Staff Reporter
“what action the Home minister is going to take against these authorities for making illegal appointments?” ACAUT also demanded to know whether the Home minister will terminate all the 2078 backdoor appointees in the interest of capable Naga youths? In this regard, it has demanded that the NPF gover nment “terminate all BDOs, senior lecturers, medical officers, SDOs, JEs, CDPOs and other gazetted backdoor appointees in the RD, social welfare deptt., School Education deptt, PWD, SCERT, Higher Education, and Medical department, etc., made in the last several years.” ACAUT said that since the NPF government has been marred with all backdoor appointments, scams, nepotism and corruption, it was time for young Nagas to ponder whether the NPF party should be allowed to come back after the 2018 elections. Highlighting a doublespeak, ACAUT recalled that Dr. Shürhozelie Liezietsu, as NPF president in 2016, had put his foot down against termination of backdoor appointees in a circular dated 20/3/16 to the then chief

Th. Muivah’s statement a Contribute to New India: PM tells people NIDA backs 7th ROP demand political move: Assam BJP GUWAHATI, MAR 26 (AGENCIES): Insisting that the contents of the Framework Agreement signed between the Government of India and NSCN (I-M) have not been made public yet, Assam State BJP described the statement of Th. Muivah over “Nagalim” as a “political move”. On the other hand, the AGP also dashed off a letter to Prime Minister Narendra Modi asking the Central Government to clear its stand on the issue of Nagalim. According to The Assam Tribune report, state BJP president Ranjeet Kumar Dass cautioned the Muivah against making such statements and asked him to instead ensure that peace in the inter-state border areas is not disturbed. “People should not be confused by his statements. NEW DELHI, MAR 26 (IANS): Prime Minister Narendra Modi on Sunday said India was marching from “Swaraj to Su-raj” and urged the 125 crore people to contribute towards creating a “New India”. In his monthly radio address ‘Mann Ki Baat’, Modi exhorted all Indians to fight black money and corruption by opting for digital payments than cash transactions. Calling for continuing the war against corruption and black money, Modi said India can see 2.5 crore digital transactions within six months rather than wait for a year. “Within two months of its launch, there had been 1.5 crore downloads of BHIM app, this is commendable...,” Modi said. “If 125 crore citizens make a resolution, then we can achieve the target of 2.5 crore digital transactions within six months and not
‘Aadhaar mandatory for driving licenses’
New Delhi, Mar 26 (Agencies): The government seems to be really pushing to make Aadhaar a crucial national document. After PAN cards and (Cont’d on p-8) mobile phone numbers, the 2 digit number will now be needed for driving licenses, the Time of India reported. The ToI report says the government aims to make Aadhaar mandatory for all driving license applications and renewals. The plans will be put in effect by October this year, ToI reported, quoting sources. The move is purportedly to counter the issuance of multiple licences under different Regional Transport Offices to the same person. “Daddy, degree cannot The current method earn me anything. of Naga-inhabited areas in proposed Nagalim are politically motivated,” Dass said. AGP president Atul Bora said under no circumstance the party would accept any further disintegration of Assam. “Centre should make its stand clear in the wake of Muivah’s statement,” he said, seeking a permanent solution to the inter-state border dispute. CPI(M) state secretary Deben Bhattacharyya said Muivah’s statement created doubts in the minds of the people living along the border and asked Centre to make the Agreement public. He said that the fact that the Framework Agreement has been kept a secret itself smacks of a conspiracy. The Left-Democratic Manch, a joint platform of ten political parties, also demanded the Centre to make public the Framework Agreement.
educated unemployed community would also appreciate if the MLA could initiate measures to strike down the Office Memorandums of 2008, 2010 and 11/8/16 giving unfettered right to the government to make backdoor appointments or to regularize all backdoor appointees after 3 years in service. ACAUT said it has been working to strike down such OMs, and maintained that responsible people within the system could do a lot without NGOs or other organizations resorting to lengthy and expensive legal options. Meanwhile, ACAUT has reminded the Speaker that there was no question of expunging BJP legislator Mhonlumo Kikon’s statement in the house, equating backdoor appointments to corruption. “When politicians make backdoor appointments, it necessarily amounts to buying of votes; or when jobs are sold in the Nagaland market for crores of rupees, or when daughters and sons of politicians/ bureaucrats are accommodated in the job market, the Speaker not to equate this with corruption speaks volumes about one’s ethics,” ACAUT asserted.
Tension along Nagaland-Assam border
DIMAPUR, MAR 26 (NPN): ACAUT Nagaland has demanded that the NPF-led DAN government “terminate” all backdoor appointments made in the past several years in the interest of the unemployed youths. Quoting chief minister Dr. Shürhozelie Liezietsu who had stated: “…these mistakes will not be repeated in the future”, after he intervened in the ongoing budget session in defence of the beleaguered home minster who was placed on the dock on the backdoor appointment issue; ACAUT media cell asked the CM how was he going to tackle the illegal backdoor appointments in the police department and government departments in general?” ACUAT said that since the home minister Y. Patton had admitted that there were 2078 unauthorized appointments in the police department, it reiterated that Patton “cannot escape the responsibility”. On the home minister’s statement in the house that commandants and SPs had made unauthorized appointments without informing the higher ups, ACAUT termed it as a “clear case of insubordination”. ACAUT therefore demanded to know as to
DIMAPUR, MAR 26 (NPN): Wokshing Phom, Ex-MLA, son of late Nyapong Phom of Bura Namsang village, under Longleng district passed away on Sunday at Zion Hospital, Dimapur after a brief illness. He was 80. He is survived by his wife, four sons and one daughter. Late Wokshing was born in January, 1937. Prior to entering politics, he served as Pastor from 1957– 59. He was elected an MLA in 1974 from Tamlu A/C. CM: Nagaland chief minister, Dr. Shürhozelie Liezietsu, has expressed grief over the demise of Wokshing Phom, ex-MLA from Tamlu Assembly Constituency, whom he described as “an old colleague of mine”. In a condolence message, Dr. Shürhozelie said he was reminded of the turbulent period during the early 1970s when the Government of India carried out massive operations to flush out Naga insurgents from their hideouts, when the over ground politics was also immensely affected with fear psychosis and uncertainty. “It was a time when the people could not really decide if they should participate in the Indian elections or support the Naga movement for self-determination,” said Dr. Shürhozelie.
minister, T.R. Zeliang and all the cabinet ministers. ACAUT concluded that rather, Dr. Shürhozelie wanted regularization of all those backdoor appointees who had completed three years in service. In this regard, it cited a circular, wherein Dr. Shürhozelie had warned the chief minister and the government that unless this was done so “more than 1000 people will go against you in the next general election like 1993 episode where more than 800 senior people went against us on the issue of superannuation of age.” Therefore, ACAUT media cell said it was crystal clear that the policy of the present NPF government was for continuation of the backdoor appointments in all the departments till the next general elections in 2018. ACAUT also reminded the government that it had already convinced the High Court to ban backdoor appointments in the form of HC order dated June 6, 2016. While appreciating, BJP legislator, Mmhonlumo Kikon for forcing the government to bring out the exact status of backdoor appointment in the Home department, ACAUT said the

