Security situation and development activities along the 1,643-km-long India-Myanmar border will be discussed threadbare at the meeting to be chaired by the home minister, an official said. Sources said that at around 10.40 p.m. Tuesday night, based on a tip-off, a combined team of 164 TA, 12 Para commandos and 35 Assam Rifles trailed the fully armed ULFA cadres who were reportedly travelling in two autorickshaws. The encounter broke out as soon as the joint team

came across the militants. In the ensuing encounter, Major David Manlun of 164 TA was martyred and three jawans of the 12 para commandos sustained injuries. Three ULFA (I) cadres were also killed during the encounter including the autodriver while the other militants reportedly fled from the scene in the other autorickshaw, sources said. The injured army personnel were airlifted to Military Hospital, Jorhat. The vehicle (gypsy) in which the army team was travelling was riddled with bullets while the autorickshaw in which the militants were travelling was seized.

Nagaland not fully prepared for disasters: CS

Pankaj Kumar (File)

Correspondent

KOHIMA, JUN 7 (NPN): Nagaland chief secretary, Pankaj Kumar on Wednesday said that the state was not fully prepared for disasters particularly earthquakes due to poor earthquake resistance structures. Nagaland has a peculiar weather cycle that was associated with different kinds of risk disasters, said Pankaj Kumar, in his keynote address during the two-day programme on

Incident Response System (IRS), organized by Nagaland State Disaster Management Authority (NSDMA) Home Department, at State Capital Convention here on Wednesday. IRS is a mechanism which provides a systematic, proactive approach guiding the concerned departments and agencies at all levels of government, the private sectors and NGOs to work flawlessly in disaster situation. During rainy season, Kumar said Nagaland has problem of landslides and floods while in dry season, there was a drought problem, fire incidents in forest, villages or towns. Besides, he said Nagaland was too vulnerable to earthquakes, which could occur anytime. With such characteristics of the environment and terrain Nagaland was located, the chief secretary said the trained forces team in-

cluding the villagers should be thoroughly trained on how to respond depending on the situation. He said though the state has a dynamic team, which has done many good jobs, progress was still not enough. He reminded that the first job of a being responder should be “first protect yourself ” and be prepared. The chief secretary expressed hope that the two-day programme would impart more knowledge and confidence to help people during disaster. In his opening remark, Brigadier Kuldip Singh, consultant (ME &IRS) NDMA, said any natural or manmade disaster has a potential for immense damages, social and economic havoc, which could have long term effect. He said a large disaster could wipe away decades of developments, infrastructures etc and would seriously impinge upon any commu-

nity, state, district or nation’s sustainable development. Singh therefore said the password for the training should be disaster management accompanied by disaster risk prevention, which both have become politically imperative. He stated that all future infrastructure constructions, whether private or public, should be disaster resistance. He expressed joy that the IRS has been very capably co-opted in Nagaland and has gone beyond coopting IRS. Singh said the community responder’s programme, which has already covered 159 villages and expected to expand to 18 villages by end of 2017, was a classic example how NSDMA had worked on. Addl. Chief Secretary (Home), Temjen Toy also spoke on the occassion while the programme was chaired by commissioner & secretary NSDMA Khrienuo Metha.

NTC expounds on NSCN(I-M) warns against broad-based solution ‘anti-Framework agents’ Dimapur, Jun 7 (NPN): Nagaland Tribes Council (NTC) has come out with a strongly-worded statement over the issue of finding a common ground of all Nagas for an all-encompassing political solution. NTC through its media cell said it was time for Nagas to end internal conflicts, find answers to disputes so as to prepare ground for sustainable settlement of the “protracted political issue”. NTC said despite NSCN (I-M) being one of the influential groups, it had missed the golden opportunity when it opted for “isolation with superiority colour” and distanced itself from the rest. It opined that had the NSCN (I-M) then, taken all Nagas into confidence, without its style of “pick and choose”, then all the unwanted conflicts, paper wars and acrimonies would have been avoided. On condemnations against the 16 Point Agreement of NPC in 1960 and the Shillong Accord of 1975 by the NSCN (I-M), NTC said it was futile to debate over them, since they were under the constitution of India. It however pointed out that parts of the contents of the August 3,2015 Framework was also in the same category as the above two, obviously since the prime minister and home minister of India were present at the signing ceremony that would never allow the country’s leaders to witness an agreement that “supersedes the supremacy of the Indian constitution”. Further NTC debunked the claim that “Framework has restored the sovereignty of the Nagas” saying such a claim was “definitely incoherent, immature and deceptive.” NTC maintained that contemporary Naga politics needed a “realistic perception and practical approaches” to build bridges rather than “illusive rhetoric”. (Full text on p-6)

Dimapur, Jun 7 (NPN): NSCN (I-M) through its MIP has reiterated that the August 3 Framework Agreement signed between the Government of India’s Interlocutor and its collective leadership offered “hope for a new era for Nagas” but accused “some elements” of being hell bent and actively working towards exacting “maximum collateral damage to the historic political achievement” even going to the extent of “treacherous hijack and sabotage.” While stating that the government of India “led by the dynamic prime minister Mr Narendra Modi” was selflessly working to solve the protracted Naga issue, NSCN (I-M) cautioned it would be unfortunate if the ongoing political process was compelled to derail due to “some anti peace and anti Framework agents”. Further, MIP said under such circumstances, these will be interpreted as a “sheer wilful act against the peaceful interests of both the government of India and the Naga nation.” NSCN (I-M) MIP said it was “strange” that some organisation were “apparently trying to overtake other leading organisations” as they panicked by realising that the decades-old “Indo Naga political problems” was expected to be “completed sooner than expected.” In the light of the above, NSCN (I-M) appealed to people and all organisations to “come forward in safeguarding the prevailing peace “ and strengthen the path of peace process and an honourable political settlement. 4 elements need change for clean polls: NPCC DIMAPUR, JUN 7 (NPN): NPCC on Wednesday stated that there were four elements that needed to change for clean elections-- village/ urban local bodies, ward and polling station wise administrators, government employees and security forces. In a press note, NPCC

president, K. Therie, suggested that religion and administration must go together while village councils and urban bodies must function with religion as a moral guide. He also said government employees should not fail society any more in enforcing election law.

Further, NPCC president said that the deployed security had their own role to play without being told to do so, adding that they should stop allowing booth capturing and proxy voters to jump queue which disables genuine voters from voting. (Full text on p-6)

Presidential poll on July 17, result on July 20 NEW DELHI, JUN 7 (PTI): Polls to elect the 15th President of India will be held on July 17 for which the nomination process will begin from June 14 with the issuance of a notification, the Election Commission announced today. The counting of votes will take place on July 20 in New Delhi where all the ballot boxes will be brought. Both the ruling NDA and the opposition are yet open their cards on the presidential candidate. While the ruling alliance is likely to announce its nominee in the next few days, the opposition is seeking to unite all nonNDA parties under a common platform to put up a consensus candidate for the presidential election. As per the schedule, June 28 is the last day for nominations, while a candidate can withdraw from the electoral battle till July 1. If there is no consensus between NDA and the opposition, the number of serious candidates in the fray will be clear by July 1 evening. Various opposition parties have already held deliberations and have decided to set up a sub group that is likely to meet within a week to build consensus on a joint candidate. The elector-

ate, comprising elected Lok Sabha and Rajya Sabha members and members of state assemblies, is tilted in favour of the NDA, but the opposition is trying to woo some regional parties to support their candidate. The tenure of the present incumbent, Pranab Mukherjee, comes to an end on July 24. The electoral college which elects the President through the system of proportional representation, comprises MPs and members of state legislative assemblies. A total of 4896 voters --- 4120 MLAs and 776 elected MPs -- are eligible to cast their ballot. MLCs of states with legislative councils are not part of the electoral college. While the Lok Sabha Speaker, an elected member, can vote, the two nominated members in the Lower House from the Anglo-Indian community cannot. 12 nominated members in Rajya Sabha are also ineligible. Since the election is through a secret ballot, the parties cannot issue a whip to their members to vote for a particular candidate, Chief Election Commissioner Nasim Zaidi told a press conference here. Responding to a question, he said

the election to 10 Rajya Sabha seats, postponed earlier due to presidential polls and EVM challenge held last week, would now be held after the Presidential election. He said the 10 members would be retiring after the presidential elections and are entitled to vote in the July 17 poll. When asked whether the 20 AAP MLAs, against whom the EC is hearing a petition seeking their disqualification for allegedly holding office of profit, can vote in the polls, he said “as on today” they can vote. Originally, the case was against 21 MLAs, but one had resigned. A total of 13 vacancies in Lok Sabha and state assemblies will be filled up after the presidential elections, he said. Incidentally, Zaidi is retiring on July 7 and will not be in office when the results are notified by the Commission. In 2012, the election to the President’s office was announced on June 12 and held on July 19. The term of Mukherjee as the President commenced on July 25. This time, the Lok Sabha secretary general will be the returning officer. Last time, it was the secretary general of Rajya Sabha. K Y M C

I ta naga r , J u n 7 (PTI): Chief Minister Pema Khandu today advocated aggressive campaign for the growth of tourism in Ar unachal Pradesh, saying the state has not been able to reach its full potential due to lack of proper policies. “The state has many things to offer in tourism sector but it has not been

able to realise its potential due to lack of proper policies,” Khandu said at the Arunachal Tourism Annual Conference organised by the state tourism department. The chief minister directed the tourism department to depute expert consultants to prepare a roadmap, which would serve as a guide to the

He said “The committee had thoroughly gone through the complaint

lodged against Dhar and the report will be sent in a day or two.” The Jowai Block Congress Committee (JBCC) has demanded that Dhar be sacked from the ministry for his alleged anti party activities particularly at the constituency of Congress leader and Deputy Chief Minister R C Laloo in West Jaintia Hills district. In his complaint to Lapang, JBCC president A A Shullai said, “This is a fit case for the party to take strong and necessary action by dropping this Minister (Dhar) immediately from the cabinet and withdrawn all party posts he is holding.”

