ASTD backs DAYO, CNSA stand against NSF ultimatum DIMAPUR, FEB 29 (NPN): Ao Senso Telongjem Dimapur (ASTD) has come out in support of Dimapur Ao Youth Organization (DAYO) and Central Nagaland Students’ Association (CNSA) statement against Naga Students’ Federation (NSF) ultimatum on the state government. While appreciating stand of NSF against the “rampant backdoor” appointment in government departments, depriving educated unemployed youths of the state, ASTD president L. Wati Jamir and secertary K. Mar Lemtur however said that the NSF involving tribes (signatories) from outside the state has raised a big question amongst the tribes of Nagaland. ASTD reminded that as far as governance of the state of Nagaland was concerned, there was a clear demarcation between Nagaland and other neighboring states. Therefore, ASTD said NSF should have kept this in mind and pointed out that cross border organization was not feasible for a just growth of the Nagas. It opined that the ultimatum should have been issued from and within the ambit/parameter of the state of Nagaland.

Amendment Act (CAA) and pro-ILP meeting held in the Ichamati area of East Khasi Hills district close to the Indo-Bangladesh border. Mobile internet services will continue to be suspended in six districts-- East, West Jaintia Hills, East, West, South West Khasi hills and Ri-Bhoi-- until further orders, officials said. SP in-charge East Khasi Hills district, Claudia Lyngwa said that eight people were arrested on Saturday in connection with Friday’s clashes in Ichamati village based on a FIR lodged by KSU.

Those ar rested included Sushan Das, Ranjit Baidya, Bijit Baidya, Kanal Baidya, Sajol Das, Indromohan Sharma and Rajesh Sharma. However, Lyngwa said that police were yet to identify the stabbers involve in Saturday’s violence. “We have registered a case based on the FIR lodged by the family members of the deceased and the injured persons,” SP said. “The situation is under control in Shillong and Ichamati but we are keeping a close watch,” the police official added.

Five additional companies of armed police forces have been deployed in sensitive areas. A magisterial inquiry has been instituted to probe into the clash at Ichamati, officials said. Meanwhile, Meghalaya chief minister Conrad Sangma announced ex gratia compensation of Rs 2 lakh each to the families of the deceased. Sangma also appealed to citizens to refrain from any kind of violence and ensure that peace is maintained. Congress Leader of opposition, Mukul Sangma condemned the incident and perpetrators of the crime on Friday and pointed out that the “nasty communal violence and loss of precious life is a fallout of the ‘unacceptable, divisive CAA.” “The Nation is in turmoil because of the mistrust and hatred generated by the intent and the foreseeable fallout of the CAA. It is only a strong indication of the justification of the demand for repeal of this divisive act-the CAA,” Mukul said.

Oppn NPF moves high court, seeks disqualification of suspended MLAs Correspondent

KOHIMA, FEB 29 (NPN): After almost 10 months of filing disqualification petition against the seven NPF MLAs for defying the decision of the party during the parliamentary election 2019, the Naga People’s Front (NPF) has taken the matter to Gauhati High Court seeking disposal of the petition lying with Nagaland Legislative Assembly (NLA) speaker. Reliable party sources told Nagaland Post that petition has been filed in the higher court since NLA speaker did not act on it. They said that the petitioners were expecting court directives to NLA speaker to dispose the case so that suo motu case could be taken up. It may be recalled that NPF had suspended seven of its MLAs from the both primary and active membership of the party on April 16, 2019 for extending support to the ruling National Democratic Progressive Party (NDPP) can-

didate in the Lok Sabha election, 2019. The seven NPF legislators included Kejong Chang (Tuensang Sadar II), EE Pangteang (48 Moka), Eshak Konyak (Aboi), CL John (Tehok), BS Nganlang (Tamlu), N Thongwang Konyak (Mon Town) and Toyang Chang (Tuensang Sadar-I). Meanwhile, in a similar case in the Manipur Legislative Assembly, the Supreme Court in January had directed the Speaker’s tribunal to decide the disqualification petition within four weeks. The disqualification petition was filed by Congress MLAs in 2018 against one of its congress member Th Shyamkumar under the Tenth Schedule of the Constitution. Congress MLA defected to BJP in the run up to government formation after the assembly elections in 2017. The petitioners had approached the Supreme Court after the case was pending at the speaker’s tribunal and in January 2020.

(PTI): National oil marketer Indian Oil Corporation (IOC) said it was ready to supply low emission BS-VI fuels from April 1 and that there will be a marginal increase in retail prices. The largest oil supplier has spent over Rs 17,000 crore to upgrade its refineries to produce the lowsulphur diesel and petrol, the company’s chairman Sanjiv Singh told reporters here. Without disclosing the quantum of price increase, Singh said, there will definitely be a marginal increase in retail prices of the fuels from April 1 when the whole country will be run on new fuels, which will have sulphur content of only 10 parts per million (ppm) as against the present 50 ppm. But let me assure you, we will not be burdening the consumers with a steep hike, Singh said. He said, state-r un oil marketing companies (OMCs) have invested Rs 35,000 crore to upgrade their refineries, of which Rs 17,000 crore have been spent by IOC alone.

