Shürho presents `1437.84 cr deficit budget Govt to focus on poor, health: CM he called for departments to focus more on effective implementation of CSS and compete for central funds with each other instead of squabbling for funds from the small state flexible fund. Dr. Shürhozelie expressed concern over the fact that during 2016-17 out of CSS fund of around Rs.3344 crore indicated to the state by the centre, the state was able to access barely 50% and rooted for improvement in performance to avail central funds earmarked for the state. He also informed that from March 31,2017 the central government has decided to transfer subsidies and welfare schemes directly to beneficiaries through the Direct Benefits Transfer route and all existing payments will stop. Dr. Shürhozelie also informed that under the new initiatives undertaken by the state agriculture department Nagaland will be receiving a total of Rs.237.83 crore from International Fund for Agriculture Development (IFAD) spread over a six-year period and covering eight of the 11 districts. Those excluded include
–Dimapur; while Tuensang and Peren which are also excluded are already covered under the World Bank aided ‘North East Rural Livelihoods Programme (NERLP)’. The project will cover 1.3lakh rural households and focus mainly on improving jhum areas. Under Forestry sector external aid from Japan International Cooperation Agency(JICA) will aim to improve forest eco-system and promote awareness on rural income generation by providing livelihood covering 79,000 Hectares at an estimated cost of Rs.533 crore implementable over a ten-year period. Other projects mentioned included augmentation of water supply to Kohima to be inaugurated by April 2017 and also the four-lane road construction from Dimapur to Kohima along NH 29. tor ie, education, health, water supply, followed by rural development 19%, agri and allied sector 13 %. He said inspite of Nagaland being a resource crunched state he endeavoured to reduce the budget deficit during the coming year. On the backdoor appointments, the chief minister replied that in the past there could have been excess appointment and government has decided to be more careful. He added that appointment of more in some sector was unavoidable. To queries on the June 6, 2016 memorandum Dr. Shürhozelie said prior to that there was clear standing order that those appointed on contract or adhoc should go for suitability test for regularization. He reiterated that it was justified since regularization of services after conducting suitability test was not backdoor appointment as per a standing order. He however clarified that the cabinet on June 6, 2016 has decided that those appointed on emergency or contingency basis have no right to claim for regularization of their service on completion of three years. He also informed that
government will check on the 2010 office memorandum where it has exempted police department from seeking state government approval for appointments. To queries on the increasing deficit, finance commissioner Temjen Toy said during the course of the year, there was number of difficulties and the revenue receipts has gone down, there was a reduction of borrowing ceiling by as much as Rs. 141 crore this was because of the revision of GDSP by central government which was beyond the control of the state. He justified that more unavoidable expenditure occurs thereby with all these the deficit has gone up. On improvement on the state financing system Toy said the entire scheme of financing has changed though the fact was that 14th FC has been friendly in giving much increased revenue deficit grant yet he said it was not enough and state was not in good position. FC also replied that state has received Rs. 3451 crores revenue deficit grant during 2016-17 while for 2017-18 it was increased to Rs. 3700 crores.

KO H I M A , M A R 2 8 (NPN): Nagaland chief minister Dr. Shürhozelie Liezietsü, who holds the crucial finance portfolio, presented his maiden budget on Tuesday which showed a closing negative balance of Rs.1437.84 crore despite the current year’s (2016-17) transaction resulted in positive balance of Rs.220.04 crore. (See table) In his speech the chief minister lamented that the recommendations of the 14th FC effective from 201516 under NITI Aayog had left special category states like Nagaland without enough funds for development although NITI Aayog held the view that with 10% increase in funds , states will have enough money to undertake their own development programmes. He said in the past a substantial portion of state budget came under ‘Plan’ head which included Normal Plan Assistance , Special Plan Assistance (SPA) and Additional Central Assistance(ACA) which used to be available under the erstwhile and disbanded

The decision was taken at the meeting of JCC on March 27, 2017. NPCC attacks NPF on backdoor appointments DIMAPUR, MAR 28 (NPN): NPCC has attacked NPF Press & Media Bureau for “staunchly” defending backdoor appointments, when the NPF-BJP government itself has been plagued with “contagious bacteria of backdoor appointments”. In a press statement, NPCC media cell asserted that not only ACAUT but all citizens have the right to demand justice and equal opportunity as enshrined in the constitution. Therefore, NPCC said that there was no question of whether the appointments was given to local or non-local, qualified or nonqualified and deserving or non deserving youths. But, since the government cannot control the biasness and partisan action and has violated the provisions of constitution, rules and regulation, and its affirmation before God and
people to do right, they have no moral authority to rule. Congress also cautioned the people not to expect justice from NPF-BJP rule as they have totally lost control and became rudderless. Rather, NPCC alleged that they would continue to defend corruption and backdoor appointments since it was their lifeline for survival. NPCC also claimed that despite bringing any progress in the state, the NPF during its 14 years in power, has only managed to “become the spring board for Hindutva forces in Nagaland”. NPCC further assured to cleanse the present system of backdoor appointments if given the opportunity and also vowed to provide equal opportunity to lakhs of educated unemployed youth through open advertisement and recruitment with provisions for backward reservations.

According to PRO Raj Bhavan, the governor while dwelling on the education system in the state said that education was on the top of his priority list. Acharya also informed that his wife, Kavita Acharya, MA Bed, has adopted Officers Hill

