ICJ orders Russia to suspend war
T H E H AG U E / K Y I V, MAR 16 (AGENCIES/ AP): In a huge relief to Ukraine and to the rest of the world, the International Court of Justice, United Nations’ highest court, on Wednesday ordered Russia to suspend the Ukraine invasion. “By 13-2 votes, the Russian Federation shall immediately suspend military operations that it commenced on February 24,” the ICJ said in the verdict. The court’s president, U.S. judge Joan E. Donoghue, demanded that “the Russian Federation shall immediately suspend the special military operations it commenced on Feb. 24.” Significantly, the ruling by the ICJ is the first such verdict handed by an international court since the war in Ukraine began on February 24. “The Russian Federation shall immediately suspend the military operations that it commenced on Feb 24, 2022 in the territory of Ukraine,” the judges said. The judges added Russia must also ensure that

Meanwhile, notifying the extension of the existing measures, the deputy commissioner (DC) Dimapur Rajesh Soundararajan, in an order, warned that any person/group of persons violating the existing orders/ SOPs/guidelines would be liable to be prosecuted against under the relevant sections of the Disaster Management Act 2005, besides action under Section 188 of the IPC and other legal provisions as applicable.

Mandaviya issues high alert in India as Covid cases spike in Asia, Europe NEW DELHI, MAR 16 (PTI): Amid a rise in Covid cases in some European and East Asian countries, Union Health Minister Mansukh Mandaviya Wednesday directed officials to maintain a high level of alertness and surveillance, and carry out genomic sequencing aggressively. At a high-level meeting, chaired by the minister, the government’s decision of resuming scheduled international flights from March 27, the vaccination situation and the level of genomic surveillance were reviewed. “Given the rising cases

corruption in the state. “The work will start from today itself. We will not waste even a single day. We are already late by 70 years,” he said at the public meeting at Khatkar Kalan village in Shaheed Bhagat Singh Nagar district. Later in the day, he assumed charge at
his office in Chandigarh. Mann, a former comedian, advised humility to AAP volunteers. “There should not be any report saying they have become arrogant,” he said. He was the only one to take the oath at the event. Punjab Governor Banwarilal Purohit administered the oath of office and secrecy to 48-year-old Mann, who went through it in Punjabi. Starting Wednesday the condition of co-morbidity for people aged 60 and above to get a precautionary dose has also been removed, and now everyone above 60 can take booster shots. Prime Minister Narendra Modi tweeted this morning, urging all those eligible to get vaccinated. Union Health Secretary Rajesh Bhushan had earlier stated that only Corbevax

Corbevax has become the third vaccine against COVID-19 in India and will be available at all centres where free vaccination is available. National Vaccination Day observed across the state
DIMAPUR: To raise awareness on the significance of vaccination in public health, Nagaland joined the rest of the country in observing National Vaccination Day (NCD) Wednesday on 2022 theme, “Vaccines work for all”. The day also celebrates Pulse Polio Programme of the government of India thus commemorating India’s triumph against polio. To mark the day, department of Health and Family Welfare (H&FW) Nagaland also felicitated best performing Healthcare Workers (HCWs) - Accredited Social Health Activist (ASHA) and Auxiliary Nurse Midwife (ANM). ‘Corbevax available in govt vaccination centres’ National Vaccination Day was observed at the Conference Hall of Chief Medical Officer (CMO) Kohima, where the CMO Dr. Vezokholu Theyo informed that Corbevax vaccine for children aged 12-14 years would be available only in government COVID-19 vaccination centres. Noting that there was no question of a ‘strained relationship’ between the NPP and the BJP, Sangma said that the NPP had always fought elections on its own terms. “Whether it is Manipur in this election or Manipur in the last election, whether it is Meghalaya election, Assam, Mizoram,
Nagaland – in every election we have fought separately. We have never fought any election with any political party, there was no alliance. Therefore, there is no question of strain or stress. These are the dynamics of politics and this is how things go and obviously we as a party would look at the interest of the NPP,” he said. “Having said that we are still supporting the NDA at the Centre, we are still part of the NEDA, we are still having a strong relationship (with the BJP) in Arunachal Pradesh and we are obviously together in the government here in Meghalaya. Therefore, these kinds of political situations will always happen but there is
a long term relationship that we see and in such situations we will accordingly decide,” the NPP Supremo added. Sangma said that the party had expected to cross the double-digit in Manipur but managed to get seven seats. “In fact about 5 seats we lost by less than 300 votes so it was a very close call for us and if things would have been slightly better, we would have crossed the double-digit mark. We also saw that NPP has emerged as the second largest party and we have increased our vote share from 5 percent to 17 percent which is a huge jump and reflects the kind of growth that the party is having,” he said.

Post poll debacle, Mnp Cong chief resigns Correspondent IMPHAL, MAR 16: Senior Manipur Congress leader Nameirakpam Loken Singh on Wednesday tendered his resignation as president of the Manipur Pradesh Congress Committee (MPCC). His resignation came barely a day after AICC chief Sonia Gandhi reportedly asked PCC presidents of all five states - Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur - to submit their resignations to facilitate reorganization of the state units of the party. The Congress suffered defeat in all these states in the recently concluded elections to the state Assemblies. In his resignation paper addressed to the AICC president, Loken took the responsibility of the major defeat of the candidates of the INC in the last 12th Manipur Legislative Assembly elections.

As per the Clause 6, Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the culture, social, linguistic identity and heritage of the Assamese people.The committee was formed by the Ministry of Home Affairs on the request of the Assam chief minister in 2019 and it had submitted its report to the chief minister on February 25, 2020.

