KOHIMA, MAR 11 (NPN): There appears to be simmering discontent within the ranks of the NDPP and BJP over the issues of induction and delay of portfolio allocation even as legislators of both the pre-poll partners are believed to be holed up in hotels in Kohima and Dimapur.

A BJP member said, Paiwang Konyak, a senior BJP legislator who had won on party ticket in 2013 and 2018 has been sidelined in precedence. Even in the NDPP camp too, there are several senior leaders who have not been considered for the cabinet. Owing to the peculiar BJP and NDPP quota where NDPP which has 18 seats has only four including the chief minister in the cabinet, while BJP with 12 MLAs has six in the cabinet including the post of deputy chief minister.

NPCC rejects K. Therie’s offer to resign DIMAPUR, MAR 11 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Sunday informed that the party has rejected its president, K. Therie’s offer to resign.

NPCC did not deny that K. Therie had offered to resign as president, by owning moral responsibility for the Congress’ debacle in the recently-held Assembly election during the NPCC’s executive meeting held on Saturday.

However, NPCC general secretary, Capt. G.K. Zhimomi said that the NPCC executive committee rejected his offer and further resolved to urge the All India Congress Committee to honour the committee’s decision until proper accountability was fixed on factors responsible for the election debacle.

NEW DELHI, MAR 11 (PTI): Centre has informed the Supreme Court that states and union territories have been asked to set up special fast-track courts to try 3,816 criminal cases pending against 1,765 lawmakers.

The special courts are currently being set up in 11 states including Andhra Pradesh, Telangana, Uttar Pradesh, Maharashtra, Kerala, Bihar, Delhi, Tamil Nadu, Karnataka, Madhya Pradesh and West Bengal, the law ministry said.

While 12 states are yet to set up such courts, the status report from states like Assam, Nagaland, Mizoram, Arunachal Pradesh, Manipur and Goa was still awaited, it added.

The Ministry of Law and Justice has told the top court that information with

respect to criminal cases pending against MPs and MLAs had been sought from High Courts, state and UT Legislative Assemblies and the state and UT governments for compiling the cases.

The Law Ministr y said that it had sought information from the chief secretaries of the states, secretaries of state legislatures and also from all high courts.

It said the information received from the High Courts were being relied upon for compilation of criminal cases pending since it is considered more authentic.

The Centre has also proposed to set up these courts in pursuance of the top court’s November 1, 2017 order and has earmarked Rs 7.8 crore to 11

NEW DELHI, MAR 11 (AGENCIES): In a big move, the Election Commission (EC) has reportedly filed a revised petition in the Supreme Court to make the Aadhaar linking mandatory with all Voter ID cards.

The poll panel, which has previously supported the move, claimed that the mandatory seeding can prevent voter fraud and ensure each person has only one vote, reported the Sunday Indian Express.

Earlier, the EC said that linking the 12-digit unique identity to all voter cards is voluntary. However, the poll panel changed its stance after former Chief Election Commissioner (CEC) AK Joti took charge in 2016.

As many as 32 crore Aadhaar numbers have been linked to voter ID cards so far, incumbent Chief Election Commissioner O P Rawat said on Saturday.

“So far, as many as 32 crore Aadhaar numbers have been linked to voters’ ID cards. Another 54.5 crore will be done as soon as we get a nod from the Supreme Court,” he told reporters on the sidelines of the 14th

National Conference of the Association for Democratic Reforms (ADR), an NGO in Bengaluru.

Asked how long it would take to link another 54.5 crore Aadhaar numbers, Rawat said “we did 32 crore in just three months”.

In February 2015, the poll panel had issued guidelines for linking Aadhaar with Electors’ Photo Identity Card (EPIC), popularly known as the voter ID card, as part of the National Electoral Rolls Purification and Authentication Programme (NERPAP).

However, the Supreme Court stayed the move in its August 2015 ruling, stating that the unique identification number or the Aadhaar

While Uttar Pradesh tops the list with a total of 565 cases against 248 lawmakers, Kerala follows with 533 cases against 114 members of Parliament and state assemblies.

The details were stated in an affidavit in pursuance to a plea filed by advocate Ashwini Kumar Upadhyay seeking to declare the provisions of the Representation of the People (RP) Act, which bars convicted politician from contesting elections for six years after serving jail term, as ultra vires.

The Election Commission had supported the plea seeking life ban on politicians convicted in criminal cases and said they have already made recommendations on this to the Centre.

DIMAPUR, MAR 11 (NPN): Association of Kohima Municipal Wards Panchayat (AKMWP) on Sunday urged the authorities concerned to rededicate themselves and pursue the Kohima smart city project on a war footing, saying the project could not be allowed to fade away without producing results.

In a press release, AKMWP general secretary Thejao Sekhose and joint secretary & legal advisor Hukato Chishi said the Kohima Smart City Project had caused much excitement and raised expectations of the masses that the State Capital would be transformed to catch up with the more advanced, scientifically developed and planned cities sooner rather than later.

They claimed that AKMWP had extended support and also organised a one-day mass social work

in Kohima to satisfy a key requirement of the smart city project – “partnership and participation of the public” – and to secure declaration of Kohima Smart City Project at the earliest.

Asserting that AKMWP and its constituent individual panchayats had accorded considerable attention and time, the release pointed out that, at the requests of the authority concerned, the panchayats had put efforts in preparing and forwarding well-considered smart city proposals best suited and required in their respective wards.

The association, however, regretted that though the people were eagerly awaiting practical implementation of the project, it did not notice any tangible progress so far.

Alleging that, of late, the project was “eerily quiet”, AKMWP remarked

that public-private partnership and consultations appeared to have gone into hibernation even as denizens were left to wonder what was going on and if any good would come of it.

The association said that it was given to understand that the Central government had released its share of funds – Rs 107 crore – for the project.

Subsequently, the Finance department accorded clearance and had made it available for the implementing agency Kohima Smart City Development Corporation Limited through the Municipal Affairs department in the first half of 2017.

Now, after the lapse of about one year, the masses were left wondering if the funds were utilised and works executed, the release added.

BEIJING, MAR 11 (IANS): In a historic decision, China on Sunday removed the twoterm limit on presidency, clearing the decks for the all-powerful President Xi Jinping to rule the world’s most populous country for life.

Scrapping the 35-year old rule brought by “paramount” leader Deng Xiaoping to prevent the country from returning to one-man rule like that of Mao Zedong, China’s largely ceremonial parliament amended the Constitution by lifting the two-term limit.

With the term limit gone, Xi can rule China until he retires, dies or is ousted.

He is already dubbed as the country’s next Mao, founder of modern China who ruled from 1949 until his death in 1976.

Of the 2,963 deputies (lawmakers) of the Chinese parliament, three abstained and two voted against the proposal to amend the Constitution.

China watchers say the country, which has a one-party rule, could well be headed for a single-man rule. (Full report on p-13)

MUMBAI, MAR 11 (AGENCIES): Around 30,000 farmers, led by the All India Kisan Sabha, descended on Mumbai on Sunday afternoon to protest against the failure of the BJP-led government to address agrarian distress.

The farmers will stage a protest outside the State Assembly on Monday, demanding fair remunera-

tion and loan waiver. These farmers will seek answer from the government for non-implementation of the demands that were promised by the government, said Ajit Nawale, state general secretary of AIKS. “Farmers in the state are reeling under the ripples of agrarian distress and they are under huge financial burden. The government

has not done anything to provide them any relief. So they are left with no option but to express their anguish through the protest march,” Nawale said.

As the sea of red neared Mumbai, Chief Minister Devendra Fadnavis appointed minister Girish Mahajan as the government’s representative to talk to the leaders of the march when they reach Vikhroli. The opposition Congress and BJP’s estranged ally Shiv Sena have extended their support to the protest, dubbed the ‘Long March of Farmers’.

The 180-km long foot march was launched with around 12,000 farmers and the number has reached to 30,000 now, which showed the intensity of discontent among farmers, Nawale said. As a stream of people flowing in to join the march, the number of protesters will go up to 55,000- 60,000 figure when it will reach the

destination, he added.

Complete loan waiver and profit of 1.5 times input cost for all major agriculture commodities are the major demands of the AIKS. These farmers want an immediate implementation of M.S. Swaminathan committee’s recommendations, which ensures fair remuneration.

The agitating farmers are also demanding compensation of Rs 40,000 per acre for destruction of crops due to hailstorm and pinkworm, allocation of forest land under cultivation to farmers and implementation of Forest Rights Act. In June last year, similar protests had boiled over most parts of the state, forcing the Chief Minister Devendra Fadnavis-led government to announce a conditional Rs 34,000 crore loan waiver, which farmers said has not been implemented properly.

NEW DELHI, MAR 11 (NPN): National Crime Records Bureau (NCRB) on Sunday launched a mobile app called “Citizen Services” developed inhouse by NCRB, for providing better citizen-friendly services by law enforcement agencies.

The mobile app was released by the director Intelligence Bureau, Rajiv Jain on the occasion of the NCRB’s 33rd Inception Day in Delhi as chief guest.

Rajiv Jain emphasized the importance of making user friendly systems and making them useful to Citizens. He also suggested to take IT initiatives of NCRB to other countries through Ministry of External Affairs.

The App can be used by citizen for various services such as complaint registration & status check, view FIR detail, SOS– stay safe, locate police stations, vahan-samanvay, emergency contact list, police stations telephone directory and citizen tipoffs wherein anyone can inform the police about any suspicious activity.

NCRB director, Dr. Ish Kumar informed that over than 93% police stations have been connected with the CCTNS and the CCTNS national data base consists of more than 12.5 crore records. He said 35 states and UTs have opened State Citizen Portals where citizens can avail of various services.

