DIMAPUR, JUN 6 (NPN): COVID-19 positive cases in Nagaland broke the 100mark when the tally rose from 94 to 107 after results on Saturday confirmed that 13 more were tested positive for COVID-19. Out of 107 cases, 8 have recovered, bringing the active cases to 99. Informing this, Health & Family Welfare minister S. Pangnyu Phom in his tweet Saturday also informed that the eight positive cases admitted at COVID-19 hospital Dimapur had tested negative in the second test. Pangnyu tweeted “Very delighted to share that 8 patients admitted at COVID19 hospital, Dimapur were tested negative for COVID19 in second test. They have been shifted to COVID-19 Care Centre and they are under the process of discharge for home quarantine under active surveillance.” As per the information,

DIMAPUR, JUN 6 (NPN): A special Shramik train with around 1500 stranded citizens of Nagaland and 34 from Bhopal, Madhya Pradesh were expected to arrive on June 8. In his tweet, commissioner & secretary, who is also the chief nodal officer (inter-state movement), Dinesh Kumar said around 1500 persons from Nagaland stranded in Gujarat and Maharashtra is expected to arrive by the special train on June 8 morning. He also informed that a special bus sponsored by Nagaland government carrying 34 stranded persons of Nagaland including an infant departed Bhopal Saturday afternoon. They are expected to arrive Dimapur June 8 evening. So far, around 8000 people have arrived Nagaland from various parts of the country.

DIMAPUR, JUN 6 (NPN): Reports of stranded returnees travelling in buses to various quarantine centres, breaking journey to buy items from roadside shops or throwing left over food and other items along the way has raised alarm among public. In one incident, a woman, owner of a shop, including another male helper were reportedly sent to a quarantine centre in
Kohima. This happened on Saturday when a bus carrying returnees from Bengaluru enroute to a quarantine centre, stopped near the shop at the start area of Seikhazuo. The returnees reportedly got down and to buy items from the shop. In another incident, returnees travelling in one bus, threw left over food items and trash on the roadside at VK town on Saturday. According to media reports, local bodies have expressed
strong condemnation as the trash could have been touched by anyone infected with the virus. When quarantinebound returnees do not adhere to rules to avoid any social contact by stopping near roadside shops to buy items, or throw left over food item, the virus can also be spread from them. These incidents highlight the need to make it mandatory for deploying police escort in order to prevent such incidents.

that till date a total of 3959 COVID-19 swab samples were tested, out of which 2512 have tested negative and 107 tested positive. The results of 1340 samples are awaited. Further, all 102 samples tested through the Truenat testing machine have turned out to be negative. With a huge backlog of swab samples yet to be tested, the need for more Truenat testing machine in Dimapur and Kohima has been aired by many doctors. The present BSL-3 set up in the NHAK has a capacity of testing 90 swab samples in a day. Some sampes have been despatched to other testing laboratories in Assam such as Dibrugarh. Meanwhile, the state cabinet during its meeting on Saturday was briefed on the COVID-19 situation by the Health & Family Welfare and the Home departments. The provisions of the SOP for the returnees to Nagaland and the measures being taken for further streamlining the entire management of the Quarantine Centres were also discussed. The Health department also briefed on the health status of the positive cases.
ENPO agrees to wait for JIC report on Tuensang fiasco

Road projects affected due to lack of workforce

DIMAPUR, JUN 6 (NPN): Nationwide COVID-19 lockdown, which led to massive reverse migration across the nation, has adversely affected construction projects across the country and Nagaland is no exception as the state now faces huge dearth of workforce. Like the rest of the country, major constructions in Nagaland came to a halt after nationwide lockdown came into effect. Though the centre permitted resumption of constructional work, the contractors are faced with new problem—lack of labourers. On June 5, Raj Bhavan Kohima Tweeted that Governor, RN Ravi, reviewed the work progress of projects undertaken by National Highways & Infrastructure Development Corporation Ltd (NHIDCL). Governor regretted that the progress has “come to a near halt”. When contacted by Nagaland Post, Raj Bhavan sources confirmed that the governor reviewed all the NHIDCL highways projects in Nagaland. Sources said the state officials present at
the meeting included principal secretary home and Nagaland commissioner besides contractors. According to sources, the governor lamented that road projects were “limping because of no workforce”. It was learnt that workforce consisting of both skilled and unskilled had mostly gone back to their home states and were unlikely to return anytime soon. At the meeting, the governor was informed that machineries and construction materials were lying idle and contractors were unable to bring labourers from Assam as local workforce was not available. Governor had reportedly directed NHIDCL to publicise their workforce requirement and their wages in Nagaland media and also on their website. Sources said NHIDCL was prepared to even train some semiskilled local workforce at their cost. The requirement of workforce for all the projects in the state is about 1200 and Dimapur-Kohima four-lane alone required about 250, it was learnt.
Tax demand issue ‘amicably’ solved DIMAPUR, JUN 6 (NPN): Pertaining to the May 20, 2020 tax demand on TK Motors, the High Power Committee (HPC) representing GPRN/NSCN and Public Action Committee (PAC) representing all tribal hohos, Dimapur; Naga Women Hoho Dimapur; Chakhro Angami Kuda Union (CAKU) and Business Association of Nagas (BAN) held a meeting on June 3, 2020 and after a long discussion, both the parties have “mutually agreed and solved the case amicably.” At the meeting, the organisations also shared that the Naga public “desires for a solution as the delay was taking a huge toll and the public burden have become more unbearable.” A “mutual agreement” signed by advisor to collective leadership (HPC) Ke c h a n g u l i e A n g a m i ; PAC convenor Vekhosayi Nyekha; secretary PR & NGOs (HPC) Moa Walling; CAKU president Zelhou Ziekhrü and BAN president Vitho Zao stated that the meeting “concluded with a better understanding and agreed to be more people friendly.”

