Shyamkumar was elected from Andro seat on the Congress ticket in the March assembly elections but he defected to BJP post-polls. Khemchand said: “The notice is under process”. The speaker was replying to K. Meghachandra of the Congress who raised the issue in the assembly on Wednesday. Meghachandra said: “Ten MLAs had submitted a notice seeking disqualification of Shyamkumar. Everybody knows that he had defected.” “It must be first in the country for an MLA who was elected on a party’s ticket thus became a minister of another party. qualification criteria
New Delhi, Mar 22 (PTI): The Union Cabinet today approved a proposal to amend the RTE Act to make it mandatory for teachers to acquire minimum qualification. The amendment in the Right of Children to Free and Compulsory Education Act, 2009, will enable in-service untrained elementary teachers to complete their training which is imperative to maintain the standard of teaching quality. “The amendment will ensure that all teachers, in position as on 31st March, 2015, acquire the minimum qualifications prescribed by the academic authority to extend the period for such training for four years up to 31st March, 2019,” an official statement said. This would result in improvement in overall quality of teachers, teaching processes and consequently learning outcomes of children and reinforce the government’s emphasis on improvement of quality of elementary education, it added.
2009, came into effect in April, 2010. It envisages free and compulsory elementary education to every child in the age group of 6-14 years. The proviso to Section 23(2) of the Act specifies that all teachers at elementary level who, at the commencement of this Act, did not possess the minimum qualifications as laid down under the RTE Act, 2009, need to acquire these within a period of five years i.e. by 31st March, 2015. However, several state governments have reported that out of a total of 66.41 lakh teachers at the elementary level, 11.00 lakh are still untrained (of this, 5.12 lakh are in government and aided schools and 5.98 lakh in private ones). In order to ensure that all teachers, in position as on 31st March, 2015, acquire the minimum qualifications prescribed by the academic authority, it was necessary to carry out appropriate amendment in the Right To Education Act to extend the period for such training for four years up to 31st March, 2019.

SBI officials held for violating RBI guidelines HYDERABAD, MAR 22 (IANS): The CBI has arrested two senior State Bank of India (SBI) officials for misappropriating funds of around Rs 12.40 lakh by violating the RBI guidelines imposed during demonetisation, an official said on Wednesday. Senior Special Assistant M. Sultan Mohiuddin and Deputy Manager (Operations) I.J. Raja Sekhar, employed at SBI’s Buchireddypalem branch in Andhra Pradesh’s Nellore district, were held during a raid conducted at their official and residential premises on Tuesday. The CBI also recovered several incriminating documents. A CBI official said the bank officials were booked for criminal conspiracy, cheating, criminal breach of trust and under the Prevention of Corruption Act. “It was alleged that the officials entered into a criminal conspiracy with some private persons between November 15 and 25 when demonetisation was in force and restrictions on distribution of currency notes were in place,” said the official. He said Mohiuddin had allegedly availed four gold loans of Rs 9.70 lakh on “benami” names. These were sanctioned by Sekhar. “The SBI officials also sanctioned three more gold loans to other persons to the tune of Rs 2.70 lakh and made the loan disbursements in cash in new currency exceeding the limits laid down by the RBI due to demonetisation.

MUMBAI, MAR 22 (IANS): Maharashtra Speaker Haribhau Bagade on Wednesday suspended 19 opposition legislators till December 31 for creating a ruckus over farm loans on Saturday. The house, which reassembled after three days, adopted a resolution moved by Parliamentary Affairs Minister Girish Bapat, seeking suspension of the Congress and NCP legislators who disrupted Finance Minister Sudhir Mungantiwar’s budget speech. The resolution was adopted with both the ruling Bharatiya Janata Party and ally Shiv Sena members voting in favour after which the Speaker issued the suspension orders. On Saturday, Mungantiwar’s budget for 2017-18 was presented amid chaos as the combined opposition demanded a complete waiver of farm loans in the state. The opposition parties greeted the suspension order with protests and said the government resorted to the measure to avoid defeat over a cut motion which requires voting in the house. Opposition leader Radhakrishna Vikhe-Patil accused the government of being insensitive to the farmers’ plight and trying to muzzle the opposition voice by resorting to undemocratic measures like suspension.