make the verification process easier. If the application does not have Aadhaar, he/ she would have to submit a number of other documents, the report adds. It, however, does not mention whether existing driving licenses that are not up for renewal would need to be linked to Aadhaar. This development follows reports that it will become mandatory to link Aadhaar with PAN cards and mobile phone numbers. The controversial Finance Bill 2017, passed by the Lok Sabha last week, makes Aadhaar compul-
sory for filing Income Tax returns. The bill also has a provision that would make PAN cards invalid if they are not linked to the holder’s respective Aadhaar number. For mobile phone numbers, the Department of Telecommunications has ordered telecom operators to verify all postpaid and prepaid SIM users in India with their respective Aadhaars. T h e ve r i f i c a t i o n , which was ordered by the Supreme Court (it did not, however, specify that Aadhaar must be used), must be completed by February 6, 2018. Any numbers not linked to Aadhaar will be illegal post that date. Interestingly, the Supreme Court has, in two separate orders, told the government that it cannot make Aadhaar mandatory for citizens to avail any services or benefits.
KO L K ATA , M A R 2 6 (IANS): Truckers on Sunday threatened to remain off the road across India indefinitely from April 1 in protest against the sharp increase in third party insurance premium and government charges. The strike has been called by the All India Confederation of Goods Vehicles Owners’ Association, its executive member Subhas Chandra Bose told IANS over phone. Bose said the insurers have raised the third party insurance premium for trucks by over 50 per cent, while the Central government has jacked up various fees including that for permits. “These two rate hikes have made goods vehicles financial unviable,” said Bose, also the General Secretary of Federation of West Bengal Truck Operators’ Association. The strikers have sent letters to all governments departments and ministers. Milk supply and some other emergency services have been kept outside the ambit of the strike.

Modi also wished prosperity for Bangladesh on its Independence Day on March 26 and recalled the common memories of Nobel laureate Rabindra Nath Tagore shared by India and Bangladesh. He assured India’s commitment as a strong partner of Bangladesh and asserted the two nations will work shoulder to shoulder in ensuring peace, security and progress. It may be recalled that district administration of Karbi Anglong had raised objections to any kind of developmental activities and cultivation at the site, claiming that the area fell under Daldali reserved forest. However, the stand of the village was that they had not taken up any development activities in the reserved forest, instead it asked Assam Police to stop intruding inside Rilan village “traditional land of the Nagas”, which was recognized by the Nagaland government.
it comes to taking away from the employees, acts promptly, but when it comes to giving, it makes all sorts of excuses. It pointed out that in the year 2016, when the Centre reduced the interest rates given to the government servants for GPF deposits, Nagaland government promptly acted and reduced the interest rates for GPF deposits in line with the centre “citing the reason that we follow Central Pay Commission.” Therefore, NIDA said that the state government should also respond promptly in a positive manner when it comes to implementing the 7th ROP from the Central Pay Commission. Meanwhile, the association has requested those employees in the state drawing Central Government salary to support the demand as “we are all affected equally by the inflation of the market and we all buy from the same shop.”

Agartala, Mar 26 (Agencies): Two days after announcement of his suspension from the party for accepting money from BJP, Indigenous Peoples Front of (IPFT) President N C Debbarma Sunday expelled seven leaders of the party on charges of antiparty activities. The expelled leaders include the party’s vice presidents Budhu Kumar Debbarma and General Secretaries Benoyebbarma, Rajeshwar Debbarma and Prabir Kalai, Subodh Debbarma and Nakshatra Jamatia. The expelled leaders had allegedly earlier tried to pull out a coup inside the party two days back by suspending its founder president and ideologue N C Debbarma on charges of
accepted bribes from BJP and was involved in financial misappropriation. Debbarma last night held a crucial meeting with IPFT leaders from different parts of the state and today said over 550 party supporters attended it. “It was a marathon meeting and all the party workers unequivocally proposed that we expel the party leaders who conspired against our cause. We have expelled them indefinitely,” the veteran tribal leader said. When asked if he sensed the hand of any other party behind his colleagues’ betrayal, Debbarma indicated BJP and CPI-M and said, “We are still looking into the possibility. But yes, there might be such an angle to it”. IPFT leaders Aghore Debbarma, Binoy Debbar-
ma and Budhu Debbarma announced on March 23 last that they had decided to suspend party president Debbarma. The leaders accused Debbar ma maintained double standard over the demand of separate state for Tripura’s indigenous populace. During the controversy, BJP had also issued a statement saying that they had given Rs 2 lakh to IPFT President Debbarma for the Simna-Tamakari ADC by-election as financial help as per the party’s central leader’s instruction. Reacting to the allegation, Debbarma today said that all allegations were false and baseless and added, “This is a conspiracy hatched to frustrate our potential demand of separate tribal state.

Shillong, Mar 26: Border Security Force (BSF) troopers has been put on high alert along the IndiaBangladesh international border after a twin blasts that killed six persons and over 40 other injured in Bangladesh’s Sylhet city on Saturday, an official said on Sunday. The dead includes two Bangladesh police officials in two explosions near a militant hideout in Sylhet city, about 240 Km capital Dhaka. The twin explosions in Sylhet came a day after a suicide bomber blew himself up at a security checkpoint near the country’s main airport in Dhaka in an attack
claimed by Islamic State. “Our troopers are on high alert along the IndiaBangladesh after a series of blast in Bangladesh,” Inspector General, BSF incharge Meghalaya frontier P.K.Dubey said. He said the BSF officials have shared intelligence inputs with Meghalaya police following the explosions in Bangladesh. “We are not taking any chances with such activities and all necessary measures have been taken to prevent perpetrators from entering our side of the border,” Dubey said. A Meghalaya police official said that the state police have also taken its measures.

Hizbul commander killed in J&K shootout
Security personnel conduct a search operation after three motorcycle-borne youths allegedly attacked the personal security officer of a cleric and decamped with his AK-47 rifle, in Jammu on Sunday. Srinagar, Mar 26 (IANS): A wanted commander of the Hizbul Mujahideen was among the two militants shot dead in Jammu and Kashmir’s Pulwama district after a brief gunfight on Sunday, police said. “The militants, travelling in a vehicle, were challenged at a ‘naka’ (checkpost) set up by security forces in Padgampora area of Pulwama, but instead of giving themselves up, started firing at the security personnel triggering a brief gunfight in which both were killed,” a police officer said here. “The two slain militants have been identified as Rayees Kachroo of Rajpora in Pulwama and
Farooq Hurra of Nazneenpora in Shopian district. Kachroo was on top of the security forces’ wanted list of militants operating in south Kashmir areas. “He was wanted in connection with attacks on security forces. His killing is a major setback to militancy in south Kashmir,” the officer said. Security forces had set up the checkpost in Padgampora area following information about the movement of militants.

Most of the accounts in which such deposits were made are in rural Tamil Nadu, but some are in Chennai. Many such instances were reported in suburban areas and districts adjoining cities, said income tax sources. Officers told TOI that an individual in Tiruchengode in Namakkal district deposited Rs. 246 crore in a branch of the Indian Overseas Bank. “We were following him for more than 15 days after finding that he had deposited cash in a rural branch of the IOB. First, he
tried to hide, but after a few days he agreed to join the Pradhan Mantri Garib Kalyan Yojana (PMGKY) and pay 45% of the total money as tax. As per PMGKY, 25% of the money will be retained with the government without any interest,” a senior I-T investigation wing official told TOI. The cash deposited by the individual was in old demonetised currencies. There are several similar individuals and companies who have deposited cash in their accounts and accepted that they were unaccounted income. “Most of them have joined the PMGKY scheme, which comes to an end on March 31. We hope the total unaccounted money will go up to Rs. 1,000 crore before the month end. We are also warning people who are still not on board that the heat will increase from April 1,” said the official.

