Govt to initiate consultations on ULB election Correspondent
KO H I M A , M A R 2 4 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu on Friday informed the house that the state government has decided to initiate the process of dialogue and consultation with the stakeholders on elections to the Urban Local Bodies (ULBs) in order to arrive at a broad based consensus on the issue. Winding up the debate on the motion of thanks to the Governor’s address in the assembly, here Friday Dr. Liezietsu said the state government and those organizations opposed to ULB polls were of the same opinion (to protect Article 371-A) . He said the government’s stand was that since the case which was pending before the Supreme Court the ruling could have adverse effect on Article 371-A. He said it was so because the women’s reservation was mandatory under Article 243-T of Part IX-A of the Constitution and in the State Municipal Act. He further called upon the legislators to keep close

contact with the public in order to hold the confidence of the people. Dr. Liezietsu was of the opinion that the recent incident was a result of lack of close rapport with the people. According to DIPR, the chief minister said it was inappropriate to interpret the recent violent incidents in the state as being due to a result of accumulated anger by unemployed youths, while drawing attention on remarks by some members to that effect. Border fencing: On Indo-Myanmar border fencing issue, Dr. Liezietsu said his government would ensure that the traditional rights of the Nagas were
protected and to allow free movement within their own ancestral land. He further informed the house that with the collective effort and support of the Centre, they were able influence the Myanmar government to stop the construction of fencing. He also cautioned that such attempts to divide the Nagas would have adverse effect on the peace and security in the border areas. 7th RoP: On implementation of the 7th Central Revision of Pay (RoP), the chief minister said the government after careful consideration and discussion with CANSSEA, decided to implement the
RoP from April 2018. However, he said CANSSEA was yet to accept the offer. Recalling the that 6th RoP was brought into effect from April 2010, with one month’s pay bonus, Dr. Liezietsu said the next RoP was due only in 2020 since revisions were made after every 10 years. However, he said the government decided to advance it by two years, and to start implementing it from 2018. Employment issue: Dr. Liezietsu while appreciating the introduction of Personal Information Management System (PIMS) by the state government, said though PIMS was introduced in 2016, the process
was yet to be completed in most of the departments. CM also reminded that the government had banned all contract and adhoc appointments without following due procedure since June 6, 2016. He however assured to look into any irregularities brought to the notice of the government of those who were not following proper procedures. Responding to the issues highlighted by other members on youth and employment, Dr. Liezietsu said it was in consonance with the priorities of the government and as envisioned in the Nagaland Vision 2030 that the state government would intensify its efforts in expanding opportunities for gainful employment for the youth. On the issue for rightsizing of government work force, CM said he would ask the ‘Manpower Rationalization Committee’ headed by the chief secretary to recommend corrective measures for managing the manpower in a better manner particularly in the major departments like Police and Education. Naga solution most
urgent: Dr. Shürhozelie Liezietsu said the state government had been pressing to the Centre that solution to the Naga issue has become more urgent than ever. According to DIPR, Dr. Shürhozelie pointed out that the Naga issue has been recognized as unique by Government of India, and that the state government was also playing the role of the facilitator. However, he said that alone would be insufficient since the government needed to be more aggressive in its approach and adding “the government must have hard talks with all the factions”. He also acknowledged the bold decision taken by Prime Minister Narendra Modi to solve the Naga political problem. In his concluding statement, chief minister Dr. Shürhozelie called upon “all to work hard and be more aggressive to solve our Naga political problem.” He also appealed to all 60 legislators to come together and to have the same opinion to bring the people together and solve the problem.

KO H I M A , M A R 2 4 (NPN): A total number of 660 posts –– 128 graduate teachers (GTs) and 532 primary teachers (PTs) –– have fallen vacant during the last three years (2013-2017) in the department of school education (DoSE), stated minister for school education & SCERT, Yitachu, in the assembly on Friday. The minister said the vacant posts were proposed to be filled up after the ban on new appointments were lifted by the state government. Responding to the starred question of Mmhonlumo Kikon, MLA, on the number of government high schools producing nil result in the HSLC examinations, the minister said that 24 schools produced nil results in 2014, 38 schools in 2015 and 30 schools in 2016. Yitachu said the department has taken remedial measures to improve the HSLC results in the GHS including rationalisation of schools and teachers, posting of headmaster and assistant headmaster to the schools where there was no (Cont’d on p-7) headmaster and assistant
headmaster. He said other remedial measures initiated by the government were appointment of maths and science teacher even during freezing of new appointments , coaching classes in the government run schools, strengthening, monitoring and inspection of schools and remedial teaching in English, Maths and science under RMSA and SSA. Yitachu informed that the delay in release of salaries of RMSA, SSA and Hindi teachers was due to delay in receipt of funds from the Ministry of Human Resource Development. In a supplementary question, Kikon said that producing nil results despite taking remedial measure was of great concern. He also asked what had been the many causes for the nil results and what was the process of remedial measures? Kikon added that producing nil results was not a good sign for the government-run schools. BJP MLA also had asked whether the vehicles purchased for Mid Day Meal (MDM) was under the provision of the MDM scheme. (Cont’d on p-8)

