UNC lifts economic blockade
Representatives of the Centre, Manipur government and UNC at the tripartite meeting. (NP) Correspondent
IMPHAL, MAR 19: In a huge sigh of relief, the United Naga Council (UNC) on Sunday decided to lift the 139-day long economic blockade along the two national highways in Manipur from Sunday midnight. The decision was announced after a marathon tripartite meeting held at the DRDA hall, Senapati between the new BJP-led Manipur government, Government of India and the UNC. As a first step, the new BJP government as assured, was able to achieve its goal by bringing an end to the economic blockade. The
State services bodies temporarily suspends stir DIMAPUR, MAR 19 (NPN): Consequent upon assurance by the cabinet sub-committee that the matter (demand for implementation of 7th ROP) would be taken up in the State Cabinet, the All State Services Associations of Nagaland (ASSA) has temporarily suspended the proposed pen/tool-down strike. The decision to call off the strike arrived at the joint meeting of cabinet sub-committee and office bearers of All State Services Associations on March 19, informed Confederation of All Nagaland State Services Employees’ Association (CANSSEA) president and convenor ASSA Kohima, S. Takatuba Aier in a press statement. However, the association at a separate meeting has urged the government to convey its decision at the earliest. Meanwhile, office bearers of the associations have convened a meeting on March 23, at 4 pm at CANSSEA conference hall. Earlier, State services associations demanding implementation of 7th ROP w.e.f. March 1, 2017 has threatened to launch the stir from March 20.

meeting was chaired by the MHA Joint Secretary (NE), Satyendra Garg. In a joint statement, signed by GoI’s representative, Satyendra Garg; Addl. CS (Home) Dr. J Suresh Babu and commissioner (works) K. Radhakumar Singh of Manipur government and UNC represented by its general secretary, S. Milan, ANSAM president Seth Shatsang and Naga Women’s Union president L.M. Tabitha said: “To create conducive environment for the democratic process of consultation and dialogue, the United Naga Council will lift the economic blockade with effect from tonight.”
It was also agreed upon by Manipur government to “unconditionally release” the UNC leaders and to close all cases related to the economic blockade against Naga leaders and students’ leaders. UNC president Gaidon Kamei and publicity secretary S Stephen were arrested by the state police in connection with violent incidents during the blockade on November 25 last year. Further, Manipur government has also decided to start consultation with all stakeholders to redress the issue. In this regard, the house resolved to hold the next tripartite meeting “within a month time at a
political level.” Since the blockade was launched to oppose the creation of seven new districts out of Naga territory, it was not known whether UNC had accepted the creation of such districts by the previous government and whether UNC would be withdrawing other agitations like banning of national projects in Naga dominated hill, government office picketing etc. Earlier, UNC demanded that the Ibobi-led government revoke the order for creation of the new districts. It may be mentioned that the UNC had imposed the economic blockade to oppose the creation of new districts out of Naga territory. UNC alleged that the previous government had bifurcated the existing districts without their consent. Meanwhile, UNC has appreciated the initiative and new approach of the government of Manipur in coming forward to address the core issue at hand. Prior to the State Assembly elections, there had been at least two rounds of tripartite meetings to bring an end the blockade. However, the meeting was futile.

On Gaidinliu Memorial Hall at Kohima, NTC affirmed that it would not allow Nagaland to be converted into a launching pad for such “cult leader or alien culture of idol worship”. Gov bats for diverse, secular nation DIMAPUR, MAR 19 (NPN): Nagaland Governor, P.B. Acharya on Sunday called upon every religion irrespective of their belief to unite and make India great and stressed on the need to have a diverse and secular nation, a DIPR report stated. Addressing the public reception organized by the Mech Kachari Hindus of Dimapur at Shri Shri Lakshmi Mandi, Naharbari, Acharya said: “communism demises the existence of God and contradicting to this concept India respects diversity with secularism as uniqueness of India along with freedom to exercise religious practices and views.” In India, he said no one had the right to stop a community from practising their belief and no community holds their respective religion superior over the other. He said there were people who do not believe in the existence of God, known as ‘nastik’ (atheist) and in some countries that follow only one ‘Granth’ (place where all the people follow one religion) such as Saudi Arabia. “But there is one specialty of India-we respect diversity even with multiple languages, diverse

race and culture co-existing in unity as one nation,” he added. Emphasising on parity, Acharya said everyone was all equal and entitled with equal opportunity with “one vote rights”. Given India’s high population of youth as compared to other developed countries, he said the Central government’s primary focus was to empower the next generation with skills. In this regard, he said a state like Nagaland, with around 20 lakh population having over three lakh graduates, could progress if the state focussed on skills. Further, the Governor said “to protect our identity, it is important to preserve our language and culture.” Therefore, Acharya called
upon every community “to expose their children to their respective first language medium school till fifth standard so that the children remain rooted with their culture.” For this, Acharya said his doors were always open to all the communities and at the same time assured to provide “all possible assistance and protection in their times of vulnerability.” Earlier, the program started with an invocation prayer by Prodip Mech. Welcome address was delivered by cultural sectary M.K.P.O Dharmadhaj Sonowal and a vote of thanks by Jyotish Khakhlary. DIMAPUR, MAR 19 (NPN): Hitting back at NPCC president K. Therie over his claim that NPFBJP rule was a threat to Nagas, the Nagaland BJP unit said that the Congress leader was venting out his desperation after the party “grand” losses across the country and in Northeast. It reminded Therie that his desperate attempt for the party prospects in the next assembly election by singing the wrong tunes about BJP would not make “any dent as an election propaganda”. Instead, BJP unit general secretary (media) and spokesperson Jaangsillung Gonmei in a press statement reminded Congress that its “escapist method” in criticizing BJP by shielding the weakness, nonsecularism, corruption and misrules would not work anymore. Therefore, the party unit asserted that
Therie’s rhetoric was another failed Congress tricks which held no ground. BJP also attacked Congress of portraying itself as secular during elections only to get voters, after which it become “sickular” or non-secular. The BJP unit taunted Congress’ claim of not having political alliance with religions, religious fundamentalist groups and professes to be secular, but takes sides and gets involved with non-secular fundamentalism, when opportunity arises. It was for this reasons, BJP asserted former Congress Prime Ministers Rajiv Gandhi permitted Shilanyas in Ayodhya and Narashima Rao permitted demolition of Babri Masjid. Not only this, BJP said that prominent Congress leaders such as Jagdish Tytler, Sajjan Kumar and H K L Bhagat have been identified
with the violence of 1984. Congress party workers and leaders across religious lines also figured in reports on the Bombay riots of 1992-93, the Gujarat violence of 2002 and Muzaffarnagar violence of 2013. BJP also claimed that incidents of communalism violence recorded highest when Congress led UPA government was in power. Also hitting out at Therie on his claim that Churches would become empty if BJP and NPF were allowed to rule for another five years, the BJP reminded Therie that political parties do not spoil religions, culture, traditions etc. It asserted said that religion was a private matter and only the individual Christian’s inward qualities determine its larger Christian image by conforming to and most importantly, practicing in daily life, it’s tenets. “It was only the hypocrites
who distort and disseminates wrong information to the ignorant masses for illegal gains”, BJP said. Therefore, the party unit asked NPCC president, if he was concerned about “empty Churches” because of black money through BJP government, then he should immediately confessed all the black money during the Congress rules in the country and particularly in Nagaland. On the Naga political issue, BJP reminded Therie that what the Congress government could not do in 50 years was done by BJP in eight years. BJP cited examples of how BJP government under Atal Behari Vajpayee on October 28, 2003 described the “uniqueness” of Naga political struggle and signing of “framework agreement” under Modi’s government on August 3, (Cont’d on p-8) 2015.