All-party to discuss Chakma, Hajong citizenship issue

Itanagar, Jun 7 (PTI): Arunachal Pradesh Chief Minister Pema Khandu has convened an all-party meeting here on June 19 to discuss the issue of granting of citizenship to Chakma and Hajong refugees, an official communique said today. Representatives of all political parties are expected to attend the meeting and discuss at length all relevant issues pertaining to granting of citizenship rights to Chakmas and Hajongs and arrive at a consensus, officials said. The cabinet meeting held on August 24 last year had decided to hold an allparty meeting on the issue. The all-party meeting has been called after All Arunachal Pradesh Students’ Union (AAPSU) threatened to launch an indefinite agitation against the state government if it failed to convene it by June 10. AAPSU, the apex students union in the state, had on May 27 resolved that all the 59 MLAs and three MPs

of the state must attend the meeting. It had submitted a memorandum to Khandu on May 29 asking him to convene the meeting on the citizenship issue on or before June 10. AAPSU has been spearheading the movement against the Chakmas and Hajong refugees since 1990 as it fears that citizenship to the refugees would reduce the indigenous tribal communities to a minority and rob them of the opportunities they enjoy. Chakmas and Hajongs entered India through the then Lushai Hills district of Assam (now Mizoram). While some of them stayed back with the Chakmas already residing in the district, the Centre had moved a majority of them to the erstwhile North East Frontier Agency, now Arunachal Pradesh. In 2015, the Supreme Court gave the Centre a deadline to confer citizenship to these refugees within three months.

Agartala, Jun 7 (PTI): A joint team of governments of India and Bangladesh has selected a site for establishing a border haat in Dhalai district of Tripura. “We have agreed to set up a border haat at Kamalpur (Kurmaghat) after conducting an on the spot visit by a joint Indo-Bangla team,” Additional District Magistrate of Dhalai, D K Chakma, said. Besides location, items to be sold at the proposed border haat and finalisation of venders were also done in a meeting held yesterday in presence of Additional DM of Moulavi Bazar of Bangladesh, he said. “This was the first meeting of border haat management committee and it was very much successful. We will meet on regular basis to establish the Border Haat at the earliest,” Chakma said. However, there was a problem too in setting up the haat at Kamalpur/ Kurmaghat as a canal would come on the way if it was set up along the zero line of the international border. As per guidelines, border haats should come up along the zero lone of IndoBangla border. The Industries and Commerce depar tment would send an expert to find a solution to the problem, said Chakma, who led the Indian team. Currently two border haats are functional in Tripura -one at Kamalasagar in Sepahijala district and another at Srinagar in South Tripura district.

BJP governments in NE won’t impose beef ban: Himanta

New Delhi, Jun 7 (PTI): Amid reports of unease among BJP leaders in the Northeast over the beef issue, a top party leader today asserted that its state governments have no intention to impose any dietary restriction on people. “We are in power in Assam and people are eating beef there in day-to-day life. Where is the ban? There is no intention of the state government to impose any restriction. “We have not done so in Arunachal Pradesh and Manipur and we are in government in both states as well,” Himanta Biswa Sarma, who is the BJP-led North-East Democratic Alliance convener, said. The NEDP is a grouping of the BJP and several regional political parties based in the Northeast states. Sarma,

Himanta Biswa Sarma

who is also a minister in the Assam government, is a key party leader tasked with the responsibility of expanding the saffron outfit in the region. Opposition parties have attacked the BJP following the Centre’s notification to ban the sale and purchase of cattle at animal markets for slaughter. Some BJP leaders in Meghalaya, which goes to polls next year, quit the party

accusing it of trying to push a ban on the consumption of beef, which is eaten widely in the region. Sarma claimed that the issue had no resonance among the masses and is being talked more in Delhi than these states. The notification is about regulating cattle trade which has always been there in some form, he said. The two leaders who left the party did so due to political reasons as the party was not considering them for posts they wanted. “Some people have made it look like that the only issue in the Northeast is beef. It has been portrayed as if people here eat beef from morning to night and there is no other thing. People are asking for roads, rail, jobs... The beef issue has been blown out of proportion,” he told PTI.

Many BJP members will resign from party: Bachu Marak Tura (Meghalaya), Jun 7 (PTI): Bachu Marak, who had resigned as the North Garo Hills district BJP president, today claimed that many of his supporters will resign from the party. Bachu held a meeting with his supporters today. He claimed that many of his supporters told him that they are going to resign from the party. “At least 4000 plus members of BJP who had enrolled would also resign from the party membership,” Bachu claimed after the meeting. Bachu resigned from the party yesterday over the Centre’s ban on the sale of cattle in markets for slaughter. Bachu’s resignation comes four days after West Garo Hills district president.

5 Blockade of NH 54 enters second day; supply of essentials hit

Aizawl, Jun 7 (PTI) The supply of essential commodities in Mizoram has been hit as the blockade of NH 54 by NGOs and student groups in MizoramAssam border district of Kolasib entered its second day today. The people of Kolasib are protesting against the transfer of a surgeon from a government hospital without a replacement. The state government issued an order to all the filling stations to ration oil to the vehicles and prohibited purchase of petrol with containers. Long queues of vehicles were seen at various filling stations in Aizawl as the vehicle owners and drivers anticipated shortage of fuel due to the blockade. The 850 km long national highway, considered lifeline of Mizoram, connects Assam and Mizoram and the blockade, if prolonged, could create problem in availability of essential commodities.

50,000 affected after implementing MMMC rules S h i l l o n g, J u n 7 (Agencies): More than 50,000 people who are directly or indirectly involved in the limestone mining activities have been badly affected after the State Government had stopped export of limestone to Bangladesh since September 18,2016. It may be mentioned that the people who have been affected with this decision of the State Government are those from Mawlong-Ichamati, Shella, Bholaganj in East Khasi Hills and Bakli in South West Khasi Hills. The State Government had disallowed export of

limestone to Bangladesh after it was mandatory for individual limestone miners to get the Mining License for mining and export of limestone with the Meghalaya Minor Mineral Concession Rules, 2016 coming into force. Talking to media persons at Shillong Press Club today, the president of Meghalaya Minerals Exporter’s Chamber of Commerce (MMECO), Stodar Dkhar said that all these families who have been badly affected by this decision of the State Government are facing great difficulties since they are a in state of dilemma since they have

no other alternative to earn their livelihood. He said that major of these families are facing difficulties to get their daily meal even as many of the children have discontinued their schooling since their parents can no longer afford to send them to school. “We urged upon the State Government to solve the problem of the people at the earliest,” Dkhar said. Informing that the State Gover nment had made it mandatory for the small time miners to get with the Minor Mineral Concessionaire Rules, 2016 coming into force, MMECO president said

that the limestone miners are facing difficulties to get the Mining License since the Government has failed to lay down a proper guideline on the procedure for applying of the license. ‘Personally, I have submitted the Mining Plan to the State Government for availing of the mining license. But till now the matter is still pending with the Mining and Geology department,” he said. Dkhar revealed that he had to prepare mining plan twice since the State Government was not clear whether the mining should be prepared as per the Central Rules or as per the Rules formulated by the State Government. Replying to a query, he said that he had spent around Rs 5 lakh for the preparation of the mining plan. Stating that it is impossible for the small time miners to continue the mining of limestone with the new system in place, MMECO president said that besides spending huge amount of money on preparation of the mining plan, they would have also have to hire a mining engineer with a salary of Rs 1 lakh a month.

Gulf mania

audi Arabia, Egypt, the United Arab Emirates and Bahrain severed relations with Qatar and closed their airspace to commercial flights, in the worst split between powerful Arab states in decades. The split among the Sunni states erupted last month after Trump attended a summit of Muslim leaders in Saudi Arabia where he denounced Shi’ite Iran’s “destabilising interventions” in Arab lands, where Tehran is locked in a tussle with Riyadh for influence. It is unexplainable as to why President Donald Trump took sides in a deep rift in the Arab world by praising Middle East countries’ actions against American ally Qatar for alleged support to Islamist militants even though the tiny Gulf state hosts the largest US air base in the region. Tweeter maniac that he is, Trump’s tweet appeared at odds with comments from U.S. officials who had said that the United States would quietly try to calm the waters between Saudi Arabia and Qatar because Qatar was too important to U.S. military and diplomatic interests to be isolated. According to newspaper reports, the US was not informed of the decision until just before it was announced. The dichotomy of the Trump administration again emerged when Trump applauded the Arab countries’ move, but the Pentagon renewed praise of Qatar for hosting US forces and its “enduring commitment to regional security.” Saudi Arabia reiterated that Qatar needed to take several steps, including ending its support of Palestinian militant group Hamas and the Muslim Brotherhood in order to restore ties with other key Arab states, which also cut transport links. On its part, Qatar vehemently denied the accusations, terming them baseless. In a sign of the potential consequences for the Qatari economy, a number of banks in the region began stepping back from business dealings with Qatar. Qatar and the other Arab states fell out over Doha’s alleged support for Islamist militants and Shi’ite Iran. Qatar has for years parlayed its enormous gas wealth and media influence into a broad influence in the region. But Gulf Arab neighbours and Egypt have long been irked by its maverick stances and support for the Muslim Brotherhood, which they regard as a political enemy. Yemen, Libya’s eastern-based government and the Maldives - close allies of Qatar’s adversaries in the spat - also cut ties. As the world’s military super power, the US has military presence in every region of the globe. American foreign policy is guided by its military (strategic) interests especially in the middle east. After the decimation of Iraq and Libya, the Shi’ite nation of Iran today remains the only opponent of American interests. Despite the fact that Saudi Arabia remains the biggest donor of aid to nations that patronise Islamic terrorism and also the fact that those involved in 9/11 were mostly from the country; the US appears to have a blind spot. Trump received a very warm welcomes from Arab leaders and in Israel. These countries know they can bank on the Americans for help against Iran against whom they all share a deep hostility. Trump also wanted to achieve something worthwhile during his recent middle east visit. He may have encouraged the Arab nations to unite against Islamic terrorism but it ended up with a trusted ally, Qatar, being isolated.

