CM’s Road Fund hits big pothole

D IMAPUR, MAR 17 (NPN): Chief Minister’s Office (CMO) through its media cell, has gone on overdrive at damage control to defend as “clerical error” a document signed on March 8, 2017 by T.R. Zeliang as chief minister (when the fact remains that Dr. Shürhozelie took over as CM on February 22, 2017). The document contained a list of beneficiaries of the CM’s Road Development Fund (2016-17) which was published in local media on March 16. CMO explained that the list was prepared in January and submitted to the department of Roads and Bridges on January 23,2017. It claimed that after Dr. Shürhozelie took over, he suggested “some alterations” at a review meeting with T.R. Zeliang (ex-CM) on March 8, 2017. After changes were made in the list, CMO sur prisingly claimed the designation of T.R. Zeliang was not rectified and appeared on the document that was submitted on January 23, 2017. CMO also claimed that the ex-CM through oversight signed on the document as “presented to him by the

CM’s office misused: Therie Correspondent

KO H I M A , M A R 1 7 (NPN): Amidst a raging controversy over purported signature of former chief minister T.R. Zeliang on chief minister’s road development fund document, which was widely circulated on social media, the NPCC president, K. Therie, said it only showed misuse of office and funds. Speaking to Nagaland Post at his office chamber at Congress Bhavan here Friday, Therie said the funds were meant for their pocket and not meant for political programme. “I think Naga society has to wake up,” Therie said, adding that Nagas should not allow “these people to misbehave with our people and mismanage the public fund.”

(1) Document signed by T.R. Zeliang on March 8, 2017 and (2) The back dated copy of the signed document.

staffers.” In the communiqué, the CMO’s media cell slammed “a certain organisation” and chided it by saying: “It shall not behove of any responsible organisation or individual to jump the gun relying on a clerical mistake and shoot down the down the whole town due to a typing error.”

However, on scrutiny, certain facts didn’t seem to add up with regard to the CMO’s damage control bid. The original document signed by T. R. Zeliang on March 8, 2017 was endorsed to R&B minister Vikheho Swu who signed it on March 9, 2017 and then forwarded it to the CE (R&B) to “process for tender”.

The EE-III of the department also signed on the same document on March 11,2017. Since all the signatories had signed on the same document on different dates of March, it did not suggest any typing or “ clerical error”. The “corrected” document appended by T.R. Zeliang as chief minister

was dated January 23,2017 and expressly signed by the R& B minister the very next day on January 24,2017 but which no longer had any signature(s) of the Engineer of the department. The total fund involvement in CMO’s corrected document was Rs.15 crore while the total fund in the original document was Rs.12.50 crore.

Will apprise Centre of unofficial State services bodies to NSCN (I-M) camps: Manipur CM go ahead with agitation Correspondent

IMPHAL, Mar 17: Manipur chief minister, Nongthombam Biren Singh Friday said he would apprise the Centre about presence of “unofficial designated camps of NSCN (I-M) in Manipur with hard evidences.” “We have heard of unofficial designated camps of NSCN (I-M) located in Manipur. If it sure I will take the matter with the Centre,” Biren Singh told reporters on the sidelines of his meeting with Manipur’s titular king, Leishemba Sanajaoba. The camps would be identified first and thereafter produce evidence, with photographs, to the Centre, he said. He said even though the NSCN (I-M) was engaged in peace talks with the Centre, the government would have to find out as to how unofficial designated camps were allowed to be setup in the state. “Was there any understanding with the state government or whether the state government has

the knowledge of it should have to be studied. Only then I will approach the Centre for taking up appropriate action,” he said. The chief minister stressed on the need to have “emotional integration of all communities in Manipur in order to make the state stronger. For this, he said Meiteis who are in majority, needed to play the big brother role. Biren Singh: “Today, we are proud of being a ‘Manipuri’ who always feels that no one can suppress us. This is because of the kings who ruled in Manipur had protected the territory of Manipur and bestowed their love and affection to all the communities living in Manipur”. In this regard, he said every citizen of Manipur has to think and act on to protect the state’s integrity rather than uttering venomous words to hurt the sentiments of others. The chief minister appealed to all the citizens of the state to address them as “WE” in place of “I” to usher in unity and communal harmony.

DIMAPUR, MAR 17 (NPN): State services associations on Friday affirmed to begin the proposed pen/tool-down agitation from March 20, 2017 if the state government failed to meet their demand for the implementation of the 7th ROP w.e.f. March 1, 2017. This was conveyed to the additional chief secretary and finance commissioner Nagaland by members of the various associations during a meeting convened by the former in his office chamber. Members of the various state service associations have been requested to remain alert and extend cooperation in the larger interest of the state employees. Meanwhile, the various service associations have extended solidarity to the Hindi teachers demanding release of pending salary. The association have also appealed to the state government to find ways and means urgently. NSSA supports: Nagaland Secretariat Service Association (NSSA) has decided to participate in the agitation with no exemption on any of its members. The decision was taken at the emergency general meeting of the association on Friday. NSSA has also endorsed the legitimate demand of the state government employee for implementation of 7th ROP with effect from March 1, 2017. (More on p-3)

On the CMO’s clarification over signature issue, Therie said three signatures appended in the same document dated March 2017 confirmed of mismanagement of office. NPCC president lamented that many issues raised by the Congress were not heeded. He said even the vigilance commission declined to take up the petition filed by Congress. He said even Lok Ayukata was not put forth and that way corruption was completely protected. Therie also expressed apprehension that the elected members would be forced themselves to sit in the forthcoming NLA session scheduled to begin on March 21. He said none of them will open up and speak for their people.

He said during the forthcoming NLA session, the elected members must discuss the Naga political issue and press the government of India. He, however, expressed doubt that they would barely discuss the issue. Meanwhile, NPCC president has asked the Nagaland Tribes Action Committee (NTAC) and Joint Coordination Committee (JCC) whether their target was being pursued since their main agenda was to amend Nagaland Municipal Act. He asked the two committees what way they wanted to amend the Act. Therie cautioned that if they were not able to hit their own target and harboured some political front then that would not go well with the society.

NTAC slams CMO’s clarification

NTAC through its media cell has slammed Chief Minister’s Office (CMO) after it issued clarification on the signature purportedly appended by former chief minister T.R. Zeliang on an official document of Chief Minister’s Road Development Fund (CMRDF) 2016-17 as chief minister dated 8-3-17, which was widely circulated in social media. T.R. Zeliang resigned as chief minister on February 19, 2017 and was succeeded by Dr. Shürhozelie Liezietsu. NTAC termed CMO clarification as unconvincing and accused Zeliang of misusing the highest public

office for his “political interest on ground of pure preferential treatment which possibly is unconstitutional if not unethical”. As enough damage had been done to the state, NTAC wanted that the people of Nagaland should be emancipated from corrupt politics of TR Zeliang. Also, reacting on the issue, JCC and NTAC stated that TR Zeliang was made to relinquish office as chief minister on February 19, 2017 but has appeared to be chief minister again. The stand of JCC and NTAC was that, however cunning a person can be, the documents do not lie and his reappearance to sign as chief

minister in the distribution of beneficiaries on 8-3-2017 was an insult to the voice of the people, when he was dislodged from the position. Zeliang’s action has also invalidated Dr. Shurhozelie Liezietsu as having taken over as the new chief minister on February 22, 2017, NTAC media cell said. Media cell also stated that it came as shocking to the general public to once again witness the “blatant bamboozling and abetment” of corruption in the system of governance and management in the affairs of the state by TR Zeliang, who even manipulated the (Cont’d on p-8)

