Rio highlights NE rail network
URGES CENTRE TO TAKE UP DIMAPUR-TIZIT RLY LINE URGENTLY D imap u r , M ar 1 6 (NPN): Lok Sabha MP of Nagaland, Neiphiu Rio highlighted the condition of railway services in Nagaland in particular and the north east in general in his speech during discussion on demands for grants of the ministry of railways, Wednesday. Rio described the enhancement of allocation to the north east at Rs.69,029.89 crore as encouraging but lamented that the pace of work of the 88kilometer Dimapur-Kohima railway project was slow as it was learnt that only 26 kilometers could be completed in two years’ time. Rio wanted an immediate survey done so as to avoid time overrun and const escalation. He also emphasised on making Dimapur railway station, the second highest revenue earning station in the entire north east , that caters to upper Assam, army and para-military forces and Manipur, be made into a “smart station and provide all the facilities and amenities for passengers and also
Union Cabinet reshuffle likely after April 12 NEW DELHI, Mar 16 ( Ag en c ie s ) : P r i m e Minister Narendra Modi is expected to undertake a Cabinet reshuffle soon and it could happen after the Parliament session gets over on April 12, sources said on Wednesday. A reshuffle has been on the cards for a while to fill up critical vacancies as well as induct some fresh faces. Finance minister Arun Jaitley has been given additional charge of the defence portfolio after Manohar Parrikar moved to Goa as CM. Both finance and defence are considered ministries with “heavy workload”. It is likely that a new defence minister may be inducted. In fact, soon after BJP’s emphatic win in the 2014 general elections, Jaitley was given additional charge of defence but the arrangement was found unworkable and Parrikar then Goa CM, was inducted. Besides, a finance minister holding additional charge of defence may find himself in a tricky situation where he will have to decide on financial demands that he will himself be raising as defence minister.

for loading and unloading in the station.” Rio also made a strong plea for taking up the Dimapur-Tizit railway line urgently and on top priority. He said the line runs through the foothills, which are fertile and rich in minerals and having huge oil and coal deposits. He also reminded that the 257 Km-stretch Dimapur to Tizit line touches five districts such as Dimapur, Wokha, Mokokchung, Longleng and Mon and which was approved by the Railway Board in 2013-14 under item 21 and also entered in the Pink Book of the Railway. Rio also expressed satisfaction over tenders floated for the development and line alignment from Dimapur to
Tizit with a token budget of Rs.1 crore and subsequent Rs.3.85 crore for two years. He said the project was expected to be completed in 720 days and when completed, would elevate the state’s economy and provide development benefit to the people. He focussed on the Tuli to Tuli town BG line covering only 9 to 10 kilometers and questioned why it was shelved when Nagaland has only 12 kilometers of railway network. He urged upon the railway ministry to take up the matter urgently. Rio also urged that the Amguri, Naginimora, Furkating and Baghty Valley work should also be taken up on priority since it passed through Nagaland and which could enhance and develop the economy. He also reminded that as part of Look East and Act East Policy, the originally proposed and planned Trans Asian Rail Network should not be abandoned. He said the actual plan route was from Dimapur-Kohima, Senapati-Imphal and Moreh to South East Asia that
run parallel to the National Highway. Rio said the proposed plan was abandoned and work for the railway started from Dimapur to Zubza without reaching Kohima. The MP suggested that the original plan should not be ignored though he was not against the present work. However, Rio said the ongoing work from Jiribam to Tupul and then to Imphal was going on a rapid pace but has no habitation and was unfavourable terrain. Rio said that the Trans Asian Rail Network was intended to move forward implement the Look East and Act East Policy to penetrate the North East so that people enjoyed the benefit. Rio however reiterated that there was no objection to the Jiribam-Tupul-Imphal road but that the original plan should not be abandoned but taken up as top priority. He expressed the hope that the increase in the budget allocation for NE would help expand the railway network to cover difficult areas including Nagaland.

KO H I M A , M A R 1 6 (NPN): Over a thousand aggrieved Hindi teachers staged a sit-in protest outisde the Nagaland Civil Secretariat complex on the second day of the phase-III agitation Thursday, against the state government for non-release of nine months’ salary. Hindi teachers under the aegis of All Nagaland Hindi Teachers’ Union (ANHTU), including nursing mothers have affirmed to carry out the protest at the same venue even on Friday. ANHTU president, Rometo Sema, said the agitating teachers were in-
formed through the PS to the school education minister that an emergency cabinet meeting has been convened on Friday at 10am to discuss the issue. ANHTU president, however, reiterated that the teachers would not accept a few months salary. A government representative, reportedly deputed by chief secretary, met the agitating teachers Thursday afternoon and offered two months again and assured to pay the rest (8 months) next month. However, the teachers have reportedly declined the offer, saying that until they were given written assurance, they would not compromise their agitation
with verbal assurance. To this, the government representative said he could not give any written assurance. Meanwhile, ANHTU has also reportedly written a letter addressed to the principal secretary school education intimating its decision to continue the agitation at Nagaland civil secretariat. The union cautioned that the state government would be held responsible if anything happened to the teachers during the course of agitation. On Wednesday, the Hindi teachers picketed the directorate of school education against the failure of the state government to fulfil their demands.

CHANDIGARH/ LUCKNOW, MAR 16 (IANS): Captain Amarinder Singh took oath as the chief minister of Punjab today at the Raj Bhawan in Chandigarh paving way for the return of the Congress to power in the state after a gap of ten years. In the recently-held Assembly elections, the Congress was victorious in 77 seats, successfully thwarting the challenge of the Aam Aadmi Party (AAP) and decimating the incumbent Shiromani Akali Dal-Bharatiya Janata Party (SAD-BJP) alliance. Attended by former prime minister Manmohan
was speculated to get the deputy chief minister’s post, but it did not eventually happen. Sidhu, after being administered oath by Punjab Governor, touched Singh’s feet as a mark of respect.

