HPC likely to review lockdown today Correspondent

KOHIMA, JUN 7 (NPN): As the end of second cycle of lockdown draws near-June 11, there are indications that there could be some relaxation in some areas with some restrictions. The number of new Covid positive cases which were above 250 and at times even 300 in a single day during May, have gradually declined. That has led many health workers, especially doctors to attribute it to the lockdown. While there appears to be some among the policy decision makers who are not disinclined on a gradual unlock, the main cause of concern was however, the indiscipline among public in not following the prescribed Covid protocols. When contacted, a High Powered Committee (HPC) member informed Nagaland Post that the committee is to deliberate and decide on how to go about with the lockdown at its meeting on June 8. State records 145 cases, 3 Covid deaths

DIMAPUR, JUN 7 (NPN): Nagaland on Monday recorded 145 fresh Covid-19 positive cases as the total caseload neared the 23,000 mark while three more patients succumbed to the infection. For the second day in a row, Mokokchung reported the highest single day case count of 40 cases, Tuensang36, Dimapur-31, Kohima-23, five from Mon, four in Zunheboto, two each in Kiphire and Longleng and one each in Peren and Phek, taking the total caseload to 22918. The daily death count dropped to its lowest level in two months with Dimapur, Kohima and Phek reporting one death each, taking the death toll to 429 including 14 non-Covid deaths but with Covid positivity.

Hardware shops to open in Dimapur DIMAPUR, JUN 7 (NPN): Deputy Commissioner Dimapur, R. Soundararajan, has informed that all hardware shops in Dimapur will be allowed to open on Tuesdays, Thursdays and Saturdays from 6 a.m. till 12 noon from June 8 till further orders. DC stated that the proprietors would be responsible for ensuring compliance to Covid SOPs.

This is a clear evidence of community transmission or stage- 3 of Covid transmission. This is the stage of community transmission and takes place when the source of an individual’s infection can’t be traced and isolated. During this stage, those who have not been exposed to an infected person or anyone who has a travel history to affected countries still test positive for the coronavirus. At this stage of disease transmission, the individu-

als within a city or community begin to contract the infection randomly, hence making it more challenging to track down all those who could possibly have the disease. A World Health Organization (WHO) report has shown that India continues to label itself as a country with no community transmission despite registering the highest number of cases in the world each day. Instead, the government of India’s health and family welfare ministry chose to describe the current transmission as “cluster of cases” or coming from clusters. In cluster of cases, the government would focus on testing, contact tracing and isolation to contain the spread of infection. However, in community transmission, the government would have to focus on prioritising treatment and issuing advisories to protect its citizens. The Centre has consistently refused to admit to community transmission of the virus even as India has recorded a total of 2.89 crore cases.

One doctor from IMDH told Nagaland Post on condition of anonymity that the surge in positive cases was on expected lines and explained that any pandemic had a peak and plateauing. The doctor attributed the spike in cases to people not following Covid SOPs, while pointing out that another factor responsible was people not coming forward to seek medical attention despite being sick. Testing machines: It has been learnt that out of four TrueNat RNA machines for Covid testing, three had initially gone out of service and testing was being done only with one

machine. As one of the machine was repaired and brought from Guwahati, it has been pressed into service since the past one or two days. This led to delay in declaring test results as machine shortage could not cope up with the numbers of tests conducted, even as samples are being sent to BSL2 lab at Tuensang, which takes three to four days for the results to arrive. Thus, an individual has to wait for several days awaiting test results. Govt to provide free Covid vax to states for all above 18 years starting June 21 NEW DELHI, JUN 7 (PTI): Prime Minister Narendra Modi on Monday announced that the central government will provide free coronavirus vaccine to states for inoculation of all above the age of 18 from June 21, and asserted that vaccine supply would be increased significantly in the country in coming days. The Centre has decided to buy 75 per cent of jabs from vaccine makers, including 25 per cent of the state quota, and give it for free to state governments, the prime minister said in an address to the nation. Modi said private sector hospitals can continue to procure 25 per cent of vaccines, but their service charge would be capped at Rs 150 per dose over fixed price of the vaccine. Fuel prices rise for second day DIMAPUR, JUN 7 (NPN): State-owned oil marketing companies (OMCs) raised petrol and diesel prices for second consecutive day on Monday taking the prices of two auto fuels to historic highs across the country. According to a price notification of OMCs, petrol price was hiked by 28 paise per litre and diesel by 27 paise per litre. After Monday’s rate revision, petrol price rose to Rs.94.04 per litre and diesel price surged to Rs.88.33 per litre. Similarly, in the state capital Kohima, prices of petrol and diesel climbed to an all-time high of Rs. 94.99 per litre and Rs.89.09 per litre respectively. The hike on Monday was the 21st increase in prices since May 4. In 21 increases, petrol price has risen by Rs 4.96 per litre and diesel by Rs 5.56 a litre.

Amid concer ns expressed by experts recently over children being affected by the virus, Modi said that in this direction trials of two vaccines are being carried out. Modi said research is continuing on a nasal spray vaccine which, if successful, can significantly boost India’s vaccination drive, he said. Asserting that vaccines are like a protection shield against the virus, he also asserted that with the efforts made in the country recently, vaccine supply would be increased significantly in India in coming days. India proved its mettle by making two made-in-India COVID19 vaccines in a short time and over 23 crore doses have already been administered, Modi said.

