RoW encroachment: DC Dimapur warns
DIMAPUR, MAR 15 (NPN): Deputy Commissioner (DC) Dimapur has informed the general public to refrain from encroaching into the acquired land/RoW along the Dimapur bypass highway and Dimapur-Kohima four-lane NH-29. In a public notice, DC Dimapur R Soundararajan noted that some individuals have illegally encroached and set up sand/brick stockyard, construction of temporary/ permanent structures etc. along the roadside within the land acquired by government for 4-lane construction and reserved as RoW along Dimapur bypass 4-lane highway and Dimapur-Kohima 4-lane NH-29. DC reminded that such encroachments within the acquired land/ RoW were unauthorized and liable to be evicted as per Nagaland Eviction of persons in unauthorized occupation of Public Land Act, 1971 and others laws.

Rs. 2760 lakhs to Nagaland and Goa Rs. 1650 lakhs. This grant-in-aid is the first instalment of Tied grants of the year 2021-22, released as per the recommendations of the 15th Finance Commission. Tied grants are released to RLBs for improving two services-- Sanitation and maintenance of opendefecation free (ODF) status
and supply of drinking water, rainwater harvesting and water recycling. The States are required to transfer the grants to the RLBs within 10 working days of their receipt from the Centre without any deduction. Any delay beyond 10 working days requires the State governments to release the grants with interest.

China reported 5,280 new Covid-19 cases on Tuesday, more than double the previous day’s tally, as the highly transmissible Omicron variant spreads across a country that has tethered tightly to a “zero-Covid” strategy. DIMAPUR, MAR 15 (NPN): Nagaland’s lone Rajya Sabha member KG Kenye has urged the Central government to revisit the setup of North Eastern Council (NEC). Speaking in Rajya Sabha, Kenye said the original intent and objectives of having NEC, that came into being in 1972 as per an Act of Parliament, needed to be relooked and revisited. While recollecting the visionary objectives of leaders of successive governments and Prime Ministers and their wisdom in creat-
ing the council, he said the original factors that had motivated them should be taken into account and acknowledged. Surrounded by five countries, he underlined that the Northeast was a very strategic region geopolitically. Kenye recalled that when NEC was constituted, it had governors and chief ministers of the eight States of the region as members and where governors held the position of chairman on a rotation basis. Now, since they were all from
the region, they understood the needs of the indigenous people of the region, which were deliberated and considered, and schemes/projects taken up on priority for implementation. That was the reason NEC came into being, he added. He said after about two and half decades it was branched out as department of DoNER under the ministry of Home Affairs. DIMAPUR: Chief Medical Officer (CMO) Kohima, Dr. Vezokholu Theyo highlighted the members of Kohima District Planning and Development Board (DPDB) on the newly launched social health camp to “assess co-morbid groups” during the monthly DPDB meeting Tuesday in the conference hall of the DPDB Kohima.
She said the health camp was a new initiative for Kohima district to protect the identified comorbid group who would be given free medication and health strengthening through National Urban Health Mission. According to a DIPR repor t, Dr. Vezokholu said, “target approach to those with unknown status of hypertension and diabe-
tes while known statuses are encouraged to adhere to the treatment.” S h e s a i d t a r ge t e d groups were 30 years and above, pregnant women and those less than 30 years but have a family history. In this connection, the CMO requested the members to pass on the message in respective areas to protect co-morbid group to avoid Covid mor-
bidity and mortality in the district. The CMO informed that to assess the co-morbid groups in the areas, a format was brought out for mapping of the comorbid disease prevalence in the community, where ten out of 19 wards have submitted. Dr. Vezokholu informed that the social health camp began on March 15 at Keziekie Panchayat Hall; Ura Academy, Mission Compound; New Market Panchayat Hall and Lower Chandmari waiting shed, taxi junction. She said the camp would be held every Tuesday and Thursday in urban colonies under the district. She said the initiative was taken during a meeting with the All Kohima Municipal Wards Panchayat (AKMWP) on January 15 to “protect the co-morbid group of people from COVID death” as most of the deaths during the pandemic were of co-morbid cases who were unaware of their health status. Kenye urges Centre to revisit NEC H&FW issues COVID vax guidelines for 12-14 yrs
(From p-1) NLCPR was at the disposal of NEC for many years but in 2004 the department was converted into a full-fledged Ministry and the Ministry of DONER came into being, Kenye added. Mentioning that there were many areas where NEC and DONER were overlapping in their administrative as well as financial powers, Kenye urged the Centre to review their functioning to make them more effective so that the benefits accrued to the people. He stressed that there had to be a serious streamlining in the working system. Insisting that NEC should not be side-lined, he said the council was a very important regional planning body being represented by people of the region, who should be given due acknowledgement, and called for infusing it with fund and resources pooled from these ministries. If schemes/projects were taken up and decided by NEC, he claimed these would plug 99% of loopholes that the fund was facing today. The Non-lapsable
Central Pool Resources (NLCPR) Committee pulling various member from with this committee chooses the project how much and whom to give not to give or reject. This is the committee which advises the Minister of DONER as to how he should act or respond to the demand of the state. He said it was highly inappropriate and unacceptable that a committee constituted by the Centre functioning in Delhi should be deciding the fate of the people of the region. He requested the Rajya Sabha chairman to advise DoNER to review its system of functioning. As per the guideline, the MP said NLCPR Committee consisting of a few bureaucrats had substituted the performance and taken the role of NEC where the governors and chief ministers were its members. Kenye asserted that NEC was a statutory body whereas NLCPR was just an arrangement of DoNER, which could not overshadow the performance of the council that knew what it was doing and for what funds were there.
DIMAPUR, MAR 15 (NPN): A day after the Centre announced Covid vaccination for children in the age group of 1214 years starting March 16, the state health and family welfare (H&FW) department has issued the guidelines for vaccination. In a press release, state immunization officer Dr. Ritu Thurr informed that national COVID-19 vaccination programme has been guided by scientific evidence and global best practices. Dr.Thurr said that on recommendation of the experts it has now been decided to further expand the coverage of COVID vaccination of children in the age group of 12-14
years beginning March 16, 2022. Dr.Thurr stated that on Corbevax would be used for beneficiaries of age 12-13 and 13-14 years. The vaccinator will verify that the beneficiary has completed 12 years of age at the time of vaccination. All citizens irrespective of their income status are entitled to free COVID-19 Vaccination at government COVID vaccination centre. Registration can be done through the following mode: self-registration through an existing account on COWIN of a family member or by creating a new account through a unique mobile number.