The militants, who were travelling in a car, came from behind and started firing at the vehicle carrying Kohli in the area on the border of Awantipora and Pulwama, officials said. All the police personnel quickly took cover and retaliated the fire in which two militants were killed, they said.

It came a week after an identical attack on a RAB camp in Dhaka. Police had tracked down the Sylhet hideout less than a week after they busted two militant dens on the outskirts of the southeastern port city of Chittagong. Rajiv Gandhi only good human being in Nehru-Gandhi family, says Swamy
PATNA, MAR 26 (PTI): Senior BJP leader Subramanian Swamy on Sunday praised former Prime Minister Rajiv Gandhi as the only good human being in the (Nehru-Gandhi) family and said he had contributed to awakening of the Hindus. “Rajiv Gandhi was the only good human being in the (Nehru-Gandhi) family and had contributed to awakening of the Hindus,” he told reporters here.
Swamy, a Rajya Sabha MP, recalled that the former Prime Minister had allowed telecast of popular mythological serial Ramayana on Doordarshan and later got the locks of Ram temple at Ayodhya opened for prayers. “Rajiv (Gandhi) allowed telecast of the mythological soap Ramayana on Doordarshan, the national television network, despite fierce opposition from Congress leaders,” he said. Swamy exuded opti-
mism about resolution of the vexed Ayodhya dispute in the wake of the Supreme Court’s prodding to the contending parties to work out an off-the-court settlement. The senior BJP leader took a dig at the Congress over its electoral reverses, saying, “The Congress appears to be in a mood to commit suicide... we are there to carry out its funeral.” Swamy was here to deliver a lecture on the Ayodhya issue.

The Framework Working Group is one of the core groups of the G-20 - the group of 19 nations and the European Union that deliberates on global economic issues and other key developmental challenges. The third meeting under the G-20 German presidency is being co-hosted by the Department of Economic Affairs and the Reserve Bank of India in Varanasi on March 28-29, the statement added. The earlier two meet-

India, along with Canada, has been co-chairing this group, and since the inception of the FWG in 2009, this is the fourth occasion India is hosting this meeting. “The mandate of FWG is to deliberate on the challenges facing the global economy and the policy options that countries can use to address these challenges,” the statement said. Previously, India had hosted the G-20 FWG meetings at Neemrana in 2012, in Goa in 2014, and in Kerala in 2015.
Ahmedabad, March 26 (IANS) Vishwa Hindu Parishad leader Pravin Togadia on Sunday demanded that the government should stop all subsidies provided to Muslims from money of Hindu tax payers or else provide similar grants to Hindus. He simultaneously announced VHP’s action plan for Hindus under which it will launch “ek mutthi anaj (a fist of foodgrains)” scheme which envisages collecting grains as donations from people for mass distribution among needy Hindus. Another is an employment scheme initially for Ahmedabad city beginning from April where youth would be imparted training to fetch them a monthly income of Rs 8,000 to Rs 20,000. Togadia also announced schemes for education of children. Addressing a Hindu sammelan at the GMDC Grounds here, he said: “If Muslims could be helped with the money collected from taxes paid by Hindus, why not Patels, Thakores and Koli (communities)?” He said Muslims were being given a subsidy to undertake religious tours and for their educational development but there was nothing like this for Hindus. Affirming that a Hindu temple would be built in Ayodhya, the VHP leader got the crowds to raise slogans like “Ayodhya jayenge, mandir wahi banayenge (We will go to Ayodhya, and build a temple there)” .

Making a difference
n more ways than one, the present 12th Nagaland Legislative Assembly has much that it would be remembered for, when its tenure ends within a year’s time in 2018. The present house equalled the record of the 9th Nagaland Legislative Assembly in 1998, when the Congress won 53 seats or more than 2/3 rd majority in an election where no other party contested. Eventually six of the seven independent legislators became associate members of the Congress while the lone independent, by circumstances, became the lone opposition by default. In the present 12th Nagaland Legislative Assembly, the present Naga People’s Front (NPF) which won a landslide of 37 seats in 2013 (perhaps the first ever feat by any political party in an open contest), has reached its zenith. After engineering defections from other parties, the NPF increased its tally to 48 and all eight independent legislators also becoming associate members. The BJP with four legislators is an ally of the NPF. The present house has another feature with that of the ninth house where all the legislators were in the ruling and only one independent as the opposition. However, this time the difference is that unlike in 1998 where the Congress was the only political party, this time the BJP is the other party in the house, after political parties were swallowed up by the NPF and BJP. The 12th NLA also created records of sorts and which will be difficult to beat. For instance, the 12th NLA has so far, has produced three chief ministers. The current house was also wracked by three dissident activities- 2014, 2015 and 2017. The present house has also seen a record number of legislators inducted in the ministry including appointments of advisors with cabinet status. Again, like the 1998 situation, the current house with an all-party government, has also been a one-way street. Strange though it may sound, there were two unexpected events that has made the present house, a cut above the 9th house. In November 2016, the lone independent MLA raised hackled against the government over the issue of revocation of the assembly resolution adopted on September 22,102. On March 23, the legislator from the BJP (an old ally of the NPF) came up discomforting questions against various government departments over backdoor appointments, contract works and status of various projects etc. The BJP legislator Mmhonlumo Kikon appears to have become the lone ranger against the ruling party. He submitted various questions on the government with regard to backdoor appointments. Kikon had demanded that facts and figures be placed on the house. This was not done and instead, the embarrassed minister sought to divert attention by saying that backdoor appointments were made even before he took over. However, when it was officially admitted that there were not less than one thousand backdoor appointees in the police department from 2014 till date; perhaps it should have been picked up by the honourable members. The BJP legislator has indeed done a great service to the Nagas by posing serious questions on the government in the interest of the public. Whatever opinion that may be going around, Nagas ought to give credit where it is due and here certainly, Mmhonlumo deserves it for what he had done. He has salvaged the image and reputation of the house by daring to raise his voice for truth and justice.
DailyDevotion Spiritual Vision Through Personal Purity Blessed are the pure in heart, for they shall see God. —Matthew 5:8 Purity is not innocence— it is much more than that. Purity is the result of continued spiritual harmony with God. We have to grow in purity. Our life with God may be right and our inner purity unblemished, yet occasionally our outer life may become spotted and stained. God intentionally does not protect us from this possibility, because this is the way we recognize the necessity of maintaining our spiritual vision through personal purity. If the outer level of our spiritual life with God is impaired to the slightest degree, we must put everything else aside until we make it right. Remember that spiritual vision depends on our character— it is “the pure in heart” who “see God.” God makes us pure by an act of His sovereign grace, but we still have something that we must carefully watch. It is through our bodily life coming in contact with other people and other points of view that we tend to become tarnished. Not only must our “inner sanctuary” be kept right with God, but also the “outer courts” must be brought into perfect harmony with the purity God gives us through His grace. Our spiritual vision and understanding is immediately blurred when our “outer court” is stained. If we want to maintain personal intimacy with the Lord Jesus Christ, it will mean refusing to do or even think certain things. And some things that are acceptable for others will become unacceptable for us. A practical help in keeping your personal purity unblemished in your relations with other people is to begin to see them as God does. Say to yourself, “That man or that woman isperfect in Christ Jesus! That friend or that relative is perfect in Christ Jesus!”

