Ravi-NSCN/GPRN talks in Dimapur

DIMAPUR, MAR 22 (NPN): Deputy National Security Advisor (NSA) and Government of India’s representative and Interlocutor for the Naga Peace Talks, R.N. Ravi is scheduled to arrive in Dimapur on March 25 to hold talks with NSCN/GPRN. Reliable sources informed Nagaland Post that this would be the first time where both the parties will be holding a dialogue in Dimapur (likely at Police Complex Chumukedima).

NSCN (I-M) will be led by its general secretary and chief negotiator, Th. Muivah and while Ravi will represent the Centre.

When contacted, Ravi said, “NSCN has requested for a talk and I am coming there”. He, however, added that the date for the talk has not been finalised.

Asked whether he will also hold simultaneous talk with the Working Committee of NNPGs, Ravi said, “This time there is no scheduled meeting with them at Dimapur”.

This will be Ravi’s second visit to Nagaland within a short span of time.

Petrol becomes costlier, diesel prices drop NEW DELHI, MAR 22 (AGENCIES): Following the daily revision in retail fuel prices, petrol prices rose while diesel prices fell by 7-8 paise on Friday.

Petrol prices in New Delhi were increased by 5 paise to Rs 72.76 a litre on Friday as against Rs 72.71 on Thursday. Diesel in the national capital was retailing at Rs 66.65 a litre, 7 paise decrease from Thursday’s price, IOC stated.

Meanwhile, in Dimapur petrol price per litre on Friday was Rs. 70.43 while in Kohima it was pegged at Rs. 71.25 per litre. Diesel in Dimapur was Rs. 64.11 per litre and in Kohima it was Rs. 64.73. In the international oil market, crude prices held near 2019 highs, supported by supply cuts led

by OPEC and US curbs Iran and Venezuela.

International Brent crude oil futures were trading at USD 67.82 per barrel, down 4 cents from their last close.

It may be noted that retail petrol price had peaked to Rs 84 a litre in Delhi and it crossed the Rs 91 mark in Mumbai in October last year. So far this year, petrol prices went up about Rs 4 per litre in major cities of the country.

Interlocutor for Naga talks R.N. Ravi (NP File)

During his last two-day visit on February 26-27, Ravi held a series of meetings with various stakeholders, legislators, apex tribal bodies, civil society organisations and briefed them on status of Naga peace process.

In an exclusive interview with Nagaland Post, Ravi said government of India was ready to consider Naga flag for Pan Naga cultural body and to term the final agreement as Naga “Yehzabo”. He, however, added that the Naga negotiators were not agreeable to it. The interlocutor has once again reiterated that a final agreement could be signed even “tomorrow”

if the “Naga negotiators reciprocate with pragmatic flexibilities”.

After holding a series of meetings with Government of India for over 22 years, senior NSCN (I-M) leaders led by its general secretary arrived in Dimapur on February 4 and have been camping at CHQ Hebron.

During this period, the NSCN/GPRN also appointed Qhehezu Tuccu and Tongmeth Wangnao as its new chairman and vice-chairman respectively.

The group has also been holding a series of meetings with Naga civil society organisations.

It may be noted that the Interlocutor, after engaging

the Working Committee (WC) of the NNPGs for the peace process in 2017, came to Dimapur and held talks with the WC on October 23, 2017 at Police Complex Chumukedima.

During an interview with Nagaland Post, Ravi said the October 23 meeting was on substantive issue and businesslike. He said the meeting was a positive forward movement and that it showed sincerity and seriousness of the Working Committee.

After his meeting in Dimapur, Ravi and WC of NNPGs signed a document on November 17, 2017 which the latter termed as the “agreed position” between the two entities.

It may also be noted that the Government of India and NSCN (I-M) had also signed the “Framework Agreement” on August 3, 2015 and since then both the negotiating groups have maintained that the talk was in the “advanced stage”.

It remains to be seen whether NSCN (I-M) and GoI could hammer out differences during this visit and give a logical conclusion to the decades-old Naga political issue.

India to induct desi bofors by March-end

NEW DELHI, MAR 22 (AGENCIES): The first batch of Dhanush artillery guns referred to as ‘Desi Bofors’ will be inducted in the Indian Army on March 26. By the end of the year, a regiment comprising 18 guns are likely to be pressed into action. Sources said the first batch is likely to have five guns that will soon be deployed on the China and Pakistan frontiers.

Dhanush, an indigenous artillery gun of 155 mm x 45mm calibre on the lines of Bofors, has a better rate of fire and a strike range of 38 kilometres. The weapon is the first long-range artillery gun to be produced in India.

81% of its components are indigenously sourced. The scale would go up to 90 per cent by 2019.

Last month, the Army and Ministry of Defence gave clearance for bulk production order of 118 of these guns to the Ordnance Factory Board (OFB). The Indian Army is going in for mediumisation of artillery to phase out field guns that can be replaced with weapons that are easy to be transported to high altitudes and have a better range.

Rio ridicules NPF for not naming candidate for Lok Sabha polls

Neokpao Konyak greeted the Nagas on the 40th Republic Day and recalled the valiant sacrifices made by generations of Nagas who participated in World War I in Europe, to the declaration of Naga Independence in 1947, the plebiscite in 1951 and subsequent guerrilla warfare from 1950s to 1960s and trekking to then east Pakistan during the guerrilla war.

He reaffirmed that the present political negotiations between

the government of India and the Working Committee (WC) is guided by the spirit of the 1951 Plebiscite and exuded confidence that an honourable and acceptable political solution was not far off on the fact that an official document was signed between the government and the Nagas, in which the government of India recognised the political and historical rights of the Nagas to self-determination.

The GPRN/NSCN chairman also appreciated the Working Committee (WC) especially the leadership of NNC/FGN, NNC (Parent Body), NSCN (R), NNC/GDRN, NNC/NPGN and NSCN/GPRN (K) for their wisdom and vision towards a common Naga aspiration.

He also acknowledged the valuable mediatory role played by the tribal hohos, customary guardians, student bodies, mothers, churches, prayer warriors and prominent Naga civil societies toward the ongoing political dialogue. (Full text on p-6)

He expressed the hope that PDA’s two consensus candidates Sharingain Longkumer and Tokheho Yepthomi would emerge victorious, asserting that the BJP-led NDA government would form the government again at the Centre.

Rio said there were many aspirants, but the ruling coalition finally awarded the ticket to Sharingain Longkumer, even as he urged the voters of Aonglenden to elect the PDA’s consensus candidate.

election, the chief minister appealed to the electorate to remain united and focus on developmental aspects of the constituency. He called upon the people to forget various issues that crop up during electioneering like khel, clan, etc.

Further, as Sharingain belonged to NDPP, Rio said the candidate had the full support of the PDA government, adding he would not only represent his constituency but also become a prominent leader in Nagaland.

Despite having dynamic young politicians like minister Tongpang Ozukum and adviser Imnatiba, he said Mokokchung required more leaders. He hoped the duo would be followed by Sharingain in leading the people of the district.

NDPP, Cong nominees file nominations Correspondent

DIMAPUR, MAR 22 (NPN): Nagaland Legislative Assembly speaker in-charge has accepted the merger of NPP legislators Imnatiba and L Khumo with Nationalist Democratic Progressive Party (NDPP). According to the speaker’s office, both the MLAs presented themselves before the speaker in-charge on March 20. The speaker in-charge also received a letter from NDPP president Chingwang Konyak that requested him to Left- Tokheho Yepthomi (NDPP/PDA candidate) accept the merger as the ruling party had already accepted it.

Thereafter, the speaker’s office perused paragraph 4 (2) of the Tenth Schedule of the Constitution of India and relevant provisions of The Members of Nagaland Legislative Assembly (Disqualification on Ground of Defection) Rules, 2019. The merger was accepted by the Speaker in-charge as he was satisfied that it fulfilled paragraph 4 (2) of the constitutional requirement of Extreme right- K.L.Chishi (INC candidate) two-third majority of the legislature and as the two legislators constituted 100% of the NPP legislature and also as the NDPP had accepted the merger and requested the speaker to issue necessary orders.

The two NPP legislators- Imnatiba Jamir (13-Arkakong constituency) and Khumo Khiamniungan (57-Thonoknyu constituency)- decided to merge with the ruling NDPP on March 20, in protest against the party’s decision to set up a candidate for the forthcoming by-election to the Standing- Sharingain (NDPP/PDA candidate) 26-Aonglenden constituency.

KOHIMA/MOKOKCHUNG, MAR 22 (NPN): NDPP/PDA nominee for Lok Sabha polls, Tokheho Yepthomi and Congress Lok Sabha candidate, K.L. Chishi filed their nomination papers at the Commissioner’s office, Kohima on Friday.

NDPP/PDA candidate for the bye-election to the 26-Aonglenden A/C, Sharingain Longkumer also filed his nomination at the office of the Returning Officer, Mokokchung.