PDA says, constructive criticism welcome, but unbecoming of Oppn to level wild allegation DIMAPUR, JUN 7 (NPN): People’s Democratic Alliance (PDA) government has said while it appreciated and welcomed constructive criticism, it was unbecoming of responsible parties and senior leaders to make wild allegations without any authenticity merely to get media attention. Reacting to press releases and statements being made by opposition parties of late criticising the government and making several allegations, the ruling coalition in a press release termed the mention of “starvation war” in a statement as worrisome as this was akin to inciting public feelings and actions towards possible disorderly acts and chaos in society. It said responsible citizens of the State could judge such irresponsible conduct coming from those

claiming to be responsible parties and senior leaders. Despite implementing lockdown, the PDA claimed to have made all possible efforts to ensure that economic activities were not severely hampered. It pointed out that national highways, inter-district movements, economic activities, construction works and essential services were allowed to continue by adhering to SOPs, while home deliveries, courier services, hardware establishments, movement of construction materials, etc, were all permitted. Similarly, government offices and public establishments functioned by strictly following SOPs so that there were no shortfalls in administration and governance. Admitting that restrictions did cause inconveniences, the government

claimed that all possible efforts were made to ensure that economic activities were not completely shut down. The government further claimed to have made arrangements throughout the State to address any issue of distressed people under the aegis of district task forces (DTFs). Mentioning that DTFs were formed in every district, in which elected members of both the treasury and opposition benches and representatives of civil society organisations too were included, since the beginning of Covid-19 pandemic in 2020, the government said any concerns could have been transparently addressed through DTFs instead of making unconfirmed allegations though the media. DIMAPUR, JUN 7 (NPN): Drawing attention to the proposed move by the Government of India and the state government of Assam to create Karbi-Anglong Autonomous Territorial Council (KAATC) in Karbi Anglong, the NSCN (I-M) Monday affirmed that it would not accept alienation of Nagas’ ancestral land, which it said was “tantamount to undermining the spirit of the Indo-Naga political talks.” NSCN (I-M) through its MIP stated that land alienation was the major point of conflict in the Northeast, particularly Assam and Nagaland, which it maintained was the creation of history under the colonial rule. Pointing out that the issue in focus was Karbi Anglong, erstwhile Rengma Hills,

the NSCN (I-M) said that the Rengma Hills were made the victims of “aggressive influx of outsiders for vested interests.” However, it said that their historical status as the true sons of the soil cannot be questioned. “For the same reason the Rengma Nagas have a glorious history, vis-à-vis their relations with the Ahoms and the British rulers,” NSCN (I-M) said. DHD lacks CT scan machine; minister assures to install soon Staff Reporter

DIMAPUR, JUN 7 (NPN): Despite the claims of having improved health infrastructure in the backdrop of the raging second wave of Covid-19 pandemic, it has come to light that District Hospital Dimapur (DHD) still does not have a CT (computed tomography) scan machine, considered a basic equipment to gauge the severity of virus infection. The revelation comes in the background of Dimapur district, along with Kohima,

having the maximum Covid19 cases in the State. DHD sources informed Nagaland Post that patients requiring CT scan were sent to private hospitals by ambulance. Besides the CT scan machine, the hospital also lacks portable x-ray machine, which too has become a necessity as most Covid patients cannot be moved around and have to be constantly on oxygen support. At present, the hospital has one fixed x-ray machine, the sources added.

While diet, medicines and basic investigations were free at DHD, a nominal fee was being charged for Covid markers test with the director’s knowledge as the test kit was not being supplied by the government and purchased from the market, the sources confirmed. Health minister seeks proposal: Health & Family Welfare (H&FW) minister Pangnyu Phom on Monday assured of equipping DHD with CT scan machine and directed chief medical officer (CMO) and medical

superintendent (MS) to submit a proposal in this regard at the earliest. Interacting with senior officials of the hospital to listen to their grievances and also to take stock of equipment, medicines and other logistics available, he also expressed concern over lack of CT scan and portable x-ray machines. A medical practitioner, who spoke to this Reporter, said if such continue to be a trend then the objective of lockdown to break the transmission chain of Covid infection will become a futile exercise. On Monday, a large number of shoppers at New Market and other market areas in Dimapur, who rushed to buy essential commodities did not bother about

maintaining social distancing. Many of the people modified the face mask into chin mask- covering the chin and exposing both nose and mouth. Although markets dealing with food and vegetable items are allowed to open till 2 p.m., public have been time and again reminded to strictly adhere to Covid protocols for the safety of everybody. A policeman on duty informed this Reporter that everyone wore masks but carelessly. State observes ‘World Food Safety Day’ ‘Naga society’s gradual shift in food habits and lifestyle posing a threat’

DIMAPUR: Every year, June 7 is globally marked as “world food safety day” (WFSD) and is observed annually to raise awareness about food borne risks and help prevent, detect, and manage untoward diseases, in essence contributing to sustainable human development through proper food security. H&FW: Food Safety Nagaland, department of health & family welfare organised the third world food safety day at state public health laboratory, CMO office, Kohima under the global theme “safe food now for a healthy tomorrow”. According to DIPR report, in his keynote speech, principal secretary/food safety commissioner to the government of Nagaland, Amardeep Singh Bhatia shared his concerns that Naga society was gradually shifting in food habits and lifestyle which was posing a threat and therefore it was imperative to take action.

In this regard, he said that the regulatory authorities should take up responsibilities for creating awareness on consumption of food. It is also necessary to ensure that food producers like restaurant, food chain suppliers, food stalls should know about the importance of food hygiene and the authorities should not only enforce but encourage hygiene etiquette to producers, Bhatia added. He said that June 7 was designated as world food safety day in 2018 with the objective to mainstream the food safety awareness to the general public with special concerns on the impact of disease passed on by food. He said that it was important to ensure safe food chain for people, animals, plants and economy so that in the future, everyone was protected. Further, he encouraged all the officials to work jointly with the avail-

able resources. He also asked them to ensure safe food, healthy lifestyle and consumption habits for a healthy tomorrow. The programme also hosted a demonstration & interactive discussion on food safety issues relating to the state which was led by food analyst (SPHL), Khrukutolu Veswuh and her team. The session demonstrated on how to identify fresh/stale egg, identify contaminated water and identify food colouring in eatable produce. Savi stated that food safety was a shared responsibility between governments, producers and consumers where everyone had a role to play from farm to table, to ensure the food consumed was safe and healthy. He highlighted that food safety was everyone’s

