BJP-led NDA set to form govt in Manipur, Goa
BJP MLAs along with other newly elected legislators of the NPP and NPF call on Manipur Governor Najma Heptulla to stake claim on Sunday night.
Correspondent
Imphal, Mar 12: Manipur is all set to have its first-ever BJP coalition government after the party managed to steal a march over the Congress by netting the lone All India Trinamool Congress (AITC)member and defection of a Congress legislator and expecting the lone independent MLA Ashab Uddin from Jiribam to be brought to its camp. The independent candidate, Ashab Uddin, who won from Jiribam A/C turned was the target of both the Congress and BJP upon arrival at Imphal Airport Sunday afternoon.
JCC reminds govt Staff Reporter
DIMAPUR, MAR 12 (NPN): Joint Coordination Committee (JCC) on Sunday reiterated the demands put forth by Nagaland Tribes Action Committee (NTAC) and the JCC to amend/ repeal the Nagaland Municipal Act, 2001 by constituting a committee/law commission to recommend amendment or repeal of the above Act within three months and during which, no election to ULBs in Nagaland be held “in the best interest of all concerned.” This was stated in the joint memorandum signed by NTAC convenor K.T Vilie and and JCC convenor Supu Jamir, which was submitted to the chief minister on Thursday. Meanwhile, JCC has clarified that the demand for suspension of former Dimapur Commissioner of Police, DC Longleng and erring IRB/police personnel was made since it was the norm, as per government service rules, to suspend an official(s) to show that a fair and impartial inquiry is conducted. In this regard, JCC further made it clear that they were not against any particular official/personnel, but for the government to deliver justice to the bereaved family members of the two slain youths.

Ashab arrived at Imphal Airport from Silcher of Assam this afternoon, around 1 pm along with state agriculture minister Md Nasir who was reelected from Lilong A/C of Thoubal district. However, he was taken to Guwahati by a special flight after a chaotic situation erupted between the BJP and Congress leaders which include elected legislators at the airport over taking the elected independent legislator in their camp. Reports said that he has to confine himself in the lobby room of the airport as he was not in a position to out from the airport
where large numbers of Congress and BJP leaders were there. The BJP won 21 seats while Congress won 28 seats in the 60member house. However with North East Democratic Alliance (NEDA) partners, the BJP tally rose 21+ NPP 4 + NPF 4+ LJP 1+AITC 1+ Ind 1+ 32 legislators. With the BJP already executed its plan of ‘mukt Congress’ with a combination of resources, power and planning, the worse was in store for the Congress when its legislator T Shyam Kumar pledged his loyalty to the BJP on Sunday. This has only livened up the prospects of forming a BJP-led government in Manipur. The resignation of rival party MLAs who then contest on BJP tickets is an old BJP strategy which it carried out with success in Karnataka. Shyam Kumar, the Congress MLA from Andro constituency, will resign and contest on a BJP ticket which means he will be disqualified, bringing down the total number of Manipur Assembly to 59. Thus, the effective majority now will go down to 30, allowing the BJP to form the next government comfortably. Apart from Shyam Kumar, AITMC MLA Rabindro on Sunday also joined the BJP-led alliance. With Rabindro’s joining,
Remarks of MLAs slammed DIMAPUR, MAR 12 (NPN): ‘The Citizen Believers’ (TCB), a recently formed body comprising of Christian professionals from various fields, at a meeting on Sunday, deliberated on matters of both public and spiritual concerns with regard to the situation in Nagaland. In a press note issued by its media cell, TCB drew attention to statements made by NPF legislators which it described as shocking and blasphemous. It pointed to recent statement made by minister of Rural Development, CL John (as quoted by NPF media & press bureau) that the “NPF would continue till the second coming of Christ.” TCB said it was shocking that the minister could make such a “blasphemous statement” equating the NPF party with the second coming of Christ. TCB has therefore asked CL John to make an “unqualified apology to the
people of Nagaland and the Church and also urged upon his Church authorities to take note of this issue.” TCB also took serious note of the statement made by parliamentary secretary for Housing, Er. Levi Rengma on July 9, 2016 at the get-together cum picnic organized by Jalukie Valley Youth Organization at the JSU’s Central Park when he said: “It is God’s decision to make T.R. Zeliang the chief minister and to go against him would be going against the will of God.” Such “cheap statements” that shamelessly used God in political speeches, were utterly blasphemous and which ought to be condemned by all, it said. TCB further questioned the silence of the Church to such remarks. It vowed to remain vigilant against anyone who indulges in making a mockery of Christian tenets in order to place facts before public for scrutiny.
the strength of BJP has gone up to 32 (31+1). The formation of BJP led coalition government in the state will be decided after BJP national leader and Union human resource development minister Prakash Javadekar arrived at Imphal. He will be arriving tomorrow (Monday), he added. Earlier, state BJP today extended red carpet to party’s elected candidates in a function held in Imphal’s Hotel Grande in which Ram Madhav, NEDA convener Himanta Biswa Sarma and state president K Bhabananda also attended.
NPP, LJP extend support
BJP, which won 21 seats in the assembly elections held earlier this month, achieved the vaunted 31-seat mark earlier in the day with the support of its ally Naga People’s Front (NPF) (4 seats), and the NPP (4 seats), LJP (1) and one Independent. On Sunday, the BJP-led alliance meet Manipur Governor Najma Heptulla to stake claim to form the new government in the state with the support of the NPP and the LJP. The Number Game: The ruling Congress finished as the singlelargest party, but three short of a majority while the BJP with 21 seats was 9 short of a majority in a hung Manipur Assembly.
Parrikar chosen as new Goa CM
PANAJI, MAR 12 (AGENCIES): BJP on Sunday staked claim to form the next government in Goa with the support of the NCP, smaller outfits and Independents. The saffron party has announced that Union defence minister, Manohar Parrikar will be the chief minister of the coalition government. Parrikar will resign from the post before taking oath as the Goa CM. This was also confirmed by Union minister and the BJP’s election in-charge for Goa, Nitin Gadkari. “Parrikar will resign as the Defence Minister before taking oath as Chief Minister of Goa,” Gadkari said. Parrikar earlier today met Goa Governor Mridula Sinha in evening with the letters of support from three members each of the Goa Forward Party (GFP), the Maharashtrawadi Gomkantak Party (MGP), two Independents and lone NCP MLA, taking the tally of the coalition to 22. With this, the BJP which has won 13 seats has cobbled up the requisite number needed to reach the magic figure in the 40-member House which
Manohar Parrikar
had thrown up a hung verdict, though the Congress has emerged the single largest party with 17 seats. Goa Governor Mridula Sinha on Sunday appointed Defence Minister Manohar Parrikar as the new Chief Minister of Goa. Parrikar has been asked to prove majority on the floor of the Goa Legislative Assembly “15 days after administration of oath of office and secrecy”, a letter issued by Secretary to the Governor Rupesh Kumar Thakur said. While addressing a press conference soon after his meeting with the Governor, Parrikar said that the date of swearingin ceremony will be announced shortly.
NPA reminds govt to implement NJWS
Gov, CM extend Holi greetings DIMAPUR, Mar 12 (NPN): Nagaland Governor P.B. Acharya and chief minister Dr. Shrühozelie Liezietsu on Sunday greeted the Hindu community in the state and the country on the occasion of Holi. Governor called upon the people to let this festival strengthen the secular fabric of the nation and foster unity, fraternity, joy and togetherness among the people. He also hoped that joyous spirits of Holi would rejuvenate and strengthen the age old bond of love, harmony and understanding in the society and keep all sections of the people united. In his message, Shrühozelie said, “Holi is one of the major festivals in Hindu culture but the warmth, fun and togetherness makes this festival transcend the boundaries of culture and religion”. He expressed hoped that the festival celebrated with traditional fervor and gaiety will bring peace, happiness and prosperity to all.
DIMAPUR, MAR 12 (NPN): Nagaland Press Association (NPA) has once again reminded the state government to “fully implement and operationalize the Nagaland Journalist Welfare Scheme (NJWS) effective from 2017-2018 financial year. This was resolved at the meeting of the NPA executive body and members on March 11 held at hotel Saramati. In this regard, NPA has asked the government to demonstrate its political will towards this end by allocating the financial requirements during the upcoming Budget Session. Among several resolutions adopted by the house, NPA general secretary Along Longkumer said house also revisited the issue regarding accreditation policy. The house urged upon the government to empower media persons in the state with accommoda-
tive spirit. It also suggested that the government initiate a “consultation process with the media fraternity” in order to come out with an acceptable policy. Further, the house took serious note of the rising intimidation and threats made against media houses in Nagaland. “While, the NPA resolves to be a responsible and accountable medium in upholding the freedom of speech and expression, it affirms to be resolute against forces that threaten to reduce the democratic space of media houses, and will not be pressured into publishing press statements/articles/news,” the house affirmed. In order to further strengthen the media fraternity of the state, the house also proposed that a consultation meeting of Nagaland’s media fraternity be held at the earliest.
In this regard, NPA’s interim executive body was entrusted to formulate a plan to organize the consultation meeting of all sections of the state media fraternity. The house also resolved to appeal all media houses/newspapers to encourage their staff-working journalists and non-journalists, including technical staff, to actively take part in strengthening the NPA. In order to keep the media fraternity informed and updated with new learning, NPA has also decided to organize an orientation program for journalists in Nagaland this year. Lastly, the NPA, which is currently being managed by the interim body, has decided to hold the general body elections at the earliest possible time.
We will back any non-Cong party in Manipur: NPF KOHIMA, MAR 12: The Naga People’s Front (NPF) will support any non-Congress party to form the new government in Manipur, an NPF official said on Sunday. The Naga People’s Front bagged four seats yesterday in Manipur elections, which threw up a hung assembly with the ruling Congress bagging 28 of the 60 seats and the BJP making giant strides to muster 21. “We are an alliance of NDA and therefore we will support the North East Democratic Alliance, which comprises non-Congress parties even in Manipur,” NPF spokesperson Achumbemo Kikon told PTI. Achumbemo asserted that NPF will not join the Congress even if approached to form the government in the state, maintaining the party’s earlier stance to rid the region of Congress. The candidates who from NPF ticket include-K Leishiyo, Khashim Vashum, Losii Dikho and Awangbow Newmai.
BJP subverting democracy: Cong NEW DELHI, MAR 12 (IANS): As BJP staked claim to forming a new government in Manipur, Congress on Sunday accused it of “playing a dangerous game of subverting democracy” and abducting an Independent MLA from Manipur by misusing the Central Industrial Security Force (CISF) at Imphal airport. “BJP is now misusing CISF and airport authorities to detain and abduct independent MLA Asab Uddin at Imphal airport and take him to Kolkata,” Congress spokesperson Randeep Singh Surjewala tweeted. Surjewala said: “Asab Uddin is travelling with minister Sh. Nasir. Federalism and rule of law being murdered in broad daylight by Modi government.” He said that according to the Constitution and norms, the singlelargest party is always invited to form the government.
Assembly poll results make Prez race easy for BJP UNTABA wants restoration LUCKNOW MAR 12 (PTI): The BJP’s decisive victory in Uttar Pradesh and Uttarkhand assembly polls will empower the saffron party in the selection of the next presidential candidate when Pranab Mukherjee retires in July. The BJP, which has a thumping majority in the Lok Sabha, having 281 MPs in the House of 543, needed extra numbers to have the candidate of its choice in Raisina Hills when the incumbent demits office on 25 July, 2017. Pranab Mukherjee’s successor will be elected by an electoral college comprising members of both houses of Parliament and elected members of the assemblies of 29 states plus the national capital territory of Delhi and the Union Territory of Puducherry. BJP is already in power in Maharashtra, Gujarat, Haryana, Chhattis-
garh, Jharkhand, Madhya Pradesh and Assam and in coalition with the PDP in Jammu and Kashmir and with TDP in Andhra Pradesh. Now with Uttar Pradesh and Uttarakhand in its kitty with a huge majority, the BJP is now in a better position to see its candidate through to the office of president. Having a person of its choice in Rashtrapati Bhavan will be helpful to the party if it needs support in complicated political situations besides getting formal assent to laws passed by Parliament. The win in UP is especially significant because UP Assembly members carry the maximum value of votes in a presidential election, given the fact that the state is India’s most populous. The value of a vote of an elected state legislator is
equivalent to the population of the state divided by the number of elected legislators divided–yet again–by 1,000. Also falling vacant in August is the vice president’s office with incumbent Mohammed Hamid Ansari completing his second fiveyear term. While the BJP will be certain to nominate one of their own candidates for the post of president, the post of vice president could go to an ally. The BJP in 2002 got its nominee—former Rajasthan chief minister Bhairon Singh Shekhawat—elected to the post of Vice President. The BJP hopes that the good show in the elections will also help it on the Goods and Services Tax (GST) Bill. The Goods and Services Tax, considered to be country’s biggest reform
measure in two decades has been pending since 2015 because for lack of cooperation from Congress in the Upper House of Parliament where the BJP is short in numbers. For passage of the bill in the Rajya Sabha, there is a need that the number of MPs opposing it comes down. Now, with the massive majority in UP and Uttarakhand, BJP hopes to send maximum number of its candidates to Rajya Sabha during the biennial elections to the Upper House. The changed scenario will pave way for more BJP Member of Parliaments in the Rajya Sabha by the end of July with upcoming retirements. Initial discussions in the BJP had catapulted veteran party leader Murli Manohar Joshi and External Affairs Minister Sushma Swaraj as top favourites.
Infor med sources, however, say the names of two other women politicians are also doing the rounds -- Lok Sabha Speaker Sumitra Mahajan and Jharkhand Governor Draupadi Murmu. Interestingly, L.K. Advani, once a staunch backer of the man who is today Prime Minister, is not being considered for the post of head of state that will fall vacant in July. The electoral college which elects the President is made up of 4,896 legislators-- 776 Lok Sabha and Rajya Sabha members and 4,120 MLAs. All MPs have an equal vote value of 708 while that of MLAs depends on the population of the state. The BJP-led National Democratic Alliance would require around 75,000 more votes to ensure that its nominee wins the presidential poste.

