Ravi-NSCN/GPRN talks in Dimapur

DIMAPUR, MAR 22 (NPN): Deputy National Security Advisor (NSA) and Government of India’s representative and Interlocutor for the Naga Peace Talks, R.N. Ravi is scheduled to arrive in Dimapur on March 25 to hold talks with NSCN/GPRN. Reliable sources informed Nagaland Post that this would be the first time where both the parties will be holding a dialogue in Dimapur (likely at Police Complex Chumukedima). NSCN (I-M) will be led by its general secretary and chief negotiator, Th. Muivah and while Ravi will represent the Centre. When contacted, Ravi said, “NSCN has requested for a talk and I am coming there”. He, however, added that the date for the talk has not been finalised. Asked whether he will also hold simultaneous talk with the Working Committee of NNPGs, Ravi said, “This time there is no scheduled meeting with them at Dimapur”. This will be Ravi’s second visit to Nagaland within a short span of time.

Petrol becomes costlier, diesel prices drop NEW DELHI, MAR 22 (AGENCIES): Following the daily revision in retail fuel prices, petrol prices rose while diesel prices fell by 7-8 paise on Friday. Petrol prices in New Delhi were increased by 5 paise to Rs 72.76 a litre on Friday as against Rs 72.71 on Thursday. Diesel in the national capital was retailing at Rs 66.65 a litre, 7 paise decrease from Thursday’s price, IOC stated. Meanwhile, in Dimapur petrol price per litre on Friday was Rs. 70.43 while in Kohima it was pegged at Rs. 71.25 per litre. Diesel in Dimapur was Rs. 64.11 per litre and in Kohima it was Rs. 64.73. In the international oil market, crude prices held near 2019 highs, supported by supply cuts led by OPEC and US curbs Iran and Venezuela. International Brent crude oil futures were trading at USD 67.82 per barrel, down 4 cents from their last close. It may be noted that retail petrol price had peaked to Rs 84 a litre in Delhi and it crossed the Rs 91 mark in Mumbai in October last year. So far this year, petrol prices went up about Rs 4 per litre in major cities of the country.

Interlocutor for Naga talks R.N. Ravi (NP File)

During his last two-day visit on February 26-27, Ravi held a series of meetings with various stakeholders, legislators, apex tribal bodies, civil society organisations and briefed them on status of Naga peace process. In an exclusive interview with Nagaland Post, Ravi said government of India was ready to consider Naga flag for Pan Naga cultural body and to term the final agreement as Naga “Yehzabo”. He, however, added that the Naga negotiators were not agreeable to it. The interlocutor has once again reiterated that a final agreement could be signed even “tomorrow”

if the “Naga negotiators reciprocate with pragmatic flexibilities”. After holding a series of meetings with Government of India for over 22 years, senior NSCN (I-M) leaders led by its general secretary arrived in Dimapur on February 4 and have been camping at CHQ Hebron. During this period, the NSCN/GPRN also appointed Qhehezu Tuccu and Tongmeth Wangnao as its new chairman and vice-chairman respectively. The group has also been holding a series of meetings with Naga civil society organisations. It may be noted that the Interlocutor, after engaging

the Working Committee (WC) of the NNPGs for the peace process in 2017, came to Dimapur and held talks with the WC on October 23, 2017 at Police Complex Chumukedima. During an interview with Nagaland Post, Ravi said the October 23 meeting was on substantive issue and businesslike. He said the meeting was a positive forward movement and that it showed sincerity and seriousness of the Working Committee. After his meeting in Dimapur, Ravi and WC of NNPGs signed a document on November 17, 2017 which the latter termed as the “agreed position” between the two entities. It may also be noted that the Government of India and NSCN (I-M) had also signed the “Framework Agreement” on August 3, 2015 and since then both the negotiating groups have maintained that the talk was in the “advanced stage”. It remains to be seen whether NSCN (I-M) and GoI could hammer out differences during this visit and give a logical conclusion to the decades-old Naga political issue.

