Pitching for “social distancing”, Modi called for ‘Janta curfew’ on March 22 from 7 am-9 pm, saying no citizen, barring those in essential services, should get out of their house, and asserted that it will be a litmus test to show how much India is ready to take on the challenge of the coronavirus pandemic. This experience will serve the nation well, he added. “During this curfew, we shall neither leave our homes, nor get onto the streets and refrain from roaming about in our societies or areas. Organizations call for prayer on Mar 22 DIMAPUR, MAR 19 (NPN): Organizations like NBCC, NJCF and CNC have called upon the people and the churches to observe fasting and prayer on March 22, 2020 (Sunday). NBCC: Nagaland Baptist Church Council has called upon all Churches to observe prayer on March 22 and issued several prayer points. (See more on p-8) NJCF: Nagaland Joint Christian Forum (NJCF) has called upon all the churches across the denominational line to observe a day of prayer and fasting on March 22 and seek God’s intervention and protection. In a press release, NJCF vice president Rev. Dr. N. Paphino urged the denominational head offices to issue precautionary guidelines fitting to their ecclesiastical worship and liturgy. Complacency in respect of a global pandemic like coronavirus is not appropriate. It is essential that each and every Indian remains alert and cautious,” he said and asked a few weeks from the countrymen. Studies of countries hit by the pandemic have revealed that it exploded after a few days, and the number of people infected by it grew at a very rapid pace. A cure or vaccine for coronavirus has not been found yet, Modi said, adding that a few countries have controlled the situation by taking quick decisions and
by isolating more and more people.“I appeal to you that for the next few weeks, step out of your homes only if absolutely necessary. As far as possible, try and do all your work, whether related to business or job, from home. Senior citizens, those above 60-65 years of age, should not leave their homes over the next few weeks,” Modi said. He asked people to follow the directives government to combat coronavirus. He said the pandemic is “deeply hurting” the economic interests and wellbeing of India’s middle class, lower-middle class, and poor segments. “In such a time of crisis, I request the business world and high income segments of society to as much as possible, look after the economic interests of all the people who provide them services,” he said. Modi pointed out that in few days it is possible these people may not be able to come to office or people’s homes. He also urged youth, organisations like NCC, NSS, civil society to spread awareness about this people’s curfew over the next two days.
Nirbhaya convicts to be hanged today NEW DELHI, MAR 19 (PTI): All legal routes to escape the noose closed on Thursday for the four men convicted in the Nirbhaya gangrape case seven yearsthree months after brutalising a young woman in a Delhi bus with a barbarity that shook the nation. Mukesh Singh (32), Pawan Gupta (25), Vinay Sharma (26) and Akshay Kumar Singh (31), held guilty for gangraping a 23-year-old physiotherapy intern in Delhi on the night of December 16, 2012 so savagely that she died of her injuries a fortnight later, will be executed in Tihar Jail at 5.30 am on Friday. Their death warrants have been deferred by a court thrice on the grounds that they had not exhausted all their legal remedies and that the mercy petition of one or the other was before the president. On Thursday, however, all the legal routes seemed to have closed for the four men. The Supreme Court refused to entertain Mukesh Singh’s last ditch plea that he was not in the city when the crime took place.
State govt invokes ‘Epidemic Diseases Act’ Authorised officers can forcefully admit, isolate suspected case of Coronavirus DIMAPUR, MAR 19 (NPN): A week after the Central government advised States to invoke the necessary provisions of the Epidemic Disease Act, 1897, the Government of Nagaland, Department of Health and Family Welfare (H&FW), has issued 23point regulation regarding COVID-19 (Corona Virus Disease 2019) in exercise of the powers conferred under section 2, 3 and 4 of the Epidemic Disease Act, 1897 (No.3 of 1897). The regulations published in the Nagaland gazette extraordinary on March 18, 2020, would come into force immediately and would remain valid for a period of one year from the date of publication of the notification. The regulation declared that all health facilities would have a designated Flu/COVID-19 corners for screening of suspected cases of COVID-19. It would be mandatory for all health facilities to notify such person(s) to concerned district surveillance unit along
with duly filled up self declaration forms, who, within their knowledge, are having travel history of COVID19 affected countries and are having complaints of fever or cough or respiratory difficulty or even without any sign and symptoms of COVID-19. In addition, the history of coming in contact with suspected or confirmed cases of COVID-19 would be recorded. To avoid spread of any rumor or unauthenticated information regarding COVID-19, no person/institution/organization would use any print or electronic media for information regarding COVID-19 without prior permission of H&FW department. In case, anyone was found indulging in such activity, it would be treated as a punishable offence. Since no private laboratories have been authorized to take or test samples for COVID-19 in the state, all such samples would be collected as per guidelines of the Ministry of Health & Family Welfare and would be sent to designated labs
by the state nodal officer appointed by the H&FW department. Any person with a history of travel in last 14 days to a country or area from where COVID-19 has been reported must report to nearest government hospital or call a toll helpline number 7005415243/ 7005539653/ 9856071745, so that necessary measures/action if required may be intimated by H&FW department. All person with a history of travel to a country or area from where COVID-19 has been reported in last 14 days, but who do not have any symptoms of cough, fever, difficulty in breathing, should isolate themselves at home and cover their mouth and nose with a mask. Such persons must take precautions to avoid contact with any persons including family members for 14 days from the date of arrival from such areas. Authorized persons as per Clause 6 have been authorized to admit a person and isolate the person if required in case he/she has a history of visit to an area where COVID-19 was endemic and the concerned person was symptomatic. DIMAPUR, MAR 19 (NPN): After a lot of hue and cry over insufficient initiative on the part of the State’s Health agencies to prevent spread of coronavirus (COVID-19), Dimapur finally witnessed medical staff screening denizens at various points around the town on Thursday. While passengers were screened at Dimapur airport, other entry points to the State
were left largely unattended, thereby increasing risk of people getting infected with COVID 19 as travellers entered the State easily. Finally, from 6 a.m. Thursday, locations like railway station, Dillai check gate and New Field check gate witnessed screening of individuals. And till 12 noon, over 8,000 people were screened at two locations, out of which 17 were advised home isolation or medical treatment at the earliest.
Dimapur chief medical officer (CMO) Dr T Pangjung Sangtam informed Nagaland Post that screening would be conducted round-the-clock on rotational basis, with four to five health workers being posted at each of the mentioned locations. He added that a roster till April 8 had been made, whereby everyone entering the State would be screened by medical staff posted at these locations. Medical staff posted at various locations informed this reporter that all those whose body temperature recorded 100-degree Fahrenheit and above on the thermo scanner were advised medical check-up and home isolation. Contact numbers of such people were taken for assistance and follow-ups. For precautionary measures, CMO advised denizens to avoid social gatherings, unnecessary travel and to regularly wash hands.