Assam, Meghalaya CMs to discuss boundary dispute
Correspondent
Shillong, Mar 28: Meghalaya Chief Minister Mukul Sangma will meet his Assam counterpart Sarbananda Sonowal to discuss on the inter-state boundary dispute, an official said on Tuesday. This will be the first meeting for Sonowal with his Meghalaya counterpart after he was sworn in as Assam Chief Minister on May last year. “The Chief Minister of both States has agreed to meet on April 3 in Guwahati to discuss vexed interstate boundary between Assam and Meghalaya,” a Meghalaya official said on condition of anonymity. In the proposed meeting, Sangma will be accompanied by his deputy Roytre Christopher Laloo, Home Minister Horju Donkupar Roy Lyngdoh, Law Minister Roshan Warjri, Border Area Development Minister Prestone Tynsong, Sangma’s Chief Advisor D.D.Lapang besides senior government officials. Sangma had last held discussion with his
Assam counterpart Tarun Gogoi on the land dispute was on June 5, 2010. “We are hopeful that a solution to this long pending dispute will resolve amicably through dialogue process,” the official said. In the past, Meghalaya had submitted documents and maps related to its claim on the 12 sectors/areas of differences on the interstate border during yesterday’s meeting. “The total area of the 12 sectors will come to around 2,700 square km,” he said. The 12 disputed sectors include Upper Tarabari, Gizang Reserve Forest, Hahim, Langpih, Borduar, Boklapara, Non-gwah-Matamur, Khanapara-Pillangkata, Deshdemoreah, Block I and Block II, Khanduli-Psiar and Ratacherra. “We have submitted detailed documents and maps, created after a long study, in accordance with our claim on these areas, along with legal and constitutional back-up,” the official said. In fact, Sonowal had exuded confidence to re-
solve its decades-old border dispute with Meghalaya, Nagaland and Mizoram through consultations and mutual acceptance. “The North-eastern region is a family. It (border dispute) is a family issue. We will resolve it through consultations and mutual acceptance as a family,” Sonowal had told this Correspondent. Assam has boundary disputes not only with Nagaland, but with other neighbouring states of Meghalaya, Mizoram and Arunachal Pradesh stretching over decades. The boundary row between Assam, Nagaland and Arunachal Pradesh is still pending in the Supreme Court. The four-decade old boundary dispute between Meghalaya and Assam has witnessed a spate of unrests in recent past. The Meghalaya assembly had adopted a resolution urging the union government to constitute a commission to re-examine and redefine the inter-state boundary between Meghalaya and Assam.

The Tibetan spiritual leader will deliver a public talk here on April 1 and pay tributes to Brahmaputra river next day at the Namami Brahmaputra river festival before leaving for Dibrugarh to deliver another talk at Dibrugarh University on April 3. “As a Tibetan politician, not being a stranger to Assam and her history, I would urge you to acknowledge that Assam is an occupied land and her freedom should resonate with your Holiness. In 1959, you came down through one of the many tracks that have existed from the connectivity between ancient Tibet and Assam,” the Ulfa leader stated in an email to TOI. He pointed out to the Dalai Lama that his plan to visit Twang “despite China objecting to your visit” is “unwise” and “is a great concern to us” and added that should a war break out between China and India, Tibet and Assam stand to
suffer heavily. “Hence, if I may suggest, if your Holiness indeed decides to come to Assam, it is possible to turn it to an opportunity of an ambassador of peace and something meaningful to your legacy. However, the caveat we would like you to honour upon making the trip that nothing against China will be uttered by you in private or public; because China has always been a friendly neighbour of ours and the relationship between China and Assam is truly very deep in linguistic and cultural heritage of the two nations. We won’t tolerate India’s view to be propagated from Assam’s soil,” the Ulfa leader stated.

SC reserves verdict on pleas seeking appointment of Lokpal
A view of the Supreme Court of India in New Delhi. (File photo)
Bhushan, appearing for NGO Common Cause, said that even though the Lokpal Bill was passed by the Parliament in 2013 and came into effect in 2014, the Lokpal is not being appointed by the government deliberately. He said that the Lokpal Act mandates that the Lokpal should be appointed expeditiously. On December 7, 2016, the Supreme Court had asked the Centre to place before it a copy of the report of a parliamentary standing committee suggesting amendments to the Lokpal law, and sought to know about the changes required to make the anti-graft ombudsman functional. The apex court on November 23, 2016, pulled up the Centre over the delay in appointment of Lokpal saying it should not allow the law to become a “dead
letter.” The apex court had said that the Lokpal law that came into being after a nationwide stir led by Anna Hazare cannot be made redundant just because the legislation was not amended to bring in the leader of the largest Opposition party in the selection panel. Referring to the key pre-requisite that the Leader of Opposition has to be there in the Lokpal selection panel, the apex court had said that the LoP is “dispensable” and things can proceed without the LoP who can be replaced by the leader of the largest Opposition party in the committee. The apex court had also expressed disappointment when the Centre said the amendment to replace the LoP with the leader of the largest Opposition party

in the proposed selection committee of Lokpal is pending with the Parliament and asking it to clear would amount to “judicial legislation.” In the Lok Sabha, the largest Opposition party Congress has only 45 members and lacks the requisite 10% of total 545 seats, giving rise to the requirement to amend the present Lokpal Act. The law provides the selection of chairperson and members of Lokpal shall be through a selection panel consisting of the Prime Minister, Lok Sabha Speaker, LoP in Lok Sabha, Chief Justice of India or a sitting Supreme Court judge nominated by the CJI, an eminent jurist to be nominated by President of India on the basis of recommendations of first four members of selection committee. On May 9, the apex court had sought to know from the Centre what steps had been taken for the appointment of Lokpal as per the amended rules. The Bench was hearing a matter filed by NGO Common Cause which sought a direction to the Centre to make the appointment of chairperson and members of Lokpal as per the amended rules framed under Lokpal and Lokayuktas Act, 2013.
Mehbooba Mufti
SRINAGAR, MAR 28 (PTI): Jammu and Kashmir Chief Minister Mehbooba Mufti today asked local militants, who want to return to the mainstream, to give up their arms as nothing can be achieved through violence. “Today an encounter is going on at Chadoora... We made efforts to tell the lad to lay his arms and come back (to the mainstream). Violence will not yield anything,” she said addressing an election rally in south Kashmir. Mehbooba said violence has only led to death and destruction in Jammu and Kashmir over the years. “The graveyards are getting filled up and the cremation grounds too. Violence has only led to death, be it militants, policemen or armymen. Violence is not a solution to any issue... only peace and dialogue can lead to a solution,” she added.

They waived off loans when they came to power in other states,” Aiyar said, adding that he hopes the issues will get resolved in a few days. M e a n w h i l e, L o k Sabha Deputy Speaker M Thambidurai met Prime Minister Narendra Modi and submitted a letter of TN Chief Minister Edappadi K Palaniswami requesting the Centre to fulfill the farmers demand.