DIMAPUR: In an effort to raise awareness about consumer rights and needs and to highlight the importance of consumer protection and rights, Nagaland along with the rest of the world celebrated World Consumer Rights Day, Tuesday. The day was celebrated under 2022 theme, “Fair Digital Finance”, decided by Consumers International. ‘Challenges of fighting consumer rights in digital age’ LMCP: Legal Metrology & Consumer Protection (LMCP) department, Nagaland celebrated the World Consumer Rights Day 2022 at the Directorate Building wherein

The officers urged the staff to keep themselves up to date with the current changes in the digital transaction so as to extend better service to the public and consumers at large.

The release informed that all district officers were directed to celebrate the day by coordinating with the civil societies and also distribute pamphlets and hand out notes to the public all across the state. According to a DIPR report, speaking on the occasion, assistant controller LMCP, Limatoshi Jamir said the year theme, “fair digital finance” should not only be for celebration but rather to start working on it. “The theme is not only about rights but more about responsibilities because with rights comes responsibilities,” said Jamir. Speaking on the theme, Jamir said many a times even educated people gets cheated through digital finance and cited greed as one reason. He then
advised the people to be careful while “tackling digital finance”. Advocate from Dimapur district Legal Services Association, Ketoulhoukho informed that the Consumer Protection Act, 1986 India was replaced by the Consumer Protection Act 2019. He also highlighted various consumer rights and the procedures and channels for filing complaints. Lovitoly Sema highlighted the department’s plan as per the directive of the ministry of Food and Public Distribution on regular rice distributed through PDS under

