NEW DELHI, MAR 25 (AGENCIES): The Centre on Saturday strongly refuted as “erroneous” the reports that it had agreed to carve out a larger Nagaland state by taking away the territories of the states contiguous to it. Rejecting media reports that appeared recently to the effect that the Government of India had agreed to carve out a larger Nagaland State, Home ministry in a clarification said: “Such reports are erroneous. It is clarified that there is no such agreement or decision of the Government of India.” NSCN (I-M) Th. Muivah, general secretary, was
State service bodies begin stir DIMAPUR, MAR 25 (NPN): State service associations of Nagaland have resolved to begin the proposed indefinite pen down strike with immediate effect i.e. March 25, 2017 till further notice. In a press release, CANSSEA president and state service associations, convenor S. Takatuba Aier, said this was resolved at an emergency meeting of state service associations held on March 25, 2017 at CANSSEA conference hall, Kohima. The decision, he said was arrived at after thorough deliberation as the government had failed to fulfil the genuine demand of the state government employees for implementation for the 7th RROP. Aier pointed out that the state service associations had represented for implementation of the 7th ROP w.e.f. January 1, 2016, but agreed to accept the implementation of 7th ROP w.e.f. March 1, 2017. He said the state government constituted the cabinet sub-committee to resolve the issue, but the matter could not be settled. Therefore, Aier said the associations were left with no option but to resort to agitation.

quoted recently that the ‘Framework Agreement’ signed with the Centre two years back has recognised the outfit’s demand for territorial integration of all Naga inhabited areas in the region. The Framework Agreement was signed on August 3, 2015 by Muivah and the government’s interlocutor R N Ravi in presence of Prime Minister Narendra Modi and Home Minister Rajnath Singh. The agreement came after over 80 rounds of negotiations spanning 18 years with the first breakthrough in 1997 when the ceasefire agreement was sealed. “The pact had set the political parameters of the
final solution,” officials said. M e a n w h i l e, w h e n contacted a senior Home ministry official said that the Centre was very clear to respect and safeguard the integrity of other North Eastern states bordering Nagaland. The official also reminded what was told by Prime Minister Narendra Modi and other leaders during their election campaign in Manipur. They were vocal enough to assure Manipur and other neighbouring states that there was no question of infringing upon their territorial integrity in the event solution is arrived at with the NSCN (I-M), the official added.
GUWAHATI, MAR 25 (AGENCIES): Mass protests erupted in Assam three days after NSCN (I-M) general secretary and its chief negotiator in peace deals with the Centre, Th. Muivah, said the August 2015 ‘Framework Agreement’ recognizes NSCN (I-M)’s demand for territorial integration of all Naga-inhabited areas in the region. The Naga group proposes to carve a ‘Greater Nagalim’ by joining large tracts of land in Arunachal Pradesh, Assam, Manipur and parts of Myanmar where there are Naga inhabitants. The outfit also claims that Assam’s Karbi Anglong and North Cachar Hills districts along with parts of Golaghat, Sivasagar, Dibrugarh, Tinsukia, and Jorhat districts. Chief minister Sarbananda Sonowal said, “There is no such proposal with the central government. We are committed to protecting Assam’s ter-
ritory.” But Sonowal’s two predecessors - Prafulla Kumar Mahanta and Tarun Gogoi - have demanded that the centre make the content of the framework agreement public to remove all doubts. “Nagaland has already encroached upon land in Assam and a case is pending with the Supreme Court. Now, there is no question of giving more land to Nagaland,” said Mahanta. Gogoi said, “The Centre must make provisions so that Assam’s territorial integrity is not comprised under any circumstances.” General secretar y of All Assam Students Union Lurinjyoti Gogoi said, “Any Naga agreement where Assam’s territorial integrity is compromised with cannot be accepted.” People living in Golaghat district bordering Nagaland staged protests against the NSCN-IM and burnt effigies of the Prime Minister and the chief minister.

IMPHAL, MAR 25: Demanding a white paper on the Naga Framework Agreement, Manipur Muslim Welfare Organization (MMWO) has launched a 24-hour bandh starting 6 p.m. Saturday in the state. Association president Abdullah Pathan demanded that the BJP-led government should produce the white paper on the agreement signed between NSCN (I-M) and the Centre within 24 hours. The bandh follows NSCN (I-M) general secretary Th Muivah’s reported remark recently that the Framework Agreement, which was signed two years ago, recognized the demand to integrate all Naga inhabited areas in the region. Pathan also urged the state government to make public any “hidden agenda” behind the induction of a Naga Peoples Front (NPF) MLA in the new council of ministers and criticized NPF for its reluctance to identify itself as Manipuris. Another general strike beginning from Saturday
midnight has been called by Democratic Students Alliance of Manipur (DESAM) to protest against the induction of Independent MLA Ashab Uddin as a parliamentary secretary. DESAM said Ashab Uddin was a “non-indigenous person” and strongly protested against the allocation of Education and other departments to him. The bandh would continue for 17 hours, DESAM president Nameirakpam Edison Singh said, adding
Manipur govt. warns of action
Manipur government has appealed to MMWO and DESAM to refrain from calling bandhs or general strike, saying it would only make the people suffer. Manipur chief secretary, O Nabakishore in a communiqué said the “government cannot remain to be silent spectators when people are suffering due to bandhs. State machinery will be compelled to take legal action against the persons calling and enforcing bandh.” “The proposed bandhs will affect normal life including economic activities in the state. Whenever a bandh is called by a civil society organization in the state, the worst affected are the common man and workers who are engaged in daily labour to earn their bread and butter. The bandh also puts enormous hardships to the people in general,” it observed. Meanwhile, government had invited DESAM to discuss their demands with the chief minister. However, they failed to turn up for the meeting, sources said.

agencies to increase surveillance along the borders in the entire Northeast. The directions were issued during a high-level meeting chaired by the home minister to review security in Northeastern India. Security and intelligence agencies gave an elaborate presentation to the home minister on the prevailing law and order situation in the region, particularly related to militancy. Sources said that the situation was largely well under control as no major terror incidents has been reported from the region in the past few months and security forces were maintaining constant pressure on the militant groups operating in Northeast. In addition, the home ministry was also briefed about efforts being made
of ULFA with sole objective of bringing peace to the region where development activity has also been affected due to violence in last several years. The Centre is clear that the entire Northeast region should be roped into national mainstream for which it is imperative to bring peace to the region,” a senior home ministry official said. Intense efforts are being made to normalise situation in Manipur as the state has witnessed a long economic blockade by Naga outfits. Since the blockade has now been lifted, sources said all out efforts are being made to bring Manipur back on track. Apart from Manipur, the home minister was specifically briefed about the prevailing security situa-
other states in the region. Sources said the home minister specifically instructed border guarding forces to ensure that no infiltration takes place from across the border for which security should be enhanced along the international border. The entire region is “extremely sensitive” since borders of China, Nepal, Bhutan, Bangladesh and Myanmar touch the area. Apart from militancy smuggling of arms and ammunition, fake Indian currency and cattle is a big challenge for security forces along the border. Most terror outfits operating in North-East have set up camps in neighbouring countries like Myanmar, Bangladesh and China where the Paresh Baruahled faction ULFA is said to be operating from.
endra Modi earlier this year to examine the draft National Policy for Women, 2016 for the first time met on Saturday to deliberate on the draft policy for women empowerment. The draft policy, once finalized, would replace the National Policy for Empowerment of Women, 2001 and guide the government’s action on women’s issues for the next 15-20 years. The policy describes emerging issues such as making cyber spaces safe place for women, redistribution of gender roles, for reducing unpaid care work, review of personal and customary laws in accordance with the Constitutional provisions, review of criminalisation of marital rape within the framework of women’s rights relevant in the developmental paradigm. The draft policy had gone to Cabinet after which the PM decided to set-up a GoM. The group comprises 12 Union ministers including minister of external affairs Sushma Swaraj, women and child development minister Maneka Gandhi, social justice and empowerment minister Thaawar Chand Gehlot, minister of law and justice Ravishankar Prasad and finance minister Arun Jaitley among others. The GoM is slated to meet on February 16. The draft policy, was released in May last year for public suggestions and then sent to Cabinet.
to decriminalise Phone users, keep Aadhaar ready for re-verification Bill suicide tabled in LS NEW DELHI, Mar 25 (Agencies): A bulk of India’s 1.1 billion telecom subscribers will soon have to go through a fresh verification exercise based on their Aadhaar identification, following an order of the Supreme Court last month. The industry estimates the process could cost at least Rs 1,000 crore at a time when companies are burdened with debt and fighting a tariff war, reported The Economic Times. “All licensees shall intimate their existing subscribers through advertisement in print/electronic media as well as SMS about the orders of the Supreme Court for reverification activity and shall upload the complete details of this activity on their website,” said a notice issued by department of telecommunications on Thursday. The notice comes within a month of the top court order
making it mandatory for telecom subscribers to be reverified via Aadhaar cards in a push to root out those who have used fraudulent means to get connections. SC passed the order on February 6, providing a deadline of exactly one year — February 6, 2018 — for compliance. Phone companies went through a similar exercise a few years ago after the government asked them to conduct a know-your-customer (KYC) vetting process by calling for ID and address proofs in order to tighten security and clamp down on use by criminals and terrorists. The new diktat will mean that only those with Aadhaar cards can have subscriptions. Privacy advocates have expressed their concerns about the widening practice of Aadhaar being made compulsory for