Tokheho was accompanied by advisers and NDPP office bearers, while Chishi was accompanied by Pradesh Congress Committee and Kohima District Congress Committee office bearers. Scrutiny of the nominations papers will be held at 11 am on March 26 at the conference hall of commissioner’s office here. Meanwhile, opposition NPF was yet to finalise its candidate for the Nagaland’s lone Parliamentary constituency. The party’s election committee is scheduled to meet on March 23 for a final decision in this regard.

In a statement, the CBDT said that during a search of Karnataka Congress leader DK Shivakumar’s premises on August 2, 2017, some loose papers were given to the raiding party. “They were a xerox

copy of Karnataka Legislative Assembly, Legislator’s Diary pages of 2009 (when Yeddyurappa was chief minister) with details of numerical entries against some individual names. The original... was never given.”

When it confronted him on October 19, 2017, the CBDT said Shivakumar stated that “this was a copy of diary, written by Mr. BS Yeddyurappa, and the payments paid on behalf of Mr BS Yeddyurappa to legislators, and received from various leaders, MLAs, Ministers when they were in power.” The CBDT said that since the original was not available by DK Shivakumar, and since the original diary has not been supplied, the forensic analysis of Yeddyurappa’s handwriting and signatures was not possible, noting that the documents “were given by the person who was being raided for tax violations”.

DIMAPUR, MAR 22 (NPN): In a delayed report, a team of 41 Assam Rifles on March 13 made a seizure of Rs.57.10 lakhs from a person near Ghaspani area, under Dimapur district.

According to sources, the seizure was made on March 13 evening at around 8.15 p.m. during routine mobile vehicle check-post (MVCP). When contacted, Assam Rifles sources also confirmed the seizure. The person along with the cash was handed over to police, AR sources informed. It was reported that the matter was also intimated to the directorate general of Income Tax (Investigation) North East region and the case was under investigation.

IANS adds: “On intimation from the Nagaland election monitoring authorities about interception of cash by a patrol of Assam Rifles,

a surveillance team of the Directorate in Dimapur apprehended a person with the cash,” an official told the IANS. “The directorate made a seizure of Rs 57.10 lakh as undisclosed money,” said the official on Friday.

This is the biggest seizure of cash in the Northeast region since the election dates were announced. The identity of the person was not known till the filing of this report. With the model code of conduct coming into force after the notification of elections, election expenditure monitoring activities

have been initiated by all agencies requisitioned by the Election Commission.

IT department has also opened a 24×7 control room and complaint monitoring cell in all the North Eastern states to check the flow of black money during the forthcoming Lok Sabha elections. In this regard, Income Tax department has requested the people to inform the Control Room about the movement of large amounts of cash or valuables which may be used for bribing voters during the election period.

World Water Day celebrated across Nagaland

DIMAPUR, MAR 22 (NPN): International World Water Day (WWD) is held annually on March 22 as a means of focusing attention on the importance of freshwater and advocating for the sustainable management of freshwater resources.

An international day to celebrate freshwater was recommended at the 1992 United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro. The United Nations General Assembly responded by designating March 22, 1993 as the first World Water Day. Following are some reports of its observance from across Nagaland.

Dimapur: “International World Water Day” was celebrated at District Soil Conservation office Dimapur on March 22, under the theme "Leaving no one behind", by the department of District Soil Conservation.

Speaking at the program as special guest, Deputy Commissioner Dimapur, Kevekha Kevin Zehol stated that human beings have become too greedy have forgotten to respect and nurture the very essence of life’s existence: Water.

The DC opined that although World Wars had been fought for lands and cold-wars for energy, the third World War will be fought for water, if the water system continues to be destroyed and diluted.

The DC also asserted that one reason why fresh waters were getting polluted was because of a lack of civic sense to clean and maintain drainage, leading

to pollution of fresh water.

He encouraged the gathering to maintain proper drainages and try to maintain good water bodies so that underground water may be refreshed.

DSCO, AS Hovuto Zhimomi delivered the key note address where he stated that in the recent past, water was available through many ways, but today people are increasingly relying on bottled water. He also opined that very soon a time would come when people would receive water in capsules.

He also stated that oil from a single oil change of a vehicle can contaminate one million gallons of water (approx 40 lakhs litres). This, he said, suggests that garages have to be built away from fresh water sites.

In his own speech, the DC emphasized on the scarcity of water in the district and the state in general in spite of the north east region receiving among the highest rainfall in the world.

Shanavas also stressed on the need to sensitize people at the grass roots on the importance of water and ways and means to conserve it. He urged the departments to counteract the problems causing water scarcity, which according to him are pollution, misuse of water and climate change.

Shanavas also commented on the need to educate students on climate change and water usage.

DIMAPUR: Dimapur Police, on March 22, arrested one Anand Rai (33 years), presently a resident of Lomithi Colony, in connection with the murder of Bharad Prasad (a vegetable vendor) whose body was found near a school in Thahekhu village, Dimapur at around 7 am, the same morning.

Additional commissioner of Police/ PRO, Dimapur Police, in a press release stated that the accused confessed to committing the murder following a verbal altercation between him and the victim in Lomithi colony. He later disposed the body off in Thahekhu village, Dimapur.

A vehicle (Regd No. AS11H-5781) used by the accused person in disposing off the body has also been seized. In this regard, a murder case has been registered at SBN PS Dimapur.

Staff Reporter DIMAPUR, MAR 22 (NPN): Dimapur Municipal Council (DMC) equipped its dumpers and cesspool vehicles with Global Positioning System (GPS) vehicle tracking systems. This was launched on Friday by commissioner of police, Dimapur, Limasunep Jamir.

Limasunep Jamir, in his speech stated that tracking these vehicles was an innovative step to ensure better services for citizens.

He added that this will make the run-time and location management of

these government vehicles transparent and improve the service delivery mechanism.

Limasunep also dwelt on the importance of monitoring systems which allows man-power resources to be used effectively and helps bridge a gap between noticing and appreciating contributions and highlighting things that are being done wrong. He hoped that field officers and supervisors will ensure delivery of the right kind of services and be honest in their duties.

The tracking system, he said, should help disseminate information to DMC staff through SMSs. He also stated that within a month or two, the DMC should be launching an online house-rent payment portal.

Moa appealed to citizens to make use of its online services because so far, citizens seem to be not using their online services which are a lot more convenient.

It may be mentioned that NPP had reiterated its firm stand on bill when BJP national president Amit Shah assured bringing CAB again if the party retained power after the Lok Sabha elections 2019 at a party rally in Assam in February. Asserting that a lot of challenges are being facing by the Northeast states, he said that some of them were common challenges which a united struggle was needed.

Northeast states needed a common platform while dealing with the common challenges of the people of the region, he asserted, and sought the support of the people of the state in acting as such platform.

5 former Manipur MLAs quit; float regional party IMPHAL, MAR 22 (IANS): Within a day of Congress President Rahul Gandhi kick-starting the party’s election campaign in Manipur, five former party MLAs and many workers quit the party on Thursday and joined a regional outfit. RK Anand, who was defeated in the last assembly elections, will now contest the Inner Manipur Lok Sabha constituency as a candidate of the North East India Development party.

Another former Congress MLA N. Bijoy, who did not make it in the last elections, is the president of this regional party. The three other former MLAs are K. Sarat, I. Ibohal and E. Chand. However, the state Congress unit made light of their exit. State Congress chief Gaikhangam told IANS that the five had already resigned from the party. Noting that some of them had applied for party ticket for the Lok Sabha polls, he said that they were apprehensive that they may not get the ticket and their resignations are purely for self-interest.

According to the respective party sources, BJP’s nominee Rebati Tripura and IPFT candidate Narendra Chandra Debbarma would submit their nomination papers for the Tripura East Lok Sabha seat on Monday.

The BJP has made a series of appeals to its junior ally to withdraw their candidates, but the IPFT leadership, who had earlier demanded to the dominant partner to leave the Tripura East seat to the tribal based party, remained firm about contesting the elections. The Tripura East seat is reserved for the tribals.

The BJP’s Chief spokesman Ashok Sinha while talking to the media, said that the IPFT has violated and dishonoured “raj dharma” (duty of governance) and “coalition etiquette”. Tripura Chief Minister also urged the IPFT to uphold the “raj dharma”.

“The IPFT announced candidates without discussing the issue with us,” Deb told the media.

BJP General Secretary Ram Madhav, Deputy Chief Minister Jishnu Dev Varma and Education and Law Minister Ratan Lal Nath held separate meetings with the IPFT leaders here last week, but the seat sharing hurdles remained unresolved as both sides are firm about fielding their candidates in the two Lok Sabha seats.

15 polling stations in Mizoram for tribal refugees AGARTALA/AIZAWL, MAR 22 (IANS): The Election Commission will set up 15 special polling stations at Kanhmun village along the Mizoram-Tripura border to help tribal refugees living in relief camps in Tripura exercise their franchise for the lone Lok Sabha seat in Mizoram, officials said on Friday.

The tribal refugees, however, have yet to decide whether they would go to Kanhmun village to cast their votes.