BJP still looking for CM faces in UP, Uttarakhand
The BJP remains indecisive over its chief ministerial candidates in Uttar Pradesh and Uttarakhand even as Goa Chief Minister Manohar Parikkar won a trust vote. Though the BJP converted this round of Assembly polls into a 4:1 battle, winning decisive mandates in Uttar Pradesh and Uttarakhand and manipulating smaller parties to form governments in Goa and Manipur, the saffron party is struggling to finalise its chief ministerial nominees in UP and Uttarakhand. BJP Chief Amit Shah was to pick the UP chief ministerial candidate on March 16 but the party had to postpone a meeting of its newly elected lawmakers to March 18. In UP, where the BJP won 312 of the 403, the party is taking time to finalise the chief ministerial nominee. The central leadership of the BJP is learnt to be toying with the names of Union Home Minister
Rajnath Singh and Minister of State for Telecom Manoj Sinha. Names of two more union ministers, Smriti Irani and Kalraj Mishra, Lucknow Mayor Dinesh Sharma, national BJP Spokesperson Shrikant Sharma and Gorakhpur MP Yogi Adityanath have been doing the rounds for the state’s top post. Rajnath Singh, on more than two occasions, has refused being in the race and has termed such talks as “crap”. In Uttarakhand, where the BJP won 55 of the 70 seats, the party has planned a swearing-in ceremony on March 18 but there is no clarity on who would be the CM. The names of Prakash Pant, TS Rawat and former Congress leader Satpal Maharaj are doing the rounds as CM probables. Besides, former chief ministers BC Khanduri, Bhagat Singh Koshiyari, Ramesh Pokhriyal Nishank and Congress import Vijay Bahuguna too are in the queue.

BJP during its election rally, promised to bring an end on the economic blockade and to make Manipur a blockade and bandh free state. elections to State Legislative Assemblies and three general elections to Lok Sabha (2004, 2009 & 2014). In 2009, in a case before Delhi High Court, all earlier allegations about EVM temperabilities were raised. However, he said the Delhi High Court satisfied with detailed reply of ECI why EVM cannot be rigged and about ECI efforts on developing VVPAT decided and disposed of the case in 2012 that VVPAT may be developed early in consulta-
tion with political parties. Malhotra further explained that the EC had put in place an elaborate technical and administrative system of safeguards to ensure error-free functioning of EVMs in elections. In this regard, he said the Commission was “fully satisfied with the tamper proof functioning of the ECI-EVMs.” “Such allegations and suspicions have not been raised for the first time. Even on earlier occasions, the Commission has offered op-
portunities more than once to those alleging the tamperability of EVM, no one has been able to demonstrate to the Commission that the EVM with ECI and used in the country’s election process, can be manipulated or tampered with,” he added. Malhotra also pointed out that EC “did not receive specific complaints or concrete material from political parties/candidates about alleged tempering of EVMs during recently held election process.”
In reply to a supplementary, Dr Jitendra Singh said, both the pace of the various projects as well as the percentage expenditure of the allocated funds had shown significant rise during the last three years. He also pointed out how the process of submission of approval of DPRs were expedited using the help of modern technology and portals. Similarly, he said, the services of Space Centre in Shillong were being solicited for appropriate and accurate preparation of Utilization Certificates without wasting time. As a result, he said in April 2016 the amount of around Rs. 1158 crore was pending on account of delayed Utilization Certificates. However, as on February 2017, the same pending amount got reduced to Rs. 206.5 crore, he added. Cong claim that BJP using money power absurd: Naidu
2 cr in scrapped notes seized MUMBAI, MAR 16 (PTI): At least Rs 2 crore in demonetised currency notes were seized from a car in Mumbai following which four persons have been arrested, police said. Acting on a tip-off, police intercepted the car at Kherwadi in suburban Bandra last night and seized the defunct notes, Deputy Commissioner of Police, Zone-8, Virendra Mishra said. The scrapped notes were in the denominations of Rs 500 and Rs 1,000, he said. The four persons, all employees of a private finance company in suburban Andheri, were arrested following the seizure, the DCP said.
Venkaiah Naidu Broadcasting Minister stated the BJP formed governments in the two states after the Congress failed to stake such claim. “And when the BJP has mobilised the support, other parties have started questioning... this is not acceptable in a democracy, it will be a mockery of democracy,” he retorted. The senior BJP leader also pointed out that even the Supreme Court did not entertain the Congress plea
of stopping Manohar Parrikar from being sworn-in as Goa Chief Minister. He hoped the Congress adopts approach of a constructive opposition party Parliament and public discourse. The Congress emerged single largest party in assembly polls held in Manipur and Goa, winning 28 and 17 seats respectively. T h e B J P e m e r ge d second largest party there winning 21 and 13 seats in Manipur and Goa, respectively. The Congress could not muster support in Goa, where Parrikar government sailed through trust vote on floor of the 40-member House with support of 22 legislators today. In Manipur too, the BJP formed its first-ever government under the leadership of N Biren Singh, who was sworn-in Wednesday.
NEW DELHI MAR 16 (AGENCIES): The Delhi High Court on Thursday held that the Centre’s decision to ban Zakir Naik’s Islamic Research Foundation (IRF) was taken to safeguard national security as it dismissed its plea challenging the ban. Holding that Naik’s foundation’s plea challenging the Centre’s decision has “no merit”, the court said the order of the government was “not arbitrary and illegal”. “The decision by the Union of India was taken in the interest to safeguard the sovereignty, integrity and national security of India,” Justice Sanjeev Sachdeva said. The court also agreed with the government contention that the order was made after “application of mind” as there was apprehension that youths could be “radicalised” to join terror groups. It said that the government has produced material before it to back its decision to
immediately impose the ban on the organisation. The government had told the court, which had reserved the verdict on February 1 on IRF’s plea against the order to immediately ban the organisation, that it has enough material in its possession to take action against the foundation. The Centre had also produced before the court the files and materials available with the government on the basis of which the decision was made. IRF, in its plea, had challenged the November 17, 2016, notification of the Ministry of Home Affairs (MHA) which had imposed an immediate ban on the organisation under the Unlawful Activities Prevention Act (UAPA). Upholding the Centre’s notification, Justice Sachdeva said the government has given reasons for their step and it is wrong to say that no detail reasons were communicated to them before banning.
(PTI): The Eastern Peripheral Expressway (EPE) project to decongest Delhi will be completed in March 2018, Parliament was informed today. The project on completion will become Indias first 135 km green road to be lit entirely by solar panels with advanced traffic system. “The scheduled date of completion of EPE is March 2018 and the awarded cost of civil works is Rs 4,418 crore,” Minister of State for Road Transport and Highways Pon Radhakrishnan told the Lok Sabha in a written reply. The project, which commenced in May last year, will consume a million tonnes of flyash from NTPCs various thermal plants to utilise waste and minimise pollution. “Construction of the EPE...would facilitate hassle free movement of non-Delhi bound traffic from the neighbouring states hence contributing to reduction in pollution and decongestion in Delhi,” Radhakrishnan said.
JAIPUR, MAR 16 (AGENCIES): National Investigation Agency (NIA) special court in Jaipur on Thursday postponed till March 18 the pronouncement on quantum of sentence to be awarded to the two convicts in the 2007 Ajmer dargah blast case. The convicts got a reprieve for two days following an objection raised by their counsel. On March 8, the special court convicted Bhavesh Patel, Devendra Gupta and Sunil Joshi and fixed March 16 for the sentencing. The sentence is to be handed down to Bhavesh and Devendra, as Sunil Joshi, a former RSS
pracharak, was murdered in December 2007. The defence counsel contended that the court had convicted Bhavesh for planting two bombs inside the 13th century dargah of Sufi mystic Khwaja Moinuddin Chishti, while Devendra, a native of Ajmer, was charged and convicted for taking part in hatching the conspiracy for bombing by arranging mobile SIM cards. On this ground, the counsel raised objection to the conviction of both of them under the Indian Penal Code’s provisions for criminal conspiracy and under Section 16 of the Unlawful Activities Prevention Act, 1967,
which prescribes death or life imprisonment as punishment for a terrorist act. The counsel contended that Devendra could not be convicted under Section 16 of UAPA, as he had not actually planted the bombs. The court adjourned the hearing till March 18, while giving time to the counsel to produce judgments of the Supreme Court and High Courts on this aspect. Devendra, who worked for RSS in
Jharkhand and Madhya Pradesh, was the first person arrested by the sleuths of the Rajasthan AntiTerrorism Squad (ATS) in 2010. He was accused of obtaining several SIM cards on forged names and identity cards. Two SIM cards were found in the unattended bag left by Bhavesh. Bhavesh, a resident of Bharuch district in Gujarat, travelled to Ajmer and kept a tiffin carrier containing the bomb just outside the tomb of the
Sufi saint, where the devotees were breaking their Ramzan fast. He kept another bag containing a bomb elsewhere on the dargah premises, but it did not explode and was recovered by some policemen. W h i l e c o nv i c t i n g three persons, the court had acquitted self-styled monk and former RSS activist Swami Aseemanand and six others in the case with the observation that there was insufficient evidence against them.