TELCOS TO INFORM SUBSCRIBERS THROUCH ADS IN PRINT/ELECTRONIC MEDIA AS WELL AS SMSes & SHALL UPLOAD COMPLETE DETAILS ON WEBSITES Exercise to be completed by February 6, 2018 Move likely to cost telecom industry at least `1,000 cr Telcos will have to send an SMS to the subscriber with a verification code They will verify the code from the subscriber to confirm that SIM card of the connection is physically available with the subscriber The telco shall then seek confirmation from the subscriber about the re-verification of the mobile number after 24 hours through SMS
purposes of establishing identity and access to entitlements. The mammoth verification exercise will be
a costly affair, said the main industry lobby group. “It is indeed a big challenge for the industry as this will entail capital expenditure,” said Rajan Mathews, director general of the Cellular Operators Association of India (COAI), which represents the top telcos including Bharti Airtel, Vodafone India, Idea Cellular and Reliance Jio Infocomm. For Aadhaar based reverification, the telecom operator will have to send an SMS to a subscriber with a verification code after establishing that the SIM card is physically available with the person. “Only after this activity the licensee shall proceed for e-KYC process. The licensee shall then seek confirmation from the subscriber about the re-verification of his/ her mobile number after 24 hours through SMS,” the notice said.
Bigger drag on older Telcos
Experts said the move would be a big drag on the telcos, especially the older ones as most of their subscribers were signed up before the government allowed the Aadhaar-linked e-KYC verification process last August. Most subscriber additions after August won’t need to be reverified. New entrant Reliance Jio Infocomm will be the least hit as most of its 100 million users have come on board via the Aadhaarbased e-KYC since it started services in early September. Prashant Singhal, global telecom lead at consultancy firm EY, noted that the additional cost for telcos comes at a time when the industry is struggling financially due to the ongoing price war triggered by Jio’s entry.

NEW DELHI, MAR 25 (AGENCIES): The Mental Health Care Bill, 2013, aimed at decriminalizing attempted suicide and defining mental illness in a broader and more inclusive way, was tabled in the Lok Sabha by Union health minister J.P. Nadda. While recognizing suicide attempts as a cry for help, the bill also bans use of shock therapy for treating children with mental illness. The most remarkable feature of the bill is the provision of advance directives. It also allows people to choose someone who can take care of them or method of treatment if they suffer mental illness in future. In other words, people suffering from mental illness will have the right to choose their mode of treatment by nominating representatives who will ensure that their choices are carried out.

Dr. T.M Lotha, called upon the youths not to stay idle but to take pride in being resourceful and develop work culture. In order to make the project a success, the advisor also appealed Nagaland Contractors and Suppliers Union to engage the skilled and trained youth in all their construction related activities. D r . T. M L o t h a pointed out that the state government annual development expenditure were accounted for construction works and that it would provide avenues for skilled unemployed youths.
He however lamented that for the past five decades of statehood there has been a vast gap in skilled human resources. He reg retted that though there are sufficient numbers of architects, engineers and technical diploma holders, there was shortage of construction workers for which the state to depend on workers from outside the state. The advisor therefore urged the trainees to be compliant in the training and be skilled so that they could fill the shortage of construction workers in
the state. In a brief address, principal secretary School Education, F. He added that the trainees would be provided with construction uniforms and the training will be conducted at respective ITI Centres. Abused NE boy knocks on HC door BENGALURU, Mar 25 (Agencies): The High Court issued notice to the Home Department and its officials on petition filed by Higio Gungtey, a student from Arunachal Pradesh, who was allegedly beaten up and made to lick shoes by his landlord in Hulimavu on March 6. Gungtey has sought directions for security as well as speedy and effective investigation over the complaint registered by him. Hearing the petition, Justice A S Bopanna issued notice to the Home Department, DG and IGP, Commissioner of Police, Hulimavu Police and landlord Hemanth Kumar in this regard. According to the petition, on March 6, 2017, Kumar verbally abused Gungtey over telephone on excessive usage of water. DHARAMSHALA, Mar 25 (Agencies): Tibetan spiritual leader Dalai Lama’s visit to Arunachal Pradesh despite China’s intervention will infuse a new confidence among Tibetan activists in exile in India. The Chinese government has no business in Arunachal Pradesh which is an integral part of India, Tibetans said. Dalai Lama himself had recently said that people from China mainland love him and it was only hardliners who are opposing him. Visit of 14th Dalai Lama to Arunachal Pradesh holds significance for Buddhists as Tawang was the birthplace of 6th Dalai Lama. This will be Dalai Lama’s first visit to Arunachal after a gap of eight years. Earlier, he had travelled to the north-eastern state in 1983, 1993, 2003 and 2009. Tenzin Tsundue, a prominent Tibetan
writer and activist who had faced arrests many times opposing visit of Chinese leadership to India, said that China has no business in Tawang. He said in 1914 the McMahon Treaty had clearly stated that Tawang is the integral part of India. He said that China has recently overthrown the 200 year old Manchu Colonial rule and they have no idea for Tawang and has no business here at all. Another Tibetan freedom movement activist, Lobsang Wangyal said this 3s China’s usual rhetoric in trying to undermine India’s influence and Dalai Lama’s popularity. He said India as a rising power will show with right attitude that it can no longer be intimidated. Office of Dalai Lama in Dharamshala said that the spiritual laureate will begin talks from Guwahati in Assam from April 1

GUWAHATI, MAR 25 (AGENCIES): The BJPled Assam government has fired a madrasa teacher six years after a foreigners’ tribunal declared him a Bangladeshi. Police said the man, his wife and children are absconding. In an order issued a few weeks ago, the director of madrasa education dismissed Maqsood Alam Dewan who was an assistant teacher at Telahi Islamia Senior Madrasa in Morigaon district. The madrasa is situated about 75km east of Guwahati. “A case was initiated against Dewan and his wife in 2007 on the suspicion that they were not Indian citizens. They approached the Gauhati High Court after a foreigners’ tribunal adjudged them Bangladeshis in 2010, but the HC upheld the tribunal’s verdict in October last year,” Swapnaneel Deka, Morigaon district superintendent of police said. “Dewan and his wife have been absconding since the HC ruling. We are hopeful of catching them if they are holed up anywhere in the district,” Deka said. Dewan’s was one of more than 2.62 lakh cases pending with 100 foreign-