DailyDevotion The Greatest Source of Power Whatever you ask in My name, that I will do… —John 14:13 Am I fulfilling this ministry of intercession deep within the hidden recesses of my life? There is no trap nor any danger at all of being deceived or of showing pride in true intercession. It is a hidden ministry that brings forth fruit through which the Father is glorified. Am I allowing my spiritual life to waste away, or am I focused, bringing everything to one central point— the atonement of my Lord? Is Jesus Christ more and more dominating every interest of my life? If the central point, or the most powerful influence, of my life is the atonement of the Lord, then every aspect of my life will bear fruit for Him. However, I must take the time to realize what this central point of power is. Am I willing to give one minute out of every hour to concentrate on it? “If you abide in Me…”— that is, if you continue to act, and think, and work from that central point— “you will ask what you desire, and it shall be done for you” (John 15:7). Am I abiding? Am I taking the time to abide? What is the greatest source of power in my life? Is it my work, service, and sacrifice for others, or is it my striving to work for God? It should be none of these— what ought to exert the greatest power in my life is the atonement of the Lord. It is not on what we spend the greatest amount of time that molds us the most, but whatever exerts the most power over us. We must make a determination to limit and concentrate our desires and interests on the atonement by the Cross of Christ. “Whatever you ask in My name, that I will do….” The disciple who abides in Jesus is the will of God, and what appears to be his free choices are actually God’s foreordained decrees. Is this mysterious? Does it appear to contradict sound logic or seem totally absurd? Yes, but what a glorious truth it is to a saint of God.

HE demolition of the Babri masjid and the ban on cattle sale for slaughter are two sides of the same coin. They reflect the prejudice of the majority community. Both are fouling the air. Prime Minister Narendra Modi’s government, which completed three years in office just a week ago, is blessing the different expressions of Hindutva which is slowly but gradually engulfing the entire country. It looks as if the ruling Bhartiya Janata Party (BJP) has started its preparations for the next Lok Sabha elections in 2019. The governance by chief minister of Uttar Pradesh, Yogi Adityanath, shows that the RSS has taken over in more senses than one as the state government has started appointing trusted men at key positions. New Delhi is no better. The Nehru Memorial Centre is one example where the director has been removed and, in his place, an RSS ideologue has been installed. He is spoiling the very ethos of the organization and supporting the rightist forces

Nagaland Post, Dimapur Thursday, June 8, 2017

These are beefy issues

instead of the liberal atmosphere which is attributed to the Nehru Centre. The ongoing scuffles in the Jawaharlal Nehru University have political parties behind them with the same purpose. The present concentration of the rightists forces seem to be on the beef. Their imbedded arrogance is exhibited by its students’ wings in one campus or the other throughout the country. This time it happened at Chennai’s Indian Institute of Technology. What is different from the past is its frequency and ferocity of violence. The thrashing of students who eat beef is to re-emphasize their self-righteousness. The liberal atmosphere of the campus is now depended on the political party that dominates the state in which the educational institution is situated. Consequently, the BJP influences the Hindi-speaking states in the north. The writ of the Congress and other regional parties runs in the rest of India. This has divided the country mentally and idea-wise. Prime Minister

Modi, when he resumed office, had given the slogan: sabka saath, sabka vikas, meaning thereby that we shall be all together and advance further handin-hand. But subsequently he and his party, the BJP, appear to have lost the way. And today, whether they like it or not, their government has come to represent a par ticuKuldip lar way of thinking—an intolerant India—which has the overtones of Hindutva. Probably, the party’s think-tank has come to believe that they can win more votes by dividing the society, thanks to the Bajrang Dal and Akhil Bhartiya Vidyarthi Parishad which have begun vitiating the atmosphere. They are holding more and more exercises in different cities where lathis and other weapons are brandished. This is something similar to the fear of Islamic domination that is being exploited by right-wing parties in the West. We forget that in the democratic structure that we have, everyone is

free to eat whatever he or she likes. Nothing can be enforced. In a vast country like India where food and dress change every 50 kilometres, diversity is inevitable. Indeed, this is India’s strength. Respecting diversity keeps our different units together in a federal structure which we follow. The BJP hardliners, who believe that they Nayar have come to power because of a fundamental shift in national values, should think again. There is more than a grain of truth in the argument that voters gave them a chance because they had lost faith in the Congress and were looking for an alternative. The Congress, on its part, will be failing them if it persists with dynastic politics. The party must realise —if it has not done so far—that Rahul Gandhi does not sell. Sonia Gandhi herself will be a far better bet than the other leaders so far available in the party. The disadvantage of being an Italian has disappeared over the years and she is considered as much an

Indian as anyone by birth. But the problem is that she has very little chance to head the country because the Congress has lost its shine. No doubt, the BJP has Hinduised politics but that is the dominant thinking which has caught the public imagination at present, thanks to Modi’s leadership. This thinking may not last long since the Indian nation is basically pluralistic. The BJP itself seems to be conscious of this because there is some evidence that it is moving from the right-of-the-centre to the centre. The predicament that plagues the party is that its cadres come from the RSS. Maybe, that is the reason that there is no scam in the government. However one may dislike the RSS ideology, its emphasis on integrity cannot be doubted. Yet, there should be no misgiving on its interference in the governance. Even top bureaucrats are judged how close they are to the Hindutva philosophy. Former Prime Minister P.V. Narasimha Rao appointed several officers, who were known to be sec-

ular, at key places so that the government reflected a pluralistic way of thinking. He felt personally betrayed when the Babri masjid was demolished because he never thought that things would reach the point of pulling it down. But the fact remains that he connived at the whole operation. Now the thread has been picked up by a CBI court which has charged L.K. Advani, M.M. Joshi and Uma Bharti with criminal conspiracy. It would be a great let down if what the judiciary is doing is undone by the dominant political parties. Advani and his associates can appeal to the higher court but if the ruling party does anything which favours the accused, it would amount to mocking at the law. The Congress has asked for the resignation of Uma Bharti who is a minister in the Modi cabinet. If she were to be dropped by Modi, it would send the right kind of message. This is the least that Prime Minister can do to assure the people that the government has no side to take except to support the court.

Post-mortem

For honourable political settlement

A

t this most crucial juncture, while the Nagas are confronted by highly sensitive political activities and issues, both within the home front and at the national levels, there are unfortunately some elements which are going against all governments. These over active and over reactive organizations are moving with tangible momentum to create nuisance which is serious in nature and absolutely counter-productive and non beneficial to the present Society. It is high time these organizations, exhibit stronger sense of discipline and positive attitudes to enable the peaceful existence of the common people. The Naga political movements for self determinations spanning across many decades have now reached the doorstep of its final political settlement. This is what the Nagas had longed for and had cherished for many anxious years. After signing the 3rd.August Framework Agreement, hope for a new era for the Nagas have appeared at the horizon. However, some elements are hell bend and actively working sleeplessly aiming to trigger maximum collateral damages to the historic political achievements and even to the extend of treacherous hijack and sabotage. The Govt. of India, led by the dynamic Prime Minister, Mr. Narendra Modi, is selflessly working with commitments, to solve the protracted Naga Political issue. The ongoing political talks between the NSCN (representing the Nagas) and Government of India started off after decades of blood sheds and unimaginable horrors throughout Nagalim. Therefore, it will be very unfortunate if the ongoing political

process is compelled to get derailed due to some anti peace and anti framework agents. In such circumstances, it will be interpreted as a sheer willful act against the peaceful interests of both the Government of India and the Naga nation. In any democratic country and nation, to raise one’s voices against the Governments, on issues of anomalies and corruptions is acceptable as it is guaranteed by the rights to express. However, of late, some organizations are rushing against the national interests to fulfill their master’s desires of reopening old Political Pandora Box at the costs of the Nagas. It is only regrettable and sad enough that, these organizations are construing their own political catastrophes. For the progress of any race of people and nations, it requires the contributions of all the people for which positive and constructive criticisms are one of the most important fabrics to harbor unity and progress. It is strange that, some organizations are apparently trying to overtake other leading organizations and Governments in full throttles and in panicky by realizing the reality that, the decades old Indo – Naga Political problems is expected to be completed sooner than expected. They need to pre visualize the true pictures of the futilities and related consequences of their treacherous and destructive designs against the Governments. The NSCN appeal to the people and all the organizations to come forward in safeguarding the prevailing peace and to strengthen the path of Peace process and honourable Political settlement. I

Clean election and the four agencies that need change

have heard people have agreed to clean election campaign launched by NBCC and various Church organizations. At Pfutsero under CBCC sponsored meeting, over 1,600 Church Workers and Baptist Members signed a pledge to adhere to Clean Election. Every Pastor is delivering sermon on clean election. People understand, there is a need of clean election. However, I have heard from political workers across all 11 District that nobody believes clean election can really happen. I have heard leaders from Villages - They also do not believe that either clean election or clean Electoral Roll can happen. I have heard from all sections of people including those who have signed the pledge that even after signing, they do not believe it can really happen. Even the preacher himself does not believe clean election, when we talk to them outside the Church. This is the true Nagaland. Nagas have changed from honest society to dishonest society. Past Naga generations have paid with their lives to stand for honesty. They did not betray the noble political movement. The dishonest were penalised and they lived with a mark of disgrace. They lost dignity, respect and trust. Today, the environment of our society is filled with marks of corruption and bribery. People who have amassed wealth from unknown

sources are respected. How to change this corrupt environment into an honest society is the trying time for the people of Nagaland today. In my considerate view, the people of Nagaland must realise that religion and administration must work together as it was in the past. In the past, Village Chiefs were the sole authority. The Village Chief commanded both religion and public order. Once the Village Chief spelt out, it became the forbidden law for every citizen. No one dared to violate or challenge the authority. It was peaceful within the Village. In the past leaders were self-content and worked hard. They fed people and gave them shelter in difficult times. They protected society and the village from enemies. Today our leaders are well dressed but without a source of income. They live with big designations and name plates but depend on others for their style and livelihood. We have to realise that beggars are not leaders. In all consideration, there are four elements that need to change to give clean election and they are: Village/Urban Local bodies, ward and polling station wise administrators Government employees Security forces Each individual must choose the spirit of religion to lead life, society and government.

