Biren Singh set to become Manipur’s BJP CM BJP artificially created majority, Governor to be blamed: Congress
Correspondent
IMPHAL, MAR 13: Former congressmen, Nongthongbam Biren Singh, who resigned from the Congress in the run up to the recently concluded elections to 11th Manipur Legislative Assembly, is all set to become the chief minister of Manipur. Biren was on Monday elected as BJP’s legislature party leader after a marathon meeting held at Imphal’s Hotel Grande, which was attended by some national leaders of the party including BJP national vicepresident, Dr. Vinay Sahasrabuddhe, party election incharge of Manipur, Union MHRD minister, Prakash Javadekar, and Union MoS power, Piyush Goyal. After the meeting, Piyush Goyal, who attended the meeting as party observer, announced the election of N Biren as BJP legislator party leader. “Biren would lead the formation of BJP-led government in Manipur. He has been elected unanimously the leader of the newly elected legislators of the BJP,” he announced to the media gathering at the meeting venue late afternoon.

Soon after the meeting, Biren accompanied by national leaders led the legislators of the party to Raj Bhavan where they called on with the Governor to stake majority claim and to form the government. Besides BJP legislators, Biren was accompanied by 10 elected legislators, four each from NPP and NFP and the lone LJP legislator and defected Congress legislator Th Shyamkumar. The elected AITC and independent legislators were not part of the Biren-led team. Biren was a minister
in the first two terms of Ibobi-led Congress government. Not only minister, he was also one of the powerful Congressmen and troubleshooters of Ibobi government until he left the party.
Ibobi resigns as CM
Outgoing Manipur Chief Minister O Ibobi Singh resigned today after Governor Najma Heptullah said she could not start the process of government formation in the state that has got a hung Assembly, till he quits. Singh, who had earlier today said he would resign
by tomorrow, submitted his resignation papers to the Governor, Deputy Chief Minister Gaikhangam told PTI. Singh has been arguing that Congress being the single largest party with 28 seats, he should be given the first opportunity to form the government. “I am ready for a floor test and I have the numbers with me,” said Singh. Heptullah, however, said earlier that she could only start the process of government formation once the incumbent chief minister resigned as per norms.
fter the BJP announced Nongthombam Biren Singh as the chief ministerial candidate for Manipur, the Congress Party on Monday said this was an artificially created majority and accused state Governor Najma Heptulla for incompetence. “The Congress secured 28 seats against 21 by the BJP out of 60 seats. In Manipur, the Congress was in power and we were only two seats short of majority and we were the single largest party. The Governor is to be equally blamed for this kind of conspiracy,” Congress leader Veerappa Moily told ANI. He added that the Constitution has been violated. “The Constitution says that even if there is a majority by any one party, the single largest party’s leader is called. That is given the first option to form a government. But here that has not happened in Manipur,” Moily added. He further said that it is incumbent on the part of the Governor to call the Chief Minister and only if he fails to form a government then the option could be given to the next. “This basic convention of
the Constitution and the well tested process has not been adopted by the Governor. She was waiting for the BJP to manufacture,” he asserted. Continuing his tirade against the BJP, Moily said Prime Minister Narendra Modi was expected to be more magnanimous with a success in Uttarakhand and Uttar Pradesh. “But the Prime Minister has demonstrated dirty greediness to capture power. He forgets that Manipur is the most sensitive state and that Congress built the integral part of this state,” he added. He further said that the antidefection law which is the part of the Constitution has been broken and violated. “They think that they can make India free from Congress by misusing law. BJP president Amit Shah said that even if they did not get the majority they will make it through, which means the conspiracy has been designed,” Moily said. Union Power Minister Piyush Goyal said the decision is unanimous and the BJP would soon move to stake claim to form government in the state.
Plea in SC to stop Parrikar from being sworn-in as Goa CM New Delhi, Mar 13 (AGENCIES): The Congress on Monday moved the Supreme Court to stop Manohar Parrikar from taking over as Goa Chief Minister on Tuesday. The Supreme Court has agreed to urgently hear the Congress party’s petition, as per ANI reports. The Congress will also raise the issue of government formation in Goa and Manipur in Parliament tomorrow. The party moved the apex court against Goa Governor’s decision to invite Parrikar to form government in the state, despite the Bharatiya Janata Party (BJP) emerging as the second largest party. The Congress claimed that the Governor should have invited them to form government, as they are the single largest party with 17 seats. The petition for urgent hearing was mentioned before Chief Justice of India J.S. Khehar. Incidentally, Parrikar is slated to take oath as Goa Chief Minister tomorrow. President Pranab Mukherjee, as advised by Prime Minister Narendra Modi, has accepted Parrikar’s resignation from the Council of Ministers, with immediate effect, under clause (2) of Article 75 of the Constitution. The BJP, which failed to cross the half-way mark in the assembly polls with its tally dipping to 13 from 21, pulled off a coup yesterday by enlisting the support of the Goa Forward Party (GFP), Maharastrawadi Gomantak Party (MGP) and two Independents, to reach the magic figure of 21 in the 40-member house.

DIMAPUR, MAR 13 (NPN): Naga People’s Front (NPF) Central has termed as “absolutely false” the purported “rumours and speculations” doing the round that the NPF would not be a part of the non-Congress coalition arrangement in Manipur to provide an alternative government to the Congress party, and that the NPF Manipur unit put forth pre-conditions before joining the BJP-led coalition arrangement in Manipur. NPF central office through its Media & Press Bureau (M&PB) said the rumours were contrary to what the NPF president and Nagaland chief minister, Dr. Shürhozelie Liezietsu had said that the NPF would extend support to any non-Congress coalition arrangement/government in Manipur. M&PB reminded that the party was a major coalition partner of the North East Democratic Alliance (NEDA) formed in May 2016 in Guwahati. It said NEDA was launched with the declared aim of ridding the Congress party from the Northeast and to bring all-round development to the region under the leadership of Prime Minister Narendra Modi. Further, M&PB said the NPF has also been in alliance with the BJP and other non-Congress political parties in Nagaland since 2003 under the banner and nomenclature of Democratic Alliance of Nagaland. M&PB stated that the statement was being issued to clear doubts and rumours going on in Manipur, especially in political and media circles.

NEW DELHI, MAR 13 (AGENCIES): On Holi, the Reserve Bank of India did away with the weekly limits on cash withdrawals for Indians. The limits, imposed after Prime Minister Narendra Modi announced the demonetisation of the old Rs 500 and Rs 1,000 notes, were being gradually eased. Until last week, banks did not allow account holders to withdraw more than Rs 50,000 in a single week. News agency PTI, in a report from January, spoke to bankers who estimated that the cash withdrawal limit would be lifted by February-end. On March 10, Finance Minister Arun Jaitley had said that new currency worth more than Rs 12 lakh crore was in circulation. As a comparison, the total value of banned Rs 500 and Rs 2,000 notes was Rs 15.44 lakh crore on November 8, a day before the banknotes ceased to be legal tender. Meanwhile, the RBI and the Finance Minister
continue to be tight-lipped on the exact value or number of banned notes returned. Last week, answering a question in Parliament, Jaitley said it was difficult to give an exact figure on the number of defunct Rs 500 and Rs 1,000 notes deposited so far. “Every currency note has to be verified - whether it is genuine or fake. Then the genuine and fake notes have to be segregated. It is a very large exercise... Once the RBI completes the exercise, we will inform the House in details,” he said. The note ban, seen as a risky move, came just a couple of months before the five-state Assembly polls. However, the BJP’s swept Uttar Pradesh and Uttarakhand and is also set to form governments in Manipur and Goa, where it finished second-best to Congress. BJP leaders have credited the demonetisation move and last year’s surgical strikes as two of the factors responsible for the party’s performance.