business and called for actions such as: state government must ensure safe and nutritious food for all; business operators must make sure food is safe; consumers need to learn about safe and healthy food and last but the least and that we should all work together for safe food and good health. He said that slaughterhouses should have proper hygiene and maintenance instruments and that it should to be regularly checked by the medical doctor. Only then, he said, it should be given to the slaughter house for human consumption. Savi suggested that it was best for the food business operators (FBOs) to bring their products/food item/sample to get tested in the state public health laboratory situated at paramedical, Kohima, before they sold the products. He urged the enforcement wing of state public health laboratory to work harder so as to keep the analysis wing led by food analyst busy in analysing all parameters as the food safety and standard Act. Food business operators are to renew their license/registration before expiry date in order to avoid penalisation as per the food safety and standards act rules and regulations and newly established food business operators have also been directed to obtain the license/registration. Further, he said that with the entire world fighting against COVID-19, it was important for citizens of the state to remain healthy.

It stated that due to lack of adequate facilities and medicines, the people under its jurisdiction were facing a lot of difficulties since it was the only medical care under Yimchunger headquarters. The union urged the responsible authority to fulfil the memorandum submitted by JCC which included: immediate deployment of additional doctors led by SMO; immediate deployment of additional five staff nurses GNM/ANM; immediate deployment of technician and pharmacists; provision for COVID-19 testing centre (Truenat) at Shamator and provisions for ambulance with advance life support system. Picto Shohe: Picto Shohe, MLA, has expressed grief over the demise of “Sumi spiritual leader Rev. Dr. S. Yevito Sumi”. In a condolence note, Picto said that in his close association with the reverend, he saw one of the most “dedicated, sincere and down to earth person”. He described him as a “true spiritually leader” who always sought God’s wisdom to lead his way. Picto also said that the passing away of Rev. Dr. S. Yevito Sumi has created a huge gap in the spiritual ministry of the Sumis which would be hard to fill. Further, he conveyed his condolences to the bereaved family members. Sümi Hoho: Sümi Hoho has expressed shock to learn of the untimely demise of Rev. Dr. S Yevito Sümi. In a condolence note, SH president Hekhushe Shikhu and general secretary I Nikheto Jimomi said that in his demise, the Sümi community had lost a great spiritual leader who they said was a true man of God. SH described the late reverend as “a gem of a person and an eloquent preacher” who “always wanted the best for the Sümi community and never declined when the Sümi Hoho approached him for help”. It also said that the Sümi community would always remember him for his selfless sacrifice and service. The Hoho expressed its deepest condolences to the bereaved family and prayed that God’s solace and comfort would be upon them.

JHM said that his demise was a loss of tall spiritual leader, a visionary and a compassionate man whose life was a blessing to many. Dr. Phughoto Sema said that WSBAK grieved with the bereaved family and entire Sümi community for losing a man of faith who had played an influential role among the Sümi community. COVID-19: Advisories, information and activities

DIMAPUR: In order to tackle the surge in COVID19 cases in the state and to stop further community spread, district administrations have been issuing directives to the public. Various activities are also being undertaken by the government departments and CSOs in order to sensitise the public on testing and vaccination. Ozukum visits oxygen plant at IMDH: Minister PWD (mechanical & housing) and chairman Mokokchung DPDB, Tongpang Ozukum visited the PSA oxygen plant at IMDH Mokokchung along with officials from medical, police and district administration on June 6. Meanwhile, he visited the Fazl Ali College (FAC) campus and Impur Christian Hospital Impur. The minister held a meeting with ABAM and hospital authorities with regard to COVID-19 preparedness in the district. Extrajudicial Execution Victim Families Association (EEVFAM) and Human Rights Alert (HRA) alleged that the incident was a clear case of extra-judicial killing. O n Ju n e 4 n i g h t , Mangboilal Louvum (29) of Chalwa village of Kangpokpi district, Manipur died after he was allegedly shot at by some personnel of the 44 Assam Rifles in civvies. EEVFAM and HRA

observed that even though extrajudicial execution, in no stretch of imagination, can be considered as being carried out in exercise of official duty, the armed forces are shielding themselves using the immunity provided by AFSPA. The Central government has also denied prosecution sanction in all the cases. Considering the vagueness of law in this regard, the Chief Judicial Magistrate, Imphal West has referred the matter to the High Court of Manipur to clarify the legal position vide its order dated 22 February 2021 in Cril Misc (FR) case no. 633 of 2020. EEVFAM and HRA hoped that the High Court of Manipur would expeditiously pass an appropriate order to fill up this legal lacuna in the interest of justice. If the legal system continues to allow murderers to go scot free, many more Mangboilals will continue to fall victim even as thousands of families continue to endlessly wait for justice from a slow moving judiciary, it stated.

Correspondent Shillong, Jun 7: The Meghalaya Human Rights Commission (MHRC) on Monday issued a notice to the State government over the recent mining accident, where five migrant miners feared to be are trapped inside a flooded coal pit over the past eight days now in the coal-rich district of East Jaintia Hills. On the other hand, rescuers from the National and State Disaster Response Force (NDRF) are continuing with the process of dewatering the flooded coal mine, even as the fate of the five miners remains unknown. At least five migrant miners, including four from Assam and one from Tripura, have been trapped inside a 500-foot flooded coal mine since May 30. The miners got trapped inside as water gushed into the mine after a dynamite explosion. Family members of the missing miners have been barred from entering the accident site despite a petition to the East Jaintia Hills district administration.

