6 months to probe corrupt govt employees N E W D E L H I , J une 5(PTI): Changing an over 50-year-old rule, the government has set a deadline of six months to complete probe in corruption cases involving its employees. The decision has been taken to speed up the investigation in such cases, most of them pending for quite a long time. The department of personnel and training (DoPT) has amended Central Civil Services (Classification, Control and Appeal) Rules, 1965, and decided a timeline for critical stages of investigation and inquiry proceedings. The Inquiring Authority should conclude the inquiry and submit its report within a period of six months, says the amended rules. However, an extension for a period not exceeding six months at a time may be allowed for any good and sufficient reason to be recorded in writing by the disciplinary authority, it said. The new rules are applicable to all category of employees excluding those in all-India services--IAS, IPS and IFoS-- and a few other categories of officers.

Climate change led to warmest years in India New Delhi, Jun 5 (PTI): India has witnessed the warmest years in the last fifteen years due to climate change, according to a data released by the Centre for Science and Environment. An analysis which looks at temperature trends in the country, both annual and seasonal, from 1901 till 2017, has found that the country has been getting warmer continuously, consistently and rapidly. Citing the data, CSE Director General Sunita Narain expressed concern over US President Donald Trump pulling his country out of the Paris Agreement on climate change. “With the US exiting the Paris Agreement, controlling emissions and temperature is now a tougher task for the world. With the increasing temperature, we are moving towards a disaster and we appeal to the global community to come together and take strong actions,” Narain said in a Facebook live while releasing the data. According to the report, the annual mean temperature in India has increased by about 1.2 degrees Celsius since the beginning of the 20th century.

CBI raids residence of NDTV’s Prannoy Gulf rift pushes oil price channel calls it witch-hunt; vows to uphold free speech

Arab nations cut ties with Qatar DUBAI/RIYADH, JUN 5 (IANS/AFP): The price of oil gained over 1 per cent while stock prices in the Gulf retreated across the board after Saudi Arabia, the UAE, Bahrain, Egypt and Yemen cut diplomatic ties with Qatar on Monday. Markets reacted to the escalation of the diplomatic row in the Gulf region and sent the price of oil 1.04 per cent higher to $50.47 per barrel, Xinhua news agency reported. In Doha, the Qatar Exchange Index plummeted 7.94 per cent to hit 9,135, marking an 18-month low. In the UAE, the Dubai financial market DFM dived 1.36 per cent one hour after opening and fell below 3,300. Bank shares in particular posted heavy losses. Media reports indicated that all UAE airlines, including budget flyer FlyDubai and Etihad from Abu Dhabi, will stop flying to Qatar from Tuesday. In Abu Dhabi, the

UAE capital, the ADX General Index declined by 0.36 per cent, trading around 4,467. The Bahraini AllShare Index bucked the regional slump and gained 0.58 per cent. Arab nations including Saudi Arabia and Egypt Monday cut ties with Qatar accusing it of supporting extremism, in the biggest diplomatic crisis to hit the region in years. Bahrain, the United Arab Emirates and Yemen joined Saudi Arabia and Egypt in severing relations with gas-rich Qatar, with Riyadh accusing Doha of supporting groups, including some backed by Iran,

“that aim to destabilise the region”. Qatar reacted with fury, denying any support for extremists and accusing its Gulf neighbours of seeking to put the country under “guardianship”. The crisis was likely to have wide-ranging consequences, not just for Qatar and its citizens but around the Middle East and for Western interests. Today’s announcement came less than a month after US President Donald Trump visited Saudi Arabia to cement ties with Riyadh and called for a united front among Muslim countries against extremism.

NEW DELHI, JUN 5 (AGENCIES): The Central Bureau of Investigation on Monday carried out searches at the residence of NDTV founder Prannoy Roy for allegedly concealing a share transaction from the SEBI and causing a loss to a private bank, a move termed by the channel as a “witchhunt” based on “same old” false accusations. The CBI has registered a case against RRPR Holding pvt limited, Pranoy Roy, his wife Radhika and unidentified officials of ICICI Bank of criminal conspiracy, cheating and corruption. RRPR Holdings had allegedly taken a loan of Rs 500 crore from India Bulls Private Limited to purchase 20 per cent shares of NDTV from the public. The CBI has alleged that RRPR Holdings took a loan of Rs 375 crore at the rate of 19 per cent per annum from ICICI Bank to repay the borrowing from India Bulls. The promoters of NDTV pledged their entire shareholding in NDTV as a collateral to ICICI for this loan, it alleged. This pledging of shares

Prannoy Roy

was not reported to the SEBI, stock exchanges and the ministry of information and broadcasting, according to the CBI. Such concealment was allegedly done as a creation of more than 61 per cent voting capital which was in violation of section 19 (2) of the Banking Regulation Act. It should not be more than 30 per cent, the agency said. An interest waiver of 10 per cent was given by ICICI. According to the Act, “No banking company shall hold shares in any company, whether as pledgee, mortgagee or absolute owner, of an amount exceeding thirty per cent. of the paid-up share

capital of that company or thirty per cent of its own paid-up share capital and reserves, whichever is less. “Provided that any banking company which is on the date of the commencement of this Act holding any shares in contravention of the provisions of this sub-section shall not be liable to any penalty therefore if it reports the matter without delay to the Reserve Bank and if it brings its holding of shares into conformity with the said provisions within such period, not exceeding two years, as the Reserve Bank may think fit to allow,” it said. The FIR said that a loss of Rs 48 crore was caused to ICICI Bank and consequent gain by RRPR. The searches took place at two locations in Delhi and one each in Dehradun and

Mussoorie. A CBI team was conducting raids in Dehradun, CBI SP Sujit Kumar said. Information and Broadcasting Minister M Venkaiah Naidu said there was no political interference in the CBI raids on Roy’s properties and the law was taking its course. “If somebody does something wrong simply because they belong to media, you cannot expect the government to keep quiet,” Naidu told reporters. The officials were doing their duty and there is no political interference in this, he said, adding that media was free and independent in the country. “The CBI might have received some information. That is why they have taken action,” Naidu said.

This morning, the CBI stepped up the concerted harassment of NDTV and its promoters based on the same old endless false accusations. NDTV and its promoters will fight tirelessly against this witch-hunt by multiple agencies. We will not succumb to these attempts to blatantly undermine democracy and free speech in India. We have one message to those who are trying to destroy the institutions of India and everything it stands for: we will fight for our country and overcome these forces.