dard operating procedure before allowing the holding of any public rally in the future. The police is also probing the funding trail of the group to reportedly ascertain its motives and activities. Curfew relaxed in Silapathar Two more arrested for AASU office attack
Guwahati, Mar 13 (Agencies): The situation in Silapathar, a small town in Assam’s Dhemaji district bordering Arunachal Pradesh, improved considerably since violence broke out the previous Monday after an attack by miscreants on the local AASU office, with the authorities relaxing the ongoing indefinite curfew for four hours on Monday. The police meanwhile arrested two more persons on Monday in connection with the March 6 attack on the AASU office, one of them being the all-India organizing secretary of Nikhil Bharat Udbastu Samanway Samiti (NBBUSS) – a group fighting for citizenship rights of Bangladeshi Hindus in the country. “The police have arrested Bijay Biswas, allIndia organizing secretary of NBBUSS, and Sanjay Das, district president of the same organization. While Biswas was arrested in the wee hours, Das was arrested on Monday afternoon,” Dhemaji deputy commissioner Roshni
Apranji Korati told The Indian Express over the telephone. With Monday’s arrests, the number of persons arrested in the past week has risen to 39. The deputy commissioner said there was no fresh incident of violence in Silapathar in the past three days and that people came out after five days of continuous curfew to buy essential items during the four-hour relaxation that ended at 3 PM on Monday. Miscreants had set on fire several shops in Silapathar on Tuesday and Wednesday after the local AASU office was attacked and vandalized by a section of people who had taken part in a rally organized in the town by NBBUSS on March 6. An FIR lodged by the Silapathar AASU president on March 6 said while one section of people taking part in a procession organized by NBBUSS on March 6 shouted slogans against the AASU and the Assam Accord and demanded citizenship for all Hindus who had come to India after 1971 from Ban-
gladesh, another section of them headed towards the AASU office and vandalized it. “They first pelted stones, and then entered the office, broke furniture and almirahs and other properties. They even tore down portraits of Bhupen Hazarika and Jyotiprasad Agarwala, and desecrated the martyrs’ column in the AASU office premises,” it said. The Assam Police meanwhile have declared Subodh Biswas, president of NBBUSS as “wanted” for allegedly making a provocative speech in Silapathar on March 6, which had led to the attack on the local AASU office. The Assam Police had on Saturday also announced a reward of Rs one lakh to those who could provide information leading to Biswas’s arrest. The police on Sunday carried out a massive checking in several trains leaving Assam after inputs that Subodh Biswas had boarded a train in upper Assam to escape from the state after the police declared him as
Garos of Bokajan (ST) LAC protest against MLA Momin
Residents of Tinglijan area display placards during a protest on Monday. Bokajan, Mar 13: Hundreds of Garo people residing at Tinglijan area Monday protested against the false assurance allegedly made by MLA Dr Numal Momin while campaigning for 17 Bokajan (ST) LAC. A 300 metre village road which was supposed to have been black topped before Christmas, is lying in a pathetic condition causing inconvenience to residents and commuters. Moreover, the dumping of loose mud over the existing eroded road has added to the woes of the residents
here. “MLA Dr Numal Momin had vowed to get this stretch black topped before Christmas while campaigning for State Assembly Elections, 2016. The previous governments have failed to address the problems of the area as we don’t constitute a major portion of voters in elections. Dr Momin represents us and we had a lot of expectations from him. We voted him to power but the situations now paints a different picture,” said a protester holding a placard “The employees and students sometimes fail to
make to their work place and educational institutions during the monsoons. Even a small downpour makes it immensely difficult for commuters to cross this stretch,” said a housewife on condition of anonymity. Dr Numal Momin represents the Garo community which constitutes around 7 lakh peoples in Assam. It needs to be added that the slow pace of ongoing road repair works in the entire area has drawn sharp criticism towards functioning of the concerned departments and the political leaders as well.
“wanted”. Said to be from a family that had landed in India from Bangladesh after 1971, Biswas heads NBBUSS, which has been fighting for rehabilitation and citizenship for Hindu Bengalis who had run away from Bangladesh. A senior Assam Police official said Biswas was seen close to several top political leaders of the country and the state during the past couple of years, and had reportedly also shared dias with some of them during the 2016 state assembly elections. The AASU meanwhile has held the BJP-led government of Sarbananda Sonowal for the March 6 attack on its Silapathar office and the incidents that followed. “While this government came to power with the slogan of protecting jaati-maati-bheti of the Assamese people, its move to settle Bangladeshi Hindus in Assam has so much emboldened the Bangladeshi migrants that even dared to attack the AASU office after a rally in Silapathar,” AASU general secretary Lurin Jyoti Gogoi said.
NPP legislators write to Governor supporting BJP
Correspondent
IMPHAL, Mar 13: BJP got a clear chit from NPP over its supports to the party as race for formation of new government continue in Manipur. In a letter addressed to the Governor Dr Najma Heptulla today, the four elected legislators of NPP stated that they have decided to support BJP in the formation of new government. The submission to the Governor was necessitated after Congress legislators led by O Ibobi Singh submitted the list of four elected NPP legislators to the Governor while insisting her to invite the Congress to form the next government. Congress, which has won 28 seats, claimed to have the support of four elected NPP legislators. However, the Governor was understood to have asked Ibobi to bring the NPP president and the MLAs instead of producing the “ordinary piece of paper”. Contradicting Ibobi’s claim, the four elected legislators of NPP today furnished a letter to the Governor regarding their support to BJP in forming the new government in the state.
Protesters demand CBI probe into maid’s death G U RU G R A M , M a r 13 (Agencies): Over 100-150 angry protesters, mostly from Assam, gathered outside Sushant Lok police station on Sunday to demand justice for the “murder” of the 18-yearold maid working in Carlton Estate, a condominium in DLF Phase 5 on Friday night. The woman, Ranjeeta Brahma, was a day into work as a maid in the house of Rohit and Sonal Mehta, who live on the 11th floor of the tower. Brahma allegedly fell from the flat’s balcony. According to the Sushant Lok SHO, cops were informed about the woman’s death by DLF security, but the dead body was only sent for post-mortem on Sunday, after Brahma’s brother arrived from their home in Assam’s Kokhrajhar. Sunday’s protesters alleged Brahma was murdered, as her employers would not allow her to step outside and also snatched her bag. They claimed earlier in the day on Friday, Brahma had called her friend, who had found her this job, and cried to her that she wanted to leave, but ended the call abruptly.
Nagaland Post, Dimapur tuesday, march 14, 2017
Maids from Assam, who had gathered at the police station along with several NGOs, representatives of the Bodo Students Union and North East Forum for International Solidarity, alleged police did not inform Brahma’s family immediately after her death, waiting till the next morning. Tara, a protesting maid, said they want a CBI probe into the incident. “Police is trying to hush up as the employers are rich. We’re sure there was foul play, and a proper probe is necessary,” she said. Police confirmed that a two-minute call was made from Brahma’s phone on Friday afternoon, when she had allegedly told the recipient she had been locked up in the servant’s quarters. The employer, Rohit Mehta, who has been named in the FIR along with his wife, under Section 306 (abetment of suicide), is a senior executive at a multinational bank. Deepak Saharn, DCP (East) and nodal officer for North East in Gurgaon, said the case is being probed as per statement of the victim’s relatives. “We’ll arrest the guilty soon,” he said.
“We, the following elected members of the 11th Manipur Legislative Assembly, belonging to the National People’s Party (NPP) do hereby resolved to extend our support to the BJP towards the formation of a government in Manipur state,” read the letter signed by the four elected NPP legislators sent to Raj Bhavan. Y Joykumar (elected from Uripok A/C of Imphal West), L Jayantakumar (Keishamthong A/C of Imphal West), Letpao Haokip (Chandel A/C of Chandel) and N Kayisii (Tadubi A/C) are the elected legislators of the NPP. A copy of the resolution adopted during an emergency meeting of the NPP held on Sunday was also attached with the letter. The emergency meeting was attended by national president of the party, national general secretary, president, vice president, working president, chairman of the legal cell of state unit of the party besides the four elected legislators. The meeting adopted “to extend the support of the NPP and its four newly elected MLAs to the Bharatiya Janata Party (BJP) towards government formation in Manipur state.”

Ignoring Bodos’ issue a blunder, say community leaders BJP voices against atrocity of Kokrajhar, Mar 13 (IANS): As the indefinite hunger strike by Assam’s Bodo community entered its fourth day demanding a new state, the leaders on Monday said that the government is committing a blunder by ignoring the Bodo political issue and will be responsible if the agitation hits law and order in the state. The Bodos - who have been on hunger strike since March 10 - also said that if the government fails to address the decades-old Bodo’s political issue, it must be prepared to send coffins for the people on hunger strike. “Government through its various channels is sending messages that they could not reach a decision on the Bodo issues due to several reasons. This appears to be a silly excuse. “If the government can’t reach out to us politically, then they should be ready to send us coffins. Let democracy prevail on our dead bodies,” said Pramod Bodo, President
of the All Bodo Students Union (ABSU). The hunger strike is being led by the ABSU, National Democratic Front of Bodoland-Progressive (NDFB-P) and the People’s Joint Action Committee for Bodoland Movement (PJACBM). These groups have alleged that the governments is deliberately avoiding taking up the separate state demand, so that the Bodoland issue dies down. As the condition of people on the hunger strike started deteoriating, the Bodo bodies denied taking any medical aid till both the central and state governments give a commitment to create a separate state for the Bodos. The Bodo g roups also threatened economic blockade on the lines of the Manipur economic blockade. Dhiren Bodo, Chairman NDFB-P said: “We would like to humbly tell the government that if the hunger strikes is not responded to posi-
tively, national highways and railway lines passing through Bodoland will be blocked for equal number of hours.” “We hope the government is not testing our nerves. We would like to urge the government to respond to our peaceful and non-violent protest against the historical injustice and initiate political dialogue at the earliest,” said Bodo. The NDFB-P said that despite shunning arms and joining peace talks on the demand for Bodoland on the government’s plea, there is no positive response from the government. According to the Bodo communities, the Bodo Territorial Council (BTC) -- formed to give autonomy to the Bodo people under the Sixth Schedule (Amended) of the Constitution -- has several shortcomings in terms of executing the monetary schemes of the central government for the welfare of the Bodos. They said that the
BTC government would not be able to do overall development. The community members have urged the government for an immediate solution to the Bodo issue, failing which “the government will be responsible for the law and order problem in the state”. “If this country is still governed by the democratically-elected representatives, why are they failing to respond to such a peaceful and non-violent movement by one of the largest indigenous communities of the country,” asked U.G. Brahma, former parliamentarian and a Bodo leader. Rakesh Bodo, President PJACBM said: “We are continuously urging our people to maintain pace and harmony. However, after 100 hours of hunger strike, people at large are getting really agitated. Hence, before law and order in the region is affected, we want the government to come up with a solution.”
CPI-M; tells police to be neutral
Agartala, Mar 13 (Agencies): Bharatiya Janata Party (BJP) Tripura unit Monday threatened to launch vigorous movement against leftists in the state for resorting to attack on its supporters and warned police to be neutral in discharging duties. BJP president Biplab Kumar Deb said that CPI-M cadres have been continuing assault and threat on the BJP supporters mostly in South Tripura and a few locations of West Tripura following sudden growth of the party in the state. He said BJP staged a road blockade at Udaipur in Gomati district yesterday protesting attacks on two BJP supporters at Chhataria area by CPI-M cadres, as the victims took part in the celebration of BJP’s victory in Uttar Pradesh and Uttarakhand on March 11 last. Hundreds of BJP followers and leaders took out a protest rally at Udaipur and blocked the National
Highway demanding arrest of the accused persons. The demonstrators alleged despite lodging specific complaints police did not take any action and rather helped the accused to stay absconding, Deb stated. He further pointed out that CPI-M cadres have killed BJP’s tribal front leader Chanmohan Tripura in Gandacherra, raped a tribal lady and several other females had to face atrocities and more than 100 workers were assaulted by the cadres but the government did not take any action. “More than a lakh of voters joined in BJP in past six months in different parts of the party leaving the ruling CPI-M and others. The party is all set to install government in Tripura in 2018 and after coming in powerin Uttar Pradesh, Uttarakhand and Goa, common people have become desperate against hostile CPI-M,” Deb alleged.