One of the family members of the missing miners, Yeahyea Hussain has filed a petition before the MHRC seeking its intervention to allow the family members to be at the accident site. Based on the petition, the MHRC has issued a notice to the Meghalaya Government. The commission inquired why the family members were being denied entry into the accident site. “No person should be deprived of his/her life or personal liberty according to procedure established by law,” the commission said while issuing the notice to the Meghalaya government. The MHRC has also directed State Chief Secretary M.S.Rao to submit a detailed report to the Commission within ten days. Hussain said that the Deputy Commissioner of East Jaintia Hills district, Ethelbert Kharmalki has assured that they would be allowed into the site, but still now there has been no confirmation. din Mazumdar has written to Assam Chief Minister Himanta Biswa seeking his intervention in trying to trace the missing miners and also help the family members. “It has already been seven days and there is yet no trace of the missing labourers as informed by the Meghalaya administration. The district administration at East Jaintia Hills is not allowing family members or representatives of family (of victims) to visit the accident site,” Mazumdar wrote the Chief Minister. On the other hand, a team of surveyors from the Meghalaya Land Records department on Wednesday conducted the survey of the main shaft, inside which the five miners are feared to be trapped and the other abandoned shaft. “The survey team has confirmed that the identified abandoned mine shaft which is located 270 metres away from the main shaft where the incident took place are interconnected with each other,” an official overseeing the rescue operations said.

Aizawl, Jun 7 (PTI): The Mizoram government has decided to reduce admission fees by 30 per cent in all state-run schools for students seeking admission in class 11, Education Minister Lalchhandama Ralte said on Monday. Addressing a felicitation function at the Mizo Higher Secondary School here, Ralte said the decision was taken in view of the hardship being faced by the parents and students due to the pandemic. “The state government has decided to reduce admission fees for class 11 students, seeking admission in government higher secondary schools, adhoc aided higher secondary schools, lumpsum aided higher secondary schools and deficit higher secondary schools, which receive regular grants from the government,” the minister said. The fees would be reduced by 30 per cent, he added. Ralte also urged all private schools to slash admission fees in view of the difficulties being faced by the people due to the pandemic. He also urged parents to get their children admitted to government schools, which are managed not only by qualified teachers but charge no tuition fees.

Gangtok, Jun 7 (PTI): Sikkim’s COVID-19 caseload on Monday increased to 17,170 after reporting 59 fresh infections in the past 24 hours, a health department bulletin said. Of the new cases, South Sikkim registered 27 infections, followed by East Sikkim (20), North Sikkim (7) and West Sikkim (5). Sikkim at present has 4051 active cases, while 238 others have migrated and 12,608 patients have recovered from the disease. Coronavirus has so far claimed the lives of 273 people in the Himalayan state. Shillong, June 7: The COVID-19 graph in Meghalaya appears to be on a gradual slide with the State on Monday recording five more deaths due to the viral disease, taking the casualty count up to 669 and 438 new cases of infection adding up to 5327 active cases, which has been on the decline over the past few days, health officials said. The state also registered 689 more cases of recovery from the viral infection, adding up to 33, 160 recovered cases till date, even as the total confirmed cases till date was recorded at 39,156. Director Health Services (MI), Dr. Aman War said the new cases of death due to COVID-19 included two each in East and West Khasi Hills districts and another in Ri-Bhoi. Of the 438 new cases detected, War said 206, including 28 Armed Force and Paramilitary Force were from East Khasi Hills district, 115 in West Jaintia Hills district, 60 in Ri-Bhoi district, 16 in East Jaintia Hills district, 15 in West Garo Hills district, five in South West Khasi Hills district, three in North Garo Hills district and two in South West Garo Hills district. Six new cases were also reported from East Garo Hills district and South Garo Hills district respectively on Monday. On the other hand, active COVID-19 cases in the most affected district of East Khasi Hills, that includes state capital Shillong has come down to 2220, which health observers feel is a case of “cautious optimism”. While West Garo Hills had 649 active COVID-19 positive cases and West Jaintia Hills had 638, Ri-Bhoi had 591 active cases and the rest of the seven districts in the state had less than 500 active cases each, as per the latest official report. Meanwhile, the swab samples of 6,00,888 persons tested since the onset of the pandemic till date, 5,61,732 were tested negative for the virus. The vaccination drive against COVID-19 has been slowly picking up throughout the state, with the government taking up several measures to combat vaccine hesitancy by also involving religious bodies. Indian Medical Association writes to PM Urges him to ensure ‘optimum milieu’ for medical professionals NEW DELHI, JUN 7 (PTI): In the wake of incidents of assault on doctors by relatives of patients, the Indian Medical Association (IMA) on Monday sought Prime Minister Narendra Modi’s intervention in ensuring “optimum milieu” for medical professionals so that they can work without fear. Underlining the need for curbing the purposeful spread of misinformation against modern medicine and COVID-19 vaccination by certain people with vested interests, the IMA has appealed to the prime minister to resolve their long pending pleas. In a letter to Modi, the doctors’ body said persons spreading misinformation against the COVID-19 vaccination drive must be booked and punished in accordance with law, including under relevant provisions of the Epidemic Diseases Act, 1897, the Indian Penal Code and the Disaster Management Act, 2005. “All such acts of omission and commission on behalf of any person raising

Focus on vaccination rather than fighting with Twitter: NCP to Centre MUMBAI, JUN 7 (PTI): The NCP on Monday said the ruling BJP at the Centre should focus more on vaccinating citizens against COVID-19 rather than fighting with microblogging site Twitter over its ‘blue tick’ verification badge. NCP national spokesperson Nawab Malik made the remarks while talking to reporters here, days after outrage over the removal of the ‘blue tick’ badge from the personal accounts of Vice President M Venkaiah Naidu and RSS top functionaries including Mohan Bhagwat by Twitter, only to restore it later. Twitter said as per rules, the blue badge and verified status could be automatically removed from an account if it is incomplete or inactive for six months. Malik on Monday said while the BJP and the central government are fighting with Twitter over the issue of the’ blue tick’, citizens of the country are fighting a battle toget themselves vaccinated against COVID-19. “Whether it is the issue of the ‘blue tick’ or vaccination, the Centre is

