Lawyers to observe countrywide strike

NEW DELHI, MAR 27 (IANS): Lawyers across India will abstain from work on March 31 to protest against a proposed bill that bars advocates from going on strike, it was announced on Monday. Bar Council of India chairman Manan Kumar Mishra said the proposed amendments by the Law Commission in the Advocates Act were “draconian, anti-lawyer, unconstitutional, undemocratic and anti-people”. “The recommendations of the Law Commission are against the legal profession and legal education of the country is in danger because of this proposed bill,” Mishra said.

rushed to rescue the injured people. Most of the injured were rushed to nearest hospital at Senapati district headquarters and Assam Rifles hospital. Sources said that the death toll was likely increase as some of the injured were in critical condition at RIMS and JNIMS hospitals. Police were yet to ascertain the cause of the accident. The second mishap involving a truck was reported from Lairouching at around 10 a.m., just before reaching the first accident site. The

incident claimed the life of the driver while his assistant survived with injuries. Later, the third accident that claimed lives of eight people including two women occurred at a place between Khongsang and Irang along Imphal-Jiribam section of NH-37 at around 12.20 p.m. when the ill-fated taxi (cruiser AS11-BC-2923) headed towards Imphal with 15 passengers rolled down some 300 meters from the highway. All the injured were rushed to Imphal’s RIMS

hospital while seven were stated to be in critical condition, hospital sources informed. Manipur Governor Dr Najma Heptulla and chief minister N Biren Singh expressed condolences to the bereaved family members. The chief minister also announced an ex-gratia of Rs two lakh each to the families of the deceased. Singh who is currently in New Delhi also assured all possible help from the government side to the victims of the tragic road mishaps.

Aadhaar not mandatory for welfare benefits NEW DELHI, MAR 27 (PTI): The Supreme Court today made it clear that Aadhaar cards cannot be made mandatory by the government and its agencies for extending benefits of social welfare schemes. A bench comprising Chief Justice J.S. Khehar and Justices D.Y. Chandrachud and S.K. Kaul, however, said that government and its agencies cannot be stopped from seeking Aadhaar cards for non-welfare schemes like opening of bank accounts. SC also said that a 7-judge bench needed to be constituted for authoritatively deciding a batch of petitions challenging the Aadhaar scheme on grounds including that it infringes on the Right to Privacy of citizens. It, however, expressed inability in setting up of the seven-judge bench saying it would be decided at a later stage. Senior advocate Shyam Divan, appearing for one of the petitioners, alleged that the Central government is not following the various orders passed by the apex court that the usage of Aadhaar would be voluntary and not mandatory.

Pen down strike to continue: CANSSEA pealed to the government employees to withdraw their strike as the cabinet subcommittee has been constituted to look into their demands. According to an official bulletin, the state cabinet at today’s meeting expressed concern over the ongoing pen down strike by the state government employees. At the meeting, the cabinet sub-committee briefed the cabinet of the discussions it had held on the 7th ROP issue with representatives of CANSSEA and the various state services associations on March 26, 2017. In this regard, the cabinet has directed the cabinet sub-committee to meet the CANSSEA representatives immediately after the budget session for an amicable resolution of the issue. Meanwhile, all the state government employees have been requested to call off their pen down strike and allow the smooth functioning of the offices. Further, the CANSSEA and the various state services associations have also been requested to carry on the process of dialogue with the cabinet sub-comState cabinet, which mittee for resolving their met on Monday, has ap- issues. DIMAPUR, MAR 27 (NPN): Confederation of All Nagaland State Services Employees’ Association (CANSSEA) informed that the office bearers of state services associations at an emergency meeting held at CANSSEA conference hall, Kohima on March 27, decided to continue the ongoing protest. The pen down strike called by the state service associations began March 25, after the state government failed to fulfil their demand for implementation of 7th ROP w.e.f. March 1, 2017. In a letter to the chief secretary, the CANSSEA president, S. Takatuba Aier, said the members felt that the state government was not sincere to the request of the associations for implementation of 7th ROP. At the meeting, the members also observed that the government has not conveyed any decision except an appeal to call off agitation. Talking to Nagaland Post, Takatuba Aier reiterated that the association would continue with the strike until the state government gives a positive response.

Bodies support

Nagaland School Education Administrative Officers’ Association (NSEOA), the All Nagaland School Teachers’ Association (ANSTA) and the Nagaland Government Higher Secondary Employees Association (NGHSSEA) have resolved to support the pen down strike for implementation of 7th ROP w.e.f. March 1, 2017. In a joint press release, NSEOA president, Y. Khetoshe Yepthomi; ANSTA president, Ponchilo Wath, and NGHSSEA president, Kelhikha Kenye, stated that the directorate of school education, all the SDEO establishments, SDEO establishments, SSA and RMSA would strictly implement the pen down strike. The signatories stated that school classes and examinations would be exempted in the first phase as per the directive of the CANSSEA. Meanwhile, they have informed that all the members of the school education department would participate in the next stage of agitation should the deadlock continue between the state government and CANSSEA on the issue. ACAUT targets HM for illegal appointments DIMAPUR, MAR 27 () NPN): After maintaining a deafening silence for months over the issue of backdoor appointments, ACAUT Nagaland has followed up its earlier demand on the government to cancel all backdoor appointments by training its guns on the home minister Y. Patton over his statements made on backdoor appointments on the floor of the house adding that the chief minister now has no choice but take “cognisance of the failure of the home minister” Media Cell of ACAUT has termed Patton’s recent “justification and reply” on backdoor appointments in the house as “a direct insult to lakhs of unemployed Naga youths”. It also said the minister’s statement exposed the “pitiable condition” in which the minister was running the home department as “personal industry along with its subordinate fiefdoms.”

ACAUT took on the minister for justifying that as per P&AR memorandum 2010 appointments of lower grade posts in the police department- ABSI/UBSI and clerical posts- were done from the PHQ and constables appointed at the level of SPs and commandants was “a pitiable excuse as the memorandum does not permit backdoor appointment.” ACAUT also questioned home minister Y. Patton who was sworn under the constitution of India if he knew about Article 16 and its clauses that ensured “equality of opportunity in matters of public employment”? ACAUT said if the minister was ignorant about the Article then he should educate himself of such constitutional provisions so as to run an important department such as home affairs. ACAUT reminded the home minister about an allegation levelled by