India to induct desi bofors by March-end

NEW DELHI, MAR 22 (AGENCIES): The first batch of Dhanush artillery guns referred to as ‘Desi Bofors’ will be inducted in the Indian Army on March 26. By the end of the year, a regiment comprising 18 guns are likely to be pressed into action. Sources said the first batch is likely to have five guns that will soon be deployed on the China and Pakistan frontiers. Dhanush, an indigenous artillery gun of 155 mm x 45mm calibre on the lines of Bofors, has a better rate of fire and a strike range of 38 kilometres. The weapon is the first long-range artillery gun to be produced in India. 81% of its components are indigenously sourced. The scale would go up to 90 per cent by 2019. Last month, the Army and Ministry of Defence gave clearance for bulk production order of 118 of these guns to the Ordnance Factory Board (OFB). The Indian Army is going in for mediumisation of artillery to phase out field guns that can be replaced with weapons that are easy to be transported to high altitudes and have a better range.

DIMAPUR, MAR 22 (NPN): GPRN/NSCN chairman ‘gen.’ (Retd) M.B. Neokpao Konyak greeted the Nagas on the 40th Republic Day and recalled the valiant sacrifices made by generations of Nagas who participated in World War I in Europe, to the declaration of Naga Independence in 1947, the plebiscite in 1951 and subsequent guerrilla warfare from 1950s to 1960s and trekking to then east Pakistan during the guerrilla war. He reaffirmed that the present political negotiations between

the government of India and the Working Committee (WC) is guided by the spirit of the 1951 Plebiscite and exuded confidence that an honourable and acceptable political solution was not far off on the fact that an official document was signed between the government and the Nagas, in which the government of India recognised the political and historical rights of the Nagas to self-determination. The GPRN/NSCN chairman also appreciated the Working Committee (WC) especially the leadership of NNC/FGN, NNC (Parent Body), NSCN (R), NNC/GDRN, NNC/NPGN and NSCN/GPRN (K) for their wisdom and vision towards a common Naga aspiration. He also acknowledged the valuable mediatory role played by the tribal hohos, customary guardians, student bodies, mothers, churches, prayer warriors and prominent Naga civil societies toward the ongoing political dialogue. Rio said there were many aspirants, but the ruling coalition finally awarded the ticket to Sharingain Longkumer, even as he urged the voters of Aonglenden to elect the PDA’s consensus candidate. election, the chief minister appealed to the electorate to remain united and focus on developmental aspects of the constituency. He called upon the people to forget various issues that crop up during electioneering like khel, clan, etc. Further, as Sharingain belonged to NDPP, Rio said the candidate had the full support of the PDA government, adding he would not only represent his constituency but also become a prominent leader in Nagaland. Despite having dynamic young politicians like minister Tongpang Ozukum and adviser Imnatiba, he said Mokokchung required more leaders. NDPP, Cong nominees file nominations Correspondent

DIMAPUR, MAR 22 (NPN): Nagaland Legislative Assembly speaker in-charge has accepted the merger of NPP legislators Imnatiba and L Khumo with Nationalist Democratic Progressive Party (NDPP). According to the speaker’s office, both the MLAs presented themselves before the speaker in-charge on March 20. The speaker in-charge also received a letter from NDPP president Chingwang Konyak that requested him to Left- Tokheho Yepthomi (NDPP/PDA candidate) accept the merger as the ruling party had already accepted it. Thereafter, the speaker’s office perused paragraph 4 (2) of the Tenth Schedule of the Constitution of India and relevant provisions of The Members of Nagaland Legislative Assembly (Disqualification on Ground of Defection) Rules, 2019. The merger was accepted by the Speaker in-charge as he was satisfied that it fulfilled paragraph 4 (2) of the constitutional requirement of Extreme right- K.L.Chishi (INC candidate) two-third majority of the legislature and as the two legislators constituted 100% of the NPP legislature and also as the NDPP had accepted the merger and requested the speaker to issue necessary orders. The two NPP legislators- Imnatiba Jamir (13-Arkakong constituency) and Khumo Khiamniungan (57-Thonoknyu constituency)- decided to merge with the ruling NDPP on March 20, in protest against the party’s decision to set up a candidate for the forthcoming by-election to the Standing- Sharingain (NDPP/PDA candidate) 26-Aonglenden constituency.