DIMAPUR, MAR 19 (NPN): ACAUT, Merangkong Senso Telongjem Dimapur (MSTD), Dimapur Ao Youth front and several other organizations have vehemently condemned the assault on a prominent citizen of Dimapur, Dr. Aotoshi in an incident of road rage, at Purana Bazar, Dimapur on Saturday. ACAUT media cell said Dr. Aotoshi was “brutally attacked and threatened by one Vinoka Khetoshe Awomi, who apparently is a theologian and a resident of Purana Bazar.” ACAUT said even as Dr. Aotoshi was profusely bleeding and his wife’s repeated plea to allow him to go for medical treatment, the assailant refused to let him go and instead further hurled abuses and threatened him. ACAUT demanded that the assailant be booked and under all sections of the penal code and punished promptly as per the law, to set an example that law breakers would be held
accountable. It said the “Gadagiri and Goonda Raj culture” was a thing of the past and that law abiding citizens were comforted by the fact that rule of law prevails in Nagaland. ACAUT said Dr. Aotoshi, who is the CEO of widows media and pro-vice chairman of Delhi Public School (Dimapur) was also a consultative body member of ACAUT Nagaland and a respected and law abiding citizen. The youth front said it had taken serious note of such unprovoked attack on innocent and a senior citizen by unscrupulous people. DAYO has demanded the law enforcing agency to arrest the culprit and to award befitting punishment. DVC: Darogapathar Village Council (DVC) has vehemently condemned the
inhuman and barbaric physical assault on its bonafide permanent citizen, Dr. Aotoshi. A condemnation note by DVC chairman, Nungtokmeren Jamir and secretary, K. Guwahati, Mar 19: This year’s assembly elections have been a fascinating story so far. BJP got a clear majority in one state but announced its CM face in three other states before that. While Trivendra Singh Rawat took charge as Uttarakhand Chief Minister, former Defence Minister Manohar Parrikart also won a vote of trust in Goa and now in what could be the final frontier, the party is set to go through a floor test in Manipur on Wednesday morning. The party is leaving no stone unturned to form the government in the state and has lodged all its legislators in a Guwahati hotel along with an Independent and a Trinamool Congress lawmaker since Thursday. The Congress has sheltered its 27 MLAs in the house of one of its legislators in Imphal. Guwahati has been the refuge for BJP legislators of Arunachal Pradesh earlier too. It is the home of Assam BJP finance minister Himanta Biswa
Sharma, convenor of North East Democratic Alliance (NEDA). BJP legislator Thokchom Radheshyam, was certain that the BJP chief minister N. Biren Singh will win the vote trust on Monday. The entire BJP legislators and those supporting it will be up against 27 Congress members (after one Congress member defected to BJP). However, political grapevine in Manipur suggests that the BJP-led coalition government will sail through and there could be cross voting from the Congress legislators. Rather than any possibility of Congress poaching on BJP and other allies, the most likely possibility is of more Congress legislators defecting to BJP to be in power and then resigning from the house to contest as on BJP tickets. The BJP claims to have the support of 33 legislators with the support of the NPP, NPF, LJP, an independent legislator, the lone Trinamool Congress MLA and a defector from the Congress Shyam Kumar - who took oath as a minister in the N Biren Singh government. (5&7): Sao Chang College ceiling in deporable condition. DIMAPUR: Eastern Nagaland College Students’ Union (ENCSU) concluded its education tour on March 17 at Wangkhao Government College, Mon. During the tour, the team said it has detected numbers of anomalies after interaction with the college authority and the students’ council of all the four government colleges of Tuensang (Sao Chang College), Longleng (Yingli College), Mon (Wangkhao College) and Kiphire (Zijasi Presidency College). A press note by ENCSU chairman, Longre Chang and joint secretary, Nokchem Angth stated that
out of four colleges, Yingli and Wangkhao colleges were functioning without a principal for many years. ENCSU also asked the government and the department to appoint the full fledged principal in Yingli and Wangkhao colleges immediately. ENCSU has also expressed shock at the condition of the infrastructure of the college. It alleged that even the newly constructed building of one college, there was no water connection and electricity. It said Sao Chang College, Tuensang built in the 1970s was on the verge of collapsing causing huge risk for the
lives of students and staff. ENCSU also pointed out that no colleges have been provided with adequate teaching facilities and also questioned as to why all the regular teachers from colleges of Eastern Nagaland were being attached in Kohima and Dimapur colleges. In this regard, ENCSU has demanded that all the attachment must be cancelled within 15 days from issuing the press statement and retained in their respective posting immediately. ENCSU has informed that so far no college has hostel facilities as the college authority could not run the hostel because of non ap-
pointment of grade IV staff by the government. It has appealed the government to appoint grade IV staffs and provide all facilities and functions required for hostel by next semester. The student body has also highlighted the lack of college buses, library facilities and has appealed the government and the higher education department to extend all possibly support to private colleges of the region. Further, ENCSU said it would submit a representation to the government with all the facts and figures and would fight until justice was done to the student community by the government and the concerned department. The student body has also sought support and cooperation from Eastern Nagaland Peoples’ Organisation (ENPO), Eastern Nagaland Legislators’ Union (ENLU), Eastern Nagaland Gazette Officers’ Association (ENGOA), Eastern Nagaland Women Organisation (ENWO), Eastern Naga Students’ Federation (ENSF) and Eastern citizens towards the cause.

Huge response to MP’s petition for free napkins
GUWAHATI, Mar 19 (Agencies): Silchar MP Sushmita Dev’s online petition to make sanitary napkins tax-free has received a lot of support. The petition, started after International Women’s Day, has received around 90,000 signatures. Sushmita had written to Arun Jaitley in this regard but did not get a reply. This prompted her to launch a petition. “Though some parts of the country have already made napkins taxfree, it should be done at the national level. Everyone is helping the cause. Rahul Gandhi has tweeted it and MPs Gaurav Gogoi and Varun Gandhi have signed it. I hope it reaches the finance minister,” she told TOI. She said if condoms and contraceptives could be made tax-free, so should sanitary napkins. “I decided to start this petition after I didn’t any response from the minister. He shouldn’t think I’m doing this for political mileage,” she added.
Sushmita Dev According to a study titled ‘Sanitary Protection: Ever y Woman’s Health Right’, around 70% women in India could not afford to buy sanitary napkins. The report also says only 12% of the country’s 355 million menstruating women use sanitary napkins. “This move will impact millions of girls and women. It will make sanitar y napkins cheaper for middle-class families and make them affordable for low-income families for the first time. Girls and women face a lot of stigma for menstruation,” the MP added.

