Centre should reconsider AFSPA continuance in NE states: DMK MP
NEW DELHI, MAR 14 (PTI): Centre should reconsider the continuance of the Armed Forces Special Powers Act (AFSPA) in the North Eastern states, DMK leader Tiruchi Siva said in Rajya Sabha on Monday. He referred to the killing of 13 civilians by security forces in Nagaland in December and said that only Nagaland but all its neighbouring states are also suffering because of the AFSPA. “It’s high time. The government has to reconsider whether this Act should continue,” Siva said while participating in a debate in the Upper House on the working of Ministry of Development of North Eastern Region. Referring to Section 4 of the AFSPA, Siva said it gives special powers to commissioned officers in disturbed areas to fire upon and use force against any person who is acting in con-

NEW DELHI, MAR 14 (PTI): Covid vaccination for children in the age group of 12-14 years will begin from Wednesday, Union Health Minister Mansukh Mandaviya announced on Monday. The vaccine to be administered to 12-14 years age group would be Corbevax manufactured by Biological E. Limited, the health ministry said. Tweeting the announcement in Hindi, Mandaviya said, “if the children are safe then the country is safe! I am happy to inform that the COVID vaccination of children in the age group of 12 to 13 and 13 to 14 is starting from March 16. Also, everyone aged 60 years and above will now be able to get precaution doses.” Mandaviya also urged the families of children and people in the age group of 60 years and above that they must get the vaccination done. The Union Government after due deliberations with scientific bodies has decided to start COVID-19 vaccination for 12-13 yr and 13-14 yr age groups (those born in 2008, 2009 and 2010 i.e those who are already above 12 years of age) of the population from March 16, 2022, the ministry said in a statement. According to official sources, around 7.11 crore children will be vaccinated under the new age group.

NEW DELHI, MAR 14 (NPN): Election to Nagaland’s lone Rajya Sabha seat has attracted many intending candidates even as hectic lobbying are taking place in Nagaland and New Delhi. BJP is expecting to ensure that the party gets the lone RS seat from Nagaland in pursuance of the assurance made by the NDPP in lieu of support to the party during the Lok Sabha election. The BJP was firm on setting up its candidate this time as it was a commitment made by NDPP in 2018 to support a BJP candidate in return for support extended to the NDPP candidate for the Lok Sabha. Sources said that there are already over ten contenders seeking BJP ticket. However, four names including a woman candidate have been reportedly screened and submitted for approval of the BJP Central high command. According to reports, the BJP is mulling the set-
ting up of a candidate from ENPO area especially with an eye to the 2023 assembly election. The name of a former legislator is doing the rounds. There are 20 assembly seats under ENPO areas. When contacted, a senior NDPP leader said that the BJP and the chief minister have also agreed in principle to support a BJP candidate this time. On the other hand, there were also rumours about NPF contemplating to setup its own candidate. However, a senior NPF legislator said that there was no such plan. The legislator said that since they were now part of the United Democratic Alliance (UDA), the party will likely go by the consensus candidate set up by the NDPP-BJP. The NPF party has convened the NPF Working Committee meeting on March 18, after which this issue would be made known, the legislator stated. DIMAPUR, MAR 14 (NPN): Working Committee (WC), Naga National Political Groups (NNPGs) Monday maintained that the United Democratic Alliance (UDA), formed under the plea of facilitating “IndoNaga” political solution, appeared to be “traversing a dangerous uncharted territory” in the manner of Naga People’s Convention (NPC) of 1957. WC, through its media cell said, that even now, Nagas were being reminded of the activities of NPC formed on August 21, 1957. WC said NPC negotiated with prime minister Nehru for Nagaland state in order to end bloodshed which was “the
crime of stealing people’s mandate” which has not been forgotten or forgiven. Further, WC reacted to UDA chairman TR Zeliang’s purported remark reported in the media wherein he sought the “highest offer from the Centre. WC advised Zeliang to understand the meaning of “facilitator” as whether what he was doing was “facilitating or doing something else”. WC said that each passing day, Zeliang’s utterances sounded more like “a third party negotiator in the IndoNaga political talks.” WC said UDA chairperson with BJP in the oppositionless government must bear moral responsibility

These were then sold to entrepreneurs, who acted as the bridge between the department and shops. The products had been made available in stores like Made in Nagaland, Kiwi outlets, Naturally Nagaland, etc, the
deputy director explained. Castor plantation is spread over 4,000 hectares across the State, especially in Tuensang, Kiphire, Dimapur, Nuiland, Tseminyu, Noklak and Zunheboto districts. With presence of nutrients like calcium, magnesium, sulphur, iron, zinc and copper, etc, castor oil is beneficial for hair and skin, and also has massage benefits, besides boosting immunity and increase in the flow of circulatory system. KOHIMA: Phesama Youth Organisation (PYO) has informed that in compliance with directives from Southern Angami Youth Organisation (SAYO) to ban hunting of wildlife and promote eco-tourism, it would be enforcing the same in all areas under its jurisdiction. Akhil suspended from Assembly budget session GUWAHATI, MAR 14 (PTI): Independent MLA Akhil Gogoi was on Monday suspended from Assam Assembly for repeatedly raising the issue of employment to one lakh youths as promised by the BJP government during the address of Governor Jagdish Mukhi on the first day of the Budget session. Speaker Biswajit Daimary asked Gogoi to leave the House for the duration of the Governor’s speech. Gogoi didn’t leave the House and showed a placard, following which Marshals dragged him outside. The Governor continued to read his 38-page speech. Mukhi said, “To fulfil one of the key poll promises, the government has set in motion the process to provide one lakh jobs to our youth.” He then mentioned several steps being taken by the State government to recruit youths in various posts. Apart from the one lakh employment to the youths, Gogoi tried to raise other issues like paddy procurement from farmers, land rights to indigenous people and corruption in water supply scheme while Mukhi was speaking. Every time, he sat down after the Speaker had asked him not to disturb the Governor’s speech.
GUWAHATI, MAR 14 (PTI): Assam Chief Minister Himanta Biswa Sarma on Monday said the Congress will “go down and won’t be visible even in panchayat elections” if the Gandhi-Nehru family continues to lead the grand old party. The North-East Democratic Alliance (NEDA) convenor said it was up to Congress to decide whether it wants to revive or continue its losing trend with the Gandhis at the helm. Sarma had joined the BJP from Congress in 2013. “Successive defeats in elections have proved that the Gandhis cannot lead Congress to victory,” he told reporters. “So, in my view, the Gandhis will take Congress to a situation where it won’t be visible even in panchayat elections in the days to come,” he added.

