KO H I M A , M A R 2 3 (NPN): Question and hour session on the second day of the ongoing budget session of the 12th Nagaland Legislative Assembly saw the government on the defensive as the home minister Y. Patton found himself cornered and on the back foot over backdoor appointments in the police department. Interestingly, in an opposition-less assembly, BJP legislator Mmhonlumo KIkon acted like the voice of the opposition when he spearheaded the afternoon session with queries on backdoor appointments in the police department which purportedly has crossed the 2000-mark since 2013 to 2017. Mmhonlumo came prepared with facts and figures as he gripped the attention of the entire house with incisive questions and counter arguments which deeply embarrassed the government. His demands for a comprehensive list of those appointed through backdoor in the department was not met as the minister went on a long winding way to justify the long held practice in the

department was explicit in that no department of directorate can make any appointment(s) even for Grade IV staff without its approval; he claimed that the memorandum excluded the Police department where appointments could be made without government sanction. He went on to state that appointments of ABSI, ASI, UBSI and grade IV was done through PHQ while for constables it was done by the concerned SPs and Commandants. In his written reply, Patton admitted that 2078 posts (UBSI-20, ABSI-21, SI NPTO- 21, MTSI- 2, ASI17, Havildar- 35, THC- 22, Constables- 1901, Clerical39) were filled up directly without any advertisements. He also pointed out that the Police Headquarters had appointed an Assistant Sub-Inspector from the BJP MLA’s constituency. Patton further cited an instance where a police officer prior to his retirement had made 22 fresh appointments for constables. battalions. The minister continued to throw facts and figures as defence though he could not justify “backdoor appointments” in the departments. He cited the situation in the traffic wing which had only 168 personnel in Dimapur and Kohima. Patton said in view of the need, today there were 481 personnel in the traffic wing deployed from other branches. He also clarified that when he took over home and police in 2014 there were already 1600 excess appointments and by 2017 the figure remained the same. He further said as Police department being the biggest department with a strength of 26,000 it was normal to have 450 to 500 personnel going on retirement every year. In this respect, Patton said that in a span of four years the number of constable retiring would be around 1800 to 2000 and this many were to be filled up by the Units and DEFs after following the laid down criteria. He therefore maintained that recruitment of 2100 odd constables over a period of four years including

cept police department’ be corrected, government cannot control the random appointments. Patton further cited appointments for 308 posts for ENPO candidates in ENPO areas in 2015 as a point of argument. He said filing up vacancies only after advertisement would be time taking and cause shortage of manpower and adversely affect the functioning of battalions and DEF. In order to avoid this, Patton said Commandants and SPs filled up vacancies through laid down criteria and after which those recruits were sent for training where a centralised screening committee conducted further tests. He also justified such appointments without open advertisements by pointing out that when Longleng, Peren and Kiphire districts were formed, no new posts were created and the required manpower was met through excess appointments. He also pointed out that though Police department has vehicle strength of 1567 yet there were only 912 drivers sanctioned and to meet with the demand, General Duty (GD) constables in battalions were utilised in

KO H I M A , M A R 2 3 (NPN): Construction of fencing along India-Myanmar border at Pangsha under Noklak sub-division by Myanmar government, which was put to halt in January 2017, dominated the debate on the motion of thanks to the governor’s address on the second day of the ongoing 15th session of the 12th NLA. The members expressed concern that border fencing has the potential to affect free movement, besides traditional social and economic ties that existed between the people on both sides of the border. Taking part in the discussion, Health and Family Welfare (H&FW) minister, P Longon, who hails from Pangsha, said construction of border fencing was a direct violation of Article 371 (A), saying both the government of India and government of Myanmar have failed to consult and take on board the legitimate land owners. He also informed that the 39 Nos. of skeletal iron

Responding to starred question of Mmhonlumo Kikon, MLA, on the status of the medical college at Kohima, the Nagaland health & family welfare (H&FW) minister, P Longon, told the Assembly that the department purchased 40.251 acres of land through the district administration. Raising a supplementary question on reducing the size of the land for medical college from 135-150 acres in the initial stage to 40.251 acres at present, Dr. Neikiesalie (Nicky) Kire, MLA, said this would narrow the future scope of extension. In this regard, the leader of the house and the chief minister, Dr. Shürhozelie Liezietsu explained the reason for reducing the size of the land, saying the government could not accept so many conditions given by land owners. Dr. Nicky reminded the house that the government should do whatever was necessary before the price of the land increased in the future. collect the compensation and if any problem arose in future, the health minister said the district administration was on the job to negotiate and expressed hope that it would resolved soon. On Kikon’s starred question, Longon disclosed that total cost of establishing a medical college under the scheme was Rs. 189 crore on a funding pattern of 90:10 between central and state government. He said that the centre has released Rs. 46, 50, 00,000 till date and the department has already invested Rs. 21 crore for the administration block -- erstwhile district hospital Kohima. H&FW minister further said that the state government has made institutional arrangement for development of the medical college with project governing committee headed by chief minister, project steering committee headed by H&FW minister and project management unit headed by principal director H&FW. In this regard, Longong informed that a memorandum of understanding (MoU) was signed between the centre and the state government on March 20, 2014. He said on July 16, 2014 an NOC was obtained from the higher education for university affiliation. He said another NOC was obtained from West Bengal government to procure and transport cadavers for the medical college.

Further, in reply to supplementary question by Kikon on the issue of pending payment to the NGOs working on PLV HIV & AIDS and representation submitted to the chief minister last year, Longon said the state government was in a position to pay in full as the centre has
released only 80% for them. Also, replying to Kikon’s question on the initiatives taken by the department for mental health issues in the state from the year 2014 to 2017, the H&FW minister said that the department has a mental health institute in Kohima and two mental health programmes established dur-

Parliamentary secretary for housing, Er. Levi Rengma, said he could not comprehend why the fencing was put up and asserted that construction should not be allowed again. He suggested that the house should pass a resolution to take up the matter with the Myanmar government that such artificial boundaries should not come up again. Phowang, MLA, questioned how could a family be divided into two nations by constructing fencing in between. He insisted that state government hold discussion with government of India and government of Myanmar. Phowang also sought support from the Nagas to put an end to the construction permanently.