KOHIMA, MAR 24 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu, who also holds the charge of Food and Civil Supplies, has said police have registered three cases in connection with the fuel adulteration case. He informed the house that five people were arrested in the third case but investigation could not be completed so far since the main accused was absconding. In his reply to the starred question posed by Mmhonlumo Kikon, MLA, the chief minister said 13 persons were arrested in the first case and released on bail and that six persons were charge-sheeted after investigation. In the second case, the chief minister said 15 persons were arrested and after investigation while eight persons were charge-sheeted.
Replying to a supplementary question by Kikon, regarding constitution of SIT on fuel adulteration case and the officials involved, the former chief minister, T.R. Zeliang, who was earlier in charge of F&CS department, said seven member SIT team headed by IG, Wabang Jamir, was constituted to probe the case. Zeliang further informed the house that the team had almost completed the investigation and the case was now pending in the judicial court. The government found its self in quite a situation when advisor Finance, T.R. Zeliang rose up to reply to the supplementary question instead of the chief minister. It would have put speculations to rest had the chief minister stood up and clarified the reply would be given by the T.R. Zeliang during whose tenure, as F&CS department’s minister in-charge, the case came up.
N e w D e l hi , M ar 2 4 (IANS): The Supreme Court on Friday issued notice to the Election Commission on a PIL seeking investigation by software experts into the allegations of tampering of EVMs in the recently-concluded state assembly elections. A bench of Chief Justice Jagdish Singh Khehar, Justice D.Y. Chandrachud and Justice Sanjay Kishan Kaul issued notice on a PIL by advocate Manohar Lal Sharma who has contended that on account of “political conspiracy”, the Election Commission “did no effort to collect and arrange VVPAT paper trail machines”. Contending that though there was “no technical and financial crunch” to arrange the VVPAT machines, the Election Commission did not approach the top court if it was not provided with required funds by the Central and the state governments for their acquisition. Seeking investigation of EVMS, Sharma said that Election Commission has itself admitted that the EVMs are
tamper-proof till their technical, mechanical and software details remain secret and the same can be detected via reverse engineering by any expert. He said that according to poll panel itself, 71 EVMs were stolen since 2009 and therefore it prima facie appeared/was proved that after reverse engineering, software has already been prepared and used in various elections since after 2010 for favourable election results. Sharma alleged that the general and state elections held after 2010 and conducted by EVMs have been manipulated and forged for grabbing power with the help of wireless device which is liable to investigated and tested via foreign electronic lab. Citing the case of a candidate getting zero votes in Mumbai while he and his family had voted for him, he said this was but one case of fraud which proves that EVMs have been tampered with. EVMs, which have not been tested till date, cannot be relied upon as tamperproof, said the PIL, adding that

DIMAPUR, MAR 24 (NPN): Jalukie students union Nagaland (JSUN) along with Jalukie Pumling Nko (JPN) and Old Jalukie Village Council (OJVC) on Friday reportedly lunched indefinite bandh of government higher secondary school (GHSS) Jalukie and picketed the school premises in a peaceful manner. In a press release, JSUN president, Haizin
Mpom, and general secretary, Pehiato Hingleu, said the bandh was called to express resentment towards the state government for not honouring MoU signed between the OJVC and the government of Nagaland and appointing “outsider” to a post under grade- IV. The union has urged the responsible authority to revoke the appointment and appoint a land
owner candidate at the earliest to prevent “further turmoil and inconveniences” caused to innocent students. As part of its phase-I agitation, JSUN said administration block of the school was closed down on Friday, but classrooms and teaching staff were exempted. The union, however, warned that the bandh would be intensified if the
department failed to meet its genuine demand. Further, the union appealed to the school education department to look into the matter seriously and act accordingly. JSUN also cautioned of “irrepressible situation” in the event its demand was not met, adding that the department would be held responsible for the consequences.
when tampered by criminals for “vote-stealing” by changing votes in favour of a political party for grabbing power, it is a fraud upon basic structure of democratic constitutional systems which is not only liable to be stopped but also investigated and prosecuted to restore popular faith and democratic systems in the country. On March 16 last, the Election Commission had emphasised that electronic voting machines (EVMs) were tamper proof and termed the allegations by some political parties concerning their use in assembly elections to five states as “baseless, speculative and wild”. “ECI unequivocally reiterates that given effective technical and administrative safeguards, EVMs are not tamperable and integrity of electoral process is preserved,” the EC had said in a statement. It said the commission did not receive specific complaints or concrete material from political parties/candidates about alleged tampering of EVMs in assembly elections in five states.

NNaga DAO, ARK Foundation unhappy on H&WF minister reply D I M A P U R : N e t wo r k of Nagaland Drugs and AIDS Organisation (NNagaDAO) and Access to Rights and Knowledge (ARK) Foundation have raised objection on the reply given by minister of health and family welfare P. Longon against questions put forth by Mmhonlumo Kikon, MLA, on the status of payments to be made to the NGOs working in the field of HIV and AIDS in the floor of the Assembly on March 23. According to NNaga DAO, the minister replied was only on financial year 2016-17, stating that Rs. 1.68 core was yet to be released, however remained silent on the backlog of Rs. 3.23 core. The NGO has also hit out at the minister of diverting the subsequent question raised by MLA Mmhonlumo Kikon, who had enquired on the action taken on the representation submitted to the chief minister by the NGOs after a protest rally in Kohima on November 10, 2016. Instead, Longon replied that the government had already paid 80 %
of the amount and that the NGOs were demanding the remaining 20%. In this regard, NNagaDAO reminded Longon that the State government was aware that NACO brought out 80% pegged norms/formula and remaining 20% of the total budget should be supported by the State. It was for this reason, a financial discrepancy of Rs 3. 23 core was brought in the last fiscal year 201516, NNaga DAO said. N N a g a DAO a l s o maintained that NGOs have signed an MOU / contract with 100% and not 80%, therefore demanded that 100% of the amount be released as per the MOU. The apex body of NGOs has also demanded that the NACO and NSACS (Nagaland Government) to pay the payable to the NGOs. Further, NNaga DAO concluded that the minister’s silence on the action taken to resolve the issue raised by NGOs was that he was not briefed properly or the state government have not played its role.
Meanwhile, NNagaDAO praised Mmhonlumo Kikon for rising pertinent question in the assembly. NNagaDAO was hopeful that NSACS executive board will sit as soon as possible to deliberate and resolve the issue before the financial year ends. ARK Foundation: ARK Foundation has also urged the Health Minister to get his facts corrected where he mentioned that there were 45 NGOs working on PL HIV & AIDS under NSACS, as reported in a local daily. In a clarification, ARK foundation cited that these 45 were not NGOs but number of Targeted Intervention (TI) Projects and that there were only 28 NGOs implementing 45 TI Projects across the state working with High Risk Groups (HRGs) of which the project Break up was 19 (IDU), 3 (IDU&OST), 1 (Migrant), 1 (Truckers), 15 (Core Composite), 3 (MSM), 2 (FSW) and 1 (FIDU) projects making it a total of 45 TI projects. On the issue of pay-
ments to these projects implementing NGOs, ARK Foundation reiterated about the urgent need to release the backlog amount of Rs.3.23 crore for the period of December 2015 till January-March 2016. Despite having signed an MOU of 100% with NSACS for the financial year 2015-16, the NGOs were not provided the funds for the works they implemented during these four months, even after a lapse of almost a year, ARK foundation stated. ARK foundation also stated that it was the legitimate right of NNagaDAO to demand the 100% funds on behalf of the NGOs. Further, ARK foundation have also urged the Health Minister to immediately appoint a project director for NSACS, since the office was functioning without a project director for the past few months and also highlighted the need to urgently develop strategy/ program for addressing Viral Hepatitis C in the state, as part of the state’s obligation to protect the health rights of its citizens.

