NIA summons Zeliang, ex-PS to Delhi on Mar 31

DIMAPUR, MAR 27 (NPN): Just three days after NIA had apprehended three senior Nagaland government officials in connection with the alleged terror funding case, the National Investigation Agency (NIA) on Tuesday issued fresh summons to former Nagaland chief minister, T.R. Zeliang and his then personal secretary, K Francis Zeliang to appear before it for questioning at its headquarters at Lodhi Road, New Delhi on March 31.

In separate notices to both on Tuesday, NIA asked the duo to be present at 10 a.m. without fail “for the purpose of answering certain questions relating to the matter under investigation along with related documents regarding payments received from government offices.”

The Central investigating agency is probing alleged diversion of government funds to various Naga outfits, particularly NSCN (K).

Opposition member, Yitachu, said that in a democratic set up, the leader of opposition (LoP) was entitled for cabinet status and must be provided security. He demanded that LoP should not be affected while implementing the removal of VIP culture.

Expressing apprehensions that they could be manhandled while travelling through Assam, the opposition members insisted that the decision be reviewed.

Reacting to summons issued earlier, press secretary (PS) to Zeliang maintained that as a law abiding citizen of the country, TR Zeliang was ready to co-operate with any investigating agency, including NIA, probing extortion cases in Nagaland since August 2016.

The PS asserted that then CMO under Zeliang had nothing to do with funding banned organisations, and that the timing of summon was “conspicuously odd” as it only fuelled suspicions that political motivation and vendetta could not be ruled out.

on March 25, NIA apprehended three senior government officials in connection with alleged charges of large scale extortions and illegal tax collections on behalf of the banned NSCN (K), from various government organizations and others in Dimapur and Kohima areas.

NIA had stated that the officials “were arrested on the basis of their alleged involvement in paying huge amount of money to various UG factions such as NSCN (K), NSCN (R), FGN, NNC and others within the period from 2012-2016.”

It said that the allegations were revealed during the scrutiny of official documents including demand letter and payment receipts which were seized during search operation carried out by NIA in 13 government offices on January 18, 2017.

So far, NIA has apprehended/detained 10 Nagaland government officials-retired and serving, since 2017 in connection with the extortions and illegal tax collections case.

NGRC-1CU urges CM to promote quality work DIMAPUR, MAR 27 (NPN): Nagaland Government Registered Class-1 Contractors’ Union (NGRC1CU) on Tuesday while congratulating the state chief minister, Neiphiu Rio, urged him to promote quality work by checking the contractors and the concerned executing departments.

KOHIMA, MAR 27 (NPN): Nagaland chief minister, Neiphiu Rio has asserted that Naga Hoho (NH) and Naga Mothers’ Association (NMA) had “lost their mandate” as most tribal hohos and women tribal bodies had withdrawn their affiliation to them and regretted “fragmentation” of Naga society.

Responding to his budget speech debate on the concluding day of budget session in Nagaland Legislative Assembly on Monday, Rio stressed the need for organisations and hohos to unite again to strengthen the Naga political issue.

Asserting that Eastern Naga People’s Organisation (ENPO) was a separate entity and that United Nagaland Council (UNC) was based outside the State, he pointed out that only few tribal organisations were left with Naga Hoho, for which it no longer could use the current nomenclature at the moment.

He said in order to strengthen Naga Hoho, the latter should have the man-

date of tribal hohos and participation of ENPO and UNC so that the apex body or collective leadership of the Naga people could be strengthened.

The leader of the House made the above remarks while responding to queries of leader of opposition T.R. Zeliang during the debate as to why the former had not invited NNC (Adino) and NSCN (K) and also did not acknowledge convergence of six NNPGs in his budget speech.

Reiterating that resolution of the Indo-Naga political issue would be the top agenda of his government, Rio appealed everyone, including members in the Parliament, to work together irrespective of party affiliations.

On not inviting NNC (Adino) and NSCN (K), Rio said in a democracy though there might not be a consensus, yet doors were open for everyone. But since both the groups were not willing to join the peace process, the Nagas or Government of India might not wait forever, he added.

DIMAPUR, MAR 27 (NPN): Central Nagaland Tribes Council (CNTC) has welcomed the return of Dr. SC Jamir to the state, after completing his gubernatorial assignment as Odisha governor. CNTC through its media cell stated that Dr. Jamir was considered as one of the greatest living statesmen and a stalwart of politics amongst the Nagas, whose immense contributions in the state as well national politics were truly worthy of praise.

PAN-Aadhaar linking deadline extended Organizations mourn Saku’s demise NEW DELHI, MAR 27 (PTI): CBDT on Tuesday extended the deadline for the PAN-Aadhaar linking to June 30.

The policy-making body of the tax department issued an order extending the deadline from the current last date of March 31.

The order said the deadline for PAN-Aadhaar linking for filing I-T returns is being extended after “consideration of the matter”.

It is understood that the latest order by the Central Board of Direct Taxes (CBDT) has come in the backdrop of the Supreme Court, earlier this month, directing extension of the March 31 deadline for linking Aadhaar with various other services.

The apex court ordered for the extension in the deadline till the five-judge constitution bench delivers its judgment on petitions challenging the validity of the

biometric scheme and the enabling law.

This is a fourth extension given by the government for individuals to link their Permanent Account Number (PAN) with their biometric ID (Aadhaar).

The government has now made quoting of Aadhaar mandatory for filing income tax returns (ITRs) as well as obtaining a new PAN. Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017, and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities.

As per updated data till March 5, over 16.65 crore PANs, out of the total about 33 crore, have been linked with Aadhaar.

The earlier deadlines for linking the two databases were July 31, August 31 and December 31, 2017, with the last being March 31 this year.

No date extension for linking Aadhaar to welfare schemes The Supreme Court today refused to pass an interim order extending the deadline of March 31 for linking of Aadhaar with the welfare schemes where benefits are transferred to citizens from the Consolidated Fund of India.

The court had on March 13 extended indefinitely the March 31 deadline for linking bank accounts and mobile phone numbers with Aadhaar.

However, it had allowed the government and its agencies to link the 12-digit national biometric identifier number of the beneficiaries for transfer of benefits of schemes funded from this fund.

A plea, seeking extension of time beyond March 31 for linking Aadhaar with

welfare schemes, was made today before a five-judge constitution bench headed by Chief Justice Dipak Misra after Ajay Bhushan Pandey, CEO of Unique Identification Authority of India (UIDAI), concluded his PowerPoint presentation claiming it would take “billions of years” to decrypt the saved data, including the biometrics.

Senior advocate K V Viswanath, appearing for a petitioner opposed to the Aadhaar scheme, said an interim order is required to be passed to extend the March 31 deadline for welfare schemes also.

Attorney General K K Venugopal vehemently opposed the submission saying “nobody has been excluded.

The bench then said “We will not pass any interim order at this stage” and added that petitioner may argue this aspect in their rejoinder submissions.

NPF: In a condolence message, NPF president, Dr. Shürhozelie Liezietsu, said late Saku Ao was one of the pioneers of Dimapur and an esteemed citizen of the city dearly beloved by one and all.

Liezietsu stated that late Saku who was widely respected earned the respect of people through his altruistic activities and magnetic personality.

In his demise, NPF president said Nagaland has lost a trail-blazer in the field of religion, business and social work.

NPF extend profound condolences to bereaved family members and relatives at this hour of grief and sorrow. It also prayed to the Almighty to grant them solace and comfort, and also the strength to tide over the anguish. NPF further prayed that the departed soul rest in eternal peace.

CNTC through its media cell said that his service towards the citizens was noteworthy and would be always remembered. CNTC also prayed that departed soul rest in peace and Almighty grant solace to the bereaved family.

ASUD: Ao Students’ Union Dimapur (ASUD) has expressed sadness over the demise of P. Saku Ao (Aonokpu), who was its longest serving treasurer from 1969 till 1983 and again from 1986 to 1990.

In a condolence message, ASUD stated that contributions he made to various agencies of society and the legacy he left behind would be cherished and serve as examples for the ASUD and Ao community to emulate and live up to. “It is truly a moment of sorrow as we bid farewell to a dear parent and pioneer,” the union stated.

Further, ASUD offered condolences to the bereaved family members and relatives.

DIMAPUR: Minister of Health and Family Welfare (H&FW), Pangyu Phom, advisors K. T. Sukhalu and Er. Zale Neikha had paid their maiden visits to respective departments on March 27.

Pangnyu Phom: Medical minister, Pangnyu Phom made his maiden visit to the directorate of Health & Family Welfare (H&FW), Kohima on March 27.

According to DIPR report, the minister was accompanied by commissioner & secretary, directorate of H&FW, government of Nagaland, R. Ramakrishnan.

Pangnyu visited various sections in the directorate and interacted with the officers and further encouraged them to work with sincerity and dedication as the department dealt with human lives.

He also expressed his concerns on the health status of the state especially at the hard to reach areas.

Pangnyu also mentioned his commitment to press upon the government of India for strengthening the health infrastructure in the state.

K. T. Sukhalu: Advisor of School Education, K.T Sukhalu today said that development of hu-

man resource was key to the entire process of nation building.