the Chakhesang Students’ Union (CSU) on November 5, 2015 wherein it exposed backdoor appointments of thousands in his department. It said that despite the CSU allegation, the minister had taken no corrective steps to streamline “his employment industry” by depriving lakhs of unemployed youths of the opportunity for open recruitment. Further, it said the home department had also “ignored and undermined the state reservation policy” of 37% for backward tribes, 25% for Eastern Nagaland and remaining 12% for others. A C AU T s a i d t h e home minister’s figure, that there were 2078 posts filled through backdoor between 2013-17 (equivalent to the strength of 2 Battalions) and that as per reservation policy, 519 was for Eastern Nagas and the remaining 249 for others. ACAUT members backdoor political agents: NPF DIMAPUR, MAR 27 (NPN): NPF on Monday dubbed as “backdoor political agents” the ACAUT members, who it said talk against corruption, but were in fact having close link with corrupt market monopolies. NPF through its media & press bureau (M&PB) said its attention has been drawn to ACAUT press release, which was published in local dailies on Monday, implicating the party president and chief minister Dr. Shürhozelie Liezietsu in connection with unstarred question that was raised in the ongoing Assembly Session. NPF advised ACAUT to first clean up their own house first before they launch their “hateful tirade” against the democratically elected leaders and the government. It stated that ACAUT, of late, has been “poking its nose” into everything as if it was the sole authority to pass judgment on the daily affairs of the government carried out in the best interest of the people. Asserting it clearly understood the motive behind its members, NPF accused them of being “players of back-door politics” looking for easy entry by confusing the minds of the general public under the guise of raising corruption issues. To begin with, NPF said ACAUT members should declare their personal incomes and assets both movable and immovable, and “the years of public service

they have rendered if they are really clean to talk of corruption-free society.” Claiming that the public knew each and every member of the ACAUT, NPF said they should not claim or act to be free from corruption. It also challenged ACAUT members to first face election and talk with mandate of the people rather than bark against the mandated government every time it did something for the people. NPF said the appointments were given to deserving Naga youths who possessed requisite qualifications, and not to any outsiders or undeserving candidates. It further said that appointments were given to the unemployed youths only. The party said what more was expected of the government when the chief minister had stated on the floor of the House that mistakes, if any, would not be repeated in the future? NPF said it welcomed any corrective measures placed before the elected authority, but cannot agree to the “dire consequential statements” spewing political venom against the party. Further, NPF accused ACAUT of tirelessly working to bring down the government and to bring President’s Rule in the state “at the behest of vested interests”. It also said ACAUT inciting youths to vote against NPF party in 2018 clearly exposed their political intentions. K Y M C

CIH, Nagaland celebrates 12th foundation day DIMAPUR: Central Institute of Horticulture (CIH) Nagaland celebrated its 12th Foundation Day at its campus, Medziphema on Monday. Speaking on the occasion as chief guest, Dean, SASRD, Nagaland University, Professor R C Gupta, congratulated the institute for its role in the development of horticulture in the eight North Eastern states. In his address, Rev. Sebastian called attention to the decaying national health scenario of the country and the role of the institutes in it. “India has become a graveyard of attempted community health schemes,” Rev. Sebastian remarked as he lamented the lack of ‘accessible, affordable and sustainable” healthcare system in the

country, even after 70 years of independence. He also pointed out the Alma-Ata Declaration of 1978 (“Health for All” by 2000), in which India was a signatory, was still a distant dream as the country’s healthcare system remains in shambles. “We hold the key to success for accessible, affordable and sustainable’ community healthcare,”

he maintained and emboldened the institute to work towards achieving the goals. Citing the example of Jesus who, he said, gave 71% of his time in healing ministry, Rev. Sebastian reminded the newly graduates that they were special and “called” to serve humanity. Rev. Sebastian exhorted the nurses to be deeply sensitive to the patients. “For them (patients) you are everything; you are almighty God himself,” he said as he called for their commitment to the poor and needy. He further extended wishes on the occasion and reminded the nurses that they had the best opportunity in the world to serve. The chief guest also distributed awards of academic excellence to the students. Earlier, the function was chaired by director CIHSR, Dr. Sedevi Angami who also delivered the welcome address.

DCC Peren hits out at ZPO (N)

DIMAPUR: District Congress Committee (DCC) Peren through its media cell has hit out at ZPO (N) for supporting T.R. Zeliang on allocation of works under CM’s Road Development Fund (CMRDF), saying that it should stop behaving like “political mouthpiece” of TR Zeliang, who was rejected by his “own people for his corrupt style of functioning”. It stated that defending the illegal actions of deposed chief minister T.R. Zeliang was “unfortunate and uncalled for”. District Cong ress Committee stand was that apart from the controversial signature of T.R. Zeliang, the allocation of work order was illegal as it flouted the rules laid down “where proposals exceeding Rs. 50 lakhs were not to be considered”. However, two proj-

ects from Peren districts amounting Rs. 300 lakhs and Rs. 140 lakhs have been listed in direct contravention of the laid down rules. DCC alleged that the contracts in Peren districts were awarded to TR Zeliang’s son (Hi-Tech Construction, repair of Hospital approach road at Jalukie town –Rs. 300 lakhs), his nephew Kuheirang Zeliang (improvement of road from Old Chalkot jn to New Peren- Rs. 50 lakhs) and his wife’s nephew Samuel (innovative constructionapproach road to Saijang Rubber Farm 3 km- Rs. 140 lakhs). DCC also claimed that works for improvement of approach road to Saijang Rubber farm about two km from 9th IRB camp was at TR Zeliang’s private rubber farm. On ZPO (N) claim, that the

work on hospital approach road at Jalukie town was executed in advance even before the release of funds, the DCC said executing works before work orders was issued by department has denied other competent firms/individuals to participate in open tender, which can be “no better example of nepotism, favoritism and corruption than this”. Therefore, District Congress Committee said that ZPO (N) by trying to defend “their master” has further exposed the “blatant abuse of power by TR Zeliang before the people of Nagaland”. “Rather than hang their heads in shame for electing such a corrupt leader, some few self styled leaders of ZPO (N) have brought shame to the people of Peren district by defending his corrupt activities”, DCC said.

No beef ban if we come to power in NE states: BJP

Guwahati, Mar 27 (Agencies): Amid a crackdown in Uttar Pradesh by the new BJP government to enforce a ban on cow slaughter and illegal abattoirs, the party has clarified that a similar rule would not be imposed in three northeastern states which go to polls next year. Beef is widely consumed in Christian majority Meghalaya, Mizoram and Nagaland and the drive against illegal abattoirs in UP has had repercussions in these states. To put speculations to rest, the party’s Meghalaya unit general secretary David Kharsati issued a statement on Sunday blaming “groups with vested interest” for spreading rumours. “Ban on cow slaughter like the one in UP won’t take effect in Nagaland if our party comes to power next year. The reality here is very different and our central leaders are aware of that,” Nagaland BJP chief Visasolie Lhoungu told Hindustan Times. As per 2011 census nearly 88% of Nagaland’s population of around 2 mil-