IMPHAL, Mar 23: The eight-day old N Biren Singh ministry in Manipur was Thursday expanded with the induction of three BJP legislators, taking its strength to 12. V Hangkhanlian (elected from Churachandpur A/C), Th Radheshyam Singh (from Heirok A/C of Thoubal district) and Nemcha Kipgen (from Kangpokpi A/C) were sworn-in at the Raj Bhavan in Imphal Thursday afternoon. Governor Dr Najma Heptulla administered the oath of office and secrecy in the presence of chief minister Nongthonbam Biren Singh. Former chief minister and opposition leader O Ibobi Singh also attended the ceremony. On March 15 last, Biren was sworn in as chief minister of the first BJP led coalition government along with eight cabinet ministers. Now, the new government has its full strength council of ministers. Under the Anti-defection law, a popular government in Manipur can have
only 12 ministers including the chief minister. The BJP led government was installed with the supports extended by NPP, NPF, LJP, AITC, independent and a Congress legislator defected to BJP, Th Shyamkumar Singh. Even as BJP has 21 legislators, five of them including the chief minister are in the council of minister while four ministerial berths went to the four NPP legislators. The party got the post of deputy chief minister too. Even though, NPF has four legislators, the party ended up with one cabinet ministerial berth. The lone LJP and Congress legislator defected to BJP in the run up to government formation were also in the council of ministers. AITC and independent legislator supporting the government missed the ministerial berth. Like the previous Ibobi led Congress government, chief minister N Biren also inducted the only woman legislators on the ruling side as cabinet minister. The induction of a

Former MP Jayanta Rongpi said until their demands are fulfilled, they will continue the agitation “as this is our constitutional right”.

Shillong, Mar 23: A senior Meghalaya official on Thursday was reprimanded before the 60-member House assembly for breaching the privilege of an Independent legislator, John Leslee K. Sangma. “I openly and sincerely apologise to the Independent member, members of the Privilege Committee and members of the House,” Zenithsky J. Sangma, who stood at the Bar of the House, said. Before Zenithksy was produced at the Bar of the House, opposition National People’s Party legislator, James K. Sangma, who staged a walkout of the House, said, “On a matter of principle I do not agree with the method of reprimanding the officer and I do not wish to be part of this proceeding and I would like to withdraw myself from the proceeding.” However, Speaker Abu Taher Mondal disallowed the NPP legislator to discuss the matter saying, “It is too late now since the House has already adopted
the report and summoned him.” The assembly on Monday had adopted a report of the Privilege Committee tabled by Independent legislator, Saleng A. Sangma, who is also the Chairman of the Committee. In its report, the Committee unanimously recommended summoning and reprimanding Zenithsky to the House and to tender his apology in the house, failing which strong disciplinary action may be taken including termination of his service. After the Meghalaya official tendered his apology, Speaker Abu Taher Mondal sought the opinion of the House whether the case should be drop or proceed with the matter against Zenithsky. Before withdrawing the case, the Speaker asked Zenithsky to bow his head to the Speaker’s chair and to the two sides of the House. Zenithsky was the third person who appeared at the Bar of the House after Prosperly Chandra Chyne and Prof. Kapila Chatterjee in Meghalaya assembly.

EVMs don’t change fortunes, voters do, says Ravi Shankar
New Delhi, March 23 (IANS): Dismissing allegations of misuse of Electronic Voting Machines (EVMs), levelled by some opposition leaders after the elections in five states, Union Law and Justice Minister Ravi Shankar Prasad on Thursday said EVMs don’t make or break fortunes, but voters do. “EVMs don’t make or break fortune. Voters do,” Prasad said, while replying to a debate in the Rajya Sabha over electoral reforms that began on Wednesday. “When BJP lost elections in Bihar, and Delhi, the EVMs were fine. But now that we have won in Uttar Pradesh, the EVMs are faulty. What kind of standard is this?” Prasad asked the opposition leaders. “If we were powerful enough to effect changes in EVMs, we could have done this in Bihar, and certainly in Delhi, to win assembly elections,” he added. The Minister, from the Bharatiya Janata Party (BJP), said all parties must learn to respect the public mandate. Prasad said that EVMs have passed many a scrutiny since their introduction in the year 2000. “An EVM has several advantages over paper ballots. There are no invalid votes in an EVM. Between 1962 and 1999 elections, the
AIADMK factions get ‘Electric Pole’, ‘Cap’ CHE N NAI , M AR 2 3 (IANS): The Election Commission on Thursday allotted the symbol “Electric Pole” to the AIADMK faction led by former Tamil Nadu Chief Minister O. Panneerselvam and the “Cap” to the ruling AIADMK group. “We have been given `Electric Pole’ to fight the byelection from Radhakrishnan Nagar constituency. And our group will be called the ‘AIADMK Puratchi Thalaivi Amma’,” former MP K.C. Palaniswamy told IANS. On the other hand, the AIADMK faction led by the now jailed General Secretary V.K. Sasikala has been given the “cap” symbol and would be known as “AIADMK Amma”. The ruling AIADMK split into two factions after the death of Chief Minister and party icon J. Jayalalithaa. The Central Bureau of Investigation (CBI) has sought the restoration of the charge against senior Bharatiya Janata Party (BJP) leaders L.K. Advani, Murli Manohar Joshi, Union Minister Uma Bharti, Rajasthan Governor Kalyan Singh and others. The investigating agency has challenged the May 2010 Allahabad High Court decision absolving Advani and others of the charge of criminal conspiracy that led to the razing of the 16th century mosque in Ayodhya of Uttar Pradesh on December 6, 1992.
Ravi Shankar Prasad number of invalid votes in many cases used to be higher than the margin of victory,” Prasad said. He said the use of EVMs has made booth capturing near impossible as not more than five votes can be cast in a minute in an EVM. Clearing doubts over manufacturing of EVMs, Prasad said that EVMs are manufactured exclusively by two state-owned firms in India -- Bharat Electronics Ltd and Electronics Corporation of India Ltd -- for security reasons. He said the logic given by some members that voting machines are not used by several advanced countries does not hold water as the so-called advanced countries may not always be right in every respect. “Why didn’t you ask as to why we are using Aadhar, which was initiated by the
UPA government, though it is not being used by many countries including England and Japan? When would we stop seeing ourselves as inferior to them?” he said. On the issue of procuring voter verifiable paper audit trail (VVPAT) machines, Prasad said they would be brought in a phased manner. “The issues of logistics, storage, safety and security of VVPAT machines need to be sorted out first. And these machines can only be manufactured by state-owned companies not outsiders. Funding it is just one part of the entire issue,” he said. However, the Minister did not clarify as to why the government has not released Rs 3,100 crore in the last three years as demanded by the Election Commission for purchasing VVPAT machines. On the issue of paid news, the Minister said this is one issue that needs to be looked into. He said the government is currently not considering to introduce proportional representation as this “may not reflect true mandate of the states or the country”. On state funding of political parties, Prasad said the idea was not feasible in the current scenario.