She encouraged district officers to equip themselves with the knowledge of rice fortification as they would have to educate the people in their own districts to bust the myths and misinformation around fortified rice. The sessions by resource person project lead (Fortification) CHRI, New Delhi, Surbhi Dhawan covered essential areas of rice fortification including introduction to rice fortification, nutritional landscape-India and Naga-
land’s scenario, technology behind fortification, supply chain of Nagaland, myth busting, demonstrations on blending efficiency test, quality assurance, quality control, etc. IEC materials especially focused on Fair Price Shops (FPs) in Nagamese and English - the primary point where the fortified rice would be distributed were also handed to the six priority districts. The programme was chaired by deputy director, nodal officer for rice fortification, F&CS, Dr. Kapenlo Thong. In may be mentioned that food fortification has
been identified and adopted by government of India as a key intervention to address micronutrient deficiency especially anaemia. CHRI informed that in Nagaland, as per NFHS 4 and 5 data, the anemia prevalence among children (age 6-59 months) has seen a rise from 42.7 percent in 2015 to 46.4 percent in 2020. “In the women of reproductive age group, anemia continues to remain a concern” the release stated. ‘Six districts in Nagaland need special attention’ As per North Eastern Region districts Sustainable Development Goal (SDG) index baseline report published by NITI Aayog (2021-22), CHIR disclosed that six out of 11 districts (Longleng, Phek, Kiphire, Peren, Dimapur and Mokokchung) were among the bottom performing districts which need special attentions in terms of SDG 3 (Good Health and Well Being) and SDG 2 (Zero Hunger). In line with the centre’s vision for healthy India, all rice distributed under its social safety net programs including PDS, PM Poshan (erstwhile MDM) and Anganwadi Services (erstwhile ICDS) is envisioned to be fortified with Iron Folic and Vitamin B12 by 2024. (File) ITANAGAR, MAR 15 (PTI): The decades-old boundary dispute between Assam and Ar unachal Pradesh has been taken up in right earnest with both the state governments working to settle the issue amicably, the hilly state’s Home Minister Bamang Felix informed the assembly on Tuesday. Responding to a question from senior Congress member Nabam Tuki, Felix said that the two state governments have convened preliminary discussions on the issue and have resolved to settle it amicably through mutually agreed-upon criteria. “The Arunachal Pradesh government had on July 15 last year appointed a high-powered ministerial committee which convened
several meetings with various stakeholders. “High-resolution satellite images have been procured and on-ground studies and verification are being done in 12 districts of the state which share boundary with Assam,” Felix said. When Tuki, a former chief minister, pointed out that despite the issue being sub-judice with the Supreme Court, incidents of encroachment into Arunachal Pradesh’s territory from Assam are being regularly reported; Felix said that the state administration is aware of the situation, and has initiated dialogue with the neighbouring state whenever such incidents have come to fore. Felix said that the boundary dispute was inherited from the North East Frontier Tracts (NEFT), as 12 districts of the state share a total of 716 km of boundary with Assam. “The Supreme Court appointed the Local Boundary Commission with a former judge as its chairman. In 2014, the commission submitted its findings and recommendations to the court.
AGARTALA, MAR 15 (PTI): With the COVID vaccination for children in the age group of 12 -14 years starting from Wednesday across the country, the Tripura government has planned to cover 1.37 lakh beneficiaries in this round of the inoculation drive, an official said. Two immunisation centres will be available in each district for the vaccination of eligible children and the number of such facilities will be increased later, he said. “Children in the age group of 12 to 14 years will be given Corbevax vaccine. We are in talks with the education department to cover all the eligible students by opening more inoculation centres,” National Health Mission Tripura director Dr. Siddharth Jaiswal said on Tuesday. The state administration has “sufficient doses” of the prescribed vaccine to cover eligible beneficiaries, he said, adding that all the precautionary measures have been taken to handle any adverse case after immunisation.
Govt working to make North East India’s new growth engine: DONER Minister NEW DELHI, MAR 15 (PTI): The government is working towards making the North East India’s new engine of growth and there has been remarkable development of the region under the leadership of Prime Minister Narendra Modi, Union minister G Kishan Reddy told the Rajya Sabha on Tuesday. Replying to a discussion on the working of the Ministry of Development of North Eastern Region (DONER) in the Upper House, he said the Centre has worked on holistic development of the region since 2014 by focusing on bringing peace, improving infrastructure and connectivity through enhanced budgetary support. Reddy, the Minister of Development of North East Region, also said in the last eight years of the Modi government there has been remarkable development in the NE. The region has been accorded top priority for development under the prime minister’s agenda of transforming India, he said. Before 2014, there were different challenges to development of the North East (NE) where the government has been working towards

Peace gives prosperity, peace gives development”, he said in order to bring calm and lawfulness to the region the Centre has launched several initiatives, including signing of memorandum of settlement with different rebel groups. Unlike in the past, today there are no road blockades, protests, curfew and firing in the North East, he asserted. After 2014-15, over Rs 3 lakh crore has been spent on the development of the region by various central ministries and departments, the minister said, adding while the northeastern states constitute 3.78 per cent of India’s population, the funds earmarked for them stand at 10 per cent of the overall national allocation. Noting that connectivity is a big challenge to the development of the region, he said the government has been focusing on improving rail, road, air, waterway, telecom and internet connectivity with all the eight states.

Diganta Tamuly, the general secretary of the organisation, claimed that the ruling Bharatiya Janata Party (BJP) had promised to grant ST status to the TaiAhom community before the Lok Sabha polls in 2014 as well as in 2019. “But the promise is yet to be fulfilled. We have come to Delhi to demand immediate inclusion of our community in the list of Scheduled Tribes,” Tamuly said. He said the BJP had made the same promise before last year’s Assam Assembly polls as well. “We have been demanding grant of ST status to the community since 1995 and we will continue to press for it till our demand is fulfilled,” Tamuly said.

Seeking an answer from the government why outsiders are allowed to avail reservation in state government jobs in a category earmarked specifically for Garo people, the KHNAM legislator asked why the reservation policy was linked to academic courses. “Considering only the three major tribal communities of the state, Garo constituted 41.5 percent and Khasi-Jaintia 58.5 percent –clearly the government resolution of 40:40 appears to have favoured one com-
munity over the combined other two, when the ratio should have been 33.2 percent and 46.8 percent respectively,” the KHNAM legislator pointed out.” Participating in the discussion, Leader of Opposition, Mukul Sangma asserted that the issues confronting the people of the state can always be discussed within the ruling conglomeration and opposition. “This is the usual and healthy practice,” he said. Assam assembly adjourned twice amid ruckus by Opposition members GUWAHATI, MAR 15 (PTI): The Assam assembly was adjourned twice on Tuesday amid an “unruly” behaviour of Independent MLA Akhil Gogoi demanding the annexure of answers submitted in the House and a ruckus by members of opposition parties over alleged irregularities in construction of Anganwadi centres. Proceedings were adjourned briefly in the Question Hour after Social Welfare Minister Ajanta Neog’s reply to a question on allotment of model Anganwadi centres in different constituencies did not satisfy opposition members. Neog, in response to the query by AIUDF legislator Aminul Islam, said local MLAs and guardian ministers of districts have been asked to ensure corruption-free construction and functioning of the Anganwadi centres. Unsatisfied with her comment,

He contended that the new practice of providing only the main part of an answer on paper and uploading the remaining portion and annexure of it on the website of the assembly inconvenienced questioners. As Gogoi persisted with his demand, Daimary asked him to allow proceedings to continue. The speaker said, “You should not speak by pointing a finger at the Chair and not to look for ‘kajia’ (confrontation).” Taking umbrage at the speaker’s remark, Gogoi claimed that the ‘kajia’ was an unparliamentary word. The MLA also alleged that Daimary was biased as the speaker of the House. As Gogoi continued to agitate, Daimary said such behaviour by an MLA cannot be tolerated and adjourned proceedings for 10 minutes.