lion, are Christians. The figure is 87% for Mizoram and nearly 75% for Meghalaya. Congress is in power in Meghalaya and Mizoram while BJP is a minor partner in the Naga People’s Frontled Democratic Alliance of Nagaland (DAN) coalition in Nagaland. “There would be no ban on cow slaughter in Mizoram and other states in the region where there is a majority Christian population,” Mizoram BJP president JV Hluna said. Fresh from the electoral victory in Manipur, where the saffron party managed to set up its first government with the help of smaller parties, BJP is looking to repeat similar successes in the three states. The party is already in power in Assam after a remarkable win last year and was able to form government in Arunachal Pradesh towards the end of 2016 when chief minister Pema Khandu and most People’s Party of Arunachal (PPA) MLAs switched sides to join BJP. Slaughter of animals and birds in private homes

and social gatherings still take place across north-east as part of tradition associated with some festivals. “Even in UP, action is being taken on slaughter houses operating without proper license. While there would be no ban on cow slaughter, we would like the government to ensure killing and sale of animals is done legally and in a hygienic manner,” Meghalaya BJP chief Shibun Lyngdoh said. The BJP had failed to win a single seat in the 60-member Meghalaya assembly and the 40-member Mizoram assembly in 2013. In Nagaland, the party won two seats five years ago. “We are in BJP because of the party’s development agenda. The party’s position is improving and more and more people are joining. Things look bright for next year,” Lhoungu said. The party’s Mizoram unit chief Hluna indicated that like in Assam and Manipur, several senior leaders from Congress and from other regional parties could join the BJP ahead of the assembly elections.

northeast Muivah’s Greater Nagalim comments disturbing: AAPSU Itanagar, Mar 27 (PTI): The All Arunachal Pradesh Students’ Union (AAPSU) Monday termed the comments of NSCN(IM) general secretary T Muivah on integration of Naga-inhabited areas as “disturbing”. Muivah on March 21 had said the Framework Agreement has paved way for a Greater Nagalim by integrating Naga-inhabited areas of Assam, Manipur and Arunachal Pradesh. In a statement, the apex students’ body of the state stated that the people would not accept any solution at their cost and that of the land of the state. The AAPSU said the eastern districts, specially Tirap, Changlang and Longding, have suffered in the past. “Peace and tranquillity of the districts are at stake till today. These districts being part and parcel of the state, we cannot accept any solution which hampers the integrity of the land and the people of Arunachal Pradesh,” the AAPSU said. AAPSU also appealed the Centre to understand the sentiments of the people and safeguard the ethnic cultures and interest of Arunachal Pradesh.

Sonowal urges teachers to instill good qualities in students Guwahati, Mar 27 (PTI): Assam Chief Minister Sarbananda Sonowal today urged primary school teachers to instill good qualities in students from a nascent stage. “Teachers have the big responsibility of building good citizens and primary school teachers are agents of change who can instill good qualities in students from a nascent stage”, Sonowal said during a function organised for the ceremonial distribution of appointment letters to teachers. Cleanliness, discipline, punctuality are important traits that teachers need to

inculcate in students to create a better society, he said. “For building a society based on equality and to meet modern day challenges like corruption and increasing crimes, the education system must produce citizens with high moral values and integrity,” Sonowal said. He urged teachers to take their duty as a service to the society and not as a mere job. Appointment letters were given 4823 assistant teachers, 2688 Teachers in lower primary and 2135 Teachers in upper primary, recruited through Teacher Eligibility Test (TET) in the primary schools of the state.

However, due to manpower shortage, police could not conduct an effective operation.

Cong leader shot dead by Arunachal dy speaker’s son Itanagar, Mar 27 (PTI): An Arunachal Pradesh Congress leader was shot dead by the son of the state assembly’s Deputy Speaker Tumke Bagra at Aalo in West Siang district, the police said today. Kenjum Kamsi, a secretary-rank leader of Arunachal PCC was shot dead by Kajum Bagra, the son of the deputy speaker, in front of a hotel at Aalo last night at around 10 PM, said West Siang Superintendent of Police Mari Riba. The incident was reportedly a fallout of a scuffle between the two, he said adding the matter is being probed further.

The accused along with the arm was arrested by Aalo police and a case registered, Riba said. The APCC has condemned the incident and said Kajum using his father’s official vehicle and committing such “heinous crime” proved the saying ‘like father like son’. “The tragic incident also reflects the true colour of the BJP to which the deputy speaker belongs. It raises a serious question,” the party said. Condoling the death, it also demanded exemplary punishment for the accused and resignation of the deputy speaker.

Defeat in Manipur polls shocking: CPI New Delhi, Mar 27 (PTI): The CPI has expressed shock at its “marginalisation” in Manipur assembly elections, saying the defeat reflects “total loss” of the party following. The CPI had fancied putting on a good show in the recently held assembly

polls in the state after having polled nearly 15 per cent of the votes during 2014 general elections. “The defeat and marginalisation of CPI in Manipur is shocking. It was one state where CPI could poll almost 15 per cent of vote in last Parliament elections. `“It is a political

defeat and total loss of Party following,” the CPI said today in a statement issued after two-day meeting of its national executive meeting here. The meeting concluded yesterday. The CPI could not win even a single seat in 60-member Manipur assembly.

Cong party on verge of extinction: Ajmal Guwahati, Mar 27 (Agencies): Despite poll debacles in a row in the recent past, both Assam Pradesh Congress Committee and former chief minister Tarun Gogoi have failed to learn the tricks of the trade, said AIUDF supremo Badruddin Ajmal. Reacting to Tarun Gogoi and state CLP leader Debabrata Saikia’s sharp reaction to the AIUDF president’s appeal for an alliance between the Congress and the AIUDF in the 2019 Lok Sabha election so as to stop the BJP upsurge, Ajmal said, “After a series of poll debacles in the recent past the Congress party is on the verge of extinction.” He further added that however such a long spell of defeats in polls has failed to make the party and former CM Tarun Go-

goi to learn the tricks of the trade. “I have raised the proposal for an alliance between the Congress and the AIUDF only to stop the upsurge of the BJP in Assam. In the polls in the recent past, I did appeal to all like-minded parties to fight the polls united against the BJP.” Ajmal clarified that his appeal failed to materialize at that time only because of the negative stand taken by the Congress. “Despite ruling the state for three consecutive terms, the strength of the Congress has been dropped to 26 from 70 MLAs in the state assembly this year,” Ajmal pointed, adding, “But such a humiliation is not enough for Gogoi to know the ground reality. The Congress is facing such debacles in other states as well. In UP, it has been confined to only seven seats.”

Consider alternatives to pellet guns in Kashmir: SC

Supreme Court New Delhi, March 27 (IANS): Telling the Modi government to consider alternatives to pellet guns, the Supreme Court on Monday suggested technology-based solutions to control mobs in Jammu and Kashmir. Pointing out that it appreciated the situation confronting the security forces in Kashmir, Chief Justice Jagdish Singh Khehar, Justice D.Y. Chandrachud and Justice Sanjay Kishan Kaul said the alternatives to pellet guns should be “very very technologybased measures” that protect both sides.