Assam to vaccinate children aged 12 to14 years GUWAHATI, MAR 16 (PTI): Assam Chief Minister Himanta Biswa Sarma appealed to children in the age group of 12 to 14 years to take COVID vaccine doses as the inoculation drive for them started on Wednesday. He also assured parents of the eligible beneficiaries that Corbevax vaccine, which is being used for children in the 12-14 years age group, is safe. Launching the vaccination programme at a school here, Sarma said, “Today is a decisive day in our fight against the virus and I appeal to all students and their parents to ensure that they take the vaccine.” “I want to assure all parents that this vaccine is completely safe for their children, but it should not be taken on an empty stomach,” he said. The state government has set a target to cover 13 lakh children in the 12-14 years age category for this COVID vaccination drive, an official said. The chief minister urged all people above 60 years of age to take the precautionary jab. The precautionary dose can be taken only after nine months or 36 weeks from the date of administration of the second shot and should be with the same vaccine with which the primary inoculation was done. Sarma thanked Prime Minister Narendra Modi for taking several initiatives to ensure safety of peoples’ lives and also praised scientists for working tirelessly to find ways to fight against the COVID-19 pandemic. The state health and family welfare department has directed deputy commissioners of all districts to make necessary arrangements for the vaccination of children between 12 and 14 years of age.

Drugs worth Rs 100 crore seized in Assam, 2 arrested
GUWAHATI, MAR 16 (PTI): Drugs worth Rs 100 crore in the international market have been seized and two persons arrested in Assam’s Kamrup Metropolitan district, police said on Wednesday. Acting on a tip-off, Guwahati Police intercepted a truck coming from Manipur at a toll plaza in Sonapur police station area and seized 4.6 lakh Yaba tablets, 12 kg of methamphetamine and 1.5 kg of heroin from the vehicle, an officer said. The two occupants of the truck have been arrested and further investigation is underway, he said. Tripura to handover abandoned tea gardens to cooperatives AGARTALA, MAR 16 (PTI): The Tripura government has decided to hand over the abandoned tea gardens to new cooperatives in an effort to revive them, an official said on Wednesday. Six tea estates -- one each in Kalayanpur of Khowai district and Belonia of South district, and four in Unakoti district’s Kailashahar subdivision -- have been identified for the purpose, he said. These tea gardens are either abandoned by the owners due to huge losses or existing cooperative societies are finding it difficult to run them, said Tripura Tea Development Corporation Ltd chairman Santosh Saha. The government has decided to take over all the sick gardens and hand over the management to new cooperative societies to make them viable, he said. “The government will facilitate forming of the cooperative society for each sick garden which will manage them in the best possible manner,” he said. If the programme is successfully implemented, around 1,800 tea garden workers associated with the abandoned gardens will be benefited, he added. The state government has
already declared a comprehensive plan for the overall development of the tea industry, Saha said. “The ‘Mukyamantri Cha Kalyan Prakalpa’ (CM Tea Welfare Scheme) is aimed at the welfare of tea gardens and its workforce. The Rs 85 crore project will bring a massive change in the lives of thousands of tea workers,” he said. Saha said the tea workers who live in the tea estates will get three ganda land and a housing unit each under PMAY. Besides, drinking water, electricity, ration cards and healthcare will be made available. “TTDC has already hiked the cash wage of tea labourers working in corporation-run tea gardens three times since 2018. From April, each labourer will receive Rs 176 as cash wage, which was Rs 102 during the CPI(M)-led government,” he said. Saha, however, voiced concern over the fall in tea prices due to excess production. “Tea is being sold at Rs 160/165 per kg at auction markets, which is low considering the production cost. This has happened because of surplus production in 2021-22,” he said.

GUWAHATI, MAR 16 (PTI): Two persons, prime accused in the rapes of two girls of whom one has died, were gunned down by Assam Police in separate incidents while allegedly trying to escape from custody, a senior officer said on Wednesday. Both the accused were arrested on Tuesday, and they were being taken to their respective crime scenes in Guwahati and a tea garden in Udalguri for further investigation when both attempted to flee custody after midnight, Special Director General of Police G P Singh told reporters here. In the first incident in Guwahati, the accused allegedly attacked the police personnel who then opened fire at him. The accused was taken to the Gauhati Medical College Hospital (GMCH), where he was declared brought dead. GMCH Superintendent Abhijit Sharma said he was brought to the hospital around 1 AM with four bullet injuries in his body. “He had no heart beat when he was brought here. We have kept his body in the morgue and will hand it over to his family after conducting post-mortem examination,” Sharma said. Police said that two

GUWAHATI, MAR 16 (PTI): Nearly 1.44 lakh illegal foreigners have been identified in Assam till January 31 this year, on the basis of the Assam Accord inked in 1985, and the authorities have deported around 30,000 of them, the state government informed the Legislative Assembly on Wednesday. The definitions of ‘Asomiya janagan’ (Assamese people), ‘khilonjia’ (indigenous) and ‘adi basinda’ (original inhabitants), as mentioned in the Accord, are yet to be determined, it said. Assam Accord Implementation Minister Atul Bora, in reply to a question by AGP legislator Ramendra Narayan Kalita, said 1,44,077 illegal foreigners have been identified in the state till January 31, 2022, on the basis of the Assam Accord. Out of them, 30,014 have been deported to their country of origin, the minister said. According to the Assam Accord,
women personnel were also injured in the attack by the accused, but they were out of danger. The accused, who was absconding since the mother of the girl filed a complaint with the police on March 8, was arrested on Tuesday from Dampur area in Kamrup district. The 15-year-old girl was allegedly gang-raped at a hotel in Guwahati by five men, two of whom had assaulted her on an earlier occasion too, police had said. As per the complaint lodged by the minor’s mother, two of the five culprits, who had first sexually assaulted the girl on February 16 and videographed it, allegedly threatened to leak the clip if she revealed the matter to anyone. On February 19, however, the accused, promising to delete the video, met the girl again in another hotel, and along with others forced themselves on her. A search operation is underway to nab the other accused, police added. In the other incident, the accused had allegedly raped and killed an eight-year-old girl in a tea garden in Udalguri district on March 10 and the child’s body was recovered the next day, Singh said.
Tripura shuts down COVID testing at entry points AGARTALA, MAR 16 (PTI): The Tripura government on Wednesday closed down COVID testing centres at entry points to the northeastern state, a senior health official said. Visitors can now enter the state sans any screening or COVID testing, he said. The decision was taken as fewer cases were reported in the last few weeks, State Surveillance Officer Dr Deep Debbarma said. “As the COVID pandemic has been largely contained, COVID testing facilities at all entry points to the state have been closed down,” he said. COVID testing was made mandatory at all entry points to the state since the first wave of the pandemic, although there was relaxation at times.
Women lynch rape accused in Tripura AGARTALA, MAR 16 (PTI): A group of women tied a 46-year-old rape accused to a tree and beat him to death in Tripura’s Dhalai district on Wednesday, police said. The incident took place in Gandacherra police station area. The deceased, who had completed eight years of rigorous imprisonment in a murder case, allegedly took a five-year-old girl, who had come to a religious programme with her mother on Tuesday night, to a nearby jungle and raped her, leaving the girl at the spot, a police officer said. Hearing the girl’s cries, locals rescued her and admitted her to a nearby hospital. They alleged that the girl was last seen with the murder convict and accused him of the crime. They blockaded the GandacherraAmarpur highway demanding his arrest, he said. However, a group of women nabbed him from a nearby village on Wednesday morning and tied him to a tree. A video, that has gone viral on social media, shows women beating the accused mercilessly, following which he lost consciousness.