KOHIMA, MAR 19 (NPN): Special action group (SAG) on COVID-19, constituted by the state government to monitor the situation, has appealed to the faith-based organisations (FBOs) to suspend mass gatherings and even postpone weddings till the virus was contained. The principal secretary and Home commissioner, Abhijit Sinha, who heads the SAG, made this appeal during an emergency meeting with FBOs in the secretariat conference hall here Thursday. Briefing on the virus, Sinha explained how the infection was spread across different nations through carriers. He said that the only way to fight the virus was through personal hygiene. Sinha said that no positive cases had been reported in the state or north eastern region till date. He reminded that state government was taking all precautions to control the possible spread of disease. He also informed that screening of passen-
gers at Dimapur railway station and various entry points have already started besides Dimapur Airport. Asserting that the virus was highly infectious and could be easily spread at community gatherings and other crowded places, Sinha requested the participants to minimize mass gatherings. Health and Family Welfare principal director Dr. V. Suokhrie said the virus was very rapid mainly due to poor hygiene and urged FBOs to inform their members to be aware and maintain good hygienic practices. Dr. Suokhrie also appealed to the citizens to follow standard guidelines that were issued by the government. The church leaders appreciated the government and the department for putting all efforts to ensure the wellbeing of the citizens and assured to extend cooperation. Kohima Town Baptist Pastors Fellowship president, Rev. Kevichalie, also informed the Sunrise service held on Easter Sunday at Kohima WW-II Memorial was cancelled due to outbreak of COVID-19.
DIMAPUR, MAR 19 (NPN): In response to increased anxieties and concerns around the global outbreak of coronavirus (COVID-19), Nagaland Baptist Church Council (NBCC) has called upon all its member associations and churches to remain vigilant and alert to potential dangers from this virus. The council in an advisory issued through its general secretary Rev Dr Zelhou Keyho also asked all its Churches and establishments to follow standard guidelines being framed by the State government. NBCC said as Christians “we have a responsibility to care for each other and ourselves”. With World Health Organisation now declaring COVID-19 a pandemic, it said the Christians should be seen as part of the solution rather than potentially becoming part of the problem. As this was a highly infectious disease caused by COVID-19 that spread from person to person through sneezing, coughing and contact with contaminated surfaces, NBCC urged congregations to take measures to keep themselves and their communities safe. Demand for revoking appointment of 994 police recruits JCPI rallies rescheduled DIMAPUR, MAR 19 (NPN): The issue of 994 backdoor appointments in police department continues to generate much heat with both political and non-political organisations calling for revoking these appointments. ASUD: Taking a serious note of the alleged 994 backdoor appointments made under the Home department, Ao Students’ Union Dimapur (ASUD) demanded immediate revocation of services of all the employees absorbed in the department through illegal means. It called upon the student community and civil society organisations (CSOs) to join hands in order to keep a check on such “unprincipled acts” committed by those occupying high position in the government. The union also encouraged unemployed youth of the State to learn to stand on their feet instead of wilfully giving in to backdoor means, which
defeated the very purpose of pursuing education. There were so many avenues outside the government sector to keep oneself employed, “if we only learn to open our eyes and see where opportunities lie,” it pointed out. Asserting that it always had and would stand for the welfare of student community, ASUD also declared that should there be any need, it was ready and willing to go to any length until the erring leaders did justice to the aspirations of thousands of deserving candidates of the State by revoking the appointments. This was stated in a press release by union’s president Moayanger Jamir and general secretary Neken Walling. dima Town (NTUCT) for cancellation of illegal backdoor appointees, besides supporting Naga Students’ Federation’s (NSF) ultimatum for setting up Nagaland Staff Selection Board (NSSB). S t r o n g ly s u p p o r t i n g DNSU and NTUCT’s calls for cancelling the appointment of 994 candidates in the police department recruited without open recruitment except for the 206 posts advertised, TSUD in a press release issued by its president Rukewezo Wetsah and finance secretary Pechesin Bukh expressed its “exasperation” at the extent of illegal backdoor appointments and declared “enough is enough”. It also appealed to the “good conscience” of the backdoor appointees to voluntarily rescind their appointments so that all people of the State, irrespective of their status or connections, could get equal opportunities.