There are around 12,000 eligible voters, from among the 35,000 tribal immigrants from Mizoram, sheltered in northern Tripura’s seven relief camps in Kanchanpur and Panisagar sub-divisions for the past 22 years after they fled from Mizoram in the wake of communal tensions.

“Like last year’s Assembly elections, the Election Commission has decided to set up 15 special polling stations at Kanhmun village to facilitate voting by the tribal refugees during the Lok Sabha polls in Mizoram,” Kanchanpur Sub-Divisional Magistrate Abeda Nanda Baidya told IANS on the phone.

He said: “The North Tripura district administration would arrange vehicles and security to help these tribals to cast their votes in these 15 special polling stations on April 11.”

JD(U) 2nd list of candidates for Arunachal polls ITANAGAR, MAR 22 (PTI): The JD(U), which is contesting the elections for the first time in Arunachal Pradesh, has released its second list of eight candidates for the assembly polls.

The party’s North East Executive Council (NEEC) Chairman, Senchumo Lotha, released the second list of nominees for the polls on Thursday.

The Janata Dal (United) on Wednesday had announced the names of five candidates.

Sitting MLA from Itanagar constituency, Techi Kaso, has been fielded once again, this time by the JD(U), as he was not given a ticket by the BJP. The party has also fielded sitting BJP MLA Dikto Yekar from the Daporijo constituency.

Six new faces were included in the JDUs second list. The Lok Sabha and the assembly polls will be held simultaneously in Arunachal Pradesh on April 11.

Meanwhile, the NGO Coordination Committee, a conglomerate of major civil society and student organisations, had earlier threatened to agitate if special arrangements were made for the tribal refugee voters to cast their votes in the special polling stations, instead of the normal polling stations in different districts of Mizoram.

BJP denies tickets to 3 MPs in Assam GUWAHATI, MAR 22 (PTI): The BJP has denied tickets to three sitting veteran parliamentarians in Assam and included four new faces, the deputy speaker of the assembly and a state minister in its first list of candidates for the upcoming Lok Sabha polls.

The list of 184 candidates across the country was announced by the party on Thursday evening and it included eight names from Assam.

While no candidates were announced for the Tezpur and Nagaon constituencies, the party offered Dhubri, Kokrajhar, Barpeta and Kaliabor seats to its state allies, the AGP and the BPF. Veteran parliamentarian and former Rajya Sabha member, three-time Lok Sabha MP and former Union minister Bijoya Chakravarty has been denied ticket from the prestigious Gauhati constituency.

According to the list, a new face in the BJP, Queen Ojha, will contest from the Gauhati seat instead of Chakravarty.

Likewise, Dilip Saikia will contest from Mangaldoi constituency instead of Ramen Deka. Deka is the founding member of the party’s state unit.

While Assam Assembly Deputy Speaker Kripanath Mallah has been nominated to contest from the Karimganj (SC) seat, debutant Rajdeep Roy Bengali will fight the elections from the neighbouring Silchar in the Barak valley.

In the Autonomous District (ST), Harensingh Bey, another fresh face, will be in the fray.

As per the last summary revision, over 2.17 crore voters, including at least 7.06 lakh first-timers, will exercise their franchise in a three-phase elections for electing 14 members to the

Lok Sabha from Assam.

For the Dibrugarh and Lakhimpur seats, the current BJP members Rameswar Teli and Pradan Baruah have been re-nominated respectively to contest the polls.

Voting in Assam will take place at 28,143 polling stations on April 11, 18 and 23, and the counting of votes will take place on May 23 after completion of the entire seven-phase voting across the country.

During the first phase, voting will happen for Tezpur, Kaliabor, Jorhat, Dibrugarh and Lakhimpur constituencies at 9,574 polling stations with 75.16 lakh electorates.

Karimganj (SC), Silchar, Autonomous District (ST), Mangaldoi and Nawgong will go for polling in the second phase, in which 68.36 lakh persons will caste their vote at 8,992 booths.

Agatha Sangma, Pala file nominations in Meghalaya Correspondent TURA, MAR 22: In a bid to return to Parliament after ten years, former Union Minister Agatha Sangma on Friday filed her nomination papers as a candidate of the National People's Party (NPP) for the Tura parliamentary seat in Meghalaya.

Sitting Congress MP Vincent H. Pala on Friday filed his nomination papers for the Shillong parliamentary constituency, seeking a third straight term in the Lok Sabha.

Meghalaya has two Lok Sabha constituencies -- Shillong and Tura -- that will go to the polls on April 11.

Agatha, 38, who is the younger sister of Chief Minister Conrad Sangma and daughter of former Lok Sabha Speaker Purno Sangma, was elected twice to the Lok Sabha from Tura and served as a minister in the UPA-II government.

sitting member and had resigned after he was elected member of Meghalaya Assembly last year.

gress heavyweight and former Chief Minister Mukul Sangma, is supported by the ruling parties of the Meghalaya Democratic Alliance barring the Bharatiya Janata Party.

The BJP has decided to fight the elections on its own.

Pala, 51, who was a Union Minister in the Congress-led UPA government, asserted that his party would return to power.

"There is no doubt that the Congress will return to

power as the BJP has lost control in Madhya Pradesh, Rajasthan, Punjab, Chhattisgarh and even in southern states. Its (BJP) allies are also running away from the party," he said.

"There is no way that the BJP will retain power except if they plant a bomb in a jungle or kill some people or raise some other issue to win the elections.

But even that will not help them to translate the situation into votes," Pala said.

The engineer-turnedpolitician was confident that the voters of Shillong will elect him for the third straight term as he ensured development in the region.

The total number of candidates who have filed their nomination papers for the Shillong seat has reached five, including Khun HynAiewtrep National Awakening Movement's T.H.S. Bonney and United Democratic Party's Jemino Mawthoh. Kennedy Khyriem filed his nomination papers as a standby candidate of Pala.

National political parties shunned in Sikkim GANGTOK, MAR 22 (IANS): Creating political space in Sikkim has become nearly impossible for national parties, with the country’s ruling BJP also failing to establish itself politically after its talks with the opposition Sikkim Krantikari Morcha (SKM) broke down over acceptance of the local party’s key demands.

From Lendhup Dorjee Kazi’s Sikkim National Congress (SNC) to incumbent Pawan Kumar Chamling’s Sikkim Democratic Front (SDF), Sikkim has the distinction of being ruled by regional parties since it became India’s 22nd state after merging in 1975.

Ever since then, the regional political parties have been playing an important role in the state’s developmental process. The regional parties, especially SDF, have been able to mobilise the traditional communities into politics. The fear of negligence by national parties has also been one of the reasons why people always supported one or the other regional political parties in the state.

“I think no national

political party is being able to fully convince the people of Sikkim on local issues.

The sentiments and trust of the people of Sikkim are still with the regional parties”, said Dichen Lepcha, 30, a government employee from Tadong in East Sikkim.

With the inception of democracy in Sikkim in 1975 it was expected that the national parties will flourish in the state. But this never happened. Instead, the SDF of five-term Chief Minister Chamling has been able to bring the necessary develop-

ment to the region and fulfil some of the people’s basic aspirations.

“The Sikkimese people are so much socially interconnected that no national party will understand and can fulfill their aspirations like the regional parties,” said a political leader who was not willing to be identified as he was not authorised to speak to the media.

After the SDF came to power, the social, economic and political rights of the people are seen to be wellsecured for the last 25 years.

“Being with a national party with one seat in parliament, its voice may get lost in the national agenda. A local party ensures that the priorities are set straight,”

IMPHAL, MAR 22: National People’s Party (NPP) would win 10 to 12 out of the 25 Lok Sabha seats in the Northeast states, party chief Conrad Kongkal Sangma, who is also chief minister of Meghalaya, claimed on Friday.

Sangma was in Imphal on a brief visit in the state to chalk out party’s election strategies with the state unit of the party.

Addressing reporters after a crucial meeting with leaders of the Manipur unit of the party, the NPP chief said that the party would contest the elections in Assam, Arunachal Pradesh, his state Meghalaya as well as in Manipur. In Assam, the party would contest in six seats, he added.

Informing that the first list of the candidates to be contested on party tickets had already announced, the second list would be declared soon.

For Manipur, he said the party would field its candidate only in the Outer Manipur Parliamentary (Reserved) Constituency.

‘Mahagathbandhan’ seat sharing in Bihar

Patna, Mar 22 (PTI): The opposition ‘Mahagathbandhan’ in Bihar on Friday announced its seat-sharing formula for the 40 Lok Sabha seats in the state, half of which will be fought by Lalu Prasad’s RJD and nine by the Congress.

Former JD(U) president and NDA convener Sharad Yadav will contest on the RJD symbol and merge his party Loktantrik Janata Dal (LJD) with it after the Lok Sabha polls, RJD national spokesman Manoj Jha and RJD state president Ram Chandra Purve told newsmen.

Recent entrants to the ‘Grand Alliance’ - Upendra Kushwaha’s Rashtriya Lok Samta Party (RLSP) and Mukesh Sahni’s Vikassheel Insan Party (VIP) will field their candidates in five and three seats, respectively, they said. Former chief minister Jitan Ram Manjhi’s Hindustan Awam Morcha (HAM) has been given three seats.

