NLA passes `24239 cr Budget for 2022-23

KO H I M A , M A R 2 4 (NPN): Nagaland Legislative Assembly (NLA) on Thursday passed the Rs 24,239.96 crore budget for the financial year 2022-2023 by a voice vote on the concluding day of the ongoing 11th session of the 13th Assembly. Leader of the House and chief minister Neiphiu Rio, who also holds the finance portfolio, had said that though the 2022-23 transactions were estimated to result in a positive balance of Rs 150.30 crore, the fiscal was estimated to close with a negative balance of Rs 2,212.74 crore due to the negative opening balance of Rs 2,363.04 crore. There were no cut motions or clarifications sought by any of the members while passing the budget. Rio also moved the Nagaland Fiscal Responsibility and Budget Management (Fifth Amendment) Bill, 2022, which was passed by the House.
Finance department clarifies on Budget
DIMAPUR, MAR 24 (NPN): State Finance department has clarified that there was a general misconception that the fiscal year 2022-23 was projected to close with a deficit of Rs. 2,212.74 crores. The department, rather said that the budget for the year 2022-23, projected a positive balance of Rs. 150.30 crores, a DIPR report stated. This was the first time that the government was able to present a budget with a positive balance after years of passing deficit budgets. The department said that the deficit figure of Rs. 2,212.74 crore was the level of deficit accumulated over the years.
NSDMA issues weather alert
DIMAPUR, MAR 24 (NPN): Nagaland State Disaster Management Authority (NSDMA) has predicted light to heavy rainfall in the coming days. NSDMA joint CEO Johnny Ruangmei informed that the weather could be partly cloudy with light rainfall activities during March 26 & 27 all over the state. However, thunderstorm with lightning and gusty winds was very likely in certain pockets in Peren, Dimapur, Kohima, Wokha, Mokokchung, Mon and Longleng during this period. During this time, the minimum and maximum temperature of the state will vary between 9°C and 32°C respectively.

He also moved the Nagaland Appropriation (No. 1) Bill, 2022 (Supplementary 2021-2022) and the Nagaland Appropriation (No. 2) Bill 2022 (Budget 2022-2023). The Bills were introduced and taken into consideration. Both the Bills were passed by the House. The Supplementary Demand for Grant for 20212022 was also passed by the House, along with voting on the Demand for Grants for the Year 2022-2023. In his closing remark, the chief minister appreciated the members for actively taking part in the budget discussion and lauded the
positive and constructive suggestions raised by them. He exuded confidence that AHoDs, HoDs and all concerned had taken note of the suggestions and would work together to serve the people. Earlier, responding to some queries raised by the members, Rio claimed that the ‘Chief Minister’s Micro Finance Initiative’ would make credit more affordable and available to individuals, self-help groups and farmer producer organisations. This, he said would give a big boost to entrepreneurs and farmers and that Rs 65 crore was ear-
marked for this scheme, while the SARFAESI Act had been implemented due to which aspiring entrepreneurs could avail loans from banks. He said the ‘Chief Minister’s Health Insurance Scheme’ would provide every citizen with hospitalisation insurance cover of up to Rs 5 lakh per annum irrespective of family income and would be implemented by September 2022. To a query raised by NPF legislator Amenba Yaden on customary laws, Rio said their compilation was underway and, upon completion, would be printed in local dialects. And if any amendment was required, that too could be done in line with Article 371(A), he added. On the power issue raised by multiple members, he said the shortfall between power purchase and revenue collected was Rs 237.12 crore. However, he claimed that the Power Department was vigorously putting all efforts to im-
prove revenue collection. He informed the members that 10,000 smart meters were installed in Dimapur and another 10,000 were being currently installed, while 10,000 meters were installed in Kohima, which had resulted in improvement in revenue collection. He said the department was also cracking down hard on power theft and assured the members that rearranging of technical staff would also be looked into. He claimed that within three to five years the State would generate more than 300 MW, of which 200 MW would be used by the State, while the rest 100 MW surplus could be sold. Manipur govt urges Nagaland govt to stop SAPO’s indefinite bandh Correspondent
IMPHAL, MAR 24: Manipur government has urged Nagaland government to intervene and withdraw Southern Angami Public Organization (SAPO)’s indefinite bandh that was affecting normal vehicular movement along NH-2, the lifeline of Manipur. In a letter addressed to the Nagaland chief secretary, the special secretary (home), government of Manipur, H Gyan Prakash urged the Nagaland government to take the matter with the representatives of SAPO for immediate withdrawal of the indefinite bandh for the welfare of the general public and maintenance of peace tranquillity in the area. Manipur government stated that the permanent structure and armed personnel were being deployed within the territorial jurisdiction of Manipur state as opposed to the claim by
Southern Angami Public Organization. “This could also be seen from the satellite map,” it added. Stating that NH-39 was the main lifeline of the state, the Manipur government appealed for coexistence of the people of both the states. It added that the issue relating to territories and boundaries of the states were to be settled and resolved amicably through negotiations between the concerned state governments.
WMC dismayed over bandh extension
World Meetei Council (WMC) central executive committee (CEC) has expressed dismay over the Southern Angami Public Organisation (SAPO)’s decision to extend the ongoing bandh along NH-2 stretch in Southern Angami areas indefinitely. In a press release,
WMC CEC secretary general Yambem Arun Meetei said WMC understands the sentiment of SAPO, but maintained that the organisation must also understand that it “cannot take the people of the region into ransom” while they demand something from the government. WMC stated that the three-day bandh had already put the people into much trouble, adding that extending the bandh indefinitely was “extremely unjustified.” The council also maintained that blocking NH (a national property) as a means to protest at the cost of innocent people, who had nothing to do with the issue, was a serious violation of human rights. WMC has, therefore, appealed to the SAPO to end the road blockade. WMC also urged the state governments of Manipur and Nagaland to settle the issue at the earliest before it creates more problems.