NEW DELHI, MAR 16 (PTI): Union Minister Venkaiah Naidu today trashed the Congress allegations that the BJP used money power to form governments in Goa and Manipur, terming those as “absurd”. Naidu hit back at the Congress for questioning the BJP over forming governments in the two states despite not emerging single largest party there. He stressed that the saffron party came to power “as per precedents” set in the past. “Now after this massive victory (of the BJP) in Uttar Pradesh, Uttarakhand and even in Manipur, the Congress is yet to learn lessons and is making absurd allegations. “It could not find support to stake claim in Goa, Manipur,” Naidu told reporters on Parliament premises. Plight of unpaid employees
I
t is a matter of deep concern that teachers employed to teach Hindi subject in Nagaland have not been paid their salaries for the past nine months despite several representations to the government. The very fact that these teachers have not been paid their salaries speaks very poorly about the way in which the entire system is being managed. How can any government worth its salt take this issue of non-payment of salaries so casually as to let nine months pass by? Don’t these teachers, even if they may not be the best of teachers, deserve to be treated at par with other government servants? They have been compelled to agitate and so far, the state government has yet to announce anything as response to the just demands. The inability to pay salaries may have many factors but ultimately, when these teachers have been given official appointment, then it becomes an obligation which should be fulfilled. The problem with Nagaland is that a major chunk of the budget, at approximately around 70% goes to salaries and other expenditures of the government. That leaves very little for other projects or programmes meant for the public. However, the public for all the inadequate infrastructure etc does not seem to mind. This is because the government employs at least around 1,20,000. Therefore at least one in three households is employed in the government and therefore, it makes no sense to talk of public when a huge chunk are government servants. On the other hand, budgets are not supposed to be like that and neither the explanation that budget money is supposed to be distributed among the people. Besides creation of assets, government investment has to sustain economic growth. Unless a strong economic foundation built on spurring growth of industries, trade and commerce etc is laid, there can hardly be any avenue for jobs and which again leave only the government and some private firms as the options and bringing the issue back to square one. Nagaland’s main potential for economic activity-agriculture and allied activities-suffers from a realistic diagnosis and practical approach on how to streamline the policy in providing the needed dose for more productivity. Except in the foothill areas, there appears to be inadequate farm laborers in other regions of the state. In this sector, food processing and allied activities could make much difference if the rural areas are given focus. The state government is also totally dependent on the central government for sustenance and the umbilical cord between the people and state government and the latter with the central government will continue for many more years. However, the budget deficits and growing strains caused due to repayment and interests on loans is also going to add more problems in having money as share for matching the grant given by the Centre. The state also has to take a very serious view of the fact that successive governments have dealt with budgeting as an annual exercise without reflecting the need to cut on unnecessary expenditures, of which there are far too many. So man months have passed and the state appears to have no money that is needed for salaries and that is a tragedy.
DailyDevotion The Master Will Judge We must all appear before the judgment seat of Christ… —2 Corinthians 5:10 Paul says that we must all, preachers and other people alike, “appear before the judgment seat of Christ.” But if you will learn here and now to live under the scrutiny of Christ’s pure light, your final judgment will bring you only delight in seeing the work God has done in you. Live constantly reminding yourself of the judgment seat of Christ, and walk in the knowledge of the holiness He has given you. Tolerating a wrong attitude toward another person causes you to follow the spirit of the devil, no matter how saintly you are. One carnal judgment of another person only serves the purposes of hell in you. Bring it immediately into the light and confess, “Oh, Lord, I have been guilty there.” If you don’t, your heart will become hardened through and through. One of the penalties of sin is our acceptance of it. It is not only God who punishes for sin, but sin establishes itself in the sinner and takes its toll. No struggling or praying will enable you to stop doing certain things, and the penalty of sin is that you gradually get used to it, until you finally come to the place where you no longer even realize that it is sin. No power, except the power that comes from being filled with the Holy Spirit, can change or prevent the inherent consequences of sin. “If we walk in the light as He is in the light…” (1 John 1:7). For many of us, walking in the light means walking according to the standard we have set up for another person. The deadliest attitude of the Pharisees that we exhibit today is not hypocrisy but that which comes from unconsciously living a lie.