Schedule released by the office states that on April 4 talks would be at Lumla, from April 5-7 at Tawang, on April 10 at Dirang, on April 11 at Bomdilla, on April 12 at Itanagar in Arunachal Pradesh. While the Chinese government is opposed to Dalai Lama, latter had said that people from mainland China come to see him every week and they ask him not to forget them ever. Dalai Lama had made it clear that he has no issues and is ready to go back if the government there makes changes in its policies. “Everybody knows Chinese are authoritarian. But, only the hardliners treat me as trouble maker not the people from main land. They use to come to me every fifteen days” Dalai Lama had said.

ers’ tribunals – up from 36 last year – across Assam. A few, declared Bangladeshis under the Foreigners’ Actof 1946, have been deported while about 300 people are in detention camps awaiting deportation. In January this year, 17 people kept in such a detention camp in southern Assam’s Silchar were deported to Bangladesh. These 17 were among 54 people from Bangladesh and Myanmar who were caught after illegally entering India during the past few years. Last year, on October 13, southern Assam officials had deported 10 Bangladeshis. This followed bilateral meetings between the two governments in 2015 – first in January at Silchar and then in October at Srimangal in Bangladesh’s Maulvibazar district. In minority-dominated areas, judges of foreigners’ tribunals trying cases of Dvoters (doubtful voters) have at times been assaulted. On February 15, a group of 20 lawyers assaulted judge Ajoy Phukan in western Assam’s Dhubri following an argument over a judgement
in a D-voter case. Some of the lawyers were later arrested. A similar incident happened in Dhubri with another judge of the foreigners’ tribunal in 2015. “ T h e g ove r n m e n t needs to take a serious view of such assaults and ensure protection of judges in sensitive areas with a sizeable number of people of suspect nationalities,” Upamanyu Hazarika, a senior Supreme Court lawyer and convenor of an antiinfiltration front, said. NGOs and political parties such as All India United Democratic Front say the religious minorities are often victimised in the name of checking infiltration. A case they cited is that of 11 descendants of Moulavi Muhammad Amiruddin, who was Assam legislative assembly’s first deputy speaker from 1937-1946. The 11, including A m i r u d d i n’s n e p h e w Rafiqul Islam, had voted in the 2016 assembly elections in Assam. But border wing of Assam police have referred them to a foreigners’ tribunal where they have to prove they are Indians.

Tamenglong unhappy with BJP led govt in Manipur
Correspondent
IMPHAL, Mar 25: The citizens of Tamenglong district have expressed disappointment that none of the MLAs from the district was given ministerial berth in the BJP led coalition government. Tamenglong, one the 16 districts of Manipur, was listed as one of the country’s 250 most backward districts and is currently receiving funds from the Backward Regions Grand Fund Programme (BRGF). The number of seat for the district was reduced to two from the earlier three after Noney district was curved out from the Tamenglong. BJP and NPF shared the two seats in the recently concluded elections to the state Assembly. Even as the NPF legislator Awangbou Newmai was inducted as parliamentary secretary, BJP legislator Samuel Jendai Kamei missed both the ministerial and parliamentary secretary berth. “The Zeliangrong people/general pub-
lic of Tamenglong district are surprised and unhappy over the cabinet expansion of N Biren Singh BJP led government,” Zeliangrong Baudi (ZB) and Zeliangrong Youth Front (ZYF) stated in a joint statement. Not giving ministerial berth to any of the MLAs from the district was against the high hope and great expectation of the people of the district from the government in both at the Centre and state, it added. Tamenglong district was neglected during the 15 years of Congress rule, the organizations alleged. However, it added that the people were expecting that the senior most elected legislator from the district would be given the opportunity to bring development, change in the district and will achieve equal development with other districts. The people of the district urge the authority concerned to ponder upon the great expectation of the public, the joint statement said.

Will seal border with Pak, B’desh soon:HM
NEW DELHI, MAR 25 (AGENCIES): India is pondering over sealing the international boundaries with Pakistan and Bangladesh soon, Home Minister Rajnath Singh said on Saturday. The Indian home minister was addressing the passing out parade of the Border Security Force (BSF) in Madhya Pradesh. He said India is planning to seal the international boundaries with Pakistan and Bangladesh as soon as possible. This could be India’s major step against terrorism and the problem of refugees. The minister added that the border with
Rajnath Singh
Pakistan would be sealed by 2018. “The project will be periodically monitored by the Home Secretary at the Central level, the BSF from the security forces’ perspective and the Chief Secretaries at the state-level,”
Singh said, adding that the government would apply technological solutions for sealing the border in difficult terrains. Singh also spoke about the planning for an effective grievances redressal mechanism in the forces which will be implemented soon. Couple of months ago, video of a soldier of the BSF had gone viral in which he complained of the treatment meted out to them by their high-ups. “We are planning for an effective grievances redressal mechanism in the forces. The forces are coming forward with such mechanism,” he said.
Sealing international boundaries will keep illegal entrants under check: Defence experts Defence experts on Saturday welcomed Union Home Minister Rajnath Singh’s assertion that India is planning to seal the international boundaries with Pakistan and Bangladesh by 2018 and said the terrorists sponsored by the ISIS have been infiltrating through the same route in the states of Assam and West Bengal. Defence expert Brigadier (Retd.) Anil Gupta said it is an important decision as the Bangladeshis have been sneaking into the Indian territory through this porous border. “We have the Muslims of Burma who have been infiltrating into India and especially terrorists sponsored by the ISIS who are infiltrating into India in the
states of Assam and Bengal to make their bases there ,” Brigadier (Retd.) Gupta told ANI. Another defence expert Commodore (Retd.) Praful Bakshi on his part said the borders between Islamabad, New Delhi and Dhaka must be properly sealed because illegal entries through these borders, especially from the Bangladesh side, have become a nightmare for India. “It does not mean the people will not be allowed to cross the border, but everything will be legalised in a proper Standard operating Procedure. Proper documentation will be done that will keep illegal entrants under check,” he told ANI. Home Minister earlier
Working to improve nightlife in Delhi: Minister NEW DELHI, MAR 25 (IANS): In what may turn out to be a good news for the capital’s dwellers, Minister of Culture and Tourism Kapil Mishra has said he believes in improving the city’s nightlife and that attempts are underway in this direction. “One thing missing in Delhi is a vibrant nightlife. I mean it is not just about bars and shopping malls but even generally where do people go out to at night in Delhi,” Mishra asked at a culture conclave here on Saturday. The minister added that the Capital had enough opportunities to develop its nightlife. “I mean just look at Chandni Chowk area. There are so many eateries all around and if we can give permission to them to remain open throughout the night that is going to change a lot of things. People can just come walk around, eat and enjoy. “For now, we only go for movies or to India Gate. Other than these there are no options for the people. We are working on this and hopefully we will see some results,” he said. The minister further stressed that the law and order problems exist because of the absence of nightlife and once a vibrant and thriving nightlife sets in the Capital, such problems will be done away with.
Sonia, Rahul oppose Swamy’s witnesses list in Ntl Herald case NEW DELHI, MAR 25 (IANS): Congress President Sonia Gandhi and her son and party Vice President Rahul Gandhi on Saturday opposed BJP leader Subramanian Swamy’s plea seeking examination of Congress leader Janardan Dwivedi and others in the National Herald case. The defence counsel told Metropolitan Magistrate Lovleen that Swamy’s application contemplates to create a situation where a fishing and roving enquiry could be set into motion beyond the scope of the allegations made in the present complaint. All the accused the Gandhis, Congress party leaders Motilal Vora, Oscar Fernandes, Suman Dubey, and Sam Pitroda and Young Indian filed a common reply on the Bharatiya Janata Party (BJP) leader’s plea seeking summoning of party General Secretary Dwivedi, Associated Journals’ Chief Financial Officer Ashok Gupta, Company Secretary Suresh Kumar Sharma and others as witnesses. After Swamy sought
more time to prepare his argument, the court listed the matter for April 22. In the list, Swamy also wished to examine officials concerned from the Central Board of Direct Taxes (CBDT), the Registrar of Companies, the Land and Development Office of Ministry of Urban Development and other officials. Defence counsel Taruannum Cheema said Swamy’s application is designed as an attempt to make out a new case, which is impermissible in law. “The complainant, through this application, is seeking to summon witnesses and call for documents without divulging their necessity and desirability on the basis of the allegations made by him in his complaint,” Cheema said in the application and pleaded the plea be dismissed with exemplary cost. She said that witnesses sought to be summoned with documents have no connection with the allegations made in the complaint and the documents are beyond the scope of inquiry set-out in it.
in the day said that India is planning to seal the international boundaries with Pakistan and Bangladesh as soon as possible. “India is planning to seal the international boundaries with Pakistan and Bangladesh as soon as possible. This could be India’s major step against terrorism and the problem of refugees,” he said in his address at the passing out parade of the Border Security Force Assistant Commandants at the BSF Academy in Tekanpur, Madhya Pradesh. Singh further said that the border with Pakistan would be sealed by 2018, adding this decision has been taken in the wake of the increase in infiltration attempts.