DNSU to remain vigilant on follow of liquor

DIMAPUR, FEB 29 (NPN): Naga Tribal Union Chumoukedima Town (NTUCT) has served an ultimatum on the police department to cancel 934 candidates “recruited without open recruitment”. In an ultimatum addressed to the DGP Nagaland, NTUCT president Lhousito Khro demanded that the remaining appointments be cancelled except 206 advertised posts and conduct general recruitment for 934 posts including 400 remaining vacancies as admitted by deputy CM in the recent concluded Assembly, failing which the union would take its own course of action. NTUCT expressed dismay over state government’s “failure” to resolve the issue during the Assembly session. The union also stated the documents it received during a meeting called by DGP on February 21, 2020 had no relevance to the present imbroglio. NSF’s demand for NSSB unfortunate: KU

DIMAPUR, FEB 29 (NPN): Terming as “unfortunate” the NSF ultimatum served on the state government to approve and implement the Nagaland Staff Selection Board (NSSB) policy, the Konyak Union (KU) Mon has asserted that “such domestic and reformative thoughts should have been rooted” after thorough debate and consultation within the state. In a press release, KU general secretary Wango Konyak and press secretary Pangmei Konyak asserted that since Nagaland was a tribal state implementing such policy required “tribal endorsement.” It also stated signatories of the ultimatum involving “our Naga brethren from Manipur seem lost and confused on this very practical issue.” KU added that it should be left to Nagaland government and its citizens to determine on the system of governance and execution. Along with Konyak Students’ Union (KSU) and Konyak Nyupuh Sheko Khong (KNSK), the KU also affirmed that Nagaland was not yet ready for NSSB, adding that “Our Naga brethren from Manipur should understand it in good faith.” Further, KU has appealed to every Naga civil society group to understand the pleas of those deprived section or tribe in (Cont’d on p-7) the state.

4-lane: Restriction extended DIMAPUR, FEB 29 (NPN): Total restriction of all movement from Chathe River Bridge (Patkai Bridge) to Kukidolong has been extended from 8:30pm to 5am (the next day) with effect from March 3, 2020 to April 3, 2020. In a circular, deputy commissioner (DC) Dimapur, Anoop Khinchi, expressed regret for restriction of movement, but said that it was being imposed as a preventive measure and to avoid loss of life property and other injuries. DC informed that alternative route from Dimapur-Kohima/Kohima-Dimapur for light vehicles was available via 7th Mile-New DC office-Shokhuvi-Razaphe-MhaikamPimla-Mhainamtsi-Jhornapani/ Medziphema and vice versa.

Bank strike deferred

KOLKATA, FEB 29 (PTI): The proposed three-day bank strike in the country called by various unions from March 11 has been deferred following ‘positive’ developments at the bipartite meeting held in Mumbai on Saturday, an AIBEA statement said here. The strike had been called by the constituents of United Forum of Bank Unions (UFBU), the umbrella body of the trade unions in the banking sector. All India Bank Employees’ Association (AIBEA) statement said that in the bipartite meeting, which was held between the unions and Indian Banks Association (IBA), discussions were held in respect of offer of increase in pay slip cost to 15 per cent, demand for five-day banking among others. The statement added that IBA has agreed to discuss all other issues raised by the unions. Bank unions had observed a two-day strike from January 31 after talks over wage revision failed to make headway with the IBA.

Excise dept raids liquor outlets in Dimapur DIMAPUR: Excise narcotic cell along with the mobile squad and district excise Dimapur conducted multiple raids at several locations in and around Dimapur Rail Bazar, West Yard Colony, New Market, Blue Hill Line, Dhobinallah and Railgate areas on February 27. In a press release, excise commissioner, Tarep Imchen stated that 735 bottles

of assorted IMFL was seized and 2166 litres of country liquor was destroyed. In this connection, 14 were booked under the penal section of NLTP Act 1989. Further, the Excise department solicited the active support and cooperation of all stakeholders in its prohibition drive without which lasting impact would be elusive.

DIMAPUR: The Environmentally Conscious Children’s Organisation (ECCO), Sociology students of St Joseph College Jakhama and Green Team Kohima together with Kohima Smart City (KSC) and Kohima Municipal Council (KMC) organized a clean up on February 29, along the National Highway stretch from Classic Junction to TCP Gate Junction. A press release from KSC CEO Kovi Meyase stated that, total of 45 students from St Joseph and 9 ECCO Kids joined the Green Team volunteers and picked up litter along the sidewalks and the drains. Volunteers and students

reported of drains filled with 1 litre mineral water bottles and garbage and opined that citizens should find dustbins to throw waste and not clog the drains. Apart from the mineral water bottles, 70% of the litter collected had tobacco wrappers which are a matter of concern and perhaps need to be addressed through awareness campaigns. Volunteers however observed that single use plastic waste has reduced to a large extent. Guwahati, Feb 29 (IANS): A college teacher in Assam was arrested for his social media post where he allegedly used swear words against “Sanatan dharma” and made derogatory comments about Prime Minister Narendra Modi in relation to the recent Delhi violence. Souradeep Sengupta was arrested by the police on Friday night from his home in Silchar in Cachar district after students of Gurucharan College protested near his house and later filed a police complaint. Sengupta, a guest lecturer of Physics in the college and former student leader of Presidency University, had come out with a Facebook post on Tuesday where he accused the BJP and RSS of “trying to recreate Godhra in Delhi right now”, made abusive comments about Modi besides using swear words about ‘Sanatan dharma’. 3 held in Manipur for skimming ATM cards Imphal, Feb 29 (PTI): Three persons have been arrested here for their alleged involvement in stealing ATM card details through skimming, a senior police officer said on Saturday. A 35-year-old man was caught by locals of Kwakeithel Sega Road area in the city while he was allegedly trying to steal debit card details in an ATM counter and later handed over to police on Thursday, the officer said. After interrogating the person, two others were apprehended from North AOC area, Superintendent of Police CID (Crime Branch) Joyce Lalremmawi said. Mobile phones, documents and details of many ATM cards were recovered from them, the police officer said. In a skimming fraud, hidden electronics device is used to steal the personal information stored on debit card. Of the three arrested persons, two are residents of Delhi while one is from Haryana, Lalremmawi said, adding that the accused reached the city on Wednesday.