Punjab lifts all COVID-19 restrictions CHANDIGARH, MAR 15 (PTI): The Punjab government on Tuesday lifted all Covid-related restrictions in the state, according to an order. However, the people have been advised to follow Covid-appropriate behavioural norms. “In exercise of the powers conferred under section 2 of the Epidemic Disease Act, 1897, read with all other enabling provisions of Disaster Management Act, 2005, in supersession of all previous instructions on the subject, all COVID-19 related restrictions are removed with immediate effect,” the order issued by the state department of home affairs and justice said. “However, the residents of the state are advised to follow Covid-appropriate behavioural norms,” it added. NEW DELHI, MAR 15 (PTI): The Centre has not yet taken any decision to prepare the National Register of Indian Citizens for the entire country, Union Minister Nityanand Rai said in Lok Sabha on Tuesday. The minister said on the direction of the Supreme Court, the supplementary list of inclusions and the list of exclusions for the NRC in Assam have been published on August 31, 2019. “Till now, the government has not taken any decision to prepare the National Register of Indian Citizens at the national level,” he said in a written reply to a question. An update of the NRC (also referred to as NRIC) has been carried out only in Assam. When the final list of the NRC was published in 2019, a total of 19.06 lakh people, out of 3.30 crore applicants, were excluded, triggering a huge political row in the country.

NEW DELHI, MAR 15 (IANS): Automated resolving problems and “social media influenced society” have affected information processing in not only the aviation sector but across the world itself, said Indian Air Force Chief Air Chief Marshal Vivek Ram Chaudhari on Tuesday while talking about Aerospace Safety. Addressing the International Aerospace Safety Conference, Air Chief Marshal Chaudhari said, in modern generation the art and science of analysis and application of mind to solve complex problems is increasingly being automated and that cognitive reasoning and approach to problem solving has therefore taken a back seat. He said, “Modern society is seeing rapid changes in the way we do everything, be it our personal finances or seeking avenues for entertainment. The modern generation seeks answers from Google rather than good old research in a library. While these changes are good, they also have their shortfalls.” He stressed that the world, India and consequently the aviation community has rapidly transformed from an ‘industrial age society’ to the ‘information age society’ and further to a ‘social media influenced society’. NEW DELHI, MAR 15 (PTI): Asserting that India’s missile system is very reliable and the safety procedures are of the highest order, Defence Minister Rajnath Singh on Tuesday described the recent accidental missile release as “regrettable” and said a review of standard operations and maintenance was being conducted and any shortcoming if found, will be immediately rectified. Making a statement in Rajya Sabha and Lok Sabha on the inadvertent release of a missile during an inspection on March 9, 2022, Singh said the government has taken serious note of the incident, and a formal high-level inquiry has been ordered which will determine the exact cause of the incident. “During routine maintenance and inspection, a missile was accidentally released at around 7 pm. It was later learnt that the missile had landed inside the territory of Pakistan. While this incident is regretted, we are relieved that nobody was hurt due to the

Victims denied justice
O
ver three months or to be precise, 100 days have passed since the horrific massacres of 13 innocent civilians at Oting by the Army’s elite 21 Paras on December 4 followed by firing on protestors in Mon the next day in which one was shot dead by Assam Rifles. The state government had constituted the Special Investigation Team (SIT) headed by a police officer of IGP on December 5, 2021 to probe the Oting Massacre. The SIT was to submit its report within a month, that is by January 5, 2022 . However, the SIT could only submit an unfinished “preliminary report” to the government on January 9. The reason cited for the delay was due to inputs awaited from the Central Forensics Science Laboratory (CFSL) at Guwahati and Hyderabad before finalising the report. Forensic experts from the Guwahati and Hyderabad Forensic Science Laboratories had reportedly collected material evidences from the site during December 21-22, 2021.The lack of functional forensic laboratory in Nagaland has adversely affected crime investigation. Many serious crimes in the state are stuck for months and even years, as charge sheets are incomplete as reports of forensic analysis on material evidences from the crime scene(s) are pending. On March 4, Nagaland chief minister Neiphiu Rio informed media that the state government had received the forensic report and that the SIT will file a case for prosecution of the accused persons involved in the incident. Further, he said the state government would require the permission of the Government of India and once it is done, the investigation report will be in public domain. It may be recalled that the Konyak CSOs had in a letter addressed to the president of India on December 6,2021 demanded that the SIT identify the Special Forces 21 Paras involved in the Oting massacre and to bring them to book within 30 days. The ultimatum also demanded that the 27 Assam Rifles posted at Mon district be removed besides repeal of Armed Forces (Special) Powers Act. The deadline expired on January 10 and two days prior to that, the Konyak CSOs held a meeting on January 8 to deliberate on future course of action. In view of apparent failure in meeting the deadline, the Konyak CSOs convened a summit on January 14 to arrive at a final decision which would be final and binding on all. The deadline was extended by ten more days w.e.f January 15. The Konyak organisations while extending the deadline warned that if state government failed to fulfill concerned demands, the tribe will abstain from all national events within its customary jurisdiction as endorsed by the Eastern Nagaland People’s Organization (ENPO), the apex body of six Naga tribes in five districts – Mon, Tuensang, Longleng, Kiphire and Noklak. The re-extended deadline expired on January 25 but till then neither was the SIT report completed nor any resultant action contemplated in the quest for justice for the victims of the massacre. The state government seems to have wriggled itself out of the situation unfolding since December 4-5 2021. Neither has the SIT completed its probe within the stipulated one-month period, nor has any action been taken to name the offenders or mention on whether demand for repeal of AFSPA is still on the agenda.