Lotha Students’ Union (LSU) has announced its support to any move against backdoor appointment, but through a holistic approach and not selectively. Mentioning that no State government department was an exception to this menace, union’s president Ashanthung Humtsoe and general secretary Pithungo Shitio in a release demanded that every department should be checked and not anyone in particular. It also declared not to support any partisan attempt in addressing the issue of backdoor appointments, adding it stood for justice, equality and fairness for all. DIMAPUR, MAR 19 (NPN): In view of coronavirus epidemic, Joint Committee for Prevention of Illegal Immigrants (JCPI) has decided to reschedule its proposed rallies in district headquarters to April 17, 2020. Informing this in a press note, JCPI media cell said the decision was taken during the meeting held on March 19 to discuss about eh expiry of the ultimatum served on the state government for the effective implementation of ILP and making December 1, 1963 as the single cut off year for both ILP and RIIN for the entire state. Among several resolutions adopted, JCPI warned that if the state government failed to heed to the genuine demand of the indigenous people of the State, it would be compelled to launch a statewide bandh on April 24, 2020 followed by noncooperation movement till the genuine demands of the people were fulfilled. JCPI also resolved to distribute (translate in all dialects) the white paper on RIIN to educate public on the importance of RIIN exercise and effective implementation of ILP and other special provisions in the state of Nagaland. COVID-19 trainings, meetings held at various places
DIMAPUR: District administration along with line departments of various districts have been holding trainings and meetings as preparedness measures against the possible outbreak of COVID-10 in the state. Kiphire: Department of Health & Family Welfare Kiphire district held a oneday training on COVID-19 for the health workers in the district on Thursday. Deputy commissioner Kiphire, Sarita Yadav in her speech said that health workers in the district should disseminate proper information to the people about the deadly Coronovirus COVID-19. She said that the situation was serious but asked people not to panic as the district was ready to tackle when real situation arises. She also discouraged big gathering but rather stay indoor as she said that the only escape from this disease was prevention. DC further asked the trainees to learn and inform what they had learned. CMO Kiphire, Dr. E. Motsuthung Patton asked the participants to be cautious on the COVID-19 disease and appealed the health workers to disseminate proper information to the public as per the training. District immunization officer Kiphire, Dr. Pewezo Khalo in his keynote address declared that, Kiphire has shortage of doctors and nurses and there will be shortage of re-enforcement when real time arises. He however said that with this limited staff, the District Hospital Kiphire was ready to tackle the situation. DIO also said people should not rely on social media but should authenticate the news and then keep alert. TDTF: Tuensang district task force (TDTF) for COVID-19 held meeting at DC conference hall on March 19, attended by its members comprising district administration, Medical, Police, AR, NGOs, ward representatives, VG and education. According to DIPR report, meeting discussed on setting up of screening team which will be deployed at the strategic location, where screening team will be authorized to investigate on tour history of any such suspected person coming from outside the state/tourist. ADC Tening: Additional deputy commissioner-cum-chairperson of sub-divisional task force (SDTF), COVID-19, Tening, Rhosietho Nguori has issued advisories for public interest as per DIPR report: Public are advised to maintain personal hygiene and cleanliness especially in public places like markets, public gathering and educational institutions; Reiterating earlier order issued by the ADC office all sorts of hunting activities involving human contact with wild animals and birds stands banned till further notice; Public are advised to avoid all forms of non essential travel outside the state, especially in places where there are reported incidence of COVID-19 and places vulnerable for such like in inter-state border hamlets; All forms of weekly bazaars wherein traders from outside the state come in for trade is/are, hereby, banned till further notice. Mass public gatherings are also discouraged to this extent till the situation is contained; NGOs/CSOs and all village council are directed to strict-

TCCI: Tuensang Chamber of Commerce & Industries (TCCI) informed to all concerned that at present there were enough stock of all the essential commodities in the market and public need not panic of any shortages due to COVID-19. In this regard, TCCI issued the following measures as per DIPR report: All shops have been directed not to indulge in hording or create any artificial shortages of essential commodities, they have been advised to frequently check their inventory and keep sufficient stock to cover any eventuality. They have been directed not to sell hand sanitizers and masks higher than the market price; Businesses dealing in service sector like tea stall, restaurants, hotels, clinics and nursing homes have been directed to double their effort in maintaining cleanliness and hygiene round the clock; Drivers of all commercial vehicles, buses and Tata Sumo who frequently travel in and out of the jurisdiction of Tuensang district have also been directed to keep hand sanitizers at their disposal; All shops have been directed to keep hand sanitizers at their disposal and use them as and when required by them as well as for the customers; Finally it has clearly directed to all shops and businesses establishment in Tuensang town that if any of the above mentioned is
violated, culprit will be dealt with sternly according to the resolution of the TCCI and handed over to the competent authority thereafter for further action. ZDTF: Zunheboto district task force (ZDTF) for Covid-19 held its first meeting in Zunheboto on March 19, headed by deputy commissioner, Peter Lichamo to discuss and access the situation in the district, measures undertaken and possible steps forward in regard to spreading awareness about the virus and preparedness of the district in case of an outbreak. Health and Family Welfare department, Zunheboto district, gave an update on their preparedness. Some of the measures undertaken included: All medical staff to be in their respective posting places; All pending leaves remain cancelled excluding categories like maternity leaves; Identification of quarantine wards has been done; All ambulances have been serviced and are in excellent condition; Doctors and nurses who will man isolation wards have been trained in Kohima; Protective equipment available and thermal scanners are on its way from Kohima; Sub-divisional task forces have been formed; Helpline numbers available; Control room for Covid-19 have been set up; Training camp for all doctors including private practitioners and army doctors has been scheduled for March 20; Awareness campaign to be launched in all churches beginning March 22; Pamphlets to build awareness and provide guidelines will be widely disseminated in the district and will be
available in both English and Sumi dialects; There will no meetings, seminars and mass gatherings in the district. Chamber of commerce assured that there was no foreseeable reason for a shortage of essential food supplies and commodities in the district. RD department: Rural Development department has informed all rural functionaries of the state, VDBs, and SHGs (NSRLM) to remain alert to the risk posed by COVID-19, and have been directed to ensure the following precautionary measures: To immediately report to the district administration about any causes of concern related to the symptoms of COVID-19 among any of its citizens; To restrict unnecessary entry/ movement of its citizens and visitors to the villages; To implement orders/advisories issued by the government from time to time, concerning public gatherings, unnecessary travel, etc. DDADU: Dimapur District Autorickshaw Drivers’ Union (DDADU) has informed all auto-drivers plying in and around Dimapur to keep their autos clean, use mask and hand sanitizers. In a press release, DDADU president, Tito Yepthomi has asked the drivers to take note of the directive and implement it and added that the union would conduct regular checking. Meanwhile, DDADU has also asked the medical personnel on duty to utilise the union’s ambulance during any emergency situation and contact 7005041574 for the same. The union has also offered free voluntary ride to medical personnel “facing
difficulties reaching their place of duty”. LSU: Lotha Students’ Union (LSU) has stated that all picnicking activities should be stopped until further notice in regard to COVID-19 and restricts all students going for picnic under its jurisdiction. Correspondent WOKHA, MAR 19 (NPN): Third consultative meetingcum-celebration of one year anniversary of One Stop Centre (OSC) Wokha was held on Thursday at DC conference hall Wokha. Deputy commissioner Wokha Orenthung Lotha who is also chairman of OSC Wokha in his key note spoke on how women and girl child can be assisted through OSC when they were facing violence in all aspects related to social and family. He also spoke on OSC which is a new concept, where in the earlier stage there were some challenges, yet today through various awareness and programmes conducted by OSC, he said that
it has taken shape where women were coming up to raise their issues and to seek guidance. He further apprised all stake holders and various NGOs and civil societies to educate the masses and disseminate the information on how and what the OSC works for women facing violence, where he also sought suggestions for better implementation and to reach out every nook and corner in the district to eradicate women violence. Presidents of Lotha Eloe Hoho (LEH) and Lotha Students’ Union (LSU) shared short speeches during the programme, while powerpoint on success story and functioning of OSC Wokha were presented by team of OSC and MSK.