Correction: Apropos the news items published in this daily on March 24 under the heading “40.251 acres purchased for Kohima medical college”, in regard to payment status of NGOs working on PLV HIV & AIDS, the same should read as minister Longon said the state government was not in the position to pay in full when the centre government has released only 80% for them and not as published. In the 3rd column, the sentence should read as, highlighting the latest status, the minister said this year 41 cases of dengue were detected in Mon district in the month January. Inadvertent error is regretted. K

CBPF resolves to oppose ‘good governance day’
DIMAPUR: Chakhesang Baptist Pastors’ Fellowship (CBPF) during its fellowship held at Chizami Baptist Church from March 21 to 23 had resolved to support the CBCC’s stand against imposition of “good governance day” on Christmas Day. A press note by Pastors’ Fellowship CBCC chairman, Rev. Dr. Nuvucho Dzüdo and executive secretary, Rev. Dr. Vezopa Tetseo, has urged the state government of Nagaland to take up the matter in all seriousness with the central government for necessary rectifications. CBCC maintained that the observance of good governance day on Christmas day was a deliberate attempt on the part of the central government to suppress the religious rights of the Christians in India and would go down in history as discriminatory move against the religious minority.

It also stated that it was a threat not only to the spirit of secularism but a total disregard, neglect, discrimination and denial of our fundamental right to religious practices. CBCC also noted that imposing uniform civil code in addition to g o o d g ove r n a n c e d ay were a display of political arrogance and religious intolerance of the central leadership of the day. CBCC called upon all Christians to defy the imposition of good gover nance day on Christmas day and also appealed the concerned authority to repeal the c e n t r a l g ove r n m e n t ’s decision to obser ve good governance day on Christmas day. CBCC also called upon all believers to pray for God’s intervention for necessary repealing and rectification of the government’s decision.

THIRUVANANTHAPURAM, MAR 24 (IANS): CPI-M General Secretary Sitaram Yechury on Friday accused the BJP and RSS of going ahead with their agenda of turning a secular India into a “Hindu rashtra” as well as violence and communal polarisation in some states. He said both the Bharatiya Janata Party and the Rashtriya Swayamsevak Sangh were targeting Communist Party of IndiaMarxist cadres in Kerala and Tripura since his party was the one consistently attacking their agenda of “Hindu rashtra”. “They are engaged in working out communal polarisation and are also engaged in violence. We have been their target in Kerala for ages; and now they are working to see us out of power in Tripura and out of West Bengal... the issue is very serious...,” he said. Yechury told the media here that the CPI-M will deal with the matter through democratic means. He also accused the BJP of flouting all precedents in Parliament and holding parliamentary procedures in contempt. “I have just been informed by my colleague in the Rajya Sabha that the government has decided to move the Finance Bill in the lower house today (Friday)
Sitaram Yechury after the private members bills. “Such a thing has never happened before. The BJP has absolute contempt for parliamentary procedures. They are resorting to all this because they do not have the numbers in the upper house.” The CPI-M leader said the situation in Uttar Pradesh was going from bad to worse ever since new Chief Minister Yogi Adityanath had assumed office after the assembly elections. “The RSS and other self-appointed vigilantes are taking law into their own hands and closing down slaughter houses. There is clear-cut law in the state on this aspect, but that’s not being followed ever since the new Chief Minister has assumed office,” the Left leader said. Yechury said moral policing had also been taken up by forming ‘anti-Romeo squads’.

Two farmers commit suicide in Nashik district
MALEGAON, MAR 24 (PTI): Two farmers committed suicide in Nashik district apparently due to loan burden and financial losses in onion crop, police said today. The suicides were reported from Malegaon and Devla talukas of the North Maharashtra district. Mahadu Karbhari Pawar, a resident of Soundane village, consumed poison at his residence. He was rushed to a private hospital, where he died, police said. The 57-year-old agriculturist was depressed due to mounting loan burden, they said, without providing details. In the second incident, Jagan Vithal Ahire, a resident of Dongargaon, hanged himself in his home, police said. The 38-year-old had taken a loan of Rs 70,000 from a local cooperative society and was finding it difficult to repay it, they said. Maha BJP mulls snap polls by ending ties with Sena MUMBAI, MAR 24 (PTI): Under constant pressure from its ally Shiv Sena, the Bharatiya Janata Party (BJP) in Maharashtra is mulling the option of a snap poll as many in the party believed the situation was conducive to secure a
majority on its own. A meeting of the state BJPs core committee here last evening dwelt on a set of possible scenarios including the interim polls. The current assembly has its term till mid-2019. “The meeting discussed
political situation in case Sena isnt a part of the ruling dispensation,” a Bharatiya Janata Party source said. The feasibility of going for snap polls was discussed, the source told PTI. There was unanimity over acting against the Se-
nas “nuisance”, including the negative comments in that partys mouthpiece Saamana, the source said. Its stellar performance in Uttar Pradesh and Uttarkhand assembly polls and the impressive showing in civic polls across Maha-
rashtra have emboldened the Bharatiya Janata Party in the state. There was also a discussion on weaning some MLAs away from other parties and getting them re-elected on Bharatiya Janata Party symbol, the source said.