Settlement to the protracted political issue

I

t is time for the Nagas to end the internal conflicts. It is time for the Nagas to find answers to our disputes. It is now time for the Nagas to prepare ground for sustainable settlement to the protracted political issue. To this end, one of the principal methods for mitigating the acrimonies amongst ourselves is to talk honestly, to be honest to oneself and to one another. Indeed, it is an accepted fact that NSCN (IM) is one of the influential groups. Unfortunately, the golden opportunity was missed when this group opted for isolation with superiority colour. As desired, the group has distanced itself from the rest of others and in all probability the dividing line will remain.

At that opportune time, had NSCN (IM) taken all the Nagas into confidence without the modus operandi of pick and choose, all the consequences of conflicts, paper duels and acrimonies would have been avoided. The hide and seek game has compelled the general public and other NNPGs to continue contesting those points raised by NSCN(IM) from time to time which are found immature and unconvincing. Such reactions are not for mere debates but for the cause of political aspiration and therefore the reactions are natural. Thirdly, the 16-points agreement of NPC in 1960 and the Shillong Accord of 1975 were under the constitution of India and any further debate is futile. A

part from the contents, the 3rd August, 2015 ‘Framework’ was also in the same category as it is natural and obvious that the presence of the Prime Minister of India with his Home Minister in the signing ceremony would ever allow the leaders of the country to be witnesses to an agreement that supersedes the supremacy of Indian constitution. Therefore, the claim that the ‘Framework’ has restored the sovereignty of the Nagas is definitely incoherent, immature and deceptive. Also, the natural and international tradition goes that two sovereign nations do not co-own a single constitution or can cohabit an exclusive demarcated territory. Fourthly, in the contemporary Naga politics,

the realistic perception and practical approaches can better bridge the gaps amongst our people rather than illusive rhetoric. What NTC appreciates is the admission of NSCN (IM) that the Nagas are economically poor and unsustainable without the generosity of India. That is the hard fact and such humility can fetch dividends. It is observed that certain section of Nagas are fond of wasting time on non-issues which are irrelevant and anti-thesis to common interests. In fact, what substance those people can contribute to common good when they refused to uphold the quintessence of truth but preferred to subscribe to pseudoism and skirmish politics. NTC Media Cell

What I want to suggest here is that, Religion and Administration must go together. Village Councils and Urban bodies must now function with religion as a moral guide. Secondly, Government employees should not fail society any more in enforcing election law. We want them to be strong. It is they who allow corrupt electoral practices like proxy voting, booth capturing, unidentified voters, underage voters, etc. Presiding officers have magisterial power and can arrest any wrong doers on the spot or detain any voter if so deemed. They can cancel election. Security is provided to enforce and protect the law. Third, deployed security do have their own role to play without being told to do so. They should not be limited to see that people don’t fight before them. They should stop allowing booth capturing and proxy voters to jump the queue which disables genuine voters from voting. They should identify that the person in the perimeter is a genuine voter possessing Voter Photo ID and does not have dangerous weapons that may distort peaceful polling. Fourth, the Corrupt environment that covers Nagaland is a silent war that is killing the souls and future of Nagaland. It is a war within each person’s mind between evil spirits and angels. K. Therie, NPCC President

Reader’s Post Talk about development Sir,

In this sweltering climate when one has to go for work, it does not help any when one has to jerk around on the potholes. Seriously, the roads which were repaired just a couple of months ago have been swept off with the rain that we had received last week or so. The conditions of the roads are back to square one, in not worse than the last time before they were repaired. Of course, the roads are repaired according to the jurisdiction of the concerned departments but that should not be the blame game. Should the concerned department or authority not check in on the pathetic stretch of Tajen Ao Road. The road has been named after a luminary but it is so shameful that its maintenance is really zero. This is not the only example as there are worse areas in Dimapur that need quick attention. We talk about development and when our roads are in such bad shape, how can development take place and how would people get about in the process of developing. Meribeni Y. Ngully, Notu Basti Dimapur

Ko l kata , J u n e 7 (IANS): The Council for the Indian School Certificate Examinations on Wednesday announced plans to make a digital subject selection tool available to schools to enable students make “informed decisions” about their future prospective careers. “It will help students make informed decision on career paths based on their interests, skills, personality and preferences. The tool would also allow students to explore various occupations to understand what kind of work each involves and what the prospects are,” CISCE Chief Executive & Secretary Gerry Arathoon told the media here. However, he added that they had not decided at which stage the tool, which would be self-administered with self-interpreting results, should be introduced. Arathoon said the Council’s Research Development and Consultancy Division are engaged in reviewing the syllabi of physical education, computer application, economics at the ICSE level and biotechnology and computer science at the ISC level to ensure that students are equipped with requisite

knowledge and skills. “They are also engaged in the development of new syllabi for Mass Media and Communication at the ICSE as well as ISC level from academic year 2018-19 onwards. Performing arts for classes 1 to 8, Sanskrit for classes 5 to 8, physical education and yoga for classes 1 to 8... these new subjects are being included from classes 1 to 8 from the academic year 2018-19 onwards.” About the recently introduced DigiLocker facility, Arathoon informed that schools in India are being instructed to capture the Aadhaar number of the candidates with Indian nationality. DigiLocker, extended to candidates of classes 10 and class 12, by the Council in partnership with India’s Department of Electronics and Information Technology, provides dedicated personal electronic space in a government owned public cloud storage, where an individual can keep his/her documents, files, certificate. The free storage space is linked to Aadhaar number of the user. The official also said the Council will have a new office-cum-training centre at Hyderabad.

tional businesses taking the digital route, workspaces are no longer confined to the four office walls. While this shift has made the modern workforce more flexible and productive, it has also brought along its own set of security concerns,” said Parag Arora, Country Head and Area Vice President, Citrix, India Subcontinent, in a statement. “For modern enterprises, security management and protection of data is an integral business function and no longer an IT task,” Arora added.

New Delhi, Jun 7 (IANS): The Union Cabinet on Wednesday approved taking over of Borooah Cancer Institute in Guwahati by Department of Atomic Energy (DAE), Union Minister for Development of North Eastern Region Jitendra Singh said. Briefing media persons after the meet, he said the institute would be brought under the administrative control of Tata Memorial Centre, an aided institution of the DAE. Singh said the move assumes significance in the wake of the increasing instances of cancer, limited cancer treatment facilities and the need for a hospital support to carry out further research in the northeastern region. “The approximate non-recurring expenditure for strengthening of institute is estimated at Rs 150 crore and annual recurring expenditure is estimated at Rs 45 to 50 crore,” a government statement said. Borooah Cancer Institute was established in 1974 by a voluntary organisation in Guwahati with the objective of investigation, diagnosis and treatment of cancer in the northeast. The Assam Government took over the institute in 1986 and entered into a tripartite agreement with the DAE and the North Eastern Council for management of the institute, the minister said.

New Delhi, June 7 (IANS): When it comes to cyber security, 91 per cent of businesses in India say their organisation is at risk because of the complexity of business and IT operations, which is above the APJ (Asia-Pacific and Japan) average of 85 per cent and the global average of 83 per cent. According to a global study by leading IT firm Citrix and Ponemon Institute, 72 per cent of businesses say it is time for a new security framework. “With an increasing number of tradi-

ruption, the political parties need to build a consensus in support,” Goyal said. “We would expect from political parties to support the initiatives of Narendra Modi government to put an end to corruption and black money,” he added. He took on the opposition parties for opposing demonetisation, transparency in political funding and action against black money and corruption. “It seems that some political parties suffered losses and faced difficulty with demonetisation while the whole country supported it. This was evident from the recent election results. “It is also evident why certain political parties has taken such an anti-government stand when the entire nation has welcomed these moves of the government,” he said. Stating that the BJP maintains the highest standard of probity and accountability in electoral process by submitting its account details to the Election Commission (EC) and the IT Department, Goyal urged all political parties to follow such standards. “We are surprised that crores of rupees were spent on hiring aircraft or helicopters, crores of rupees were spent on publicity, crores of rupees were spent in purchasing flags and other equipment for the party, but those spends are not accounted in the accounts of these parties.

listed the matter for hearing on June 15. Faheem Qureshi, who is himself a lawyer, contended that the Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017, which bans sale of cattle for slaughter and restricts cattle trade to farm owners, is arbitrary, illegal, and unconstitutional. He argued that the rules violate his constitutional rights to practise any profession or to carry on any occupation, protection of life and personal liberty, freedom of conscience and free profession, practice and propagation of religion and protection of interests of minorities. Challenging different stipulations of two notifications that came on May 23, Sanobar Qureshi said the rule that the purchaser

“shall not sacrifice the animal for any religious purpose” was contrary to the Prevention of Cruelty to Animals Act, 1960, whose Section 28 says it is not an offence to “kill any animal in a manner required by the religion of any community”. Meanwhile, the petitioner, who also heads the All India Jamiatul Quresh Action Committee, also attacked the stipulation which prohibits bringing young cattle to animal market, unless the purchaser furnishes an undertaking saying he is an agriculturist, that the animal would be used for agricultural purposes, and not resold for six months. He also argued that its provision holding a first-time offender should be deprived of the animal’s ownership violates the 1960 law’s Section 29 which says that no person would be deprived of his animals unless he has been previously convicted under the Act or it is shown that his character, or record of treatment of animals makes him unfit. Qureshi also objected to the provision of the notification requiring the owner to submit a bond to pay for the transportation, maintenance and treatment of the cattle.

