Govt starts process to amend IPC, CrPC Seeks suggestions from Governors, CMs, MPs, Judges NEW DELHI, MAR 23 (PTI): Aiming to make comprehensive changes in criminal laws, the government has initiated the process of amendment to laws such as Indian Penal Code, the Code of Criminal Procedure and the Indian Evidence Act in consultation with all stakeholders, Rajya Sabha was informed on Wednesday. Union Minister of State for Home Ajay Kumar Mishra also said that the Ministry of Home Affairs has sought suggestions from governors, chief ministers, lieutenant governors and administrators of union territories, Chief Justice of India, chief justices of vari-

ous high courts, Bar Council of India, Bar Council of various states, various universities, law institutes and all MPs regarding comprehensive amendments in criminal laws. Mishra said the department-related Parliamentary Standing Committee on Home Affairs in its 146th report had recommended that there is a need for a comprehensive review of the criminal justice system of the country. Earlier the Parliamentary Standing Committee in its 111th and 128th reports had also stressed upon the need to reform and rationalise the criminal law of the country by introducing a comprehensive legislation in Parliament rather than bringing about piecemeal amendments in respective acts. “With a view to make comprehensive changes in the criminal laws of the

country to provide affordable and speedy justice to all, create a people centric legal structure, the government has initiated the process for comprehensive amendments to criminal laws such as Indian Penal Code, 1860, the code of Criminal Procedure, 1973 and the Indian Evidence Act, 1872 in consultation with all stakeholders,” Mishra said in a written reply to a question. The minister said a committee had been constituted under the chairpersonship of the vice chancellor of National Law University, Delhi to suggest reforms in the criminal laws. “The government is committed to bring out a comprehensive legislation taking into account the recommendations of the committee and the suggestions received from all the stakeholders,” he said.

Week-long rain spell over NE NEW DELHI, MAR 23 (AGENCIES): Parts of Northeast India are set witness fresh wet spell during the week, which has remained mostly dry since the start of March. According to the India Meteorological Department (IMD) weather forecast, isolated or scattered rainfall of light to moderate intensity is set to drench Assam, Meghalaya, Arunachal Pradesh, Nagaland, Manipur, Mizoram and Tripura till March 25. IMPHAL, MAR 23: NPF will be the only alliance partner of BJP government in Manipur. Confirming this, N Biren Singh, who assumed office as chief minister of Manipur for the second consecutive term on March 21, mentioned that BJP welcomed support from other parties and categorically stated that only NPF legislators would be included in his council of ministers. “NPF will be the only partner of the government. But, we will accept external support from other parties,” he told reporters on the sideline of his visit to the historic Ima Keithel (all-women market) in the heart of the city here on Wednesday. BJP had won 32 seats in the recently-concluded Assembly elections. NPP, which was a part of the BJPled ruling coalition, bagged seven seats while its other partner NPF won five seats. Responding to another query, the chief minister confirmed that his council of ministers would be expanded further. However, it would take some time and likely taken up after the Assembly session. Responding to a query, the chief minister clarified that there was no consideration about drafting a common minimum programme of his government for the time being.

Fuel prices hiked for 2nd day in a row DIMAPUR, MAR 23 (NPN): State-owned oil marketing companies (OMCs) on Wednesday increased the prices of petrol and diesel prices by 80 paise a litre each for the second day in a row. As per the IOCL website, petrol in Dimapur now costs Rs.98.59 per litre as against Rs 97.75 on Tuesday while the diesel rate has gone up from Rs 84.49 per litre to Rs 85.30. Similarly, in the state capital Kohima, petrol price rose to Rs 99.73 per litre and diesel price increased to Rs.86.20. Rates differ from state to state depending on the incidence of local taxes. A record 137-day hiatus in rate revision ended on March 22 with an 80 paise per litre increase in rates.