KO H I M A , M A R 2 4 (NPN): Initiating the discussion on the budget for 2022-23 presented by the chief minister who also holds the crucial finance portfolio, Minister for Planning and Coordination, Land Revenue & Parliamentary Affairs, Neiba Kronu, described it as something new and a shot in the for the youths and the intellectuals who have been waiting in expectation for quite some time. Kronu said the key features of the budget like micro financing offered opportunity that had not reached the youth until now.
He said prior to this, youths could not start any substantial business under PMEGP, CMCF, SDF etc since the schemes did provide enough fund. He said under micro financing, interested individuals could start their business by availing money from the banks where village councils or village development boards (VDB) can be guarantors even if there were land issues in particular cases. Kronu said application forms for these schemes will be distributed at the Deputy Commissioner’s office level in all the districts. He also pointed out that alongside generating
income, the budget 2022-23 was also designed to protect environment as the government had plans to provide money to the Forest department so as to initiate tree planting projects. He said “trees would be our wealth”. On power projects, Kronu said for years Nagaland had been waiting for clearances for big power projects. Kronu said for the 126 MW power project at Dikhu, the land issue that had been obstructing the project has been settled through the initiative of the Chief Minister. He said smaller projects like 24 MW at Zungki, 42 MW at lower Tizu would be funded by ADB while 24
MW power project at Tizu valley was also underway. These projects would enable the State to generate power for meeting its requirements instead of having to buy power from neighbouring States as being done presently, Kronu said. Participating in the discussion, NPF legislator, Dr Chumben Murry, termed the budget as “the most way forward budget in short needs as well as long term concept.” He added that it offered a very synergistic window for discussion of good financial management while at the same time providing for the mass during the fiscal year.

Tuccu said that the ongoing IndoNaga political talks, that has entered a critical stage, was being watched with much curiosity by the people around the world “because it matters how the Naga people rise up to the occasion to defend their political identity as symbolized by
the Naga national flag and the constitution (Yehzabo).” Asserting that no one could afford to waver in this crucial stage, Tuccu said “We have to take our stand no matter what the heat of the pressure that may come”. IBM expands ‘STEM For Girls’ program in Nagaland DIMAPUR, MAR 24 (NPN): American tech giant IBM Thursday announced a collaboration with the State department of school education to introduce the IBM STEM (science, technology, engineering and mathematics) For Girls program in more than 250 secondary and higher secondary schools across 15 districts in Nagaland. In a press note , IBM India informed that the program will help enable more than 12,000 girls studying between 8th to 10th grade
Aims to provide 21st-century skills to over 12,000 girls in 15 districts with access to digital fluency, coding skills training, 21st-century skills, including life and career skills. It stated that the curriculum will align and supplement the State’s efforts towards quality education. The collaboration is part of a three-year program
between IBM and Nagaland government, with the QUEST Alliance and YouthNet as an implementation partner, to increase the participation of girl children and women in STEM careers. The programme will also aim to empower nearly 1,400 teachers in the par-
ticipating schools to engage and train students on computational thinking, STEM, and agency development for girls. Educators will use IBM SkillsBuild (skillsbuild.org)- a program that includes online coursework and tools to engage with students. MHA extends validity of FCRA registered NGOs NEW DELHI, MAR 24 (PTI): Home ministry on Thursday extended till June 30 the validity of all FCRA registered NGOs whose licences were to expire by March end and those whose applications are pending for approval. According to the home ministry, the validity of the registration certificates of such entities whose validity was extended till March 31 and whose renewal application is pending will stand extended till June 30 or till the date of disposal of renewal application, whichever is earlier.

DLAC Dimapur holds meet on food safety DIMAPUR: District Level Advisory Committee (DLAC) Dimapur held a meeting under the chairmanship of Deputy Commissioner (DC) and chairman DLAC Dimapur, Rajesh Soundararajan, Wednesday. A press release by DC Dimapur office stated that in the meeting, a brief note on food safety activities and its emerging challenges was delivered by designated officer of food safety Dimapur, Samuel Zehol while the notified food analyst of state public health laboratory Kohima, Khrukutolu Veswuh highlighted the status and functions of the laboratory. During the meeting, the following matters were deliberated: Veswuh informed the members that government supplied rice would be fortified by 2024. Correspondingly, awareness has to be disseminated by line department in order to avoid public confusion. To
create awareness and bring all the food Business operations (FBOs) under the umbrella of FSSAI Registration and Licensing. With regard to fortified rice issue, the house discussed there was a need for public awareness regarding proper authority to contact for any complaints. In this regard, redressal of public grievances for any issues pertaining to food items which need to be addressed to concerned Food Safety authority, a press release may be issued by state authority to impart knowledge. DC Kohima issues public notice DIMAPUR: Deputy commissioner (DC) Kohima, Gregory Thejawelie has notified that land measuring an area of 105 Sq.mtrs/1130 Sq.ft only belonging to Huruotsumia Community Building at Kohima Town near Super Market was required for acquisition for setting up of Super Market exit Road. In a notification, DC in exercise of powers conferred by section 9 (2) of Nagaland Land Requisition Act 1965, Acquisition Act 1884, the DC duly authorized by the state government as competent authority notified that if any person or party have any claims and objections over the said area, the same may be submitted to the office of the DC, Kohima within 30 days w.e.f. the date of this notification (March 23). DC informed that the schedule was as follows: North - Town circular road, East - Private Society building, West - Private and South - KMC building.
2-lane works: DC Tseminyu on clearing obstruction DIMAPUR: Deputy commissioner (DC) Tseminyu, Dr. Zasekuolie Chusi informed that widening of existing approach road to two lane specification (covering a stretch of 1.53 km) from DC office Tseminyu to road junction intersecting national highway-02 near NDPP office Tseminyu Town were for development of town area and a step towards fulfilling the vision to make Tseminyu district a “Model District”. According to a DIPR report, DC said some portion of government allotted plots of land situated alongside the aforementioned
road stretch falls within proposed road widening area was surveyed by office of executive engineer PWD (R&B), Tseminyu. As per terms and conditions of the allotment order issued by the government, he said that it was “clearly stated that the government will take over the land allotted to the allottee(s) if required by the government for which no alternative side may be allotted.” The DC has, therefore ordered that the government would take over the portion of land falling within the aforementioned surveyed
area for public utility. He has also notified all concerned offices, organisations and individuals whose plot portion fell within the earmarked land area proposed for road widening to clear or remove any materials and structures from the surveyed land area within 14 days from the day of issue of this notice after which the road widening exercise would commence. DC informed that any concerned failing to comply with the notice along with compliant action within the stipulated time period would be “doing so at own risk.”
KMC warns unauthorised optical shops
DIMAPUR: Kohima Municipal Council (KMC) has warned that some persons running optical shops under KMC jurisdiction were providing eye care service without possession of prerequisite qualification, resulting in giving wrong prescriptions to unsuspecting patients. In a notice, KMC administrator T. Lanusen-
la Longkumer informed such shop owners running optical shops that only qualified professionals could provide eye care service to the public. The administrator informed those who do not have required qualification could only sell
sunglasses and spectacle frames with proper trade license. Further, KMC informed that physical spot verification would be carried out and action would be initiated against those failing to comply with the notification.