The apex court reminded the government that India was a welfare state. Attorney General Mukul Rohatgi said he would get back to the court. The court then granted two weeks for consideration of the alternatives to the pellet guns. The court was hearing a petition filed by the Jammu and Kashmir High Court Bar Association for a ban on the use of pellet guns by security forces. The lawyers’ body had challenged a Jammu and Kashmir High Court order which said that it was en-

tirely for security agencies to decide what kind of force was needed to be used in a given situation. The top court had on December 14, 2016 sought the central government’s response on the Bar Association plea. The Bar Association counsel told the apex court that pellet guns had led to devastating injuries to even those living in nearby areas, including those watching the protests from their homes. However, underlining the involvement of antinational elements, Rohatgi told the court that pellet guns were used only after all other steps, including warnings and lathicharge, were exhausted. Rohatgi said that in 252 attacks on Central Reserve Police Force camps from July 8 to August 11 last year, as many as 1,775 personnel were injured, 79 grievously. Telling the bench that security forces were dealing with “anti-national people” and that national integrity and sovereignty were at stake, the Attorney General said: “How to use, what to use, and in what manner to be used is something that can only be decided on the ground by people dealing with the situation.”

Mohan Bhagwat Mumbai, March 27 (IANS): The Shiv Sena on Monday urged the Modi government to consider RSS chief Mohan Bhagwat for the post of Indian President. In a surprise statement, Sena MP and Saamana Executive Editor Sanjay Raut said the National Democratic Alliance - of which Sena is a member - and the BJP in particular should think of the RSS Sarsanghchalak if it wanted to fulfil its dream of achieving a “Hindu Rashtra”.

“This has been discussed in our party. Even Sena President Uddhav Thackeray is of the opinion that for making India a ‘Hindu Rashtra’, Bhagwat should be made the President,” Raut told mediapersons. He said a staunch Hindu nationalist like Modi was the Prime Minister and another Hindutva proponent, Yogi Adityanath, had become Chief Minister of India’s most populous state Uttar Pradesh. “He (Bhagwat) is a strong leader, staunch nationalist, has a deep knowledge of the Constituition. So if the BJP wants to make India a ‘Hindu Rashtra’, his name must be considered. He is the most suitable candidate,” Raut said. Born in Chandrapur in Vidarbha region of Maharashtra, Bhagwat, 66, has headed the RSS since March 2009. The presidential election is due in July.

(IANS): A Hizbul Mujahideen module aiming to disrupt the forthcoming bypoll to the Jammu and Kashmir’s Anantnag parliamentary constituency was busted with seven militants arrested from Kulgam district on Monday, police said. Kulgam’s Senior Superintendent of Police Shridhar Patel told reporters that police arrested the militants following information about formation of the module by Hizbul commanders. The module’s kingpin, Zuber Ahmad Badar was arrested and a pistol, some bullets and two AK-47 magazines seized from him. “Sustained interrogation of the arrested militant led to arrest of more militants who were part of the module, which had been tasked to attack security forces in order disrupt the by-election in Anantnag parliamentary constituency,” police said.

SC reserves verdict in Dec 16 gang-rape

NEW DELHI, MAR 27 (PTI): The Supreme Court on Monday reserved its verdict on the appeals filed by four death row convicts in the December 16, 2012 gangrape and murder case which shook the country’s conscience. A 3-judge bench headed by Justice Dipak Misra asked the parties concerned to file their written submissions

within a week. During the arguments, senior advocate Sidharth Luthra, appearing for Delhi Police, told the bench that these convicts had “brutalised” the young woman and they deserved to be awarded death penalty. “The offence committed by them (convicts) attracts death penalty. They have not given any mitigating circumstances which could

warrant reduction of the sentence from death penalty which was awarded to them,” he told the bench also comprising Justices R Banumathi and Ashok Bhushan. However, advocate Raju Ramachandran, the amicus curiae in the matter, told the bench that the option of awarding jail term for the whole life to these convicts may also be considered.

JAMMU, MAR 27 (PTI): Jammu and Kashmir RSS chief Suchait Singh on claimed the “footprints of terror elements” are increasing in West Bengal and accused the Mamata Banerjee government of “engineering terror violence” and “communal politics” in the State. “We express concern over the increasing presence of ‘Jihadist’ elements in West Bengal, the policy of vote-bank appeasement being followed by the state government there and the shrinking population of Hindus in the State,” he told reporters here. The Rashtriya Swayamsevak Sangh (RSS), at its Akhil Bhartiya Pratinidhi Sabha (ABPS) in Coimbatore, had discussed and passed a resolution expressing grave concern over the alleged rise in violence in West Bengal, Singh said. “The ABPS has strongly condemned the extremist violence and the appeasement policy of the Bengal government,” he said. The J-K RSS chief called upon the countrymen to create awareness against this “Jihadist violence and communal politics of the West Bengal government“.

Referring to the attack on a police station, just 8 km from the IndoBangladesh border in West Bengal’s Malda district, he said the “increasing attacks against security forces is a grave danger to national security“. Singh said, “Hardliner clerics have been issuing fatwas to incite violence, and Hindus have been attacked in several places in West Bengal.” In the border areas, the growing presence of hardliners is forcing Hindu families to flee and they are also behind the fake currency, cow smuggling and illegal migration rackets, he alleged. The National Investigation Agency (NIA) in its probe into the Burdwan Bomb Blast case had found evidence of terror groups being active in several parts of West Bengal, he claimed. Singh also said 57,185 ‘shakhas’ were currently being run at 36,729 places in India, besides 79,675 weekly meetings and monthly ‘sangh mandali’ “People under 45 years age make up for 90% of the attendees at these meetings, of them 53%are students,” he said.

Action only against illegal abattoirs: U.P. government LUCKNOW, MAR 27 (PTI): The Uttar Pradesh government on Monday cleared the confusion over its action against slaughter houses in the State, saying it was acting only against illegal abattoirs. “We are acting only against illegal abattoirs. Licenced slaughter houses are requested to stick to the norms,” Health Minister Siddhartha Nath Singh told reporters here. “The licenced slaughter houses should comply with the norms mentioned in the licence and need not fear,” he said. “No orders have been issued to take any action against any shop selling chicken, fish or eggs. They need not fear,” he clarified. Singh directed the officials that they should neither act in overenthusiasm nor overstep their jurisdiction.