Leopoldo Girelli, the Apostolic Nuncio to India & Nepal (Vatican Ambassador), is scheduled to visit Nagaland from March 26-29, 2022 to attend the first Convocation of St. Joseph University. According to Diocese of Kohima, the Vatican Ambassador is expected to arrive Dimapur on March 26 and proceed to Kohima, where he will be the main celebrant for the Holy Eucharist at the Cathedral, on Sunday (March 27, 2022). On March 28, he will attend the first Convocation of St. Joseph University, Ikishe Model village, Chümoukedima. DIMAPUR: Tenyimi Students Union Dimapur (TSUD) has expressed concern over the “alarmingly dangerous and wretched” road condition in and around Dimapur area with special reference to the stretch between St. John college and Dhobinala junction. WTC notifies on ODF+ DIMAPUR: Wokha Town Council, (WTC) has informed that areas under its jurisdiction have been declared open defection free (ODF+). In a press release, Additional Deputy Commissioner (ADC) and WTC administrator, T. Lankosen Tsanglao has informed that anyone found defecating in the open within the town would be penalized with a sum of Rs. 50 as first and Rs 100 for subsequent offence. For any queries or feedback regarding the declaration of ODF+, WTC said the council could be conducted during office hours within 15 days from the publication of the notice.

MOKOKCHUNG: Central Muga Eri Research & Training Institute (CMER&TI), Central Silk Board, ministry of Textiles, Lahdoigarh organised “Mega Vanya Resham Krishi Mela” at Multipurpose Common Facility Center at Chungtia village on March 22. During the programme, chief guest, DC Mokokchung, Shashank Pratap S i n g h u r ge d u p o n t h e stakeholders to utilise the technologies developed by CMER&TI, Central Silk Board (CSB) for enhanced production and productivity. It said in the preliminary report of community feedback mechanism, the responses highlighted gaps in existing Isoniazid Preventive Therapy (IPT) programme and “clearly indicated the high demand for 3HP among

the respondents.” Some of the reports generated mentioned that 73.6% of PLHIV who participated in the exercise had not heard of LTBI, 70.3% were not aware of TPT while 82.4% had not heard of 3HP. It also said among those who started IPT, 48.6% reported were not being screened by service providers on 4S (Symptoms complex of current cough, fever, weight loss, or night sweats) and 15.5% did not complete their six-month course and 55.6% reported of not receiving any pre and post counselling sessions. It mentioned that the affected community group comprising of PLHIV and Drug Users Network also has in the past, on several occasions written to the CTDNTEP and NACO-NACP to revitalize IPT and also to introduce 3HP for PLHIVs, but the bureaucracy at the national level “did not have the audacity or the courtesy to consider such request and demands of the affected community felt on deaf ears.”

In a press release, Pung ro Area College Students’ Union president Tokiu Yimchunger and general secretar y Limtsumong Y stated that “dereliction of duty” would not be tolerated and the union would forward the matter to higher authority for “disciplinary action.” The union while appreciating the role of teachers in educating children also expressed anguish that despite government directive, there wa s “ r a m p a n t p r ox y teachers” in government schools which it said was not only unethical but also violated the fundamental rights of students. Pungro Area College Students’ Union also affirmed its stand against such practices and said it would not tolerate if such practices were found within its jurisdiction. State’s opposition Trinamool Congress (TMC) has condemned the State government’s apathy towards the teachers. Five FASTOM members staged their sit-in-protest outside the Meghalaya Board of

School Education (MBOSE) office and decided to continue with their protest until their demands are met. The sit-in agitation was launched a day after the teachers carried out a silent protest march from outside Shillong Raj Bhavan voicing their demand to comply with their demands. The teachers are demanding that the salary of the teachers are increased by Rs 18,000 and 5 per cent increment every year for all adhoc categories and upgradation of adhoc schools to deficit-grant schools. Guwahati civic polls on April 19 GUWAHATI, MAR 23 (PTI): Elections to the 60 wards of Guwahati Municipal Corporation (GMC) will be held on April 19, Assam State Election Commissioner Alok Kumar said here on Wednesday. The last date for filing of nominations is March 30, while scrutiny of the documents will be conducted on April 1 and the last date for withdrawal of nominations is April 4. The counting of votes will take place on April 21, he told reporters. A total of 7,96,829 people, including 3,96,891 men, 3,99,911 women and 27 of the third gender are eligible to exercise their franchise in 789 polling stations spread across the 60 wards. Electronic Voting Machines (EVMs) will be used in all the polling stations. All steps will be taken to ensure smooth conduct of the polls, he said. Two wards each are reser ved for Scheduled Castes and Scheduled Castes (Women), one ward for Scheduled Tribes and two for Scheduled Tribes (Women), while 26 wards are reserved for general women and the remaining are open for all. A candidate can spend a maximum of Rs 2.5 lakh on campaigning, he said.