The RJD leaders made the announcement in the presence of representatives from all alliance partners, including Bihar Pradesh Congress Committee president Madan Mohan Jha. Top leaders like Tejashwi Yadav (RJD), Kushwaha (RLSP), Sharad Yadav and

Manjhi were conspicuous by their absence though.

As per the analysis of the seat sharing formula, the RJD, which wanted to contest 20, had to part with one seat from its quota to the CPI(ML) Liberation, while the Congress, which had reportedly bargained hard for 11 seats, had to settle for nine with the assurance of a Rajya Sabha berth.

Among other constituents, the HAM, which claimed to have a “stronger support base than even of the Congress” and had insisted on more seats than at least the RLSP, had to settle for only three. The RLSP, which had walked out of the NDA following an offer of only two seats, was allotted five.

PNB fraud: Choksi cites risk to life; moves court

Mehul Choksi (File) Mumbai, Mar 22 (IANS): One of the key accused in the PNB fraud case, Mehul Choksi, on Friday moved a fresh application in a special Prevention of Money Laundering Act (PMLA) court in Mumbai seeking cancellation of a non-bailable warrant against him.

His application came three days after his nephew Nirav Modi, another key accused in the Rs 13,500-crore Punjab National Bank loan default case, was arrested in London.

In his application, Choksi, who had fled India in January 2018 months before the scam surfaced, has cited ailment and risk to his life. Choksi’s lawyer Sanjay Abbot in the application said the jeweller has a long history of heart ailments and a blood clot in the brain.

He also mentioned in the application about Choksi’s apprehension over

his safety.

On May 22, 2018, after taking cognisance of the second chargesheet filed in the PNB case by the Central Bureau of Investigation (CBI), the special court had issued the non-bailable warrant against Choksi, owner of Gitanjali Group.

His move comes two days after the investigation agencies said that Choksi’s extradition process has begun in Antigua where he has taken citizenship.

The cour t has adjourned the matter for April 9 for arguments.

Choksi’s counsel submitted his detailed medical history citing his ailments constraining him from travelling and hence leading to his inability to return to India.

His counsel also placed 38 documents on record, including a latest prescriptions in which doctors recommend that Choksi should remain under continuous medical supervision in Antigua and should avoid travelling as his medical condition may deteriorate.

Choksi, along with his nephew and diamantaire Nirav Modi are accused of colluding with bankers to secure credit from overseas banks using fraudulent guarantees. Both have denied the allegations and have moved abroad.

The biggest gainer was, surprisingly, the fledgling Vikassheel Insaan Party (VIP), which was floated by former Bollywood set designer Mukesh Sahni less than six months ago. It got three seats to contest from which is equal to that of the HAM. Candidates were also announced for the four Lok Sabha seats that will go to polls in the first phase. Filing of nominations for these seats will end on March 25 and votes will be cast on April 11. These candidates include Manjhi himself, who will be contesting from Gaya, and RLSP state president Bhudeo Chaudhary from Jamui which is currently held by LJP’s Chirag Paswan.

Infighting in Bengal BJP over ticket issue Kolkata, Mar 22(AGENCIES): Infighting has broken out in the BJP in West Bengal after candidates for 28 of the state’s 42 constituencies were announced in Delhi last evening as part of the first list of nominees for the Lok Sabha seats across the country was released by the party.

In Cooch Behar, disgruntled party supporters ransacked the BJP’s district office after the name of Nishith Pramanik was announced as the candidate from the seat.

Irate BJP supporters have also put up posters in the district, threatening to press NOTA in the elections if Pramanik’s candidature is not revoked. The posters say that not a single vote will be cast for the “smuggler” in the name of BJP. “Either give us a candidate of our choice or we will press NOTA”, say the posters.

The latest BJP district committee meeting’s minutes were also leaked today.

A resolution adopted in the meeting said that “nobody was happy with the candidature of Nishith Pramanik who did not have a very clean image”. “It would be better if Deepak Burman was made the candidate because in that case BJP would most certainly win the elections from Cooch

Behar”, the resolution said and urged the party’s central and state leaderships to replace Pranmanik with Burman.

In Malda North, too, BJP supporters are protesting against the candidature of Khagen Murmu who switched to BJP from CPI(M). Having had a long history of animosity with the CPI(M), which was in power in the state for over three decades, BJP supporters are not comfortable with the idea of an erstwhile CPI(M) member getting the party ticket.

Posters have also appeared in Basirhat bordering Bangladesh where Sayantan Basu has been given the ticket. Though Basu is a party veteran, local BJP supporters are opposing him, saying he is an “outsider”.

Posters saying, “We do not want an outsider. Only a local man should be the candidate” can be seen at various points in Basirhat.

Some posters have Basu’s name and photograph with a red line across over it.

New Delhi, Mar 22 (IANS): The Indian government on Friday outlawed the Jammu and Kashmir Liberation Front (JKLF) led by Muhammad Yasin Malik, alleging it was responsible for promoting terrorism and secessionism in the state.

Home Secretary Rajiv Gauba said that in pursuit of its strong action against terrorism, the government had declared the JKLF (Yasin faction), which supposedly advocates independence for Jammu and Kashmir, an unlawful association under the Unlawful Activities (Prevention) Act. Malik is presently detained in Kot Balwal Jail in Jammu. The JKLF has spearheaded the “separatist ideology in the (Kashmir) Valley and has been at the forefront of separatist activities and violence since 1988”, Gauba told the media here. “Yasin Malik was the mastermind behind the purging of Kashmiri Pundits from the Kashmir Valley and is responsible for their genocide,” a Home Ministry notification said.

It was further reported that pollution level in Bihar is increasing by three per cent per year and blamed population and density as the major factor for the high pollution,” it said.

Lucknow, Mar 22 (PTI): The BSP Friday announced its first list of 11 candidates for the Lok Sabha polls, fielding former JD(S) leader Danish Ali from Amroha.

Ali, who was general secretary of the Janata Dal (Secular), quit that party and joined the Bahujan Samaj Party only last week.

The BSP declared Haji Fazulrahman its nominee from Saharanpur, Malook Nagar from Bijnore and Girish Chandra from Nagina, a party statement said.

Hazi Mohammad Yakoob has been fielded from Meerut, Satbeer Nagar from Gautam Buddh Nagar, Yogesh Verma from Bulandshahr, Ajit Baliyan from Aligarh, Manoj Kumar Soni from Agra, Rajveer Singh from Fatehpur Sikri and Ruchi Veera from Aonla.

Danish Ali, 54, joined the BSP amid speculation that his new party might field him from Amroha in western Uttar Pradesh. Ali had then said he had the blessings of JD(S) chief H D Deve Gowda to make the switch, a claim later confirmed by his old party.

New Delhi, Mar 22 (PTI): Noting that lack of waste management in Bihar can lead to an emergencylike situation, the NGT has directed the Bihar chief secretary to submit a quarterly report on implementation of the Solid Waste Management Rules, 2016.

A bench headed by NGT Chairperson Justice Adarsh Kumar Goel ordered that at least three major cities and three major towns in the state and three panchayats in every district may be notified as model cities, towns or villages.

They will be made fully compliant within the next six months.

“The remaining cities, towns and village panchayats of the state may be made fully compliant in respect of environmental norms within one year. A quarterly report be furnished by the chief secretary, every three months. First such report shall be furnished by June 30,” the bench said.

The National Green Tribunal (NGT) directed the chief secretary to personally monitor the progress, at least once in a month, with all the district magistrates and it said that the officers concerned may be imparted requisite training.

Data showed that the state government can produce 2MW of power from quarries that are filled with 750 tonnes of garbage every day and placed in fallow land,” it said.

The tribunal had earlier slammed authorities for failing to act on reducing solid waste and asked chief secretaries of all states and Union Territories to appear before it with status reports of their actions and immediate future plans.

“The organisation, along side, is also responsible for illegal funnelling of funds for fomenting terrorism. JKFL is actively involved in raising of funds and its distribution to Hurriyat cadres and stone-pelters to fuel unrest in the Kashmir Valley as well as for subversive activities,” the notification said.

The official said that JKLF cadres posed “a serious threat to the security of the country and are prejudicial to the territorial integrity and sovereignty of India. “The organisation has been actively and continuously encouraging feeling of enmity and hatred against the lawfully established government” and promoting armed rebellion.

Noting that the Jammu and Kashmir Police had filed 37 FIRs against the

JKLF and the NIA had also registered a case, “it is evident that the JKLF continued to be actively engaged in supporting and inciting secessionism and terrorism including terror financing”.

The JKLF is the second group to be banned in recent times in the Kashmir Valley after the Jamaat-e-Islami (J&k), which the government said was responsible for the formation of Hizbul Mujahideen, “the biggest terror organisation active in Jammu and Kashmir”.