Arunachal Pradesh Dy CM Chowna Mein presents the Annual Budget, during the Budget Session. (PTI) ITANAGAR, MAR 14 (PTI): Arunachal Pradesh Deputy Chief Minister Chowna Mein on Monday presented a deficit budget for the 2022-23 fiscal in the assembly without proposing any new tax while laying emphasis on financial management, health, education and environment protection. A deficit of Rs 644.81 crore was estimated in the budget, he said. The state government projected total receipts of Rs 26,111.63 crore for the next financial year, which is 15.64 per cent higher than Rs 22,581 crore estimated in the 2021-22 budget, he said. “In the budget estimates of 2022-23, we are projecting revenue receipts
of Rs 24,253.54 crore and capital receipts of Rs 1,858.09 crore,” Mein, who also holds finance, investment and planning portfolios, said in his speech. “We have tried to assimilate our collective experiences from the Covid-19 pandemic in this budget as building blocks so as to make Arunachal futureready,” the deputy CM said. He also mentioned that the state’s share of central taxes has been pegged at Rs 14,348.54 crore as per the Union Budget 2022-23. “It is 10 per cent more than the revised estimates of 2021-22. In addition, we have projected state’s own tax revenue at Rs 2,090 crore while the non-tax revenue
has been estimated at Rs 935 crore,” Mein said. The state’s own revenue generation is estimated at Rs 3,025 crore for 2022-23 fiscal, which is a 10 per cent increase over the revised estimate of 2021-22, the finance minister said. The government projected a revenue expenditure of Rs 18,201.55 crore for FY 23, as against the budget estimates of Rs 15,344.32 crore in 2021-22. Mein also said capital expenditure, including loan components, was estimated at Rs 7,507.81 crore in the next fiscal as compared to Rs 6,968.68 crore in the current financial year. “The focus of the government has been and will be on increasing capital expenditure to create socially and economically productive assets for accelerated development of the state,” he said. For FY23, the Arunachal Pradesh government was able to keep the fiscal deficit at an estimated 2.20 per cent of Gross State Domestic Product, “which is not only within the norms of targets laid down in the Arunachal Pradesh Fiscal Responsibility and Budget Management Act 2006 but also at almost the same level as BE (budget estimate) 2021-22,” he said.

AGARTALA, MAR 14 (PTI): As many as 900 CPI(M) party offices constructed illegally on government land have been bulldozed since 2018, when the BJP came to power in Tripura, Chief Minister Biplab Deb said on Monday. The CPI(M), on the other hand, questioned the act of bulldozing opposition party offices. The chief minister, addressing a government function here, said that some of the party offices were two or three storey high, and were illegally built on government land. “This has happened during the last 25 years. What is their mindset if they encroach upon government land to build party offices at district and subdivisional levels? They are anti-people,” he said, referring to CPI(M). The BJP rode to power in 2018 ending the 25-yearlong Left Front rule in the state. “The BJP is in power but we have not forcibly acquired any piece of government land to set up our party office. We have built district and subdivisionallevel offices on land duly purchased. “We have been contemplating to construct a state party office but have not been able to do so due to unavailability of land,” he said.

The protesters were demanding release of 11 persons arrested from the residence of NPP MLA Sheikh Noorul Hassan from Kshetrigao AC of Imphal East district, in connection with a post-poll violence. As police stopped them in front of the station, the crowd pelted stones. To control the situation, the police resorted to firing tear gas shells and mock bombs and arrested atleast 19 protestors. In the melee, a police woman sustained bleeding injuries after being hit by a stone while some protestors also sustained minor injuries. Police vehicles parked inside the police station premises were
also damaged. Earlier in the day, a combined team of Imphal East district police and special commando unit of the district rushed to the residence of the Sheikh Noorul Hassan and picked up 11 workers. The locals alleged that before picking up, a drone (unmanned aerial vehicle) was seen flying above the house of the elected legislator who had taken oath as a member of the state Assembly along with other 59 newly elected members. The police also picked up five workers of Nahakpam Indrajit Singh, who contested on the BJP candidate from the same AC. Altogether 16 persons (11 workers of NPP and five workers of BJP) were arrested in connection with a violent clash that occurred during a victory procession in the constituency on March 11. He said that the state government is continuing to pursue the matter, and it will examine a demand to take all 60 MLAs of the state to Delhi to press for ILP implementation. “The MHA is examining the demand. ITANAGAR, MAR 14 (PTI): As many as 65,884 Chakma and Hajong refugees reside in Arunachal Pradesh, Chief Minister Pema Khandu told the Assembly on Monday, citing a survey conducted by the government in 2015-16 in three districts of the state where they have settled -- Changlang, Namsai and Papum Pare. Khandu, in a written reply to Congress MLA Wanglin Lowangdong, also said that the government allotted an area of 4,240.24 hectares to the Chakmas and Hajongs in Changlang district, besides 730.432 hectares in Namsai and an approximate 14 square kilometers in Papum Pare. In Changlang, the refugees are mostly settled in Miao, Kharsang and Diyun. Similarly in Namsai, they reside in three villages of Chongkham circle, while in Papum Pare, they are concentrated in ChangmaraMagoni and Chessa areas, the CM stated. Additionally, the refugees have encroached upon 5,819.88 hectares in Changlang, and 289.57 hectares in Namsai districts. No such encroachment has been reported from Papum Pare, Khandu maintained.

SKM nationwide protest on Mar 21 against govt’s unfulfilled promises
NEW DELHI, MAR 14 (PTI): The Samyukta Kisan Morcha (SKM) will hold a nationwide protest on March 21 to protest against the Centre for not fulfilling its promises, including setting up of a panel on MSP and withdrawal of cases against farmers, its functionaries said on Monday. It was decided after a day-long closed door meeting was held at the Gandhi Peace Foundation at Deen Dayal Upadhyay Marg here. SKM leaders and members reviewed the progress made so far by the Centre on the promises made to farmers, including setting up a panel on MSP. “There has been no progress in fulfilling the promises made by the Centre to farmers on the issue of forming a panel on MSP to make legislation on it, withdrawal of cases against farmers and expulsion of Union minister Ajay Mishra Teni from the Cabinet. “So the SKM has decided to hold a nationwide protest at district and block level on March 21 against the central government for non fulfilling promises,”

The non-implementation of the assurances given by the government to the farmers’ movement, even after three months, exposes its anti-farmer intentions, the statement said. “It was unanimously decided that between April 11 and 17, a nationwide campaign would be launched by observing MSP Legal Guarantee Week. During this week, all the constituent organizations
associated with the SKM will organize demonstrations and seminars, demanding legal guarantee of MSP as recommended by the Swaminathan Commission,” the statement said. The Morcha reviewed the written assurances given by the government to the Samyukta Kisan Morcha on December 9 and found that even after three months the government had not acted upon its key assurances, it said. “There is no trace of the assurance of forming a committee on MSP. Except Haryana, the police cases registered against the farmers during the agitation in other states have not been withdrawn. Delhi Police has spoken of partial withdrawal of some cases but there is no concrete information about that as well. “The SKM has decided to organize a nationwide protest on March 21, regarding the role of the government in the Lakhimpur Kheri incident, and the betrayal of the assurances given to the farmers’ movement,” the SKM statement said.