Blockade: Manipur govt to hold talks with UNC Correspondent

IMPHAL, MAR 17: BJP government in Manipur has decided to hold talks with the United Naga Council (UNC) on March 19 (Sunday) to discuss ways and means to lift of the ongoing economic blockade. The decision was made at the first cabinet meeting of the BJP-led coalition government chaired by chief minister Nongthombam Biren Singh on Friday. The government has decided to invite the UNC for the talks, said cabinet minister

N Biswajit after the cabinet meeting. Reports said that the new government had even held talks with some leaders of the UNC at Senapati regarding the matter. The cabinet further resolved to commence the first budget session of the 11th Manipur Legislative Assembly from March 20 during which the floor test would be held, after administering oath to the newly elected members of the house. Manipur Governor Najma Heptulla has appointed veteran legislator Sanasam Bira Singh of Congress as

the protem speaker. He will take oath as protem speaker on Sunday (March 19), an official source informed. Meanwhile, in an interesting development, all the newly elected BJP MLAs were taken to Guwahati by a flight on Thursday. BJP Media cell secretary L Basanta, when contacted over phone, said the MLAs had gone to Guwahati “to relax themselves”. However, reports were doing the rounds that they were camped at Guwahati in order to prevent some members from defecting to Congress for cabinet berth.

NPF-BJP rule a threat to Nagas, says NPCC Hindi teachers to get salary; call off stir Correspondent

KOHIMA, MAR 17 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K. Therie lashed out at the NPF and BJP saying if the NPF was allowed to continue to run the government, the special rights of the Naga people guaranteed by the Constitution (Article 371-A) “will be taken away as the BJP government in the Centre.” Accusing NPF of facilitating the BJP, he said if the right wing RSS truly takes over India under BJP rule, Naga culture, customs, traditional practises and rights would all be wiped out. Nagas are under threat as this was clearly stated by Union Finance minister, Arun Jaitley in the Parliament on two occasions-- for removal of Article 371 (A), he said while addressing the introductory programme of the newly appointed 17 office bearers of Nagaland Pradesh

Youth Congress at Congress Bhavan Kohima. Therie further went on to hit out at the NPF saying Nagas of Nagaland were suffering by electing “robots to suppress and dictate” for the last 15 years. “They are not themselves but robots that do not fear God but fear money and power,” he added. He also accused NPF of becoming a “comfort party” of the BJP. He said the BJP believes in dividing the people and religion. And if BJP and NPF were allowed to rule for another five years, Therie said Churches would become empty as people would be lured by money to forget their religion and roots. Therie also took a dig certain people who wanted to form a “third party” in Nagaland terming it as a “suicide party”. He said they were those people who could not go back to NPF and were scared to join Congress. On Naga political issue,

Therie said he “does not see any bright future immediately”. The recent statements made by Central leaders in Imphal led by Prime Minister Narendra Modi were all in different tunes, he said. Alleging that the BJP at the Centre wanted Nagas to suffer with no solution in place, he said it was not possible for the present “facilitator” to solve the issue. Unless government is changed, solution would be impossible, he asserted. NPCC president however expressed confidence that a “difference would be seen in the next election” and appealed the people and the party workers not to be disheartened with the small changes that had taken place in the country, referring to the recently concluded elections. On the recent assembly poll results in five states, Therie expressed doubts that the EVMs were “tempered”, as claimed by other political parties including the Congress.

“EVMs can be tempered and manipulated and the voter will never know where the vote is cast even if he/she presses at the right button, but ballot papers will carry the right stamp chosen by the voter,” he said. In this regard, he said the state Congress would approach the Election Commission to hold the 2018 Nagaland Assembly election through ballot papers and not EVMs. He said the allegations made by BSP chief Mayawati that EVMs were tempered in the UP elections was justified since had the EVMs were transferred from Gujarat. Therie said there were evidences of EVM tempering, which was why the Germany constitutional court declared EVM machine as unconstitutional and non-transparent. EVMs were also banned by countries like Netherland, America, Japan and Australia, he said.

According to a release by Research committee of KROS College, some of the findings of the research committee are: Nagaland started functioning with the total budgetary provisions of Rs. 3.88 crore inclusive of plan and non-plan; it took 15 years (1963-78) to reach the figure of Rs. 98.02 crore fiscal deficit; Indira Gandhi launched her party election campaigns announcing the budgetary provisions

of Rs. 222.58 crore in 1982-83 to build a ‘New Nagaland’, which swept the sustained debt; the State’s debt burden kept increasing and during 2002-03 and stood at Rs.2104 crore. Then prime minister Atal Bihari Vajpayee announced conversion of Rs 365 crore loan to the state as a onetime grant. It would enable the state to meet all its past liabilities and would also result in an annual interest savings of Rs 44 crore (440

The committee suggested that the g ove r n m e n t t o f o l l ow sound fiscal policies and set limits on the size of the budget deficit over the next few years and enact the debt ceiling and fiscal responsibility legislation as per recommendations of the XIV Finance Commission.

Meghalaya CM bats for National Population Register

Correspondent

Shillong, Mar 17: Meghalaya Chief Minister Mukul Sangma on Friday batted for registration of Indian citizens under the National Population Register to check illegal immigrants residing in India. “It is an irony that this country of 1.25 billion does not have a citizen register. Then we are talking about dealing with the illegal immigration,” Sangma told the Assembly during the Question Hour. Stressing on the need to have the national register of Indian citizens, the Chief Minister said, “We have to have National Population Register which will provides us a classification of categories who are part of the population that will eventually help us to register of Indian citizen,” he said. Earlier, Home Minister Horju Donkupar Roy Lyngdoh informed the leg-

islators that State government will not implement the proposed Citizenship (Amendment) Bill which would grant Indian citizenship to persecuted Hindus in other countries. Lyngdoh was replying to a query raised by HSPDP legislator that the proposed Citizenship (Amendment) Bill who said that the local indigenous people of the state will be “threatened” if the government rehabilitates persecuted Hindus from other countries. “We don’t want the government to deal this issue in a casual way but to deal the matter with utmost seriousness as there is already lot of protest against the intention of the central government as far as this Citizenship Bill,” Basaiawmoit said. To another query, Lyngdoh informed the House that the Assam government had sent documents to Meghalaya government to verify the details of persons

for NRC enrolment. “Assam government had sent thousands of documents to Meghalaya for verifying the details of persons who might have stayed in areas under Meghalaya, during undivided Assam,” the Home Minister said. It may be mentioned here that the Citizenship (Amendment) Bill, 2016, after being introduced in the Lok Sabha, was referred to a Joint Parliamentary Committee of both the Houses, under the chairmanship of Satyapal Singh for examination and presenting a report to the Parliament. The Citizenship Act, 1955, provides various ways in which citizenship may be acquired. The amendment would allow citizenship to undocumented Hindu, Sikh, Buddhist, Jain, Parsi and Christian migrants from Afghanistan, Bangladesh and Pakistan.