Alcoholics to get subsidized clinical test
DIMAPUR: North East Artist Network (NEAN) drop in-center for alcoholics and District Hospital Dimapur (DHD) signed memorandum of understanding (MoU) on March 18, to provide subsidized clinical test for treatment to the alcoholic community. SLCC reviews poshan abhiyaan implementation
DIMAPUR: State level convergence committee (SLCC), Nagaland on implementation of poshan abhiyaan (national nutrition mission) reviewed the convergence action plans in the state for ensuring concentrated efforts on improving the nutrition of targeted groups through multi-sectoral convergent action in the entire state on March 18. According to DIPR, the meeting held under the chairmanship of chief secretary, Temjen Toy decided to make greater efforts to facilitate focussed attention to core intervention from all the inter-sectoral action for reducing maternal and child malnutrition and anaemia. Addressing the high level meeting, the chief secretary said that a lot more needs to be done and that there should be clarity in the implementation of poshan abhiyaan programmes with a greater determination. He said the state convergence committee has to have regular meeting to ensure that implementation is carried down to the grass root level. He also emphasised on better inter-sectoral convergence for better service delivery. Meanwhile, high officials from line departments actively participated in the discussions to ensure that the national nutrition mission is effectively implemented with a success. It may be noted that the national nutrition mission was launched in March, 2018 by the prime minister of India and would ensure malnutrition India by 2022.

As a preventive measure, screening test of all the passengers travelling by train No. 13175 express, Ex. Sealdah - Silchar and detraining at the scheduled stoppages of the train are being conducted. In case any infected passengers are detected, he/she will be shifted to isolation ward and the remaining passengers will be alerted for home quarantine, the release stated.

According to police, 35-year-old Malik was arrested late Wednesday evening at the bordering Raghna village under Dharmanagar police station in North Tripura District. “Acting on the inputs of Military Intelligence, police and other security agencies have arrested the hardcore JMB cadre from a house with fake indian documents. “During preliminary interrogation by the police and intelligence officials, the JMB cadre confessed that he is a Bangladeshi national and settled in India with fake documents,” the police official told IANS while refusing to disclose his identity. “Abdul Malik also told the police that he has been illegally travelling to Bangladesh frequently. announces development budget of Rs 8,616 crore SHILLONG, MAR 19: Meghalaya Chief Minister Conrad Sangma tabled a fiscal deficit budget of Rs. 1,532 crore for the 2020-21 fiscal on Thursday with no new tax. Presenting the budget, Sangma who also holds the Finance portfolio, announced a development budget of Rs 8,616 crore for 2020-21. “We have increased the development budget from State’s resources to Rs 3,300 crore for 2020-21, a 45 percent increase over the previous financial year and the largest in the history of the State,” he said. Sangma said that the development budget from State’s resources has never crossed Rs 2,600 crore in the past five years. Voicing confidence that the revenue collection of the state would improve significantly in the next fiscal year, Sangma estimated a revenue collection of Rs. 2,377 crore and Rs. 690 crore from tax and non-tax. The fiscal deficit of Rs 1,532 crore, which is around 3.53 per cent of the Gross State Domestic Product (GSDP), he said. Sangma informed that K Y M C
the 15th Finance Commission, which is mandated with recommending the devolution for the five-year period, 2020-25, has increased Meghalaya’s share of the total divisible pool from the previous 0.642 to 0.765 percent. For the next fiscal year, Sangma estimated the total receipts are estimated to be Rs 15,380 crore excluding borrowings of Rs 1,995 crore. He said excluding repayment of loans of Rs 520 crore, the estimated total expenditure is 16,912 crore. Barpeta imposes prohibitory order to prevent COVID-19 spread GUWAHATI, MAR 19 (PTI): Stepping up measures against outbreak of novel Coronavirus, the Barpeta district administration on Thursday imposed Section 144 of CrPC in the entire district and banned assembly of more than five persons. District Magistrate Munindra Sarma issued the order for implementing it with immediate effect to deal with the situation arising out of COVID-19.
Accordingly, unnecessary assembly of five or more persons in the vicinity of market, financial institutions, banks, recreational parks have been prohibited. No meetings, rallies, processions and congregations are allowed, the order said. Also, all wine shops, beauty parlours and saloons have been ordered to pull the shutter down till March 31.

Aizawl, Mar 19 (PTI): Invoking ‘The Epidemic Diseases Act 1897’, the Mizoram government has rolled out a set of regulations with the help of which it can use force to quarantine and isolate certain people to prevent the spread of coronavirus, officials said. ‘The Mizoram Epidemic (COVID-19) Regulations, 2020’ was rolled out on Wednesday and extended to the whole of the state, an official statement said on Thursday. According to the regulations, any person, who returned from coronavirus affected states and countries in the past 28 days, must report to screening points and will have to put under home quarantine or isolated at a designated isolation facility, failing which he or she will be forced to be either quarantined at home or isolated at designated isolation centres. During the isolation period, the person must strictly follow the government regulations and call state helpline number in case he has a health complaint, the statement said.