national Yogi as CM a step towards Hindu Rashtra: CPI-M
No need to worry about H1B visa issue for now: Sushma Swaraj
Youths, security forces clash in Srinagar
NEW DELHI, MAR 23 (IANS): Prime Minister Narendra Modi and the RSS have taken “the most audacious step” to usher in a Hindu Rashtra by making Adityanath Yogi the Uttar Pradesh Chief Minister, the CPI-M has said. “They have put in place, as Chief Minister of the biggest state of India, a person who has openly challenged the very precepts of the Constitution,” said an editorial in the CPI-M journal “People’s Democracy”. The Communist Party of India-Marxist said his selection “is a clear signal that the BJP-RSS combine wishes to pursue the line of Hindu consolidation as the basis of its future political strategy”. The editorial said that since becoming a member of the Lok Sabha from Gorakhpur in 1998, Adityanath became notorious for his record of Muslim bashing and direct incitement of communal violence. It said his Hindu Yuva Vahini “was nothing but an armed vigilante group” and “in his political campaign and in his election speeches henceforth, he has had only one aim - Muslim bashing”. “The specialty of the Yuva Vahini under Adityanath’s leadership was to intervene and convert any minor dispute or common place quarrel into a communal riot.
NEW DELHI, MAR 23 (IANS): External Affairs Minister Sushma Swaraj on Thursday said there was no reason to worry about the curbs on H1B visas or the job security of Indian IT professionals working in the US for the time being as the Indian government is in talks with the US regarding this. “Currently there are four bills in the US Congress about curbs on H1B visas. We are engaged (in a dialogue) with the US at very high level regarding this... We are making all efforts (through diplomatic channels) to ensure these bills are not passed,” Sushma said in the Rajya Sabha. “So there is no reason to worry about it as of now,” she added. The Minister pointed out that even before Donald Trump became
even before Donald Trump government,” she said. The Minister also informed the house that the visa facility extended to the spouse of the Indian professionals has not been withdrawn by the US so far. On illegal migrants, Sushma said that the US authorities have given a list of 271 persons who they have identified for deportation. “We have asked for more details about these 271 persons. Once we check their antecedents and find they are actually Indian citizens, we’ll provide them travel documents back to India so that they are not put behind bars by US authorities,” she said. She said India will once again raise the issue of totalisation once “the jobs of Indian IT professionals are ensured to be secure”.
SRINAGAR, MAR 23 (IANS): Stone pelting youths clashed with security forces on Thursday in this summer capital of Jammu and Kashmir against what they called “nocturnal raids” in Soura area of Srinagar. The youths flung stones in Anchar area, police said. “Security forces handled the mob with restraint using tear smoke,” a police officer said in Srinagar. Locals said the protests were carried out against night time raids by the security forces. The area had witnessed violent clashes last year in which a senior police officer had sustained serious injuries. Locals had last year also alleged that youths were unable to sleep in their homes fearing arrest by the security forces on the lookout for suspected militants and their supporters.
Sushma Swaraj President, there had been a “flip-flop” in the H1B visa policy by the US. “In 1990 when H1B visas were first introduced, the cap was 65,000. In 2000 it was raised to 1,95,000 for three years. In 2004 the number of these visas was again reversed to 65,000 by the US. So there has been a flip-flop on this policy
Kiran Bedi stresses on e-learning in police training
NEW DELHI, MAR 23 (IANS): Puducherry Lt. Governor Kiran Bedi on Thursday stressed the need to adopt e-learning techniques for training police officers to “cut cost, time and distance”. “E-learning cuts the cost, time and distance. It is an integral part of digital India initiative of the central government. The trainer should put in complete
effort to teach the trainees, because the outcome of the training depends on the way the trainer is,” Bedi said while addressing the 35th National Symposium of Heads of Police Training Institutions. The two-day event is being organised by the Bureau of Police Research and Development (BPR&D) of the Ministry of Home Affairs.
The former IPS officer also said that the BPR&D and Sardar Vallabhbhai Patel National Police Academy should meet regularly to share the best practices in training as both the institutions are the hubs of training for the police officers. “These hubs should also be the source of content or material for e-learning,” she said. Bedi also mooted col-
laboration between IITs, IIMs and other management institutions for collaborative research on training and good training practices. Expressing her agreement with Bedi, Director General BPR&D M.C. Borwankar said e-learning can also act as one of the important tools to bridge the basic training gap of police officials.
Left blasts Modi government for easing political funding
NEW DELHI, MAR 23 (IANS): Left parties on Thursday condemned the Centre’s proposal to relax conditions for contributions made by corporate entities to political parties. The parties accused the Modi government of creating “new avenues for large-scale money laundering” while claiming to be fighting corruption. “The Modi government has indulged in the height of duplicity to hoodwink the people of this country with its loud pronouncements to cleanse corruption, particularly in the electoral pro-
cess,” the Communist Party of India-Marxist said. It said this was clear from the amendment slipped into the provisions of the Finance Bill, 2017, where the “limit of 7.5 per cent of net profit of the last three financial years” and “the requirements of a company to disclose the name of the political parties to which a contribution has been made” has been deleted. The Companies Act as amended now allows corporates to pay political parties an unlimited amount through the Election Bonds Scheme without disclos-

ing the beneficiary’s name, CPI-M pointed out. “This government has not only widened the process of corporate funding to political parties but has also created new avenues for large-scale money laundering,” it stressed. CPI said the Centre’s ruling BJP would be the biggest beneficiary of the relaxations and demanded a rollback of the amendment. “No doubt, BJP will be the biggest beneficiary of the amendment. Even foreign
companies can donate huge funds to parties and this will act as a severe threat to our national security,” CPI said. “The Modi government and the RSS always speak of transparency in dealings, and posed as the champions of fighting against black money. But the cat is now out of the bag. Now that the Upper House does not have powers to reject the Money Bill, it becomes law automatically,” it said.