KOLKATA, MAR 14 (PTI): The BJP on Monday demanded answers from West Bengal Chief Minister Mamata Banerjee, who also holds the home portfolio, over the killings of two TMC and Congress councillors on the previous day. Congress councillor Tapan Kandu and TMC councillor Anupam Dutta were on Sunday evening shot dead in separate incidents in Purulia’s Jhalda and Panihati in North 24 Parganas district respectively. During Zero Hour, Siliguri’s BJP MLA Shankar Ghosh demanded answers from Banerjee over the incidents, following which saffron party legislators staged a walkout from the House. They staged a demonstration on the steps of the assembly demanding immediate action. Ghosh demanded a proper and quick investigation into the matter, and immediate arrest of the culprits. He wondered whether the killings have any connection with the ongoing selection of the chairman of various civic bodies in the state.
NEW DELHI, MAR 14 (PTI): Finance Minister Nirmala Sitharaman on Monday presented a Rs 1.42-lakh-crore budget for Jammu and Kashmir for the year 2022-23 in Lok Sabha, amid opposition accusations that the government was rushing the proposals through Parliament. Sitharaman also presented the supplementary demands for the year 202122 totalling Rs 18,860.32 crore for the Union Territory and moved a motion seeking suspension of certain rules to allow the House to take up the discussion on the same day. Opposition members objected to the government move to present the J&K Budget and discuss it in the House on the same day, contending that members will not get adequate time to study the proposals. Congress member Manish Tewari and RSP member N K Premachandran objected to the motion moved by Sitharaman, alleging it was in violation of the rules of procedure of the House. “Some rules are beyond the amending powers of the House,” Tewari, a Congress member from

Kharge, who is the Leader of Opposition in Rajya Sabha, said the BJP/ RSS and the prime minister attack the Gandhis all the time and if all the leaders do not stand with them at this time, it would be “betrayal”. “Sonia Gandhi and Rahul Gandhi have been fighting for a cause and have taken on the BJP/RSS head on. They have often been attacked by the BJP/RSS and the prime minister and
in such times, if we don’t stand with them, we would be betraying ourselves,” he told PTI. The senior Congressman said Sonia Gandhi has made several sacrifices for the party and devoted her entire life for building the Congress and none of the members of the Gandhi family have occupied any positions in the government for many years. “She has never asked for any position. She built the party from the scratch and it is unfair if we still attack her. We all want her to continue to lead the party and we will stand with her. We took a unanimous decision that she should lead from the front and reinforce our faith and win back the trust of people,” Kharge said. He also said that all

NEW DELHI, MAR 14 (PTI): Oil Minister Hardeep Singh Puri on Monday slammed Congress leader Rahul Gandhi for his comments asking consumers to tank up in preparation for an imminent hike in petrol and diesel prices, saying that one statement led to “hoarding” of 20 per cent fuel. Replying to supplementaries during Question Hour, Puri said consumption went up by 20 per cent following the comment. Petrol and diesel prices hit the freeze button just as electioneering for five states including Uttar Pradesh picked up. The record 130day freeze was despite the cost of raw material jumping from USD 81 per barrel to USD 130 per barrel. It was anticipated that once the elections are over, state-owned fuel retailers will start adjusting the prices, which was as much as Rs 12 a litre below cost. But the

rates haven’t been changed even after the counting of votes ended, possibly not to give the opposition a handle before the beginning of the second half of the budget session on Monday. “On 5th March, a political leader made a statement, saying, fill up your tanks quickly because petrol prices are going to go up as elections are over. And the consumption went up by 20 per cent,” Puri said without naming Gandhi. “It is a matter of shame that one statement led to hoarding of
20 per cent.” On March 5, Gandhi had asked people to get tanks up as the “election offer” will end soon. “Quickly get your petrol tanks full. The ‘Election’ offer of the Modi government is going to end soon,” Gandhi said in a tweet in Hindi and used a picture of a petrol pump saying “Hike” and “Coming back soon to fuel stations near you”. The Congress has been accusing the BJP government of stalling the hike in fuel prices during elections and raising the prices soon after the polls are over. The assembly elections in five states, including Uttar Pradesh, started on February 10, and ended on March 7. The counting of votes took place on March 10. Puri said international oil prices had gone up from USD 19.56 per barrel in 2020 to USD 130 per barrel earlier this month and are
now down to USD 109 per barrel. “Oil marketing companies will take their decisions (on fuel prices). They will proceed once they can no longer bear it. If they don’t have the margin or cushion, they will take the appropriate step,” he said. Amid re peated interruption by opposition members who said he has sidestepped the original questions with his political statements, the minister said, “the decisions regarding increase are taken by companies.” “I find it amazing that instead of celebrating that prices have not gone up, my hon. friend is lamenting that they have not gone up. Another one makes a statement, and hoarding takes place... So, what is it? Should we be controlling prices or should we be making statements to encourage hoarding?”
On taxes being raised on petrol and diesel at the outset of the pandemic, Puri said they were raised for a particular purpose. “The question is, raising of taxes, levying of taxes are done depending upon the situation at that point of time,” he said. After the Union government’s decision to cut excise duty on petrol by Rs 5 a litre and diesel by Rs 10 per litre on November 4, 2021, all but nine states also cut local sales tax or VAT. “We are willing to take such steps as are necessary to control the price,” he said. He said rates in India have gone up only by 5 per cent as compared to over 50 per cent in countries like the US, Canada, Germany, and the UK. “We should be rejoicing that. Instead, what we are hearing from the distinguished Member is why it has not gone up,” he said.
Order regarding COVID deaths ex-gratia payment ‘very clear’: SC Nitish lashes out at Speaker for questioning conduct of probe
NEW DELHI, MAR 14 (PTI): The Supreme Court Monday said its earlier order regarding ex-gratia of Rs 50,000 to the family members of those who lost their lives due to COVID-19 is “very clear” and the payment is to be made for each death. The apex court said this while dealing with an application filed by the Assam which had sought a clarification whether each of the children of the deceased parents would be provided ex-gratia payment of Rs 50,000, in case there is more than one child. “In fact, our earlier order is very clear and the exgratia payment of Rs 50,000 shall be qua each death,” a bench of Justices M R Shah and B V Nagarathna said. “Therefore, it is observed and clarified that if
there is more than one child, only one child/family member, as the case may be, shall get ex-gratia payment of Rs 50,000,” it said. The top court observed that in case both the parents have died, the child shall get Rs 50,000 qua each death, that is one for the deceased father and another for the deceased mother. In an effort to provide some help to over 10,000 children who have lost both their parents to COVID-19,
the apex court had on January 19 directed all the state governments to reach out to those kids and pay them compensation. During the hearing on Monday, the counsel appearing for Assam said they have filed an application seeking clarification on the issue as there are such families in the state where there are more than one children. “Whether we are supposed to give it to both the children or should it be one
ex-gratia payment made to the family,” the counsel said. The bench observed that its order is very clear. “It is per death Rs 50,000,” it said, while disposing of the application. The issue had cropped up when the top court was hearing pleas filed by advocate Gaurav Bansal and some intervenors who have sought ex-gratia assistance to family members of COVID-19 victims. While hearing the matter in January, the top court had taken note of the submissions that over 10,000 children have been orphaned due to COVID-19 and other reasons since the start of the pandemic and they be compensated. It had said on October 4 last year that no state shall deny ex-gratia of Rs 50,000 to the next of kin of the
deceased due to COVID-19 solely on the ground that the death certificate does not mention the virus as the cause of death. The court had also said that the ex-gratia is to be disbursed within 30 days from the date of applying to the district disaster management authority or the district administration concerned along with the proof of the death of the deceased due to coronavirus and the cause of death being certified as died due to COVID-19. The top court had said that its directions for payment of compensation to the family members of the persons who died due to COVID-19 are very clear and there was no requirement at all of constituting the scrutiny committee to award compensation.