Pyngrope said that the government should focus on paying the teachers instead of paying the legislators. Currently, the monthly salary of a lower primary school teacher is Rs 12,000. The pay of an upper primary, a secondary and a higher secondary school teacher is Rs 16,000, Rs 20,000 and Rs 24,000 respectively. There is no additional allowance for teachers in each of these categories. There are over 7,090 teachers in 860 adhoc schools including lower primary, upper primary, secondary and higher secondary level.

AIZAWL, MAR 23 (PTI): After a hiatus of three months, Mizoram has again reported fresh cases of African Swine Fever (ASF), an official said. Last year over 33,000 pigs died in the state due to the outbreak of ASF. Animal Husbandry and Veterinary department joint director (Livestock Health) Dr Lalhmingthanga told PTI that fresh pig deaths due to ASF were reported recently in some villages. However, the number of pigs that died due to the fresh ASF cases would be officially announced after a meeting with

state chief secretary Renu Sharma on Wednesday, he said. He said that officials of animal husbandry and the veterinary department would meet Sharma over the fresh cases. Meanwhile, an official statement said that the cause of death of some pigs in east Mizoram’s Champhai town recently was confirmed as ‘ASF.’ Champhai’s Electric Veng neighbourhood where the pig deaths were reported has been declared as a containment area from March 21 until further order, the statement said.

Foreigners’ Tribunal in Assam serves notice on dead man

SILCHAR, MAR 23 (PTI): A Foreigners’ Tribunal in Assam’s Cachar district has served a notice to a deceased person, asking him to appear before it by March 30 as he had failed to produce valid documents to prove his Indian citizenship. The notice was served to one Shyaman Charan Das, who lived in Thaligram village of Udharbond area, by The Foreigners’ Tribunal 3rd, Cachar. He had died in May 2016. In the notice, it was alleged that he had illegally entered Assam without any valid documents between January 1, 1966 and March 23, 1973. The notice also said that he could not produce any valid documents before the police during inquiry and as such he was suspected to be an illegal immigrant. A case was filed against

Das in 2015 but when he passed away in May 2016, his family submitted the death certificate, following which the case was closed in September that year by a member of the same tribunal. The Border Police, earlier this year, filed a fresh case against him on the suspicion that he was an undocumented immigrant, following which the notice by the tribunal was issued recently. Cachar SP Ramandeep Kaur said that a complaint must have been registered against the person, and a notice may have been issued on its basis but if the person is dead, the case will be dismissed. The daughter of the deceased said that serving the notice to a dead man shows how people left out of the NRC in Assam are being harassed.

I-T raids Hero Motorcorp, chairman Pawan NEW DELHI, MAR 23 (PTI): The Income Tax Department on Wednesday conducted raids at multiple premises of Hero Motorcorp as part of a tax evasion investigation against the country’s largest twowheeler automobiles manufacturer, officials said. The company called it a “routine inquiry, which is not uncommon before the end of the financial year”. Offices and residential premises of the company including that of chairman and CEO of the group Pawan Munjal located in Gurugram (Haryana), Delhi

and few other locations were being covered, they said. A team of officials of the department are looking at financial documents and other business transactions of the company and its promoters, they said. “Officials from the Income Tax Department visited two of our offices in Delhi and Gurugram and the residence of our Chairman & CEO Dr. Pawan Munjal on Wednesday. We have been informed that this is a routine inquiry, which is not uncommon before the end of the financial year,” the company said in a statement.

It said Hero MotoCorp is an ethical and law-abiding corporate, and maintains the highest standards of impeccable corporate governance. “In keeping with this philosophy, we are extending our full cooperation to the authorities. We reassure all our stakeholders that it continues to be business as usual,” the statement said. Hero MotoCorp became the world’s largest two-wheeler manufacturer in 2001, in terms of unit volume sales in a calendar year, and has maintained the title for the past 20 consecutive years.