New Delhi, Jun 7 (IANS): Urging political parties not to politicise every investigation carried out by the central agencies, the BJP on Wednesday said illegal practices cannot be covered up with the garb of secularism and freedom of press. “BJP urges the political parties not to politicise every investigation in the name of secularism, freedom of press or other such arguments. Investigative agencies do their work independently and they should be allowed to do so. “Illegal practices cannot be covered up with the garb of secularism and press freedom and should be answered properly,” Union Power Minister Piyush Goyal told a press conference here. The Bharatiya Janata Party (BJP) leader’s remarks came in the wake of government’s criticism by the opposition parties over recent raids on top opposition leaders by central agencies, which they termed as “political vendetta”. The premises of two top opposition leaders, Congress’s P. Chidambaram and Rashtriya Janata Dal’s (RJD) Lalu Prasad, were on May 16 searched by the Central Bureau of Investigation (CBI) and Income Tax Department officials. “Instead of opposing the public welfare measures, particularly the measures to curb black money and cor-

New Delhi, Jun 7 (Agencies): Gold prices on Wednesday rose for the fourth straight session by gaining Rs 45 to Rs 29,795 per 10 grams at the bullion market on sustained buying by local jewellers and a firming trend overseas. Silver also strengthened by Rs 60 to Rs 40,900 per kg on increased offtake by industrial units and coin makers. Traders said sentiment remained firm largely in line with positive global cues and persistent buying by local jewellers at domestic spot market. Globally, gold rose by 1.12 percent to USD 1,293.60 an ounce and silver by 0.88 percent to USD 17.68 an ounce in New York in yesterday’s trade. NEW LIFE CHANGING BUSINESS

Mumbai, Jun 7 (PTI): The BSE Sensex Wednesday closed about 81 points higher at 31,271.28 after the Reserve Bank maintained status quo on policy rates, resulting in gains for rate- sensitive sectors like banking, realty and auto. The Met department’s revised forecast on monsoon and strengthening rupee also bolstered the domestic equities. The central bank left lending rates unchanged citing risks to inflation due to spurt in farm loan waivers by states but raised lending capacity of banks to support economic growth. RBI Governor Urjit Patel-led MPC for the fourth straight time kept the repo rate unchanged at

The deputy governor also said the first meeting of internal advisory committee will be convened very shortly. Post the clearance of the much-awaited NPA Ordinance, RBI also issued a directive bringing some changes to the existing regulations on dealing with stressed assets. The directives said that a corrective action plan could include flexible restructuring, strategic debt restructuring (SDR) and scheme for sustainable structuring of stressed assets (S4A). To facilitate faster decision making in the joint lender forum (JLF), the RBI changed the consent required for approval of a proposal to 60 per cent by value instead of 75 per cent earlier.

The headline inflation has come down to 3 per cent for in April 2017, while demonetisation continues to impact GDP growth which dipped to 6.1 per cent in the last quarter of the last fiscal. There is also greater clarity on the rainfall, with the IMD predicting for a normal monsoons this season which can help the food inflation situation. Moreover, RBI said, the implementation of the Goods and Services Tax (GST) is not expected to have a material impact on overall inflation. Government intends to roll out GST from July 1. The RBI shifted its policy stance to “neutral” in early 2017, allowing it the flexibility to move in either direction, from “accommodative” stance for two years.

Mumbai, Jun 7 (PTI): The Reserve Bank today said it has devised a strategy to deal with large stressed accounts and expects to see some action soon. “Overall, the RBI has a strategy to deal with the resolution of large assets and we are working in a calibrated manner and we hope to see some actions coming soon,” Reserve Bank Deputy Governor N S Vishwanathan told reporters here. Last month, the government cleared an Ordinance to amend the Banking Regulation Act, giving wide-ranging legislative powers to the Reserve Bank to issue directions to lenders to initiate insolvency proceedings for the recovery of bad loans. Vishwanathan said the RBI has decided to focus on a few large stressed accounts under the framework and accordingly a set of accounts has been identified. “The decision on specific accounts out of these

RBI raised concerns over the possibility of fiscal slippages due to the farm loan waivers. “The risk of fiscal slippages, which, by and large, can entail inflationary spillovers, has risen with the announcements of large farm loan waivers,” it said. At the current juncture, global political and financial risks materialising into imported inflation and the disbursement of allowances under the 7th central pay commission’s award are upside risks, it said. On the GDP, the central bank lowered economic growth projection to 7.3 per cent for the current fiscal from 7.4 per cent earlier. New Delhi, Jun 7 (PTI): The Reserve Bank Wednesday left lending rates unchanged citing risks to inflation due to spurt in farm loan waivers by states but raised lending capacity of banks to support economic growth. The government has been pressing for a cut in interest rates to increase private investment and had sought a meeting with the members of the Monetary Policy Committee, but RBI Governor Urjit Patel said that all of them declined to meet. Sitaram Yechury New Delhi/Thiruvananthapuram, June 7 (IANS): CPI-M General Secretary Sitaram Yechury was roughed up by two youth at a press conference here on Wednesday. The two who belong to Hindu Sena were handed over to police. Enraged members of the Communist Party of India-Marxist pounced on them and thrashed them before handing over the pair to police. Yechury, who was addressing a press conference on the violence in Madhya Pradesh’s Mandsaur where five protesting farmers were killed in alleged police firing, described the attack on him as an attempt by the RSS “to silence the voices of dissent”. “We will not be cowed down by Sangh goondagardi to silence us. This is a battle for the soul of India, which we will win,” he tweeted. Upendra Kumar and Pawan Kaul were taken at Mandir Marg Police station after the incident. The Hindu Sena activists entered the CPI-M office premises in Gole Market area of central Delhi while chanting ‘Bharat Mata ki Jai’ and slogans against him,

a police official said. Hindu Sena President Vishnu Gupta told IANS that their two party workers were detained by police “for staging a peaceful protest against CPI-M for their article against the Indian Army” and had done “nothing” but only demanded the party apologise.

Kerala CPI-M leaders condemn attack

Top Kerala CPI-M leaders strongly condemned the attack on Sitaram Yechury that took place inside their national party office in New Delhi by two suspected right-wing activists on Wednesday evening. As soon as the Communist Party of India-Marxist workers came to know of the incident, they started preparing to take out protest marches across the state. According to the party, the incident occurred just before Yechury was to address the press meet after the two-day meeting of the CPI-M politburo. A r o u n d 4 . 0 0 p. m , Yechury was about to enter the party’s press conference hall when two people shouting “Bharat Mata ki Jai” rushed menacingly towards

Yechury. But the staff of the party office quickly intervened and rescued Yechury. The Delhi Police took away the attackers, who also tried to damage the office furniture in the office. Chief Minister Pinarayi Vijayan, who is in Delhi, in his Facebook page strongly condemned the attack on Yechury. “It amounts to an attack on Indian democracy,” said Vijayan. State Finance Minister Thomas Issac told the media here this was probably the first of its kind incident where a national leader was attacked inside the national office of a national party. “Such an incident is completely unheard of. This is an attack by the BJP-RSS, as they have been doing this against all who stand against them. I will not be surprised to hear that police remained a silent witness to it.” “If they (BJP-RSS) think they can scare a party like us through these attacks, they are mistaken,” said Issac. Senior CPI-M central committee member M.V. Govindan termed this as a “clear example of unleashing fascist tendencies” by the BJP-RSS. “This has to be dealt with very strongly, if not, the whole principle of democracy will vanish. This is a dangerous trend,” said Govindan. Former Chief Minister Oommen Chandy reacted by saying all the secular and democratic forces should join to condemn this heinous attack unleashed by right-wing Hindutva forces. But senior Kerala BJP leaders were not willing to buy what the CPI-M is alleging.

Ravi Naik Panaji, June 7 (IANS): Criticising the trend of BJP leaders taking a meal at the homes of tribal families, former Goa Chief Minister Ravi Naik on Wednesday urged them to offer their sons and daughters in marriage to members of Dalit and tribal families. Naik also told the media that most homes of tribal families had tables and chairs and to sit on the floor for a meal, like several BJP MPs and MLAs did over the

last one week, was nothing but a gimmick. “I feel they should get their educated sons and daughters married to educated sons and daughters of (tribal families). Then they can eat ST cuisine throughout their lives... If they do this I will salute all BJP leaders,” Naik told reporters. Naik’s comments came a few days after Union Minister of State for Home Subhash Bhamre had lunch at a tribal family’s home here. The move is a part of the BJP’s plan nationwide to reach out to members of the marginalised sections of the society including those belonging to Scheduled Caste and Scheduled Tribe. Naik said the economic status of tribals in Goa had improved considerably and added that most of them had tables and chairs in their homes.

J&K cabinet approves monetary benefits in police Srinagar, June 7 (IANS): The Jammu and Kashmir Cabinet on Wednesday approved monetary benefits to Kashmir Police Service (KPS) officers without rank promotions. “Accepting its sub-committee’s recommendations, the Cabinet has approved provision of monetary benefits to KPS officers,” an official statement said. The statecadre police officers’ demand for promotions to Deputy Inspector General (DIG) and Inspector General (IG) ranks has, however, not been met. At present, rank promotions to KPS officers to DIG and IG ranks is possible only if they are inducted into the Indian Police Service. Since KPS has not been classified as a state-cadre service in the state, a KPS officer can only rise to the rank of a Senior Superintendent of Police, leading to grievance among KPS officers.

B.P Kanungo New Delhi, Jun 7 (AGENCIES): The Reserve Bank of India (RBI) on Wednesday said 82.6% of currency present before the demonetisation exercise was back in the system. “82.6% of the economy is remonetised, which is a large number. And if you look in terms of volume it is 108% of the figure of that date,” RBI deputy governor B.P Kanungo said at a post bimonthly monetary policy interac-

tion.

“So it is not true to say that there is cash shortage. There could be shortage in some pockets… if that comes to our notice we respond immediately through various means,” he added. According to RBI data, the currency in circulation was Rs 17.9 billion as on November 4 - just before high value notes were withdrawn from November 9. As on May 26, the currency in circulation was Rs 14.9 billion.

Complaints of plastic rise on the rise in Telangana

Telangana, Jun 7 (AGENCIES): The Telangana Civil Supplies Department is being flooded with complaints about hotels in the twin cities of Hyderabad and Secunderabad using ‘plastic rice’ in their food items. Samples have been collected from various hotels to verify the claims. And this is not limited to Telangana alone. Over the past few years, rumours of ‘plastic rice’ being sold have been doing the rounds and a public interest litigation was even filed before the Delhi High Court. The term ‘plastic rice’ first surfaced in China in 2010. Dubbed the Wuchang rice scandal, Chinese officials unearthed a scam by companies who passed off ordinary rice as premium Wuchang rice by add-

In 2011, a report by The Korea Times said: “Some distributors are selling fake rice in Taiyuan, Shaanxi Province, and this rice is a mixture of potatoes, sweet potatoes and plastic.” Needless to say, the report mentioned in detail the hazards of eating synthetic resin. Thus the term ‘plastic rice’ came into existence. The BBC, last December, reported that a huge shipment of ‘plastic rice’ was seized in Nigeria, making it the first major confiscation. Nagaland Post, Dimapur thursday, June 8, 2017

Fresh violence in MP; farmers say police killed 8 “By branding us anti-social elements, the government is adding fuel to the fire. On the one hand the government has unleashed repression on us, and on the other it is trying to defame us.” The Congress extended support to a shutdown called by farmers in Madhya Pradesh on Wednesday.