A litmus test

t will be grossly inaccurate to suggest that democracy is achieved by having majority in the assembly of elected representatives and that such a majority legitimises every action of the ruler(s). The recent massive landslide won by the BJP in UP was a vote for Modi and all that he promised if the BJP came to power. Instead, that massive mandate has unfolded certain actions of a hardcore Hindu fundamentalist chief minister which are in sharp contrast to the expectations of the voters. The BJP won not because the present chief minister Yogi Adityanath was the party’s face. Yogi Adityanath, head priest at the Gorakhnath math in eastern UP and five time parliamentarian, founded Hindu Yuva Vahini (HYV) to fight ‘Islamikaran’ of the state. The HYV was also at the forefront of forcible conversion of Christians to Hinduism. The voters of UP voted largely for Modi because his promises of good governance and development made more sense because he has proved to be a good administrator. Instead, after giving the thumbs up to Modi, the people of UP have been given someone whom they had no expectation and one who can never even come close to Modi. UP chief minister Jogi Adityanath is the epitome of whatever is wrong with the Hindutva ideology. He has not disappointed when he made clear his government’s intention. Under the recently installed BJP government, police have taken the ridiculous sounding operation ‘Anti Romeo’ to such levels that any unfortunate males caught in the wrong places are rounded up, assaulted and made to do humiliating sit-ups. All this in the name of protecting women. Such high handed acts have only degraded the law enforcement agency into a comical force. It is not known what has made the government to consider such a force to tackle eve teasers and that too under the name ‘Anti-Romeo Squad’. The second ‘priority’ of the BJP government led by Jogi Adityanath was to place abattoirs (slaughter houses) under scanner where those that had not renewed their permits of those operating without permits were closed down. The priority was not about enforcing the rules in a fair manner but to send a strong message to butchers who are mostly from one particular religious community that their days as meat sellers are over. In such an atmosphere, it was not surprising but certainly condemnable that some goons burnt down some abattoirs because today in UP such elements have taken the upper hand because of political patronage. One thing that needs to be understood, is that just because one may not be bribe giver or taker (corrupt); it does not provide such person(s) with a divine right to determine what can and cannot be done. There are laws to ensure that every section of society and whoever they may be and to whatever religion they belong, are treated equally as citizens of India. What can one understand from the dichotomy of Modi’s good governance and development agenda on one hand and the polarisation of society by his own core party leaders at state levels who care a hoot about pluralism and equality? If BJP leaders like Adityanath and others are making highly inflammatory and communal remarks, is it because they know it has the tacit approval of their leader(s)?

DailyDevotion Spiritual Vision Through Personal Character Come up here, and I will show you things which must take place… —Revelation 4:1 A higher state of mind and spiritual vision can only be achieved through the higher practice of personal character. If you live up to the highest and best that you know in the outer level of your life, God will continually say to you, “Friend, come up even higher.” There is also a continuing rule in temptation which calls you to go higher; but when you do, you only encounter other temptations and character traits. Both God and Satan use the strategy of elevation, but Satan uses it in temptation, and the effect is quite different. When the devil elevates you to a certain place, he causes you to fasten your idea of what holiness is far beyond what flesh and blood could ever bear or achieve. Your life becomes a spiritual acrobatic performance high atop a steeple. You cling to it, trying to maintain your balance and daring not to move. But when God elevates you by His grace into heavenly places, you find a vast plateau where you can move about with ease. Compare this week in your spiritual life with the same week last year to see how God has called you to a higher level. We have all been brought to see from a higher viewpoint. Never allow God to show you a truth which you do not instantly begin to live up to, applying it to your life. Always work through it, staying in its light. Your growth in grace is not measured by the fact that you haven’t turned back, but that you have an insight and understanding into where you are spiritually. Have you heard God say, “Come up higher,” not audibly on the outer level, but to the innermost part of your character? “Shall I hide from Abraham what I am doing…?” (Genesis 18:17). God has to hide from us what He does, until, due to the growth of our personal character, we get to the level where He is then able to reveal it.

W

hen my husband died I was 23 years old. The next few years were stressful, to put it mildly, and by the time I was 27 my hair had started turning white. I started dyeing when I was in my early thirties. Every month I have a battle with myself. I want to let my hair grow out white - and yet I am scared of the interim two years in which the half white/black hair looks unkempt. A study by the Northern Illinois University and Colorado State University, and published in Applied Animal Behaviour Science, shows that stress has the same effect on dogs. Researchers met 400 owners who answered a 42 item questionnaire on their dog’s behaviour, age and health. These were the findings: Dogs that go through tough times go grey. Young dogs between 1-4, whose owners rated them as very anxious and impulsive, were far more likely to have prematurely grey muzzles than calmer, better treated dogs. To gauge anxiety levels, researchers asked questions about behaviour, including whether the dog destroyed things when left alone, whether the dog had hair loss during vet exams, or when it entered new places, and whether the dog cringed or cowered in response to groups of people. To rate impulsivity, the researchers asked whether the dogs jumped on people, whether they could be calmed, if they had a loss of focus and whether they were hyperactive after exercise. Researchers, who had never met the dogs, graded them on a scale of 0 to 3, with 0 indicating no muzzle grey-

ness and 3 indicating full muzzle greyness. Female dogs had higher levels of greyness than males, researchers found. Moreover, dogs that showed fearfulness toward loud noises, and unfamiliar animals and people, tended to have increased greyness. Other studies published in Experimental Dermatology have shown that stress changes hair colour in mice by accelerating aging. (Political leaders move rapidly to white hair within a few months of taking office.) Colour changes take place all the time in dogs. White dogs tend to develop a rust-coloured stain beneath their eyes, because the tears wet the hair and encourage the growth of a red-tinted yeast which darkens to a brownish colour over time. Stains, from dyes and minerals in a dog’s food and water, show up in dogs with white coats. Minerals found in tap or well water also can stain the hair around his mouth; plastic feeding bowls may harbour tiny cracks that house bacteria which grow in the hair, causing discoloration as they multiply. Artificial colouring in food can transfer to his hair as he eats, leaving him with a stained ring around the mouth. Dogs lick themselves clean during grooming, but this can result in unsightly stains in an otherwise clean coat. Bacteria present in saliva can grow and multiply in the dog’s hair, causing a stain to appear and darken over time. The most common problem areas for licking-caused stains are the legs, paws and netherregions. The most frequent rea-