Modus operandi in APSSB exam irregularities unearthed

Itanagar, Feb 29 (PTI): The Special Investigation Cell (SIC) of the state police, which has been probing into the alleged irregularities in Arunachal Pradesh Staff Selection Board examination, has claimed to have cracked the modus operandi of the accused. The investigating team has so far arrested five persons including APSSB undersecretary Kapter Ringu and two data-entry operators of the board. They were arrested after a suspicious optical mark recognition (OMR) sheet of a candidate was widely circulated on social media for which the board came under public criticism. Several candidates, who appeared in the examination, had alleged that Senia Bagang, the examinee whose OMR sheet went viral, had submitted the blank answer sheet, though he was shortlisted for the skill test. The investigation has revealed that Mongam Basar, one of the accused in the case, received money from Bagang and some

other candidates at the behest of the then under secretary Ringu. “Mongam received money from the candidates and passed it on to Kapter Ringu in lieu of getting them selected in the exam,” SIC (vigilance) SP M Harsha Vardhan claimed in a statement. Ringu also received money directly from other candidates, he said. “After the examination was conducted on February 2, the trunks containing the used OMR sheets and other materials were brought to the strong room in the APSSB’s office. Ringu, aided by data entry operator Khem Raj, went about tampering the OMR sheets,” the SP said. Vardhan also claimed that another data entry operator Tame Tania helped Ringu tampering with the CCTV footages after the issue of malpractice came to light. “We have also found that the two arrested data entry operators had also appeared in the exam and qualified for the skill test,” he said.

IMPHAL, Feb 29: Agitating teachers of government schools in Manipur intensified their stir by starting a relay hunger strike here on Saturday. The teachers were agitating against the nonimplementation of their demands which include among others; rectification of ROP (Revision of Pay) 2019 under the aegis of Council of Teachers' Association (COTA). The teachers were on cease-work strike besides staging sit-in-protest since the commencement of their strike from the first week of February against the state government’s alleged apathy towards their demands. NEW DELHI, FEB 29 (PTI): Some signs of normalcy returned to riot-hit areas of northeast Delhi on Saturday as people stepped out of their homes to buy groceries and medicines from a few shops that opened amid intensified patrolling by security personnel. Since early morning, civic workers were seen clearing roads of bricks, glass shards and burnt vehicles in the aftermath of the violence that left 42 dead and over 200 injured. At some places, even bulldozers were used as it became difficult to manually remove debris. In Jaffrabad, Maujpur, Yamuna Vihar, Chand Bagh, Mustafabad and Bhajanpura, which were among the areas worst hit by the communal violence, there were more vehicles and people on the roads than in the last

five days. Personnel from the Delhi Police and paramilitary forces encouraged people to open their shops and appealed for peace and communal harmony. They started their march at Jaffrabad and moved through Maujpur and then into the narrow lanes of Noor-eIlahi, Yamuna Vihar and Bhajanpura, areas where mobs ran riot vandalising shops, houses and torching vehicles early this week. Schools in northeast Delhi still remain closed. “It is only the smaller shops that have opened today. The bigger shops and showrooms have still not opened and their owners are being cautious,” a showroom owner, whose property was attacked during the riots, told PTI. Shakib, a resident of Noor-e-Ilahi, said people selling vegetables on carts

made rounds of colonies. “Not many, only a couple of them could be seen. The rates are still a little high than the usual, but at least they have resumed sale,” he said. Yamuna Vihar resident Amit Tanwar said the situation has improved and grocery stores and other shops opened during the day. Officials on Saturday said schools will remain closed in northeast Delhi till March 7 in view of the violence. They were in thousands, we were just 200: Injured ACP NEW DELHI, FEB 29 (AGENCIES): Assistant Commissioner of Police (ACP), Anuj Kumar, who got injured in recent clashes in northeast Delhi’s Gokulpuri, said that the police force was heavily outnumbered as the place turned into a battlefield with frenzied mobs torching houses, shops, vehicles and hurling stones, reported ANI. The ACP, who was discharged from the hospital two days ago, said, “We were instructed that the road linking Signature Bridge with the border of Ghaziabad should not remain blocked. But slowly and steadily the crowd started getting bigger and included both men and women. They were around 20,000- 25,000, while we were only 200. I don’t know whether they had planned to block the road as they did previously.” “We spoke to them peacefully and asked them to remain confined to the service road instead of the main road. Till then rumours had started spreading that some women and children had lost their lives in a police shootout. There was construction underway near the bridge, so stones and bricks were lying there. The protestors started pelting stones suddenly and we were injured, including the DCP who was bleeding severely,” he added. During the violence, Mohinder Singh and Inderjit Singh used their Bullet motorcycle and scooty to help transport 60-80 Muslim neighbours to a safe location. The father and son said they realised that the situation was escalating in the Hindu-dominated neighbourhood of Gokalpuri in northeast Delhi. In conversation with Huff Post, 53-year-old Mohinder Singh said that his son was on the Bullet motorcycle, and he was on the scooty, and they made around 20 trips each from Gokalpuri to Kardampuri in one hour. They even put turbans on some kids to hide their identities. In a report by Huffington Post, Mohinder was quoted as saying: “I did not see Hindu or Muslim. I just saw people. I saw little children. I felt like they were my children and that nothing should happen to them. We did this because we all should act humanely and help those in need. What more can I say?”

