‘Will destabilise entire NE if Bodo issue ignored’ should not treat us like Bangladeshis or Pakistanis. They should make up their mind whether they want to talk to us or they want to fight. They don’t need to try to befool us,” said All Bodo Students Union (ABSU) President Pramod Bodo. “We are warning all forces working against the interests of the Bodos and other indigenous communities to refrain from such activities, if they want peace in the state of Assam,” he added. The Bodo activists have since March 10 begun a hunger strike in Kokrajhar and scores of hungerstrikers - who include the aged in large numbers - have begun showing signs of weakness. The hunger strike is jointly led by ABSU, National Democratic Front of Bodoland-Progressive (NDFB-P) and the People’s Joint Action Committee for Bodoland Movement (PJACBM). Pramod Bodo said As-

DESAM warns political parties seeking Ashab Uddin’s support

IMPHAL, Mar 14: The Democratic Students’ Alliance of Manipur (DESAM) Tuesday alleged that Ashab Uddin, the independent candidate elected from Jiribam A/C in the recently concluded elections, was a non-local and called upon political parties not to include him in the formation of the new government. If the political party forming the new government allows Ashab Uddin to be part of the govern-
ment, the very party would be boycotted, the student pressure group warned. D E S A M ’s t h r e a t came up at a time while BJP and Congress are strongly lobbying government formation in the state after none of the political parties was given clear mandate to form the government. It was shameful on the part of the two parties chasing after the non-local elected legislator even though they are well aware of the sentiments of the people of the state, said

Meanwhile, the health condition of scores of activists on hunger strike deteriorated and they had to be taken to the RNB Civil Hospital. “It is really tragic that elected governments in the country are not reciprocating the peaceful and non-violent movement. I am afraid this will only instigate alternative path to raise voices to draw attention from people at the helm of affairs,” said litterateur Kameswar Brahma while addressing the protestors. The formerly militant group NDFB-P said that despite their shunning arms and joining peace talks on the demand for Bodoland on the government’s plea, there has been no positive response from the government.

Kokrajhar, Mar 14 (IANS): Bodo leaders on Tuesday threatened to destabilise the entire northeastern region of the country if the government continued to ignore their demand for a separate state. They said that both the state government and the Centre should be prepared to face law and order problem if an amicable solution was not reached over the issue. The Bodos have been demanding a separate state for the 60-lakh-odd Bodo community in Assam since the late 1960s. The Bodo leaders allege that the governments at the Centre and in the state have failed to honour promises made to the community. Contending that the central and state governments were not responding to the demands of the community, the Bodo leaders said they were being treated as second-class citizens in their own country. “ T h e g ove r n m e n t

JNU student’s family suspects foul play
Chennai/NEW DELHI, March 14 (IANS): Suspecting a foul play, the family members of J. Muthukrishnan, an M.Phil student at Jawaharlal Nehru University (JNU), on Tuesday demanded a probe into his death. Speaking to reporters his mother Alamelu said her son had planned a visit to home this month. She said it is difficult to believe that Muthukrishnan committed suicide. Meanwhile, Tamil Nadu Chief Minister K. Palaniswami announced a solatium of Rs 300,000 to the student’s family. Muthukrishnan allegedly hanged himself to death in his friend’s room in Delhi on Monday night. Expressing condolences, Palaniswami said in a statement that orders have been issued to officials to render necessary help in bringing the body of Muthukrishnan from Delhi to his village in Salem district. DMK’s Working President M.K. Stalin urged the Chief Minister to impress upon the central government for a detailed probe into Muthukrishnan’s death.

Union (JNUSU) castigated the varsity Vice Chancellor (VC) on Tuesday for not meeting the parents of a student who committed suicide, but rather conveying his condolences on social media. “It’s been hours a Dalit student of our university found dead and we are shocked and appalled by the insensitivity shown by the university authorities ever since,” JNUSU Vice President Amal Pullarkat said through a Facebook post. “Leave alone consoling the family and helping them to go through the procedure, the university authorities haven’t even bothered to pay a visit to the hospital where the body of the deceased is lying since last night (Monday),” JNU VC condemned he added. We pray that God be with his family at this critical time,” Kumar had tweeted. The Union continued its attack saying that the VC did not “even care to send at least a security person with the body (of the deceased)” initially, and a security person could be arranged for only after the former’s intervention. It urged the students to boycott their classes and join in a collective condolence meet and also demanded that the VC go to the hospital and meet Rajini’s parents. “It (is) also quite shocking that university did not even bother to suspend the classes despite such an incident... Delhi Congress wants paper ballots for city civic polls
New Delhi, Mar 14 (IANS); Amid allegations that EVMs were tampered with in the just-concluded assembly polls, the Delhi unit of the Congress on Tuesday approached the state Election Commission seeking that the upcoming civic polls in the city be conducted through ballot papers. In a letter to state Election Commissioner S.K. Srivastava, Delhi Congress chief Ajay Maken, airing doubts about the efficacy of electronic voting machines (EVMs), said voters had apprehensions about the fairness of the electoral process. “Serious doubts have cropped up in the minds of the voters as to the free and fair nature of the electoral process. Even the Supreme Court in January 2017, reiterated the need for vote verifier paper audit trail (VVPAT) in EVMs,” said Maken. “We demand that these elections should be held using the traditional ballot paper system as an immedi-
ate step so as to erase doubts in the people’s mind,” he said. Earlier, Maken on Twitter urged Delhi Chief Minister Arvind Kejriwal to hold the elections to the North, South and East Delhi Municipal Corporations -- due in April -- through ballot papers. “Many are doubting EVMs. Not prejudiced, nor casting aspersions on results. I want Arvind Kejriwal to hold MCD elections through ballot papers,” Maken said on Twitter while clarifying that he wasn’t disputing the outcome of the just-concluded assembly polls in Uttar Pradesh, Uttarakhand, Manipur, Goa and Punjab. Following the decimation of the Bahujan Samaj Party (BSP) in the 2017 Uttar Pradesh assembly polls, party chief Mayawati alleged the voting machines had been “managed” to favour the Bharatiya Janata Party (BJP). She asked the Election Commission of India to hold the results of Uttar

