Mamata ‘attacked’ during poll campaign NA N D I G R A M / KO L KATA, MAR 10 (PTI): West Bengal Chief Minister Mamata Banerjee alleged on Wednesday that she was attacked by “four-five men” who manhandled her during the election campaign in Nandigram, because of which she was injured in the left leg.

The incident happened around 6.15 pm when Banerjee was about to leave Birulia area near Reyapara after praying at a local temple.

“I was standing outside my car with the door open.

I was praying from there on seeing a temple. Few people came around my car and pushed the door. The door hit my leg,” she said.

Banerjee alleged that she was pushed by four-five men while she was trying to get into the car, following which fell flat on her face.

No new COVID case in State DIMAPUR, MAR 10 (NPN): No new COVID-19 positive cases were reported from across the State for the third consecutive day on Wednesday.

BENGALURU, MAR 10 (IANS): Bengaluru police on Wednesday arrested three computer programmers from Nagaland who allegedly hacked former Karnataka top cop Shankar Bidari’s email ID and conned Rs 25,000 from one of his friends.

The police said that the accused had operated more than 60 accounts in various banks and a large number of documents - rent agreements, Aadhar cards and PAN cards were recovered from them.

The police added that the accused were not only experts in hacking websites but had also floated a fake human resources company to lure unemployed youth from the North East states.

According to the police, the arrested were identified as “Thia Samong, 31 years, Seropa Sesai, 27 years and Esther Konyak aka Rubika, 28 years.” The police added that all the accused are from Mon district but Rubika was working in Bengaluru in a beauty salon for the last couple of years. The police said that these accused had come in contact with two persons - James and Peter - on social media sites like Facebook and under their guidance they carried out this phishing attack. “At

USSC seeks PHE intervention on water scarcity in Kiphire Correspondent K ip h ir e , M ar 1 0 (NPN): United Sangtam Stud e nts’ C o nfe r e nc e (USSC) has sought immediate intervention of the Chief Engineer, Public Health Engineering Department on the water scarcity in Kiphire town.

USSC vice president, Sethrongba Y Yingbithongrü and executive chairman USSC, K Rothrongki Sangtam in an appeal letter to PHED stated that Kiphire town is surrounded by at least seven rivers and streams namely- Zingki, Thsingaki, Yongna Rokreki, Mutreki, Nguki, Thukhaki and Shu-yongki respectively.

However, there was acute scarcity of water every year owing to limited water supply in the town.

USSC alleged that despite cores of amount being sanctioned for drinking

water facilities in various parts of the state, Kiphire town remains untouched and neglected.

According to USSC, the main source of PHED water pipeline connected from Matreki river, about 16.5 km away from Kiphire town, was constructed in 2002.

However, the existing two and half inch 2½ diameter pipeline was insufficient to reach out the entire town, which covered only 15% to 16% percent of town population as per the department survey.

Due to lack of government-owned water facilities, most of the residents of Kiphire town have been compelled to buy from private water carriers, USSC alleged. Therefore, the USSC urged the responsible authority to immediately expedite the matter on top most priority.

Assam polls: 281 candidates file nomination for 1st phase

Guwahati, Mar 10 (PTI): Altogether 281 candidates have filed their nominations for 47 assembly seats in Assam going to polls in the first phase on March 27, a release issued by the CEO’s office said on Wednesday.

The last date of submission of nominations for the first phase was Tuesday.

Among prominent candidates who filed nominations were Chief Minister Sarbananda Sonowal from

Majuli, sitting BJP MLAs Angoorlata Deka from Batadroba, Ashok Singhal from Dhekiajuli, Mrinal Saikia from Khumtai and Padma Hazarika from Sootea, besides former ministers Ajanta Neog from Golaghat and Bismita Gogoi from Khumtai, the state’s chief electoral officer (CEO) said in the release.

Other candidates who filed their nominations include Speaker Hitendra Nath Goswami from

Central observer for Assam polls tests Covid positive Guwahati, March 10 (IANS): A central observer of the Election Commission of India (EC) for the first phase of the Assam Assembly polls has tested positive for the coronavirus, following which the poll panel appointed a new observer in his place, officials said on Wednesday.

Eastern Assam’s Jorhat district Deputy Commissioner Roshni Aparanji Korati said that after the ECI’s general observer Manjeet Singh Brar tested Covid positive on Tuesday on his arrival in the district, the commission has appointed a new observer immediately.

“The new general observer coming from West Bengal, is expected to reach Jorhat at the earliest,” Korati told IANS over phone.

Earlier, Brar reached Dibrugarh airport on Monday from Punjab and then moved to Jorhat by road Tuesday.

“He is stable and under home isolation. Doctors are monitoring his health parameters and there is

nothing to worry,” the DC said. She said that as per the direction of the EC, all the officials coming from outside in Assam to supervise the Assembly elections have to undergo swab sample test for Covid-19 immediately after their reporting in the district.