It was a delight to forsake everything else and to throw ourselves before Him in a fearless statement of love. But now we are not quite so sure. Jesus is far ahead of us and is beginning to seem different and unfamiliar— “Jesus was going before them; and they were amazed” (Mark 10:32). There is an aspect of Jesus that chills even a disciple’s heart to its depth and makes his entire spiritual life gasp for air. This unusual Person with His face set “like a flint” (Isaiah 50:7) is walking with great determination ahead of me, and He strikes terror right through me. He no longer seems to be my Counselor and Friend and has a point of view about which I know nothing. All I can do is stand and stare at Him in amazement. At first I was confident that I understood Him, but now I am not so sure. I begin to realize that there is a distance between Jesus and me and I can no longer be intimate with Him. I have no idea where He is going, and the goal has become strangely distant. Jesus Christ had to understand fully every sin and sorrow that human beings could experience, and that is what makes Him seem unfamiliar. When we see this aspect of Him, we realize we really don’t know Him. We don’t recognize even one characteristic of His life, and we don’t know how to begin to follow Him. He is far ahead of us, a Leader who seems totally unfamiliar, and we have no friendship with Him. The discipline of dismay is an essential lesson which a disciple must learn. The danger is that we tend to look back on our times of obedience and on our past sacrifices to God in an effort to keep our enthusiasm for Him strong (see Isaiah 50:10-11). But when the darkness of dismay comes, endure until it is over, because out of it will come the ability to follow Jesus truly, which brings inexpressibly wonderful joy.

n the 2 weeks since England ended COVID-19 restrictions, the number of cases, hospitalizations and deaths are back on the rise -- a reversal of the overall downward trend that had appeared in the last month. The gover nment’s own data as well as an independent analysis both report an increase in cases, especially among people 55 and older. Throughout the pandemic, what has happened in the U.K. has often been a precursor to what happens in the United States a few weeks later. While the U.S. has not lifted as many COVID-19 restrictions, mask mandates and vaccination rules are easing in much of the country. Legal COVID-19 restrictions ended on Feb. 15 in Northern Ireland and are set to be phased out on March 21 in Scotland and on March 28 in Wales. China’s Daily COVID-19 Cases More Than Triple China reported 1,800 new symptomatic COVID-19 cases on Sunday, representing the highest daily figure in two years and more than triple the number from the day before, according to Reuters. China’s number of new locally transmitted asymptomatic cases, which the country doesn’t classify as confirmed cases, rose to 1,315 on Saturday from 1,048 a day before, Reuters reported. That marked the fourth consecutive day of increases. Although China’s case count is far lower than other countries facing a surge, the growing numbers are posing complications for the “zero tolerance” policy to isolate people and suppress the virus as quickly as possible, Reuters reported. The surge has prompted health officials to allow the public to buy rapid self-test kits for the first time to detect infections. Now 16 provinces are reporting new cases, as well as the four major cities of Beijing, Tianjin, Shanghai, and Chongqing. The northeastern province of Jilin reported 1,400 of the new cases, accounting for 78% of the national total and up from
134 a day before, Reuters reported. The increase “showed that some local areas, facing a rapid rise in the epidemic, lacked the capacity to expand medical resources, resulting in limited admission of infections to centralized facilities within a short period of time,” a Jilin official said during a news briefing. On Friday, authorities in Jilin’s provincial capital of Changchun locked down the city, began mass testing, and turned an exhibition center into a temporary hospital with 1,500 beds. On Sunday, the southern business hub Shenzhen reported 60 new local cases, marking the city’s highest since early 2020. Officials announced that the city of 17.5 million people, which abuts Hong Kong, will be shut down, according to The Associated Press. Bus and subway services will also be suspended, city officials said, and ever yone in Shenzhen will undergo three rounds of testing. All businesses except those that supply