Interacting with the officers and staff of the directorate of School Education today, Sukhalu said “we may have good roads and good means of communication but without human resource development, we cannot handle the growing needs of this modern era,” adding that the development in education sector required the total attention of all the stakeholders.

Sukhalu, who was recently appointed as advisor School Education said that the “change” as

being advocated by the PDA government was not only about change in the attitude of the people towards the government and its functioning but it also called for change in the lives of the people.

Towards this end, he called upon those present to think and work in ways that he or she can contribute towards the betterment of the future generation.

He said the department is faced with a surmountable task and therefore asked the officers and staff of the department to work as a team to face the challenges ahead of them. Sukhalu thanked

BJP 17th Chizami mandal adopts resolution

DIMAPUR: BJP 17th Chizami Mandal has resolved to demand for impeachment of NDPP president Phek division alleging that he was responsible for the merger of NPP to NPF, which violated the norms of NDPP-BJP pre-poll alliance.

The resolution was adopted at the meeting with all village units held on March 23 at the Mini Tourist Lodge, Pfütsero, attended by 75 party officials from various Morcha, stated a press release issued by BJP 17th Chizami Mandal president, Vetshe Tsüzüh and general secretary, Khrope Tsuhuh.

It demanded that the Chakhesang Baptist Church Rotary club of Dimapur distributed blankets, bed sheet, mugs and Council to identify the Church buckets to fire affected families of Y. DC Wokha notifies: Deputy commissioner, Wokha Dr. Manazir Jeelani Samoon has notified all concerned for clearance of materials like building materials, stone boulders, stone chips, sand, rods and off road vehicles lying along NH-2 and other town roads within Wokha town obstructing smooth flow of traffic and also causing blockage of drains along the road. The notification further observed the encroachment of the town roads due to construction of footsteps by private house owners. Govt takes note of suggestions from Oppn

KOHIMA, MAR 27 (NPN): People’s Democratic Alliance government has taken note of various issues and suggestions raised by the several opposition members during the last day of the first session of the 13th NLA held on Monday.

NPF member Imkong L Imchen has suggested review of the transfer and posting policy, besides streamlining Indian Reserve Battalion (IRB) Mahila.

The opposition member’s suggestion came while moving a cut motion and pointed out the alleged wrong policy and mismanagement of police force on the concluding day of the budget session of Nagaland Legislative Assembly (NLA) on last day of the budget session.

Imchen also demanded that serving IRB Mahila personnel be transferred to DEF after completing a particular tenure and fresh recruits inducted into the force, so that issues like marriages, family etc. were not affected.

He also informed the House that supply of ration and uniforms to the State police force needed to be checked and demanded that any wrongdoing should be dealt with seriously.

Deputy chief minister and home minister Y Patton said the government had taken note of the issues and suggestions raised by the opposition member.

Meanwhile, NPF legislator Keneizhakho Nakhro demanded details of the funds used for the Kohima smart city project as there was no visible progress on the ground. To this, urban development & municipal affairs minister Metsubo Jamir replied that Rs 107 crore for the project was not yet spent and that the project would be implemented after finalising it with the chief minister.

Exposing utter mismanagement of the State government in Tourism sector, opposition member Chotisuh Sazo pointed out that while the government spent over Rs 6 crore for Hornbill Festival, the revenue earned was just about Rs 6 lakh. In this regard, he

demanded to know whether any measures would be taken to improve the situation and whether any step would be initiated to improve wayside amenities.

Leader of the House and chief minister Neiphiu Rio replied that Rs 6 lakh was only the earning from selling of tickets and that government only played the role of a facilitator while the benefits were reaped by local people and entrepreneurs.

Rio explained that the objective of the government was not to earn revenue from the festival but to ensure that the benefit flowed to general public Stating that there were separate projects and that tourists were visiting various villages, the chief minister added that the most visited district in the State was Mon. Welcoming the suggestion for maintenance of wayside amenities, he said it had been taken note of.

Raising the issue of huge revenue loss of Power department, NPF member YM Yollow Konyak suggested that repairing centres for transformers should be set up in every district headquarter to avoid wastage of time for minor repairs, which also causes inconve-

nience to the public.

To this, Rio replied that the loss of revenue was primarily due to transmission problem and power theft.

He claimed that Dikhu hydro project was good though the land issue remain unresolved, due to which the project failed.

Nevertheless, he assured the House to take up the issue with all seriousness.

To this, opposition member Dr Imtiwapang Aier pointed out that much of the State’s fiscal deficit was due to power department’s huge losses and demanded corrective measures from the government in this regard.

Rio replied that the power department also undertook Central-sponsored schemes but the funds provided were insufficient, adding further that there was a need to improve the entire system by upgrading substations, checking power theft and providing sufficient transformers.

As the power department had installed pre-paid meters in some districts, he exuded confidence that things would improve soon.

AR apprehends NSCN (I-M) cadres

DIMAPUR: Jalukie battalion of Assam Rifles under the aegis of HQ IGAR North) conducted an operation in general area Ntangki, Athibung on March 26.

According to PRO HQ IGAR (N), during the operation, troops of Assam Rifles apprehended five armed NSCN (IM) cadres

in possession of illegal weapons.

AR said that the movement of armed cadre was in violation of agreed ceasefire ground rules. The apprehendees were identified as ‘maj’ Hanger Walling, ‘capt’ Nito Chishi, ‘lt’ Isak Sumi, ‘pvt’ Wishing Awoishinh and ‘pvt’ Kheka Sumi from NSCN (IM).

The recoveries included two 12 bore rifles, one point 22 mm rifle, 16 live rounds of 12 bore rifle, 37 live rounds of point 22 mm rifle and six detonators.

In this connection, the apprehendees along with the recovered items have been handed over to Athibung police station for further investigation.

Excise Kohima seize ganja DIMAPUR: Excise Kohima personnel manning Excise check gate Peducha on March 26 seized 100 kgs (approx) of contraband ganja from a private car (NL 07 4743) and arrested one person in this connection.

According to superintendent of Excise Kohima, I Vikikhe Aomi, the arrested person identified as one Th. Veivi (20) son of S. Tholu of Phaibung Khullen, Tadubi, Senapati (Manipur) was arrested after a hot pursuit.

Aomi stated that Excise personnel under the command of AIE Pusukhong while performing their normal duty signalled the suspected car to stop for checking. However, the driver sped off and after a hot pursuit the Excise personnel intercepted the car.

IRCS Wokha conducts medical camp DIMAPUR: Indian Red Cross Society (IRCS), Wokha district branch organized a multi specialty health camp at Yanthamo village (PHC Nyiro) covering 7(seven) villages on March 27.

According to DIPR report, chairman IRCS and DC Wokha, Dr. Manazir Jeelani Samoon, said the camp was aimed at facilitating patients who were unable to avail medical facilities at government medical centres.

He said that IRCS Wokha branch has been organising the camps annually and encouraged the same to be carried forward.

Multispecialty doctors including medicine, ENT, eye, gynaecologist and dentist participated at the camp. Besides, other vertical programme such us leprosy, NUBDCP and Aids Control Society were also involved. Free HIV blood test and malaria blood test besides free medicine were given to the patients at the camp. IRCS also provided water tank for PHC Nyiro and Chukitong. BP instrument were provided to PHC Wozhuro, Humtso and Elumyo. The programme was chaired by secretary, IRCS Wokha branch, Dr. Z. K. Ovung.

DIMAPUR: The State Resource Centre for Women (SRCW) had organized workshop on sexual harassment of women at workplace, from March 26 to 27 at Government Polytechnic Institute (GPI), Kohima and District Institute of Education and Training (DIET), Chiechama.

In a press note the SRCW stated that it has been empanelled by the Ministry of Women and Child Development, GoI to impart training programmes/workshop on the above cited Act and some of the key information provided during the workshop were for women working in organized/unorganized/public/private

sectors; Supreme Court has defined sexual harassment as physical, verbal or non-verbal conduct; for redressing of complaints relating to sexual harassment of women at workplace, every organization private or public should have an Internal Complaints Committee; however an organization private or public that has less than 10 number of employees shall fall under the jurisdiction of the Local Complaints Committee constituted by the deputy commissioner at the district level; SHe- Box (Sexual harassment electronic- Box), an initiative of Ministry of Women and Child Development, GoI, is an online

SC refuses to extend deadline for updation of NRC in Assam

Shillong, Mar 27: Meghalaya Chief Minister Conrad K. Sangma Tuesday said that the government would soon constitute a Group of Ministers (GoMs) to study on the National Green Tribunal ban on coal mining in the state.

Sangma announced the government decision to constitute GoMs during a meeting with the State Coordination Committee of Coal Owners and Mine Dealers Forum to study the current status on the NGT ban on coal mining in Meghalaya and the way forward.

Sangma said that GoMs comprising of Mining and Geology, Law, Environment and Home would be constitute to look into the whole issue.

“We will understand the issue and take feedback of all stakeholders and prepare a master plan as to how it can be taken forward. The issue of coal is a priority of our Government. We are going to look at environmental concerns as we take forward our discussion with the centre as well as with other concern authorities,” Sangma said.

State Coordination Committee of Coal Owners and Mine Dealers Forum Chairman, Sony L Khyriem has termed the meeting with the Chief Minister as “positive”.