Any information related to the virus should not be taken authentic unless otherwise given by state health principal director and nodal officer of Integrated Disease Surveillance Programme (IDSP), it said. According to the set of regulations, no private laboratories are authorized to take or test samples for coronavirus and the government will set up sample collection centres as circumstance demands. Any passengers coming from outside the state must report to government-designated screening points. Any person, who has a complaint of coronavirus like symptoms must call state helpline number-102 (toll-free), 0389-2318336/ 0389-2323336, the statement said. Any violation or failure to comply with the regulations will invite legal punishment under section 188 of the Indian Penal Code, it said. Meanwhile, a meeting of the council of ministers was held on Thursday to review the measures taken

Chief Minister Zoramthanga, who chaired the meeting, said that the government has allocated adequate funds required for prevention of the spread of coronavirus. State health minister Dr R Lalthangliana also informed the meeting that efforts are on to procure coronavirus test kits. He said that additional thermal scanners have been ordered to meet the requirement, adding that online system of Inner Line Permits (ILPs) has been temporarily suspended. Temporary ILPs are being issued in case of exceptional cases, he added. It was decided that the state museum will be closed for a temporary period. Further, if cases of COVID-19 are reported from a defined geographic area such as village, town, ward, colony or settlement, the deputy commissioner of the concerned district would have the right to implement containment measures in order to prevent the spread of the disease. District disaster management committee (DDMC) headed by deputy commissioner (DC) has been authorized for planning strategy regarding containment measure for COVID-19 in their respective districts. The DC may co-opt more officers from different departments for DDMC. Penalty: Any person/institution/organization found violating any clause of the regulations would be deemed to have committed an offence punishable under section 188 of Indian Penal Code 1860 (45 of 1860). Protection to person acting under Act: No suit or legal proceedings shall lie against any person for anything done or intended to be done in good faith under the Epidemic Disease Act, 1897 (No. of 897) unless proved otherwise.

YAVATMAL, MAR 19 (PTI): Growing concern over the spread of coronavirus was evident at the local government medical college, where laundry service staff refused to wash clothes from the isolation ward which has three Covid-19 patients and another four under observation. The ward staff on Monday gave the isolation ward clothes like bedsheets, curtains etc for cleaning to the ‘dhobi’, who also washes clothes of other wards. However, people responsible for cleaning the clothes refused to wash the clothes belonging to isolation ward fearing infection from them. “We fear that we will catch the coronavirus infection if we touch these clothes,” said Ashok Chaudhary, a washerman.

Officials said the statement of Ambani, 60, was recorded under the Prevention of Money Laundering Act (PMLA). He arrived at the Enforcement Directorate office at Ballard Estate here around 9:30 am and left around 7 pm. Ambani’s nine group companies, that were reportedly under “stress”, are stated to have taken loans adding up to about Rs 12,800 crore from the crisis-ridden bank.

India, like most countries has made it mandatory for international passengers entering India to undergo Universal Health Screening and as per the information from central government health officials, more than 1 million passengers have been screened at airports. No commercial international flights will be allowed to land in India from Sunday, March 22 till March 29. Maharashtra has the highest number of cases at 44.The worldwide toll crept toward 10,000 as the total number of infections topped 2,20,000 in 145 countries. Travel by planes, trains and buses may be suspended for sometime but it cannot be for a prolonged period otherwise, the nation’s economy will collapse and such a situation could spark far worse social and law and order problems. The most effective is public cooperation and here, the challenge is before the Central government in taking along all other states. The virus will die off soon but the impact on society at large will certainly change forever.

Nagas entering the final phase of power struggle
S
ince the beginning of the Naga Movement, power struggle among the nationalist groups dominated and contributed to wretched living conditions for the people along the way. The power struggle continues to this very day and it seems the Nationalist groups have now entered the last phase of power struggle. One perturbing factor is that as usual, the civilian populations would play along by choosing sides among the numerous armed nationalist groups. Throughout the various stages of this power struggle among the nationalist groups, some state politicians from the past and present had played a vital role and some continues to play along. The outcome of this power struggle will show what role they have played: Whether in building or in destroying the fabric of the Naga society. This article attempts to present a brief summary of this power struggle, its main issues involved touching on the outcome of the past power struggles and the possible outcome. We can broadly categorize three phase of the power struggle. First phase of the power struggle (1946-1963): In the early period of the Naga National Council (NNC), the power struggle centered on the contention between the extremist groups and the moderates groups within the NNC on the issue of autonomy or on its nature of relation with Indian Union and creation of fully independent Naga Nation. The outcome of the first phase of power struggle cre-
ated irreconcilable differences between the extremists and the moderates, forcing the moderates to work for the creation of the Nagaland Statehood, and the rejection of the Nagaland statehood by the nationalist in the extremist camp (For further reading, page 150, “Nagas Imbroglio” by Charles Chasie). Second phase of the power struggle (1975-1997): The second phase of the power struggle centered on the issue of the 1975 Shillong Accord, where the said accord bitterly divided the nationalists’ camp into supporters of the Accord and the nationalist groups who condemn it. The consequence unleashed post-signing of the accord led to the formation of the National Socialist Council of Nagaland (NSCN) in 1980 that later split into two rival factions namely the NSCNIM and NSCN-K in 1988. According to the source of one renowned Indian Journalist, one of the main reason behind the split was the differences among the top leaders of NSCN on the issue of starting peace talk with the Government of India whereas International SwedishJournalist BirtilLintner in his book “Land of Jade: A journey from India through Northern Burma to China” and in hisarticle titled Nagaland: The Forgotten Frontier, published in The IrrawadyMagazine, November 2014editionsays evil of tribal rivalry and the Nagas from Myanmar simply tired of being treated as serfs by their Indian cousins, drove them out of the area. PostNSCN split, violent factional
clashes became a daily routine for nearly three decades where NSCN-IM emerged to be the largest and most powerful groups among the different armed factions. Quoting from the essay titled, Nagaland: descent into chaos, (The Hindu, dated 23.01.2014) authored by Shri. R. N. Ravi, Retired Special Director, Intelligence Bureau, former Interlocutor and Incumbent Governor of Nagaland, “over 1,800 Nagas have been killed in some 3000 fratricidal clashes since the beginning of the ceasefire (1997-2013). Contrast it with the violence during the 17 years preceding the ceasefire (1980-96) that took a toll of some 940 Naga lives in 1,125 clashes mostly with the security forces” Final phase of the power struggle1997-2020: Apart from the violent factional clashes, some of the remarkable developments that took place between 1997-2020 were the formation of new factions (in addition to existing ones) , the signing of 3rd August 2015 Framework Agreement between NSCN IM and GOI; the sudden unification of six Naga armed factions christening under the umbrella term ‘Naga National Political Groups’ (NNPG) in 2016, at present total number rose to seven factions after the latest entry of NSCN K (Khango Group); the signing of ‘Agreed Position’ between GOI and NNPGs on 17th November 2017; the emergence of Nagaland Tribal Council (NTC) as a leading public organization also the brain behind the forma-
tion of NNPGs; the tactical sidelining of Naga Hoho, Naga Student Federation (NSF), and the Naga Mother Association (NMA), which was indeed a master stroke by the former interlocutor during his routine consultation with tribal bodies and civil societies there by reducing the influence of the said organizations in Nagaland. On the other hand, the loss of status of the age-old organizations seem to be a boon for the NTC, as all Nagaland based tribal bodies appears to back the NTC on paper (as a test of their loyalty is yet to be proven). Furthermore, the unsettled age-old differences between Zeliangrong organizations and Naga Nationalists group starting with NNC continues, as evident by the skirmish between the NSCN-IM and Zeliangrong United Front (ZUF). Such domestic developments have pushed the Naga nationalists groups in to the final phase of power struggle under the banner of the NSCN-IM bloc and NNPGs bloc. We can only wait and watch when the final showdown will take place before or after the GOI and NNPGs decides to go ahead with implementation of the final agreement as the Nagas are still alien to the concept of peaceful disagreements. In such suspense, one needs to reflect on the phrase “It is now sign or lose it all. market places, restaurants, public transport, etc. b) Avoid all non-essential travels, going to crowded places, markets as far as possible c) Keep number of guests minimal if social events cannot be postponed d) Clean and disinfect frequently touched surfaces like doorknobs, tables and handrails regularly with water and soap e) To avoid close contact with anyone suffering from cold, cough or flu like symptoms f) Refrain from shaking hands and hugging as a matter of greeting g) Create habits and reminders to avoid touching face and to cover mouth and nose while sneezing and coughing h) Wash hands frequently before interacting with any sick or old person or a person having chronic medical conditions like diabetes, heart disease, kidney disease, obesity, cancer and other such ailments that suppress the immune system,