GST relief may be pipedream; It is many taxes & to raise prices
T
he indirect taxes are likely to come down as preparation for GST roll out begins. But the GST in reality will not be one tax but a combination of many taxes and cess. The rates also will not be one. The GST Council has decided on a fourslab structure – 5, 12, 18 and 28 percent. In addition there will be an additional cess of 12 to 15 percent on luxury and sin goods, including luxury cars! “The cap on cess on demerit goods on top of peak rate of GST has been kept at 15 percent, but effectively it will be only 12 percent”, says Finance Minister Arun Jaitley, who is also the chairman of the GST Council. The GST is said to bring uniformity in taxes across states. But the definition of demerit goods leaves a wide chasm. Sin tax is to be levied on goods like tobacco and alcohol. The current taxes like excise duties, service tax, custom duty etc will be merged under central GST (CGST). The taxes like sales tax, entertainment tax, VAT and other state taxes will be included in state GST (SGST) and
inter-state deals under Integrated GST. A compensation draft law to enable centre to compensate the losses for the first five years has also on the anvil. But it would not include the very basic of the lifeline – petroleum products. It is likely to leave a wide window for the states and centre. In short the indirect taxes would be around 40 percent and on petroleum type products, not covered by GST, taxes are likely to go up. For instance, UP is planning to hike it by 5 percent more as it plans to waive farms loans worth about Rs 27,000 crore. It may happen in other states as well since the window for levying taxes come down. Petroleum products may have higher levies in some states. It is likely to add to inflation when the crude prices are coming down. The gover nment has decided to abolish 16 cesses that bring Rs 65,000 crore revenue in its preparation for GST roll out. This includes krishi vikas and swachh bharat cesses. It seems it would reduce tax burden. In reality,
it may not be so as the new laws have enough provision to maintain the rates near the high current level to “neutralize the losses to the states and centre”. The GST is collected on value-added goods and services at each stage of sale or purchase in the supply chain. The GST paid on the procurement of Shivaji goods and services can be set off against that payable on the supply of goods or services. The manufacturer or wholesaler or retailer will pay the applicable GST rate but will claim back through tax credit mechanism. It is a consumptionbased tax targeting the “destination” the final consumer. So whatever the levies at whatever stage, it would finally burden the common man. It is not easy to estimate the total impact on him. The multiplicity of taxes may add to the problem of traders and industry. Finally the rates on individual goods may not be one. If goods are traded from one state to another the provision of inter-state tax under IGST can end up having different prices
at different places. Add to this the various tolls that local bodies impose. This could make it more complicated. The industry is apprehensive that the uniformity that was supposed to be the base of GST may not be its strength. Different cess has been proSarkar p o s e d o n cigarettes, tobacco products under the GST regime above the highest rate of 28 percent. Cigarettes, currently taxed at 53 percent, would attract a cess rate of 15 percent. But if cess rate of 15 percent each is levied by the centre and state and say there is also one per cent IGST, the total taxes would be around 28 plus 60 plus one percent, that is 89 percent. The basic principle is to have taxes at the current level. So, if the current rate of taxation on a product is higher than the GST rate, the cess will make up the difference. At the moment, the government levies a different rate of tax on items such as luxury cars, highend watches apart from tobacco. The highest pro-
posed tax slab is likely to be equal to the difference between current tax incidence and the highest tax slab along with a cess. This means that there will be a separate cess on each of these items. It is likely to complicate the GST tax structure. Even gold is likely to have a tax of 4 percent If there are six different cesses, it means 10 different rates of GST. Then the taxation on cars and automobiles is likely to be more complicated at state levels. The GST was aimed at having a uniform rate. Even now the NCR regions have different rates in Haryana, Delhi and UP. That would continue. The non-luxury cars are virtually non-existent. Except 800 or below 1000 cc every vehicle is a luxury - a queer socialistic definition in a market-oriented economy. If there is a separate cess on petrol cars above 1200 cc and diesel cars – another Quixotic idea – there may be more than four cesses for cars alone. According to the government’s own calculations, told to the council, the proposed GST structure would bring down
prices of pan tobacco and intoxicants by 0.22 percent. The category has a two percent weightage in the consumer price index. The cesses are supposed to be removed after five years – the period states are supposed to be compensated for losses. But this country does not have a good record on removing the cesses. The lure of having more revenue also impacts decision making. One good aspect is that it allows the business to take credit on taxes, a new concept. It is aimed at reducing the burden. It all the same complicates book keeping. Another aspect bothers small traders. Many goods are now not under the tax net. After the multilevel GST, the exemption list would have few items. The impact will be felt by the consumer as he would have shell more. It is not clear whether over 25 percent taxes a consumer pays at restaurants would at all come down. The consumer may not have any relief. He may have to pay higher price for almost every good.
Post-mortem
On appreciation of ‘the church and tobacco’
T
he write up by Z K Pahru, Pou from BTC on the “Church and Tobacco” in 23rd March issue of your esteemed daily is informative and timely. It is high time that the Churches in Nagaland recognise tobacco problem. Many Church goers take these products but it doesn’t mean it is an acceptable habit as this can lead to health, social and spiritual problems. In fact, tobacco is the biggest cause of pre-mature deaths in the world today and the Churches can play a positive role on this. It is sad that except the Chakhesang Baptist Church Council which has taken some initiatives, no other Church organisations seemed to be taking any interest on this issue. It is true that not a word about tobacco is mentioned in the Bible but this should not be an excuse for notcreating awareness about the killer products from the Church platform. CYE, Sunday schools and devotional services are the perfect platform to create awareness about the unhealthy habit of tobacco use. The Churches can play proactive role on creating awareness and also help the users to quit by partnering with
health department, I hope the state government will also take a cue from BJP led governments particularly what the love jihad hero turned CM,Yogi Adityanath did in UP. With the stroke of a pen, he has done away with the use of all tobacco products in government offices. Being a Christian society, the state government has more moral obligations to implement these measures in all our public places. Banning tobacco products in Govt offices will bring benefits as the highly coloured dustbins and walls are not only unpleasant to the eyes but they can become a potential source of infection in this era of multi drug resistant TB and H1N1 virus. Restricting the use of these products during the office hour alone will bring lot of positive effects on the over-allhealth of the users. Hope the state government and the Churches will rise up to the occasion and initiate something on this important issue. The prevalence of tobacco use at 57% in a Christian state is a cruel joke, simply unacceptable and it spells doom for the future generation. C Tetseo, 4th Mile Dimapur