Police sealed many meat shops when the shop owners could not furnish the license. After taking oath Adityanath warned the State police that local police officers would be made accountable if illegal meat shops and slaughter houses are found to be functioning. Riding a strong anti-meat sentiment, BJP had promised in its manifesto to shut all mechanised slaughter houses immediately after forming government. Several slaughter houses running illegally in the State, were closed down in last two days. Police, on its part, increased vigil across the state to prevent illegal slaughter of cows and buffalos. The attack on Hathras is first incident of mob witch hunting of meat traders. Hindutva groups kept the anti-meat sentiments running in the public discourse while accusing the slaughter houses. LUCKNOW, MAR 22 (AGENCIES): In keeping with the BJP’s manifesto, Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday directed police officials to prepare an action plan for closure of slaughter houses across the state. He also ordered a blanket ban on smuggling of cows and said zero tolerance would be exercised in this regard. The BJP manifesto had said that all the illegal slaughterhouses would be closed and there would be a blanket ban on all the mechanised slaughter houses. BJP document had observed that due to cow smuggling, dairy-based industries have failed to flourish. It noted that during the past state governments there had been a fall in cattle count, reflecting that bovine smuggling was rampant. BJP chief Amit Shah in his election meetings had emphasised that the moment his party comes to power in the state, it would ban all slaughter houses. Adityanath also directed the police to act tough against anti-social elements. He warned that those using police security as “status symbol” would come under the scanner and after review of their threat per-

Extreme right polity
B
arely three days after being sworn-in as chief minister of Uttar Pradesh, on the back of a massive mandate of 325 out of 403 for the BJP, Yogi Adityanath has already launched his party’s primary objective- to push hindutva which can also be translated as polarisation of society which the majority community would not find it hard to embrace as a natural corollary of identity. These steps fall in line with such an ideology to prepare for the biggest electoral battle in 2019. If Modi wins handsomely in 2019 then it will finally cement the agenda of a Hindutva nation as the core of the country’s polity. Known as a Hindutva hardline mascot, Yogi Adityanath, now as chief minister of UP, answers questions about which direction the BJP would take. Modi had beaten his campaign challengers and left them miles behind and the votes he won for the BJP were for equality of all citizens and ensure good governance and development to eradicate goonda raj in UP. Modi is someone who has a track record of good governance, barring the terrible episode in 2002 in Gujarat. The Modi juggernaut has been brilliantly planned and executed with the precision that could be likened to a surgical strike. There is no opposition to Modi and even if the Congress, Left, TMC, JDS, JDU, RJD etc try to forge a mahagatbandhan; the absence of a tall leader to lead it, would ensure that such a grandiose plan falls apart even before the votes are cast. Even if Nitish were to head such a grand coalition, victory cannot be guaranteed unless there is an anti-Modi wave across India. UP is the biggest state in India having 80 Lok Sabha MPs and around 20 crore people. Modi won handsomely in 2014 from Varanasi constituency and has since made the state his second home from where he hopes to stir national politics after completely dominating Gujarat. UP is a very crucial state for any party that seeks to play a dominant role in national politics. Yogi Adityanath’s name did not figure in the list of contenders for the post of chief minister and therefore, it was a surprise when the five-time MP from Gorakhpur was chosen without much ado. Call it coincidence or part of the agenda, speeches from extreme Hindutvawadis, after Adityanath’s was sworn in are deeply worrisome. So-called fringe outfits have begun targeting religious minorities and imposing their brand of Hindutva moral policing. Earlier, Dharm Jagran Manch leader Rajeshwar Singh has said that they plan to root out Christianity and Islam from India by December 31, 2021, adding that Christians and Muslims essentially have no right to live in the country. The Manch has also been at the forefront of reconversion of muslims to Hinduism. If such outfits are described as fringe groups”then one need to remember what another fringe element Yogi Adityanath, did in 2005, when he led a ‘purification drive’ which involved the conversion of Christians to Hinduism. In one such instance, 1,800 Christians were reportedly converted to Hinduism in the town of Etah in Uttar Pradesh. Adityanath also vowed: “I will not stop till I turn UP and India into a Hindu Rashtra (Hindu state).
DailyDevotion The Burning Heart Did not our heart burn within us…? —Luke 24:32 We need to learn this secret of the burning heart. Suddenly Jesus appears to us, fires are set ablaze, and we are given wonderful visions; but then we must learn to maintain the secret of the burning heart— a heart that can go through anything. It is the simple, dreary day, with its commonplace duties and people, that smothers the burning heart— unless we have learned the secret of abiding in Jesus. Much of the distress we experience as Christians comes not as the result of sin, but because we are ignorant of the laws of our own nature. For instance, the only test we should use to determine whether or not to allow a particular emotion to run its course in our lives is to examine what the final outcome of that emotion will be. Think it through to its logical conclusion, and if the outcome is something that God would condemn, put a stop to it immediately. But if it is an emotion that has been kindled by the Spirit of God and you don’t allow it to have its way in your life, it will cause a reaction on a lower level than God intended. That is the way unrealistic and overly emotional people are made. And the higher the emotion, the deeper the level of corruption, if it is not exercised on its intended level. If the Spirit of God has stirred you, make as many of your decisions as possible irrevocable, and let the consequences be what they will. We cannot stay forever on the “mount of transfiguration,” basking in the light of our mountaintop experience (see Mark 9:1-9). But we must obey the light we received there; we must put it into action. When God gives us a vision, we must transact business with Him at that point, no matter what the cost. We cannot kindle when we will The fire which in the heart resides, The spirit bloweth and is still, In mystery our soul abides; But tasks in hours of insight willed Can be through hours of gloom fulfilled.