Centre seeks report from M.P.

Vehicles torched in a farmers protest at Mandsaur in Madhya Pradesh.

The Union Home Ministr y has sought a report from the Madhya Pradesh government after violence continued on Wednesday following the death of of five persons, allegedly in a police firing during a farmers’ agitation, at Mandsaur in Madhya Pradesh on Tuesday. A senior Home Ministry official said six companies of Central forces, around 600 men, had been rushed to the violence-hit area and additional 500 were being sent. “We have sought a report from the M.P. gover nment regarding the deaths of few persons in Mandsaur yesterday. The State government is being extended all the assistance,” said Ashok Prasad, spokesperson of the Home Ministry.

of his first term in 2019, met Home Minister Rajnath Singh, Finance Minister Arun Jaitley, External Affairs Minister Sushma Swaraj and Road Transport Minister Nitin Gadkari. The Home Ministry has sent 1,100 anti-riot police to Madhya Pradesh. The extra forces would be deployed in violence-hit Ujjain, Dewas, Mandsaur, Neemuch and Sehore, an official said. But tension was still high as ang r y far mers blocked roads and also attacked two senior officials at Mandsaur. Mobile connectivity has been cut and thousands of police in riot gear were deployed. Mandsaur District Magistrate Swatantra Kumar Singh and Indore Su-

perintendent of Police O.P. Tripathi were roughed up when they reached Barkheda Pant where the farmers were squatting on a road with the body of one of those killed on Tuesday. The ruling BJP accused the Congress of inciting the violence “The violence is very unfortunate. The Congress is trying to give it a political angle,” Union Information and Broadcasting Minister M. Venkaiah Naidu said. The Congress and the Left said the deaths in Madhya Pradesh proved that the Modi government had no strategy to help debt-ridden farmers in a drought-hit region. “Farmers were seeking loan waivers and right price, but the BJP killed them.

This is the sad reality of Mandsaur,” Congress leader Abhishek Singhvi said. Farmers in Madhya Pradesh and Maharashtra have been protesting crop prices since June 1, complaining that their incomes have not risen despite steady hike in agricultural production. The demands for loan waiver gained momentum after the Uttar Pradesh government led by Chief Minister Yogi Adityanath waived off nearly Rs 36,400 crore worth of farmers’ debt. The farmers in Madhya Pradesh have threatened to intensify their protests and accused the government of spreading lies about the number killed. Aam Kisan Union founder Kedar Sirohi said:

been misused by the ruling regime. The GTA is presently under the control of Gorkha Jana Mukti Morcha (GJM), which has been fighting for the demand of separate state of Gorkhaland. Ghosh said GJM has requested him to apprise the central government and BJP leadership about the ground reality in the hills. “We have an alliance with GJM in the hills and that is why they are being victimized. They have requested us to inform the central government and BJP leadership about the ground reality in the hills,” Ghosh said.

SCO membership will help India: Modi New Delhi, Jun 7 (AGENCIES): India will look to provide a leg up to its fight against terrorism with its full membership of Shanghai Cooperation Organisation (SCO), the 6-nation security grouping which holds the key to peace and stability in resource-rich central Asia and Afghanistan. PM Narendra Modi will on Thursday depart for the SCO summit in Astana where the heads of all 6 member states - China, Russia, Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan - will endorse the full membership of both India and Pakistan, bringing to an end a protracted process for expansion of the grouping. “I look forward to deepening India’s association with the SCO which will help us in economic, connectivity and counter- terrorism cooperation, among other things,” Modi said in his pre-departure statement. Modi said he looked forward to further progress in ties with SCO nations for “mutual betterment and growth of our countries and our people”.

Narendra Modi

While India will seek to bridge the gap with central Asian countries on issues related to trade, connectivity and energy through the membership of SCO, terrorism will be a key focus area for the government. The presence of Pakistan in the group is unlikely to act as a deterrent. India and Pakistan, along with the other 6 countries, will participate in joint exercises against terrorism under Tashkent based RATS or The Regional Anti-Terrorist Structure of SCO. MEA joint secretary (Eurasia) G V Srinivas said, as a member, India will participate fully in any SCO exercise, including on terrorism. ``There’s little possibility of India staying out of such an exercise. We hope

to benefit from RATS joint exercises against terrorism and also its data bank on terrorists,’’ he said. ``We work with many countries, including Pakistan, in UN peacekeeping operations and terrorism is a fight which is incumbent on entire humanity, not just countries,’’ said MEA spokesperson Gopal Baglay, responding to a query on whether or not India would be invited to participate in any anti-terror exercise alongside Pakistan and China. While full membership of SCO is significant for India, the fact is that it took New Delhi more than 10 years to get an upgrade from its current Observer status. The reason for the delay of course was the initial opposition from China to India’s membership. Beijing went on to ensure that Pakistan too became a full member along with India. One of the challenges which India is likely to be faced with though within SCO is the endorsement of China’s OBOR, which India says impinges on its sovereigntyin the form of China Pakistan Economic Corridor, by all other member states.

Air India keeps Kerala gov waiting; tenders apology T H I RU V ANAN THAPURAM, JUN 7 (AGENCIES): Air India on Wednesday tendered an apology to Kerala governor P Sathasivam for causing inconvenience to him due to flight delay, Raj Bhavan sources said. According to Raj Bhavan sources here, the governor had to wait for around two hours at Karipur International Airport in Kozhikode for his onward journey to Thiruvanathapuram last night. Though the flight was scheduled for 11pm, it took off only by around 1.30am. The delay in the arrival of another flight from Doha was cited as the reason by Air India authorities for holding up the governor’s flight, they said. Raj Bhavan sources said Air India should have informed the governor about the delay or made some alternative arrangements. Air India top brass talked to Sathasivam over phone and tendered an apology and promised to send a letter in this regard, the sources added.

NEW DELHI, JUN 7 (AGENCIES): Three terrorists were gunned down when the Army foiled an infiltration bid in Machil sector of north Kashmir’s Kupwara district, an official said on Wednesday. “Last night, the troops guarding the Line of Control (LoC) noticed a group of terrorists trying to infiltrate into the valley from across the border in Machil sector,” Srinagar-based Army spokesperson Rajesh Kalia told TOI. Troops engaged the heavily-armed terrorist who tried to escape taking advantage of the thick forest cover. Three terrorists, yet to be unidentified, were killed and weapons recovered. Search operations to track down other members of the group were going on, Kalia said. He also said there is no causality on our side. WASHINGTON, JUN 7 (PTI): China is likely to establish additional military bases in Pakistan and other countries with which it has longstanding friendly ties and similar strategic interests, a new Pentagon report said today as the world’s largest army increasingly flexed its muscles. In its annual report to the Congress on China’s military build-up, the US Department of Defence said China’s construction of military base in the strategic location of Djibouti is just the first of what will likely be an ongoing expansion in friendly foreign ports around the world. China is expanding its access to foreign ports to pre-position the necessary logistics support to regularise and sustain deployments in the “far seas”, waters as

distant as the Indian Ocean, Mediterranean Sea and Atlantic Ocean. “China most likely will seek to establish additional military bases in countries with which it has a longstanding friendly relationship and similar strategic interests, such as Pakistan, and in which there is a precedent for hosting foreign militaries,” the Pentagon said. The report cautioned, however, that China’s efforts to build more bases “may be constrained by the willingness of countries to support” the presence of China’s People’s Liberation Army in one of their ports. Notably, China is developing the strategically located Gwadar port in Balochistan, which many experts in the US say is aimed towards having a military presence.

UN chief warns of serious clean water shortages by 2050 UNITED NATIONS, JUN 7 (AP): Secretary-General Antonio Guterres warned that by 2050 global demand for fresh water is projected to grow by more than 40 per cent and at least a quarter of the world’s population will live in countries with a “chronic or recurrent” lack of clean water. He told the Security Council that “strains on water access are already rising in all regions,” noting that three-quarters of the 193 UN member states share rivers or lake basins with their neighbors. “Water, peace and security are inextricably linked,” Guterres said. “Without effective management of our water resources, we risk intensified disputes between communities and sectors and increased tensions among nations.” The secretary-general said the United Nations is ready to engage in preventive diplomacy to keep the competition for water from sparking conflicts. Bolivian President Evo Morales, whose country currently holds the council presidency, noted that since

1947, some 37 conflicts have taken place between countries related to water. “Our planet, the human family and life in all its myriad forms on Earth are in the throes of a water crisis that will only get worse over the coming decades,” he said. “If current patterns of consumption continue unabated, two-thirds of the world’s population will be facing water shortages as a daily reality by 2025,” Morales added. Right now, he said, more than 800 million people lack access to safe drinking water and more than 2.5 billion don’t have basic sanitation. Morales, who presided over the meeting, said the limited availability of fresh water underscores the importance of tackling the issue and ensuring that access to clean water is shared and doesn’t become “a pretext for domestic or international conflict.” British Ambassador Matthew Rycroft said the world has already seen what can happen “when the waters run dry,” pointing to drought in Somalia that is driving acute food shortages

and threatening famine and a lack of clean water that is exacerbating the crisis sparked by Boko Haram in northeast Nigeria and sickening thousands. He said the world currently is not on track to meet UN goals for 2030 calling for improved water security, access to drinking water and sanitation, as well as stronger management of water resources shared by countries. In South Asia, Rycroft said, 1 billion people across Afghanistan, Bangladesh, Bhutan, China, India, Nepal and Pakistan rely heavily on just three rivers, but “despite facing similar problems posed by water demand and climate change, regional collaboration between these countries is limited.” Rycroft said Britain has provided USD 30 million over the past five years to support a regional approach to “identify and resolve challenges affecting these transboundary waters.” But to tackle the problem globally, he urged the world’s developed nations to also invest in delivering improved water security within and between states.

power, a priority target for IS, which published a rare video in Persian in March warning that it “will conquer Iran and restore it to the Sunni Muslim nation as it was before.” Jihadist groups have clashed frequently with Iranian security forces along the borders with Iraq and Afghanistan, but the country has largely escaped attacks within its urban centres. The intelligence ministry said in June 2016 that it had foiled an IS plot to carry out multiple bomb attacks in Tehran and around the country.