On closure of educational institutions

e are indeed extremely grateful to our esteemed and excellent members of legislature and bureaucratic officials under the present state leadership for declaring closure of the same at the right time to take necessary precautionary measures and to fight against the pandemic COVID-19 as prevention is better than cure. But, it is a well known fact that the conduct of the HSLC/HSSLC examination 2019 was just concluded a few days ago at various examination centres. And by now every school especially govt. schools are mostly on its jerking knees to start the classes in a full swing to run better classes and also to cover up the syllabus by any means. However, the number of days to sojourn ourselves at homes from the attack of the disease 17th March to 12th April 2020 seems to be somehow very lengthy one for the same purpose. It is appreciable to note that the school education department has issued advisories to the students and the teachers to apply the usage of e-learning facilities to conduct online classes through effective use of social medias, but it is a well known fact that most of the students from the govt. schools do jot have such facilities to deal with Therefore, would it not be reasonable if the concerned authorities review the matter and at least lessen the length of days again to enable the schools to avail more days to conduct maximum classes at this juncture. I as a concerned citizen would like to bring to your notice that, whereas the garbages in every nook and corner of Dimapur are well managed either by the village council of the respective locality or the Dimapur Municipal, the residents of Lengrijan are facing difficulty for garbage disposal. Initially, the garbages were collected two/three times a week. But, of late once in a while it is collected. Most of the roadside are decorated with garbage bags emitting stale smells. In the line of the above, may I as concerned citizen request you to publish this issue in your esteem paper, in order to give a wakeup call to the village council and the Dimapur Municipal. NEW DELHI, MAR 19 (PTI): The railways on Thursday cancelled 84 trains, which will not operate between March 20 and March 31, taking the number of trains cancelled in view of low occupancy and coronavirus pandemic to 155, officials said. Railway officials said the trains were identified on Wednesday night and the decision would be effective from March 20 to March 31. These include IRCTC operated two Tejas Express trains and one Humsafar Express train. “All passengers having tickets in these 155 trains are being informed about
it individually. No cancellation fee will be taken for these trains. Passengers will get 100 per cent refund,” an official said. Tourist specials like Maharaja, Buddhist, Bharat Darshan, and state specials have already been cancelled. The decision to cancel the Tejas service between Mumbai-Ahmedabad and New Delhi-Lucknow and the recently launched Humsafar service between Indore-Varanasi was taken on Wednesday night, officials said. The national transporters has also issued a set of guidelines to zonal headquarters for its catering staff,
saying no employee having fever, cough, runny nose or difficulty in breathing “should be deployed in the business of food handling on the Indian Railways”. The novel coronavirus cases in India rose to 173 on Thursday after 22 fresh cases were reported from various parts of the country, according to the Health Ministry. The cases include 25 foreign nationals -- 17 from Italy, 3 from the Philippines, two from the UK, one each belonging to Canada, Indonesia and Singapore. The figure also includes three deaths reported from Delhi, Karnataka and Maharashtra so far.
Farooq asks PM to restore 4G services SRINAGAR, MAR 19 (PTI): National Conference (NC) president and Member of Parliament from Srinagar Farooq Abdullah wrote to Prime Minister Narendra Modi on Thursday seeking immediate restoration of high-speed 4G internet services in Jammu and Kashmir. “As you are aware, the first case of coronavirus was detected in Kashmir yesterday which has resulted in authorities locking down large parts of the valley,” Abdullah, who was last week released from a sevenmonth-long detention, said in a letter to the prime minister. The NC president said
businesses and students have already been hit hard by the shutdown after August 5, 2019 and are again suffering because of these restrictions. “The people are being advised to work/study from home, but this is impossible with 2G internet speed and limited fixed line internet penetration. I would, therefore, request you to restore 4G internet services in Jammu and Kashmir at the earliest to ease the suffering of the people,” he said in the letter. The chorus for restoration of high-speed 4G internet services on mobile phones in Jammu and Kash-
mir has grown in the wake of the detection of the first case of coronavirus in the valley. The government in a recent order said the low speed internet will continue in the Union Territory till March 26 “in the interests of sovereignty and integrity” of the country.
NEW DELHI, MAR 19 (PTI): India slammed Pakistan on Thursday for raising Kashmir during a SAARC video-conference earlier this week, saying it was not a political platform, but a humanitarian one, and Islamabad “misused” it. Ministry of External Affairs (MEA) Spokesperson Raveesh Kumar also said the emergency SAARC fund proposed by Prime Minister Narendra Modi to combat coronavirus was operationalised and India had received requests from member countries for assistance. “A crisis of this magnitude does not recognise borders. In this spirit, the prime minister had called the SAARC video-conference on coronavirus. The platform was not political, but humanitarian. They misused it,” Kumar said on Pakistan raising Kashmir during the video-conference. The MEA also said it was being planned to evacuate the next batch of Indians from Italy over the weekend. “We have evacuated 590 people from Iran, where the situation is very severe. The Indians infected with coronavirus in Iran have been segregated and taken care of very well. We believe that they will recover and we will bring them back,” Additional Secretary in the MEA Dammu Ravi said.