The Maharashtra government has announced a five-level plan to relax the coronavirus-induced restrictions in the state with effect from Monday, based on the weekly positivity rate and the occupancy of oxygen beds. Under the level-1 category, cities and districts, which have a positivity rate of five per cent and the oxygen bed occupancy of less than 25 per cent, have been allowed to open up completely with regular timings of essential and non-essential shops, malls, theatres, auditoriums, restaurants, private offices, public places and sports establishments. In the level-2 category, cities and districts where the positivity rate is five per cent and oxygen bed occupancy is 25 to 40 per cent, essential and non-essential shops are allowed to open as per the regular timings, but malls, theatres, multiplexes, auditoriums and restaurants will function at 50 per cent capacity. Likewise, the state government has also issues guidelines for places falling under the other three categories.

NEW DELHI, JUN 7 (PTI): The Centre is considering a mechanism to allow air passengers who have got both doses of the COVID-19 vaccine to travel within the country without a negative test report, senior government officials said on Monday. Central ministries, including the Ministry of Civil Aviation and the Ministry of Health and Family Welfare, are currently discussing the matter with various other stakeholders, they added. Currently, a number of states, including Odisha, Meghalaya and Maharashtra, ask passengers coming from outside to carry a Covid-negative report with them wherein the test sample was taken not more than

72 hours before the journey. Domestic airlines, which have already taken a major hit due to the COVID19 pandemic, have told the civil aviation ministry that such state-level requirements are hampering the growth of air travel and the fully-vaccinated passengers should be allowed to travel without Covid-negative reports, the officials said. Domestic air travel had reached around three lakh passengers per day by the end of February. However, the second wave of the pandemic has reduced it to around 85,000 passengers per day. To conserve cash and survive this tough time, all Indian airlines have taken measures such as cutting the

employees’ salaries, firing employees and renegotiating leases with aircraft lessors. Since health is a state subject, the Centre is discussing with the states a way through which domestic air passengers, who have got both doses of the COVID19 vaccine, can be allowed to travel without the test reports, the officials said. The Centre is also in talks with other aviation stakeholders such as airlines, airports etc. on how it can be done, they added. While the government is considering allowing domestic air travel without Covid test reports for those who have got both doses of the vaccine, it has opposed a similar measure for international travel.

NEW DELHI, JUN 7 (PTI): The screening of children for trial of Covaxin, India’s first indigenously developed COVID-19 vaccine, among those aged between 2 and 18 started at the AIIMS here on Monday. The trial on children has already started at AIIMS Patna to see if the Bharat Biotech jab is suitable for children. Participants would be given the vaccine after their screening report comes. The trial is to be conducted on 525 healthy volunteers. In the trial, the vaccine will be given by intramuscular route in two doses at day 0 and day 28. “The screening of children for conducting trial of Covaxin has started. NEW DELHI, JUN 7 (PTI): As many as 110 complaints, including four against Members of Parliament, were received by anticorruption ombudsman Lokpal during 2020-21, registering over 92 per cent decline from the number of plaints received in 2019-20, according to latest official data. The Lokpal had received 1,427 corruption complaints in 2019-20, it said. Of the total complaints received in the last fiscal, 57 were against Group A or Group B central government officials, 44 against chair persons, members and employees of different boards/corporations/ autonomous bodies wholly or partially financed by the Centre, and five were in the “others” category, it said. 17 killed as major fire engulfs Pune sanitiser factory PUNE, JUN 7 (IANS): At least 17 persons, mostly women, were killed in a major fire, followed by explosions, that erupted in a sanitiser manufacturing factory in Maharashtra’s Pune district on Monday afternoon, officials said. The blaze erupted around 3 p.m. in private chemical company, SVC Ltd, in the MIDC area of Pirangut village, and quickly spread within the enclosed premises, trapping many working there. While at least 17 persons perished in the blaze, around 10 other workers are feared trapped or missing in the incident, said an official of Pune Rural Police Control. Thick clouds of black-grey smoke could be seen billowing out of the factory premises alarming the locals, many who rushed to the spot. Tehsildar Abhay Chauhan had earlier said that 11 bodies were recovered as rescue operations were going on in full swing. Another six bodies were found later. Eyewitnesses said that the bodies - now taken to Sassoon Hospital, Pune - had been charred to such an extent that it is difficult to ascertain their gender or identity, but co-workers estimate that more than 12 women are among the fatalities. Locals who rushed to the spot said that many of the male workers managed to escape through the smoke and flames, and at one point the relief teams had to bulldoze a factory wall to rescue some others including women, trapped inside.