Liberty in the real sense
hen we talk about “ Tr u e L i b e r t y ” i t means the total freedom of an individual to express himself freely in the society and in doing so he should respect the liberty of other individuals as well and should not contradict or contravene with other’s liberty while in expressing his liberty. Liberty does not mean ‘restriction free’ for an individual to behave as he pleases. Should an individual go against the personal liberty and rights of another individual then he will be liable to penalty as pronounced by a court of law for not respecting the human rights of every human. In a democratic government the term “discipline” cannot be applied because the modern democracy dictates an individual to perceive and understand his environment and to express himself freely as he will while keeping in mind the liberty of others as well. Our freedom of ‘free will’ should be our first priority. When we are set in a society where we would only behave and express ourselves under a specific set of guidelines drawn out by the government then it is only ‘confined liberty’ and the citizens are but slaves of the rulers. In a democratic government there are no rulers. Everyone is
equal and no one is greater to the next. It is a “government of the people, by the people and for the people” and not a government of the supreme leader, by those in power, for the people. In a communist and dictatorial form of governments the citizens are subjected to certain restrictions and the freedom of speech and expression is made void. Such a government is unhealthy for the growth of the state and in this 21st century where even the lay citizens are aware of concepts like liberty, Equality, Democracy, Secularism etc. would only lead to resistance against the government which would only weaken the general interest of the people in the state. We can come to such conclusion from the uprisings in the Middle East countries over the decades. The citizens there got fed up with the suppression of their freedom of speech and expression under the rule of a supreme dictator and the revolution has only affected the socioeconomic characteristics of the State as a whole. Being a late bloomer in the matters of modernization and technological civilization, we Nagas should be wiser than we look. We should learn from the failures of others, where
Why we should support the sharedsovereignty model on Indo-Naga peace talk?
N
aga Political Solution should be based on process: Nagas should follow some process to attain sovereign state. Political terminology of Shared-sovereignty is emerging in modern Naga politics for solving the Indo-Naga conflict; as far as my understanding and based on my research data, Nagas should follow certain process for finding a final settlement. I have given my full support to the collective leadership for negotiation on Shared-Sovereignty in Prime Minister level; and the process from ‘shared sovereignty to complete sovereignty’ is the best process in the present political scenario, only if both the party can work out with the present of third parties or in the UN Security Council. Let’s the Indian and Burmese government recognized Nagas as different nation and we can shared our sovereignty with them mainly for security and economic purpose; on the other hand, the complete sovereignty of Nagalim will settle in UN Security Council after we have attained the minimum requirement of nation for recognition and we have to conduct the political campaigning with P5 nations for approval. As we know from the political history that the
term ‘Sovereignty’ keeps on radically changing: sovereignty is the quality of having supreme independent authority over a territory; however, there are some stages of shift given as under: Shift 1: Rule over peoples to rule over place in Europe, Asia, Africa and America (1600) Example: Kings or emperors have ultimate authority over its people and land. The king has the sovereignty power. Shift 2: Shift from individual to people holding the power, the concept of nation-state emerge in last 400-600 years Example: From individual (king) or emperor to people (citizen), we the people have the power of sovereignty. Shift 3: To prove sovereignty is defensibility: Example: To defend their rights, people, territory from other nations. 200-300 years Shift 4: Recognition: Especially in the UN, Recognition by passing resolution through voting in UN Security Council. Example: In the last 60 years the term sovereignty of the nation has to be recognized in UN Security
Council especially by Veto Power Nation. We called it P5: USA, UK, China, Russia, and France. Resolution should be pass on UN General Assembly with enough number of nations should support to recognize and all P5 nations should pass: Example: Grenada, Palau, Vatican City. Have done it! UN Permanent Security Council can’t pass a resolution unless it has passed by these nations of five P5 because they have veto power; if anyone from the P5 has rejected to recognition her sovereignty then they are not sovereignty state. Example: Taiwan is still a part of China, Kosovo is a part of Serbia, Texas is a part of US, so on and so forth. Note: 1. Indian or Burma can’t grand Naga’s sovereignty at all but they can help us to recognize our sovereignty. 2. Nagas sovereignty belongs to Nagas alone; it’s neither given by Indian nor by Burma but it the gift of God. Kharingyo Shimrah, Viewland Zone III Ukhrul District Manipur, (karinshimrah@gamil.com)
they failed and how they got up back on their feet. We should not repeat the mistakes made in history again. The fall of the USSR in 1990, the communist pioneer in the 20th century is a lesson for us all. With all due respect, there was a time when we Nagas had to think and act from a certain perspective as was the need of such hours. But if we are a perceptive human then we should also acknowledge the fact that as times change so does the advancement of humans in every field. The concepts which had have best suited some decades back may not be satisfactory in the perspective of the present. So we should also evolve with time and be more open to ideas and facts about the way our modern world has progressed and to make use of it in building a beautiful Naga society. If the dream of every Naga is to catch up with the rest of the world then it is time for us to accept the fact that we are all Nagas no matter how our ideologies could differ and set our differences aside for once and ‘forgive and forget’ and work together for the total uplifting of the Naga Race. Obito Naga, Dimapur
Reader’s Post
Sir,
Human ethics of relationship
Humankind is a family and all men and women are of human family. Humankind is to be ethical and to do justice to the Creator. Relationship in human family will be a reflection of human ethical relationship with God. Humankind without human ethics is not different from animals. Humankind in Christ with the indwelling of the Holy Spirit lives a born again life which is all for salvation of the whole world from sin. So God’s plan for salvation of the world now and forever is complete and the world has absolute hope for peace and security. The world is not in the dark about the Creator of the heavens and earth because He made Himself clear to the world. So it is meaningless and vain to worship the sun, moon, stars, trees, stones, animals, man, oceans, lakes, rivers and hand-made objects of any forms because these are creations. The Creator only is to be worshipped, honoured and feared because He is the eternal life. “Know God, believe in Him, fear Him and obey Him”. This is the law of relationship with God. Knowing God, believing in Him, fearing Him and obeying Him makes men and women entering into relationship with God which gives no room to do sin intentionally and to have enmity with fellow men and women. Hence in relationship with God alone the world has hope. Rev. L.Suohie Mhasi, (rev.suohie_mhasi@yahoo.com)

CAG to audit fallout of demonetisation
NEW DELHI, Mar 26 (PTI): The Comptroller and Auditor General of India (CAG) plans to audit the impact of note ban and the affect it has had on government tax revenues, said CAG Shashi Kant Sharma. In an interview to PTI, he said the auditor is gearing up to audit tax revenues under the new Goods and Services Tax (GST) regime and has started capacity building and reorienting its audit methodology and procedures. Among the special audits, CAG has already completed audit of agricultural crop insurance scheme and flood control and flood forecasting and is now engaged in several important audits like Right to Education, National Rural Health Mission, defence pensions and Ganga Rejuvenation, he said. “These reports should be ready by the end of the current year.” Sharma asserted that CAG has audit jurisdiction over any body or authority which has any relation to
government revenues and expenditure and resistance by some like city development bodies, DISCOMs and metro corporations will wither away. “We plan to audit certain issues related to fiscal impact of demonetisation, largely its impact on tax revenues,” he said. The government had withdrawn old 500 and 1,000 rupee notes from circulation on November 8 last year, and announced a new tax amnesty scheme for those holding unaccounted junked currency. CAG audit may look into expenditure on printing of notes, RBI dividend payout and banking transaction data. The auditor has also conveyed to the government its stand on the recent move of the GST Council to delete section 65 of the preliminary draft that authorised CAG to audit GST. “Our mandate covers GST just like the earlier taxation regimes were covered. We have already started work on restructur-
ing of our revenue audit arrangements to meet this likely challenge when GST is introduced. “This exercise would include issues of capacity building, data access and analysis, reorientation of audit methodology and procedures and developing end-to-end IT solutions,” he said. Sharma said executive, legislature, judiciary and audit have clearly demarcated roles and responsibilities. “The framers of our Constitution were fully aware of the concept of checks and balances and hence you find the mention of Judiciary and CAG in the fifth part of the Constitution along with legislature and executive,” he said. “The CAG’s DPC Act of 1971 provides the details of the mandate and scope of audit available to us.” Stating that there are no lacunae in CAG’s empowerment but with advent of time, the governance models have undergone changes. The September
2014 judgement of the Supreme Court in the telecom case “reinforced an important principle that wherever public resources are being used by private companies for revenue generation, CAG will have a duty to examine as to whether the government is getting due share of such revenue,” he said. “So, I can say that the bodies and authorities which have any relation to government revenues and expenditure are under the audit jurisdiction of CAG,” he said. City development bodies, electricity distribution companies and metro corporations “resist” CAG audit on the ground of being autonomous or on the ground of getting no support of the government although they perform the functions which were earlier being performed by the government departments, he said. “I believe the situation will settle down with passage of time and such resistance will wither away,” he added.