Responding to a question if talks would succeed without ULFA (Independent) leader Paresh Asom (earlier Baruah) participating in the peace process, the CM said, “All those who want to return to the mainstream are welcome to the talk table. The people of Assam want peace.” “All are welcome but under no circumstance, the government will allow militancy in Assam. Manoj Sinha tipped to be next UP CM

New Delhi, MAR 17 (AGENCIES): In 2014, a local BJP worker in Ghazipur opened a dhaba on the outskirts of the city. He invited Manoj Sinha, the local MP, to inaugurate the dhaba but did not expect him to turn up. Sinha was, after all, a Union Minister by this point. To the worker’s surprise, Sinha made it for the inauguration. This “connect” with his constituents is not uncharacteristic of Sinha. At least till late last year, he spent most weekends in his native Ghazipur. However, the weekends are not spent lazing with family but holding darbars with people from all over the district. Every Saturday and Sunday, over a hundred people gather at his Ghazipur residence with their complaints and Sinha gives them all a patient hearing, even offering tea to all. The Ghazipur MP, who has never fought a Vidhan Sabha election, is now the frontrunner

Manoj Sinha for the post of UP Chief Minister. On March 11, the Bhartiya Janata Party (BJP) created history by winning its biggest mandate in UP ever. Repeating its model from Maharashtra and Haryana, the BJP decided not to declare a CM candidate for the UP polls. A decision will now be made after the BJP’s parliamentary party meeting on Saturday. While UP BJP chief Keshav Prasad Maurya has

Rawat to be Uttarakhand CM; swearing-in today

DEHRADUN, MAR 17 (AGENCIES): The BJP has picked Trivendra Singh Rawat as its Chief Minister candidate in Uttarakhand. Rawat was elected the BJP’s legislature party leader by party MLAs on Friday. He will take oath on Saturday. Rawat, 57, defeated Congress’s Hira Singh Bisht in the Doiwala constituency with a margin of over 24,000 votes. This was his third win from the constituency, where he has contested elections since 2002. Rawat, a Thakur leader, was among the frontrunners for Uttarakhand CM’s post in part due to his strong RSS roots. He was an RSS pracharak from 1983 to 2002 and held several important positions in the Sangh. Rawat, who holds a masters degree in journalism, is also known for his proximity to BJP chief Amit Shah and the party’s central leadership, which could have strengthened his chances at

Trivendra Singh Rawat heading the state’s executive. During the 2014 Lok Sabha elections, Rawat was given responsibility of regional election in-charge in Uttar Pradesh under Shah, where the BJP emerged victorious. He was also overseeing the BJP’s affairs in Jharkhand and took the party to victory in the Assembly polls there. The BJP registered a landslide victory in Uttarakhand, winning 57 of the 70 seats. This was the biggest ever win by any party in the state so far. The party garnered a whopping 46.5 per cent of votes.

been ruled out, the names doing the rounds now are Union Home Minister Rajnath Singh and Manoj Sinha. BJP sources say that Sinha is a front runner because he is an ‘Ajatshatru’ – a man without enemies. “He (Sinha) is friendly with all factions in the BJP. Above all, he enjoys the confidence of both Amit Shah and Narendra Modi. BJP wants to avoid any sign of internal infighting. In such a scenario, they will want someone who is acceptable to all sides. He is close to Modi on one hand, and Rajnath Singh on the other. He is not overly ambitious so he can never be threat to Modi,” a close aide of the minister told News18. Sinha cut his teeth in politics as a student leader. In 1982, at the age of 23, he became the president of the Banaras Hindu University (BHU). However, it wasn’t until 1998 that he got his big break and was elected

to the Lok Sabha. He was elected again in 1999 and after a long hiatus, returned to the Parliament in 2014. The PM showed his faith in Sinha by appointing him to the cabinet. During the 2017 Assembly campaign, he was one of the few star campaigners allotted a helicopter to himself. Modi’s trust in Sinha comes from his “Mr Clean” image. He is believed to be a no-nonsense, work-oriented minister. Sources close to Sinha said that during his time as Minister of State (MoS) Railways, he often “picked up the slack” when Cabinet Minister Suresh Prabhu dropped the ball. “Suresh Prabhu confined himself to bringing in new technology while Sinha was largely looking after the day-to-day affairs. He impressed Modi during his time in railways and that is why he was given independent charge of Telecom Ministry after the Cabinet reshuffle,” a source said.

Govt expects to raise Rs 2,82,212 crore from cess New Delhi, Mar 17 (PTI): An estimated Rs 2,82,212 crore revenue will be generated through cess and surcharge in 2017-18, Finance Minister Arun Jaitley said today. Jaitley said in Lok Sabha that the total revenue generated through cess and surcharge during 2014-15 was Rs 1,19,276.65 crore, which increased to Rs 2,65,661.61 crore in 2016-17. “The estimated revenue likely to be generated through cess and surcharge in the financial year 201718 is Rs 2,82,211.98 crore,” he said during Question Hour. The Minister said under the Income Declaration Scheme 2016, a surcharge under the name of Krishi Kalyana Cess was levied at the rate of 25 per cent of the tax, that is at the rate of 7.5 per cent of the undisclosed income declared under the scheme.

Strict action against those involved in child trafficking NEW DELHI, MAR 17 (AGENCIES): The government takes strictest possible action against those involved in child trafficking and has adopted zero tolerance towards child begging, Women and Child Welfare Minister Maneka Gandhi said on Friday. Gandhi said in Lok Sabha that adequate mechanism is in place to take action against those involved in child trafficking and whenever any suspected incident of child trafficking is reported, her Ministry takes prompt action. “Action against a hospital in West Bengal was taken at the initiative of the Women and Child Development Ministry after detection of alleged child trafficking incident,” she said during Question Hour. Her response came after Congress MP Adhir Ranjan Chowdhury alleged that a large number of children were being trafficked

Maneka Gandhi from West Bengal and the state has become a hub of child trafficking, prompting strong protests by state’s ruling TMC members. Gandhi said the Central Adoption Resource Authority (CARA) kept tab of every children being adopted to check their abuse in any manner. Replying to a supplementary, the Minister said the government has been adopting ‘zero tolerance’ towards child begging and a specific plan in this regard would be in place by next

ICC backs homeopathic drugs Shashi Tharoor responds

NOIDA, MAR 17 (AGENCIES): The Indian Citizen Council (ICC) has written to under-secretary (drugs), Ministry of Health and Family Welfare objecting to the omission of testing homeopathic medicine’s combination/formulations under section 6.4 of the Homeopathic Medicine Act 1945 effected Feb 1 by the said ministry via notification no. GSR 80 (E) and published in the Gazette of India. According to ICC the said move adversely affects public health of the consumer of homoeopathic medicines and amounts to leaving the crucial homeopathic formulations on the free will of the manufacturer. In response to ministry’s invite from lay public on their objections to the said omission by March 17, ICC has sent their views on Wednesday to the health ministry. Asserting the need to continue the traditional practice of testing to de-

termine homeopathic formulations - be it in liquid or solid (globule) forms - ICC maintained that the said omission will provide direct benefit to the manufacturer of homoeopathic medicines. “The manufacturer will be free to add any ingredients in any quantity which will affect the health and life of the consumers. Hence to ensure quality control, potency formulations need to follow set pattern and formula of testing as prescribed in section 6.4 of the Homeopathic Medicine Act 1945,” said P S Jain, president ICC. Jain further adds that if the above omission is implemented, more than 50 % of homoeopathic medicines will be out of purview of any government regulation which will be detrimental to public health. “All medicines are for public health, and in all systems across the world, there’s no medicine for

public without any check or testing. The same practice must be followed for homoeopathic medicines also with a need to make even stronger rules rather than deleting the existing one,” said Jain. ICC suggested a reexamining of current rules and practices and urged the ministry to set up a separate Drugs Technical Advisory Board (DTAB) for the regulation of homoeopathic medicines. “Homoeopathic medicines are widely used by general public and are cost effective. Hence, there’s a need to strengthen them for which, we urge an amendment in the Drugs and Cosmetics Rules in the interest of public health,” said Anju Pachauri member ICC. Homeopathy is a common form of medicine practiced in some countries such as Germany, UK, and USA etc. It came to India in early 1810, with travellers, missionaries and military personnel from the West.