A Congress syndrome

W

ith the second semi-final match between the NDA and other non-NDA parties slated for 2022 assembly elections; all rival contestants are strengthening and expanding their party organisations as the first step in fighting fight big battle. Of the five states that will go to polls in February-March 2022 - UP, Uttarakhand, Punjab, Goa, and Manipur - the Congress stands the best chance in Punjab to retain power. Capt. Amarinder has made the Congress stronger than ever and also managed to get three AAP legislators join the Congress. It is all to the credit of Capt. Amarinder that he skilfully handled the farmers’ agitation on central farm laws by supporting their demand but, at the same time, coordinating with the Centre and moderate elements among protesters to try to resolve the impasse. The SAD, a long time former ally of the BJP, despite its support to the farm agitation, finds itself on the political margins while a splintered Aam Aadmi Party (AAP) appears to have lost its steam and sheen. Under these circumstances, there should have been no doubt within the Congress rank and file, that Capt. Amarinder is the man to beat. He is the ablest, fittest and most experienced Congress leader to lead the party for regaining power in Punjab. Had the Captain been in the BJP, the party would have given him all the support to ensure the party’s success. However, in the Congress, the party high command gets very nervous if a leader like Capt. Amarinder has his own mind and yet indispensable. Therefore, it decided that Capt.Amarinder needed to be ‘straightened’ or ‘put in his place.’ So when the perennial rebel and former Indian cricketer and loquacious TV host turned politician Navjyot Singh Sidhu raised hackles against Capt. Amarinder; the high command seized its chance. The former cricketer believes he can be the chief minister and so has used the 2015 Guru Granth Sahib desecration as a tool. Capt. Amarinder was summoned to Delhi by a three-member panel comprising of people who owe their positions courtesy -Sonia, Rahul and Priyanka. The Gandhis could have asked Capt. Amarinder to meet them at their office instead of stripping a leader of his stature off every dignity to be questioned an accused. The Gandhis committed the same blunder in Haryana, when they totally undermined former chief minister Bhupinder Singh Hooda and only ensured the party’s defeat in the 2019 assembly election. Unfortunately for 10, Janpath drum beaters, Hooda still remains the party’s only hope in Haryana even today. The Gandhis and their chosen ones are instrumental for the party’s downslide since 2014 as they have no clue on how to take on Modi and party. Their mishandling cost the party Arunachal in 2016 due to dissidence; Congress failed to form the government in Manipur and Goa after the 2017 elections due to dissidences, despite being the single largest party. Dissidence also cost Congress power in Karnataka in 2019, Madhya Pradesh in 2020 and Puducherry in 2021. In Rajasthan the party is still on a sticky wicket as the Gandhis failed to fulfil the assurances made to Sachin Pilot after he agreed to return to the party and back Gehlot. Leaders like Amarinder who have grassroot support, represent the Congress and not a family whose only claim is their sense of entitlement. The sooner the trio accepts this, the better it is for the party to restart its journey.

Why clean air and potable water has impact on education N

nadequate access to safe drinking water and clean cooking fuel leads to serious health concerns. The importance of safe water in preventing water-borne diseases, and its role in handwashing and maintaining sanitation and hygiene hardly needs to be reiterated. Exposure to smoke associated with solid fuel burning has also been linked to the prevalence of acute respiratory infections (ARI), disproportionately affecting more women and children. Further, as per the US Environmental Protection Agency (EPA), exposure to wood smoke can also leave individuals more susceptible to Covid-19 infections. All this assumes greater importance in the context of the ongoing pandemic. Unlike the first wave, which had left rural areas relatively unscathed, the second wave has been less merciful. The poor quality of rural health infrastructure has added to the havoc inflicted by the pandemic. However, the effect of lack of clean fuel or piped water is not limited to health consequences, but also has a bearing on children’s educational outcomes, as per findings from a recent study discussed below. Coverage for LPG connections has improved vastly in recent years with the launch of the Pradhan Mantri Ujjwala Yojana (PMUY). At the all-India level, 94.3 per cent of households had an LPG connection in 2019. But this has not translated into sustained use of LPG. The 2019 NSSO Time Use survey shows that 42.8 per cent of households in rural areas continued to use firewood as their primary source of cooking fuel. This is consistent with a CAG report (2019) that notes that the average refill consumption is not at par with the increase in LPG coverage for PMUY households, with the high cost of LPG refill being the primary deterrent. The economic relief provided in 2020 under the Pradhan Mantri Garib Kalyan Yojana (PMGKY) extended three free LPG refills till September 2020. This may have temporarily increased LPG uptake. But this is unlikely to induce sustained usage, as LPG

price started spiralling upwards soon after. Provisional wholesale inflation estimates suggest that the rate of inflation for LPG went up by 20.34 per cent in April 2021. However, the budgetary allocation for LPG subsidy was reduced to Rs 14,073 crore, this year, from Rs 37,256 crore in 2020-21. While coverage for LPG has improved, access to piped indoor water remains elusive in most rural areas. As of May 31, only 38.76 per cent of rural households have indoor piped water connections. Fifteen states have less than 10 per cent of villages reporting 100 per cent functional household tap connection in every rural home. The “Har Ghar Jal” initiative under the National Jal Jeevan Mission (NJJM) aims to provide piped water for all rural households by 2024. In the absence of such infrastructure access, women traditionally play the role of water bearers and firewood collectors. Data from the 2011-12 Indian Human Development Survey (IHDS) suggest, on an average, women spend nearly 45-50 minutes per day in collecting water or fuel, with huge variation across states. This gets magnified for households that suffer from insufficient access to both. Additionally, time spent in fetching water often goes up in arid and drought-hit regions and in areas of extreme groundwater depletion. Women’s time spent in collecting goods leaves her with less discretionary time, with conflicting demands from other household chores, time available for incomegenerating activities, or child care. Further, evidence suggests that children often join parents in undertaking household chores, particularly in resource-poor households, reducing the time available for studies. Our research (Lack of access to clean fuel and piped water and children’s educational outcomes in rural India, Pallavi Choudhuri and Sonalde Desai) finds evidence of negative linkages between lack of infrastructure access and children’s educational attainment, mediated by an increase in the