SBI may reduce workforce by nearly 10% by 2019, says MD Rajnish Kumar
General insurance premium set to go up from April 1
So it may be less than 10 per cent. Let us first merge and see the impact of the key process changes,” Kumar said. He said there would be some actual reduction in headcount along with reassignment of the roles, but lay-offs are not an option. “We have offered voluntary retirement scheme (VRS), there would be natural attritions and every year we may not replace head by head (replacement recruitment). Manpower will also reduce as a result of digital initiatives. There will be a combined effect,” he added. Ruling out layoffs, he said the question does not arise. “Two years down the line, these efficiencies will start showing. Reduction in manpower will depend on efficiency of the merger and branch networks. Lot of duplication happening will be removed and we will have more feet on the street (customer outreach programmes),” Kumar told IANS. Hiring in SBI may
NEW DELHI, Mar 26 (PTI): Car, motorcycle and health insurance will cost more from April 1 with regulator Irdai giving go-ahead to insurers for revision in commission for agents. The change in premium after modification will be limited to +/- 5 per cent of the existing rates. The increase will be in addition to the enhanced third party motor insurance rates, which too will come into affect from April. The Irdai (Payment of Commission or Remuneration or Reward to Insurance Agents and Insurance Intermediaries) Regulations, 2016 comes into effect from April 1, 2017. The regulations, the regulator said, bring about certain revisions in commission/ remuneration rates and also introduce the reward system. These may trigger insurers to revisit the pricing of their products in so far as the costing input relating to commission or remuneration is concerned, said the Insurance Regulatory and Development Authority of India (Irdai).
New Delhi, Mar 26 (IANS): The total workforce of the country’s largest lender -- State Bank of India (SBI) -- will see a reduction over the next two years, after the merger with six entities, owing to attrition, reduced hiring and digitisation, a top official said. “Manpower will go down with the period of time. Around 10 per cent reduction in two years may be a possibility,” Rajnish Kumar, SBI Managing Director, told IANS in an interview. The public lender currently has around 207,000 workforce and the merger of six entities -- SBBJ (State Bank of Bikaner and Jaipur), SBM (State Bank of Mysore), SBT (State Bank of Travancore), SBP (State Bank of Patiala) and SBH (State Bank of Hyderabad), Bharatiya Mahila Bank -from April 1 will add approximately 70,000 employees. “Post-merger we will be at 2,77,000 people in SBI. This may come down to 2,60,000 by March 2019.
not be halted, but will reduce by 50 per cent in a year, he said. In 2016-17, SBI hired 19,000 people. “It will come down from the previous average of hiring. It could be reduced by 50 per cent. We will return to usual 5,000-6,000 recruitment every year,” he said. “We cannot stop new hiring because it creates a lot of gap in the middle management down the line. But full replacement may not be required. If 13,000 people retire in a year, we may recruit 7,000-8,000 in a year,” he added. Kumar said the bank will continue with its policy of branch expansion, and the associate bank branches will be merged. “There is a policy of branch expansion, we are governed by that. We keep on opening new branches depending on the business potential, that will not stop. We are working on the plan as to how many branches we will open in next two years,” he said.

New delhi, Mar 26 (PTI): Asking the people to take the fight against black money and graft to the “next level”, Prime Minister Narendra Modi today urged them to use less cash in their daily lives and continue to support the movement towards digital payments started after the note ban. In his monthly ‘Mann ki Baat’ programme, he also spoke of building a ‘New India’, which he said can be achieved when 125 crore Indians take a pledge and unitedly work towards it. “My dear countrymen, we must take our fight against black money

New Delhi, Mar 26 (PTI): A parliamentary panel has asked the Finance Ministry to amend banking laws, including SBI Act, to provide for disclosure of names of loan defaulte by banks to tackle the menace of mounting NPAs. Section 44 of the State Bank of India Act, 1955 as well as some other clauses of confidentiality in the relevant laws invariably prohibit disclosing the names of individuals, who owe money to banks or are responsible for bad loans on account of their failure to repay. According to the report of the Committee, the names of defaulters are, however, shared with the Reserve Bank of India and the Credit Information Bureau Limited (CIBIL). The report submitted in Parliament recently also take note of the aver-

However, within a year, national Emergency was declared and President’s Rule was imposed all over the country, Dr. Shürhozelie said. The chief minister said he had not met Wokshing for quite some years, but learnt from party functionaries earlier this year that he was in good health and had made plan to catch up with him one of these days.

B E R L I N, M A R 2 6 (AGENCIES): German voters went to the polls Sunday in tiny Saarland state where a resurgent centre-left hopes to strike a first blow in their battle to topple Chancellor Angela Merkel this year. Although the state bordering France is home to just one million people, its vote half a year before national elections is seen as a test of the Social Democrats’ rising fortunes under new leader Martin Schulz. The SPD, having long played second fiddle to Merkel in a national rightleft grand coalition, has been re-energised since the folksy and plain-spoken Schulz became its leader in January. The former president of the European Parliament has lifted party support by 10 percent with promises to help the socially disadvantaged and end Merkel’s almost 12year reign in September elections. The “Schulz mania”

has seen younger voters flock to the more than 150year-old workers’ party, which is now polling neckand-neck with Merkel’s conservative bloc -- both nationally and in Saarland. The SPD is currently the CDU’s unhappy junior partner in Saarland and in the national government -and in both cases hopes to grab power by teaming up with other leftist parties.
UK parliament attacker acted alone: Scotland Yard
Floral tributes left in honour of the victims of the London terror attack on March 22, are pictured in Parliament Square in Westminster, central London on March 25, 2017.
L O N D O N, M A R 2 6 (PTI): Scotland Yard today admitted they may never know the motive behind the brazen terror attack on the British parliament by Khalid Masood who acted alone and said there’s no information to suggest further attacks are planned. The attack last week that killed five people, including the 52-year-old attacker, ended within 82 seconds, according to new revelations. “We still believe that Masood acted alone on the day and there is no information or intelligence to
suggest there are further attacks planned,” said Met police Indian-origin Deputy Assistant Commissioner Neil Basu, who is the Senior National Coordinator for UK Counter Terrorism Policing. “Even if he acted alone in the preparation we need to establish with absolute clarity why he did these unspeakable acts to bring reassurance to Londoners, and to provide answers and closure for the families of those killed and the victims and survivors of this atrocity,” Basu said.
Even if the CDU comes out ahead in Saarland, the SPD could potentially seek a coalition with the far-left Linke and possibly the ecologist Greens parties -- a so-called “redred-green” alliance.
Israel-Gaza border crossing closed GAZA, MAR 26 (IANS): The Palestinian Islamist movement Hamas on Sunday shut down the only passageway between the Gaza Strip and Israel following the assassination of one of the group’s senior commanders. Last week, unidentified gunmen in Gaza opened fire at Mazen Fuqaha, a Hamas leader who had been released from an Israeli jail under the prisoner exchange agreement between the Islamist movement and Israel in 2011, Efe news reported. “The closure of the Beit Hanoun crossing (Erez) comes as part of the steps being taken by the security apparatus following the crime of assassinating Fuqaha,” Hamas spokesman Iyad Bazm said in a statement. Hamas blamed Israel for Fuqaha’s killing and said: “The occupation knows that the blood of those struggling in the way of God will not be wasted.”