APFEJ urges New Delhi to be respectful to media
Guwahati, Mar 19 (Agencies): Asia-Pacific Forum Environmental Journalists (APFEJ), in the backdrop of Indian government’s recent initiative to ban a British Broadcasting Corporation (BBC) scribe on filming in its tiger reserves, has urged New Delhi to be respectful to the global media outlets respecting the democratic spirit of the country. The Dhaka (Bangladesh)-based environment media forum also appealed to the Indian authority not to think of evoking the British scribe’s visa at any cost. It may be noted that the controversy erupted after the BBC’s south Asia correspondent Justin Rowlatt prepared a news feature on Assam’s well-known Kaziranga National Park where he claimed that forest guards of the abode of precious one-horned rhinos were indulging in extra judicial killings in the name of conservation. Rowlatt pointed out that the park, which hosted UK’s Prince William and Katherine in April 2016, witnessed the killing of al-
most two people per month under the brutal conservation policy since 2013. The year 2015 witnessed the encounter killings of 23 people in Kaziranga in contrast to 18 rhinos poached by the criminals. “Innocent villagers, mostly tribal people, have been caught up in the conflict (between the poachers and forest guards) and the problem is mostly because the park rangers are indiscriminate in applying brutal force, and they are given immunity from prosecution,” said the BBC feature. Rowlatt, who lives with his family in New Delhi, also clarified that despite his initiative, both the environment ministries in New Delhi and Dispur (responsible for the protection of forest and wildlife), the National Tiger Conservation Authority and Assam forest department did not respond to his necessary queries. Once the BBC aired the item titled ‘Our World: Killing for Conservation’ on February 11, 2017, the government and people of
Assam raised serious concern over its content. Various non-government nature &wildlife protection groups came forward scolding the London based news channel for propagating a wrong image to Kaziranga to the international audience. Encouraged with the development, the Indian authority barred the BBC journalist Rowlatt from filming in any of India’s 50 tiger reserves for five years. Later the Union environment ministry even requested the external affairs ministry to revoke the visas of Rowlatt along with his associates who shot the film. But it tempted the global tribal people’s rights body Survival International to launch a boycott campaign against the park that attracts over some 150,000 annual visitors including over 11,000 foreign tourists, till the Kaziranga authority retains its shoot-on-sight policy. It has already written to various tour operators in western countries to evade Kaziranga that gives shelter to over 2430 rhinos, 167 Royal Bengal tigers along with other wildlife.

The Union law ministry has written to chief secretaries of at least a dozen states to immediately migrate to e-prisons, a software developed by the Centre to integrate all prison data across the country in an attempt to roll out long-pending prison reforms and ensure release of undertrials booked for petty crimes. “The government is committed to ensure that every accused receives a fair trial and does not languish in jail longer than is absolutely necessary,” the letter said. Out of an estimated 4.18 lakh prisoners across the country , 67% or about 2.82 lakh are undertrials, many of them booked for petty crimes like theft. Less than 1.28 lakh in jails are those who have been convicted and are serving their sentence. Despite repeated reminders to states, the central government has not received any data from any of them. In aletter to chief secretaries of Maharashtra, Gujarat, Haryana, Odisha, J&K, Uttarakhand, Goa and the north-eastern states, the law ministry asked them “to ensure use of eprisons software for efficient management of prison information system”. The home ministry is closely working with the law ministry to implement prison reforms. Gujarat, Jharkhand, Haryana, Odisha, Goa, Nagaland and Manipur are some of the states where the maximum number of prisoners are undertrials.
Jats call off agitation in Delhi after talks with Haryana CM
Jats call off their agitation planned in Delhi, no traffic restriction on Monday. NEW DELHI/HARYANA, MAR 19 (AGENCIES/IANS): Jat leaders today called off their ‘Delhi Gherao’ agitation after the Haryana government agreed to their demands in a bid to end the community’s 50-day long quota stir. The decision came after CM Manohar Lal Khattar held talks with Jat leaders from the state earlier in the day. Khattar had stated that the state government was committed to resolve the issue. “Jat reservation process at Centre will begin after appointment of chairman and members of National Commission for Backward Classes,” chief minister Manohar Lal Khattar said at a joint press conference with Jat leaders. The Jats have been sitting on dharna in various parts of Haryana since January 29 to press for their demands. Matters came to a head after the All India Jat Aarakshan Sangharsh Samiti (AIJASS) gave a call for a march to the national capital to gherao Parliament and to hold dharnas on the Delhi border blocking all highways from tomorrow. AIJASS Chaiperson Yashpal Malik said that their 50-day protest had
been peaceful and will continue being so and they will decide their next course of action soon. “We have suspended Delhi Kooch after agreement with the Haryana government on all issues. We will take a decision on coming protests in a state executive meeting on March 26,” Malik told ANI after the meeting with Khattar. Besides quota, the Jats have been demanding release of people jailed during last year’s agitation, withdrawal of cases slapped during the protest and government jobs for the kin of those killed and injured while taking part in the stir. Around 30 people were killed and more than 300 people injured when a similar agitation by the Jats had resulted in largescale violence in Haryana in February last year. Following the ‘Delhi Gherao’ declaration by the Jats, 24,700 paramilitary personnel were mobilized to maintain peacein Delhi and NCR. Prohibitory orders
were put in place and Delhi Police had issued a traffic advisory to the people in view of the agitation. The Delhi Metro Rail Corporation (DMRC) had also suspended its train services to and from all stations outside the national capital from Sunday night. The Centre has mobilised around 24,700 paramilitary personnel in various parts of Haryana, Delhi and Uttar Pradesh in view of the Jat protests. Officials supervising forces’ deployment said a total of 247 companies of these forces have been tasked to secure various locations in and around the national capital region and parts of Haryana and Uttar Pradesh. A paramilitary company has an average strength of 100 personnel. They have been pulled out from paramilitary bases located in North India and heavy trucks and vehicles were scrambled to deploy these personnel over night, they said.
States to be ranked on their water management NEW DELHI, MAR 19 (AGENCIES): The Niti Aayog will soon start a process to sensitise states towards preparing a Water Management Index (WMI) which will ultimately lead the Centre’s thinktank to rank them on the basis of their efforts in efficient management of water resources. The states’ performance will be judged on the basis of 28 key indicators covering water use efficiency, irrigation status, groundwater recharge, availability of drinking water for both rural and urban areas, watershed development and other sustainable practices in water-related sectors. The Niti Aayog has, in fact, developed a composite WMI as a tool to assess and further improve the performance in efficient management of water resources. Different weightage is allocated to identified performance indicators to arrive at the composite index.

Society adrift
hat is being seen today in the state is corruption of a totally different form and magnitude that exhibit no more pretence of accountability or shame because morality and accountability are at the nadir in the realms of both government and society. The demands for justicebe it in the case with backdoor appointments which have jeopardised the future career of regular and permanent employees , the continued systematic loot of PDS items, CSS programmes through a well structured mechanism or siphoning of funds in the name of development are like cancer, destroying the mental and spiritual health of the people. This newspaper is the only media which suffered on account of publishing exposes in the past, when various political parties ruling the government, appear to justify the revengeful act of muzzling under the plea of being “anti-establishment” or even at one instance, of being “anti-national”. The phrase “investigative journalism” mouthed by those who think it’s a magic wand, disappear and become mute when such media is subjected to reactions even to the point of life threat on the journalists. However, Nagaland, like few of the states where corruption of the worst magnitude plagues the entire strata of society; the issue of tackling corruption has not translated into impartial investigation and prosecution of those guilty. So, the print media cannot be blamed for the malaise. Again, those organizations that seem to have made themselves prominent by raising issues on public domain seemed to rest content by doing so, but ignore the need to take such issues to their logical legal conclusion. Be that as it may, what is of serious concern today is absence of transparency and accountability, not only in the government but also in other levels of society. People in the state are agitated about the way things have been run for the past few decades. The people themselves cannot absolve themselves of the blame. They are followers of a religion whose tenets inculcate moral and ethical values as primary requirement of obedience to God. Individual corruption is the cause of institutionalized corruption, the latter being the most dangerous and deadly. Today, institutionalized corruption has become so deep rooted in the government and people have become insensitive because they are also partakers. So it is not totally right to suggest that corruption begins and ends only with those in power, who steal money and jobs and other opportunities. Corruption takes place between the taker and receiver and people, in most cases, are the recipients. The legally constituted government doesn’t have the political will to effect good governance as it chooses to have an equicloseness with several parallel authorities. The corrupt of society are not treated as pariah but people place them on a pedestal for the sake of monetary gain. This condition is best exemplified by a word called asociality- a moral abyss afflicting contemporary society that leads ordinary people to believe that there is a price tag for everything as those in power have purchased the mandate to serve personal, family or community needs above all. Even when those in the highest seats of government commit offences, people appear to see it through the prism of tribe or political affiliation. Thus, asociality is the phenomenon that has made people’s conscience immune to what is right and wrong in God’s sight.
DailyDevotion Abraham’s Life of Faith He went out, not knowing where he was going. —Hebrews 11:8 In the Old Testament, a person’s relationship with God was seen by the degree of separation in that person’s life. This separation is exhibited in the life of Abraham by his separation from his country and his family. When we think of separation today, we do not mean to be literally separated from those family members who do not have a personal relationship with God, but to be separated mentally and morally from their viewpoints. This is what Jesus Christ was referring to in Luke 14:26. Living a life of faith means never knowing where you are being led. But it does mean loving and knowing the One who is leading. It is literally a life of faith, not of understanding and reason— a life of knowing Him who calls us to go. Faith is rooted in the knowledge of a Person, and one of the biggest traps we fall into is the belief that if we have faith, God will surely lead us to success in the world. The final stage in the life of faith is the attainment of character, and we encounter many changes in the process. We feel the presence of God around us when we pray, yet we are only momentarily changed. We tend to keep going back to our everyday ways and the glory vanishes. A life of faith is not a life of one glorious mountaintop experience after another, like soaring on eagles’ wings, but is a life of day-in and day-out consistency; a life of walking without fainting (see Isaiah 40:31). It is not even a question of the holiness of sanctification, but of something which comes much farther down the road. It is a faith that has been tried and proved and has withstood the test. Abraham is not a type or an example of the holiness of sanctification, but a type of the life of faith— a faith, tested and true, built on the true God. “Abraham believed God…” (Romans 4:3).