NEW DELHI MAR 28: The Supreme Court on Tuesday reserved its verdict on a batch of pleas seeking the appointment of Lokpal in the country. A Bench headed by Justice Ranjan Gogoi said, “We have heard the arguments of all the parties. Judgment (is) reserved.” During the hearing, Attorney-General Mukul Rohatgi said the Lokpal cannot be appointed in the current scenario as amendments regarding the definition of the Leader of Opposition (LoP) in the Lokpal Act was pending in the Parliament. As per the Lokpal and Lokayuktas Act of 2013, the Leader of Opposition in the Lok Sabha will be part of the Lokpal selection panel. At present, there is no Leader of Opposition in the Lok Sabha. He said that the Congress, the largest Opposition party in the Lok Sabha, lacks requisite number of MPs. Therefore, the Leader of Opposition post was not granted to it. “Unless the proposed amendment making Leader of the Largest Opposition party as Leader of Opposition is passed by Parliament, the Lokpal can’t be appointed,” Rohatgi said. Much discussed bill
A
fter opposing the Bill for many years, Narendra Modi has finally managed to convince the Rajya Sabha to pass the Bill, terming it as ‘one nation one tax’ rule. Like all other bills which were grounded by the BJP in parliament during the UPA regime, the GST bill which was introduced in 2011 but could not be passed, is a key bill that would have to be passed by parliament. The passage given to the GST in the Lok Sabha had also attracted serious concern and resentment from various political parties. While tabling the GST, the finance ministry had made changes to 40 laws without MPs noticing them, barring a few and where no one raised any voice against such unilateralism. There was no debate over the passage of the bill. This only exposed how parliamentary institution under the present dispensation has caved in to the massive brute strength in numbers and in lung power. What was also disappointing was that the Speaker allowed the clubbing together of the 40 of non-money law amendments with the Finance Bill 2017. This was cleverly done at the eleventh hour. The Bill proposes to replace the current Indian tax regime which is multi-tiered. Currently, the Centre imposes excise duty on manufacture of goods, and service tax on provision of services (other than customs duty on imports). The States separately impose Value Added Tax (VAT) on the supply of goods and a portfolio of specific taxes such as entertainment tax, excise duties on alcohol for human consumption and medicinal and toilet preparations (MTP), entry tax and octroi. For mixed supply of services and goods (e.g. construction, restaurants), both service tax and VAT apply on the respective components. This results in a multiplicity of taxes with limited cross credits, conceptual difficulties, differential tax regimes between States and undue litigation. The Government said that the goods and services will become ‘cheaper’ once the Bill becomes a law. After a landslide victory in UP and also winning Manipur, Uttarakhand, retaining Goa though losing Punjab; the BJP is on the upswing and the Modi government will unveil some major economic policies. By all accounts the GST is surely going to get the government’s nod now that the opposition, especially the Congress does not see any reason to delay the passage as the government refused to include some of its suggestions. Once GST comes into effect, tax rate for 80,000 items will stand revised and effectively brought under 5%, 12%, 18% and 28 % bracket. The rate of excise and Value Added Tax (VAT) will be revised and rates would also differ depending on which bracket a company operates. The tax changes will be a gigantic exercise for the authorities since, for every single item, the comprehensive rate will be given for each of the 29 states. The challenge before the central government is to ensure that the ongoing confusion does not create a situation where categorisation of companies affects the level of production. The notion of ‘one nation, one tax’ will be achieved and the question is whether it will inspire tabling of ‘one nation one uniform code’?
DailyDevotion Isn’t There Some Misunderstanding? “Let us go to Judea again.” The disciples said to Him, “…are You going there again?” —John 11:7-8 Just because I don’t understand what Jesus Christ says, I have no right to determine that He must be mistaken in what He says. That is a dangerous view, and it is never right to think that my obedience to God’s directive will bring dishonor to Jesus. The only thing that will bring dishonor is not obeying Him. To put my view of His honor ahead of what He is plainly guiding me to do is never right, even though it may come from a real desire to prevent Him from being put to an open shame. I know when the instructions have come from God because of their quiet persistence. But when I begin to weigh the prosand cons, and doubt and debate enter into my mind, I am bringing in an element that is not of God. This will only result in my concluding that His instructions to me were not right. Many of us are faithful to our ideas about Jesus Christ, but how many of us are faithful to Jesus Himself? Faithfulness to Jesus means that I must step out even when and where I can’t see anything (see Matthew 14:29). But faithfulness to my own ideas means that I first clear the way mentally. Faith, however, is not intellectual understanding; faith is a deliberate commitment to the Person of Jesus Christ, even when I can’t see the way ahead. Are you debating whether you should take a step of faith in Jesus, or whether you should wait until you can clearly see how to do what He has asked? Simply obey Him with unrestrained joy. When He tells you something and you begin to debate, it is because you have a misunderstanding of what honors Him and what doesn’t. Are you faithful to Jesus, or faithful to your ideas about Him? Are you faithful to what He says, or are you trying to compromise His words with thoughts that never came from Him? “Whatever He says to you, do it” (John 2:5).