GANDHINAGAR, MAR 19 (PTI): The Gujarat government said on Thursday that those undergoing 14day home quarantine for suspected coronavirus infection will have to wear a coloured wrist band. The announcement was made by Deputy Chief Minister Nitin Patel in the Assembly here. Patel, who handles the Health portfolio, said this was necessary to stop such persons from violating home isolation norms and going out which can be harmful for others. “In some states such persons are stamped on their hands,” he said, referring to the practice in Maharashtra. “On the same lines, we have decided to put coloured bands on the wrists of suspected patients who are under 14-day home quarantine upon return from abroad,” Patel told the Assembly during a discussion on the coronavirus. “People can report to the authorities if they spot anybody with this band on the wrist in public,” he added. All international travelers arriving at Ahmedabad and Surat airports are being screened for the virus infection, the deputy CM further said. “Passengers who have no symptoms are allowed to go home. Those having cough or fever are kept under observation for 24 hours,” Patel added.

DIMAPUR, MAR 19 (NPN): Giving an update on status, actions and preparedness of COVID-19 in Nagaland as on March 19, 2020, the department of health and family welfare Thursday stated that at present there were 171 isolation beds in the state and district task force have been put in place in all districts. In a press release, principal director H&FW Dr. Vizolie Z Soukhrie said that so far 428 (airport) screening have been done, but no positive cases have been reported and no samples sent for testing. Dr. Soukhrie also informed that there were 13 foreigners in the state at present while there were 136 persons under surveillance. As per the update, border screening was being carried out in 14 entry points (rail and road) and 6569 phone calls have been received through helpline. Meanwhile, health and family welfare minister S Pangnyu Phom, who reviewed preparation of the department, has directed that no medical staff be granted leave and call back all staff who were on leave till the situation is contained.

Mumbai, Mar 19 (PTI): Equity benchmark Sensex ended 581 points lower in a highly volatile session on Thursday amid heightened fears of a global recession triggered by the Covid-19 pandemic. The rupee plummeted 81 paise to 75.07 against the US dollar during the day. After briefly turning positive in afternoon trade, domestic indices fell in tandem with Asian peers, with the BSE barometer Sensex settling 581.28 points or 2.01 per cent lower at 28,288.23. It swung over 2,656.07 points through the session. Similarly, the NSE Nifty settled 205.35 points, or 2.42 per cent, down at 8,263.45, after dropping below the 7,900 level intraday. Bajaj Finance was the top loser in the Sensex pack, tanking over 10 per cent, followed by Axis Bank, Maruti, M&M, Tech Mahindra and ONGC.

New Delhi, Mar 19 (PTI): To tide over liquidity issue, the Reserve Bank of India (RBI) has extended Rs 60,000-crore credit line to Yes Bank so that it meets obligation of depositors, sources said. This is in line with assurance given by RBI Governor Shaktikanta Das on Monday saying the regulator was ready to offer liquidity if required after lifting of moratorium. “I would like to mention that Yes Bank has enough liquidity to meet any requirement. If there is a requirement, the RBI will provide necessary liquidity support,” he had said. “Never in the history of banks (in India) have depositors lost money. The point is, depositors’ money is absolutely safe,” Das also said. As per Section 17 of RBI Act 1934, the central

The private sector lender has got support from its largest investor State Bank of India (SBI), which holds 48.21 per cent stake in the bank. SBI alone has invested Rs 6,050 crore into the bank. Yes Bank’s deposit base eroded by Rs 72,000 crore to Rs 1.37 lakh crore as of March 5, 2020. The same was at Rs 2.09 lakh crore as of December 31, 2019, as per data shared by the bank last Friday.

China reports zero domestic COVID-19 cases
BEIJING/Madrid/ T E H R A N / B E R L I N, M A RC H 1 9 ( I A N S / AFP): Mainland China has reported zero new domestic infections of coronavirus for the first time since the outbreak was first reported in the country last December, the National Health Commission said on Thursday. The Commission said that by 12 a.m. Thursday, no local infections had been recorded throughout the Chinese territory, reports Efe news. Authorities said the 34 cases that were reported in that period were all imported and were travellers from other countries and regions affected by the pandemic. The 34 imported infections were registered in Beijing (21), Canton (nine), Shanghai (two), Heilongjiang (one) and Zhejiang (one). On the day China hit an encouraging coronavirus milestone, health authorities reported that eight people had died of the virus, all of them in the province of Hubei, in the central-eastern part of the country which is the epicentre of the outbreak. The latest data places the total number of infections in China at 80,928 since respiratory disease first emerged. Of those 70,420 have responded positively to treatment and have since been discharged. The number of new deaths was down to single digits, with just eight reported, bringing the total toll to 3,245.