Salman Khurshid slams Sibal and G-23 Backs Gandhis as best leadership option in crisis
NEW DELHI, MAR 16 (PTI): When did Kapil Sibal fight an election for any position in the party, senior Congress leader Salman Khurshid asked on Wednesday as he hit back at his party colleague for criticising the Gandhi family’s leadership. Saying it was a “bit sad” to complain after receiving so much from the organisation, Khurshid also attacked the ‘Group of 23’ signatories, including Sibal, who wrote a letter to Sonia Gandhi in 2020 seeking sweeping changes in the party. “The Gandhi family is the party’s integrating factor and the best possible leadership option in this moment of crisis,” Khurshid told PTI, countering Sibal who said it was time for the Gandhis to step aside from a leadership role and give some other person a chance. “When did Mr. Sibal fight an election to get into any position in the party,” he asked in response to Sibal’s remarks in an interview that the Gandhis should voluntarily move away because “a body nominated by them will never tell

them that they should not continue to hold the reins of power”. Khurshid’s staunch defence of the Gandhis comes at a time the Congress faces an existential crisis following its electoral defeats in the recent assembly elections, including in Uttar Pradesh where it won only two seats and a little over 2 per cent of the votes. According to Khurshid, the common perception after talking to people within the party is that they would like Rahul Gandhi to take over as fulltime party president. “… we can all sincerely hope that the elections come in August, and that in August he will oblige and become president of the party again.” “ We h a v e b e e n accustomed to a somewhat comfortable life of being in power guaranteed as it were by members of the Gandhi family over generations and we are suddenly feeling upset that they can’t keep us

Slamming Sibal for the barbs, Khurshid said the crowds that had gathered in support of the Gandhi family on its own accord near the AICC headquarters when the Congress Working Committee (CWC) met on Sunday must also be considered par t of an inclusive Congress. “When you talk about ‘sab ki Congress’, it means an inclusive Congress,” said the former Union minister, among the leaders considered close to the Gandhi family. Referring to the CWC meeting including three members of the G-23 group who participated in a discussion reaffirming full faith in Sonia Gandhi’s leadership, Khurshid said giving “confusing signals” outside the party is not doing the party any service. “There was a free and frank discussion in the CWC. There were issues that people who belonged to G-23 raised and they were heard with all humility and seriousness and there was a friendly exchange of views.
And then they participated in that decision (reposing full faith in Sonia Gandhi’s leadership),” said Khurshid, who is also a member of the CWC. “So now if people amongst them who have been gathering together before and after the CWC, are taking a different view, then frankly it is for them to disassociate themselves or to clarify.” The damage, he said, is irreversible if you give open interviews and come out and speak publicly. He said no one can weaken party president Sonia Gandhi as the entire Congress, “from the streets to the national capital”, is with her. after the CWC meeting on Sunday reposed “full faith” in Gandhi and asked her to initiate changes to strengthen the party. “Let them do 100 meetings. No one can weaken Sonia Gandhi ji. The Congress party is with her from the streets to Delhi. These people will continue to meet and give speeches,” he said. “Sonia Gandhi is taking all steps that have been discussed at the CWC. If they (G-23 leaders) still speak like this, it means they are trying to break the party,” Kharge further said. NEW DELHI, MAR 16 (PTI): Airlines must consider giving male employees paternity leave so that they, too, can share the responsibility of bringing up children, Aviation Minister Jyotiraditya Scindia said on Wednesday. He also batted for increasing the share of women pilots in the country from 15 per cent to 50 per cent. India passed the Maternity (Amendment) Bill in 2017 that increased the right to paid maternity leave for working women to 26 weeks from 12 weeks. While Indian airlines cur rently give paid maternity leave as per the 2017 law, most of them have no similar policy for men. “I believe that our airlines are doing a tremendous job in terms of creating a healthy workplace environment for our women, whether it is creches, maternity leave and other structures,” Scindia said in his speech during an event of non-profit organisation “Women in Aviation”. “I think we need to move beyond that,” he said. We need to create an environment which is not