Transaction days for treasuries, banks DIMAPUR, MAR 11 (NPN): Nontransaction Wednesdays – March 21 and 28 – have been declared transaction days, while March 17 and 31 (Saturdays) shall be declared transaction days for both treasuries and banks in the state.

According to DIPR, secretary (Finance & Budget), Y. Kikheto Sema, through a priority office memorandum, requested all departments to submit proposals for issue of DA/DL to the finance department on or before March 26. However, proposals under CSS, NEC, NLCPR, negotiated loans etc. may be sanctioned and credited to the state only towards the end of the financial year.

He also asked departments to ensure all requisite details for issue of DA/DL are furnished along with the proposals. All DA/DL issued by the finance department are to be presented to and passed by the treasuries on or before March 28 and no claim for cash payment will be entertained after March 29 except on the strength of DA/DL issued by the finance department.

DIMAPUR: ATMA Phek, Chizami block conducted a training, demonstration and mobilisation drive for farmers at Mesulumi, Enhulumi, Chizami and Sumi village on March 7, 8, 9 and10 with BTM Zevoseno Tetso, ATM Sibino Dolie and ATM Atso Koza.

During the programme, the resource persons explained the concept of forming SHG/FIG, income generating activities for SHG/FIG, management of groups and book keeping.

Trainings and demonstrations were provided on cultivation prac-

tices of summer crops, nutrient management, value addition, nursery bed preparation and integrated pest management methods.

Altogether 44 members from the four villages attended the programme. Some summer crop seeds were also distributed.

Education Dept. notifies teachers

DIMAPUR: Director of School Education Nagaland, Wonthungo Tsopoe, has informed all teachers undergoing the D.El.Ed programme of NIOS that a minimum of 75 % attendance will be required at the PCP for appearing the examinations as per NIOS regulations.

In a press release, the director has informed all candidates, whose applications were recently verified by the respective school authorities and were allotted various study centres throughout the state, that a special 15 day PCP will be organised from March 20 to April 5 at Government Higher Secondary School, Kohima.

Trainees who failed to secure the required minimum attendance at the PCPs conducted at various study centres may attend the special PCP at GHSS, Jotsoma so as to make themselves eligible to appear for the examinations.

The release has further informed all trainees intendding to attend the PCP to register their names by sending details of name, Ref. No. and name of original study centre allotted, through email to sno.nios.nagaland@gmail. com on or before March 16.

N

agas are one of the few communities worldwide that that rears Mithun (bois fontalis). Mithun is found in North-east India, Bangladesh, Northern Burma and Yunan province in China. In Nagaland, Mithun plays a prominent cultural role and even today Mithun is widely used during marriage ceremonies and festivals. The Government of Nagland has also adopted Mithun as the logo for the State. In Nagaland, Mithun is mostly reared as a semi-domesticated animal and is left to graze in the forest. Over the years, the practice of rearing mithun has been dying out. One of the reason being the availability of a wide forested grazing area and also the conflict between Mithun owners and farmers. During the dry season Mithuns generally stray into farmland and graze on agriculture crop inevitably leading to tension between the Mithun owner and the farmer. In many villages, Village Councils have passed a resolution whereby of a Mithun is found straying in agriculture land it can be killed or totally banning the rearing of Mithun. In many Mithun rearing villages one of the pressing requirement of the community is barbed wire fencing rein

in the Mithun within the forested area. For Mithun farmers, rearing a Mithun is like an insurance scheme whereby with minimal investment, apart from the cost of the calf, after a period of 3-4 years the Mithun fetches the farmers an income of Rs. 40,000/- to Rs. 60,000/- per Mithun.

The North East Initiative Development Agency (NEIDA), Kohima is implementing an integrated project with the objective of

sustainably enhancing the quality of lives communities in 23 villages in Pungro and Khonsa blocks in Kiphire district and is working with farmers to increase their agriculture, horticulture and piggery production through improved management and cultivation practices. In order to support the communities conservation efforts, after discussions with various Villages Councils four villages, namely Fakim, Salomi, Pungro and Pinkim villages were

selected for putting up barbed wire fencing.In all four villages Mithuns are reared in the conserved community forest. Altogether, the current Mithun population stand at 274 (valued at Rs 1.5 Crores taking current market value for an adult Mithun). The fencing of combined 6 kilometer took 4 weeks to complete in the month of May 2017 and was a collaborative effort whereby the Tata Trust supported the purchase of fencing materials and under the leadership of the Village Councils of the 4 villages,the community members contributed 3746 Man days (Rs. 7.4 Lakhs) for putting up the fencing. Additionally, the Village Councils also took the initiative to provide food and refreshment for the entire duration of the fencing work. The impact we expect to see through the fencing is continuation of the conservation efforts of the villages as well as enable farmers to rear more number of Mithuns thereby supplementing their income from the sale of Mithuns. The entire project is funded by the Tata Trust, Mumbai.

Tuli: Meanwhile, the Mokokchung Battalion of Assam Rifles along with a police representative, conducted an operation based on specific information in the general area of Tuli, Mokokchung on March 9.

During the search of a suspected house, troops apprehended one T. Sunep (28), son of S. Maran, resident of 17 miles Aitlenten ward, Mokokchung along with unauthorised weapons.

AR said that the recoveries from the operation included one .22 rifle, one muzzle loaded rifle, two twelve bore rifles, rifle parts and ammunition of different calibres.

The individual was handed over to Tuli police station along with the seized items for further investiga-

tion.

Dimapur: In a similar operation, the Medziphema Battalion of Assam Rifles launched an operation on March 10, based on specific input about the presence of arms peddlers in the general area of 4th Mile, Dimapur.

According to PRO HQ IGAR (North), during the search operation two persons were apprehended, later identified as Kuhoi Swu, age 48 years, son of L. Swu, resident of village Diphupar, PS Diphupar, Dimapur and Sabir, age 20 years, son of Afash Uddin, r/o village Diphupar, PS Diphupar, Dimapur.

DIMAPUR, MAR 11: Eleutheros Christian Society (ECS) a Tuensang based NGO was among the three NGOs that won the HCL Grant 2018 at a ceremony held at HCL Technologies Campus, Noida.

Union Home minister, Rajnath Singh felicitated the winners on Friday.

Eleutheros Christian Society won the grant under the Health category while Keystone Foundation was for Environment and Royal Commonwealth Society for the Blind (Sightsavers) for Education The three NGOs won a grant of up to Rs. 5 crores each.

HCL Grant supported projects cover 22 districts with approximately 2450 villages, reaching out to over 6 lac rural beneficiaries. These projects are operational in many states of India, including Uttar Pradesh, Andhra Pradesh, Odisha, Jharkhand and Maharashtra.

ntroduction: Mulching is the practice of covering the soil to make more favorable conditions for plant growth, development and efficient crop production. The research as well as field data available on effect of synthetic mulches make a vast volume of useful literature. Plastic mulches are impermeable to water; it therefore prevents direct evaporation of moisture from the soil and thus limits the water losses and soil erosion over the surface.

The suppression of evaporation also has a supplementary effect; it prevents the rise of water containing salt, which is important in countries with high salt content water resources.

Mulching is mainly employed for moisture conservation in rain fed areas, reduction of irrigation frequency and water saving in irrigated areas, soil temperature moderation in greenhouse cultivation , soil solarization for control of soil borne diseases, reduce the rain impact, prevent soil erosion and maintain soil structure and in places where high value crops only to be cultivated.

Selection of mulch: Selection of mulches depends upon the ecological situations and primary and secondary aspects of mulching: Rainy season Perforated mulch , Orchard and plantation - Thicker mulch , Soil solarization - Thin transparent film , Weed control through solarization - Transparent film , Weed control in cropped land - Black film , Sandy soil - Black film , Saline water use - Black film, Summer cropped land - White film , Insect repellent - Silver colour film and Early germination - Thinner film.

Methods of mulching • Mulching area should preferably be equiv-

alent to the canopy of the plant.

• Required size of mulch film is cut from the main roll.

• Clean the required area by removing the stones, pebbles, weeds etc.

• Till the soil well and apply a little quantity of water before mulching • Small trench could be made around the periphery of the mulching area to facilitate anchoring of the mulch film.

• Cover the film to the entire area around the tree and the end should be buried in the ground.

• Semi circular holes could be made at four corners of the film in order to facilitate water movement.

• The position of the slit/opening should be parallel to the wind direc-

tion7 • Cover the corners of the film with 4-6 inches of soil on all sides to keep the film in position.

• In hard soil, make a trench of 1’x1’x2’ depth on four corners of the mulching area and fill it up with gravel or stones, cover the trenches with the mulch film and allow the water to pass through the mulch to the trenches via semi circular holes on the film.

• The mulch material should be punctured at the required distances as per crop spacing and laid on the bed. The seeds/ seedlings should be sown/ transplanted in the holes.

Irrigation practices under mulching • In drip irrigation the lateral pipelines are laid under the mulch film • In case of inter-cultivation, it is better to keep the laterals and drippers on top of the mulch film and regulate the flow of water through a small pipe or through the holes made on the mulch film Plasticulture is crucial to Indian agriculture in view of the changing technological scenario for boosting crop yields and productivity. Introduction of LLDPE as a mulch film has brought a revolution in agricultural water management and it is actually a boon to farmers.

DIMAPUR: Along with the rest of the country, the 2nd round of Intensive Pulse Polio Immunization (IPPI) was carried out on March 11 in different districts of Nagaland.

Kohima: In Kohima, CMO Dr. Ritu Thurr, said that Intensified Pulse Polio Immunization (IPPI) had been a regular activity with a goal to eradicate polio in the country.

In Kohima district with an estimated population of 270,063, has 37,808 children of five years and below targeted for the polio drops.