KOHIMA/MOKOKCHUNG, MAR 22 (NPN): NDPP/PDA nominee for Lok Sabha polls, Tokheho Yepthomi and Congress Lok Sabha candidate, K.L. Chishi filed their nomination papers at the Commissioner’s office, Kohima on Friday. NDPP/PDA candidate for the bye-election to the 26-Aonglenden A/C, Sharingain Longkumer also filed his nomination at the office of the Returning Officer, Mokokchung. Tokheho was accompanied by advisers and NDPP office bearers, while Chishi was accompanied by Pradesh Congress Committee and Kohima District Congress Committee office bearers. Scrutiny of the nominations papers will be held at 11 am on March 26 at the conference hall of commissioner’s office here. Meanwhile, opposition NPF was yet to finalise its candidate for the Nagaland’s lone Parliamentary constituency. The party’s election committee is scheduled to meet on March 23 for a final decision in this regard.

The sharp exchanges began with Congress leaders Motilal Vora, Rajeev Shukla and Randeep Surjewala demanding a Lokpal inquiry into a report by The Caravan magazine, which quoted an alleged diary of Yeddyurappa that maintained accounts of bribes paid to top BJP leaders. “All ‘chowkidars’ of the BJP are thieves. copy of Karnataka Legislative Assembly, Legislator’s Diary pages of 2009 (when Yeddyurappa was chief minister) with details of numerical entries against some individual names. The original... was never given.” When it confronted him on October 19, 2017, the CBDT said Shivakumar stated that “this was a copy of diary, written by Mr. BS Yeddyurappa, and the payments paid on behalf of Mr BS Yeddyurappa to legislators, and received from various leaders, MLAs, Ministers when they were in power.” The CBDT said that since the original was not available by DK Shivakumar, and since the original diary has not been supplied, the forensic analysis of Yeddyurappa’s handwriting and signatures was not possible, noting that the documents “were given by the person who was being raided for tax violations”.

DIMAPUR, MAR 22 (NPN): In a delayed report, a team of 41 Assam Rifles on March 13 made a seizure of Rs.57.10 lakhs from a person near Ghaspani area, under Dimapur district. According to sources, the seizure was made on March 13 evening at around 8.15 p.m. during routine mobile vehicle check-post (MVCP). When contacted, Assam Rifles sources also confirmed the seizure. The person along with the cash was handed over to police, AR sources informed. It was reported that the matter was also intimated to the directorate general of Income Tax (Investigation) North East region and the case was under investigation. IANS adds: “On intimation from the Nagaland election monitoring authorities about interception of cash by a patrol of Assam Rifles,

a surveillance team of the Directorate in Dimapur apprehended a person with the cash,” an official told the IANS. “The directorate made a seizure of Rs 57.10 lakh as undisclosed money,” said the official on Friday. This is the biggest seizure of cash in the Northeast region since the election dates were announced. The identity of the person was not known till the filing of this report. With the model code of conduct coming into force after the notification of elections, election expenditure monitoring activities

have been initiated by all agencies requisitioned by the Election Commission. IT department has also opened a 24×7 control room and complaint monitoring cell in all the North Eastern states to check the flow of black money during the forthcoming Lok Sabha elections. In this regard, Income Tax department has requested the people to inform the Control Room about the movement of large amounts of cash or valuables which may be used for bribing voters during the election period.