Dhami is the state’s 12th CM and, at 46, the youngest. He visited the Tapkeshwar Mahadev temple in the morning and also offered prayers at a gurdwara in the city, ahead of the swearingin ceremony. Dhami has earlier served as an Officer on Special Duty (OSD) and adviser to Maharashtra Governor and former Uttarakhand chief minister Bhagat Singh Koshyari. He began his political career in 1990 with the Akhil Bharatiya Vidyarthi Parishad and was the state president of the Bharatiya Janata Yuva Morcha twice. He campaigned for reservation of jobs in industries for the local youth. Son of an Army subedar, Dhami graduated from Lucknow University in Human Resource Management and Industrial Relations, and also has a degree in law.

NEW DELHI, MAR 23 (PTI): Congress president Sonia Gandhi on Wednesday urged the Centre to restart the mid-day meal scheme in schools which was discontinued during the COVID-19 pandemic. Making a Zero Hour mention, she also asked the government to make available hot, cooked food to children under three years, pregnant women and lactating mothers. Gandhi said children, the future of the country, had suffered the most during the pandemic as schools were among the first institutions to be shut down and the last to reopen. “When schools were shut down, the mid-day meals scheme was also discontinued. It was because of the National Food Security Act and directions from the Supreme Court that people were given dry rations. But, for children, dry ration is no substitute for cooked and

nutritious meals,” she said. Gandhi said it was true that children and their families had to face difficult times during the unprecedented pandemic. “But now, as children return to school, they need to be given better nutrition. Mid-day meals will also help bring those children back to school who had dropped out during the pandemic,” she said. Gandhi noted that

according to the National Family Health Survey (NFHS) 2019-21, the percentage of malnourished and underweight children, under five years of age, has increased in comparison with 2015-16. “This is worrisome and the government should make every effort to prevent this,” she asserted. State Legislatures have power to tax lotteries: SC NEW DELHI, MAR 23 (PTI/IANS): State Legislatures have the power to tax lotteries organised by other states, the Supreme Court held on Wednesday. A bench of Justices MR Shah and BV Nagarathna said a lottery conducted by Government of India, states or authorised by a state or conducted by private entities is an activity falling within the nomenclature of ‘betting and gambling’. The apex court allowed the appeals filed by Karnataka and Kerala governments

and set aside the orders of Karnataka and Kerala High Courts which held that they lacked the legislative competence to levy tax on the lotteries. The high courts had held that state governments cannot tax lotteries run by other northeastern states like Nagaland, Arunachal Pradesh, Meghalaya, Sikkim, and ordered them to refund the money. “The State Legislature has the competence to tax lottery scheme which is gambling being conducted

not only by the Government of India or the Government of any State or by any other agency or instrumentality of a particular State but also by a private entity within the State as gambling,” the bench said. The top court said that the high courts were not right in holding that the State Legislatures had no power to levy tax on lotteries conducted by the Government of India or the Government of any State or Union territory in the State of Karnataka as such

a power could be read in Entry 40 or Entry 97 of List I and only the Parliament could levy such a tax. “We hold that the tax sought to be imposed by the State Legislatures of Karnataka and Kerala by way of the impugned Acts, is traceable to the power conferred

on the State Legislatures under Entry 62 of List II. Northeastern states had argued that both Karnataka and Kerala sought to impose tax on the sale of lottery tickets which is not permissible and their laws were extra-territorial in operation.