‘Don’t have tournaments, trials till April 15’ New Delhi, Mar 19 (PTI): The sports ministry on Thursday advised all National Federations to refrain from conducting tournaments and selection trials till April 15 besides asking them to ensure that Olympic-bound athletes are isolated from anyone who is not a part of their training camp. The directive has been necessitated by the COVID19 pandemic which has wreaked havoc on sporting events across the globe. The fresh advisory puts a question-mark on the upcoming Indian Grand Prix of athletics that is to be held on Friday. “All sport organisations and their affiliate units are advised against holding any sports events, including competitions or selection trials till 15th April, 2020,” the ministry said in a letter to the Indian Olympic Association and NSFs. It also asked federations to not allow any noncamper athlete, coach or support staff in Olympic trainin1g camps without following proper quarantine protocols. The ministry’s twopoint directive states, “No exposure to athlete be allowed from outside in the campus where training is underway. “No coach, technical/support staff athlete etc presently not in training camp and not staying in the training campus be allowed to interact or mingle with trainee athletes without following quarantine protocols.”
Washington, Mar 19 (AP): All men’s and women’s professional tennis tournaments through June 7 are being called off because of the new coronavirus pandemic. The ATP and WTA announced Wednesday that the entire clay-court circuit “will not be held as scheduled” - a day after the start of the French Open, also played on that surface, was postponed from May to September. The tours had said last week they would suspend play until late April or early May. The tournaments affected by the tours’ suspensions include combined men’s and women’s events in Madrid and Rome. Also being scrapped are upcoming WTA tournaments in Strasbourg, France, and Rabat, Morocco, along with ATP events in Munich; Estoril, Portugal; Geneva; and Lyon, France.
New Delhi, Mar 19 (PTI): The staffers at the Indian Olympic Association (IOA) will be asked to ‘work from home’ from the next week with the sports body set to suspend majority of its operations from its headquarters in the wake of coronovirus outbreak. “The IOA will start work from home facility for its staff from Monday. We are currently ensuring that all back-up systems are in place for a smooth functioning from home,” an IOA member told PTI. “The coronavirus is becoming serious day by day and we can’t risk our employees.” The virus outbreak has already forced the Indian Cricket Board (BCCI) to temporarily shut its headquarters in Mumbai. The BCCI asked its employees to work from home on March 16. In India, the number of people infected with the highly contagious novel coronavirus or COVID-19 has risen to 169 with three
deaths reported in the country so far. The IOA member also said some of the staff in the finance department will have to come to office in between since March is a financial year-end month. “From Monday it will start but some of the finance department workers will have to attend office after March 25 to clear all our pending dues and settle accounts.” “Like any other professional organisation, we will go by the government’s advisory on this matter,” the member said.
Will make efforts to take kabaddi to Olympics: Rijiju New Delhi, Mar 19 (PTI): The government will make efforts to take indigenous sport kabbadi to the Olympics, Union minister Kiren Rijiju said on Thursday. “A total of 2,880 athletes have been selected under Khelo India scheme for further training to excel in various national/international competitions,” he told Lok Sabha. Responding to supplementaries during the Question Hour, the Minister of State for Youth Affairs and Sports said kabaddi is an indigenous sport and that the government would

make efforts to take it to the Olympics. Under the schemes, promising sports persons and teams identified are provided support of modern sports science and exposure abroad under experts of respective disciplines, among others, he said.

The flame was then handed to Tokyo 2020 representative Naoko Imoto, a swimmer who competed in the Atlanta 1996 Olympics. Imoto, a UNICEF representative, was reportedly a last-minute appointment as
she already lives in Greece and did not have to travel from Japan. Greek President Katerina Sakellaropoulou in a statement said the ancient Olympic values of “concord, goodwill, brotherhood... are the weapon to use� against the virus. Last week’s flame lighting ceremony in ancient Olympia was also carried out without spectators as Greece registered its first death from the virus. “Reg retfully the COVID-19 outbreak made us take hard decisions and change our initial plans. Too early to decide fate of Tokyo 2020: IOC chief
International Olympic Committee (IOC) president Thomas Bach has stressed it’s too early to decide the fate of 2020 Tokyo Olympic Games amid the ongoing coronavirus pandemic. He said that in a teleconference with representatives of athletes on Wednesday, former Olympic champion Yang Yang told Xinhua news agency. About 200 representatives from the international federations, athletes and Athletes Commissions of related Olympic organising committees attended the two-hour teleconference with IOC members of relevant departments. Yang joined as chair of Athletes Commissions of Beijing 2022. According to Yang, Bach said hat he understood that speculation over postponing or even cancelling Tokyo 2020 has interrupted the athletes’ preparation for the Games. The president went on to explain that the IOC will not insist on holding the Games out of economic concerns, which could be dealt by IOC’s risk management and insurance. Right now, the organisation is keeping close cooperation with relevant authorities including the World Health Organization to evaluate if the situation is suitable for hosting the Games. The Tokyo 2020 organising committee is committed to host the Games as scheduled, which they believe will bring hope to people in difficult times, Bach told the athletes. Bach explained changes made in the Olympic quota allocation due to cancellation of qualifying tournament to avoid the spread of the COVID-19 pandemic, and responded to some athletes’ concerns that they did not receive enough support from their national Olympic committee during this special time.

SYDNEY, Mar 19 (Agencies): French Open champion Ashleigh Barty did not receive a heads up from tournament chief Guy Forget about moving the 2020 edition back by four months but said she would grasp at any chance she gets to defend her title. Barty won her maiden Grand Slam title in Paris last June but will have to wait until at least September to return to Roland Garros after the French Tennis Federation (FFT) announced the shift on Tuesday because of the coronavirus pandemic. The FFT have been under fire for making the decision
without consulting with other stakeholders but Australian world number one Barty said she was just looking forward to getting the chance to get back out on the famous red clay. “I haven’t spoken to Guy Forget but I’m happy to play the tournament whenever it is scheduled,� Barty told the Australian Associated Press on Thursday. “I hope I get the chance to defend my title in September - any opportunity to compete is something I’ll grab with both hands.