Rijiju condemns attack on Arunachal student
New Delhi, Mar 13 (Agencies): Union minister Kiren Rijiju condemned the attack on a student from Arunachal Pradesh in Bengaluru on Monday, four days after the matter came to light. Higio Guntey – a fourth semester student of Christ University – alleged that he was beaten up by his landlord who also forced him to lick his shoes for using excessive water. Rijiju said the Home Ministry would pursue the matter. “When we are talking of safety of Indians abroad such incidents in our country are very saddening,” he told ANI. The incident, which took place on March 6, came to light on March 9 after Guntey filed a police complaint against the landlord. In his complaint, the 22-year-old student said his landlord, Hemanth Kumar, was in an inebriated state when he barged into his flat and started beating him “without any reason”. Gungtey added that Kumar also made him lick his shoes. “He threatened to take me to police. He hit me continuously, I was
bleeding,” he told the police, according to NDTV. Guntey has alleged that the police were lackadaisical about the case and did not take appropriate action against the accused. Landlord Kumar has been charged for assault and criminal intimidation. He, however, is out on anticipatory bail. A section of the Northeastern community in Bengaluru dubbed it as a racist attack. The polcie said the accused would face additional charges if such an angle was proved. “If at any point a complaint is registered or we find a racial angle to the incident, a separate case can be registered,” an unidentified police officer told Times Now. Although the Indian Penal Code currently does not have any dedicated section for racial attacks, cases can be registered under Section 295(A) and Section 153(A) to address such assaults. The President of the Arunachal Pradesh Students’ Association told NewsX that the landlord had also assaulted other students from the North-East region in the past.

BJP ‘stealing’ elections in Vibrant colours, joy, mark Holi celebrations Goa, Manipur: Chidambaram
Delhi Chief Minister Arvind Kejriwal, Dy CM Manish Sishodia, Kumar Vishwas and other AAP leaders during Holi celebrations at Kejriwal’s residence in New Delhi on Monday. (PTI) New Delhi/Chandigarh/Kolkata, Mar 13 (IANS): Pink, yellow, red, purple -- the vibrant colours of Holi spread joy, as young and old celebrated the festival, smearing coloured gulal on each other and exchanging sweets in the national capital on Monday. With shouts of “Holi Hai” and to the beat of drums, people celebrated the festival of colours across the capital. The Delhi Police said it has made proper arrangements in case of any hooliganism during the celebrations. A m u l ya P a t n a i k , Commissioner of Police, requested the people to obey rules for safe celebration. “Wish all citizens of Delhi a colorful Holi. Our officers will be out on duty at your service. Request all to obey rules and let others
celebrate safely,” the CP tweeted. Police had erected barricades at various points on Delhi roads to keep a check on traffic rule violators, though the usually busy roads wore a deserted look. Delhi Chief Minister Arvind Kejriwal celebrated the festival with party volunteers and extended greetings. Children were enthusiastically celebrating the festival since morning in the by-lanes of their residential areas and throwing water filled balloons at passers-by from atop their buildings. Children also used ‘pichkaries’ (water guns) to spray coloured water on friends and strangers. “I was eagerly waiting for Holi. I love this festival,” a young child said throwing colours in the air and shouting ‘Holi hai!’. Children were also
Rights abuse prevalent in many Commonwealth nations: CHRI New Delhi, Mar 13 (IANS): On the occasion of Commonwealth Day, the Commonwealth Human Rights Initiative (CHRI) on Monday urged the intergovernmental organisation to ensure liberty and rule of law in its member-nations as in many of these countries governance was marked by “abuse of power, corruption and human rights violations”. “The occasion (Commonwealth Day) will once again see member-states pronounce affirmations to the fundamental principles of the Commonwealth Charter -- democracy, rule of law and human rights. “Unfortunately, the reality is that these core values are currently under severe strain. A majority of the 2.4 billion people living in Commonwealth countries live in poverty, deprived of rights. “In too many countries governance is marked by abuse of power, corruption and state violence as well as religious intolerance, attacks on free speech, hate speech, the right to associate and discrimination on grounds of race and gen-
der,” the CHRI, an independent organisation working to protect human rights in Commonwealth countries, said in a statement. It pointed to the diminished role that governments are playing in securing people’s rights and in curbing their freedom instead, in the name of economic growth and progress. “The race for markets and economic growth is often an excuse for curbing rights. However, these are not inimical to each other and economic growth must assure basic rights,” the rights body said. Commonwealth Day is celebrated by 52 member countries, including India, which form the Commonwealth and were formerly British colonies. The day is not necessarily celebrated formally and not many are aware of it. However, the occasion is marked by a speech from the British Queen who also hands over a baton on the same day a year before the quadrennial Commonwealth Games, to start off a relay race. The day is celebrated annually on the second Monday of March.

Holi celebrated with verve in Bengal
Holi was celebrated with great enthusiasm across West Bengal on Monday as people participated in great numbers in the festival of colours and swayed to popular beats. While the Bengali community dominated the Dol (spring festival similar to Holi) celebrations on Sunday, it was the turn of the non-Bengali communities (predominantly Marwaris, Gujratis and Biharis) to splash colours on one another on Monday. City hot spots including amusement parks and community centres saw huge footfalls as revellers feasted and spent time with friends and relatives with peppy Bollywood numbers played in the background. Plates of crunchy gujiyas, sev, laddoos and other sweets were emptied in the wink of an eye and tall glasses of coolers like lassi and thandai went around among the old and young alike as they smeared gulal on each other. State Chief Minister Mamata Banerjee took to twitter to wish the people on the occasion. “Wishing you a very happy Holi,” she said.

Voters rose above caste, religion: Gangwar BAREILLY, M a r 1 3 (AGENCIES): A day after BJP’s unprecedented victory in the state, Union minister of state for finance and Bareilly MP Santosh Gangwar on Sunday told TOI that rising above caste and religion, residents of UP voted for BJP as they wanted change. “People did not cast their votes based on their caste or religion, or that of the candidate. They voted for development and better law and order in the state. The governments which were in power for 15 years in UP did not have a roadmap for growth. In the past two years, the Samajwadi Party was busy in their family feud, ignoring several inconveniences faced by residents,” said Gangwar. Security arrangements were also made in Punjab’s Ludhiana, Jalandhar, Patiala, Amritsar and other towns and some places in Haryana. Reports of Holi celebrations came from various places in the region. The minimum temperature was 9-11 degrees Celsius at most places while the day temperature was around 20-22 degrees. The Sikh religious festival of “Hola Mohalla” got off to a colourful and festive start in the Sikh holy town of Anandpur Sahib, 85 km from here, on Monday with thousands of people, including foreigners, reaching there to mark the occasion. On Chandigarh’s popular “Geri Route”, which is a popular drive zone among youngsters, scores of police personnel were stationed to keep youth in check. He also added, “Mayawati always gave speeches to incite one voter against another. She never presented a roadmap for development of UP. As voters have become aware, they did not support her brand of politics.”
NEW DELHI, MAR 13 (AGENCIES): Congress leader P Chidambaram on Monday accused the “BJP of stealing elections in Goa and Manipur.” “A party that comes second has no right to form the government. BJP stealing elections in Goa and Manipur,” Chidambaram tweeted on Monday morning. The comments of the former finance and home minister came after the BJP staked claim to form the government in Goa and Manipur — where it failed to emerge as the single largest party — with the support of smaller parties and some Independents. In both these states, the Congress has emerged as the single largest party in the assembly elections results of which were declared on March 11. Former Jammu and Kashmir chief minister Omar Abdullah, however, took a dig at the Congress.
Chennai, Mar 13 (IANS): India’s atomic power plant operator will restart its second 1,000 MW unit at Kudankulam in Tamil Nadu in two weeks’ time while the first unit of similar capacity will be stopped for refuelling in mid-April, a senior official said on Monday. He also said that the first pouring of concrete for construction of the third reactor facility will be in May-end. “The second unit was shut down yesterday (Sunday) for testing of the systems. It will be restarted during the last week of March,” H.N. Sahu, Site Director, Kudankulam Nuclear Power Project (KNPP), told IANS. According to Power System
Phone tapping rampant in Kerala: Akkara Thiruvananthapuram, Mar 13 (IANS): Congress legislator Anil Akkara on Monday said telephone tapping has become a normal affair in Kerala, with even Chief Minister Pinarayi Vijayan’s telephone being tapped. Akkara, a first time legislator, raised the issue in the Kerala Assembly and said it was not just Vijayan’s telephone but those of close to 27 top CPI-M leaders, including legislators, that had been tapped. Speaking to IANS later, Akkara said the telephone tapping incident was raised in the CPI-M party committees also. “I know for sure that my telephone has been tapped when I was taking forward a case of rape that involved CPI-M leaders in my assembly constituency. Since I have nothing to hide nor am I involved in anything against the law, I have no issues in my phone being tapped,” said Akkara. He said one reason why the telephones of CPI-M leaders were being tapped was because the service provider BSNL had a strong Left union.
responsible remarks made by some persons in recent times. I have merely gone ahead and expressed my anguish in this manner,” Gawde told IANS. He has broadcast a grim message in his video and the banner displays his full size colour photo in army fatigues, with the headline - “Who Am I’. “In the event of my martyrdom in the service of the nation, these corrupt politicians and bureaucrats should not touch my body. This is my last Will.” Gawde urged the soldiers fraternity to come forth and unite if they wanted to live with dignity and teach a lesson to these “barking dogs”. He said in conclusion on the banner that whatever be the outcome of his missive he “is a soldier and would always continue to fight”. The video has gone viral on social networks and the hoarding has been attracting large crowds in the village and even surroundings, but there has been no official reaction to it.