White hair will remain son for a dog to persistently lick himself is allergies. The fur is stained brown. It eventually goes away once the allergies clear up. But, many dogs need prescription medications to help with the itching. The most effective medicines are steroids such as prednisone. Black dogs often develop dark brown patches and this is sometimes due to the sun which bleaches the coat to make it lighter. However, colour patches are also due to malnutrition. Sometimes steroids, antifungals, chlorambucil, or antacids change the coat colour. A deficiency of copper or tyrosine in the food can also cause the colour of the coat to change. Copper-rich foods are shellfish, beans, nuts, kidney & liver, whole grains, sesame seeds, barley, turnip greens, and molasses and tyrosine-rich foods-tofu, lima beans, yogurt, cheese, chicken, bananas. An excess of zinc then interferes with copper absorption . Zinc-rich foods include legumes, cereals, meat. If the dog is getting more zinc-rich foods than copper-rich foods an imbalance causes a black coat to lighten. Milk and eggs interfere with copper absorption. The dog needs a varied diet. Black hair fading to brown is another example of how

important food is to pet health. Excessive or harsh shampoos also affect Dobermans, Dachshunds, Great Danes, Yorkshire Terriers, Whippets, and Greyhounds and cause their coats to change colour. There are a number of medical conditions that can cause hair loss, or changes in pigmentation, in dogs. These range from infectious skin conditions, such as mange and flea dermatitis, to hormonal deficiencies such as hypothyroidism or Cushing’s disease, to more serious illnesses such as cancer. Cushing’s disease is a hormonal defect that causes changes in coat colour in dogs. There is an increase in corticosteroids in the body in this disease - either due to increased production by the body, or as a side effect of high doses, or prolonged therapy with corticosteroids. Hair loss, thinning of skin, hyperpigmentation, easy bruising, seborrhea, black heads, lethargy, increased thirst and urination and pot-bellied appearance, are common signs of this. Hypothyroidism, resulting from decreased production of thyroid hormone, is another hormonal disorder that affects the skin and hair in dogs. Hair loss, dry and brittle hair, seborrhea;

secondary bacterial and yeast infections and changes in skin pigmentation may occur. Malassezia pachydermatis is a yeast found on the skin and ears of dogs. Though a normal inhabitant of these regions, an abnormal overgrowth of the yeast can cause dermatitis, or inflammation of the skin. Patches of skin becoming darker and epidermal thickening, irritation of skin and loss of hair are common signs in this disease. Malassezia dermatitis can affect any breed of dog, but these breeds are more prone: poodles, basset hounds, cocker spaniels, and dachshunds. Sometimes the nose colour of a dog changes. Black noses turn chocolate brown to light pink; more common in Yellow Labs, Golden Retrievers, Poodles, and Dobermans. There is no known cause and no remedy. Lentigo is inherited in pugs and involves circular brownish-black areas of coloration. Dachshunds have an inherited problem called Acanthosis in which the skin darkens. Puppies sometimes change colour as they mature. For instance, Dalmatians and Australian cattle dogs start off pale and get their markings as they age. Great Dane puppies start mostly black and get more tan as they mature. Beagles do the same. Finally, some breeds do change colour over their lifetimes. Bearded Collies have a dominant greying gene. Born jet black, the coat turns to light silver in a year and then grey as the dog grows. Old English Sheepdogs also have this

gene. The ravages of time affect everyone who is lucky enough to age. Skin and hair are especially susceptible to changes relating to maturing. As an individual goes through life, hair changes. It may grow thinner, coarser. It may change colour. It is especially common for darkly pigmented hair to become lighter. Pigment takes a great deal of energy for the body to make. Bodies are prone to directing resources towards other needs. Like people, dogs tend to lose pigmentation in their fur as they get older. Generally, white or greying fur on an elderly or middle-aged dog is most noticeable around the muzzle, although white or grey hairs can spring up throughout the dog’s entire coat. If your dog is advanced in years but otherwise healthy, then greying or thinning hair is most likely nothing to worry about. Dogs are incredibly sensitive beings who pick up on our emotions and energy very quickly. They do not deal at all well with anxiety, stress and negative energy. Too much stress, such as constant arguing and fighting in the house, can cause dogs to suddenly lose their fur or get white hair. They can be disturbed by changes in routines, new homes or loud noises, travelling, and going to the vet. After removing the source of the stress from the dog’s environment, or removing the dog from the stressful situation, its fur will most likely grow back in time – but the white hair will remain. I

Customary law – review needed?

have been struggling with the understanding of Naga customary law. I have also been trying to read as much about it. On several discussions with lawyers and sociologists, the same issues pop up. • It is not codified and difficult to do so. • It is very heterogenous – varies from tribe to tribe and village to village • To get a unified homogenous, user friendly and just law that is acceptable to all sections of Naga society is a huge task • There are good possibilities of it being biased and subjective. We all understand the benefits of customary law as well as the problems with it. If we have lived for a reasonable time in Nagaland, we have been affected or benefited from it sometime or the other. The Indian legal system can be expensive, exhausting, difficult to access or the proceedings gets prolonged indefinitely at times. It is coded, comprehensive, objective, rational and time tested. However, like any man made system, it is not foolproof and can be manipulated by the rich and powerful. The customary law practices are more accessible, user friendly, less expensive and rapid in dispensation of justice. On several occasions, it has protected us from being overrun by the mainland. However, it is also not foolproof and can be manipulated or biased and subjective. It is not comprehensive enough and open to a wide range of interpretation due to its oral nature of transmission. The questions that arise are • Shouldn’t any law be codified and standardized? • Who is the guardian/ custodian of Customary law? • What is the court of appeal when we feel that some injusticehas been dispensed by customary courts? • What is the jurisdiction of customary law? Does it cover everything that Naga society undergoes? What does it not cover? What is the geographical area of coverage? Can my village law cover me if I live in Dimapur or in Shillong? • What is the training provided to the guardians of customary law? Is there a standard

curriculum for training like the LLB or LLM? Is training necessary at all? • If it is transmitted by word of mouth, could there be a mistransmission in the process. How do we safeguard against this? • Is the customary law infallible? Where are the gaps in the customary law? • Is customary law always just? • Is it biased towards a particular gender and unfair towards another? • Can it be amended in times to come or do we continue with it 200 years from now? Naga society is fast changing. Would my great great grandfather’s wisdom in his original context be relevant to us in a globalized, different world 50 years from now? • What is the process of amendment? Who should amend it? • When is a good time to get it amended and under what circumstances should this be done? What should the process of amendment look like? • What is the criteria for excommunication? Who has the right to excommunicate? Village chief/council or Tribal Hoho? • What is range of issues for which a person should be excommunicated. Would it be adultery, drug peddling, murder, deceit, theft, marrying out of the clan’s norms, refusal to vote for the village choice for a certain candidate or just being antiestablishment? Is there a role for a difference of opinion and freedom of speech under customary law? Do we all have to conform compulsorily? • In olden times, Naga villages were sovereign, fiercely independent and did not come under any other authority. We did not have towns. Tribes were not aggregated together under one group/ Hoho. Can the tribal Hoho now take authority over the village council? With the bewildering present number of organizations coming up, who really represents the Nagas? • In Naga Christian society, would some of the customary laws actually be against Christian principles? • Naga society is still partly animistic though a very small minority. Can customary law be recreated in a way that is comprehensive and covers both

groups of people? • When do we apply customary law and when do we apply the Indian legal system? Is there a role for having a hybrid system that is unique for Naga society? • What has happened to other cultures around the world who have customary law? Do they retain and hold on to it in its original form or do they also adapt and evolve in their customary laws? The number of questions are many and will continue. I am sure others will have several more unanswered questions to ask. Most folks I have met agree that there needs to be some sort of codification and standardization required. The status quo cannot continue. There has to be courage to face this head on and take up the challenge of restructuring customary law. Customary law has a lot of good useful stuff, which should not be thrown away. The issue is who should take up the task of restructuring customary law in a way that is acceptable, just, objective and comprehensive. Should it be a combination of the Church, expert lawyers, anthropologists, researchers and sociologists?I do not know. My suggestion is if the Bar association of Nagaland or the church initiate the process, that would be a starter. Finally, the Government of the day needs to take responsibility. I would suggest that an expert group initiated by the Government composed of Naga scholars – both within and abroad, credible intellectuals, lawyers, Church, sociologists start the process by recording the spectrum of customary law across Naga society, tribes and villages. They can then draft an initial document and invite debate or opinions from Naga society before finalizing on a proper codified standard. The task will be huge and so if they could start by at least embarking on 10 most contentious issues in Naga society today, that would be a beginning. Not to do so would be postponing inevitable future chaos. Especially when the present generation of experts in customary law have moved on. Sedevi Angami, Dimapur