KOHIMA, JUN 6 (NPN): The state government on Saturday informed that the facilities/buildings at the Special Economic Zone (SEZ) Ganesh Nagar, Dhansiripar under Dimapur district was now being used as a quarantine centre. Around 500 returnees have been lodged at Ganesh Nagar. It was learnt that some facilities/buildings inside the SEZ was reportedly given on lease to a private party. The issue was brought to light only after the government started to renovate the infrastructures to use it as a designated quarantine centre. Talking to media persons here, deputy chief minister Y. Patton, accompanied by principal secretary Home, Abhijit Sinha, said that the government was not aware of the MoU/agreement to lease the area to the private party. On the other hand,

Party (NDPP) Saturday said the representation was “packed with negative criticism, misinformation and personalised attacks”, which it described was “totally unbecoming of a responsible political party”. NDPP said that the NPP, instead of appreciating the good works of all agencies working tirelessly for the people, had tried to politicise the pandemic crisis in the “most irresponsible manner”. It said that NPP leaders were “obviously unaware” of the various activities of the state government and the tremendous efforts being made by the government machineries. NDPP said it was a time to motivate and encourage each other and not try to gain cheap political mileage by making “unfounded allegations and making personalised attacks in irresponsible manner.”
NDPP asserted that the state cabinet and chief minister were consulting health experts, senior doctors and experienced administrators in overcoming the challenges. Describing NPP unit leaders as the “high flying leaders”, NDPP reminded them to understand that the present global situation was a crisis of many layers. “While it is a medical crisis, it is also a humanitarian and logistical emergency that touches so many unforeseen sectors,” NDPP said, adding that all those sectors needed to be approached with reasonability keeping in mind ground realities. NDPP advised NPP leaders to look inwards and self-introspect instead of making wild allegations, which had “no basis, nor any content.” Further, it urged NPP leaders to first consider if it was “ethically and morally right for the head
of educational institutions, especially schools, to be political activists, leave alone being political party leaders.” NDPP termed as “unfortunate” that certain leaders on one hand were running educational institutions, which mould young minds, and on the other hand, making polarising statements that were unfounded and unbecoming of responsible citizens. NDPP, therefore condemned and rejected the demand of NPP for the leadership of the PDA government to step down. It maintained that PDA government and its leaders were democratically mandated and were running the affairs of the State on the basis of people’s mandate “unlike the NPP in Nagaland, of which the less said the better.” NPP leaders in Nagaland, the party said needed to understand the grassroots and not be driven by social media posts of
“fake conmen and fugitives on the run who are afraid to legally face the law.” Asserting that consultations with stakeholders, engagements with tribal leaders and NGOs in decision making and collective responsibility had been the mantra of PDA government, the NDPP has, therefore, requested NPP leaders to refrain from its attempts of polarisation and make attempts to be better informed before “making a fool of themselves in the eyes of the public.” It affirmed that PDA government would not leave any stone unturned in its efforts to serve the people with commitment and dedication. NDPP said the party and the government trust that the people were intelligent enough not to be swayed by “few unmandated and highflying persons living in their own paradise.”

testing for positive cases for Covid-19. As per the guidelines, all samples of Covid-19 suspect should be first tested by this assay, and later be subjected to confirmation by step 2. Step 2 is called RdRp

DIMAPUR: Returnees from Bengaluru and other states have reached their respective districts on June 5 and 6. Mokokchung: ABAM rendered assistance to the government by welcoming 61 people from various locations of India to Impur quarantine centre on June 6 in the presence of ADC Mokokchung W. Manpai Phom, executive secretary, ABAM Rev. Dr. Mar Atsongchanger, president ABAM Rev. Temsu S and dignitaries from administration and ABAM. A press release from ABAM stated that during his welcome address, Rev. Dr. Mar Atsongchanger quoted Psalm 91 and said that there was no greater shelter that gave people rest, safety and assurance than the shelter of the Almighty God and therefore one must encounter Him by giving their efforts to be real beneficiaries of His matchless love and grace
during their stay at the quarantine centre. Further, he also encouraged the administration, medical team, locals of Impur and every individual involved in the endeavour not to get weary in doing good but to persevere and give their best. Out of the 166 returnees, 35 females are quarantined at the Zunheboto cultural hall while the others are quarantined at Government Higher Secondary School 49, town hall 52 and Zunheboto Government College 30. Kiphire: Three Nagaland State Transport bus services carrying 56 Bengaluru returnees from Dimapur have reached Kiphire on June 6. Among the 56 returnees were 39 male and 17 female. For thermal screening they were taken to Helipad ground Kiphire, and were received by the district administration, police, medical department, organisations and Baptist pastors. President YTC in his short speech urged all the returnees to follow all the guidelines given to them while staying at the facility quarantine and
to cooperate with all the workers in the quarantine centres. After the registration and screening, all the returnees were deployed to the quarantine centre Zisaji Presidency College to spend a period of 14 days. Tuensang: Total of 85 returnees from Bengaluru reached Tuensang in four buses on June 6 and was screened at Sao Chang College quarantine centre. Till now a total of 17 returnees are at Chare quarantine facility, three at CBLT office, 58 at ITI Tuensang, 178 at Sao Chang College and six at St John Higher Secondary School QC. As of June 6, a total of 262 returnees are at quarantine facilities in Tuensang. Jalukie: Five buses carrying a total number of 99 Bengaluru returnees coming from Dimapur were received by the district administration of Peren along with medical staff, police personnel,

DIMAPUR: Raising the issue of the “current chaotic and pathetic condition” of the government of Nagaland, the Civil Rights Forum (CRF) Peren district expressed the urgency to address the gross violations of right to life and security in the state. A press release from Civil Rights Forum Peren media cell stated that, the government of Nagaland is showing apathy towards the lives of the people and “is not prepared to combat the COVID-19 fight.” Despite sufficient allocations of funds from the centre for the purpose, the Civil Rights Forum Peren stated that, the position of the state in term of equipment of medical facilities, technical provisions, containment and experts and frontline workers were failing far from the urgent requirement. Pointing out that state policies and Standard of Operating Procedures (SOP) are not only a failure but violated by the government itself, the Civil Rights Forum was of the view that “Dimapur and Kohima quarantine centres turn-out to be confinement centre for all stranded returnees where COVID-19 are shared and distributed to all nook and corner dis-

DFO Tuensang division: Divisional forest office (DFO), Tuensang organised an online essay and painting competition on the occasion at DFO Tuensang. Residents, to include children were also incorporated in the drive. 2000 saplings were planted at Shamator, Noklak, Dan/Pangsha, Wensoi, Langnyok and Choklangan. The battalion pledged to preserve the environment and biodiversity for future generation.