only gender neutral but which looks at an equal responsibility on men as well as women in terms of family environment, he mentioned. “A case in point is why do we look at the concept of only maternity leave. We must also look at the concept of paternity leave where men must also partake in the responsibility of bringing up children at home,” Scindia stated. Those who drove to Mr Azad’s home for the dinner meet included Kapil Sibal, Shashi Tharoor, Anand Sharma, Manish Tewari, Bhupinder Hooda, Akhilesh Prasad Singh, Prithviraj Chavan, Raj Babbar, PJ Kurien and Mani Shankar Aiyer. Shashi Tharoor, who is known to be a fencesitter when it comes to the Gandhis, was a surprise addition to the growing list. NEW DELHI, MAR 16 (PTI): India has restored all currently valid five year e-tourist visa given to citizens of 156 countries and regular paper visa to nationals of all countries with immediate effect, two years after their suspension follow the COVID-19 outbreak. Officials also said all currently valid old long duration (10 years) regular tourist visa given to nationals of the US and Japan have been restored. Fresh long duration (10 year) tourist visa will also be issued to the US and Japanese nationals. The government has decided that currently valid e-tourist visa issued for five years, which was suspended since March 2020, shall stand restored to the nationals of 156 countries, an official told PTI.
Nationals of these 156 countries will also be eligible for issuance of fresh e-tourist visa as per the Visa Manual, 2019. Currently valid regular (paper) tourist visa with validity of 5 years, issued to foreign nationals of all countries, which remained suspended since March 2020, shall stand restored. Fresh regular (paper) tourist visa up to five years validity will also be issued to the nationals of the eligible countries subject to the restrictions imposed from time to time, the official said. Currently valid old long duration (10 years) regular tourist visa which too remained suspended since March, 2020, shall stand restored for the nationals of USA and Japan. Fresh long duration (10 year) tourist visa will also be
issued to the nationals of USA and Japan. The foreign nationals on tourist and e-tourist visas will be able to enter into India only through designated Sea Immigration Check Posts (IPs) or Airport ICPs by flights, including those under the ‘Vande Bharat Mission or ‘air bubble’ scheme or by any flights as allowed by the DGCA or Ministry of Civil Aviation. In no case, the foreign nationals will be allowed to enter through land border or riverine routes on tourist visa or e-tourist visa. The gover nment instructions will not be applicable to Afghanistan nationals who will continue to be governed by the separate instructions issued by the Union Home Ministry regarding grant of -e-Emergency X-Misc visa, the official said.

AMETHI (UP), MAR 16 (PTI): Four people, including a former village head, were killed and as many injured in a violent clash over a land dispute h e r e, p o l i c e s a i d o n Wednesday. A station house officer was among three policemen suspended for laxity, they said. The incident took place on Tuesday night in Rajapur-Gungawachh village here under Kotwali Police Station area, they said. There was a dispute between Amresh Yadav and Ram Dular Yadav over the possession of a piece of
government land adjacent to the house of former gram pradhan Sankata Yadav, SP Dinesh Singh said. The warring groups attacked each other with lathis resulting in the death of Sankata Yadav ( 6 1 ) , H a n u m a Ya d av (40), Amresh Yadav (32) and Parvati Yadav (59), all belonging to the same family, while four others with serious injuries were taken to Lucknow trauma centre for treatment, the SP said. ADGP (Lucknow Zone) Brij Bhushan Sharma visited the village along with other senior officials
on Wednesday and held a meeting to work out the case. IG (Ayodhya range), K P Singh too reached the spot and told reporters that the police had stopped both the sides from carrying out any construction on the land but on Tuesday, one side brought building material there which led to the clash. An FIR was lodged against seven named people, including present village head Asha Tiwari and her son Nitin Tiwari, and some unnamed individuals on the complaint of the son of Sankata Yadav, the SP said.

Putin tests west’s resolve
I
t’s around 20 days since Putin launched the Russian invasion on Ukraine on February 24 in the belief that his super power nation will simply have a ‘cake walk’ when Russian military cross the border into Ukraine. Putin was not totally off target if his belief was based on the fact that Russia outmanned and outgunned the Ukrainians 9:1 in terms of manpower and 10: 1 in terms of military arsenal. However, his belief in the overwhelming power of manpower and arsenal of the Russian military was short lived. Today the doughty Ukrainians have denied the mighty Russian army its ‘cake walk’ victory. Thousands of Russian soldiers have died and hundred of its awesome tanks have been destroyed. Putin’s invasion is total- all Ukrainians, irrespective of whether they are ordinary men, women or children; all the buildings and structures whether they are schools, malls or hospitals. Putin’s lie that there was no invasion of Ukraine and only a ‘special operation’ launched by Russian forces has not only been exposed but also made him a war criminal. Putin has no reason to invade Ukraine except to place the independent country under a Russian stooge. The world watches helplessly as a super power like Russia which is supposed to act as a peace keeper in a world of conflicts and as a permanent member of the UN, is instead perpetuating atrocities of the worst kind including lies to hide the crimes against the Ukrainian civilians. Eventually, as the world is handicapped to act for fear of ‘expanding’ the scope of the war, Ukraine is headed for a take over by Russia. This act of conquering Ukraine will also have huge consequences for the civilians of that nation, who will be made to undergo severe restrictions. Putin will also make those who resisted the Russian invasion pay dearly. Many will be hounded and killed or even made to disappear. A Russian take over of Ukraine will also signal a new low in global peace. It will enable both Russia and China to re-strengthen the old communist bonds. Such a unity, if also taken militarily will also pose a serious threat across the world such as in the volatile middle east where Russia is backing the repressive Syrian regime and also the ultra Islamic state of Iran etc. In Asia, a bonding of Russia and China could also mean more power to China’s vow to take over Taiwan. China does not recognise Taiwan and claims that the tiny nation is part of the unfinished business of the Chinese revolution under Mao Tse Tung. World peace is not going to be as per the perspective of the free nations and the UN but will have to contend with the interpretation and concepts of the new Axis of Russia and China. If Russia eventually manages to conquer Ukraine, then it would also mean a great setback for the US and its NATO allies. If the indiscriminate bombardment and killing of innocents continue and if all of Ukraine is reduced to rubble and all human beings killed as a result of all these barbaric assault that could result in the fall of Ukraine, then the future will only record how justice as the free world believes in, was sacrificed at the alter of pacifism as the history of the second world war repeats itself.