time spent by a mother on unpaid chores. Controlling for a range of socio-economic and demographic factors, we find that children in households without piped water or LPG have lower learning outcome, along with lower educational investments. Such a negative impact is greater when women bear a greater share of the burden of the unpaid work compared to men. As schools remain closed during the pandemic, learning outcomes have suffered. The ASER September 2020 survey indicates that only 30 per cent of rural children received learning materials. This is in line with the findings from the NCAER – Delhi Coronavirus Telephone Survey (DCVTS-4), conducted in December 2020, where 71 per cent households reporting reduced engagement of children in their studies. With the pandemic continuing to rage across towns and villages, children have remained largely confined to their homes. This amplifies the role played by parental input, particularly maternal input in supervising children’s educational outcomes. The demands on parental time in supervising children’s learning activities have continually risen as children get tasked on a daily basis with at-home assignments. While spending time away from home on paid activities supplements household income, and can improve children’s educational attainment as more resources become available, our research finds that such a positive transmission does not exist with the mother’s involvement in low-productive unpaid chores. Providing both physical and financial access to time-saving infrastructure — such as LPG and piped water — that frees up mother’s time to supervise children’s learning outcome, is likely to aid children in bridging some of the learning loss that they may have endured during the pandemic. agaland has scored a point of 39 in SDG-4 target (Quality Education) recently published by Niti Aayog. It is the second worst performing state, only just behind Bihar in terms of SDG-4 ranking. But the state has a literacy rate of 79.55% which is above our National literacy rate as per the 2011 Census. The question remains: Why are we failing? The literacy rate is just one indicator to show the level of education. The SDG report says that the ANER (Adjusted Net Enrollment Ratio) in elementary education (class 1-8) has dropped from 76.7 in 2019 to 67.38 in 2020. The drop in the ranking shows many lacunae present in our education system. Thanks to the pandemic, the education scenario has further aggravated the miseries of many families in the state. Even prior to 2020 pandemic, the standard of education was poor owing to many factors such as poor infrastructure, untrained/under qualified teachers, prevalence of ‘ghost’ teachers, financial burden and many irregularities within the system. The same SDG report says that only 36.03% of teachers at secondary level (class 9-10) are trained. It is reported that Nagaland has an excess of 11,000 teachers which is so unique than what the rest of India is facing today. The pandemic has provided us the X-ray report of our education system. It has shown our failures in 3A’s: Accessibility, Affordability and Availability. Lack of digital devices, resource accessibility, poor internet connection and unstable electricity has added woes for students and their families. A newspaper report says that students from a village in Zunhebeto district had to climb up to the mountain top in search of internet connection to attend classes. There will be many more similar stories like this which we are unheard of. Among the students, lack of physical schooling fails to provide for peer learning, competition and behavioral change leading it to academic regression. Teachers, like all others, are being affected by the pandemic and had to adopt new ways of digital teaching. Teachers had

Aligarh Police has started the process of charging all the five main accused including Sharma, who was arrested on Sunday, under

NEW DELHI, JUN 7 (PTI): In a major relief to the poor during the COVID19 pandemic, Prime Minister Narendra Modi on Monday announced that the government has extended the scheme to distribute wheat and rice free of cost to around 80 crore people till November. In April, the Centre had announced distribution of free foodgrains for the months of May and June under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) to help people during the second wave of COVID-19. In his address to the nation, the Prime Minister said: “Last year when the lockdown was imposed due to corona, free ration was provided to more than 80 crore people for eight months under the Pradhan Mantri Garib Kalyan Anna Yojana.” This year too due to the second wave of the pandemic, the scheme was implemented for May and June, he added. “Today, the government has decided to extend PMGKAY till Deepawali. During the pandemic, the government is standing with the poor. Till November, a fixed quantity of free foodgrains will be made available to more than 80 crore people,” Modi said.

New Delhi, June 7 (IANS): With the second wave of the Covid-19 pandemic crippling economic activities across the country, Crisil Research has lowered India’s growth forecast in line with the other agencies, stating that the second wave has brought the Indian economy back to square one. Accordingly, it has revised its projection by 150 basis points to 9.5 per cent for the 2021-22 financial year. “Back to square one. India’s GDP bounced back to the pre-pandemic level by the fourth quarter of the last fiscal, after a sharp contraction in the first quarter. However, the second wave has likely erased those gains in the first quarter of this fiscal,” it said. Crisil said that the second Covid wave has thrown cold water over the Indian

economy that was beginning to warm up after witnessing the most severe contraction since Independence. Noting that the daily Covid cases seem to have peaked for now, though they remain above the peak of the first wave, the report said that the risks of another wave and tardy vaccination mean that the states would be wary of fully unlocking

Kolkata, June 7 (PTI): State-owned UCO Bank is hopefulof coming out of the Prompt Corrective Action (PCA) framework very soon, a top bank official said on Monday. The government in the last round had infused Rs 14,500 crore of equity in Central Bank of India, Indian Overseas Bank, Bank of India, and UCO Bank by issuing non-interest- bearing, non-transferable bonds to these state-owned lenders. “I dont foresee any hurdle and remain hopeful that we will get the regulators approval to come out of PCA,” UCO bank managing director and CEO A K Goel told PTI when asked about the issue of the latest capital infusion through zero-coupon bonds. PCA is triggered when banks breach certain regulatory requirements such as return on asset, minimum capital, and quantum of the non-performing asset.

Mumbai, Jun 7 (PTI): The rupee appreciated by 19 paise to end at 72.80 (provisional) against the US dollar on Monday, buoyed by persistent fund inflows into capital markets. Besides, softening crude oil prices also strengthened domestic forex market sentiment. However, stronger dollar overseas against key rivals capped the rupee’s gain, according to forex traders. At the interbank forex market, the local unit opened at 72.85 against the greenback and witnessed an intraday high of 72.74 and a low of 72.88. It finally ended at 72.80 against the American currency, a rise of 19 paise over its previous close. On Friday, the r upee had settled at 72.99 against the US dollar. On the domestic equity market front, the BSE Sensex ended

228.46 points or 0.44 per cent higher at 52,328.51, while the broader NSE Nifty advanced 81.40 points or 0.52 per cent to 15,751.65. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, rose 0.04 per cent to 90.17. Brent crude futures, the global oil benchmark, fell 0.63 per cent to USD 71.44 per barrel. Foreign institutional investors were net buyers in the capital market on Friday as they purchased shares worth Rs 1,499.37 crore, as per exchange data. India reported 1,00,636 fresh COVID-19 cases, the lowest in 61 days, taking the infection tally to 2,89,09,975, while the number of active cases dropped to 14,01,609, according to the Union Health Ministry’s data updated on Monday.