In Shanghai, China’s most populous city with 24 million people, the number of cases increased by 15 to 432 cases. City officials told the public to avoid unnecessary travel and said those who arrive in Shanghai must have a negative test within 48 hours before arrival, the AP reported. Schools shifted to online learning on Saturday. In Hong Kong, a health official warned people not to assume the latest Omicron surge was under control. The financial hub of 7.4 million reported 32,000 new cases, which is down from about 50,000 after travel and business restrictions were imposed, the AP reported. The China Development Forum, a high-level business gathering in Beijing that was scheduled from March 19-22, will be postponed indefinitely due to the current coronavirus situation, Reuters reported. Karnataka High Court backs state on Hijab issue
BENGALURU, MAR 15 (PTI): The Karnataka High Court on Tuesday said Hijab was not part of the essential religious practice in Islamic faith and effectively upheld the ban against the headscarf in educational institutions in the state by dismissing pleas from Muslim girls seeking nod to wear it in classrooms. A three-judge full bench of the High Court said the prescription of school uniform is only a reasonable restriction, constitutionally permissible which the students cannot object to, even as the aggrieved petitioner Muslim girls said they would continue their legal battle and termed today’s order as “unconstitutional.” The court suggested the possibility of some ‘unseen hands’ behind the hijab row to engineer social unrest and disharmony and expressed dismay over the issue being blown out of proportion during the academic term. The row that broke out at Udupi in January this year soon spread to other parts of the state before witnessing national repercussions, with voices for and against the headscarf, even as as it resonated in some foreign countries like Pakistan. After having reserved its order on Feb 25, the court on Tuesday dismissed the batch of petitions from the Udupi-based Muslim girls who sought its nod for wearing hijab inside classrooms and also said there was no material placed on record to prima facie show wearing

the headscarf was an essential religious practice. Chief Justice Ritu Raj Awasthi-led bench said, “we are of the considered opinion that wearing of Hijab by Muslim women does not form a part of essential religious practice in Islamic faith.” The other two judges in the panel were Justice Krishna S Dixit and Justice J M Khazi. The bench also maintained that the government has the power to issue the impugned order dated February 5, 2022, banning clothes which disturb equality, integrity and public order in schools and colleges, which the Muslim girls had challenged in the High Court. It rejected the plea to initiate a disciplinary inquiry against the college, its principal and a teacher. “In the above circumstances, all these writ peti-
tions being devoid of merits are liable to be and accordingly are dismissed. In view of the dismissal of the writ petition, all the pending applications pale into insignificance and are accordingly disposed off,” the bench said in its order. The court also said that school uniform will cease to be a uniform if hijab is also allowed. “There is absolutely no material placed on record to prima facie show that wearing of Hijab is a part of an essential religious practice in Islam and that the petitioners have been wearing hijab from the beginning,” it said. On the plea that hijab of the same colour as of the school uniform be allowed, the court said it was not impressed by this argument, saying it would establish a sense of “social-separateness”, which is not desirable. “We are dismayed as

Responding to the court verdict, the petitioners insisted they will not go to college without hijab and fight the case legally till they get “justice”. “We had approached the High Court seeking permission to wear hijab in the classrooms. We will fight for justice and our rights,” one of the girls said in a press conference in Udupi. “The verdict which came today is unconstitutional...the constitution itself provides us (our rights) to follow my religion and whatever I can wear,” the
girl stated. State Chief Minister Basavaraj Bommai said everyone should abide by the verdict of the High Court and cooperate with the state government in implementing it. It was a matter concerning the future and the education of students, and nothing was more important than education, he told reporters. Primary and Secondary Education Minister B C Nagesh said efforts will be made to bring the ‘misguided’ Muslim girls to mainstream, even as he described the verdict as a “landmark” one. “We will try to win the hearts of those girls who were misguided,” he said. BJP leaders--Union Minister Pralhad Joshi and Ravi Shankar Prasad also welcomed the court ruling. The Campus Front of India, responding to the HC order, said the “court verdict on Hijab ban destructs the fundamental rights enshrined in the Constitution.” “The BJP regime is trying to implement their agenda and dehumanise a community and the High Court verdict can now be a catalyst for their polarising agenda,” CFI said in a statement uploaded on Twitter. “It is an alarming sign that the judiciary interprets religious texts...we will never accept this anticonstitutional verdict and will continue all efforts to protect the constitution and individual rights,” it added. Popular Front of India (PFI) insisted Hijab was an integral part of Islam and that courts should not inter-
pret religion. AIMIM leader and Lok Sabha MP Asaduddin Owaisi sought to “disagree” with the HC judgement and wanted the All India Muslim Personal Law Board (AIMPLB) and organisations of other religious groups to appeal against the order. “...If it is MY belief & faith that covering my head is essential then I have a right to EXPRESS it as I deem fit. Its isn’t just about religion but the freedom to choose,” she wrote on Twitter. National Conference (NC) leader Omar Abdullah said it was a “travesty” that the court did not uphold the basic right of a woman to choose how she wants to dress. Incidentally, many countries, including Muslim-dominated ones like Syria, besides France, Denmark, China and Sri Lanka have banned some form of veils such as hijab and burqa, with differing degrees of restrictions, citing a number of varied reasons.