‘Shoot the traitors’ slogans raised on Delhi Metro train; 6 detained

NEW DELHI, FEB 29 (PTI): Pro-Citizenship Amendment Act (CAA) sloganeering and incendiary chants of “shoot the traitors” were made inside a train on Delhi Metro’s Blue Line and also at the Rajiv Chowk Metro station here on Saturday by a group of young men. The five-six men, wearing saffron T-shirts and kurta, started the sloganeering when the train was about to halt at the Metro station, according to a PTI reporter who was at the spot. After deboarding the train, they continued chanting pro-CAA and provocative slogans like “shoot the traitors” and one more literally meaning that the “youth of the country is out to support and defend CAA”. While some commuters joined the CAA supporters in their sloganeering, others were quick to get their cameras out to make videos. Many at the station were seemingly taken aback by the spontaneity and the unusual choice of the venue. The Central Industrial Security Force (CISF) personnel, responsible for the security of the Delhi Metro, intercepted the protesters and handed them over to the Delhi Police. “On Febr uar y 29,

A senior CISF official said the youths were raising pro-CAA slogans. DCP (Metro) Vikram Porwal said, “We have detained six men and they are being questioned”. station, it is to state that this incident happened today morning at the station and DMRC/CISF staff immediately handed them over to the Delhi Metro Rail Police for further necessary action.” Under Delhi Metro (Operation and Maintenance) Act 2002, any kind of demonstration or nuisance is prohibited in Delhi metro premises. Any passenger indulging in such act is liable to be removed from the Metro premises, according to the Act. Incidentally, there was a “peace march” organised at the Jantar Mantar against “jihadi terrorism” in northeast Delhi, which was also attended by BJP leader Kapil Mishra who had allegedly made provocative statements on Sunday before the riots broke out in the national capital this week.

Infamous sell out

W

ithout any doubt, the sell out of Nagaland House Commercial Complex at Kolkata will stand out as the biggest scandal early in the state’s history where a prime commercial plot has been given on a platter to a firm spearheaded by former retired engineer of Nagaland who had the privilege of having access to the corridors of power under various state governments and also known to be a confidant of some political leaders and close with top bureaucrats. The Nagaland House Kolkata scam was reported through several issues of this newspaper since 1992 to which former Governor Lok Nath Misra formed a panel to fight the case in court to regain back the complex. However, it proved an impossible task since the state government decided to legally hand over such a highly valued prime property through hopelessly one-sided lease agreements with Engineers India Pvt. Ltd (1982) now Civil Engineers Enterprises Pvt. Ltd (CEEPL).It may be noted that the Nagaland House complex was a turnkey project under Development Authority of Nagaland (DAN). As per the narrative description of the project, it was proposed to be a commercial-cum-guest House complex, comprising of an 11 storied office building of 12764 M2, a four storied Nursing Home of 832 M2, a six-storied VIP guest house of Nagaland government, a three storied office building of Nagaland government and a four-storied staff quarters of Nagaland government. As per archtech consultants, the project started in 1979 and completed in September 1984 (phase I) and May 1988 (Phase II). Mid-way during construction, the state government ran out of money. It was either planned or just simply inefficiency but it was Lady Luck smiling on the contractor who grabbed the opportunity by suggesting that loan has to be taken complete the project. The strange yet funny aspect was the claim that SBI would give loan to the contractor only if he obtains Power of Attorney from the state government. The rulers and bureaucrats in Nagaland again confirmed that other than pomp and show they have little interest in serious business of statecraft. Why was SBI only interested to give loan for a Nagaland government project to Shyamalendu Ghosal and not the government? Engineers India Pvt. Ltd. obtained Power of Attorney from the state government on the strength of the one-sided lease agreement. This deal was clearly a sell-out under which the state government ‘gifted’ the entire commercial complex on a platter to the contractor. The first agreement was signed by DAN and Shyamalendu Ghosal & Party (Civil Engineers Enterprise Pvt. Ltd.) at a throwaway monthly rental rate of Rs 5.50 per sq. ft. subject to enhancement of the rate at 10% after every 5 years. The bizarre agreement also entitled the lessee further renewal for another 20 years of windfall benefits under the same and hopelessly one-sided agreement. The state government under Congressrenewed the agreement in 1997 even before the lease was to expire in 2000.Not content with paying the beggarly rent, CEEL took over a transformer installed within the guest house premises by the state government courtesy a pliant DAN. Those days, it used to be said the contractor even virtually ran Nagaland House Kolkata for several decades and no confidential matter escaped him. Even the agreement was reportedly prepared by the same legal advisor(s) it was alleged. Today, after 36 years the government’s legal team has finally realised that the entire lease agreements were not only one-sided but legally untenable because they invoke West Bengal Tenancy Act. Legally the plot belongs to another state and so Nagaland house complex belongs to the state and cannot be under West Bengal Tenancy Act .In other states, politicians or activists would have caused uproar and even file PILs in the courts. The Nagaland House Kolkata scandal perhaps speaks volumes about how the state is being fleeced or mortgaged by a symbiotic relationship between corrupt politicians and bureaucrats.

Look at how we limit the Lord by only remembering what we have allowed Him to do for us in the past. We say, “I always failed there, and I always will.” Consequently, we don’t ask for what we want. Instead, we think, “It is ridiculous to ask God to do this.” If it is an impossibility, it is the very thing for which we have to ask. If it is not an impossible thing, it is not a real disturbance. And God will do what is absolutely impossible. This man received his sight. But the most impossible thing for you is to be so closely identified with the Lord that there is literally nothing of your old life remaining. God will do it if you will ask Him. So far, over 20 lives have reportedly been lost, scores injured. There are accusations of partisanship against the Delhi Police, which has shown remarkable ineptitude over the past few months. It is unimaginable that an 80,000-strong force, with an annual budget of over Rs 8,000 crore, well-trained and equipped, is unable to control riots that are limited just to a part of the national capital, and, that too at a time when India was hosting the American president. These riots will shift the global focus on India, which anyway has been fixed in recent times on the Indian government’s actions and pronouncements on the NPR/NRC and CAA. With shoot-at-sight orders now in place in some parts of northeast Delhi, we can presume that peace will be restored. It will now be incumbent on Chief Minister Arvind Kejriwal to ensure that the civil administration is on the ground forming interfaith peace committees, and ensuring all logistical help including emotional