The Assembly constituencies in Jorhat district are going to polls in the first phase on March 27.

Elections to the 126member Assam Assembly will be held in three phases.

Phase one will see polling for 47 constituencies on March 27 while in the second phase polling would be held for 39 seats on April 1 and the remaining 40 constituencies will go to the polls on April 6.

Sonowal’s assets increase by more than 71 per cent in 5 years

Guwahati, Mar 10 (PTI): The total worth of Assam Chief Minister Sarbananda Sonowal’s assets, both movable and immovable, have increased by over 71 per cent since the last assembly polls in 2016, despite not having bought any new immovable assets.

Sonowal, in his affidavit submitted as a BJP candidate from Majuli (ST) candidate for the 2021 assembly polls in the state, has declared total assets worth over Rs 3.17 crore as against over Rs 1.85 crore in 2016, an increase of Rs 1,32,26,475.

The 59-year old chief ministers movable assets have increased to more than Rs 1.14 cr in 2021 as against more than Rs 70.44 lakh in 2016 while the immovable assets have shown a rise from Rs 1.15 cr submitted in the last polls to over Rs 2.02 cr.

His bank deposits have escalated more than threefold to Rs 38,02,498 in 2021 from Rs 12,13,320 in 2016 while the value of his insur-

IMPHAL, Mar 10: Even as there is marked improvement in the COVID situation in the state, Manipur government is still apprehensive of a second wave of the pandemic during and after Yaoshang (Holi) festival. Keeping in mind possibility of a second wave of COVID-19, Manipur government on Tuesday ordered restriction on Thabal Chongba (a kind of group dance during the festival) and Jatrawali during the Yaoshang festival.

Yaoshang which collides with the Holi festival, is a five- daylong event from March 28 in Manipur.

“No activity involving person-to-person contact such as Thabal Chongba

and Jatrawali shall be permitted,” said an order of the state chief secretary Dr Rajesh Kumar ,who is also chairman of the executive committee of State Disaster Management Authority, stated. Yaoshang sports may be organised subject to observation of relevant SoPs, the order stated while directing DCs and SPs to strictly enforce restrictions.

The order observed that festivities of Yaoshang are likely to increase human interaction and physical contact which is not conducive to the second wave of COVID-19 infection being experienced in some states.

The order was issued in line with an order of Central government order allowing various activities

subject to strict adherence to prescribed Covid Appropriate Behaviour and Standard Operating Procedures issued by the concerned Union ministries and the additional conditions relating to gatherings. On the other hand, the COVID-19 active case in Manipur increased to 35 as only two patients were discharged against seven fresh cases reported on Wednesday. The active case declined to 30 on Tuesday.

The seven new cases detected during testing of 1,252 samples in the past 24 hours (till 4pm of March 10) pushed the state’s overall COVID-19 caseload to 29,305, the state health department said in its daily update report. The number of samples tested for the viral disease in the state

reached 5,59,258.

The caseload included 28,897 recoveries, adding the two patients discharged today upon recovery.

Of the 35 active cases, one is a personnel of the Central Armed Police Force (CAPF). The recovery rate of the state declined to 98.60% against Tuesday’s 98.62%. The death toll from the Covid-19 in the state remained at 373 as no fatality was reported on Wednesday for 29 consecutive days. The state reported no death since February 8 last. The total number of people vaccinated against COVID-19 in the state also reached 72,387 with 1,806 people vaccinated today. The beneficiaries included 30,551 healthcare workers, the health department added.

Shillong, Mar 10: Meghalaya Chief Minister Conrad Sangma on Wednesday said that the move to displace people of the Garo Community residing in forest areas in neighbouring Bangladesh needs to be taken up diplomatically.

“As per news reports, the Bangladesh Government through its forest department claims all forest area of Modhupur to be government land and has an intention to create an eco- park. At the same time, the Garo indigenous people of Modhupur residing in the same forest land maintain that the place is their ancestral land which has been passed on through generations,” Sangma said in reply to a zero-hour notice by Opposition Congress legislator Process T Sawkmie.

NTPC withdraws load shedding regulation in Meghalaya: Minister Shillong, Mar 10 (PTI): Meghalaya Power Minister James P K Sangma on Wednesday said the NTPC has withdrawn “load shedding regulation” from all areas of the state.

national WB minister, MLA join BJP Kolkata, March 10 (PTI): West Bengal minister Bachchu Hansda and Tehatta MLA Gouri Sankar Dutta joined the BJP on Wednesday after being denied nominations for the assembly polls by the Trinamool Congress.

Hansda, the Minister of State for North Bengal Development, joined the BJP in presence of its state president Dilip Ghosh.

He is a two-time MLA from the Tapan seat in the Dakshin Dinajpur district.

Dutta, the MLA from Tehatta in Nadia, is a veteran politician. He also switched over to the BJP as defections continued to rock the ruling Trinamool Congress weeks ahead of the high-stakes election.