Post-mortem Socialist Council of Nagalim Republic Day speech by The line of National Speech by Th. Muivah Brig. (Retd) S. Singnya, FGN U
My beloved Country Men and Women, It is with great pleasure and honour that I take the privilege to address you all on this historic occasion of the 62nd Republic Day of our Nation. I thank our Almighty God for His continued Guidance, Protection and for Sustenance. I also honour with profound gratitude our pioneers who laid a firm and solid political foundation because of which we are able to stand up today with pride, dignity and honour. On this momentous occasion, I pay my respect and homage to our martyrs who have made the supreme sacrifice for the Naga Cause and to many of our freedom fighters for their vision and selfless services. May their unyielding spirit and selflessness continue to inspire, guide and strengthen us. The momentous Declaration of Independence of August 14th, 1947 and the irrevocable pledge of the historic Plebiscite of 16th May, 1951 have created the foundation which has given birth and shaped the political course of our people. Nagaland became a Republic on 22nd March, 1956 when the First Tatar Hoho Session was convened by the NNC and the Federal Government of Nagaland was established. We are unique as a people and as a Nation. We chose to determine, forge and shape our own destiny with dignity, integrity and freedom and we have withstood the tides that sought to weaken and destroy our spirit. Right from the beginning till date, powerful forces opposed to our Cause have sought to weaken us by following the policy of Divide and Rule. The Naga country was not only divided up between India and Myanmar but also the Naga population in India had been scattered in the four different states of Nagaland, Manipur, Arunachal Pradesh and Assam. The demarcation of the Indo-Myanmar boundary on the Naga territory was done arbitrarily and without the consent of the Naga people. This is evident, to cite an instance, the boundary line not only divide Longwa, a Naga Konyak village but cuts through the very house of the village chief. Longwa village has one common local government body (village council) and one common church even today. There recent move of the Government of India and Myanmar to divide Nagas by erecting the international boundary wall near Pansha without any consultation and in total disregard to the rights of the traditional land owners is a threat. In today’s modern world, our traditional culture and values, our faith and beliefs are being eroded and being supplanted by alien cultures and practices. Social evils like corruption, lust for easy money, moral degradation are attaining alarming proportion replacing our traditional values of honesty, hard work, hospitability, etc., for which Nagas were once well known for. The Indian system of politics where money and wealth is considered as a pre-

imapur being a cosmopolitan town is inhabited by people from different parts of the country. It is good for inhabitants as well as visitors to know the historical background of Dimapur Township as to how it came under the state of Nagaland. It is said that Kachari civilization Brahmaputra valley was conquered by Kacharis as early as 3000 B.C and it continued under them till lately. As per Archaeological Survey of India’s description, the Kacharis, an ancient tribe established their fortified capital on the banks of Dhansiri river around 10th century A.D at Dimapur. The remains of the Ancient Kachari capitals in Dimapur is one of the most important sites of megalithic culture which belong to the period of Kachari civilization, established before the advent of Ahom in the 13th century A.D. The site looks like chess board with rows of gigantic chess pawns some even 20ft high, Dimapur was under the dominion of Kachari King till 1531 where the Ahom
requisite for political leadership is fast eroding our age old custom of selecting/electing leaders based on character, integrity, merit and capability of the person. We are plagued by modernism ideology that says “the world is changing and we too must change.” But let us remember that in the process of nation building there is no room for politics of convenience. Knowledge and adaptation are important but we must take care not to import knowledge that may destroy the very fabric of our national identity. Our nationalism at the threshold of losing its identity and the threat of evolving into one of convenience is posing as a great challenge before us. Let us keep in mind that a small nation like ours cannot have a future unless we put our faith and trust in God. The Federal Government of Nagaland is aware of the fact that we must travel back to the past to reclaim our rights that was declared in unity and trust and forge ahead together with pride and dignity. We are committed and steadfast in our resolve to uphold the pledge of our people to be a Sovereign Nation, free from the interference of any foreign power to decide, determine and shape our own destiny. Our rights can never be crushed by might, our history is our inheritance and we will never betray it. The Government of India fully aware that the mandate of the people lies with the NNC has continuously tried her level best to weaken and end the influence of the NNC by signing various agreements like the 16th Point Agreement, the Shillong Accord, Framework Agreement, etc. with various organizations and groups. However the NNC has withstood the test of time and stood like a solid rock, never wavering or deviating but steadily marching on always keeping our cherished goal in sight. The division of the Naga National workers into many different groups is also a direct result of India’s sinister designs and strategy to weaken our cause and the Naga National workers have to be extremely cautious and do not become the tools and weapon of our enemy. We have to continue to show the world that we have the moral strength to overcome all hurdles and obstacles. As we commemorate the 62nd year as a republic, we take time to celebrate the courage and lives of those who have guided us with their vision and rededicate ourselves to follow the same path. In order to achieve our goal, the choices before us is to talk about our past and reminisce with regret and avoid following the charted path or to place ourselves within the historical framework of the past by placing ourselves in it and follow the path till our long cherished dream becomes a reality expressed in full zest and complete freedom. God Bless My Nagaland. Kuknalim. Issued by; Ministry of Rali Wali Affairs, Federal Government of Nagaland