Oil turmoil

xpectations of recovery of the Indian economy after over a year and half of lockdown throughout India has been put on the backburner after prices of crude oil and gas began to rise rapidly since February following the Russian invasion of Ukraine. In metro cities, petrol and diesel prices are set to soar again by 80 paise per litre. The price of domestic cooking gas was hiked by Rs 50 when a 14.2-kg nonsubsidised LPG cylinder will now cost Rs 949.50 in Delhi. The prices of global crude had been on steady rise since the end of 2021 but the government had held back the price in view of the assembly elections in five states despite the imminent impact by the Russian invasion. The resumption of fuel price hikes has fanned concerns of stoking inflation, which is already above the targeted 6 per cent level. It may be recalled that the government of India had attempted to project itself as people-friendly when it reduced excise duty on petrol and diesel substantially. With crude oil prices crossing $100 per barrel after more than seven years, an oil shock is on its way. International oil prices started rising again this year and jumped to a 14-year high of $140 per barrel earlier in March. Brent was trading at USD 118.59 per barrel . To compound things, the Indian rupee tumbled against the US dollar, making imports costlier. India relies on overseas purchases to meet about 85 per cent of its oil requirement, making it one of the most vulnerable in Asia to higher oil prices. A gas shock too, for close to half the natural gas that is consumed in the country is imported. Coal also comes into the reckoning, for (as with oil) India is its third-largest importer. There will be wider consequences, though. Raw material costs will go up virtually across the board for industry, and fuel costs for electricity-generating companies. The rising prices of fuel has pushed up prices of various commodities owing to increase in freight or transport charges. Besides the low income group, labourers and those who lost jobs are not even able to buy enough daily food intake. The chief of the World Bank David Malpass has said that the war in Ukraine is a “economic catastrophe” for the world that will cut global economic growth. He said that the fighting comes “at a wrong time” because inflation was already rising globally. True that such issues are not political but they are more often than not, politicized by political parties. Every political party does it. The increased levies on petrol and diesel per litre respectively is just the latest in a long series of fuel tax hikes since the onset of the COVID-19 pandemic. This has made India now ranked among the world’s most taxed consumers of transport fuel. Central and state taxes accounted for over 69% of retail fuel and handily beating even highly-taxed European economies; indeed an achievement of sorts.

Never deceive yourself; when carnality is gone you will know it— it is the most real thing you can imagine. And God will see to it that you have a number of opportunities to prove to yourself the miracle of His grace. The proof is in a very practical test. Thank you , for your hospitality and generosity. May God bless you abundantly! My dear countrymen, our nation has long been a unique nation. Our glorious past was embroidered with moral and ethical values sure as courage, loyalty, honesty spattered with undying acts of love and heroism. Today as we inherit these virtues let us acknowledge God who bestowed upon our forefathers these virtues. In religion and spirituality, our forefathers lived in complete reverence of the Holy Ghost who was believed to be the sole proprietor of everything under the sun. The fear of being reprimanded by a divine power for committing a forbidden act was the main reason for obedience and deterrence. If we look at our neighbouring nations, we find that they were under different rulers at different points in their history. However, our forefathers were never under the subjugation of any foreign rule. They lived in a self-sufficient and self-regulated village republic. Rivalries and fights for leadership were unheard of. Hardwork, honesty, courage and loyalty were the four pillars of the society. They relied on the wisdom of the elders to guide them and the courage and strength of the young men to protect them. How blessed are we to inherit such grandeur! Preserving one’s honour and integrity and practicing modesty and humility are integral to our ways of life. We must never let go of such values. As a people, we must strive to respect and preserve our language and our dress because they are our identity. They reflect our culture and custom and conserve our way of life. It is as important as protecting our land. This is why , the concept of “Urra u vie” encompasses not only our land but also our culture, cus-