Political parties will come and go, but the tradition and the democratic culture of the country should continue,” Banerjee said. “In a democratic country, one should always respect others. Some parties may win or lose elections, but that is not the ultimate thing. The prosperity of the people of India is the main thing,” she said. immediately and listen to the parents’ demand,” Pullarkat added. The Dalit JNU scholar who allegedly committed suicide had previously been a student of the Hyderabad University and was at the forefront of the movement against the varsity’s administration following the suicide of Rohith Vemula. Twenty-eight-yearold Muthu Krishnan, who was from Tamil Nadu’s Salem district, completed his MPhil from the University of Hyderabad (UoH) in 2015 before joining JNU for his PhD. The JNU Students Union (JNUSU) is alleging that Krishnan was targeted for his association with the movement seeking justice for Rohith Vemula and depression made him take the extreme step. While Krishnan has not left any suicide note, a recent Facebook post by him criticising “discriminatory” admission policies in JNU is being widely circulated on social media. “There is no Equality in M.phil/phd Admission, there is no equality in Viva - Voce, there is only denial of equality, denying Prof Sukhadeo Thorat recommendation, denying students protest places in Ad - block, denying the education of the Marginal’s.
‘Himachal has 63 officials with doubtful integrity’ Shimla, Mar 14 (IANS): Himachal Pradesh has 63 officials with doubtful integrity and 27 of them are posted in sensitive posts, Chief Minister Virbhadra Singh said on Tuesday. Criminal or departmental proceedings are pending in courts or at departmental level against these officials, who include Director General (Prisons) Somesh Goyal, the Chief Minister told the state assembly in a written reply. Some of these officials have been acquitted by the courts on technical grounds, he said. Replying to a question by Bharatiya Janata Party member Narinder Thakur, the Chief Minister said the government has not made any survey to identify officials having doubtful integrity. He cited the reason for posting of 27 officials with doubtful integrity in sensitive posts owing to non-availability of non-sensitive posts in that particular cadre. The post of Director General (Prisons) is non-sensitive, the Chief Minister said. The maximum number of officials with doubtful integrity is in the Himachal Pradesh State Electricity Board, followed by the Public Works Department, the Irrigation and Public Health departments and the police.

As part of the Department of Legal Metrology & Consumer Protection activities to get consumer issues noticed across the state, each year we co-ordinate on the occasion of the World Consumer Rights Day on 15th March. World Consumer Rights Day (WCRD) is an opportunity to promote the basic rights of all consumers, demanding that those rights are respected and protected, and a chance to protest against the market abuses and social injustices which undermine those rights. The aim of the World Consumer Rights Day is to celebrate solidarity within the international consumer rights movement. World Consumer Rights Day was inspired by United States President John F Kennedy, he was the first world leader to set out a vision of consumer rights who gave an address to the US congress on 15 March 1962, in which he formally addressed the issue of Consumer Rights. He was the first world leader to do so, and the consumer movement now marks that date every year as a means of raising global awareness about consumer rights. The first WCRD was observed on 15 March 1983, and has since become an important occasion for mobilising citizen action. The theme for this year’s World Consumer Rights Day is “Consumer Rights in the Digital Age.” Digital technology is having a dramatic impact on consumers around the world, creating many new benefits including better communication, access to information and greater choice and convenience. While consumers undoubtedly benefit from these technologies, there are questions about how to establish access to the internet for the many consumers who are not connected, how to improve the quality of services, which online services and products consumers can trust and what happens to the data they share online. There are over 3 billion, or 40 % of the World’s population is online now, compared with just 1% in 1995, with all projections suggesting this number will continue to rise. The Hon’ble Prime Minister of India Shri. Narendra Modi who has given the clarion call of “Digital India” has encouraged the billion Indian population to go online in almost every aspect of the society from E-Governance in the Public working departments, banking sectors to e-shopping in modern day where business transactions is all digital. On this World Consumer Rights Day 2017 under the theme “Consumer Rights in the Digital Age,” it is to remind all citizens that the Consumer Protection Act, 1986 protects the consumers from unscrupulous traders even in digital mode of business activities and transactions. The Consumer Protection Act, 1986 was passed keeping in view the need to protect Consumers. WHO CAN FILE A CONSUMER COMPLAINT? The answer to this question is “only a CONSUMER who is a beneficiary of the goods/services” can file a complaint under the Consumer Protection Act, 1986.
CAN THE COMPLAINT BE FILED WITHOUT ENGAGING THE SERVICES OF ANY LAWYER? The answer to this question is YES, You don’t need to engage the services of any Advocate and can file your complaint of your own. The consumer protection Act has provided a very simple procedure to file the complaint that even a layman can file the complaint of its own.
HOW TO FILE A CONSUMER COMPLIANT? Before formally filing a Consumer Complaint, it is desired that the Consumer gives notice to the opposite party of the fact of any deficiency in service or of unfair trade practice etc to see if the trader is willing to make good the loss suffered by either replacing the commodity or returning the value of the purchase. If yes, the issue resolves then and there. But if the trader refuses or neglects, the consumers needs to approach the Consumer Court.