KATHMANDU, JUN 7 (PTI): Veteran Nepalese politician Sher Bahadur Deuba was today sworn in as the new prime minister of Nepal by President Bidya Devi Bhandari. The 70-year-old leader, who became Nepal’s prime minister for the fourth time, succeeded Maoist leader Pushpa Kamal Dahal Prachanda who had resigned after nine months to honour a power-sharing deal and proposed Deuba’s name. Deuba, the president of Nepal’s oldest party the Nepali Congress, was elected the 40th prime minister yesterday, following a voting in the parliament. He secured 388 votes out of a total of 558 votes cast in the 601-member legislative parliament. He was the only contender in the election. Prime Minister Deuba formed an eight-member cabinet comprising three deputy prime ministers and four ministers. Senior Nepali Congress leader Gopal Man Shrestha was appointed as the Deputy Prime Minister and Minister for Education and Gyanendra Bahadur Karki as Minister for Finance. Krishna Bahadur Mahara of CPN (Maoist Centre) was appointed as the Deputy Prime Minister and Minister for Foreign Affairs, while Nepali Congress leader Farmullah Mansoor was appointed as Minister for

Nepal Loktantrik Forum Chairman Bijay Kumar Gachhadar has been appointed as the Deputy Prime Minister and Minister for Federal Affairs and Local Development. Deuba, who was awarded an honorary doctorate degree from New Delhi’s Jawaharlal Nehru University in 2016, is said to enjoy a good rapport with prominent Indian leaders, which could potentially aid him in arresting the increasing disenchantment between the Madhesis and

the hill people. He played an important role in amending Nepal’s Constitution promulgated in September 2015 to address the demands of Madhes-based political parties. Deuba also played a key role in bringing the Madhesi parties on board for the second phase of the local-level elections. Deuba, who has been elected to the parliament from far-western Dadeldhura district, has promised to amend the new Constitution to fulfil the demands of the Madhesi people. During Deuba’s previous term as prime minister in 1996, Nepal and India signed the historic Mahakali Treaty for shared utilisation of the waters of the river by the same name.

Debris from Myanmar military plane found in sea YANGON, JUN 7 (AFP): Pieces of a Myanmar military plane which went missing with more than 100 soldiers and family members aboard were found in the Andaman Sea today, a local official said. Navy ships and aircraft had been searching since the afternoon when the plane lost contact with air traffic controllers. More than a dozen children were believed to be among the passengers on the plane travelling from the southern city of Myeik to Yangon. “Now they have found pieces of the damaged plane in the sea 136 miles (218 km) away from Dawei city,” said Naing Lin Zaw, a tourism official in Myeik, adding the navy was still searching the sea. An air force source confirmed to AFP that a

navy search and rescue ship had found pieces of the plane in the sea an hour’s flight south of Yangon, Myanmar’s commercial capital. The commander in chief ’s office said the plane lost contact at about 1:35 pm (local time) off Myanmar’s southern coast. There was conflicting information about the number of people on board. Giving an updated figure, the office said 106 passengers were on board -- soldiers and family members -- along with 14 crew. The air force source said more than a dozen of those on board were children. Four naval ships and two air force planes were sent to search for the plane, which was flying at an altitude of more than 18,000

feet (5,486 metres). It is monsoon season in Myanmar but there were no reports of bad weather at the time the plane went missing. The plane was a Y-8F200 four-engine turboprop, a Chinese-made model still commonly used by Myanmar’s military for transporting cargo. The army said it was delivered in March last year and had logged 809 flying hours. The former military junta bought many of the aircraft from Myanmar’s giant neighbour during their 50 years of isolated rule, when they were squeezed by Western sanctions. A former executive at the aviation ministry said many of the aircraft in Myanmar’s fleet were old and decrepit. “Myanmar air force

has very bad safety performance,” he said, asking to remain nameless. Myanmar’s military fleet has a chequered recent history of plane crashes. All five crew died when an air force plane burst into flames soon after taking off from the capital Naypyidaw in February last year. Three army officers were killed in June when their Mi-2 helicopter crashed into a hillside and burst into flames in southcentral Bago.

A surge in demand for air travel as Myanmar opens up has stretched the impoverished country’s aviation infrastructure, in particular in remote airports. Commercial jets have also suffered frequent incidents. The worst in recent years was in 2012 when an Air Bagan jet crash-landed in thick fog and burst into flames short of the runway at Heho airport, killing one passenger and a motorcyclist on the ground.

ABU DHABI, JUN 7 (IANS): The United Arab Emirates (UAE) on Wednesday threatened to jail up to 15 years and also fine people who express sympathy towards Qatar. UAE Attorney General Hamad Saif al-Shamsi said sympathising with Qatar was a cybercrime punishable by law, Gulf News reported. “Strict and firm action would be taken against anyone who shows sympathy or any form of bias towards Qatar or against anyone who objects to the position of the UAE whether it be through social media or any type of written, visual or verbal form,” Al-Shamsi said. Anyone who threatens the interests, national unity and stability of the UAE will face a jail term from three to 15 years and a fine not less than $136,000. Al-Shamsi said these new measures were in response to Qatar’s “hostile and irresponsible” policies against the UAE and against the “other Gulf and Arab brotherly states”. According to the UAE, the aim was to “preserve the country’s national security, its national priorities and those of its people”. Saudi Arabia is also contemplating applying its own cybercrime legislation against anyone questioning its government or supporting Qatar, according to a statement by lawyer Mushrif al-Khashrami published by Saudi daily Okaz.

TEHRAN, JUN 7 (AFP): Gunmen and suicide bombers stormed Iran’s parliament and the shrine of its revolutionary leader today, killing 12 people in the first attacks in the country claimed by the Islamic State group. Dozens were injured in the attacks, which targeted two of Iran’s most potent symbols: its parliament complex in central Tehran and the mausoleum of Ayatollah Ruhollah Khomeini who led the 1979 Islamic revolution. The standoff lasted around five hours before all the gunmen holed up in parliamentary office buildings were killed. IS released a video of the attackers from inside the building via its Amaq propaganda agency -- a rare claim of responsibility while an attack was still going on. The Sunni jihadists of IS consider Shiite Iran to be apostates, and Tehran is deeply involved in fighting the group in both Syria and Iraq. The assaults began midmorning when four gunmen burst into the parliament complex in the centre of Tehran, killing a security guard and one other person, according to the ISNA news agency. An interior ministry official said they were dressed as women and entered through the visitors’ entrance. One eventually exploded a suicide vest while the others were killed by security forces. Sheehan blames pharmaceutical industry for Cornell’s death

L

egendary bassist Billy Sheehan (THE WINERY DOGS, MR. BIG) says that the death of Chris Cornell was “a terrible, unnecessary loss” and he blames the U.S. pharmaceutical industry for the prescription drug abuse epidemic that is sweeping the nation. Cornell’s family said they believe that the side effects of the prescription drug Ativan — which can cause worsening depression and thoughts of self-harm in rare cases — may have influenced the singer to commit suicide last month after a SOUNDGARDEN concert in Detroit. The toxicology report appears to show Cornell had ingested four tablets prior to his death. When asked by Metal Wani in a new interview what his reaction was to the news of Cornell’s passing, Sheehan said (hear audio below): “I was quite angry about it, ‘cause I do believe — and this is just one man’s opinion — based on what I’ve seen in media… I believe his wife [was] bringing this up that the pharmaceu-

tical situation in the world is so dreadful and so many people are dying because they mistakenly take two [pills], or they forget they took one and they take another one, or they forget to take it and they go into withdrawals. “When you see a warning on a pharmaceutical that says, as a side effect, ideations of murder and suicide, I would think twice before… I just can’t believe that stuff is on the market, and there’s gotta be a better way,” he continued. “I’m

not sure what that better way is, but we’ve got an amazing world with a lot of intelligent people and

incredible science, there’s gotta be a better way than these particular substances, which are just so dangerous. You accidentally forget and have a drink on top of it and you could die. And more people die now from pharmaceutical drugs, taken according to the directions, prescribed lawfully and legally, than traffic accidents. An amazing statistic.” Cornell had a number of prescription drugs in his system at the time of his death, according to a completed toxicology report.

inger Ariana Grande has released “Over the rainbow” as a single to benefit victims of the Manchester attack. The track is now available on multiple streaming services with all proceeds going to charity, reports dailymail.co.uk. The 23-yearold sang late musician Israel Kamakawiwo?ole’s classic single in front of 50,000 people at Old Trafford to end the One Love Manchester concert, which was organised to raise funds for the victims of last month’s terror attack in which 22 people were killed. Asian Cup qualifying match in Bengaluru on June 13. The hosts comfortably beat Nepal 2-0 in a warmup game here on Tuesday, but they are not yet ready to bask in glory. Sandesh Jhingan, who is now making it a habit of scoring in almost every match, grinned when re-

minded about it. “I am happy to help the team,” he uttered moments after India’s win. “The clean sheet matters the most. We needed this victory because this gives us a good momentum for the match against Kyrgyz Republic. We need to build on it,” he added. Jeje Lalpekhlua, whose sublime finish wrapped up proceedings for India, insisted that the team needs to “stay calm”. “It was humid and a very difficult game. We fought hard and stayed together. We did not get any goal in the first half but stayed calm and patient. We kept working in the second half and it paid dividends,” he stated.

