370 may well argue that the saffron party, running a duly elected government, was only fulfilling its election promise as spelled out in its manifesto. Prime Minister Modi will know well that it is politics again that can teach a lesson to those in power. A reminder of the infamous period in the 1970s when Congress Prime Minister Indira Gandhi, equally arrogant and authoritarian, declared emergency that led to civil liberties being curbed and country wide protests that followed. The current situation, post the abrogation of Article 370 and the CAA by the Modi government is turning out to be equally controversial and dangerous for our constitution, democracy and federalism. All refugees to get citizenship under CAA: Shah

KOLKATA, MAR 1 (PTI): Union Home Minister Amit Shah asserted on Sunday that the Centre would not stop until all refugees in the country are granted citizenship under the amended Citizenship Act and accused the opposition, including the Trinamool Congress, of misguiding refugees and minorities over the new law. Not a single person will lose citizenship because of the Citizenship (Amendment) Act (CAA), he said. Addressing his first public rally in Kolkata after the 2019 general elections, Shah said, “The opposition is terrorising the minorities. I assure every person from the minority community that the CAA only provides citizenship, does not take it away. It won’t affect your citizenship.” “The opposition parties are spreading canards that refugees will have to show papers but this is absolutely false. You don’t have to show any paper. We will not stop until all refugees are granted citizenship,” Shah told the public. The Union minister accused West Bengal Chief Minister and Trinamool

Amit Shah Congress supremo Mamata Banerjee of “fuelling riots” during anti-Citizenship (Amendment) Act protests last year when trains and railway stations were burnt, and challenged her to stop the implementation of the CAA. His comments came against the backdrop of the communal violence in northeast Delhi which was sparked by protests over the amended citizenship law and has left 42 dead and over 200 injured. He said Prime Minister Narendra Modi brought CAA to give citizenship to the refugees, but Mamata Banerjee’s TMC and other opposition parties were opposing it. With the crucial 2021 state elections in mind,

Shah also accused Banerjee of opposing citizenship to Dalits, while referring to the backward Matua community, which with a population of around 30 lakh is a deciding factor in around 40 Assembly seats. The Matua sect is a backward community of refugees who migrated to West Bengal during 1950s from erstwhile East Pakistan due to religious persecution. “I want to ask her (Mamata Banerjee), what harm did Dalits do to you? Why are you protesting when we want to give them citizenship? While protesting and opposing the CAA, you’re also opposing the social reforms of (Matua sect founders) Harichand Thakur and Guruchand Thakur,” Shah said. Listing out the priorities of the Narendra Modi government, Shah said that in its second term, the dispensation is focusing on of national security along with welfare policies. “Our government has removed Article 370 from Kashmir and fulfilled the dream of Syama Prasad Mookerjee... Within a few months, a grand Ram tem-

ple will come up in Ayodhya, for which we have been waiting for 500 years,” he said. Targeting the Trinamool Congress government in the state, Shah expressed anguish over the “worsening” law-and-order situation in the state and exuded confidence that the BJP will come to power in West Bengal in 2021 with a two-third majority. One the BJP is voted to power, a son of the soil would become the chief minister and end dynastic politics, he said. At the rally, Shah virtually set in motion the BJP’s campaign for the upcoming civic body elections and also launched the party’s ‘Aar Noi Annay’ (no more injustice) campaign for the next year’s assembly elections. “With this ‘Aar Noi Annay’ slogan, we will change the government in the state and usher in Sonar Bangla (golden Bengal). If you give five years to Narendra Modi, we will turn Bengal into Sonar Bangla,” he said. He accused the TMC government of not allowing “central welfare policies to be implemented in the state” and misusing central funds.

Shah also alleged that West Bengal’s debt has nearly doubled despite a substantial increase in central funds under Prime Minister Narendra Modi. “There is a debt of Rs 3.75 lakh crore on Bengal. The communist government left at Rs 1.92 lakh crore, and Mamata Didi made it even bigger. The central funds has become fodder to corruption in the Mamata Banerjee government,” Shah said. Hitting out at the state government over the “worsening” law-and-order situation, he said once the BJP is voted to power neither criminals and nor those who have looted public money will be spared. The TMC leadership was quick to return the fire, asking Shah to apologise for “failing” to save innocent lives during the Delhi violence. “Rather than coming and preaching in Bengal, Amit Shah you should have explained and apologised for failing to save more than 50 innocent lives in Delhi Violence right under your nose,” TMC leader and the chief minister’s nephew Abhishek Banerjee said in a tweet.