the party has to take call on deputy chief ministers in the state, as one of the two in the previous government, Keshav Prasad Maurya, lost the elections along with 11 ministers. In Uttarakhand it is not clear who will lead the government in the state as chief minister Pushkar Dhami lost the election. In the backdrop of these circumstances and maintaining caste arithmetic in its favour, the BJP has appointed its heavyweights, former party presidents Shah and Singh, for ensuring smooth formation of government in both Uttar Pradesh and Uttarakhand.
PATNA, MAR 14 (PTI): A piquant situation arose in the Bihar assembly on Monday when Chief Minister Nitish Kumar and Speaker Vijay Kumar Sinha had a heated exchange over whether a matter being probed by the government which has also been referred to the privilege committee could be raised on the floor of the House “again and again”. The chief minister rose to express his outrage when the speaker asked cabinet minister Bijendra Yadav to appraise the House, after a couple of days, of action taken on an incident in Lakhisarai, which also happens to be Sinha’s assembly constituency. “The minister has been authorised to reply on behalf of the government. When he has submitted that inquiry is underway, you ask him to come up with a fresh reply the day after tomorrow. This is against the rules. Please look at the Constitution”, Kumar said. The privilege committee of the House has directed the DGP to conduct an inquiry into the alleged misbehaviour, with the speaker, of a Deputy SP in Lakhisarai and the SHO of the police station concerned a few days back. The conflict between the speaker and the chief minister over the enquiry is also being viewed by

some as a reflection of the strained relations between the JD(U) which Kumar leads and its ally BJP to which the speaker belongs. It is for the government and the police to take action in such matters. The report of the investigation has to be submitted before the court, he said. “Is the House empowered to intervene in the matter? I am serving my fourth term as the chief minister. I was also a member of the assembly once. Never have I seen such a procedural anomaly. Please don’t run the House in this manner”, Kumar said. Sinha began on a pacifying note, expressing the immense respect he had for the chief minister’s knowledge and experience, besides acknowledging the latter’s support “which helped my elevation to this Chair”. “But please understand
my predicament. Initially, I had tried not to indulge any discussion in the matter after it was referred to the privilege committee. But members from the treasury benches and the opposition have created a ruckus again and again. After all, I am supposed to be the custodian of the House”, pleaded the speaker. Notably, outbursts of Sinha over alleged wrongful arrest of a number of people in Lakhisarai for violation of prohibition law were in news last month. The chief minister again rose upon the speaker’s statement and said, “I will inquire today itself into the progress in the investigation. The government will look into whatever recommendations the committee has made. But this matter must not be discussed on the floor of the House again and again”.