Need to defend universities as free spaces: Hamid Ansari CHANDIGARH, MAR 25 (PTI): The freedom of our Universities has been challenged by “narrow considerations” and there is need to defend them as “free spaces” and as sources of renewal of liberal values, Vice President M Hamid Ansari said today. “In a period of rampant distrust of matters intellectual there is an imperative need to defend the universities as free spaces, as independent, critical repositories of knowledge, and as sources of renewal of liberal values that provide avenues of social mobility and equality to people,” Ansari said. Delivering the 66th convocation address at the Panjab University here, the Vice President said that recent events in our country have shown that “there is much confusion about what a university should or should not be”. The freedom of our universities has been challenged by “narrow considerations of what is perceived to be public good”, Ansari said. The rights to dissent and agitation are ingrained in the fundamental rights under our Constitution, which sets out a plural framework and refuses any scope to define the country in narrow sectarian, ideological or religious terms, he said. “Except in cases of illegal conduct or violence, a University should never seek to silence or influence faculty members or students to adopt or renounce any particular position. “Indeed, universities should take all legal action

necessary to defend their academic integrity and freedom,” he emphasised. The strong words from the Vice President come in the backdrop of a raging debate about incidents in educational institutions including a recent clash at Delhi Universitys north campus between students belonging to the the RSSbacked ABVP and the Leftaffiliated AISA. A university must foster an environment that prizes intellectual freedom, Ansari said. “Intellectual dissent has the power to clarify differences and elucidate competing assumptions. It enables each of us to recognise the strengths and weaknesses in our thinking,” Ansari said. The Vice President said a university has the responsibility of speaking out without the fear of intimidation or giving offence, even at the cost of inviting protests. “Not doing so would be to deviate from the path of rational enquiry and undermine our curiosity about the world by embracing ill-defined orthodoxies, which would impoverish our pursuit of knowledge,” he said.
Delhi CM, five other AAP leaders put on trial NEW DELHI, MAR 25 (AGENCIES): A Delhi court on Saturday asked Chief Minister Arvind Kejriwal and five other senior AAP leaders to face trial in a defamation case filed by Union Finance Minister Arun Jaitley. The Patiala House court here has fixed May 20th as the next date of hearing after Kejriwal and the other accused pleaded not guilty. In December 2015, Jaitley had filed civil and criminal defamation cases against them for accusing him of corruption linked to Delhi District Cricket Association (DDCA), which he had headed for 13 years till 2013. On Saturday, the court framed notices against Kejriwal and the other accused in the case, the ANI news agency reported. Earlier on January 20, while hearing the case, the court observed that Kejriwal exhibited “dilatory tactics to delay trial” and must be present in court on March 25 when charges will be framed against him and others. Other AAP leaders named in the case are Ashutosh, Kumar Vishwas, Sanjay Singh, Raghav Chaddha and Deepak Bajpai. Jaitley alleged that Kejriwal made false allegations for “political mileage, causing irreversible damage to him.” He also sought Rs.10 crore in damages. In a separate case, ex-crickter Chetan Chuahan has also filed defamation charges against Kejriwal and suspended BJP lawmaker Kirti Azad for alleging a sex racket in DDCA when he was its vice president.
BJP is the party to reckon with: Naidu NEW DELHI, MAR 25 (IANS): Union Minister M. Venkaiah Naidu on Saturday said all political parties except the Bharatiya Janata Party (BJP) were disintegrating and their leaders were abandoning them to join the BJP. “BJP has been winning elections after elections after 2014 and parties like Congress, Samajwadi Party, AIADMK, AAP and others were disintegrating,” Naidu said while addressing a huge gathering of party workers and supporters at Ramlila Maidan here. He said the BJP has won the maximum number of elections in the past three years and has governments all across the country. “Ever since Narendra Modi has become Prime Minister, there has been a movement in the country, BJP’s flag could be seen across the country,” he said, encouraging party workers
to gear up for the upcoming civic bodies elections in Delhi next month. He said there had not been even a single charge of corruption against the BJP-led National Democratic Alliance (NDA) government in the past three years. “During Congress’ regime, there would be many corruption cases in a single day, but nobody can accuse us of any corrupt practice,” he said. Naidu also praised the BJP, saying that it was the only party which ensured representation of all sections of society. “BJP has maximum Scheduled Caste, farmers and women MPs,” he said. The minister said that the NDA’s demonetisation policy was criticised by many but people proved them wrong by giving the BJP a huge mandate in the just concluded elections.

Waiver Mela
DailyDevotion Maintaining the Proper Relationship …the friend of the bridegroom… —John 3:29 Goodness and purity should never be traits that draw attention to themselves, but should simply be magnets that draw people to Jesus Christ. If my holiness is not drawing others to Him, it is not the right kind of holiness; it is only an influence which awakens undue emotions and evil desires in people and diverts them from heading in the right direction. A person who is a beautiful saint can be a hindrance in leading people to the Lord by presenting only what Christ has done for him, instead of presenting Jesus Christ Himself. Others will be left with this thought— “What a fine person that man is!” That is not being a true “friend of the bridegroom”— I am increasing all the time; He is not. To maintain this friendship and faithfulness to the Bridegroom, we have to be more careful to have the moral and vital relationship to Him above everything else, including obedience. Sometimes there is nothing to obey and our only task is to maintain a vital connection with Jesus Christ, seeing that nothing interferes with it. Only occasionally is it a matter of obedience. At those times when a crisis arises, we have to find out what God’s will is. Yet most of our life is not spent in trying to be consciously obedient, but in maintaining this relationship— being the “friend of the bridegroom.” Christian work can actually be a means of diverting a person’s focus away from Jesus Christ. Instead of being friends “of the bridegroom,” we may become amateur providences of God to someone else, working against Him while we use His weapons.