Post-mortem
Corruption eating into Naga’s misconception about politics the vitals of our society I C orruption in a civilized society is a disease like cancer, which, if not detected on time, is sure to malign the polity of our country leading to disastrous consequences. Today uncontrolled corruption has spread like contagious disease in Nagaland and infected every public offices and public servants from top to bottom. We know that most political leaders are not really qualified to carry on the administration though they might represent the will of the people. Neither are they competent to determine the state policy either in proactive or reactive manner. This task of administration and determination of policies is left to the civil servants because the system of electing our leader is corrupt and not fair. The recent exposure of corruption in Food and Civil supplies, fuel adulteration, illegal backdoor appointment at various department by ACAUT where it siphoned cores of r upees through wheat, rice and SK Oil which was meant for public distribution indicates that the elite are leading a luxurious life at the cost of the downtrodden. Rampant illegal backdoor appointments by the political leaders and govt. officials to remain in power is depriving thousands of eligible and qualified citizens of their right to livelihood guaranteed by the constitution of India. This unfair and imbalance appointment is leading to unproductivity, incompetence and inefficiency in workmanship, thus, deteriorating our economy. Moreover, hundreds of Govt. Dept. are spending cores of rupees for their salary, the development, production and revenue of the state remain stagnant. In addition, thousands of govt employees who are appointed against nonexisting post is draining our economy like leaches sucking
all the crores of rupees every month, while the deserving employees like teachers are water cannoned because they demand their legitimate salary. The genuine grievances of SSA, RMSA and Hindi teachers remain unaddressed even after repeated appeals and agitations. Political instability in Nagaland is evident in the breaking and making of opportunistic alliances among political parties. Politics in Nagaland is often taken as synonymous to corruption, incompetence, political blackmailing, mass defection, and naked lust for power among politicians. Further it generates political corruption in the form of horse trading, bribes of money and ministerial seats as price of support in Lok Sabha seat etc. Party tickets, ministerial berths and public post were always distributed as a reward for loyalty to the leaders or the party and rarely for merit and ability of the person concerned. Corruption of this type develops out of greed of individuals and political immaturity of leaders. Nowadays crimes have started to breed at the top, filtering down to the lower level, eating into the vitals of our society. A Public servant is devoid of honesty and integrity nowadays. At present hardly few organizational bodies, intellectual or professional is free from the degradation of criminal practices. Greed rules the roost and almost all the people of consequence worship Mamom as their God. Greed has neither sentiments nor humanitarian consideration. Nagaland being the Christian dominated state has completely lost moral and ethical values. We act like a Christian only on Sundays and become the monster the rest of the other six days in a week. Blame game needs to be stopped at once for the
sake of the future generation. Most of our action is encouraging corruption in one way or the other, the fault line begins from us especially during election, we need to work hard and depend less on our elected leaders for huge financial assistance and Govt. job only then the moral and ethical values can be restored. Gone are the days of people who joined politics like Gandhi, Nehru, Chandra Bose, Dr, Ambedkar who were imbued with the spirit of serving the nation. Let’s draw the inspiration from these noble leaders and inculcate the spirit of honesty, integrity, fearlessness, and courage to fight against corruption. Let’s form a strong public opinion through platform like Naga Hoho where even the opposition less govt cannot ignore the interest of the general public and pressure the govt to adopt welfare legislation. It is not easy to root out such a well entrenched moral and social evil, only a strongly motivated, honest leadership and pressure from the agitating public can put an end to corruption. What is needed is a sustained methodical weeding out of corruption and criminals and reforming of the administration. The system needs a complete overhaul, a reinterpretation and enactment of anti-corruption Act (Lokayuta) against corrupt, unscrupulous politicians and carry out corruption free economic policies that eventually ensure thousands of poor people a reasonable standard of living. It’s a challenge for the youth to change the system of electing our leader in a fair and reasonable manner and to accomplish this task in the upcoming general election. Kashiho Sheqi, High School Colony, Kohima
Unemployment greatest threat for this generation
T
here are many threats to Naga society out of which unemployment is perhaps the greatest threat for this generation. Every year many youths graduate from different institutions, but the job opportunities are not proportionate with the number of the graduates leaving many youths unemployed. It affects their financial status, their hope and aspirations. It also loses their self-esteem because an individual’s job defines who he or she is in the society. Some become frustrated and embarrassed which even affects their mental health. It leads to depression, racking everything attached to the individual’s life, even to the extent of suicidal tendency. Looking at the scenario of Nagaland, 11765 candidates for 74 NPSC Post will take 159 years for all the Candidates to get Job at 74 posts per year. Now every year about 10 thousand new graduates (inclusive of theologian) will be added upon 11765. If this trend continues within a period of 10 years, a generation will be wiped out by unemployment. But on the other side of the coin, there are means to challenge this threat of our generation. If a beggar is provided enough food daily, he or she will stay beggar for the rest of his or her life, unless it is worked out. No doubt, everyone have the right to seek a comfortable life. But he or she should be able first and then follows comfort. To be able, we need to come out of the comfort zone and search for ways and means apart from government jobs. Not everyone is fortunate enough to hit the jack pot; therefore not everyone should stick only for white collar job. With an unemployment rate
exceeding among the youths of Nagas, entrepreneurship should play a vital role in creating selfemployment. Along with the entrepreneurship, private sector should also be familiar to the youths. The problem of unemployment can be made less a burden if every Naga look into the possibility towards private sector. For instant, a Naga doctor have decided to employ only Nagas in his private clinic so that at least some of the youths will be employed in some capacity (he is not against non-locals rather he is happy to learn lot of constructive lessons for them and know that they can survive in any corner of the earth, unlike us Nagas for now in general). Bigger role towards this private sector can be played by the church (like other religion), the Naga political groups (unless they still believe that war is the only way to solution of Naga problem in this 21st century), and the few rich Nagas from every corner of Nagaland. By such ways and means hundreds of these young unemployed will be employed. It will provide them the opportunity in contributing towards the growth of the Naga economy and a responsible citizen instead of sitting and waiting for government job. Even in terms of choosing educational carrier, it is high time to adopt job oriented education both formal and nonformal, rather than following the colonial aristocratic education system. There can be no better time than now to break the status quo for this generation of youngsters. If not, we should ready to face extinction! Dr. Tialiba, Mokokchung
n the Naga society we have been led to believe that politics is evil, corrupted and an anti-social institution because ultimately it all leads to money and its deception on poor innocent civilians. The attitude of the people towards politics in Nagaland cannot be blamed because since the inception of our state government in 1963 we have come all the way to 2017 but still nothing good has ever come about in our society by means of righteous politics. But the notion of politics is only tarnished because we made the decisions of electing uneducated (not just in academic terms but also in terms of values in life) ignorant leaders to run our governments. In the civilized western societies since ancient times many scholars have defined the goals and scope of politics in refined forms which has lead to the evolution of ancient Greek and Roman politics into modern day’s democracy. But since it is in the nature of the Nagas to keep their perspective about life concealed to the boundary of Nagaland, let us examine the nature of politics from our context. The goal of politics is getting to the bottom of the truth just like ‘art’ and presenting the civilians with a rational system to perceive our lives at. A system with its rational rules and regulations along with freedom for the individuals to co-exist in harmony, a rational system that could pardon or minimize the punishment of a burglar who only broke into the store to feed his weak hungry child, a system that could put a priest behind bars because he commits immoral behavior inside his domain. Ignorant may brand an ‘elephant thief ’ and a ‘needle thief ’ with the same amount of despise but on rational grounds the gravity of the crime matters and differs according to the motive and situation. The elements in our system should be smart and rational enough to distinguish the case identity of every circumstance. In such manner we Nagas have accepted that since there is corruption in our government, the nature of politics is the one to be blamed and accounted for when in fact it is not politics that is corrupted, it is the ignorant selfish people who are corrupted. For any intellectual person it is not difficult to assert that there is no rational “politics with purpose” in our government. All there is are just a bunch of ignorant greedy businessmen who has no amount
‘As far as I can see, about Nagaland’
C
itizens or the Indigenous people of the State are responsible to safeguard and protect their state and the leaders takes the major role. In the case of Nagaland, at present, State Government may not be able to develop the State like other states of mainland India in any of the sector viz :Transport and communication, Trade and commerce, Industry, etc. But they should always keep the state protected from the destructive forces from outside the state because unlike other states we have got more responsibilities to be taken care of; although, being tribe people, generally we are less experienced in the political field. We need to safeguard our special provision ‘sec 371 (A)’ that was granted to us and at the same time we are struggling for a separate Nation while living under the constitution of India. So it would be better if leaders are careful enough in solving the problems of our State. As just recently we have heard the word ‘Traitor chief minister’ but the word ‘Traitor’ can be tagged as prefix to any of the leaders of the state whose deeds, directly or indirectly destroys the rights of the state, for Nagaland is not only belongs to some few selected leaders nor only belong to the people who are living at present but also belongs to the people who passed away after carving out Nagaland and it will also belong to the people who are not yet born. As far as my knowledge is concerned, chief minister is not the only person to protect the state because there are many public leaders from ministerial level till to the council members and to the party workers of the constituencies. Ministers and the MLAs should not keep mum if C.M happens to take decision that could sell out our rights which would eventually destroy whole of our state and in times of members of the house cannot oppose the C.M’s decision, party workers and the council members of the constituencies should have the knowledge and the courage to share their opinion with their elected candidates, with an objective to look after whole of the state because elected members are not meant to look only after their constituency. of vision and integrity and shame in there definition of life. And it is us the people to be blamed partially for too, for being weak and easily caving in to their obvious deceptions time and again. Are we Nagas really that ignorant or just simply lazy to stand up for our own rights. The truth for justice is not locked light years away in another galaxy it is right before us in our limits of perception. We can see, feel, taste, hear and smell the injustice in our system every single day in our life. We are reminded of the truth everyday when we travel uncomfortably due to poor road conditions, when we wait ages for govt. schemes only to find out it has been digested by the MLAs and the bureaucrats, when we see and smell the reek of disgusting sewage oozing out of the drains in the city streets, when we lose hope in life due to unemployment, these are the truths telling us to stop being ignorant and lazy and to stand up and fight for our rights if we think we deserve them. Fellow Nagas, don’t expect a benevolent Naga to spend 100 crores in election and take only his 50,000 salary and allocate the public funds for development. This is just naïve and ignorant on our part if we hope for them to. The solution to most of the problems in Nagaland it seems is only rational politics. We should not lose hope on our democratic government and politics instead we should lose hope on the ignorant leaders because a ‘silent society’ would only get what the mental capacity of a leader can offer. Just because our present politics is corrupted it doesn’t mean politics should be damned. A good politics could bring many good things and happiness not just in social platforms but also in our personal lives. If we accept the reality of our condition and decide to do something about it then together we could glorify Nagaland. It may be difficult at first but in the long run we could accomplish anything with our determination. As long as we wait for a supposedly “predestined protagonist” to come and change Nagaland then every Naga would be waiting until the world finally ends. “If you want to see a change, be the change.”- Mahatma Gandhi. Appeal to the director DUDA Sir,
Through this esteemed column, may I seek your prompt attention with regard to the total negligence of the concerned department or rather pragmatically unconcerned behaviour that is to say; on its failure to oversee whether this particular designated backward area/Satoi area has benefited or ameliorates the area through backward funding as the department oftentimes overlooked and treated as negligible zone; however, it is to be noted seriously that the Department of UnderDeveloped Areas (DUDA)was established with the sole objective and policy to uplift, improve and promote the living standards of the people in backward areas; that is, mostly eastern parts and some designated underdeveloped zone in other parts of the state. Satoi range had also been included and designated as backward pocket under Zunheboto district as this particular region is situated in one of the most interior part and geographically located in the eastern part of the state. These are just some few facts about Satoi range and where the government of Nagaland spotted the region as under-developed area and thus given recognition for special attention in development sector and thereby entrusted the department of under-developed areas (DUDA) to cover and monitor the developmental activities but so far the department is very irresponsible and gave no attention and rather marooned it; despite various developmental projects and schemes has had been proposed every year by the government which in reality is entirely a different story for the past years and decades. According to information collected through RTI, it is extremely disheartening and disappointing to witness the mishandling and mismanagement of backward funds by the so called contractors’ and firms where the department must also have done proper inspection and verification before the final pending bills are paid. It is high time for the department and its execution wing to deliver justice to the people and insofar may also amount to take its own resort if the concerned department fails to show sincerity in discharging its duties fairly and efficiently. Will keep working, won’t sit idle: Modi
NEW DELHI, MAR 16 (IANS): Prime Minister Narendra Modi on Thursday said he wished to keep working and urged others to do the same too. He spoke at the BJP’s parliamentary party meeting where he was felicitated over the Bharatiya Janata Party’s performance in assembly elections. A BJP leader who attended the meeting said: “Modiji said he will keep working and asked us to do the same. He said that he will not sit idle and will not let anyone sit idle.” Parliamentary Affairs Minister Ananth Kumar told the media that the Prime Minister urged BJP members to make youth “ambassadors” of the government’s public welfare works.