“He (Sangma) has

assured the Forum to sincerely look into the matter on which he will initiate action at the government level to ascertain official views,” Khyriem said.

Parliamentar y Affairs minister Prestone Tynsong had last week told the Assembly that the government will put in all efforts to ensure resumption of coal mining in the state in accordance with environmental rules and regulations.

He said the Meghalaya Democratic Alliance government is likely to adopt another resolution to urge upon the Central government to invoke Para 12 A (b) of the Sixth Schedule through a Presidential notification to exempt the state from the central law.

Tynsong said that the government will leave no stone unturned to ensure that the National Green Tribunal lift its ban, and may even form a delegation to meet the Prime Minister and President to apprise them on this matter.

The National Green Tribunal had ordered an interim ban on “rat-hole” coal mining in Meghalaya from April 17, 2014, after the All Dimasa Students’ Union and the Dima Hasao District Committee filed an application before the tribunal alleging that the water of the Kopili river was turning acidic due to coal mining in Jaintia Hills.

The bench asked all state governments, railways, banks, CBSE, UIDAI and Ministry of External Affairs to assist the NRC officials in verification of the records in the stipulated period.

Mehta said if the panchayat elections are delayed in Assam, then the state will lose a grant of Rs 1000 crore, which can be given only if the elected local bodies are in place as per

‘Sikkim help to be sought to make entire India organic’ Gangtok, Mar 27 (PTI): Union minister Maneka Gandhi Monday said she requested Sikkim Chief Minister Pawan Kumar Chamling to offer the resources and help to convert the whole of India into an organic farming country.

Sikkim is the only state in the country where organic farming is initiated by the state Government, the Union Woman & Child Development Minister said after meeting Chamling.

“I have sought his help in this regard so that everybody benefits. I will be very happy if I get help to turn at least my constituency organic, to start with,” she said. Gandhi said she would discuss with the Central Government about seeking Sikkim’s technical support to impart training on organic farming to the rest of the states.

The Union minister, who is on a three-day visit to Sikkim, also lauded the environmental initiatives of the state government such as ban on use of plastic, grazing and felling of trees, besides poaching of wild animals. The bench, while noting in its order that the work of final draft NRC would be completed by June 30, had also dealt with the issue of the upcoming panchayat and local body elections in Assam, which were due in for April this year.

The top court had said that the state election commission would conduct these elections as per schedule but the poll process should not cause “slightest of interference in the publication of NRC”. It had said that the work of holding election will not be at the cost of upgradation and preparation of NRC. The first draft NRC for Assam was published in December end as per the apex court’s direction to come out with the first draft NRC by December 31, 2017.

The apex court had said that claims of those citizens, whose names do not figure in the draft NRC for Assam published by December 31 last year, would be scrutinised and included in the subsequent list, if found genuine.

The NRC of 1951 is being updated for Assam in accordance with the tripartite agreement among the state and central governments and the influential All Assam Students Union (AASU), which was arrived at in 2005 to implement the 1985 Assam Accord.

Meghalaya government to constitute GoM on coal ban

New Delhi, Mar 27 (PTI): The Supreme Court today refused to extend the May 31 deadline for the ongoing process of publication of the final National Register of Citizens (NRC) in Assam in the wake of panchayat elections in the state, saying the polls should not become an impediment.

The top court, however, spared the Additional Deputy Commissioner rank officer currently engaged in NRC updation work for the local bodies elections scheduled next month.

“We have already said that the deadline for updation of NRC is May 31 and the next 30 days for crosschecking of data till June 30.

It can’t go beyond that and complete final draft should be ready by then. You deploy your surplus employees or request neighbhouring states, but no employee engaged in NRC work can be spared or disturbed,” a bench of Justice Ranjan Gogoi and R F Nariman said.

The bench’s remark came after the state government said the panchayat elections were due next month and urged that the employees engaged in NRC work be allowed to be deployed for the polls. Itanagar, Mar 27 (PTI): In a suspected child trafficking case, four minor girls from Wakro area of Lohit district were missing for the past six days.

It was not yet clear whether they had been together when they had gone missing on March 21 evening. Their family members feared that the girls in the age group of 12 to 16 could be victims of human trafficking, police said.

A case has been registered at Tezu police station.

“We request the investigating team to probe every possible angle in their effort to trace out the whereabouts of the missing girls to ensure their safe return to their respective homes,” the Cultural and Literary Society of Mishmi (CALSOM) said in a statement.

AWU students’ stir enter 23rd day; Min says no mention of VC in Act 15 non teaching staff on contractual and ad-hoc basis, Sarma said adding they do not receive UGC scale salaries.

The University has been witnessing indefinite stir by its students since March 5 for a permanent VC and against downgrading it to a technical institute. The students had also held a 36-hour hunger strike from March 19.

Speaker Hiten Goswami addressing a press meet in the Assembly premises appealed to the media to have a positive outlook on the subject “so that a negative message does not go out”.

Constructive discussion should be held on the issue in the House, he said adding the students of the University should withdraw their agitation.

According to AWU Students’ Forum President Chinmoyee Gogoi, the students want a written undertaking from the government on the appointment of a permanent VC and transforming the

institute into a full-fledged university.

On March 23 former Tarun Gogoi visited the campus and lent his support to the agitation.

After his visit Gogoi had tweeted, “Assam Women’s University was one of my dream project for empowering the women. It is not only a pride of Assam but of the whole country. Assam BJP Govt’s decision on AWU exposes the hollow promises of flagship program ‘Beti Bachao Beti Padhao’”.

Protests had been held across upper Assam in support of the AWU students.

Effigies of Chief Minister Sarbananda Sonowal and Education Minister Himanta Biswa Sarma were burnt and nearly 175 colleges under Dibrugarh University organised satyagraha marches.

The agitation has garnered support from students and teachers of JNU, TISS, BHU, NEHU, IIT-Kharagpur, Jadavpur University and Sikkim University among others.

IMPHAL, Mar 27: Construction of Jiribam-TupulImphal railway line in Manipur has come to a halt after a tribal village imposed indefinite ban on all project related works in its area from Monday.

Villagers of Okoklong village under Nungba subdivision of Noney district banned all railway works in their area alleging that they have not been compensated

for their lands acquired for construction of railway project. A large number of villagers stormed the worksite located within the jurisdiction of Okoklong village and staged a protest demonstration on Monday.

After the demonstration, they blocked movement of vehicles by putting boulders, bamboos and timber across the road leading to the tunnel. The protesting villagers alleged that the concerned authority ac-

quired an area of 4.44 acre within the village jurisdiction for connecting Adit 1 and 2 of tunnel no. 10.

Even after the construction of the Adits was almost completed, compensation for the acquired land was yet to be distributed, they added. The ban on all work related with the railway construction including blocking the road leading to the worksite will continue till their due compensations are paid, the village chief said.

Airtel to add 6,000 new mobile sites in northeast in FY 19

Guwahati, Mar 27 (PTI): Telecom operator Bharti Airtel Tuesday said it would roll out 6,000 new mobile sites across the North Eastern region in the fiscal 2018-19, to add network capacity and take services deeper into unconnected areas.

With the network transformation program under its ‘Project Leap’ project, the company’s mobile sites across Assam

and NESA will go up by 31 per cent to 25,000, COO Ajai Puri said here.

Airtel also plans to add 3,000 km of new optic fiber in the region to take its fiber footprint to 16,000 km, which will support the growth of high-speed data services, he said.

Around 60 per cent of users in Assam and the North East have already ported to Airtel’s service, Puri claimed.

ITANAGAR, Mar 27 (Agencies): Arunachal government has landed in a controversy over appointments to the Arunachal Pradesh State Commission for Women, for which it allegedly chose non-Arunachalee candidates enlisted by the previous panel, in violation of norms.

On March 9, the state government issued a notification appointing the new panel - with Nirmali Taba as chairperson, Padmeshwari Jamoh as vice-chairperson, Taba Rosy as member, Yame Higio as member secretary and other members. Who these other members are, the notification did not state.

APCC on Monday accused the BJP government of subverting rules and regulations. “Unconstitutional and illegal appointments have become regular for Khandu,” APCC vice-president Minkir Lollen said.

Mizoram, Assam to maintain status quo at disputed area

Itanagar, Mar 27 (PTI): The Congress Tuesday opposed the Centre’s plan to relax the Restricted Area Permit(RAP) regime in Arunachal Pradesh and urged Governor Brig (Retd) Dr B D Mishra to intervene as the state shares borders with three foreign countries.

“Arunachal is a very sensitive border state with China claiming its territory. The recent incident of road construction by China inside the Indian territory at Tuting in Upper Siang district speaks volume of the state’s sensitiveness,” the Arunachal Pradesh Congress Committee said in a memorandum submitted to the governor.

“In such a sensitive situation if tourists are al-

lowed to move freely in the state and the border areas it will create a vulnerable situation. There is every apprehension of spying in the sensitive border areas if RAP is relaxed in the state,” the APCC memorandum said.