‘NE states emerged as role model in tackling COVID-19’
New Delhi, Jun 6 (PTI): Union Minister Jitendra Singh on Saturday said the Northeastern region has emerged as a role model in more ways than one, especially in tackling the coronavirus pandemic. Releasing a book on the achievements of the Ministry of Development of North Eastern Region (DoNER) in the first year of the Modi government’s second term, Singh said the region achieved successes in many areas due to the priority and patronage received from Prime Minister Narendra Modi and his government in the last six years. “After emerging as a successful model for development in the last six years, the region has also become a role model in corona management and again by reverting back to normal working conditions, it has presented a model for the entire country to emulate the same,” he said. The minister congratulated the DoNER team for achieving 100 per cent expenditure during 2019-20 and said there has been a significant progress in terms of road, rail and air connectivity, helping facilitate

the movement of goods and people not only across the region but also across the country. Since March, the region has received more than 400 tonnes of air cargo supply, apart from parcel facilities, he said. Assam reports 81 new cases of COVID-19; total rises to 2,324

G u wa h at i , J u n 6 (PTI): Assam reported 81 fresh cases of COVID-19 on Saturday, taking the total tally in the state to 2,324, Health Minister Himanta Biswa Sarma said. The fresh patients, among whom were four had returned to the state recently by air, were reported from 11 districts with Hojai detecting the highest 40 cases, he said. Nine cases were reported from Dhemaji, seven each from Barpeta and Nagaon, four from Biswanath, three from Sonitpur, two each from Karbi Anglong and Tinsukia, and one each from Morigaon, Dibrugarh and Lakhimpur. In all, 70 people who returned to the state by air since flight operations resumed on May 25 have
tested positive. Among them were 30 people who came back from Kuwait. There are 1,808 active cases in the state at present while 509 people have been discharged from hospitals after recovery, four have died and three migrated to other states, Sarma said. The minister also visited the Sivasagar Civil Hospital to take stock of the situation, future preparedness and seek inputs from doctors and medical staff. The number of cases in the state has seen a steep rise after inter-state movement began on May 4, with over 2,000 COVID-19 positive cases detected since then. Sample testing facilities in the state have been increased and the Assam government’s aim now was to reduce institutional quarantine, increase home isolation and further ramp up testing, Sarma said. Assam has so far tested 1,33,029 samples for COVID-19 in seven state-run labs and some at outsourced facilities, the Health and Family Welfare Department said in its daily bulletin.

He said some of the major projects which have been approved, started or completed in the last one year in the NER and significant achievements of the Ministry of DoNER include approval at a cost of Rs 9,265 crore Indradhanush Gas Grid Project to lay a 1,656 km-long North East Gas Pipeline Grid covering all eight states, the beginning of the work on Greenfield Hollongi airport for capital connectivity to Arunachal Pradesh. The project with an estimated cost of Rs 955.67 crore is likely to be completed by December, 2022. The railways has also completed Belonia-Sabroom (39.12 km) Railwayline for providing easy access to Southern Tripura and Chattogram Port in Bangladesh, he said.
IMPHAL, JUN 6: Faced with medical health-care staff shortages as a result of the COVID-19 pandemic, Manipur government is processing the recruitment of doctors and nurses. State health minister L Jayentakumar on Saturday admitted that the present strength of the state health department and the available medical equipment were not sufficient to fight the pandemic. “Considering the need of the hour, we are going to recruit 300 doctors and 106 nurses. Cabinet has approved the recruitment of the doctors and nurses,” the health minister said. The health minister was talking to reporters during his visit to quarantine centres in Senapati and Kangpokpi districts. For the recruitment of 106 staff nurses, the minister added the processes for the recruitment had already started under the National Health Mission but was left
pending due to the current scenario. The processes will be completed as soon as possible, he asserted. Sensing an impending worse scenario, the minister said, once the recruitment process is completed, it will atleast mend the shortage of health-care staff to some extent. Though no locally transmitted COVID-19 case has been reported till date, except that of a nurse on duty at an isolated ward of a district hospital, positive cases of the deadly disease among returnees are increasing daily. The state has 143 patients infected by the virus with 91 active cases till the time of filing this report. Acknowledging the inconveniences faced in testing COVID-19, the state health department has decided to launch a Mobile Testing Kit and to be implemented at the earliest, the minister said. “This initiative will at-least reduce the time and work taken in procuring the samples. Central team visits quarantine centres in Assam Guwahati, Jun 5 (PTI): A three-member central team, which is on a week-long visit to Assam, on Friday held discussions with the chief secretary over the COVID-19 situation in the state. The team, which arrived on Thursday, visited the Mahendra Mohan Choudhury Hospital (MMCH) and quarantine centre at Sarusajai sports complex in the city. It had a detailed discussion with senior officials for an understanding of the COVID-19 situation in the state, an official release said. “The team arrived on June 4 and at first visited the screening and sampling centre at Kiranshree Grand Hotel, followed by the microbiology lab at Gauhati Medical College and Hospital (GMCH). “It will subsequently visit various districts of the state to assess the COVID preparedness... the team will brief the state and will give their necessary feedback,” the release said. Assam reported 38 new COVID-19 cases on Friday, taking the total number of people testing positive in the state to 2,153.

GANGTOK, JUN 6 (AGENCIES): Sikkim reported four more cases of COVID-19 on Saturday evening, taking the total tally to seven in the state, reports East Mojo. Of the four new patients, one is a nephew of the second positive case. He is a Delhi returnee and was stayinngg in the Mining quarantine facility. He had since been shifted to Farmer's Hostel quarantine facility in Sokeythang near STNM Hospital. However, since he was in contact with 27 others, all their samples will be tested on Sunday. The patient is a 21-year old youth from Namdok in East Sikkim. The second new case is a Maharashtra returnee, identified as a 22-year-old male, who was a contact of the third positive patient of Sikkim. He had mild fever and seemed symtomatic. He was previously taking treatment for typhoid in Mumbai, and the same has been ruled out by STNM so far and taken as COVID positive.

48 new COVID-19 cases in Tripura; tally reaches 695 Agartala, Jun 6 (PTI): At least 48 people tested positive for COVID-19 in Tripura on Friday, taking the state’s total coronavirus tally to 695, officials said. Among them, 173 have “recovered” and were released from hospital. Tripura Chief Minister Biplab Kumar Deb in a tweet said, “48 people found COVID-19 positive in Tripura out of 1,026 samples tested. All of them have travel history. Stay safe, follow the Govt norms”. Earlier, Law Minister Ratan Lal Nath told reporters that Tripura’s recovery was remarkable. He said the state government has engaged doctors of Tripura Medical College and Dr. B R Ambedkar Teaching Hospital to treat coronavirus patients besides doctors of G Pant hospital. According to the latest reports, 23,291 of the 36,902 people put under quarantine have been discharged after completing their 14 days observation period.