It’s a family affair
W
hether the loyal remnant members of a rudderless Congress party, over whom sit sycophants making up the All India Congress Committee(AICC) whose duty is to wait for instructions from the party courtiers who make up the inner core of unelectable leaders who, in turn, make themselves indispensable to the ‘high command’ or the mother, son and now daughter trio. It was another futile brainstorming or ‘Chintan Shivir’ which the nation’s oldest political party, Congress which originated as a freedom movement, has been using since 2012. The Congress replicated the BJP’s ‘Chintan Baithak’ which the latter had conducted since 2009. The latest ‘Chintan Shivir’ of the Congress was held on March 13, Sunday to take stock of the defeat in all five state elections. In UP, Priyanka set up a whopping 401 candidates to the 403-member assembly. It was insane overconfidence or pure height of naivety for her to dream of achieving anything notable. This was borne out by the results in which Congress won only two seats, down from seven out of the 114 it contested in 2017. The Congress lost power in Punjab where it was in a position to retain power but managed only 18 seats to the 92 seats won by the AAP in the 117-member assembly. Priyanaka and Rahul had a hand in the rout when they mishandled the internal crisis by humiliating sitting chief minister Capt. Amarinder instead of making him resign in order to placate Navjyot Sidhu. The Congress also succumbed to muscle and money power politics in Manipur where it could bag only five seats as against 28 it had won in 2017 to the BJP’s 21. In Goa, the Congress dreamt of being the single largest party but won only 11 to the BJP’s 20. In Uttarakhand the re-induction of Harish Rawat as the CM face did not help Congress regain the state as even he (Rawat) lost. In all these losses, what has been evident was the mishandling of the election strategy by the Gandhi siblings. No leader was given charge for campaigning except Rahul and Priyanka. It may be too harsh to squarely blame the Gandhi siblings for the party’s continued freefall since 2014 but then again, they are all-in-all with regard to appointments to top posts in the party. They chose who would be the party face in states going to elections. Therefore, for the inner courtiers to blame the ‘chosen ones’ for the disastrous defeats is unfair. A telling piece was written in a national media which mentioned Congress as a party that has lost over 40 elections and won just five in the last eight years. o this day the Naga people are reminded of the activities of the Naga People’s Convention (NPC), formed under the presidentship of Dr. Imkongliba Ao, on 21st August 1957. The convention went on to talk with the Indian Prime Minister Pandit Jawaharlal Nehru and heralded in Nagaland statehood. Although these brilliant minds came up with a political proposal in the hope of ending conflict and bloodshed in Nagaland, the crime of stealing the people’s mandate and authority, right under the watchful eyes of Naga nationalist leaders, was neither forgiven nor forgotten as history records. It was a harakiri individually and collectively. To d a y, t h e U n i t ed Democratic Alliance (UDA), declaring oppositionless government to facilitate Indo-Naga political solution, appear to be traversing a dangerous uncharted territory, in the manner of NPC of 1957. Con-
ducting preemptive strikes in the corridors of power in New Delhi seeking, in their own words, “Highest Offer” in the impending Indo-Naga political solution goes against the principle of Agreed Position. WC appreciates the Apex Tribal Hohos, NTC and its peace mediation committee, NGBF, ENPO, CNTC, the NBCC, Joint Christian Forum, Naga Mothers, students’ bodies and other civil societies for playing the role of proactive partners of WC, NNPGs in enabling WC and GoI begin political negotiations. In essence, the declaration of conclusion of talks marks the end of facilitator’s role. The onus lies with negotiators and GoI to fulfil people’s aspiration. An old saying, “too many cooks spoil the broth” is worth a reminder. The Indo-Naga issue is not an antique jewellery to be auctioned in New Delhi. Negotiations have concluded between GoI and Naga negotiators. There are
better and greater communication channels between GoI and WC, NNPGs. Working Committee (WC) Naga National Political Groups (NNPGs) has always maintained a fine balance between Naga historical right and the practical reality of the present situation. The GoI has acknowledged the Naga people’s political aspiration. The vision of the pioneers, the sacrifices of thousands of patriots, the unrestrained emotional and sentimental value attached to the cause for over eighty years cannot be measured. Taking this stand, the Agreed Position was signed on 17th November 2017, in which, “... the GoI recognises the political and historical rights of the Nagas to self determine their future in consonance with their distinct history and identity” while recognising this fact of history, the Indo-Naga solution would also encompass contemporary political realities
for honorable and enduring peaceful relationship. WC , N N P G s h a s maintained a set parameter in its diplomatic conducts with Nagaland government, aware that Nagaland state is a byproduct and agent of the Indian constitution and, therefore, always a party to Government of India’s (GoI) interlocutory on everything that is agreed upon between the WC, NNPGs and the GoI on negotiated matters. That members of the Nagaland Legislative Assembly, as elected representatives of the Naga People, definitely understands the sacrifices and commitment of the Naga populace as well as the National workers in the last eight decades. The imposed Indian electoral mandate and the sacrificial Naga people’s mandate for Naga political right are different subjects altogether. WC, NNPGs would advice him to understand the word “FACILITATOR” and whether he is facilitating or doing something else. The UDA Chairperson, with Bhartiya Janata Party (BJP) as an ally in the oppositionless Nagaland government, must bear moral responsibility should the 31st October 2019 declaration of conclusion of political talks by all negotiating entities, is kept in the backburner. To hurt the Naga sentiment, ignoring the repeated appeal and demand of apex tribal bodies and civil societies, as history recalls, would invite the most painful humiliation for any leader. Ukraine war a testament to US hegemony
T
rivalry within the capitalist world that now encompasses the US, Western Europe and Russia. The basis for the Cold War and for organizations like NATO is gone, even as weapons against rival capitalist countries. They remain as weapons of imperialism, that is, as weapons against the third world (including China though it poses no military threat), but not against the second world that no longer exists. Otherwise, their use can only be for serving the business interests of American monopolists. Continental Europe is waking up to this fact, which is why it has been attempting to build bridges with Russia economically. The American effort to use the security argument to obtain monopoly control over the European market for oil and natural gas, by excluding Russia and Iran from it, seeks to thwart this European move. It makes little economic sense for Europe, however, to fall in line. In this endeavour, the US needs to ‘provoke the bear’ by expanding NATO. It has the support of neo-Nazi elements of Ukraine whom it helped to overthrow Viktor Yanukovych, Ukraine’s constitutionally-elected president in 2014. Although the current government, elected in 2019, is run by a different, newly-formed, party, the Azov Battalion of neoNazis is now incorporated into the Ukrainian army. No matter on what terms the current war ends, the anomaly of using a security argument to prevent economic benefits to Europe will not disappear; and US resistance to challenges to its hegemony will only intensify those challenges: the imposition of sanctions, for instance, hastens the trend towards de-dollarization (trading without the use of dollars) that further undermines US hegemony. Europe is unlikely for long to keep paying higher prices for gas just to keep a security arrangement going that it scarcely thinks is needed against Russia, despite Russia invading Ukraine. The people of Ukraine are thus caught in a conflict far more consequential than appears at first sight. It is not just about Ukraine joining NATO; it is about American hegemony, about re-alignments within Europe, about shifts within capitalism that the US is trying to prevent. What the conflict does, however, is to accentuate the crisis within world capitalism. The decade before the pandemic witnessed the slowest growth-rate experienced by world capitalism since the World War. The revival promised by the Joe Biden administration has been running into a cul-de-sac because of the re-emergence of inflation in the US. Inflation will be compounded by the war in Ukraine; and even after this war is over, there will be a considerable lapse of time before any economic revival is attempted. The world economy will be in crisis for quite some time; and India will be particularly hard-hit. s thousands of Indian students stranded in warhit Ukraine await evacuation, the popularity of countries like Ukraine, China, Russia, Georgia, and the Philippines for medical education among Indian students has emerged as a major talking point. On February 26, Prime Minister Narendra Modi alluded to the phenomenon and said that Indian students are going to “small countries for study, especially in medical education.” Speaking at the inauguration of a webinar on Union Budget announcements in the health sector, he urged the private sector to enter the field of medical education in a big way. While the Prime Minister did not refer to the students in Ukraine in particular, the country which is now under attack from Russia ranks fourth in Europe for having the largest number of graduate and post-graduate medical students, according to Ukraine’s Ministry of Education and Science. The Ministry’s data also says that there were around 18,095 Indian students in Ukraine before evacuation efforts began, and that in 2020, 24% of its overseas students were from India, according to IANS. And now, while many students are stranded in Ukraine, thousands who’ve returned from both Ukraine and China are dealing with an uncertain future. The reason thousands of students go abroad for MBBS degrees is very straightforward, say experts: the shortage of seats in India, coupled with the relatively affordable fees in Ukraine and other countries when compared with private colleges within India. Opportunities for medical education in India fall inadequate According to the Ministry of Health, there were 88,120 undergraduate seats in medical colleges in India as of December 2021. On the other hand, over 15.44 lakh candidates appeared for NEET-UG (National Eligibility cum Entrance Test - Undergraduate) in 2021, an exam which even students who wish to pursue a medical degree abroad are required to clear, in some countries. Around 8.70 lakh candidates cleared the exam last year. This means the number of undergraduate medical seats available (88,120) can only accommodate around 10% of the total qualifying candidates. Pointing to the magnitude of the gap in demand and availability for MBBS seats in the country, education strategy specialist Ramachandran Krish says, “Even if we assume some of the candidates are writing the exam only out of parental pressure, even if only about 5 lakh candidates truly want to pursue MBBS, that’s still a huge shortage,” he notes. The National Medical Commission’s website shows 43,310 MBBS seats available in 284 government medical colleges in India, and 41,065 MBBS seats
in 269 private medical colleges. This means only about half of the already meager seats are in affordable government colleges. And there’s a massive difference in the cost of studying in “small countries”, as PM Modi referred to them, when compared to private colleges in India. Ramachandran says that the cost of the entire MBBS degree in countries like Ukraine and Russia can be as relatively low as one-third of the cost in a private college in India. Speaking to IANS, Omkar Jilla, a third-year medical student from Maharashtra studying at the Ivano-Frankivsk National Medical University in Ukraine, said, “Where we have to spend Rs 10 lakh to Rs 15 lakh per annum in private medical colleges in India, here it costs Rs 3 to Rs 4 lakh only.” Moreover, the quality of education at Indian private colleges can also be dubious at times, making students and parents opt for relatively affordable colleges abroad of similar or better quality, says Ramachandran. On returning to India, students would still have to clear the Foreign Medical Graduates Exam (FMGE) for a license to practice medicine here. FMGE is now proposed to be replaced by the National Exit Test (NExT), an exam which is also likely to become a qualifying final exam for MBBS students who have studied in India, and also possibly replace the NEET-PG exam. In the midst of the Ukraine crisis, Union Parliamentary Affairs Minister Pralhad Joshi claimed that 90% of Indian students who study abroad don’t pass India’s qualifying examinations, a remark that was heavily criticised by the Progressive Medicos and Scientists Forum (PMSF). PMSF slammed the “insensitive and inappropriate questions” being directed towards students facing the horrors of war in Ukraine, asking them why they go to “small foreign nations” to become doctors instead of studying in India. In a statement issued on March 1, Tuesday, the doctors’ forum pointed out: “Limited government MBBS seats and lack of affordable medical education in India forces thousands of MBBS aspirants to seek help from agencies that arrange their admission in medical colleges in eastern Europe, south east Asia and Oceania.” It also said that these countries, unlike India, have “relatively adequate number of medical universities, most of them entirely public funded,” and that they use their additional capacity “to train foreign students on a monetary basis.” Can the private sector fix the shortage? Speaking after the war on Ukraine commenced, PM Modi had said, “Our children today are going to small countries for study, especially in medical education … Can our private sector not enter this field in a big way? Can our state governments not frame good policies
for land allotment regarding this?” Incidentally, the PMSF in its statement said that by finding fault with the choice of students who study medicine abroad, the Government of India “is feigning ignorance from the rampant commercialisation of medical education and health care here in India.” Although more private colleges can help meet the demand for medical education in theory, Paul Chellakumar, Chairman of Chennai-based overseas education consultancy Campus Abroad, notes that in the case of engineering and business education in India, quality of education has become increasingly unreliable with growing privatisation and lack of proper regulation of private colleges. “Managements of private colleges are often not very invested in ensuring quality education, as they run these institutions like a business. With management quota seats being so expensive, many countries including Bangladesh are trying to attract students from India. If the demand leads to rise in private medical colleges, there has to be a proper mechanism for fees and quality regulation. But in India, no one hesitates to pay a capitation fee, which has become very normalised as part of our culture, despite being illegal,” Paul notes. At present, the number of medical colleges is hugely disproportionate across Indian states, with a large number of them concentrated in Karnataka (63 colleges with 9,795 MBBS seats according to NMC), Maharashtra (61 colleges and 9,600 MBBS seats), Tamil Nadu (69 colleges and 10625 MBBS seats), Telangana and Andhra Pradesh (34 colleges and 5,340 seats; and 31 colleges and 5,210 seats respectively), and Uttar Pradesh (67 colleges and 8,678 seats). In October 2021, NITI Aayog member Dr Vinod K Paul had said that the Indian government aims to achieve the doctor patient ratio of 1:1000 as prescribed by World Health Organisation (WHO) by 2024. Ramachandran says that if the National Medical Commission (NMC) were to take the scarcity of MBBS seats seriously, in order to provide enough opportunities for every student who aspires to a medical education in India, while also aiming to achieve the required doctor patient ratio in proportion with each state’s population, it would at least have to start adding around 30,000 MBBS seats every year if not more for the next few years, and funds would have to be allocated accordingly. “Alternatives to the existing education system must be considered,” Ramachandran says, adding, “The NMC can consider adding a few colleges through a public–private partnership. The government could ask large hospital groups to set up colleges and provide incentives, while keeping the fees affordable.” Jahnavi Reddy (As published in The News Minute)
he war in Ukraine is terrible; and the person who started it, Vladimir Putin, must be held squarely responsible for it. But this should not absolve us from examining what has led up to it. Just as the origin of the Second World War can be traced to the unfairness of the Treaty of Versailles, the roots of the war in Ukraine lie in American opposition to Continental Europe’s, especially Germany’s, attempt to develop closer economic ties with Russia. For some time now, the United States of America has been expressing its opposition to the Nord Stream 2 gas pipeline that would bring natural gas from Russia to meet German requirements, from heating up German homes to providing feedstock for the German fertilizer industry, which would link the German economy very closely with that of Russia. The argument used by the US has been that German security demands independence from Russia in this crucial area, for Russia can otherwise paralyze the German economy by simply withholding gas supplies; instead, for the sake of German security, gas imports should be from the US itself even though it would be much more expensive than Russian gas. Security concerns are thus pitted against economic benefits and accorded priority by the US. A hint of Germany’s lukewarmness about the American-led sabre-rattling against Russia that had preceded the actual Russian invasion was given by the pro-Putin comments of the German navy chief, Kay-Achim Schönbach. He had to resign for his indiscretion, but a military man of his seniority cannot be expressing only his personal views; they must be current within the German government. There is even a story going around that Russia and Ukraine had reached agreement at a meeting, also attended by Germany and France, over Ukraine’s ‘neutrality’ (like Finland’s) that would have defused the crisis; but Ukraine, having agreed, withdrew from it under US pressure (The Delphi Initiative, March 2). The old Cold War had invoked the image of an aggressive Soviet Union which was baseless. The Soviet Union that had lost 10 per cent of its population during the Second World War and had even adhered to the terms of the Yalta agreement by scrupulously not interfering in the Greek Civil war. It was in no mood to export communism, for which it even earned China’s derision; but this aggressive image had stuck because of its ideological appeal. Western Europe did feel threatened by the Soviet Union, even as American aid poured into it to rebuild its devastated economies. Thus, the security concern and economic interests of Western European countries coincided to dictate their alliance with the US that found expression in NATO. But today’s conjuncture is different. The Soviet Union is gone; the communist ‘threat’ has subsided; the globalization of finance has undermined the possibility of any enduring inter-imperialist