The union home ministry is examining whether to relax the six-decadeold Restricted Area Permit regime, under which foreigners must obtain a special permission to visit Arunachal Pradesh, Sikkim and parts Himachal Pradesh, Uttarakhand, Rajasthan and Jammu and Kashmir among others, Union Minister Kiren Rijiju said on Sunday.

Aizawl, Mar 27 (PTI): The Peace Accord Review Committee (PARC) has appealed to Prime Minister Narendra Modi to provide special housing assistance for members of the erstwhile underground Mizo National Front (MNF), who had returned to the main stream after the Mizo Accord was signed in 1986.

Chief Minister Lal Thanhawla today said this in a written reply to a query from Lalruatkima of the MNF in the state Assembly.

Lal Thanhawla said several demands of the former MNF personnel were taken into consideration by the Committee and had been considering absorbing family members of the former militants in the state government service.

He said that the Peace Accord Review Committee was set up on August 13, 2015 under the chairmanship of state chief secretary but it was dissolved and reconstituted under the chairmanship of the chief minister on May 2, 2017.

The MNF and the Centre had signed the Mizo Accord on June 30, 1986, after 20 years of insurgency in Mizoram.

Guwahati, Mar 27 (PTI): The Maternal Mortality Rate (MMR) is 44 per one lakh live births and Infant Mortality Rate (IMR) is 300 per 1000 live births in Assam, the state Assembly was informed Tuesday.

Replying to a question of Dr Numal Momin of the BJP in the Assembly, Health Minister Dr Himanta Biswa Sarma said MMR in the state was falling since 2001-03 when it was 490.

The MMR came further down to 480 during 2004-06, 390 during 200709 and 328 during 2010-12, he said.

The IMR has also fallen during the period from 74 in 2001 to 44 in 2016, Sarma said.

Strategies implemented to reduce IMR in the state include Facility Based New Born Care, New Born Care Corner, New Born Stabilisation Unit, Nutritional Rehabilitation Centre, Nutritional Counselling cum Management Centre, Paediatric Intensive Care Units, Home Based Newborn Care, the minister said.

G u wa h at i , M a r 27 (PTI): As the Assam Women’s University student’s indefinite strike for a permanent vice-chancellor entered its 23rd day Tuesday, state Education Minister Himanta Biswa Sarma told the assembly that there is no mention of the post in the Assam Women’s University Act, 2013.

The state government has not violated the act as there is no mention of the post of vice-chancellor in it and regular teachers were not appointed as no advertisements were given for the purpose, he said.

Abdul Khaleq of Congress had raised the issue in the assembly and questioned why a permanent VC had not been appointed though about five years had passed since the University, the only one of its kind in the north east, began classes.

Money matters

t’s all about lack of financial discipline that has made the budget deficit figure in Nagaland a matter of fierce debate between former colleagues and chief ministers- incumbent Neiphiu Rio and former chief minister T.R.Zeliang. The deficit for the year ending March 31, 2018 indicates that the government’s deficit of Rs. 1630.67 crore for 2018-19 as against Rs.1437.84 for 2017-18 will continue to remain a matter of concern. Much has been commented and written in this column regarding the handling of finance. It will be wrong to blame the financial mess on the politicians only. Those bureaucrats in Nagaland who have been handling the finance portfolio have also been responsible, if not mostly, for fiscal indiscipline. Part of the problem is that handling of the finance portfolio seems to be confined to getting and spending money. However the ‘getting’ is mostly from the Centre with very little scope for revenue income.

The understanding of proper budgetary management is the saying that one should cut one’s cloth according to one’s size. In other words, the expenditure should not exceed the income beyond a certain manageable limit. The financial position of the state continues to be in a dire strait since the fiscal deficit has reached a very high figure of a little over Rs.1600 crore. There are still some ways by which unnecessary expenditure can be curtailed. One is to get rid of all those appointed through bogus and backdoor means. This can be done by entering the names of all employees with their Aadhar and Pan cards and their entry into service. Nagaland has approximately around 1,40,000 employees but no one can be certain about the figure since it can rise without warning.

The state can no longer afford to be bedevilled by the fiscal deficit. It should be taken very seriously by the new government. A sense of collective responsibility is the need of the hour in order to bring consolidation.

While all states are reeling with burgeoning deficits, the far flung and landlocked state of Mizoram has a totally different story to tell when its finance minister Lalsawta, presented a surplus budget for 2018-19 to the tune of Rs.428.49 crore. The Mizoram finance minister explained that the surplus was a consequence of years of consolidation in the run up to the presentation of the financial year 2018-19.What the Mizoram government has done is to consolidate the budget by reining in the inflow and outgo and ensure that there is rationality in spending. This can be done by bringing in more revenue than is spent or spending less than what is available Under normal periods and in time of great prosperity or at least higher levels of employment, the government will take in more tax revenue due to more people working, hence paying more in taxes. The simple answer is cut spending or increase revenue or both. There is no need to increase tax but only a need to promote economic development and at the same time, drastically cut down on government expenditure. It is also a time to ponder over decreasing government so as to increase development. How that can be done is for the planners in the government to decide but which they must do without waste of time.

Never allow God to show you a truth which you do not instantly begin to live up to, applying it to your life. Always work through it, staying in its light.

he British government has rejected a petition by the Sikh community in London to make public all papers concerning to Operation Bluestar. Mrs Margaret Thatcher, then British Prime Minister, was close to the then Indian Prime Minister Indira Gandhi and reportedly helped her to plan the Indian military action at the Golden Temple in Amritsar between June 1 and 8, 1984, to oust militant religious leader Jarnail Singh Bhindrawale and his followers from the Harmandir Sahib Complex.

It has now come to be known that one British officer had visited Amritsar on a reconnaissance and collected all the data which came in handy to the Indian army when it launched the attack on the militants holed up at the Golden Temple. It is now realized that the Operation was not necessary and that Bhindranwale could have been removed from the Akal Thakt through some other methods.

But even after 34 years, the public does not know why the Operation was undertaken. True, Bhindranwale had converted the

Indian request and, with the prime minister’s agreement, a SAS officer has visited India and drawn up a plan which has been approved by Mrs Gandhi.

The foreign secretary believes that the Indian government may put the plan into operation shortly,” the letter said.

The letter went on to say that if the British advice were to emerge in public, it could increase tension in the Indian community in Britain. However, there is no evidence in any of the communication if the British plan was finally used for the June 1984 operation.

In London, the UK government said it will investigate its involvement.

“These events led to a tragic loss of life and we understand the very legitimate concerns that these papers will raise. The prime minister has asked the cabinet secretary to look into this case urgently and establish the facts,” a UK government spokesperson said in a statement.

Operation Bluestar papers have to be thrown open to the public because as the time passes, one feels that it was an operation which should not have taken place.

Times itself calls for adequate measure when the Nagas are robbed off of indigenous entitlements and adequate justification inherent is yet beyond our grasp presently.

The recent assimilation of our NNPGs from various fold, to realistically work upon a political agenda to conclude the long

hauled in-conclusive IndoNaga political settlement is greatly anticipated among the all sections of people.

The frequent fixation of every faction upon their own interpretations has and is openly perceived by the people, as a means that would further elongate the objective manifested in our hope, we people have build up and entrusted upon our national workers. From a general point of observation, the contemporary perspectives of the Nagas has been inclined into three sets of perspectives; the state government, the national workers and the people.

Although our state of nature delves much deeper, in simple terms, we have the Indian and provisional governments, both established in claims of inundating legitimacy, with the public of Nagaland cornered into the center without much having to make a point towards the right direction.

To be more astute with our present circumstances, we are in fact under the Indian rule, and as our pioneering national workers has asserted through their sacrificial testimony, Nagas are independent and distinct from the Indians - and for this evident truth, we have witnessed the dark times as recorded in our history.

But when India finally decided that the political conflict could also be pursued through peaceful dialogue, this shifted the whole momentum of Indo-Naga relationship, more or less during the initial peace process, but more tangible and mutual today - I believe.

With modern form of civilization growing faster and bigger, there is a polite sense of political symbiosis if among the third world nations are to have mutual relationship and work for common cause and interest. Our foremost political pioneers indented in us with their legacy to aspire for a nation and this has never been more augmented in us than today. The Nagas only yearn for Nation because of its necessity but in the matters of behind schedule accession, there is also the caution for hazard due to premature onset, and this is comprehensive for us all.

But, this also requires of

India to resolve and stand resolute in their commitment to settle and embark on a new shared relationship with the Nagas, with however final manner should a political settlement be agreed upon. In the event of proportion, things being blown, would solicit a posthumous assessment and resuscitation of the movement wherein, is expected, the agenda of Nation should also become more transparent and oriented.

It is also time, the trust deficit inherent among ourselves imperiling and hindering be pondered upon.

Unless we are honest with ourselves to stand for the greater cause, trust deficit could still linger within. The people are ready and expects our national leaders to unite in the name of fraternity ; once every leader mutually unite to work for the greater common cause, like the matured onset of the tiles in the domino effect, everyone would follow and we could begin on the march for progressive development.