Assam OIL well blowout : weather hampers work Guwahati, Jun 6 (PTI): Poor weather condition on Saturday hampered work to control gas flowing uncontrollably from a well blowout of the Oil India Limited’s (OIL) at Baghjan in Assam’s Tinsukia district, officials said. Gas is flowing uncontrollably from the well blowout since May 27, they said. “Poor weather condition is hampering the work progress for removal of equipment from well plinth and development of approach road for removing equipment from the site”, according to a statement issued by the company. Associated condensates coming out with the gas are water sprayed and collected in a pond near the well site itself and utmost care has been taken to arrest condensate spillage to surrounding areas. A Bund has been created around the well site to prevent the contaminated water runoff to surrounding and nearby water body. Arrangement for collection of required quantity of water from the river source was in progress but the job has been hampered due to certain difficulties. Panaji, Jun 6 (PTI): Ved Marwah, former Delhi police commissioner who later served as governor of Mizoram, Manipur and Jharkhand died in Goa on Friday. He was 87. He breathed his last at a private hospital in Mapusa town in North Goa district, acting Director General of Police (DGP) of Goa Jaspal Singh said. A team of State government officials from the Department of Agriculture and Horticulture and an entomologist from the Indian Council of Agriculture Research (ICAR) for North Eastern Hill Region visited Nongthymmai, Tyngkor village to take stock of the situation. “It is not a locust that has descended on the plants but immature grasshoppers which are still in a feeding stage and are devouring bamboo leaves, banana leaves and broomstick leaves,” District Horticulture Officer of West Khasi Hills, W. NEW DELHI, JUN 6 (AGENCIES): India and China agreed on Friday to resolve a dispute over their shared border in the Ladakh region through diplomatic channels, the Indian foreign affairs ministry said in a statement. The statement came a day before top generals of the two countries are due to meet near the site of their border standoff to try and find a way to de-escalate the situation. Indian officials said both sides would first focus on getting both the Indian army and the People’s Liberation Army to pull back additional troops and equipment deployed in the area. IIT-Hyderabad develop low-cost test kit that detect COVID in 20 minutes
NEW DELHI, JUN 6 (PTI): A team of researchers at the Indian Institute of Technology (IIT), Hyderabad claims to have developed a firstof-its kind COVID-19 test kit that can deliver results within 20 minutes. The researchers claimed that the alternative test method is not based on the Reverse Transcription Polymerase Chain Reaction (RT-PCR) -- the method currently being used for COVID-19 testing. The test kit has been developed at a cost of Rs 550 and it can be reduced to up to Rs 350 when taken to mass production, they said. While a patent has been filed for the test kit, the team has conducted clinical trials at ESIC Medical College and Hospital in Hyderabad and sought an approval from the Indian Council for Medical Research (ICMR). “We have developed a COVID-19 testing kit which can deliver the results in 20 minutes for symptomatic and asymptomatic patients. The uniqueness of this test kit is that it functions sans the Reverse Transcription Polymerase Chain Reaction (RT-PCR),” Shiv Govind

TN caps COVID treatment charges in pvt hospitals at Rs 15,000 per day in ICUs
CHENNAI, JUN 6 (PTI): The Tamil Nadu government on Saturday capped the charges for COVID-19 treatment in private hospitals at Rs 15,000 per day in Intensive Care Units across the state and announced that no fee over and above the fixed slab can be claimed from patients. In private sector hospitals, the per day charges for treatment in ICUs shall not exceed Rs 15,000 and in general wards, for asymptomatic people and those with mild symptoms, the maximum is Rs 7,500, Health Minister C Vijayabaskar said in an official release. “CM K Palaniswami has ordered the ceiling for COVID-19 treatment charges,” the Minister said. Missteps over COVID challenge
O
n May 27, there was a huge uproar across Nagaland, when the first case of a stranded returnee who was tested positive for COVID-19, was allowed to travel along with others to Tuensang by a bus even before the test result was confirmed. For the state government which is battling the onslaught of one of the worst and most challenging of crisis, it was a big embarrassment. Following the outpouring of rage, in response, the government set up a judicial inquiry committee to ascertain the facts and circumstances that led to such a blunder. The incident should have made the authorities learn a bitter lesson and ensure that in future such missteps did not recur. However, this was not to be when again in a similar instance on June 4 a female returnee who was also tested positive for COVID-19 was sent along with others in a bus to Jalukie. Whether these were conscious or unconscious acts is yet to be ascertained but nevertheless they only served to confirm the worst suspicions that the state government , when faced with real challenges has proved it was yet to be on a high level of preparedness in containing the rampaging COVID-19 pandemic. These two incidents are not only blunders but very costly ones too because they have also exposed others to the risk of contacting the virus during the journey. Perhaps other co-passengers were unaware that one of them was COVID-19 positive and may have made contact in some way or the other. COVID-19 is highly dangerous and very contagious as an infected person can infect multiple people at a time and each of them in turn, can also infect multiple people all within a very short span of time. This is how COVID-19 has become the world’s most dangerous virus which has spread to 213 countries and territories across the world. The efforts of the state government to contain COVID-19 has also served many lessons for those in power and in high government positions. The magnitude of the pandemic has severely challenged the ability of the state in providing the required manpower, equipments and infrastructure to meet the demands. Nagaland is not the only state which is battling not only spread of COVID-19 but also bureaucratic missteps and confusion. The priority of the government is not only about purchase of equipments but also involves assessing whether it has the required number of medical doctors, nurses, frontline workers and volunteers. The planning involves two components- a panel of qualified scientists( epidemiologists, virologists, pulmonologists, physicians etc) and bureaucrats involved in providing necessary medical equipments, quarantine facilities and manpower etc. The health care system is under severe stress due to insufficient number of doctors and nurses. Even those manning various quarantine centres are also overworked. The public rose to the occasion by donating protective equipments and food. There are reports that some inmates in quarantines are creating problems and for which the staff are finding it very difficult to handle. Leaving aside the issue of inferior quality of protective equipments or ventilators, what is most worrisome, is that medical teams are over worked, stressed out but compelled to work under very difficult conditions. The government is trying its best but unfortunately, it has to battle not only the virus but its inability to get its act together at such a crucial time.