toms, language, dress, beliefs and our way of life. (Urra u vie, in Tenyidie literally translates as “Our land is ours”) Before the arrival of the Britishers, we had sporadic conflicts for hundreds of years with the neighbouring kingdoms. Then the Britishers came with the evil intention of just reducing us into a European colony but failed. Following their exit, the Indian Army soon forced it’s way into our land and committed all sorts of unthinkable crimes against us. They caused the darkest period in our history. The breath and scale of violations of international law ranging from illegal occupation and burning down of villages and granaries to torture and killing of thousands of people including innocent women and children to raping of countless women , mass killings and brutal massacres are down right appalling and amounts to Crime against Humanity. Successive Indian leaders have said that they had never invaded any country in their history. But the first thing they did after their independence from Britain was to invade our peaceful land. Today India tries to portray itself as an advocate of ‘peace’ while they stand guilty of committing war crimes and continue to deploy it’s force to commit wicked atrocities on our people. But my dear countr ymen, throughout all these years of pain and tears, our eternal God has been our refuge and strength. In our darkest moments He answered our prayers, for we did not flee our land nor did we become refugees in a foreign land. No, we stayed put to defend and protect what is ours. From the ashes of destruction, God raised us up and gathered us as one people to reclaim what were once ours- our lands our dignity and our freedom. We formed our ‘Youth Force’, in our eastern region it was known as ‘Safe-guard’ and also formed ‘Women Society’. This helped in protecting and restoring our villages. God blessed us with visionary leaders who set the foundation for the establishment of a fruitful and God-fearing nation. - On 27th of March 1880 the Peace Agreement was made between Pelhou Dolie and Britian’s Brigadier General in Mezoma village. Our history of civilization once called by the Britishers as “barbaric” and adopted a pluralistic legal approach is now on the transition. The customary demarcation of rights and duties followed through ages may to the modern legal jurists appear to be harsh requiring reform. The biggest democratic nations of the world like India and the United States have however made special reservations in tribal governance. The Nagas are one such fortunate tribe to enjoy customary freedom along with the fundamental rights under the Constitution of India. In every issue, law must not be considered as a dictate, but it is a tool of social engineering to maintain the rule of law and equilibrium in the society. The Naga customs and usages are customary law for they have the sanction of law. They are as valid and authoritative as any other laws. However, this position does not provide immunity to the Naga customary law from judicial scrutiny and legislative reform. The state recognition of customary authorities as auxiliary to the administration expressly illustrates the faith of the state in the application and enforcement of customs in the management of the society at all levels of decision and policy making. It appears thus in Naga society, the customary authorities are supplemental advisory body in addition to the cabinet. However, under the Constitution of India there is no provision that expressly validate the advice of the customary authorities binding upon the government. Therefore, in the light of the state recognition of the customary authorities as auxiliary in administration, the words “unless the Legislative Assembly of Nagaland by a resolution so decides” appearing in

memorandum was handed to Simon Commission in Kohima, declaring our intention to go back to our customary laws in regulating our affairs once the Britishers leave. - 2nd Feb. 1946 - In Wokha village, our leaders denounced the ‘ Naga Hills District Tribal Council’ and set the foundation of Naga National Council. - 14th Aug. 1947 - Declaration of our Independence to the world. - 16th May 1951, On this day we unanimously declared our decision not to join the Indian Union through a plebiscite. -22nd March 1956- The Federal Government of Nagaland was established in Parashen, Rengma Region. It also marks the amalgamation of ‘Youth Force’’ and ‘Safe-guard’ into Home Guard. -1952 and 1957(1st and 2nd General Elections of India ) - Nagas abstained from participating in these two elections. -6th Sept. 1964, Through the initiative of the NBCC (Nagaland Baptist Church Council) the Peace Agreement was signed between Federal Government of Nagaland and Government of India. To this day, we abide by this truce. By the grace of God our forefathers and past leaders were able to do the right thing at the right time. They fought and bled for us and defended our land and our freedom with their lives. Because of their sacrifice, our rights as a people and as a nation have been saved and preserved for eternity. My dear friends, as citizens of this God- created nation, each day we strive to continue the legacy of our forefathers as we envision the fulfilment of a graceful and Godfearing nation. The God who protected and guided our ancestors in the ages past is still our God and is still faithful to us. Be bold, stand tall and fear none but God. A new dawn is fast approaching. Let us seek the truth with humility and rebuke the evil with all our might. Let us earn our bread only by the sweat of our brows. Let us carve a fruitful future for our children and their children where peace and freedom ring. My dear countrymen, it’s time for us to rise up together, as one people and rebuild our nation into a God-fearing nation. May God bless you! KUKNALIM.