Gold cannot be hedged out, outperforms all currencies
D
emonetisation, stricter Indian government rules and positive US economic figures have led to a fall in gold demand and world prices. But gold remains the most sought after metal across the globe despite losing its sheen since October, 2016, shortly before Prime Minister Narendra Modi announced scrapping of high value Rs 1000 and 5000 currency notes. Ironically the demand for gold-backed ETFs and similar products reached a three-year high in 2016, says the World Gold Council (WGC). The demand for gold rose 2 percent in 2016 to 4,308.7 tonnes, the WGC said pointing that investment demand was up 70 percent reaching its highest level since 2012. China continued to boost the demand, however, as its growth slowed down. Attention also turned to Europe, where investors added around 114 tonnes to their holdings as concerns grew around the busy electoral calendar in 2017, with the Netherlands, France and Germany all going to the polls, says the WGC. It is a pointer that gold remains a reserve currency
amid economic turmoil. The WGC predicts that gradually Indian demand is also to grow as it comes out of the shock of note-ban. The falling prices may also attract investors. The US data, however, at present are likely to be the greatest factor in determining the prices which are seen sliding below $ 1200 an ounce. Better US figures, improving job situation, prospects of Federal Reserve hiking interest rates and a stronger dollar are changing the dynamics. The dollar is more lucrative as investment for its easier liquidity. In Singapore, gold touched $ 1196.70 an ounce. The WGC indicates that India’s fight against black money is having an impact on gold trade. The government during the past about 18 months had imposed several measures including putting a curb on high value cash purchases, using tax-related PAN numbers, tax raids on jewelers, and promotion of digitized trading. In November 2015, three gold-related schemes – India gold coin, gold monetization and sovereign gold bond schemes - were launched by Prime Minis-
ter Narendra Modi to tap household gold stocks of around 22,000 tonnes. The WGC, however, also states that many of these steps had less than the desired effect. It notes that instead of nuggets, the demand for jewellery is growing. India is the world’s largest market for gold jewellery, representing about 822 tons (746 tonnes) of gold in 2010. Indian women own about 19,841 Shivaji tons (18,000 tonnes) of gold jewellery. “Over time, we anticipate that economic growth and greater transparency within India’s gold market will push demand higher. By 2020 we see Indian consumers buying 850 and 950 tonnes”, WGC says. The RBI has set up a committee in August last to study Indian household financing pattern and why they spend large sum of money on gold. The central banks also are increasing the gold purchases. The RBI itself, despite preaching virtues of not holding physical gold, in November 2009, bought 200 tonnes of gold around $ 6.7 billion from the International Monetary Fund
(IMF) that boosted gold’s share in overall RBI reserves to 6.13 percent from 3.3 percent. The purchase came close on the heels of the global financial crisis, making it look like an effort to safeguard the country’s forex reserves against the impact of the crisis. The RBI with 557.7 tonnes of gold holds the 11th highest reserves in the world. Sarkar T h e R B I statement of March 3, 2017 says that the value is worth Rs 1329 billion. The IMF r ules say that countries can make payments to it in gold. It virtually makes it an international currency. According to the WGC, emerging market central banks have been big buyers of gold since 2009. The purpose of holding gold as a reserve asset by central banks is to diversify risks. This is the exact reason why most Indians buy gold when they can. The central banks across the globe are apprehensive about the present rise of dollar. They have a feeling it can crash any moment as the fundamentals are doubtful. Its rise is more linked to
crisis in Europe, China and Japan. It can change with a slight alteration of factors of the economy of any one, may be even India. The gold investment demand, WGC says, would remain firm for six factors, heightened political and geopolitical risks, currency depreciation, rising inflation expectations, inflated stock market valuations, long-term Asian growth and opening of new markets. In short, the crisis in commercial banks across the world, including India, and low performing economies, makes gold dependable. It calls for the nations to reformulate their financial policies. The decades of efforts by governments to decouple from gold has not succeeded. Currencies may not have technically gold standards, but the governments across are trying to hedge these and the economies against gold reserves. European countries are trying to boost economies through various stimuli, which have a high social cost. It makes their currencies volatile and recently many lost against dollar, including British pound amid Brexit and feared exit
of many others from EU. So the world economy since the 2007-08 crises has yet to stabilize. The US growth is uncertain in the long run more so as President Donald Trump experiments. Even Gulf nations are facing difficulties amid slump in oil prices raising questions whether oil should be called liquid gold. Emerging economies face the worst uncertainties. India though remains the fastest growing economy; the global uncertainties are impacting it in many ways. The country is doing many experiments to do away with the gold, but it remains an integral part of the economy. Mere government rules may not change the scenario though it may impact the course in the short run. WGC forecasts that as India comes out of shadow of demonetization and is bound to grow so would gold demand. It should be viewed as positive and not a spanner for the economy The policy makers need to look the gold paradigm from new perspective. All major currencies have depreciated over the past century. It has to be integrated with real economy. Gold cannot be hedged out.
Post-mortem
NTC submits memorandum to chief minister
Hon’ble Sir, At the outset, the NTC expresses its delight to you for the official invitation extended to NTC to be a part of the swear-in ceremony of your ministry at Raj Bhavan and we look forward to have meaningful audition to share our concern on the crucial issues at hand. The NTC is obliged to draw your kind attention to the following issues for favour of positive response in the interest of the bonafide citizens of the state. 1. Rongmei recognition: The NTC had represented to the State Government for total revocation of the State Govt Notification NO. HOME/SCTA-6/ 2007 (PT-1) dated Kohima the 4th Aug/2012 granting “Rongmeis as one of the Naga Tribes” entitling them the benefits of Indigenous tribe in the State of Nagaland in contravention to the fact finding committee report. The NTC maintained that land and people are synonymous and cannot be separated. Records are clear that Rongmeis have no ancestral land in Nagaland, and therefore they cannot be given indigenous Naga tribe status in Nagaland. Despite protest and repeated representations by the indigenous tribes of Nagaland, the State Government remains adamant to the voice of the people. The NTC once again urges your honour to take heed and respond positively to the general desire of the people and bring the issue to a logical conclusion. 2. The Nagaland Special Development Zone (NSDZ): The DAN Govt. adopted NSDZ on 24.3.2014 under which the foothill areas within the state of Nagaland will be earmarked for the so called special development zones. Within the cadastral areas, the special protective laws of Nagaland such as Article 371A, ILP and Nagaland Land and Revenue (amendment) Act, 1978 shall not be applicable. The NSDZ will become free zone for anyone from any race, own and pursue any business without restriction. The whole intention of NSDZ is to curve out the plain sector of Nagaland State for outsiders for permanent settlement. Such decision is anti-state and suicidal for
the present and posterity. It should therefore be revoked without further delay. 3. The Nagaland Land and Revenue (amendment) Act, 1978: NTC had urged the State Government to implement Government notification No. LAW-213/78 dated Kohima, the 30th of September, 1978 in letter and in spirit in order to protect the inherent right of indigenous people, its land and properties and safe guard the indigenous people of the State from external exploitations. The “Nagaland Land and Revenue Regulation (Amendment) Act 1978” which received the assent of the Governor on the 29th of September, 1978 amended the Assam Land and Revenue Regulation, 1886 and extended to the whole of Nagaland State to protect and preserve the land that belongs to the indigenous and vulnerable people of the state. The Sub-Section (2) of the Act stated “Notwithstanding anything to the contrary in any law, usage, contract or agreement no person (other than the indigenous inhabitants of Nagaland) shall acquire or posses by transfer, exchange, lease, agreement of settlement of any land in any area or areas constituted into belts or blocks in contravention of the provisions of Sub-Section (1) Sub-Section (3) of the Act stated that “From and after the commencement of Nagaland Land and Revenue Regulation (Amendment) Act, 1978, no document evidencing any transaction for acquisition or possession of any land by way of transfer, exchange, lease, agreement or settlement shall be registered under the Indian Registration Act, 1908 if it appears to the registering authority that the transaction has been effected in contravention of the provisions of Sub-Section (2). The Nagaland Village and Tribal Councils Act, 1978 had categorically empowered the Village Council to be the custodian of landed properties vide Section 15, Sub-Section (1)(g) which read “no transfer of immovable properties shall be effected without the consent of the Village Council. Written record of this shall be maintained by the Village