support that people need at such times. Home Minister Amit Shah’s belligerent speeches in Parliament and during election campaigns to introduce a pan-India NRC, and eliminate “termites”, fuelled fears of a life bereft of home and hearth — and a future in detention camps. The NRC campaign was so insidious that even the prime minister’s assurance — that the government did not intend to introduce NRC — did not reassure people. All this was followed by an election campaign in Delhi that was bitter and communal. A minister in the Union cabinet, a Delhi MP and a prospective MLA candidate spoke a language that has never been used even in the most hard-fought elections. No action was taken against these people and it gave licence to Kapil Mishra (the prospective MLA candidate) to lead a mob in northeast Delhi that kickstarted this grim situation. As if to conclusively prove its incompetence, the Delhi Police has still not taken any action against Mishra. Fo r t u n a t e ly, m o s t NPR/NRC/CAA protests (barring a handful) have been peaceful and, while a majority of participants are Muslims, there has been enthusiastic participation from other religious communities too. The most interesting

aspect has been the significant role of Muslim women. With a copy of the Constitution in hand, they read the Preamble, sing the national anthem and Vande Mataram as well — a far cry from the time a Muslim MP walked out of the Lok Sabha when the national song was being sung. These women see the irony that as they fight to be Indian, it’s their nationalism and patriotism that is being challenged. The combination of N P R / N RC / C A A , a n d the speed at which these were introduced — and the communal speeches of members of the ruling dispensation — have shaken the confidence of not just Muslims but all minorities in India. Christians have long been at the receiving end. The murder of Graham Staines and his sons was not a one-off incident. There have been repeated instances of churches being vandalised, and harassment of the Christian clergy and nuns. The Sikh community watches with consternation (1984 is never far from their mind), and their sympathy with the anti-CAA protestors is evident from the large Sikh presence at Shaheen Bagh, and the langar they have managed there. Today, Shaheen Bagh has become a symbol of a unique resistance: Students, women, Dalits, and minori-

ties are speaking with a new confidence. They do not fear the police danda or the local politician, nor do they fear being called a Dalit or a minority. It is, as Nehru said, the soul of India, long suppressed, finding utterance. Women at Shaheen Bagh have been sitting in peace and, even in difficult times, they have kept up their spirits through patriotic songs. They welcome visitors and no communal/ religious speech is allowed. Stand-up artists, singers, film stars, writers, teachers, come and speak here. The gover nment thought that doing away with triple talaq among Muslim women would release them from male oppression and that would help with their votes. These women have gone much farther. They speak of the hollowness of the government’s claims to Muslim women, even as thousands brave the winter nights with no one from the government either paying a visit or showing any interest in dialogue. Undeniably, there have been law and order issues during some protests but, by and large, the non-participating public have understood the mood with a degree of empathy, and have borne inconveniences with compassion and understanding. The fact is, the protests will not cease. Minorities in

(Illustration: C R Sasikumar) The recent Delhi riots have been compared to the anti-Sikh riots of 1984 and the 2002 antiMuslim riots in Gujarat. Their common features are obvious. First, in all the three cases, the police remained passive or joined the rioters. Second, these rioters were mostly activists connected to the ruling party. Third, in all the three cases, nobody was spared, not even the oldest members of the communities whose houses were set on fire. Last but not least, in the three cases, well-armed outsiders attacked pockets where members of the minority community lived in large numbers. In 1984 and 2002, thousands of people died as violence continued unabated for days, and, sporadically, for weeks. The Delhi riots appear to be part of a new pattern. This pattern emerged in the 1980s when communal violence became a tool to polarise voters. This technique was systematically used during the 1989 election campaign in places including Indore and Jaipur. The maps of riots and the BJP’s electoral success almost overlapped then. A similar “coincidence” was clear in Gujarat in 2002. Thereafter, no mass violence of a similar magnitude has taken place. So, why has a previous pattern come back, though in a different form? Atal Bihari Vajpayee had blamed the Gujarat riots for the BJP’s defeat in the 2004 general election. However, some BJP leaders were keen to reinvent the polarisation strategy. After all, their party had lost the election despite the economic success — the BJP’s campaign slogan was “India Shining”. The 2004 results showed that economic achievements did not guarantee electoral victory. For instance, in UP, the BJP’s tally fell from 22 seats to 10 seats. So, the BJP leaders — Vajpayee retired soon after the poll debacle — proposed a revival of the polarisation strategy. The idea was to step up

low-intensity riots. Uttar Pradesh, a key state due to its large number of Lok Sabha seats, was the testing ground for this strategy that combined victimisation, outrage and polarisation. In their work, Everyday Communalism: Riots in Contemporary Uttar Pradesh, Sudha Pai and Sajjan Kumar describes the UP “model” of riot: “Rather than instigating major and violent state-wide riots as in the earlier phase, the BJP-RSS have attempted to create and sustain constant, low-key communal tension together with frequent, small, low-intensity incidents out of petty everyday issues that institutionalise communalism at the grass roots, to keep the pot boiling.” This approach was motivated by political intentions, but not just that. The aim was no longer only to polarise society prior to elections for immediate electoral gains. The goal had also become the promotion of social and even “civilisational” majoritarianism in a bid to permanently Hinduise the country by terrorising minorities and delegitimising their cultures, and secularism — to create what I call a de facto Hindu Rashtra. The second distinctive feature of this “model” has to do with the actors involved. To instill Hindutva ideology deep in the society, they had to further integrate the masses and promote what Pai and Kumar call the “non Brahmanical Hindutva”. The best way to achieve this was to proceed in a way the local Sangh Parivar leaders could recruit peripheral support for recurrent mobilisation. “This group often trains a larger fuzzier group, often the educated, unemployed youth in backward states such as UP who are treated as a reservoir of support during agitations and lie dormant during lean times,” Pai and Kumar write. Third, these men were invited to take part in frequent and regular campaigns — against cow slaughter, conversion to religions other than Hinduism, intercommunity marriages and so on. These mobilisations created an atmosphere of tension between Hindus and Muslims, making it possible to provoke a riot at the first available opportunity, as in Mau in 2005 and in Gorakhpur in 2007, and even Muzaffarnagar in 2013. The persistence of tension and the frequency of clashes were intended to prevent any return to normalcy — hostility between the