DailyDevotion Decreasing for His Purpose He must increase, but I must decrease. —John 3:30 If you become a necessity to someone else’s life, you are out of God’s will. As a servant, your primary responsibility is to be a “friend of the bridegroom” (John 3:29). When you see a person who is close to grasping the claims of Jesus Christ, you know that your influence has been used in the right direction. And when you begin to see that person in the middle of a difficult and painful struggle, don’t try to prevent it, but pray that his difficulty will grow even ten times stronger, until no power on earth or in hell could hold him away from Jesus Christ. Over and over again, we try to be amateur providences in someone’s life. We are indeed amateurs, coming in and actually preventing God’s will and saying, “This person should not have to experience this difficulty.” Instead of being friends of the Bridegroom, our sympathy gets in the way. One day that person will say to us, “You are a thief; you stole my desire to follow Jesus, and because of you I lost sight of Him.” Beware of rejoicing with someone over the wrong thing, but always look to rejoice over the right thing. “… the friend of the bridegroom…rejoices greatly because of the bridegroom’s voice. Therefore this joy of mine is fulfilled. He must increase, but I must decrease” (John 3:2930). This was spoken with joy, not with sadness— at last they were to see the Bridegroom! And John said this was his joy. It represents a stepping aside, an absolute removal of the servant, never to be thought of again. Listen intently with your entire being until you hear the Bridegroom’s voice in the life of another person. And never give any thought to what devastation, difficulties, or sickness it will bring. Just rejoice with godly excitement that His voice has been heard. You may often have to watch Jesus Christ wreck a life before He saves it (see Matthew 10:34).

Post-mortem
Vol. XXVII NO. 108 Dimapur, Saturday, March 25, 2017
tate services associations in Nagaland have remained firm that they should also get similar benefits as that recommended by the 7th Pay Commission for central government employees and will not accept the state government’s proposal to make it effective from March 1, 2018. For lakhs of central government employees, the recommendations of the 7th Pay Commission has been widely hailed and welcomed as it would mean, that from January 1,2106 salaries and other allowances would be hiked by 23.55%, while doubling the entry and top level pay to favour a virtual One Rank One Pension(OROP) for civilians retiring before January 1,2016. The previous 6th Pay Commission had recommended a 20 per cent hike which the government doubled while implementing it in 2008. The then UPA government provided the amount of Rs.712 crore needed to implement the 6th Revision of Pay (RoP). Whether the amount was utilised for the said purpose or diverted to other accounts remains a debate. However, what is clear is that Nagaland does not have the financial resource to implement revision of pay. There is clearly a big problem for Nagaland in implementing the revision of pay due to acute shortage of funds. The state services associations want the Revision of Pay (RoP) to be effective from March 1, 2017. To fulfil the 7th RoP, the state government would need a huge amount of Rs. 954 crore annually to cover the salary component. The reason that the government proposed to make the RoP effective from March 1, 2018 was due to severe funds constraints. Government employees in Nagaland, have every right to demand and expect pay and perks in line with the recommendations of central pay commissions since these are constitutionally valid and binding. It may be recalled that similar demand for implementation of the recommendations of the 6th Pay Commission on Revision of Pay (RoP) in 2008. The issue was also played out through strikes which highlighted the demands by various associations of government employees. In this regard it may be pointed out that currently there are around 1, 10,000 or if not more than that number government employees, if backdoor appointments are taken into consideration but which excludes some 33,000 work charged employees. The ratio of government employees works out to a little over 5% of the total population of the state. These 5% of the state’s population consume, by way of salaries and other allowances, a huge slice of around 70% of the state’s annual budget. That leaves around 30% of the budget for around 90% of the people. The government servants are well paid but underworked and a negligible percentage from among the huge army of 1,40,000 approximately do anything productive. Government servants are employed in the interest of public but in practice, they think that their needs are primary to everything including public service. However, the public interest demands responsibility and commitment to the public for good governance. Interestingly, during the period when the 6th RoP was under furious discussions, the Administrative Reforms Commission (ARC) had suggested a slew of reforms to hold bureaucrats responsible for service delivery. If they fail to deliver, they will be shipped out to make way for outsiders who can join the civil service at senior positions.

Degradation of natural resources in the context of Wokha district
he result of the cumulative activities of farmers, household and industries, all trying to improve their socioeconomic well being has tend to be counterproductive for several reasons. People may not completely understand the long-term consequences of their activities on the natural resource base. The most important ways in which human activity is interfering with the global ecosystem are : a) Fossil fuel burning which may double the atmospheric carbon dioxide concentration by the middle of the next century, as well as further increasing the emissions of sulphur and nitrogen very significantly ; b) expanding agriculture and forestry and the associated use of fertilizers ( nitrogen and phosphorous ) are significantly altering the natural circulation of these nutrients ; c) increases exploitation of the freshwater system both for irrigation in agriculture and industry and for waste disposal. Nagaland in North-East India (93.200 -95.150 E and 25.600 – 26.400 N, Figure 1) is considered to be on of the world’s biodiversity hot-spots, containing the most northern evergreen wet forest (Anonymous, 2007) on hilly terrains at altitudes between 194 to 3,826 m a.s.l. its population of about 2 million people lives in eleven districts and consists to 89% of Naga belonging to 16 different tribes. 59% of the population depend on slash and burn agriculture, locally referred to as ‘Jhum’ cultivation (Statistical Handbooks of Nagaland, 2003; Jacobs, 1990). Average annual rainfall in Nagaland ranges from 2,000 to 3,000 mm and is unimodally distributed from May to October (Anonymous, 2009a). in summer (March to September) mean monthly temperatures range from 16-310C, while in winter (October to February) they vary from 4-240 C (Anonymous, 2009b). Situated in the North-East of India, Nagaland is one of the remotest and most secluded states of the subcontinent. After World War II, it was declared a restricted area, for which access regulations were only lifted in 1997. Since then, only few studies on the culture and traditions of the Naga people were published and even less is known about the productivity of the local land use systems and people’s food security. In 1971 the first reliable population census in Nagaland revealed a total of 516,600 people which increased to 1,988,000 in 2001, leading to a population density of