ZAPO dismayed over govt’s ‘lackadaisical attitude’ Peren Forest Division, Sericulture Deptt. bid farewell D I M AP U R : Z u k e t s a Area Public Organisation (ZAPO) has expressed displeasure at the “stepmotherly” treatment and lackadaisical attitude of Nagaland gover nment meted out to Zeketsa area student community in particular and public in general. past history. He said that a good understanding of the state at the grassroots level, engagement in conversation among the citizens and with a proper self realisation were the primary essentials for resolving the dilemma which the Nagas faced. Dr. Aküm elaborated that the power lay not with the upper section of the political structure but with the common mass. He said the key reasons behind the chaos were the absence of shared analysis, no questioning of the structure of power, and critiques which were limited
to the function of power. Real power, he said, lies in its redefinition which leads to transformation. On inquisitions regarding the ignorance and disinterest of most youth in the matters of politics, Dr. Aküm stated that it was due to the wrong conception of politics which had been ingrained into the minds of most youth of today. D r. A k üm f ur t he r stated that youth of the generation must struggle not for unity but for unity in purpose which would result in the much desired Naga reconciliation. He concluded that truth,
justice, mercy and peace should go hand in hand for reconciliation of the divided Nagas. Questions were also raised by students wherein the resource person addressed each of the questions. Earlier, the programme was chaired by Imkongnukla Ao, opening prayer by C h a p l a i n Pa t k a i Rev. Vichuko Neikha, vote of thanks was delivered by president Students Union Patkai Christian College, Yitatu Thurr and closing prayer by president Sumi Students Union (PCC), Bothuka.

Bodos on hunger-strike decline medical help separate state demand so that the Bodoland issue dies down. “Since the movement has started, the government of India is seen to be playing truant, not conceding the separate state demand for Bodos,” said ABSU President Pramod Bodo. Over 2,000 people participated in the hunger strike in Kokrajhar and other parts of the Bodo Territorial Area Districts (BTAD), which also include Chirang, Baksha and Udalguri. The Bodo groups also threatened economic blockade on the lines of the Manipur economic blockade. According to the Bodo communities, the Bodo Territorial Council (BTC) -formed to give autonomy to the Bodo people under the Sixth schedule (Amended) of the Constitution -- has several shortcomings in terms of executing the monetary schemes of the central government for the
welfare of the Bodo people. The Bodo groups have also alleged that the BTC government in BTAD is not in a position to do overall development. Thousands of people from various parts of the state assembled at the venue to mark their support to and solidarity with the hunger strikers. “This time Bodos will not fall prey to any diplomatic moves unless a comprehensive political dialogue on the long-pending issue of Bodoland is called,” said Bodo. The NDFB-Progressive said despite shunning arms and joining peace talks on the demand for Bodoland on the government’s plea, there is no positive response from the government. “It is very shameful on the part of the government that there is no policy decision for amicable solution to our demands,” said Dhiren Bodo, Chairman of NDFB-Progressive.

The All Bodo Students Union (ABSU), National Democratic Front of Bodoland-(Progressive) and the People Joint Action Committee for Bodoland Movement (PJACBM) are together holding the indefinite period hunger-strike. The groups have alleged that the governments are deliberately staying away from taking up the
Tengnoupal, Mar 12 (Agencies): Fear continues to grip the border villages of Manipur, a week after the Myanmar Army’s alleged intrusion into the Indian Territory. According to reports, Myanmar troops intruded Holenphai village of Tengnoupal district on March 4 and vandalized a saw mill, taking away all its machines. Panic-stricken residents of Lhangcham and Holenphai villages staged a protest against the alleged intrusion on March 10 and demanded the deployment of security forces. “We are asking the state and centre governments of India that we are in border zone, border line and we are not safe from the disturbance of this foreign army. So the authority should give us safety and peace. We want peaceful
life in India, but now we are not safe. We are afraid of this Burmese Army,” said Chief of Holenphai village, Haokip. India’s northeastern states of Manipur, Arunachal Pradesh, Nagaland and Mizoram share the international border with Myanmar. Tengnoupal is the highest point of a road (NH-2) between Imphal and northwestern Myanmar (Burma). Chief of Lhangcham village, Lanminlen Haokip, said the Indian Government should ensure safety of its people. “We are sacrificing our life, but nobody cares for us. Our loyalty to Indian citizens has been undermined by the government, so how can this happen every now and then? Is Indian government vulnerable to protect its people?” said Haokip.