Political populism has hurt the economy
t has been five days past the results of the assembly elections. Yet, petrol and diesel prices remain unrevised so far. An increase on March 7 was universally anticipated but that did not happen. Then, it was thought that the adjustment would follow the verdict on March 10. But that didn’t happen either. Belying all expectations, the Centre, which now has the political space to raise oil prices, hasn’t stirred. Why? The fear is not political but of confronting hard choices. It is unable to decide. Hard times are unavoidable no matter what it chooses. An oil shock hits import-dependent India badly. It pushes up inflation and the import bill, deprives the government of revenue, and poses trade-offs that are a policymaker’s nightmare. Managing its fall out on prices, profits, and tax revenues is difficult at the best of times — when the economy is growing at a healthy pace, inflation is moderate, and the fiscal position is sound. Dealing with it when it follows a pandemic’s unique tremors and, before that, a growth crisis and economic slump is a monumental challenge. In reality, India’s growth is struggling to emerge
from the coronavirus’s wreckage, its public finances are in dire straits, and monetary policy is under pressure to prevent inflation from spiralling because even though pandemic conditions no longer apply the geopolitical risks have magnified. The government’s recovery plan budgeted a hefty increase in capital expenditure last month for infrastructure and job creation, severely pruning current spending for the purpose. One choice for the government is to hike diesel, petrol, fertilizer and other related prices, passing on the burden to the public while preserving the planned capex. It would then have to deal with the consequences — further rise in inflation with wider effects, direct and indirect. This will invite monetary action from the Reserve Bank of India, paying heed to additional external risks and investors’ aversion. Bank loans would get pricier for corporates and individuals who will also pay higher prices for goods and services. Real incomes of households and producers’ margins will be squeezed, denting consumer spending and sales, lowering GST and other tax revenues, in turn, and expanding further the big
gap with expenditures to worsen the government’s fiscal position. Along with added inflationary pressures, it would be unwise to raise the country’s fiscal risk in a difficult, uncertain global environment. Spending cuts would be necessary, disrupting the plan to recoup growth as the axe will have to fall upon capital expenditure. Overall outcome would be the slowing down of GDP as a result of lowered consumption and public and private investment. Alternatively, the second choice for the government would be to absorb the oil price hike. That is, not raise retail prices and protect incomes of households and firms. The positive part of this choice is that an inflation spike and higher interest rates are both avoided, while consumption and private investment are shielded from the oil shock impact. However, because the burden falls upon the government’s balance sheet, it will lose revenue as fuel levies fetch less while expenses for petroleum and fertilizer subsidies increase. Even if oil companies take the hit by compromising margins, as they already are, it feeds back in the form of reduced dividend pay-
ments to the government. Implications of rejigging expenditures within the budget constraints are similar to the first choice for recovery plans — reducing capex to accommodate higher subsidies that are a part of revenue or current expenditure, which has been trimmed to barebone for the former. A mix of the two — some price hike to distribute the pinch across all sectors of the economy — would lead to the same aggregate outcome, no matter the pain-sharing. As we can see, hard times are unavoidable because there are only hard choices. There are no free lunches. Many would be aware that analysts have revisited India’s GDP growth, inflation and current account forecasts in the wake of the sharpshooting crude oil prices triggered by the UkraineRussia war sanctions and related developments. Could this be any different? Of course. As the burden of extreme oil price spikes eventually falls upon the government that is also responsible for ensuring macroeconomic stability along with the central bank, the focus would naturally be upon public finances. These are, as noted, in dangerous territory,
and had descended there even before the coronavirus shock. Sparsity of financial resources previously limited fiscal support during the pandemic, while even the meagre help, including enhanced food subsidy expenses, was financed by large borrowings, increasing indebtedness. A better balance sheet position — some savings or a smaller gap in revenue-expenditure and lower debt share in the national income — would have enabled a stronger response without increasing vulnerabilities. For instance, increased spending to offset the pinch of raised costs and lower revenues without risking the resilience of the government balances and that of macro instability. Since we are talking of oil prices, its useful to remember their reverse and deep plunge some years ago, to as low as $28 bbl in January 2015. Over 2015-17, the price of the Indian crude oil basket averaged about $47 bbl annually, less than half of this March’s range of $100-115 bbl. Then, little benefit in the form of lower fuel prices was given to the public, while gains in the form of robust fuel tax revenues were largely cornered by the government. It built no buffers against
the present hit or that of coronavirus before; the fiscal position continued to erode to its precarious condition today. The balance sheets of governments, those of the Centre and of the states, have never been bolstered in good times: a sound policy practice. Rather, the trend, increasingly at both levels of government, is of a steady stream of new populist offerings and schemes, ranging from free electricity, cash handouts to specific groups, and more. In the recent instance of electoral success, talked of in the context of oil shock, political commentary attributes this in significant part to the array of welfare spending and other giveaways. The increase and persistence of freebies and such practices, without an eye to their affordability or impact on the sustainability of public finances, have ascended to another level altogether in the past one decade. The obvious fall out is that any crisis — financial, a pandemic or an oil shock — always catches an economy by its fiscal tail. Hence the hard choices portend hard times. Congress’s idea of fielding more women candidates must not fade away