Over 160 rape cases reported on railway, on board trains from 2017-2019: RTI NEW DELHI, MAR 1 (PTI): Over 160 rape cases have been reported on railway premises and on board running trains between 2017 and 2019, an RTI query has found. While the number of rapes have gone down from 51 in 2017 to 44 in 2019, there was a spike in 2018 when the number of such cases rose to 70. According to the reply to the query filed by Neemuch-based activist Chandra Shekhar Gaur, there have been 136 rapes on railway premises and 29 on running trains during 20172019, totalling 165. Of the 44 rapes reported last year, 36 were committed on railway premises and eight on trains. Of the 70 rapes reported in 2018, 59 were reported on railway premises and 11 on trains. Of the 51 rapes reported in 2017, 41 were on railway premises and 10 on running trains. There have been 1,672 cases of crimes against women other than rapes —

802 on railway premises and 870 on trains. There were 771 cases of kidnapping and abduction in these three years, 4,718 cases of robbery, 213 cases of attempt to murder and 542 murders on railway premises and on board trains. Policing on railways is a state subject, prevention of crime, registration of cases, their investigation and maintenance of law and order on railway premises as well as on running trains are the responsibility of state governments, which they discharge through Government Railway Police (GRP)/District Police. However, the railways has taken a slew of measures to ensure security of women. In a reply to a question on security of women in railways, the ministry had informed Rajya Sabha last month that on vulnerable and identified routes or sections, 2,200 trains on an average are escorted by the Railway Protection Force daily in addition to 2,200 trains escorted by GRP of

different states daily. Security helpline 182 is made operational (24X7) over Indian Railways for security-related assistance to passengers in distress. Drives are conducted against entry of male passengers into compartments reserved for women passengers and persons apprehended are prosecuted under section 162 of The Railways Act, 1989. During 2018 and 2019, a total of 1,39,422 and 1,14,170 male passengers respectively have been prosecuted for unauthorised entry or travel in compartments reserved for women passengers. Ladies Special trains running in metropolitan cities are being escorted by lady RPF personnel. Fixed CCTV cameras have been provided in 2019 coaches (up to November 2019) and 511 railway stations (up to December 2019) for enhancing security of passengers. These measures seem to have borne fruit with a dip in crimes across railways.

which keeps attacking him over his alliance with the BJP, by recalling the Bhagalpur riots of 1989 that had claimed over 1,000 lives. “It is well known who was in power when the riots took place and how justice eluded the victims for 15 years thereafter. We brought the guilty to book and justice was ensured to the victims. I am more concerned about working for the minorities than getting their votes,” said Kumar as

he highlighted the various schemes being run by his government for minority communities. The chief minister, who spoke for close to an hour and a half, also dwelt at length on his government’s accomplishments with regard to improving law and order, and bringing in all round development. New Delhi, Mar 1 (PTI): The government has decided to pump Rs 200 crore into IFCI, the country’s oldest term lending institution, through the preferential allotment route next fiscal to shore up its capital and enhance operations, sources said. Government of India holding in the non-banking finance company, which stood at 56.42 per cent at the end of December 2019, would increase after the capital infusion. “The (Rs 200 crore) provision is for equity support to Industrial Finance Corporation of India (IFCI) keeping in view the business programme and capital requirement,” as per the Budget documents presented in Parliament last month. DIMAPUR, MAR 1 (NPN): Dimapur Naga Students’ Union (DNSU) members, assisted by Dimapur police, carried out raids at two location-- below fly over and Durga mandir, on Saturday night and seized 641 IMFL and 5346 bottles of different brands respectively. DNSU media cell said that the raid was carried out following complaints from individuals on illegal sale of liquor. Accordingly, an FIR were lodged at East PS and a suo-moto FIR at SubUrban PS. DNSU expressed shock that despite repeated warning by Excise and police department, there have been rampant sale of liquor. New Delhi, Mar 1 (IANS): The gross Goods and Services Tax (GST) revenue collection in the month of February stayed above the Rs 1 lakh crore mark for the fourth consecutive month, at Rs 1.05 lakh crore. GST collection last month was 8.35 per cent higher than Rs 97,247 crore reported during the same period last year. Out of the total collection of Rs 1.05 lakh crore, CGST was Rs 20,569 crore and SGST was Rs 27,348 crore, an official statement said. IGST collection stood at Rs 48,503 crore, including Rs 20,745 crore collected on imports and cess collected was Rs 8,947 crore, including Rs 1,040 crore collected on imports. The total number of GSTR 3B Returns filed for the month of January up to February 29 is 83 lakh. “The GST revenues during the month of February, 2020 from domestic transactions has shown a growth of 12 per cent over the revenue during the month of February, 2019,” said a Finance Ministry statement. Taking into account the GST collected from import of goods, the total revenue during this February has increased by 8 per cent in comparison to the revenue during February last year. “During this month, the GST on import of goods has shown a negative growth of (-) 2 per cent as compared to February, 2019.” The government settled Rs 22,586 crore to CGST and Rs 16,553 crore to SGST from IGST as regular settlement.