here is a growing sub-culture in Dimapur town/city which has complicated the problem of promoting progressive economic growth to the commercial capital of the state which has fallen on bad times since the beginning of the 90s. This sub-culture has been nurtured and then rooted in an environment of almost utter lawlessness for decades and succeeded in birthing Frankensteins. There appears to be no thought about the predicament nor how the steep decline was reached and least of all, any inclination to get back on track. It is not an unknown phenomenon and quite prevalent in drug and crime infested cities. Criminologists consider prevention in two senses. The first involves the ability of criminal law enforcement to make citizens law-abiding by deterring potential offenders and preventing further lawbreaking by apprehending criminals. The second refers to the efforts to correct fundamental social conditions and personal maladjustments which are assumed to be the “seed bed” of crime. Other factors that also play a role in promoting this sub-culture include economic disparity or inequalities in resources, opportunities, power and access to social status that has created a sense of frustration and alienation; there could be any other number of reasons. In the case with Dimapur in particular and Nagaland in general, the writ of the legally constituted government has long ceased to be effective and instead a world of parallel authorities thriving on the fear of unarmed and unorganised people have practically taken over their respective domain worlds. A social milieu resplendent with those who dare dream but who don’t dare lift a finger; the world of dons running almost every commercial venture through a criminal syndicate and the anti-social syndrome that has gotten worse due to absence of law enforcement are notable ingredients of the sub-culture. Almost over a decade, police arrested dozens of teenage children, supposed to be hostellers, roaming the streets and ending up in various dubious activities and places. Except for the usual self-gratifying but hypocritical condemnations, no effort was made by the respectable members of society to seriously look into this growing phenomenon. It will not be totally right to blame juvenile delinquency on poverty alone as it would be like suggesting that all poor people are potential offenders. This is not of course to say that it follows that a person who wallows in wealth cannot be a criminal. Newspaper reports indicate that as per the FIRs, most of the offenders were involved in extortion or kidnapping and with most being in their late teens or early twenties. This issue of young offenders taking advantage of the ‘gun culture’ to commit offences either to finance their habits or to meet their economic needs or used/hired, raises a serious question on the ability of society and the law in dealing with this phenomenon of breakdown of social values and also of enforcement of the rule of law. Various tribal organisations, need to serious ponder over this issue and contemplate effective response to crimes committed by their fellow members. There are increasing numbers of Frankensteins living in a widening sub-culture, who are posing very serious threats on civilisation and society is indeed running out of time.
DailyDevotion Am I Carnally Minded? Where there are envy, strife, and divisions among you, are you not carnal…? —1 Corinthians 3:3 The natural man, or unbeliever, knows nothing about carnality. The desires of the flesh warring against the Spirit, and the Spirit warring against the flesh, which began at rebirth, are what produce carnality and the awareness of it. But Paul said, “Walk in the Spirit, and you shall not fulfill the lust of the flesh” (Galatians 5:16). In other words, carnality will disappear. Are you quarrelsome and easily upset over small things? Do you think that no one who is a Christian is ever like that? Paul said they are, and he connected these attitudes with carnality. Is there a truth in the Bible that instantly awakens a spirit of malice or resentment in you? If so, that is proof that you are still carnal. If the process of sanctification is continuing in your life, there will be no trace of that kind of spirit remaining. If the Spirit of God detects anything in you that is wrong, He doesn’t ask you to make it right; He only asks you to accept the light of truth, and then He will make it right. A child of the light will confess sin instantly and stand completely open before God. But a child of the darkness will say, “Oh, I can explain that.” When the light shines and the Spirit brings conviction of sin, be a child of the light. Confess your wrongdoing, and God will deal with it. If, however, you try to vindicate yourself, you prove yourself to be a child of the darkness. What is the proof that carnality has gone? Never deceive yourself; when carnality is gone you will know it— it is the most real thing you can imagine. And God will see to it that you have a number of opportunities to prove to yourself the miracle of His grace. The proof is in a very practical test. You will find yourself saying, “If this had happened before, I would have had the spirit of resentment!” And you will never cease to be the most amazed person on earth at what God has done for you on the inside.