The Jamaat-e-Islami (J&K) was accused of providing all kinds of support to Hizbul Mujahideen in terms of recruits, funding, shelter and logistics. The notification, however, made it clear that the Jamaat-e-Islami (J&K) is separate from the larger and pan-India Jamaat-e-Islami Hind.

New Delhi, Mar 22 (IANS): Jaish-e-Mohammed (JeM) terrorist Sajjad Khan, said to be a close associate of Pulwama suicide attack mastermind Mudassir Ahmed Khan, was arrested near the Red Fort while disguised as a shawl trader, police said on Friday.

Following a tip off, Khan was caught on Thursday night, the officer said, adding that he was in close contact with Ahmed Khan, who was eliminated by the Indian Army earlier this month.

A Delhi court on Friday sent Khan to NIA custody till March 29.

The National Investigation Agency (NIA) said

they needed to unearth the conspiracy behind the February 14 attack in Pulwama that killed 40 CRPF troopers.

During the in-chamber proceedings, Additional Sessions Judge Rakesh Syal allowed the NIA to quiz the 27-year-old Khan.

The NIA questioned Khan for half hour in the court and then sought his custodial interrogation.

Khan’s defence counsel M.S. Khan opposed the plea but following the court’s order Delhi Police handed over his custody to the NIA. The Special Cell of Delhi Police got a tip last week that Sajjid Khan was hiding in Delhi before the Pulwama attack.

Ideal politics

ith the election campaign slowly gaining momentum even as the final picture of who will be contesting for the lone Lok Sabha seat remains unclear though the by poll to the 26 Aonglenden assembly constituency going to be a four-cornered contest. What is also expected is that the manifestos of all political parties will promise a lot in different ways but end up failing to fulfil even half. However, there is one promise that political parties make but have no hold over- solution to the Naga political issue. Be that as it may, the promises that political parties make is often more like a dream than anything else. If only political parties address issues such as unemployment and what they have achieved in numbers during their respective reign in power including what they have achieved in providing efficient services in health care, education, communication, economic activities and creation of infrastructures. The conversations of rival political parties are replete with slamming each other over mundane issues. The need is for all political parties to get down to brasstacks instead of being over preoccupied with politics of the kind that serves little good for the people. This point that needs to be seriously pondered over. Nagaland is not a young state in terms of its age- it is 55 years since statehood.

Therefore, with a high rate of literacy which is 79.55 percent as per 2011 population census people in Nagaland are still unable to run or manage the system. This means that the knowledge possessed has not been beneficial. Efficient utilisation of this existing knowledge can create comprehensive wealth for the people and the state and improve the quality of life-in the form of better health care facilities, education, infrastructure and other social indicators.

If the delivery system of the government needs to improve by leaps and bounds when a lot is being said about involving community in planning and focusing development that serves the best interest of the community; the key lies in the words ‘prioritising needs’ as against ‘political priorities’. Development means benefits to the community and that calls for a coordinated effort by various state, central and private agencies. The ability to create and maintain knowledge infrastructure, develop knowledge workers and enhance their productivity will be the key factors in deciding the prosperity of the knowledge society. People in Nagaland are also among many throughout the world, who exhibit a belief in ‘statism’ or government intervention to solve their problems.

People seriously believe that their government is there to provide for their needs and wants and to solve myriad problems. The ailments in society are plain to see, from blatant corruption and manipulation and rampant anti-social syndrome at various levels. Why and how society has degenerated to the level that it is today and whether pulpits have failed to bring about remedy or have been used to brush uneasy and thorny issues beneath the carpet of compromise; is a point that should be seriously reflected. More than 70 percent of Nagas still live in villages and 55 years of statehood has made little dent in their lives. This is the challenge before the political parties – to accept their failures and instead to tell people what they have achieved and how they play to bring about transformation of Nagaland into a progressive and futuristic state which would be a befitting legacy for the future.

But we must obey the light we received there; we must put it into action.

T

he Lord Almighty has never forsaken the Naga Nation, despites the trials and tribulations within and outside. It is through God’s mercy and forgiveness that we bear witness to the present times. On this historic day 40 (forty) years ago, another golden page was inserted into Naga history when a decision was adopted to make the Naga Nation a peoples republic- confirming to basic principles of democracy. I salute the indomitable spirit of Naga freedom fighters. The stories and sacrifice ones parents, grandparents or great grandfathers- whether it is WW1 participation in Europe, the declaration of independence in 1947, the Plebiscite of 1951, the great guerilla warfare and civilian groupings in the 1950s and 1960s, trekking to east Pakistan etc. are first hand information.

Dear Naga brothers and sisters, we are not living in a borrowed land, borrowed history or borrowed political struggle. None of the civil or military workers in the GPRN/ NSCN came midway into the Naga Political movement.

It is too insensitive on the part of those who indulge in playing a pioneer’s role without having played any role at the beginning.

The bloodline and the foundation of Naga Nationhood cannot be interpreted to suit ones distorted political narrative. GPRN/NSCN, along with other NNPGs has, thus far, followed a committed path towards resolving political issue with GOI without compromising on the core values of our history and political rights.

The spirit of 1951 Plebiscite guides the present political negotiations between GOI and working

committee (WC). We are confident that an honorable and acceptable political solution is not far, given the fact that today there is an official documents as signed between GOI and Nagas which says, “GOI recognizes the political and historical rights of the Nagas to self determine their future in consonant with their distinct identity”. In this endeavor, I appreciate the working committee (WC) and primarily the leadership on NNC/FGN, NNC (Parent Body), NSCN-R, NNC/ GDRN, NNC/NPGN, NSCN/ GPRN (K) for possessing the wisdom and vision for a common Naga aspiration. I also acknowledge the great mediatory role played by tribal Hohos, customary guardians, students’ bodies, mothers, churches and prayer warriors and prominent Naga civil societies thus far in the ongoing political dialogue. Although turbulent political upheavals in the past have diminished the Naga peoples legitimate political and historical rights, there is a visible change and momentum shift by which the Naga people can regroup, explore a political approach through political negotiations with the Government of India. Despite ideological differences, there is a clear understanding and desire on the part of NNPG’s to forge a path towards a political future through negotiation with the GOI. WC in close collaboration and partnership with Naga tribes and civil societies will insist on honestly, integrity, transparency in the process and secure an honorable and acceptable political solution.

(President NNC/GDRN (NA) Kiumukam) (From previous issue) Jawaharlal Nehru’s secret and personal letter to Mr. Medhi, the then Chief Minister of Assam (No.1116-PMH/56 New Delhi, May 13,1956) says, “We shall of course use our armed forces to the fullest extent necessary. But we have always to remember that the real solution will require a political approach. I feel that we have not dealt with the question of the Nagas with wisdom in the past. We must not judge them as we would others who are undoubtedly part of India. The Nagas have no such background or sensation and we have to create that sensation among them by our goodwill and treatment. One of their grievances is that under our Constitution, we split them up in different political areas. Whether it is possible or desirable to bring them together again is for us to consider.”

The 17th. November 2017 Preamble Agreement “Recognizes the historical and political rights of the Nagas by the GoI…’ It affirms about ‘co-existence of the two entities’ based on the principle of interdependent relationship that is honorable, enduring and an inclusive peaceful coexistence with due regard to contemporary political realities . Both the parties have agreed in principle to building bridge between the two people, not walls.

Since GoI has now recognized our sovereign right, the ownership of land and its resources, our history and distinct identity, India will no longer be a threat to us. India and Nagas will be closely interrelated. We will be exercising maximum power for maximum development in all fields.

This agreement will guarantee the rights of the Nagas and also address the security concern of India to a great extend.

Both parties agree that the Indo-Naga conflict is highly political and that it should be solved politically. Fighting and killing did not solve the problem rather hardened the hearts of the oppressed Nagas. Physical oppressions and persecutions never touch the heart of man.

Government of India should address to the hearts of the Nagas. We highly appreciate the bold step taken by the present leadership of India.

Countrymen I once again urge you all to come together in the spirit of forgiveness and move forward.

Dear Countrymen, On this auspicious day of the 64th Nagaland Republic Day, let us give thanks to the Almighty God for sustaining our Nation up to this day. Today as the Naga Nation celebrates our republic, we recall the memories of the pioneer leaders and workers of our Nation building and their sacrifices.

We salute them because for their splendid service and sacrifices Nagas are a nation today and their memory will remain in the annals of Naga National History.

On a historic national day such as this, it is required that the people look back to the history of their nation and people. Thus firstly, in the ancient time as beautifully described by A.Z.Phizo, father of the Naga Nation ‘the Naga people lived happy and contented in their own owned land where every village is a small republic’.

This happy life of the Nagas was disturbed by the intrusion of the British when they intruded into Nagaland in 1832 and were consequently permitted to stay in some parts of our land through verbal agreement in 1880 after intermittent warfare for 48 years.

Even by the time of the British leaving Nagaland, Nagas refused the British offer of a Reformed Scheme and went on to writing the memorandum to the Simon Commission in 1929 stating clearly to remain as before - that is before the British came over to Nagaland.