Post-note ban, Rs 35k cr cash stash flooded MP banks
BHOPAL , M a r 1 3 (agencies): More than Rs 35,000 crore of stashed cash was pulled out of hidden lockers of corporates and individuals and deposited in 25 major banks within 60 days of demonetisation in Madhya Pradesh, reveal documents accessed by TOI. More than 40% of these accounts are under I-T surveillance, say sources. Money in Pradhan Mantri Jan Dhan Yojana accounts rose by Rs 461 crore after the note ban — from Rs 863 crore on November 8, 2016, to Rs 1,324 crore on January 19, 2017. This debunks the belief that PMJDY accounts were the main source of depositing undisclosed cash. The document states that 25 major banks in the state had an aggregate de-

Paricharak reportedly commented that soldiers serving at the borders distribute sweets when they father children even though they had not gone home for a year, indirectly implying that their wives were unfaithful. Following an uproar last Thursday, Maharashtra Legislative Council Chairman Ramraje Nimbalkar suspended him for 18 months and even appointed a nine-member panel to probe the entire issue though Paricharak later apologised for his indiscretion. Without naming any politicians or bureaucrats, Gawde has penned a poem - which figures partly in the video content and on the banner displayed prominently in his village - expressing his outrage at the legislator’s comments. “This has nothing to do with the Indian Army or any political party… All soldiers who serve in far off places have been deeply pained by such ir-

he staked claim and showed the support of 21 MLAs. BJP defeated Congress, which has more numbers, by tying up with Goa Forward Party, Maharashtrawadi Gomantak Party (both of whom have three MLAs), independent Rohan Khaunte and BJP-supported independent Govind Gaude. The saffron outfit has 13 MLAs in the 40-member Goa assembly while Congress has 17. In Manipur, BJP submitted a list of 32 MLAs - claiming a majority of two in 60-member assembly - to governor Najma Heptullah on Sunday and furnished letters of support from regional parties. BJP, which won 21 seats, claimed the support of National People’s Party (4 MLAs), Naga People’s Front (4), LJP (1) and two others - lone independent Ashab Uddin and T Robindro Singh, who was elected on a Trinamool ticket.

The 10 banks that saw the maximum cash deposit were Union Bank of India, Indian Bank, Axis Bank, IDBI, Punjab National Bank, Canara Bank, ICICI, HDFC, Syndicate Bank and Bank of India, say sources. It was this surge in deposits that led the MP government to constitute a special task force under state finance minister Jayant Malaiya to chart out a roadmap for adoption of digital transactions. Asked about the large amounts of cash deposited during demonetisation, Malaiya said it was the job of income tax department to verify the sources.

Himachal to launch single online portal for industry Shimla, Mar 13 (IANS): After reducing the industrial proposal clearance time frame to 30 days, Himachal Pradesh will now further ease doing business by launching a single online portal for project finalisation, an official said on Monday. A single point registration portal for setting up of industries will be operationalised in the next fiscal, an official with the industries department told IANS. He said this would enable the entrepreneurs to obtain requisite multidepartmental approvals in a time-bound, transparent manner on single online portal. The official said even Chief Minister Virbhadra Singh made an announcement in this regard in his budget speech last week. He said to attract investments the Chief Minister has announced that change of land use for service industries would also be allowed in all industrial areas. The hill state, whose economy largely depends on horticulture and cultivation of off-season vegetables, was focusing on inviting investments in the food processing sector, particularly in rural areas. The vegetable and
fish canning units would be funded by the government for which a budget outlay of Rs 10 crore has been made under the mission on food processing for the next fiscal, said the official. I n t h e b u d ge t f o r 2017-18, the government proposed Rs 50 crore for promotion of exotic and off-season vegetables. In the next fiscal, the government aim will also be on rejuvenating handloom and handicrafts. ike Tarun Gogoi, who strived to be chief minister for the fourth consecutive term deposed Manipur chief minister Okram Ibobi Singh has also fallen on his fourth attempt. The recent Manipur election has once again proved that a well planned strategy, coupled with abundant resources in terms of manpower and material can offset the balance. In 2012, Ibobi won a landslide and defied all predictions that he would never make it three times in a row. That time the UPA-II was in power and the BJP wasn’t as aggressive and that probably gave him manoeuvrability. In 2017 it was largely speculated that Ibobi would not return for the fourth time due to strong anti-incumbency factor. Months ahead of the March 2017 election, a strong anti-incumbency wave indicated that Ibobi won’t have it lucky but the bandh created a perception that it would work in Ibobi’s favour. That might have been true in a way; but this time Ibobi was facing the deadliest political duo of Modi and Shah, the two who have been working in tandem for over a decade in Gujarat. Ibobi had created divisions both political and communal and reaped the benefits. The fact that Ibobi managed 28 seats was very commendable but it was not enough. Ibobi faced not only the Modi-Amit onslaught but also another duo of Ram Madhav and North East Democratic Alliance (NEDA) convenor and Assam finance minister Himanta Biswa Sharma. Even if Ibobi were to manage one independent and one Trinamool, it would still be short by one more to give him simple majority of 31. Ibobi would not be able to get support of either NPF or NPP since both are constituents of the NEDA under the BJP. On the other hand, despite having won only 21 seats, the BJP had the insurance of the NPF with four seats and NPP with four seats and only needed the Trinamool Congress and the independent members to form a government. That was achieved through all means both fair and foul, considered acceptable by political standards. The BJP, which had no member in the last assembly pole vaulted to 21 in the 2017 elections. There is also certainty that the party will engineer a split within the 28-member Congress to be able to have an absolute majority. The aya rams and gaya rams in Manipur politics are no stranger and it should not be a surprise if the Congress is reduced either through splits or through resignations of required number (say, 10 or 12) who then would contest the by elections on BJP tickets. The state had witnessed among the harshest of times due to the total economic blockade imposed since November 21,2016 in protest against the design of Ibobi to create seven more districts carved out of districts dominated by Nagas. During the electioneering the blockade became an issue with Ibobi and the Centre accusing each of complicity. Now that the BJP will take over the reins and in the light of prime minister Narendra Modi promising to lift the blockade if BJP came to power; that would remain to be seen. On the other hand, the NPF which had stood opposed to Ibobi’s policy will be watching BJP’s handling of crucial issues.
DailyDevotion Surrender to Us For God so loved the world that He gave… —John 3:16 Salvation does not mean merely deliverance from sin or the experience of personal holiness. The salvation which comes from God means being completely delivered from myself, and being placed into perfect union with Him. When I think of my salvation experience, I think of being delivered from sin and gaining personal holiness. But salvation is so much more! It means that the Spirit of God has brought me into intimate contact with the true Person of God Himself. And as I am caught up into total surrender to God, I become thrilled with something infinitely greater than myself. To say that we are called to preach holiness or sanctification is to miss the main point. We are called to proclaim Jesus Christ (see 1 Corinthians 2:2). The fact that He saves from sin and makes us holy is actually part of the effect of His wonderful and total surrender to us. If we are truly surrendered, we will never be aware of our own efforts to remain surrendered. Our entire life will be consumed with the One to whom we surrender. Beware of talking about surrender if you know nothing about it. In fact, you will never know anything about it until you understand that John 3:16 means that God completely and absolutely gave Himself to us. In our surrender, we must give ourselves to God in the same way He gave Himself for us— totally, unconditionally, and without reservation. The consequences and circumstances resulting from our surrender will never even enter our mind, because our life will be totally consumed with Him.

ost people who follow a religion never read its holy books. They simply follow social customs that pretend to be part of the religion. For instance, the Prophet Mohammed’s eating habits were very frugal and he espoused vegetarianism by his actions and teachings, but every Muslim will swear that eating meat is part of his/her religion. The Sikhs do the same with eating meat even though all their Gurus are vegetarian. So do the Buddhists. The Tamilians grow up thinking they know the teachings of Thiruvalluvar, the poet who wrote one of the world’s finest treatises on practical morality, Thirukkural. But, like all proponents of religions and philosophies, they take selectively and out of context what they need to bolster a way of life that suits them – whether drinking, gambling, eating meat or bigamy, whether beating women, stealing or whoring. During the recent mob violence in Tamil Nadu, that pushed the local government into a frontal attack on the Supreme Court, many people quoted Thirukkural as giving the sanctions for the annual assault on bulls that leaves many dead and maimed. There any many savageries on animals in India and this is one of the worst. Unfortunately, since the mob got away
with it, many other states are now demanding that the Supreme Court allow their people to be equally savage – cockfighting, bullfighting, cow racing, bulbul fighting, all this is now being pushed along with the appropriate Hindu scriptures. How sad to see the descendants of Thiruvalluvar pushing for permissions to be cruel to bulls and quoting his immortal Thirukkural as a reason. Give alcohol to a bull so that his liver is permanently damaged, tear out bits of his skin so that he is in agony, cut of his tail, put lime juice in his eyes and chillies on his genitals and then jump all over him till he falls and dies. This is not the sport that the poet advocated – it has become a furious, mad violence unleashed on an animal victim. The Thirukkural is composed of 1,330 couplets in Old Tamil. Each kural, or couplet, contains exactly seven words, known as cirs, with four cirs on the first line and three on the second. Each one teaches you how to live life at its purest level in a way that makes you enjoy being alive. What does the Thirukkural say about compassion? Wicked men do not fear, but worthy men dread : The arrogance of sinful deeds. 201 Only the forgetful plot another’s ruin; others remember : That virtue itself devises a plotter’s downfall.