or nearly all political parties in India, women’s role in politics seems to begin and end as voters. In contrast to this, the Congress’ decision to give 40% tickets to women in UP was a refreshing change. This trend must continue beyond the party and these elections. The just-concluded assembly elections in five states (Uttar Pradesh, Punjab, Uttarakhand, Goa and Manipur) will be remembered for several significant shifts in India’s politics. But as the dust settles, we risk forgetting one of the most critical initiatives ever taken by a political party in India: The Congress’ decision to give 40% of its tickets to women in Uttar Pradesh (UP). If the move fizzles out from public memory, it would be a big loss for the cause of gender diversity in Indian politics. It was nobody’s guess right from the beginning that the Congress’ initiative was unlikely to boost the number of women in UP’s new assembly. But regardless of electoral outcomes the decision remains a laudable one. Given the Congress’ shrinking relevance in India’s politics, it is highly likely that few will be encouraged to follow in its footsteps. It won’t be surprising if the party itself abandons
this policy going forward. But women’s representation is a matter of equal rights, not a tool to be used instrumentally only for electoral gains. The discussion around women’s dismal representation in India’s legislatures is woefully inadequate, and rarely goes beyond the women’s reservation bill that most political parties swear by and commit to in their manifestoes. Yet, the bill has been stuck in limbo for over two decades. The impasse seems to have been normalised to such an extent that all the conversation around it - if any - is repetitive, and lacks imagination. It then falls on the political parties to show their mythical commitment by fielding enough women on their own. The Congress did that in UP. In India, the singular focus on the bill as a panacea means we have paid little attention to the fact that quotas can take many forms, and they can include voluntary quotas adopted by political parties. Well-designed quotas continue to make a critical difference to women’s representation in politics globally, research by the Inter-Parliamentary Union (IPU) has shown year after year. The most recent IPU report on
women in parliaments found that among the countries that held parliamentary elections in 2021, 30 had some form of quota system in place. But while countries with legislated quotas elected 31.8% women on average, the ones where political parties adopted voluntary quotas elected 32% women. Iceland, Norway, Netherlands - countries known for gender equality, and with high shares of women in their parliaments - all have ensured high representation because political parties have internal policies to ensure representation of women at the candidate level, not because the law reserves seats for women. In India, on the other hand, male-dominated political parties continue to be the biggest roadblocks for women to enter and rise in politics. And nearly all of them have abdicated responsibility to address this striking gap in our electoral democracy. For nearly all political parties, women’s role in politics seems to begin and end as voters. Election after election, the focus on the “woman vote” grows. In the 2022 polls, parties in the fray went all out promising cash transfers to women in addition to cooking gas cylinders,
two-wheelers, and free travel in public transport. It is in this context that the Congress’ decision (despite the party’s embarrassing failure) was a refreshing change in the usual fatigued discourse on women’s representation in India’s politics. The Biju Janata Dal and the Trinamool Congress had tried - more successfully - a similar policy in the Lok Sabha election of 2019, but neither party stayed committed to the policy when they contested subsequent assembly elections. Seventy five women have been elected as MLAs in the 690 seats across the five states that just held elections. Together they make up a cumulative share of 10.9%, ranging from 7.5% in Goa to 11.4% in both UP and Uttarakhand. These are shameful and troubling numbers by any standard. But even more shameful are the shares of women among candidates. Even the Congress’ 40% experiment was limited to UP: It showed no interest in doing the same in the other four states. All other political parties were equally disappointing. In UP, the Bharatiya Janata Party and Samajwadi Party gave tickets to only 12% women. In Uttarakhand, there were 11%
Groundwater level reaches a worrying point

roundwater is depleting at an alarming rate in India, which is expected to overtake China as the world’s most populous countr y in less than a decade. More than a third of India’s population lives in water-stressed areas and this number is set to increase due to depleting groundwater and increasing urbanization. According to a report by the World Resources Institute, India is one of the 17 countries in the world facing an extreme water crisis. India’s water crisis has worsened over the past few decades as bore wells were dug to extract more and more groundwater for water consuming crops such as paddy and sugarcane. Ideally, surface water should be collected in ponds and other water bodies during monsoon season and this stored water should be used throughout the year for irrigation instead
of ground water. Over 60 per cent of the wells in the country checked by the Central Groundwater Board have recorded a decline in the water level in the past decade. Punjab is facing groundwater scarcity due to indiscriminate use of groundwater for agricultural purposes and 80 per cent of the state’s area has come under red zone. In a workshop organized by the Bureau of Energy Efficiency and Punjab Energy Development Agency, an expert informed that 16 lakh electric tube wells in Punjab continuously draw water from below ground, due to which the groundwater level has reached a worrying point. The condition is that the groundwater level is going down by one meter every year. The Punjab State Assembly Committee, set up to study the depletion of water tables, had said in its report that the state
would turn into a desert in the next 25 years if the current trend of drawing groundwater continues. In simple words, we are drawing more water for our use than we are filling back into the ground. As a result the water level is going down. This has created a threat of desertification of Punjab. The rate of pumping up the groundwater in Punjab is 1.66 times higher than the rate of replenishment. It is worth mentioning that paddy cultivation got a boost in Punjab during the Green Revolution in 1966-67, which consumes a lot of water. The trend continues nowadays also. In such a situation, it becomes necessary that the farmers, urban bodies and industrial units are made aware about the measures to save water and electricity and they should be warned about the dangers caused by the depleting level of
ground water. The United Nations has also issued a warning on the water crisis looming on the earth in its new report. The UN report says that due to climate change, droughts, floods and drinking water related crises are increasing. According to this report titled The State of Climate Service 2021, in the year 2018, about 3.5 billion people had access to water for 11 months in a year. It is feared that if precautionary measures are not taken, by 2050, the number of people facing water crisis could be 5 billion. Experts recommend native plants for the garden. They look great, and don’t need much water or fertilizer. Also choosing grass varieties for lawn that are adapted for local climate, reducing the need for extensive watering. In Punjab, the Aam Aadmi Party gave 10% tickets to women, the Congress 9% and the BJP 8%, in Manipur the Congress and the National People’s Party put forth 8% women among candidates, and the BJP only 5%. Goa was similar to Manipur with major parties fielding less than 10% women. All told, the share of women candidates across all five states improved by 1.8 percentage points this year over 2017. But this tiny bump pushed up the share of women elected by 2.8 percentage points. If such a small expansion of space for women in the electoral contest can make a difference, imagine how different our elections and politics would look if all parties, including the Congress, made it a policy to give at least 40% tickets to women in all elections going forth. Open letter to DC Wokha on extreme road dust in Wokha
Sir,
Since the two-lane road construction work started in Wokha town, people living near the highway are suffering like hell, in fact Wokha town is becoming unliveable due to heavy clouds of dust pollution. To ascertain the truth, you can check the dust level near the roadside houses/shops or can at least take a few minutes’ walk on the road between Niropen colony to NST/tourist and see the dust. (Everything is dusty -water, air, clothes, foods, rooms, furnitures, etc). Sir, the concerned contractor/company has already failed to implement mandatory dust mitigation measures meant to check air pollution, as such numerous health problem are on the rise. Excess dust can be treated easily by watering once or twice a day (Water is easily available in the middle of the town- Tsumang lake) but measures to control dust pollution have taken a back seat in Wokha town. Road construction is necessary but it should not be at the cost of public health. Therefore, I request your esteemed authority to kindly look into our grievance at the earliest and take measures. Oppn demands more budget for roads BJP says ‘era of bad roads’ ended NEW DELHI, MAR 16 (PTI): The Opposition in Lok Sabha on Wednesday pressed for increasing the budget for maintenance of roads and stringent laws to deal with overloading of vehicles, even as the BJP asserted that the “era of bad roads” has come to an end. Initiating a debate on demand for grants of Ministry of Road Transport and Highways, Congress member A R Reddy said India has only one per cent of the vehicles while it accounts for 11 per cent of road accidents globally. He said the government should increase the budget for maintenance of roads to prevent such accidents. Participating in the discussions, Kalyan Banerjee (AITC) suggested that the government should come out with stringent laws to deal with overloading of vehicles as they create heavy traffic congestions. Jagdambika Pal (BJP) said the government has taken a series of measures to boost development of roads in the country. He said budget allocations have jumped significantly during the Modi government as compared to that in the UPA regime. Today India’s road network is the second largest after the US in the world, he said, adding there was a significant increase in capital expenditure. Pal said during the UPA’s time, per day road construction was only 11.7 km and now it has in-
creased to over 37 km. “This budget should be passed with voice vote,” he added. BJD leader Pinaki Misra flagged the issue of National Highways Authority of India (NHAI) debt. “The NHAI, which is the heart and soul of this ministry, its total debt stands at Rs 3,38,000 crore, which is almost 150 per cent more than the allocation in 2022-23, which is a very alarming position,” Misra said. “How this debt is going to be redeemed is anybody’s guess. I hope the ministry has some good answers for this,” he said. BJP MP Ganesh Singh hailed the government’s efforts of the ministry, saying till 2014, 91,287 km of roads had been constructed which had gone up to 1,41,190 km of roads. “The country is changing and the era of bad roads has come to an end,” he asserted.