NARAYANPUR, MAR 14 (PTI): An official of the Indo-Tibetan Border Police (ITBP) was killed and two jawans suffered injuries in two separate incidents of Improvised Explosive Device (IED) blasts triggered by Naxals in Chhattisgarh’s Narayanpur district on Monday, a police official said. One of the incidents took place around 8.30 am between Dondribeda and Sonpur villages when a team of the ITBP’s 53rd battalion was out on patrolling duty to ensure security to a road construction work, Inspector General of Police (Bastar range) Sundarraj P told PTI. When the patrolling team was cordoning off a forest patch, security personnel came in contact with the pressure IED, triggering an explosion, he said. Assistant Sub-Inspector Rajendra Singh, hailing from Tehri in Uttarakhand was killed in the blast, while head constable Mahesh received injuries, he said. The injured jawan was shifted to the district hospital, the official said.
NEW DELHI, MAR 14 (PTI): Around 21.5 million people, involved in the tourism industry, have lost their jobs due to the three waves of COVID-19 that first hit the country in early 2020, Union Tourism Minister G Kishan Reddy said on Monday. Reddy said tourist arrivals in the country were down by 93 percent during the first wave of COVID-19 outbreak, 79 percent in the second wave and 64 percent during the third wave. “We have conducted a study on the impact of the pandemic on tourism. As per the study, there were 14.5 million job losses during the first wave, 5.2 million job losses in the second wave and 1.8 million job losses in the third wave,” he said in Lok Sabha during Question Hour. Reddy said 38 million people were involved with the tourism industry in the country before the pandemic hit the country. The minister said the tourism economy was down significantly during the three waves of corona-