Understanding the concept of vulnerability and risk in hazard area
his article is an explorative review, observedwhile transcribing the data amid field work. A little real depiction between vulnerability-based and risk-based approaches to deal with considering extreme events, for instance, landslides, seismic tremor and fire events from those of an individual and policy’s perspectives.”Vulnerability” is used to define inherent qualities of a framework that make the potential for harmare free of the probabilistic riskof a specific hazard or extreme events. This article is to consider independently vulnerability and risk and the ramifications of such a refinement for contemplating the arrangement and governmental issues of “risk management”. I trust that the refinement of vulnerability from risk conveys with it an arrangement of recommendations and implications for individual and policies for managing hazard and risk. How approximately we investigate the refinement, examination and open deliberation. Risk and prediction contradiction Risk-based approaches to deal with hazard events are centered on obtaining precise probabilistic information about the events itself. Probabilistic risk appraisal is the process of deciding the probabilities of thespecificevent also termed as a prediction. An actuarially stable riskmanagement practice is critical, however, climate differs on change over a period of time.Further, while specialists can positively give modern and thorough appraisals of instability encompassing risk evaluations, theabsence of involvement with numerous phenomena and results implies that understanding the vulnerability of the vulnerability assessments is inconceivable. All decisions incorporate some informal evaluation of probabilities. Outside chance that one resides onlandslide susceptible areas it would likely be irrational to dedicate massive assets. Subsequently, vulnerabilitymanagement is certainly predisposed by some sense of what is sensible and what is definitely not. Sensible in a term that it isnot onlyinformed by using advanced quantitative predictions about aparticular risk but, additionally also it might be informed by past evidence, by general logical knowledge (for instance, alandslide occurs in hilly areas), by judgment procured through individual experience, or different means.
Per se, an individual may have an alternate viewon the statement. The suggestions of relinquishing her/his house is truly absurd, where the policy and decision makers in view of the probabilityassume or enact laws to evacuate theprone regions as in some cases, vulnerability management does not rely upon exact prescient measurement of particular future events or classes of events. There are various occurrences where traditional practices and knowledge additionally named as community-based risk reduction are accepted to the bestfitted model from the different given logical methodologies. The community of any affected areas needs to befully aware and engaged in the mapping process, not just as providers of the information, but as active participants in the development of maps though the participants at this level will vary locally. In some cases, there will be already formal community groups able to mobilize the rest of the community; in others, policy makers should take a much more active role in establishing suitable frameworks and methodologies to facilitate community engagement. At the heart of the issue of vulnerability lies the strain between individual activity and community outcome. Urban migrations and urbanization are among the most prominent statistic patterns of modernizing social orders in any parts of the world. People are moving from rural settings to urban space and urban areas, for the most part, looking for better education, monetary open door, or perhaps scenery, or even cultural opportunity. By moving to the urban spaces, one is adding to one’s individual vulnerability to extraordinary events in an incrementally small ways. Risk events outline these issues all the more poignantly. After any hazard events itself was phenomenal, this is to state that risk couldn’t have been precisely evaluated in advance. However, the way that many individuals made their living, and their homes, on these hilly regions could be deciphered as prima facie evidence of vulnerability to disaster, from epidemic diseases to the debris flow that actually did occur. The character of an extreme events is determined not just by some arrangement of attributes innate in the natural phenomena (e.g., earthquake, cloud bursts, floods), but by the interaction of those attributes with different issues, for exam-
ple, marginalised communities dwelling on immature exposed high mountain or hills with extreme weather conditions or geo-environmental settings . Decision making might focus as effectively around distinguishing and describing vulnerabilities as on recognizing and concentrating on risk. For landslidemanagement policy, an evacuation does nothing to change the danger of landslide or be it earthquakes;however, it reduces vulnerability (e.g., better building practices) to events effects to around zero. Notwithstanding complicated instability about risk, such an analytics may rather rely on upon inventive ways to deal with vulnerability management, (for example, by stimulating a specific structure or upgrading and enhancing building/ encompasses resilience in areas of contrasting vulnerability). Vulnerability reduction is a human rights issue. Much more essential than the economic approach of reasoning is the human one, exemplified by the pictures of human sufferings and social disturbances that multiply in the quick aftermath of any type of catastrophe. Basic fundamental human needs for instances water, food, shelter, and security, are abruptly relinquished; lives are lost; families are sundered. Surely, emphasis on economic parts of disasters can seem insensitive to the genuine human issues in disaster management. In a human rights setting, issues of cost/benefits and level headed discussions over vulnerability lose their centrality, as well as they are rendered inappropriate. Assurance and enforcement of human rights are a core responsibility of the state. Let’s consider the state of differently abled people whose lives are still invisible in our own state of Nagaland. There are no Disabilities friendly setting, no fitting with wheelchair access devices in public buses, taxi service for individuals with disabilities who did not have their own means of transportation and more importantly theabsence of ramp in offices, churches and public spaces. The point is that people with disabilities are amongst the most vulnerable people during any disasters and they do deserve, as humans and citizens, to be fully integrated into our society, not marginalized from it. This means that they need the same access to resources that nondisabled people enjoy. Are we not denying them of their basic
fundamental rights? Theirown family does not want to disclose the case of disabilities(different types) because mostly they fear the cause of any form of disabilities is basically a curse which cannot be exposed or cured so close them inside the house. Of course, there are cases where at least 10% (field survey) of them are doing well being supported by family members. One narrative from the mother whose daughter is suffering from mental illness feels that prayer is the only solution and sooner or later she will get better. So, the question of sending her to aspecialschool or any training institute is something she does not encourage, seeking of mental help is way out of question. Is she safe within the house or does she have any awareness of hervulnerability to extreme events? Finally, the question lies, is it politically difficult to legitimize vulnerability reduction on monetary grounds? The past contentions recommend that risk can be reduced by reducing vulnerability. Yet, this approach frequently crosses paths with policy, politics, and economics. Without understanding the concept and delineating the different parameters of vulnerability, it will be very difficult for themanagement of risk assessment of any hazard area. However, introducing a new vulnerability management process can also be challenging. Risk reduction requires in advance expenses and reeks of ponderous government interventions; it is a tough political option that offers no benefits to the insurance industry. The significances of policy termsare that they interact with areas that demand clear policy frameworks within which the more specialized or technical parts of mitigation measure, conveyance can be undertaken but, the absence of rationality in these affected areas can culminate to inefficiency, delay postponement, and failure to align stakeholder predictions. In conclusion, the analysis of where to implement measures is supposed to be a driving force to raise the awareness of the people at risk and of the decision/policymakers for the need to invest in prevention. Funders and policy makers can seek to ensure that policies and guidelines are set up to fit disaster risk reduction disbursement emerging from different sources within a community. NSCN (I-M) caution over money lending business
I
n view of the prevailing situation in and around Dimapur in regard to a monetary loan business. Many unregistered society(s)/individual are doing unauthorized/illegal money lending business by charging high interest percentage for their benefits. Our many Naga brothers and sisters properties have fallen into their prey and taken away/occupied by those self centred and self-indulgent society(s)/individual for not paying the high accumulated interest amount. This is purely a crime against humanity and also the root of dividend amongst our Naga society. Therefore, in this connection the central administrative officer, union territory (CAO, UT) NSCN/GPRN, has directed to issued strict warning to all unregistered society(s)/individual to immediately stop continuing the same or else face the consequence with stringent action as per the ahza of the NSCN/GPRN. The CAO, UT has also directed all registered society(s) to do the money lending business which interest rate should be below 5%. If any society(s) found practising the said business beyond the prescribed interest rate, appropriate action shall be initiated against the defaulter. In addition to that, the CAO, UT has also once again warned the revenue officer, DC office Dimapur (issuing authority of land patta) to immediately stop issuing multiple pattas against the same plot. Due to easy access in getting multiple pattas, many innocent citizens have been cheated. It is a fact that many cases have been lodged in civil court. Thus it crate headache in settling the case in connection to this. Therefore, in order to maintain the image of the public office the CAO, UT office strictly warns that if any official found indulging the same in future shall book the erring state government official on forgery case and befitting action shall be initiated. This press release shall be effected from the dated of publish and is issuing in public interest by the undersigned as directed by Rangkhamong Anar, deputy kilonser-cumcaretaker central administrative officer, union territory NSCN/GPRN. Sheep Development Cooperative Society at 75 per cent subsidy. As Gangaputra, Bestha, Goondla, Bantu, Mudiraj/Tenugu and Boya communities are dependent on fisheries, the government has decided to give thrust to the sector which, it claimed, has good potential thanks to restorations of tanks. The government will supply fish seedlings and fish rearing centres will be developed across the state. The government will bear the expenses of fish rearing and other associated expenses. It will build retail markets for fish on a large scale.
Finance Minister Etela Rajender announced special assistance to Nayi Brahmins for establishing modern, cleaner and hygienic hair cutting saloons and to washermen for washing machines, driers and ironing-boxes. Dhobi Ghats are proposed to be constructed at tanks. He proposed Rs 500 crore for this scheme. The government will also extend financial assistance and provide modern tools to artisans belonging to different communities like Vishwakarma, Avusula, Kammari, Kanchari, and Vadrangi. Help will also be provided to Gouds dependent on toddy-tapping and to those dependent on other traditional occupations. In a move to help handloom weavers, the government will buy handloom textiles, provide subsidy on yarn and dyes and development. It will also take necessary steps to modernise the power looms and to improve their productivity. A t ex t i l e p a r k a t Warangal and an apparel
park at Sircilla have also been proposed. The Finance Minister proposed Rs 1,200 crore towards assistance for weavers. The budget proposed Rs 1,000 crore for Most Backward Classes (MBCs) Corporation. In another major move, the government has proposed to provide Rs 12,000 each to women undergoing institutional delivery in a government hospital. An additional Rs 1,000 each will be given to women giving birth to baby girls. ‘KCR kit’, named after Chief Minister K. Chandrasekhar Rao, will be provided for the newborn. The kit consists of 16 essential items needed for the baby for three months. The amount proposed under this scheme is Rs 605 crore. Spending over Rs 30,000 crore annually on welfare of various sections of society, Telangana already claims to be the number one state in the country in welfare programmes.
EC should auction seats instead of holding polls: Goa AAP
Elvis Gomes
Panaji , M ar 1 3 (IANS): The Goa Convenor of the Aam Aadmi Party (AAP) Elvis Gomes on Monday said the Election Commission (EC) should henceforth just “auction” every seat to the highest bidder instead of holding an election. Addressing the media here, Gomes also said that news reports suggesting that the AAP’s Goa unit was folding up following the defeat of the party
nominees at the hustings were incorrect and that the state unit would continue to work in Goa in line with the party’s philosophy. It was Gomes’s first press briefing since the party suffered a body blow in the February 4 state elections, in which the AAP failed to win a single seat. The results were announced last Saturday. “Money plays a big role in deciding who is
elected, because the EC machiner y has failed. Sometimes I wonder why we should have elections at all? It would be better if the Commission conducts an auction of the seats. Let the highest bidder win it, instead of going through this whole process of contesting election and holding rallies,” Gomes told media persons. “We are confused (about) what people want,” Gomes said, adding that
the party tried to offer a proper and correct alternative to the Goans, which included introduction of new faces in the political arena, giving tickets to candidates without criminal antecedents and setting aside the communal and caste-based formulas. “Beyond this what people want, we can’t understand... We will try to understand the people better,” the Goa AAP Convenor said.
Paramilitary forces avoid Holi as tribute to slain CRPF men
NEW DELHI, MAR 13 (AGENCIES): All paramilitary forces personnel did not celebrate Holi on Monday as a mark of tribute to the 12 CRPF personnel who were killed in a Naxal ambush in Sukma district of Chhattisgarh. The Central Reserve Police Force (CRPF) had issued orders that no “regimental function related to Holi celebrations” will be observed at any field formation. Personnel of sister forces like CISF, BSF, ITBP and SSB expressed their solidarity with the country’s largest paramilitary force and announced that they too will not be celebrating the festival of colours in their respective establishments. “DG (Director General) expresses deepest gratitude to all Patriots for standing shldr2shldr with #ShaheedsOfSukma. Call Of Duty only religion for CRPF (sic),” the CRPF posted on Twitter. It said the gesture was to express “solidarity” with the family members of the slain men and that the directions are to be followed by the “entire force in letter