Ibobi Singh elected as CLP leader I mph a l , M a r 1 2 (Agencies): Manipur Chief Minister Okram Ibobi Singh was on Sunday elected as the Congress legislature party leader. The 68-year-old politician, who had earlier made a record of running three successful governments from 2002-2017 in the insurgency-hit border state, led from the front and helped the Congress to emerge as the single largest party. The Chief Minister won from the Thoubal As-
Okram Ibobi Singh sembly seat by a margin of 10,400 votes. Rights activist Irom Sharmila, making her poll debut, was relegated to
the fourth position. Manipur witnessed a nail-biting contest between the BJP and Congress. The Congress won 28 seats to the BJP’s 21 in the 60-member Manipur Assembly. Out of the 60 assembly constituencies, a party has to win 31 seats to form the government in Manipur. In 2012, the Congress led by Ibobi Singh registered victory by winning 42 seats. Manipur has had 16 different CMs so far and not one has been from BJP.
College teachers asked to check board scripts GUWAHATI, Mar 12 (Agencies): The state government has cracked the whip on college teachers reluctant to evaluate answer scripts of the Class XII state board exams. In a directive to college principals, the directorate of higher education has asked them to engage college teachers in script evaluation as it would be hard for schoolteachers alone to check the papers of around 2.5 lakh students taking the Class XII state boards. In the past, some college teachers had expressed reluctance to check the scripts as they said it would add to their teaching load. “All principals have been asked to engage college teachers in evaluating the answer scripts of the Class XII state boards so that the results can be
announced at the earliest. If college teachers don’t cooperate, it becomes difficult for schoolteachers to evaluate the papers,” a senior official of the state higher education department said. Unlike other states, Class XI and XII is part of colleges in Assam. College teachers have long campaigned for de-linking of Classes XI and XII from colleges but to no avail. They want teachers from higher secondary schools to be engaged in the evaluation process since college classes have become hectic after introduction of the semester system. “Students have to appear for semester exams every six months. So it becomes difficult for us to spend days evaluating board exam answer scripts,” a college teacher said.

Digvijaya advises Parrikar, Congress to ‘perform now’
Manohar Parrikkar and Digvijaya Singh New Delhi, Mar 12 (IANS): If Manohar Parrikkar played his cards well, “he might even replace Prime Minister Narendra Modi”, Congress general secretary Digvijaya Singh said on Sunday and advised him now “to prove to be a good Defence Minister”. Singh, who is in charge of the Congress affairs in Goa, also had a piece of advise for his own party: “Congress should also understand that the people of Goa have given us last chance to perform or else perish. May God help us.” Taking a dig at Parrikar who has spent a long time in Goa despite being appointed the Defence Minister, Singh said he should now relax in Delhi and “should prove to be a good Defence Minister”. “My sympathies for Manohar Parrikar. But give him credit for his neversay-die spirit. In spite of losing badly, he is still fishing in troubled waters! But then he loves Goa fish,” Singh said on his official

The Congress, the single largest party with 17 elected legislators, and the BJP with 13 lawmakers are negotiating with the regional parties and Independent candidates to form the new post-poll government in the coastal state. In the 40-member assembly, any party seeking to form the government needs a simple majority of 21 members. Digvijaya thanked the Goa voters for having faith in Congress. He also advised the Congress to understand the mood of people in Goa. “Many many thanks for the Goa voters to have reposed their faith in Congress. Highly obliged. We have learned our lesson and mistakes made in 2007-12 won’t be repeated. We shall deliver the promises made in a time frame,” he said.
Chandigarh, Mar 12 (IANS): Punjab Governor V.P. Singh Badnore on Sunday dissolved the Punjab assembly following a resolution passed by the outgoing state cabinet. Badal then submitted his resignation to the Governor. At the same time, Congress leader Amarinder Singh was unanimously elected leader of the Congress Legislature Party (CLP), paving the way of his becoming the next chief minister and met the governor to stake claim to form the next government. The Congress returned to power after 10 years, winning 77 seats in the 117member assembly, while the Aam Aadmi Party (AAP) managed to win 20 seats and ally Lok Insaaf Party two seats. NEW DELHI, MAR 12 (AGENCIES/IANS): PM Narendra Modi today unveiled #IAmNewIndia, a nation-building exercise on the NaMo App, which is “a pledge to build a new India”. Similar to last Diwali’s #Sandesh2Soldiers on the app, which led to an outpouring of affection for the country’s armed forces, the PM hopes to use the occasion of Holi to get the country to commit to one of nine goals. The goals include a corruption-free India+ , a pledge to undertake more cashless transactions+ and encouraging women-led development, among other things. The PM said on
Twitter today that by 2022, he hopes citizens will make India a country which Gandhi, Patel and Ambedkar would be proud of. “ India is transforming, powered by the strength of each and every citizen of India,” the PM said. This transformation, he added, is and will be accomplished with innovation, hard work and creativity of the youth And the kind of India to aspire for, according to him, is one where women, the poor and farmers “are truly empowered”, one “free from corruption, terrorism, black money and dirt” and one “characterized by peace, unity and brotherhood.”

Sukma attack: Rajnath to avoid Holi celebrations NEW DELHI, Mar 12 (PTI): Home minister Rajnath Singh has decided not to play Holi tomorrow in view of the killing of 12 CRPF personnel by Maoists in Chhattisgarh. The Home Minister will not play Holi this time as he was saddened by the death of the 12 CRPF men at Sukma in Chhattisgarh, a Home Ministry spokesperson said. In one of the deadliest attacks on security forces, 12 CRPF personnel were yesterday killed and their arms looted when Naxals ambushed their patrol party in the Maoist hotbed of Sukma in Chhattisgarh. The incident occurred at 9.15 AM in the dense forests near Kottacheru village under Bhejji police station, around 450 kms away from the state capital, when 112 personnel of CRPF’s 219th battalion were out for a road opening task. Singh had visited Raipur yesterday where he paid respect to the departed souls. The Home Minister has described the attack on CRPF personnel as “cowardly act” and said their sacrifices won’t go in vain. It has been decided that the total ex gratia which will
Rajnath Singh be given to the families of the slain jawans should not be less than Rs 1 crore, the Home minister had said.

Instead of coming close to a resolution in the face of a rout of the party in the Uttar Pradesh Assembly polls, the family feud in the SP appeared set to intensify as results trickled out on Saturday, with Shivpal Singh Yadav launching an attack on his nephew Akhilesh Yadav. “This is a defeat not of the Samajwadis but of arrogant people. People of the State have taught a lesson to those who insulted

me and removed Netaji,” Shivpal said. “The two factions are likely to move further apart now. While workers of the party know that the Chief Minister has worked hard, he is under attack from those who damaged the party by creating a crisis,” said a leader considered close to Akhilesh. Apart from putting its own house in order, the SP now needs to negotiate the altered ground reality of a saffron surge in the State after two decades or more. “We will look at the results to figure out why we lost despite the Chief Minister’s popularity,” U.P. MLC from the SP and Akhilesh’s close aide, Udaiveer Singh, told The Hindu. “This is not a vote against us. If it had been, the Bahujan

Samaj Party (BSP) would also not have lost so badly.” He added that the party would have to brainstorm on whether the results reflected changed social dynamics or the success of the BJP’s campaign. However, there is already hair-splitting on the result taking place within the SP. An SP leader rued that while the BJP had begun to systematically tap non-Yadav OBCs such as Kurmis, Rajbhars, Mauryas and Lodhs., well before the poll campaign picked up, the SP’s outreach could not pick up as it was occupied for very long with infighting in party ranks. The leader added that the BJP brought on board many leaders through whom it could reach out to these castes. “We could not tap different leaders and castes as we got embroiled in a family struggle. None knew who would be doing seat distribution,” said an SP leader. Another added that while people seem to have bought the “tall promises” made by Modi and BJP president Amit Shah, Akhilesh’s “promises and work” could not connect well with people because of conflicting statements from within the SP caused by infighting.

New Delhi, March 12 (PTI):EtawahSamajwadi Party leader Mulayam Singh Yadav today defended his son Akhilesh Yadav after the party’s humiliating loss in the Uttar Pradesh Assembly elections, saying “no one person is responsible for the defeat”. “No one person is responsible for the defeat. We failed to convince voters,” Mulayam, who was ousted by Akhilesh as party chief after the power tussle in the family, told reporters here. “Everyone is responsible for the loss. A single person cannot be blamed,” he said on arriving at Saifai, his native village, for Holi. “It was people’s inclination towards BJP as it has made a lot of promises. Let us see how many promises they fulfill,” Mulayam said. Mulayam’s brother Shivpal, who had fallen out with Akhilesh ahead of the polls, had earlier in the day said the party would analyse the reasons behind its poor performance in the polls. “In politics, you win and lose. SP has its orgins in struggle and we will struggle again and win,” he said here. The BJP emerged as the single largest party in Uttar Pradesh with 312 seats while its allies Apna