two communities was supposed to become the rule, the new normal under which Hindus and Muslims were supposed to avoid interaction, a process running parallel to ghettoisation. Implementation of this plan translated into a recrudescence of low intensity riots, enabling the Sangh Parivar to polarise society while staying “under the radar”, except when the number of casualties reached levels nobody could ignore — like in 2013 when more than 55 people died in western UP. Even when the violence was somewhat contained, the societal effects resulting from it were long term, as evident from the unprecedented ghettoisation the Muzaffarnagar riots started in rural parts of western UP. In UP, between 2007 and 2017, the number of riots remained in the range of 580 to 943 annually, while the number of casualties remained much smaller than in Gujarat 2002 — 37 in 2012 to 91 in 2017. 2017 was a bad year because it was a very important election year for BJP, and particularly for Adityanath. Incidentally, the description of the rioters that Pai and Singh offer fit in well in the case of the Hindu Yuva Vahini cadres. The recent Delhi riots partly fit in the Pai and Singh “model”. Indeed, their timing may not be explained only by the conflict between anti- and pro-CAA activists; it has much to do with the atmosphere created by BJP leaders in the context of the election campaign. But this time, riots took place after the polling days. They took place in some of the few consistencies that the BJP had won or lost with small margins. In that sense, the Delhi riots have initiated a new pattern: They are not only intended to polarise, but also to teach a lesson to the Other. These ideas — of “revenge” and “lesson” — take us back to the killings of 1984 and 2002. The magnitude of Delhi riots may be different, but its impact in terms of ghettoisation will probably be equally strong. Mixed neighbourhoods are bound to further shrink in Delhi as they have in most of northern and western India (Muslims in Indian Cities, edited by Christophe Jaffrelot and Laurent Gayer). India are slowly coming to believe that there is a campaign to make them secondclass citizens. Whether this perception is true or not is not the question. Such a thought is dangerous in itself and must be dispelled. Government spokespersons have repeatedly said that the CAA does not take away anyone’s nationality. But what happens to Muslims and Jews who are unable to meet the requirements under the NPR (even presuming that a pan-India NRC is not introduced)? What happens to those who are put in the “doubtful” category under the NPR? Will Muslims and Jews be packed off to detention camps or forcibly pushed across our borders? For Jews, however small their number, it’s back to the Holocaust nightmare. There are horror stories emanating from detention camps. Can a 200-million community, or should a population that large, live in fear rather than contribute to the overall development of the country? It is difficult to comprehend why the government is not understanding the impracticality of going through with the NPR. A number of state governments have already declined to carry it out. Some like Bihar (where the BJP is part of the ruling alliance) have indicated the inability to adopt the

NPR in its present form. How does the government expect the enumerators to collect data then? There is fear of violence, and even if this were not the case, there would likely be incorrect information given — or a simple denial to give information. Therefore, this exercise becomes a non-starter. Indeed, if any attempt is made to carry this out, it would risk diluting the entire census data, thereby harming the country’s planning process. So, it is of prime importance that the government immediately take steps to initiate dialogue on these fraught issues. The protests are not as leaderless as they seem. There are community leaders who can be spoken to. The government must engage political parties, teachers, journalists and other opinion makers and immediately start a dialogue process. The concerns of all must be addressed and the prime minister’s promise of winning “sabka vishwas” must be upheld. For the present, let it be said, that if the price of proving their nationalism and patriotism is blood, then the minorities of India have overpaid. However, with few brave and courageous individuals and people like KK Sema, T.Solo (and the likes) coming out in the open to expose their Lies has bolden others too and now Unions/Associations are also taking the right turn and joining the bandwagon, with few recent examples like the CPO (Chakhesang Public Organisation) giving rejoinder and clarification on 22/02/2020 to IM's Statements/Claims (or u can call it LIES) that was published on 18/02/2020, followed by the USR (United Sangtam Region) on 29/02/2020, as against IM's statement on 27/02/2020, and now even RN Ravi Naga people should read this statements of RN Ravi over and over again for ten times, twenty times or even thousand times and retrospect (and you will know the real intentions, the real sinister designs, the real diabolical plans, and calculated schemes and plots of the IM), aimed at putting a Yoke and Chain on the neck of other Nagas so as to sway and twist them around at their (IM) own whims and fancies. Appeal to Chief Justice Guwahati HC Sir,

As an Indian, and a conscious citizen of this nation, I would like to bring some important issues to your notice. Foremost, because of no proper border demarcation between Dimapur district (Nagaland) and Karbi Anglong district (Assam), locals residing either side of the border is getting confused because of the lack of proper demarcation between the two states resulting in the unhappiness of the citizens. The government of Nagaland have brought Dimapur district under the Inner Line Permit (ILP), but they have not demarcated a legally accepted boundary between the two states. There are many unanswered questions such as what will happen to the property of people constructed after 1979? What will be their citizen status? Whether the government has got any programme to rehabilitate these Indian citizens? All these questions are left unanswered by the government and have created a haze of confusion among the citizens resulting in their obvious anger. More than 2 lakhs of the population has been affected directly or indirectly after passing this order. As you are aware because of the lack of proper demarcation, the border dispute has taken many lives in the past. This is a very serious issue and I hope that Honourable Chief Justice will intervene and do the needful so that in the future any unfortunate incidents are prevented. I am writing this letter as a conscious and concerned citizen of this nation with a hope that it will reach to you and you will look into this matter. Hope to get a positive response from your side. An NGO — The campaign for Judicial Accountability and Reforms (CJAR) — on Thursday condemned the transfer of Justice Muralidhar, claiming the move was to punish an “honest and courageous”judicial officer. The government’s notification stated that the President took the decision after consulting the Chief Justice of India. It, however, does not mention when Justice Muralidhar has to take charge of his office. Union Law Minister Ravi Shankar Prasad said Justice Muralidhar was transferred following the recommendation of the SC collegium, asserting that a “well-settled process” was followed. CJAR said it knows that Justice Muralidhar’s transfer was recommended by the SC collegium on February 12 but the rushed manner in which the notification had been issued by the government could not be ignored.