norganized people are just a crowd of individuals living together without any definite political concept for a common goal. However big the land and population they may be, such people are always vulnerable to the dangers of aggressions by invaders. The Nagas become a strong people only after they got organized under the banner of NNC. Indeed, the Naga people have made many achievements in the history of their national movement for independence under the leadership of the NNC. But, after the signing of the Shillong Accord betraying the trust of the people, legitimacy of NNC was widely debated among the people particularly, in the national workers’ conference. The Nagas were left like orphan in the middle of the road of struggle without organization and leadership. The Accord was condemned in the name of NNC by the national Hoho. But the pro-accord staged a military coup d’état where all the top national leaders were arrested to be executed, which was followed by fierce confrontation among the workers. NNC was murdered by the pro Shillong Accord people. In addition to that NNC was derecognized by sympathizer countries on account of capitulation to the enemies. The revolutionary patriots felt that the future of the Nagas could not be buried with the accord of treason. As compelled by such situation, NSCN was formed in the national workers’ conference and it was approved by the National Hoho in 1980. NSCN was built on the foundation of Naga national principle. As mandated, it has brought the issue thus far in the face of enemies from both within and without. NSCN is the sword of the Nagas. It has neither failed in the fighting front nor at the negotiating table. It fought the enemies of all hues- in the east, in the west, in the south and in the north when situation demanded. NSCN stayed the course when others big and small ran away from the battle-fields betraying the cause. It is now fully engaged in political talks with the Government of India for working out an honorable political solution. Both the parties are determined to conclude it soon. NSCN is the compass of the Nagas that guides to the path of their future. People without orientation to the future are like a ship without radar. The Lord says, “NSCN is the eyes of the Nagas.” It has inspired and guided the Nagas in their struggle through thick and thin and brought them this far. It will continue to be the guiding star of the Nagas. Everything comes from principle. Nation-states are principlebased. NSCN is also principle-based. ‘Sovereign Independent Christian Socialist Democratic Republic of Nagalim’ is the principle of the Nagas. A sovereign independent people means-people who determine their future by themselves. Sovereignty is the ultimate power of a people to make and unmake things. Nagas are sovereign by right. In keeping with the universal principle, GoI has recognized the sovereignty of the Nagas stating that ‘Sovereignty lies with the people and that sovereignty of the Nagas lies with Naga people. ’We cannot part with our principle because our future lies in there. The truth is that a man is as big as and
A brief history of Dimapur kings defeated the Kacharis and penetrated as far as Kachari capital of Dimapur. All the stones are elaborately carved with representations of birds, animals, flowers, spear heads and other motifs. There are several fine tanks at Dimapur, two of which are nearly 300 yards square. This description are found in Gait’s History of Assam. From 1531, till World War-I, the mouza of Dimapur was under the Ahom kings and in the District of Sibsagar under the British rule but somehow or other the political agent of Manipur or a D.C at Kohima got annoyed with a station master who was not very polite to him, because his seat in the First class compartment was not reserved for him or that a Telegram was not received duly and the station master was not obliging and so a representation was made out and Dimapur station was included in the Naga Hills and taken out from Golaghat Sub-Division of Sibsagar District which formed part of it for about hundred years even
during British rule. This has been mention by Shri Kuladhar Chaliha (who was then a Magistrate of Golaghat and was in-charge of sub-division of Golaghat), during the Constituent Assembly of India meeting in the Constitution Hall, New Delhi, at Nine o’ clock on 7th September 1949 under the President (The Hon’ble Dr.Rajendra Prasad) in the Chair. In the discussion it was stated that the mouza of Dimapur in Naga Hills which is inhabited by non-tribal people should be outside of the jurisdiction of Naga Hills for the above reasons. And for which Dimapur comes under Revenue paying state (cadastral area) and where Jamabandi/patta are issued for any land allotment which is within the jurisdiction of Dimapur with the approval of the Government. The state government has surveyed the jurisdiction of Dimapur area after the state attained statehood on 1st December 1963. This categorically testifies that the Dimapur jurisdiction is a Government land
as tall as his freedom. And it is so with a people. ‘Nagalim for Christ’ means- the Nagas trust in the God-ship of Jesus Christ, the Creator of the heavens and the earth and therefore, they have chosen him to be their God. It is the covenant of God with the Nagas, which was declared in the national Hoho by our pioneers with one voice. We believe in the principle of interrelationship of man, land and God. We know nothing exists by itself. Creations and Creator are inseparably interrelated. Socialist economy means- Nagas are a community-oriented people by culture since time immemorial. Their land holding system speaks of socialistic economic pattern. There are individuals’ land, clans’ land and community’s land. By socialistic economy, it means - mineral resources, rivers, lakes, forest and some major means of production are to be nationalized for common economic pool. Nevertheless, individuals are at liberty to own other means of production entitled by law. However, NSCN is not for communism. Democratic Republic means- a government through elected representatives. By democratic Republic we mean - equal representation in the government, equal opportunity, equal rights, equal share and equal contribution to the common cause in terms of service and taxes. Democracy speaks of individual rights and freedoms within bounds. It is the rule of law. Democracy does not mean freedom without restrain. Freedom without restrain is negation of freedom, which is but anarchy. The political concept of NSCN is rooted in sovereign state and government. It is so because sovereign government can make people grow and develop their land into their fullest size. Sovereign people can fly in the air, reach the bottom of the sea and land on other planets. Sovereign government/state is the home of revolutionary people and kings; it is the custodian of history, land, culture, identity, politics and religion of a people. The ‘Framework Agreement’ will give the Nagas maximum sovereign power to grow into a developed political people and it will also strengthen the security of India. But NSCN is strongly opposed to domination of one people by the other or imposition of one’s will upon the other, which has been the roadblock to peace and progress on earth. Ever y member of NSCN should be a revolutionary, in other word, a Nazirite of the Nagas by commitment. Nazirites are the kind of people who are set aside for the Lord and his people. NSCN as Nazirite puts God first, country second and individual last by conviction. They are scapegoat of the people. As Nazirites, NSCN should walk with conviction, fight with conviction, speak with conviction, live with conviction and die with conviction. As competitors discipline their bodies and minds for winning the race so also does an organization. An army general can control a host of army through discipline. Alexander the great conquered the world through bravery and discipline. NSCN disciplines its members through the law of do’s and don’ts. To become an NSCN one has to keep political, economic, military and re-