He had also alleged that he was being targeted because he belonged to dalit community. SC had rejected the request and finding him to be defiant had last week issued bailable arrest warrants against him. Without giving any instance of his past work, Jethmalani said: “As a lawyer, I have worked all my life for the backward classes and I have great concern and sympathy for them. Nagaland Post Vol. XXVII NO. 96 Dimapur, monday, March 13, 2017
U
A stunning strike
nlike any other political party and even including the BJP under Vajpayee, Advani and Sushma Swaraj, the BJP under Narendra Modi is not an ordinary political party and never can be; after all, the presence and the involvement and presence of thousands of RSS sewaks makes the party organisation among the most well organised and disciplined. The massive win for the BJP in Uttar Pradesh (UP) surprised many even within the party as it had surprised them in previous Lok Sabha elections in 2014. But, the people have maintained their record of giving clear mandate since 2007. In 2007, Mayawati formed clear majority government, in 2012 Akhilesh Yadav too formed clear majority government and in 2014, people gave BJP a decisive mandate in Lok Sabha. However, the vote share of Mayawati was just 30% and Akhilesh formed government on 29% votes, the minimum since independence on which any government was formed in UP. But, this time the people gave massive mandate to BJP which won 312 seats with its allies Apna Dal and Suheldeo Bhartiya Samaj Party with impressive 41.4% votes that is almost identical to its 2014 LS vote share 42.3%. The BJP had been known as upper caste-urban-middle class-traders party with 19 % share in population. But, PM Modi’s sabka sath, sabka vikas opened a new window for including more-backward, most backward, ati-dalits into BJP’s constituency. A massive 32% more-backwards, 37% most-backwards and 21% ati-Dalits have shifted to BJP since 2012. Often taunted by Congress vice president Rahul Gandhi for being the prime minister of a suit-boot-ki sarkaar, Modi pitched for a massive rural drive. He went for neem coating of urea that eased urea availability, introduced soil health card and fasal bima yojna providing farmers security, arranged free LPG to village women under Ujjwala scheme. Besides the rephrasing and review of programmes, the Modi government also made sure that the respective Lok Sabha MPs and union ministers from UP make close contact with the people and address their grievances. Even though demonetisation was potentially the biggest negative against the Modi government; yet it could sail through the storm mainly because the Congress and Samajwadi Party totally failed to capitalise on it. It is also a fact that the BJP political juggernaut operated by Modi-Shah duo clicked excellently because the homework had been undertaken ever since the 2014 Lok Sabha elections. The BJP has been occupying the spaces of Congress and also gobbling up Congress leaders with impunity. It did that in Uttarakhand by taking in Vijay Bahuguna who it hounded for alleged corruption during the flood in 2013, while he was then Congress chief minister. Including his sister Rita Bahuguna Joshi, then UP Congress chief. Both the Bahuguna siblings quit Congress over leadership issue and joined the BJP. The outcome of the polls in UP and Uttarakhand went in favour of the BJP but it managed to steal the states of Manipur and Goa through questionable means. It proves that the BJP is determined to capture power in all states in India by hook or by crook and will use all means and resources within its power. As of today, Modi faces no challenger even in the far distant horizon as he is the absolute leader. That will then indicate or reveal how Modi will bring the change that has been so much speculated about.

Total Surrender
Peter began to say to Him, “See, we have left all and followed You.” —Mark 10:28 Our Lord replies to this statement of Peter by saying that this surrender is “for My sake and the gospel’s” (10:29). It was not for the purpose of what the disciples themselves would get out of it. Beware of surrender that is motivated by personal benefits that may result. For example, “I’m going to give myself to God because I want to be delivered from sin, because I want to be made holy.” Being delivered from sin and being made holy are the result of being right with God, but surrender resulting from this kind of thinking is certainly not the true nature of Christianity. Our motive for surrender should not be for any personal gain at all. We have become so self-centered that we go to God only for something from Him, and not for God Himself. It is like saying, “No, Lord, I don’t want you; I want myself. But I do want You to clean me and fill me with Your Holy Spirit. I want to be on display in Your showcase so I can say, ‘This is what God has done for me.’ ” Gaining heaven, being delivered from sin, and being made useful to God are things that should never even be a consideration in real surrender. Genuine total surrender is a personal sovereign preference for Jesus Christ Himself. Where does Jesus Christ figure in when we have a concern about our natural relationships? Most of us will desert Him with this excuse— “Yes, Lord, I heard you call me, but my family needs me and I have my own interests. I just can’t go any further” (see Luke 9:57-62). “Then,” Jesus says, “you ‘cannot be My disciple’ ” (see Luke 14:26-33). True surrender will always go beyond natural devotion. If we will only give up, God will surrender Himself to embrace all those around us and will meet their needs, which were created by our surrender. Beware of stopping anywhere short of total surrender to God. Most of us have only a vision of what this really means, but have never truly experienced it.

emonetisation, stricter Indian government rules and positive US economic figures have led to a fall in gold demand and world prices. But gold remains the most sought after metal across the globe despite losing its sheen since October, 2016, shortly before Prime Minister Narendra Modi announced scrapping of high value Rs 1000 and 5000 currency notes. Ironically the demand for gold-backed ETFs and similar products reached a three-year high in 2016, says the World Gold Council (WGC). The demand for gold rose 2 percent in 2016 to 4,308.7 tonnes, the WGC said pointing that investment demand was up 70 percent reaching its highest level since 2012. China continued to boost the demand, however, as its growth slowed down. Attention also turned to Europe, where investors added around 114 tonnes to their holdings as concerns grew around the busy electoral calendar in 2017, with the Netherlands, France and Germany all going to the polls, says the WGC. It is a pointer that gold