Besides, Bengali actor Bonny Sengupta also joined the BJP. His close friend and actor Koushani Mukherjee recently joined the TMC and is a candidate from the Krishnanagar Uttar seat.

TMC MP Pratima Mandal’s younger sister Jayanti also joined the BJP. Councillors of various municipalities and districtlevel leaders of TMC also switched sides with Dilip Ghosh handing them the party flag. Earlier this week, five TMC legislators, including four-time Satgachia MLA Sonali Guha and 89-year-old Singur MLA Rabindranath Bhattacharya, had switched over to the BJP after they were dropped by the ruling party from its candidate list.

Will go to Kolkata, urge farmers to defeat BJP in polls, says Tikait

Ballia (UP), Mar 10 (PTI): Bharatiya Kisan Union (BKU) leader Rakesh Tikait on Wednesday said he will go to Kolkata this week to urge farmers to defeat the BJP in the West Bengal Assembly elections, but claimed he is not supporting any political party.

Farmers are distressed, and election will be discussed with them, Tikait said, adding that he is not going to West Bengal to seek votes.

“I will go to Kolkata on March 13. The clarion call for a decisive struggle will come from Kolkata.

We will talk to farmers there and urge them to defeat the BJP,” the BKU leader said.

He was in Ballia to address a ‘Kisan Mahapanchayat’.

Replying to a query if he would meet West Bengal Chief Minister Mamata Banerjee, Tikait said there was no such programme.

The farmer leader said

a call has already been made to defeat the BJP in the five Assembly elections scheduled to begin from March 27, but asserted that he would not support any political party.

Besides West Bengal, Assembly elections are going to be held in Assam, Kerala, Tamil Nadu and Puducherry. Counting of votes will take place on May 2.

Tikait said the farmers’ movement would continue and that he is ready to negotiate with the central government. “If the Indian government talks, we will talk,” he added.

Replying to a question, the farmer leader said he had no intention to contest elections.

Addressing another farmers’ gathering in Rasda, Tikait said a long fight will be fought and success will be achieved.

darpur, about 32 km from the district headquarters earlier, the farmer leader launched a scathing attack on the Narendra Modi government.

Without taking any names, he said “robbers” have to be driven out of Delhi. In an apparent reference to the prime minister, he said, “He will prove to be the last emperor.”

Taking potshots at the ruling BJP, Tikait said he too belonged to Ayodhya and he is also a descendant of Lord Rama. He stressed that there is no need to divide the farmers’ movement on regional lines.

Stating that political parties too have now started organising Kisan Panchayats, Tikait said 2021 would be the year of the movement. The echo of the farmers’ movement in India is being heard across the world, he added.

Giving a call to intensify the farmers’ struggle, which he said is a symbol of their self-respect, Tikait warned that if the farmers are defeated, labourers and youth will also be defeated.

Stressing that the fight has to be organised with full force, he asked the farmers to mend their tractor and trolleys and be prepared.

He said the call to leave for Delhi could be given any day.

He also called for giving a boost to the movement in neighbouring Bihar.

952 cases of communal rioting in 2018-19: Govt New Delhi, Mar 10 (PTI): A total of 952 cases of communal or religious rioting were registered across the country in a period of two years, with Bihar topping charts both in 2018 and 2019, the government told Parliament on Wednesday.

Minister of State for Home Affairs G Kishan Reddy tabled the data, compiled by the National Crime Records Bureau (NCRB), in response to queries made

by Rajya Sabha MP Jharna Das Baidya. As many as 512 cases were lodged across states and Union Territories in 2018 under “communal/ religious rioting” while the number was 440 in 2019, according to the data. Bihar had 167 such cases in 2018 and 135 in 2019, it showed.

Noting the “police” and “public order” are state subjects, Reddy added the incidents of communal violence show a declining trend during the period from 2018 to 2019.

“Government of India monitors the internal security and law and order situation in the country and issues appropriate advisories from time to time to maintain peace, public tranquillity and communal harmony,” he stated in a written reply. “Central Armed Police Forces (CAPFs) are deployed to aid and assist state governments, on their request, to maintain law and order and public tranquillity,” the minister added.