Nagas deserve better Strategic connectivity of North east and its tourism potential “Y

orth East always finds a mention on a tourism bucket list. There are wild destinations to witness three sixty degree happiness. But there is transportation bottleneck in the entire north eastern states. We need to find the opportunity to capitalize it. National highways of north east carry strategic interest for this frontier land. Improvements of these roads will bring sea change in their tourism industry. The historic Ledo-Stillwell Road is required to open for South Asia connectivity. Even Mountbatten confused this Ledo road to be a river, while flying over the Hukawng valley during monsoon. The Indian side of the road is still navigable by car, but once in Burma, the road soon disappears. The India-Myanmar-Thailand (IMT) road corridor of the Trans-Asian Highway network will greet commuters very soon. Our PM is very keen to make northeast (Astalakshmi) region to a tourist hub. Beautiful Shillong popularly called ‘the abode of clouds’ is most preferred by visitors as it is easily accessible through incredible road from Guwahati, passing through some of the most magical mountains, breathtaking waterfalls and panoramic landscape. The Kernel of the Cherrapunji plateau comprises the oldest rocks in the State. Despite hanging fire last two decades, the survey of Shillong railway network has now finally completed. Bus services are introduced to connect Calcutta via the capital of Bangladesh. People of Tripura, Meghalaya and Assam, which share extensive boundaries with India’s eastern neighbour, would benefit from this. India and Bangladesh are also keen to strengthen railway connectivity, which were in existence prior to 1965. They are set to sign a coastal shipping agreement to facilitate sailing of small vessels from India to various ports in Bangladesh, which now go through Singapore. India feels improving connectivity with Bangladesh will help linking the North eastern region with Southeast Asia. Railways are coming up Bhalukpung to Tawang, Murkongselek to Pasighat in Arunachal and Silapathar. Very sooner we will have easy access to India’s another mountain pass Tawang, which has recently caught tourists’ attention. It was under Tibetan government even after independence until Indian Army took over in 1951. Also it has significance as a place where the Chinese occupied for a long time, preparing the 1962 war almost unhindered until international pressure brokered a ceasefire. The opening of old Silk Route makes Nathula the centre of attraction for border trade to specific type of goods to promote friendly relationship. Nathula has its significance as our then PM Nehru and Spiritual
I
Dalai Lama crossed through this pass. BRO inspiring line “if you can dream it you can do it” is doing excellent job in maintenance of one of the highest motorable roads. Barak valley of Silchar is now connected with broad gauge. Mizoram capital is to be on railway map by next year. India wants to connect its Railways track with Chittagong port through Sabroom. Even Bangladesh shows interest into the same tourist circuit. Chittagong port will be the NE’s first gateway to the sea since partition. Tripura entered the broad gauge railway map of the country connecting capital via Guwahati. AgartalaAkhoura railway link would be part of transAsian rail connectivity in the future. When we look Dubai, it is very interesting to know that Tourism is an important part of the Dubai government’s strategy to maintain the flow of foreign cash into the emirate. Nevertheless, the country remains principally reliant on its export of petroleum and natural gas. Moving back to India, In Gujarat, people always talk about the ideal destination of a romantic holiday. And I cannot remember an occasion when there was so much excitement and anticipation on the tour of journey to the land of Portuguese. It had been truly a phenomenal tour de Diu. The people of Diu retain their heritage to date and tourism is the only industry of their state. Our own mighty Brahmaputra has its potential to be a mega hub for tourist. More number of bridges will bring ease connectivity to both side of the river. Even neighbouring Gangtok established to be a visitor’s delight. Despite disturbance, hospitality in Kashmir valley is well known. North east needs to develop their own strategy to attract tourist. We are not just states of suffering problems; surely, we have hope and happening around. It has been the meeting point of many communities, faiths and cultures and has some real surprises for the travellers. Together we can generate immense interest within and outside the nation. The ongoing campaign by Assam tourism signifies excellent start to add momentum to promote and showcase Assam around the world. Act east policy will surely add bright outlook for higher tourist footfalls from south Asian countries too. Relaxation of permit for foreigner and better air connectivity will add to its progress. Despite geographically isolated from the rest of the India, the new roadmap of Assam make visitors friendly once they reach in this land. Surely it promises to be a hot-spot tourist destination in future. One should experience the rare beauty of this wonderful land once in life time. Is Naga integration possible under framework agreement?
will claim that it is very much possible: In support of my claim, I will give three main reasons as under; Reason 1: Naga is a nation claim by us based on our historical fact and political will. Naga have political and historical rights to live together as one nation for no doubt; no nations or no parties or no other forces has legitimate right to divide us, the illegal occupation of Britain, Burmese and Indian on Nagalim has divided us (Nagas) without our concern and now they are ready to fix their past mistakes. On the other hand, we the Nagas have every right to be united or integrated as one family and to form our own naga sovereign nation-state. The concept of Naga integration is one of the main contributors to Naga nationalism; it is an ideology that supports selfdetermination by the Naga people of India and Burma and the furtherance of Naga culture. Naga have every right to live together as one nation, legally speaking. Reason 2: Under Indian constitution; the centre has power to redraw or rename the existing state under Article of Indian Constitution. Article 3 in The Constitution Of India 1949 read; 3. Formation of new States and alteration of areas, boundaries or names of existing States: Parliament may by law (a) form a new State by separation of territory from any State or by uniting two or more States or parts of States or by uniting any territory to a part of any State; (b) increase the area of any State;
(c) diminish the area of any State; (d) alter the boundaries of any State; (e) alter the name of any State; Provided that no Bill for the purpose shall be introduced in either House of Parliament except on the recommendation of the President and unless, where the proposal contained in the Bill affects the area, boundaries or name of any of the States, the Bill has been referred by the President to the Legislature of that State for expressing its views thereon within such period as may be specified in the reference or within such further period as the President may allow and the period so specified or allowed has expired Explanation I In this article, in clauses (a) to (e), State includes a Union territory, but in the proviso, State does not include a Union territory Explanation II The power conferred on Parliament by clause (a) includes the power to form a new State or Union territory by uniting a part of any State or Union territory to any other State or Union territory. Thereby, the BJP in the centre has every right to settle our problem; they have the power in the centre and the state, everyone should play our own card with responsibility. Naga should work hard and play their role honestly, Indian BJP party are ready to take any step to solve our problem. Reason 3: In Legal perspective it’s possible because India is a signatory to the UN Declaration on the Rights of the Indigenous people passed by UNGA in Sept. 2007. As we know that Article 8 of the declaration clearly