Bad losers
n almost every election, there are bound to be losing candidates or parties who would be more inclined to blame Electronic Voting Machines (EVMs) for their losses and the accusations of fraud was reignited by BSP leader Mayawati after her party came a dismal third with only 19 seats down from the 61 the party held in 2012. Mayawati, had expressed strong suspicions about electronic voting machines (EVMs) being manipulated/tampered in favour of the BJP. In her post-election press conference, Mayawati said the BJP won the election in Muslim-dominated areas of West UP and Rohilkhand. She wondered how muslim votes which would not have gone to BJP were transferred to the latter and also claimed several muslim leaders had also expressed total surprise over the massive victory of BJP candidate in their constituency. Defeated UP chief minister Akhilesh Yadav also said he agreed that the issue needs to be seriously looked into. For the BJP, the EVMs were perfect and it’s only losers who have the habit of complaining. Well, that is not a new phenomenon since many parties in the recent past, have at times, expressed suspicions about tampering or manipulation of EVMs. It may be recalled that in the 2009 Lok Sabha elections, the BJP had taken up the complaint made by one voter who claimed he could prove that EVMs could be manipulated. Not wishing to lose such an opportunity, after its second consecutive electoral debacle, the BJP went on an all out attack mode against EVMs. Tests were conducted and there was no conclusive proof that EVMs could be doctored/manipulated whereby pushing any button would lead to voting only for a particular party and rejecting others. It may be pointed that during the period 2009 when the BJP raised the issue, the Election Commissioner of India was N.Gopalaswamy who was considered pro-BJP and during whose tenure the 2004 Lok Sabha election was also conducted. Present Union Minister of food and public distribution had also raised similar suspicions. Even the Pattali Makkal Katchi (PMK) of Tamil Nadu had alleged EVM tampering/manipulation when it drew a blank in 2009. What had probably fuelled suspicions of manipulation besides being bad losers and whose allegations could not be substantiated; was the specious plea in blaming the so-called “trojan horse sub programme” for the manipulation. It is alleged that the software was being wilfully activated after knowing the key number allocation to favour a particular candidate by activating the software through some mechanism at the time of poll. There are also other ways by which EVMs could be manipulated by deletion of entire data or the software to register votes adjusted and the election results can indeed be manipulated to suit particular ends by expert hackers. This can be possible if there is no adequate transparency, such as paper trail which would open EVMs vulnerable to manipulation. Countries like the Netherlands, Ireland, Germany, Italy and states such as California have either outlawed EVMs, or introduced paper-trail to rectify issue with the EVMs. Even Subramanian Swamy, now a BJP MP from Rajya Sabha, has accused the EVMs of being vulnerable to external manipulations. If losers complain of EVM manipulation and don’t complain when they win, then there is hardly can ground for suspicion; the latter being dependent upon results.
DailyDevotion Yielding …you are that one’s slaves whom you obey… —Romans 6:16 The first thing I must be willing to admit when I begin to examine what controls and dominates me is that I am the one responsible for having yielded myself to whatever it may be. If I am a slave to myself, I am to blame because somewhere in the past I yielded to myself. Likewise, if I obey God I do so because at some point in my life I yielded myself to Him. If a child gives in to selfishness, he will find it to be the most enslaving tyranny on earth. There is no power within the human soul itself that is capable of breaking the bondage of the nature created by yielding. For example, yield for one second to anything in the nature of lust, and although you may hate yourself for having yielded, you become enslaved to that thing. (Remember what lust is— “I must have it now,” whether it is the lust of the flesh or the lust of the mind.) No release or escape from it will ever come from any human power, but only through the power of redemption. You must yield yourself in utter humiliation to the only One who can break the dominating power in your life, namely, the Lord Jesus Christ. “… He has anointed Me…to proclaim liberty to the captives…” (Luke 4:18 and Isaiah 61:1). When you yield to something, you will soon realize the tremendous control it has over you. Even though you say, “Oh, I can give up that habit whenever I like,” you will know you can’t. You will find that the habit absolutely dominates you because you willingly yielded to it. It is easy to sing, “He will break every fetter,” while at the same time living a life of obvious slavery to yourself. But yielding to Jesus will break every kind of slavery in any person’s life.

Post-mortem
Perfect counselling The medical doctors and the prescriptions
“B
eing an effective person-centred counsellor is not so much a matter of possessing skills and knowledge, but of having a particular set of deeply held values and beliefs and than being able to express these qualitties in interactions with other people”. – John McLeod. Introduction: Counselling is not a set of skills which can be strung together on a necklace of prescribed process. As with most things it is not so much what you do but the way you do it. In counselling it is not only how you do it, but why you do it. This is because counselling has more to do with your individual approach and attitude towards others than the skills employed, important as these are. A good counsellor are not dissimilar to others in the caring professions, such as clergy and teachers, in that those who were perceived as being more effective hold as a cardinal value a commitment to a person-centred perspective. That is to say the individual in need has the total focus of the counsellor as well as the work they do together. So the good counsellor is more than someone with good interpersonal skills, he is someone who employs his skills from an expectation about the world from perspectives other than his own with a passion for the general principle of wanting the best outcome for the client at all times. The definition: Counselling is assisting someone to explore and resolve difficulties they are experiencing, clarify conflicting issues and helping that person discover alternative ways of managing themselves and situations, so that they can decide what course of action or behaviour is helpful to them. Essentially it is helping people to help themselves. This simple definition makes it clear that to counsel is to assist and not to direct; to help but not to take control; to encourage and support but not to take action. The individuality of the client and his capacity to play the most significant part in his own development, recovery or empowerment is paramount. As counsellors we are mere friends along the way. Someone once defined medicine as ‘amusing’ the patient whilst the body got on with the job of healing itself! Counselling has the same flavour-a theme to which we constantly return. Confidentiality and Conflict: As counsellors we are privileged to be entrusted with the most sensitive and intimate information. Clients disclose to us things about themselves, their most private behaviours and their innermost thoughts, that they perhaps have not shared and would not dream of sharing with anyone else. We have a private conduit to the very soul of those with whom we work and thus there are the necessary protocols of confidentiality. The seal of the confessional would be the spiritual equivalent, not that we are secular priests, but
I
the obligation on nondisclosure is almost the same. Perhaps the only exception is where the information given indicates the strong likelihood of danger or ham, either to the individual himself or to others. Clients frequently come to us with moral quandaries and difficulties such as whether to remain in or separate from relationship. Should I have this child? Sould I declare that I’m gay? These are enormous questions for the client to live through and the innermost thoughts, personal values and beliefs of the individual need to be explored. With this degree of responsibility the imperative for confidentiality is as obvious as it is paramount. Give the assurance of total confidentiality to your clients as early in your relationship with them as possible. The Counselling Partnership: Counselling is not something which is ‘done’ to another person but rather something that two or more people engage in doing together. Yes, the role of the client is different to the role of the counsellor. For the process to be effective those involved must come together as co-workers in a team. Various attempts have been made to explain this concept. ‘Mutual empowerment’, ‘partneship’ and ‘mutuality’ have all been suggested and each of them gives the flavour and feel. It is really difficult in real life situations to establish this required equality because of predetermined roles or situations which push the relationship into being asymmetric, i.e. one person has more power or authority than the other. For example, nurse and patient, father and son, manager and subordinate. Previous power roles between the parties tend to mitigate against moves towards equality. Even the terms counsellor and client suggests this underlying theme of authority, especially when clients ‘go’ to a counsellor, in his or her office, at a session set by the counsellor. Yet one of the key skills for the counsellor is to use his expertise to best serve the needs of the client. It is through the quality of relationships that both counsellor and client become empowered to blossom and become their true selves in the world. It is within relationships that we discover our sameness and also how we are different and this draws us to conclusions about our individuality. We know who we are through our relationships. It is only in true and full relationships that affections and feelings can be reciprocated. To love and be loved, to help and be helped is the essence of our humanity and can only be gained through mutual respect and valuing. Finally, it is where we share common ideas and interests with others that partnership and mutuality can make their significant contribution to the healing process. Hence, the quality and nature of the relationship is critical for successful counselling. Rev. Fr. C. Joseph-Counsellor, St. Joseph’s College, Jakhama