remains a reserve currency amid economic turmoil. The WGC predicts that gradually Indian demand is also to grow as it comes out of the shock of note-ban. The falling prices may also attract investors. The US data, however, at present are likely to be the greatest factor in determining the prices which are seen sliding below $ 1200 an ounce. Better US figures, improving job situation, prospects of Federal Reserve hiking interest rates and a stronger dollar are changing the dynamics. The dollar is more lucrative as investment for its easier liquidity. In Singapore, gold touched $ 1196.70 an ounce. The WGC indicates that India’s fight against black money is having an impact on gold trade. The gover nment during the past about 18 months had imposed several measures including putting a curb on high value cash purchases, using tax-related PAN numbers, tax raids on jewelers, and promotion of digitized trading. In November 2015, three gold-related schemes – India gold coin, gold monetization and sovereign gold bond schemes
- were launched by Prime Minister Narendra Modi to tap household gold stocks of around 22,000 tonnes. The WGC, however, also states that many of these steps had less than the desired effect. It notes that instead of nuggets, the demand for jewellery is growing. India is the world’s largest market for gold jewellery, representing about 822 tons (746 Shivaji tonnes) of gold in 2010. Indian women own about 19,841 tons (18,000 tonnes) of gold jewellery. “Over time, we anticipate that economic growth and greater transparency within India’s gold market will push demand higher. By 2020 we see Indian consumers buying 850 and 950 tonnes”, WGC says. The RBI has set up a committee in August last to study Indian household financing pattern and why they spend large sum of money on gold. The central banks also are increasing the gold purchases. The RBI itself, despite preaching virtues of not holding physical gold, in November 2009, bought 200 tonnes of gold around $ 6.7 billion from the Interna-
tional Monetary Fund (IMF) that boosted gold’s share in overall RBI reserves to 6.13 percent from 3.3 percent. The purchase came close on the heels of the global financial crisis, making it look like an effort to safeguard the country’s forex reserves against the impact of the crisis. The RBI with 557.7 tonnes of gold holds the 11th highest Sarkar reser ves in the world. The RBI statement of March 3, 2017 says that the value is worth Rs 1329 billion. The IMF rules say that countries can make payments to it in gold. It virtually makes it an international currency. According to the WGC, emerging market central banks have been big buyers of gold since 2009. The purpose of holding gold as a reserve asset by central banks is to diversify risks. This is the exact reason why most Indians buy gold when they can. The central banks across the globe are apprehensive about the present rise of dollar. They have a feeling it can crash any moment as the fundamentals are doubtful. Its rise is more linked to crisis in Europe, China and
Japan. It can change with a slight alteration of factors of the economy of any one, may be even India. The gold investment demand, WGC says, would remain firm for six factors, heightened political and geopolitical risks, currency depreciation, rising inflation expectations, inflated stock market valuations, long-term Asian growth and opening of new markets. In short, the crisis in commercial banks across the world, including India, and low performing economies, makes gold dependable. It calls for the nations to reformulate their financial policies. The decades of efforts by governments to decouple from gold has not succeeded. Currencies may not have technically gold standards, but the governments across are trying to hedge these and the economies against gold reserves. European countries are trying to boost economies through various stimuli, which have a high social cost. It makes their currencies volatile and recently many lost against dollar, including British pound amid Brexit and feared exit of many others from EU.
So the world economy since the 2007-08 crises has yet to stabilize. The US growth is uncertain in the long run more so as President Donald Trump experiments. Even Gulf nations are facing difficulties amid slump in oil prices raising questions whether oil should be called liquid gold. Emerging economies face the worst uncertainties. India though remains the fastest growing economy; the global uncertainties are impacting it in many ways. The country is doing many experiments to do away with the gold, but it remains an integral part of the economy. Mere government rules may not change the scenario though it may impact the course in the short run. WGC forecasts that as India comes out of shadow of demonetization and is bound to grow so would gold demand. It should be viewed as positive and not a spanner for the economy The policy makers need to look the gold paradigm from new perspective. All major currencies have depreciated over the past century. It has to be integrated with real economy. Gold cannot be hedged out.
Post-mortem
O
Silapathar wildfire
n March 6, after a big public meeting, organised by a little-known Bengali Hindu refugee group called Nihil Bharat Udbastu Samanway Samitee (NIBUSS) led by its national President Subodh Biswas paraded across the Silapathar town, in Dhemaji District of Assam, shouting slogans. Biswas, a Nagpur based lawyer and another Kolkata based lawyer Mukandalal Sarkar, reminded the gathering that the Assam Accord and the issue of post-1971 immigrants has become null and void after the repeal of the IMDT Act by the Supreme Court. They told the gathered public, mostly D (doubtful)-category voters, that they need not be fearful about the National Register of Citizens (NRC) updating process in Assam and their citizenship status. While revising the Assam voters list since 1997, the Election Commission had added the letter “D”, for doubtful voters, against names of people whose citizenship was questionable. The idea behind labelling people as D-voters was to weed out foreigners from among the legitimate citizens in the region, which has seen waves of migration from Bangladesh over many decades. NIBUSS in the meeting demanded citizenship for all members of the Bengali speaking community in the state “irrespective of their legal status”. NIBUSS demanded that the names of Hindu Bengalis be unconditionally removed from the list of D-voters. Silapathar which falls under Jonai Assembly constituency where between 25 to 30 per cent of the total population is Bengali-speaking. Subodh Biswas said “Our fight for our rights will continue. We will leave no stone unturned for our rights. Every political party says it will fight to remove the (D-voter) tag before the elections, but after coming to power they turn their back on us”. The Samitee demanded that documents issued by panchayat and village headmen in the past be recognized officially for NRC and called for steps to settle the cases of Bengalis Hindu D-voters within a fixed timeframe. Already instigated by speech of the NIBUSS leaders, the crowd in the procession, for which there was no police permission, went on rampage and took out their frustration by vandalizing the All Assam Students Union (AASU) local office, pelted stones, destroying the furniture and defacing the Swahidbedi (martyr monument). The police had to fire teargas shells and use batons to disperse the crowd, which led to a few injuries. The AASU leadership termed this as an attack on “Assamese swabhiman (pride)”. AASU adviser Dr Samujjal Kumar Bhattacharyya said such attacks would not be tolerated, warning of “severe consequences” if the culprits were not arrested immediately. He also said: “The
foreigners’ problem the state has been saddled with must be solved only on the basis of the Assam Accord. Religion has nothing to do with it. The indigenous people must call the shots in Assam, not Bangladeshis.” AASU demanded that the government arrest the persons who incited the violence and said the government’s decision to give citizenship to Hindu Bangladeshis is a factor behind such incidents. On the Hindu Bangladeshi issue, AASU Adviser said under no circumstance can Assam take the burden of any further illegal migrants irrespective of their religion, as being encouraged by some of the cabinet rank minister of the state. Indian Army personnel had a Flag mach in Silapathar town on 7th March Tuesday following the unrest on Monday evening. Pressurized by public the state government has declared Subodh Biswas “most wanted” and declared a reward of 1 Lakh for any information leading to his arrest. But, the public in Assam is skeptical about the sincerity of the BJP-led state government in its effort to arrest the fugitive, allegedly having affiliation to RSS, which it failed to do even after five days. Freud once said “a group is impulsive, changeable and irritable”. He wrote: “A group is extraordinarily credulous and open to influence, it has no critical faculty, and the improbable does not exist for it. It thinks in images, which call one another up by association….and whose agreement with reality is never checked by any reasonable agency. The feelings of a group are always very simple and very exaggerated, so that a group knows neither doubt nor uncertainty.” By “group” Freud meant not only something bordered on a mob but also any organization. What separate a “group” from a random crowd is shared schemas: some common understanding, “a common interest in an object, a similar emotional bias in some situation.” But, mob psychology is such once the tinder is lighted it can spread like wildfire and now we see a series of retaliatory attacks, shops owned by innocent Bengali businessmen in not only in Dhemaji but in other districts like Golaghat, Rangia, Kamrup district are being set on fire. The recent Gauhati High Court decree making invalid the citizen certificate from Gaon panchayats for NRC record made certain section of people desperate. In February, there was even an attack on a Foreigner Tribunal member in Goalpara. A vested interest group is working overtime to derail the NRC process and the illegal Bangladeshi identification and deportation process. The spectre of immigrants both Bengali-Muslim and Hindu from erstwhile East Pakistan and Bangladesh has been haunting
Assam since 1953 census. The immigrant Bengali Hindus have been all along been the main contender for white-collar jobs, and in recent decades turning to rural parts for agriculture and trading. The bulk of Bengali-speaking Muslim immigrants is agriculturist and in later census returned Assamese as their mother tongue. They wanted land in the Brahmaputra valley and did not mind about their mother tongue if accepting Assamese language can help them to become indigenous. While the Bengali Hindus always returned Bengali as their mother tongue. In Cachar where indigenous Assamese owning land is minority, the immigrant Muslims have returned Bengali as their mother tongue. Like the Bengali Muslim politics, Bengali Hindu politics in Assam is bifurcated between the two valleys. In Brahmaputra valley Bengali Hindus have migrated to these fertile land from different parts of Bengal, whereas the Bengali Hindus in Barak Valley have almost entirely came from Sylhet. Also, the geographical isolation of the Bengali speakers has given them a feeling of security which the Bengalis in Brahmaputra Valley lacks. The seeds of Assamese-Bengali tension had been sown long ago in the fifties and the rift has further deepened with Muslim politics in the region. The Muslim settlers due to their natural hunger for tillable land have embarked on vote-bank politics and now have become an independent political force to contend with by many national level parties. Now the power that be in the state has as part of its strategy has started wooing the immigrant Bengali Hindus assuring safeguard with the amendment of the Citizenship Act. The Supreme Court in February taken note that massive influx of illegal immigrants from neighbouring country has affected the core constitutional value, “In fact, it has been held in Sarbananda Sonowal case that such an influx is ‘external aggression’ within the meaning of Article 355 of the Constitution of India, and the Central Government has done precious little to stem this tide thereby resulting violation of Article 355.” Only positive of the Silapathar event is that more than 19 organisations indigenous communities led by AASU are now rallying and sworn to pressurize the state government to solve this long standing foreigners’ problem and hasten the process of publication of the NRC data as soon as possible. It has appealed to the public to display restraint, to maintain peace and harmony and to strengthen Assam’s pride of being a multi-ethnic, multi-cultural, multi-lingual and multi-religious society. Theological education as praxis
M
y six years of theological journey has given me a serious thought on theological education as praxis and not something abstract. And I would like to clarifyone of the false notions regarding theological academy. In the theological circle, many doubt and question how to implement theological education in ministries or in day to day life activities saying, “These are simply theoretical and bookish!!” But I see a whole lot of praxis in the books and theories provided that we contextualise it. As an academic community, we teach, read, learn, study, and write. To some extent, we are armed with solutions and responses for questions and issues. But the question is how far are we implementing it? For e.g. we do so much onpost-colonial readings in all the disciplines, be it biblical, communication, ethics, history, mission, counselling, ministry, religion, or theology. We critic Eurocentrism and emphasize in looking at things from our experiences. But how far are weimplementing it? Are we just a solution learner or solution giver rather than solution implementer? If we do not implement what we are learning then we are adding fuel to the fire onthe false notion that theological education is bookish and nothing practical. Unless we contextually
apply the academic studies, we will continue to be a bunch of people who have a pot full of rice not knowing how to cook and eat. I want to bring home my thought by noting that knowledge is like the rice, contextualising the scholars’ views in our experiences is like cooking, and implementing it, is like eating the rice. Until we apply the theories in life’s activities, we cannot givea chance to theological education to live with us.The fruitof education does not contain in the grades that we score or in the degrees that we hold, rather it contains in the constructive changes we bring by implementing what we learn. We will be in a sorry state if we consider education as mere bookish or mere degree supplier. Theological education is never static, and we cannot demarcate academic learning from ministries or life’s activities.Education is alive, ready to push us, if wecan relate it in our daily life experiences. Therefore, as many theological academiesprepares for the graduation and as we venture into different fields and ministries, may we be always reminded that we are to contextualise our learning, give life to the theories and testifytheological education as praxis. Safeguarding patriarchy in the guise of tradition?
Sir,
As the dust of ULB vis-à-vis women reservation agitation settles a new narrative that raises doubts on the very impetus behind the ‘movement’ seem to have appeared. The unprecedented show of newfound unity among the Nagas somehow clouded the minds of the mass and many joined the protests without proper understanding of the issue. None so far has clearly explained whether 33% women’s reservation infringes upon Article 371A and the topic remains open for different interpretation. However, besides the legal narrative, comments of some leaders of the movement in national and international media suggest an alarming patriarchal mindset behind the agitations. Most Nagas don’t believe in subordination of women nor do they wish to confine their women in the kitchens! With the surfacing of leader’s comments that grossly denigrate women, even the volunteers fumes in retrospective rage as they realise their participation might have lend legitimacy to something which they’d oppose. All in all, Nagas have been portrayed as male chauvinists due to such comments of some leaders. Therefore, it is imperative that we unite and take corrective measures lest we become a laughing stock of the global community due to comments that does not represent the true voice of the Nagas. With the BJP naming Defence Minister Manohar Parrikar as the new Goa Chief Minister and some other Union ministers being hinted as front-runners for the top job in Uttar Pradesh, Prime Minister Narendra Modi might soon be needing new members in his ministerial council.
Union Transport Minister Nitin Gadkari on Sunday announced that Parrikar will be Chief Minister in a BJP-led government in Goa. “The Defence Minister will resign before he takes oath as the new Goa Chief Minister,” Gadkari told reporters in Panaji after Bharatiya Janata Party leaders, led by Parrikar, met Goa Governor Mridula Sinha to stake claim to forming the new government in the coastal state.
There are also speculations that Union Home Minister Rajnath Singh, Communications Minister Manoj Sinha and Culture and Tourism Minister Mahesh Sharma were being considered for the chief ministerial post in Uttar Pradesh. If one of them is chosen to head the new government in Uttar Pradesh, then it will cause another vacancy in the Union Council of Ministers.

after is ‘chitta’ (white synthetic drug). We will take action,” he said. Ruling out any ‘vendetta’ politics by his government, he said that proper investigations would be conducted to pin responsibility in drugs and other crimes, and suitable action will be taken against those found guilty. Amarinder said that the election results had blown the lid from the hype created regarding the popularity of the AAP in the state, while the Congress’ winning performance in three of the five states that went to polls showed that the party’s overall standing had improved. He said that he would be meeting Prime Minister Narendra Modi soon to discuss various development projects for Punjab. Asked about farm loan waivers, a key poll promise in the manifesto, Amarinder said he was fully committed to implementing the same and would ensure that adequate funds are raised for it. On his promise of revival of industries, he said the industrial policy would be liberalised to check the flight of industries and make Punjab an attractive destination.