which was Government reserved forest in the erstwhile Assam state. For the reason aforesaid no individual can own land unless prior approval of the Government and allotment obtained from the Government. This has been notified from time to time by the Government ever since Nagaland attained statehood. From the historical records and findings it is evidently clear that Dimapur mouza was initially under Assam which was incidentally amalgamated under Nagaland State and for which it was kept outside the jurisdiction of Naga Hills by the Constitution Drafting Committee. This clearly states that Dimapur does not belong to any particular group. It is therefore the duty of every responsible person to bring about constructive approach for congenial atmosphere for healthy growth of all populants of Dimapur and contribute constructive ideas for the welfare and growth of Dimapur Town which is heading for a mega city in times to come. P.Pius Lotha
ligious disciplines. Every member of NSCN needs to inculcate the spirit of ‘my people and my Lord’ so that he may discipline his body and mind perfectly. To sum up, discipline is the total loyalty to the nation and leadership. Every member of NSCN is exhorted and rectified through the principle of reward and punishment. The good workers are rewarded whereas the errant workers are punished so that the position of the organization is strengthened and consolidated. It is said, “Collective decision is far superior to that of the wisest dictator.” NSCN practices the collective decision making culture. Problems are analyzed among the authorities on the basis of objective information to arriving at concrete decision. Failures and achievements are evaluated objectively. The culture of collective decision making dispels the doubts and distrusts caused by non transparency in the matter of financial, political, military, administrative decision and formulation of program and policy. Collective decision making culture is the essence of democracy. NSCN embarks upon negotiation in accordance with the mandate of the people. NSCN has had consultative meetings with the people on talks consecutively for eight times. As our national movement is principle-based so our fighting and negotiation are also principle-based and that solution has to be principle-based. The historic ‘Framework Agreement’ recognizes the unique history, the identity, the sovereignty, the territories of the Nagas. It also recognizes the legitimate right of the Nagas to integration of all Naga territories. It also says ‘co-existence of the two entities and share-sovereignty of the two entities. ’The agreement does not betray the principle. It is one of the strong foundations for amicable solutions for the Nagas at this given point of time, rejection of which will take the Nagas back to far behind of others. The ‘Framework Agreement ’will safeguard the present and the future of the Nagas. NSCN clings to the principle of self-reliance. Peoples, even individuals rise through this principle. The Scripture says, “By the sweat of your brow you will eat your food.” And “He who does not work neither shall he eat.” This doctrine of self-reliance is applied in all fields - political, economic, military, educational, cultural and science and technological. Everything comes from within. As a kingdom comes from within so also downfall of a kingdom comes from within. The Nagas will rise and shine only through the Nagas and they will be pulled down by themselves. And that you and me are the prime factors. NSCN is for the harmonious interdependent relationship with our neighboring peoples and nations on the basis of mutual respect and recognition of right. But it is opposed to the politics of isolationism and jingoism. Our neighboring people and nations should be our political and defense partners. They should also be the hinterlands of our markets and industries. We have lived with them for thousands of years and we will do so in years to come. Published by Ministry of Information & Publicity
Reader’s Post How to be positive Sir,
Jesus was a master crafter. He was a great positive builder and can turn any negativity into opportunity and may surprise us. To Jesus we goldmine of undiscovered hidden possibilities! We see the world full of drug addicts, terrorist, prostitute, backslider, failure, fault finder, unbeliever and ignore them ....but Jesus see this as untapped, undiscovered potential! His other lesson: you can be a winner again. Your character can be changed. You can be healed. You can be born again. There is solution to every problem. The way we perceive our circumstances is gloomy but Jesus can draw good out of it and baffle us. To sick, Jesus see healing but we see death! To sinner, we see backsliding but Jesus see forgiving and rising up. To failure we see self pity but Jesus see it as a moment to study and come out winning. R. K. In his speech as chief guest, parliamentary secretary for CAWD and Taxes, Dr. Benjongliba Aier, emphasised on the importance of agriculture in Nagaland in the absence of industrialization in the state. implementation as far as this law is concerned,” Jaitley said. In terms of tax compliances, he said India ranks fairly high as a non-compliant state. “Therefore, one of the efforts of the state has been how to bring non-compliance to an end. Once the GST is introduced it will be a great check as far as evasion is concerned,” he said, adding that the government has amended direct taxation law by bringing in curbs on cash currency. Jaitley, yesterday, in Parliament introduced an amendment to Finance Bill 2017 proposing to ban cash dealings above Rs 2 lakh. “Cash component of Indian economy was exorbitantly high about 12.2 per cent of GDP and of this, 86 per cent was high denominational currency and therefore the tendency to deal excessively in cash did exist and this created its own challenges for economy,” he said. Cash facilitated crime, corruption, incentivised tax non-compliance and was facilitator for funding terrorism and insurgency, he said, as he defended November 8 decision of the government to demonetise 500 and 1,000 rupee notes.