n t r o d u c t i o n : Yo g i Adityanath, the newly appointed Chief Minister of Uttar Pradesh, directed government officials in UP to stop chewing pan, pan masala, and gutka during duty hours. The use of tobacco and pan products has been banned in hospitals, schools and colleges too. In Imphal, insurgent groups are actively involve in banning the sale and use of tobacco. Those who were caught selling tobacco products like pan, khaini, raja, talab, etc., were heavily punished sometime even shot. Government of India prohibits and restricts advertisement in mass media (tv or in movies) about tobacco. It also imposes heavy tax on the production and sale of tobacco. The State also prohibits smoking in public places with heavy fine or imprisonment. It requires 75% of tobacco packet being devoted to create awareness about the danger of using tobacco. However, the Church had kept silent for all these years on this issue. Tobacco: Most people know tobacco is really bad for them. It is indeed a strange habit of human beings that inhales smoke deliberately into one’s system, and continuing the process again and again to derive satisfaction. It is the cause for many preventable diseases in the world. Tobacco is devastating to human body and second-hand smoke is equally damaging to those around it. According to a research, tobacco kills more than AIDS, road accidents,
120 persons per km2 (Census of India, 2001). To satisfy food needs of a growing population, in Wokha District, Nagaland, fallow periods were reportedly shortened from 20 to 30 years in 1990 to today’s average of 6 years. During the last decades most remaining forest lands were converted into shifting cultivation areas which included slopes of more than 100%. Most remaining forest resources are degraded; only 9% of the total area of Nagaland are classified as dense forest. Little is known about the agricultural productivity and rural communities’ food security in Nagaland (North-East India) where high population growth leads to increasingly shorter fallow periods and a reported decline in soil productivity. This problem is particularly severe in the Wokha District, where 73% of the population depends on shifting cultivation and the duration of fallows has been reduced from 15 to six years. The present study was carried out in two villages, Menshangpen and Tsopo, to quantify the gap between local farmers’ food demand in cereals and the amount harvested from their slash and burn fields. Data are based on comprehensive interviews on household size, food consumption, crop yields, duration of fallow periods and on the determination of fields sizes over two years. The results indicated that per caput field size available for cultivation averaged 1.800 m 2 in Menshangpen and 1,100 m 2 in Tsopoe. Per adult the daily caloric intake from harvested cereals such as rice ( O ryza sativa L. ) , millet ( Pennisetum glaucum L.) and maize ( Zea mays L. ) was in Menshangpen 9,100 kj in 2014 and 7,300kj in 2015. In Tsopo, these values were with 6,400 kj even lower. On average the 2015 harvests allowed to feeds an average household for nine and half months in Menshangpen and for nine months in Tsopo. Hence during this year in both villages one quarter of the needed cereals had to be purchased from outside, in order to fill a village level food gap of 130 t of rice in Menshangpen and of 480 tin Tsopo. This already delicate food situation is further aggravated by an annual population growth of 6.7%. Given the rapid population increase and the continued predominance of shifting cultivation, Nagaland is particularly suited to analyse the relationship between demo-graphic factors and the ful-
murder, legal drugs, illegal drugs and suicide combined. Cases of oral cancer in North East India have been increasing at a fast rate during the past few years. Disturbingly, in Nagaland, many students are addicted to smokeless tobacco from their early childhood. A small survey conducted by the BD Third Year students of Baptist Theological College, Pfutsero, among the students in Pfutsero educational institutions, showed that many young girls and boys are addicted to tobacco substances. The Church, as moral guardian of society, must wake up from its slumber and educate its members about the danger of using tobacco. Nicotine: Nicotine is a very strong addiction substance. Once addicted it becomes very difficult to quit tobacco dependence. When one uses tobacco products, nicotine is quickly absorbed into bloodstream. Within 10 seconds the nicotine reaches the brain. It causes the brain to release adrenaline, creating a buzz of pleasures and energy. The buzz fades quickly though, and leaves the user feeling tired, a little down, and wanting the buzz again. This feeling is what makes one light up the next cigarette. Since our body is able to build up a high tolerance to nicotine, we will need to smoke more and more cigarettes in order to get the nicotine’s pleasurable effects and prevent withdrawal symptoms. This ups and downs cycle repeats over and over, leading to
fillment of basic subsistence needs: cereal production and fuelwood collection, and the ensuing effects on forest and soil degradation. Based on field surveys conducted in two contrasting villages in 2014 and 2015, this study com-pares human demands for cereals and firewood with actual crop yields and discusses the results in the light of literature data. In this way the carrying capacity of Jhum systems in this specific region of NorthEast India is determined, consequences of the typically low grain yields from shifting cultivation on food availability are analysed, and potential adaption strategies to increasing resource degradation and scarcity are elaborated. The disappearance of natural resources damages an area and limits its ability to sustain a population. The population could be trees, animals, or even people. Often, this damage is the result of beneficial activities performed irresponsibly. Wastewater discharged into an estuary can alter the salinity, affecting the lifecycle of sea grass and fish nurseries. If fishing is a source of income for community, not only will improper treatment and disposal of wastewater damage natural resources, but it will harm the local economy as well. On the larger scale, natural resources can be impacted to appoint that they can no longer be repaired. Species cannot be brought back and populations can no longer survive on the land. Damage from deforestation impacts biodiversity, causes soil erosion, and limits the farming of an area. Degradation of natural resources often has a chain effect. For example, consider the impact that clearing acres of rain forest for farming has on the environment both local and global. The soil cannot support crops that are harvested on a yearly basis and its productivity quickly diminishes. As income decreases along with the crop yields, farmers abandon the land in search of more fertile fields, increasing pressure on local resources. The deforested land does not absorb rainwater as before, so rainfall causes more water to flow into nearby rivers all at once, flooding downstream villages and cities, however, drought is also an outcome of deforestation. Part of the reason rain forests are so wet is that trees play a vital role in supplying water to the atmosphere through transpiration ; without trees, the water to produce rain simply isn’t there. Haphazard deforestation results in patches of remaining
forest separated by cleared land. Plants and animals are effectively marooned, isolated from their species. Fewer options can result in inbreeding, weakening the gene pool. Larger species, usually predators, are especially vulnerable to population loss simply because there are so few of them. A bad breeding year, a natural disaster, or a disease can wipe them out. On a global scale, deforestation contributes to a buildup of greenhouse gases; fewer trees mean more carbon dioxide is left in the atmosphere. Effects include : a) Direct effects, which are caused by the action and occur at the same time and place. A) Indirect effects, which are caused by the action and are later in time or farther removed in distance, that are still reasonably foreseeable. Under the onslaught of an ever- increasing human population, it has become clear that humanity and the world’s environments and ecosystems are under serious threat. However, in past times and present, when people are in desperate need, they have little choice but to exploit Nature to the fullest of their abilities and technologies. It is only when this challenge is met that we shall have a better understanding of whether and why rural dwellers deplete their local natural resources. In particular, what is the exact responsibility of the type of strategic interactions subsumed in the tragedy of the commons model as compared with other potential explanations, such as lack of awareness or knowledge about ecological effects of human efforts, heavy discounting of future income streams, uncertainty regarding future prices of CPR products, uncertainty about future property rights, ambiguous impact of output price increase on conservation practices, availability of more attractive income opportunities ? This question needs to receive precise answers if we want to define the most appropriate solutions to end situations in which the lot of future generations is dangerously threatened. However, people are gaining a better understanding that one system cannot operate at the expense of another. Conservation of natural resources has become a priority for business and governments, which tout sustainability as a way to strike a balance between helping the environment and preventing economic or personal hardship. addiction. Children and teens are especially sensitive to nicotine, making it easier for them to become addicted. Cigarette makers know that nicotine addiction helps sell their products. Cigarettes today deliver more nicotine more quickly than ever before. Tobacco companies also use additives and chemicals to make them more addictive. Effects of smoking on health: The effects of smoking are serious. It can harm nearly every organ of the body. Smoking weakens body’s immune system that protects a person from infection and diseases. It leads to respiratory infections, doubles the risks of developing rheumatoid arthritis, 30% to 40% more likely to develop type 2 diabetes, decreases bone density leading to fracture, harms blood cells and damages the function of heart, affects lungs and causes breathing problem, affects eyesight/vision. Tobacco smoke contains more than 7,000 chemicals. About 70 of them are known to cause cancer. It negatively impacts male and female fertility and is harmful to pregnant women and their unborn babies. Secondhand smoke: Secondhand smoke is the combination of smoke from the burning end of the cigarette and the smoke exhaled by smokers. When we are around a person who is smoking, we inhale the dangerous chemicals as the smoker. Smokeless tobacco: Smokeless tobacco is to-
bacco that is not burned. It includes chewing tobacco, dip, snuff, and betel quid. At least 28 chemicals in these products have been found to cause cancer. Smokeless tobacco may cause tooth decay in the exposed tooth roots. It can also cause gums to pull away from teeth. In India, tobacco chewing accounts for 30% of the total consumption, beedi smoking (54%) and cigarette smoking (16%). Paan, paan masala, gutka, khaini, gul, bajjar, etc. are other forms of smokeless tobacco. Some facts and figures about tobacco effects: There are nearly 1.3 billion smokers in the world. One out of two smokers died of smoking related diseases. India has more than 300 million smokers. India has the highest rate of oral cancer in the world with 90% of the patients being tobacco chewers. In 2010, 930,000 adults died due to tobacco in India. Over 60% of those suffering from heart disease below the age of 40 years are smokers. Approximately half of all cancers in men in India are tobacco related. It is said that the profit made by the tobacco companies is equivalent to the medical expenses spent by smokers. Reflection: Use of tobacco has adverse effect on individual’s health. It incurs huge family’s expenditure on buying and later on for medical treatment. It disturbs other’s wellbeing especially through second hand smoke. It leads to moral and spiritual bankruptcy. It ruins a child’s future. Many chronic smok-