Seven consecutive victories in international football is no small achievement, but striker Robin Singh isn’t willing to read much into it. “There is only one way, and that is to move forward from here. The match against Nepal was a winning step and it is time to focus on the match against Kyrgyz Republic,” he maintained. The players had a morning recovery session at the pool and will resume practice from tomorrow. “The victory against Nepal makes us more confident. We need to carry this confidence into our next match and need to fill in the areas which the coach will instruct us to,” Pritam Kotal, who floated

Lajong ends association with coach Thangboi

S H I L L O N G, J U N 7 (PTI): Shillong Lajong FC and its head coach Thangboi Singto has ended their eight-year long association after the club did not renew his contract owing to uncertainties over the I-League’s future. “Singto’s contract ended on May 31 and the club is yet to take any decision on his future in view of the uncertainty of Indian football top league,” Shillong Lajong FC general manager Habamutlang Lyngdoh said today. “We are yet to take a call on whether to renew the long-term contract we had with Singto depending on the future of the I-league in the country,” he said. Singto had been associated with Shillong Lajong FC since 2009 as an assistant coach before taking over as the head coach in 2012 after the club sacked Desmond Bulpin. During his stint in the first year with the club in 2009-2010, the club ended up with a runners-up trophy at the Federation Cup. Their best performance came in 2011 when they reached the semi-final of the Federation Cup, the IFA Shield and the Durand Cup. In 2011, the club won the Independence Day Celebration Invitation Football Tournament in Mizoram and also the Meghalaya Invitation Football Tournament.

N O RT H E R N I R E LAND, JUN 7 (AGENCIES): Carl Frampton has confirmed he will return to the ring for a fight in his hometown Belfast on 29 July. The featherweight has not fought since his loss to Leo Santa Cruz in their WBA title fight in Las Vegas. Frampton, 30, had promised his next bout would be in Belfast during the summer with Windsor Park or the SSE Arena the most likely venues. The opponent has yet to be named but Frampton

has already ruled out a fight against IBF champion Lee Selby. Frampton has previously said that Windsor Park would be his preferred venue but the Irish FA has confirmed that it is still in negotiations with the boxer over the use of the stadium. “Cyclone Promotions have held discussions with the IFA but nothing has been agreed,” an IFA spokesperson told BBC Sport. Confirmation of the venue is expected next week with the SSE Arena

thought to be an alternative location. Former two-weight world champion Frampton lost his WBA featherweight title to Santa Cruz in January. He was initially expected to fight the Mexican for a third time this summer but that bout failed to materialise. A showdown against Selby had also been mooted but Frampton has confirmed that the Welsh fighter is unavailable as he is set to defend his IBF title against mandatory challenger Jonathan Victor Barros later this month.

Bayern Munich defend ties with Qatar Munich, Jun 7 (IANS): German football champions Bayern Munich on Wednesday said they won’t sever their ties with Qatar, insisting that the growing diplomatic crisis between the 2022 World Cup host and its neighbours is a matter for the German government. For years now, Bayern have held their winter training camp in Qatar ahead of the second part of the Bundesliga season. They were in Doha also this January. Last year, Bayern signed a long-term deal with Hamad International Airport in Doha. “At the moment, Bayern Munich cannot evaluate the current political situation in the Gulf and the accusations against Qatar from neighbouring countries. These judgements are a matter for the German government. Bayern Munich are in contact with the representatives of the German government,” Sport Bild quoted Bayern saying in a statement on Tuesday. “A great deal of German companies maintain economic ties with Qatar,” the statement continued.

French Open: Djokovic crushed by Thiem, Nadal quickly advances Rafael Nadal

ROLAND GARROS, JUN 7 (AGENCIES): If Novak Djokovic entered the French Open with plenty of question marks hanging over his form he departs Paris still searching for answers after suffering his first straight-set grand slam defeat since the 2013 Wimbledon final. Dominic Thiem crushed Roland Garros’ defending champion 7-6 (7-5) 6-3 6-0 in the quarterfinals on Wednesday, a result that means the Serb will also tumble out of the top two in the rankings Monday for the first time since early 2011. That Thiem defeated Djokovic wasn’t a major surprise -- the seventh-ranked Austrian trails only Rafael Nadal in match wins in 2017 and is tied for first with the

Spaniard in clay-court victories this season. But the manner in which Djokovic, who teamed up with new coach Andre Agassi last month, crumbled in the third set will be particularly worrying for his fans. Djokovic’s resounding victory over Thiem in the Rome semifinals last month might have been misleading, since the 23-year-old was coming off an emotional victory over Nadal 24 hours earlier. Yet no one could have predicted Thiem to prevail in Paris so comfortably and one wonders what Agassi, not around for the match due to prior commitments, made of it all. Thiem landed in the semifinals for the second

straight year -- Djokovic downed him 12 months ago -- and will no doubt face a tougher test in Nadal, who will be well rested. Nadal spent only 51 minutes on court, progressing to the semifinals in Paris for a 10th time after fellow Spaniard Pablo Carreno Busta retired with an abdominal injury while trailing 6-2 2-0. Appearing in his first grand slam quarterfinal, the 21st-ranked Carreno Busta -- having the best season of his career -- took a medical timeout and had to leave Philippe Chatrier court. He returned with tape to his abdominal area and called it quits after yelling out in pain while hitting a smash. Nadal -- bidding to become the first player in the Open Era to win the same major 10 times -- and Carreno Busta hugged before the 14-time grand slam winner applauded his crestfallen friend off court. Carreno Busta was facing Nadal after an arduous win over 2016 Wimbledon finalist Milos Raonic in the fourth round with the match lasting nearly four-and-a-

half hours. It was the third high-profile retirement of the event, following a knee injury to Nicolas Almagro and ankle injury to David Goffin.

Bopanna-Dabrowski enter final

Indian star Rohan Bopanna and his Canadian partner Gabriela Dabrowski registered a straight sets victory to enter the final of the mixed doubles category at the French Open tennis tournament here on Wednesday. The Indo-Canadian pair sent France’s Edouard Roger-Vasselin and Andrea Hlavackova of Czech Republic crashing out with a 7-5, 6-3 verdict in the semi-finals. Bopanna and Dabrowski survived a tough challenge from Hlavackova and Edouard in the opening set before dominating the second set to earn a shot at the title. The seventh seeded Indo-Canadian combination will meet the unseeded pair of Anna-Lena Groenefeld of Germany and Robert Farah in the final.

Mnp win Senior Women’s Football Nationals

JALANDHAR, JUN 7 (AGENCIES): Manipur won the senior women’s National Football Championship for a record 18th time after beating Railways in the final on Monday in Jalandhar, Punjab. Ng Bala scored twice and Dangmei Grace once as Manipur defeated Railways Sports Promotion Board 3-1 to win the 22nd State Senior Women’s National Football Championship. Dangmei Grace left the Railways’ defence into tatters again and the score read 2-1 in favour of Manipur. When Ng Bala struck once more in the 81st minute, it was cleared that Manipur was well into scripting another history. The championship had its first edition in Imphal in 1991-92. Till today, Manipur had missed the final bus only once in Bhilai (Chhatisgarh) in 2013-14 . In only four editions of the Senior Women’s National Football Championships, Manipur had unsuccessful campaigns. This was also a great comeback for the state.

ISL may cut foreign footballers, do away with marquee players Shuttlers seek help in Canadian visa delay Kolkata, Jun 6 (IANS): The Indian Super League (ISL) franchises are likely to have a total of eight foreign footballers in their squad and five in the playing XI from next season, it has been reliably learnt. Sources in the know have confirmed that after a series of meetings with existing teams, the organisers of the cash-rich league have come to a decision

to pay heed to India coach Stephen Constantine’s wish of having more Indians in the starting line-up. “There will be eight foreigners in a squad and five in the playing XI. This means six Indian footballers will get the opportunity. This is what they want to do from next season,” the official told IANS on Tuesday. The Football Players’ Asso-

ciation of India (FPAI), among other things, is expected to raise the issue of six foreigners in an ISL team in the all stakeholders’ meeting at Asian Football Confederation (AFC) headquarters in Kuala Lumpur on Wednesday. FPAI President Renedy Singh and former president and All India Football Federation (AIFF) advisor Bhaichung Bhutia will attend the conference.

“I don’t think the issue will be discussed in tomorrow’s meeting. It’s their (ISL) internal matter. AFC has got nothing to do with it. I believe FPAI have been told about this,” the source added. Also, it will not be compulsory to have a marquee player in the side, the source said. Previously, every ISL franchise had a marquee player, generally a big name in the world of football.

CT 2017: India plays Sri Lanka today

London, Jun 7 (IANS): A confident India will look to booking a semi-final berth with a win against Sri Lanka, who will be boosted by the return of captain Angelo Mathews, but rain may mar the ICC Champions Trophy Group B encounter at The Oval here on Thursday. Sri Lanka have to considerably improvise on their batting after being all out at 203 runs against South Africa, allowing the Proteas a 96-run victory. India will look to demolishing the opponents with their formidable batting line-up with the likes of Rohit, Dhawan, Kohli, Yuvraj and Pandya who made their mark with the bat in the opening game against Pakistan. The spin and pace bowling combination for India has only helped them become a

lethal all-round side though fielding has been a matter of concern -- as pointed out by skipper Kohli -- and which the team will look to overcome against the Lankans. For Sri Lanka, experienced all-rounder Mathews has been declared fit to play against India and that will be a substantial boost for the islanders after having missed the opening game due to multiple injuries. Sri Lanka will heavily depend upon their frontline pacer Lasith Malinga to provide them with important breaks. The bowling department for the Lankans has been quite economical in the opening game against South Africa but they failed to take wickets at regular interval, which will be a matter of concern for them. The likes of Asela Gunaratne, Nuwan

Pradeep, Suranga Lakmal and Sekkuge Prasanna are not proven performers. Squads: India: Virat Kohli (Captain), Shikhar Dhawan, Rohit Sharma, Yuvraj Singh, Mahendra Singh Dhoni (wicket-keeper), Kedar Jadhav, Hardik Pandya, Ravindra Jadeja, Jasprit Bumrah, Umesh Yadav, Bhuvneshwar Kumar, Mohammed Shami, Ravichandran Ashwin, Ajinkya Rahane, Dinesh Karthik. Sri Lanka: Angelo Mathews (Captain), Dinesh Chandimal, Niroshan Dickewalla (wicketkeeper), Chamara Kapugedara, Kusal Mendis, Kusal Perera, Thisara Perera, Sekkuge Prasanna, Nuwan Pradeep, Suranga Lakmal, Lakshan Sandakan, Lasith Malinga, Asela Gunaratne, Nuwan Kulasekara, Upul Tharanga.