Council”. The people of Nagaland do salute those elected leaders during whose time this law was enacted for protection on our ownership over the lands that belonged to, we, the indigenous people of Nagaland. Much water had flowed during the last 39 years since the law came into effect. The NTC is apprehensive that we have gone awry with the law all the while. The NTC therefore urges upon the Government to implement the law in letter and in spirit. The NTC once again urges the Government of the day to send necessary instructions to the concern Deputy Commissioners, Revenue Officers and Village authorities to strictly adhere to the law and protect our land and properties. 4. Intanki National Park: In view of its great importance to ecological balance, preservation of forest and wild life, the Governor in council declared the formation of Ntangki Reserved Forest with an approximate area of 44,800 acres in a Notification No.1186R Dated 7 May 1923, to be effective from 15 June 1923. By another Notification No.2005R Dated 18 July 1927, the Governor in council further attached another 5,120 acres of forest land to be added to the Ntangki Reserved Forest w.e.f. 15 August 1927. Later, the Government of Nagaland through a Notification No.ROP-158/74 Dated Kohima, 22 April 1975 declared the Ntangki Reserved Forest comprising an area of 20,202 hectares as wild life sanctuary, and named it as Ntangki Wildlife Sanctuary with effect from 1 April 1975. The Government of Nagaland through another Notification No.FOR-43/83 Dated 3 March 1993 again re-christened Ntangki Wildlife Sanctuary as Ntangki National Park. It is a known fact that there have been rampant encroachments on the area of this invaluable asset of ours. Also there has been devastation of forest by private individuals in connivance with all type of elements. The NTC reported the matter to the Union Ministry of Forest and Environment and sought its immediate intervention but there is no immediate
responds. The NTC therefore urges upon the State Government not to remain helpless spectator to these destructive activities but rise to protect the National Park without delay. 5. Extension of BEFR Act. to cover the entire administrative jurisdiction of Nagaland: The Bengal Eastern-Frontier Regulation Act of 1873 under which the Inner Line Permit was provided for the State of Nagaland. The NTC submitted its representation to the State Government to bring Dimapur Areas under the purview of ILP as Dimapur is inalienable part of Nagaland and the entire State jurisdiction is a tribal belt and equally vulnerable. The NTC therefore urges the Government of the day to take necessary steps to enforce Inner Line Regulation system all over the state. 6. Gaidinliu Memorial Hall at Kohima: The Chief Minister of Manipur had rightfully claimed that Gaidinliu was the daughter of Manipur’s soil since she belonged to Tamenlong. Whatever it may be, venerations accorded to her already or to be accorded to her in future by anyone outside Nagaland is not the botheration of NTC. Yet, Gaidinliu was solely responsible for murdering those NNC cadres in 1965 and she is anti-Naga. The NTC will never allow Nagaland to be converted into a launching pad for such cult leader or alien culture of idol worship while reaffirming its opposition against deification of Gaidinliu in Nagaland, the NTC urges Government of Nagaland to re-name the building and use the infrastructure for meaningful purpose. 7. Revocation of Disturb Area Act: The NTC questioned the wisdom of government of India as to how ceasefires entered into and political dialogue continued when its legal weapons such as AFSPA and all anti-terror laws are forced on the people giving the armed forces special powers to search, raid and arrest without a warrant, causing untold hardship and putting law and order in peril as though it is a terrorist infested State. “In other words, olive branches were offered to peace loving Naga political groups on
Don’t confuse religion with rationality
N
agas pride themselves of being a Christian state and the notion has become so overwhelming in our lives that we condemn anyone who is not a Christian but since we live in a greater world with infinite concepts about life, let us get some things straight. We judge all people on religious ground and not because of the state of their mind. Meaning that we Naga assume that if a person is not a Christian then nothing good can come out of him and to those corrupted persons who give donations to churches and is a Christian then somehow we are tolerant with them.
Nagas need to start accepting that religion is not everything that is divine. There are Atheists who are philanthropist and humanitarian, people who care about humanity and know how to love. Then there are also rational people who choose to live in scientifically explained world and not a world where nothing is logical. To all the Christians who think that their creator is a loving and tolerant one then they have to learn to be more tolerant to others whose philosophy about life may differ from them. In western countries, the world’s most advanced civilizations, they have
liberals, conservatives, Christians, Jews, scientologists etc and many other diversity not just in religion but also in politics, social ethics but they all respect each other’s liberty to believe in whatever they desire. Such is not prevalent in the Naga society and this only shows how we are still primitive in our perspective about life. This article is not meant to hurt the sentiments of anyone but to globalize the perception of the Nagas so that we could solve issues in our society through a more rational point of view in the future. Ihcis Hikt, Dimapur
one hand whereas war has been waged against all those who are in ceasefire. Peace and War are never of the same, and the two cannot go together. If peace is to be given a place, war has to pave the way. Similarly, if GOI is at all honest and sincere at ceasefire and dialogue, the Disturb Area Act, an action of suppression, cannot be imposed on Nagaland any longer. This double standard policy of GOI proves that Nagaland was brought to its Union to be suppressed indefinitely.” The NTC urges the State Government to take immediate steps and impress upon the GOI to revoke extension of ‘terrorism tag’ of Disturb Area Act in the entire state of Nagaland. 8. Objection to Uniform Civil Code: Nagaland is wholly a tribal state, and the State came into being under Constitution (13th Amendment) Act, 1962, following an agreement arrived in July 1960 in between the Govt. of India and the erstwhile Naga People’s Convention. That, the Constitutional protection of the religious, social, customs and practices of the Nagas is thus enshrined under Art. 371A of the Constitution of India, the personal and social life of the Nagas both men and women in the State remains well contented under the un-codified social, customs and practices. That, our way of life since time immemorial is quite distinct from the people in the mainland India, and Uniform Civil Code, if introduced, we shall be subjected to alien culture and social practices by compulsion under the law, and the enacted law if enforce upon us, our personal and social life shall be subjected to extinction. That, the Nagaland Tribes Council having unanimous public mandate, and in view of the predicament, earnestly request that the State of Nagaland take up with the Union Law Commission and the appropriate authority to excluded Nagaland from the purview of Uniform Civil Code so that, the inalienable provisions of Article 371A of the Constitution of India remain undisturbed Lendinoktang Ao, President, NTC & Nribemo Ngullie, General secretary, NTC
Reader’s Post Traffic jam and congested parking Sir,
The stretch of road beyond New Market going towards Murkipatti, otherwise known as G S Road has been overcrowded with parking of vehicles on either side of the road, making it impossible for pedestrians and other vehicular movement. With the increase of vehicles on the road and adding the dilapidated state of roads, movement has become so restricted in this area. The same is the case in other parts of Dimapur as well. If vehicles could be allowed to park only on one side it may lessen the congestion especially during peak hours. On the EVM, the BJP unit reminded NPCC president that so far, since it was introduced in 1982, only losers complained about EVMs. Controversies about EVMs have been raised time and again and every political party questioned the EVMs at one point or another but when they win with the same machines, they remained silent. “This is common with Smt. If only the bank management focus their energies on recoveries than all the government owned banks will be very much profitable,” Venkatachalam said. He said the capital adequacy norms or the Basel norms are for private banks and need not apply for government owned banks. “All the bank unions will be meeting in Kolkata on March 24 to discuss the government’s proposal,” Venkatachalam said. He added the government has asked the heads of the 10 banks to give their consent on its new proposals. Venkatachalam said the name of the banks and