Initiating the debate on Demand for Grants 2022-23 for Railway in Lok Sabha, Congress member K Suresh accused the government of running the railways in an inefficient manner and said it is indulging in jugglery in allocation of funds. “... The intention of this government is privatising the Indian Railways also. Air India already sold. Now next step of this government is Indian Railways. That will happen very soon,” Suresh said, asking the Railway Minister whether the Indian Railways will remain under Government of India or not. He alleged that the government is not taking any sincere action to achieve the rail revenue target set in the Budget. For 2022-23 fiscal, the internal revenue of railways has been pegged at Rs 2.40 lakh crore, a 19 per cent increase from the revised estimates of the current fiscal. The Congress MP said the annual plan of the railways proposed for the next fiscal is Rs 2.45 lakh crore. This includes gross budgetary support of Rs 1.30 lakh crore, 55.85 per cent of total capital expenditure. Questioning where the rest of the money would come from, Suresh said it would come from PPP,
institutional financing and foreign direct investment. “The Indian Railways, the premier public sector, is up for sale. The BE for extra budgetary resources for 2022-23 is Rs 1.15 lakh crore, meaning that 41 per cent of capital expenditure will come from leasing... and putting pieces of public sector organisation for sale to bidders,” Suresh said. Expressing concern over huge vacancies in the railways, Kanimozhi Karunanidhi (DMK) said the South Indians don’t get jobs and it seems that there is an effort to keep them away. She demanded that the government clarify as to how 100 per cent electrification can be achieved by the next year if it is 73 per cent at present. With regard to elephant death on railway tracks, she said, the Railway Ministry should look into the matter. Satabdi Roy (TMC) stressed the need to bring down platform ticket price from Rs 50 to reasonable levels. The price was raised in the wake of COVID-19 pandemic and since the situation has improved the ministry should look at it, Roy reasoned. Roy also sought to know the stand of the the government on privatisation and what impact it will have on common man. She wondered if the country really needed the Bullet Train and urged the ministry to focus on reducing the time for claim settlement for railway accident victims.

Russia’s share of arms import to India fell from 69% in 2012-17 to 46% in 2017-21 NEW DELHI, MAR 15 (PTI): Russia’s share of arm imports to India fell from 69 per cent in 2012-17 to 46 per cent in 2017-21, according to a report released on Monday by Stockholm-based defence think-tank SIPRI. Russia started a war against Ukraine on February 24, which led the US and other western countries to impose extremely harsh economic sanctions on the country. “Between 2012–16 and 2017–21 Indian arms imports decreased by 21 per cent. Despite this, India was the world’s largest importer of major arms in 2017–21 and accounted for 11 per cent of total global arms imports in the period,” the report noted. Russia was the largest supplier of major arms to India in both 2012–16 and 2017–21, but India’s imports of Russian arms dropped by 47 per cent between the two periods as several large programmes for Russian arms wound down, said the report by the Stockholm International Peace Research Institute (SIPRI). This, combined with
India’s increased efforts to diversify its arms supplier base, meant that Russia’s share of total Indian arms imports fell from 69 per cent to 46 per cent, it mentioned. In contrast, India’s arms imports from France increased more than tenfold, making it India’s second largest arms supplier in 2017–21, it stated. Because of the perceived growing threats from China and Pakistan and because of significant delays in the production of its own major arms, India has large-scale plans for arms imports, it noted. “The drop in India’s arms imports is, therefore, probably a temporary result of its slow and complex procurement process as well as its shift in suppliers,” it mentioned. Globally, Russia’s arms exports fell by 26 per cent between 2012–16 and 2017–21, and its share of global arms exports decreased from 24 per cent to 19 per cent, it noted. Russia delivered major arms to 45 states in 2017– 21, it said. In contrast to the USA, Russia’s exports in 2017–21
were more concentrated as four states—India, China, Egypt and Algeria—together received 73 per cent of total Russian arms exports, it noted. “The overall drop in Russian arms exports between 2012–16 and 2017–21 was almost entirely due to decreases in arms exports to India (–47 per cent) and Vietnam (–71 per cent),” it mentioned. While a number of ar ms expor t contracts signed over the past 10 years had been completed by the end of 2021, several large Russian arms deliveries are still pending and include eight air defence systems, four frigates and one nuclear-powered submarine to India, it stated. Substantial increases in Russia’s arms exports to China (60 per cent) and Egypt (723 per cent)—the second and third largest recipients of Russian arms respectively—did not offset the overall decrease in its arms exports, it noted. In 2017–21, both China and Egypt received air defence systems and combat aircraft from Russia, it stated.

BHUBANESWAR, MAR 15 (PTI): As many as 6,411 candidates remain in the fray for the elections to Urban Local Bodies (ULBs) in Odisha scheduled on March 24 after 641 people withdrew their nominations on the last date of the process on Monday, the State Election Commission (SEC) said. The polling for 109 civic bodies, including three municipal corporations, is scheduled to be held on March 24. After the withdrawal of nomination papers, 569 candidates are vying for the post of either chairperson or mayor, while 5,842 nominees are seeking election for the post of either councilor or corporator, the SEC said. As many as 102 candidates withdrew their nominations filed for the post of either chairperson or mayor, while 539 people opted out of the elections for the post of either councillor or corporator, the SEC said. The SEC has asked the district magistrates cum collectors to ensure that the ongoing campaigning for the urban polls ends at 5 PM on March 22, 48 hours before the polling.