to an online petition

New Delhi, MAR 17 (AGENCIES): Congress MP Shashi Tharoor said in a Facebook post on Friday that he was “surprised and touched” by a recent petition on the website ‘Change.org’ calling for him to be the United Progressive Alliance (UPA)’s Prime Ministerial candidate for the 2019 Lok Sabha elections. The petition received as many as 16,000 signatures. Tharoor’s response to the idea of being PM? “Thank you, but no, thank you.” He made it clear that he “neither supports nor endorses such a campaign.” “I am a member of Parliament for the Congress Party, nothing more and nothing less. The party has a settled leadership, which is not up for debate. When changes occur they do so through an established procedure.” He said he discouraged his “followers” from signing the

petition as well. The petition, started by a resident of Thiruvananthapuram, the town Tharoor is an MP from, said it was “in (the) best interest of the world’s largest democracy and to rejuvenate the opposition”. It was addressed to Congress president Sonia Gandhi. Following the BJP’s thumping win in Uttar Pradesh, political analysts are questioning party vice president Rahul Gandhi’s leadership. In fact, National Conference leader Omar Abdullah said that “there is no leader today with a pan India acceptability who can take on Modi & the BJP in 2019.” The former J&K chief minister added that the opposition’s strategy “needs to shift from criticism to (providing a) positive alternate”.

month. “We have called a meeting on how to check child begging and it will be attended by the police, state governments and other agencies. We will have a specific plan on it by next month,” she said. The Minister said her Ministry was planning a special month-long programme - ‘zero tolerance’ against child trafficking. Gandhi said special initiatives have also been taken with the help of 700 NGOs to check the incidents of sexual harassment of children. Helplines have been set up to receive complaints of sexual harassment of children and in these helplines, around 4,00,000 telephone calls are received every month. “We take action on such calls within hours,” she said, adding many of such children are being sexually harassed by the people they know.

Happy to join antiBJP front: Mamata Ko l kata , M ar 1 7 (IANS): West Bengal Chief Minister Mamata Banerjee on Friday said she would be happy to join a combined anti-BJP front if any formal proposal comes her way before the 2019 Lok Sabha elections. “I will be happy if there is a combined front. If there is any formal proposal, I am there. I have no problems,” Banerjee said at a press conference, when asked whether she was open to joining such a group. She also claimed that existence of a good government and a strong political opposition is important for the betterment of the country. “In democracy, there is a government and an opposition. For the betterment of the country, the party running the government should do good work and the opposition party should also be strong,” she said.

There Are Alternatives (TAA)

T

here has been resentment and anger within the Congress for the party’s disastrous results in UP and Uttarakhand followed by controversial handling of political manoeuvring in Manipur and Goa where the Congress ,despite becoming the single largest party, failed to cobble up support. Within the party, voices are heard which demand accountability while beyond it, there are voices questioning the leadership quality of Congress vice president Rahul Gandhi. In Manipur and Goa the AICC officials had apparently failed to get the party past the half mark despite being the single largest party with 28 to the BJP’s 21 in Manipur and 17 to the BJP’s 13 in Goa. If there is any need to show who was to blame, the resignations of a Congress legislator in Manipur and two Congress legislators in Goa seem to point to a rebellion against the party leadership. Gandhi has taken a series of disastrous decisions to the point where angry Goa MLAs are saying that the “leadership has reduced them and the mandate to a joke”. The Goa MLAs only echoed the sentiments of Himanta Biswas Sarma, who feel humiliated by Rahul despite the fact that he who could have led the Congress to victory in Assam but who is now destroying the party in the entire Northeast. For the Congress, the 2014 debacle was a strong indicator that it was headed downhill. However, despite the massive defeat, all that Rahul had to say was “we did pretty badly” and promised to revamp the party in the mould of the Aam Admi Party(AAP). Rahul’s much vaunted, publicized and promised party re-organisation, beginning with the youth never happened even in the ten years of UPA rule. He missed that opportunity and managed to surround himself with a suave and few young talents who lacked political sense. Rahul today is the target of ire within his party and is accused of being out of touch with real pollitics. At 46, Rahul Gandhi has nothing to show on his CV except, perhaps, the consequent destruction of the country’s oldest political party - the Congress. Rahul perhaps has more defeats to his credit than any other leader and instead of taking it as a time to seriously consider stepping down on moral grounds , he doesn’t seem to have learnt any lessons since 2014. This is a flaw but is factored in his reluctance to learn the nuances of politics just because he has been forced into politics where he is a misfit. After a few weeks of hectic activity Rahul often does his vanishing trick to and that’s what he’s done after the recent disastrous UP election. It is unfortunate that voices are growing in the Congress against Rahul for hastening the destruction of the party, even if he may not be totally responsible. However, as the one in-charge since Sonia has practically abdicated in favour of her son, he should shoulder the blame for the wrong decisions. Today, the only way that could prevent a complete destruction of the Congress is if the entire sycophantic coterie called AICC is made to step down and Rahul also restricts himself as Congress president and allow others to lead the party. Unlike in the past where the There Is No Alternative(TINA) had worked, today Congress has to face reality that There Are Alternatives(TAA), if it wants to survive beyond 2019.

DailyDevotion The Servant’s Primary Goal We make it our aim…to be well pleasing to Him. —2 Corinthians 5:9 “We make it our aim….” It requires a conscious decision and effort to keep our primary goal constantly in front of us. It means holding ourselves to the highest priority year in and year out; not making our first priority to win souls, or to establish churches, or to have revivals, but seeking only “to be well pleasing to Him.” It is not a lack of spiritual experience that leads to failure, but a lack of working to keep our eyes focused and on the right goal. At least once a week examine yourself before God to see if your life is measuring up to the standard He has for you. Paul was like a musician who gives no thought to audience approval, if he can only catch a look of approval from his Conductor. Any goal we have that diverts us even to the slightest degree from the central goal of being “approved to God” (2 Timothy 2:15) may result in our rejection from further service for Him. When you discern where the goal leads, you will understand why it is so necessary to keep “looking unto Jesus” (Hebrews 12:2). Paul spoke of the importance of controlling his own body so that it would not take him in the wrong direction. He said, “I discipline my body and bring it into subjection, lest…I myself should become disqualified” (1 Corinthians 9:27). I must learn to relate everything to the primary goal, maintaining it without interruption. My worth to God publicly is measured by what I really am in my private life. Is my primary goal in life to please Him and to be acceptable to Him, or is it something less, no matter how lofty it may sound?