e all respect professional medical doctors who have treated us once or twice. They sacrificed their time and energy to save us from sickness and other ailments. They spend sleepless nights to revive the health of their patients. They prescribe medicines and treatments with the best of their knowledge. A patient in the hands of a doctor is a choice of life and death for both. A simple touch of love can raise the heart and mind of the patient. Whereas a rough dealings in hospitals can worsen the patient’s life. And wrong intake of medicine can stop his breath forever. The first step in treating and healing any ailments is just a little shower of smile and note of warm welcome words. Most professional doctors are trained to handle their patients with smile, care and love unless they are self-trained (it should not be). There are some who go to the extent of helping the poor patients from their own pockets. They put themselves into the shoes of the patients and walk along with them. Such doctors are walking gods. Remember, no one is born rich, all came with an empty hand. What you fill your hands in the course of your life depends on you. Every patient believes that physicians can bring their pain to cessation. Therefore, all hospital are filled with people suffering from different sicknesses. Human body is too fragile to fight 24x7 against certain infection. All are prone to sickness and pain. Even doctors get sick. In other words, they become patients sometimes. Little away from the goodness of a doctor, sometimes I wonder at their prescription for intake of medicines. Whatever medicine name comes to their mind, they script it down in black and white for the poor patient who instead of getting better become worse at the sight of a full page prescription, almost an essay writing. Such prescription of medicines worsen the sickness. In most cases it does happen. Some young doctors may browse their book before giving out the prescription. It is a learning process, its fine. All patients visit hospital with much worries and anxieties apart from their pain and sickness. Therefore, prescription of medicines should have some limit as per the sickness and need of the patient. In other words, do not give what is not necessary. The commission received by prescribing numerous medicines may bring about omission of patient’s life. I remember a patient well known to me who went down to Guwahati for certain treatment. After all the necessary checkup and examination, the doctor prescribe only one strip of medicine. He was not satisfied with just a strip of medicine, as we are used to with a plastic bag full of medicines in Nagaland for any sickness. For rural patients, they may even carry those medicines in their basket (full) back to village for generations to consume. Sometimes, mistakes can occur in
the prescription of medicines. But mistaken medicines can kill the patient. And no doctor can revive the death back to life. Surgical doctors are advised to wear mask. Likewise, other doctors are to wear the same in some work place, but not every place. There may be instances where some doctors wear mask throughout the duty except during tea time. Wearing mask at a wrong place makes the patient fail to see the smile of the doctor, with mask his words become like bubbling water. What he says is not understood by the patient, the patient only have to “yes, yes” or “Ok”. I hope every doctor knows when and how to wear mask. Every patient whether young or old must be made to feel at home in the hospitals, and more with the consulting doctor/s. The presence of such atmosphere gives even the dying patient the satisfaction of being treated in such hospitals or by such doctors. Patients go to hospitals not as customers, but as needy persons. The reason why hospitals in Guwahati and Shillong are filled with patients from Nagaland need to be re-examined by Medical Scholars. Is something wrong with our hospitals or doctors? Do we place less trust in Naga doctors? Are doctors not sincere with their duties and responsibilities? Are hospitals not equipped with necessary and latest machines to deal with? Many doctors refer the patient from one hospital to another. The patient goes about the whole of Kohima or Dimapur and return in coma. Of course, such references are also necessary in some cases. But it also show some dark image somewhere and somehow. What is wrong need to be set right (if there are). We need not wait for new species of doctors to appear to set things in their right place and time.If all medical scholars put their minds and heads together, the legs will start walking the right direction. I believe, we can venture into new and better pattern of life. Nagas are generally kind enough especially in times of sickness and death. No one may file FIR/Case against any doctor in Nagaland even if there are cases of wrong treatment because we highly respect them. For Nagas, if a patient dies due to wrong treatment, we will say, “Oh! This is the will of God for him, upainai, kikuribo. Tai laga time punchiakerenease.” Whoa! He died of wrong treatment, and you have the courage to pronounce wrong statement to seal the dead body inside the tomb. By this, you share equal responsibility in the death of a patient. It is necessary that physicians also admit their mistakes when such tragedy occurs in time of ignorance and error. They should not prove themselves to be right when they are wrong. Even time is divided into day and night. They should not think that there is no night in their life, if so they will stumble and fall during the
No Gaidinliu memorial in Nagaland