The rage of tribalism
e are all born into one tribe or other. Our affiliation towards the tribe is very much in us. A child born into the tribe is raised and nourished with all the mannerism of his tribe. He is influenced by the way the tribe thinks, behaves and acts. His actions and mannerism of life reflect the tribe in general. To make the tribe alive or death lies in the hands of every tribal man and woman. Nagas are tribal people. The hills, mountains and rivers that surround them give a sense of high security. Moreover, every tribe is well secured politically and socially. Such tribal security has also made the Nagas more individualistic although by nature they are not. The term, ‘nijor manu’ or ‘nijor mati’ is a slip of tongue for many Nagas. Go to any office and you will see the reality of tribalism highly activated. The office doors may be rotten, the windows may not have glass, the floor and dustbins may be filed with red spittle, yet the moment you speak the dialect of the one sitting in the chair, nothing will disturb you anymore. No smell and no dirt will hinder you. You feel comfortable because he is your ‘nijor manu.’ Even the works are done at the fastest rate in a very cordial manner. If your tongue speaks different dialect/s you become like a fused bulb with blinking eyes not knowing how to speak and what to do. Your one minute work becomes one hour. Time can expand and contract depends on which tribe you belong to. Tribalism has become a negative marking instead of adding some taste and ingredients. Methanilie has rightly sang the song to mark out the standing position of each tribe/place. “Kohima the thakia khan nishi lage phutani, Wokha pora aha khan chalak chalak ahi she, Mokokchung thakia khan style kuri ahi she, Zunheboto pora aha khan jakara.” We are branded with such way of life because of our tribal behavior. The good behaviour of one or two in the society brings laurels to the tribe, whereas the bad record of just one person is enough to bring condemnation to the whole tribe. People in Kohima need not necessarily be drunkards with proud attitude. All men and women hailing from Wokha region
T
he rest of the world is steadily moving ahead. We the selfproclaimed ‘brave and honourable Nagas’ also seem to be making serious attempt to go forward on a back gear... perhaps trying to first reclaim the lost honour of the past through corruptive means? The common masses are suffering serious disadvantage because a lot of power has been concentrated in the hands of conscienceless, rudderless few with so little leadership to show. While not discounting the fact that Government is manned by imperfect mortals of all hues, the ‘Politicians’ and ‘Bureaucrats’ have begun to show vulgar talents of recklessly crossing all legal boundaries with vengeance in the absence of transparency and accountability. Nagaland has gone through a bad patch lately because of the consistency of poor choices being made by the reigning DAN Government in its administration of justice. At this point the State Government is sitting on serious backlog of unresolved issues that ought not to have happened such as: the “Backdoor appointments”; the “Fuel adulteration” scam; the “PDS” scam; the High Power Committee’s report on ‘unabated taxation’ by NNPGs and by the State Government; the CAG report on financial misappropriation in almost all the major Departments of the Government; the non-payment of teachers’ salary...the list of corrupted incompetence is steadily growing by the day. Government ought to have sensitively perceived by now that the recent ULB fiasco was an eruption of a pent up public resentment against its inept mishandling of corruption related issues piled up over the years with ULB election serving as the short fuse that got ignited. The Government has displayed sheer unwillingness
may not be cunning. The flocks of people in Mokokchung may not be too stylish and those from Zunheboto may not be always quarrelsome. Human behavior is same everywhere. It depends on how we bridle our behavior within and outside one’s own tribe. A small misunderstanding between two persons belonging to two different tribes will bring down fire and storm from heaven. The bystanders who first watch the game begin to take active part supporting his ‘nijor manu’ although the fault lies with his fellow brother. By this the enmity between people of different tribes are enlarged and enraged with anger and hatred for each other. Such hidden anger and hatred are vulnerable because they can burst out any time and moment. The major causes of tribal conflicts are boundaries of land and rivers. Together with these come all the other small evils that never depart from us. We all have heard or even saw such conflicts. The consequence of such tribal conflicts take its course in the wrong place. No one dares to go the disputed land or river for real settlement because it is a sensitive zone. Therefore, the only alternatives is to ransack and break houses and pull them down, burn vehicles, chase the people out of the jurisdiction and if possible kill one or two. Unless some drops of blood are spilled, the gods may not be appeased. I believe that for most Naga tribe, any person who enters your house and disgrace your family can be done away. We hardly search for the real solution, we only end up in alternative and temporary solution. This is the usage of wrong means to achieve the end, but the means and the end are completely opposite. They will never meet each other. And people taking such course of action worsen the situation. How many elders and leaders have stimulate the young people to take up such act of violence in our society? Those people need to cover their heads in shame. They do not want the same to be done to their families, but have the courage to do it for other. You eat the flesh and throw the bones at other people because they do not belong to your tribe. This is an absurd way
to do anything substantial to right the wrongs by reviving accountability with firm judicious action against defaulters. The perception of the people has been reinforced that this is a corrupt Government systematically out to protect the interest of the corrupt by keeping all the rot that has been dug up, in the cold storage. Not to talk of cleaning up the garbage in the kitchen they are blatantly piling up some more. For instance the Guwahati High Court (Nagaland Bench) has passed a judgement directing the Government to put a stop to the malpractice of “Backdoor appointments”. The Govt. instead acknowledges this legal verdict by rampantly appointing over 1000 recruits in the Nagaland Police during 201617 without proper advertisement for recruitment. It is an Almighty pity that Nagaland print media has no stomach for investigative journalism otherwise all one has to do is check the total number of recruits undergoing training in the Nagaland Police Training Centre at Chumukedima at present. How can 1000 new recruits be undergoing training without the recruitment notice being transparently notified in the public domain? The Force is now overburdened with approximately 3000 cadre men in excess of the designated strength...who will definitely have a serious negative impact on the Government treasury under salary component and further compound the already existing unpaid salary problem of legitimate teachers and other regular Govt. servants. Apprehension is unfortunately mounting in the backdrop of the letter of recommendation sent by Dr. Shurhozelie Liezietsu (DSL), as President of NPF Party to TRZ’s Cabinet, to urgently regularise all the ad-hoc/backdoor appointees who have completed the
of filling your stomach. The young people may act with feelings and emotions, but the elders and leaders must be led by wise and mature decision. I have seen such wild behaviour of tribal conflicts in two districts of Nagaland. The sound of the guns, the glittering machetes, the black smoke of the burning vehicles, the torching of homes, the flames of fire rushing up towards the sky, young and old hiding in fear, women with their nursing children in arms lest their children be snatched away by the enemies. Such history will be remembered for generations to come and peaceful co-existence become too impossible. I am sure God is disturbed by such noise and cries of agony and pain of the innocence. We have awakened the justice and anger of God upon ourselves. The gates of heaven will store such events for Nagas. Luckily, that the dead do not come back to you to narrate their story because they only wait for you to experience the same along with them. We take pleasure in inflicting pain on other not knowing that by this we are digging our own grave inside our own homes. Can you stop visiting each other districts or land because of tribal conflicts? No, you cannot. You may never cross your land, but your children may reap your own barren land empty handed. Are your fellow tribal not in other districts of Nagaland? You may beat up the other person black and blue but your own brothers and sisters are also living beyond your land and rivers. They breathe the fresh air of others land joyfully. Therefore, do not send black smoke to them neither pollute the water of life with your own selfish actions. Be proud of your tribe because it has nourished you till date but such pride should be more constructive and beneficial for all the other tribes of Nagaland. If such attitude is nurtured by everyone, then we can live in mutual understanding with the other fellow Nagas. Failure of this may result in shattering Nagas into pieces of unwanted scrap. Your fellow tribal, G. L. Khing, Kohima, (tisislawkhing@gmail.com)

World TB Day on March 24
he Nagaland Users’ Network and ARK foundation, in observance of the world TB day 2017, has called for the need for an aggressive program to combat the aged old disease. India, considered as the highest TB burden country in the world and also with the highest number of Multi drug resistant TB cases, it is essential that the theme “unite to end TB” also emphasized on access to better and friendlier diagnosis and treatment drugs such as Bedaquiline and Delamanid to combat the resistant strain of the Mycobacterium Tuberculosis. In the context of these two drugs, as a result of the Delhi high court‘s judgment to provide the drug to a girl from Patna, since she was rejected the treatment with this drug due to domicile issue. The India RNTCP program was providing 600 doses only to 6 cities in 5 states, posing a low threshold to treat the numerous DRTB cases in India, also based on conditional access. As for delamanid, though the Civil Society in India along with affected community Networks has pushed for making the drug available in the country and Otsuka (the manufacturing company) is also awaiting the response for the government. The two local NGOs (NUN and ARK) have therefore called upon the states RNTCP division to propose the need for these drugs to the central TB division in Delhi. Renbonthung Tungoe stated “unless the program is designed to effectively prevent and treat people infected with TB, we will be fighting a losing battle”. Nagaland being a state, where TB is not considered as a serious health threat by many due to poor awareness and lack of poor infrastructure for diagnosing and treating the already infected people and ever since then, the Nagaland state’s Revised national tuberculosis program has been rolled out in Nagaland in 2001 and has been providing services relating to TB. The program becomes more challenging more so, with a reported cases of 19606 (since 1999) HIV / AIDS with and TB being the commonest opportunistic infection, the two epidemics are closely related, it is of utmost important that the joint initiative be more efficient. NUN and ARK have also lauded the national TB Program for allocating another 5 Gene Xpert machines