In the whole process, DGP said that the backward quota and 33% women reservation quota for appointments in the DEF was followed strictly. In view of the above, the department categorically clarified that “none of the constable appointments made in the department are “backdoor appointments” and the appointments which are made by the respective unit commanders are in accordance with the established Rules, Notifications and Standing Guidelines of the Government.” Further, DGP said that appointments were made in the same capacity and authority in practice since the creation of the department. Therefore, DGP wished to inform the public at large, that any attempt by any unions/ associations or individual to delay or stop the training of the newly appointed constables will adversely impact the functioning of the department in particular and the law and order in general. He also maintained that the training institutes--- NAPTC and PTS located at Police Complex Chumukedima, were professional centers of excellence and had been conducting training of recruit constables for the last many years catering to the need of the state at large.

Delhi riots: SC should appoint amicus curiae, says Congress NEW DELHI, FEB 29 (PTI): The Congress on Saturday accused the police of carrying out a “onesided” investigation into the violence in Delhi and urged the Supreme Court to appoint an amicus curiae to scrutinise all such cases in which protesters and activists are being slapped with serious charges. The par ty’s senior spokesperson Anand Sharma also said the situation is far from normal and an atmosphere of fear is still prevailing in the national capital. Sharma alleged the police “which allowed Delhi to burn for four days” is carrying out a “one-sided” investigation. He said in the name of action it should be seen against whom the action is being taken. “What is the defini-

tion of hate speech? If the speeches made by the BJP leaders were not hate speeches, and the protests are a threat to the society as per the cases registered. Shockingly, as per an FIR against a group of people and an organisation called United Against Hate. And what is the case... for having said in a speech that ‘we shall not get up or give up our protest even if we have to die for that’. For that they were slapped with section 307 of IPC (attempt to murder),” he said. “We urge the Supreme Court to take cognisance of all these cases and appoint an amicus curiae to scrutinise all these cases where people are being framed and put in jails,” Sharma told reporters. An amicus curiae assists a court by offering

information, expertise, or insight that has a bearing on the case. “The SC is the custodian of the Constitution. The delays don’t help. The entire world is watching this country, it is time that the Supreme Court intervenes effectively to protect the rights of the citizens guaranteed by the Constitution,” Sharma said. “We have no expectations from Centre or the Home Ministry or Delhi Chief Minister (Arvind Kejriwal) but we have hopes from the courts,” he said. At least 42 were killed and over 200 injured in the communal riots that broke out in northeast Delhi on Monday after clashes between citizenship law supporters and protesters spiralled out of control.

NEW DELHI, FEB 29 (PTI): The government should have been a “little careful” while issuing the “midnight” order transferring Delhi High Court Judge S Muralidhar to the Punjab and Haryana High Court, former Chief Justice of India Justice KG Balakrishnan has said, amid a row over the timing of the transfer. The transfer order was issued by the Union Law and Justice Ministry on February 26, the day a bench headed by Justice Muralidhar expressed “anguish” over Delhi Police’s failure to register FIRs against alleged hate speeches by three BJP leaders. The government has said the transfer had nothing to do with any case as a recommendation to this effect was already made by the Supreme Court collegium and the judge had also given his consent. Talking to PTI over phone on Friday, Justice Balakrishnan said it was a mere coincidence that the final transfer notification was issued on the day when he passed the order on the hate speeches because his shift had been already contemplated by the Supreme Court collegium a week ago. “I don’t know on what date the transfer issue came up before the collegium,” he added. Justice Muralidhar’s transfer had nothing to do with the observations

Since the inception of the State, the KU said Konyak Naga tribe of Nagaland had faced “untold deprivation” be it in the general employment system or under the so called reservation system. As regards, the KU said it had submitted a memorandum to chief minister demanding social and economic equality through employment, saying that every state share and allocation system should be based on territorial and population ratio. KU said the state government was yet to act upon. Stating that any rectification moves within the state cannot be determined by some section/group alone as Nagaland being a tribal state, the KU affirmed that it cannot endorse the concept of NSSB at this stage without thorough consultation. The union, therefore, suggested such reformative moves, if any, should be laid for open public consultation and endorsement. Besides, KU said that the state government should foster in solving local issues in hand “which might turn parasite if left unattended.” Therefore, in its quest for “social & economic equality through employment”, the KU has appealed to the state Government for “immediate compliance.”

New Delhi, Feb 29 (PTI): SBI Cards and Payment Services has raised Rs 2,769 crore from 74 anchor investors, ahead of its initial share sale starting on March 2. Anchor investors are institutional investors who are offered shares in an initial public offering (IPO) ahead of its opening. Singapore government, Monetary Authority of Singapore, HDFC Mutual Fund, Government Pension Fund Global and Birla Mutual Fund, are among the anchor investors. Shares have been allotted at the offer’s upper price band of Rs 755 apiece, as per a regulatory filing. There are 12 mutual funds among the 74 anchor investors, who have been allocated 3,66,69,589 shares and its value stood at Rs 2,768.55 crore. The price band for the share sale -- which would be open from March 2 to 5 -- has been fixed at Rs 750-755 apiece. SBI Cards expects to raise around Rs 9,000 crore through the IPO. As per draft paper for the IPO, SBI Cards would offer up to 130,526,798 equity shares through an offer-for-sale route. This would include offloading of up to 37,293,371 shares by SBI and 93,233,427 scrips by Carlyle Group. In addition, the company would issue fresh equity shares worth Rs 500 crore. SBI holds 76 per cent in SBI Cards and the rest of the stake is held by Carlyle Group.