Four (2) mobile polio teams on IPPI will be visiting transit points especially bus stations and taxi stands in the district for the next two days, on April 12 and 13 as house to house visits.

Dimapur: In Dimapur, 517 booths across the district were set up to administer the two polio drops to children between the ages 0-5 years. House to house polio vaccination will also be carried out for the rest of the week to immunize children who were missed on Sunday.

IMPHAL, Mar 11: BJPled coalition government’s “Inauguration Fortnight”, to mark its first anniversary in power, reached Manipur’s Ukhrul district where state public works minister Th Bishwajit Singh inaugurated two newly constructed bridges in the district on Sunday.

The minister inaugurated the bridges on Challou River and Layii River (connecting Ukhrul district with Senapati district) in the presence of Khashim Vashum of Chingai A/C of the district.

The bridge on Challou River to connect Chingai (Kungai) and Tusom was constructed under NLCPR at a cost of Rs 299.92 lakh while the bridge on Layii River connecting Kharasom Lazo of Ukhrul district with Laii of Senapati district was constructed at a cost of Rs 350.79 lakh.

Stating that the constructions of the bridges were started during the previous Congress government, the works minister expressed happiness for the completion of the bridges within a short period.

He said that the present government has no intention to claim the in-

auguration of the bridge as its own achievement but “We are happy for enabling early completion of the projects.”

Addressing the inaugural function at Chingai Th Biswajit stressed that improving the quality of communication was a priority of the present government while asserting that communication gap contributes to disunity among the communities.

The minister reiterated that the ‘Go to the Hills’ slogan of the present government was introduced with the main objective of bringing equal development to the hills and the valley areas of the state.

He added that the Challou River bridge is an important bridge in the area and will connect interior villages namely Kungai, Tusom CV, New Tusom, Wahong, Soraphung to Chingai sub-divisional headquarters and Ukhrul district headquarter.

TEZPUR (ASSAM), MAR 11 (PTI): The Indian Tea Association (ITA) Chairman Azam Monem has said that the application of full cover of the government’s welfare schemes in tea estates cannot be institutionalised due to the Plantations Labour Act (PLA) which overlaps these schemes.

The amendment to the PLA, which is on the anvil, envisages wider application of the government’s social welfare schemes on housing, health, education, drinking water in tea gardens, he said at the 128th general meeting of Assam branch of the ITA yesterday.

“We have represented

SHILLONG, MAR 11 (PTI): Union minister Maneka Gandhi today urged new Meghalaya Chief Minister Conrad K Sangma to end “rampant” poaching in the state, which she alleged was pushing some endangered species to the brink of extinction.

Gandhi cited the example of the Western Hoolock Gibbon species, in

particular, and said they were highly endangered, due to unchecked poaching in Meghalaya.

“Meghalaya has rampant poaching. Most wild animals and birds are endangered because of unchecked poaching. You have the Western Hoolock Gibbon which is the only Great Ape in India. It is now less than 1,000 in num-

ber as they are killed and eaten or sold as pets with many taken to China,” the Women and Child Development Minister said in a letter to Sangma.

Gandhi said that in the last year alone, as many as 11 Hoolock Gibbons were reportedly killed in the state, especially in the Garo Hills region.

She, however, said that

for the past few years, a French national and his NGO, ‘Huro Program-Meghalaya’, has been working for the upkeep of the endangered ape species by setting up rescue centres in the Garo Hills.

Manipur University is hosting the 105th Indian Science Congress from March 16 to 20, the inauguration of which Prime Minister Narendra Modi is scheduled to attend on March 16.

In view of Modi’s visit, an ASI meeting will be held

Twenty-six persons including six women were picked up and handed over

to Heingang police station for further verification after they could not produce documents to establish their identities, police sources said.

Another mopping operation was also conducted at Langol area of Imphal West district. In the operation, one bailout cadre of United National Liberation (UNLF) was picked up, police added.

Meanwhile, in the continued mopping operation in Moreh, Manipur’s border town at Indo-Myanmar border as part of Union home minister Rajnath’s visit, Tengnoupal district police verified around 80 individuals including some Myanmar nationals who were in the state territory on business.

TURA (MEGHALAYA), MARCH 11: As many as eight rebels of the outlawed Garo National Liberation Army (GNLA) are set to surrender before Meghalaya Home Minister, James Sangma on Monday, a police official said on Sunday.

The eight cadres – Klubirth Sangma alias Keke, Chonbirth Ch. Marak, Rahul S. Sangma alias Nikam, Sujit G. Momin alias Roben, Hendison M. Sangma alias Newak, Barningstone S. Sangma alias William, Thangkam Ch. Momin alias Bilwat, Pinbil Ch. Marak alias Churik – were once the close-aides of Sohan Dalbot Shira, the military wing chief of the GNLA. “They gave up themselves to the police authorities at Akelgre village in East Garo Hills. They will officially surrender to Home Minister tomorrow at the police headquarters in Shillong,” Ringrang Momin, the district police chief said. The group are expected to hand over two AK-56, INSAS rifle, SMG, .22 air rifle, .22 pistol, etc, amongst a huge cache of ammunitions before the Home Minister. He said the rebels had been with Shira during the gunfight with Special Force (SF-10) commandos at Sudugre area in East Garo Hills. How-

ever, Shira was shot dead.

Shira was wanted in several cases of murder, kidnapping, bombings and extortion in Garo Hills, besides the killing of Nationalist Congress Party candidate, Jonathone Sangma on February 18. Sangma was killed along with his bodyguard and two party workers in an Improvised Explosive Device (IED) explosion in East Garo Hills when their convoy was returning from a assembly election campaign. Polling for 59 out of the state’s 60 assembly seats was held on February 27.

The election to one seat was countermanded following the killing of Sangma.

Mizoram Chief Secretary Arvind Ray also contacted his Assam counterpart V K Pipersenia and both the sides agreed to hold talks on the border dispute, it said.

8 GNLA rebels to surrender on Monday in Meghalaya

On March 8, protesters from Mizoram attempted to “intrude” into Hailakandi district of Assam and the Assam Police stopped them.

The Hailakandi administration had yesterday clamped prohibitory orders under section 144 of the CrPC in certain areas apprehending encroachment attempts from the other side.

As tension mounted at the border, Chief Ministers of Mizoram and Assam, Lal Thanhawla and Sarbananda Sonowal respectively, held talks over phone. Sonowal suggested that both the sides should withdraw from the disputed area, a statement by the Mizoram government said.

Itanagar, Mar 10 (PTI): Arunachal Pradesh Chief Minister Pema Khandu has directed the authorities of North Eastern Electrical Power Corporation (NEEPCO) to avoid delay in completion of the 110 MW Pare Hydro Project, an official statement has said.

He asked them to abide by schedule for the trial run of the turbines and the commissioning of the project.

Khandu, along with Deputy Chief Minister Chowna Mein, Speaker T N Thongdok, Power Minister TamiyoTaga and a host of other legislators, visited the project site at Jampa-Sopo area yesterday to take stock of the much-awaited hydro project.

Urban Development Minister Nabam Rebia, who is also the local legislator, showed the dignitaries around along with other officials of NEEPCO, the statement said. The work on the project started in 2010 and was originally scheduled to be completed by August 2012.

The date was later revised to 2017 as heavy machineries could not reach the project site owing to the construction of the Trans-Arunachal Highway.

The NEEPCO officials have assured the chief minister that the project would be ready for commissioning

by March 31 but it would take them few more months to generate optimum power. The CM expressed satisfaction over the progress of the project and assured full cooperation of his government, the statement said.

f at all there is a sign that the PDA ministry is till going through teething problems it is the fact that even on the third day after the council of ministers took oath of office on March 8, portfolios have yet to be distributed. The delay is unwarranted since there are as many portfolios available. This can be understood from the fact that in the recent years there used to be as many as 36 in the council and the remaining as chairmen or advisors. Presently the PDA has a total of 32 and along with two NPP, it will have a total of 34 legislators. Therefore, what used to be allotted to 60 MLAs in the recent past when every legislator was a member of the ruling alliance in 12th NLA; the present ruling MLAs numbering 34 MLAs can have as many portfolios. The first cabinet meeting held on March 8 the same day of the oath taking ceremony in Kohima had initially elicited some positive hopes that it was eager to get cracking. If at all, the cabinet should focus on one important objective that covers all the areas- toning up the administration for delivery of good governance. To understand that the ‘change’ is meaningful, substantial and real the entire machinery needs a revamp by putting able and efficient administrators having good records in prime positions. Of course, this is like asking for the moon from a bureaucracy that has become so seeped up with vested interest and powerful/influential lobbies. It is time to test the ground for good governance. The term good governance is being entangled in a debate of whether it means a government that governs the least” or “a Government that controls everything”. For citizens, governance is about delivering the goods of justice and development. In such a context, governance can be defined as one, which is best administered. One of the chief wrecker of societies has been corruption in its many varied forms. Pervasive corruption has blunted justice and stunted growth . If unchecked , it will ensure that good governance gets grounded and adversely impacting development and economic growth. Corruption has revealed that resources for projects are misallocated.

Some projects suffer because of poor funding while in others, estimates have risen geometrically even to the extent of 700%. This is one example of the damaging consequences of corruption facilitated by poor governance. Such a climate is conducive for the layer of bureaucrats and middlemen who have emerged within the corridors of power. Breaking the nexus of corrupt bureaucrats-middlemen-politicians should be a primary task. This is to ensure social and political stability in order to create an environment conducive to investment and economic growth. It is known that corruption in the state’s governmental level has got embedded within the political and social systems. In Nagaland corruption has led to evolution of the nouveau riche whose values have sky rocketed from zero to zillions. This is a distortion of democracy because the law does not exist in reality. Instead, those involved in highest degrees of corruption at the high levels receive promotion not imprisonment. Only through political will can change arrive otherwise it will be an indefinite wait.