PSAN ultimatum on 5 erring govt deptts India successfully launches GSAT-19 DIMAPUR, JUN 5 (NPN): Public Service Aspirants of Nagaland (PSAN) has served ultimatum on five government departments –– rural development, social welfare, labour and employment, art & culture (A&C) and treasuries & accounts (T&A) - reiterating a demand for requisition of posts to NPSC for direct recruitment. PSAN through its media cell disclosed that in the directorate of T&A, two posts of STO and four posts of JAO have been kept in abeyance since 2016 though these were forwarded to the secretariat for requisition to NPSC. Again the department on June 1, 2017 declared the result of the examination of ten(10) posts of Assistant Auditor without advertisement in total contravention of the P&AR Notification dated 30.8.2011, which it said, clearly stated the all

posts in the pay band of Rs. 5200-20200/- with grade pay of Rs. 2800/- and above shall be recruited through NPSC. PSAN has therefore raised the question as to “whether the government’s standing order should prevail over department’s order or vice-versa?” PSAN pointed out that the current service rules of DTA stated that 50% of the vacant posts shall be filled by departmental promotion and 50% through direct recruitment i.e through NPSC. It described the response given by the department as “unjustified and uncalled for” and for which it(PSAN) has placed two demands before the department: 1. immediate requisition of STO & JAO posts to NPSC and 2. immediate nullification of Assistant Auditors examination result and requisition of 50% of

the said posts to NPSC without any delay. In A&C department, the PSAN said the post of archivist, assistant archivist and record keeper had fallen vacant in the last 2-3 years because of promotion and resignation of the incumbents. However, it claimed the department had not requisitioned to NPSC any of the above posts till today. PSAN said that vacancy of four posts of record keeper had occurred during the same period but again the department did not requisition any post to NPSC. In the labour commissioner’s office, PSAN said two posts of labour inspector were forwarded to the secretariat by the directorate but only one post was requisitioned to NPSC. In the directorate of rural development, PSAN said despite resultant vacancies due to death, resignation and superannuation, the de-

partment continued to make contractual appointments in total contravention of the P&AR OM dated 30.8.2011. Further, it claimed that at least ten(10 ) posts of BRO/ RDO/APO were being held through deputation instead of the posts being requisitioned to NPSC. In social welfare department, PSAN claimed that as many as 81 supervisors have been appointed without a single post being requisitioned to NPSC in the last few years. It has therefore demanded immediate termination of all contractual appointments and send requisition to NPSC immediately. PSAN claimed that it was in possession of all details in the matter of backdoor appointments in the above named departments and cautioned that those details would be declared in the media if need arises.

ISRO’s heaviest rocket GSLV Mk-III, carrying communication satellite GSAT-19, takes off from Satish Dhawan Space Centre in Sriharikota on Monday. (PTI)

SRIHARIKOTA (AP), JUN 5 (PTI): India today scripted history as it successfully launched its most powerful and heaviest geostationary rocket carrying advanced communication satellite GSAT-19 from the spaceport here. On its maiden development flight, the 43.43 metre tall three-stage GSLV MkIII-D1, expected to be the choice of India for tak(Cont’d on p-7) ing humans into space in

future, lifted off at 5.28 pm from the second launch pad at the Satish Dhawan Space Centre here, about 125 km from Chennai. Geosynchronous Satellite Launch Vehicle MarkIII (MkIII D-1) injected the 3,136-kg GSAT-19, the heaviest satellite to be launched from the country yet, into Geosynchronous Transfer Orbit about 16 minutes later. It was a textbook

launch as every stage of the three-stage GSLV MkIII with indegeneous cryogenic engine, performed without any flaw after the powerful rocket blasted off at the end of 25-and-half hour countdown, that began last evening, leaving plumes of smoke and soared into sky. Indian Space Research Organisation (ISRO) scientists broke into thunderous applause as the complex mission was declared a success, brightening chances of India increasing its share in the commercial launch market. GSLV MkIII can orbit payloads or satellites weighing upto 4,000 kgs into the GTO and 10,000 kgs into Low Earth Orbit. A beaming ISRO Chairman A S Kiran Kumar termed it as “a historic day” and said the GSLV MkIII D-1 has successfully demonstrated its capabilities with the injection of GSAT-19 into the desired orbit.

Mnp CM’s son road rage case: State to provide security to victim’s kin

New Delhi, Jun 5 (PTI): The Centre today told the Supreme Court that parents of a youth, who was killed in a road rage in 2011 in Manipur involving the son of Chief Minister N Biren Singh, will be provided security by the state government. The state government also informed the apex court that the parents of victim Irom Roger would be provided round-theclock security by Manipur Rifles at their residences. Additional Solicitor General Maninder Singh told the vacation bench of Justice Deepak Gupta that an affidavit has been filed by the state government stating that orders have already been issued to provide round the clock security to Irom Chitra Devi and Irom Lokendra Singh. He said even advocate Utsav Bains, who is pursuing the case in Manipur High Court on behalf of the victim’s parents, will also be provided security if he visits Imphal in connection with the case and added that on June 3, an order in this regard was issued by the Inspector General of Police. In an affidavit filed before the apex court,

Manipur Chief Secretary O Nabakishore Singh denied the allegation that at the instance of the chief minister, the administration including police were obstructing the Iroms from approaching the high court to challenge the conviction of Ajay Meetai for lesser offence of culpable homicide not amounting to murder. The ASG also said that the five allegations, including that the chief minister was abusing his official positions to obstruct the parents from approaching court, have been found to be false. The Manipur Chief Secretary in his affidavit said that the allegations levelled that administration was acting in “high-handed and arbitrary manner” was meant “solely to malign” the chief minister. On May 29, the apex court asked the Centre to consider giving security cover to the parents of the youth. The Manipur government had told the court that it does not have any problem in providing security to the parents of the youth who have alleged that they feared for their lives. Meetai, son of the

chief minister, has been awarded a five-year jail term under section 304 (culpable homicide not amounting to murder) of the IPC for firing at Roger on March 20, 2011, and killing him. The incident had occurred after Roger had allegedly not allowed Meetai to overtake him in his SUV which had irked the chief minister’s son. A dvo c a t e K a m i n i Jaiswal, appearing, for Roger’s parents of victim had earlier said that no one from Manipur has dared to file an appeal in the high court against the five-year jail term awarded to Meetai. She had alleged that advocate Utsav Bains has also received threats from Ultra groups after he started pursuing the case. The apex court had on May 22 sought response from the Centre and the state on the plea of parents of youth who also alleged that they are being threatened and family members are being allegedly implicated in cases. The apex court had not issued any notice to the chief minister and others in the case as sought. T h e p a r e n t s h ave

sought directions “to provide security for the safety of the life and liberty of petitioners and their family members against any kind of threat and victimisation for their peaceful stay throughout India.” T h e y h ave a l s o sought a direction for an independent probe by a central agency on the ground that the state police was working at the behest of the convict. “ I n Ja n u a r y, t h e petitioners (parents) approached several lawyers in the high court of Manipur at Imphal, to file an appeal against the judgement of the sessions judge, Imphal (West), but all the lawyers they approached, refused to represent them due to the influence and clout of the Respondent No 3 (CM), more so, in view of the fact that nobody could dare to stand-up against the chief minister, home minister of the State,” the plea said. The petition referred to the fact that the convict, who was sentenced to fiveyear-jail term in 2011, is still serving the imprisonment which proves that he has been out of jail for a considerable period during the trial.