A patriotic song of our own

G

od bless America, land that I love, Stand beside her, and guide her, Through the night with a light from above. From the mountains, to the prairie, To the oceans white with foam. God bless America, My home sweet home. This is part of an American patriotic song composed by an American named Irving Berlin a hundred years ago. But somehow it has edged its way into our Naga tradition. So much so that it can be heard at solemn gatherings, conferences, assemblies,… pretty much everywhere. It is an essential part of almost every School handbook in our state albeit with some basic but necessary alterations in the lyrics. But alterations or not, we live with the fact that for all our talk of patriotism and nationalism, we have an American Cub Scout campfire song as our unofficial (or is it official?) state anthem. Now that we have our own musicians and composers making waves around the globe, isn’t it time we presented ourselves with a Nagaland song of our own? One which we can

sing here and abroad? I mean it would be awkward if our young ones upped and belted out our “God Bless My Nagaland” to audiences in the United States claiming it as our state anthem – if it hasn’t happened already. Granted that it is a good song possibly destined for immortality, but not for us. In this global village that we consider ourselves part of, we need a song of our own, something unique and original to rally around. Something which will, hopefully, be known and accepted by other nations in the future. Let us come up with an original Naga anthem. We have so much material to work with and so much talent to make it happen. The old song is at best, a borrowed song which has outlived its usefulness and remains as a symbol of the identity crisis of us Nagas, young or old. Let us respectfully restore it to its original state and ship it back home. We don’t need it any more. Kuknalim. Kiyezhe Assumi, PadumPukhuri, Dimapur, (kjassumi@gmail.com)

Reader’s Post Sir,

Appeal to minister of Health and Family Welfare

An RCC double storey was constructed for District Hospital, Wokha for Trauma Centre, District Diagnostic Centre for health care which was proposed more than two decades ago, but no staff had been appointed till date. The building is standing like a monolith only. After you had taken over as the minister for Health and Family welfare, number of letters for appointment of staff for the centre were written, but till today no action had been undertaken. Old age patients, poor patients are unable to go outside for treatments, so the Health and Family Welfare Department should address this at the earliest. The minister personally visited the District Hospital and had seen everything but nothing has transpired till date. The building was constructed in my Jhum land without paying compensation. Instead of keeping the building like a monolith it would be far better for the land owner to occupy the land and use it for public utility. May you be re-elected, but you may not be assigned the same portfolio, so while you are still here please appoint staff for the Trauma Centre and District Diagnostic Centre for Health Care, so that your name would be remembered forever. Let your light shine before men, they may see your good deeds and praise your father in heaven. (Matt 5:16). Rikhyo Kikon Lotha, Land Owner District Hospital, Wokha

MUMBAI, Mar 27 (PTI): Equities started the week on a dull note as the Sensex on Monday tumbled over 184 points to end at 29,237, weighed down by heavyweight RIL, which tanked after Sebi banned the company from equity derivatives trading for one year. Investors were downbeat amid weak global cues due to heavy losses in Asia and a lower opening in Europe following Donald’s Trump failure to push through his healthcare legislation, traders said. ment the 7th ROP with effect from April 2018, as announced by chief minister Dr. Shürhozelie in the 12th Nagaland Legislative Assembly on March 24, 2017, then the government employees would be deprive of the “7th ROP for six years (2+2+2=6), which will be a tremendous loss in one’s service career of the Nagaland Govt. employees”. ANSTA also claimed that since 7th ROP was introduced for Central employees, inflation has flared up in the whole country from last year. In such a situation, ANSTA said if state government failed to grant the 7th ROP to its employees in due time, the State employees would be facing twice price rise/ hike in one pay revision due to difference in its implementation date and may likely lead to economic crisis in the near future. Therefore, since Central government employees have been granted 7th ROP as per the recommendation of 7th Pay Commission from January 2016, ANSTA appealed State government to implement the 7th ROP w.e.f March 1, 2017 as demanded by CANSSEA after considering the financial constraint of the State government.

7th ROP. In a press release, ANDMSA general secretary, T. Limhachan Kithan, has informed all the units to be vigilant and cooperate with the CANSSEA for the welfare of the state employees. ANSTA: All Nagaland School Teachers Association (ANSTA) has resolved to support any form of protest/agitation called by CANSSEA till the demand for implementation of 7th ROP (with effect from March 1, 2017) is fulfilled. In this regard, ANSTA president Ponchulo Wanth and treasurer Temjenyapang urged upon CANSSEA to remain firm on its ground as the demand was legitimate and every government servant in the State was behind them. ANSTA stand was that in every pay revision, State government lagged behind by two or more years in implementation. In case of 5th ROP, ANSTA said State government implemented in 1998, while central government implemented in 1996, also the 6th ROP was effective in the State from 2008 as compared to Central government in 2006. In the event, ANSTA said that State government imple-

GST (Compensation to States) Bill, 2017 that provides for mechanism for making good any loss of revenue of states from introduction of GST in first five years of rollout. These four bills will be taken up for discussion together. Another mirror legislation of CGST, called State-GST, will amalgamate all state taxes like VAT, will be levied by states and has to be approved by all state legislatures. Together, CGST and SGST will enable the GST incidence of 40 per cent. GST will not apply to Jammu and Kashmir. The CGST Bill also provides for e-commerce companies to collect tax at source at a rate not exceeding 1 per cent of net value of taxable supplies, out of payments to suppliers supplying goods or services through their portals.