es we can” if we think that we could catch up with the rest of the world. In order to do so, first we have to get ‘Real’ with ourselves. We have to accept and admit our failures and weaknesses and set our strength and potential aside and hence set ourselves free from the delusion that “we are great” when we are not. The truth is that the world has progressed far ahead whilst we were being victimized by the corrupted lords ever since they began. If we really want to accomplish more and be a part of the global community then we have to start from the grass root level and learn how much the world has progressed while we were being ignorant and proud, sufficed in our small Naga world. Modern Science has achieved remarkable feats in many fields. Genetic cloning of a sheep has been successful and has opened the door for human cloning. Teleportation of a subatomic particle has been made possible (disintegrating the particle from point A and reassembling a new particle in point B) by a team of Chinese scientists. NASA’s attempt to search for intelligent life in the universe has intrigued the possibility of humans entering into a galactic civilization in the coming future. The world has progressed much ahead preparing for the future whereas let us see what Nagaland has accomplished so far. There are many Range Rovers, luxurious SUVs and fancy cars like Mercedes, Honda city, sports car etc. owned by the MLAs and the bureaucrats. We see them driving the new cars in our Two Lane (equivalent to the rural Assam roads) pot holed roads before the cars even get into commercial advertisement in the national TV channels. The humongous palatial houses and real estates, multi-complex and their private enterprises partnered with the non locals so that their exploitation of the public funds doesn’t get exposed by the Nagas. These are the accomplishments of the few Nagas that could be perhaps
states that 1. Indigenous peoples and individuals have the right not to be subjected to forced assimilation or destruction of their culture. 2. States shall provide effective mechanisms for prevention of, and redress for: (a) Any action which has the aim or effect of depriving them of their integrity as distinct peoples, or of their cultural values or ethnic identities; (b) Any action which has the aim or effect of dispossessing them of their lands, territories or resources; (c) Any form of forced population transfer which has the aim or effect of violating or undermining any of their rights; (d) Any form of forced assimilation or integration; (e) Any form of propaganda designed to promote or incite racial or ethnic discrimination directed against them. The strong opposition from the neighboring state regarding Naga integration is a clear violation of article 8 UNGA as the India signatory to the charter, she has obligation to redress it. Moreover, article 3 of the Indian constitution empowers the parliament to redraw state boundaries. Thereby, in legal perspective, Naga integration is very much possible if Naga residing in different Naga ancestral areas want to stay under one administrative roof; however, Naga civil society should play an important role, so that we can give our helping hand. Kharingyo Shimrah, Viewland Zone III Ukhrul District Manipur, (karinshimrah@gamil.com)
credited to as the only achievements of the state thanks to the non usage of the public funds for development. There are many talented youths in our society today, ready to create waves should the platform be provided to them. But because of corruption the reality is that there is nothing (not a single damn thing aside from the overrated govt. jobs) for the Nagas to earn their livelihood and contribute to the State’s economy. All our talents and potentials are going to waste (while we are young) because they decided to buy more cars and mansions to show ‘off ’ to our own Nagas instead of developing Nagaland and showing it ‘off ’ to the rest of the world. The reason why we can catch up with the world is because from a scientific rational approach, the Nagas are unique and has potential to accomplish more. Our weakness has become our greatest advantage to catch up with the modern world. Here’s why. We were half naked even in the turn of the 19th and 20th century prior to the arrival of the westerners. We didn’t have our own script and language which is why we use ‘English’ script and language to communicate and learn about things. Developed Asian countries like Japan and South Korea has astonished the western world by coming out of their traditional society during the turn of the 20th century and over a short period of time, has accomplished more than them in some fields, technologically and economically. But since they still focus on their own scripts and languages in schools, their students find it hard to interpret their knowledge in the global tongue, ‘English’. This is one of their weaknesses for the sake of preserving their culture. The point why ‘English’ is important is because it is a rich language with many words and vocabularies that has meaning and sense attached to it. And unless we know about the meaning of the word we don’t understand the concept behind it regard-
ing life itself. For example in our Naga dialects there is no word for “Psychology, Quantum Mechanics, Worm holes, Tachyon particles etc.”, each with meaning about life inscribed to it but since it is not in our dialect (dictionary) we don’t know that such concepts exists in life. And in reality many more concepts and facts exists in life which is not in the Naga and Asian vocabulary which is why we don’t know about it but it is there though unbeknownst to us. Thus since we have instilled ‘English’ in our academics, we have more potential to achieve greater heights than our fellow Asian counterparts. The other thing that could help us in rapidly developing our State is our natural resources. Maybe in the next 20 years or more, the UN could ban the use of petroleum products (due to excess pollution and generation of ‘green house’ gases) because of ‘global warming’ and the rest of the world is already on the verge of exhausting their resources whilst ours remains untouched. We have the advantage of exploiting our resources to a point where we would have completely developed Nagaland and then depending less on our resources, keeping the world Green. Should we want to join the global community then it is time to redefine our perspectives about life and be more rational and technical so that we could achieve great momentum and change our future. As long as we are a part of the ignorant system that binds our fate then there is no Hope for the Nagas except endangering our society by taking bold irrational (not well thought up) steps. Time brings change in the global concept of life but it is up to us to notice it and use it or ignore it and miss it. Ishka Wotsa, General Secy, LDPN, Dimapur, Nagaland. Revised National TB Control Programme clarifies I) Nagaland will be launching the Drug Bedaquiline once all the requirements are met. The ‘Training of Expanding Bedaquiline Access’ for the ProgrammeOfficials is to be held by the WHO. Since Nagaland does not have a C&DST (Culture &Drug Sensitivity Testing) Laboratory, which is a prime requisite for Patients to be initiated on this Drug, a mechanism will have to be worked out to link to a C&DST Lab outside the State. Like so, many other technical modalities will have to be worked out. Once this is completed and Drugs are received from the Centre, Nagaland will be rolling out this new initiative which may take some time. II) Delamanid Drug is yet to come under the purview of the Programme as of now. For any new Drug/s to be introduced in the Programme , it will have to be go a series of procedures, quality assurance ,studies, testings, approvals etc which is beyond the control of the State Programme. III) RNTCP was launched in December 2002 and not 2001. IV) CBNAAT machines are available now at Dimapur, Kohima, Mokokchung and Mon each. The CBNAAT machines which were meant for the Districts of Zunheboto and Tuensang could not be installed due to failure to identify the CBANAAT sites since certain specification and criteria could not be met. Hence they are being temporarily kept at Kohima and Dimapur where the caseload is more. v) 99 DOTS for co infected patients and Isonaizid Preventive therapy (IPT) for PLHIV was launched only in Dec 2016.
Since then, 24(Kohima)& 22(DImapur) Co infected patients have been initiated on 99 DOTS treatment. A proper co-ordination between the RNTCP and NSACS becomes crucial for the successful implementation of these activities. Since these two initiatives are still at a nascent stage, it will require a few more months before these activities are streamlined. vi) In 2014, the number of Co-infected patients were 210 for whom DOTS TB treatment were already given. The figure 2881 as published is the number of registered TB patients who know their HIV status (whether Positive or Negative). vii) No cases of XDR TB patients is reported to have died so far under the Programme. Three cases of XDR TB patients is currently under treatment in the State. Medicines for treating XDR TB cases such as Linezolid, Clofazamine, Amoxyclav, InjCapreomycin, PAS, Moxifloxacinetc is available under the Prograramme. It is a request to all concerned individuals or groups to present only the true facts or knowledge to people in general, if required information or data can be obtained from the Programme or Department concerned. Failure to do so create a lot of unnecessary confusion and unrest among the people involved. It is also expected that our partners, NGOs etc participating in the Programme in any forms continue to give support and try their utmost best to bridge the gap/loopholes between the public, patient community and the Programme. The cleaning of garbage in town seems to be improving on a daily basis. Residents seem to be more aware of cleanliness not only in their own houses but also in their locality. DMC must adjudge the cleanest ward or colony as this would encourage for more cleanliness. Helen Imchen, Burma Camp Dimapur