According to Kumar, Modi said youngsters depend on mobile phones more than on newspapers and TV channels to get information and stressed on the need to use this medium of communication to tap them. The BJP has planned various programmes across the country from April 6 --
HC dismisses JNU students’ plea on UGC notification
the day when the BJP was formed -- to April 14, the birth anniversary of B.R. Ambedkar. “The Prime Minister asked party leaders to work during this week to give a boost to the use of BHIM app, a digital payment application, by educating the masses about it and helping them download it,” Kumar said. Modi also urged the party leaders to publicise Ambedkar’s works and contributions. BJP President Amit Shah, who was present in the meeting, set the tone for the 2019 Lok Sabha polls. Shah said the party’s win in the state assembly polls was an outcome of people’s vote against “casteism, nepotism and appeasement”.
NEW DELHI, MAR 16 (IANS): Delhi High Court on Thursday dismissed a plea against the procedure followed by the JNU to implement a UGC notification that a professor cannot guide more than three M.Phil and eight Ph.D research scholars at any given time. Justice V.K. Rao refused to grant any relief to Jawaharlal Nehru University (JNU) students who contended that the University Grants Commission notification dated May 5, 2016, “threatens to put our future in jeopardy” as they would not be able to find a research supervisor/guide due to the said notification. The JNU authorities told the court that the notification was “binding” on the varsity and 43 central universities were already abiding by it.
The JNU said it will neither receive grants nor could award degrees if it stopped following the UGC regulations. The notification was adopted by the university during its 142nd Academic Council meeting on December 26, 2016, amid protests from several council members. The students argued that the notification’s ramifications will extend beyond existing researchers and lead to few admissions of research aspirants in the current academic session. Both existing and prospective students, who moved the Delhi High Court, agreed to undertake that they were not challenging the UGC notification but restricting their case to “procedural lapses” on the JNU’s part in adopting the notification.
Traffic cops push for evidence-based policing in Mumbai
MUMBAI, MAR 16 (PTI): The Mumbai Traffic Police is working to set up an evidence-based policing system to prevent arguments between policemen and road rule offenders. In this regard, the traffic police department has already installed CCTVs
at most of the vital spots, introduced e-challan and launched a mobile application for commuters to register their grievances and seek help. “The aim is the avoid confrontation between the traffic rule offender and the policeman. Whatever is
the violation, it is presented with an evidence. This lessens the chances of argument and dispute,” Joint Commissioner of Police (Traffic), Milind Bharambe, told PTI today. He said after a traffic rule offender is identified,
an SMS is sent on his mobile phone. The road rule violation by a person along with the date and time is also captured on the CCTV. Thus there is less chance of a dispute. Bharambe said they are also trying to have a
cashless mode of payment of fine. “Whatever is the fine, it can be paid by the offender through his debit or credit card,” he said. The department had sometimes back started a concept of traffic wardens, who have proved to be of great help, he said.