Modi to eliminate TB from India by 2025, five years before WHO target of 2030. A press release from CMO office Dimapur informed that the DC was speaking as guest of honour at “World TB Day” observed by National TB Elimination Programme (NTEP) Dimapur in the conference hall of additional deputy commissioner (ADC), Nuiland Town. DC called upon the people to be part of the campaign by investing their time in “TB elimination activities”. He also urged communities of Niuland to show concern for TB patients so that TB elimination could be achieved. Presenting a case scenario of Dimapur district, DTO Dimapur Dr. Benchilo Ngullie said the main obstacle in eliminating TB from the society was stigmatisation and discriminations. She highlighted the importance of community participation in removing such stigmas and discriminations so that people would start considering TB as just another treatable communicable disease. Dr. Ngullie also sensitised the participants on the various services available in the district for quality diagnosis and treatment which are given free of cost by the government. The programme also highlighted TB Mukt Bharat (TB Free India) Campaign to eradicate TB by the year 2025. Monica, a cured TB champion also shared her experiences of her treatment journey. ‘Work together to eliminate TB in Longleng’ National TB Elimination Programme (NTEP) Longleng observed WTBD in the conference hall of deputy commissioner (DC) Longleng. According to a DIPR report, EAC Longleng, Pichano Kikon described TB stated that the centre launched various programmes to eliminate TB by 2025 and in this, Kikon sought the support and cooperation of stakeholders, government agencies, civil societies etc. to meet the target. urged the people to stop stigmatisation and give moral and emotional support to TB patients. In a keynote address, DTO, Longleng Dr. Temsusashibi said the day was observed to disseminate awareness on TB to the mass and eliminate it by 2025. He said in the past such programmes were held in the blocks and village level but this year the programme was proposed to be held in the district headquarter with a view to take consolidate steps by the various leaders and government officers and to sensitiese the people back in their communities to achieve the goal of TB elimination. Although TB was a life-threatening disease, he said it was 100% curable provided the patients completes their treatment course as prescribed by the medical professional and by maintaining personal hygiene and nutrition. DIMAPUR: Natsumi Tughalo Chekemi Kuqhakulu (NTCK) has expressed pain and shock at the alleged life assassination attempt on Natsumi Village GB, Sheni Assumi on March 15 at Botsa Town by unknown miscreants. The theme aims to convey the urgent need to invest resources to ramp up the fight against TB and achieve the commitments to end TB made by global leaders. ‘Church, faith-based orgns effective platform to disseminate information’ National TB Elimination Programme (NTEP) State TB Cell, Nagaland observed “World TB Day” at the Nagaland Baptist Church Council (NBCC) Platinum Hall, where the importance of church and other faith-based organisations to efficiently and effectively disseminate information on TB was highlighted. NTEP Nagaland cell informed that while presenting an overview of NTEP, state TB officer (NTEP) Dr. Tiasunup Pongener appealed for the support and commitment of churches and other faith-based organisations to spread awareness about the disease and help the department in the fight against eliminating TB. “Churches and faithbased organisation can be very effective platform to disseminate information about the disease,” said Dr. Pongener He said the Revised National TB Control Program (RNTCP) was launched in erstwhile eight districts of Nagaland on December 1, 2002 and later expanded to remaining districts. N O N G K R E M (MEGHALAYA), MAR 24: Union Minister of State Home Affairs, Nityanand Rai on Thursday said the government has proposed to raise five more battalions for Assam Rifles. “The Home Ministry h a s g ive n t h e o r e t i c a l approval to the formation of five additional battalions for the aim of providing adequate (peace station) to the soldiers of Assam Rifles,” Rai announced at the Assam Rifles headquarters here in Meghalaya. Addressing all ranks of the Assam Rifles on the 187th Raising Day of Assam Rifles, the Union Minister further informed that the government has approved the plan for modernization of Assam rifles and work is in progress. “The Modi government has launched several welfare schemes such as Ayushman India, Railway and Air ticket booking facility and e-Awas portal which reflects the government’s commitment to ensuring the welfare of troops,”Rai said. BSF seizes cache of ammo near India-B’desh border in M’laya Correspondent SHILLONG, MAR 24: The Border Security Force (BSF) on Thursday seized a cache of ammunition from a dense forest in Gumaghat area in Meghalaya about 900 meters from the IndiaBangladesh border, an official said. “The cache of ammunition wrapped in a white coloured sack which contained 92 rounds of 5.56mm, 129 rounds of 7.62mm, 160 rounds of 9mm were found hidden in a cavity surrounded by lime stones,” a BSF statement said. The area falls under
Gumaghat police station in South West Khasi Hills district. In the past, such cache was recovered by BSF in the nearby area, which was probably used by insurgent groups for extortion purpose and other illegal activities. M e a n w h i l e, t h e recovered ammunition has been handed over to the Meghalaya police for further disposal and a FIR was lodged. The BSF said its intelligence network is extensively working to find more such cache of ammunition hidden by miscreants groups to materialize their nefarious designs.

AIZAWL, MAR 24 (PTI): Mizoram Chief Minister Zoramthanga has said his government is taking several steps to promote and assist journalists in the state, and will soon introduce a pension scheme for working scribes. Hailing journalists for their role in shaping public opinion, he said they have an important responsibility to promote and safeguard the reputation of Mizoram. “ O u r g o ve r n m e n t gives priority to the welfare of journalists and would soon introduce a pension scheme to benefit them. It is currently under process,” Zoramthanga said at an event to mark the golden jubilee of the Mizoram Journalists’ Association (MJA). Gover nor Hari Babu Kambhampati also cong ratulated the 1 9 3 - m e m b e r M JA f o r completing 50 years. “The MJA continues to deliver balanced local and national news at a time when news and comments are challenged, which in turn makes community leaders and members evaluate and reassess their positions,” he said.
AGARTALA, MAR 24 (IANS): Four more “Border Haats” (markets) would be set up in Tripura by the Indian and Bangladeshi governments to promote the local business and livelihood of the people living alongside the frontiers while four “Border Haats” were set up along borders of the two countries -- with Meghalaya and Tripura between 2011 and 2015, a Tripura minister said on Thursday. Tripura Industries and Commerce Department Minister Manoj Kanti Deb said that Chief Minister Biplab Kumar Deb and Bangladesh Commerce Minister Tipu Munshi laid the foundation stone for Kamalpur (India) Kurmaghat (in Moulvibazar district of Bangladesh) “Border Haat” in eastern Tripura in February while the foundation stone for the Raghna (India)-Batuli (Bangladesh) along northern Tripura “Border Haat” would be laid soon. A Senior official of Tripura’s Industries and Commerce Department said that the state government has proposed to the Union Ministr y of Commerce and Industries to sanction eight more “Border Haats” along the state’s border with Bangladesh to promote the trades of local and selected commodities and increase the livelihood of the people living alongside the frontiers of India and Bangladesh. The official said that the Union Ministr y of Commerce and Industries on an average sanctioned Rs 2.50 crore against the project cost of around Rs 5.30 crore for each of the ‘Border Haat’. “ To f a c i l i t a t e t h e movement of people and functioning of the ‘Border Haat’, the state government
has to build up the necessary infrastructure including roads leading to the site of the ‘Border Haat’,” the official told IANS. The first “Border Haat’’ started functioning on July 23, 2011 at Kalaichar (India)-Kurigram (Bangladesh) in the West Garo Hills of Meghalaya. Three other such border markets followed at Balat (Meghalaya, India)-Dolora (Bangladesh) in 2012, Srinagar (Tripura, India)Chhagalnaiya (Bangladesh) and Kamalasagar (Tripura, India )-Kasba (Bangladesh) in 2015. These “Border Haat” in around 5,625 sq. metre areas of two countries’ territories or ‘no-man’s land’ operate once in a week on a fixed day. In the weekly market day, on an average, at least 25 vendors including women from both sides of the borders from the two countries participate at “Border Haat” and sell their various products comprising agricultural, cottage and small enterprises and domestic products.