DIMAPUR: NPF Peren division and its frontal wings (women, youth and farmers) and NPF of 7th Peren A/C and its frontal wings have questioned Nagaland Pradesh Congress Committee (NPCC) objections for development in its region and asked why it was spreading “negative thoughts” to Naga brothers, sisters and the world. A press statement by NPF Peren division president, Haigam Kauring; NPF Peren Div Women Wing president, Thunbui; NPF Peren Div Youth Wing president, Victor; NPF Peren Div Farmers president, Maisaing; NPF 7th Peren A/C president Manuel Kamson; NPF
7th Peren A/C Women Wing president Asaniu; NPF 7th Peren A/C Youth Wing president Bangau and NPF 7th Peren A/C Farmers Wing president Asina, stated the development taking place in any part of the state should be appreciated by one and all. The division also lauded NPF-led DAN government and its MLA, T. R. Zeliang for the full black topping of the hospital road of Jalukie town, which was in a pathetic condition for many years. It also invited the NPCC to inspect the ground reality and then write in papers or social media, instead of hurling allegations without knowing the actual facts.
DBA to join lawyers protest DIMAPUR: Heeding the Bar Council of India (BCI)’s appeal, the Dimapur Bar Association (DBA) on Tuesday announced that it would also join the lawyers across the country and abstain from work on March 31, 2017. In a press release, DBA president, Imti Imsong, and secretary, Hukavi Zhimomi, said that the peaceful protest was being carried out against the proposed Bill that barred advocates from going on strike by the Law Commission. on peer mediation
DIMAPUR: Peace Channel, Wokha chapter organized one day inter school seminar on peer mediation as a tool to peace building at Don Bosco Youth Centre Wokha on March 25. Speaking as resource person, project coordinator of Peace Channel, Janthuiyang R. K John, said “peer mediation is problem solving technique within the circle of friends”. He said that the role of peer mediation as a whole was to help students to solve problems on their own. Stating that students encountered different problems in their daily lives starting from among their siblings to teachers and peers in the schools, therefore, John said knowing the steps and techniques of peer mediation would enhance their relationship, studies and social live. In the later part of the session, role play was conducted among the participants on how they could put their learning into practice. 46 students from seven different schools of Wokha town attended the programme.
(From p-1) Former chief minister and Advisor finance and DAN chairman T.R Zeliang claimed that state has achieved the highest in the overall development. He said since the state did not have resource thereby 10 % devolution will not benefit the state in any manner. He added that NSA, SPA and SA block grant of Rs. 2000 crore which state received earlier for development activities were reversed by the new system and added that government servants were increasing every year and according to Zeliang these were unavoidable however he said government were managing within the limit. He said in 2018 the level of deficit can be reduced yet it depended on the inflow of the central schemes. On the ULB issue, Zeliang maintained that the state government held the stand of the NMA in 2006
as correct. However he said all tribal hohos and NGOs should place their suggestions in what way they want to amend till such time he said government cannot amend. On the Framework agreement where chief minister of Manipur stated that he will not allow the framework agreement to effect Manipur state, Dr. Liezietsu said NSCN (I-M) and government of India were going ahead with the talks which was about to conclude in an agreement. He regretted that though the movement was started as one family yet now it has split into many groups. He said the government was trying it best to appeal the factions to unite and said this are all tactical movement. The chief minister said it was not known what type of agreement will be signed but hastened to add that it will be premature to make any comment on it.

CAG further said as per the rules, the distributors was required to pay sale proceeds instead of minimum guaranteed revenue (MGR). It also pointed out that the state government incurred a revenue loss of Rs. 37.80 crore, while stating that unsold tickets were not excluded from being of draw resulting in claim of prize from unsold tickets. As per the rule and agreement with the distributor, CAG said the location of the central server should be within the geographical area of Nagaland. Kikon also acknowledged the sacrifice of late Hepong for the Nagas in making the Statehood reality, and said that he never ceased to work for the welfare of the Phom people and Nagas in general. Therefore, he would be remembered even by the younger generations in the years to come, as he had left behind a formidable legacy for his people, Kikon said. Kikon also recalled the last meeting with late Hepong in 2014, where the surviving IBMs had all participated on the occasion of the 50th golden jubilee of Nagaland Legislative Assembly, where he “was still very active and well aware of what was happening around him”. Bangladesh army clears Donald Trump to sign booby-trapped militant den climate-change order
WASHINGTON, MAR 28 (agencies): U.S. President Donald Trump will sign an executive order on Tuesday to undo a slew of Obama-era climate change regulations that his administration says is hobbling oil drillers and coal miners, a move environmental groups have vowed to take to court. The decree’s main target is former President Barack Obama’s Clean Power Plan, requiring states to slash carbon emissions from power plants - a critical element in helping the United States meet its commitments to a global climate change accord reached by nearly 200 countries in Paris in 2015. The so-called “Energy Independence” order will also reverse a ban on coal leasing on federal lands, undo rules to curb methane emissions from oil and gas production, and reduce the weight of climate change and carbon emissions in policy and infrastructure permitting decisions. “We’re going to go in a different direction,” a senior White House official told reporters ahead of Tuesday’s order. “The pre-