We believe either in pre-poll alliance or post poll alliance and there is nothing like ‘backdoor or front door alliance,” he said. However, Roy made it clear that the UDP is not having any pre-poll alliance with the saffron party for the 2018 assembly elections scheduled to be held in February-March next year. “The chief minister is very desperate after the formation of UDP-HSPDP alliance. Why should Mukul Sangma blame regional parties for the rise of the BJP? It is the failure of the Congress party which gave rise to BJP both at the

Centre and other states,” the UDP Chief stated. Citing the example of Assam where many Congress leaders shifted to BJP, Roy said, “In Meghalaya too, we are beginning to see the exodus of Congress men to BJP. Even in my Shella assembly constituency, the Congress men are joining BJP. From Sohra too, the former Congress legislator, Dr PW Khongjee, joined BJP,” Roy reiterated that it is not UDP that is encouraging BJP but it is because of the failure of the chief minister and his party that their members are joining BJP. “In national politics, the Congress failed resulting in BJP forming the government, but in Meghalaya, we hope that the regional alliance will win the 2018 polls,” he said.

Campaign launched to collect wet, dry wastes separately

World Environment Day celebrated in Arunachal Itanagar, Jun 5 (PTI): Arunachal Pradesh Chief Minister Pema Khandu today joined the World Environment Day celebration by planting hundreds of saplings at Hollongi check gate after inaugurating it. Khandu also planted over 200 saplings of fruit species along with school children at the Art of Living centre. Stating that the state with two national parks, 13 wildlife sanctuaries and three tiger reserves has a unique binding with nature, the chief minister asked the people to think and care about the environment. He stressed upon the need to involve colleges, schools and universities to create awareness and education about nature among students. The chief minister urged the people to avoid unplanned development and destruction of natural resources particularly forests. Damage to nature due to essential developmental activities be compensated by tree planting and other conservation measures, he said and asked the forest department to take compensatory afforestation on top priority.

ment Day here, Biren said, “Nature does not require us, but we need nature for our survival.” People needed to take a collective pledge to conserve nature for sustainable development and survival of human beings, he said. The chief minister said

that under the ‘Green Imphal’ campaign, he planted many saplings around the city and cleaned Nambul river. Deliberations were also on to impose ban on the use of polythene bags in the state to check environment degradation and health hazards, Biren said.

NEFIS urges president to probe murder of Arambam Shanti NEW DELHI, JUN 5 (NPN): North-East Forum for International Solidarity (NEFIS) held a candle-light vigil at Arts Faculty on Monday in condolence for the recent shooting of a woman, Arambam Shanti in Moreh town of Manipur. NEFIS also submitted a letter addressed to the President of India, demanding investigation of the case by an Independent Probe Team. According to NEFIS, on May 22, at around 4 p.m in Ward No. 4 Premnagar, Moreh, two masked men on a bike brutally killed Shanti by shooting at her. The shooting took place near an Assam Rifles camp, thereby indicating strong suspicion as to the role of Assam Rifles personnel in the shooting, NEFIS claimed. The forum cited eyewitness account who reportedly stated that an Assam Rifles Gypsy was seen parked at a very short distance from spot of the killing. It was also pointed out that soon after the incident, some AR personnel came and picked up the empty cartridges lying at the crime scene. In this regard, NEFIS stated that such tampering with crucial evidence before the investigation was is criminal in itself. It also questioned the intent of the Assam Rifles

personnel, saying removal of cartridges from the crime scene suggests their obvious connection with the killing. The Moreh Police station has drawn up a suo moto case, but investigation into the case has proceeded no further due to criminal influence of the Assam Rifles, it claimed. Importantly, on the intervening night of 23rd and 24th May, two suspects were let loose without even recording their statements by the Moreh Police, on the intervention of the Commanding Officer of the 11 Assam Rifles stationed at Moreh, NEFIS informed suggesting complicity of Assam Rifles with killers of Shanti. NEFIS has urged the President to take the following action as a matter of urgency: T h e i nve s t i g a t i o n should be handed over to an independent Investigation Team to ensure that the Assam Rifles’ involvement should be probed thoroughly in a time bound manner, under the direct supervision of your good office and that the Assam Rifles station at Moreh should be removed immediately. Further, NEFIS pledged to intensify movement against such killings in North-East in collusion with armed forces, in the coming days.

Stating that deforestation was the main cause for frequent landslides in hill areas, he urged the public to plant more saplings instead of felling trees. The chief minister said that a team of volunteers has been formed to plant 1000 saplings in different parts of the state as part of environment protection campaign. He asked the public not to dump waste materials into rivers. Forest and Environment Minister Th Shyamkumar also spoke on the occasion. Earlier, Biren and other dignitaries planted saplings at Ima Keithel as part of the World Environment Day programme, the release said.

The draft Bill will be introduced in the state assembly for its passage during a special session on June 12.Last year, the Meghalaya Assembly had ratified the Constitution (122nd Amendment) Bill, 2014, officially known as the Constitution (101stAmendment) Act, 2016, related to GST. “It is required for the state to have its own GST Bill and the government has written to the governor, Banwarilal Purohit and Assembly Speaker, Abu Taher Mondal for convening a special session of the Assembly to consider and pass the state GST Bill on June 12,” Chief Minister Mukul

Sangma told journalists after chairing the cabinet meeting. Under the new tax regime, Sangma said that the state would receive compensation from Centre for loss of revenue due to abolition of taxes such as value added tax (VAT). “States would be compensated if there was a difference between their annual revenue and the all-India state revenue average in base fiscal year 2015-2016,” the Chief Minister said. However, Sangma said that if the growth rate is below 14 percent of the average assumed growth rate on tax collection for all states, the affected state would be compensated accordingly by the GST Council. “Earlier, before the coming of GST regime, our request for adequate compensation based on projected loss of revenue

was not met due to lack of binding clause. With the rolling out of GST, all, whether consumer or producer states would be compensated under the law,” Sangma said.

Mizoram may not be able to implement GST

Mizoram may not be able to fully implement the Goods and Services Tax (GST) with the rest of the country on July one, the date set for rolling out the new tax regime, state Taxation Minister Lalsawta today said. Lalsawta told PTI that though the officials were working on a war footing to be able to roll out the GST, but internet connectivity was the main stumbling block, not only in Mizoram but also in other states of the north east region.