PUNE, MAR 1 (PTI): Telcos are citing free voice calls to duck action on poor quality of service, but that will not pass regulatory muster, Trai Chairman R S Sharma said on Sunday, assuring users that the issue of call drops remains on its agenda. The Telecom Regulatory Authority of India (Trai) head said the watchdog’s earlier provision for a penalty on telcom firms for call drops was successfully challenged in the Supreme Court, but the regulator will continue to work for improving the quality of service. “Most of the telcos are offering voice free, their argument is that if something is free, how much can you (Trai) punish me because I am not getting anything for that, which may not be correct because they are essentially cross-subsidising,” Sharma said at the Asia Economic Dialogue here. Christchurch, Mar 1 (PTI): India’s top-order frittered away a golden chance with another shoddy batting show as New Zealand regained complete control of the second Test after Mohammed Shami and Jasprit Bumrah’s hostile fast-bowling spell had

given the visitors a slender first-innings lead here on Sunday. Shami (4/81 in 23.1 overs) and Bumrah (3/62 in 22 overs) were brilliant in their execution, dismissing New Zealand for 235 in 73.1 overs as they showed why they are one of deadliest fast

bowling pair in Test match cricket. However, India’s toporder failed miserably once again as New Zealand bounced back, reducing India to 90 for six in their second innings at stumps on day two as a third day finish is on the cards.

India is now effectively 97 runs ahead with only four wickets in hand and it will take a herculean effort to avert another series whitewash after the ODIs. Trent Boult (3/12 in 9 overs) got Mayank Agarwal (3) and Cheteshwar Pujara (24) with conventional inswingers that tails into right-handers. Imphal, Mar 1 (IANS): Mohun Bagan inched closer towards winning their second I-League title with a convincing 3-1 victory over Manipur’s Tiddim Road Athletic Union (TRAU) FC at Imphal’s Khuman Lampak Stadium on Sunday. Spaniard Fran Gonzalez scored his 10th goal of the season, converting a penalty successfully, to go on top of the scoring charts, while compatriot Joseba Beitia and Senegalese striker Papa Babacar Diawara also found the net for the Mariners. All four goals in the match came in the first half with Nigerian Joel Sunday getting one back for the home side. This was Bagan’s seventh win on the trot and extends their unbeaten run to 12 games. It also takes them to 35 points after 14 games, helping to open up a healthy 13-point advantage over second-placed Punjab FC. Bengaluru, Mar 1 (IANS): Ten-man Bengaluru FC registered a narrow 1-0 goal win against ATK in the first leg of their Hero Indian Super League semi-final clash at the Sree Kanteerava Stadium here on Sunday. D e s h o r n B r ow n’s opportunistic strike (31’) proved to be the difference in what was a closelyfought first leg battle. Edu Garcia kicked off an even contest with a shot from outside the box that went wide in the second minute. Bengaluru soon made their presence felt when Dimas Delgado whipped a dangerous ball into the box. Rahul Bheke rose the highest inside the box but his header flew inches over the crossbar. ATK’s dangerous duo, Roy Krishna and David Williams, combined well to put the ball into the net in the 17th minute. Krishna found his teammate with a well-timed lob in behind the Blues defence. The Indian winger tried to beat his marker from the left flank, but Suresh Wangjam put in a good block to clear the danger and stop the ATK winger’s charge. ATK struggled to make use of the ball in the final stages of the game and allowed Bengaluru to hit them on the counter. Arindam made amends for his earlier fumble with a brilliant save to deny Kevaughn Frater’s leftfooted effort from the edge of the box. Bengaluru suffered a late blow when Nishu Kumar was sent off for a tug on Krishna. The Fijian striker was brought down outside the box by the full-back and the latter’s lastman challenge was punished by the referee. ATK, however, were unable to force an equaliser and now have to come from behind in the reverse leg in Kolkata next Sunday.