hortage of infrastructure has posed a major problem for healthcare in India in the face of corona virus pandemic. It has disrupted the normal health services delivery system forcing hospitals and doctors to improvise emergency plans daily, even as they remain uncertain how bad the crisis will get.The challenge is medical and financial — but also political.So far, India looks pretty mild compared to the rest of the world. However, the strain on healthcare providers is clearly visible. How long overworked medical staffdoctors, nurses, and other paramedical- will be able to perform? Despite acute shortage of doctors and nurses India is tackling Coronavirus epidemic better than many advanced countries. An analysis of medical infrastructure and other data show that country has an estimated 0.7 hospital beds per 1,000 people – a ratio that is one of the lowest in Asia. India has 1.7 nurses per 1,000 population, 43%
less than the World Health Organisation norm (3 per 1,000). India has fewer hospital beds and doctors per 1,000 people than prescribed norms. This shortage is acute in states like Bihar, Orissa, Madhya Pradesh and Rajasthan due to uneven ruralurban distribution. To fight the expanding outbreak, the country is relying on a medical system that is overburdened even in normal times. The arrival of a pandemic: Though India has experience of tackling epidemic like smallpox, SARS virus, Dengu fever, Malaria but this one is different. he Tuensang incident which has alarmed our state recently, was not enough for the government, in another case a person with the COVID 19 Positive case was sent to Jalukie, Peren district BY MISTAKENLY as claimed by the District surveillance officer Dimapur, in the local daily paper. We were shocked to learn about the incident and reminded the concern authorities that, there is no such room for the word MISTAKENLY AND REGRET putting the whole community’s lives at risk at this juncture. This is a complete failure on the part of the official incharge. While acknowledging the effort and duties of all the frontline workers, we are saddened to know some of the authorities not following the revised SOP as given by the government. We also questioned our Honourable Chief Minister of how such incident can occur under his observation. As published on local daily paper on June 2 with the heading “CM TO HEAD NEW HPC ON COVID- 19”. We the Zeliang community in particular and Nagas in general were hoping for justice to be done to the public under your supervision but unfortunately under your watch on June 3 one person, whose result was awaited was sent to Jalukie with 16 other passengers and were placed under quarantine only to learn later that one person from that group has got positive case. This has not only put the person who had tested positive at risk but the incident has also given high chances of spreading the virus to the maximum people during their journey. As Dimapur based citizen, we know the limitation we are facing in accommodating all our brothers and sisters coming from different states, and therefore we are not against the government or any officials for sending the returnees to their respective district from wherever they have come if they are tested negative but clearly without the test result in hand, sending of any person to any districts is violation of the revised SOP as declared by the government. These incidents call for an efficient HR management for safety and well-being of healthcare providers. The healthcare providers need answers how to face the problems. During crisis the HR teams are called upon to redeploy employees, either temporarily or permanently, set expectations for communication and response times, and define clear roles for each member of these teams. Any outbreak strikes directly at the most valuable asset — employees — and could last for months, so at the very least, an impact analysis becomes essential. It needs pinpoint functions impacted directly by “surge” activities that increase during an outbreak. For this building operational resilience by bolstering bench strength in critical areas is crucial.

The support staff in hospitals such as house-keeping, ward attendants, paramedical may not be able to provide advanced treatment support, but their role in identification of cases, contact tracing, quarantine and isolation monitoring, and referrals would prove significant. Their preparedness would depend on their training. India's healthcare system is inadequate to provide quality infrastructure and manpower to millions of its citizens is well known. But anticipating mass exodus, GoN again offered ten thousand seemingly as bait to stranded Nagas, who wish to

Impact on the healthcare system: Nurses and doctors may be able to work extended shifts for a week or two, but prolonged duties can reduce their performance. Some ICU patients may be moved to other units, and some medical or surgical procedures could be postponed. But most cases that require ICU care, such as strokes and heart attacks, would not wait. A practical protocol offering a real solution to the problems of providing care to all to face a pandemic has to be planned. The health-care system will experience critical shortages of pharmaceuticals of all types to treat secondary infections and complications. The workers have to be told to choose the priorities as per exigencies. As the number of cases rise and healthcare system staggers, healthcare service providers are worried about short supply of PPE or safety against misbehaving patients. that it is not only Nagaland which is struggling but the entire world is: the US, the UK, Germany, Italy, and Spain, too have to bend to the COVID 19 and still far from recovering. Increase in criticism at this stage would be counterproductive. However, people in public life must always be open to criticism and the people must also offer constructive criticism. COVID19 unleashes a crisis of gargantuan proportion. Government alone cannot stem the tide of this crisis. Therefore, if the Nagas think that they are sane human beings, it is the time to act like one; it is the time to shoulder the collective responsibility; and, it is also the time to think what we can do to thwart the spread of the pandemics. One thing that amazes many in the blogosphere is the despicable behavior of some inmates at quarantines. From day one, some of them had launched a vituperative attack concerning food provided to themat quarantines through social media. Bet that many frontline workers are risk-
ing their lives and working round the clock to give comfort to the returnees. Consider thousands of people in the mainland India,who are walking on foot without food and water; thousands of people are dying due to hunger, but our Naga brothers and sisters, though not comfortable as they like, are quarantined with available basic amenities. Remember, the whole world is under siege by COVID 19 pandemic. People living in their own homes are no better than yours- they too are fighting the same enemy. If you think you have an iota of human heart, dare to say thank you for bringing you home alive. Nagaland is no greener now. The virus is with us today. So, the crux of the matter is to contain the ‘community spread.’ In this regard, the best thing that we should do is to change the lifestyle by following three simple things: social distancing, masking andpersonalhygiene. chadenfreude a German word, is a word which describe the pleasure people derive from the misfortunes of other people. Every person experiences schadenfreude, but it is our culture, morals, religion, values and education which determines how openly we enjoy the pleasure that the misery of others give us. The plight faced by the Nagas returning to Nagaland has once again exhibited that we are an uncultured, immoral, irreligious, valueless and uneducated bunch of monkeys in suits; who openly revel in the misfortunes of our fellow Nagas. We have embraced hypocrisy as a way of life in our open acceptance of corruption in all walks of life. We turn a blind eye to the fact that it is corruption which has stolen the jobs and opportunities of the people of Nagaland who have been forced to work in mainland India. That our returnees, instead of choosing the easy way out by joining our numerous cease fire “freedom fighting” outfits, had opted to seek a living outside Nagaland; that their departure left us with more land, more resources and more money for us to enjoy; that their remittances to their family members pumped money into our economy. But I do not expect Naga frogs in wells to understand this, what I expect them to understand is that the Government of Nagaland had no idea of the number of its citizens studying and making a living outside its borders, nor did it understand that it would have to bring them all back. Taking the pandemic as a joke, the following happened:1. Hotels and resorts were notified as quarantine centres, so that they could keep making money, inspite of the lockdown. 2. No proper quarantine centres were prepared, despite the fact that over 18,000 stranded people of Nagaland had applied for aid, indicating the potential number of returnees. 3. No one thought of the fact that quarantined people had to be fed. 4. P.P.E.s of questionable quality, from questionable firms were ordered at exorbitant prices. 5. No efforts were made to set up any Bio Safety Laboratory, and it was only because of the untiring efforts of our Honourable Governor, Mr. R.N. Ravi that the level 2 and 3 labs reached Nagaland.
As a result, we have hotels being run as fraudulent quarantine centres, overcrowded quarantine centres, with the number of infections rising on a daily basis, people being fed food fit only for pigs, front line health care workers risking infection and a long wait for test results, while undiscovered carriers are infecting the healthy around them. All this is a fault of the greed of a few in Government. It is the government’s sole responsibility to take care of its citizens through good and especially bad times. The churches who are assuming responsibility for some quarantine centres, may think they are doing God’s Work, but I accuse them of trying to patch the holes which expose governmental corruption, ineptitude and gross negligence of its people. With the above in mind, I ask all of you who keep saying that the quarantined people are complaining too much, that they should eat, without complaint, whatever is served them and that they should be grateful that we have accepted them back in Nagaland:1. Why shouldn’t they complain? Are they asking you to house them, cook or pay for their food? They are citizens of Nagaland and have equal rights to all its resources, including the funds that the centre gives Nagaland. They have the right to complain about any grievance on any matter in any way they choose to do so; which includes the right to complain when being fed sub standard food. 2. Do you own Nagaland that you have the right to accept or reject any indigenous person from leaving or returning Nagaland? I have come to the conclusion that there are two groups of Nagas who complain about the complaints of the quarantined. The first group are those who are directly or indirectly profiting from the with holding of funds to properly house and feed the quarantined. The second group is worse, they revel in the miseries of the quarantined. Their schadenfreude is caused by many factors, the main cause being Envy, they are jealous because they think that all returnees:1. Had the courage to seek greener pastures. 2. Had the freedom to enjoy the the ambience and development of the cities. 3. Had the freedom to spend whatever
they earned in any manner they pleased. 4. Lived a life free from our false morality and the gossiping tongues of colony aunties and frustrated men, old and young. So, when the returnees complain about anything, instead of questioning what the government has done and how much it has spent, and on what? They enjoy the sufferings of the quarantined. All their envy seems to be avenged by this mistreatment, and how they gloat in their minds when saying, “Don’t complain! Be grateful for what you are getting!” Every person has a right to complain, even animals show displeasure when mistreated. Only slaves don’t complain, in asking people not to complain, you exhibit your slave mentality and seek to enforce that servility in the minds of others. COVID not ‘exploded’ in India but risk remains: Ryan Amit Shah’s Bihar rally nothing
UNITED NATIONS, JUN 6 (PTI): The coronavirus disease has not “exploded” in India, but the risk of that happening remains as the country moves towards unlocking its nationwide lockdown that was imposed in March to contain the COVID-19, according to a top WHO expert. WHO Health Emergencies Programme Executive Director Michael Ryan on Friday said the doubling time of the coronavirus cases in India is about three weeks at this stage. “So the direction of travel of the epidemic is not exponential but it is still growing,” he said, adding that the impact of the pandemic is different in different parts of India and varies between urban and rural settings. “In South Asia, not just in India but in Bangladesh and...in Pakistan, other countries in South Asia, with large dense populations, the disease has not exploded. But there is always the risk of that happening,” Ryan said in Geneva. He stressed that as the disease generates and creates a foothold in communities, it can accelerate at any