n 14th January 1956 when the Naga constitution/Yehzabo was passed by the NNC, thus intensified Naga’s long march for freedom from India, which engulfed all Naga inhabited areas including Rengma country. Subsequently the plan for hoisting of Naga Independent flag came into being thus Ciethu near Chiephobozo under Kohima district was surveyed but Indian Army foiled the attempt and consequently AZ Phizo along with his comrades, notably Whenha Rengma, decided to hoist the First Naga Independent flag at Parashen on 22nd March 1956. It was at Parashen on 22nd March 1956 the first Tatar Hoho was held and the NNC, representing the Naga Hill District and Hongking Government, representing the free Nagas, freely and willingly merged into a single entity known as the Federal Republic of Nagaland and in addition established the Federal Government of Nagaland (FGN) with Mr. Khriesaniesa Seyietsu as the first President ‘ Kedahge ‘ of the FGN and Mr. Whenha Rengma as the first Ato Kilonser (Prime Minister) of the FGN. Consequent upon this development, the the Naga Safeguard was changed into Naga Home Guard with General Thungdi Chang as the Commander -in-Chief. Thus Gen.Thungdi Chang hoisted the first Naga Independent Flag of the newly formed Federal Government of Nagaland (FGN) at Parashen in the presence of AZ Phizo and other Naga patriots at Parashen in the Rengma Territory which is also known as Naga National Park. One can travel towards ‘Parashen the Secret but Sacred place’ via Sendenyu through Sendenyu Bio Diversity forest and via Phenshunyu through Whenha Memorial Sports Complex. ers find it easier to abstain from food than controlling tobacco related substances during fasting programme. Dirtying the wall by chewing tobacco and spitting on it demonstrate how uncivilised we are. Littering of plastic covers of tobacco pouches destroys the beauty of environment. Tobacco is a nonsense in civilised world. Can the Church remain a silent spectator when a Hindu Priest (Yogi Adityanath), an underg round g roup (Meiteis) and Government (GOI) are taking strong action against the use of tobacco? Food and drinks are meant for life and not for destruction. Therefore, using tobacco is not a question of whether it is ‘sin’ or ‘not’ (as
many Christians often ask), but the important question is whether it is ‘good’ or ‘bad’ for health. Is tobacco really necessary for life and growth of our body? It is high time for us to save ourselves and the coming generation from the destruction of intoxicants. Let us take this time to think together and help each other. For healthy living and harmonious society, let us say ‘NO’ to tobacco. Let us not wait God to perform miracle again. Let us not wait others to bring change but let us be the agents of change and make miracle happen in our land by transforming our society. Z. K. Pahrü Pou, BTC, Pfutsero