The only way to be obedient to “the heavenly vision” is to give our utmost for His highest— our best for His glory. This can be accomplished only when we make a determination to continually remember God’s vision. But the acid test is obedience to the vision in the details of our everyday life— sixty seconds out of every minute, and sixty minutes out of every hour, not just during times of personal prayer or public meetings.

“Though it tarries, wait for it…” (Habakkuk 2:3). We cannot bring the vision to fulfillment through our own efforts, but must live under its inspiration until it fulfills itself. We try to be so practical that we forget the vision.

At the very beginning we saw the vision but did not wait for it. We rushed off to do our practical work, and once the vision was fulfilled we could no longer even see it. Waiting for a vision that “tarries” is the true test of our faithfulness to God. It is at the risk of our own soul’s welfare that we get caught up in practical busy-work, only to miss the fulfillment of the vision.

Watch for the storms of God. The only way God plants His saints is through the whirlwind of His storms.

Will you be proven to be an empty pod with no seed inside? That will depend on whether or not you are actually living in the light of the vision you have seen. Let God send you out through His storm, and don’t go until He does.

If you select your own spot to be planted, you will prove yourself to be an unproductive, empty pod. However, if you allow God to plant you, you will “bear much fruit” (John 15:8).

It is essential that we live and “walk in the light” of God’s vision for us (1 John 1:7).

Privatising is handing over PSBs to predators

s privatization of the public sector banks (PSB) the panacaea? A strong lobby seems to propagate it. It includes almost all major industry chambers and many others.

Just contrary are the approach of finance minister Arun Jaitley attaching highest priority to the health of public sector, in September 2017, said India is not ready for PSB privatization and the present characteristics of PSU banks would continue. “I think India still realises that there has been a very important role that some of these banks have performed”.

The private sector is projecting the public sector per se as “inefficient” and pleading for its hand over to the private for “better management as also to check frauds”. A good argument! But does CRB that was liquidated about two decades bank in India qualify in that argument? It may be remembered a few months before it collapsed a leading news magazine had certified it as the best bank of the year. What about the Lehman Brothers and a series of other banks and financial institutions that led the 2008 sub-prime crisis in the West? They were all

private entities.

It also needs a discussion as to who have been defrauding the banks. They forget that India has some of the gems of the industries in the Navratna PSUs. The Great Depression of 1930s that shook the world economy and led to the World War II was the creation of the private bank-stock market-industry collusion.

That was also the time when several banks in India became fly-by-night operators. Many Indians lost millions or may be billions as bank collapses were part of the folklore and many fictions. Private Banks in India failed in 1910s too.

The RBI History notes that between 1935 and 1947 about 900 banks failed and 665 banks failed between 1947 and 1969 – till before nationalization.

Even in 1960s some of the big banks were often media fodder for mismanagement by the private owners. Some were rumoured a number of times to be on the verge of closure. Some banks, that included Punjab National Bank, saw depositors queuing up to withdraw money as it was supposed to be in crisis.

The banks that sur-

vived on common man’s deposits had earned the reputation of serving only the big ones. The nationalization of banks had not come as a sudden move or because of the socialistic fervour. It was being demanded even in 1950s as loans were difficult to get by the depositors themselves.

Shivaji Many industrial houses which had direct or indirect control over banks were accused of accessing funds without following any written procedure. The nation found that repeated in Harshad Mehta and Ketan Parekh scams in the 1990s.

In mid 1970s, the Bank of England bailed out around 30 smaller banks and intervened to assist some 30 others. The Bank of England is stated to have lost about £ 100 million. This was in the wake of, Indians need to note, 1973-74 UK stock market crash, which hit the UK while it was already in the midst housing price crash. This later led to severe inflation the UK. This is a phenomenon many Indian banks having heavy exposures, post 2008, to real estate and infrastructure sectors, are facing today. In short that is

termed as the NPA crisis. As the government continues to recapitalize, the nation sees inflation creeping in.

The private sector had during the last over 200 years of history had swindled banks in many ways. It has not stopped even now.

The fraudsters have become sharper and Sarkar mastered the art of depriving the PSBs. Interestingly, what Nirav Modi and Mehul Choksi did in 2006 onwards to deprive PNB of Rs 11,400 crore, was done by a pearl merchant in 1913 with Indian Specie Bank. The merchant took heavy loans from this bank and failed to repay leading to the collapse of the Specie Bank.

It seems fraudsters go on repeating history and the bankers never learn from it.

The refrain all these centuries have been one – if the banks had maintained transparency, accounts frauds could have been detected in advance.

Alas, it does not happen.

Sentiments about banking mismanagement have changed very little.

This is the crux. Private sector has been milching public money for its own good and driving the

economy to peril. Public sector has been finding it difficult to save people’s money entrusted to it. The problem as Jaitley says is not the PSBs but how the banks could save themselves from predatory practices and trust deficit of the private sector and that includes large companies across the world.

The government despite that is considering reducing its stakes in PSBs. It is in need of funds and divestment is being resorted to raise funds to offset revenue shortfall. This requires a wider discussion. Divestment means increased exposure to private players in the governance of banks. The checks and balances have to be reinforced. Till now the predators are working from the periphery. Such dilution may give them access to inner controls.

Would not full privatization then be fine? Of course not. The nation has to realize that this is what many of the private players want. The ponzi operators during the last 20 years, including the Sahara, have played havoc. Leaving the finances to such players would be extremely risky.

The PSBs are under social control and open to scrutiny. Private sector is

not open and many cover ups even in tailoring balance sheets happen despite recent stringency in rules. The biggest instance is Satyam.

Handing over the nationalized banks on a platter to the predators themselves would not be in the interest of anyone.

The frauds may multiply but a “clean operation” could be projected for a holier than thou approach. Finances have to be guarded. It has to be shared as in widespread areas and awareness created for savings, deposits, lending and borrowing among all sections for overall growth and happiness. Confining it to a few hands through privatization has always been a problem.

Improved regulation is possible in public arena. The private sector knows how to dodge it. Yes, the PSBs need autonomy, insulation from interference – though often it is difficult but can be ensured with real transparent operation and allowing the employees to blow the whistle without fear of reprisal.

India has to protect the PSBs and must not privatise to save the wealth and savings and ensure continuous growth of the nation.

What surprised me were some people defending the act, giving reasons varying from the fact that Lenin was not an Indian, so his statue had no place in India, to statistics of the number of people killed by Communist Regimes across the world. What ill-informed fools!

Statues of Mahatma Gandhi can be found in different countries, across the world; for he was the greatest voice against European Colonialism for subjugated people around the world, and the first to put into practise the Concept of Non-Violent Civil Disobedience propounded by Henry David Thoreau. Gandhi is one of the favoured few of history, those, whose thoughts and deeds supersede Nationality and Time.

Similarly, Lenin put into practise the Ideal, propounded by Karl Marx, of the Working Class breaking the shackles of their Capitalistic exploiters and shaping a Nation’s Destiny. An Ideal or Concept is good or bad depending on how Mankind uses it. Alfred Nobel invented dynamite with the vision that Humanity would use it for peaceful purposes; and died a disappointed man, (albeit a rich one) when he saw how man used it for destructive purposes. When Einstein propounded his famous equation, energy=mass times the speed of light squared, he never imagined that his formula would be the basis of the invention of the nuclear bomb. So, before one goes around, mindlessly spouting Anti-Communist Propaganda, one has to examine what existed before the Communists came to power. Present day Russia was ruled by one of Europe’s most autocratic monarchies. The Tsars and Tsarinas of Russia, along with their Aristocracy held unquestioned sway over the lives of hundreds of millions of Russian serfs. They were oppressed, exploited and starved to death; and in the rest of Europe, workers of The Industrial Revolution, were being exploited, under inhumane conditions, by the new Capitalist Class. So, just as the French Revolution showed the Monarchies of Europe the dangers of ignoring the voices of the People; the Bolshevik Revolution and the establishment of The Union of Soviet Socialist Republics showed Industrial Europe and the World the dangers of ignoring the voices of The Working Class. The Rights of Workers across the world was recognised because of Marx’s concepts and Lenin’s deeds.

So, some people, spanning nationality and race, achieve the Status of International Icons. We Nagas do not have any interna-

tionally acclaimed personalities or Icons, but we do have an acclaimed Icon in the form of Dr. T. Ao. For a People who suffer from a dearth of good role models, Dr. T. Ao and Mr. Mayangnocha are Stars in the Dark Skies of Nagaland. I am all for honouring them in any way possible, in as many ways as possible. But I whole-heartedly condemn the proposal by our newly formed State Government to rename the Indira Gandhi Stadium to Dr. T. Ao Stadium.

Mrs. Gandhi may have been responsible for many ills that befell the Nation of India, but that should not take away from the fact that she brought immense positive change to India. Are the stupid Legislators of our State Government aware of “The Green Revolution”? It is because of the Vision of Mrs. Indira Gandhi that the concept of India being a self-sufficient food producer was born. It is because of her efforts that India, from an importer of Food, became an exporter of food.

Did you know that Millions of Indians starved to death in the years before The Green revolution? The Supplied Rice that you siphon off and sell, to fill your pockets, is all thanks to The Green Revolution of Mrs. Gandhi. If for nothing else, Mrs. Indira Gandhi is an Icon because she is the person responsible for the full stomachs of every poor or struggling family in India.