Sunday called for a “bigger role” for regional leaders. Amarinder Singh told media in Patiala, 60 km from here, that it was important to promote regional leaders in order to counter other regional parties in states. “It is vital to project a regional face that could identify with the people of the region,” he said, noting that the absence of a regional face was as one of reasons for the drubbing received by the Aam Aadmi Party (AAP) in the state. Regarding Navjot Singh Sidhu’s role in the new dispensation in Punjab, he said the decision in this matter rested with Congress Vice President Rahul Gandhi. Amarinder said that the priorities of his government would be to eradicate the prevalence of drugs in Punjab and implement the non-monetary promises made in the Congress manifesto. He announced that a Special Task Force (STF) would be set up to crack down on the drugs racket in Punjab. Amarinder, during the campaigning, had vowed to eradicate drugs from Punjab within four weeks of coming to power. “The drug that we are

New Delhi, Mar 12 (AGENCIES): Prime Minister Narendra Modi hinted today that the BJP’s election victories signal that “a new India is emerging.” The PM also underscored that his party’s phenomenal victory yesterday in the state elections was a mandate in favour of performance and development. Yesterday, BJP president Amit Shah said similarly that it was the party’s “prodevelopment performance” and its “pro-poor” schemes that got the party its emphatic wins in Uttar Pradesh and Uttarakhand. PM Modi, who’s been credited for the BJP’s victories, also tweeted today that Indians should “commit to building a new India.” In 2022, India will have been independent for 75 years and the PM hoped that it will be a changed country by then.

Despite repeated assurances by the railways of rectifying the errors, the Comptroller and Auditor General (CAG) has observed several cases of misclassification in the railways’ accounts in the five-year period between 2010-11 and 2014-15. Misclassification refers to an income or expenditure classified under the wrong head of account. Mistakes in accounting include nonaccounting of transactions, belated adjustments in accounts and operations of unauthorised heads of accounts. In its latest report, the CAG also referred to the findings of the Public Accounts Committee (PAC) which had objected to the accounting errors repeatedly. While the Serious Fraud Investigation Office (SFIO) has filed cases against 49 shell companies, Rs 3,900 crore is believed to have been laundered by 559 persons with the help of 54 professionals. Also, Rs 1,238 crore cash has been deposited in shell or dormant companies, postdemonetisation. The I-T department is taking steps to plug loopholes in the law and deter people from wrongly availing capital gains benefits. With bogus capital gains of Rs 80,000 crore availed by shell companies last year coming to the notice of the I-T department, the Budget 2017-18 has proposed 10 per cent longterm capital gains tax on

New Delhi, Mar 12 (Agencies): As the noose tightens around shell companies evading taxes, the CBDT Chairman has asked field officers to file prosecution cases against those entities which claimed bogus long-term capital gains. In a letter to Principal Chief Commissioner of Income Tax, Central Board of Direct Taxes (CBDT) Chairman Sushil Chandra has called for fast track prosecution proceedings in cases where the Settlement Commission has rejected entry operators who have claimed advantages of longterm capital gains. “Prosecution proceedings can be successfully initiated in several cases of entry operators, including those concerning bogus LTCG (Long Term Capital Gains) claims, cases rejected by Settlement Commission, etc,” Chandra said. The Prime Minister’s Office last month has set up a task force under Revenue Secretary Hasmukh Adhia comprising members from central probe and enforcement agencies to

Turkey warns Netherlands of ‘harsh’ retaliation US forces in Syria are ‘invaders’: Assad
An k a r a , M a r 1 2 (Agencies): Turkey has told the Netherlands that it will retaliate in the “harshest ways” after Turkish ministers were barred from speaking in Rotterdam in a row over Turkey’s political campaigning among Turkish émigrés. President Tayyip Erdogan had branded its fellow NATO member a “Nazi remnant” and the dispute escalated into a diplomatic incident yesterday evening, when Turkey’s family minister was prevented by police from entering the Turkish consulate in Rotterdam. Hundreds of protesters waving Turkish flags gathered outside, demanding to see the minister. Dutch police used dogs and water cannon early this morning to disperse the crowd, which threw bottles and stones. Several demonstrators were beaten by police with batons, a Reuters witness said. They carried out charges on horseback, while officers advanced on foot with shields and armoured vans. Less than a day after Dutch authorities prevented Foreign Minister Mevlut

Cavusoglu from flying to Rotterdam, Turkey’s family minister, Fatma Betul Sayan Kaya, said on Twitter she was being escorted back to Germany. The Dutch government, which stands to lose heavily to the anti-Islam party of Geert Wilders in elections next week, said it considered the visits undesirable and “the Netherlands could not cooperate in the public political campaigning
of Turkish ministers in the Netherlands.” The government said it saw the potential to import divisions into its own Turkish minority, which has both pro- and anti-Erdogan camps. Dutch politicians across the spectrum said they supported Prime Minister Mark Rutte’s decision to ban the visits. In a statement issued early this morning, Prime
Minister Binali Yildirim said Turkey had told Dutch authorities it would retaliate in the “harshest ways” and “respond in kind to this unacceptable behaviour”. Turkey’s foreign ministry said it did not want the Dutch ambassador to Ankara to return from leave “for some time”. Turkish authorities sealed off the Dutch embassy in Ankara and consul-
ate in Istanbul in apparent retaliation and hundreds gathered there for protests at the Dutch action. The Dutch government had banned Turkish Foreign Minister Mevlut Cavusoglu from attending a rally yesterday in Rotterdam but he said he would fly there anyway, saying Europe must be rid of its “boss-like attitude”. Cavusoglu threatened harsh economic and political sanctions if the Dutch refused him entry, and those threats proved decisive for the Netherlands government. It cited public order and security concerns in withdrawing landing rights for Mr Cavusoglu’s flight and said the threat of sanctions made the search for a reasonable solution impossible. “This decision is a scandal and unacceptable in every way. It does not abide by diplomatic practices,” Mr Cavusoglu told reporters in Istanbul. Dutch anti-Muslim politician Mr Wilders, polling second ahead of Wednesday’s elections, said in a tweet: “To all Turks in the Netherlands who agree with Erdogan: Go to Turkey and NEVER come back!!”
China’s population to peak by 2030 ‘Russia cyber attackers
may target UK elections’
Beijing, Mar 12 (PTI): China, the most populous country in the world, has said its population will peak to 1.45 billion by 2030 and drop to 1.1 billion towards the end of this century, even as it shrugged off concerns over a declining labour force. China’s population is expected to peak to 1.45 billion in 2030, then drop to 1.4 billion by 2050 and 1.1 billion by the end of this century, Wang Peian, deputy head of the National Health and Family Planning Commission, said here yesterday. Dismissing concerns over demographic crisis leading to increasing old age population, he said, “China doesn’t lack in population, not in a few de-
cades, not in 100 years.” About the concerns over a declining labour force, Wang was quoted by the state-run Global Times as saying that China’s working age population between 15 and 64 years is still a little over one billion and accounts for 73 per cent of the total population. The working age population will gradually drop to 985 million in 2020 and to around 800 million by 2050, he said. “Although the total working age population in developed countries in the US and Europe is around 730 million, which is less than our one billion, they have a much higher productivity rate,” Wang said, noting that the drop in workers will be compensated by ad-
vances in technology. Last year, China had relaxed its decades-old rigid ‘one child policy’ amid concerns over rapidly ageing population which has already touched about 220 million and was expected to climb sharply in the coming year. Wang noted that following the second-child policy, a total of 18.46 million births were recorded across China in 2016. The number is the largest since 2000 and is two million more than past averages. Official surveys pointed out reluctance on the part of many women to have a second child over fears that it will affect their career prospects and costs involved in bringing up one more child.
the network security of political parties’ own systems. Attacks against our democratic processes go beyond this and can include attacks on Parliament, constituency offices, think tanks and pressure groups and individuals’ email accounts,” Martin said. Exper ts at GCHQ have made protecting the political system from foreign hackers as “priority work”. They fear that Kremlin-backed hackers could steal and leak internal emails or publish private databases of voters’ political views in an attempt to damage the standing of political parties with the public, according to the report. A senior government source said GCHQ would help with the security of “personal datasets, including the electoral roll and voter identification data”.
Damascus bombings toll rise to 74 Beirut, Mar 12 (Agencies): The toll from twin bombings targeting Shiite pilgrims in the centre of Damascus has risen to 74 dead, a monitor said today. Among the victims of yesterday’s blasts were 43 Iraqi pilgrims who had come to the Syrian capital to visit Shiite shrines in Damascus’s famed Old City, according to the Syrian Observatory for Human Rights. The Britain-based monitor said that 11 bystanders and eight children were among those killed, as well as 20 members of pro-government security forces. Observatory head Rami Abdel Rahman told AFP that a roadside bomb detonated as a bus carrying pilgrims made its way through the Bab al-Saghir area of the Old City before a suicide bomber blew himself up.