Bengal killings: One TMC leader arrested
RAMPURHAT (WB)/ NEW DELHI, MAR 24 (PTI): Trinamool Congress Rampurhat-1 block president Anarul Hossain was arrested on Thursday in connection with the killings in Bogtui village in West Bengal’s Birbhum district, police said. He was arrested from Tarapith in the district within hours of Chief Minister Mamata Banerjee directing the police to nab him for not paying attention to local people’s apprehension of possible disturbance in the area, which ultimately snowballed into the carnage, a senior officer said. Searches were conducted in various parts of the district including Hossain’s residence, after w h i c h h e wa s n a b b e d from Tarapith. Hossain was picked up from near a hotel after police tracked his mobile phone tower location, he said. The local TMC leader will be questioned over the incident in which eight people were burnt alive on Tuesday, he added. M e a n w h i l e , Rampurhat police station inspector-in-charge Tridib Pramanik was suspended for negligence.

NEW DELHI, MAR 24 (PTI): Petroleum Minister Hardeep Singh Puri on Thursday defended the g ove r n m e n t ove r t h e hike in fuel prices in the country, saying it is due to the increase in prices in the international market. He, however, assured that efforts are being made to make fuel available to people at “affordable prices”. Replying to a question in Lok Sabha, the minister said the prices of LNG in the international market has gone up by “more than 37 per cent” if compared from from April 2021 to February 2022, because of “an unsettled condition and military action in one part of the world following the Covid crisis”. “Whereas, our increase at the bunk has been only five per cent,” he told the House during
Question Hour. As far as the LPG price, which are based on Saudi CP (Contract Price), is concerned, it has has gone up by 285 per cent from April 2020 to March 2022, and the hike has been 37 percent the the last six months alone, he said. “So, I just want to place these facts before the members and this August House, so that they understand what the inter national situation today is,” he said. In spite of all that, the government is making “every effort to make sure that the consumer at the point of consumption get fuel at an affordable price”, he added. He said the it has always been government’s e n d e avo u r t o m a k e available CNG at “good affordable price” to consumers.
76 women won recent polls in 5 states: Govt in RS NEW DELHI, MAR 24 (PTI): As many as 760 women contested the recently-held assembly polls in five states and 76 of them were victorious, Rajya Sabha was informed on Thursday. Voters in Uttar Pradesh sent 47 women to the newlyformed legislative assembly. A total of 561 women had contested the polls there. In a written re ply on women reservation in Parliament and legislative assemblies, Law Minister Kiren Rijiju also shared data on the total number of candidates who contested polls in Uttar Pradesh, Goa, Manipur, Punjab and Uttarakhand, number of women contestants and the number of women who won. According to the data, there were 6,944 contestants in the five states, including 760 women. Seventy-six of them won the polls. In Goa, of the 301 contestants, 26 were women. Three of them made it to the 40-member assembly. Similarly, in Manipur, out of the 265 contestants, 17 were women. Five won the electoral battle. The assembly elections held in seven phases between February 10 and March 7 witnessed a surge in the participation of women voters.