Post-mortem

Open letter to mission director RMSA The legitimacy or illegitimacy of Nagaland state Y

S

ome of us say Nagaland is an Illegitimate State. We must make a paradigm shift from this Idea. The description is perhaps too narrowly strong a term to describe the very source of the overwhelming majority of the Naga people has their being and life. We can say the State is not the best of what we want, we can say it is sub-standard, has fallen far short of our expectations; we can even say it has become downright Corrupt and contemptible, if not despicable. Yet to say what the overwhelming majority of our Family members, our Clan, our Khel, our Village, our Tribe and many of our trusted Friends have voted for, as Illegitimate. Such a notion may be hypocritical though a very minute percentage of the Population might not have participated in the Voting on Principle. The thousands upon thousands of our roundly educated Children, boys and girls repeatedly every year, sit in the Selection Tests of Nagaland Public Service Commission for a few posh Government Jobs testify the importance of the State. The very identity of us the People, our Land Patta in the Cities and Towns, the University certificates our Children have, the certificate of our Gun License, our Car Number and License, even the Foreign Travel documents our so-called ‘Undergrounds’ have are from the State. EVERYONE, Traitor or selfproclaimed Patriot in Nagaland, directly or indirectly, maintain their Body and Soul together in One Piece because of the State. The creation of Nagaland State with Special Constitutional

Some Naga hold on the view that they have nothing to discuss with India, and that they are not asking India to give them Sovereignty; technically it may be true, yet in real life, a People incarcerated under the Sovereign domination of another has no Sovereignty. To say they have, would be like an Ostrich unable to escape its pursuer buries its head in the Sand and pretend out of danger. Sovereignty in practice is actually the Recognition by other Nations and formally by the UN. India Union may have reasons to fear accommodation with the Naga would land itself into an untenable political position with other Separatist Elements elsewhere in India demanding similar accommodations with them.. That fear is unfounded, INDIA can say: “THE NAGA CASE IS DIFFERENT, IT IS PRE-INDIAN INDEPENDENCE, NOT POST INDEPENDENCE SEPARATISTS”. India and Nagaland have strong Moral imperative to make a Final Political Settlement mutually between them. Thepfulhouvi Solo. awakening the creative force in students, to draw-out, and that which can draw-out, it was not out, it was innate, it was in, it is creative to the outside, it reside in the in, and education is the process of awakening the inner to the outer in students. If at all, department has self-respect it should be conscientious of its duty. It is histrionic on the part of the department as to why it remained mute for 5 years even after it was repeatedly brought to the notice of the department the inability of the Contractor in completing the School construction on time and the poor workmanship in executing the work. This only shows incompetence on the part of the department to enforce accountability, thus defeating the very aim of the Mission. ARSU is perturbed and fulminated as the present situation has put the Students in a quagmire. Department of RMSA should be ignominious and should not go on depredations the welfare of the Students. Why is it that even after the release of 80% of fund, School building construction has not been completed. If the Contractor has abdicated his responsibility in carrying out the work by flaunting the terms of agreement by not adhering to the terms and conditions then the concerned contractor should be penalized by the department. The concerned department should take corrective steps and stop exacerbating and precipitation the abysmal state of education system in far-flung areas. On its part ARSU will take a recourse to all options available democratically and legally if the injustice it has patiently taken for the past 5 years in the hope for justice is not rectified. Sejongmong, President, Amahator Range Students’ Union

The politics of opportunity

hey say it ’s game of numbers-the rule of majority. And yes it is, indeed. And because, it is what it is, it conveys a hidden meaning which says “We want you to lead the way for us”. I’m just a regular citizen in a yard who sticks out to look across the fence to witness the political functioning or contest, not with the majority or neutrality. But sometimes, certain things sweep me up the floor in surprise and leave me overwhelmed. These things make me reevaluate how virtues can become vices over time. And also how good things escape the test of the depraved and the wicked. The recently concluded elections in some states is one of them-that makes me question if any of the political parties know what the

A

Provisions considering the LAND’S historical past and continuing political problem was not illegitimate at worst. Nagaland, with Patriots and Traitors, is neither ILLEGITIMATE nor its Creators TRAITOR. The State was born out of the declared marriage of the Good Will of the Rulers and the Church as the Voice of the people at an impossibly difficult period of the People, forced into Fenced concentration Villages, prevented from Agriculture, without food and means of livelihood, at the hand of the Army and the Police. The NNC, the Naga National Council holds on to the Ceasefire but not the political Part of the Shillong Accord; the GoI abrogated the Ceasefire but holds on to the other part of the Shillong Accord as valid. Whatever Party holds whichever Part of the controversial Shillong Accord, the present State of Nagaland is not the final political Messiah for the Naga, the State is, like John the Baptist is the Forerunner to the One which is to come, to make its Way, the Curved one Straight, the Pot holes filled up, the Drains made and the gradient easy for traffic. Rightly or wrongly, the King of Jammu and Kashmir’s accession of the Kingdom to India was at the right time: the Nagaland Case is different. It is different from the Case of Jammu and Kashmir. Well before the British Colonial Power left India: i. Naga Hills, in 1929, recorded its desire to live a separate life of their own, ii. Reiterated it in 9-Point Agreement 1946,

ou are well aware of the aims and objectives of RMSA, where it states the purpose of RMSA Mission is to provide condition for development of education, economic growth, equality for all, increase enrolment of students from 52% to 75% in five years and above all universal education for all children. But on the contrary Amahator Range Students Union (ARSU) is appalled to learn that the Amahator Government High School construction, which began in the year 2012 is yet to be completed even after 5 years. We assume RMSA department is not undertaking the project to “deconstruct the school education”. It is incredulous to ascertain as to why any effort has not been made on the part of the department to complete the construction of school building within the stipulated time. If the onus of dereliction of workmanship lies on the Contractor then why action has not been initiated. Due to sacrilegious attitude of the department, the career of hundreds of Students from underprivileged and historically disadvantaged classes has been slandered. Welfare of the Students should be sacrosanct, the department cannot remain oblivious to the pernicious conditions of the Students who dream to acquire modern education. The very purpose of the Mission to increase the enrolment of students will be dashed and will just be an “illusion” if funds meant for basic infrastructure for construction of school building goes to private bank account of the Contractor. Who will be held accountable for the egregious violation of student’s basic right to education. The significance of education lies in the power to awaken intelligence in students, and therefore

meaning behind voting is. If the political party gets more votes as compared to the other parties, it is an obvious gesture that the people of the region want that party to lead them. But the rest of the parties concentrate just on the literal meaning of the system being a game of numbers and out manouver the party with majority vote by God knows what means possible, majority of the people, who of course don’t want them to be leaders, will be faced with white turned black situation. Moreover coalition or merger of parties and individuals only after witnessing the result , is seen as nothing but allegiance to opportunism. I wouldn’t mind if, some one and a half centuries ago, Lincoln had said that the government of the determined, by the tacticians, for the

opportunist shall not perish from the earth . But that evening, he gave us the meaning of the most accepted form of government –a government of the people ,by the people, for the people –and it indeed has still not perished from earth. But somewhere along the line, things have changed. The essence of real democracy is fading, whereby, utilitarianism is gradually losing its stance. And I tell you, democracy without utility is not democracy. For what is it if the greatest good is not for the greatest number. A party coming as the single largest signify people’s faith in the governance and its ideology. To vote is a matter of independent choice, under theoretical rationale at least, and so each person before voting make cost-benefit analysis of his decision. Combining many individual