Article 371A requires a study. Having said that, Article 371A can also be amended or repealed by the parliament and a justification for it may not be at all necessary. The Hon’ble Supreme Court has given numerous pronouncements in tribal and personal legislations enacted by the state. One such observation of the Hon’ble Supreme Court in Pannalal Bansilal v. State of A.P, (1990) 2 SCC 498) is re-produced as “In a democracy governed by rule of law; gradual progressive change and order should be brought about. Making law of amendment to a law is a slow process and the legislature attempts to remedy where the need is felt most acute. It would, therefore, be inexpedient and incorrect to think that all laws have to be made uniformly applicable to all people in one go. The mischief or defect which is most acute can be remedied by process of law at stages.” Notwithstanding the rulings of the judiciary, the state can repeal or amend any provisions that are ultra vires before the verdict of the court, thus avoiding the inelegance. The state can also play delay tactics by substituting the provision in challenge with a modified version thereby compelling the petitioner with multiple and lengthy litigations. However, the instant subject is a social transition issue that requires a socio-legal study that would harmonize the conflict. The struggle for human rights and equality has lead to nationalism and therefore the word ‘change’ has created civilization as well as history. The principle of traditional intergenerational equity is another aspect to be considered by all organs of the state and the society protecting the uniqueness of the Naga traditions without violating the constitutional rights. s a young student, I was fascinated to observe the subtle divisions in our society that seemed to be arranged in concentric circles. For example: living in my home village, we would play divided into ‘us’ living on this side of our khel and ‘them’ on the other side. Going forward, ‘us’ from the same khel would get along better with each other than with ‘them’ from the other khels. In the town area where people from different villages mix, fights that inevitably originate from booze joints often become ‘us’ from the same village vs ‘them’ from the other villages. Coming to Kohima where I did my schooling, I had classmates from different tribes. My same tribe classmates easily transcended villages to become the ‘us’ quite easily. From stories I heard from those who have stayed outside the state, Nagas living outside share the feeling of oneness to become the ‘us’ while the mainlanders consequently become the ‘them’. I can imagine declaring myself an Indian proudly if I were living abroad with an Indian community to interact with. These divisions are based on political or geographical lines and are hardly the tip of the iceberg of human divisions. Religion has always been the great divider and has been significant for several millennia. We also see race as an inevitable divider as it is easy to observe physical differences so one can easily identify the ‘us’

Speech of President NNC/GDRN (N-A), Kiumukam Yimkhiung Dear comrades, It is great honour and god given privilege for me to be addressing you once again on this historic and eventful occasion of the 66th republic day of our Naga nation. I give glory and honour to our almighty God for his enduring love and care throughout our struggle. On this auspicious and historic occasion, let us retrospect and recall about our past. The uniqueness of the Nagas is that , even before the advent of the western education, we Nagas have been existing as independent village republics since dawn of human civilization! Political theories make us believe that the concept of democracy and republic has its root in the Greek city states; this is a fallacy. The functioning and governance our independent village republics is in total accord with the principles and ideals of democracy around the world today. Harsh times arising out of conflict with India’s military might have made the leaders of the bygone days to come together at Phensenyu village on this day in 1956, wherein it was declared to form a Naga republic government to look after the governance and to safeguard the freedom and interest of all the Nagas as opposed to village republics. This is what maybe termed as the signing of the ‘social contract’, the bedrock on which our government and Naga nation stands today. Before India’s independence, it considered of more than 500 princely independent states of which some willingly and some forced to join the union of India. But our forefathers and pioneers had a far sighted vision and dreams for free and self determined Naga nation declaring our independence a day before India. The unfortunate and bitter truth be told that the struggle for Naga self determination continues till today.

Us vs Them and ‘them’. In recent history, we have seen ideology based division that impacted and impacts the whole world. Fascism vs Democracy led to the Second World War and Communism vs Liberalism caused the Cold War and haunts us to the present day. Why do humans go to such lengths to identify ourselves into groups of ‘us’ and ‘them’? The ‘us’ vs ‘them’ mentality stems from the evolutionary need to belong to a group. The need to identify ourselves into ‘us’ and ‘them’ has become instinctive as a result of conditioning spanning several hundreds millennia. This instinctive build up is quite similar to how humans and other animals developed fear of snakes. People in a mob tend to commit atrocities that a rational individual would never consider. It is impossibly difficult to go against instinct but we can draw inspiration from the following words by Viktor Frankl: “[T]here are two races of man in this world, but only these two- the ‘race’ of decent man and the ‘race’ of indecent man. Both are found everywhere; they penetrate into all groups of society. No group consists entirely of decent or indecent people.” Viktor Frankl was a holocaust survivor who wrote ‘Man’s Search for Meaning’. He stated that even among the Nazi guards, there were decent men and that there were indecent fellow prisoners. Therefore, if you find yourself treating anybody unfairly on lines of race, religion or any other; remember that not only are you betraying your own community but you are also betraying humanity by representing the ‘indecent race’. HYDERABAD, MAR 23 (PTI): Eleven migrant workers hailing from Bihar were killed in an early morning blaze on Wednesday that swept through a scrap godown in the city, with only DNA tests likely to ascertain the victims’ identities since the bodies were charred beyond recognition, police said. The godown was allegedly operating without fire safety measures and a lone internal spiral staircase hardly helped the deceased flee the fire, although one person managed to escape by jumping out of the room, they said. President Ram Nath Kovind, Vice President M Venkaiah Naidu, Prime Minister Narendra Modi and Telangana Chief Minister K Chandrasekhar Rao expressed grief over the incident. In a statement, the organisation also urged student bodies to demand accountability from school management committees, the Department of School Education (DoSE) and Technical Education Department as they were key stakeholders with powers vested on them to ensure proper functioning of schools and colleges. BEIJING, MAR 23 (PTI): One of the two black boxes of the China Eastern Airlines plane that crashed on Monday has been found, rescuers said on Wednesday. The China Eastern Airlines Boeing 737 aircraft, which departed from Kunming and was bound for Guangzhou on Monday, crashed into a mountainous area near Molang Village in Tengxian County in the city of Wuzhou, in the worst air disaster in over a decade in the country. A black box of the China Eastern Airlines passenger plane has been recovered, rescuers at the site told state-run Xinhua news agency. The crashed airliner had two black boxes, one in the cockpit and one in the tail to record various data, according to the official media here. The search for the