NEW YORK, MARCH 10 (PTI): India has termed as “mischievous and biased” social media reports about its role in deliberations on Myanmar in the UN Security Council and said its position on the issue has been clearly articulated.

t is a fact that the US is a nation of immigrants who came from the world over as early as thousands of years ago. Immigrants coming from all the four corners of the earth, have been a vital component in building America. In a sense, while the white immigrants including Red Indians, Chinese and Africans had been the tapestry of America, today they are being gradually overwhelmed by a wave of illegal immigrants from other Asian and Muslim countries. Immigration is legal and done through procedures. However what America faces today is the presence of illegal immigrants or ‘aliens’ whose numbers are rising. According to official reports, there are over three crore illegal immigrants in the USA as of 2019. This figure was being checked when Donald Trump was the president. However with Joe Biden, the Democrats are determined to legalise illegal immigrants in giving them ‘Green Cards’. The reason is clear, the Democratic Party has an overwhelming number of voters and most being both legal and illegal immigrants. While the new immigrants are continually changing America’s identity and polity, the Biden administration wants to open all doors to allow more immigrants into the USA. Illegal immigrants who faced deportation during Trump’s presidency can now rest easy. The literal meaning of America being a melting pot of peoples with diverse cultures and religions is indeed happening presently , so much so, that the character of America is fast undergoing a sea change. Democratic lawmakers have formally introduced President Biden’s immigration bill, saying it was imperative to pass legislation that would repudiate the Trump administration’s rhetoric by allowing 11 million unauthorized(illegal) immigrants in the United States to apply for citizenship. Most Republicans still hold the ground that there should be a limit both legal and illegal immigrants and some Democrats are quite uncomfortable with the increasing number of apprehensions at the U.S.-Mexico border. However, Biden went as far as to applaud immigrants, including illegal ones, when he called immigration an “irrefutable source of our strength” and “essential to who we are as a nation.” The Biden administration is throwing out almost all laws of the previous Trump administration.

These views clash with liberalism and will continue to remain within the American domain. Biden is reportedly doing what moves liberals and even as he is reportedly getting senile at age 78 and going into 79 by November,2021 it could well be an opportunity for vice president Kamala Harris to step into the limelight in the next few months.

Even the natural heart of the unsaved will serve if called upon to do so, but it takes a heart broken by conviction of sin, baptized by the Holy Spirit, and crushed into submission to God’s purpose to make a person’s life a holy example of God’s message.

There is a difference between giving a testimony and preaching. A preacher is someone who has received the call of God and is determined to use all his energy to proclaim God’s truth. God takes us beyond our own aspirations and ideas for our lives, and molds and shapes us for His purpose, just as He worked in the disciples’ lives after Pentecost. dissent and sedition are not the same

O

ne wonders whether the government and its law enforcing authority, especially the police understands what constitutes dissent and what then is the definition of sedition, because the police force in the country by and large seem to be mixing “deliberately” or “selectively” these two legal entities quite often— “not knowing” or “knowingly, not knowing”. Citizens are increasingly wonderstruck in recent times whether the police innocentlyframe the charges or deliberately act by filing charges under “sedition” against those who dissent the policies and programs of the government.

One classic example is an advocate Shiv Sagar Tiwari contended before the Supreme Court that Farooq Abdullah of Jammu and Kashmir had committed a grave error against the country byclaiming he would restore Article 370 passed by Parliament.His plea to the court that he should be punished for sedition. He also alleged that Farooq Abdullah made a statement that China would restore Article 370. Therefore, “The statement of Farooq Abdullah nothing but anti-national and seditious. If such acts are not controlled by the government, then other people like the ‘tukde-tukde’ gang having anti-national thoughts will provoke anti-national activities, destroying the peace of country.”

The bench asked the petitioner to produce the alleged statement of Abdullah, of which the petitioner failed to do so. The court

insisted by asking: “Where is that statement? The court further asked: Are you aware that the issue (on scrapping of Article 370) is pending in this court?

We must penalize people for filling such petitions for publicity, the bench uttered?” The court punished the petitioner by imposing a fine of Rs. Fifty thousand and asked the petitioner to deposit the same in advocates’ welfare fund.

Substantiating further, the court said, “There is nothing in the statement which we find so offensive as to give a cause of action for a court to initiate proceedings. Not only that, the petitioners have nothing to do with the subject matter and this is clearly a case of publicity interest litigation for the petitioners only to get their name in press. We must discourage such endeavors,” the court observed. Therefore, the context in which we live in India. the court’s order on dissent not amounting sedition assumes significance in view of the allegations of misuse of the stringent provision.

Section 124A of IPC, which talks about sedition, has been invoked frequently against people and activists such as Disha Ravi, actress Kangana Ranaut and others who expressed their opinions and views against the government and solidarity in faviour of farmers and others languishing in jails. Observations of the Supreme Court adds value and strength to many as it emphasized that citizens should not be prosecuted for expressing their opinions against the

Centre and its policies. On the 3rd of March, 2021, while delivering its judgement a bench of justices Sanjay Kishan Kaul and Hemant Gupta dismissed a PIL, seeking prosecution of J &K former Chief Minister Farooq Abdullah for sedition for expressing views against the Centre’s decision to scrap special status given to the erstwhile state under Article 370.

Once again, the Court reiterated that “Dissent can’t be termed sedition.”The apex court has made an important observation in its judgement that “The expression of a view which is a dissent from a decision taken by the central government itself can’t be said to be seditious.”