vious administration devalued workers with their policies. We can protect the environment while providing people with work.” The wide-ranging order is the boldest yet in Trump’s broader push to cut environmental regulation to revive the drilling and mining industries, a promise he made repeatedly during the presidential campaign. But energy analysts and executives have questioned whether the moves will have a big effect on their industries, and environmentalists have called them reckless. “I cannot tell you how many jobs the executive
order is going to create but I can tell you that it provides confidence in this administration’s commitment to the coal industry,” Kentucky Coal Association president Tyler White told Reuters. Trump will sign the order at the Environmental Protection Agency with Administrator Scott Pruitt, Interior Secretary Ryan Zinke and Energy Secretary Rick Perry on Tuesday afternoon. U.S. presidents have aimed to reduce U.S. dependence on foreign oil since the Arab oil embargo of the 1970s, which triggered soaring prices.
DHAKA, MAR 28 (PTI): Bangladesh’s army today cleared a booby-trapped militant den in Sylhet and carried out controlled explosions of bombs in the building, a day after all four Islamist terrorists holed up there were killed in one of the country’s longest anti-terror operations. S e ve r a l p owe r f u l blasts rocked the area as army’s bomb disposal experts engaged in defusing the explosives laid out at different corners of the building by the militants before their deaths. “The army’s explosive experts are working inside to defuse the devices apparently through controlled explosions,” an eye witness said. An army spokesman said their assaults inside the militant hideout killed all Islamists but the ‘Operation Twilight’ is still underway secure the site. “They (troops) are using drones to get a clearer picture before stepping inside different corners of the building to evade booby traps,” an official told PTI. Sylhet-based 17 Infantry Division’s Major General Anwarul Momen is leading the operation, assisted by police’s SWAT
and counter-terrorism units. Heavily-armed commandos yesterday neutralised all four “well-trained” Islamist militants, including a woman, who were holed up in a building, during four days of siege that saw powerful blasts claimed by the Islamic State that killed six people in northeastern Sylhet city. A r my ’s B r i g a d i e r General Fakhrul Ahsan told the media briefing powerful “improvised explosive devices” laid by “much trained militants” at its different corners exposed the building to vulnerability requiring the military to exhaust a process ahead of wrapping up the operation. “The militants had kept a bucket filled with explosives at the collapsible gate at entrance of the building. When we detonated them from distance, the collapsible gate was blown out so vigorously, walls of another building several yards away were severely damaged,” Ahsan said. He earlier also described the militants as “well trained” referring to an example when they hurled back a live grenade thrown by the commandos as the assault was underway.
Carlos the Jackal sentenced to life for 1974 Paris bombing PARIS, MAR 28 (AFP): Self-styled revolutionary Carlos the Jackal, already serving two life terms for murder, was given a third life sentence today for a deadly 1974 Paris bombing. Prosecutor Remi Crosson du Cormier had told the court in Paris yesterday that “all evidence gathered in this investigation points to Carlos” while admitting that investigators had found no DNA, fingerprints or CCTV evidence from the grenade attack on a store in the French capital that left two dead and 34 injured on September 15, 1974. The flamboyant whitehaired defendant, wearing a black shirt and jacket with a trademark kerchief in the breast pocket, blew kisses at supporters at the start of the hearing, taking the stand to denounce the “absurdity of a trial held 43 years after the fact”. Lawyers for the 67year-old Venezuela native, whose real name is Ilich Ramirez Sanchez, had derided the two-week trial as “judicial palaeontology”. Defence lawyer Francis Vuillemin, calling for an acquittal, said a conviction would only feed the cult status of his client, who has

been in prison in France since he was arrested by French elite police in the Sudanese capital Khartoum in 1994. “If you convict him, he wins, if you acquit him, he loses,” Vuillemin told the three-judge panel. “So acquit Carlos and he will take it out on his lawyers.” Carlos was the world’s most wanted fugitive in the 1970s and early 1980s, when Europe was repeatedly targeted by groups sympathetic to the Palestinian cause. He boasted at the start of the trial: “No one in the Palestinian resistance has executed more people than I have.” He has claimed personal responsibility for 80 deaths but repeatedly denied responsibility for the
Paris attack on the Drugstore Publicis store in the upmarket Left Bank district of Saint-Germain. Carlos argued that he should not be required to testify against himself and said he faced death if he divulged operational information. On Tuesday he returned to his “Palestinian resistance” rulebook, saying: “You don’t snitch, and you don’t cooperate with a court you don’t recognise.” Little known at the time of the Drugstore Publicis attack, Carlos rose to international notoriety the following year when his commando group burst into a meeting of the powerful OPEC oil cartel in Vienna, taking 11 people hostage.