Post-mortem
Vol. XXVII NO. 109 Dimapur, Sunday, March 26, 2017
n mainland states, both north, east, west and south except the north east, loan waiver for farmers has become an attraction in the manifestos of political parties which vie with one another to woo farmers with the promise when they come to power. Political parties from the Congress, BJP to various other regional parties seem to have made loan waiver for farmers from a political to a national agenda. Even in the recently concluded elections, loan waiver for farmers was treated as a test of each party’s empathy for the farmers. After all, aren’t farmers the community that feeds the nation and so isn’t it just right to give them that much support? Well, even soldiers fight and die for the country but when they take home loans to live with their families, do the political parties fight over the opportunity to waive off their loans because it appears to be a just cause? It may be noted that the last nation-wide farm loan waiver scheme was launched by the Congress-led United Progressive Alliance government a year before the general elections in 2009. Under the scheme, called the Agricultural Debt Waiver and Debt Relief Scheme, the government waived off more than Rs 52,000 crore in loans held by 3.45 crore farmers, the Comptroller and Auditor General of India (CAG) said in a report released in August 2015. The scheme was jointly managed by the Reserve Bank of India (RBI) and the National Bank for Agriculture and Rural Development (NABARD). The CAG’s audit of the scheme, which was conducted across 90,576 bank accounts in 25 states, found several lacunae. The audit found that 13.5 percent of 9,334 accounts that were test checked were eligible for the waiver but were not included in the scheme. It also found that 8.5 percent of 80,299 accounts were ineligible for the waiver, but got the benefit anyway. Though loan waiver was supposed to help genuine farmers under distress due to poor yield or drought condition, it has also become another ‘loan mela’, promoted to great heights by Congress minister Janardhan Poojary during the late 80s. Banks lost thousands of crore of rupees because proper documentation was not enforced and as a result beneficiaries wilfully defaulted. Even former NABARD chairman N. Srinavasan had disclosed that the waiver scheme was not well designed as it did not prevent the same farmer(s) from receiving loans and then getting them waived again. SBI chairman Arundhati Bhattacharya has also reiterated that loan waiver for farmers need to deter those who defaulted on loans. According to the latest official figure, with farm credit having increased exponentially over the past five years, the quantum of loans that will need to be waived could be significantly higher than in 2008. According to N. Srinivasan this number could be as high as Rs 1.5 lakh crore. The BJP which came to power in Uttar Pradesh has promised to waive off loan to the tune of Rs 27,420 crore and this could add to the losses. The total loan given by banks to the agriculture sector in Uttar Pradesh stands at Rs 86,241 crore. It is time that this political loan waiver for farmers does not become an accepted form of allurement and the ECI has to take the call. Big political parties in big states are the biggest culprits in this scheme-scam.

Emergency for Nagaland in 21st century B
oday Nagas are facing the greatest challenge in the field of economic, political as well as social corruption system and for this current issue, we the Nagaland people in general have a great burden because the world around us has become highly complex and we are there for forced to seek different and more elaborate solution. Our political, business, media and social elites may be able to recognize what is right but I do not perceive that they the ability or the will to put it into practice when they are faced with opposition to their plan. Our elites should not under estimate the reasoning power comes to the big questions. Our elites specially, politician must take the lead with respect to vital reform issue not stumble along behind! Our leaders of today in which fields they must justify themselves by achievement, decisiveness and their role as model worth of emulation. I also expect them to speak in plain language! Our present leaders no matter whom you are leading must be straight with those who fallow you, even when it is an unpleasant task. Because many of so called leaders of today in our state have failed the people. They have remained insensitive irrespective of the needs of their fellow beings. Unfortunately many are motivated by a desire for personal glory rather than a loving concern. They assume that leadership prestige and personal advantages and because of these reasons there is dearth of dedicated leader. There is no denying to the fact that, there exist scores of potential leaders, but few are those whom people regard as true leader. Therefore, a question arises who are these true leaders? And these leaders are the need of the hour in our state toady! When we deeply look into this matter and makes a referential study of the different types of leaders, the significances of the leaders referred to, in our Christian context came into much relevance to the need of our society. Here leadership essentially involves service. They who serve the interest of the people. As John Stotta a prominent writer beautifully writes “The authority by which the Christian leaders lead is not power but love, not force but example, not coercion