When the petitioner pleaded the court to pass an order disqualifying Farooq Abdullah from Parliament from making “anti-national and seditious” statements, the enraged bench said the petitioner should be fined for filing a “frivolous “plea. This is how the corroded mind-set works in insidious ways. The ways with which the petitioner pleaded shows that the court should pronounce its verdict in favour of his plea that statements of Farooq Abdullah were “antinational and seditious” and he be barred from the Parliament.

Though there have been hiccups in some of the judgements in recent times, the verdicts the courts pronounced in recent weeks have assumed greater significance. The tactic of intimidating and frightening the young millennials in particular and others

like Farooq Abdullah by the State via the police in absolute terms have failed as courts keep coming out in its observationscandidly pointing out that the State via GOI should not mix these two terms such as “dissent” and “sedition” as they are different concepts in its meaning and content.

Since 2019, the Young India in particular has been physically participating and vociferously expressing their views on several issues.Having been stunned and dismayed by the uprisings of farmers, arresting and imprisoning the young millennials, writers and cultural artists who criticize the government at the Centre of its policies and programs have to face lots of problems and go through horrifying times as they were subjected to police brutalities. The State is irked by the uprisings and protests across the country, the Government of India is using the police and paramilitary force to silence the growing mobilization of people across the country.

The brute State went ahead giving absolute power to attack the protesters in harsh ways using its mechanisms to quell the peoples’ uprising and movements. The totalitarian regime will spew its venom to protect its power in harsh and ruthless ways.

The scenario we are heading is like “emergency” type situation.According to U.S. based think-tank Freedom House, a U.S. based non-profit, global watchdog that measures democratic profiles on its evolved parameters in its

recent report pointed out that India is sliding-down on democratic values and practices.

F r e e d o m H o u s e, known for its credibilitysince mid-1970s based on its indicators and parameters pointed out that there has been huge decline in the principles and practices of freedom of speech and other infrastructures that are offered to its citizens in most of the so-called democratic countries across the world. Some of the countries such as Russia, USA, Brazil, Turkey, India and others. As we are aware of the fact that India most of the so-called “democracies” have significantly declined in the last 20 years.

The scenario is much worse in recent times. India is showing drastic slide in its democracy ranking amongst others and so India has further been downgradedin its ranking.

If citizens, civil society organizations and judiciary fails to intervene to set the democracy back to its rails’the settings we live would become much worse.It is apparent that the current ruling dispensation is increasingly cracking down the opposition political parties and its leaders, civil society organization, sectoral level movements, silencing the journalists, intimidating and stifling the media, students and the intelligentsia.

What is happening to our democracy is obvious!

For instance, internet shut down in India is the highest in the world. Further, the Government of India is paranoid to comments passed and statements is-

sued on matters of concern by other countries.The State wants to control by branding people as anti-nationals and therefore anti-Indians. Freedom of speech is gravely under threat. Fear, intimidation and bullying are the order of the day.

Democracy is not working as those who speak their mind are silenced.

India is moving toward “emergency type” and as days pass-by it would be worse than emergency of mid-1970s.We have been increasingly witnessing the waning of habeas corpus.

Selectively, journalists, activists, academics, critics and dissenters, political leaders and intellectuals are arrested and many have not been produced before the court. Fabricated stories and charges are framed for their detention and many languish in the jails for years. This is worse than emergency of mid-70s.

During emergency some of us have experienced was that the judiciary picked up the cases barring a few, majority of the detainees were released.Now there are many languishing for years in the jails and so judiciary should engage in pro-active manner. India is now moving from “free India” to “partly free India”. Therefore, we should reckon with the fact that democracy is more than conducting elections– Parliamentary and Legislative Assembly. Democracy is not just number games, but it’s much more than that. As rightly pointed out by Tsai Ing-Wen: “Democracy is not just an election. It’s our daily life.”

How Covid-19 can transform health care Quit smoking for better mental health

he pandemic disrupted life, livelihoods, education and health like little else in recent history. The world found innovations and adaptations to minimise some of the disruptions for some people, but not all. Health care disruptions, less amenable to home-based solutions, ranged across a very broad continuum — a shift in health-seeking behaviour, limitations in health infrastructure, difficulties in outreach to community members, lack of availability of human resources and interruptions in supply chains. Not all of these were limited to the context of the pandemic — some have pre-existed but got magnified in the context of the pandemic.

Covid-19 saw health care workers diverted to the much-needed task of preventing and dealing with infections, taking them away from their regular tasks, and thus, further reducing the availability of health care workers.

Health care facilities were deployed for testing and treating patients, but this made them unavailable for regular services. Supply chains were disrupted due to lockdowns. When health facilities were functioning, citizens were either fearful or unable to travel to them or were unaware that facilities were functioning.

All this led to significant disruption in the provision of essential health services such as routine immunisation, testing and treating tuberculosis (TB) patients, maternal and child health care and nutrition-related interventions.