Sir,
Dare to speak out
The news of the untimely death of a dear friend late Lanunukshi, under such gruesome circumstance came as a massive shock that left me numb and sick. I am angry not only at the perpetrators for daring to commit such a horrific crime against an innocent young man but also at the system that has, over the years, allowed criminals to act boldly undermining the judicial system and the indifferent attitude of people towards criminals and heinous crimes. I am in mourning and I dare speak out against the criminals who have no place in a civilized society. Every effort must be taken to book the culprits and be served with the strenuous punishment that is only befitting for such despicable beings. Every right thinking citizen and organizations should condemn the horrific crime that has cut short the life of a promising young man and devastated the lives of so many beloved ones. the government to constitute a committee headed by the chief minister to revamp the education system, failing which he said the system would go out of control. On the unemployment, Kronu also suggested for “soft loan” to be made available to the youth to start up their business. Special assistance mechanisms like CM Corpus Fund, Special Development Fund etc. are not enough since nowadays entrepreneurs needed bigger investments than what they get through those schemes, Kronu added. Parliamentary secretary for Home Guard & Civil Defence, E.E. Pangteang pointed out that roads being the basic needs of the people, the government should continue to accelerate the construction of roads throughout the state and give more importance to those areas where road connectivity was poor. He further suggested regular inspection of schools, at least twice a year to keep check on quality education, proxy and bogus teachers. He also appealed
to the MLAs to play a part in assisting the Education department in their own constituencies. Neiphrezo Keditsu, MLA spoke on the need to give more emphasis on public sector undertaking, by setting time bound and targeted realistic project so as to generate employment and revenue in the state. On Article 371 (A), the MLA pointed called upon the members to protect the rights and privileges, saying it solely depended on the elected members. Advisor, Geology & Mining, Naiba Konyak while referring to the January and February ULB polls issue said as the elected members, their decisions and resolutions should be respected. He added that issues related to Article 371 (A) should be resolved through negotiation and not violence. Konyak, speaking on the Swachh Bharat Abhiyan pointed out that water supply on the water deficient areas should also be enhanced to supplement the Mission’s success.

Swu said the government’s good intention to protect Article 371(A) was misunderstood, saying the issue of women reservation in itself was something that could not be swept under the carpet. He further urged the government to continue to make all possible efforts to see that the educated youth do not go wasted, just because they do not get government employment. Swu also felt that the government should identify NGOs that are capable of generating employment to Naga youth and continue to assist them in every possible way. On Vision 2030 document, he said the document indicated possible ways to meet challenges in the state. One aspect was to skill the youths to enable them to meet the emerging job markets in India. New Delhi, Mar 24 (IANS): With the scheme to declare unaccounted income coming to an end on March 31, the income tax department on Friday warned black money holders to make use of the remaining period or face penalty. “Why wait till March 31, 2017? It asked black money holders to declare their unaccounted income under the Pradhan Mantri Garib Kalyan Yojana (PMGKY) scheme till March 31. Vinod Nair, Head of Research, Geojit Financial Services, said, “Banking stocks gained traction today on expectation of announcement of policy for quick settlement of NPAs shortly, which kept positive vibes in the market.” According to traders, global market turned mixed due to cautiousness following postponement of vote on US healthcare Bill to Friday. NEW DELHI, Mar 24 (PTI): The government on Friday said it has no plans to come out with Rs 5,000 and Rs 10,000 banknotes. “The matter was examined in consultation with the Reserve Bank of India and it has not been fund suitable to introduce of Rs 5,000 and Rs 10,000 note,” minister of state for finance Arjun Ram Meghwal said in a written reply to the Lok Sabha. He replied in negative when asked whether the government proposes to introduce Rs 5,000/10,000 denomination notes with a view to reduce the expenditure on printing of notes in future. The government had recently introduced Rs 2,000 note along with a new Rs 500 note following the demonetisation which scrapped 86 per cent of the currency in circulation on November 8. The minister said that since there was acute shortage of Naga candidates qualified for maths and science teachers, advertisements were floated even at national level, but that the response was very poor with only two responding to the advertisements. He said no-availability of maths and science teachers had compounded the problem. Yitachu, however, said that the department was in the process of tracing out maths and science teachers, who were converted from arts, and also to revert those maths and science teachers, who were upgraded/ promoted. On procurement of MDM vehicles, he said while the department was in the process of trying to have effective delivery of MDM goods to the schools, it encountered difficulties in reaching the commodities to the various schools. Yitachu said the issue on the procurement of vehicles for MDM has been raised even at national level. He said the department was monitoring how effectively the vehicles were being utilized and were receiving good reports so far.