read the views of Thepfulhouvi Solo, on Gaidinliu, in Nagaland Post dated the 7th March 2017; and I fully agree with him. Because why do anyone put up a Memorial souvenir? Is it not to cherish the fond memory of someone or something that has had a bearing on the life of someone or a country? So if Nagaland has to cherish the memory of anyone or anything that has done something good for the Nagas, why not those Naga freedom fighter leaders or those notable American missionaries who had enlightened the Nagas? Instead why Gaidinliu Memorial? Gaidinliu might have been fondly called “Rani” by the then Prime Minister of India, Late Pandit Jawaharlal Nehru, for reasons best known to him. Perhaps because she had strong association with many Hindu organizations, like VHP (Vishwa Hindu Parishad), ABVKA (Akhil Bharatiya Vanavasi Kalyan Ashram) etc and attended the World Hindu Religious
Conference. But for us Nagas of Nagaland, who was Gaidinliu? As a child in school, at Kohima, in the late sixties, I knew her as a Zeliangrong activist, who was kept in a state govt type 4 quarter at Agriculture Colony, Kohima, under vigil with security guards. I did not bother to know who she was and after a brief stay as a neighbor of the house in which she was kept, I did not hear about her nor did I come across anything about her. Later, some people told me that she was a follower of the Heraka cult, which is more or less like Hinduism. I am also told that she was an ardent pro Indian and strongly opposed the Naga National Council. I am also made to know that she organized the Zeliangrong National Government of Rani (Gaidinliu), which took up arms to oppose the Naga National Council (NNC). Hence I do not know any contribution of Gaidinliu for us Nagas. I must admit that I know very little about Rani Gaidinliu, because she meant very little
to me, a Naga and I did not bother to ask who she was. Of course, like any of the readers, especially Naga readers, I know more and I am told by many, about the Naga freedom fighter leaders like A.Z. Phizo, Khodao Yanthan, Imkongmeren, Scato Swu, etc, that they were leading the Nagas in their fight against the occupational Indian army. I was also told about the American Christian missionaries, like Rev. E.W. Clark, Rev. King, Rev. Witter who came to the Naga hills to convert us to Christianity and who also opened schools for our education. These Missionaries might not have fought for Naga freedom; but they certainly enlightened us and thereby brought us out from isolated darkness to the outside world of civilization and hence we need to honour them. So why not put up souvenir memorials of the numerous Naga Freedom leaders and the enlightening missionaries. But regrettably, of all the Naga follies, why Gaidinliu memorial, in Nagaland? Is
it not stupidity to forget our cherished leaders and teachers; but instead to honour someone who fought against us, who aligned with our invaders and whose religion is against our religion? Is it not a DISGRACE and how will the Nagas explain this fallacy? Will the Naga leaders, who have initiated to install Gaidinliu memorial, explain and convince the Nagas or the outside observers? It is going to be too shameful for the future Naga generation to explain why their fathers have installed Gaidinliu memorial in Nagaland. Indeed; it is the Ahimsa (Non Violent) invasion of Nagas by the Hindu radicals. So why leave a laughing stoke to our posterity? Instead, whatever Gaidinliu memorials have erroneously been installed (in Nagaland), should immediately be renamed or else be dismantled/pulled down; like the statue of Saddam Hussein, lest Naga posterity curse us! Er. Mhondamo Ovung, Wokha, Nagaland
day. All hospitals do not want bad reputation, therefore all black marks (nights) are washed clean immediately. But retaining a good name is as important as retaining patient’s life. All physicians take Hippocratic Oath: “On this day, I graduate as a Physician, I take this oath. I shall practice the art and science of medicine honestly, sincerely and to the best of my ability and judgment…” (Other versions are also used) This means to save live and not to kill (although there are practices of abortion and euthanasia). The top most duty of every doctor is the care of patients. But some can become hypocrites after taking Hippocratic Oath in the process of searching for fame and name because the two words are not far from each other in their pronunciation. A wrong pronunciation may lead to a wrong practical living. Doctors appointed and working in Government Hospitals as full-fledged members may avoid opening another clinic whereby all references and medical prescriptions become subjective. It may tempt them to give less time in their assigned duty and more time for their private work. If it is happening in Nagaland then it is injustice. I hope it does not happen or may be it is. But “Prevention is better than cure.” Justice in salary should also reflect justice in work. The morning talk in the Government Hospital will be, Patient: “Doctor ahi she nanai?” Office Attendant: “Tai olop diri punchibonagi” Whereas the afternoon talk may sound like this, Patient: “Doctor thakiasehola? (with a strong belief)” Office Attendant: “Aya, Doctor etia etia jai jai she to. Apni olop diri hoishe to. Kali he ahi bi de. Bia napa bide.”I am sure this is not an unusual sound to many ears. Believe me, because my ears are also like yours. I wish all Naga medical doctors have the caring hands, loving hearts and strong feet to walk along with their patients. Let exaggerated prescriptions of medicines be avoided (if there are some physicians in this habit) for the good of the patients and their family. Excess intake of medicines are harmful for human body. All doctors knew this effect very well. May no hospital or doctor become too tall or so rich respectively at the expense of the poor patients. Every rupee that comes to the hospital is not easy money. Most of them have bad odour because it comes from the pockets of poor men and women (not from the purse because they do not possess such a thing). Therefore, let all doctors give the best treatment to all patients as they have been doing till date. Let every hospital take the best care of the Doctors so that they can give the same to the patients. We must uphold the dignity of Medical Doctors because the service they render to us is tremendous and praiseworthy. With Respect &Honour, G. L. Khing, Kohima, (tisislawkhing@gmail.com)