Honouring a person should not come at the price of dishonouring another. Dishonouring Mrs. Indira Gandhi by renaming the Indira Gandhi Stadium to Dr. T. Ao Stadium tarnishes and cheapens the honour bestowed on Dr. T. Ao. There are other Stadia across Nagaland which would welcome the August name of Dr. T. Ao. The Kohima Local Ground is one; the D.D.S.C. Ground at Dimapur is another that comes to mind. Renaming of Landmarks and Institutions bearing the Nehru-Gandhi name, along with those bearing the names of Moghul/Moslem Rulers, in India, is a cheap trademark of the B.J.P. /R.S.S. Agenda. Nagaland should not become another arena for the Re-writing of History, according to the Hindutva School of Thought.

If I were an Ao, I would fight tooth and nail against this selling short of the Honour due to Dr. T. Ao. For, Honour gained by dishonouring another is no Honour at all, it is Infamy. Dr. T Ao deserves to be honoured as an Icon on his own Merit, not remembered as a tool for the demolition of another Icon.

Juno plumbs the depths of Jupiter’s atmospheric jet streams

ASA’s Juno orbiter continues to return data from Jupiter that is changing our understanding of how the giant planet works. Having completed 10 close passes as near as 2,200 miles (3,500 kilometers) above the Jovian cloud tops, the unmanned probe has found evidence that the famous cloud bands extend deep into the atmosphere, as well as clues to the nature of the planet’s core.

Ever since the first telescopes were trained on Jupiter, the multicolored bands that run horizontally east and west across the face of the gas giant have puzzled astronomers. They’re now known to be globe-circling jet streams that change width, color, and intensity, but remain stable for long periods of time – much longer than similar phenomenon on Earth or other planets.

Why this is so remained unknown until Juno entered Jupiter’s orbit on July 4, 2016. As the probe follows its highly elliptical orbit that takes it 8.1 million km (5.0 million mi) away from Jupiter and then close enough to pass under the planet’s intense radiation belts, its Gravity Science experiment transmits and receives radio signals from NASA’s Deep Space Network. By using the Doppler effect on the signals to measure changes in the spacecraft’s velocity, it’s possible to measure variations in Jupiter’s gravitational field, which allows scientists to map and analyze the planet and its atmosphere.

Juno found that the bands don’t sit on the top of the Jovian atmosphere, but are like icebergs – most of their mass is deep beneath the surface with the weather layers plunging to depths of 1,900 mi (3,000 km) in huge climactic cells that make up one percent of Jupiter’s mass or the equivalent of three Earths. To put this into perspective, the Earth’s entire atmosphere makes up only one millionth of our planet’s mass.

Another finding was that Jupiter’s atmosphere is asymmetrical with marked differences between the massive cyclones at the north and south poles, as are the jet stream bands. This is because the deeper the jets, the more massive they are. According to NASA, the magnitude of the gravitational asymmetry determines how deep the jet streams go.

“Galileo viewed the stripes on Jupiter more than 400 years ago,” says Yohai Kaspi, Juno coinvestigator from the Weizmann Institute of Science in Israel. “Until now, we only had a superficial understanding of them and have been able to relate these stripes to cloud features along Jupiter’s jets.

Now, following the Juno gravity measurements, we know how

deep the jets extend and what their structure is beneath the visible clouds. It’s like going from a 2D picture to a 3D version in high definition.”

Another instrument, the Jovian Infrared Auroral Mapper (JIRAM), sent back infrared images that were able to study the weather layers down to a depth of 30 to 45 mi (50 to 70 km). The polar regions are very different from the middle latitudes with their bands. The poles are dominated by central cyclones – the north pole’s has eight circumpolar cyclones ranging in diameter from 2,500 to 2,900 mi (4,000 to 4,600 km) and the south has five cyclones that are 3,500 to 4,300 mi (5,600 to 7,000 km) wide. Despite being packed close enough to touch one another, these cyclones didn’t disrupt one another after seven months of observation.

“Prior to Juno we did not know what the weather was like near Jupiter’s poles. Now, we have been able to observe the polar weather up-close every two months,” says Alberto Adriani, Juno co-investigator from the Institute for Space Astrophysics and Planetology in Italy. “Each one of the northern cyclones is almost as wide as the distance between Naples, Italy and New York City – and the southern ones

are even larger than that. They have very violent winds, reaching, in some cases, speeds as great as 220 mph (350 km/h). Finally, and perhaps most remarkably, they are very close together and enduring.

There is nothing else like it that we know of in the solar system.

“The question is, why do they not merge? We know with Cassini data that Saturn has a single cyclonic vortex at each pole. We are beginning to realize that not all gas giants are created equal.”

In addition, Juno revealed that the core of Jupiter under the weather layer rotates almost as if it’s a rigid body – a fact that may have impact far beyond the one planet.

“This is really an amazing result, and future measurements by Juno will help us understand how the transition works between the weather layer and the rigid body below,” says Tristan Guillot, a Juno co-investigator from the Université Côte d’Azur, Nice, France.

“Juno’s discovery has implications for other worlds in our solar system and beyond. Our results imply that the outer differentiallyrotating region should be at least three times deeper in Saturn and shallower in massive giant planets and brown dwarf stars.”

It will be no easy task for new Rio government to manage all the partners all the time. It was the sulking time for every leader or partner when he did not get the portfolio of his choice. Coalition demands an ethos of ‘give and take’ by both the major and minor partners. In order to keep the coalition government intact, Mr. Rio must make compromises like never before.

In Nagaland, it was so real and unfortunate to know that the State exchequer was being misused on useless expenditure and that’s the main reason why people were deprived of social security, basic health care and quality education especially in the far flung areas of the state. This issue should be in the top most priority list of the new government.

Despite spending huge amount of money there are no proper roads and bridges in the state. In fact, some districts have no road at all. Many organisations have expressed concern over the deteriorating condition of roads in Nagaland. Good road is the need of the hour.

Today, people are getting frustrated with various issues starting from non-payment of salaries to non-payment of scholarships on time to unlawful appointments in each and every departments. This has to stop once and for all.

And lastly and most importantly, will the present MLAs vacate their seats if the Naga political settlement comes? It’s a million dollar question. After spending crores of rupees in the recent election, it will be really tough for the new MLAs to sacrifice their hard earned position.

It will be interesting to watch how this new government will react. Let’s hope for the best.

Jabalpur, Mar 11 (PTI): A 14-year-old girl committed suicide in the city as she was facing harassment by a youth who lived next-door, police said today.

The incident took place under the limits of the Civil Lines Police station.

“The girl hanged herself from a fan at her house last night,” assistant subinspector AN Mishra said.

The 17-year-old youth, who often followed the girl to her school and a coaching centre, approached her last evening and forced her to take a mobile phone and asked her to be in touch with him, Mishra said.

When the girl complained to her parents, they ticked him off, which led to a heated argument between the two families, the police officer said. Amid the quarrel, the girl ran inside and hanged herself after locking herself in a room.

Her parents broke open the door and rushed her to a hospital where doctors declared her brought dead, Mishra said.

He said: “Both the ruling and the opposition parties shall be guided by the spirit of accommoda-

tion in the larger public interest.”

Even as the range and the number of challenges emerging from the advent of the forces of globalisation and rapid technological advances are on the rise, the number of sittings of legislatures across the country is declining, he said.

“Informed and quality debates of yesteryears have come to be replaced by persistent disruptions as the new norm of parliamentary articulation.”

Naidu said that since Independence several far reaching legislations have been enacted by different legislatures that helped the country take several strides but much more needs to be done to tap into the prodigious untapped potential in the context of the country becoming more aspirational.

He urged the legislators to be a part of the participatory development process instead of acting as extra constitutional authorities.

‘Village of books’ aims to break language barrier PUNE, MARCH 11, PTI: Bhilar, a small hamlet between the picturesque Panchgani and Mahabaleshwar hill stations in Maharashtra, turned into a paradise for bibliophiles last year after being declared as India’s first ‘village of books’.

The artistically decorated libraries, spread across the ‘Pustakanche Gaav’, or the ‘village of books’, in Satara district are now set to cross the language boundaries and add books of Gujarati, Hindi and English languages to the shelves to cater to the non-Marathi tourists.

The project, launched by the Maharashtra government last year to promote the “culture of reading” and lure tourists, was inspired by Britain’s Hayon-Wye, a Welsh town known for its bookstores and literature festivals.

T h e c o n c e p t wa s mooted by the Marathi Bhasha department and Rajya Marathi Vikas Sanstha, a government body.

“Currently, we have 25 locations in the village displaying Marathi books

- ranging from literature, poetry, religion, history, environment, folk literature to biographies and autobiographies,” said Balasaheb Bhilare, who hosts a library in a portion of his house. “ H o w e v e r, s i n c e Panchgani and Mahabaleshwar are popular tourist spots, a sizable chunk of visitors from Gujarat and north India also come to the village,” he said.

A lot of tourists mentioned in their feedback to keep Gujarati, Hindi and English books at the libraries, he said.

“So to cater to them, we have decided to increase the locations from 25 to 35 and add approximately 2,000 to 3,000 books from each language to it,” he said.

Bhilare, who was instrumental in convincing the villagers about the benefit of the project, expressed hope that the addition of books of other languages will increase the footfall of tourists.

Vinay Mavalankar, the book village project incharge, said state education minister Vinod Tawde is

keen to add books of Gujarati, Hindi and English languages in these libraries.

“The books will be selected with the help of literary committees of the respective languages under the Maharashtra government’s culture department and soon popular Gujarati, Hindi and English books will be stacked,” he said.

Cur rently, around 25,000 Marathi books pertaining to various genres of literature are available in these libraries.

Dr Jagatanand Bhatkar, the assistant secretary of the Marathi Vishwakosh Centre in the neighbouring Wai town, said apart from boosting tourism, the project’s aim was to promote Marathi language, its culture and rich literature.

That is why books from various genres of the Marathi language were kept for reading free of cost, he said.