Ryan noted that measures taken in India such as the nationwide lockdown have had an impact in slowing transmission but the risk of an increase in cases looms as the country opens up. “The measures taken in India certainly had an impact in dampening transmission and as India, as in other large countries, open up and as people begin to move again, there’s always a risk of the disease bouncing back up,” he said. He added that there are specific issues in India regarding the large amount of migration, the dense populations in the urban environment and the fact that many workers have no choice but to go to work
every day. India went past Italy to become the sixth worst-hit nation by the COVID-19 pandemic. India saw a record single-day jump of 9,887 coronavirus cases and 294 deaths on Saturday, pushing the nationwide infection tally to 2,36,657 and the death toll to 6,642, according to the health ministry. The lockdown in India, was first clamped on March 25 and spanned for 21 days, while the second phase of the curbs began on April 15 and stretched for 19 days till May 3. The third phase of the lockdown was in effect for 14 days and ended on May 17. The fourth phase ended on May 31. The country had registered 512 coronavirus infection cases till March 24.
The nation-wide lockdown in containment zones will continue till June 30 in India but extensive relaxations in a phased manner from June 8 are listed in the Union Home Ministry’s fresh guidelines on tackling the COVID-19 pandemic issued last week. WHO Chief Scientist Soumya Swaminathan said the over 200,000 current coronavirus cases in India, a country of over 1.3 billion people, “look big but for a country of this size, it’s still modest.” She stressed that it is important for India to keep track of the growth rate, the doubling time of the virus and to make sure that that number doesn’t get worse. She said that India is a “heterogeneous and huge country” with very densely populated cities and much lower density in some rural areas and varying health systems in different states and these offer challenges to the control of COVID-19. Swaminathan added that as the lockdown and restrictions are lifted, it must be ensured that all precautions are taken by people. “We’ve been making this point repeatedly that

MUMBAI, JUN 6 (PTI): An IndiGo aircraft parked at the Chhatrapati Shivaji Maharaj International Airport (CSMIA) here was hit by a step ladder of rival carrier SpiceJet amid strong winds, an official said. The wing and engine cowling of the aircraft suffered some damage in the incident, a spokesperson of Mumbai International Airport Ltd (MIAL) said in a statement. Due to partial operations, a sizeable number of
aircraft are grounded at airports across the country. IndiGo said SpiceJet’s step ladder got detached from its parked position and hit its parked aircraft. The incident, which took place Saturday morning, is being probed by the authorities. “Unpredictable cyclonic storms engulfing India have posed a huge challenge for unattended aircraft parked across airports. Due to strong winds, VT-IHN of IndiGo was hit by a lad-
der of SpiceJet at Mumbai, (causing) some damage to wings and engine cowling,” the MIAL spokesperson said. “This incident occurred at Mumbai airport early this morning. A step ladder belonging to SpiceJet got detached from its parked position and damaged a stationary aircraft belonging to IndiGo,” the IndiGo spokesperson said. The incident is under investigation by relevant authorities, the spokesperson added. SpiceJet said its step ladder was well secured and with chocks in place. “On June 6, a SpiceJet step ladder was parked on stand C87 (where one of our aircraft VT-SLA was parked) at the Mumbai airport. New Delhi, Jun 6 (IANS): The strategic disinvestment roadmap of the government may get a makeover this year with plan to undertake sale of sick and loss making companies by dividing their operations into core and noncore and calling bids from investors in packages. Under the plan, which is still being finalised by the disinvestment department Dipam, non-core assets including land and buildings of several weaker PSUs may be handed over to specialised state-run agencies for redevelopment to realise higher value or for sale through a bidding process. The core asset, including plant and machinery, could be sold separately in packages or effort would be made to put it to use by another PSUs willing to revive operations. The changes in strategic disinvestment plan is being considered to maximise value from the sale of sick and loss-making public sector undertakings (PSUs) that failed to generate suitable investor in the initial round of bidding. Sources said govern-
ment is looking at the staterun developers such as NBCC (India) Ltd to carry on the work of redevelopment of land and buildings of sick PSUs on payment of a fee. The redevelopment work could include determining the current land use and its suitability for industrial, manufacturing or some other purposes. The Centre had framed guidelines on closure of loss-making companies in 2016, under which a land management agency (LMA) was to be appointed by the administrative ministry or the CPSE’s board to assist in disposal of land. This work could be taken up by agencies such as NBCC to help better the prospects of sale of sick PSUs. Several sick PSUs are sitting on huge tracts of land that have the potential for providing huge gains after redevelopment and commercial sale. One such example is Indian Drug and Pharmaceuticals Ltd (IDPL) Company that is sitting on 834-acre of prime land in Rishikesh. Scooters India is another PSU having prime land near UP
state capital of Lucknow. “The land of a few sick PSUs could be commercially utilised by other cash-rich PSUs for their expansion plants or other activities. This PSUs-led disinvestment plan for sick units would work best,” said another government official. The Department of Investment and Public Asset Management (DIPAM) has drawn up plan for strategic sale in over 30 PSUs, including Air India, Air India subsidiary AIATSL, BEML, Scooters India, Bharat Pumps Compressors, and Bhadraw ati, Salem and Durgapur units of steel major SAIL. The new measure to rope in agencies like NBCC will help some of these entities to get overall higher valuations as their operations would be restructured between core and non-core activities and then put up for sale, in some cases after redevelopment of land or other assets for commercial use. Government is also looking at using some of the land with sick PSUs for building affordable housing projects.