Anger is our enemy of health and success Sir,
Anger is our biggest weakness. It has robbed our happiness, good health, good ideas and our reputation. It is a viper that stings our heart and soul. Anger has to be checked by everyone otherwise it will ruin our life. Its a misfortune. It even ruins spirituality. Anger is a grenade. It gives heart attack and fast heart beat. It increases cancer cells by making our organ abnormal. It affects our brain, heart, kidney and angry person will get stroke fast. They will fail in their job. People will avoid them. They will be hated by their own relative and kids. To control anger, you must avoid angry type of people. You must breathe a lot and start reading your Bible by repenting. Also, hear good song. Read happy book. Remember, anger make you look ugly. It tightens your artery so you may die or reach ICU. Anger is not heroism. It’s not okay to be angry. Anger has become fashion. Even kids of today are short tempered. Teenagers are like lion and tiger in anger. We have some wives who are addicted to anger. Control your anger before anger bind you and crushed you to pits. Donot be the servant of anger. Anger is ugly, hateful, death and danger. May God call you - child of happiness. Good morning. R.K.Krishta Luke, (lukerkkrishta@gmail.com)

NEW DELHI, MAR 14 (AGENCIES): The government on Tuesday introduced a Bill in Lok Sabha, seeking to set up a single permanent tribunal to resolve inter-state river water sharing disputes expeditiously. Instead of having multiple tribunals, the Bill introduced by the water resources minister Uma Bharti despite opposition from the Biju Janata Dal (BJD) - makes a provision of a single permanent tribunal with multiple benches. Unlike the Tribunal, the benches will cease to exist once the disputes are resolved. Once the proposed legislation is enacted, the single permanent tribunal known as Inter-State River Water Disputes Tribunal will subsume all the existing tribunals including those on Cauvery, Mahadayi/ Mandovi, Krishna, Vansadhara and Ravi and Beas rivers.
NEW DELHI, mar 14 (Agencies): Taking a cue from BSP supremo Mayawati, Delhi Chief Minister Arvind Kejriwal has expressed reservations about electronic voting machines and sought the use of ballot papers in the upcoming civic body polls in the national capital. Kejriwal has directed chief secretary MM Kutty to write to the State Election Commission in this regard. “The Chief Minister has directed the chief secretary to ask the state election office to hold MCD elections through ballot papers,” a source in the CM’s office said. The move comes close on the heels of Mayawati questioning the “reliability” of electronic voting machines (EVMs). She had alleged that they were tampered with in the Uttar Pradesh assembly polls, where her party suffered a debacle. Earlier, Delhi Congress chief Ajay Maken also

tecture robust”, said Bharti while introducing the Bill Introduction of the Bill was opposed by the BJD member Bhartruhari Mahtab who wanted the government to have a re-look at the proposed legislation arguing that it was drafted in a poor manner. “I am not going into the merit of the Bill. It’s a very badly drafted Bill. Since water is a state subject, I would also ask the government whether it has consulted all the 29 states before drafting it”, said Mahtab while opposing the Bill in its present form. Bharti, however, said the Centre was very much within its rights to introduce such Bill under Article 262 of the Constitution and assured the House that the proposed legislation was needed to resolve any dispute expeditiously. The Bill fixes total time period for adjudication of a water dispute at a maximum of four and half years. The decision of the Bench of the Tribunal will be final and binding on the states concerned, with no requirement of its publication in the official gazette - it means the decision of the Tribunal will automatically be notified the moment it is delivered. The Tribunal will consist of a chairperson (retired judge of a Supreme Court or High Court), one vicechairperson and maximum six members.

Blackmoney: I-T prosecution action triples this fiscal New Delhi, Mar 14 (PTI): Prosecution action by the Income Tax department in black money cases has shot up three times with the taxman filing over 570 such charge sheets across the country till January this year. The department, as per an official report accessed by PTI, has also directed its field offices to not spare cases of “serious irregularities” in deposits ascertained by it under ‘Operation Clean Money’ after demonetisation and file court cases against such entities too. The latest prosecution figures do not include action linked to demonetisation as such cases are still in the investigation stage, a senior I-T officer said. cisions will be taken by the Council because, after all, it is a question of revenue for the states and the Centre,” Shah told IANS. “Rates is an issue that is sensitive and will be determined only by the Council,” he said. Revenue Secretary Hasmukh Adhia recently announced that the Council has increased the cGST (central GST) and sGST (state GST) peak tax rate from 14 per cent to 20 per cent each, amounting to a peak rate of 40 per cent. Though the current tax slabs will remain the same, the peak rate has been increased for future contingencies, Adhia had said.
New Delhi, Mar 14 (PTI): Gold prices on Monday cracked below the Rs 29,000-mark by plunging Rs 150 to Rs 28,900 per 10 grams, taking a hit from sluggish trend overseas and fall in demand from local jewellers. Silver also fell by Rs 180 to Rs 40,800 per kg due to reduced offtake by industrial units and coin makers. Traders said demand weakness brought on by the end of wedding season

Mumbai, Mar 14 (PTI): The rupee surged by a massive 78 paise to end at a nearly one-and-a-half year high of 65.82 against the US dollar on frantic unwinding of the American currency following BJP’s emphatic victory in Uttar Pradesh. The home currency resumed on a strong footing at 66.20 from last Friday’s closing value of 66.60 at the Interbank Foreign Exchange (forex) market on heavy dollar unwinding from speculative traders and exporters tracking weekend developments. Maintaining its bullish momentum against the dollar, the rupee hit a fresh intra-day high of 65.76 in late afternoon deals before ending at 65.82, showing a solid gain of 78 paise, or 1.17 per cent. This is the highest closing of the rupee since November 6, 2015 when it had ended at 65.76.

ICICI Bank was the best performer with 5.99 percent gain. Support also came from Hindustan Unilever (4.54 percent), L&T (4.40 percent), HDFC Ltd (3.69 percent), Asian Paints (3.51 percent), Maruti Suzuki (3.02 percent) and Adani Ports (2.92 percent). Sun Pharma rose 3.61 per cent to Rs 708.25 after the US health regulator proposed to lift the import alert on the company’s Mohali (Punjab) manufacturing plant. With the buying activity gathering momentum, second-line stocks continued their upward sprint. The BSE mid-cap and small-cap indices rose 1.43 percent and 1.19 percent, respectively.
New Delhi, Mar 14 (IANS): While the effective rate of indirect taxes under the new Goods and Services Tax (GST) regime still remains unclear, as fitment in tax slabs is under way, the Central Board of Excise and Customs (CBEC) has said that taxes were likely to “increase a bit” from the current level. “That is our belief (that the current level of taxation will not lessen at least for first five years). It will be the same, that’s our belief, and it will increase a bit,” CBEC Chairman Najib Shah told IANS in an interview here. Shah said that the fitment of goods and services in the four tax slabs -- 5 per cent, 12 per cent, 18 per cent and 28 per cent -- is a work in progress. Apart from the tax rates, there will also be a cess on top of it, which will form the corpus to compensate the states for any revenue loss for the first five years of implementation of GST. “The Council will determine the commodities which will have the cess. Mumbai, Mar 14 (PTI): The stunning election success of the BJP in Uttar Pradesh gave the market a rush of adrenaline as the Nifty on Tuesday pulled off an all-time closing high of 9,087 and the Sensex raced to a two-year high. The euphoria even saw the 50-share NSE index breaking through the 9,100mark to hit 9,122.75, an alltime intra-day high too. Intra-day, the rupee flexed muscles, climbing to 66.14. Despite a sharp increase in WPI inflation, investors set aside all their caution and pumped in more money on hopes that the assembly poll win will make the government push through bold reforms. A strong set of industrial output numbers for January provided the perfect backdrop to reap more dividends. IIP expanded 2.7 percent year-on-year. UK Parliament passes Brexit bill
L O N D O N, M A R 1 4 (IANS): Theresa Mays Brexit bill has cleared all hurdles in the Houses of Parliament, opening the way for the Prime Minister to trigger Article 50 by this March-end. Peers accepted the supremacy of the House of Commons late on Monday night after MPs overturned amendments aimed at guaranteeing the rights of EU citizens in Britain and giving Parliament a “meaningful vote” on the final Brexit deal, reported the Guardian. It paved the way for the Article 50 Bill to be given Royal Assent on Tuesday, after peers in the upper chamber also caved in, rather than deciding to “ping” it back to the Commons in a series of late-night votes. But May’s victory was overshadowed by Scotland’s First Minister Nicola Sturgeon’s demand for a second referendum on the Scottish independence. A c c u s i n g M ay o f blocking Scotland’s desire