New Delhi, June 7(AGENCIES): The Centre could privatize the twostate run banks — Central Bank of India and Indian Overseas Bank soon, according to report by Times of India. NITI Ayog, the government think-tank has recently submitted a report to the core group of secretaries on Disinvestment mentioning the names of the two banks the would privatized this fiscal, news agency PTI mentioned. In the Union Budget 2021, finance minister Nirmala Sitharaman announced privatizing of two public sector banks (PSBs) and one general insurance company in 2021-22. According to the new Public Sector Enterprise policy for ‘Aatmanirbhar Bharat’, NITI Ayog has been entrusted with the task to suggest names of PSUs in strategic

sectors to be merged, privatized, or made subsidiaries of other PSUs. The report further added that Bank of India could be a potential candidate for privatization too, according to a report by Times of India. The department of investment and public asset management (DIPAM) and department of financial services (DFS) will examine the proposal and discuss legislative changes needed for privatization of banks. Once the core group of secretaries, headed by the Cabinet Secretary, clear the names, the report will go to alternative mechanism (AM) for its approval and eventually to the Cabinet headed by the Prime Minister for the final nod. Finance Minister had recently said “interests of workers of banks which are likely to be privatized will absolutely be protected

BSE touches milestone of over 7 crore registered users New Delhi, June 7 (IANS): Domestic stock exchange BSE has crossed the milestone of 7 crore registered users based on Unique Client Code (UCC) on Monday (June 7). The exchange also completed the journey from 6 crore to 7 crore users in just 139 days, as compared to 241, 652 and 939 days needed for the previous milestones of 6 crore, 5 crore and 4 crore, respectively. Of the 7 crore users, 38 per cent fall in the 30-40 age bracket, followed by 24 per cent in 20-30 age bracket, and 13 per cent in the 40-50 age bracket. The growth has been fuelled by tech savvy young users, with an age profile of 20-40, who contributed 82 lakh of the 1 crore user additions from 6 crore to 7 crore, the BSE said in a statement. Suu Kyi’s prosecution to start next week Naypyitaw, Jun 7 (AP): Myanmar’s military junta will begin presenting its case against deposed leader Aung San Suu Kyi in court next Monday, her lawyers said. The military arrested Suu Kyi in February when it overthrew her elected government. Public resistance to the coup remains strong and in recent months has taken the form of a low-level armed insurrection. Government prosecutors will have until June 28 to finish their presentation in the court in Naypyitaw, the capital, where she is being tried on five charges, after which Suu Kyi’s defense team will have until July 26 to present its case, said Khin Maung Zaw, the team’s senior member. Kabul, Jun 7 (IANS): In further gains since the official start of the withdrawal of the international troops, Taliban insurgents have captured two more districts in Afghanistan, officials said on Monday. In northern Faryab province, the government forces abandoned the Qaysar district centre, which houses senior local officials, late on Sunday, reports dpa news agency. The forces fled to a hilltop in a village nearby after days of heavy fighting, including a car bomb attack on Saturday on the local police headquarters that left several police officers dead.

About a hundred forces were feared to have been killed, wounded or taken captive in recent days, an informed source in the province told dpa. Only a small number of forces kept resisting on Monday from the hilltop, provincial councillors Abdul Manan Qati and Fazel Haq Mohammadi said. In the meantime, the Taliban took control of Shahrak district in western Ghor province on Sunday evening, an official said on Monday. Speaking to broadcasters, Ghor Governor Abdul Zahir Faizada said that in order to avoid civilian casualties, the govern-

ment forces have tactically retreated from the district centre. Faizada added that fighting with the militants on Sunday left seven security forces dead, and wounded three others. eff Bezos will be aboard for Blue Origin’s first human space flight next month. In an Instagram post early Monday, Bezos said he, his brother, and the winner of an ongoing auction, will be aboard Blue Origin’s New Shepard space craft during it’s scheduled launch on July 20.

July 20 is the anniversary of the Apollo 11 moon landing. The trip will be a brief hop to space from Texas. Bezos said in early February that he was stepping down as CEO of Amazon to spend more time, among other things, focused on Blue Origin. “To see the Ear th

A team of Icelandic and North American behavioural and social scientists analysed over 59,000 Icelandic adolescents. The study found that negative mental health outcomes were disproportionately reported by girls and older adolescents (1318-year-olds), compared to same-age peers prior to the pandemic. At the same time, it revealed a decline in cigarette smoking, e-cigarette usage and alcohol intoxication among 15-18-yearold adolescents during the pandemic. “The decrease observed in substance use

during the pandemic may be an unintended benefit of the isolation that so many adolescents have endured during quarantine,” said John Allegrante, Professor of Sociomedical Sciences at Columbia University’s Mailman School of Public Health.

Ever since Cannes chief Thierry Fremaux told Variety that the forthcoming 73rd edition of the festival would screen a “planetary blockbuster”, a guessing game started among the worldwide press over which film he meant. Fremaux had teased the media at a June 3 press conference while announcing the Official Selection at the festival this year, saying the blockbuster

in question wasn’t “No Time To Die” or “Dune” or “West Side Story”, which have been among the most hyped Hollywood films slated to release later this year. The premiere of “F9” at Cannes in the first week of July also makes sense because the film is scheduled to release on June 25 in the

Despite being ahead, India looked to add to their tally with both Ashique and Chhetri linking up well, even as most of the Bangladesh players moved up in search of an equaliser. In the end, the equaliser did not materialise but India surely ended on a high, giving their campaign the much-needed boost after a series of winless outings. With his two goals, Chhetri, inter national football’s second highest scorer among active players, more than made up for the fumble in the 63rd minute when the unmarked captain missed a free header after a fine ball from Brandon Fernandes.