NEW DELHI, MAR 24 (PTI): A Delhi court on Thursday denied bail to former JNU student Umar Khalid in a case of larger conspiracy in connection with Delhi riots during February 2020. Additional Sessions Judge Amitabh Rawat had reser ved the order on March 3 after hearing arguments from the counsel appearing for Khalid and the prosecution. During the arguments, the accused told the court that the prosecution lacked the evidence to prove it’s case against him. Khalid and several others have been booked under the anti-terror law UAPA in the case for being the “masterminds” of the February 2020 riots, which had left 53 people dead and over 700 injured. Dhankar has had a confrontational relationship with the state government headed by Chief Minister Mamata Banerjee, and the latest incident has seen him putting the dispensation in the dock again. Banerjee has in turn hit back at him. Khan’s angry tirade in Lok Saba drew sympathy from many other BJP members but Speaker Om Birla expressed his displeasure, saying the House cannot run in such a manner. Wrong reasons
t is now nearly a month after the mighty army of Russian invaded a week Ukraine as the world watches the horrors unleashed by constant Russian missile and rocket bombardments. According to US military observers, the Russians have lost close to a little over 15,000 men including four major generals and one lieutenant general. The deaths of that many top generals revealed how effective the Ukrainian defence has been. Those killed included- Major General Oleg, commander of Russian Army’s 150th motorised rifle division, created in 2016. He is reported to have died close to Mariupol, killed by the far-right Azov regiment. Major General Kolesnikov, commander of the 29th combined army, was reportedly killed in battle on 11 March. Major General Vitaly Gerasimov, chief of staff of Russia’s 41st combined army, was allegedly killed on 7 March outside the eastern city of Kharkiv. Major General Andrey Sukhovetsky was the deputy commander of Russia’s 41st combined army, the same unit as Major General Gerasimov. Lieutenant General Andrei Mordvichev was the commander of the 8th general army of the Southern Military District of the Russian Armed Forces. He is reported to have died in firing by the Ukraine army. Andrey Paliy, 51-year-old deputy commander of the Russian Black Sea Fleet, had died in the battle for Mariupol. Lieutenant Colonel Dmitry Safronov, Commander of the 61st separate marine brigade, was killed when Ukraine recaptured Chuhuiv. The Ukraine Ministry of Defence announced the killing of Lieutenant Colonel Denis Glebov, deputy commander of the 11th separate airborne assault. These indicate that the Russians have bitten off more than they could chew. Media analysts across the globe have said that Russian dictator Vladimir Putin may have grossly under estimated the capability of the Ukrainian army when he ordered the invasion on February 24. Putin had expected his army to roll over Ukraine within two to three days. His over confidence may have stemmed from Russia’s military achievements in Crimea, Georgia and earlier in Chechnya. Given the fact that Russia outmanned Ukraine 9:1 and outgunned it by 10:1; not even the USA, if it was placed with the same disadvantage and in the same situation, could have withstood the Russian blitzkrieg. According to Bloombergs tally, Russia has lost 214 tanks, nearly 80 aircraft, 90 attack helicopters and 1,292 vehicles in total to attack, capture, or desertion, while Ukraine has lost at least 74 tanks- destroyed or captured. However, what takes the cake is that Ukraine captured at least 117 Russian tanks, according to open-source-intelligence analysts who scrutinize photos and videos on social media. Though the Russians reportedly captured at least 37 Ukrainian tanks- it was inadequate to compensate for the roughly 274 tanks it is believed to have lost to all causes. Leaving aside the fight, Ukrainian deaths of hundreds of children and thousands of civilians and exodus of lakhs of refugees will be the biggest ever scar of the war. And when you begin to see that person in the middle of a difficult and painful struggle, don’t try to prevent it, but pray that his difficulty will grow even ten times stronger, until no power on earth or in hell could hold him away from Jesus Christ. Over and over again, we try to be amateur providences in someone’s life. We are indeed amateurs, coming in and actually preventing God’s will and saying, “This person should not have to experience this difficulty.” Instead of being friends of the Bridegroom, our sympathy gets in the way. One day that person will say to us, “You are a thief; you stole my desire to follow Jesus, and because of you I lost sight of Him.” Beware of rejoicing with someone over the wrong thing, but always look to rejoice over the right thing. “…the friend of the bridegroom…rejoices greatly because of the bridegroom’s voice. Therefore this joy of mine is fulfilled. He must increase, but I must decrease” (John 3:29-30). This was spoken with joy, not with sadness— at last they were to see the Bridegroom! And John said this was his joy. It represents a stepping aside, an absolute removal of the servant, never to be thought of again. Need to revise the Nagaland Municipal Act 2001
T
he Government of Nagaland published Nagaland Municipal Act in 2001. It is now 20 years old and needs to revise. Many Civil Societies have pointed out recently in print media with valid reasons as to why it is necessary to revise the whole Act. Part Amendment is not sufficient. Reason is, there are many anomalies as pointed out by many stockholders, especially tax on Land and Building. I remember vividly why in 2008 the public of Mokokchung Town protested against the Municipal Election is due to the fact that there is no government land and so are not willing to pay Municipal tax on private land and building. In fact, in all the Municipal and Town Coun-
cils except Kohima many public are not willing to pay the parking fee of Rs 10/ which is collected every time the same vehicle parks at different locations. Whether this kind of Municipal tax comes under the purview of GST, government has to ponder upon seriously. Municipal Election is another area where revision is necessary. Urban Local Body which is known as Municipality is an autonomous Urban Local Body which is on the bottom of the three tier system of government .It follows the General Legislative Assembly Election system. Do we need to change this system and follow the Rural Local Body Election system which is less cost ef-
fective and more clean. It is more of public service than personal advantage. They must pay for ut. There are no waiters in the Parliament cafeteria. Every MP buys their own food and washes the dishes after by themselves. MPs have no Secretaries or Assistants. Every party gets a certain allowance for secretaries but they cannot be employed by any individual member. Every MP have to plan their own
schedules and answer their own calls. There are free newspapers and magazines in the Parliament building. They are to share by all the MPs. When travelling, MPs are supposed to choose the cheapest option. If they rent cars, they must choose the shortest possible routes. Any trip abroad must cost a maximum of SEEK 50,000($5,400). There are no lifetime pensions for former MPs. For 2 years after retirement, they receive 85% of their pay. However, they must still prove they’re looking for a job. Regional Politicians don’t even have salaries. Their Political work is considered public good and as such is unpaid. Public service in Sweden is neither prestigious nor lucrative.

On the prepaid meter issues
O
f late, there has been much hullabaloo over installation of the new prepaid meter boxes in Kohima and Dimapur. The main reason for the apprehension is ignorance on the part of the consumers. Moreover, some know-it-alls, who know nothing at all, have added fuel to the fire by their false narratives. Concerned officers of the Power Department have tried to allay our fears by explaining in detail the benefits of the new system, but most of us are still not convinced. Of course, most may not have read the notices of the Power Department. We (my family) too were very apprehensive and did not want the new meter boxes. However, the young men assigned by the company to install them informed us that this Governmentof-India-initiative is mandatory, so we reluctantly complied. As soon as our prepaid meter boxes were installed on 27 April 2021, my family started the good practice of immediately conserving energy in a big way by putting off unnecessary lights, appliances, etc. This was mainly for fear of huge expenses. However, we decided to monitor our power consumption, which continued regularly. Our findings were quite astonishing. Comparative analyses in the following tables will help explain. Meter Box A