for a special deal with the EU, Sturgeon said the referendum should be held between autumn 2018 and spring 2019 -- without lastminute concessions. Within hours, No.10 Downing Street announced May would not, as widely expected, trigger Article 50 as early as Tuesday, instead suggesting it would take place in the final week of March. all but inevitable. She accused May of refusing to discuss full Scottish access to the single market, saying: “The UK government has not moved even an inch in pursuit of compromise and agreement.” May immediately accused Sturgeon of playing a “game”, telling her “politics is not a game”, and accused her of “tunnel vision”, the newspaper reported. “The tunnel vision the SNP has shown today is deeply regrettable; it sets Scotland on a course for more uncertainty and divi-
sion,” May said. “And this is at a time when the evidence is that… the majority of the Scottish people don’t want a second independence referendum.” Sources close to May said she would not allow a referendum until several months after Britain’s EU exit, the Telegraph said. MPs voted down the Brexit bill amendment on EU nationals’ rights by 335 to 287, a majority of 48, with peers later accepting the decision by 274 to 135. The second amendment on whether to hold a meaningful final vote on any deal after the conclusion of Brexit talks was voted down by 331 to 286, a majority of 45, in the Commons. The Lords then accepted that decision by 274 to 118, with Labour leader Lady Smith telling the Guardian that continuing to oppose the government would be playing politics because MPs would not be persuaded to change their minds.
Russian-backed Syria talks derail MOSCOW/ASTANA, MAR 14 (agencies): Russian-led peace talks on Syria were derailed on Tuesday as rebels backed by Turkey boycotted a third round of meetings in Kazakhstan and the Kremlin indicated there were international divisions over the process. Russia, Syrian President Bashar al-Assad’s most powerful ally, said the rebels’ reasons for staying away were unconvincing and their decision came as a surprise. Describing the rebels as Turkish proxies, the Syrian government envoy said Ankara had broken “its commitments” to the Astana process. The rebels said on Tuesday they would not attend the talks, scheduled for Tuesday and Wednesday, because of what they called Russia’s unwillingness to end air strikes on rebel-held areas and its failure to get the Syrian army and Iranian-backed militia to abide by a ceasefire.
Trump gives CIA drone strike powers WASHINGTON, MAR 14 (PTI): US President Donald Trump has reportedly given CIA necessary authorisation to carry out drone strikes against terror groups, a move that could have implications for Pakistan. This is a change from the policies of the previous Obama Administration under which the Department of Defence was authorised to carry out such strikes and the CIA used drones to gather intelligence information, The Wall Street Journal reported, citing unnamed sources. The White House and the CIA have so far not responded to the news report. According to the daily, Trump gave such an authorisation to the CIA not long after he visited its headquarters on January 21. “The Trump administration is also giving the military more authority to conduct operations on its own without first getting a sign off from the Pentagon or the White House,” the report said. The report said Trump’s

unexpected decision to give the CIA the strike authority created ferment inside the US government within days of his visit, as US military officials scrambled to respond to the new directive. According to New America’s research -- a Washington DC based think-tank -- before Obama changed his policy and only authorised the Department of Defence to carry out drone strikes, CIA’s drone strikes were mostly used in Pakistan. It has resulted in the
death of at least 1,904 people and the figure could be as high as 3,114, US scholars Peter Bergen and David Sterman wrote in CNN on January 21, a day after Trump was sworn in as the US President. US drone strikes were halted in the last eight months of the Obama Administration. In recent weeks, top Pentagon generals have expressed concerns over the continued presence of terrorist safe havens in Pakistan.

BANGKOK, MAR 14 (AGENCIES): Thai authorities said Tuesday they have seized 21 unusually large rhinoceros horns worth almost $5 million that were smuggled from Ethiopia. The bags carrying the horns were discovered last Friday in a random customs search at Bangkok’s main airport, the Thai Customs Department said in a statement. They discovered the horns, weighing almost 50 kilograms (110 pounds), inside hard-shelled luggage bags originating from Addis Ababa. The bags’ owners, two Thai women who had ar-

The wearing of religious symbols, and especially Islamic symbols such as the headscarf, has become a hot button issue with the rise of nationalist and sometimes overtly antiMuslim parties across Europe.

ntil last week, no artist had ever had more than four top 10 hits at the same time but Sheeran smashed that record to pieces, putting nine songs from his new album, Divide, into the top. The main reason for his success is streaming. Tracks from his album were played 110 million times last week on Spotify, Apple Music and their competitors, sending all 16 tracks from Divide into the chart. “I don’t know if there’s some weird thing that Spo-
tions”, while Sainsbury’s recorded their biggest week of CD sales since Adele’s 25. “The sheer voracity with which it’s been devoured is just incredible,” boasted Sheeran’s record label boss, Ben Cook, in an interview with Music Week. But the star’s unprecedented one-man takeover of the chart has left people wondering whether the venerable countdown has become redundant. The problem is that, with Ed Sheeran taking up 40% of the available space, other acts are being pushed out. Last year saw a shockingly low number of new artists making their Top 40 debut. Even this week, the much-anticipated new single from Lorde only managed to score a new entry at 28, even though it was at number 12 in the download chart.