New Delhi, Feb 29 (IANS): The Government has received Rs 23,701 crore so far as AGR dues till Saturday with the latest payment of Rs 8004 crore by Airtel in its second instalment. Bharti Airtel on Saturday made additional payment of Rs 8,004 crore towards adjusted gross revenue (AGR) dues to the Department of Telecom (DoT). This payment of Rs 8,004 crore is in addition to Rs 10,000 crore the company paid on February 17, 2020 in compliance with the Supreme Court judgement, it said in a regulatory filing. The top court had directed on February 14 that AGR dues will need to be paid up by the next hearing day. Earlier Vodafone Idea had paid Rs 3500 crore in two tranches and Tata Teleservice has paid Rs 2197 crore. TTSL has said the paid amount is its full and final figure after self assessment, while DoT officials said they would send notice to TTSL to pay the remaining amount pegged

PARIS, FEB 29 (IANS): Aasia Bibi, a Pakistani Christian woman who was cleared by the country’s Supreme Court of blasphemy charges after spending eight years on death row, has said that she always believed she would be freed. Bibi made the remarks on Friday in an exclusive interview to the BBC during a visit to France where she is promoting her memoir, “Enfin Libre!” (Finally Free), written with French journalist Anne-Isabelle Tollet. Bibi, who now resides in Canada following her acquittal in 2018, told the BBC that her Christian faith helped her through the ordeal. “They said change your faith, and you’ll be freed. But I said no. I will live my sentence. With my faith,” she said. “I found out from my

husband that the whole world was praying for me. And that even the Pope had prayed for me. That made me happy. And I found out the whole world was praying for my misery to end. “That made me feel that their prayers would definitely free me.” Despite her ordeal, Bibi told the BBC that she still felt positively about Pakistan and hoped to return there one day. “It was my country that freed me. That makes me proud,” she said, while calling on Pakistan Prime Minister Imran Khan to free anyone unjustly accused or convicted of blasphemy and to ensure that the charges were investigated properly. “Innocents should not be punished for no reason and people who are innocent, in prison, should be freed,” Bibi told the BBC.

The surprise announcement from the Comptroller of the Royal Household, Ahmad Fadil Shamsuddin, said the King had agreed to appoint Muhyiddin as premier after receiving a list of nominees from party leaders and independent MPs, and deeming that he may have the majority support needed in Parliament, reports Efe news. Muhyiddin will be sworn in at the National Palace at 10.30 a.m. on Sunday. “(The King) said the appointment of the Prime Minister cannot be delayed for the sake and wellbeing of the nation... Ramallah, Feb 29 (IANS): Dozens of Palestinians were injured during clashes with Israeli soldiers in different areas in the West Bank, medics said. Around 134 Palestinians were injured by Israeli soldiers’ gunfire, rubber bullets and tear gas in the clashes on Friday, mainly near the northern West Bank city of Nablus, Xinhua news agency quoted the Palestinian Red Crescent Society as saying. Witnesses said that demonstrators threw stones at Israeli soldiers in protest to earlier Israeli settlers’ assaults on south and west of Nablus. Similar clashes broke out in the village of Kafr Qaddum, near the city of Qalqilya, where Palestinian demonstrators burned tires and threw stones at the soldiers.

ISTANBUL, FEB 29 (AFP): A Turkish official said Saturday that Turkey destroyed a chemical warfare facility after dozens of its soldiers were killed by Syrian regime fire in the last-rebel enclave of Idlib province. The Turkish army destroyed overnight “a chemical warfare facility, located some 13 kilometres south of Aleppo, along with a large number of other regime targets,” the senior official told reporters on condition of anonymity. However, the Syrian Observatory for Human Rights, which relies on sources inside the war-torn country, said that Turkey instead hit a military airport in eastern Aleppo, where the monitoring group says there are no chemical weapons. Thirty-three Turkish soldiers were killed in an air strike by Russian-backed Syrian regime forces in the Idlib region on Thursday, the biggest Turkish military loss on the battlefield in recent years. The latest incident has raised further tensions between Ankara and Moscow, whose relationship has been tested by violations of a 2018 deal to prevent a regime offensive on Idlib. As part of the agreement, Ankara set up 12 observation posts in the province but Syrian President Bashar al-Assad’s forces -- backed by Russian air power -- have pressed on with a relentless campaign to take back the region. On Friday, President Recep Tayyip Erdogan spoke by phone with his Ru s s i a n c o u n t e r p a r t , Vladimir Putin, in a bid to scale down the tensions. Beijing, Feb 29 (IANS): The death toll due to the deadly coronavir us in mainland China increased to 2,835 on Saturday, with an overall 79,251 cases, according to health authorities. The National Health Commission said that it received reports of 427 new cases and 47 deaths on Friday, Xinhua news agency reported. Among the deaths, 45 were in Hubei province and one each in Beijing and Henan. The epidemic, which has caused several disruption in the qualification calendar for the 2020 Tokyo Olympics, has now led to murmurs of it being a threat to the Olympics scheduled in July. IOC Medical and Scientific Director Richard Budgett said in a letter addressed to athletes that they should follow WHO’s advice regarding the disease while travelling. “Athletes’ welfare is a top priority for the IOC, and we are working with National Federations and National Health Associations to ensure that you remain well-informed and updated about the developments related to the spread of coronavirus.