minimum term because it will otherwise attract adverse votes during the coming election. Now that DSL is the Chief Minister, the question that naturally crops up is: will he act on his own recommendation? The cycle of contempt for Law will be complete the day he acts on his own questionable recommendation. Since taking the Government to Court as a normal civilised course of action for judicial redress is proving futile the Government will have to contend with the consequence of public wrath being re-enacted in the open street in the days to come...unless this blatant disrespect for law is halted and a semblance of justice is re-established without having to resort to water cannon, tear gas and lathi-charge. The current contentious pot boiler related to 33% women reservation is a subject that has thrown up a plethora of complexities in the realms of Indian Constitution, Article 371A and the Naga Customary Laws and Tradition that calls for a very meticulous charting of course with maturity. Just so that we are all in the same page let us self-examine our past inconsistencies where ignorance has played a major role in our inability to protect our own, without ascribing blame to any individual or groups. As per Clauses 2 of the 16 Points Agreement, Nagaland was placed under Foreign Affairs Ministry to be funded under Consolidated Fund in accordance to Clause 11. Government of India unilaterally shifted the existing status to the Home Ministry during 1972 along with the change in the funding norm. Nagas failed to see the technical significance of this change in status and accepted it without a whimper. Article 371A empowers the Nagas to a semi-independent status where Acts of Parliament would require ratifica-
tion of the State Assembly to ensure that such laws passed by the Indian Parliament does not infringe upon the Religious or Social practices; Customary Laws and Practices; Civil or Criminal Justice that conflict with our Customary Law; Ownership and transfer of land and its resources. We were given a ‘dao’ for self-preservation. We have thus far used this ‘dao’ to chop our own limbs Instead. Being a “money matter”, the Government of Nagaland for the very first time haphazardly asserted its existence by legislating the stand of the State on the issue of ‘Land and its resources’ in relation to oil exploration. Even thought the legal status of ‘land and its resources’ belonging to the Nagas as stipulated under Article 371A is unambiguous, GoI is contesting this claim that article 371 A does not cover what lies under the ground. Laws passed in Indian Parliament have never been vetted by the State Assembly. All Acts of Parliament have been accepted by rote and implemented without question even if it may conflict with our social, religious, customary laws and practices. In the sphere of Customary Laws and Practices no systematic exercise have been structured as envisioned under Clause 8 and 9 of the 16Points Agreement. We have Village Councils. We used to have the Area Council without proper defined authority vested in it; The Tribal Court can loosely be described as the DB’s Court perhaps. Most of all under clause 9 (b)(2) The Naga Tribunal for whole of Nagaland in respect of cases decided according to Customary Law has never been set up. Today we have no statutory body to evaluate the essence of our customary law/practices that has become obsolete or irrelevant. In short, instead of creating a vibrant infrastructure to
to the state, on top of already having one machine at NHAK (DTC). With regard to this, NUN and ARK have urged the Tuensang and Zunheboto Health department to immediately install the machine so as to enable services to the people suffering from TB. It also expressed resentment about the absence of the Tuensang DTO from office since last August 2016. In this regard, NUN and ARK have called the Deputy Commissioner and CMO of Tuensang to take immediate action on the erring officer. It also further urged the states RNTCP to enable optimum usage of the machine already installed at Kohima, Dimapur, Mokokchung, Mon and also has informed the public to avail this free facilities. With the launching of Isoniazid preventive therapy and daily DOTS program, in the month of December 2016, NUN and ARK foundation has urged the RNTCP to mobilize the PLHIV community in availing the services, since according to information made available to NUN, the enrolment to these two services are considerably low, inspite of having registered 2881 cases of TB patients amongst PLHIV in 2014. “making services available alone is not sufficient’, stated Ketho Angami and challenged the state RNTCP to ensure that those in need of the service should be reached out, counseled and linked to the program” NUN has lauded the HIV/ TB division for inducting NUN in the STWG and expressed optimism that the partnership between public and NGOs will strengthen the program. It may be mentioned that, World TB day falls on the 24th of March every year. Tuberculosis is one of the oldest diseases in the world that could have been terminated but continues to kill people every year. India having the highest TB burden countries in the world is home to around 2.2 million people infected with TB as estimated by World Health Organisation (WHO) in 2015. TB is a disease caused by bacteria called the myco bacterium tuberculosis and is spread through air. Though minimal, it is also alarming that death cases of XDRTB also have been reported in Nagaland but treatment for this strain of TB infection is not available in the state. Ketho Angami
strengthen our Customary Law and Practices we ourselves have virtually paid no attention to this critical need to confirm what Article 371 A empowers. It is as plain as ‘God created little apples’ that our womenfolk were never really equal to men in our traditional past by the circumstance of them being the weaker sex, during the headhunting era. Today womenfolk are unquestionably relevant to be an equal partner under the new dispensation of subjects like ‘development and progress’ which has nothing to do with physical prowess but everything to do with brains. This therefore significantly makes our customary practices of the past ‘out of tune’ with the present. Here lies the legal tangle. Instead of rectifying the redundant customary practices that needs amendment by ourselves through our own Naga Tribunal (that we do not have) as envisaged in the 16 Points Agreement, we have forced our womenfolk to seek justice in the Supreme Court (SC) to interpret our customary laws that SC knows nothing about. In so doing we are also abdicating our authority to allow our own customary law to
be interpreted by the outside world and dilute the factor of empowerment handed to us through Article 371A. The Government ought to be able to see the aberration in our customary law management system and begin an earnest exercise to augment the shortfall before empowerment under Article 371 A is totally defiled. Codification of our Customary Law is also an unavoidable necessity for registering a distinct Naga management identity... towards which no concrete effort has been made even after 54 years of Statehood. The moment is here for our leaders to spend a fraction of their money mongering time to establish viable infrastructure like the Naga Tribunal that would go a long way to reinforce and strengthen our Customary Laws and Practices thereby enhance our the Naga identity as envisaged under Article 371A rather than diminishing it. It is about time for the Government to start paying attention to the unresolved issues. Khekiye K. Sema IAS (Retd.); Upper Forest Colony; Kohima; (kksema@gmail.com)