(From p-1) NFASA: Nagaland Finance & Accounts Service Association (NF&ASA) has stated that its executive committee at a meeting on March 27, 2017 unanimously decided to support the “genuine demand” spearheaded by CANSSEA for implementation of 7th ROP In a press release, NF&ASA president, RN Yanthan, and general secretary, Temsu Longkumer, stated that the association in its support to the agitation observed strict pen down strike in all treasuries and sub treasuries across Nagaland and wherever NF&ASA members were posted. NNF&ASA affirmed that it would participate in the ongoing agitation till the genuine demands were met. The association has directed all its members to cooperate and participate in any form of agitation as decided by CANSSEA. It warned that strict action would be initiated against the defaulters. The peak rate of 40 per cent is only an enabling provision for financial emergencies. A Union Territory GST Bill will take care of taxation in UTs of Chandigarh, Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu. A Bill on IntegratedGST -- to be levied and collected by the Centre on inter-state supply of goods and services, was also introduced in the Lok Sabha. ACAUT made it clear, that the Patton “is not above Indian constitution and state policy” and therefore as home minister, he “has no choice but to cancel all the backdoor appointments in home department” and then call for open recruitment as per Article 16 of the Indian constitution and state reservation policy. ACAUT also appealed to ENPO and other backward tribes to “voice out and fight for their rights of 768 posts” so as to “help usher into a leap and bound economic and social uplift of our backward brothers.” ACAUT said the home minister had “created negative parliamentary history and wrong precedence” by implicating police officers for backdoor appointments instead of taking responsibility. ACAUT said this clearly proved that Patton “is not in control of the department but the fiefdoms of commandants and SPs” and turning the legislative and executive branches of democracy in Nagaland into a mockery. ACAUT said the situation in Nagaland is that tens of thousands of educated unemployed sit for NPSC examinations every year, while backdoor appointments have going on in the home department and have outpaced NPSC recruitments for the past four years. ACAUT has demanded that appointments of ABSI/ UBSI be restored back for requisitioning by the NPSC as in the past.

New Delhi, Mar 27 (PTI): Finance Minister Arun Jaitley today introduced in Lok Sabha four bills on Goods and Services Tax, providing for a maximum GST rate of 40 per cent, an anti- profiteering authority and arrests for evading taxes. With this, rollout of GST - the biggest tax reform since independence - has entered the last lap and its passage by Parliament will pave the way for integrating India as one market with one rate of tax replacing multiple state and central levies. Jaitley introduced a Central Goods and Service Tax or CGST bill which will amalgamate all the indirect central government levies like sales tax, service tax, excise duty, additional customs duty (Countervailing Duty), special additional duty of customs, surcharges and

M O S C OW, M A R 2 7 (AGENCIES): Russian opposition leader Alexei Navalny was sentenced to 15 days behind bars and fined Monday after staging the biggest anti-corruption protests in years, an act branded a “provocation” by the Kremlin. The United States and the European Union have voiced deep concern after Navalny and more than 1,000 others were detained in the Moscow protest on Sunday, with the State Department describing the arrests as as an “affront to democracy”. A Moscow district court ordered Navalny to serve 15 days in jail after having found him guilty of disobeying police orders. He was fined 20,000 rubles ($350) for having organised an unsanctioned protest. The lawyer turned activist, 40, who has announced plans to run for president next year, called Sunday’s protests after publishing a report accusing Prime Minister Dmitry Medvedev of controlling a property empire through a shadowy network of nonprofit organisations. “The authorities are being accused of multi-million theft, but they remain silent,” a haggard-looking Navalny said in court, insisting the protests were legal. “More than 1,000 people were arrested yesterday

BRISBANE, MAR 27 (IANS): Thousands of residents in Australia’s Queensland state were ordered to evacuate on Monday as a severe tropical cyclone approaches land, bringing with it powerful winds and heavy rain. The storm, named Debbie, is set to intensify from a category 3 to category 4 cyclone before it makes landfall near the town of Ayr on Tuesday morning, CNN reported. It is forecast to pack gusts of up to 150 mph as well as flash flooding and storm surges as high as four metres. The severe weather claimed the life of a 31year-old woman in a car crash on Sunday night near the town of Proserpine. Queensland Premier Annastacia Palaszczuk said on Monday that 3,500 residents had already been evacuated.

May is a fierce unionist and hopes to stall plans by Sturgeon to hold a new referendum on independence in late 2018 or early 2019 after the country voted against breaking away in 2014 by 55 to 45 percent. A debate in the Scottish parliament before voting on Sturgeon’s proposal was suspended last week when an attacker, later identified as British-born Khalid Masood, plowed his car into pedestrians and tried to force his way into parliament in London, killing four. He was shot dead. That debate is due to resume on Tuesday. Sturgeon says the British leader has all but ignored the demands of Scotland such as maintaining preferential access to the EU’s lucrative single market - something May has ruled out.

India on course for series victory

India’s R Ashwin celebrates wicket of Australia’s Peter Handscomb during the 3rd day of last test match against Australia at HPCA Stadium in Dharamsala on Monday. (PTI)

Dharamsala, Mar 27 (PTI): India were on the verge of a riveting series victory after an incisive performance from the bowlers saw them skittle out Australia for a paltry 137 in their second innings on the third day of the fourth and final cricket Test here. Set a target of 106, India were 19 for no loss at stumps, needing another 87 runs to win the series inside four days. KL Rahul (13 batting) got three boundaries off

Pat Cummins’ opening over to set the tone for the home side. R av i n d r a Ja d e j a , with an all-round show (63 and 3/24 in 18 overs), was the star performer but Ravichandran Ashwin (3/29 in 13.5 overs) and Umesh Yadav (3/29 in 10 overs) played their part to perfection as the Australian second innings was wrapped up in 53.5 overs. There were two important factors that tilted the game in India’s

favour on the day; a halfcentury by Jadeja, which enabled India to get to 332 in the first innings and then Australia’s premier batsman, Steve Smith’s poor shot selection off Bhuvneshwar Kumar. Glenn Maxwell (45) and Peter Handscomb (18) showed positive intent with a 56-run partnership for the fourth wicket but on a pitch that provided both turn and bounce, it was never going to be easy for them to survive. Mary once again ruled out turning professional. “I have no plans to turn professional as I still love to play for India.” The women’s Asian Championships is scheduled to be held in Vietnam from November 2 to 12 later this year. Mary Kom was recently appointed National Observer for boxing by the Government of India to assist in the preparation

off 90 balls) was at his defensive best, dead batting anything and everything that came his way, but that too was not going to be enough as wickets tumbled at the other end. Bhuvneshwar, who till the post-lunch session had a horrible Test match, for once got lucky when Smith tried to pull a short delivery only to get a bottom edge that knocked back his offstump. While he was at the crease, Smith looked in ominous touch having hit three boundaries in his 17 before his dismissal, which left him one short of a series aggregate of 500 runs. It was Umesh, India’s best fast bowler in recent times, who looked menacing on a bouncy pitch troubling both the Australian openers. After a few bouncers, Umesh cleverly pitched it up to get enough away movement that kissed David Warner’s (6) bat on the way to the safe hands of keeper Wriddhiman Saha. Renshaw (8) survived a drop at third slip when a thickish edge off a Bhuvneshwar delivery was grassed by Karun Nair, who was standing at the third slip.