For a conclusive political settlement, it would require of all the NNPGs to come together along with the set of people’s representatives to accumulate all the perspectives and formulate a right perspective to settle the protracted Indo-Naga political conflict at rest. The attributes apart of political wisdom and understanding or this alone, cannot harbor fruition, but we need all the attributes in unison. The cooperation of the legislators to bridge the gap and facilitate the ongoing paradigms of talks between the GOI and the various NNPGs, so that a final mutual agreement could be concluded, would be noteworthy and gratifying for present and posterity.

A concluded settlement could be of original interpretations, and while maintaining all the inherent context of our culture, also keep ourselves intact with the natural history, we share with the world. We are still learning as humans in many aspects and there is more we have to study - life could also be progressive if our political structure reverberates in sensible way.

Unforgiving to the offensive forays of the strikers. Sobriquet of Great Wall of China in football connotation amply reflects on this industrious footballer. He is none other than Beituo Kirha who breathed his last on the fateful night of 24th March, 2018 leaving the whole of the football fraternity in a state in anguish and despair.

Beituo Kirha rose to football was not through the intense coaching of trainers or professional clubs but by sheer ingenuity where his talent was spotted playing on the narrow alleys of New Market road, Kohima. He came into the football and never lost his passion for the game. He was a role model for many because he treated every one he met with the language of football.

One of the greatest defender the state has produced with his career spanning almost 2 decades from the 80’s to 90’s saw him participated in almost all the major football tournaments played across the length and breadth of the country. The prestigious Santosh Trophy seems to be his favourite as he found himself among the police players at times as the only civilian. Late Beituo fondly recalled his devastating football match in the same tournament when Nagaland team was trounce by star studded Bengal team with the defence line-ups put to disarray by the swift and well-orchestrated play of Bengal.

A moment of proud and achievement he felt was when his photograph appeared in one of the issue of the popular magazine “The Sportstar” in 1998 when he played for the Nagaland Team in Santosh Trophy at Jorhat in Assam. During the peak of his career he candidly admitted to one of the sports scribe that the state lacks in the basic infrastructure to raise the state football standard at par with Manipur and Mizoram. He was of the strong view that the state football cannot continue to bask in the glory and

legacy of Late Dr T Ao. A systematic revamping in the whole sports policy with employment opportunities was ardently felt by him. As an indispensable player of the Nagaland Team that won the 1st Dr T Ao Fraternity Gold Cup played at Kohima in 1990 was what he considered a tribute to the legendary bare footed Olympian.

An inexhaustible footballer, Late Beituo was approached by different clubs in the country but preferred to be in the state capital to nurture, guide and boost the upcoming youngsters.

Back to the state football arena, Late Beituo Kirha was a regular face for the New Market Team and the PHED team droning the green and white jersey. He had enormous contribution towards the fame and glory the PHED team had achieved in the state Inter Departmental Tournaments where he was employed. His home team, the New Market XI owed his captaincy and coaching in winning the Kohima Senior Soccer League (1994), Youth Soccer Championship (1995 & 1998), Peace Cup (1998) and other feats in the Royal Gold Cup, Classic Cup and the NSF Martyrs Memorial Trophy. Many of his teammates owed employment to him through the game of football. The determination to win in odd situations and pledging loyalty to the team he played borne the ultimate success.

Ever ready to reprimand his teammates for their lapses and also humbly accept his own follies is a trade mark in him. Spellbinding gaols coming out through his over lapping, accurate free kicks and flank shots added much calibre to his game. An articulate footballer with quick football brain is what made him all the difference with the contemporary footballers of his time.

Beituo Kirha’s untimely demise has engulfed the football fraternity in grief but united in its admiration for the pioneer in football.

It is heartening to know that scholarships for the students would be released shortly. Many such as me are from poor economic background and dependent on our scholarships to meet our requirements. With exams on our hands and the worry of how to pay back dues has been a real ordeal. It is not just for the poor students that payments need to be made on time. There has been enough noise made over the delay in payment of teachers’ salary, who have families to maintain. They are also living in a situation of beg and borrow just to make ends meet. I fervently hope and believe that the new government would surely make the students, teachers and other work charge employees a priority when it comes to giving them due share of what belongs to them. There has been enough tears shed.

ture of dignified existence is to assert for dignity that has the spark of divinity and the realization of choice within the parameters of law without any kind of subjugation,” the judgment said.

Holding that the “honour” killings “guillotines individual liberty, freedom of choice and one’s own perception of choice”, the court said: “It has to be sublimely borne in mind that when two

adults consensually choose each other as life partners, it is a manifestation of their choice which is recognized under Articles 19 and 21 of the Constitution.”

The court also directed that all the cases involving honour killings or violence “shall be tried by the designated Court/Fast Track Court earmarked for that purpose” and the trial would proceed on day to day basis

and be concluded “preferably within six months from the date of taking cognizance of the offence”.

The court said that this direction will apply to “pending cases” as well.

Noting that there were 288 cases of honour killings between 2014 and 2016 and saying that “there cannot be any assault on human dignity as it has the potentiality to choke the majesty

of law”, the court recommended enactment of a law dealing with the offence of honour killing. “...we would recommend to the legislature to bring law appositely covering the field of honour killing,” it said.

The court also issued a number of directions as punitive steps and remedial measures to deal with the issue.

New Delhi, Mar 27 (IANS): The merger between telecom majors Idea Cellular and Vodafone India is in the final stages of approval, Telecom Secretary Aruna Sundararajan said on Tuesday.

“The Idea-Vodafone merger is in the final stages of approval. Because they have got the NCLT (National Company Law Tribunal) and Sebi (Securities and Exchange Board of India) clearances, but there are some FDI (Foreign Direct Investment) approvals that are involved, there are some liberalisation of licences,” Sundararajan said on the sidelines of an event organised by the Cellular Operators Association of India (COAI).

“So, there are a number of clearances, it is not a one-step clearance,” she added.

NEW DELHI, Mar 27 (PTI): Gross revenue of telecom services providers declined by 8.1 per cent while the licence fee collected by the government dropped by 16 per cent yearon-year in the quarter ended on December 31, 2017, a report by sector regulator Trai said. The adjusted gross revenue (AGR) earned by companies from sale of telecom services declined by 16.05 per cent to Rs 38,536 crore in the reported on year-on-year basis.

“Gross Revenue (GR) and Adjusted Gross Revenue (AGR) of telecom service sector for the quarter ended December 2017 has been Rs 61,089 crore and Rs 38,536 crore respectively. According to Singapore’s banking group DBS, while India’s foreign reserves are at a record high, just as growth gathers momentum, optimism has been dented by widening current account deficit, pushing back of fiscal consolidation goals and inflation expected to remain above target next year.

by DBS economist (Eurozone and India) Radhika Rao further noted that any escalation in trade tensions involving the US might aggravate India’s current account concerns.

“In the immediate term, sentiment and the rupee remain susceptible to US monetary policy trajectory and trade war concerns,” the report said.

New Delhi, Mar 27 (PTI): GST collections slid for the second straight month to Rs 85,174 crore in February as only 69 per cent of the assessees filed returns.

Around 59.51 lakh GSTR 3B returns were filed for February. This is 69 per cent of the total taxpayers who are required to file the monthly returns, the finance ministry said in a statement.

“The total revenue received under GST for the month of February 2018 (received up to March 26) has been Rs 85,174 crore,” it said.

The collection in January was Rs 86,318 crore, while in December and November it was Rs 88,929 crore and Rs 83,716 crore.

L O ND O N, M a r 2 7 (Agencies): A Cambridge Analytica whistleblower said on Tuesday that Canadian company AggregateIQ worked on software called Ripon which was used to identify Republican voters ahead of the 2016 US presidential election.

AggregateIQ did not immediately respond to request for comment on the remarks by Christopher Wylie, a whistleblower formerly of British political consultancy Cambridge Analytica, reported Reuters.

Wylie has previously disclosed how users’ data from Facebook was used

by Cambridge Analytica to help elect US President Donald Trump.

According to AP, president Vladimir Putin, who also visited the city, blamed the deaths on “a criminal negligence, sloppiness,” as he laid flowers in tribute to the victims. He did not meet with the protesters.

The blaze engulfed the Winter Cherry mall in Kemerovo on Sunday, the first weekend of the school recess, trapping dozens of parents and children inside.

Eyewitnesses reported that fire alarms were silent and many doors were locked.

Some of the victims were children who died in a locked movie theatre.

The angry residents rallied outside the regional government building in Kemerovo for hours, with many of the protesters taking the stage to accuse the authorities of hiding the real scale of the disaster.

Dr. A.H. Khan elaborated on the implementation of PPV&FR Act, 2001, Dr. Ajay Kumar Singh spoke on registration and protection of farmers’ rights under PPV&FRA and Dr. Kolom Rabi, ACTO (plant breeding) KVK Dimapur spoke on the farmers’ variety registration and its procedures.

Dr. Harendra Verma, scientist (plant breeding), ICAR Nagaland centre delivered a lecture on protection of plant varierties and farmers’ right (PPV&FR) Act, 2001.

A total of 17 farmers’ varieties which include 13 rice varieties, one maize variety, one banana variety, one turmeric variety and one Colocasia variety were collected for registration with PPV&FR authority during the programme.

Leaflets on PPV&FR Act 2001 translated in Nagamese dialect along with the registration forms were also distributed to the farmers.