But Health Minister Subramaniam Sathasivam said Kim’s body was still in a morgue pending negotiations with North Korea. “I need to check with my forensic department whether there is any requirement for them to take the body out. The war has killed more than 320,000 people and forced 4.9 million people to flee their country. In Jordan, where the UN High Commissioner for Refugees (UNHCR) says it has registered 630,000 Syrians, the government says it is hosting 1.4 million. Jordan says the influx has strained its resources and has insisted it must screen newcomers to ensure they are genuine refugees and not jihadists seeking to infiltrate the country. India reclaim Border-Gavaskar Trophy rest of the Indian team gave Rahul a standing ovation. In fact, Rahul ran in towards the Australian dressing room before taking off his helmet and letting out a wild war cry - an indication of how intensely the series had been fought. But putting aside the hostilities that started with the infamous ‘Brain Fade’ of rival captain Steve Smith, the two teams shook hands at the end of an aggressively-fought series. Rahul’s innings of 76
balls had nine fours while Rahane hit four boundaries and two huge sixes of Pat Cummins. It brought the curtains down on a very productive home season in which India won 10 out of the 13 Test matches with two draws and the only defeat coming on a Pune dust-bowl against Smith’s side. Brief scores: India 332 & 106/2 (Rahul 51*, Rahane 38*: Cummins 1/42) beat Australia (300 & 137) by 8 wickets to win series 2-1

Needing 87 runs on the fourth day to reach a modest victory target of 106, opener Lokesh Rahul (51 not out) dominated from the start with a flurry of boundaries and finished with six half-centuries in the series. The match ended in just three days and a session, a reflection of India’s distinct upperhand in the 2-1 triumph. T h e r e we r e s o m e hiccups when Murali Vijay (8) and Cheteshwar Pujara (0) were out
in quick succession but stand-in skipper Ajinkya Rahane (38 off 27 balls) came in with the intent of hammering the bowlers into submission. Rahane and Rahul added 60 runs for a third wicket partnership which took the team to victory in 23.5 overs. The ICC Test Championship mace is awarded to teams that reach the number-one spot in the ICC Test Team Rankings. Skipper Virat Kohli received the mace and cheque from ICC Cricket Hall of Famer Sunil Gavaskar at a ceremony after the fourth and final Test against Australia here, in which Ajinkya Rahane led the side as Kohli could not play due to a shoulder injury. India had entered the series against Australia needing to win at least one Test to retain possession of the prestigious mace, which it had reclaimed following the Indore Test against New Zealand in October 2016. The second and third places in the rankings will be decided after the ongoing Hamilton Test between South Africa and New Zealand.
Asian Cup qualifiers: India beat Myanmar Ya n g o n, M a r 2 8 (Agencies): India beat Myanmar by a last-gasp Sunil Chhetri goal in order to win the opening match of their 2019 AFC Asian Cup campaign as they came away with three points from the Thuwanna Stadium in Yangon. Stephen Constantine made four changes to the side that started the 3-2 win over Cambodia in an international friendly last week. Jeje Lalpekhlua, Jackichand Singh, Narayan Das and Sandesh Jhingan were all drafted into the starting eleven in the place of Daniel Lalhlimpuia, CK Vineeth, Fulganco Cardozo and Arnab Mondal. Myanmar started the better of the two sides as they attacked from the word ‘go’ pressing India high up the pitch and tried to get at the visitors with their pacy wingers running amok down the flanks. The best chance of the first half, fell to Jackichand Singh who just had to get the faintest of touches to Robin Singh’s low cross but skied over with the goal gaping. The Manipuri winger had another good chance when the ball fell to him in the box but could not make it count, shooting

straight at the keeper. The second half started in the same vein as the first with the home team attacking the Indian goal with verve, as Gurpreet Singh Sandhu stood firm between the sticks. Constantine then brought on Udanta Singh for his sixth international cap and this change almost paid off. Udanta sped into the box and was brought down by an opposition defender, but the referee did not point to the spot as India pushed for that crucial goal. The Indian manager made his second change when he brought on Chennai City’s Dhanpal Ganesh in place of the
ineffective Rowllin Borges. India’s last roll of dice came with the substitution o f Ja c k i c h a n d S i n g h with winger Halicharan Narzary coming on for the Manipuri. The visitors had the last laugh however as Udanta Singh broke free of the Myanmar defence, and then squared it to Sunil Chhetri, who made no mistake in arrowing the ball into the far corner for his 53rd international goal. With this, the Blue Tigers started their campaign with a win and are well on their way to qualifying for the 2019 AFC Asian Cup.
Kohli to miss start of IPL 2017 Dharamsala, Mar 28 (Agencies): India’s firebrand skipper Virat Kohli may miss the start of the lucrative Indian Premier League T20 tournament as he races against time to recover from a shoulder injury. Kohli, the captain of the Royal Challengers Bangalore team, hurt his right shoulder while diving to stop a boundary during the drawn third Test against Australia in Ranchi. He sat out the fourth and final Test in Dharamsala which India won by eight wickets to seal the series 2-1 on Tuesday.
“It’s still a few weeks to go before I can be 100 percent on the field,” Kohli, who managed only 46 runs in the series, told the postmatch press conference. “But these things happen in your career. Got to take it in my stride and move forward.” Kohli, 28, said his shoulder was taking a while to heal because it was not a simple stress injury but an impact injury. The IPL starts on April 5, with Bangalore playing defending champions Sunrisers Hyderabad in the tournament opener.

NEW DELHI, Mar 28 (PTI): India finished the ISSF Shotgun World Cup on third position even as the skeet shooters endured a shoot-off heartbreak in the men’s event in Acapulco, Mexico. India finished third in the standings owing to Ankur Mittal’s gold medal in men’s double trap. On the concluding day of the competitions, Angad Vir Singh Bajwa and Man Singh were involved in a sixway shoot-off for the sixth and final qualifying spot of the men’s skeet final. While Man Singh was the first to be eliminated, young Angad fought till the end before missing his 12th target, to enable Chinese first-time World Cupper Antao Wan a shot at the gold. In securing seventh spot, the 21-year-old Angad, who has been competing at the senior level for just over a year now, registered his best World Cup finish in his fourth appearance. He also shot his highest score of 118
out of 125 at this level. In the first combined World Cup stage in New Delhi earlier this year, Angad had won the mixed skeet team gold, which was conducted as a test event. The 28-year-old Man Singh, an Asian Championships gold medal winner, also shot 118. He has had two World Cup top 10s in the last two years and this 11th place should boost his confidence further. The third Indian in the fray, Amrinder Cheema finished 42nd with a qualifying round score of 109. Italian Marco Sablone won the gold in the event with a final round score of 55, while USA’s Frank Thompson won the silver, shooting 53. Australia’s Paul Adams won his second consecutive World Cup bronze of the year. USA finished on top of the medal’s tally with two gold and two silver from the five events. Spain followed with one gold and one silver.