Hyderabad, Mar 13 (IANS): In an attempt to strengthen its vote bank in the run-up to the 2019 elections, the Telangana Rashtra Samithi (TRS) government on Monday announced several schemes to lend a helping hand to artisans and the communities engaged in different traditional occupations. The annual budget for 2017-18, presented in the state assembly by Finance Minister E. Rajender, contained several proposals to this effect. The Finance Minister said these schemes will help revive the rural economy in the youngest state and thus contribute to overall growth. Under a major scheme for the development of sheep rearing, the government has decided to procure and distribute 84 lakh sheep over the next two years to four lakh Yadava families, traditionally dependent on sheep rearing. It is proposed to distribute 20 female and one male sheep to each eligible family enrolled under a

MUMBAI, Mar 13 (Agencies): Saturday’s resounding victory in state elections will give Prime Minister Narendra Modi the political space to drive reforms and stabilise his policy agenda, paving the deck for more overseas investment to help strengthen the rupee and push bond yields lower in Asia’s third biggest economy. The rupee, which had earlier slid against the dollar amid increasing investor attention on the US, may strengthen up to 66 against the greenback by the end of this year, according to an ET poll conducted among 15 market participants. The currency closed at 66.61 on Friday before elections were called to the crucial state of Uttar Pradesh and four other provincial assemblies. Prime Minister Modi’s Bharatiya Janata Party won robust victories in India’s most populous state, Uttar Pradesh, and its neighbour, and was staking bids to form the governments in two others. The scale of BJP’s victories is perceived by analysts to strengthen the Modi’s political base, which is key to driving difficult financial reforms in the nation of 1.2 billion people. The victories will also help the BJP bolster its membership in the Rajya Sabha, where it currently lacks a majority. The majority of currency experts polled by ET indicated a stable currency through the year, with minimum prospects of wild swings. Barring a few institutions, respondents have lowered their expectations of record low exchange rates. “Investors will gain confidence from the political stability afterthe latest results,” said Ashish Vaidya, head of trading and ALM at DBS Bank.

SEOUL, Mar 13 (Agencies): Oil prices dropped to their lowest in three months on Monday despite OPEC efforts to curb crude output, dragged down as US drillers kept adding rigs. Brent crude had fallen 39 cents, or 0.8 percent, to at $50.98 per barrel by 0553 GMT, its lowest since November 30. It closed the previous session down 1.6 percent at $51.37. US West Texas Intermediate crude (WTI) declined 45 cents, or 0.9 percent, to $48.04 a barrel, also the lowest since Nov. 30. Brent crude is set to drop for a fifth day, its biggest losing streak since a six-day slump that ended on Nov. 4. During this streak, the price has slumped 8.8 percent, its worst performance since the middle of June 2016. WTI is set to decline for a sixth day, during which is has dropped 9.8 percent. through a text message. The 30GB free data comes a few weeks after Airtel came out with a few special plans for select pre-paid users and revamped its Infinity Plans for post-paid users. The new offer is also clearly aimed at Jio Prime, which claims to give consumers 28GB data (limited to 1GB per day) at a price of Rs 303. This Jio offer can be subscribed only if a user has taken the Jio Prime membership, which costs Rs 99 per year. But Jio users have to subscribe to Prime before March 31 and this is the date that Airtel is seemingly targeting with its surprise offer. By bundling 10GB free data to people’s existing plans, Airtel is hoping that it will be able to retain consumers who are currently thinking of switching to Jio Prime plans due to the cheaper rates offered by Reliance. Earlier, there were rumours that Airtel was also planning a special Rs 150 booster pack, that would have given post-paid Airtel users access to additional 28GB data for a month.

The tax department could start summoning bank account holders in the coming month or two, say people in the know. In the first round, the tax department was focusing on those bank accounts that do not have proper KYC (know your customer) credentials or cash deposits do not correspond with the individual’s income people close to the development said.
The second option is more radical and is seen as an option that will translate into “real opening up” of the multibrand retail business. Sources said the government may look to allow FDI in retail with the rider that only India-made goods would be sold in these stores. This proposal, they said, would be more palatable to retailers as it would give them greater operational flexibility besides providing an arrangement where the entire canvas is available. FDI in retail has been a contentious sector with UPA’s move to open up the sector facing stiff resistance from BJP before 2014. In fact, BJP-ruled states had said that they would not allow foreign-owned companies to open stores under the shops and Establishments Act, preventing a rollout of the policy.
New Delhi, Mar 13 (Agencies): Airtel had promised a surprise to its post-paid users on Holi, which is March 13. And well, the “surprise” is here. Airtel, which is India’s largest telecom company and is currently trying to fight off a big challenge from Reliance Jio and its Jio Prime offers, on March 13 sent out a message to most post-paid consumers, offering them free 30GB 4G data for 3 months. Of this 30GB, 10GB 4G data will be available per month. The offer of the free data has been communicated to the post-paid users through the My Airtel app. In case you don’t have the app, you should install it from the Google Play store. The app shows a message asking users to claim their surprise offer. Once you tap on message, it shows that each month additional 10GB data will be available to you. One option is a limited opening up by allowing food retailers to generate around 20-25% of their sales from non-food items such as kitchen-use products or basic household requirements like toothpaste. The current policy allows 100% FDI in stores that sell only Madein-India food products or locally produced farm goods. There have been no takers for the food retail business so far as several retailers are waiting for a further opening up. The ministry of food processing was lobbying hard for letting these retailers sell everyday-use products but other government agencies were not on board. Later, however, the department of industrial policy and promotion, the agency that drives FDI policy, agreed to the proposal and has already communicated its backing.

NEW DELHI, Mar 13 (Agencies): The government is expected to move swiftly to ease foreign investment rules for the tightly-policed multibrand retail sector after BJP’s resounding win in the Uttar Pradesh assembly elections. In his budget speech, finance minister Arun Jaitley had announced the government’s intent to ease foreign direct investment (FDI) rules further but had refrained from naming any sectors in the wake of assembly elections in five states. Sources, however, told TOI that the broad contours of the FDI package have been prepared at the level of bureaucrats and there are two options for the retail sector, which is seen to be a key element of the Narendra Modi government’s job creation plan as it heads into the last two years of its five-year term.