Elaborating, he noted that based on material recovered during searches, investigation is conducted by investigating officers and findings of such investigations are shared with the assessing officers concerned. Such assessing officers initiate and complete assessment proceedings as per the provision of the Act with a view to assessing the income and taking other actions such as raising of tax demand, levy of applicable penalties, recovery of such demands and filing of prosecution complaints.

Replying to Kikon’s question on nil results, the minister said there was a variation for the cause of nil results. He explained that in 2014 out of 293 GHS, there were 132 schools where teachers were not provided. In 2015, he said 111 schools were not provided with teachers and it was provided only in 2016 midyear. Yitachu said that there were again 21 schools where teachers were yet to be provided. He added that 168 schools were not provided with headmasters thereby administration control was not there thus affecting the schools. UK attack: Significant arrests made
LONDON, MAR 24 (PTI): British police said today they had made two more “significant” arrests over the brazen terror attack on parliament, as investigators focussed on how the lone perpetrator was radicalised and appealed for information about the killer who left at least four people dead. Metropolitan Police Acting Deputy Commissioner and Head of Counter Terrorism Mark Rowley said two more “significant arrests” have been made in connection with the incident. A total of nine persons remain in custody and one woman has been released on bail. He also appealed to the public to come forward with any information on 52-yearold Khalid Masood, the suspect behind the terror attack, who was born as Adrian Russell Ajao in Dartford before converting to Islam. He is said to have used a number of aliases, including Adrian Elms, and was known to UK police and i n t e l l i ge n c e s s e r v i c e s. At least 50 people were injured with 31 requiring hospital treatment as the attack unfolded and those affected included at least 12 nationalities, police said. Rowley said the investigation would focus on his “motivation, preparation and his associates”. He said police would investigate whether Masood “acted totally alone inspired by terrorist propaganda, or if others have encouraged, supported or directed him”. Rowley added: “There
might be people out there who did have concerns about Masood but did not feel comfortable for whatever reason in passing those concerns to us.” He also said there would be a review of Parliamentary security to see if changes were needed. Rowley also said that the Counter Terrorism Command were carr ying out five searches of addresses across the UK, having concluded 16 previously. China has built numerous military facilities on islets in the South China Sea, which Beijing claims almost in its entirety but whose sovereignty has been disputed by five other countries, leading to an escalation of multilateral tensions in the region, Efe news reported. Li noted that China is the leading global exporter and its economy depends on free transit in this maritime area, through which around $5 billion worth of goods pass every year, and which contains rich fishing, gas and oil resources.
He stressed that it is the responsibility of all countries in the region to maintain peace in the South China Sea, which is disputed by Vietnam, Malaysia, Brunei, Taiwan and the Philippines, with the US having also increased its presence. Li said China and the Association of Southeast Asian Nations (ASEAN) are negotiating a code of conduct, an initiative that was praised by Turnbull. The Australian leader also urged “all parties to refrain from taking any actions which would add to tensions, including actions of militarisation of disputed features”.

Mubarak, 88, left the Maadi Military Hospital where he had been detained for the past few years, heading to his home in Heliopolis, his lawyer Farid El-Deeb told local media. Earlier this month, the Appeals Court gave its final verdict and acquitted Mubarak over charges of taking part in killing protesters during the 2011 revolution that toppled him. Mubarak was sentenced to life in prison in 2012 for taking part in killing over 200 protesters during the 18-day revolt which began on January 25, 2011, but a retrial was ordered on appeal. In 2013, the court cleared Mubarak and his seven aides, including his

interior minister Habib elAdli, from the charge, but public prosecutors appealed the sentence. Mubarak will face retrial in the “Ahram’s gift” case as he and some of his aides are accused of accepting gifts from the stateowned Al-Ahram newspaper. Mubarak, who ruled Egypt since the 1952 abolition of the monarchy, became president in 1981 after Anwar Sadat’s assassination. He was initially arrested in April 2011, two months after leaving office and had been at the hospi-
tal since 2013, when he was transferred there on bail from Torah prison. A judge at a trial in May 2015 decreed that Mubarak could be released from detention. However, the government of President Abdul Fattah al-Sisi was reportedly reluctant to free him, fearing public backlash that may accompany such a move. Sisi served as Mubarak’s military intelligence chief and led the military’s overthrow of his democratically elected successor M oha m m ed M orsi i n 2013.

LATE KEVILESO METSIEO
RTD DIVISIONAL SECURITY COMMISSIONER. RAILWAY PROTECTION FORCE
You don't hear too much about Father In Law, but I must say that mine was one of the Best! What made Him so special in my eyes was that he was not only the Father of my Husband but also the doting Son, a loving Husband, a responsible Brother, an admirable Brother in Law and a Generous man to everyone.. and each one of us looked upto Him with Love, Respect and Admiration. From the First time I met him, my Father in Law felt bigger than Life to me. His heart was big and he showed his love in his own subtle ways. He essentially dropped the 'In Law' part and treated me as his own Daughter and accepted me into His Family with so much Love and Respect and encouraged me in anything that I wanted to do. He made me realize the Importance of Family. And I was privileged to have Him as my Father in Law. My Father in Law was a Thinker. He was a man who didn't push himself on anyone. Anyone who knew him have been touched by his selflessness and admired him. I'm sure that, he is still with us, as many of his most wonderful traits are now part of what makes up my whole extended Family. I see the strength that he had, passed on to my husband and His Family. DP-2703
He has left his mark on my heart and the hearts of his Children. His presence, His Humility, His Honesty, His Generosity and His humor will be missed and truly remembered. We will miss him everyday. There is no better way to let you know how much I admired you Dad, not just as my Father in Law but for the person you are. Dad, until we meet again. Farewell. DP-2725