Therefore, fellow citizens, please do not fear the new system (hopefully, no defective meter boxes are installed). It is an initiative to remove all the ills of the old system. Our government was losing huge amounts of money due to various reasons. With the new system in place, our state revenue should improve. Review of NLTP Act: Opinions
eview of NLTP Act: Yes or No” was the motion for debate in the “Rethinking Socially” group. Women, children, and the elderly were unable to roam freely at night in the 1980s. Robbery and drunkenness started to pose a threat to peaceful coexistence. Dropouts, divorce, domestic violence, and premature death plagued many families. Dr. Menji Jamir further adds, “To move around being drunk in towns became a fashion.” After the NLTP Act, Dr. Eyingbeni Humtsoe-Nienu questions, “Has alcohol abuse reduced? Has the divorce rate decreased? Has wife battering/domestic violence stopped? Except for revenue loss, what else has changed for the better in the last 30 years?” Unfortunately, NLTP could not curb the menace of alcoholism. Instead of curving, Dr. Imkongmeren Longchar says that “Corruption, syndicate suppliers, adulteration, and spurious drinking have killed more young people prematurely.” Both the government and the churches appear content with the sporadic seizing and destroying of liquor. However, due to tremendous demand, illegal businesses continue to thrive. Dr. Longchar further writes, “Assam border towns and villages near Nagaland have multiple Wine and Alcohol shops both licensed, or none opened in disproportionate to the existing population of the towns.” We must accept that we have failed as a group. It is not time for us to blame each other but act together and discern the best for the future of Naga society. Referring to Naga’s popular view on the relationship between sin, salvation, and alcohol, the
group was of the opinion that salvation comes from God, which requires doing the will of God. It is only by doing the will of God that one attains salvation. The biblical teaching is very clear on the abuse of alcohol. “Abuse of alcohol ruins life, family, children and kills oneself,” says Ms. Seno Tsuhah. It is not only the Bible, but “All scriptures condemned the abuse of alcohol”, says Mary Chang. Dr. ZK Pahrü points out that “Bible values life more than revenue and anything else.” Has NLTPA protected life? Dr. Imlirenla Walling opines that “Nagas have been debating this subject for more than 30 years, and it is high time for it to be reviewed.” Therefore, people and institutions, including the church, should welcome the proposal for review since it is no longer effective and applicable in today’s context. Dr. Imkongmeren Longchar further elaborated that “Prohibition could be good or bad. It is entirely determined by people’s attitudes and mindsets toward alcohol usage.” Referring to whether church leaders should participate in the protest movement, Dr. Wati Longchar says, “It is wrong to say that the church’s duty is spiritual/soul-winning alone. The Bible never teaches that. The church’s calling is a holistic ministry that involves both body and soul. It involves resistance against an unjust system, unjust law, and practices. The Bible is the book of resistance for justice in defence of the oppressed and exploited. The prophets resisted unjust rulers who trample down the poor for want of power and wealth. Resistance against the power
and principalities led Jesus on the cross. Following the footsteps of Jesus, many disciples were martyred for justice. In our times, pastors Martin Luther King Jr, Deitrich Bonhoeffer, etc were assassinated/executed for resisting the dictators and unjust systems.” Therefore, it is not biblical and historically correct to say that the church cannot participate in protest movements, hunger strikes and fast unto death. Rev. Walu Walling added that “Resistance for justice for the protection of life is an integral part of Christian teaching and tradition. Baptist as a denomination was born out of resistance, and this is our history.” Resistance is a democratic right. “The church should become a force for social change and transformation”, adds Seno Tsuhah. Dr. Solomon says that “Government exists for the welfare of people. To legislate the laws for the welfare of the people is the mandate of the government. So to review, or either partial or total lifting of NLTP is also the duty of the government. If the law promotes people’s well-being, social and economic development, especially the poor and marginalized, the civil societies and the church as an institution must stand with the government.” On the other hand, “If it benefits only the rich and creates problems in society, the people and organizations must stand together and challenge the unjust system. More importantly, the government should invest on creating support system for alcoholics and families affected by alcoholism” Dr. Resenmenla Longchar further added. alcohol prohibition laws. Because “they have strict regulations for those, who drive, public servants on duty, domestic violence and those who create nuisance and harassment in public places after drinking alcohol,” says Kivi Zhimo. She adds, “People who violate are fined, jailed, and terminated from the service.” Hose Sangtam, a research scholar in Taiwan, says, “The law enforcement agencies have adequate technologies to monitor the abuse of alcohol in public places. When the law enforcing agencies violate, they are doubly fined, jailed and terminated from the service.” Dr. Imlirenla Walling believes that “If a member of the staff is found to be an alcoholic while serving in public office, they should be sent to a detox centre or fired.” Instead of total prohibition, “a more stringent regulation on violators and law enforcement agencies will be more practicable”, she adds. As a result, debating the pros and cons based on the NLTP Act of 1989 will be fruitless. It is outdated and impracticable. While we wait for the government to pass new amendments, Dr. Sentiwate Aier suggests that “the church should come out with a clear prophetic mission and vision to address challenges like alcoholism, insurgency, multiple taxes, unemployment, power abuse, and corruption in public life.” More importantly, he further adds, “churches need new ministry of nurturing spiritual well-being of the members who are effected and affected by Covid-19.” It is also important that church should have a planned program for health care services and counselling. Delhi won’t be able to blame Punjab for smog
There is no doubt that India is certainly on the way to become the world’s largest economy and one of the superpowers, but the situation is not satisfactory in terms of environment and air pollution. The condition is that among the top 100 places which have been found to be most polluted on the earth, 63 Indian cities are included in the list. Not only this, some of our cities are leading the tally. For example, Delhi is the world’s most polluted capital for four consecutive years. Pollution in the national capital has increased 15 times as compared to previous year. The condition of North India is worse in terms of air pollution. Delhi’s air pollution ranks fourth in the world, while the most polluted city is Bhiwadi in Rajasthan. After this comes the city adjacent to the national capital is Ghaziabad of Uttar Pradesh. Ten of the 15 most polluted cities in the country are around Delhi, half of which are in Haryana and Uttar Pradesh. A recent report of IQAir, a Swiss environmental firm, reveals that stubble burning in paddy fields in Haryana and Punjab is responsible for 45 percent of air pollution in Delhi. Now that the Aam Aadmi Party (AAP) governments are ruling in both Punjab and Delhi, it will be interesting to know that in the coming winter season whether the stubble smoke from Punjab will reach Delhi or not? As per the World Air Quality Report released by IQAir, no city in India has met the World Health Organization (WHO) air quality criteria. Smoke from motor vehicles, coal-fired power stations and industrial plants plays a major role in deteriorating our air quality. It is not just a matter of statistics, but this situation is directly affecting the health of the people in our country. Air pollution causes many heart and lung diseases, for which the country has to spend a huge amount for its treatment. For India, this amount is estimated to be more than $ 150 billion. IQAir uses data from ground sensors and government agencies to prepare the world air quality report. It is also said that air traffic causes a lot of pollution. However, all the blame is put on the trucks. When all the VIPs travel by air, hardly any agency or country will think of banning airplanes. The condition of domestic air travel has been improving gradually. Union Civil Aviation Minister Jyotiraditya Scindia said in Parliament that in December, 3.8 lakh passengers traveled by air every day, whereas before Covid, 4 lakh people traveled by air on a daily basis. That is, the civil aviation industry of the country is rapidly returning to the previous level. Also, international flights are also going to start with 100% capacity from March 27. When the cases of Covid started in the country, then on 23 March 2020, international flights were suspended for a week, and later the ban remained in force for two years. However, in July 2020 a limited number of flights continued with the air bubble arrangement with 37 countries. Under the air bubble system, passengers going abroad were strictly prohibited from going anywhere other than the designated places from the hotels. NEW DELHI, MAR 24 (PTI): The Supreme Court on Thursday refused to accord urgent hearing on the pleas challenging the Karnataka High Court verdict which dismissed the petitions seeking permission to wear hijab inside the classroom and stated that the headscarf is not a part of the essential religious practice in Islam. A bench comprising Chief Justice N V Ramana and Justice Krishna Murari denied the request of senior advocate Devadatt Kamat who mentioned the matter seeking urgent listing saying that examinations are going on. “Exams have nothing
to do with the issue,” the bench said. Solicitor General Tushar Mehta submitted that they are repeatedly mentioning the matter. “Mr SG, can you wait,” the apex court said, while asking Kamat not to sensitise the issue. “These are girls... the exams are from 28th. They are being prevented from entering the schools. One year will go,” Kamat said. The apex court, however, did not accede to the request. Accidental missile firing: Probe finds human error as likely reason
NEW DELHI, MAR 23 (PTI): Human error appears to be the likely reason for the accidental firing of a missile into Pakistan two weeks ago, people familiar with the ongoing probe into the incident said on Wednesday. The Court of Inquiry probing the incident is learnt to have been examining the role of a Group Captain and a few other officials for their alleged lapses, they said. There is no official comment on the matter yet.
The incident had taken place on March 9, following which Pakistan had lodged a strong protest with India the next day.“Human error appears to be the reason for the incident in the ongoing probe,” one of the people familiar with the ongoing probe said. On March 11, the Defence Ministry said the missile was fired accidentally and it landed in Pakistan. The ministry described the incident as “deeply regrettable” and that it was
caused by a technical malfunction in the course of the routine maintenance of the missile. The defence ministry said the government has taken a serious view of the incident and ordered a high-level probe into it. Separately, Defence Minister Rajnath Singh said in Parliament on March 15 that the standard operating procedures for operations, maintenance, and inspection of such systems were being reviewed.