Mumbai, Jun 6 (PTI): The country’s foreign exchange reserves surged USD 3.43 billion to a fresh alltime high of USD 493.48 billion for the week ended May 29 on a handsome accretion of the core currency assets, the Reserve Bank of India (RBI) said. The reserves, which are counted as a key strength as the country faces the economic impact of the COVID-19 pandemic, had risen by USD 3 billion to an all-time high of USD 490.044 billion in the previous week. During the week ended May 29, foreign currency assets, a major component of the overall reserves, increased by USD 3.50 billion to USD 455.21 billion, data from the RBI showed. Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. Total value of the gold reserves continued to decline and were at 32.682 billion, lower by USD 97 million as compared with the previous week, the central bank said.

N EW D ELHI , J u n 6 (Agencies): Admitting that the economy took a much bigger hit than anticipated, the Monetary Policy Committee (MPC) of the Reserve Bank of India harped on the need to ensure easier financing to revive it after the lockdown is lifted by capitalising banks, minutes of its meeting released on Friday revealed. “Given the enormity of a collapse in demand, the need is to move ahead full throttle to ease financing conditions further so as to revive consumption and revitalize investment. Since banks are the key players in financing consumption and investment, it is also impera-
tive that they remain adequately capitalised,” RBI Governor Shaktikanta Das said. Das added that the key challenge for monetary policy at this stage is to revive domestic demand to avoid any harmful effect on income and employment in the short run and potential growth over the medium term. Other members felt that to be able to do so, banks must remain adequately capitalised. “For monetary policy actions to transmit fully to the credit market, it is important that banks remain well capitalised,” RBI’s executive director and new MPC member Janak Raj said.

He said that even if the CIL produces one billion tonnes in 2023-24 as per the target, there will be a shortfall. “Keeping that in mind,
we have recently announced commercial coal mining and its terms and conditions are very industry-friendly,” Joshi added. He said steps were being taken for coal gasification. “A feasibility report has been prepared and the tender process is underway,” he said. Similarly, steps will be taken for improving the quality of coal, he said, adding that under ‘’Atmanibhar Bharat Abhiyan’’ many new policy decisions are being introduced, like removal of end use restriction. Besides, 20 per cent rebate in royalty will be given to private players if they experiment in coal gasifica-
tion, he said. Joshi said that in the next one month, the government would announce auction of 50 to 60 per cent mines of other minerals. Maharashtra Chief Minister Uddhav Thackeray, his Madhya Pradesh counterpart Shivraj Singh Chouhan and Union minister Nitin Gadkari also attended the ceremony. During his address, Gadkari emphasized the need to improve the quality of coal, reduce the import of coal, and suggested that steps be taken for coal gasification and utilisation of sand left after mining for affordable houses, among other things.
COVID-19: India now 5th worst-hit nation
NEW DELHI, JUN 6 (PTI): India raced past Spain on Saturday to become the fifth worst-hit nation by the COVID-19 pandemic after a record spike in cases for four consecutive days pushed total infections to over 2,43,733, according to the Johns Hopkins University data. In less than 24 hours, India surpassed Italy and then Spain to reach the grim milestone. Now, only the US, Brazil, Russia and the UK are ahead of it. Spain so far has recorded 2,41,310 cases, according to the university data. According to the Union
Health Ministry, India registered a record single-day spike of 9,887 cases and 294 deaths by Saturday 8 am, pushing the tally to 2,36,657 and the death toll to 6,642. The country registered over 9,000 cases for the third day in a row. The number of active COVID-19 cases stood at 1,15,942. A total of 1,14,073 people have recovered with 4,611 COVID-19 patients having been cured in the last 24 hours, the Health Ministry said. “Thus, around 48.20 per cent patients have recovered so far,” a senior ministry official said. Non-food credit shrinks Rs 1.76L cr despite credit push New Delhi, Jun 6 (Agencies): Outstanding non-food credit in the banking system fell 1.7%, or by Rs.1.76 lakh crore, between March 27 and May 22 to Rs 101.44 lakh crore, shows data released by the Reserve Bank of India (RBI). While there had been a Rs 1.68-lakh crore fall in loans outstanding even in the comparable period a year ago, the drop this year stands out in the light of the credit overdrive launched by the government and the loan moratorium which has resulted in a fall in repayments. The ministry of finance said earlier this week that state-owned banks alone have sanctioned loans worth Rs 10,361.75 crore under the 100% emergency credit line guarantee scheme (ECLGS) to small enterprises. Bankers say that while credit is being sanctioned to businesses, their utilisation remains limited at a time when restrictions on movement are only just beginning to ease and there is existing inventory to be cleared. In other words, there is little demand for credit even as banks are flooded with liquidity. The latest data shows deposits growing 10.66% year-on-year (y-o-y) to Rs 138.3 lakh crore while credit growth was a much slower 6.14% y-o-y during the fortnight ended May 22. The weak environment for credit has been around since financial year
20 and the spread of Covid19 has only intensified risk aversion among lenders. Banks admit that previous forecasts of credit growth are going to fall flat this fiscal year. State Bank of India (SBI) chairman Rajnish Kumar on Friday said that the bank has had to temper its expectation of a 12% growth in credit in financial year 21 (FY21). “We had budgeted for a 12% growth in the loan book, but that seems unlikely in the current scenario. We believe it should be somewhere between 5% and 12%; the midpoint is 7-8% and that is where we should be,” he said. Analysts do expect a pick-up in credit offtake in FY21 as enterprises and individuals facing cash flow issues arising from the lockdown could tap banks. In a note dated May 20, Care Ratings said that the loan guarantee by the government for small enterprises and non-bank lenders could stimulate bank credit offtake. “Further, banks have been told to increase the working capital limits of borrowers by 10% which will help the Small and medium-sized enterprises (SMEs) in particular,” it said. However, it added that the improvement may not be substantial, given the underlying risk aversion of banks and fears of worsening asset quality. Care expects bank credit growth for the year to range around 5-6%.