hristian baptism is rooted in the ministr y of Jesus of Nazareth, in his death and in his resurrection. It is incorporation into Christ, who is the crucified and risen Lord; it is entry into the New Covenant between God and God’s people. Baptism is a gift of God, and is administered in the name of the Father, the Son, and the Holy Spirit. St Matthew records that the risen Lord, when sending his disciples into the world, commanded them to baptize (Matt. 28:18–20). The universal practice of baptism by the apostolic Church from its earliest days is attested in letters of the New Testament, the Acts of the Apostles, and the writings of the Fathers. The churches today continue this practice as a rite of commitment to the Lord who bestows his grace upon his people. Baptism is the sign of new life through Jesus Christ. It unites the one baptized with Christ and with his people. The New Testament scriptures and the liturgy of the Church unfold the meaning of baptism in various images which express the riches of Christ and the gifts of his salvation. These images are sometimes linked with the symbolic uses of water in the Old Testament. Baptism is participation in Christ’s death and resurrection (Rom. 6:3–5; Col. 2:12); a washing away of sin (I Cor. 6:11); a new birth (John3:5); an enlightenment by Christ (Eph. 5:14); a re- clothing in Christ (Gal. 3:27); a renewal by the Spirit(Titus 3:5); the
but reasoned persuasion. Leader have power, but power is safe only in hands of those who humble themselves to serve” thus the action of true concern which exhibited by way of service. We must keep in mind that leaders are chosen by God for the peoples. Who has endowed him with ability and expected to us. These skills and gift for His glory and the good of others therefore, the responsibility that the true leader has to bear is not an easy one, for it involves lots of sacrifices and selfless service. And they should be ready to pay the price. In my opinion, First we must be clear about the society in which we want to live in the 21st century:First of all, we need a new vision. Vision is nothing but strategies for action. Vision can mobilize undreamed of forces which is good intellect for the modernization of our society. So in order to fulfill this great vision in our society, we need dynamic leaders to enhance greater and faster economic development in our state. We should have wider scope and creative ideas to modernize Nagaland into a beautiful land of industrialization, scientific agriculture, proper use of natural vegetation and raw materials which can solve the problems of poverty and educated unemployment for our future generation. Today in this stinking society of ours, where the truth has no voice. So we need a true Christian Leaders who can courageously stand up and lead the peoples on the right track, looking into the people’s needs. Thereby recreating a new Naga society where dreams and visions becomes reality. Let’s try to imagine Nagaland in the year 2020, then the State of Nagaland we picture is vastly different from that of today. We should aim to achieve in which everybody as an autonomous individuals bears more responsibility, both for himself and others, and in which he sees that not as a burden but as an opportunity? Again, we must aim to achieve a society i.e no longer rigidly divided as ours today, but a society that regards Naga unification not as techniques for living together, but as a part of its political and cultural unification.
Today we demand freedom, but what if the public find freedom/ liberty too cold, preferring the comfort of our state welfare benefits and provisions? We must prepare young people for freedom, we must equip them to handle it. We must encourage a sense of responsibility for oneself, so that the young Naga’s accept freedom as a prize rather than burden. Young generation have the greatest capital assets all we have to do is offer them a realistic future. Everyone known’s that we must be a learning society. So we must become part of the Nation –wide learning society in which all round the globe seeking the best ideas and the best solutions. We have build up an enormous back log of neglected reforms. It will take strength and effort to drive renewal forward and too much time has already been lost. The world is on the move, it will not wait for us. But it is not yet too late. We expect action now, that is social, political, economic revolution against the corruption system in the state and if every Naga bonafide sees the tasks before us as great common challenge for our future generation, we should succeed and in the end, we shall all benefit. I strongly believe that the Naga will be able to solve our present problems one day or the other. I believe in our energy, our community spirit, our ability to run our vision into reality. Strength and the will power to do if we believe ourselves capable of doing so. Let us now get down working for our bright future. It is you and I to choose the right one for the betterment of our society tomorrow. Let’s rise up and work for the people and for our future with patriotism. As our great J.F Kennedy the former U.S President say “Do not ask your country, what your country can do for you, But rather ask what you can do for your country”. I urge greater responsibility I am placing my faith in renewed courage. And I trust in our Nagas creative power. Let us once more believe in ourselves, the best is yet to come. “KUKNALIM” I Chubatangit Jamir, Social Activist, Bharat Jyoti & Indian Best Citizen, Awardees for Social Service
On ignorance
eing ignorant is not bad; ignorance is not something evil or anything to be ashamed of. Nobody knows everything about every topic under the sun. The problem with many educated Nagas is that we are ashamed to admit our ignorance on any subject. We think that once we have received a degree on a certain subject, or we know something about it, we have become the repository of all knowledge on everything, and we brook no dissent on our views from others, right or wrong. I bring this up in connection with the views of some people who do not agree with my opinions that our various Dailies have been kind enough to publish. I am a novice in the art of debating/arguing on the internet; in my case, Facebook. For the first time ever, I realised that anyone could spew his opinions, wise or stupid, without any moderator; and to make matters worse, you couldn’t be sure if a person was operating under a real or assumed identity. But this experience has taught me that we Nagas have still a long way to go in creating awareness among people and in convincing others of the validity of the stands we take on various issues. The first issue concerns, yours truly being accused of having/possessing ‘Google Knowledge’ by a couple of people on Fb. I guess they mean it in a derogatory sense. But I ask you, “How many Nagas have walked into a library, not your school, college or university library; but a real library containing books, magazines and newspapers on every topic in every genre?” I would advise those who haven’t to find one, walk into it and get a sense of what it feels like to be surrounded by hundreds of thousands of books. You’ll realise that what you so proudly claim to know is less than nothing in the ocean of knowledge. After having done that, picture all the libraries of the world in one place, under one roof and then you’ll have a slight idea of what the internet is; and that Google is the key to it. All the world’s knowledge
On the issue of rebaptism
experience of salvation from the flood(I Peter 3:20–21); an exodus from bondage (I Cor. 10:1–2) and a liberation into a new humanity in which barriers of division whether of sex or race or social status are transcended (Gal. 3:27-28; I Cor. 12:13). The images are many but the reality is one. The issue of re-baptism is very sensitive at the moment in Nagaland. Some protestant groups are taking this step to guard their flock. But this group of people are bringing confusion in the faith of the simple ordinary folks. This simple people practice much better than the so-called leaders who use the high sounding bombastic theological jargons to create confusion. But the problem is God does not live in the confusion. Jesus came into this world with a very clear vision for the neglected section of the humanity and to disturb the comfortable people by tickling their pedestals. Re-baptism is a very, very distorted teaching. Any person who keeps on propagating and creating confusion is terribly making a great mistake. There are denominations who insist that a person baptized in the Catholic Church must undergo rebaptism in order to become a full-fledged member. Until this is done, one is not a full-fledge member of a particular group. What has baptism to do with one’s membership? Baptism is a onetime sacrament! Through this, we become children of God. Becoming a member of a particular group is a totally
different issue. Baptism does not determine the membership of a person. When pastors keep on insisting, they are playing with the lives of the other. But most of all, with God! Why one has to insist another person who has knowingly, full-heartedly, consciously, willingly received baptism to undergo once again? This really puzzles! And what would such pastors be termed as? Should we say they are ignorant or they are afraid of telling the truth to their congregation for fear of losing them? As we see, Nagaland has many Christian groups and often conflicts arise to so-called followers of Christ. This is not unusual! Even the Apostles themselves had these petty issues! But as far as baptism is concerned, one should not be too offtrack. Baptism is a doorway by which one becomes achild of God. In Nagaland, lots of intermarriage between Catholics and other protestant denominations or between the protestant denominations takes place. There are certain fundamentalists in our society who insist on re-baptism even if a person had already received. This is simply wrong! Some people insist saying that Jesus was dipped into the water by John the Baptist and therefore all those who have not undergone immersion has to. That’s immersion baptism! The baptism we receive, whether immersion or non-immersion is a sacrament (an external sign of inward grace instituted by Christ). As far as Christian
baptism is concerned, a person must be baptized in the name of the Father and of the Son and of the Holy Spirit. If this is done, one need not go for rebaptism. Rebaptism does not do any extra good to the one who receives. Once the grace is received it remains! In redoing, it confuses people. Even very well educated people are confused. Christianity did not come to confuse us. It came to liberate us. As long as we keep burdening people, rest assured that one is on a very wrong side. Why did Jesus receive baptism? He received in order to testify to the people that the baptism of John was in fulfilment of the prophecy and that it came from God. Another reason is to show his solidarity with the people of the time. Re b a p t i s m c r e a t e s suspicion in the minds of people. It is a slippery slope argument. Has anyone after receiving baptism become pure and blameless? No, it was never, it is never and it will never be. Whether one is baptized as a child or an adult, there is no difference in the sight of God. After all, it is the same person. What is the guarantee that an adult who with all conviction receives baptism is not going to sin again? This is simply impossible! In fact, many problems that we see around us; killing, violence, stealing, murdering, raping, abortion are all committed by people who have received baptism as adults. Can anyone tell; what is the outcome of receiving baptism by going under the water? The same
is contained within the internet but it is only when you possess ‘Google Knowledge’ that you can access it. You have to know what you are searching for, if you know nothing, you get nothing from the internet. So, I am proud that I have ‘Google Knowledge’. The internet is more than Facebook, Twitter, Instagram and other social networking sites, more than for online shopping and can be used for better purposes than to surf for pornography. The second issue concerns the comments and opinions posted and passed around the various sites on the internet. Unless you are operating under a false identity, you should be aware that every comment you pass brings you under the scrutiny of your fellow users. So your wisdom and insight or your stupidity and idiocy is there for all to see. The third issue concerns posting differing opinions. A friend mentioned that my comments indicated my dislike for people who disagree with my opinions; but I beg to disagree. In any argument or debate it is common knowledge that the following take place:1. You put forth your opinions and views 2. You expect those who disagree with you to put forth their opinions. 3. Both of you defend your opinions or try to prove the other wrong, all the while maintaining logic and reason. It is when a person blindly, without logic or reason, opposes the views or opinions of others, that ignorance becomes an obstacle. The person may be motivated by factors such as family, tribal loyalties, political affiliations or just simple bigotry. But in doing so, we leave the realm of ignorance and descend into the depths of idiocy; we close the door to awareness and enter a world of the blind leading the blind. God forbid that we Nagas ever set foot in that world. GOD SAVE OUR NAGALAND Kahuto Chishi Sumi, G.B. Hevishe Village, Dimapur, (kahuto107@gmail.com)
person remains the same. It is not the baptism that we receive again and again but it is the grace of God working through the Holy Spirit that sanctifies. Why there should not be rebaptism is that; there is one Lord, one faith, one baptism (Ephesians 4:5). The Catholic Church never rebaptized people once a person has received. It only receives the person known as reception. The world council of
churches has very clearly agreed on the issue of accepting every individual as he/she is if one is a baptized member of any church. Leaders who insist on rebaptism kindly read some of these documents and empower yourselves and don’t drag the whole congregation with your ignorance. It will be like a blind leading another blind person. Vekupa Rhakho George, St. Peter’s Church, Kiphire
Reader’s Post The sweet nothings of ignorance Sir,
Humans have a tendency of fearing that which we cannot comprehend or understand, its basic psychology. And this fear turns into bitter hate and despise in the long run. Thus we Nagas do have little knowledge about every concepts and facts pertaining to the real world outside Nagaland. We scratch our head and suffocate when a friend of ours talk about science and history. We try to change the subject in our conversation which would usually end with “Nagaland for Christ” or “we are proud to be a Christian state despite we lack knowledge and truth”. We assume that since about 90% of the population is Christians, we have accomplished a great thing that could amaze the western countries and be even considered as their equal. Well, the accomplishment in religion has nothing to do with progress through Science as the two contradict which every Naga knows but still ignore. Religion may be a search for divinity but Science is the search of truth and it is the search of truth in our laws of physics that has enabled inventors to accomplish inventions through Science where every human thrive in today. Nagas should not underestimate Science and its views even if we choose to believe in religion and instead zeal our interest in Science so that we too could achieve development in a civilized way. New Delhi, Mar 25 (PTI): Gold prices softened by Rs 20 to Rs 29,330 per ten grams at the bullion market today, tracking a weak trend overseas amid easing demand from local jewellers. Silver, however, advanced by Rs 425 to Rs 41,800 per kg on increased offtake by industrial units and coin makers. Bullion traders said besides a weak trend overseas, easing demand from local jewellers at domestic spot market at prevailing levels mainly led to the decline in gold prices. Globally, gold fell 0.14 per cent to USD 1,242.90 an ounce yesterday in New York.