SOFIA, MAR 26 (AGENCIES): Bulgarian voters went to the polls Sunday after a tight election race pitting Socialists seen as closer to Russia against two-times centre-right premier Boyko Borisov, seeking another comeback. Opinion polls in the European Union’s poorest country, where the average monthly salary is just 500 euros ($540) and corruption is rife, also indicate a strong showing by nationalists. The karate-kicking Borisov’s enthusiastically pro-European Union GERB party and the Socialist Party (BSP), newly led by the energetic Kornelia Ninova, are both seen garnering around 30 percent. “I voted for a stable,

In between, the BSP was in power for barely a year.

Germans in tiny Saarland vote in big test for Chancellor Merkel
HONG KONG, MAR 26 (AFP): Beijing favourite Carrie Lam was selected as Hong Kong’s new leader today by a mainly proChina committee, in an election dismissed as a sham by democracy activists who fear the loss of the city’s cherished freedoms. It is the first leadership vote since mass “Umbrella Movement” rallies calling for fully free elections in 2014 failed to win reforms and comes after a turbulent term under current chief executive Leung Chunying. Leung, who is seen by opponents as a Beijing puppet, and will step down in July after five years in charge. Hong Kong is semiautonomous and has been governed under a “one country, two systems” deal since it was handed back to China by Britain in 1997. But, 20 years on, there are serious concerns Beijing is disregarding the handover agreement designed to protect Hong Kong’s way of life. Yesterday, the first blast happened around 7:00 PM about 400 metres off the building where the militants were holed up. It targeted the onlookers and policemen. The Dhaka Tribune quoted Sylhet Metropolitan Police ADC Jedan Al Musa as saying the blast was a “suicide attack”. Another blast took place in front of the hideout an hour later. T E H R A N, M A R 2 6 (AGENCIES): Iran said Sunday it has imposed sanctions on 15 American companies over their alleged support for Israel, terrorism and repression in the region. A Foreign Ministry statement carried by the state-run IRNA news agency said the companies are barred from any agreements with Iranian firms and that former and current directors will not be eligible for visas. The move is seen as a response to U.S. sanctions placed on dozens of Iranian entities in February following an Iranian missile test. Iran’s sanctions are unlikely to have much impact as none of the targeted U.S. companies are known to do business in Iran. The companies include Bent Tal, United Technologies Products. ITT Corporation, Raytheon, Re/Max Real Estate, Magnum Research Inc., Oshkosh Corporation, Kahr Arms and Elbit Systems. A senior Iranian lawmaker meanwhile said Iran would consider a bill branding the U.S. military and the CIA as terrorist groups if the U.S. Congress passes a bill designating Iran’s Revolutionary Guard a terrorist organization.

Eyewitnesses said sounds of intermittent gunshots and explosions were heard, indicating militants’ response to the security siege that continued for the last three days. two police inspectors and four onlookers, two of them being college students. Hours later the Islamic State claimed responsibility for the attack through its propaganda news agency ‘Amaq’. The target of the attack was security forces, it said. This was the third attack in Bangladesh in eight days for which the ISIS claimed credit. Home Minister Asaduzzaman Khan, however, rejected the ISIS claim, saying that there was no presence of any foreign terrorist group in the country. He said a top militant leader was inside the building as the crackdown was underway but quickly added “we cannot say anything before the end of the operation”. Elite Rapid Action Battalion (RAB) Intelligence Wing chief Lt Col Abul Kalam was seriously wounded in blasts and flown to Dhaka for treatment. Doctors said over 50 people were treated at a major state-run hospital in Sylhet alone. DHAKA, MAR 26 (PTI): Elite commandos today battled to neutralise Islamist militants holed up in a building rocked by fresh explosions, hours after six people were killed and over 50 others injured in blasts claimed by the Islamic State outside the complex in Bangladesh’s northeastern Sylhet city. “A ban has been enforced barring entry of ordinary people within the vicinity of the building as final preparations were underway to flush the militants out from their den,” a police officer told reporters on the scene. At least three blasts were heard from inside the five-storey ‘Atia Mahal’ since 9:57 AM (local time). A huge blast near the building tilted it towards one side, the Daily Star reported, citing its photojournalist who was on the spot. Several gunshots were also heard. But it is unclear who were firing the shots as army prepared for a final assault. Sylhet-based 17 Infantry Division’s Major General Anwarul Momen is leading the operation codenamed ‘Twilight’, which was assisted by police’s SWAT and counter-terrorism units. made no mistake this time as he scored with a vicious effort which dipped over the wall and bounced in front of Gulasci. It was his 70th goal for Portugal in 138 appearances. The group looks increasingly likely to boil down to Portugal’s match at home to Switzerland in October. Only the winners of the nine European groups go straight to Russia next year while the eight best runnersup go into a playoff round for four more places.

Lis b o n , M a r 2 6 (Agencies): Cristiano Ronaldo scored two stunning goals and took his international tally to 70 as he led Portugal to an emphatic 3-0 win over Hungary in a World Cup qualifier on Saturday. The Portugal captain scored after he was set up by an outrageous backheel from Andre Silva and smashed in a long-range free kick in the second half. Silva had opened the scoring from a move in which Ronaldo also played a part. The win kept the European champions three points behind Group B leaders Switzerland who earlier beat Latvia 1-0 to maintain their 100 percent record with 15 points from
five games. Defeat left Hungary a distant third with seven points and only the slimmest of chances of their first World Cup appearance since 1986. Portugal had no trouble despite a slow start in which Ronaldo shot over from a free kick and headed wide after Ricardo Quaresma’s cross found him unmarked at the far post. Just as coach Fernando Santos’s decision to leave out Bernardo Silva appeared to be back-firing, Portugal went ahead. Ro n a l d o r e l e a s e d Raphael Guerreiro on the left and his low, first-time cross was turned in at the far post by an unmarked Silva in the 32nd minute. Four minutes later,

Pepe’s long ball out of defence was met by Silva with a first-time backheel to Ronaldo who squeezed a low, left-foot between Peter Gulasci and the near post with stunning precision. Brimming with confidence, Portugal’s record scorer then tried to meet Joao Mario’s dinked passed with a bicycle kick but did not get enough power behind the shot which Gulasci saved comfortably. But he was not to be denied another goal and, inevitably, when Ricardo Quaresma won a free kick outside the area in the 65th minute, it was Ronaldo who took it. Les Bleus took the lead through a close-range finish from Olivier Giroud before both teams won penalties in the space of four first-half minutes. Aurelien Joachim drew Luxembourg level from the spot in the 34th minute after Blaise Matuidi pushed over Daniel Da Mota. Da Mota, though, then quickly gave away another penalty at the other end when he tripped Djibril Sidibe, and Antoine Griezmann put France back in front. Giroud nodded in a late third to secure the victory which sees France move back above Sweden, who had earlier defeated Belarus 4-0 in Solna.