NEW DELHI, MAR 16 (AGENCIES): Gautam Adani, India’s and Asia’s second-richest person, added $49 billion to his wealth last year - more than the net addition of wealth by the top three global billionaires Elon Musk, Jeff Bezos and Bernard Arnault, the 2022 M3M Hurun Global Rich List said on Wednesday. Mukesh Ambani, who runs the oil-to-retail conglomerate Reliance Industries, continues to be the richest Indian with a wealth of $103 billion, a 24 per cent rise year on year. Adani, the head of the ports-to-energy conglomerate Adani Group, is a close second, with his wealth surging 153 per cent to $81 billion. In the last 10 years, while Ambani’s wealth has grown 400 per cent, Adani has seen a 1,830 per cent increase, the list said. Ambani’s wealth grew by USD 20 billion in 2021, it said. Nykaa founder Falguni Nayar ($7.6 billion) is the wealthiest new entrant in the Hurun Global Rich List 2022. The statement said that the 2022 M3M Hurun Global Rich List ranked 3,381 billionaires from 2,557 companies and 69 countries. Anas Rahman Junaid, MD and Chief Researcher,
said India ranks third based on the number of billionaires and the number of billionaires who have added at least a billion-dollar to their wealth. “Over the last 10 years, Indian billionaires added circa $700 billion to their cumulative wealth - this is equivalent to Switzerland’s GDP and twice the GDP of the UAE!” he said. India, he said, has 18 per cent of the world’s population and 8 per cent of the world’s ‘known’ billionaires, up from 4.9 per cent five years ago. India has 215 billionaires compared to 1,133 Chinese billionaires and 716 Americans. The statement said Adani is the biggest wealth gainer in the 2022 list, followed by Google co-founders Larry Page and Sergey Brin and founder and CEO of luxury goods conglomerate LVMH, Bernard Arnault ($39 billion addition). Ambani is ranked 8th in terms of wealth addition. According to the List, Ambani’s wealth was $45 billion five years back and $20.5 billion 10 years ago. NEW DELHI, MAR 16 (PTI): A visit to India by Chinese Foreign Minister Wang Yi later this month could be on the cards but there is no finality on it yet, people familiar with the matter said on Wednesday. There is no official word by the Ministry of External Affairs or the Chinese government on the possible visit. If the visit takes place, it will be the first trip by a
senior Chinese leader to India after the eastern Ladakh standoff between the two countries began in May 2020. It is learnt that the proposal for the visit came from the Chinese side and Wang also intends to travel to Nepal, Bhutan and Bangladesh as part of a four-nation tour. Nepal’s Kathmandu Post reported on Tuesday that Wang is scheduled to arrive in the Nepalese capital on March 26 on a two-day official visit. It is not clear whether Wang’s possible visit to New Delhi will take place after his trip to Kathmandu or before it. In the last one-and-ahalf years, Jaishankar and Wang held several rounds of talks in Moscow and Dushanbe to defuse tensions in eastern Ladakh.