“Now, since only Marathi books are there, the footfall of Marathispeaking tourists have increased in the village,” said Bhatkar, who is involved in promoting the project.

Family demands arrest of Jammu minor’s rape-murder accused Jammu, March 11 (IANS): Investigators have named a retired revenue officer as the main accused in the rape and murder of a minor in Jammu and Kashmir but police have not arrested him, a relative of the victim said on Sunday.

Talib Hussain, also an activist of the nomad goatherd community, told reporters here that the Crime Branch in its status report submitted to the high court said the former revenue officer, Sanji Ram, may have raped and murdered eightyear-old Asifa in Kathua near Jammu. The minor was allegedly kidnapped on January 10 and her body was found on January 17.

Hussain said the Crime Branch had said in the status report that Ram held Asifa captive inside a public facility called ‘Devasthan’ in Hiranagar area of Kathua district.

“Ram is the custodian of the keys of this public facility where the minor was held captive,” the activist said. Sanji Ram has denied the allegation, saying he is not the only person who has the keys of the facility. The

incident shocked the entire state. After a public outcry, investigations of the case were transferred from local police to the Crime Branch.

So far, four policemen, including two Special Police Officers, have been arrested. The two others are a Sub-Inspector and a head constable. They have been accused of destroying the evidence by washing the clothes of the victim before handing them over to the Crime Branch.

According to the investigators, the minor was raped and murdered to drive away the tribal bakerwals from the area.

On the other hand, activists of the Hindu Ekta Manch have demanded that the investigation be handed over to the CBI. They have alleged that the Crime Branch was trying to frame members of only one community in the heinous crime.

Chief Minister Mehbooba Mufti has rejected the demand for a CBI probe saying the Crime Branch was competent enough to unearth the truth and bring the culprits to justice.

Fresh violence in SL; Muslimowned restaurants attacked COLOMBO, MAR 11 (PTI): Fresh violence erupted in Sri Lanka today when a Muslim-owned restaurant was attacked in an alleged hate crime in a northern city, even as riot-hit Kandy district remained peaceful after a spate of communal clashes that have left three people dead.

The restaurant located in Puttalam district’s Anamaduwa city, 130 kilometres from Colombo, was targeted early morning even as police are keeping a tight vigil following eruption of communal clashes on Monday. “Anamaduwe Muslim restaurant was attacked at 4 am (local time) this morning,” the Colombo Telegraph reported.

Tensions remain high across Sri Lanka after the violence broke out following the death of a man from the mainly Buddhist Sinhalese majority last week, resulting in the death of three persons and damage to several homes, businesses and mosques in the scenic Kandy district.

Meanwhile, police said today that there were no incidents of violence from Kandy for the last two days but the troops will be on guard for tackling of any security breach.

“There were no incident both yesterday and today. So there is no need for a curfew,” police spokesman Ruwan Gunasekera told reporters. He said over 230 people had been arrested – 169 of them from

Kandy and 61 of them from other areas.

With the arrests of 10 main suspects who had incited racial violence, the situation in Kandy has come under control. Kandy’s central province Chief Minister Sarath Ekanayake said today that all government schools which were closed on March 7 due to the unrest will reopen tomorrow. The announcement came after police spokesman SP Ruwan Gunasekara said yesterday that curfew will not be imposed in Kandy as situation has been peaceful.

Human Rights Commission of Sri Lanka today summoned the Telecommunication Regulatory Commission over the temporary ban imposed on social media including Facebook throughout the island nation last week.

The police had claimed that anti-Muslim rioters were using social media to spread anti-Muslim hatred.

Sports Minister Dayasiri Jayasekara said although it was considered a human rights violation, the government had taken the decision in order to curb the spread of false and malicious news and to stop the situation from going out of control.

Qatar complains to UN over air, sea territorial violations DOHA, MAR 11 (IANS): Qatar has filed a complaint with the UN Security Council over the violations of the country’s air and sea spaces by the United Arab Emirates (UAE) and Bahrain, local media reported on Sunday.

The Permanent Representative of Qatar to the UN Sheikha Alya Ahmed Bin Saif Al-Thani handed over the complaint to UN Secretary-General Antonio Guterres, the Qatar News Agency (QNA) reported on Sunday. According to a Foreign Affairs Ministry statement, a UAE military aircraft on January 14 overflew Qatari territorial waters without permission from the authorities in Doha.

On February 25, another aircraft approached the Qatari border before changing course after warnings were issued, reports Xinhua news agency. Subsequently, a Bahraini military aircraft on February 28 also overflew the exclusive economic zone of Qatar.

The complaint also said that on January 19, Qatari maritime surveillance saw a UAE naval ship unload a boat into the Qatar economic zone. The Qatar government warned against the continued violation attempts by UAE and Bahrain that would increase tension in the region, the complaint said.

Indian software engineer’s widow leads peace march on his birthday H O U S TO N, M A R 1 1 (PTI): Sunayana Dumala, the widow of Indian engineer Srinivas Kuchibhotla who was murdered in a racially motivated hate crime at a bar in Kansas City last year, led a peace walk with her husband’s hundreds of friends and co-workers.

Sunayana led the memorial peace walk on Friday what would have been the 34th birthday of Kuchibhotla.

Kuchibhotla was fatally shot in Olathe, Kansas, in February last year by a US navy veteran. His colleague Alok Madasani was also critically injured in the attack.

“We’re gathered here because of man’s one action and the hate that took of an innocent life,” Sunayana told the large crowd gathered outside of Garmin where Kuchibhotla and Madasani were engineers.

The approximately 3-kilometer peace walk from the Garmin headquarters to the bar was meant to honour the life of Kuchibhotla.

“Sunayana has not let this tragedy defeat her, instead she used the circumstances to find a voice and spread a message,” Garmin CEO Clifton Pemble said to the crowd before the walk began. “The goal is to share more immigrant stories from the past and present and to spread a positive message that America is welcome to everybody from all walks of life,” Sunayana said.

but seeing the support for the community and the continued support a little year after it’s just absolutely wonderful,” Grillot said.

Sunayana, recently launched Forever Welcome, a Facebook page for immigrants who did not feel that way after the shooting.

“Olathe will not let one act of evil define us. We are moving forward,” Olathe Mayor Michael Copleland said. As are Grillot, Madasani and Sunayana -- tied together by hate but united by love.

“You all being here is our answer to that one man, that our community believes in being united,” Sunayana said. Purinton will be sentenced in May, likely to life in prison. He still faces hate crime charges that could carry the death penalty.

T E H R A N, M A R 1 1 (IANS): Iran is ready to allocate a credit line of $3 billion for Iraq’s post-war reconstruction, media reports said on Saturday.

The credit line will be given so that “Iranian companies and its private sector can have a more serious cooperation in rebuilding Iraq,” Xinhua quoted Iran’s first Vice President Eshaq Jahangiri as saying. Jahangiri called for increasing economic relations between Iran and Iraq in oil, gas and power sectors, in addition to cultural ties and pilgrimage tours. “We must make efforts to increase the level of bilateral economic trade to above $7 billion,” he said.

Jahangiri also demanded the removal of banking problems and bureaucratic barriers. According to the report, Ali Salehabadi, the chief executive officer of Export Development Bank of Iran, announced in February that his bank would soon open a credit line of 18 million dollars with an Iraqi bank to expand Iran’s exports to the Arab country.

LONDON, MAR 11 (PTI): Indian parents are among the world’s most keen to spend time with their children on schoolwork and are also the most optimistic about education standards in the country, a new worldwide education study has revealed.

The ‘Global Parents Survey’, commissioned by UK-based Varkey Foundation compared attitudes and priorities of over 27,000 parents across 29 countries.

Indian parents emerged as the most likely to help their children with their education at 95 per cent and they also reported to spend longer helping their children with schoolwork, with 62 per cent spending seven or more hours a week. This contrasts with parents in the UK, who are much less likely to spend more than an hour per day helping with their children’s schoolwork.

LAHORE, MAR 11 (PTI): A shoe was hurled at Pakistan’s ousted prime minister Nawaz Sharif by a religious extremist today during a function at an Islamic seminary in Lahore.

The incident took place a day after religious extremist blackened the face of Pakistan’s Foreign Minister Khwaja Asif with ink when he was addressing his party’s worker’s convention in his hometown in Sialkot, some 100-km from Lahore.

Today Sharif was a chief guest at Jamia Naemia seminary, Ghari Shahu Lahore.

As Sharif was heading towards rostrum for a speech, a student hurled a shoe at him that hit his shoulder and ear.

Stored blood may be unsafe for severely injured patients

lood stored for long may be less safe for patients with massive blood loss and shock as it may have adverse effects on them, researchers, including one of Indian origin, suggest.

The researchers found that for patients who have massive bleeding and receive many transfusion units, older blood was associated with dysfunction in blood flow, increased injury and inflammation

in critical end organs, and lung infection.

The link between older stored red blood cell transfusions and subsequent bacterial pneumonia is free heme -- a breakdown product from degraded red blood cells, the researchers said.

Heme is part of the oxygen-binding hemoglobin pigment that gives blood cells their red colour and carries oxygen through the body from the lungs.

Free heme is known to induce inflammatory injury to major organs in diseases like sickle cell or sepsis. During storage and upon transfusion, stored red blood cells lyse open, releasing free heme.

“An adverse role for heme suggests that finding ways to limit heme exposure or prevent heme toxicity may improve safety of stored red blood cell transfusions,” said co-author of the study Rakesh

Patel, Professor at the University of Alabama at Birmingham. For the study, published in the journal PLOS Medicine, mice were resuscitated after trauma and hemorrhage, using either fresh or two-week-old stored blood.