ritain has been rocked by three recent successive terror attacks within a short span of just a month between the first attack on March 22 in Westminster and the May 23 attack at Manchester City followed by the recent June 3 attack at London Bridge. In the first attack, a terrorist ran over pedestrians and also stabbed some in which five died and around 50 were injured. In the second attack in Manchester City on May 23, at a place where a concert had just concluded, a terrorist detonated a bomb and killed himself along with 22 others, mostly children and teen agers. On June 3, 2017 three people carried out a terrorist attack in two locations in central London. The attack began when a white van rammed pedestrians on London Bridge. The van drove on and came to a halt south of the bridge. Three men left the van and ran to Borough Market, where stabbing attacks took place in restaurants. One witness reported that the attackers shouted “This is for Allah” and stabbed customers with knives. Ten died and around 40 were injured in the attack. What these attacks have shown is that the western nations have not given much thought about domestic terrorism. Even in the UK, where there is a very large population of immigrants from the muslim community, the government has failed to take preventive and pre-emptive steps to nip and nab terrorism and terrorists. The British government is still fighting shy of calling a spade a spade because it fears that will antagonise its liberal society and its European allies. The British M15 has been keeping tabs on its citizens who are believed to have been radicalised by some British muslim clerics. However, the pre-emptive step needed to arrest and question these suspects appear to have been ignored. Like most European countries, Britain believes that the war on terror needs to focus on transnational terrorism as they believe stray attacks do not need that attention. These countries have yet to realise that domestic terrorism poses a greater threat in terms of lives and property loss than transnational terrorism. This is also true because domestic terrorism tends to spill over into transnational terrorism as local terrorists seek greater world recognition. Even though M15 has been taking a serious view of radicalised British Muslims, the government of Theresa May, which inherited the liberal gene from the predecessor David Cameron, does not feel the need to tighten domestic security. While home secretary under David Cameron, May had undertaken a major decision to cut down the British Police force by 20,000. This was strongly objected to but she held on and instead shot saying those who raised objections were “scaremongering”. After the attacks, May vowed that “enough is enough” but it will do no good for the families of the deceased. She should have taken a strong security stand against terror instead of drastically reducing the police force. The shortage was felt in at least the three terror attacks when few policemen could be deployed. There were some who were off duty but voluntarily joined in aiding the force on the day the terror attacks took place. Britain will have to mobilise a bigger police force to combat domestic terrorism and Theresa May will have much explaining to do for her stupid decision.

DailyDevotion God’s Assurance He Himself has said….So we may boldly say… —Hebrews 13:5-6 My assurance is to be built upon God’s assurance to me. God says, “I will never leave you,” so that then I “may boldly say, ‘The Lord is my helper; I will not fear’ ” (Hebrews 13:5-6). In other words, I will not be obsessed with apprehension. This does not mean that I will not be tempted to fear, but I will remember God’s words of assurance. I will be full of courage, like a child who strives to reach the standard his father has set for him. The faith of many people begins to falter when apprehensions enter their thinking, and they forget the meaning of God’s assurance— they forget to take a deep spiritual breath. The only way to remove the fear from our lives is to listen to God’s assurance to us. What are you fearing? Whatever it may be, you are not a coward about it— you are determined to face it, yet you still have a feeling of fear. When it seems that there is nothing and no one to help you, say to yourself, “But ‘The Lord is my helper’ this very moment, even in my present circumstance.” Are you learning to listen to God before you speak, or are you saying things and then trying to make God’s Word fit what you have said? Take hold of the Father’s assurance, and then say with strong courage, “I will not fear.” It does not matter what evil or wrong may be in our way, because “He Himself has said, ‘I will never leave you….’ ” Human frailty is another thing that gets between God’s words of assurance and our own words and thoughts. When we realize how feeble we are in facing difficulties, the difficulties become like giants, we become like grasshoppers, and God seems to be nonexistent. But remember God’s assurance to us— “I will never…forsake you.” Have we learned to sing after hearing God’s keynote? Are we continually filled with enough courage to say, “The Lord is my helper,” or are we yielding to fear?

n May 23rd the Government of India issued rules regulating the cattle market. Kerala went ballistic and, without anyone having read or understood the rules, issued threats against the government of India. Members of the Congress party went so far as to slaughter a baby cow in public and distribute the meat to equally vicious spectators of this perverted cruelty. Kerala has no cattle markets, so God knows what they were getting upset about – except Kerala no longer needs a reason to kill somebody – dogs, cows, women, children, other party workers. West Bengal put up a lesser howl and Tamil Nadu made a feeble protest – because they are the ones who run the most illegal cattle markets in India and supply pregnant, sick, diseased and baby animals to Kerala. But the rest of India breathed a sigh of relief. I will explain why these rules were long overdue. If Environment Minister Dave has left a legacy, it is this rule. After Partition, the government tried to help its farmers in different ways. One of them was establishing small village markets on government land so that farmers could sell or trade cattle to each other. The markets were tiny homegrown affairs. A villager would bring one or two

animals and a farmer in the next village would buy them. The cost of the animal was low and haggling took some time but everyone went away happy. There were water troughs for the animals and trees for their shade. During the rest of the week, other markets were allowed in the same place where villagers would sell or trade vegetables, utensils and cloth to each other. It was a gentle happy place. Over the years this has become a vicious violent area. For one thing, it is no longer on government land but on the land rented out by private people. It is no longer for farmers. There are no trees, no water troughs. Animal are often dragged there and kept tied for hours in the sun. It is controlled by a mafia of sellers and buyers and patrolled informally by police people who take a hafta in the trade. Everyone sports knives and guns. The cows and buffaloes that are brought here are forbidden by law to be sold for slaughter: they are either babies or in the prime of life. Many are pregnant. Some are diseased with a variety of disease that range for foot and mouth disease to leukaemia. None of them are older than 16 (there is not a single old animal left in India) which is the legal age for them to be sold for slaughter. But why do I keep saying slaughter? Because these

A good law “farmer markets” are now simply butcher markets. The law says that only kisans can buy or sell. Not a single kisan will be found anywhere near these hellholes. Small animal traders sell to butchers. The law says that not more than 2 can be sold to one person. The sellers sell upto 100 to a single buyer who claims that he is a “kisan” and has fake papers to prove it – even if he does not have a single acre of land. What he will do with 100 animals is clear to everyone. The law that exists said that no trucks could come near these village markets – the idea being, that it was for local trade only. But now every one of these animal markets is surrounded by trucks and 30-60 cattle are brutally pushed into the truck and taken for slaughter – when the law is clear that no more than 6 cattle can be in one truck. Where the local administration pretends to be strict, the trucks are parked about 500 metres away, the cattle are walked down by this “kisan” and then

loaded on to the trucks. The slaughterhouses are not local. They are many districts away, sometimes even in another state. For instance, the U.P. butchers come to Rajasthan, the Bihar butchers come to Haryana. This has become a mafia controlled place and the district administration either looks the other way or, as in Fatehabad, Haryana, is part of this illegal cruelty. These are not weekly affairs – many of them have become permanent markets like the one in Nawabganj, Bareilly – you have to avert your eyes from the blatant violence and shut your nose to the smell of blood. The result of the degeneration of these markets has been that there are no animals left for the farmers to buy. The prices have been driven skyhigh by butchers and no actual farmer, who wants an animal for ploughing, can afford one. So, more and more small farmers are driven to bankruptcy because they cannot afford mechanized vehicles on their small holdings.