NPSC clarifies

propos of the open letter written by two individuals purportedly NPSC 2016 Prelims candidates viz, Imti Jamir and Sanen of Mokokchung published on 14th March, 2017 and another letter on the same subject written by Amugha and Ato Sumi published both in the Nagaland Post and the Morung Express on 16th March, 2017 . While it is not the policy of the Commission to issue clarification for all matters that has been published in media, the Commission is shocked to see such baseless allegation that only 185 candidates had crossed the cut-off mark, which it feels was made with the intention to malign the good name of the Commission, hence, this clarification again. The general public may be informed that it is always the endeavour of the Commission to conduct each and every examination in a free, fair and merit based method without compromising the integrity of the Commission in any manner whatsoever. While conducting any examination, the Commission follows certain rules and policies that has been framed by the government from time to time. Further, selection of candidates from the preliminary stage of the examination to the next stage is based on certain parameters and guidelines such as reservation for BT, Physically Handicapped (PH), number of posts etc. It may further be noted that as per the Recruitment

Rules, certain percentage of each category of posts advertised is to be reserved for the 10 (ten) notified BT tribes and PH category according to the roster drawn up by the government. Further, the present reservation policy that is being followed is that when a post is reserved for a particular tribe in a recruitment examination, the same will be kept as vacant if there is no eligible candidate in that examination and shall be taken up in the next recruitment examination as backlog vacancy. Therefore, the short listing marks differs from tribe to tribe and even if it is so, the Commission feels that it has done no injustice to any particular tribe or candidate. If any candidate feels that there is any disparity in the short listing marks between the general and BT categories, the same may kindly be taken up with the policy makers and not the implementing agency. Presently, the reservation that is being followed for the Preliminary Examination of 2016 is based on the following; a)37 % is reserved for the 10(ten) notified BT tribes of Nagaland, b) 3% is reserved for PH candidate for some particular posts. Therefore, the total percentage of reservation is 40% and not 37% as alleged. The general public may further be informed that in view of withdrawal of one post by the government after advertisement was issued, the total number of

voters, if the party has highest vote from among its follow competitors, it is because the lot of the voters have a common goal that they believe could be achieved through that government. Now when parties with lesser votes show determination of coming in to power by hook or by crook , somewhere in between, beside giving the majority voters an utter surprise , they compromise their ideologies ,principles and policies while trying to balance with the parties they merge with. This leaves the people with uncertainty if the blend is going to give them what it takes to better the qualities that the party with largest vote had that attracted the people or what it takes to fulfill their common goal. It is not just the parties, but also people who can act on this issue for a

post for which selection was done is for 73 posts out of which 44 posts are for general category and 29 posts reserved for BT/PH category. As such, the number of candidates selected depends on the number of posts available and also if there is any case of equal marks. The number of candidates, ie, 517 nos. who are declared qualified for the next stage of examination is made as per the relevant Recruitment Rules in the ratio of 1:7 where the number of posts is between 51 – 100 and as such, there is no cut-off marks. While freedom of speech and expression is a fundamental right of every citizen in our country, the freedom comes with a corresponding responsibility. The Commission is saddened to see that many so called candidates keep on writing baseless allegations, as is the case in the present context. The Commission once again reiterates that its doors are always open for constructive suggestion, clarification as well as criticism. However, without ascertaining the facts from the Commission, making irresponsible statements and allegations for public consumption are detrimental to the interest of aspiring candidates and certainly is casting aspersions on the Commission. better change. All individuals must concentrate or the most common goal of the community or region where the election is taking place (to look at the bigger picture), then scrutinize the ideologies and manifesto of participating parties, and try to analyse which party would suit best to tackle the situation being faced by the region or achieve their common goal. It is not only then that the party can come out with absolute majority and the people would not have to be faced with surprising episodes –which we witness today. And if one does not vote with a common cause in mind, he should not be upset about what follows. For people who elect corrupt politicians and imposter to power are not victims ,but accomplices. Before voting one should ask oneself ‘what do we, as people of this re-

gion/state, want?’ and not what one wants for oneself. Because only then, as a common cause flashes in your mind, a clear indication will be shown to politicians and the parties about who people want to be led by. When a government of people’s choice comes to power, there is belongingness and hope.” There is nothing more dangerous than to build a society, with a large segment of people in that society, who feel that they have no stake in it, who feel that they have nothing to lose. People who have a stake in their society, protect that society, but when they don’t have it they unconsciously want to destroy it’. Sir,

Naga Club 100th anniversary

Naga Club is 99 years old. The awareness of Nagas as a people and nation, consisting of many tribes inhabiting our own traditional and ancestral homelands in this undivided and unadministered part of the globe, was created by some of our pioneering leaders at Kohima in 1918, forming a common banner for all Nagas and known as the Naga Club. A seed sown for future generations. After the First World War, when many of our people were exposed to the big wide modern world, some leaders who felt a need to make a beginning, conceived of an idea and started a process of movement through an organized common platform in a most democratic and peaceful manner. A bold initiative for all times to come. It was this Naga Club that made a most significant development in the history of Nagas, i.e., the Memorandum to Simon Commission in 1929, long before India, Pakistan and Burma got independence from the British Empire. Relics and souvenirs of Naga Club still stand and remain today in Kohima in the form of the building currently occupied by the NSF, and the original Club house or site now used by the Union Baptist Church as Ozone Café. It is learnt that the Club had a central plot of land in Dimapur, and the Club also functioned at Mokokchung till 1930, when it became defunct after that. What should we do today for this common asset of ours? So occupied with current issues and endless idols that consume all our times and energies, can we afford to overlook and forget our very roots? “Make new friends, but keep the old, One is silver and the other gold…”, so sing our children. Who will take interest to restore and renew our common antiques? Should the Naga Council of Dimapur or APO of Kohima or organisations like NSF, NPMHR, Naga Hoho etc. wake/rise up to initiate some first actions in the wider interest of all Naga tribes (wherever they are today)? What should we do on the eve of this momentous and monumental occasion? Was not Naga Club a phenomenon in the long journey of our Naga Movement? ‘Auld lang syne’, times long past! 100 years! Dr. Dietho-o, ‘South Corner’, AG Road, Kohima

In a written reply in the Lok Sabha, Minister of State for Finance Arjun Ram Meghwal said “it has been decided” to conduct a field trial with plastic banknotes at five locations of the country. “Approval for procurement of plastic substrate and printing of bank notes of Rs 10 denomination on plastic banknote substrates has been conveyed to the RBI,” he said. He said an inter-disciplinary Standing Committee on Cyber Security has been constituted to review the threats inherent in the existing and emerging technology and suggest appropriate policy interventions to strengthen cyber security and resilience.

Jaitley said the cash recall seeks to create a new “normal” wherein the GDP will be bigger, cleaner and real. “This exercise is part of the government’s resolve to eliminate corruption, blackmoney, counterfeit currency and terror funding. “This exercise has resulted in an increase in deposits with banks. This will facilitate reduction of interest rates and provide more headroom to banks to expand their credit base,” the minister said. Following demonetisation, several restrictions were imposed on withdrawal from banks as well as ATMs. The restrictions have been gradually removed.

