NIA summons Zeliang, ex-PS to Delhi on Mar 31

DIMAPUR, MAR 27 (NPN): Just three days after NIA had apprehended three senior Nagaland government officials in connection with the alleged terror funding case, the National Investigation Agency (NIA) on Tuesday issued fresh summons to former Nagaland chief minister, T.R. Zeliang and his then personal secretary, K Francis Zeliang to appear before it for questioning at its headquarters at Lodhi Road, New Delhi on March 31. In separate notices to both on Tuesday, NIA asked the duo to be present at 10 a.m. without fail “for the purpose of answering certain questions relating to the matter under investigation along with related documents regarding payments received from government offices.” The Central investigating agency is probing alleged diversion of government funds to various Naga outfits, particularly NSCN (K). KO H I M A , M A R 2 7 (NPN): Opposition members of the 13th NLA raised an issue on the removal of VIP culture asking the leader of the house whether he would own responsibility if anything happened to the elected members. Opposition member, Yitachu, said that in a democratic set up, the leader of opposition (LoP) was entitled for cabinet status and must be provided security. He demanded that LoP should not be affected while implementing the removal of VIP culture. Expressing apprehensions that they could be manhandled while travelling through Assam, the opposition members insisted that the decision be reviewed. In this regard, the leader of the house, Neiphiu Rio, responded that name plate was used even by people at the village level, which he said was a false pride. Rio clarified that security and escorts would be provided, when the members travelled through Assam. He also assured to review about providing security to LoP in the cabinet meeting since such decisions were taken during cabinet meetings.

The PS asserted that then CMO under Zeliang had nothing to do with funding banned organisations, and that the timing of summon was “conspicuously odd” as it only fuelled suspicions that political motivation and vendetta could not be ruled out. NIA had stated that the officials “were arrested on the basis of their alleged involvement in paying huge amount of money to various UG factions such as NSCN (K), NSCN (R), FGN, NNC and others within the period from 2012-2016.” It said that the allegations were revealed during the scrutiny of official documents including demand letter and payment receipts which were seized during search operation carried out by NIA in 13 government offices on January 18, 2017. So far, NIA has apprehended/detained 10 Nagaland government officials-retired and serving, since 2017 in connection with the extortions and illegal tax collections case.

NGRC-1CU urges CM to promote quality work DIMAPUR, MAR 27 (NPN): Nagaland Government Registered Class-1 Contractors’ Union (NGRC1CU) on Tuesday while congratulating the state chief minister, Neiphiu Rio, urged him to promote quality work by checking the contractors and the concerned executing departments. The union which held its first executive meeting 2018 on Tuesday also congratulated the new PDA government and expressed the hope that it would be people-friendly and would run the state of affairs as a true welfare state and take the state forward in all areas. KOHIMA, MAR 27 (NPN): Nagaland chief minister, Neiphiu Rio has asserted that Naga Hoho (NH) and Naga Mothers’ Association (NMA) had “lost their mandate” as most tribal hohos and women tribal bodies had withdrawn their affiliation to them and regretted “fragmentation” of Naga society. Responding to his budget speech debate on the concluding day of budget session in Nagaland Legislative Assembly on Monday, Rio stressed the need for organisations and hohos to unite again to strengthen the Naga political issue. Asserting that Eastern Naga People’s Organisation (ENPO) was a separate entity and that United Nagaland Council (UNC) was based outside the State, he pointed out that only few tribal organisations were left with Naga Hoho, for which it no longer could use the current nomenclature at the moment. He said in order to strengthen Naga Hoho, the latter should have the man-

The leader of the House made the above remarks while responding to queries of leader of opposition T.R. Reiterating that resolution of the Indo-Naga political issue would be the top agenda of his government, Rio appealed everyone, including members in the Parliament, to work together irrespective of party affiliations. On not inviting NNC (Adino) and NSCN (K), Rio said in a democracy though there might not be a consensus, yet doors were open for everyone. But since both the groups were not willing to join the peace process, the Nagas or Government of India might not wait forever, he added.