When evidently India was to be given independence, Naga Leaders led by A.Z. Phizo went to India and met most of Indian leaders of that time including Mahatma Gandhi, Father of the Indian Nation, in order to built good neighbourly relationship

between India and Nagaland.

And with mutual understanding between each other, Nagas declared their Independence on August 14, 1947.

The Naga National Council NNC conducted the Naga Voluntary Plebiscite on May 16, 1951 where 99.9% voted to remain independent. This action resulted in completely disproving the notion and propaganda of those Indian leaders who said that independence was held by only a few educated Nagas.

India, rather than giving rational consideration on the stand of Nagas asserted power of its might to intimidate the Nagas by force which started in 1954. By 1956 Naga youths volunteered to defend their country. They organised themselves as ‘Safe Guard’ and after some time it was changed again as ‘Home Guard’.

The situation prompted Nagas to set up their own Government and thus the Federal Government of Nagaland (FGN) was established on 22nd March 1956 at Parashen in Rengma Region under the Yehzabo of Nagaland.

Thus we are celebrating the 64th Nagaland Republic Day today.

After India got its Independence; unfortunately for Nagas, Mahatma Gandhi was assassinated and with that India began to invade Nagaland claiming to have inherited Nagaland from the British. India poured overwhelming number of its armed forces into Nagaland by 1955 and started killing our people young and old, men and women even children, they tortured and raped our women, burned our villages and herded our people into concentration camps built

Singnya, Kedahge, Federal Government of Nagaland on March 22 My beloved Country Men and Women, It is a great honor and privilege for me to address you on this historic occasion of the 64th Republic Day of our Nation. I thank our Almighty God for His continued Guidance, Sustenance and Protection. I am immensely grateful to our pioneers for laying a firm political foundation for which we are able to stand up today with pride and dignity.

I salute and pay my homage to the martyrs who have made the supreme sacrifice for the Naga cause and all the Naga patriots for their visions and sacrifices in pursuit of the long cherished Naga dream.

May their unyielding spirit and selflessness continue to inspire, guide and strengthen us.

On this day 64 years ago, on 22nd March, 1956 Nagaland became a Republic when the Naga National Council convened the First Tatar Hoho Session bringing together the Free Nagas represented by the Hongking Government and the erstwhile Naga Hills District represented by the Naga National Council which led to the establishment of the Federal Government of Nagaland. With the National Mandate of 1951 entrusted to them and acknowledging that the Almighty God is the Supreme Sovereign over this world and the authority of the people on the territory is a sacred trust from God, our leaders established the National institution based on the modern principles and ideals of Democracy, Justice,

Liberty and Fraternity and instituted the Republic on the concept of the Federal System of Governance.

The momentous Declaration of Naga Independence on 14th August, 1947 and the irrevocable pledged of the Plebiscite of 16th May, 1951 created the foundation and also shaped the political course of our people. We chose to determine, forge and shape our own destiny with dignity, integrity and freedom and we have managed to withstand the tests of time and the tides that sought to weaken and destroy our spirit.

As we commemorate the 64th year as a republic, we celebrate the exemplary lives and courage of the pioneers who have guided us with their vision. The Federal Government of Nagaland remains deeply committed to what our elders had enshrined for us a nation. Our history is our inheritance but to achieve our goal we must move forward.

The choice before us is to talk about our past reminisce with regret and avoid following the path charted for us or to place ourselves within the historical framework of the past by placing ourselves in it and follow the path till our historical rights are expressed in full.

The Federal Government of Nagaland strongly feels that we must travel back in time to the distant past to reclaim our rights that was declared in unity and trust. Right from the beginning till date, our Nation has been facing powerful

forces opposed to our Cause who have sought to weaken it by sowing the seed of animosity and suspicion and adopting the policy of Divide and Rule.

Our nationalism is in threat because we are slowly losing the spirit that gave birth to our nationalism. We have divided ourselves into so many groups and factions with the emergence of educated but self elected leaders who do not have the mandate of even a handful of people who whimsically change their ideologies and opinions and openly air their opinions in the mass media using the name of widely accepted and respected Naga Political Institution which is a great detriment to the Naga cause. In the midst of opposition and distrust from others we must free ourselves from our greatest enemy from within, unite and with strength proceed forward. I believe that there is a future ahead of us and that future is waiting for those who are morally strong, determine and resolute to make it their own.

The Nagas as a people have an ardent desire to live in peace and harmony among ourselves and have always sought to live in peaceful coexistence with our neighbors.

The Federal Government of Nagaland also prescribes to this desire of our people.

For peace to prevail and for a peaceful resolution of the Indo-Naga political issue, the Federal Government is actively involved in political dialogue with the Government of India as an entity of

layman is not simply a layman but a person with a very clear motive of supporting a particular individual private business lobby.

How T. Achumi calling himself a layman (a non- professional man) can advice professional govt. teachers in education?

That shows that this layman is the mouth piece of some one’s private business lobby. His sound resonates that tune.

Criticism after proper understanding the issues is always by welcome by ANSTA, but if it is to accuse and to show that all govt. teachers in bad light is not at all acceptable to us. If T. Achumi is truly a layman,

Then the policy changed to the use of money. India made the so-called 16 point agreement with a few of its servants and fresh educated young Nagas to form a puppet State Government in Nagaland in order to internalise its naked aggression on Nagaland to save its face in front of the world.

Again in order to wipe out the Naga National Council and the Federal Government of Nagaland and knowing Th. Muivah’s lust for power and money, India gave necessary backing in his design to overthrow the established institution and historical basis of the Nagas. Thus India in connivance with renegades had killed many good leaders and innocent Naga lives for 39 years.

They started the stage-managed so-called talk and have continued for the past 22 years which will not end because there is no head or tail in the talks.

As for the matter between India and Nagaland, it is India’s aggression over Nagaland. And sooner or later India must withdraw her occupational forces from Nagaland. The sooner this is done the better it will be for India.

On our part, the Federal Government of Nagaland upholds the Ceasefire Agreement made with the Government of India which was signed between the two Governments in 1964 with the aim and purpose to find an honourable solution for both the parties concerned within the spirit of the ceasefire agreement.

We govt. school teachers go along very well with our contemporary private school teachers, do many assignments together in the field of education. There no doubt or concussion or ill feelings among us till date, we never try to create such a bad situation. But people

Every rational person knows that too much procrastinating is harmful and detrimental for solving any human problem.

It is up to the Government of India whether to decide for a political settlement when the entire Naga population is desirous of an honorable and acceptable political solution and restore faith in the Indian System of Democracy or prolong the ongoing talks and make a mockery of the Indian System of Democracy.

May God’s grace be upon us all and His Wisdom continues to guide us and His Will prevails as we continue our journey forward.

New Delhi, Mar 22 (IANS): Lenders of cashstrapped Jet Airways are in the process of securing “substantial stake” in the ailing airline to try and revive it to a manageable state before selling it to new promoters, a senior Finance Ministry source said on Friday.

“Only after securing substantial stake in the airline, the lenders are planning to sell Jet Airways, and the existing promoters need to exit before new buyers can be roped in”, he said.

After defaulting on interest payments and delaying salaries to pilots, with Jet Airways now flying just about a third of its fleet following the recent grounding of many aircraft, the full service carrier is currently in a

near standstill situation.

“The lenders will take over the airline for the time being and try to give some comfort in terms of paying the salaries, and no new promoters are likely to come in for 2-3 months. Jet promoters need to exit before new promoters are roped in and need a clen deal to sell Jet Airways”, the source said.

Jet Airways has a debt of over Rs 8,200 crore and needs to make repayments of up to Rs 1,700 crore by the end of March. In case the airline collapses, 23,500 jobs could be at stake.

76.48 lakh jobs created in last 17 months: EPFO payroll data New Delhi, Mar 22 (AGENCIES): Net employment generation in the formal sector touched a 17-month high of 8.96 lakh in January 2019, according to the latest EPFO payroll data.

The EPFO has been releasing payroll data from April 2018, covering the period starting September 2017.

The addition in January was 131% higher as compared with 3.87 lakh EPFO subscribers added in the year-ago month.

In September 2017, a net of 2,75,609 jobs were created.

Around 76.48 lakh new subscribers were added to social security schemes of the Employees’ Provident Fund Organisation (EPFO) from September 2017 to January 2019, the data showed. This indicates that these many jobs were created in the formal sector over the past 17 months.

the highest since September 2017.

The EPFO, however, revised slightly downwards its payroll data for December 2018 by 1.8% to 7.03 lakh, against the earlier estimate of 7.16 lakh released in February.

It also revised the cumulative job addition data for the September 2017December 2018 period downwards by 6.6% to 67.52 lakh, from the earlier forecast of 72.32 lakh.

The sharpest revision was for March 2018 in the latest report which

showed contraction or exit of 29,023 members from the EPFO subscriptions whereas last month’s estimated addition was 5,498 members.

The EPFO data showed that the March 2018 figure is negative due to large number of exits reported in March, in view of it being the closing month of the financial year.

During January 2019, the highest number of 2.44 lakh jobs were created in the 22-25 years age group, followed by 2.24 lakh in the 18-21 years age bracket.