Govt may submit action plan on Wednesday: Hazare New Delhi, Mar 27 (IANS): The government may not be able to submit its action plan on the demands on fair crop remuneration, Lokpal appointment and electoral reforms on Tuesday as decided due to the prolonged discussion on the issue, social activist Anna Hazare said.

Hazare, who is on indefinite hunger strike since Friday, told reporters that the action plan may be submitted on Wednesday.

Panaji, Mar 27 (PTI): Goa Health Minister Vishwajit Rane today said that he would meet Maharashtra Chief Minister Devendra Fadnavis to discuss the issue of fees being charged from non-Goan patients availing medical treatment at state-run hospitals.

The Maharashtra government had recently written to the Goa government to waive this fee for patients arriving from Maharashtra for treatment at the Goa Medical College and Hospital (GMCH) and other hospitals. Rane maintained that the recent decision to charge patients coming from outside the state would continue, adding that he would be in Mumbai tomorrow to meet Fadnavis to seek an amicable solution. “I have asked for an appointment with Maharashtra CM Fadnavis. I will suggest that

GMCH or north Goa district hospital be empanelled under the medical insurance scheme of Maharashtra.

By tomorrow we should be able to resolve the issue,” Rane said.

Fees for foreigners availing treatment in staterun hospitals would be hiked in the near future, Rane informed, “I want to charge foreigners more as they can afford to pay.

Indian rocket to launch on Wednesday Chennai, Mar 27 (IANS): The 27-hour count down for the flight of Indian rocket Geosynchronous Satellite Launch Vehicle (GSLV) carrying communication satellite GSAT-6A on March 29 would start at 1.56 p.m on Wednesday, said the Indian space agency.

According to Indian Space Research Organisation (ISRO), the Mission Readiness Review (MRR) committee and the Launch Authorisation Board (LAB) on Tuesday cleared the 27hour count down.

The 415.6 ton GSLV rocket measuring 49.1 metre tall is scheduled to blast off at 4.56 p.m. from the second launch pad from at Indian rocket port in Sriharikota, 105 km from here.

‘Strategy to modernise NSG being developed’ New Delhi, Mar 27 (IANS): The Central government has developed a strategy to modernise National Security Guard (NSG) and also acquired state of the art equipment and weapons to bolster its operational capacity, Parliament was told on Tuesday.

“Gover nment has developed a strategy to modernize NSG and has adequately empowered it to continually scout for modern state of the art equipment for counter terrorism related operations with an aim to carry out intensive training evaluation and procurement, if found suitable,” Minister of State for Home Kiren Rijiju told the Lok Sabha in a written reply to a question by Congress MP Shashi Tharoor.

He said that NSG has acquired/purchased state of the art equipment and weapons to bolster the operational capacity and that the NSG officers regularly undergo training to develop their counter-terrorism skills.

2 ministries team up to scale up electrification drive: Govt

New Delhi, Mar 27 (IANS): In a first of its kind institutional arrangement, the government on Tuesday launched a programme of skill development to speedily implement its Saubhagya scheme for universal household electrification with the Power and Skill Development Ministries joining hands for the purpose.

The two ministries are pooling their resources in this initiative to meet the target of the Pradhan Mantri Sahaj Bijli Har Ghar Yojana, or Saubhagya, launched last year aimed at providing power to all homes by March 2019.

“The power sector will be immensely helped by this. The lack of skilled manpower was standing in the way of Saubhagya,” Power Minister R.K. Singh said at a press conference here he addressed alongwith Skill Development Minister Dhar mendra Pradhan.

Citing the example of his home state of Bihar where only a handful of

homes were being connected on a daily basis, Singh said the pace of electrification required to be “speeded up”.

“For this we need skilled manpower, and not only for Saubhagya but also other programmes Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) and IPDS (Integrated Power Development Scheme).”

While DDUGJY is designed to provide continuous power supply to rural India, the IPDS aims at strengthening of subtransmission and distribution networks in the urban areas. “We intend to spend Rs 1 lakh crore on skill development for these vari-

ous schemes and we’ll need 5,000 lakh man-days to implement the programme,” Singh said.

He also said the technical training would be provided as per a drawn up calender at the district headquarters and mobile training camps are also being arranged.

Noting that Saubhagya has the target of bringing electricity to four crore households by endMarch next year, Pradhan said the power and skill development ministries of states are equal stakeholders in this initiative with the Centre.

“Of this Rs 1 lakh crore budget, 25 per cent has been set aside for wages and contractor margins,” he said.

“This is the first time such an institutional arragement has been made to scale up skill quality,” he added. The programme will be jointly administered by the Rural Electrification Corporation and National Skill Development Council.

Entry of Chinese fabrics needs curbing: Jain Ko l k ata , M a r 2 7 (IANS): Amid a fast increasing import of garments made of Chinese fabrics from Bangladesh, the Indian textiles industry is seeking “tweaking of South Asian Free Trade Area (SAFTA) rules of origin” to make use of yarn and fabrics of Indian origin mandatory for exporting apparel to India, an official said on Tuesday.

According to the official, India allowed duty free import of ready-made garments from Bangladesh under SAFTA in 2006 and this facility was limited to eight million pieces. However, in 2010, this quantitative restriction was lifted.

“Bangladesh imports Chinese fabrics and converts them into garments using its cheap labour. It exports these garments to India without the need for paying any import duties.

This is actually facilitating backdoor entry of Chinese textiles into India,” Confederation of Indian Textile Industry (CITI India) Chairman Sanjay K. Jain told IANS. He also said the dutyfree facility given to Bangladesh on grounds of it being a Least Developed Countries (LDC) was actually benefiting China’s textile exports.

According to CITI India, India’s garment imports from Bangladesh increased from $106.72 million during April-December period of 2016 to $124.14 million in the corresponding period of 2017.

“We have demanded tweaking of SAFTA rules of origin to make the use of yarn and fabrics of Indian origin mandatory for allowing duty-free quota-free market.

“This is expected to prevent China from taking undue advantage of a facility that is meant for LDCs,” Jain said on the sidelines of a seminar on “Recent Trends on Eco-Friendly Textiles & Sustainable Fashion”

organised by the J.D. Birla Institute.

This measure is also expected to give a fillip to India’s export of yarn and fabrics to Bangladesh and other LDCs which at present are being supplied by China, he said.

“India has now extended this duty-free quota-free facility to all 49 LDCs on a non-reciprocal basis and again without any sourcing restrictions. So, it is expected that in the coming future, we may have more Bangladeshtype situation,” Jain said.

Citing the international practices of imposing sourcing restrictions, he said the US imposed sourcing restriction under NAFTA for accepting duty free import of garments from Mexico and other NAFTA members.

Mamata pitches for one-on-one contest against BJP in 2019 LS poll

New Delhi, Mar 27 (IANS): West Bengal Chief Minister Mamata Banerjee on Tuesday initiated efforts to forge a common front against the BJP in the next Lok Sabha elections meeting leaders including NCP chief Sharad Pawar and BJP’s ally Shiv Sena in a bid to ensure one-to-one contest against the ruling alliance throughout the country.

Banerjee, who has had a long innings in the Lok Sabha, visited Parliament house and also met leaders of other parties including Telangana Rashtra Samithi (TRS) chief K. Chandrasekhar Rao’s daughter K. Kavitha and Lalu Prasad’s daughter Misa Bharti.

MPs remain seated in Rajya Sabha despite adjournment

Lucknow, Mar 27 (PTI): The Uttar Pradesh Assembly today passed a stringent bill to curb organsied crime and deal strictly with those trying to foment terror, even as the Opposition members staged a walkout alleging that it was a “draconian” legislation.

The Uttar Pradesh Control of Organised Crime Bill (UPCOCB) had to be re-introduced in the assembly today as it could not be passed in the Legislative Council, where the ruling BJP is in minority, after being cleared by the Lower House earlier this month.

The proposed legislation on the lines of Maharashtra Control of Organised Crime Act (MCOCA) seeks to curb organsied crime and deal strictly with those trying to foment terror or dislodge the government forcibly or through violent means.

The UPCOC Bill, 2017, also seeks to act sternly against those using explosives or firearms or any other violent means or damaging life and property or involved in anti-national or destructive activities.

Piloting the bill for discussion, Chief Minister Yogi Adityanath justified the measure to put a halt to crime in a vast state like Uttar Pradesh.

In course of the discussion, Leader of the Opposition Ram Govind Chaudhary voiced concern that the measure could be misused by a ruling dispensation against political opponents.

Chaudhary (Samajwadi Party) also cited crime data to claim that the law and order had deteriorated during the BJP government in the state.

Lalji Verma (BSP) dubbed the measure as antidemocratic and expressed the fear that it might be misused to settle political scores and even journalists could be trapped in the new law to gag the freedom of press.

Lok Sabha fails to take up no-confidence motion

Lok Sabha on Tuesday failed to take up again notices for no-confidence motion against the government after Speaker Sumitra Mahajan said the House was not in order and adjourned proceedings amid noisy protests over various issues.

In a novel way to convey they have enough numbers to seek the noconfidence motion, members from the Congress, the Left and some other parties displayed blue-coloured placards, each with a circled number along with the words ‘For no-confidence’.