NEW DELHI, MAR 24 (PTI): Trinamool Congress Rajya Sabha member Derek O’Brien on Thursday termed the Mumbai-Ahmedabad bullet train line a “vanity project” of the Centre and accused the government of not addressing the real transportation needs of the common people. Speaking at a discussion on the working of the Ministry of Railways in the Upper House, O’Brien also sought transparency in the matter regarding the private trains, Tejas, while also criticising the government for lack of “big ideas” to further enhance the national transporter. “Your outlook on the railways is different from the TMC and many other parties... For us, the railways constitutes the infrastructure for the fundamental right of every Indian citizen to travel from point A to point B. It is a fundamental right as far as transport goes. You may look at differently, we do not,” he said. Citing the example of the Mumbai-Ahmedabad bullet train project, the TMC MP said, “We feel nothing (is) wrong with the bullet train at some later stage. To make that bullet train, it costs you about Rs 200 crore a km. Our priority would have been the dedicated freight corridor for ‘sabzi’ (vegetables), for ‘chawal (rice), ‘for everything else at Rs 25 crore a km.” The total cost of the project is pegged at Rs 1.08 lakh crore. The 508.17-kilometre long network will pass through Mumbai, Thane, and Palghar in Maharashtra; and Valsad, Navsari, Surat, Bharuch, Vadodara, Anand, Kheda, and Ahmedabad in Gujarat. Accusing the gov-

NEW DELHI, MAR 24 (PTI): After hike in rates of petrol, diesel and LPG, the prices of CNG and cooking gas piped to household kitchens (PNG) in the national capital were hiked on Thursday by Re 1. CNG price in NCT of Delhi has been increased to Rs 59.01 per kg from Rs 58.01, according to the information posted on the website of Indraprastha Gas Ltd - the firm which retails CNG and piped cooking gas in the national capital. This is the third increase in CNG rates this month, which follows a spike in input (natural gas) prices across the globe. On the previous two occasions, rates had gone up by Rs 0.50 per kg. Following the firming up of international gas rates, IGL has been raising CNG rates periodically. Prices have gone up by about Rs 5.50 per kg this year alone. B RU S S E L S, M A R 2 4 (AP): Ukrainian President Volodymyr Zelenskyy called for “military assistance without limitations” as he addressed an emergency NATO summit on Thursday, the first of three urgent meetings US President Joe Biden and world leaders are holding in response to the Russian invasion. Zelenskyy pleaded for anti-air and anti-ship weapons, asking “is it possible to survive in such a war without this?” “It feels like we’re in a gray area, between the West and Russia, defending our common values,” Zelenskyy said in his video address to the summit. “This is the scariest thing during a war — not to have clear answers to requests for help!” A Biden administration official, who requested anonymity to discuss the closed summit, said Zelenskyy did not repeat his demand for a no-fly zone, a demand NATO already has rejected. Western officials fear such a step would lead to direct conflict between NATO and Russia, which Biden described as a potential World War III. However, in brief opening remarks as the NATO summit began, Secretary-General Jens Stoltenberg said the alliance must boost its defences and “respond to a new security reality in Europe”. “We gather at a critical time for our security,” he told the leaders seated at a large round table. “We are united in condemning the Kremlin’s unprovoked aggression and in our support

On February 24, Russian forces launched military operations in Ukraine, three days after Moscow recognised Ukraine’s breakaway regions – Donetsk and Luhansk – as independent entities. Russian troops have targeted areas where civilians are present, including apartment buildings, schools and hospitals. “Today, I can announce that, based on information currently available, the US government assesses that members of Russia’s forces have committed war crimes in Ukraine,” Blinken said Wednesday. “Our assessment is based on a careful review of available information from public and intelligence sources. As with any alleged crime, a court of law with jurisdiction over the crime is ultimately responsible for determining criminal guilt in specific cases,” he said. “Since launching his unprovoked and unjust war of choice, Russian President Vladimir Putin has unleashed unrelenting violence that has caused death and destr uction across Ukraine,” he said. “We’ve seen numerous credible reports of indis-

China to ramp up arms exports to Pak India, 12 abstain in UNSC on vote on Russian-led draft resolution ISLAMABAD, MAR 24 (IANS): China has decided to increase its arms exports to Pakistan and take a major leap in its defence cooperation with Pakistan, initiating sale of arms ranging from stealth fighters to submarines, a move viewed as Beijings attempt to inflict more pressure on its border dispute rival India. China is aiming to increase its defence expansion in South Asia, which would further multiply its influence in the region. It should be noted that China’s increase in defence cooperation comes at a time when the US and Europe are focused on the deteriorating situation arising out of the Russia–Ukraine conflict. “Beijing stands ready to provide assistance within its capacity to Pakistan to overcome difficulties and recover its economy,” said Chinese Foreign Minister Wang Yi during his visit to Islamabad as a special guest representative in the OIC (Organization of Islamic Cooperation) Conference of Foreign Ministers (CFM).