New Delhi, Mar 22 (IANS): Hopeful of the GST rollout from July 1, Finance Minister Arun Jaitley Wednesday said it will create one of the world’s biggest single markets and make commodities cheaper and tax evasion difficult. Speaking at the 23rd Conference of the Commonwealth Auditor General, Jaitley said India has “hugely” a non-tax compliant society and the government banned higher denomination notes to curb the tendency of people to deal in cash that lead to tax evasion as well as terror financing. He said the reform measures undertaken by the government will help India clock 7-8 per cent growth and retain the tag of fastest growing major economy in the world, but challenges remain in volatile global oil prices, reviving private sector investment and health of state-owned banks. With regard to GST, he said the new indirect tax regime will ensure seamless transfer of goods and services, while stronger information technology backbone will make evasion difficult. LO N D O N, M A R 2 2 (AGENCIES): A British police officer was today stabbed and his attacker shot dead near the British Parliament complex, in what Scotland Yard are describing as a “terrorist incident”. British Prime Minister Theresa May, who had just completed her weekly Prime Minister’s Questions, was seen being ushered into a car as gunfire rang out at Parliament during the incident. Downing Street said the PM was “safe” as emergency services helicopter was seen landing in Parliament Square, which has been cordoned off and closed to traffic. “We are treating this as a terrorist incident until we know otherwise,” the Metropolitan Police said on Twitter. According to reports so far, the incident unfolded as a man tried to gain entry into the Parliament via the main entrance and stabbed a police officer. Plain-clothes armed
officers warned him before shooting a number of rounds. He was later seen being covered by blankets, presumed dead. In a related incident, a speeding vehicle mowed down several pedestrians on Westminster Bridge nearby before ramming into the side of the House of Commons building. It remains unclear how many attackers may have been involved in the terror incident. Commons Leader David Lidington, who suspended the Parliament session as the incident unfolded outside, told MPs the “alleged assailant was shot by armed police”. “It seems that a police officer has been stabbed, that the alleged assailant was shot by armed police. An air ambulance is currently attending the scene to remove the casualties,” Lidington said. “There are also reports of further violent incidents in the vicinity of the Palace of Westminster but I hope colleagues on all

sides will appreciate that it’d be wrong of me to go into further details until we have confirmation from the police and from the House security authorities about what is going on,” he added. Press Association political editor Andrew Woodcock, who witnessed the scenes unfolding from his office window, said, “I heard shouts and screams from outside and looked out, and there was a group of maybe 40 or 50 people running round the corner from Bridge Street into Parliament Square. “They appeared to be running away from something. “As the group arrived at the Carriage Gates, where policemen are posted at the security entrance, a man suddenly ran out of the crowd and into the yard. “He seemed to be holding up a long kitchen knife,” he said. An eye witness, Radoslaw Sikorski, a senior fellow at Harvard’s Centre for European Studies, posted a video to Twitter purporting to show people lying injured in the road on Westminster Bridge. He wrote: “A car on Westminster Bridge has just mowed down at least 5 people.” Transport for London said Westminster underground station has been shut at the police’s request, and buses diverted.
33 civilians killed in Syria air strike DAMASCUS, MAR 22 (IANS): At least 33 persons were killed during air raids, believed to have been carried out by the US-led international coalition, against a school sheltering displaced people in the Syrian province of al-Raqqa, a media report said on Wednesday. The Syrian Observatory for Human Rights (SOHR) said that all the victims of the attack on Monday night were displaced people from other parts of the country, living in a school in alMansoura area, the Islamic State’s main stronghold in Syria, Efe news reported. The 33 bodies were taken out from under the debris of the school that was apparently targeted in the air strikes. Residents from the area told SOHR that about 40 displaced families from the provinces of Homs and Aleppo were living in the school.