Xi pushes advanced tech for military
BEIJING, MAR 13 (PTI): Chinese President Xi Jinping has asked rapidly modernising PLA to integrate its scientific advances with that of the civilian sector by removing institutional barriers and special interest groups obstructing the process. “We must have a greater sense of urgency to push for sci-tech innovation and advancement with greater determination and efforts,” Xi, who is also the head of the ruling Communist Party of China (CPC) and the armed forces, said. While addressing the military deputies of the National People’s Congress here yesterday, Xi called for enhanced top-level design and strategic planning in promoting military-civilian integration in national defence technology and military equipment, and strengthening military and civilian cooperation in training high-quality military personnel. He was quoted by staterun media as saying that civilian and military technologies are increasingly connected and asked the military to pay more attention to science and technology and to speed up civilian-defence integration. Institutional barriers and special interest groups must be removed to pave the way for civilian-defence in-

tegration, Xi said. Since he came to power, Xi, who heads the Central Military Commission (CMC), the overall high
command of the 2.3 million strong world’s largest military, has launched a massive anti-corruption drive resulting in the prosecution of
over 50 top officials of the armed forces. He has also announced the three-lakh troop cut to trim the military and implemented massive reforms resulting in the biggest overhaul of the PLA for several decades. PLA’s higher governing bodies up to the level of the CMC were reshuffled, the regional command was reorganised and new units were established to prepare for wars in cyberspace and even space. Besides calling for rapid modernisation, he has been insisting on the People’s Liberation Army to strictly function under the CPC and integrate with civilian sector.
China to expand marine corps for deployment in Gwadar
BEIJING, MAR 13 (PTI): China is set to increase the number of its marine corps from 20,000 to one lakh as part of plans to deploy them overseas for the first time, including at the strategic Gwadar port in Pakistan and military logistics base in Djibouti in the Indian Ocean. The expansion is planned to protect China’s maritime lifelines and its growing interests overseas, Hong-Kong based South China Morning Post reported today. Some members would be stationed at ports China operates in Djibouti and Gwadar in southwest Pakistan, Chinese military insiders and experts were quoted as saying. Gwadar port is a deep-sea port next to the Strait of Hormuz, the key oil route in and out of the Persian Gulf, built with Chinese funding and operated by mainland
firms. Although the port is not home to any PLA installation, navy ships are expected to dock at the facility in the near future, the report said. Gwadar also connects the $46 billion China-Pakistan Economic Corridor (CPEC) through PoK with China’s Xinjiang. Reports from Pakistan said the country itself is setting up Special Security Division comprising 15,000 troops, including 9,000 Pakistan Army soldiers and 6,000 para-military forces personnel to protect CPEC and Chinese personnel. The expanded Chinese marine corps is part of a wider push to refocus the world’s largest army away from winning a land war based on sheer numbers and towards meeting a range of security scenarios using highly specialised units, the report said.
Brexit trigger Bill set for final vote in Parliament
Nicola Sturgeon seeks second Scottish independence referendum
LONDON, MAR 13 (PTI): British Prime Minister Theresa May is getting closer to invoking Article 50 to trigger negotiations for Britain’s exit from the European Union as the Brexit Bill comes for its final vote in the parliament later today. If the European Union (Notification of Withdrawal) Bill passes through without any hiccups, Prime Minister May could trigger Article 50 as early as tomorrow. However, there will be some back and forth involved with the Bill today as MPs debate amendments made by the Lords and then return it to the Upper House for passage. Once it is agreed, the bill will go for Royal Assent by Queen Elizabeth II, after which it becomes law. It is widely believed that the MPs will overturn the two amendments to the Bill suggested by the Lords – one that calls for a guarantee of the rights of EU citizens in the UK and the second which ensures Parliament has a vote on any final deal with the EU. The peers are unlikely to block the Bill further when it returns to them, expected to be later today. Opposition Labour party has urged the British PM to consider keeping the “really important” Lords amendments.
London, MAR 13 (PTI): Scotland’s First Minister Nicola Sturgeon today said that she will be seeking the Scottish Parliament’s permission to hold a referendum on Scotland’s independence from the United Kingdom. Sturgeon wants this referendum to be held between the second half of 2018 and first half of 2019 for Scotland to be able to have a say over its relationship with the European Union (EU) post-Brexit. If it gets parliamentary approval, this will be the second such Scottish independence referendum after 2014, when the region had voted to remain part of the UK. Scotland had rejected independence from the UK by 55 per cent in the September 2014 vote. “I will take the steps necessary now to make sure that Scotland will have a choice at the end of this process. A choice of whether to follow the UK to a hard Brexit, or to become an independent country able to secure a real partnership of equals with the rest of the UK and our own relationship with Europe,” Sturgeon said from her official Bute House residence in the Scottish capital of Edinburgh. The First Minister said the second referendum had

become necessary because of the UK government’s failure to fully take Scotland’s interests on board in the Brexit process. Scotland, in contrast to the rest of the UK, had voted to remain in the European Union (EU) in last June’s referendum. Sturgeon will seek Scottish Parliament’s permission to request a Section 30 order from the Westminster government next week, which will allow a fresh legally-binding referendum to be held once consent is granted. Sturgeon’s speech came ahead of a debate in the House of Commons where MPs will consider the Article 50 bill today. British Prime Minister Theresa May is getting closer to invoking Article 50 to
trigger negotiations for Britain’s exit from the EU as the European Union (Notification of Withdrawal) Bill comes up for its final vote. Sturgeon believes she can win a second independence referendum this time around because of the implications of Brexit for the country and to resist being forcibly taken out of the EU single market. “I have been genuine and sincere about trying to reach a compromise agreement with the UK government. We have not met with a Government and a Prime Minister who is willing to meet us half way on that... they have moved away from compromise with language that has appeared to become harder and harder,” said Sturgeon.

Pre-installed malware stealing data from mobiles JERUSALEM, MAR 13 (IANS): Israel-based cyber security firm Check Point has detected a malware that is not downloaded due to users’ use but is already present in Android device. According to a company blog post last week, the pre-installed malware was detected in 38 Android devices. “The malicious apps were not part of the official ROM supplied by the vendor, and were added somewhere along the supply chain,” the company said. The malware added to the devices’ ROM could not be removed by the users, therefore, the devices had to be re-flashed. The research team at Check Point found that one of the pre-installed malwares was Slocker, a mobile ransomware, that uses the Advanced Encryption Standard (AES) encryption algorithm to encrypt all files on the device and demand ransom in return for their decryption key.
tana said he regretted the decision but was still seeking engagement with North Korea. Rising political and military tensions should not shield ongoing violations from international scrutiny, he said. “Military tensions have brought human rights dialogue with the DPRK to a standstill,” Ojea Quintana told the 47-member forum. He also called for an independent investigation into the killing of Kim Jong Nam, estranged halfbrother of Kim Jong-un, in Malaysia last month, saying there may be a need to “protect other persons from targeted killings”. Between 80,000 and 120,000 people are held in four known political prison camps in North Korea and hundreds of families in South Korea and Japan are looking for missing relatives believed abducted by North Korean agents, Ojea Quintana said. “We remain deeply concer ned by ongoing widespread and gross human rights violations and abuses in the DPRK, including summary execu-
tions, enslavement, torture, arbitrary detention, and enforced disappearances,” said William Mozdzierz, head of the U.S. delegation. He added that the U.S. is open to improved relations if the DPRK was willing to meet its international obligations. South Korea’s envoy Lim Jung-taek voiced dismay that three years after the landmark U.N. report there was “no glimpse of hope” for ending “systematic, widespread and gross violations”. Ying Wang of China, North Korea’s main ally, said Beijing was “against the politicization of human rights issues” while seeking dialogue and deescalation on the peninsula. Sara Hossain, a member of the Council’s group of independent experts on accountability, said the U.N. should consider ways of prosecuting those responsible for human rights abuses in North Korea, possibly by creating an international tribunal. “The groundwork for future criminal trials should be laid now,” she said.

G E N E VA , M A R 1 3 (AGENCIES): North Korea boycotted a U.N. review of its human rights record on Monday, shunning calls to hold to account the Pyongyang leadership for crimes against humanity documented by the world body. A 2014 U.N. report detailed the use of political prison camps, starvation and executions, saying security chiefs and possibly even Supreme Leader Kim Jong-un himself should face international justice. The U.N. Human Rights Council held a twohour session on abuses in the Democratic People’s Republic of Korea (DPRK) amid rising tensions on the divided peninsula following its latest missile tests last week and two nuclear tests last year. “We are not participating in any meeting on DPRK’s human rights situation because it is politically motivated,” Choe Myong Nam, Pyongyang’s deputy ambassador to the U.N. in Geneva, told Reuters. BRUSSELS/ANKARA, MAR 13 (AGENCIES): The EU urged Turkey today to avoid “excessive statements” and actions that could increase tensions, in a row with the Netherlands and Germany over the blocking of rallies by Turkish ministers. Brussels also said it was up to Berlin and The Hague to decide whether to allow Turkish politicians into the country to try to win support for plans to expand the powers of President Recep Tayyip Erdogan. Erdogan at the weekend twice accused the Netherlands of acting like the Nazis, comments that sparked outrage in a country bombed and occupied by German forces in World War II. “The European Union calls on Turkey to refrain from excessive statements and actions that risk further exacerbating the situation,” EU foreign policy chief Federica Mogherini and EU Enlargement Commissioner Johannes Hahn said in a statement. “Following the ten-

Turkey on Monday summoned the Dutch charge d’affaires for the third day in a row, foreign ministry sources said, as a diplomatic feud between the NATO allies deepened. do Huisinga was presented with two notes addressed to the Dutch government in which Ankara said it expected a written apology and accused The Hague of breaching the Vienna Convention on diplomacy. “This morning (Monday) two notes were given... to charge d’affaires Huisinga after he was called again to the ministry for the third time this morning,” the sources said. Huisinga was first summoned on Saturday afternoon, shortly after the Dutch government refused to let Turkish Foreign Minister Mevlut Cavusoglu land in The Netherlands after he threatened sanctions if he were not allowed to come. The envoy was again summoned on Sunday after Turkish Family Minister Fatma Betul Sayan Kaya was expelled from The Netherlands and es-
corted back to Germany by Dutch police. In the note, Turkey hit back at the treatment of Kaya and her delegation, saying it was a violation of the Vienna Convention. The ministry said it was “awaiting an official written apology from Dutch authorities” regarding these actions which “did not comply with diplomatic decency and international customs”. It also said it reserved the right to compensation while calling for an investigation into the “violations” and for the prosecution of those responsible for such “infringements”. The second note criticised the “disproportionate” treatment by security forces against “people using their right to peacefully gather together”, referring to the protest outside the Rotterdam consulate on Saturday.

the Ed Sheeran booking was made as a surprise for Maisie because she’s a big fan of the singer. Ed’s not the first musician to appear in Game of Thrones.
Previous musical cameos have included members of Coldplay, Mastodon, Of Monsters and Men, and Sigur Ros. There’s no confirmation if he’ll be performing, like Sigur Ros and Of Monsters and Men, or if he’ll even be recognisable on screen. When Mastadon appeared in the show they were transformed into zombified members of the Wildlings group. David Benioff and Dan Weiss also confirmed the eighth and final season of the show will only contain six episodes, making it the shortest yet.