Earlier this month, China delivered six J-10CE fighter jets to Pakistan as part of its defence cooperation. The J-10CE jets were also part of the Pakistan Day parade in Islamabad on Wednesday, in which Pakistan showcased its military strength. J-10CE is a 4.5-generation fighter jet, the make of which is among F-15s and F-35 stealth fighters in terms of capacity. Pakistan has also added at least 50 new JF-17 fighters, developed jointly with China. It is pertinent to mention that China’s increased defence cooperation with Pakistan is directly linked to India’s recently acquired
Russian S-400 missile defence system. China’s increased defence cooperation with Pakistan is being seen as a response to potential threat from Indian air operations. China is also facilitating Pakistan’s naval capacity and capabilities as Islamabad inducted a Chinese-built Type 054 frigate, designed for anti-surface, anti-air and anti-submarine warfare, with an aim to counter potential Indian threat of clouting important India-Pacific sea lanes. U N I T E D N AT I O N S, MAR 24 (PTI): India, along with 12 other UN Security Council members, abstained on a resolution by Russia on the humanitarian crisis in Ukraine. The draft resolution by Russia was cosponsored by Syria, North Korea and Belarus. It failed to get adopted in the Council on Wednesday as it did not get the required nine yes votes to pass. Russia and China voted in favour of the resolution while there were no countries voting against. India and the remaining Security Council members abstained. Permanent and vetowelding Council member Russia had called for a vote in the 15-nation Security Council on its draft resolution that “demands that civilians, including humanitarian personnel and persons in vulnerable situations, including women and children are fully protected, calls for negotiated ceasefire for enabling safe, rapid, voluntary and unhindered evacuation of civilians, and underscores the need for the parties concerned to agree on humanitarian pauses to
this end.” The Russian resolution, which makes no reference to its invasion of Ukraine, calls upon all parties concerned to allow safe and unhindered passage to destinations outside of Ukraine, including to foreign nationals without discrimination, and facilitate safe and unhindered access of humanitarian assistance to those in need in and around Ukraine, taking into account the particular needs of women, girls, men and boys, older persons and persons with disabilities. While other Council members made statements after the vote on the resolution, India did not make any statement. India had previously abstained on two occasions in the Security Council and once in the General Assembly on resolutions on Russia’s invasion of Ukraine. Early polls can be held to end political uncertainty: Pak Interior Min ISLAMABAD, MAR 24 (PTI): Pakistan’s Interior Minister Sheikh Rashid said on Thursday that early elections can be held in the country to end the current political uncertainty due to a no-trust motion against embattled Prime Minister Imran Khan, who is struggling to save his government. Addressing a press conference in Islamabad, Rashid also warned party dissidents that switching sides would not do them any good. The Russian Foreign Ministry said on Wednesday in a statement that it summoned a senior diplomat of the US embassy in Moscow on Wednesday and declared a list of American diplomats “persona non grata”, Xinhua news agency reported. The US side was told that any hostile actions against Russia will receive a decisive and adequate response, it added. The Ministry did not disclose how many US diplomats are targeted and the deadline of their departure.
COLOMBO, MAR 24 (IANS): There is a delay in printing school textbooks due to the shortage of paper and other related accessories, Sri Lanka’s Educational Publications Department Commissioner General P.N. Ilaperuma said, Daily Mirror reported. He told the Daily Mirror that there is also a delay in the distribution of printed textbooks to schools due to the current fuel crisis in the country. “The present power interruption has made a significant impact on textbook printing.” Printing of textbooks in the days before the Covid-19 pandemic was not an issue. “Several sections of the state printing corporation and private printers have closed due to COVID pandemic. Therefore, the completion of the projects
were delayed. However, 45 per cent of the school text books were printed at the state Printing Corporation,” he said, as per the report. Some 38 million text books are to be distributed among the schoolchildren in Sri Lanka. He stated that 32.5 million textbooks would be printed this year. The government has spent Rs 2,338 million on printing text books, including those books which have been given to the children. Textbooks were distributed to provincial book stores and directly to several schools for a total of 34.8 million (91.8 per cent). There are 31.6 million (97 per cent) text books to be printed. However, the Publications Department is to print the remaining text books before the next school term begins.

Quarterly meeting of DTCC held in Wokha DIMAPUR: Wokha district quarterly meeting of District Tobacco Control Cell (DTCC) district level coordination committee, district level enforcement squad and flying squad, NTCP Wokha-cum-district tuberculosis comorbidity coordination committee (DTBCCC) meeting was held on March 22 under the chairmanship of EAC, Wokha, I. Yentinougbu. According to a DIPR report, district nodal officer, Nagaland Tobacco Control Programme (NTCP) Wokha, Dr. Daisy Ovung while delivering quarterly report on district tobacco control cell spoke on the risks and negative effects of tobacco use. She said the risk of tobacco consumption in any form were known to deteriorate the overall health of an individual, affecting all the organs in the body increasing the risk of
other diseases and reducing our all life-expectancy and other problems. Dr. Daisy said DTCC also conducted 40 enforcement education communication activities and one enforcement drive, during which four defaulters were fined for violating section 6 (a) of COPTA 2003. She said they were counseled and others were provided with pharmatherapy. The NTCP district nodal officer said focus was made on strengthening COTPA Sec-4 ban on smoking in public places and informed that altogether, there were 33 section on tobacco. She however said since the state was a “consuming state”, there was no growing or manufacturing of tobacco products. In this regard, Dr. Daisy said the state was only focusing on COTPA Section 4, 5 and 7 and sec-

L O N D O N, M A R 2 4 (AGENCIES): Chelsea supporters will be able to buy tickets to away games, cup games and women’s fixtures after the British government amended the club’s special licence, the Department for Digital, Culture, Media and Sport (DCMS) said on Wednesday. Chelsea will not receive any revenue from the ticket sales, the DCMS added, with all proceeds going to relevant competition organisers. Premier League Chelsea were unable to sell tickets due to British government restrictions after sanctions were imposed on the club’s Russian owner Roman Abramovich following Russia’s invasion of Ukraine. “Since Roman Abramovich was added to the UK’s sanctions list for his links to (Russian president) Vladimir Putin, we have worked extensively to ensure the club can continue to play football while ensuring the sanctions regime continues to be enforced,” sports minister Nigel Huddleston said.
“I would like to thank fans for their patience while we have engaged with the football authorities to make this possible.” Chelsea cannot sell tickets to home fans for home league games but away supporters will be able to buy tickets for matches at Stamford Bridge, with revenue going to the Premier League. MUMBAI, MAR 24 (IANS): Defending champions Chennai Super Kings (CSK) on Thursday have announced that iconic wicketkeeper-batter MS Dhoni has quit as the captain of the side ahead of the start of IPL 2022. In place of Dhoni, left-arm spin all-rounder Ravindra Jadeja will be the new captain of Chennai. “MS Dhoni has decided to hand over the leadership of Chennai Super Kings and picked Ravindra Jadeja to lead the team.