Two days later, they were challenged by instilling the lungs with the bacteria Pseudomonas aeruginosa. A two-week storage of mouse blood approximates storage of human red blood cells for 42 days.

Compared to fresh blood, resuscitation with the stored blood significantly increased bacterial lung injury, as shown by higher mortality, and increases in fluid accumulation and bacterial numbers in the lungs. Free heme acts, in part, by activating the toll-like receptor 4, the researcher said.

The researchers also found that transfusion with stored blood induced release of the inflammation mediator HMGB1, part of the body’s immune response.

New drugs may help prevent hearing loss

e s e a r c h e r s h ave found that inhibiting a new enzyme protects mice and rats from noise or drug-induced hearing loss.

The study suggests that CDK2 inhibitors prevent the death of inner ear cells, which has the potential to save the hearing of millions of people around the world.

A team of researchers screened over 4,000 drugs for their ability to protect cochlear cells from the chemotherapy agent cisplatin.

Cisplatin is used to treat a variety of cancers but causes irreversible hearing loss in up to 70 per cent of patients, the researcher said. The researchers identified multiple compounds that protected cochlear cells from cisplatin, several of which are already approved to treat other conditions.

Three of the ten most effective compounds were inhibitors of an enzyme called CDK2.

inhibitors, kenpaullone, was more effective than four other compounds that are currently in clinical trials for treating hearing loss, the researcher said.

Injecting kenpaullone into the middle ear protected both mice and rats from cisplatin-induced hearing loss, they added.

They received a dose of an estimated 77 micrograms per kilogram of body weight per day.

Brief exposure to thirdhand smoke was associated with low body weight and immune changes in juvenile mice, the results showed.

Field studies have confirmed that the presence of thirdhand

smoke in indoor environments is widespread, and traditional cleaning methods are not effective for removing it.

Young children are most likely to suffer from thirdhand smoke, Hang was quoted as telling Xinhua.

“Young kids who crawl and put objects in their mouths are more likely to come in contact with contaminated surfaces, and are therefore the most vulnerable to thirdhand smoke’s harmful effects,” Hang explained. The most significant progress made in the study of THS is that the long-term effects of THS are determined to be linked to human cancers, Mao, a geneticist senior staff scientist at Berkeley Lab, told Xinhua.

CHENNAI, MARCH 11, TOI: Four students who were part of a large group of trekkers were charred to death in a forest fire in Kurugumalai area in Tamil Nadu’s Theni on Sunday.

Madurai circle conservator of forests RK Jagenia confirmed the death of four people to TOI and said that the group came from Suriyanelli in Munnar to a private estate in Kozhukkumalai in Bodinayakkanur. While descending the slopes, the group was caught in a major fire.

Assistant conservator of forests Mahendran told the TOI that the group, in a state of panic, strayed from the trekking path and landed up in a gully which is narrow. The area is fully covered with tall lemon grass, which can easily catch fire. The cause of fire was not clearly known.

Two people have been safely rescued and sent to Bodi for treatment, he said. The rescue of others struck in the area has become very difficult due

According to a senior official, this is not the right time for trekking activities in Theni forest division as the area is prone to frequent fires.

Meanwhile, authorities have launched a massive operation to rescue others caught in fire.

(PTI): Question paper packets of West Bengal Secondary Examinations, set to begin tomorrow, have been fitted with a microchip, which will send an alert to its server as soon as the seal is broken.

West Bengal Board of Secondary Education President Kalyanmoy Ganguly told reporters that the microchip will be put on a sticker on the sealed envelope containing the question papers.

“The specially designed envelopes will be GPS-enabled, enclosed by a seal. If the seal is broken, the data will be passed on to the central server at the control room at the Board office here,” Ganguly said yesterday.

The question papers will be despatched from the main venue in each district to the examination centre by 10.30 am. Once the venue supervisor opens the packet for sorting purpose by 11.15 am, the data will be relayed to the central server and the Board will crosscheck who received and opened the packet with its list of names.

New Delhi, March 11 (IANS): Train drivers will undergo advanced training on digital crew simulation systems with 3D technology to improve their alertness and enhance safety in train operations.

With the modernisation of training facilities and skill development of crew becoming a major focus area, Indian Railways has decided to equip all divisions with advanced simulators at an estimated cost of Rs 350 crore (close to $54 million) for training loco pilots. A provision for advanced simulators has been made under Rashtriya Rail Sanraksha Kosh for providing simulatorbased training of crew across Indian Railways in the budget for 2018-19.

Locomotive pilots and assistant locomotive pilots are key frontline staff of the Railways and play a crucial role in train operations and safety.

Globally, simulatorbased training is emerging as a critical component of crew training as this helps improve driving proficiency by providing training in a real-life environment

“We are planning to modernise the crew training infrastructure across the network by extensively using computer modeling, simulation, digital and 3D technologies and interactive knowledge based training and assessment tools,” official said.

The Railways had carried out a study of simulator-based training being imparted by operators in the US, France and Spain and it emerged that simulators are extensively used to train crew at various stages like initial induction, promotion and periodic refresher courses.

A c o m p r e h e n s ive range of simulation-based training tools are being extensively used by railways worldwide. These tools include full-replica cab simulators with motion (for specific locomotive types), generic driver desk cab simulators (some con-

trols are real while some are on touch screen and can be changed depending on locomotive type) and generic desktop simulators or soft simulators/ compact simulators. Emphasis is also on introducing e-learning cloud-based platforms and self-learning simulation-based training on android platforms, the official said.

Increased hours spent on simulator-based training improves the skill of the crew in train management, handling and brake management -- and dealing with unusual and unsafe events. This helps improve safety in train operations.

Further, it also leads to other benefits like reduction in energy bills through efficient driving and also increases the productivity of the crew.

4 young trekkers charred to death in forest fire

SITAMARHI (BIHAR), MAR 11 (PTI): Two children died and 11 others were taken ill after consuming tea laced with some spurious substance in Bihar’s Sitamarhi district today, police said.

The incident occurred at Ranauli village under Bathnaha police station limits, the police said.

A wedding was scheduled to be held in a house in the village tomorrow and the children had gone there to have morning tea.

The children, all minors, complained of nausea and started vomiting after drinking the tea, and two of them fainted, Station House Officer of Sitamarhi Town police station Anil Sharma said. The two children, who had fainted, died when they were taken to a sorcerer for treatment, Sharma said. It is suspected that some spurious substance had been mixed with the tea.

The 11 other children were admitted to Sitamarhi Sadar Hospital, Civil Surgeon Bindeshwar Sharma, said, adding that all of them were out of danger.

Maharashtra using drones to map villages and towns MUMBAI, MARCH 11 (PTI): Maharashtra government is using drones mounted with high resolution cameras to speed up the exercise of mapping villages and towns in the state.

The government has launched a pilot project to survey these areas with the help of camera-fitted drones, a revenue department official told PTI. Mapping was earlier carried out manually, but the drone technology is now changing the way this massive exercise is undertaken. Once extended to other areas and completed, the process is also expected to boost revenue collection for the government.

The project was launched in Sonori village in Purandar tehsil of Pune district.

“There are 43,000 gaothans (old settlements) in the state, where exact information about government-owned land, open areas and private properties is not available.

“It has caused inordinate delay in charing property tax, drafting village or town-centric policy and implementing changes made in land utilisation

reservation,” he said.

“Till date, the state machinery used to do such surveys manually, which used to be full of errors and time consuming,” the officer said.

However, deploying drones will drastically cut down on time and also bring more clarity in the exercise.

“Drones will capture the entire area in a few minutes and it can be downloaded on state provided software. It will help the revenue officials identify the open spaces, government and private land and quickly match them with the available records.

“This procedure can complete the mapping of a town in 2-3 days which otherwise would have taken months,” the revenue official said.

Man’s amputated leg put under his head as pillow in Jhansi hospital Jhansi (UP), March 11, PTI: A man’s leg, which got severed in a bus accident, was allegedly used as a pillow to prop him up at the state-run Maharani Laxmibai Medical College here, prompting the Uttar Pradesh government to suspend four staff and order a departmental probe into it.

Ghanshyam (28) claimed that the hospital staff put the severed leg under his head as a pillow.

He had lost the leg in the accident on Saturday and was brought to the hospital in a critical condition.

However, the medical college’s principal, Sadhna Kaushik, said a four-member committee has been formed to find out who put the severed leg under the patient’s head.

NAGPUR, MARCH 11, PTI: Rashtriya Swayamsevak Sangh (RSS) on Sunday said building a consensus on the Ayodhya dispute was not going to be easy, but stressed that a Ram Temple - “and nothing else” - would be constructed in the Uttar Pradesh town.

RSS general secretary Bhaiyyaji Joshi also stressed that the matter was sub judice.

“It is certain that the Ram Temple will be constructed at that place (Ayodhya) and nothing else can be built there, this is also decided,” Joshi told reporters here on the sidelines of the RSS’s allimportant Akhil Bharatiya Pratinidhi Sabha meeting.

The voting for the byelections to the two Lok Sabha seats began on a dull note but picked up momentum in the day amid tight security, they said.

Phulpur, once represented by the country’s first prime minister Jawaharlal Nehru, witnessed a saffron surge in the 2014 Lok Sabha elections and Maurya won there.

NEW DELHI, MARCH 11, PTI: Congress may have suffered a crushing defeat in the Northeast, but senior leader Jyotiraditya Scindia feels that there are “very strong signs” of the party’s resurgence in the Hindi heartland which would be crucial in the 2019 general election.

Buoyed by the party’s victory in the recent by-polls in the Mungaoli and Kolaras Assembly seats in Madhya Pradesh, he also said the people had decided to end the 14-year BJP rule in the state where elections are scheduled to be held later this year. PANAJI, MAR 11 (PTI): At least 35 people in Goa have tested positive this year for the Kyasanur Forest Disease (KFD), or the ‘monkey fever’, a health official said.