Real go atop La Liga as Barca lose
German midfielder Toni Kroos vies for the ball with Romanian defender Alin Tosca (right).
M a d r i d, M a r 1 3 (IANS): Real Madrid moved back to the top of the La Liga football championship with a 2-1 win over Real Betis, as FC Barcelona slipped to the second spot following a 1-2 defeat away against Deportivo la Coruna. Real Madrid on Sunday benefitted from Barcelona’s loss but not before they were made to work hard by Betis who first took the lead through Antonio Sanabria, following an error from Madrid keeper Keylor Navas. The goalkeeper earlier
in the game should have been sent off for a clear foul when he was the last man, reports Xinhua news agency. Cristiano Ronaldo equalised with one of his few contributions to the game, before Sergio Ramos sealed the win with another late header in the 83rd minute. Following the win, Real Madrid have 62 points from 26 matches. They are two points ahead of Barcelona, who have played a game more than the capital club. “The opposition played in their own half,
they defended well and caused us problems on the counter-attack. We’re happy with the result and we must congratulate the players because it wasn’t easy. The pressure is there, it doesn’t end here, there’s still a lot to play for and we know that,” Real coach Zinedine Zidane told his club’s website. Barcelona went into Sunday’s game in the wake of their 6-1 win at home to Paris Saint-Germain on Wednesday in the Champions League, but played without Neymar, and fell behind to a 40th minute goal to Joselu.
Tai Tzu Ying bags women’s singles title at All England
Taiwan’s Tai Tzu Ying celebrates after defeating Thailand’s Ratchanok Intanon to win the Women’s singles final.
Birmingham, Mar 13 (IANS): Top seed Tai Tzu Ying of Chinese Taipei won the women’s singles title of the All England Open badminton championships here, while the men’s doubles title went to the Indonesian duo of Marcus Fernaldi Gideon and Kevin Sanjaya Sukamuljo. World No.1 Tai on Sunday beat former world
champion and fifth seed Ratchanok Intanon of Thailand 21-16, 22-20 in 51 minutes in the final to claim her country’s first trophy in this category at the All England. “It was an intense match so I am happy to win. I don’t think I made too many mistakes. The scores were always close. During the second game I was trailing a few times
but I kept telling myself n o t t o g ive u p,” Ta i told Badminton World Federation (BWF) website. “When Ratchanok attacks she is really good. She is very tricky so I did a lot of work on my defence. I was trying to find opportunities so I could beat her.” I n t h e m e n’s doubles final, Gideon and Sukamuljo defeated China’s Li Junhui and Liu Yuchen 21-19, 21-14 in 34 minutes, reports Xinhua news agency. South Korea’s Chang Ye Na and Lee So Hee won the women’s doubles title as they beat Denmark’s Kamilla Rytter Juhl and Christinna Pedersen 21-18, 21-13 in 47 minutes. In the mixed doubles final, China’s Lu Kai and Huang Yaqiong fought back from one game down to defeat Peng Soon Chan and Liu Ying Goh of Malaysia 18-21, 21-19, 21-14. New Zealand skipper Kane Williamson gained two places to reach second spot in the ICC Player Rankings for Test
Batsmen. The latest rankings, which took into account performances in the first Test between Sri Lanka and Bangladesh in Galle which the home side won by 259 runs, saw Williamson leapfrog Joe Root and Kohli after his fine knock of 130. Williamson is now on 869 points. Meanwhile, Ashwin also dethroned Bangladesh’s Shakib Al Hasan from the top spot for all-rounders. Ashwin is now on 434 points, 31 ahead of Shakib (403).

Luis Suarez drew Barcelona level quickly after the break, but Alex Bergantinos, making a rare start for Deportivo, netted the winner with 16 minutes remaining. M e a n w h i l e, Re a l Sociedad were beaten 0-2 at home against Athletic Club Bilbao in the Basque derby. In a game played in continual rain, Athletic opened the scoring through a 28th minute Raul Garcia penalty and Inaki Williams doubled their lead in the 55th minute following a mix-up in the Real Sociedad defence. In other action, Roberto Soldado’s solitary goal was enough to give Villarreal a 1-0 win away to Celta Vigo. Michel Gonzalez’s debut as Malaga coach ended in defeat at home to Alaves in a game Malaga deserved to win, but were denied by the saves of visiting keeper, Fernando Pacheco and goals from Zou Feddal at the end of the first half. Malaga got a welldeserved equaliser through Juan Carlos and looked to win after Feddal was sent off, but Edgar Mendez scored a second goal for the side against the run of play to seal an unlikely win in injury time.
Marsh in doubt for Ashes series Melbourne, Mar 13 (Agencies): Australian all-rounder Mitchell Marsh is set to be sidelined for up to nine months with a shoulder injury that likely rules him out of the Ashes later this year. Local media reported on Monday that Marsh requires reconstr uctive surgery on the injury that has plagued him throughout Australia’s home summer and ruled him out of their remaining two tests in India last week. During the first two tests of the series, Marsh scored only 48 r uns in four innings, bowling just five overs. The Western Australian newspaper said surgery was “vital” if Marsh was ever to bowl at full pace again, and that it effectively rules the 25-year-old out of contention for the home Ashes series, which starts in Brisbane in late November. Marsh was hailed as the solution to Australia’s lack of a quality all-rounder when he made his Test debut in late 2014, though he has since been criticised for his contributions in the longer format. During his 21 Test appearances so far, Marsh averages 21.74 with the bat scoring two fifties - and 37.48 with the ball, returning best figures of 4-61.
Wilshere puts future decision on hold L o n d o n, M a r 1 3 (Agencies): Jack Wilshere is not yet ready to discuss his future with Arsenal, preferring to focus on Bournemouth’s fight against relegation. With his contract not due to expire until June 2018, the England international is happy to wait until the end of the season before making a decision on his future. “I’m not thinking about my future,” Wilshere told the Daily Mirror. “I’ve got a year left at Arsenal and as soon as the season ends I’ll sit down and I’ll think about it. “But my main concern at the moment is trying to keep Bournemouth in this league because no matter what happens next year, if I’m here if I’m not, if I’m at Arsenal – whatever – you know no one wants a relegation next to their name. “You don’t want to be involved in a team that got relegated so that’s what we’re doing now, trying to put Bournemouth in a good position and at the end of the season I’ll have a think about it.”

fourth, but with all of their top-six rivals in FA Cup action this weekend they are now just one point behind Tottenham and Manchester City - having played a game more - and five clear of fifth-placed Arsenal, who have two matches in hand. The final scoreline was perhaps harsh on a Burnley side who hadn’t won a Premier League away game all season and dominated the first half. They claimed the lead
through a high-quality goal with just seven minutes on the clock. Matt Lowton’s brilliant low ball cut the Liverpool defence apart and a sliding Barnes prodded in at the far post. On his return from suspension, Barnes then volleyed narrowly wide from an offside position a fter Ste phen Wa rd’s brilliant cross opened up Liverpool’s defence again, before Andre Gray flashed a shot over the bar from an acute angle.
With Roberto Firmino out injured, Klopp was forced to start Divock Origi and he narrowly failed to get his head on the end of Sadio Mane’s cross in front of a frustrated Anfield. But with Bur nley seconds away from going into the dressing room with a deserved lead, Wijnaldum struck an equaliser to turn the game on its head. Origi curled a cross from the left into the area and Wijnaldum’s backheeled volley fortuitously

Liverpool took the lead just after the hour, but not before Klopp had made a big call by replacing underperforming playmaker Philippe Coutinho with 17-year-old Ben Woodburn. And seconds later Origi presented Can with the ball 25 yards from goal and he struck a sweet strike across Heaton - who perhaps should have done better - and in off the post to complete the turn-around. Mane might have added a third from inside the area in the final minute but Heaton tipped his effort over the bar before Lowton spurned a glorious chance for Burnley, who remain seven clear of danger in 12th, to claim a draw in injury time. The full-back latched on to a flicked header from Michael Keane, but let the ball bounce and lashed his shot over the bar from six yards Klopp will celebrate the result, if not the performance, as the topfour race intensifies further next Sunday as Liverpool t r ave l t o M a n c h e s t e r City. Burnley will visit Sunderland on Saturday afternoon still seeking their first league win on the road this season.

The Serb broke the 22-year-old Briton in the opening game before seeing out the first set in 42 minutes, but faced a rejuvenated opponent in the second. Roger Federer also m a d e a s a f e p a s s a ge into round three with a comfortable 6-2 6-1 triumph against France’s Stephane Robert. Wayne Rooney
Anthony Martial
L o n d o n, M a r 1 3 (Agencies): Wayne Rooney, Anthony Martial and Marcus Rashford are out of Monday’s FA Cup visit to Chelsea through injur y as Manchester United face a striker crisis ahead of the quarter-final tie. Jose Mourinho must also make do without the inform Zlatan Ibrahimovic, who begins his three-match
suspension after accepting an FA violent conduct charge following his clash w i t h B o u r n e m o u t h ’s Tyrone Mings last weekend. Rooney, who was not part of United’s squad for the midweek Europa League draw against FC Rostov in Russia, is believed to have been involved in an accidental training ground collision with defender Phil Jones.
Martial will also miss the match with Chelsea through injur y, while academy graduate Marcus Rashford, who has scored three goals in two FA Cup appearances this season, is absent through illness. That leaves United without a recognised senior striker for their visit to Stamford Bridge, which could lead to a starting berth for Marouane Fellaini, who was utilised up front on a number of occasions by former boss Louis van Gaal. Runaway Premier League leaders Chelsea have a fine recent record against United and are unbeaten in their last 11 meetings with the Red Devils, last losing to them 3-2 in October 2012.