BCCI rejects ICC’s proposed World Test Championship
M u mb a i , M a r 1 4 (Agencies): The Board of Control for Cricket in India (BCCI) has strictly rejected the International Cricket Council (ICC) decision to carry out a World Test Championship that was scheduled to begin in 2019. This decision comes after the ICC called for a twoday working group meeting to discuss the World Test Championship structure before the BCCI opposed the idea. The world body proposed a nine-plus-three structure to have a fouryear Test cricket cycle. But stating the ICC’s decision as a ‘bluff ’, the Indian cricket board categorically ruled out
the move in order to see no changes being implemented in the Test calendar. “How can a nine-plus-three structure be proposed in the first place when the ICC Board is yet to ratify Ireland and Afghanistan’s full membership status? They (certain ICC board members) are just trying to test the waters and gauge the mood of members. In the process, they’re still thinking that a “weak” BCCI may not resist,” a BCCI source stated while speaking to the Times Of India. Previously during the ICC’s board meeting in October 2016, the BCCI also rejected the governing
body’s two-tier Test structure that also received rejections from parties like Sri Lanka, Bangladesh and Zimbabwe. Following the disapproval, the idea of a World Test Championship was formed as a backup plan. Dismissing the importance of a two-day working group meeting, the BCCI is also confident of garnering enough strength to tackle the proposed policies of the BCCI through a vote count. The Indian board is optimistic about this move working in their way during the upcoming ICC Chief Executive Meeting (CEC) to be scheduled in April.
Chelsea booked their place in the semi-finals of the FA Cup with a 1-0 win over Manchester United at Stamford Bridge on Monday night.
L o n d o n, M a r 1 4 (Agencies): Chelsea remain on course for a domestic double after overcoming 10-man Manchester United 1-0 at Stamford Bridge in the quarter-finals of the Emirates FA Cup. N’Golo Kanté’s 52nd minute goal proved enough for Chelsea, who now make it 12 unbeaten against Manchester United in league and cup competitions and advance to a record 13th FA Cup quarter-final in the 21st century. Ander Herrera’s red card after a second bookable offence for a foul on Eden Hazard in the 36th minute changed the course of the tie, leaving the hosts to dominate possession and limit the FA Cup holders who were without a number of first-team attacking players - to few chances throughout. Jose Mourinho seemed
frustrated with Michael Oliver’s decision to brandish red and tempers flared minutes later between the former Real Madrid manager and Antonio Conte after the Italian furiously appealed for yet another late challenge on Hazard. Despite persistent fouling on Hazard early on, the Belgian created his side’s opening chance after the 26-year-old produced a dazzling run from the halfway line before watching his low effort superbly saved by David De Gea. The Spanish international was called into action from the resulting corner, this time the 26-yearold denied Gary Cahill with a breathtaking stop at his near-post after the former Bolton defender showed great strength before getting his shot off. Chelsea started to make the one-man advantage count after the break and
they inevitably broke the deadlock when Kante received the ball just outside the box before unleashing his shot past De Gea and into the bottom corner. Chances were at a premium for the Red Devils, but they could have pulled level in the 59th minute when Marcus Rashford isolated Cahill before his shot was stopped by the alert Thibaut Courtois. Moments later Diego Costa should have doubled his side’s advantage when he broke free from Marcos Rojo, only to fail to get his head to the ball from closerange. The hosts could have added to their tally but failed to do so and will turn their attention to the Premier League where they face Stoke City at the Britannia on Saturday, while Manchester United will look to book their quarterfinal place in the Europa
League with a positive result against Russian outfit FC Rostov on Thursday. Blues to face Tottenham Chelsea have drawn Tottenham Hotspur in the Emirates FA Cup semifinal following their 1-0 win over Manchester United at Stamford Bridge. Spurs booked their last-four place with an impressive 6-0 win over Millwall. Manchester City will face joint-record holders Arsenal. The Gunners, who lifted the trophy in 2014 and 2015, came through their quarter-final game with relative ease after overcoming non-league Lincoln City 5-0 at the Emirates. Pep Guardiola’s side play their first FA Cup semi-final in four years after running out 2-0 winners away to Middlesbrough. The ties will be played at Wembley on the weekend of April 22 and 23.
Kerber struggles ahead at Indian Wells
Angelique Kerber returns a shot to Pauline Parmentier.
INDIAN WELLS, Mar 14 (Agencies): Poised to return to the top spot in next week’s world rankings, Angelique Kerber narrowly avoided an upset at the BNP Paribas Open on Monday. Ke r b e r o u t l a s t e d Pauline Parmentier of France 7-5, 3-6, 7-5 in the third round when temperatures soared to the upper 90s (36 C) under cloudless skies in the Southern California desert. That’s nearly 20
degrees higher than the seasonal average of 78 (25 C). One of their games lasted 11 minutes and another went on for 9{ minutes. Kerber rallied from a 1-4 deficit in the third set. “I was star ting to believe in myself again,” she said. The second-seeded German arrived early this year to better prepare for an event whose slow courts and
extreme temperatures have bedeviled her in the past. In nine previous appearances, Kerber’s best results were semifinal berths in 2012 and `13. She had lost in the second round for the past three years. “The conditions are also very tough here. When you play day session, it’s really, really hot. You play night session, it’s a little bit cooler and could be really cold,” she said. “The balls are flying a little bit different, as well.” Regardless of Kerber’s results, she is assured of regaining the No. 1 ranking from Serena Williams, who withdrew before the tour nament began because of what she said was a left knee injury. Kerber dropped to No. 2 after the Australian Open in January. Simona Halep, the 2015 champion, lost to 28thseeded Kristina Mladenovic of France 6-3, 6-3.
PCB suspends Irfan in spot-fixing case K a r ac h i , M a r 1 4 (Agencies): Pakistan Cricket Board (PCB) has suspended left-arm pacer Mohammad Irfan in the spot-fixing case which came to light during the recently concluded Pakistan Super League. Irfan and two other cricketers were questioned by the PCB’s anti-corruption unit for the PSL. The other two players we r e l e f t - a r m s p i n n e r Zulfiqar Babar (Quetta Gladiators) and opening batsman Shazaib Hassan (Karachi Kings). During the tournament, Islamabad United’s batsmen Sharjeel Khan and Khalid Latif were provisionally suspended and ordered to
return home. Meanwhile, in February, Pakistan’s opening batsman Nasir Jamshed was arrested by Britain’s National Crime Agency in connection with the alleged spot-fixing case. This is not the first time corruption has haunted Pakistan cricket in the recent past. In 2010, Salman Butt, Mohammad Amir and Mohammad Asif were jailed and banned over their involvement in the spotfixing case during the Lord’s Test against England. Amir was later allowed back into inter national cricket while Butt and Amir continue to str uggle to break back into the Pakistan team.