After OPS, leaders of Sasikala camp meet EC
NEW DELHI, MAR 16 (PTI): Asserting that there was no split in the party, AIADMK leader from Sasikala camp M Thambidurai yesterday requested the Election Commission “not to entertain” the dissenting cadres, who have staked claim to AIADMK symbol and sought fresh election to the general secretarys post. The Lok Sabha Deputy Speaker, who met the Election Commission along with a delegation of AIADMK leaders, said that in a democratic system, people are free to raise various issues but not all of them can be considered. “There is no split in the party. A democratic system allows people to raise several issues and all those cannot be entertained. We are going to face the RK Nagar bypoll with cooperation from all party MPs and MLAs,” said Thambidurai. The rival faction led by former Tamil Nadu Chief Minister O Panneerselvam had met Chief Election Commissioner Nasim Zaidi and staked claim to the AIADMKs symbol ahead of the upcoming by-poll to R K Nagar constituency in Chennai, which was represented by J Jayalalithaa. Thambidurai also said,
“We have requested the election commission to not entertain issues raised by dissenting groups.” Panneerselvam had demanded that the poll panel order fresh election for AIADMK general secretarys post, which was currently occupied V K Sasikala, alleging she was elevated to the position in violation of the norms. She is serving the remainder of her prison term after her conviction was upheld by the Supreme Court in a disproportionate assets case. OPS camp had said since Sasikala had not completed five years in the party after her reinduction, her elevation and appointments and removals made by her were in violation of the party bylaws. Countering these claims, Thambidurai said elections for the partys top post will be held after the tabling of the state budget and the bypoll in R K Nagar. “We have already told Chinnamma (Sasikala) was the interim general secretary
and elections will be held for the top post after the bypolls are over,” he said. Thambidurai also defended Sasikalas elevation as the party general secretary saying the procedures followed were similar to Jayalalithaas elevation in 1989 after the demise of the then Chief Minister M G Ramachandran. “In 1989, Amma was also interim general secretary. So, Sasikala has the right to make any decision. Those who are opposing her elevation were the ones who signed the documents accepting Sasikala as the general secretary,” he said. Thambidurai said Election Commission too had accepted documents of bypoll expenditure in three constituencies signed by her. “After Amma passed away, V K Sasikala signed the poll expenditure documents of bypolls held in Thanjavur, Aravakurichi and Thiruparankundram and the EC accepted them,” Thambidurai said.

The appeal also sought to restrain Jio from providing its consumers the zero tariff plan and promotional plans. Jio had launched the inaugural free voice and data plan in September last year, and in December, extended the freebies till March 31, 2017. Following this, the existing players such as Airtel and Idea moved the telecom tribunal against Trai for letting the new operator continue the free promotional offer beyond the stipulated 90 days. The operators criticised the regulator for being a “mute spectator” to the alleged violations. On January 31, Trai had held that Jio’s free voice calling and data plan were

New Delhi, Mar 16 (PTI): The telecom tribunal today did not stay Reliance Jio’s free promotional offer, but asked regulator Trai to “re-examine” issues relating to the approval granted to the operator to continue with the freebies. The Telecom Disputes Settlement and Appellate Tribunal (TDSAT), in its order today, asked Trai to apprise it of the “outcome and findings of the examination” within two weeks. TDSAT last week had reserved the order on an interim appeal seeking a stay on Reliance Jio’s free offer after hearing all the parties concerned, including Trai, incumbent operators Bharti Airtel and Idea Cellular, and newcomer Jio. In its interim appeal, Airtel had sought a stay on Trai’s approval to Jio to continue with the free

From April 1 onward, Reliance Jio customers opting for Jio Prime service will get unlimited data and calls till March 31, 2018, for one time registration fee of Rs 99 and Rs 303 per month. Trai had further said its examination had revealed that the ‘Happy New Year Offer’ launched by Jio on December 4, 2016, is distinct from its earlier Jio Welcome Offer and could not be treated as an extension of the promotional offer as the benefits under both differed. Re c e n t l y, J i o a n nounced that it will start charging for its mobile services from April 1. Last month, Jio said its existing subscribers and new customers who come on board by March 31 can continue to enjoy unlimited benefits of its Happy New Year Offer for one more year (till March 31, 2018) by paying a one-time fee of Rs 99 and thereafter Rs 303 a month.

The NSE index rose to a record 9,158.45 (intraday) before ending the day at a new closing high of 9,153.70, up 68.90 points, or 0.76 per cent, breaching its previous record of 9,087 on March 14. The Federal Reserve, as expected, hiked the benchmark interest rate by a quarter percentage point, but gave a more dovish outlook for future hikes and painted a positive picture of the world’s largest economy. The 30-share BSE index settled higher by 187.74 points, or 0.64 per cent, at 29,585.85.