New Delhi, Mar 22 (PTI): The Enforcement Directorate (ED) Friday arrested a “trusted” aide of controversial Islamic preacher Zakir Naik from Mumbai in connection with a money laundering case against him and others, officials said.

Abdul Kadir Najmudin Sathak, a jeweller, has been arrested under the Prevention of Money Laundering (PMLA) for his role in “actively assisting Naik and aiding him in money laundering by transferring funds of dubious origin from the UAE to facilitate production and broadcasting incriminating videos for spreading communal hatred and radicalisation of a particular community”, the agency said.

The agency will also soon file a fresh chargesheet in this case based on fresh evidence, they said.

The officials alleged that Sathak had directly sent about Rs 50 crore funds to Naik, which the preacher illegally routed and laundered.

Sathak was also the director of M/s Global Broadcasting Corporation FZE LLC that owned Naik’s Peace TV channel, they said.

He will be produced before a special PMLA court in Mumbai.

It said the company Global Broadcasting was “controlled” by Naik, who is stated to be in Malaysia at present, through Sathak, who was his “tr usted aide”.

New Delhi, Mar 22 (PTI): India on Friday accused Pakistan of trying to politicise the court verdict in Samjhauta Express terror case to “deflect” attention from its “failure” to bring to justice perpetrators of several terror attacks in India and the region.

New Delhi, Mar 22 (AGENCIES): The government on Friday boycotted Pakistan’s National Day celebrations both here and in Islamabad to protest the Pakistan High Commission’s invite to Jammu and Kashmir separatist leaders for the event. “There has been no change in Pakistan’s ways,’’ said Ministry of External Affairs spokesperson Ravish Kumar while confirming India’s decision not to send any representative.

India is also miffed at Pakistan Foreign Minister Shah Mahmood Qureshi dialling up Hurriyat leaders last month ahead of an event organised in London to mark Islamabad’s support to the violence in Kashmir.

This is the first time New Delhi is boycotting the neighbouring country’s national day instead of the earlier trend of lodging a protest while sending an official representative for the event.

MUMBAI, MAR 22 (PTI): India’s foreign exchange reserves surged by a whopping USD 3.602 billion to USD 405.638 billion in the week to March 15, driven by rise in foreign currency assets, the Reserve Bank said Friday.

Forex reserves had increased by USD 258.8 million to USD 402.035 billion in the previous week.

MUMBAI, MAR 22 (PTI): Snapping its eight-day winning streak, the BSE benchmark Sensex tumbled over 222 points Friday as investors scrambled to book profits after the recent rally while ratings agency Fitch slashed India’s growth forecast.

Lacklustre global cues and a depreciating rupee also weighed on the markets, analysts said.

The 30-share index opened on a positive note at 38,452.47, but soon succumbed to heavy selling pressure, touching an intraday low of 38,089.36. It finally closed at 38,164.61, down by 222.14 points, or 0.58 per cent. On similar lines, the NSE Nifty shed 64.15 points, or 0.56 per cent, to finish at 11,456.90.

On a weekly basis, the Sensex added over 140 points, while the wider Nifty gained 30 points. Fitch Ratings Friday cut India’s GDP growth forecast for the next fiscal to 6.8 per cent from 7 per cent estimated earlier on weaker than expected economic momentum.

In its latest Global Economic Outlook, Fitch also slashed GDP growth forecast for current fiscal ending March 2019 to 6.9 per cent from 7.2 per cent projected in the December edition.

NEW DELHI, MAR 22 (PTI): Fitch Ratings Friday cut India’s GDP growth forecast for the next fiscal to 6.8 per cent from 7 per cent estimated earlier on weaker than expected economic momentum.

In its latest Global Economic Outlook, Fitch also slashed GDP growth forecast for current fiscal ending March 2019 to 6.9 per cent from 7.2 per cent projected in the December edition.

The 6.9 per cent estimate is a notch lower than 7 per cent growth estimated by the Central Statiscs Office (CSO) for the current fiscal. Indian economy grew 7.2 per cent in 201718 fiscal.

At the Interbank Foreign Exchange (forex) market, the domestic unit opened at 68.60. The local unit moved in a range of 69.10 to 68.53 before finally ending at 68.95, a drop of 12 paise over its previous close. The Indian currency had gained 13 paise to close at 68.83 on Wednesday.

Forex market was closed on Thursday on account of Holi. However, the domestic currency has gained 15 paise during the week. This is also the sixth consecutive week of gains for the local unit.

The dollar index, which gauges the greenback’s strength against a basket of six currencies, rose 0.18 per cent to 96.66.

Wellington, Mar 22 (IANS): New Zealand on Friday broadcast the Muslim call to prayer on national television and radio as thousands across the country came together in a national day of reflection to mark the March 15 mass shootings at two Christchurch mosques that killed 50 people.

The call to prayer was broadcast at 1.30 p.m., followed by two minutes of silence to remember those who lost their lives in the terrorist attack exactly a week ago, CNN reported.

At almost the same time as when the attack was first reported from the Al Noor mosque to police, Christchurch ground to a halt for two minutes. Hun-

The Foreign Ministry described Trump’s statement on Thursday as reckless, saying that this kind of act has shown the absolute support of the United States for Israeli aggression, reports Efe news.

tional peace and stability,” a Ministry source said in a statement.

New Zealand Police said on Friday that it was probing death threats sent to Prime Minister Jacinda Ardern on social media.

A Twitter post containing a photo of a gun and captioned “You are next” was sent to the Prime Minister earlier on Friday, The New Zealand Herald reported.

The post had been up for more than 48 hours before the sender’s Twitter account was suspended before 4 p.m. after it was reported by various people.

Another post tagged to Ardern and the New Zealand Police had the same photo with “next it’s you”.

The suspended account contained anti-Islamic content and white supremacist hate speech.

A police spokesperson told The New Zealand Herald: “Police are aware of a comment made on Twitter and are making enquiries.”

ctress Emilia Clarke said she suffered two “life-threatening” aneurysms.

The actor, who plays Daenerys Targaryen in the popular series “Game Of Thrones”, underwent surgery twice, leading to “terrible anxiety” and panic attacks, reports bbc.com.

Despite thinking she would die, Clarke has now recovered beyond her “most unreasonable hopes”.

The actress, who is from Oxford, plays a young princess sold into marriage who she describes as “a figure of power and selfpossession”.

Clarke experienced her first aneurysm in 2011.

She had been working out before collapsing in a toilet with “shooting, stabbing, constricting pain”.

Doctors diagnosed her with having a subarachnoid haemorrhage (SAH), from which a third of sufferers die immediately or soon after.

After the surgery, a condition called aphasia set in, meaning she could not communicate and feared her acting career was over.

“In my worst moments, I wanted to pull the plug. I asked the medical staff to let me die,” she said.

She recovered enough to return to filming Season 2 of “Game of Thrones” but she was feeling so weak that she thought she was about to die.

In 2013, while performing for a play in New York, she received brain surgery for a second aneurysm on the other side of her brain.

Leaving Neverland, which split opinion when part one aired in the UK earlier this month, focuses on testimony by Wade Robson, 36, and James Safechuck, 41, who both claim that Jackson sexually abused them when they were children.

The music icon was inducted into the prestigious hall twice during his lifetime, once with the Jackson 5 in 1997, and again as a solo artist in 2001.

While the documentary sees extensive allegations of abuse being levelled against Jackson by Wade Robson and James Safechuck, it seems his position in the hall isn’t up for question.

NEW DELHI, MAR 22 (IANS): In a bid to further popularise Test cricket, the International Cricket Council (ICC) has allowed players to have their names and numbers on the back of their shirts starting with the World Test Championship from August 1.

The Ashes series between England and Australia will be the first instance when the players will sport these jerseys.

“They will come into force on August 1 as part of the World Test Championship,” ICC General Manager Claire Furlong told IANS. The ICC in recent times has already taken major strides in the direction to highlight Test format -- the introduction of the World Test Championship was in this line. The championship will start from July 15 and go on till April 30, 2021, with the final being played in June 2021.

With an aim to attract more fans to the game, the ICC has approved the idea of having players’ names and numbers on their shirts even in the longest format of the gentleman’s game.

pionship, whose calender was released in June 2018, is being seen as a tool to make bilateral ties more contextual.

The move to introduce jerseys with the name of players and their numbers will only make it more exciting for the fans who seem to be more interested to follow the shorter formats of the game.

Commenting on the fixtures of the Test championship, ICC CEO David Richardson had said: “The agreement of this FTP (Future Tours Programme) means we have clarity, certainty and most importantly context around bilateral cricket over the next five years. “ T h e Wo r l d Te s t Championship will get underway next year with the ODI league kicking off in 2020 as part of the qualification towards the ICC Cricket World Cup 2023. “Bringing context to bilateral cricket is not a new challenge, but with the release of this FTP,

our members have found a genuine solution that gives fans around the world the chance to engage regularly with international cricket that has meaning and the possibility of a global title at the end.”