In the previous trade, the precious metal settled at Rs 52,395 per 10 grams. Silver also tanked Rs 1,390 to Rs 67,997 per kg from Rs 69,387 per kg in the previous trade. In the international market, gold traded 1 per cent lower at USD 1,930 per ounce and silver was flat at USD 25.58 per ounce. “Gold prices traded lower with spot gold prices at COMEX trading 1 per cent down at USD 1,930 per ounce on Tuesday,” HDFC Securities Senior Analyst Commodities Tapan Patel said. Gold prices faced selling with surge in the US bond yields ahead of the US FOMC (Federal Open Market Committee) meet.
AURANGABAD, MAR 15 (PTI): Tata Motors is planning to invest Rs 15,000 crore in the EV segment in the next five years, a top company official has said. The company, which is a leader in the newly emerging EV segment with offerings such as Nexon, is also planning to develop around 10 more new offerings in the segment, President for Passenger Vehicles Business of Tata Motors Shailesh Chandra said. “As far as future is concerned, in next five (years) we will invest Rs 15,000 crore in electrification. We are going to work on nearly 10 products with different kind of body styles, price, driving range options,” Chandra said. The company had raised USD 1 billion in funding from private equity major TPG in its EV division, valuing the business at USD 9.1 billion. Chandra was speaking at an event to deliver a batch of 101 EVs to residents of the city as part of the Aurangabad Mission for Green Mobility (AMGM) by local groups. EU imposes fourth set of sanctions against Russia for war BRUSSELS, MAR 15 (AP): The European Union has announced that the 27-nation bloc has approved a new set of sanctions to punish Moscow for its invasion of Ukraine. France, which holds the EU presidency, said the bloc “in consultation with our international partners, has approved a fourth package of sanctions targeting individuals and entities involved in the aggression against Ukraine, as well as several sectors of the Russian economy.” The French presidency said in a late Monday statement that the bloc also approved a declaration to the World Trade Organization “on suspending the application of the most-favoured-nation clause for Russia and suspending the examination of Belarus’ application for accession to the WTO.” If Russia is suspended, its companies would no longer receive special treatment throughout the bloc. The announcements were in line with what leaders had announced at the Versailles summit last Friday, that a stringent package of sanctions would be upcoming if Russia continued its invasion of Ukraine. The exact details of the latest package of sanctions will only be known upon publication in the EU’s official journal. ASHGABAT, MAR 15 (AP): Turkmenistan established a political dynasty on Tuesday, as authorities said the son of the Central Asian country’s leader won its presidential election after an unusual votecounting delay. Serdar Berdymukhamedov was the overwhelming favourite in Saturday’s election to lead the gas-rich country and succeed his father Gurbanguly. The central election commission said Serdar Berdymukhamedov won 72.97 per cent of the votes. India on Friday said it accidentally fired a missile two days back that landed in Pakistan and that the “deeply regrettable” incident was caused by a technical malfunction in the course of its routine maintenance. “We have no indication as you also heard from our Indian partners that this incident was anything other than an accident,” State Department spokesperson Ned Price told reporters at his daily news conference on Monday. “We refer you of course to the Indian Ministry of Defense for any follow up. The single dose tafenoquine (Kozenis), administered together with the standard chloroquine therapy, was developed by UK drug major GlaxoSmithKline (GSK) in partnership with nonprofit Medicines for Malaria Venture (MMV). The approval includes a novel, 50 mg dispersible tablet that can be dispersed in water to fight malaria caused by pathogen Plasmodium vivax, which is most common in South and Southeast Asia, South America and the Horn of Africa. It is much simpler for kids to take than the present seven- or 14-day course of tablets developed for adults. “P. vivax malaria is particularly dangerous for young children for whom re peated relapses can lead to cumulative severe anaemia and, in some cases, be fatal. Today, we have a tool to put a stop to the relentless relapse both for adults and children we are one step closer to defeating this disease,” said Dr David Reddy, Chief Executive Officer, MMV, in a statement. Before taking any pain reliever, check with your doctor to make sure it’s safe for you and your baby. Drug Interactions Some drugs just don’t play well with each other. Taking two that don’t mix can lead to dangerous interactions. For example, NSAIDs increase the risk of bleeding with the bloodthinner warfarin. And acetaminophen can also increase its effects. Because some drug interactions can be life threatening, tell your doctor or pharmacist about all the medications and supplements you’re taking, even over-the-counter drugs, vitamins, or herbal remedies. Kabaddi player Sandeep shot dead during match
JALANDHAR, MAR 15 (AGENCIES): A renowned international kabaddi player was shot dead during an ongoing match of a kabaddi tournament at Jalandhar’s Mallian Khurd (Nivin Mallian) on Monday evening. The victim has been identified as Sandeep Singh Sandhu aka Sandeep Nangal Ambian (38), The Indian Express reported. The incident took place between 6:15 pm to 6:30 pm. Sandeep had come along with his team to participate in a match which was supposed to start in the evening. It is learnt that when Sandeep came out of the tournament site, unidentified assailants opened fire on him, leaving him dead on the spot. A teenage boy was also injured but he is out of danger. SSP (Rural) Jalandhar Satinder Singh reached the spot soon after the incident. A personal rivalry or professional jealousy could be the reason behind the incident, police said.