But India is no stranger to innovation. A few months into the pandemic, there were a variety of interventions, which sought to address some

of these barriers related to health human resources, demand for and access to services, and provision to the last mile. Innovations were found in at least four categories — leveraging technology, leveraging community platforms, strengthening frontline workers and augmenting supply chains.

Extensive interventions leveraged the digital platform such as remote counselling and consultation in several states; a child growth-monitoring app for remote monitoring of severely acute malnourished children in Rajasthan, Maharashtra and Madhya Pradesh; an Interactive Voice Response System-based solution in Uttar Pradesh for reminder calls to the community about immunisation sessions; digital surveillance applications for front-line workers for TB and Covidvulnerability assessment in states such as Gujarat, Kerala and Punjab for simultaneous TB and Covid assessment; an artificial intelligence-based diagnostics solution to scan chest X-rays and detect abnormalities.

Various organisations leveraged digital platforms to conduct training and information sessions for frontline workers. The range of such services and their providers is vast including e-Sanjeevani, Swasth, Practo, Portea, TeCHO, Anmol, to name just a few.

The involvement of community-based organisations in the form of self-help groups (SHGs) and village organisations reinforced their potential for last-mile services. Active TB case finding by community health volunteers through outreach and awareness; demand

generation for services and provision of timely information to pregnant women by volunteer groups through helpline numbers; support for essential health service delivery through panchayati raj institutions contributed to strengthening health services.

The Indian postal department was leveraged for its extensive postal network as an alternative logistics chain for delivery of family planning commodities. Social franchising model for TB diagnosis and drug dispensation via e-pharmacies to the doorsteps of patients was also utilised.

India saw many innovations rolled out, although not necessarily at scale and most not evaluated for impact. Based on rigorous impact evaluations, there is potential for scale and convergence. It is not that this potential is not recognised by the government. The introduction of telemedicine guidelines and the launch of the National Digital Health Mission provide a foundation for greater leverage of the digital platform.

Admittedly, limited internet penetration in rural India, gender disparity in internet usage, data privacy and data-sharing ethics concerns limit the impact of digital platforms, but an increasing focus on health technology platforms can address, to some extent, the needs of information, triaging, counselling, consultation, scheduling visits, home delivery of drugs, and remote follow-up reducing some of the demand- and supply-side challenges.

Similarly, a stronger policy environment can enable the 70 million SHG women members to play an institutionalised role

in health service functions, such as behaviour change interventions, demand for essential services, community-led accountability of health systems and services.

The pandemic saw multiple innovations surface, some deployed in small geographies, some by private organisations and others by the government, most not evaluated for impact.

These innovations merit policy attention — in assessing their impact, in their geographic scale, in convergence of currently fragmented services, and in developing meaningful partnerships with private innovators for public adoption.

Scaling innovations requires attention to at least three aspects. One, assessment of innovation impact and certification, which, in turn, will require institutional mechanisms that can enable this. Second, a policy environment that encourages and facilitates public contracting of innovations, in a context where the benefits of purchasing existing, tried-andtested products/services in the public system are large. Third, grant-andloan mechanisms that enable innovators to address the needs of the health care system.

The platfor ms on which these innovations are deployed are underleveraged, with the pandemic demonstrating the opportunity to build on these innovations, leading to a stronger health systems response.

moking cigarettes is not merely just associated with different types of cancers or heart diseases but it can also affect your mental health. The health experts emphasized that people think smoking helps in relieving stress and anxiety, however, what they do not know is that the presence of nicotine in cigarettes can cause anxiety symptoms or make them worse.

“Research has shown that smoking initially gives a sense of relaxation and seems to relieve anxiety which is due to nicotine, which creates an immediate sense of relaxation so people smoke in the belief that it reduces stress and anxiety and one gets addicted to the immediate false good feeling,” Sahil Kohli, Consultant, Neurology, Narayana Hospital, Gurugram, told IANS. “However, over the long term nicotine dependence leads to mental illnesses including attention disorders, anxiety disorders and depression which becomes even worse when a dependent person tries to quit smoking,” said Kohli, on the occasion of No Smoking Day, which is observed on March 10.

A study, published in the journal Cochrane Library, showed that people who stopped smoking for at least 6 weeks experienced less depression, anxiety and stress

than people who continued to smoke. The researchers, including Gemma Taylor from the University of Bath, in the study that involved 170,000 participants also found that people who quit smoking also experienced more positive feelings and better psychological wellbeing. Smoking is the world’s leading cause of preventable illness and death. However, some people believe that quitting might exacerbate mental health problems.

“Quitting smoking potentially saves one from stroke, associated heart health issues and anxiety, which tend to get severe with mental health problems,” said Rajul Aggrawal, Senior Consultant, Neurologist, Sri Balaji Action Medical Institute, New Delhi. As per a World Health Organization (WHO) report released in October 2020, there are approximately 120 million smokers in India that account for 12 per cent of the world’s total smoking population. The report stated that each year, over 1 million people die in India due to the consumption of tobacco. Of the total Indian smoking population, 70 per cent of the adult males in India smoke while the number of adult female smokers is between 13 to 15 per cent.