The fever had claimed three lives in the coastal state’s remote Sattari taluka of North Goa district in 2016, and one in 2015.

All the 35 people, who have tested positive for the monkey fever this year, are also from the Sattari taluka and have been provided treatment for the viral infection, an official at the Valpoi community health centre (CHC) said.

“No death has been reported from KFD so far this year,” he said.

“Most of the positive cases have been found in the Sanvorderm panchayat area of Sattari. The health department has intensified its vaccination drive and distributed tick repellent oils in the villages there,” he said.

KFD, referred to as Makad Taap in local language, is a tick-borne viral hemorrhagic fever endemic to South Asia. The virus is transmitted to human beings through parasitic ticks which latch on to monkeys.

The disease was first detected in 1957 at the Kyasanur forest in Karnataka’s Shimoga district, and was later named after the place.

WASHINGTON, MAR 11 (PTI): US President Donald Trump today predicted “tremendous success” in his upcoming groundbreaking talks with North Korean leader Kim Jong-un and said he believes Pyongyang will honour its commitment not to conduct missile tests before their meeting.

Tr ump, on Friday, stunned the world by announcing that he has accepted a North Korean invitation to meet Kim Jong-un.

The announcement was first made by a visiting South Korean delegation led by its national security advisor. Trump later confirmed the news.

“North Korea has not conducted a Missile Test since November 28, 2017 and has promised not to do so through our meetings.

The units will specialise in investigating and prosecuting corruption-related cases, which will be directly linked to the Attorney-General, Xinhua news agency reported citing Al Arabiya news.

The new departments come within the framework of the king’s concern to combat corruption in all its forms with the aim of protecting the country and its resources, said Attorney-General Sheikh Saud Bin Abdullah. He added that both the king and the crown prince are keen to continue their fight against corruption, and “eradicate it from its roots with utmost force and transparency”.

BEIJING, MAR 11 (IANS): In a historic decision, China on Sunday removed the twoterm limit on presidency, clearing the decks for the all-powerful President Xi Jinping to rule the world’s most populous country for life.

Scrapping the 35-year old rule brought by “paramount” leader Deng Xiaoping to prevent the country from returning to one-man rule like that of Mao Zedong, China’s largely ceremonial parliament amended the Constitution by lifting the two-term limit.

With the term limit gone, Xi can rule China until he retires, dies or is ousted.

He is already dubbed as the country’s next Mao, founder of modern China who ruled from 1949 until his death in 1976.

Of the 2,963 deputies (lawmakers) of the Chinese parliament, three abstained and two voted against the proposal to amend the Constitution.

China watchers say the country, which has a one-party rule, could well be headed for a single-man rule.

Xi, who succeeded Hu Jintao in 2012 as General Secretary of the Communist Party, became China’s President a year later.

TEL AVIV, MAR 11 (IANS): Israeli Prime Minister Benjamin Netanyahu warned on Sunday of a nuclear arms race in the Middle East if the deal to limit Iran’s nuclear programme was not changed or revoked.

During remarks at the beginning of the weekly cabinet meeting, Netanyahu said his discussions with US President Donald Trump and other officials in Washington last week focused mainly on Iran, Xinhua news agency reported.

“I said that the nuclear agreement with Iran contains within it many dangers for the world, including the special danger of the nuclearisation of the Middle East,” Netanyahu said, according to an statement.

“Many countries in the Middle East are saying that they are also allowed to enrich uranium if Iran is allowed to do so; therefore, the way to prevent this danger, the nuclearisation of the Middle East, is to either thoroughly correct the agreement or abrogate it,” he said.

Netanyahu reportedly referred to Saudi Arabia, which is in talks to buy nuclear reactors from the US.

Over the years, Xi has come to hold a vice-like of China.

Besides being the General Secretary of the Communist Party, he is the Chairman of the Central Military Commission -- the supreme body of the Chinese army.

Although the post of General Secretary is more powerful than that of the President in China, the latter is used to deal with the outside world.

Mao set up the President’s office in 1954 and quit the post after five years, giving it to Liu Shaoqi, handpicked by him. Liu was a puppet President and fell out of favour during Mao’s Cultural Revolution.

BBC said its sources say traces were found at a restaurant where Sergei Skripal and his daughter Yulia reportedly ate before falling critically ill, and a pub. BBC also reported that up to 500 people who dined at the restaurant or frequented the pub have been told to wash their possessions as a precaution.

Sky News says traces were found in several locations.

But UK officials haven’t publicly confirmed that any trace of the nerve agent has been found and say the risk to the public remains low. Officials haven’t said what type of nerve agent was used.

Amrik Singh, 22, claimed that he was ordered to leave Rush Late Bar in Mansfield, Nottinghamshire, yesterday for wearing his religious headgear, BBC reported.

Singh was told that the bar had a “no headwear” policy.

He tried to explain to a bouncer who approached him that the turban protected his hair and was part of his religion. But his pleas were ignored - and he was “dragged away” from his friends before being removed from the venue, the report said.

L O N D O N, M A R 1 1 (IANS): Malaria infections might be brought under control by managing the eating habits of infected people or animals, as a new study suggests that meal times are an important driver in enabling the disease to thrive.

According to the study, tests in infected mice found that malaria parasites in the blood timed their daily multiplication rhythms to match when the animals were fed.

When the mice’s mealtime changed, the parasites altered the timing of when they invaded red blood cells, researchers said.

“We were surprised by how strongly malaria infection responded to changes in the eating times of the mice they were infecting.

This offers a new avenue for research,” said lead author of the study, Kimberley Prior from the University of Edinburgh.

“If we can disrupt the link, it could reduce both the impact and the spread of malaria infection,” Prior added. The study, published in the journal PLOS Pathogens, showed that the parasites’ rhythms were linked to daily changes in blood sugar levels in the mice.

Venus and Serena have faced each other 28 times in their legendary careers and they are now meeting in Serena’s first tournament back on the WTA Tour since she beat Venus 6-4, 6-4 in the 2017 Australian Open final.

KUALA LUMPUR, MAR 11 (AGENCIES): A controversial new badminton rule that may have put many of its taller players at a disadvantage has been panned by some of the sport’s greats, local media reported.

The rule -- which says a shuttlecock shall be held less than 1.15 metres (3.8 feet) from a court’s surface before serving -- will be tried out at the All England Open in Birmingham, which runs March 14-18.

World number two Lee Chong Wei criticised the new serve rule, which took effect on March 1.

“The Badminton World Federation (BWF) should have opted for small tournaments to test it,” Lee was quoted as saying by the New Straits Times on Friday.

Lee, who will be playing in the All England Open, said he would have to make adjustments to his game.

“If I make a mistake with my serve during the All England (tournament), I will ask the umpire (about) the proper way to execute it,” the Malaysian star said.

Lee is 1.72 metres tall, shorter than several other top-ten players.

Soldierathon aims to raise funds which will go towards welfare of soldiers and their families.

With over 6,000 participants, the marathon began from Jawaharlal Nehru Stadium and was held in four categories - 10km, 5km, 3km and wheelchair categories.

Indian women’s cricket enters golden phase NEW DELHI, MAR 11 (IANS): In a landmark announcement, the BCCI has revised the annual central contract of Indian women cricketers, making it the highest ever annual retainer fee in the womens category globally.

The Board of Control for Cricket in India (BCCI) has recently announced its 2017-18 contract for Indian men and women cricket teams. In view of the recent rise of women’s cricket and media attention on the Indian eves squad, the sports frat has now come forth for increased pay scales for the eves. The central contract however is only the beginning of the golden period for the Indian eves.

It should be looked upon as a step in right direction ahead of the Women’s Tri Series featuring India, Australia and England, slated to begin from March 22 at the Brabourne Stadium in Mumbai.

While the decision to include women cricketers in the central contract is a fresh start towards the success platform at an inK Y M C

ternational level, this will not only improve women’s cricket infrastructure but will also add up to at the international level in terms of performance and parity.

England have a system of a full central contract of two years worth 50,000 pounds ($69,264) as their retainer fee.

The current World Cup champions Australia’s current minimum retainer fee has seen the base rate go up from $40,000 to $72,076 with a 80.2 percent increase that invites a stark comparison as India is higher in terms of retainer fee with a contract signed under $76000 (Rs. 50 lakhs) for Grade A players.

Next in line is New Zealand between $20,000 to $34,000, under a three year MoU. The West Indies were the first ones to introduce a central contract for women cricketers, ranging from $12,000 to $30,000.

Sheoran strikes gold at shooting World Cup

GUADALAJARA (MEXICO), MAR 11 (IANS): Akhil Sheoran topped the 50 metres Rifle 3 Positions event to make it four gold medals for India in the ISSF World Cup here.

On Saturday, Sheoran collected 455.6 points in total to finish 3.6 points ahead of second-placed Bernhard Pickl of Austria.

M A D R I D, M A R 1 1 (IANS): FC Barcelona opened up an 11 point lead over Atletico Madrid, who play on Sunday, at the top of the Liga Santander thanks to a comfortable 2-0 win away to Malaga.

SEOUL, MAR 11 (AGENCIES): Indian women’s hockey team played out a 1-1 draw against hosts South Korea in the last game to win the five-match series 3-1 here on Sunday.

Both the teams scored a goal each in the final quarter of the match to share the honours.

It was Vandana Katariya who gave India the lead in the 48th minute but the visitors’ joy was cut short when South Korea’s Bomi Kim (50’) scored the equaliser two minutes later.

The first quarter was keenly fought as both the teams adopted a patient approach to build their attacks.

Players from both the teams defended well as a unit but failed to produce much going forward in the final third of the pitch.