CNTC welcomes return of Dr. Jamir

DIMAPUR, MAR 27 (NPN): Central Nagaland Tribes Council (CNTC) has welcomed the return of Dr. SC Jamir to the state, after completing his gubernatorial assignment as Odisha governor. CNTC through its media cell stated that Dr. Jamir was considered as one of the greatest living statesmen and a stalwart of politics amongst the Nagas, whose immense contributions in the state as well national politics were truly worthy of praise. CNTC prayed that Dr. Jamir use his wisdom and vast experience in bringing peace amongst the Nagas, a permanent solution acceptable to all sections of Naga people. It also stated that Dr. Jamir, the only surviving member of the 16-Point Agreement, was a living legend of Naga politics. Further, CNTC said due to his extraordinary calibre and excellent statesmanship, Dr. Jamir made a mark in every field of political territory he chartered through. His coming back into his homestate, CNTC said was “indeed a moment to be cherished.” Meanwhile, the CNTC wished him good health and longevity.

PAN-Aadhaar linking deadline extended Organizations mourn Saku’s demise NEW DELHI, MAR 27 (PTI): CBDT on Tuesday extended the deadline for the PAN-Aadhaar linking to June 30. The policy-making body of the tax department issued an order extending the deadline from the current last date of March 31. The order said the deadline for PAN-Aadhaar linking for filing I-T returns is being extended after “consideration of the matter”. It is understood that the latest order by the Central Board of Direct Taxes (CBDT) has come in the backdrop of the Supreme Court, earlier this month, directing extension of the March 31 deadline for linking Aadhaar with various other services. The apex court ordered for the extension in the deadline till the five-judge constitution bench delivers its judgment on petitions challenging the validity of the

biometric scheme and the enabling law. This is a fourth extension given by the government for individuals to link their Permanent Account Number (PAN) with their biometric ID (Aadhaar). The government has now made quoting of Aadhaar mandatory for filing income tax returns (ITRs) as well as obtaining a new PAN. Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017, and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities. As per updated data till March 5, over 16.65 crore PANs, out of the total about 33 crore, have been linked with Aadhaar. The earlier deadlines for linking the two databases were July 31, August 31 and December 31, 2017, with the last being March 31 this year.

No date extension for linking Aadhaar to welfare schemes The Supreme Court today refused to pass an interim order extending the deadline of March 31 for linking of Aadhaar with the welfare schemes where benefits are transferred to citizens from the Consolidated Fund of India. The court had on March 13 extended indefinitely the March 31 deadline for linking bank accounts and mobile phone numbers with Aadhaar. However, it had allowed the government and its agencies to link the 12-digit national biometric identifier number of the beneficiaries for transfer of benefits of schemes funded from this fund. A plea, seeking extension of time beyond March 31 for linking Aadhaar with

welfare schemes, was made today before a five-judge constitution bench headed by Chief Justice Dipak Misra after Ajay Bhushan Pandey, CEO of Unique Identification Authority of India (UIDAI), concluded his PowerPoint presentation claiming it would take “billions of years” to decrypt the saved data, including the biometrics. Senior advocate K V Viswanath, appearing for a petitioner opposed to the Aadhaar scheme, said an interim order is required to be passed to extend the March 31 deadline for welfare schemes also. Attorney General K K Venugopal vehemently opposed the submission saying “nobody has been excluded. The bench then said “We will not pass any interim order at this stage” and added that petitioner may argue this aspect in their rejoinder submissions.

NPF: In a condolence message, NPF president, Dr. Shürhozelie Liezietsu, said late Saku Ao was one of the pioneers of Dimapur and an esteemed citizen of the city dearly beloved by one and all. Liezietsu stated that late Saku who was widely respected earned the respect of people through his altruistic activities and magnetic personality. In his demise, NPF president said Nagaland has lost a trail-blazer in the field of religion, business and social work. NPF extend profound condolences to bereaved family members and relatives at this hour of grief and sorrow. It also prayed to the Almighty to grant them solace and comfort, and also the strength to tide over the anguish. NPF further prayed that the departed soul rest in eternal peace.

CNTC: Central Nagaland Tribes Council (CNTC) has expressed its condolences on the demise of Sakulemba who was one of the earliest pioneers of Dimapur town. CNTC through its media cell said that his service towards the citizens was noteworthy and would be always remembered. CNTC also prayed that departed soul rest in peace and Almighty grant solace to the bereaved family. ASUD: Ao Students’ Union Dimapur (ASUD) has expressed sadness over the demise of P. Saku Ao (Aonokpu), who was its longest serving treasurer from 1969 till 1983 and again from 1986 to 1990. In a condolence message, ASUD stated that contributions he made to various agencies of society and the legacy he left behind would be cherished and serve as examples for the ASUD and Ao community to emulate and live up to. “It is truly a moment of sorrow as we bid farewell to a dear parent and pioneer,” the union stated.