BJP-JJP govt wins trust vote in Hry on farm laws Chandigarh, March 10 (IANS): The Manohar Lal Khattar-led BJP-JJP government on Wednesday won a trust vote that was moved by the main opposition Congress on the issue of the three central farm laws, less than one-and-ahalf-years after the coalition came to power.

While 55 members were opposed to the noconfidence motion, 32 members, comprising all 30 Congress MLAs, supported it.

The no-confidence motion debate was taken up in the Assembly for over six hours. MLAs pondered over the pros and cons of the farm laws, with Leader of Opposition Bhupinder Singh Hooda claiming the ruling dispensation has lost people’s trust.

Showing his maturity and grace to convince the opposition that the government was not against the farmers, Leader of the House and Chief Minister Khattar categorically cleared the air saying the farm laws would not be repealed at any cost though if after the laws were enforced and the farmers encountered losses,

then his government will do everything in its power to help them.

Khattar said “if the MSP (minimum support price) of crops will come to end (with the execution of laws), both Punjab and Haryana would be the worst losers”. He informed the House that the government was ready to bring amendments in the MSP law.

“The MSP and the ‘mandi’ system will remain in the state. We have been purchasing 10 crops on the MSP,” Khattar said.

An optimistic Chief Minister said: “The kisan morcha yesterday told the media that they have constituted a nine-member committee. I am sure that it will help resuming talks. I agree talks will resume. I will not ask for the laws to be repealed.

“There can be amendments. But I am repeatedly saying that repealing the laws is not going to serve any purpose. If these had to be repealed, it would have happened two months ago.

Whatever amendments will happen, it will be either by the government or the Supreme Court.”

“The party is trying to give chances to new persons who are equally talented.

But, there is a conscious campaign from certain quarters that it was to exclude some persons.

But, people will reject it for sure,” Vijayaraghavan said.

Of the total candidates, 74 are from CPI(M) and 9 are party supported independents.

The candidates of Devikulam and Manjeswaram will be declaredlater, he said adding that the final list was prepared after taking into account the party’s interests at the national and state levels.

Pointing out that the Left front was introducing a host of programmes envisaging to mould the future of the state, Vijayaraghavan said the scheme, eyeing to provide employment for 20 lakh people in the next five years, is one of the most significant among them.

However, the opposition Congress and BJP were trying all “wicked means” to prevent the LDF coming into power again in the state, he alleged.

The speech made by Union home minister Amit Shah, during his recent visit to Thiruvananthapuram, was proof for the BJP hatching a high-level conspiracy to malign the image of Chief Minister Pinarayi Vijayan and other ministers, he claimed.

Both BJP and Congress are working in tandem in the state to prevent the Left from coming into power again, he said adding that every person who wanted to retain the secular fabric of the southern state would vote for the CPI(M)-led front.

Mumbai, Mar 10 (IANS): India's e-commerce market is expected to increase by 84 per cent by 2024 to $111 billion, according to a new report from global financial technology company FIS on Wednesday.

The growth will be driven by mobile shopping, which is projected to grow 21 per cent annually over the next four years, said the report.

The research found that global trends in digital commerce accelerated under the pandemic.

Countries including India have seen a shift in consumer behaviour caused

by Covid-19, and new payment trends are shown to be on the rise.

"The Indian e-commerce industry has witnessed a huge upsurge due to Covid-19 and there is substantial room for future growth," Phil Pomford, Managing Director of Asia Pacific, Worldpay from FIS, said in a statement.

"E-commerce capability is no longer limited to just traditional websites, and physical retail has blended with the digital world."

Mumbai, Mar 10 (IANS): Bouncing back from the decline witnessed in January, assets under management (AUM) of the domestic mutual fund industry breached the Rs 31.5 lakh crore-mark for the first time, settling 3.7 per cent higher at Rs 31.6 lakh crore at end-February, a Crisil research report has showed.

As per the report, the previous high recorded was at end-2020, when the asset base had settled at Rs 31.02 lakh crore.

Inflows in the openended debt and hybrid categories, coupled with markto-market gains in the domestic equity market, were the main factors contributing to the rise in the asset base in February even as outflows from equity funds capped gains, the ratings agency’s research report released on Wednesday said.

Cumulatively, the industry’s fund flows remained negative at Rs 1,844 crore.

ADDIS ABABA, MAR 10 (IANS): More than 131,000 people are displaced in 39 accessible locations in Ethiopia’s conflict-affected Tigray and the neighbouring Afar and Amhara regions, the International Organization for Migration (IOM) said.