Per se, he said, it would be “advantageous” to the two organisations. He also pointed to certain “impediments” that would need to be sorted out before the merger can actually take place. These include variation in salary structure of employees of the two corporations, which Shrivastava feels will need to be discussed with unions for consensus-building, besides MTNL’s debt overhang. “MTNL has a huge debt and that debt has to be looked into ...it should not happen that after the merger, the entity becomes heavily burdened,” Shrivastava said.

Venkatachalam said the reason for signing the MoU is understandable and AIBEA is ready for it. He said the central government has listed out five parameters under which the milestones would be fixed. These are: (a) active management of nonperforming assets (NPA), strengthening of lending and monitoring processes; (b) arranging capital from the market; (c) plan for disposal of non-core assets; (d) divesting stakes in subsidiaries, closure of loss-making domestic and international branches; (e) reduction in operational expenses including employee benefits to would be reversed once the banks turns around. C h e nna i , M a r 1 9 (IANS): Contrary to its earlier stand of infusing fresh capital in strong banks, the central government has decided to infuse fresh capital totalling Rs 8,586 crore into 10 weak banks subject to commitment to quarterly milestones by bank boards, management, employees and unions, said a top leader of All India Bank Employees’ Union (AIBEA). He also said SBI Caps will draw a bank wise action plan based on which a tripartite agreement between the government, bank management and employee unions will be signed committing themselves towards certain milestones. “The central government has written to the heads of 10 banks indicating the amount of fresh capital it would infuse during FY2017. But the infusion is subject to a tripartite agreement between the central government, banks and the unions for a time bound turn around programme,” C.H. the Civil Aviation Ministry and DGCA should intervene effectively to control the “artificially created exorbitant prices in the Gulf sector”. The Directorate General of Civil Aviation (DGCA) is the sectoral regulator. The committee noted that airfares from airports of Kerala to the Gulf are quite exorbitant as compared to foreign carriers. Many of the travellers who are utilising the Gulf sectors are migrant labourers and their helplessness should not be exploited by the airlines, it added. “The committee received numerous complaints about high airfares and high charges levied by airlines and airport operators making it very expensive for the air travellers,” the report said.

Domestic air passenger traffic surges by 16%
Committee on Transport, Tourism and Culture has made the recommendation in its report tabled in Parliament last week. The report is on the Demand for Grants (2017-18) of the Ministry of Civil Aviation. While there have been demands for capping airfares earlier as well, the ministry has been maintaining that air ticket prices are not controlled by it and depends on the market forces of demand and supply. According to the panel, the ministry should “specify the limitations, legal and otherwise” which need to be amended or other measures to be put in place to tackle the problem of exorbitant airfares after consultation with stakeholders. Further, the panel said
NEW DELHI, Mar 19 (PTI): Amid renewed push for BSNL-MTNL merger, BSNL CMD Anupam Shrivastava has said the combination will be “advantageous” for both the state-owned telecom firms but issues pertaining to debt and salary structure will need to be sorted out first. A Parliamentary panel report has pointed out that the Telecom Department is planning to place the merger proposal before the Cabinet by June. The Standing Committee on Information Technology last week had said: “On the plan for merger of BSNL and MTNLBSE 3.29 %, the same would be taken to Cabinet before June.” Earlier, a top-level meeting at the Telecom Department last month discussed the possibility of merging both the entities that are facing financial stress due to increasing

New Delhi, Mar 19 (PTI): A Parliamentary panel has asked the government to look at capping air ticket prices and control the “artificially created exorbitant prices in the Gulf sector”. The suggestion comes amid persisting concerns among certain quarters that airlines are levying high airfares, especially during festival seasons. The Civil Aviation Ministry should consider fixing an upper limit for every sector, especially in the economy class of airfares, the panel has said. “We are a developing country and many of the pricing mechanisms applicable to the developed countries may not suit the Indian people and Indian conditions,” it added. NEW DELHI, Mar 19 (PTI): E-commerce firms like Snapdeal and Amazon will have to mandatorily deduct up to 1 per cent TCSBSE 0.31 % (Tax Collected at Source) while making payments to their suppliers under the GST regime which is expected to kick in from July 1. The model Goods and Services Tax (GST) law, finalised by the GST Council, provides for 1 per cent TCS to be deducted by the e-commerce operators. The model law provides that every electronic commerce operator, not being an agent, shall collect up to one per cent TCS, as may be notified on the recommendations of the Council, of the net value of taxable supplies made through it by other suppliers where the consideration with respect to such supplies is to be collected by the operator. Experts had raised concerns saying this would mean that a similar amount will have to be levied on inter-state movement of goods, taking the total TCS deduction to 2 per cent. “We have included the word ‘up to’ in the final model GST law. This would mean that TCS would not exceed 1 per cent of the sale proceeds,” an official said. Industry has been expressing concern over the TCS provisions saying it would mean a lock-in of capital and also dissuades companies from selling through online aggregators.

The new government should immediately take recourse to the UDAY scheme of the Centre and bring the state utility to robust health so that the users in both rural and urban areas are given better power supply. As is provided in the new scheme of things, fresh investment should be made in separate supply channels to the farmers who, for welfare reasons, have to be given the electricity supply at the concessional rates and the financial load can be taken by the state government, rather than the individual power utility. “Being an agricultural state, Uttar Pradesh has a huge potential in diverse agro activities like live stock, milk production and processing, food processing.