(From p-1) He said Hindi teachers under centrally sponsored scheme (CSS) come to the end in March 2017, but added that the state government was showing its positive approach to absorb them into state service. Meanwhile, minister for school education, Yitachu, in a separate press statement, assured that the state government would pay the salaries of the CSS Hindi teachers from the state exchequer. Yitachu said that the even as the funds for payment of CSS Hindi teachers’ salaries has not been released by the Centre, the same would be paid from the state exchequer for two months per month starting March 2017. He assured that the payment would continue till all their pending salaries were cleared. The minister, however, expressed hope that MHRD would release the funds for payment of salaries to CSS Hindi teachers by next month. Yitachu said “once the fund is received the entire amount of pending salaries would be cleared, while those paid from the

New Delhi, Mar 17 (PTI): Finance Minister Arun Jaitley today said there is no proposal to withdraw the Rs 2,000 notes that were introduced post demonetisation. The Rs 2,000 banknotes were introduced along with new Rs 500 currency following the withdrawal of old Rs 500 and Rs 1,000 notes from November 9, 2016. “There is no proposal to withdraw the Rs 2,000 denomination banknote,” the minister said in a written reply in the Lok Sabha. Jaitley further said the Rs 500 and Rs 1,000 notes returned to currency chests of the RBI amounted to Rs 12.44 lakh crore (as on December 10, 2016). It has also revealed the cheap politics of corruption and nepotism and greedy clamour for power indulged by TR Zeliang. Further, NTAC stated that whether the issue was of a claimed leakage of document, it was of immense public interest or “coincidental detection of dishonest big business dealings”. And since the “cat is out of the bag”, they wanted the matter “to be treated as opportune and precise privilege to be given utmost seriousness for the general welfare of the public of Nagaland and not allowed to turn oblivious”. NTAC also reminded the Governor that as a Constitutional head of the State he should ensure stringent action upon the lapses to avoid embarrassment brought entirely to the whole state even if “it fails to irk the sentiment of the very person occupying the chair of the state’s Chief Minister as to react appropriately”.

Tillerson on North Korea: Military action is ‘an option’

SEOUL, MAR 17 (AFP): Military action by the United States against nucleararmed North Korea is an “option on the table” if the threat from the rogue regime escalates, Washington’s top diplomat Rex Tillerson said today. The strong comments from the secretary of state, in Asia for his first foray into crisis management, appear to signal a sea change in American policy towards the isolated country. Tillerson’s tour comes after a missile launch last week that Pyongyang described as a drill for an attack on US bases in Japan. The US has 28,000 troops stationed in South Korea to defend it from the North, but the capital Seoul is within range of Pyongyang’s artillery and analysts believe any conflict could risk rapid escalation and

Rex Tillerson

heavy casualties. Even so, Tillerson said the United States’ “strategic patience” had ended -the stance of the previous administration under Barack Obama. Under that policy, the US ruled out engaging the North until it made a tangible commitment to denuclearisation, hoping that internal stresses in the iso-

lated country would bring about change. “We are exploring a new range of diplomatic, security, economic measures. All options are on the table,” Tillerson told reporters at a joint press conference with his South Korean counterpart Yun Byung-Se. “Certainly we do not want to, for things to get to military conflict,” he said. “If they elevate the threat of their weapons programme to a level that we believe require action, then, that option’s on the table.” North Korea has a long-standing ambition to become a nuclear power, saying it needs to be able to defend itself, and conducted its first underground atomic test in 2006, in the teeth of global opposition. Four more test blasts have followed, two of them last year.

Japan launches satellite to monitor North Korea TOKYO, MAR 17 (IANS): Japan successfully launched a satellite on Friday, to track land and maritime movements in North Korea and conduct surveys on the weapons program of the rogue state, a media report said. The H-2A rocket was launched at 10.20 a.m. local time from the Tanegashima base in the southeast of Japan, Efe news reported. The mission is a cooperation between the Japan Aerospace Exploration Agency (JAXA) and aerospace manufacturer Mitsubishi Heavy Industries,

which has been involved in the field since it was privatised in 2007. The launch, initially scheduled for March 15, was delayed due to poor weather conditions at the base. These types of satellites are designed to capture images from several hundred kilometres above the earth and are used to monitor the areas where North Korea conducts its ballistic missile tests. The North Korean regime led by Kim Jong-un carried out a series of missile tests and two nuclear explosions in 2016.

(L-R) Lords of Rock, performing during their open air concert at The Garden, Supermarket, Dimapur, Friday night. A section of the charged up crowd grooving to the songs performed by LOR. utes each felt like a fleeting moment. From a few hundred in the beginning of the concert to an overwhelming endless line of rockers numbering more than a thousand towards the end, the concert gave a glimpse of the energy that was suppressed within the citizens of the city with very little place to vent it out. The best part of the concert was the rain taking the role of the opening act and testing the tenacity of the concert goers. The latter eventually did win in the standoff. The show was a gentle reminder of times when people of all the ages merge into a single unit, breathing the same air, grooving to the same beat and having unadulterated fun topped with songs from an era marked with talent, dedication and oneness. It sure was night in a thousand nights. LOR is made up of Clement Imsong as the frontman, Imkumer Jamir and Toshimoa Jamir on the guitars, Akihito Zhimomi as the bassist and Alemtemsu Ozukum (Aneila Seyie Keretsü)

he Friday night open air concert at the Garden by one of the newest bands in town, Lords of Rock (LOR) was somewhat a dream come true for many rock fans. As promised, the band gave a performance worth remembering as they belted out one after the other, all the songs that are included in any rock fan’s playlist. Combining a range of songs as diverse as Wanted Dead or Alive by Bon Jovi to Crazy Train by Ozzy Osbourne, LOR ensured every bit of a rock concert to its truest meaning. Some crazy fans were seen dancing all through the concert, drenched in the rain and their sweat, they showed no sign of cooling down even after the concert ended. The song selection seemed more than just pleasant to the gathered crowd as they screamed and waved the moment intros to the songs landed in their ears. The band held the chain of performance of the concert so well that fourteen classic rock songs with an average of 5 min-

Vesnina beat Venus at Indian Wells Real Madrid to play Bayern in CL quarterfinals

INDIAN WELLS, Mar 17 (Agencies): Elena Vesnina denied Venus Williams another great escape, beating the seventime Grand Slam champion 6-2, 4-6, 6-3 Thursday to reach the semi-finals at Indian Wells. As Williams shook off a lethargic start and began to apply some pressure, Vesnina kept her poise, finishing off the contest

on her fourth match point after fending off six break points in the final game. She’ll play Kristina Mladenovic for a place in the final after the French player’s 3-6, 7-6 (7/4), 6-2 victory over former world number one Caroline Wozniacki. After the match Williams acknowledged some physical “issues” that had troubled her throughout

errors from Williams got it to deuce, but she would have three more break chances before an ecstatic Vesnina sealed it with a forehand winner. Vesnina reached the semi-finals of an elite Premier Mandatory level tournament for the first time, as did the in-form Mladenovic - whose season so far has included a first career title in St. Petersburg and a runner-up finish in Acapulco this month. It took Mladenovic some time to find her way into the match against 2011 Indian Wells champion Wozniacki. She was unable to conver t nine break points in the opening set as Wozniacki powered to a 5-1 lead, finally breaking the Dane for 5-2. Although Wozniacki duly pocketed the first set, Mladenovic had found her range and it was a see-saw battle featuring six breaks of serve as they played to the second-set tiebreaker.

the tournament, although she declined to elaborate. Whatever her troubles, when Williams leveled the match at a set apiece, Vesnina couldn’t help recalling that the American had saved three match points in her secondround victory over Jelena Jankovic. Williams, who ended a 15-year boycott of the event last year but lost her opening match, was in pursuit of a first Indian Wells title. The 36-year-old star did indeed save three match points against her own serve in the eighth game of the third set -- a game that went to deuce six times before Williams held with a blistering forehand winner. She appeared poised to pull back a service break when she raced to a 0-40 lead on Vesnina’s serve in the next game, but Vesnina dug in. A lucky net cord bounce and two backhand

India 120/1 in reply to Australia’s 451

Two Indian not out batsman M Vijay and C Pujara greets each other at the end of 2nd days plays of 3rd Test Match against Australia in Ranchi on Friday. (PTI)