New Delhi, Mar 25 (Agencies): Reliance Industries (RIL) on Friday termed the Securities and Exchange Board of India (Sebi)’s order in the Reliance Petroleum case as “unjustifiable sanctions” and said it would move the Securities Appellate Tribunal to challenge the order. On Friday, Sebi had asked the Mukesh Ambani-led firm to ‘disgorge’ Rs 447.27 crore made “unlawfully” through dealing in shares of its erstwhile subsidiary Reliance Petroleum. The regulator also banned RIL and 12 others from equity

After an exciting past week, the markets posted losses this week on the closing basis. Key indices halted their rally and corrected for first three trading sessions of the week on account of weak global market cues, Mr. Anupam Singhi, COO of William O Neil India said. However, they staged solid comeback in the later two sessions to narrow the losses. Having ticked an all time high of 9,218.40 last week, the Nifty corrected by 0.57 pct this week. It however traded above the key level of 9100 to end the week at 9108. The index is currently trading 1.2 pct below its all time high. The week’s range was obser ved at 9,167.60-9,019.30.

Healthcare bill: Trump suffers defeat
WASHINGTON, MAR 25 (PTI): Donald Trump has suffered a humiliating legislative defeat as Republicans were forced to pull their repeal of the Obamacare bill, prompting the US President to warn Americans that “bad things are going to happen”. House Speaker Paul Ryan failed to gar ner enough votes in the Republican-controlled House of Representatives for the passage of the new healthcare bill to replace the Obamacare due to opposition from some of its own party lawmakers, in particular the one that have grouped themselves under the banner of Freedom Caucus. The US House of Representatives –-- similar to the Lok Sabha of the Indian Parliament –-- has 435 members. The Republican party enjoys a simple majority in the House with 235 members. However, Ryan, who had been leading the effort on behalf of Trump, could not muster the majority 215 votes. As a result, in an effort to avoid the humiliation of a defeat, Ryan announced

that he was withdrawing the move to have a vote on Affordable Care Act (Obamacare). Unlike India, US Congress does not have an antidefection bill, as a result of which US lawmakers are free to exercise their right to vote on a bill as per their wish and not according to dictate of the party leadership. Blaming the opposition democrats for the failure, Trump warned that now Obamacare is going to stay, people would see a sudden rise in their insur-
ance premium. “It’s going to happen (explode). There’s not much you can do about it. Bad things are going to happen. There’s not much you can do to help it. I’ve been saying that for a year and a half. It’s not sustainable. There’s no way out,” Trump told reporters at the White House after the bill was withdrawn. “As we got closer and closer everyone was talking about how wonderful (Obamacare) was. Now it will go back to real life, people will see how bad it
is and it’s getting much worse. When President (Barack) Obama left, 2017 was going to be a very bad year for Obamacare,” Trump said. “Going to see explosive premium increases and the deductibles are so high that no one is going to be able to use it,” he said. Having fought and won the presidential elections on the platform of repealing and replacing Obamacare, Trump said he honestly believe that the Democrats will come to the Republicans and say “let’s get together and get a great health care bill or plan that’s really great” for the people in this country. “I think that’s going to happen,” he said. Trump said he was very close to getting enough votes in the House, but fell short of 1015 votes. “We were very very close. It was a very tight margin. We had no Democratic support,” the President said. “I’ve been saying for the last year and a half that the best thing we could do, politically speaking, is let Obamacare explode. It’s exploding right now,” he said.
Troubled EU renews vows on 60th anniv ROME, MAR 25 (AFP): European Union leaders renewed their vows at a special summit in Rome today, celebrating the troubled bloc’s 60th anniversary with a commitment to a common future without Britain. Meeting without Britain just days before it triggers its divorce. from the EU, the other 27 countries signed a new declaration on the Capitoline Hill where six founding states signed the Treaty of Rome on March 25, 1957. With the EU facing crises including migration, a moribund economy, terrorism and populism, as well as Brexit, EU President Donald Tusk called for leadership to shore up the bloc. “Prove today that you are the leaders of Europe, that you can care for this great legacy we inherited from the heroes of European integration 60 years ago,” Tusk said. The Rome Declaration that the leaders signed, followed by a round of applause, proclaims that “Europe is our common future” in a changing world.
Pope puts focus on peripheries during Milan pastoral visit MILAN, MAR 25 (AGENCIES): Pope Francis focused his one-day visit Saturday to the wealthy northern Italian city of Milan on those marginalized by society, visiting families in a housing project and exhorting clergy and nuns gathered in a cathedral to minister to the peripheries. The papal itinerary, which also included a stop at the city’s main prison, underscored Francis’ view that the peripheries offer a better view of reality than the well-tended and prosperous city centers. The pope told thousands of faithful assembled at the housing project that it was important for the Roman Catholic Church “not to remain in the center to wait, but to go toward everyone, in the peripheries, to go toward also nonChristians and non-believers.” And later in the heart of Milan at the grand, Gothic-era Duomo Cathedral, he urged priests, nuns and deacons to take their mission to the peripheries “to rekindle hope that has been put out and sapped by

a society that has become insensitive to the pain of others.” “In our fragility as a congregation, we can become more attentive to the many fragilities that surround us and transform them into a blessing,” Francis said. The visit to the world’s largest diocese, with more than 5 million faithful, and the home of his main competition in 2013 for the papacy, Cardinal Angelo Scola, marked a resumption of the pope’s regular pastoral visits after a year-
long hiatus because of the Jubilee Year of Mercy commitments in Rome. Scola greeted the pope at the Duomo, and presented him with a golden chalice and another gift more in line with Francis’ example: He announced the diocese had bought 50 apartments to give to the homeless. L O N D O N, M A R 2 5 (IANS): A 17-year-old Brtish teenager pointed out a major error in a set of data that NASA collects from the International Space Station (ISS), the media reported. A-level student Miles Soloman from Tapton School in Sheffield, was working on the TimPix project -- which lets school students in the Britain access data recorded by radiation detectors. The project, held during British astronaut Tim Peake’s six-month stay on the ISS, helps the school children look for anomalies and patterns that might lead to further discoveries.
Soloman found that radiation sensors on the ISS were recording false data and then emailed scientists at NASA, which according him was “pretty cool”, the BBC reported on Wednesday. The correction was said to be “appreciated” by NASA, which invited him to help analyse the problem. “It’s pretty cool. You can tell your friends, I just emailed NASA and they’re looking at the graphs that I’ve made,” Soloman was quoted as saying to BBC Radio 4’s World at One programme. Soloman and his fellow students were given
Timepix measurements in a giant pile of excel spreadsheets, where they analysed the radiation levels on the ISS. “I went straight to the bottom of the list and I went for the lowest bits of energy there were,” Soloman explained. Soloman noticed that when nothing hit the detector, a negative reading was being recorded. But you cannot get negative energy. Thus, he contacted scientists at the US space agency. It turned out that Soloman had noticed something noone else had, including the NASA experts.
DHAKA, MAR 25 (AGENCIES): The terrorist group Islamic State has claimed responsibility for attack, in which a suicide bomber on Friday blew himself at the international airport in Dhaka. The attack came a week after a similar attack on a camp of Bangladesh’s elite Rapid Action Battalion nearby. The bomber, wearing jeans and shirt, was said to be in his early 30s. He blew the explosives tied to his waist at a police outpost at the Hazrat Shahjalal International Airport. The attacker could not
be identified immediately and no other person was injured in the bombing. Police said he was carrying a trolley bag filled with three more bombs, detonated in a controlledexplosion later by a bomb disposal unit during which five people, including a policeman, were wounded. “The man exploded a bomb in front of the police post and killed himself,” a senior police officer told reporters. Dhaka’s police commissioner Asaduzzaman Mia told newsmen that the police vigil at the airport
prompted the militant to commit suicide before he could attack the outpost. According to a report, the attacker triggered the bomb apparently in an attempt to target the security personnel present at the entrance of the airport. Hours later the incident the Islamic State group claimed responsibility through its propaganda news agency ‘Amaq’. It said the attack “targeted a Bangladeshi police checkpoint near the international airport in the city of Dhaka.” Bangladesh, however, has dismissed several previ-