Germany owes NATO, US vast sums of money: Trump
Washington, Mar 19 (Agencies): US President Donald Trump unleashed a diatribe against Germany on Saturday, saying Berlin owes NATO “vast sums of money” and must pay the United States more for security. His latest tweetstorm comes a day after he met German Chancellor Angela Merkel in Washington, where the two leaders showed little common ground over a host of thorny issues, including NATO and defence spending. “Germany owes vast sums of money to NATO & the United States must be paid more for the powerful, and very expensive, defense it provides to Germany!” Trump tweeted on Saturday. He prefaced his statement by lashing out at the news media. “Despite what you have heard from the FAKE NEWS,” he tweeted, “I had a GREAT meeting with German Chancellor Angela Merkel.” That appeared to be far from the case on Friday, when the veteran German leader arrived hoping to reverse a chill in relations after Trump criticised her during his campaign last year, saying her decision to
30,000 Kurds stage anti-Erdogan protest in Germany B e r l i n, M a r 1 9 (IANS): Some 30,000 Kurds staged a protest in the German city of Frankfurt against Turkish President, Recep Tayyip Erdogan, the media reported on Sunday. Protesters on Saturday evening came from all over Germany ahead of Kurdish new year celebrations, the BBC reported. They called for democracy and a “No” vote in the April 16 Turkish referendum on increasing presidential powers. A diplomatic row has been escalating between the countries since Germany refused to let Turkish ministers hold pro-government rallies two weeks ago. A police spokesman described Saturday’s rally in Frankfurt as peaceful. About 1.4 million Turks in Germany can vote in the April referendum, which could give Erdogan new powers over the budget and the appointment of ministers and judges, as well as the power to dismiss parliament, reports the BBC.

allow refugees into Germany was a “catastrophic mistake” and suggesting she was “ruining Germany.” During a joint news conference, Trump accused Germany of unfair trade practices and ripped into Washington’s NATO allies, demanding they pay back “vast sums of money from past years.” Merkel said Germany had committed to increasing its military spending to 2% of GDP, a target NATO member states formally agreed in 2014 to reach within 10 years. Trump had made European defence spending an issue during his campaign, saying the United States -- which spends just over 3% of its GDP on de-
fence -- carries too much of the financial burden for supporting NATO. However, at least one critic on Saturday pointed out that NATO members don’t pay the US for security, but contribute by spending on their own militaries. “Sorry, Mr President, that’s not how NATO w o r k s,” t w e e t e d I vo Daalder, a former US ambassador to NATO. “This is not a financial transaction, where NATO countries pay the US to defend them. It is part of our treaty commitment.” Trump has also worried US allies by criticising the military alliance as “obsolete” and failing to meet the challenge posed by Islamic terror groups.
Bomb scare at White House; one detained Washington, Mar 19 (IANS): The Secret Service detained a man who drove up to a White House checkpoint and claimed to have a bomb in his vehicle, security officials told CNN. There was no confirmation on whether there was any device in the vehicle, but security at the White House was immediately upgraded on Saturday night. The vehicle is being checked, the officials said. The incident occurred at 11.05 p.m., according to the Secret Service. President Donald Trump is not at the White House. He is at his Mar-aLago estate in Florida. Several streets around the White House remained closed early Sunday in what the Secret Service described as an “on-going criminal investigation”, reports CNN. Earlier on Saturday, another person was arrested after jumping over a bicycle rack in front of the White House. The man, who never made it to the White House fence, was carrying a document he wanted to deliver and did not have a weapon, a law enforcement official said. The incidents come a week after a man breached the White House grounds -- and was on the grounds for more than 15 minutes.
Bangladesh SC upholds death sentence of HuJI leader, 2 others
The Supreme Court upheld a 2008 order to execute Mufti Abdul Hannan and two associates for an attack on a shrine that left three dead and injured the British high commissioner at the time.
Dhaka, Mar 19 (PTI): Bangladesh Supreme Court today upheld the death sentence of banned Harkat-ulJihad al-Islami’s former leader and two of his accomplices for a grenade attack in 2004 on Britain’s then envoy here. HuJI leader Mufti Hannan lost the legal battle to save himself from the charges of an attempt on life of the former UK envoy to Bangladesh, bdnews reported. An Appellate Division bench led by the chief justice scrapped petitions by Hannan and two others for a review of the verdict. The order means that Hannan and his associates
Death toll rises to 72 in Peru floods
A resident of Huachipa district, east of Lima, being helped to cross over flash floods.
Lima, Mar 19 (Agencies): The intense rains, overflowing rivers, mudslides and flooding being experienced in Peru are the worst seen in two decades, affecting more than half the nation as the death toll since the beginning of the year hit 72, authorities said on Saturday. The highly unusual rains follow a series of storms that have struck hard along Peru’s northern coast, with flood waters inundating hospitals and
leaving some small villages isolated. The storms are being caused by a warming of the surface waters in the Pacific Ocean and are expected to continue for another two weeks. Per u’s gover nment said that 374 people were killed in 1998 during a similar period of massive rains and flooding caused by rains blamed on the El Nino climate pattern. On Saturday, Prime Minister Fernando Zavala updated the number of
9
international
dead from the latest flooding to 72. The rains have overwhelmed the drainage system in the cities along Peru’s Pacific coast and the health ministry has started fumigating around the pools of water that have formed in the streets to kill mosquitoes that carry diseases like dengue. Lima has been without water service since the beginning of the week. The government has deployed the armed forces to help
police control public order in the 811 cities that have declared an emergency. “The prices for lemons have gone up, as well as for potatoes and cooking oil,” said Sara Arevalo, a mother of five who was shopping at a market in northern Lima. The government has acknowledged that prices have shot up some 5% because of the flooding. In the Lambayeque region, 22 inmates at a juvenile detention centre took advantage of the rains to escape. And in the city of Trujillo, rains flooded a cemetery with the waters carrying bones through the streets. Even Peru’s capital city of Lima, where a desert climate seldom leads to rain, police on Friday had to help hundreds of residents in an outskirt neighbourhood cross a flooded road by sending them oneby-one along a rope through choppy waters. The muddy current channelled down the street after a major river overflowed. Some residents left their homes with just a single plastic bag carrying their belongings.
Sharif Shahedul Alam and Delwar Hossain can now be executed. With the review pleas being rejected by the top court, they are left with the only option of seeking presidential clemency by admitting guilt. If they do not go for it or the president rejects their plea, the government will go ahead with their executions. In May 2004, then British High Commissioner Anwar Choudhury came under a grenade attack while coming out of the Hazrat Shahjalal’s shrine in his hometown Sylhet. Police’s Assistant Subinspector Kamal Uddin died on the spot. Two con-
stables succumbed to their injuries in a hospital later. The envoy was injured along with nearly 40 employees of the Sylhet district administration. In December 2008, a Sylhet court ordered death sentence for the three. It also ordered life in prison for two others, Mohibullah alias Mofizur Rahman and Mufti Moin Uddin alias Abu Zandal. N. Korea accuses US of maintaining policy of aggression Seoul, Mar 19 (IANS): North Korea on Sunday accused the US of maintaining a policy of aggression against it, a local media report said. In the report, the Rodong Sinmun, the official daily of North Korea, called the US policy towards Pyongyang “brigandish and rogue” and said Washington had no “respect for sovereignty and the idea of equality”. “The US is working hard to justify its aggression moves as one of preserving peace,” added the report. The report comes the same day as US Secretary of State Rex Tillerson concludes his Asia tour, during which he also visited Tokyo and Seoul and focused on developing a new strategy to counter North Korea, Efe news reported. Following a meeting on Saturday with Chinese Foreign Minister Wang Yi in Beijing, Tillerson pledged to do everything possible to prevent a military conflict on the Korean peninsula at a time of rising tensions in the region. The US Secretary of State also held a meeting with Chinese President Xi Jinping on Sunday, in which the two promised to build a relationship of cooperation favourable for both countries.
Top economies yield to US, drop noprotectionism pledge at G20 summit
Baden-Baden, Mar 19 (PTI): The world’s top economic powers dropped a pledge to oppose trade protectionism amid pushback from the Trump administration, which wants trade to more clearly benefit American companies and workers. Finance ministers from the Group of 20 countries meeting in the southern German town of Baden-Baden issued a statement today that said only that countries “are working to strengthen the contribution of trade” to their economies. By comparison, last year’s meeting called on them to resist “all forms” of protectionism, which can include border tariffs and rules that keep out imports to shield domestic companies from competition. The statement from the G20 finance ministers and central bankers helps set the tone for further global economic cooperation. US Treasury Secretary Steven Mnuchin, tak-
ing part in his first international meeting since being sworn in, sought to downplay the wording issue. He said that the statement needed to reflect the discussion at the current summit. “The historical language was not really relevant,” he said. “We believe in free trade: we are one of the largest markets in the world, we are one of the largest trading partners in the world,” Mnuchin said. “Having said that, we want to re-examine certain agreements... And to the extent that agreements are old agreements and need to be renegotiated we’ll consider that as well.” He said trade deals need to offer a “win-win situation.” Mnuchin said the administration would be looking at relationships where the US was buying more than it could sell to its partner, and would be more aggressive in seeking enforcement of existing rules that would benefit