black boxes is one of the key tasks required by the investigation team. Aircraft black boxes are generally in bright orangered so they can be found quickly after a flight accident. They are built to withstand explosions, disintegration, high temperature combustion, immersion in water and other damage, and the battery lasts for about 30 days. Because the crash site is in a forested mountainous area, searchers are relying on drones and manpower, which will bring certain difficulties. No survivors have been found so far among the 123 passengers and nine crew members in the plane crash, Sun Shiying, chairman of China Eastern Airlines Yunnan branch, said on Tuesday night. Sports ministry provides financial assistance to Indian swimmers

NEW DELHI, MAR 23 (IANS): Indian swimmers have been approved financial support for participation in various competitions this year via the Union Sports Ministry’s Target Olympic Podium Scheme (TOPS) and the Annual Calendar for Training and Competition (ACTC) scheme. The assistance, after approval from the Mission Olympic Cell (MOC), has been forwarded to Sajan Prakash, Srihari Nataraj, Maana Patel and Kenisha Gupta. While Sajan and Srihari are currently a part of the TOPS Core group, Maana and Kenisha are from the TOPS Development Group. Sajan, who competed at the Tokyo Olympics, has been cleared an amount of Rs 15.1 lakh (excluding pool fees and airfare), towards expenditure on training as well as participation in multiple competitions and training camps. He will compete in the Danish

Open, Denmark, in the middle of April, before taking part in three Mare Nostrum events across Monaco, Barcelona and Canet in May. Sajan will then take part in a High Altitude training camp at the Sierra Nevada training centre in Spain between June and July. “We are focused towards achieving big at the Big Two meets. We have some qualifying meets in April, May and June before the Commonwealth Games and the Asian Games. These meets will act as preparatory competitions for us to know where we stand to peak at the right time,” Sajan told Sports Authority of India from his training base in Dubai. MUMBAI, MAR 23 (IANS): The Indian Premier League (IPL) is set to welcome fans back to the stadiums with the governing body of the lucrative league announcing on Wednesday that the three venues -- Mumbai, Navi Mumbai and Pune -- will allow 25 per cent occupancy from March 26 onwards. “The TATA Indian Premier League (IPL) 2022 resumes with the Chennai Super Kings taking on the Kolkata Knight Riders at the Wankhede Stadium on March 26. This match will be a momentous occasion as the 15th edition of the IPL will welcome the fans back to the stadiums after a brief

hiatus owing to the pandemic. Ardent cricket fans are all set to witness nail-biting matches, cheering for their favourite players at the most anticipated cricket tournament of all time,” IPL said in a statement. “Fans can buy tickets starting March 23 for the league phase of the tournament,” added the statement. Keeping in mind the Covid-19 protocols, only 25 per cent occupancy will be allowed, said the statement. In all, 20 matches each will be played at the Wankhede Stadium and DY Patil Stadium, while 15 matches each at Brabourne and MCA International stadium, Pune will be played.