in creating problems and destroying, but they are very bad in finding solutions,” said the Syrian President. US Marines have arrived in northern Syria with artillery to support USbacked local forces fighting there, US officials said. They are preparing to move in to assault the city of Raqqa, IS’s self-declared capital, according to reports. The Pentagon and the Marine Corps have declined to confirm the deployment, citing security concerns. The US has also deployed approximately 100 Army Rangers in and around Manbij, Syria. In the interview, Assad was asked whether there can be room for cooperation between the US and Syria.
“In theory, yes, but practically, not yet, because there’s no link between Syria and the US on the formal level. Even their raids against IS happened without the cooperation or the consultation with the Syrian Army or the Syrian government, which is illegal,” he said. Assad said the Trump administration’s rhetoric during and after the presidential campaign focused on defeating IS and he called that “a promising approach to what’s happening in Syria and in Iraq, because we live in the same area and we face the same enemy”. But Assad also said, “we haven’t seen anything concrete yet regarding this rhetoric, because we’ve been seeing now certain is a local kind of raids.” Assad said the approach towards terrorism needs to be “comprehensive” and not “local”, reported SANA. “It cannot be from the air, it should be in cooperation with the troops on the ground, that’s why the Russians succeeded, since they supported the Syrian Army in pushing IS to shrink, not to expand as it used to be before that.”
Cyclone kills 50, affects 176,000 in Madagascar Analamanga, Mar 12 (Agencies): Cyclone Enawo killed at least 50 people and affected 176,000 people after it hit Madagascar earlier this week, the national disaster management agency said Saturday, with thousands forced into emergency shelters. The toll issued by the head of the BNGRC agency Thierry Venty was significantly higher than the earlier estimate of just four deaths and 10,000 people displaced issued on Thursday. More than 53,000 people have been displaced and 180 injured by the storm, the agency said in a statement on Friday, while 32,000 have been affected in the capital city Antananarivo alone. Officials have opened 137 shelters to house those hit by the cyclone. Enawo hit Madagascar`s remote northeast on Tuesday, swelling rivers to burst-
ing point and sparking fears of widespread flooding. It has weakened since making landfall and has now been reclassified as a tropical depression which is moving southwards, away from the island which lies 250 miles (400 kilometres) off the coast of Africa. Videos on social media showed flattened trees, flooded roads and corrugated sheeting ripped from roofs after the cyclone struck. Up to 700,000 people could be affected by the cyclone which was the most powerful to strike the island since 2012, according to the Red Cross. The group has deployed 500 volunteers to help the 176,000 islanders who are known to have been affected by the storm so far. In 2012, tropical storm Irina and tropical cyclone Giovanna claimed more than 100 lives.

Damascus, Mar 12 (IANS): Syria’s President Bashar al-Assad scoffed and questioned the US actions in Syria, terming as “invaders” the American troops deployed to the country because he hadn’t given permission for them to enter the country. There’s been no “concrete action” from the Trump administration towards Islamic State (IS) terror group, Assad said in an interview with Chinese media outlet Phoenix TV. It was published on Syria’s state-news agency SANA on Saturday. “Any foreign troops coming to Syria without our invitation or consultation or permission, they are invaders, whether they are American, Turkish, or any other,” Assad said. “And we don’t think this is going to help. What are they going to do? To fight ISIS? The Americans lost nearly every war. They lost in Iraq, they had to withdraw at the end. Even in Somalia, let alone Vietnam in the past and Afghanistan. They didn’t succeed anywhere... they only create a mess.” “... they are very good

Iraqi forces retake over a third of west Mosul
IN GRATITUDE
Iraq’s special forces troops patrol in the eastern side of Mosul, Iraq
Mosul, Mar 12 (PTI): Iraqi security forces have retaken more than a third of west Mosul from the Islamic State group since launching an assault on the area last month, a commander said today. “Around more than a third of the right bank (west Mosul) is under the control of our units,” said Staff Major General Maan al-Saadi. Mosul is split by the Tigris River, and its eastern side is referred to as the
left bank, while the western is known as the right back. Iraqi forces launched the operation to retake west Mosul -- the most populated urban area still under IS control -- on February 19, pushing up from the south. IS overran large areas north and west of Baghdad in 2014, but Iraqi forces backed by US-led air strikes and other support have since retaken most of the territory they lost.

‘Avatar 2’ has been delayed again
D
irector James Cameron has revealed that Avatar 2, the sequel to his 2009 blockbuster, has been delayed again. It now won’t be released until after 2018. The movie was originally scheduled for release at Christmas 2016, but was later moved to Christmas the following year. As Rolling Stone reports, 20th Century Fox then announced in January 2016 that that release date would likely move back even further to Christmas 2018. Cameron has now given a new interview in which he suggests there’ll be an even longer wait. “Well, 2018 is not happening,” he told the Toronto Star. “We haven’t announced a firm release date.” He explained that the ambitious levels of the project are what is delaying production on the sequel, as he is planning on making all four of the planned films in the franchise at the same time. “What people have to understand is that this is a cadence of releases,” he explained. “So we’re not making Avatar 2, we’re making Avatar 2, 3, 4 and 5.

Then something unexpected happened. “My single My Church hadn’t been out for very long,” she recalls. “But the crowd already knew all the words. “That was the first documented ‘wow’ moment for me, hearing that whole crowd sing it back to me.” Fast forward 12 months and Morris is one of country music’s biggest new stars. She was named best new artist at the Country Music Awards, won best country song at the Grammys, played on Saturday Night Live and staged her first ever tour. “Everything took off a little bit faster than we had imagined,” she marvels. “It’s been turbo-speed.”

a decade back was quite a common event all over the state but lately has taken a diminishing turn. Hoping that their efforts will be well rewarded by a huge attendance, taking into consideration the fact that Nagaland is short in everything else but music lovers, especially classic rock fans. ‘X Factor’ set for huge makeover to match
X
Factor could be set to undergo a huge makeover in an attempt to match the success of fellow ITV talent show Britian’s Got Talent. The show’s bosses are said to be considering drastically changing the series after fears that viewers have become bored with the format. According to the Sun, executive producer Mark Sideway is planning to scrap the several weeks of live shows and replace them with just a week of them instead, with seven heats ahead of the final. A source told the paper: “The X Factor executives feel it needs a shakeup with big changes to the format. They have been discussing having just a
few weeks of live shows – so people get to know the singers – and then one big finals week. “They think viewers would prefer one week of great TV, with star performers. BGT is a huge success, so they could take inspiration from worse places.” The source also said the changes would work better for the judges’ schedules. “If the live shows were focused on one week it would be easier to fit into schedules for the judges,” they said. “Sharon [Osbourne] had to commute from the States every week for months [last year]. Cutting down live shows is just one of a series of scheduling options.”

sports Rain ruins Dunedin Test
Dunedin, Mar 12 (Agencies): The first Test between New Zealand and South Africa in Dunedin ended in a damp squib of a draw as rain washed out the final day without a ball being bowled. The umpires called off the match just after lunch with the forecast of more bad weather preventing the prospect of either team winning. South Africa were set to resume their second innings on 224-6, with a lead of 191 runs, and the match delicately poised. Visiting captain, Faf du Plessis - unbeaten on 56 overnight - was left ruing a missed opportunity for his side to take a 1-0 lead in the three-Test series. “When a Test match finishes on a day like today it’s very frustrating,” he said. “If today was a full day of cricket, we felt with New Zealand one seamer Abel Hernandez came closest to opening the scoring in the first half for Hull City against down and missing one of Swansea City but headed wide. their main batsmen, we L o n d o n, M a r 1 2 victory which gives them to have earned a point for fancied our chances.” (Agencies): A double real hope in their battle West Ham. Chawrasia clinches second Indian Open title
Gurgaon, Mar 12 (PTI): SSP Chawrasia today became only the second Indian golfer to successfully defend the Hero Indian Open, clinching a seven-stroke win at the redesigned DLF golf and countr y club here. C h aw r a s i a , w h o was sharing the lead with Spain’s Carlos Pigem and England’s Eddie Pepperell after day 3, emerged as the sole leader after 42 of the 69 golfers who made the cut returned to complete the third round today. “I am very happy. It is such a tough course, I think I got lucky this week,” Chawrasia said after pocketing a winner’s cheque of USD 291,660. This was his sixth win on the Asian Tour and overall sixth international victory. On the eve of the tournament, Chawrasia had predicted 10-under could be a winning score and his prediction came true as the 38-year-old from Kolkata sunk four birdies and dropped three shots, including a last hole bogey,

to card exactly 10-under 278. He become the third player to win back-toback Indian Open. Jyoti Randhawa (2006, 2007) and Japan’s Kenji Hosoishi (1967, 1968) were the other two golfers. Interestingly, this is also the third consecutive win for India at the Indian Open with Anirban Lahiri winning it in 2015 and Chawrasia bagging the title
last year. Wi t h C h aw r a s i a leading by two strokes over Spain’s Carlos Pigem, any hope of the Spaniard challenging him evaporated by the fourth hole when the Indian sunk a birdie, while Pigem dropped a shot. Though Chawrasia stumbled on two consecutive bogeys at the sixth and seventh holes, it didn’t hurt his chances as the Spaniard too dropped
a shot at the seventh. Chawrasia then fired two back-to-back birdies to once again grab a fivestroke advantage. After making the turn at one-under, Chawrasia picked up another birdie at the 13th hole with a 10-feet putt, while Pigem bogeyed the 14th and 16th before ending his campaign with a double bogey in the 18th hole. He signed off at the fifth spot. It wasn’t a fairytale ending at the last hole for Chawrasia either as he bogeyed it to finish oneunder. S c o t l a n d ’s S c o t t Jamieson (72) and Italy’s Matteo Manassero (73) were tied third at twounder 286. Lahiri, on the other hand, had another rollercoaster round. He struck five birdies against four bogeys to turn in a oneunder card for a share of the fifth spot. Among other Indians, Chirag Kumar (74) and S Chikkarangappa (72) signed off at the 22nd and 34th spot with totals of 293 and 295 respectively.