The numbers ranged from

1 to at least 80.

At least 50 members need to support a no-confidence notice for the House to accept it and start a debate.

As soon as the House met for the Zero Hour, members from the AIADMK trooped into the Well shouting slogans and demanding immediate constitution of the Cauvery river management board while many other Opposition members were seeking taking up of notices for noconfidence motion.

Mahajan told the House that she has received notices for no-confidence motion from members of various parties, adding that she was duty-bound to take them up.

However, she decided not to take up the notices citing that the House was not in order.

Unless the House is in order, “I will not be in a position” to take up notices, Mahajan said even as she requested protesting members to go back to their seats.

Mumbai, Mar 27 (PTI): The Shiv Sena today asked the BJP to “fearlessly” remove those bureaucrats from the Maharashtra secretariat who delayed the implementation of projects and hindered development.

The Sena also said when it pulled up the government for not implementing its schemes, the anger behind the criticism had to be understood.

The Uddhav Thackeray-led party has often been at loggerheads with senior ally BJP and has been vocal in criticising the Central and Maharashtra governments.

The Sena’s comments came a day after senior BJP leader and Union minister Nitin Gadkari slammed the state bureaucracy, particularly IAS officers, for a “negative mindset” which impeded development.

Gadkari spoke on this yesterday at an event in Nagpur, in the presence of Chief Minister Devendra Fadnavis and energy minister Chandrashekhar Bawankule.

“The question plaguing the people is that if the chief minister himself has to struggle so much to get a mere Rs 89 crore sanctioned for a project, what will happen to the demands of people’s representatives and the common man,” the Sena asked.

New Delhi, Mar 27 (IANS): India and the US on Tuesday held the 15th meeting of their Counterterrorism Joint Working Group here and reviewed threats posed by terrorists groups across the world.

“The Working Group reviewed threats posed by terrorist groups worldwide and in their respective regions including crossborder terrorism in the South Asian region,” the External Affairs Ministry

said in a statement in an obvious reference to Pakistan providing financial support and safe havens to terror groups.

“Both sides committed to strengthening information sharing on some of the world’s most dangerous terrorist groups and individuals and exchanged views on efforts to counter the financing and operations of regional and global terrorist organisations,” the statement said.

“The two sides discussed international efforts to counter threats posed by foreign terrorist fighters.”

Tuesday’s meeting was led by Mahaveer Singhvi, Joint Secretary in India’s Ministry of External Affairs, on the Indian side and Alina L. Romanowski, the US State Department’s Principal Deputy Coordinator for Counter-terrorism.

Mumbai, Mar 27 (PTI): Maharashtra government will initiate a legislation to make life imprisonment as the maximum punishment for food adulteration, Minister for Food and Drug Administration Girish Bapat today said.

He was responding to a ‘Point of Information’ on cases of food adulteration and spurious chemical products having increased drastically across Maharashtra in the last three years according to data released by the Union Health and Family Welfare Ministry.

It was raised by Congress member Sanjay Dutt in the Legislative Council.

“The government will initiate a legislation to make life imprisonment the maximum punishment for adulteration cases,” Bapat said.

He added that the government was working to increase the number of world class laboratories and mobile units in the state to curb adulteration. Speaking on the issue earlier, Dutt pointed out that a Patanjali product, which was being distributed in the market, had its manufacturing date marked as “April 2018”, despite it still being March.

M a d r i d, M a r 2 7 (IANS): Spain’s Catalan regional police force have arrested Maria Tana Varela Otero, the woman most wanted by the European Police Office.

Varela, 44, who is from the region of Galicia in the northwest of Spain, was detained on Monday in Villanova I la Geltru, a coastal town 30 km from Barcelona, Xinhua news agency reported.

She is the only woman and the only Spanish national to appear on the list of Europol’s list of the “70 most wanted criminals”.

She was arrested in the house where she had been living on her own for a considerable amount of time and the Spanish media reported that at first she had tried to confuse investigators before finally “lowering her head and accepting she had been identified”. Police had been looking for her after she was able to escape in 2011 after being condemned for drug trafficking following her original arrest in 2006 during an anti-drugs operation. Varela had originally trained as a lawyer in Galicia, which is known as one of the doorways into Europe for drugs smuggled through Spain from Latin America.

T O K YO, M a r 2 7 (Agencies): A Japanese official at the heart of a cronyism and cover-up scandal that has dented Shinzo Abe’s popularity said Tuesday that the prime minister’s office was not involved in falsifying documents.

In hotly awaited parliamentary testimony beamed live on national television, Nobuhisa Sagawa said only his office took part in altering key documents relating to a controversial land sale.

“This is an issue only for the finance bureau (of the ministry) ... therefore we never reported outside the finance bureau ... not to mention reporting to the prime minister’s office,” said Sagawa, 60.

He said neither Abe nor his cabinet secretary or finance minister had ordered the alterations.

Sagawa’s testimony came as fresh polls showed public support for Abe’s government plunging by double digits, apparently due to the scandal, amid opposition calls for the prime minister to resign.

However, the official declined to answer detailed questioning about how and when documents were altered, saying he was under criminal investigation.

“I think whether you are doing a play, movie or an ad film -- you are eventually playing a character.

Even though it is for 40 seconds or a minute, the character remains on screen -- and if you are selling a product, there has to be a certain amount of commitment to it,” said Boman, who appears in two ads for P Mark Mustard Oil -- both directed by his son Kayoze Boman Irani.

poilers ahead: As The Walking Dead continues its eighth season run, fans are having a tough time figuring out where the show is going following last night’s [Sunday 25 March] episode. The show, which first debuted in 2010, follows Rick Grimes (Andrew Lincoln) and a group of individuals fighting it out for survival following a zombie apocalypse.

The latest season has been receiving mixed reactions from fans following showrunner Scott Gimple’s decision to kill Carl Grimes – one of the shows leading characters – earlier in the season. In the episode, titled

‘Do Not Send Us Astray’, a handful of characters where killed off following the Saviors attack on The Hilltop, thrusting Maggie (Lauren Cohan) and the community into survival mode.

In true Walking Dead fashion, fans didn’t get any resolution on Negan (Jeffrey Dean Morgan) and Jadis’s (Pollyanna McIntosh) road trip that shocked audiences in the last episode; but instead witnessed Simon leading the Saviors to glory by tainting their weapons with walker guts – a new way of infecting people, apparently.

In February, it was reported that Cohan was yet to

he world’s first statue of David Bowie has already been vandalised, only days after it was unveiled in Buckinghamshire.

The memorial, which was unveiled on Sunday afternoon, has been covered in graffiti that says “feed the homeless first” and “RIP DB”.

It was erected at Aylesbury Market Square, close to the town’s Friars music venue where Bowie first debuted his Ziggy Stardust persona in the early 1970s.

P r o m o t e r D av i d Stopps led a successful crowdfunding campaign for the statue’s creation, which raised £100,000 and support from several grants.

But while the graffiti takes aim at homelessness in the area, Deputy Mayor Mark Willis has stressed that no public money was spent on the statue.

IOC chief to meet IOA members

NE W D E L H I , M a r 27 (PTI): International Olympic Committee (IOC) President Thomas Bach will meet the newly-elected members of Indian Olympic Association (IOA) Executive Board during his brief visit to India next month.

HE Sheikh Ahmad Al Sabah, President ANOC and OCA, will also be visiting India between April 18 to April 20.

Bach and Sheikh Ahmad will have a potential meeting with Sports Minister Rajyavardhan Singh Rathore on April 19.

This will be followed by a meeting with the Members of IOA Executive Board led by President Narinder Dhruv Batra and Secretary General Rajeev Mehta.

While turning India into a major challenger in world sports and powering India’s performance at the 2020 and 2024 Olympic Games will be key talking points of the meeting, Batra is also expected to express IOA’s preparedness to host multi-discipline sporting events in the near future.

“While I cannot divulge or speculate what

will be discussed during the meetings with the Indian Gover nment and Sports Minister, the IOA would certainly convey our readiness to host big-ticket multi-discipline events in India and would like to discuss how we can effectively work towards achieving IOC’s Olympic Agenda 2020 strategy,” Batra said.

CoE to aid Qatar with security for 2022 WC Strasbourg, Mar 27 (IANS): The Council of Europe (CoE) and Qatar on Monday signed a technical cooperation agreement to secure Qatari stadiums hosting the 2022 FIFA World Cup, with a budget of 600,000 euros ($744,546), and to comply with an European convention on sporting event security enacted last year.

The agreement was signed in the French city of Strasbourg between the Council of Europe’s deputy secretary general, Gabriella Battaini-Dragoni, and the Qatari representative to the council, Brigadier Ibrahim al-Mohannadi, reports Efe. “The Council of Europe’s unique legal instruments are pivotal in today’s sports’ world. We are glad that our normative action is considered so relevant by the State of Qatar,” Battaini-Dragoni said.

The initiative aims to ensure Qatar can safely host both the World Cup in

police cooperation and dialogue with supporters.”

Al-Mohannadi stated, “The safety and security of all participants of the FIFA World Cup Qatar is of the utmost importance to us,” adding that Qatar aimed to provide “a unified

approach to safety, security, and servicing during the tournament.”