Ranchi, Mar 17 (PTI): The Indian batsmen showed positive intent in their reply to Australia’s commanding score of 451 by reaching 120 for 1 on the second day of the third cricket Test here. K L Rahul (67) scored his fourth half-century of the series and together with Murali Vijay (42 batting), conjured up a stand of 91 -their best of the series -- on a JSCA track that remained good for batting. India still need 132 runs to avoid the followon but with Virat Kohli’s fitness a concern, the onus will be on other batsmen to

help India post a substantial total. By far India’s best batsman in the current series, this was Rahul’s fifth half-century in Test cricket. But just when he was looking good for a big score, Rahul frittered away the advantage edging one to Matthew Wade off comeback man Pat Cummins’ delivery. He faced 102 balls hitting nine boundaries while Vijay also looked compact at the other end remaining unbeaten on 42 in his 50th Test appearance. Cheteshwar Pujara was at the other end, batting on 10,

when stumps were drawn for the day. Vijay hit six boundaries i n 1 0 2 b a l l s s h ow i n g enormous patience as he left anything that was remotely pitched outside the offstump. After a couple of difficult pitches, it was one of the easier tracks to bat on. After negotiating the initial spell of Cummins and Josh Hazlewood safely, Rahul opened up by hitting shots on all sides of the square. Rahul treated all the bowlers with equal disdain. Cummins was hit for three boundaries, so was Steve O’Keefe while Hazlewood

Radiant CC bowlers Mangkham and Tusenfa claimed 3 and 2 wickets respectively. Imli of Radiant CC was adjudged the man of the match for scoring 50 runs. Visiting team from Meghalaya, Shillong M ave r i c k s b e a t h o m e team The Juggernats by 5 wickets in the second match.

Juggernats winning the toss, elected to bat and set a target of 103 runs with Harilong scoring 37 runs. Shillong Mavericks bowler Lakhan claimed 4 wickets while Raja took 3 wickets. Chasing the target was comfortable for the visiting team as they achieved it in 17.2 overs losing 5 wickets. Andrew and Debashish contributed 18 and 15 runs respectively. Lakhan was awarded the man of the match. In the last match of the day, Whiskers Crickets Club Dimapur defeated Spinx CC by 9 wickets. Batting first, Sphinx set a target of 107 runs on the board. was dispatched to the ropes on two occasions. Earlier, Steve Smith posted the highest individual score by an Australian captain in India, smashing 178 off 361 balls with 17 boundaries to his credit. Glenn Maxwell (104) also completed a welldeser ved maiden Test hundred. He had nine boundaries and two sixes in his 185-ball knock. The Smith-Maxwell duo put on 191 runs for the fifth wicket, laying the foundation for the big Australian total. Australia’s last five wickets fell for a mere 56 runs which prevented Smith from completing his double hundred. For India, Ravindra Jadeja (5/124) bowled with a lot of heart sending down as many as 49.3 overs. Equally praiseworthy w a s U m e s h Ya d av ’ s performance (3/108 in 31 overs), who bowled with pace and got the old ball to reverse on a consistent basis. Ravichandran Ashwin had a bad day in office as he got 1/114 in 34 overs. More noticeably, not for once did he look menacing on a track that did not offer much help unlike the first two Test matches. Brief score: India 120/1 (KL Rahul 67, Murali Vijay 42*; Pat Cummins 1/22) in reply to Australia 451 all out (Smith 178*, Maxwell 104, Jadeja 5/124)

Man Utd through to Europa quarter

Rojo had United’s first effort on target, but his bullet header was saved initially by Rostov goalkeeper Nikita Medvedev.

L o n d o n, M a r 1 7 (Agencies): Juan Mata’s second-half goal gave Man Utd a 1-0 victory over Rostov and a 2-1 win on aggregate to send them through to the Europa League quarter final. Zlatan Ibrahimovic hit the post twice in the first half as United struggled to get past the Russians at Old Trafford, but they went ahead on the night and in the tie through Mata in the 70th minute, the Spaniard finishing at the far post from the Swede’s flick. Rostov did provide a few scares for United, with Sardar Azmoun and Aleksandr Bukharov testing Sergio Romero either side of the goal, before the goalkeeper pulled off a fine stop from Christian Noboa’s free-kick in the fifth minute of stoppage time. The only major downside was a potential hamstring injury for Paul Pogba, who limped off minutes into the second half.

United are looking for their first-ever success in the competition, and will find out their last eight opponents in the draw at 12pm GMT on Friday, which you can follow on SkySports.com and SSNHQ. Jose Mourinho made five changes from the 1-0 defeat at Chelsea on Monday, with Ibrahimovic, Eric Bailly, Daley Blind, Romero and Juan Mata coming in. United dominated the first half but failed to make the breakthrough, going close on several occasions while registering 78 per cent possession. Ibrahimovic hit the woodwork from a yard out at an acute angle after Marcos Rojo’s header from Blind’s cross had been saved. Medvedev was at the centre of attention moments later as his shove on Henrikh Mkhitaryan in the area wasn’t penalised, while the Armenian forward flashed an effort wide of the goal minutes later after a fine

attacking move involving Antonio Valencia and Ibrahimovic. Ibrahimovic hit the post again with 10 minutes of the half remaining, cutting onto his right foot and slamming against the woodwork from 10 yards, and Medvedev continued his eventful half by keeping out Pogba’s fierce effort in stoppage time. Pogba’s night ended on a disappointing note early in the second half, going off with a suspected hamstring injury. United finally got their lead with 20 minutes remaining through M a t a , w h o c o nve r t e d simply at the far post after Mkhitaryan’s low cross had been flicked between the legs by Ibrahimovic. Bukharov was next to test Romero, forcing the Argentine to save well down low to his right, and with the last touch of the game United’s stopper produced a world-class stop from Noboa’s long-range freekick.

Fukushima stadium to be used for Olympics

T o k yo, M a r 1 7 (IANS): Representatives from the organisers of the 2020 Tokyo Olympics and Paralympics said here on Friday that the Fukushima Azuma Baseball Stadium in Fukushima Prefecture wo u l d b e u s e d a s a n a d d i t i o n a l ve nu e f o r baseball and softball events during the 2020 Games. In an effort to support areas in Japan hardest-hit by the quake, tsunami and nuclear disaster in March 2011, the International Olympic Committee (IOC) approved the use of the 30,000-seater Azuma Stadium in Fukushima City, the organisers said, r e p o r t s X i n h u a n ew s agency. The announcement came after the IOC agreed to the proposal earlier Friday in Pyeongchang, South Korea. The 31-year-old Azuma Stadium in Japan’s northeast,

which will now have to be renovated, won unanimous approval by the committee ahead of two other stadiums in Fukushima, including the Kaiseizan Stadium in Koriyama and the Iwaki Green Stadium.

The stadium will likely be used for Japan’s opening games, officials said here. They added that it is hoped that the location of the events will ensure that the plight of the people of Fukushima remains in the international spotlight, as well as give hope to and encourage the people who live in the disaster-hit prefecture. According to gover nment statistics, around 150,000 people were displaced as a result of the multiple meltdowns which took place at the Daiichi plant following an earthquake-triggered tsunami on March 11, 2011. The disaster at the plant operated by the Tokyo Electric Power Company Holdings Inc. (TEPCO), remains the world’s worst nuclear crisis since the 1986 Chernobyl accident.