CBI, was allegedly done at the behest of Finmeccanica and AgustaWestland top executives who engaged the services of three middlemen -- Christian Michel, Guido Haschke and Carlos Gerosa -- who allegedly paid bribes to Tyagi and his cousins Rajiv, Sandeep and Julie. The agency has alleged that Michel’s firms received about 42.27 million Euros, approximately seven per cent of the deal amount, from the companies to swing the Rs 3,600-crore deal in their favour. The bribes were allegedly routed through companies of Michel and an advocate, Gautam Khaitan, in the form of multiple contracts through layered transactions to camouflage them. The first charge sheet in the case was filed in September 2017 naming former IAF chief Tyagi and others. It was followed by another charge sheet in September 2020 against Michel and others.

BENGALURU, MAR 16 (PTI): The six Muslim girl students of the Government Pre University Girls College in the coastal town of Udupi did not turn up for classes on Wednesday, a day after their petition seeking permission to wear hijab inside classrooms was dismissed by the Karnataka High Court. In its 129-page order the High Court had held that Hijab is not an Essential Religious Practice and upheld the Karnataka Government’s order banning the use of any cloth on the campus that could disturb peace, harmony and public order. The girls stuck to their stand that they will not enter the college without the headscarf and would fight the case legally.
NEW DELHI, MAR 16 (PTI): The CBI has filed a supplementary charge sheet in the Rs 3,600-crore A g u s t a We s t l a n d s c a m against former Defence Secretary Shashi Kant Sharma and four Indian Air Force personnel, officials said Wednesday. The CBI filed the charge sheet in a special court in Delhi after getting the nod from the government to prosecute Sharma, who was the Defence Secretary between 2011 and 2013 before being appointed the Comptroller and Auditor General. The central probe agency also named the then Air Vice Marshal Jasbir Singh Panesar (now retired), deputy chief test pilot S A Kunte, the then Wing Commander Thomas Mathew and Group Captain N Santosh, they said. Kunte and Santosh retired as air commodore. The case pertains to alleged bribery to swing a deal to procure 12 VVIP helicopters in favour of AgustaWestland which was ineligible as its helicopters did not meet the 6,000-meter operational ceiling parameter set by the Indian Air Force. NEW DELHI, MAR 16 (AGENCIES): The Centre said on Tuesday that an amount of 53,661 crore was yet to be released to the state governments towards fully compensating them for their goods & services tax (GST) revenue shortfall for the financial year 2021-22. All dues from previous years have been settled. Replying to a question on “why non-BJP states have higher GST compensation dues,” finance minister Nirmala Sitharaman told the Rajya Sabha that the dues were being settled as per a formula worked out by the GST Council. “There is no differentiation made on (political lines),” the minister said. She added that it was unfair to cast aspersions on the

NEW DELHI, MAR 16 (IANS): High crude oil prices on Wednesday led OMCs to hike aviation turbine fuel (ATF) price by over 18 per cent to more than Rs 1 lakh per kilolitre, the steepest hike ever. Accordingly, in the national capital, the price of jet fuel was raised by 18.32 per cent to Rs 1,10,666.29 per kilolitre (kl) from Rs 93,530.66 per kl. In the other metro cities of Kolkata, Mumbai and Chennai, the price was increased to Rs 114,979.70, Rs 109,119.83 and Rs 114,133.73 per kiloliter, respectively. “The current hike in ATF prices is due to high crude oil cost which has been rising due to geopolitical tensions between Russia and Ukraine,” said Bhanu Patni, Senior Analyst, India Ratings and Research.

Indian Oil Corporation (IOC), the nation’s top oil firm, has bought as much as 3 million barrels of crude oil that Russia had offered at steep discount to prevailing international rates, sources said. The purchase, made through a trader, is the first since Russia’s February 24 invasion of Ukraine that brought international pressure for isolating Putin administration. Sources aware of the matter said IOC bought Urals crude for May delivery at a discount of USD 20-25 a barrel to dated Brent. As the US and other western nations slapped sanctions on Moscow, Russia has begun offering oil and other commodities at discounted prices. IOC made the purchase on modified terms that require the seller to deliver it to the Indian coast so as to avoid any complications that sanctions may lead to in arranging shipping and insurance.

At the interbank forex market, the local unit opened strong at 76.40 against the greenback and witnessed an intra-day high of 76.19 and a low of 76.44. The record 132-day freeze was despite the cost of raw material jumping from USD 81 per barrel to USD 130 per barrel. NEW DELHI, MAR 16 (PTI): India’s auto fuel sales surged past pre-pandemic levels in the first half of March as consumers and dealers topped tanks in anticipation of a likely price hike post assembly elections. Petrol sales by stateowned fuel retailers, which control roughly 90 per cent of the market, at 1.23 million tonnes during March 1-15 were nearly 18 per cent higher than the same period last year and 24.4 per cent higher than the period in 2019, preliminary industry data showed. Diesel, mostly-used fuel in the country, saw sales jumping 23.7 per cent year-on-year to 3.53 million tonnes. This was 17.3 per cent higher than sales in March 1-15, 2019. While petrol sales were 24.3 per cent higher than the sales during March 1-15, 2020, diesel sales were up 33.5 per cent over the same reference period. But the launch, the 10th of its kind this year, shows North Korea is determined to press ahead on its push to modernize its weapons arsenal and pressure its rivals into making concessions amid dormant denuclearization talks. The near-space atmosphere is simultaneously influenced by solar and geomagnetic activities, as well as topography, weather, and gravitational waves, Xinhua news agency reported. As a basic parameter to characterise the near-space atmosphere, the density of the near-space atmosphere can be used to analyse the physical mechanism of the sun-earth relationship and the coupling of the circle layer. Space vehicles pass through the near-space atmosphere. The accurate measurement of near-space atmosphere density affects the precise orbiting, avoiding space debris collision and the re-entry control of spacecraft. The X-ray Earth occultation realised tomographic scanning of atmosphere density in near space by using a satellite platform and effectively operated the global real-time detection.