FIFA satisfied with Guwahati stadium for U-17 WC
Guwahati, Mar 26 (IANS): A delegation of the world football governing body FIFA, accompanied by members of the Local Organising Committee (LOC), on Sunday visited the Indira Gandhi Athletic Stadium here to assess the preparedness of the FIFA Under-17 World Cup venue. The delegation was pleased with the preparations at the venue and the eagerness s h ow n b y t h e A s s a m government. Addressing the media after the inspection, FIFA Head of Events Jaime Yarza was happy with the progress at the venue. “The state government is wonderful and their eagerness to be a great venue for the first FIFA tournament in the country is worth lauding. We know how passionate the supporters are in this part of the country and hence, we’re very happy to see the developments and preparations here in Guwahati,” he said. Tournament Director of the LOC, Javier Ceppi, was also pleased with the progress shown. “The state government of Assam has really taken the leadership when it comes to making the World Cup a huge effort in their state. We are already working on all operational and promotional matters to make sure that all the people of Assam and of the neighbouring north-eastern states can enjoy World Cup matches in the north-east,” Ceppi reckoned.
Melbourne, Mar 2 6 ( I AN S ) : Fe r r a r i ’s Sebastian Vettel stormed to victory ahead of the UK’s Lewis Hamilton and Finland’s Valtteri Bottas at the Australian Grand Prix here on Sunday, giving the Italian team a second victory in 18 months. In a sur prise win, Ferrari demonstrated that the team is now equipped to challenge Mercedes’ recent dominance, reports Xinhua news agency. Sunday’s result is Vettel’s 43rd victory of his career, 18 months after his last win with Ferrari in September 2015 at the Singapore Grand Prix. “There is a long, long way ahead but for now we are over the moon. It has been a hard winter and an incredible race today,” the German said. “I was a bit nervous at the start and Lewis was better, then I had to take care of Valtteri in turn one, then I had to keep the pressure on, to get the message that we are here and we are here to fight,” he added. The race was decided in the pit lanes, with Mercedes opting for a risky strategy by having Hamilton come in early on lap 17 with a clear lead ahead of Vettel in second. However, the Briton managed to claw his way back into second place ahead of Bottas in third and Raikkonen in fourth. Verstappen took fifth, Brazilian Felipe Massa

Spain’s Carlos Sainz (Toro Rosso) finished eighth ahead of his Russian teammate Daniil Kvat and France’s Esteban Ocon (Force India), who closed the points zone at 10th place after overtaking the Spaniard Fernando Alonso (McLarenHonda), who was forced to abandon three laps from the end due to a mechanical problem.

YANGON, M a r 2 6 (PTI): Indian football team head coach Stephen Constantine on Sunday said that Myanmar would start as favourites against his side in the AFC Asian Cup Qualifiers match on Tuesday. Constantine said the Myanmar side have been together for some time and the support from crowd will give them the advantage. Moreover, Myanmar had beaten India 1-0 when the two teams met last. “Myanmar are definitely the favourites. Playing at home is always an advantage for any team. They have been together for some time and the familiarity with each other is so much beneficial when you take the field. They certainly have the advantage,” Constantine said two days ahead of the
crucial match. Asked what was Myanmar’s biggest strength, he said, “They work very hard and love to press. When you combine with the two with the ability they have and add the crowd and atmosphere to it, the combination is just deadly.” Asked about the perception of Myanmar being the bogey team for India, he said, “History will show that the same players are not always playing. The situations are always different and both teams would be playing after a long gap. I feel the circumstances are always different. But at the same time, I cannot deny history; in fact, nobody can. But we can’t bring it back. Yesterday will always stay yesterday and at the same time, today is an another day.”

of public. In his speech, Dozo elaborated the discussion he had with the PHED minister Chotisuh Sazo on the need of having a proper sport complex at Chokriba which will cater to the need of the public and also promote and nurture budding talents. The project, therefore, is an outcome of such vision, he said while seeking the cooperation of all the villages to make this dream a living reality. The Project Director also reminded the gathering that in the absence of such
facilities and amenities, the villagers have to put in a lot of efforts and resources to host annual events thereby leading to huge loss. Hence if the project is executed well, not only will the young talents be nurtured but will also curtail a lot of public expenditure, he added. Chokri Area Public Organisation placed on record its gratitude to PHED minister Chotisuh Sazo, Phek Deputy Commissioner Murohu Chotso and Project Director DRDA Phek for making the long cherished dream a reality.

Lyon spins Aus ahead in Dharamsala
Australia wicketkeeper Matthew Wade (C), Nathan Lyon celebrate wicket of Karun Nair during the second day of last Test match against India. (PTI)
Dharamsala, Mar 26 (PTI): Indian batsmen frittered away the initial advantage before reaching 248 for six against a disciplined Australia to leave the fourth and final cricket Test evenly poised, here today. India are still 52 runs short of Australia’s first innings total of 300 as atleast three batsmen failed to convert their starts into big knocks. With the pitch offering significant turn along with good bounce, batting will only get difficult in the
third and fourth innings in what promises to be a battle of attrition in the next three days. Playing a batsmen shor t, opener Lokesh Rahul’s indiscretion cost India dearly. India never got the required momentum after Rahul’s ill-timed pullshot off a Patrick Cummins bouncer. He scored 60 off 124 balls. Cheteshwar Pujara (57) and Ajinkya Rahane (46) also got starts before Nathan Lyon snuffed them out, extracting sharp bounce from the pitch. India were comfortable
placed at 108 for one before Rahul’s dismissal and could have pushed for lead but are struggling to level the scores at least. After probing spells by the new ball bowlers Josh Hazlewood (1/40 in 18 overs) and Pat Cummins (1/59 off 20 overs), it was off-spinner Lyon (4/67 from 28 overs), who tormented the middle-order was once again in the final session of the day which belonged to Australia. The final session in which India scored 95 runs saw them lose as many as four wickets – all trying

to be defensive against Lyon. If India fought hard, credit to Ravichandran Ashwin (30 off 49 balls) and Ravindra Jadeja (16), who played their natural game knowing fully well that mere survival won’t get them anywhere as the cracks on the pitch widened and the bounce remained true as ever. It could have been worse had Wriddhiman Saha (10 batting) catch would have been taken by Matt Renshaw at first slip. But if the Indian innings had a turning point, it was Rahul, who again raised visions of a big score before throwing his wicket. Rahul looked comfortable during his knock of 60 – his fifth half-century of the series - before a sudden rush of blood saw him play a pull shot off a Cummins short ball only to offer a simple skier to David Warner at cover. Rahul hit nine fours and a slog-swept six off Steve O’Keefe. The RahulPujara duo added 87 runs for the second wicket to lend solidity to the Indian innings after Murali Vijay’s (11) early departure. Brief scores: India 248/6 (Rahul 60, Pujara 57; Lyon 4/67) trail Australia 300 all out (Smith 111, Wade 57) by 52 runs at stumps on Day 2
West Vancouver, Mar 26 (IANS): The Indian eves played a 2-2 draw against Chile in a closely-fought first match ahead of the all-important Womens Hockey World League Round 2 here. It was Chile who got off to a positive start with an 18th minute field goal by Agustina Venegas to take a 1-0 lead. It didn’t help India’s cause when Renuka Yadav was handed a green card only a minute before Chile converted the goal. But India held their nerves to score an equaliser in the 35th minute. Anupa Barla was responsible for the team’s first goal through a successful penalty corner. Almost immediately, Vandana Katariya scored a stunning field goal in the 36th minute to take a 2-1 lead. Though the Indian team led by Rani put up a good defence to restrict Chile from the striking circle, a foot-foul led to Chile being awarded a penalty corner. A g u s t i n a Ve n e g a s made complete use of the opportunity to successfully convert the penalty corner in the 53rd minute to draw the match 2-2. India will now take on Canada in their next match before they begin their World League Round 2 campaign on April 1 against Uruguay in their Pool A encounter.