Effective November 1, 2017, the convention has been signed by 30 European Council member states, while six countries have ratified it.

Venus enters quarters in Miami

MIAMI, Mar 27 (Agencies): Seven-time Grand Slam winner Venus Williams exacted revenge on reigning Miami Open champion Johanna Konta on Monday with a superlative display to book her place in the quarter-finals.

In a repeat of last year’s semi-final - which was won by the British number one Konta - it was the 37-year-old American who showed no signs of fatigue to power home 5-7, 6-1, 6-2 in two hours and 19 minutes.

It was an impressive display by the veteran Williams who seemed puzzled

when quizzed about her longevity.

“I don’t see what 37years old has to do with it,” said Williams. “She couldn’t get a rhythm to her game which helped me but everyone I play makes it tough against me so there are no easy matches.”

Williams also had to work hard in a threehour battle on Sunday for her passage into the fourth round, fighting off three match points before eventually seeing off Kiki Bertens.

It was the Briton who started the more assuredly on Monday. Konta broke

the Williams straight away to set down an early marker in their first meeting since the semi-finals at Wimbledon last summer which resulted in home heartbreak for the 26-year old.

Williams faced more breakpoints in the third although this time the danger was averted, thanks to some powerful serves.

Just when the erratic Konta needed to put her foot on the accelerator, it was William who responded superbly to put her opponent firmly on the backfoot.

Indeed, Konta’s game seemed to totally desert

her. She hit just one winner in the second set as the American began to dominate and send the encounter into a decider which began with Konta receiving lengthy treatment for a back problem.

Meanwhile, Sloane Stephens stunned world No 3 Garbine Muguruza as the seeds continued to tumble in Florida.

Muguruza had been the highest ranked player left in the women’s draw following the early exits of world No 1 Simona Halep and Caroline Wozniacki in the earlier rounds.

But US Open champion Stephens dominated Spain’s reigning Wimbledon champion to record a 6-3 6-4 win and advance to the quarter-finals where she will face Germany’s Angelique Kerber for a place in the semi-finals.

Kerber was made to sweat in her gruelling clash with China’s Wang Yafan before prevailing 6-7 (1-7) 7-6 (7-5) 6-3.

Earlier, Czech fifth seed Karolina Pliskova booked her place in the last eight after opponent Zarina Diyas retired in the second set. Pliskova was leading 6-2 2-1 when the Kazakh player abandoned the match with an injury.

Next up for Pliskova will be a meeting with former world No 1 Victoria Azarenka after she beat Polish 30th seed Agnieszka Radwanska 6-2 6-2.

Sindhu suffers injury scare ahead of CWG

NE W DE L H I , M a r 27 (PTI): Olympic and world championship silver medallist PV Sindhu on Tuesday suffered an injury scare but there is no immediate threat to her participation in the Commonwealth Games starting next month.

The 22-year-old Indian suffered a sprain in her right ankle while practicing at the Gopichand Academy in Hyderabad under the watchful eyes of India chief coach Pullela Gopichand and assistant coach Mohd Siyadutallah.

“She had hurt her ankle while training at the academy today. So we did an MRI to be 100 per cent sure that everything is fine. No bone or ligament injury was found, so I am happy. We didn’t want to take any risk,” Sindhu’s father PV Ramana said.

“Now she will rest for a day and day after tomorrow she will start running again. She will go to the ground tomorrow and do some strengthening experience. There is enough time as Commonwealth Games starts with team event. So nothing to worry.”

World No. 3 Sindhu is a favourite to win the Commonwealth Games gold medal. She had won a bronze in the last edition at 2014 Glasgow Commonwealth Games.

Bhaker, Anmol win mixed gold at ISSF Junior WC

Manu Bhaker and Anmol Jain won the air pistol mixed gold at the ISSF junior World Cup on Tuesday.

Sydney, Mar 27 (PTI): The duo of Manu Bhaker and Anmol secured India’s seventh gold medal in the ISSF junior World Cup by winning the mixed 10m air pistol event with a qualification world record here Tuesday.

In the mixed 10m air rifle event, 17-yearold Shreya Agrawal and 19-year-old Arjun Babuta completed the podium in third place, finishing with 432.8 points, while their country-mates Elavenil Valarivan Elavenil (18) and Tejas Krishna Prasad (20) finished fourth with 389.1.

Bhaker and Anmol dominated the event from the very start and enter

the final with the highest qualification score and a new junior qualification world record.

They finished with a 5.6 advantage on their closest rivals, China’s Liu Jinyao and Li Xue. The two Indian youngsters dominated the final match since its very first series, progressively building a gap between them and their closest rivals.

They eventually finished with 478.9 points, just 1.8 points away from the current world record.

Previously, Anmol and Bhaker also set a new Junior Qualification World Record with 770 points.

The silver and bronze medals were both awarded to China, as Liu Jinyao (20) and Li Xue (18) finished in second position with 473.3 points, while

Wang Zhehao (19) and Xiao Jiaruixuan (15) took third place with 410.7.

A second Indian team, comprising 18-yearold Gaurav Rana and 19year-old Mahima Turhi Agrawal, finished at the feet of the podium, leaving the final at the 38th-shot mark with 370.2 points and fourth position.

Finishing 11.2 points away from the fifth place because of a dry-fire shot — and also suffering a 1.0-point reduction — Australia’s Hans Ben Hummer (18) and Sascha Kroopin (16) took the sixth place with a final score of 320.9.

Overall, India occupied the second place with 18 medals, including seven gold, while China continued to lead the tally with 22 podium finishes, including eight gold medals.

BUENOS AIRES, Mar 27 (Agencies): Argentina captain Lionel Messi admitted Monday that his generation has a score to settle at the World Cup in Russia after a series of agonising near misses in major tournaments.

“The debt we owe is to ourselves, not to the people.

We always give our all, we reached three finals. We haven’t been far off,” Messi said in an interview with Fox Sports.

Argentina lost the 2014 World Cup final to Germany 1-0 after extra time and then finished runners-up at successive Copa America tournaments, losing to Chile on penalties in both 2015 and 2016.

“We always take each World Cup as a big opportunity, and now more than ever because an important generation will move on, several players will change,” Messi said, ahead of Tuesday’s friendly against Spain

NEW DELHI, Mar 27 (Agencies): Khelo India School Games (KISG) – the government’s ambitious flagship programme for budding sports talent whose inaugural edition was staged here recently – has been hit by a doping scandal.

Some of the country’s promising young athletes in different disciplines have returned positive for prohibited drugs, including high-end substances like mephentermine and stanozolol, both anabolic steroids.

According to the ‘adverse analytical finding’ results available with TOI, a total of 12 athletes from wrestling, boxing, gymnastics, judo, volleyball and athletics, have failed the A sample test, leading to a major question mark on

the anti-doping authorities’ efforts to curb the doping menace at the school and college level.

National Anti-Doping Agency (NADA) has duly charged the athletes with doping violations. Coincidentally, all of them had finished on the podium during the U-17 schoollevel competition, which was held across five stadia in the national capital in 16 sports disciplines from January 31 to February 8 this year.

All 12 athletes are staring at a ban ranging from two to four years if their B sample test also returns positive. The only way the athletes can escape punishment is if they can convince NADA disciplinary panel that the banned substance entered their system because of their

ignorance.

Out of these athletes, eight failed the test for ‘Furosemide’, a diuretic used as a masking agent to hide the presence of drugs in urine.

Diuretics, also called water pills, increase the production of urine in the body.

However, it comes under the ‘specified substance’ category of WADA’s list of prohibited substance and doesn’t automatically attract provisional suspen-

sion. This is why NADA hasn’t provisionally banned the eight athletes but has called for them to opt for ‘optional’ suspension.

Two athletes have failed dope test for ‘Terbutaline’ – a beta-2 agonist, another specified substance which doesn’t attract mandatory suspension. However, it’s up to the School Games Federation of India (SGFI) and the respective national sports federations

(NSFs) to take a call on putting them under provisional suspension till the final outcome of the hearing panel. A boxer has failed the dope test for anabolic steroid stanozolol while a judo player’s urine sample has revealed traces of mephentermine. Both are non-specified substances and the two athletes have been put under mandatory suspension. The use of high-end doping substance should come as a major worry for the Nada.

Concerned about the rising number of dope cases among school and college-level athletes, NADA had planned to carry out a record drug testing during the KISG. According to NADA officials, more than 500 dope samples were collected from the 3750+ participants at the event.

Mohamed Elneny signed a new long-term contract at Arsenal on Monday afternoon.

L o n d o n, M a r 2 7 (Agencies): Arsenal midfielder Mohamed Elneny has signed a new longterm contract, the Premier League club confirmed on Monday.

The 25-year-old, who will represent Egypt at this summer’s World Cup in Russia, has played 65 times for the Gunners since arriving at the Emirates from Basel for £5m in January 2016.

Elneny has made 26 of those appearances for Arsene Wenger’s side this

season and scored in the 6-0 thrashing of BATE Borisov in the Europa League in December.

“Mo is an experienced international and was part of the squad that recently helped Egypt qualify for this summer’s World Cup their first appearance since 1990,” Arsenal said on their official club website.