JERUSALEM, MAR 22 (PTI): The newly renovated tomb, where Jesus’s body is believed to have been interred after crucifixion, was unveiled at a ceremony here today after nine months of painstaking restoration work costing about USD 4 million. A team of scientists and restorers have completed work on one of Christianities most sacred monuments in the Church of the Holy Sepulchre in Jerusalem. At the centre of the restoration work was a small structure above the burial chamber, known as the Edicule, on which a team of about 50 experts from the National Technical University of Athens, which had previously worked on the Acropolis in the Greek capital and the Hagia Sophia in Istanbul, worked for almost nine months. Polls that currently show the centrist Macron would beat her in the May 7 runoff vote are hotly disputed by Le Pen’s supporters.

A small window has been cut open into marble slabs to allow pilgrims a glimpse of the rock. The distasteful iron caging around the monument and dark black marks from candles burnt by pilgrims have all disappeared from the structure with the restorers stabilising the shrine with titanium bolts and mortar and cleaning up
thick layers of candle soot and pigeon droppings. The work involved the use of radar, laser scanners and drones. The structure needed reinforcement and conservation, including installation of an underground drainage network for rainwater and sewage, said Antonia Moropoulou, a professor at the National Technical University of Athens, who oversaw the restoration work. Israeli authorities had shut down the building in 2015 after Israel’s Antiquities Authority deemed it unsafe and the repair work started only in June 2016. Man U to face Spanish giants, city rivals in US tournament
L o nd o n, M ar 2 2 (IANS): Manchester United have announced that they will play five games in the United States this summer, including matches against Real Madrid, Barcelona and Manchester City in the football club’s pre-season tour. United will kick-off their pre-season in North America with two games against Major League Soccer sides, taking on Los Angeles Galaxy at the Stubhub Centre on July 15. The matches will be followed by a match against Real Salt Lake at Rio Tinto Stadium on July 17, the English Premier League (EPL) side announced on Tuesday Days later, United will take part in the International Champions Cup (ICC), kicking off the tournament against rivals Manchester City on July 20, with the venue to be revealed in due course for the highly anticipated Manchester derby, reports Xinhua news agency. United coach Jose Mourinho will then come up against his former club
Real Madrid at the Levi’s Stadium, Santa Clara, on July 23. The clash comes three years after a record breaking US soccer attendance of 109,318 spectators watched the Reds record a 3-1 win over the Spanish capital giants. The tour will then conclude in Washington DC with a game against Barcelona on July 26 at the FedEx Field, in what will be the first meeting between the two sides since United claimed a 3-1 victory in the sell-out clash in California two summers ago. Speaking of the Club’s summer plans, Manchester United’s Executive Vice Chairman, Ed Woodward, said: “Tours are vital for the team’s preparations for the season ahead and we are facing top class opposition in world class stadiums, ensuring it is the ideal environment for the manager and team to prepare. “Everybody is excited for the tour and it gives us the opportunity to play in front of some of the millions of Manchester United supporters which we have across the USA.”
BCCI COA clarifies on full member status
New Delhi, Mar 22 (IANS): The BCCI Committee of Administrators (COA) on Wednesday issued a clarification to what it described as “misconceived” media reports suggesting that the Maharashtra Cricket Association (MCA) and Gujarat Cricket Association have been selected as the only full members of the board from these two states. “These reports are misconceived and appear to be based on a wrong understanding of the document named “Memorandum of Association and Rules and Regulations of BCCI as finalised by the COA” (“Constitution”) that has been uploaded on the BCCI website on March 18,” the Board of Control for Cricket in India (BCCI) said in a statement. After the Supreme Cour t-appointed COA listed the amended memorandum of rules and regulations that will now govern the BCCI, news reports surfaced suggesting that Mumbai, Vidarbha, Saurashtra
and Baroda had lost their voting rights. However, the BCCI has now sought to clarify the situation by drawing attention to the list of 30 names in Rule 3(a)(ii) B of its constitution, and that it does not refer to the names of associations but the names of the states. “In states with multiple existing members, the full membership shall rotate annually among such existing members such that only one of them will exercise the rights and privileges of a full member at any given point of time. The rotation shall be as per the policy framed by the BCCI,” the board clarified. On the basis of this rule, the BCCI insisted that full membership from Maharashtra and Gujarat will be rotated annually between the three existing full members from each. “The full
membership in Maharashtra and Gujarat is to rotate annually between the three existing full members from each of those States as per the policy referred to in Rule 3(a)(ii) extracted above. Accordingly, Mumbai Cricket Association, Maharashtra Cricket Association and Vidarbha Cricket Association (not necessarily in that order) will get to vote by annual rotation from the state of Maharashtra.” “Similarly, Gujarat Cricket Association, Saurashtra Cricket Association and Baroda Cricket Association (not necessarily in that order) will get to vote by annual rotation from the state of Gujarat. Maharashtra and Gujarat are also exceptions to the general principle that one association will have jurisdiction over the entire state,” it added.