Kiremwati honoured as ‘architect of education’
(From p-1) He said the unfortunate events did not just erupt overnight. It was years of frustration that had piled up. He also opined that “it must have been due to the opposition-less, partyless government we have created, partially due to the unprecedented unemployment problem in the state, strong anti-incumbency factor or perhaps due to the complacency of the leaders and the lack of government’s seriousness and not feeling the pulse of the people.” MLA for panel to talk with NSCN (K): After meeting with top leaders of NSCN (K) in Myanmar in 2016, Pohwang Konyak, MLA, has suggested that the state government should constitute a committee to talk with the NSCN (K). He cau-
tioned that situation could turn worse if no initiative was taken. Taking part in the debate on the motion of thanks to governor’s address, Pohwang said much has been talked about the Naga political issue, but nothing was heard about the progress of the ongoing talks between government of India and NSCN (I-M). Recalling the first consultative meeting on Naga political issue held in Nuiland, the MLA said his statement of “unity first and Solution second” had annoyed the Nagas. However, he said today instead of the solution, there was more spilt among the factional groups. Pohwang recalled that on July 14, 2016 he along with Konyak Union (KU) had gone to Burma (Myanmar) and met the
top leaders of the NSCN (K) with two agendas -- to resume the ceasefire and to participate in the solution. The MLA asserted that there was a need to form a committee to talk with the NSCN (K) otherwise Nagas would suffer more. School education minister, Yitachu, said all factions have to be engaged with truths and facts. He said the solution should be for Nagas of Assam, Manipur, Arunachal Pradesh and should not be a piece meal. Rural development minister, C L John, suggested inviting all the factions to discuss the issue, saying that just by appealing NSCN (K) to resume ceasefire agreement would not help. He added that a solution by one group was not a solution.

A novel way of collecting household wastes and garbage in a very hygienic and orderly way by the Duncan Basti residents of Dimapur. The waste collectors come and collect it on a daily basis from the elevated shelves. The elevated shelves also keep the garbage intact from being scattered by stray animals. This method should also be emulated by other residents who don’t have a proper garbage dump in their localities. (C/J Jonah Achumi)

In this regard, ZPO (N) asked NPCC to point out any doubts or lapses and set up inquiry commission to examine whether the project was implemented or not. ZPO (N) also alleged that some people, who had dethroned T.R. Zeliang from the chair were hurling unwanted allegation as they felt insecure of his “vision, ability and statesmanship”. T hey said that Zeliang was not given a single free day to execute the state of affairs smoothly, when he was the chief minister. Further, ZPO (N) urged upon all social and political organization “to be within their limitation in labelling allegation against someone”.

He said in a democracy it was not only the government but also individuals/groups that play a role in nation building. Though TB is a completely curable disease, at very low-cost through Directly Observed Treatment Short Course (DOTS) treatment administered by the government, Acharya however said treatments and diagnostic tests should be made accessible to every person affected by TB. He lamented that India has a huge burden of the TB cases (2.2milion develop each year with estimated death of 220000 people), and called upon all to take measures to prevent spread of TB. He also pointed out that five percent of TB patients in North East die annually on an average. “These data clearly indicate that we need to take more steps to eradicate this killing ailment from the world,” Acharya added.

Currency notes of Rs 500 and Rs 1000” on January 18, is ascertaining the availability of the RBI and finance ministry officials on April 20. This possibly may be the last oral evidence meeting of the committee before it finalises its report, sources said, adding that another meeting may have to be called if Patel does not appear on April 20. The panel wants to know from the RBI Governor as well as the finance ministry officials the number of junked currency that was deposited in bank accounts post November 8, 2016 decision to demonetise higher denomination notes. Also, it wants a brief on the process of remonetisation and by when is the entire progress of replacing
excess appointments were curbed and backdoor appointment abolished. He also went on to point out that since Longleng, Peren and Kiphire districts were created without any new posts creation, excess appointments were made, as necessity, to cater to need. Further, NPF legislator TokhehoYepthomi in a supplementary question to the Home minister sought to know the position of the excess appointments. Patton responded saying the excess appointments were already made before he took over and it persisted till date. He gave an assurance that the department would look into the matter. In the debate on the Motion of thanks to the Governors’ address, BJP MLA Mmhonlumo Kikon raised the issue of having a transparent recruitment policy for government jobs. He said the Personnel Information Management System (PIMS) initiated by all the departments should be launched and made public. “This would enable the public to see the vacancy in every department as the list will accrue every year and potential job seekers can immediately find out the vacancies and backdoor appointments will be avoided,” he said.

New Delhi, Mar 23 (Agencies): A Parliamentary panel has decided to summon Reserve Bank Governor Urjit Patel again to explain how much of the junked currency has been deposited in banks post note ban and the progress made in remonetisation. The meeting of the Standing Committees on Finance, headed by former cabinet minister M Veerappa Moily, has been tentatively scheduled for April 20, sources privy to the development said. Besides Patel, Economic Affairs Secretary Sashikanta Das and Financial Services Secretary Anjuly Chib Duggal are also being asked to appear before the Committee. The panel, which had last met on the issue of “Demonetisation of Indian
(From p-1) appointment of 270 odd constables for Eastern Nagaland as a special measure in 2015 was “perfectly normal” for the Department. Patton also denied the question of making excess appointments in the last three to four years stating that as explained, owing to various reasons the Police Department over the past many years had been forced to appoint excess personnel over and above the sanctioned strength to ensure smooth functioning. Kikon maintained that appointments without advertisements to provide fair opportunities to capable youths were tantamount to violation of fundamental rights. As the Patton was cornered, chief minister, Dr. Shürhozelie Liezietsu tried to defend the beleaguered minister by stating that from time to time the Police department needed to recruit more manpower to address the growing law and order situation in the state. However, Kikon demanded setting up of a judicial inquiry under a sitting judge to decide whether such appointments made so far qualified as backdoor appointments. He maintained that there was a gulf of difference between excess appointments and backdoor appointments. He also warned to file a writ petition in the court to ensure that

the junked notes, which constituted 86 per cent of the total currency in circulation, will be replaced. At the last meeting, Patel had not disclosed the number of banned notes that had been deposited in banks and had only stated that 9.2 lakh crore of new currency notes had been introduced. A total of Rs 15.44 lakh crore, representing about 86 per cent of all currency, was declared void on November 8 last year. Sources said MPs may also like to question RBI and finance ministry officials on the rules being changed virtually on a daily basis on deposit of the junked currency. At the last meeting, former Prime Minister Manmohan Singh had saved Patel from some tough questioning by his fellow party MPs. He asked the embattled RBI Governor not to respond to a query by Digvijaya Singh on why banking restrictions were not being lifted as this would result in a run on banks. The 31-member Standing Committee on Finance also comprises of Nishikant Dubey and Kirit Somaiya of BJP, Naresh Agarwal of SP, Dinesh Trivedi of TMC and Satish Chandra Misra of BSP.