All the new rules have done is to say that the district administrator, vet, forest officer, SP, the SPCA, Tehsildar, two animal welfare organisations and four other people will form the market committee. They will ensure that the markets provide shade, water, food, separate enclosures for young and pregnant animals, nonslippery flooring, proper hygiene, etc. The market will not have more than the designated number of animals and these will be put on a board outside. Traders and purchasers shall file proper applications for trade and these can be rejected. Each market will have veterinary inspectors and each animal shall be screened for its age and for particular diseases. No animal who are sick, ill or injured will be traded and a record of each inspected animals will be made. All animals that are unfit for travel will not be allowed to do so. Each vehicle will only have the number of animals allowed by law. No animal shall be cold or hot branded (a common practice now in these markets). No cattle will have its horns sheared off, or its udders sealed with tape to prevent calves from suckling. No animal shall be muzzled, or have oxytocin injected into it, or be hit. No animal shall be dragged along the ground, pulled up by ropes, tethered in such a way that it cannot move

at all or even lick itself. No animal will have its tail twisted and broken, its ears twisted, hit on its face, have chillies rubbed into its eyes or nose. No babies will be sold. All cattle will have the name and address of the owner and his photo. Each form shall state that the cattle have not been brought to the market for sale for slaughter. Each declaration shall be kept for 6 months by the committee and can be seen for a small payment. A record of the purchaser shall also be kept, along with an undertaking that the animal has been bought for agricultural purposes. So what in this rule is objectionable? Butchers can still buy animals to kill – they simply cannot use the farmer’s market to do so. The price of the animal will come down and small farmers will be able to afford them again, restoring some form of wealth to the farmer. It is a good law and I congratulate the Ministry of Environment for bringing it. Farmers have been asking for such a law for the last twenty years, but the Congress party was not interested. After all, their own ministers own cattle slaughterhouses, and if anyone goes to court to protest it will be a Congress lawyer. To join the animal welfare movement contact gandhim@nic.in,www.peopleforanimalsindia.org

Post-mortem

Behavioural concept of education

D

ynamic process:It is a common experience that for who is having a heavy work with a laptop complains for not being able to function some of his programme in his laptop. There is nothing wrong with his programming because these are his needs, he has to do. The problem is with the laptop because it has no facility to work with that programming. In technical term, the psychological programming is known as software and the physical laptop is known as hardware. The cause of facing the problem comes from the hardware because it has not been developed by its technology to suit the present situation. There is something in the system to be changed to meet the needs of ever changing world. A series of continuous change forms a process called dynamic process. Education is also a dynamic process which is similar to technology that requires continuous improvement. Whereas instructional part, students and the concept of education are respectively analogues to software, hardware and technology. Traditional and modern systems:Let s consider the educational system before 2000 as traditional system and the system after it as modern system. One of the differences is that in traditional system and the system after it as modern system. One of the differences is that in traditional system, learning outcome is measured from the work of pen and paper but in modern system, measurement is done from the behavioural change of the student. Question is how to bring a desirable change? A change by an effort is considered as development. Development of hardware is by its technology. So development of student will be by the concept of education. New Concept:Teaching is an act of command by learning is an act of demand. So, the concept is to replace teaching by learning. According to law of readiness by Thorndike “if the learner is ready to act of lean, he will learn more quickly, effectively and easily”. Now what we have to do is to make the student to be ready to learn in place of teaching. Area to be developed:(a). Intelligent quotient (IQ):It is an inborn quality but according to Adams “knowledge or thought that may be of practical use in life may be termed as intelligence”. (I will not take much time in this part as it is not a new topic). (b). Emotional quotient (EQ):- Everybody accepts that higher IQ means higher skill and higher skill means better work. But can we accept that higher

IQ means more sincerity? Or a person with higher IQ is sure to sacrifice for his service, society or nations? According to EmliDurkheim “Education is socialization of younger generation”. Now, can we say every educated person is a socialized person? If we thank of today’s crimes-production of nuclear weapons, drugs, synthetic food adulteration, cyber crimes (massive global attacks) we would realize that these are the works of high-IQ persons but not of a layman. By our intelligence, we invent machines and devices to help us. Now the problem is, these machines and devices make man useless in work places like factories, office etc. Our creative mind becomes the cause of a war between human intelligence and artificial intelligence. Then how do the works of high IQ persons become anti social elements? The main reason is the traditional system helps the students to develop only in IQ. Home and social environment takes the responsibility for the developing other required traits. Even though co-scholastics area in school cocurriculum tries to measure at least some of the required other traits. We have seen different acts and attitudes of people. Some are crying, some are singing happily, some are shouting etc. All these are the responds of his/her emotion. So man is a faithful servant of his emotion. It shows that man is controlled by EQ rather than IQ. (c). Spiritual quotient (SQ):Everything or everybody in our environment is not under our control. Many things in nature are beyond human conscience. Everybody has his/her own authority. Relation between our mind and external world keeps on changing our emotion. That is why many a time we have negative emotion such as fear, pain, loss of interest, anxiety, stress etc. For handling a matter which is beyond human limit we are better to be with something which extends beyond human boundary. UNESCO has given more concern to world peace, international understanding and unity of mankind. ‘Peace’ which is the ultimate aim of education for which one has to sacrifice for the first 20 years of his/her life span in learning. If we look at today’s scenario of unemployment problem, after completing their education who is getting peace of mind? If the whole part of education is occupied by the area of IQ, nothing on the earth will be more dangerous than human being. Spirituality is all about peace and purity. One should not get confuse spirituality with religion.

Bengaluru leads as green city

Bengaluru, Jun 5 (IANS): Bengaluru has been ranked as the top green city and environmentally responsible city owing to the spike in demand for solar as well as garden products, a survey has showed. The survey, led by retail giant Amazon.in, found the demand for solar power products such as solar lights, inverters, power banks and torches, grew nearly 400 per cent year-on-year with over 55 per cent of the demand coming in from the tier-II and tier-III cities. Increased demand has also been witnessed from Delhi, Mumbai, Chennai, Hyderabad and Pune. Further, the demand for garden products such as seeds, plants, garden tools, pots and planters, also witnessed a growth of nearly 300 per cent year on year, with tier-II and tier-III cities contributing to over 55 per cent to the demand. “Customers today are more environmentconscious and recognise the importance of using clean energy. We are excited by the rising demand for solar and garden products across the country,” Kaveesh Chawla, Director (Category Management), Amazon India, said in a statement on Monday. Increased awareness and consciousness about the urgent need to reduce our carbon footprint is becoming an important factor driving this demand surge, the survey noted.

Farmer-sponsored shutdown gets huge response in Maha Mumbai, Jun 5 (IANS): The first-ever Maharashtra “shutdown” called by farmers organisations got a massive response across the state on Monday with minor incidents of violence on the fifth day of the ongoing farmers strike. The shutdown got enthusiastic response from several lakh aggressive farmers with many regular markets, locals markets and supplies of milk, fruits and vegetables paralysed since early in the day. For a change, all major political parties, including the ruling coalition constituent Shiv Sena, opposition Congress, Nationalist Congress Party, Peasants and Workers Party,

Left parties, various trade unions, NGOs, affiliated organisations and farmers groups wholeheartedly supported the statewide bandh. Major milk suppliers like Gokul Dairy joined the strike along with fresh fruits and vegetables cultivators, but the milk federation in Mumbai kept off the shutdown on Monday. The day was marked with blocking of roads, state and national highways by burning tyres, an incident of blocking the railway line at Puntamba in Ahmednagar, at least five incidents of stoning and damaging buses of Maharashtra State Road Transport Corporation, dharnas, processions, emp-

tying truckloads of milk, fruits and vegetables, and other protests. Accusing Fadnavis of “betraying” them, farmers in Nashik and Osmanabad burnt his effigy and those in the latter place made a bonfire of large stocks of onion on the roads. Nanded lawyers abstained from court work for a few hours to join the farmers-sponsored shutdown, while lawyers in Latur are expected to join the farmers on Tuesday. At least five state transport buses were damaged in stone-pelting incidents in Nanded and Osmanabad even as police rushed in to take control of the situation and prevent matters from escalating.