NEW DELHI, MAR 14 (PTI): A Delhi court on Monday sent to 14-day judicial custody the former managing director and chief executive officer of National Stock Exchange (NSE) Chitra Ramkrishna in connection with the co-location scam case. Special Judge Sanjeev Aggarwal ordered that Ramakrishna be physically produced before the court next on March 28. The CBI produced the accused before court upon the expiry of her 7-day custody and urged it to remand her to judicial custody. The probe agency had arrested Ramkrishna on March 6, a day after her
anticipatory bail application was dismissed by the court. The CBI had recently questioned Ramkrishna in the matter. The Income Tax (I-T) Department earlier raided various premises linked to Ramkrishna in Mumbai and Chennai. In the previous trade, the precious metal settled at Rs 52,805 per 10 grams. Silver also tumbled Rs 612 to Rs 69,665 per kg from Rs 70,277 per kg in the previous trade. In the international market, gold was trading lower at USD 1,970 per ounce and silver was flat at USD 25.58 per ounce. “Gold prices traded lower with spot gold prices at COMEX trading 0.90 per cent down at USD 1,970 per ounce on Monday.

In December 2021, RBI had fixed the applicable average base rate to be charged by NBFC-MFIs to their borrowers for the quarter beginning January 1, 2022 at 7.89 per cent. MFIN, the association for microfinance entities has welcomed the harmonised regulations for the sector announced by RBI. Commenting on the regulation, Alok Misra, CEO and Director, MFIN said the harmonised regulations will usher in a new era/beginning for the microfinance sector where a common regulatory framework will be applicable to all REs of RBI.

A microfinance loan is defined as a collateral-free loan given to a household having an annual income of up to Rs 3 lakh. Each regulated entity (RE) should put in place a board-approved policy regarding pricing of microfinance loans, said the ‘Master Direction – Reserve Bank of India (Regulatory Framework for Microfinance Loans) Directions, 2022’. NEW DELHI, MAR 14 (PTI): Many states have requested extension of the compensation mechanism under the GST beyond June 2022, Finance Minister Nirmala Sitharaman said on Monday. Under the Goods and Services Tax (GST) law, states were guaranteed to be compensated bi-monthly for any loss of revenue in the first five years of GST implementation from July 1, 2017. The shortfall is calculated assuming a 14 per cent annual growth in GST collections by states over the base year of 2015-16. The 5-year period ends in June 2022. The compensation amount to be paid from the compensation fund is arrived at by levying cess on top of the highest tax slab on luxury, demerit and sin goods. In a written reply in the Lok Sabha, Sitharaman said the central government is committed to giving GST

JAKARTA, MAR 14 (AP): Strong, shallow underwater earthquakes shook western Indonesia and the Philippine capital region on Monday, but no serious damage was reported and no tsunami warnings were issued. In Indonesia, a magnitude-6.7 quake that was 16 kilometers (10 miles) deep struck about 169 kilometers (104.8 miles) west of Pariaman, a town in West Sumatra province, the US Geological Survey said. The Indonesian Meteorology and Geophysics Agency said the quake was felt in many parts of the province but there was no
danger of a tsunami. It occurred just before dawn and was centered about 161 kilometers (100 miles) southeast of South Nias, a district in North Sumatra province. Another earthquake of 6.4-magnitude shook parts of the Manila region and outlying provinces at dawn but there were no reported damages or injuries, the Philippine Institute of Volcanology and Seismology said. The offshore quake was set off by movement along the Manila Trench and its epicenter was about 110 kilometers (68 miles) west of Lubang island in Occidental Mindoro province,
which lies south of Manila, the Philippine institute said. Its depth was about 28 kilometers (17 miles). Indonesia and the Philippines lie along the Pacific “Ring of Fire” — the seismic faults around the Pacific Ocean where most of the world’s earthquakes and volcanic eruptions occur. A 6.2 earthquake in Indonesia’s West Sumatra province last month killed at least 16 people and injured more than 400. Thousands of homes and other buildings were damaged by the tremors that were felt as far away as Malaysia and Singapore.
Shooting outside Chicago pizza shop leaves 7 men wounded
CHICAGO, MAR 14 (AP): A shooting outside a pizza shop on Chicago’s South Side has left seven men wounded, authorities said. The men were standing near the street Sunday afternoon when they were shot, police said. Initial information from police indicated two were in critical condition and the others were in good condition. A car pulled up near the Little Caesars and someone inside the vehicle “almost immediately” opened fire, Chicago Police Superintendent David Brown said during a press briefing Sunday. It wasn’t immediately known whether there was an argument just before the shooting.
Fuel crisis severely impacts Sri Lanka C O LO M B O, M A R 1 4 (IANS): The fuel crisis, caused by the shortage of foreign exchange, has severely impacted the Sri Lankan society, worsening the country’s economic woes. Minister of Energy Gamini Lokuge on Sunday told journalists that at least seven months will be needed to end the current fuel and gas queues in the country, reports Xinhua news agency. Long queues of vehicles lining up outside fuel stations is a common sight around the country. While Sri Lanka has managed to procure adequate supplies of petrol, used by most private motor cars, the country still suffers from diesel shortages. Diesel is used by buses, trains, power plants and many industries, and due to the shortages in diesel many industries are operating at a suboptimal level. In the first week of March, between 80 per cent to 90 per cent of private buses were not operating due to inadequate diesel. Meanwhile, Sri Lanka has a number of diesel-run power plants that the country depends on to provide an uninterrupted supply of power during the dry season, between January and May.
“Whether it was a targeted shooting or an altercation, it’s unacceptable,” Brown said. A second vehicle may have been involved, Brown said. It wasn’t known whether more than one person fired shots at the men and Brown asked the public to share any information to help in the ongoing investigation. No arrests were immediately made. The men who were shot ranged in age from their early 30s to their 60s, police said. The shooting came amid an increase in gun violence in the city. Congo freight train derailment kills 75 in south
China says India, Pakistan should hold talks
KINSHASA (CONGO), MAR 14 (AP): At least 75 people have died after a train derailed in Congo’s southern Lualaba province in Kinteta village. The toll from the freight train derailment last week rose from 60 to at least 75 over the weekend, Lualaba’s provincial minister of interior Deodat Kapenda said. Those dead were likely illegal stowaways, according to UN Radio Okapi. At least 125 people were also injured and have been taken to two hospitals in the region, Kapenda said. The train derailed as it went up a hill and a number of wagons fell into a ravine, according to the provincial minister of social affairs Nathalie Lunda Ngandu. President Félix Tshisekedi offered condolences to the relatives of victims in a tweet. Train derailments are common in Congo where rail lines and carriages are not well maintained. People will often hop on freight trains to travel long distances because of a lack of good roads and passenger trains. Nine people died in October when a train derailed in the same province, in Kenzenze in the Mutshatsha area.