Queen authorises pm to begin Brexit
Britain’s Queen Elizabeth II leaves after attending a Commonwealth Day Service at Westminster Abbey in central London, on March 13, 2017. L O N D O N, M A R 1 6 (AGENCIES): Queen Elizabeth II gave royal assent on Thursday to a bill empowering British Prime Minister Theresa May to trigger Article 50 of the EU’s Lisbon Treaty and begin the process of leaving the European Union. Nagaland Post, Dimapur Friday, march 17, 2017
Britain’s decision to leave the bloc by the end of March, following a majority vote for Brexit in last year’s referendum. The House of Commons speaker John Bercow announced the final goahead in the parliamentary chamber, prompting cheers from ruling Conservative Party MPs. “Her Majesty has signi-
fied her royal assent,” he said. May’s spokesman told a daily briefing: “The legislation now has royal assent. “We look forward to beginning negotiations when we trigger Article 50 by the end of March,” he said. The queen’s signature on the bill allows May to invoke Article 50 at any time, starting a process that will take a maximum of two years unless Britain and its EU partners agree to extend the deadline. May has said she will address the British parliament to inform lawmakers that she has triggered Article 50, and an initial response is expected from the European Commission within 48 hours. Full negotiations, however, are not expected to start for several weeks or months as both sides prepare. “This will be a defining moment for our whole country as we begin to forge a new relationship with Europe and a new role for ourselves in the world,” May
told MPs on Tuesday. She had been widely expected to trigger Article 50 this week but the plan appears to have been derailed by a surprise announcement by Scottish First Minister Nicola Sturgeon on Monday that she would seek a new independence referendum. During the EU referendum campaign, Buckingham Palace denied a report in The Sun tabloid that the queen was a supporter of Brexit. The newspaper cited an anonymous “senior source” who said the monarch had “let rip” at pro-EU politician Nick Clegg during a lunch in 2011 when he was deputy prime minister. “People who heard their conversation were left in no doubt at all about the queen’s views on European integration,” the source was quoted as saying. “It was really something, and it went on for quite a while. “The EU is clearly something her majesty feels passionately about,” the source said.
Worker lay-offs a grave sin: Pope VATICAN CITY, MAR 16 (IANS/AKI): Laying off workers is a “a grave sin”, Pope Francis told a group of employees from satellite TV network Sky Italia in Rome. “He who shuts factories and closes companies as a result of economic operations and unclear negotiations, depriving men and women from work, commits a very grave sin,” Francis said on Wednesday. The pontiff made the remarks at the end of his weekly general audience in St Peter’s Square, which was attended by around 12,000 pilgrims including 100 Sky Italia workers and their children. “Work gives dignity,” the Pope said, “and managers are obliged to do everything possible so that every man and woman can work, carry their heads high and look others in the eye with dignity.” Sky Italy is currently undergoing downsizing and has announced plans to move 300 employees and their families from Rome to Milan.
N. Korea ‘need not fear’ US: Tillerson TOKYO, MAR 16 (AGENCIES): U.S. Secretary of State Rex Tillerson called on North Korea on Thursday to abandon its nuclear and ballistic missile programs, saying the isolated nation “need not fear” the United States. Tillerson made that declaration after meeting Japanese Foreign Minister Fumio Kishida in Tokyo, where they discussed possible new approaches in dealing with Pyongyang. He said 20 years of U.S. diplomatic and other efforts to get North Korea to denuclearize have failed, but gave no specifics about how the Trump administration, which is currently doing a policy review, would tackle the issue. Tillerson described the weapons programs as “dangerous and unlawful.” The former Exxon Mobil CEO is making his first trip to Asia as the top U.S. diplomat. Pyongyang views this as a rehearsal for invasion. “North Korea and its people need not fear the United States or their neighbors in the region who seek only to live in peace with North Korea,” the secretary of state told a news conference in Tokyo. “With this in mind, the United States calls on North Korea to abandon its nuclear and ballistic missile programs and refrain from any further provocation.”
He later met separately with Japanese Prime Minister Shinzo Abe. In Beijing, a North Korean diplomat said Thursday that Pyongyang must act in self-defense against the U.S.-South Korea military drills, which he said have brought the region to the brink of nuclear war. He said the drills were aimed at using atomic weapons for a pre-emptive strike against North Korea. Washington says the maneuvers are routine and defensive.
Trump ‘vows to fight’ as judge halts new travel order Dutch far-right party loses election
WASHINGTON, MAR 16 (IANS): A federal district court judge in Hawaii has issued a temporary restraining order against President Donald Trump’s new travel ban, hours before it was due to take effect. The move was slammed by the President as “unprecedented judicial overreach”. In a 43-page ruling on Wednesday, US District Court Judge Derrick Watson concluded that the new executive order failed to pass legal muster at this stage and the state had established “a strong likelihood of success” on their claims of religious discrimination, CNN reported on Thursday. Watson wrote that any “reasonable, objective ob-
“This is, in the opinion of many, an unprecedented judicial overreach,” he added, before pledging to take the issue to the Supreme Court if necessary. “We’re going to fight this terrible ruling. We’re going to take this as far as we need to, right up to the Supreme Court. We’re going to win and we’re going to keep our citizens safe,” the President said at the rally. Trump’s new entry ban had suspended the US refugee programme for 120 days and halted for 90 days the issuance of new visas to people from six Muslimmajority countries: Iran, Somalia, Sudan, Yemen, Libya and Syria. executive order, the new one removed Iraq from the list of banned countries, exempted those with green cards and visas and removed a provision that arguably prioritises certain religious minorities. The new ban was announced earlier this month and was set to take effect Thursday. “The illogic of the government’s contentions is palpable. The notion that one can demonstrate animus towards any group of people only by targeting all of them at once is fundamentally flawed,” Watson wrote in his ruling. “Equally flawed is the notion that the executive order cannot be found to have targeted Islam because

THE HAGUE, MAR 16 (AGENCIES): European leaders breathed a sigh of relief Thursday as the pragmatic Dutch plumped for the status-quo, voting Liberal Prime Minister Mark Rutte back into power even though the far-right shot up into second place. “A vote for Europe, a vote against extremists,” Margaritis Schinas, spokesman for EU Commission
chief Jean-Claude Juncker, said in a Tweet. After the Brexit blow and Donald Trump’s victory in the US, Wednesday’s general elections was being closely watched across a continent seeking to take the temperature of the rise of populism. It was “a victory for
common sense and a great start for Europe’s election s e a s o n ,” s a i d H o l ge r Schmieding, chief economist with Berenberg bank. The fact that most Dutch voters had “rebuked the siren songs of the populists may help a little” with upcoming polls in France and Germany, he said.