ICC chairman Shashank Manohar had recently said that Test cricket was dying. “We are trying to see whether Test championship can generate interest because Test cricket is actually dying to be honest.

“So to improve the situation, we are trying ways and means. The (ICC) board directors has come to a conclusion that if we start a Test championship, it would keep Test cricket alive and generate more interest in the game,” Manohar had said.

But the statement drew a lot of flak and Richardson said that the chairman’s statement was misinterpreted. “What he [Manohar] was meaning to say is Test cricket was calling out for more context. Yes, there are some iconic contests that take place from time to time, but really, unless you are a part of or a fan of the participating teams that particular series had no real interest (to fans globally).

Indian eves clinch 5th SAFF title

Indian women’s team celebrates their 5th straight SAFF title after a tough game against the hosts.

BIRATNAGAR, MAR 22 (IANS): India continued its dominance at the SAFF Women’s Championship with the team lifting its fifth straight title on Friday in Biratnagar, Nepal with a 3-1 win over the hosts in the final.

The win extends India’s unbeaten run in the tournament’s history to 23 games as goals from Dalima Chhibber, Grace Dangmei and substitute Anju Tamang saw India lift the trophy in front of a partisan crowd at the Sahid Rangashala Stadium.

The pace of the match was intense from the word go, with both sides pressing hard from the first whistle.

Grace Dangmei fashioned a couple of early chances down the right wing for India while Nepal registered a couple of shots from

a distance, with Manjali Kumar testing Indian custodian Aditi Chauhan in the 14th minute.

Just three minutes later, after some excellent build-up play down the right, Sandhiya laid off a ball for Sanju to shoot from the top of the box.

The winger’s effort was a powerful one but was saved by the opposition keeper.

On the other end, Sabitra Bhandari posed a threat for India inside the penalty area but her curling effort was off target.

In the semi-final against Bangladesh, it was Dalima who opened the scoring for India and this time around too, it was the right-back who gave India the advantage. In the 26th minute, she smashed the ball past the keeper from a free-kick from 30 yards

M O S C OW, M A R 2 2 (AGENCIES): Russian race walker Alexander Ivanov was stripped of his 2013 world championship title after being found guilty of doping, the country’s track federation said Friday.

Ivanov was handed a three-year ban after blood data in his biological passport showed signs of doping.

The ban was backdated to May 2, 2017, when Ivanov was first suspended pending a full hearing.

Russia dominated race walking at the Olympics and world championships for more than a decade before a wave of doping cases brought disqualification for more than 30 athletes and a life ban for head coach Vik-

tor Chegin.

Ivanov was one of the last members of the team without a ban. His 2013 world championship gold will go to Chen Ding of China. Ivanov will also lose a 2014 European Championship silver medal.

Russia originally topped the medals table on home soil at the 2013 world championships, but has now been stripped of all but three of its seven gold medals.

Besides Ivanov, hammer thrower Tatyana Lysenko, high jumper Svetlana Shkolina and the women’s 4x400meter relay team have been disqualified for various doping offenses. NYON, MAR 22 (AGENCIES): UEFA says it has charged Neymar for comments made about match officials after Paris Saint-Germain lost to Manchester United in the Champions League.

The PSG foward used Instagram to aim an expletive and insults at video review officials who intervened before Man United was awarded a stoppagetime penalty for a handball that eliminated PSG. Neymar wrote: “They put four guys that do not understand football to watch it in slow motion. This doesn’t exist!” Neymar, who was injured and did not play, then used profanity while writing about the video assistants. UEFA says Neymar has been charged with “insulting/molesting acts against match official.”

The date of the hearing has yet to be announced.

AIFF President to meet agitating I-League clubs NEW DELHI, MAR 22 (IANS): Holi brought good news for I-League clubs across the country as All India Football Federation (AIFF) General Secretary Kushal Das informed them that President Praful Patel has agreed to meet them between April 10-15. This comes after the agitating clubs said they will reconsider withdrawing from the Super Cup if the President met them.

“I am sending this communication on behalf of Patel. He will meet the clubs to discuss the road map for Indian football as communicated to me by the clubs on 20th March between 10th to 15th April (tentatively 14th April),” Das wrote in an e-mail to the clubs, accessed by IANS. The venue of the meeting is yet to be finalised.

Das has also urged the clubs to ensure that the game doesn’t suffer because of differences in opinion which he said can always be sorted via mutual discussions.

Expressing gratitude to the AIFF President on behalf of the clubs, Debashis Dutta, Director of Mohun Bagan Football Club, stressed that the clubs will participate in the Super Cup but requested the AIFF to start the competition afresh.

India loses to Uzbekistan in AFC U23 qualifiers opener

India U-23s go down to hosts Uzbekistan in their opening match of the AFC U-23 Championship Qualifier.

TASHKENT, MAR 22 (AGENCIES): India suffered a 0-3 loss at the hands of defending champion Uzbekistan in the AFC U-23 Championship qualifiers on Friday.

Uzbek captain Islomjon Kobilov put the home team ahead when he converted a first-half penalty, before substitute Bobir Abdixolikov scored twice in the last 10 minutes to take the game away from the Indians.

India managed to create a chance early on as Rahul KP was played through on the flank by Anwar Ali. The Kerala attacker put in a cross, but Daniel could not connect with it in time.

However, Uzbekistan started pressing high up

the pitch after the initial exchanges, and they got a good chance around the half-hour mark when Alijanov Ilkhomjon was played through inside the six-yard-box by Amonov Azizbek. But Vinit Rai stepped in with a crucial block. Uzbekistan laid the proverbial siege on the Indian third ahead of the half time break, but the visiting team’s defence held on with Anwar Ali making some brave interceptions deep inside the penalty area.

The host’s efforts finally paid off in injury time of the first half when it was awarded a penalty. Captain Kobilov made no mistake, as he slotted it into the bottom corner to put his side

in the lead.

The home side came out with more attacking intent in the second half.

Although India got a chance to score a goal when Daniel had an opportunity with substitute Komal Thatal, who had come on for Rahul KP, crossing it towards him.

However, Daniel could not get onto the end of the cross, and the chance went begging.

India centreback Gaurav Bora dug out a couple of important interceptions in the second half, helping goalkeeper Dheeraj Singh, who was caught off his line. But Bobir Abdixolikov eventually doubled the lead with a little over 10 minutes of regulation time left.

Under-pressure AIBA president Rahimov resigns amid spat with IOC

LAUSANNE, MAR 22 (PTI): World amateur boxing body’s under-fire president Gafur Rakhimov Friday resigned from the top job amid a dispute with the International Olympic Committee, which had threatened to take the sport off the 2020 Olympics roster.

Accused of having links to organised crime by the US Treasury department, Rahimov took over as International Boxing Association (AIBA) chief last year despite warnings from the IOC that it would jeopardise boxing’s future at the Olympics.

The IOC had threatened to take the sport off the 2020 Tokyo Olympics roster citing “governance issues” in the AIBA - Rahimov at the helm being a key concern for it.

In a press release, Rahimov stated, “... given the current situation, I have informed the AIBA Executive Committee of my intent to step aside as AIBA President in accordance with the AIBA Statutes and Bylaws, which allow the President to renounce to exercise his

powers and to be replaced by an Interim President.”

“I have called an AIBA Executive Committee’s teleconference meeting over the weekend to address this matter and initiate the process of appointing an Interim President.”

The Uzbek also took

the opportunity to rubbish all the allegations levelled against him.

“Once again, as I have stated before on numerous occasions, I attest and confirm that the allegations against me were fabricated and based on politically motivated lies; I trust that the truth will prevail.

“Nevertheless, I have always said that I would never put myself above Boxing, and as President, I have a duty to do everything in my power to serve our sport and our athletes.”

The popular combat sport has been a part of every Olympics since its introduction at the 1904 Games, barring Stockholm 1912. The reason for its only Olympic omission was the Swedish law, which banned the sport at that time.

Ravichandran Ashwin has said he is “no slouch with white ball” and will probably carry a

baggage of angst now that it is crystal clear that he has missed the World Cup bus. With find of English cricket Sam Curran in his ranks, Ashwin will aim to make a statement.

But if his variations could trouble a Kohli or a Rohit, he certainly would have made a point and also helped Kings XI Punjab gain the upperhand.

PARIS, MAR 22 (IANS): French Open organisers have announced an eight per cent increase in the total prize money to 42.6 million euros ($48.35 million) and also inaugurated a new court that is the famed Grand Slam tennis tournament’s thirdbiggest.

Prize money will jump the most for men and women who are ousted in the qualifying stage or who lose in the first round, with the latter now set to earn 46,000 euros ($52,333) apiece, an increase of 15 per cent over last year, Efe news reported on Friday.

The winners of the men’s and women’s singles will each receive 2.3 million euros ($2.6 million), up 4.55 per cent from last

year, while the singles finalists will earn 1.18 million euros, an increase of 5.36 per cent.

On Thursday, tournament organisers also inaugurated a new 5,000-seat court that is the first piece of a renovation project launched in 2018 at tennis’ clay-court Grand Slam.