lobo Naga’s song “Kumsujulo” had been by far one of his greatest hit, which everybody could sing despite the fact that it was written in Sumi. Workshop on Creative Arts 10 mins of vigorous exercise may cut diabetes risk in kids with ‘Backstage Campaign’ T en minutes of highintensity physical activity every day may help some children reduce their risk of developing heart problems and metabolic diseases such as diabetes, a new study claims. Re s e a r c h e r s f r o m Wake Forest Baptist Medical Centre in the US found that replacing light-intensity physical activity with brief periods of vigorous exercise may provide significant cardiometabolic benefits in young people with relatively large waist measurements and elevated levels of insulin in their blood. Researchers analysed
data from about 11,588 young people aged between 4 and 18 in the US, Brazil and European countries. Records that included the childs age, gender, level
of physical activity and at least one biomarker - a measurable indicator of a medical state or condition - of a cardiometabolic risk were focused on.
These included weight circumference, systolic and diastolic blood pressure and bloodstream levels of high-density lipoprotein (HDL) cholesterol, low-
density lipoprotein (LDL) cholesterol, triglycerides, glucose and insulin. Researchers found only 32 significant associations out of a possible 360 while evaluating the relationships between the biomarkers and vigorous physical activity when controlling for various factors including age, gender, duration and level of exercise and sedentary time. All 32 were related to reduced waist circumference and insulin levels. The relationships between highintensity exercise and the other biomarkers were inconsistent.

Italy win in Buffon’s 1000th game FIFA World Cup 2018 QUALIFIER
Italy’s Marco Veratti competes for the ball with Memushaj (C) and Burim Kukeli (R).
PALERMO, Mar 25 (Agencies): Italy beat Albania 2-0 in World Cup qualifying as goalkeeper Gianluigi Buffon made his 1,000th professional appearance. Daniele De Rossi’s 12th-minute penalty and Ciro Immobile’s secondhalf header secured a deserved, if unimpressive, win in Palermo. The result sees Italy and Spain still level on points at the top of Group G after the latter beat Israel 4-1. Sokol Cikalleshi and Odise Roshi failed in the early stages to test Buffon, winning his 168th international cap to go with 612 games for Juventus and 220 for his former club Parma, before Italy took the lead. Just 10 minutes in, Andrea Belotti was bundled over by Migjen Basha as he attacked Antonio Candreva’s free-kick. Ledian Memushaj was booked for his protests and, after a long delay while two flares thrown
into the penalty area were extinguished and Memushaj was removed from the box, De Rossi assuredly sent Thomas Strakosha the wrong way. Buffon saved from Roshi, while at the other end, Bellotti and De Rossi sent headers off target. Both missed with further attempts and the half ended with Roshi blazing over. The familiar pattern continued into the second half as De Rossi headed Candreva’s corner over the bar. Candreva twice drew saves from Strakosha, either side of an ambitious Andrea Barzagli effort over the bar, and Belotti missed the target from another cor ner as the Azzurri struggled to put the game to bed. Davide Zappacosta and Lorenzo Insigne were similarly wasteful, the latter with a free-kick into the wall, but finally Italy doubled their winning margin when Zappacosta crossed from the right and
Immobile headed home. Albania belatedly pushed for a way back into the game, but Basha and Burim Kukelj shot wide. D e Ro s s i h e a d e d Insigne’s corner wide and Cikalleshi also missed the target as Buffon finished with the 426th clean sheet of his distinguished career.
Costa strikes as Spain stroll to victory
D i e g o C o s t a wa s among the scorers as Spain strolled to a 4-1 win at home to Israel in a World Cup Qualifier on Friday to stay top of their group. Manchester City playmaker David Silva put Spain ahead in the 15th minute with a low shot through the legs of goalkeeper Ofir Marciano while Vitolo doubled their lead on the stroke of halftime just after Israel had squandered a chance to level. Chelsea striker Diego Costa scored a four th international goal in four games to put Spain 3-0

M adr i d, M ar 2 5 (Agencies): Spain’s Supreme Court will consider Barcelona talisman Lionel Messi’s appeal against a 21-month prison sentence for tax fraud on April 20, a court spokesperson said on Friday. That date is three days before the “Clasico” between Barca and Real Madrid which could go a long way to deciding this season’s La Liga title. Argentine Messi, five-times world player of
up early in the second half with a header from a corner although Israel striker Lior Rafaelov made amends for an earlier miss by pulling one back in the 76th minute. Isco then restored Spain’s three-goal advantage in the 88th minute, rolling the ball into the near corner to complete a sweeping counter began by a burst forward from Costa from the halfway line. Spain top Group G with 13 points from five games, ahead of Italy on goal difference. Israel are third on nine points and Albania are fourth on six. The eventual winners will qualify directly for the 2018 World Cup in Russia while the second placed side will enter a two-leg play-off.
Ten-man Wales hold Ireland
Republic of Ireland missed the chance to return to the top of World Cup Qualifying Group D after being held to a goalless draw by 10-man Wales at the Aviva Stadium on Friday. N e i l Ta y l o r w a s shown a straight red card in the 69th minute for a lunging tackle on Seamus Coleman that saw the Everton defender carried off on a stretcher. The hosts could not make the most of their numerical advantage and it was Wales who went closest to a winner as Gareth Bale fired just the post. The draw sees Ireland move level with Serbia on 11 points at the top of Group D while Wales are third, four points behind. Next up for Wales is a trip to Serbia in June, when they will be without the suspended Bale after he was booked for a second-half tackle on John O’Shea.

L o n do n, M ar 2 5 (Agencies): Joe Hart says “something has got to give” when he returns from his Torino loan to Manchester City in the summer. Hart says it is difficult to look too far ahead because he has not “got a host of things to choose from” and, more importantly, his main focus is now on playing both well and regularly. “I want to finish the season well, the best I can for Torino,” he said. “I have really enjoyed being part of the club and I want to make the squads for the England internationals. Then after (the end of the season), something has got to give. I am not getting too wrapped up in that for the moment. Date set for Messi appeal against tax fraud the year, was found guilty by a Barcelona court last July on three counts of tax fraud between 2007 and 2009, resulting in a suspended 21-month prison sentence and fine of 2 million euros. Messi’s father Jorge was given the same sentence and ordered to pay a fine of 1.5 million euros. Spanish law is such that any sentence under two years for a non-violent crime rarely requires a defendant without previous convictions to serve jail time. Messi, 29, and his father defrauded the Spanish tax office of almost 4.2 million euros from 200709 by using a web of shell companies to avoid taxes on income from the player’s image rights. Messi is top scorer in La Liga this season and has netted more goals than any player in matches between Barcelona and their arch-rivals Real Madrid.