Last week, around 100 lawmakers from the Pakistan Muslim League-Nawaz (PML-N) and Pakistan Peoples Party (PPP) submitted a no-confidence motion before the National Assembly Secretariat, alleging the Imran Khan government was responsible for the economic crisis and the spiralling inflation in the country. Referring to the current political situation in Pakistan, Chaudhry, a close aide of Prime Minister Khan, said that the Opposition should withdraw the notrust motion as it had caused bitterness in the politics. he Music Club of St. John College, Dimapur organised a music workshop for the students followed by a mini concert on March 12 with contemporary Christian music artist, performer, singer-songwriter and worship leader from Dimapur, Tali Angh as the resource person. During the morning session, Tali Angh interacted with club members and shared his wisdom and experiences as a professional musician. He advised that students should not live chasing fame and
trying to meet external expectations, but encouraged them to understand their own identity and be true to themselves to create authentic art. Angh also spent time discussing character. He said that a person’s character is crucial and budding performers looking to make it must work hard, be diligent, be punctual and reliable so that people will be ready to work with them. He went on to say that when the artist is true to themselves and they take pride in their work and
craft, and when their character is good, their reputation will grow authentically to a point where they will be able to make a living. “Time, effort and dedication is required but only once the reputation is built, people will not argue with the fees an artist charges”, he added. A mini concert was conducted with special performances by Tali Angh, KL Pamei and their friends from Prism Creatives. A few selected college students also performed to wow their peers. ussia on Monday blocked Instagram for nearly 80 million users in the country, after its parent company Meta allowed posts with calls for violence against Russian soldiers and President Vladimir Putin on Facebook and Instagram in some countries. The social media platform was inaccessible for the vast majority of the country’s population, according to internet monitoring service GlobalCheck. Russian influencers on Instagram posted farewell messages to their followers, asking them to follow them on other social media platforms, or download VPN (virtual private network)
software to bypass the ban. Instagram has also provided a platform for Russians to speak out against the war, including wealthy oligarchs and their families, reports The Verge. Last week, the Russian government’s communication agency had announced that it would block Instagram in Russia beginning March 14. Instagram Head Adam Mosseri said that over 80 per cent of people in Russia on Instagram follow accounts from outside of Russia. “The situation is terrifying. We’re trying to do all we can to help keep people safe. We’ve made encrypted chats available to everyone in Ukraine and Russia.
We’ve encouraged everyone in the region to make their accounts private,” he had said in a video message. As Russia considered designating Meta as an extremist organisation for applying its policies to speech in the context of Vladimir Putin’s invasion of Ukraine, the social network said that its decision was taken in “extraordinary and unprecedented circumstances”. In a rare move, Meta allowed posts with violent speech towards Russian soldiers on Facebook and Instagram in specific countries, including calls for harm or even death of President Putin or Belarusian President Alexander Lukashenko. The Briton, 34, had won his two previous matches against world number 33 Bublik, most recently in Rotterdam last month. But Bublik, 24, proved too strong for the former world number one on Sunday, winning 7-6 (11-9) 6-3 in California. “I just didn’t take my opportunities today, and I feel that was an opportunity missed,” said Murray. The first set went with serve but Murray, currently
ranked 88th, spurned three break points when leading 2-1 up, and another at 3-2 up. Then in the tie-breaker, Bublik prevailed after saving three set points and Murray failed to take another two break points in the first game of the second set. Murray did well to hold on to his serve to make it 4-2 and continued to fight to stay in the match, but Bublik saw out the win to reach the third round. B E N G A LU RU, M A R 14 (IANS): Dimuth Karunaratne scored his 14th Test century on a difficult pitch but it was not enough to deny India a win by 238 runs on Day three of the second Test at M Chinnaswamy Stadium here on Monday. With the huge win inside the first two sessions on Day three, the hosts have completed a 2-0 series sweep and pocketed 12 points as part of World Test Championship (WTC) tally. Karunaratne put up a defiant show against a relentless India bowling attack as Sri Lanka began day three on a positive note. The visitors showed some fight in the start of day’s play as Karunaratne used his feet straightaway to take two boundaries off Ravindra Jadeja through the off-side. Runs began to flow for the visitors’ as Kusal Mendis glanced and lofted Ravichandran Ashwin for boundaries. The association was endorsed and formed with the blessings of Rengma Sports Association. The eight-member team would be headed by BenloThyu as the acting president and Asao Seb as acting secretary. The team will lead and facilitate the process of structuring and organizing its itself and also initiate affiliation to Nagaland Football Association and prepare ground works for participation in the upcoming Dr. T Ao Inter-District Trophy 2022 to be hosted by Mokokchung next month. Meanwhile the association has informed that the selection trial for Tseminyu team will be held on March 18 and 19 at Rengma Sports Association Ground, Tseminyu Old Town. Details of the selection trials would be intimated by the Technical Team, FATD, the members informed.

NEW DELHI, MAR 14 (IANS): Tokyo Olympic bronze medallist Lovlina Borgohain and 2019 Asian Championship bronze winner Nikhat Zareen registered convincing wins over their respective opponents to seal their spots in the Indian women’s boxing team for this year’s Asian Games to be held in Hangzhou, China. Both Lovlina and Zareen registered identical 7-0 wins over Railways’ Pooja and 2019 World Championships silver medallist Manju Rani respectively in the finals of the Asian Games selections trials here on Monday. While Lovlina qualified in the 69 kg category, Nikhat sealed her berth in the 51kg class. Lovlina was very calculative in her approach and used tactical prowess to counter Pooja’s aggressive instinct. The Assamese boxer evaded Pooja’s counter-attacks and used her long reach to constantly pick up points. In her final bout against Manju Rani, experienced Nikhat displayed a more clinical show technically and dominated all three rounds.