Trump decried the ruling during a rally Wednesday night in Nashville, introducing his statement as “the bad, the sad news.” “The order he blocked was a watered-down version of the first one,” Trump said, as the crowd booed the news.

Angelina calls on world leaders to reject fear H F tionalist. I believe anyone committed to human rights is. It means seeing the world with a sense of fairness and humility and recognising our own humanity in the struggles of others. It stems from a love of one’s country, but not at the expense of others. “From patriotism, but not from narrow nationalism. And that a strong nation, like a strong person, helps others to rise up and be independent.” Jolie went on to warn top politicians against turning on organisations like the UN. “As a citizen, I find myself looking out on a global environment that seems more troubling and uncertain than any time in my lifetime,” she continued. “We are grappling with a level of conflict and insecurity that seems to exceed our capability, with more refugees than ever before,
with new wars erupting on top of existing conflict. We see a rising tide in nationalism masquerading as patriotism and the re-emergence of policies encouraging fear and hatred of others.” Jolie, 41, then made an apparent reference to the election of Republican leader Donald Trump as US President, who has drawn controversy for his immigration policies, including a new travel ban preventing travellers from six Muslim-majority nations
Fruits and vegetables may cut psychological stress risk in women

f you are a woman and want to cut out on stress, add 5-7 servings of fruit and vegetables daily to your plate, a new study has showed. This habit may lead to a 23 per cent reduction in the risk of developing psychological stress. The findings showed that women who ate 3-4
daily serves of vegetables had an 18 per cent lower risk of stress, and those who ate two daily serves of fruit had a 16 per cent lower risk of stress. “We found that fruits and vegetables were more protective for women than men, suggesting that women may benefit more from fruit and vegetables,” said lead author Binh Nguyen, doctoral student at University of Sydney in Australia. However, fruit consumption alone had no significant association with a lower incidence of stress and no significant association was found between higher
levels of fruit and vegetable intake (greater than 7 daily serves) and a lower incidence of stress. “This study reveals that moderate daily vegetable intake alone is linked to a lower incidence of psychological stress. Moderate fruit intake alone appears to confer no significant benefit on people’s psychological stress,” said Melody Ding from the University of Sydney. Fur ther, the study appearing in the British Medical Journal Open, also noted that for both men and women who ate 3-4 daily serves of vegetables had a 12% lower risk of stress.
the UN, which he previously dismissed as “just a club for people to get together, talk and have a good time”. “We see some politicians elected partly on the basis of dismissing international institutions and agreements,” she told the crowd. “We hear some leaders talking as if some of our proudest achievements are in fact our biggest liabilities. There is no shortcut to peace and security. We need to stand true to the ideals of the UN... We are the UN.” Jolie’s speech drew high praise from attendees at the Sergio Vieira de Mello Memorial Lecture, which is held annually to address key humanitarian themes and issues highlighted by the late Brazilian diplomat, who was killed in a bombing in Iraq in 2003.

Talking to the media here at the trailer launch on Thursday, Rajamouli said the trailer leak happened due to a bug in Facebook. He did not elaborate on it any further. “Piracy is different, and a leak is totally different. We are still trying to find out how the trailer leak happened. It is very irritating for the entire team but we can’t blame anyone without knowing everything about the leak,” Rajamouli said. The trailer was supposed to be launched at 5 p.m. on Thursday. However, following a leak of the Tamil version of the trailer, the makers were forced to release the trailer of all the versions online.

Are smartphones driving teenagers away from drugs?
A
dolescents in the US may be using less drugs because they are constantly stimulated and entertained by their computers and smartphones, experts say. “There is a possibility that smartphones are contributing to a decline in drug use among teenagers,” Nora Volkow, Director of the National Institute on Drug Abuse -- a part of National Institutes of Health -- in Maryland, US was quoted as saying to nytimes.com. According to a survey, ‘Monitoring the Future -an annual US governmentfunded report measuring drug use by teenagers’, the use of illicit drugs in 2016 other than marijuana was at the lowest level in the 40-year history of the project for 8th, 10th and 12th graders. “This period was also notable because declining use patterns were cutting across groups -- boys and girls, public and private school, not driven by one particular demographic,” Volkow said. However, the correlation does not mean that one phenomenon is causing the other, but the interactive media may play similar impulses as drug experimentation, including sensationseeking and the desire for independence. Or it might be that the gadgets simply absorb a lot of time that could be used for other pursuits, including partying, the survey said. Thus Volkow described the interactive media as “an alternative reinforcer” to drugs, adding that “teens can get literally high when playing these games”. K

L o nd o n, M a r 1 6 ( Ag e n c i e s ) : A i t o r Karanka has been sacked as Middlesbrough head coach. The struggling Teesside club - second-bottom of the Premier League and without a Premier League win in 2017 - confirmed his departure just 72 hours before they face Manchester United on Sunday. The decision was m a d e o n We d n e s d ay and, after taking training, Karanka’s fate was sealed in an amicable meeting with the club’s hierarchy. Karanka’s job became untenable after a bust-up with Stewart Downing on the training ground last week - proving to be the last in a string of such incidents during his near-four-year stint at the Riverside. Karanka, who led Boro to promotion from the Championship last season, had also been publicly critical of the club and its supporters over recent months. K Y M C

Smith, Maxwell guide Australia to 299 for 4
R an c h in , M ar 1 6 (Agencies): Steve Smith struck his 19th Test century as Australia had the better of day one of the third Test against India, in Ranchi. The tourists’ captain (117no) played a patient knock and shared an unbeaten stand of 159 with Glenn Maxwell to help Australia recover from 140-4 to close on 299-4. After an enter prising innings, Maxwell is 82 not out overnight and will be looking to reach three figures himself on day two. Australia made a positive start, having won the toss, and had raced to 50 before David Warner (19) was caught and bowled by Ravindra Jadeja (1-80) in the 10th over. That wicket helped to stem the flow of runs and the pressure eventually told for India as Umesh Yadav had Matt Renshaw caught at slip and Ravichandran Ashwin (1-78) removed Shaun Marsh (2) a couple of overs later. A 51-r un par tnership between Smith and Peter Handscomb was then broken by Yadav (2-62) during the afternoon session, Handscomb (19) lbw in the 43rd over. That was as good as it got for India though as the bowlers toiled for the remainder of the day without success. Smith was largely untroubled as he steadily accumulated the runs to take him to his second hundred of the series, from 227 balls, while Maxwell scored at a good rate before easing off in the latter stages of the evening session as the pair saw their side through to stumps. Brief score: Australia 299/4 (Steven Smith 117*, Glenn Maxwell 82; Umesh Yadav 2/63) at stumps on Day 1