Civil society demand law against mob lynching New Delhi, Jun 5 (IANS): A group of civil society members on Monday demanded a law against mob lynching and warned of an agitation if the process of legislating such an act is not initiated early. The demand was strongly made at the launch of National Campaign Against Mob Lynching, a forum made up of JNU students and civil society members, here on Monday. Actress Swara Bhaskar, b u s i n e s s m a n Te h s e e n Poonawalla, veteran journalist Kuldip Nayar, were among the many who spoke at the event and stressed the increased need for a law

against lynching in the face of “frequent instances of mob attacks”. Members who raised the demand also included Jawaharlal Nehru University (JNU) students Shehla Rashid and Kanhaiya Kumar. They warned of a massive agitation on July 11, ex-

actly a year after four Dalits were flogged and thrashed publicly in Una town of Gujarat on suspicion that they had slaughtered a cow. National Campaign Against Mob Lynching would prepare a draft law and present it to various states and the central government for consideration.

ducive for talks with Pakistan as it has been vitiated by Islamabad. Sharif was invited to Modi’s swearing in and later the Prime Minister also went to Lahore in December 2015 to meet the Pakistan Prime Minister. “I went to the Heart of Asia conference in December 2015 and started bilateral talks. Then, Prime Minister Modi went to Lahore on December 25. Then the new year began with Pathankot. Won’t you take the changed circumstances into consideration? They described top Hizbul commander Burhan Wani as a freedom fighter and martyr. For talks even on humanitarian grounds, there must be a good environment or humanitarian basis. Do you think there is an atmosphere for talks?,” Swaraj asked. “These are gestures of goodwill, nobody thought the Prime Minister would do it with an out-of-box thinking, but within a week Pathankot happened,” she said. Replying to a question whether taking the Kulb-

parliamentary secretaries. PSAN stated that such illegal and corrupt practice under the hand and seal of the highest lawmakers was uncalled for, especially in a democratic state. “If all posts are stashed away by few vested individuals, then for the rest, what is the point of taking coaching, studying laboriously and even the whole point of educational system?”PSAN questioned. PSAN said ‘enough is enough’, and has resolved not to allow such lethargic corrupt practices “to prevail in our land right under our nose.” Vowing to continue to fight corrupt practices to the last breath, PSAN has called upon all right thinking citizens to extend support to its cause.

hushan Jadhav case to ICJ by India risked the Kashmir issue being taken there, Swaraj said, “Kashmir issue can never be taken to ICJ because both the countries are bound by the Shimla Agreement and Lahore Declaration to solve it bilaterally. We will solve our issues bilaterally.” Justifying the Jadhav issue being taken to ICJ, she said that India and Pakistan have been fighting various issues like the Indus Water Treaty through arbitration in forums like ICJ and World Bank. She said the Jadhav issue was taken to ICJ because Pakistan violated the Vienna Convention. She expressed confidence that India would win the case finally. Asked whether Modi and Sharif would meet on the sidelines of the SCO, she said: “No decision on meeting has been taken.” Asked whether India would urge US President Donald Trump to bring pressure to stop Pakistan from sponsoring cross border terrorism, Swaraj told the questioner that it would have been better if he had not taken the US President’s name. India, she said, always takes up the issue of terrorism in all available international fora and said the time has come for all the countries to agree on a Comprehensive Convention on International Terrorism at the United Nations.

(From p-1) PSAN stated that many depar tments, in contravention of the government’s standing order, were still indulging in contractual/backdoor appointments instead of requisitioning the posts to NPSC thereby denying an opportunity to thousands of serious and deserving aspirants from competing for the posts in free, fair and open manner. It further pointed out that the state cabinet vide P&AR Office Memorandum(OM) dated 6.06.2016 and 16.08.2016 and corrigendum dated 19.08.2017 had banned contractual appointments in any form. However, it regretted that the O.M remained only in paper, as many posts were being condoned by ministers and

New Delhi, Jun 5 (IANS): Asserting that there is no “flip-flop” in dealing with Pakistan, External Affairs Minister Sushma Swaraj on Monday said the Kashmir issue can never be taken to the International Court of Justice (ICJ) and that there can be no third party involvement in finding a solution to it. Maintaining that talks and terror cannot go together, she also made it clear that no meeting has been fixed between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif on the sidelines of the Shanghai Cooperation Organisation meeting in Astana later this month. Addressing a press conference to mark the completion of three years of the Modi government, Swaraj said the Kashmir problem can be solved only through talks directly between India and Pakistan and not through involvement of any third party. “Three things people should keep in mind when we talk of Pakistan. There are three pillars. We want to sort out all issues with Pakistan through talks bilaterally and not through mediation of any group, country or associations. Talks and terror cannot go together. No flipflip or one step forward-two steps backward,” she said. Swaraj also said the atmosphere was not con-

New Delhi, Jun 5 (PTI): Rising for the second straight session, gold prices rose by another Rs 40 to Rs 29,590 per 10 grams at the bullion market today in line with a firm trend overseas and sustained buying by local jewellers. Silver however met with resistance and slipped by Rs 70 to Rs 40,400 per kg. Bullion traders said that apart from a firming global trend, continued buying by local jewellers at domestic spot market mainly kept gold prices higher. Globally, gold rose by 0.13 per cent to USD 1,280.20 an ounce, while silver fell by 0.09 per cent to USD 17.51 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity advanced Rs 40 each to Rs 29,590 and Rs 29,440 per 10 grams, respectively. The metal had gained Rs 300 in Saturday’s trade. Sovereign, however, remained unaltered at Rs 24,400 per piece of eight grams.

The gover nment’s continued support to relax FDI regulations in key areas of the retail sector have provided further boost to its growth, it noted. In the past year, the government has allowed 100 per cent foreign ownership in B2B e-commerce businesses and for retailers that sell food products. Retailers have been quick to seize the opportunity with 86 per cent of e-commerce dominated by pure-play online retailers in 2016. The Indian government’s effort to boost cashless payments (witnessed in the recent nationwide demonetisation exercise) and reform indirect taxation with a nationwide goods and services tax (GST) are also expected to accelerate adoption of formal retail.

in second place. Despite its slower overall economic growth, the market’s size and the continued evolution of retail still make China one of the most attractive markets for retail investment. “The study is unique in that it not only identifies the markets that are most attractive today, but also those that offer future potential,” said management consulting firm AT Kearney in a statement. India’s retail sector has been growing at an annual rate of 20 per cent. Total sales surpassed the $1 trillion-mark last year and the sector is expected to double in size by 2020. Rapid urbanisation and a growing middle class with higher income levels is driving up consumption across the country, the consultancy group said.