The UN migration agency, in its latest Displacement Tracking Matrix (DTM) survey released on Tuesday, said almost 70 per cent of the reported displaced people, or 91,046, are in Tigray, reports Xinhua news agency. Afar and Amhara regions accounted for 34,091 and 6,453 Internally Displaced Persons (IDPs), respectively. It also indicated that many of the displaced people, including women and children, are reportedly in need of emergency shelter, food and access to clean and safe drinking water.

Exotic crystals of ‘ice 19’ discovered

‘Zack Snyder’s Justice League’ accidentally released on HBO Max

cientists have identified the 19th form of water ice. The exotic, four-sided crystals of this rare ice variety, now dubbed ice XIX, form at ultra-low temperatures and ultra-high pressures.

It only exists in laboratory experiments, but researchers say it reveals more about other forms of ice, which can be found deep in the Earth’s mantle and on very cold planets and moons.

“To name a new ice form, one needs to elucidate exactly what the crystal structure is,” said lead researcher Thomas Loerting, a professor of physical chemistry at the University of Innsbruck in Austria.

That means figuring out the simplest repeating structure of the crystal, where all of the atoms are located within that structure, and what the symmetry of the crystal structure is, Loerting said.

“Only if all of these are known, you are allowed to name your ice … Ice XIX is now the name for the new ice phase discovered in our work,” he told Live Science in an email.

An article by Loerting and his colleagues describing the new form of ice was published Feb. 18 in the journal Nature Communications, alongside a study by researchers in Japan who verified the discovery.

team of researchers at the Indian Institute of Technology (IIT) Madras has found energy deficiency in certain cells in the human brain to be a major cause for Parkinson’s disease, a neurodegenerative disorder. According to the team, it is known that Parkinson’s disease is caused by the loss of dopaminergic cells (located in the central nervous system) in substantia nigra pars compacta (SNc), a key component of the ventral midbrain.

“It is quite remarkable that loss of neurons in a small nucleus like SNc can have wide-ranging, devastating effects in all the four major domains of brain function -- sensory-motor, cognitive, affective and autonomous,” V. Srinivasa Chakravarthy from the institution said in a statement.

“The sequence of the three computational studies suggests that metabolic deficiency within the basal ganglia circuit is the common underlying factor at the subcellular, cellular and K Y M C

network level in Parkinson’s disease. Thus, we have a reasonably comprehensive theory of the pathogenesis of Parkinson’s disease,” Chakravarthy added.

For the study, published in the International Journal of Scientific Reports, the team developed a computational model that showed that energy deficiency might be a major cause of SNc cell loss in Parkinson’s disease.

At the subcellular level, metabolic deficiency leads to changes like including alpha-synuclein aggregation, reactive oxygen species production, calcium elevation, and dopamine dysfunction, which are characteristic subcellular changes in Parkinson’s disease, the study indicated. This research aims to build a simplified model of the whole brain and use it to develop applications in medicine and engineering, the team said.

Bach received 93 of the 94 eligible votes cast in an online process.

“Thank you very much from the bottom of my heart for this overwhelming vote of confidence and trust,” he told members after the vote.

“I want to continue to achieve ambitious goals with you in the postcoronavirus world.”

Bach took over in 2013 as the organisation’s ninth president since the body’s founding in 1894, succeeding outgoing president Jacques Rogge and beating five other candidates.

Presidents can serve two terms - a first term of eight years and a second of

NEW DELHI, MAR 10 (IANS): Nestled in the hilly area of the SairangDinthar, just 18km from the Aizawl city, the newly laid, FIFAfunded artificial football turf will strengthen Mizoram’s development programme.

The Mizoram state government, which gave Rs 80 lakh for levelling the rocky area for the fotoball field, officially handed over the ground to Mizoram Football Association (MFA) on Monday.

“We already have nine artificial grounds, spread across the state. But this will be our main training centre in future,” MFA secretary Tetea Hmar told IANS about the future plans.

With the financial support of the world governing body (FIFA), and recommendation of the All India Football Federation

(AIFF), the foundation stone for the construction of the football ground in SairangDintharwas was laid in 2016.

According to Hmar, the playing area of the new ground is 105x68 metres while it has four metres high steel wire mesh on all sides.

“There is a six metres mesh behind each goal post. The world governing body has also provided equipment, including a tractor for maintenance of the artificial grass,” he said.

On the opening of the ground, a grassroots football festival was organised.

There was an exhibition match between the veterans’ teams. Hmar said without the support of local people it wouldn’t have been possible to have a ground in the region.

ers representing different teams in the Indian Super League (ISL). “In future you will see more players making an impact at the national level,” said Hmar.

With the support of the state government, a 100-bed hostel is also coming up. “Our goal is to have SairangDinthar as the main training centre of the state where we can also have coaching and referees’ course,” he said.

“Due to heavy monsoon rains throughout the year maintenance of natural grass is expensive.

And because of the local weather conditions it is not practical to train regularly on a grassy ground. So, we use natural grass for competitions,” he explained.