L o n d o n, M a r 1 2 (Agencies): Mesut Ozil says his decision on signing a contract extension with Arsenal is not dependent on Arsene Wenger remaining in charge. Ozil’s contract expires at the end of next season and the 28-year-old has previously said he wanted clarity over Wenger’s future with the club before committing to new terms. However, Ozil has indicated he may not follow Wenger should the Frenchman leave the Emirates. “I have always said I’m very happy at Arsenal. Everything fits here - the

Therefore, it would be wrong to say that my future is dependent on the coach.” Ozil has won silverware in Germany, Spain and England, but the World Cup winner is still hungry for further success and would like to add the Champions League to his list of honours. “As a sportsman, you are never satisfied,” added Ozil. “ Yo u n e e d t h i s motivation. In the second half, Dipanda Dicka and Fabio Pena had back to back chances for Lajong but both failed to convert. Afghanistan post 233/8 in 20 overs. For Ireland, Kevin O’Brien scalped four for 45 runs while Jacob Mulder took two wickets for 32.
Chasing the mammoth 234-run target, Ireland started the match on a good note as openers Paul Stirling (49) and Stuart Thompson (43) slammed 65 runs in 4.2 overs. But the magnitude of the target was big and Ireland were bowled out for 205 in the 20 overs. Indian Wells, Mar 12 (IANS): Second-seeded Angelique Kerber notched one of her most convincing wins of the season at the BNP Paribas Open hardcourt tennis tournament, cruising to a 6-2, 6-1 secondround victory over Andrea Petkovic. Kerber has struggled thus far in 2017. But in her Indian Wells opener on Saturday, she appeared to rediscover the form that led her to two Grand Slam titles last year. She broke Petkovic’s serve on five occasions. Next up for Kerber will be France’s Pauline Parmentier, who upset Yulia Putintseva 6-2, 6-3.

Spurs enter FA Cup semi-finals
Son’s goal gave Spurs a chance to break out another choreographed handshake celebration, again starring Dele Alli.
L o n d o n, M a r 1 2 (Agencies): Tottenham signed off their final FA Cup game at White Hart Lane with a 6-0 quarter-final thrashing of League One Millwall - although an injury to Harry Kane will concern boss Mauricio Pochettino. Heung-min Son bagged a hat-trick, while Dele Alli and substitutes Christian Eriksen and Vincent Janssen joined him on the scoresheet as Spurs sealed another trip to Wembley. Millwall had knocked out Premier League sides Bournemouth, Watford and Leicester en route to the
quarter-finals but were on the back foot from the first whistle, with Harry Winks testing the visitors’ ‘keeper Tom King inside three minutes before Kane rifled at the shot-stopper from a tight angle. Alli had a penalty appeal waved away after going down under Tony Craig’s challenge as he swivelled to shoot on 23 minutes before Millwall, who had been pegged back in their own half, carved out their first real opening two minutes later, when Lee Gregory chased down a long ball and Steve Morison shot
wide from 20 yards. Ja n Ve r t o n g h e n responded with an off target strike for the hosts before Eriksen produced a fine angled volley to break the deadlock, firing a loose ball low into the far corner from the right side of the box on 31 minutes. Byron Webster headed Shaun Williams’ free-kick wide as Millwall looked for an immediate response but they were fortunate not to fall two behind when Victor Wanyama headed Eriksen’s corner onto the bar. Kumble, Dravid may get new roles: Reports
Anil Kumble
Rahul Dravid
New Delhi, Mar 12 (Agencies): Anil Kumble and Rahul Dravid played pivotal roles during Indian cricket’s ascension to the top of the cricket rankings. Even after their retirements, both Kumble and Dravid continue to contribute to the growth of Indian cricket. Kumble is the current coach of the Indian team led by Virat Kohli while Dravid is the coach for the U-19 side. Under Kumble, India are the World No.1 side in Tests and in 2016, they did not lose a single Test. With
Kumble at the helm, India have won series in West Indies and have continued a great run at home by winning series against New Zealand, England and Bangladesh. Under Dravid’s coaching stint, the India U - 1 9 s i d e h av e a l s o developed strongly. They entered the final of the U-19 World Cup while they have performed consistently. With changes in the BCCI following the Supreme Court verdict on January 2, the Indian cricket Board is currently run by the
committee of administrators (CoA) and there are reports of changes soon. According to a report in a leading English newspaper, Kumble might soon be elevated to as team director as the CoA are keen on structural changes. The report stated that during the BCCI awards following the end of the Bangalore Test in which India defeated Australia by 75 runs, Kumble met the CoA and they entrusted him with the job to file a comprehensive report on the senior, A side, junior and women’s teams. The series against Australia could be his last as coach and he could take the new role on April 14. According to a senior official in the BCCI, the plans are already in place and there is a strong possibility that when new contracts are given out, these changes will be made.
though. Picking the ball up on the right flank four minutes before the interval, Son cut inside Cooper and fired a superb left-foot shot into the opposite corner, l e av i n g K i n g w i t h n o chance. Tottenham picked up where they left off after halftime, with Eriksen drawing a good stop from King before firing over the bar with another right-foot strike, and on 54 minutes they had their third, when Son expertly volleyed in Kieran Trippier’s long ball forward into the box. Millwall’s best moment in the match came when Jed Wallace clipped substitute Fred Onyedinma’s cutback wide but, after Son blasted over from close range at the other end, Alli made it four, slotting in at the back post from Eriksen’s inviting low pass across the six-yard box. Tottenham continued to apply the pressure and sub Janssen scored his first goal in open play for the north Londoners by clipping in Son’s pass on 80 minutes. The Dutchman should have had a second when he directed a close-range header at King and Son saw an injury-time drive sail high and wide. But the South Korean eventually got his hat-trick goal thanks to a goalkeeper error with the last kick of the game.
Mayweather wants McGregor fight in June London, Mar 12 (Agencies): Floyd Mayweather has declared himself “out of retirement” to fight Conor McGregor and demanded the Irish mixed martial arts champion commit to a crossover bout in June. “I’m not ducking or dodging anyone,” American Mayweather told British media. “I’m only coming out of retirement for one person and that’s Conor McGregor. We don’t need to waste no time. We need to make this ... happen quickly. Let’s get it on in June.” McGregor has been challenging Mayweather, who retired in 2015 with a 49-0 record, to a fight for months. The two sides have yet to reach terms and have a number of major hurdles to overcome. Mayweather has asked for a guaranteed $100 million to make the fight happen, with $15 million going to McGregor, while UFC president Dana White has talked of $25 million to each plus payper-view money. M c G r e g o r, t h e biggest pay-per-view draw in mixed martial arts, is contracted to UFC and the organization would have to approve any fight.
Indian boxers to miss Chemistry Cup after denied visa NEW DELHI, Mar 12 (PTI): Indian boxers will miss the Chemistry Cup in Germany after not getting the visas on time but the national federation has assured that the pugilists will be compensated by being sent for another event soon. A 10-member new-look team, which included two Asian youth medallists, was to travel to Halle, Germany tonight for the 44th edition of the tournament. But the plan went haywire after their visas could not come through. “The visas could not come because we got to know quite late that the applications for Schengen visas are now supposed to be filed from the region to which you belong. We were used to a centralised process which could be done from Delhi,” Boxing Federation
of India (BFI) President Ajay Singh told PTI. “But this time, we were told that the applications had to be routed through the regional centres from where the boxers came. Some time was lost in the process and therefore visas did not come in time. From now on, we will ensure that visa procurement procedure is started 15 days in advance,” he added. Singh said the boxers, who were sent back from the national capital today, will soon be sent to compete in another tournament. “The boys who were selected for this tournament will be sent for another event very soon, in fact, in the next fortnight itself. They should not feel disheartened, we are already in talks for a couple of invitational tournaments in the next 20 days,” he asserted.
Murray stunned in Indian Wells INDIAN WELLS, Mar 12 (Agencies): World No 1 Andy Murray suffered a shock second-round defeat in the BNP Paribas Open against Canada’s Vasek Pospisil. T h e S c o t ’s b e s t showing in California came in 2009 as a runner-up to Rafael Nadal and this 6-4 7-6 loss was his first in five meetings against the world No 129. Murray, who claimed his maiden title of 2017 at the Dubai Duty Free Championships last week, was sluggish from the start at Indian Wells. The 29-year-old was broken four times in total by Pospisil, who celebrated his biggest win on the ATP Tour to secure a thirdround clash against Dusan Lajovic. Murray said, “It’s a disappointing one as I had opportunities in the first set but I didn’t serve well enough.” “I served a few double faults, especially in the first set at important moments, which didn’t help. I really don’t know why I haven’t played my best here over the years. He definitely played better in the second set, he was being aggressive and he played some great volleys at important moments. He deserved it.” Pospisil said, “I felt like I had the ability but to actually go through is a whole new thing. I tried