SINGAPORE, Jun 5 (PTI): India has surpassed China to secure the top position among 30 developing countries on ease of doing business, according to a study that cited India’s rapidly expanding economy, relaxation of FDI rules and a consumption boom as the key drivers. The 2017 Global Retail Development Index (GRDI), now in its 16th edition, ranks the top 30 developing countries for retail investment worldwide and analyses 25 macroeconomic and retail-specific variables. Puducherry CM lashes out at Lt. Gov Kiran Bedi

Puducherry, Jun 5 (AGENCIES): Launching a no-holds-barred attack on Lt. Governor Kiran Bedi during zero hour in the Assembly, Puducherry Chief Minister V. Narayanasamy on Monday gave a call to legislators not to allow Bedi to enter their constituency if she turns up without informing them. Narayanasamy also warned that officers should be ready to “face the consequences” if they accompany the Lt. Governor on her weekend visits without getting the permission of concerned ministers. Narayanasamy’s allout offensive against Bedi came after Dravida Munnetra Kazhagam (DMK) member R. Siva, during zero hour, raised the issue of Bedi’s latest pot shots at the Chief Minister on social media. Stating that he had decided to break his silence on Bedi after her conduct had become “unbecoming” of the office she holds, Narayanasamy said, “She has lowered the dignity of the Lt. Governor’s office by making unsubstantiated charges against the government on social media. She has violated the oath of secrecy,” he said. Quoting article 240 (1) of the Indian Constitution,

V Narayanasamy and Kiran Bedi the Chief Minister said when the administrative control of the President of India had ceased to exist after the Legislative body was created, an appointee (read Lt. Governor) of the President had no powers over and above the Council of Minister’s and elected representatives. Making it clear that the Lt. Governor “has to work according to the advice of the Council of Ministers, he said at no cost can the rights of an elected gover nment be undermined. “Don’t allow her to enter your constituency if she comes without informing you,” he told the legislators. He also reiterated his charge against the Lt. Governor of blocking files related to farm loan write-off, enhancing pensions to the

disabled and sanctioning of funds from Special Component Plan. “Bedi should try to emulate her counterpart Anil Baijal as Lt Governor of New Delhi. He allows smooth functioning of the administration”, Narayanasamy said. As the Chief Minister was making his detailed statement in the Assembly, a majority of legislators in the 30-member House, including those from Opposition ranks, called for bringing a resolution seeking her recall by the Centre. AIADMK MLA A. Anbalagan proposed a boycott of the upcoming Presidential election if the Centre failed to oblige. Speaker V. Vaithilingan said he would give his consent if the House formally moved a resolution in this regard.

Terrorists intended a prolonged siege in J&K attack: Rajnath NEW DELHI, Jun 5 (AGENCIES): The terrorists, who tried to storm a CRPF camp in a pre-dawn suicide attack in Jammu and Kashmir, intended a prolonged siege and extensive damage, Home Minister Rajnath Singh said on Monday. Giving the details of the attack in which four militants were killed while attacking CRPF’s Sumbal camp in Bandipora district, Singh said “the terrorists were heavily armed with automatic rifles, grenades and incendiary material such as petrol, and were carrying dry rations indicating that the terrorists intended a prolonged siege and extensive damage.” The home minister said the terrorists attempted entry by cutting the wire fencing and also forcing their entry by shooting at the sentry. “The sentries responded with alacrity and returned fire. Heavy exchange of fire took place during which the terrorists lobbed more than two dozen grenades in an attempt to escape,” he said. Singh, however, said the CRPF, in cooperation with force from the adjoining Jammu and Kashmir Police camp shot dead all the four terrorists. The home minister said the CRPF jawans and the Jammu and Kashmir Police showed exemplary

Rajnath Singh courage and valour by thwarting the terrorists’ attempt and in eliminating them. He said a massive recovery of arms and ammunition, including grenades, explosives and automatic weapons, has been made from neutralised terrorists. “It is inspiring to see CRPF men staying awake all night and maintaining tight vigil, and to see the Jammu and Kashmir Police coming to the CRPF’s assistance quickly,” Singh said. Singh congratulated the CRPF, particularly, its 45th battalion, and the Jammu and Kashmir Police for their “alertness and unmatched courage”. “Their joint efforts have brought glory to our forces,” he said, adding that all the brave officers and jawans posted at Sumbal camp “need to be cited for their alertness and unmatched bravery”.

Half of India’s under 18 population lives in poverty, says new study New Delhi, Jun 5 (AGENCIES): At least half of India’s under 18 population lives in acute poverty, reveals a “deeply disturbing” study from Oxford University. Across the 103 low and middle income countries surveyed, children were found to constitute 34 per cent of the total population, but 48 per cent of the poor, based on a measure that assesses a range of deprivations in health, education and living standards. The international definition of a child, used in the study, was anyone less than 18 years of age. “These new results are deeply disturbing as they show that children are disproportionately poor when the different dimensions of poverty are measured,” said Sabina Alkire, Director of Oxford Poverty & Human Development Initiative (OPHI) at the University of Oxford. The research examined the latest figures for the Global Multidimensional Poverty Index (MPI) by age group to analyse the particular situation of 1.8 billion children who live in 103 countries. MPI complements traditional income-based poverty measures by capturing the severe deprivations that each person faces at the same time with respect to education, health

According to a new study, nearly two out of five children in India are living under poverty. and living standards. The MPI assesses poverty at the individual level. If someone is deprived in a third o r m or e o f ten (weighted) indicators - nutrition, child mortality, years of schooling, school attendance, cooking fuel, improved sanitation, safe drinking water, electricity, flooring, assets - the global index identifies them as “MPI poor”. The extent - or intensity - of their poverty is measured by the number of deprivations they are experiencing. According to the OPHI, nearly two out of every five children - a total of 689 million children are classed as multi-dimensionally poor. Half of South Asia’s children and two thirds of Sub-Saharan children are

multi-dimensionally poor, according to the study. In 36 countries, including India, at least half of all children are MPI poor. The condition of children is worse in Ethiopia, Niger and South Sudan where over 90 per cent of all children are MPI poor, according to the study which highlights the challenges that the UN’s new Sustainable Development Goals for the eradication of child poverty face. “This is a wake-up call to the international community which has adopted the global Sustainable Development Goals and takes seriously Goal 1, the eradication of poverty in all its forms and dimensions,” Alkire said in a news release.

New Delhi, Jun 5 (AGENCIES): The CBI today questioned former Haryana Chief Minister Bhupinder Singh Hooda and UPSC member Chattar Singh in connection with alleged irregularities in the allotment of 14 industrial plots in Panchkula. Hooda and Singh, who was principal secretary to the chief minister when the allotments took place, had been called to appear before CBI investigators at the agency’s headquarters here. The case pertains to the CBI FIR to probe corruption in the allotment of 14 industrial plots during Hooda’s tenure as chief minister.