G E N E VA , M A R 2 3 (AGENCIES): The top deputy for the U.N. Syria envoy is shuttling between Geneva hotels to meet with envoys from the government delegation and opposition groups ahead of the formal start of a fifth round of U.N.-mediated peace talks. The United Nations Special Envoy for Syria, Staffan de Mistura, issued a statement on Thursday noting that all parties have arrived for the intra-Syria talks in Geneva. His deputy, Ramzy Ramzy, kicked off the day meeting with the delegation of the Syrian government. He is also expected to meet with opposition delegates for informal consultations. De Mistura will formally start the talks Friday after returning from discussions with regional and international stakeholders in the Syrian conflict.

The assailant sped across Westminster Bridge in a car, ploughing into pedestrians along the way, then ran through the gates of the nearby parliament building and fatally stabbed an unarmed policeman before being shot dead. “What I can confirm is that the man was Britishborn and that some years ago he was once investigated by MI5 in relation to con-
cerns about violent extremism,” May said in a statement to parliament. “He was a peripheral figure...He was not part of the current intelligence picture. There was no prior intelligence of his intent or of the plot,” she said, adding that his identity would be revealed when the investigation allowed. Britain’s plan to trigger the formal process of exiting the EU on March 29 will not be delayed due to the attack, May’s spokesman said. “We meet here, in the oldest of all parliaments, because we know that democracy and the values it entails will always prevail,” she said. “A terrorist came to the place where people of all nationalities and cultures gather what it means to be free and he took out his rage indiscriminately against innocent men, women and children,” said May. WA R S AW, M A R 2 3 (AGENCIES): Poland’s prime minister drew a link on Thursday between an attack in London targeting the British parliament and the European Union’s migrant policy, saying the assault vindicated Warsaw’s refusal to take in refugees. Five people, including the attacker, were killed and about 40 injured on Wednesday after a car plowed into pedestrians near the British parliament. Police believe the attack was “Islamist-related”, but have given no details about the attacker, who they say was acting
400,000 ‘trapped’ in west Mosul’s old city: UN
G E N E VA , M A R 2 3 ( AG E N C I E S ) : A b o u t 600,000 people remain in the areas of west Mosul held by the Islamic State group, including 400,000 who are “trapped” in the Old City under siege-like conditions, the UN said Thursday. “They are desperate for food. They are panicked,” Bruno Geddo, who represents the UN refugee agency in Iraq, told reporters in Geneva by phone from a transit centre for displaced people near Mosul. He said people arriving at the Hammam al-Alil transit centre about 20 kilome-
tres (12 miles) south of Iraq’s second largest city described the desperate situation they left behind. “There is a shortage of fuel, of food, of electricity. People have resorted to bur ning fur niture, old clothes, anything they can use to keep warm at night, because it is still raining heavily and the temperatures at night in particular drop significantly,” he said. “It is very, very limited what they can eat,” he said, adding that people were surviving primarily on a little bread and water, and many were eating just once a day.
His comments came as Iraqi forces, which launched a massive operation to retake Mosul in October, gain ground from IS fighters in the west of the city after taking back the east. IS overran large areas north and west of Baghdad in 2014, but Iraqi forces have since regained much of the territory they lost. The Iraqis recaptured its easter n sector and launched a major operation to recapture west Mosul -the most-populated urban area still held by IS -- on February 19. They have retaken a series of neighbour-

land will not succumb to blackmail such as that expressed by the commissioner,” Szydlo said. “The commissioner is coming to Warsaw and trying to tell us: you have to do what the EU decided, you have to take these migrants .... Two days later another terrorist attack in London occurs,” she said. The leader of Szydlo’s ruling Law and Justice party (PiS), Jaroslaw Kaczynski, said back in 2015 that refugees could bring diseases and parasites to Poland, which is staunchly Roman Catholic and has very few Muslim immigrants. The migrant issue is just one of several over which Poland is at odds with the EU. Also on Thursday Szydlo said Poland might not accept a declaration EU leaders are due to endorse in Rome this month that will chart the bloc’s course after Britain leaves unless it addresses issues Warsaw considers crucial.

Islamic State, which is being driven from large areas of Iraq and Syria by local forces supported by a U.S.-led military coalition, said it was responsible for the London attack. “The perpetrator of the attacks...is an Islamic State soldier and he carried out the operation in response to calls to target citizens of the coalition,” a statement on its Amaq agency said. L o n d o n, M a r 2 3 (Agencies): England are in a tug-of-war with France and Ivory Coast to secure the international services of Manchester United’s 18-year-old centre-forward Joshua Bohui. Bohui has enjoyed rave reviews for both United’s U18 and U23 squads since joining from Brentford on a three-year contract in August last year. The pacy attacker represented England at U17 level last year, but is yet to commit his international future to the Three Lions. The Ivory Coast are par ticularly interested after their recent success in convincing Wilfred Zaha to represent them at the 2017 African Cup of Nations despite him having played for England at various levels.

Whether the government will be able to build infrastructures in such short span so that the state will not be embarrassed,” Saleng asked. Chief Minister Mukul Sangma told the assembly that the government took the decision to bid for the
National Games was after studying into its pros and cons. It is an opportune moment for us to host games and set a benchmark for the state,” he said, while congratulating the Sports and Youth Affairs department and the Meghalaya State Olympic Association for successfully able to bid for this National Games. “We will definitely have to work hard from today itself. Five years is not a long time or short time…. What is needed for us to mop up resources,” the Chief Minister said, while citing how Manipur successfully hosted the National Games.