Bolsonaro threatens to withdraw from WHO B r a si l i a , J u n 6 (IANS): Brazilian President Jair Bolsonaro has threatened to withdraw his country from the World Health Organization (WHO), accusing the body of being “partisan” and “political”. Addressing the media on Friday, Bolsonaro said Brazil will consider leaving the WHO unless it stops being a “partisan political organization”, reports Xinhua news agency. Earlier in the day, when asked about efforts to ease social-distancing orders in Brazil despite the growing number of COVID-19 deaths and cases, the WHO said a key criteria for lifting lockdowns was slowing transmission. “The epidemic, the outbreak, in Latin America is deeply, deeply concerning,” WHO spokeswoman Margaret Harris told a news conference in Geneva. She said that among six key criteria for easing quarantines, “one of them is ideally having your transmission declining”. Paris, Jun 6 (IANS): The leader of the Al Qaeda in the Islamic Maghreb (AQIM) had been killed by French forces in northern Mali, French Minister for the Armed Forces Florence Parly said. “On June 3, the French armed forces, with the support of their partners, neutralized the emir Al Qaeda in the Islamic Maghreb (AQMI), Abdelmalek Droukdal, and several of his close collaborators, during an operation in northern Mali,” Parly tweeted on Friday. “Abdelmalek Droukdal, a member of the Al Qaeda steering committee, commanded all Qaida groups in North Africa and the Sahel strip, including JNIM, one of the main terrorist groups
active in the Sahel,” she was quoted as saying by Xinhua news agency. Aged in his late 40s, Droukdel fought against Soviet troops in Afghanistan, and was thought to regard the former leader of Al Qaeda in Iraq, Abu Musab al-Zarqawi, as his inspiration, according to a BBC report. Under his leadership AQIM carried out numerous deadly attacks, including a 2016 assault on a hotel in the Burkina Faso capital Ouagadougou that left 30 dead and 150 injured. In 2012 he was sentenced to death by a court in Algeria after being convicted in absentia of murder, membership of a terrorist organisation and attacks using explosives.

Geneva, Jun 6 (IANS): The World Health Organization (WHO) said that as the COVID-19 cases were growing at an alarming rate in South Asia, there were risks of an explosion of the virus in the denselypopulated region. “Particularly in South Asia, not just in India, but in Bangladesh and in Pakistan and other countries in South Asia with large dense populations, the disease has not exploded, but there is always the risk of that happening,” Michael Ryan, Executive Director of the WHO Health Emergencies Program, said during a press conference here on Friday. “And as the disease generates and gets a foothold in communities, it can accelerate at anytime,” he added. “The number of cases in India has been going up by an average of a third per week, so probably the doubling time of the epidemic in India is about three weeks at this stage. “So the direction of
New Delhi/Kabul, Jun 6 (IANS): The Ashraf Ghani government has rejected Islamabad’s allegation that Afghanistan was allowing its territories to be used by India to destabilize Pakistan. In a statement, the Imran Khan government on Thursday said that the United Nations Analytical Support and Sanctions Monitoring Team endorsed Islamabad’s claim that Tehreek-e-Taliban Pakistan (TTP) is operating from Afghanistan with Indian support. Rejecting the accusation completely, the foreign affairs ministry in Kabul on Friday issued a statement saying that it fights all terror groups without any discrimination. “TTP and its splinter groups have the blood of the Afghan people on their hands and are designated as terrorist organizations in the national threat assessment and national security policy of Afghanistan”. n FIR has been registered against television producer Ekta Kapoor and two others here in Madhya Pradesh on charges of spreading obscenity, hurting religious feelings, and improper use of national emblems in her web show ‘Triple X season 2’, police said on Saturday. The FIR also mentions about a particular scene which allegedly portrays the Indian Army’s uniform in a highly objectionable
way, an officer said. Besides Kapoor, the FIR names director of the web series Pankhudi Rodrigues and screenwriter Jessica Khurana, said Annapurna police station inspector Satish Kumar Dwivedi. The complaint was lodged on Friday night by Valmik Sakaragaye and Neeraj Yagnik, both residents of Indore. “ E k t a K a p o o r ’s OTT platform ALTBalaji streamed (erotic) web series
‘Triple X season 2’ which not only spread obscenity but also hurt religious feelings of a particular community,” Dwivedi said quoting the complaint. A scene in the web show portrayed the Indian Army’s uniform in a highly objectionable manner and also disrespected the national emblems, he said. Kapoor and others have been booked under sections 294 (obscene acts and songs) and 298 (Uttering, words, etc., with deliberate intent to wound the religious feelings of any person) of the Indian Penal Code, Information Technology (IT) Act, and the State Emblem of India (Prohibition of Improper Use) Act, 2005, Dwivedi said. Mumbai-based Ekta Kapoor is the founder of ALTBalaji, which is owned by her production house, Balaji Telefilms. Further investigation is underway, the police officer said. (PTI)

ilm and TV cameras can start rolling in California as soon as June 12, state officials said on Friday as they approved new guidelines to prevent the spread of the novel coronavirus on sets.
Producers will need approval from local health officials to restart filming, according to a statement from the California Department of Health. Filming around the world was halted in mid-
March to help curb the coronavirus pandemic. A task force of Hollywood studios and labor unions earlier this week proposed extensive coronavirus testing, daily symptom checks and other safe-
guards to allow actors and crew members to return to work. The guidelines were developed by representatives from Walt Disney Co (DIS.N), Netflix Inc (NFLX.O), AT&T Inc’s (T.N) Warner Bros and Comcast Corp’s (CMCSA.O) NBCUniversal, plus unions including SAG-AFTRA, IATSE and the Directors Guild of America. To return to work, productions must follow the task force guidelines and also receive clearance from county health officials, the state health department said. The Court of Arbitration for Sport has scheduled three days at an undisclosed location for an appeal hearing by video conference link connecting lawyers in Switzerland and England. The Lausanne-based court said on Friday both City and UEFA requested confidentiality for the case. The identities of the three CAS judges, selected by each side and the court, have also been protected in an intensely scrutinized legal fight. The Belgian was reiterating the stance put forward by Japan and IOC chief Thomas Bach that next year was the last chance to hold the postponed Games. “Today everyone is sure that they will start on July 23, 2021,” said Beckers. “We are convinced that the Games will take place in 2021 or they won’t take place. It’s unthinkable to keep such a project on the go for any longer considering the enormous costs and all the thousands of people involved.” Beckers suggested it

That event was initially scheduled for 2021 but moved to 2022 following the delay of the Olympics,” said the organisation in a statement.