M o s c ow, M ar 2 2 (IANS): There are reasons to believe that the new Independent Anti-Doping Testing Agency (ITA) to be established soon will be truly unbiased, the head of the Russian Olympic Committee (ROC) said. The International Olympic Committee (IOC) on March 16 announced the establishment of an independent authority, ITA, to deal with anti-doping testing, reports Tass news agency. “An organisation that would be above all suspicion is needed, this is the idea behind the creation of a new organisation. The creation of an independent body is possible,” ROC President Alexander Zhukov said in an interview with sports channel Match TV. According to an IOC 12-point plan of reforms every athlete who plans to take part in international competitions will have to pass a certain number of doping tests. National anti-doping agencies will be responsible for the implementation of these plans at the request of the ITA. At the same time, they will continue to conduct their own testing, while WADA will ensure testing regardless of countries and national interests. T h e n ew a ge n c y ’s board will include representatives of state government bodies, the Olympic movement, WADA and athletes. The ITA Council will perform only supervisory functions and will have no right to oversee the anti-doping programme.
LO N D O N, M A R 2 2 ( AG E N C I E S ) : M a n chester United skipper Wayne Rooney is likely to make a return to his boyhood club Everton this summer. According to a report in The Independent, sources close to both Everton and Manchester United feel at this point the deal is “likely to happen”, completing what would be a romantic return to his boyhood team in what could be a free transfer. The England captain had left the Goodison Park club in 2004 as an 18-yearold and it is now a big time probability that he might make a dream return to his boyhood club.

NEW DELHI, MAR 22 (PTI): Former Australia captain Michael Clarke has said that India skipper Virat Kohli should not be “bothered” by a couple of Australian journalists who are trying to “tarnish his image”. Australia’s ‘Daily Telegraph’ in its report had compared Kohli to the US President Donald Trump. “Just like President Tr ump, Kohli decided to blame the media as a means of trying to hide the egg smeared right across his face,” the report stated to Kohli’s allegations about Australian team disrespecting physio Patrick Farhart. However Clarke firmly supported the feisty Indian captain. “Comparing Virat Kohli with Donald Trump - what a load of s*** is that. What Virat did, even Smith would have. Bear in mind, I love Kohli and
the Australian public love him. I always somehow find an Australian in him the way he plays and I absolutely love how he accepts challenges. It’s just two or three reporters who are trying to tarnish him but Virat shouldn’t be bothered,” Clarke told India Today news channel on Wednesday. “I don’t think even Steve Smith would bother about what the Australian media is saying. In fact both the captains would be telling their teams to concentrate on how to win in Dharamsala. “It is more like the Ashes 2005 we played where every Test was life and death and the players gave it all on the field. But off the field, both teams remained friends. It is only befitting of the way this series has been played that it will be decided in the last Test.”

India beat Cambodia 3-2 in friendly
P H N OM PENH (Cambodia), Mar 22 (Agencies): India pulled off a fine secondhalf performance to defeat Cambodia 3-2 in a fiercely contested friendly at the Phnom Penh National O ly m p i c S t a d i u m o n Wednesday. Sunil Chhetri, Jeje Lalpekhlua and Sandesh Jhingan were on target as India pulled off an away win in an international friendly for the first time since June 2005. Cambodia, who are placed 41 places below India, stretched the visitors with an inspired performance orchestrated by a young side consisting of mostly under-23 players. India though had
opened the scoring against run of play through Chhetri in the 35th minute after the Cambodian keeper failed to grasp the ball from a corner by Eugeneson Lyngdoh. The ball fell kindly to Chhetri, who placed the ball into an empty goal. Cambodia, who were dominating possession prior to India’s goal, struck back two minutes later. It was the Indian goal-keeper, who made an error in judgment this time. Gurpreet Sandhu could have done better in goal as Khoun Laboravy beat him at the near post to level the scores. The hosts had a number of chances in the lead up to the halftime break, but failed to convert. India made them pay soon after the break
as Jeje capitalised on a lovely through ball from Jackiechand Singh four minutes in. Jhingan found the back of the net only three minutes later to double India’s advantage with a trademark header off another Eugeneson corner. Cambodia, though, did not go away with a fight. They halved India’s advantage in the 62nd minute to set-up a nailbiting final half hour. Vathanaka Chan scored from the edge of the box as India’s defenders failed to close him on time. The hosts created plenty of chances up until the final whistle, but could find a breakthrough as India’s defence kept them at bay to escape with a win.
Liverpool, Mar 22 (IANS): Ronnie Moran, former Liverpool football club captain and coach, breathed his last at the age of 83 here on Wednesday. Moran played 379 times between 1952 and 1968 for Liverpool, scoring 17 goals, but arguably played a big role under head coach Bill Shankly. Moran played under Shankly when he was invited by the Scot to join the coaching team and twice filled in as caretaker coach during 49 years of service at the club. “Liverpool Football Club is deeply saddened by the passing of Ronnie Moran,” the club said.