Workers through the G e n eva - b a s e d Wo r l d Trade Organization. The WTO operates a system of negotiated trade rules and serves as a forum for resolving disputes. China and European countries had pushed for a stronger affirmation of cross-border trade without tariffs or barriers. Ironically, China and some European states tend to intervene more often in private sector business than the US government. Canada took a middle approach in the talks, urging a statement supporting free trade but not taking a position on specific wording. Host Germany dropped the no-protectionism pledge in the early drafting process ahead of the meeting, in apparent hope of not antagonizing the US and then finding a substitute that would also uphold free trade. But attempts to include such language did not find agreement.

of the suspended Zlatan Ibrahimovic, was superb at stretching the Boro defence throughout but his final ball regularly let him down. The young forward had two early opportunities which he could have scored from, first burning Bernardo Espinosa for pace before forcing Victor Valdes into a smart save, before soon after he should have scored when a Lingard cross found him six yards out but his firsttime instinctive strike was deflected away by Valdes. Utd did finally get the lead on the half-hour mark when Ashley Young’s deep
cross found Marouane Fellaini unmarked at the far post and the Belgian made no mistake in squeezing his header past Valdes for the opener. The visitors continued to be more threatening after the break and they doubled their advantage on 62 minutes when Lingard broke from deep and as the Boro defenders backed away, he surged forward before unleashing an unstoppable drive into the top corner from outside the penalty area. Mourinho then brought Marcos Rojo on for Juan Mata, a move which left Utd with four
centre-backs on the pitch and which handed the initiative to the relegation strugglers, who forced Utd deeper and deeper, and got their reward on 77 minutes when substitute Rudy Gestede pounced on Chris Smalling’s defensive error to halve the deficit. Boro, under caretaker Steve Agnew after Aitor Karanka - Mourinho’s nu m b e r t wo a t Re a l Madrid - left the club during the week, were buoyant and kept pressing for an unlikely equaliser. But Utd sealed the victory in stoppage time when Valdes slipped in his own box, allowing Antonio Valencia to tap home into the unguarded net for a vital three points. Utd finish the weekend finally out of sixth place for the first time in months while Boro remain in 19th, five points from safety. M e a n w h i l e Bour nemouth saw off Swansea 2-0 at the Vitality Stadium on Saturday evening. An Alfie Mawson deflected own goal from a Benik Afobe shot before the interval, and a strike from Afobe after the break, gave the home team the points. The win leaves Bournemouth nine points above the drop, while Swansea are just three ahead of the relegation zone.
Taylor, Boult return to NZ squad

Wellington, Mar 19 (Agencies): New Zealand duo Ross Taylor and Trent Boult will rejoin the squad ahead of the third Test against South Africa, in a much-needed boost for the Kiwis. The Proteas wrapped up the second Test inside three days in Wellington on
Saturday to lead the threematch series 1-0, with the hosts having struggled with little depth to their side. New Zealand batting coach Craig McMillan confirmed batsman Taylor’s and fast bowler Boult’s returns but warned there was no guarantee that either would play in
Hamilton next weekend. “You can’t take players into a Test against South Africa who aren’t fully fit,” McMillan said. “I haven’t spoken to Taylor for a couple of days but I’m sure he’s keen. He loves playing there and he’s done well in recent times.” Taylor tore a calf and Boult suffered upper leg soreness during the first Test in Dunedin, which was drawn. McMillan described the performance in t h e s e c o n d Te s t a s “unacceptable” but said that did not mean there would be wholesale changes to the line-up.

Pujara, Saha put India on top in 3rd Test vs Australia
Indian batsmanCheteswar Pujara plays a shot during 4th days play of 3rd test match against Australia in Ranchi on Sunday. (PTI)
Ranchi, Mar 19 (PTI): Cheteshwar Pujara’s marathon double hundred complemented by Wriddhiman Saha’s dogged century put India in complete command with an imposing total of 603 for 9 against Australia on the fourth day of the third cricket Test. With a substantial lead of 152 in their kitty, Indian bowlers then went all out as Australia were tottering at 23 for 2 when stumps were drawn. Ravindra Jadeja (2/6) got a couple of deliveries to land on the rough and breach through the defences of David War ner (14)

and Nathan Lyon (2). An overjoyed Virat Kohli was seen patting his heavily strapped injured shoulder after Warner’s dismissal, an obvious reference to Glenn Maxwell’s mocking yesterday. The match has undoubtedly been set up by Pujara’s (202) marathon vigil which lasted for more than 11 hours (672 minutes). He faced 525 deliveries -- most by any Indian batsman in an innings surpassing Rahul Dravid’s Indian record of 495 balls against Pakistan at Rawalpindi back in 2004. The Saurashtra righthander hit 21 boundaries in his third Test double hundred
adding a record 199 runs for the seventh wicket stand which could well prove to be a game-changer. Wr i d d h i m a n a l s o played his part to perfection en route his career-best score of 117. This was the third Test century for the wicketkeeper-batsman, who has now cemented his place in the team. He faced 233 balls hitting eight fours and a six. Jadeja (54, 55 balls) used the long handle to good effect and stretched the lead to 150 plus with the Australian bowlers finding little assistance from the surface. Left-arm spinner Steve
O’Keefe sent down a record 77 overs picking 3/196 in the process. The number of overs bowled by O’Keefe is highest by an overseas bowler on Indian soil. Comeback man Pat Cummins was the most successful bowler bagging 4/106 in 39 overs. It was a laudable effort considering the pace at which he bowls and the fact that he was playing Test cricket after a long time. B u t N a t h a n Lyo n (1/163 in 46 overs) was a disappointment once again. The Indian team did not waver from their safety first approach as 243 runs were scored in the 80 overs that they batted on the day. The idea was to outbat the opposition and take the game into the final day which they have successfully done. Australia, with their strong batting line-up, would be hoping that they can bat out for a draw on the final day before going for the jugular in Dharamsala. But a fifth day pitch is likely to ask a few tough questions as they still need 129 runs to avoid an innings defeat. Brief score: Australia 23/2 (David Warner 14, R av i n d r a Ja d e j a 2 / 6 ) trail India 603/9 decl (Cheteshwar Pujara 202, Wriddhiman Saha 117) by 129 runs.

The early exits of Andy Murray and Novak Djokovic had paved the way for Switzerland’s two top players and they both produced classy displays on Saturday in California. A tie-break was needed but Federer persevered, a backhand forcing Sock into an error to seal an oppor tunity to win a fifth championship at the tournament. Earlier, third seed Wawrinka advanced into his first Indian Wells
final after needing just 65 minutes to dispose of Spain’s Carreno Busta. Wawrinka converted his first break point opportunity in the opener, and dropped just 10 points on serve throughout. “I mixed a lot of speed and spin. It’s not always easy here. I was mixing it up, so it was not easy for him to find a solution,” said Wawrinka.