According to the FIR, industrial plots were given to 14 people by allegedly manipulating certain provisions of the allotment. These included allowing them to submit their applications even after the last date of submission had ended. The 14 people who had been allotted land had submitted their applications on January 24, 2012, whereas the last date of submission was January 6, 2012, the FIR stated. Besides Hooda, who as CM was the chairman of the Haryana Urban Development Authority (HUDA), the bureaucrats under the Hooda administration who are named in the FIR are former HUDA chief administrator officer D.P.S Nagal, S.C Kansal, the then controller of finance, and B.B Taneja, the erstwhile superintendent of the HUDA. The FIR also alleged that ineligible beneficiaries were allotted plots at rates lesser than the prevailing market rates, causing losses of several crores to the state exchequer.

Following the incidents, the government had constituted a two-member probe panel comprising Kolhan commissioner Pradeep Kumar and deputy inspector general (DIG) Prabhat Kumar. In a brief interaction with media in Jamshedpur on Monday ahead of submitting the report to the government, the two members of the probe panel also said that some antiso-

cial elements had hatched a conspiracy which vitiated the peaceful atmosphere in Sobhapur village where four Muslim cattle traders were lynched. Some people, who have been identified, fanned the trouble in the background. But neither of the two officers faulted the police for failing to control the violent mobs although the families of the Muslim men say policemen present at the scene

7 states yet to pass SGST laws even as roll out deadline nears New Delhi, Jun 5 (PTI): With less than a month left for GST rollout, seven states, including West Bengal, Tamil Nadu and Jammu & Kashmir, are yet to pass their legislations required for implementing the new indirect tax regime. So far, 24 states and Union Territories, including Delhi, Odisha and Puducherry, have passed the State Goods and Services Tax (SGST) Act in their respective legislative assemblies. However, seven states -- Meghalaya, Punjab, Tamil Nadu, Kerala, Karnataka, Jammu & Kashmir

and West Bengal -- are yet to pass the SGST law. Baring Jammu & Kashmir where BJP is an alliance partner of PDP, all are nonBJP ruled states. The government plans to roll out the Goods and Services Tax (GST), which will subsume 16 different taxes, from July 1. West Bengal wants the Centre to delay roll out of the GST by a month and the issue was raised by state Finance Minister Amit Mitra at the meeting of the GST Council last week. Mitra said that implementation of the GST from July 1 will have “serious problems” as the IT in-

of the crime did not stop the lynching. “Police had taken adequate steps to quell the mob and bring the situation under control. Additional forces, however, reached late in the village as it is far away from the district headquarters,” the panel members said. As for the killings in Nagadih in East Singhbhum district, the panel revealed that the incident was closely linked to sale and purchase of tribal land to non-tribal people. “Land brokers are active in the region and their involvement in the killings can’t be ruled out. The matter requires thorough investigation by the police,” commissioner Pradeep Kumar said. They pointed out that false alarms on WhatsApp groups too had created rumors about prevalence of gangs of child lifters in villages and these added fuel the frenzy for the killings.

Nitish mocks BJP; plans special ‘Gaushala’ for abandoned cows

New Delhi, Jun 5 (AGENCIES): India on Monday said it had been engaged in preserving environment for 5,000 years, dismissing US President Donald Trump’s charges that it signed the Paris pact to get “billions and billions and billions” of dollars from developed nations. “This is completely not true,” external affairs minister Sushma Swaraj said about Trump’s charges he made while announcing the US exit from the Paris deal last week. She, however, said the American move on Paris climate agreement had not changed India-US ties. “India signed the Paris agreement not because of any pressure on out of greed. We are committed to the environment and this commitment is 5,000 years old. We worship nature. It is in Indian ethos. I clearly dismiss both accusations,” she told reporters on three years of Modi government.

Patna, Jun 5 (IANS): In a bid to embarrass his political rival, the BJP, for doing nothing concrete to protect abandoned cows, Bihar Chief Minister Nitish Kumar on Monday announced his government would set up a mega special ‘Gaushala’ on an experimental basis to save and protect stray bovines. “I have asked the District Magistrate of Patna to identify a big place so that it is turned into a shelter place for all abandoned cows. All abandoned cows, who are either roaming on the roads, that are disrupting traffic and forced to consume plastic, polythene and garbage for survival, will be provided a safe place,” he said. Nitish Kumar said it will be a first such move and be on an experimental basis. “If it proves to be successful, the government will go ahead to set up such project at other places,” he added.

Nitish Kumar

Nitish Kumar challenged ‘gau rakshaks’ or cow vigilantes to look after abandoned cows and provide them shelter and food instead of attacking people on the roads in the name of protecting cows. “Gau rakshak ko awaara gai jo sadko pe ghoomti rehti hain, plastic aur kachda khati hain, unko paalna chahiye (gau rakshaks must take care of cows which roam the streets and eat plastic and garbage),” he said. He said cows are dy-

ing in large numbers after eating plastic, and said the animals at times become victims of road accidents. “This is my demand to the so-called cow protectors, if they are sensitive to cows, they should rescue abandoned cows from the roads and set up shelters to keep them and provide them food,” Nitish Kumar said when asked about the increasing incidents of attacks by gau rakshaks. Nitish Kumar also used the occasion to taunt the Yogi Adityanath-led BJP government in Uttar Pradesh. “A large number of abandoned cows are found roaming on the roads, including national highways in Uttar Pradesh, and eating plastic and dying. Bihar ki sadkon pe to kum, lekin UP mein sadkon par khule ghoomte gai aapko adhik dikhenge (you will get to witness more cows on the roads in Uttar Pradesh compared to Bihar),” he said.

IT sector in India has shrunk: Gopalakrishnan Hyderabad, Jun 5 (AGENCIES): The opportunities for new recruitment and promotions have shrunk in India’s IT industry, which is natural when growth slows down, says an industry expert, who sees no merit in reports about massive layoffs. Infosys co-founder Kris Gopalakrishnan said “When the growth rate comes down, there is less need for new people. Second, the opportunities for promotion are also less . “You don’t need people at the higher level because there is no upward movement,” the former CEO of the Bengaluru-

headquartered IT major told PTI has said in an interview. “I haven’t seen or heard anything about massive layoffs. There is always

tightening of promotion process and I think that will happen automatically,” he said. “Promotions are going to be tighter. (Performance) evaluations are going to be more tougher,” said the Chairman of Axilor Ventures, an early stage startup accelerator and venture fund. But Gopalakrishnan also said that such developments are natural in the sector as they have happened in the past - after the internet bubble burst in 2001 and 2008 financial crisis. There are multiple factors affecting the IT industry now— growth slowing

Jamshedpur, Jun 5 (Agencies): Rumours, opposition to cattle trade, land dispute and conspiracy were some of the reasons that could have led to lynching of seven people who were falsely accused of child lifting in two separate incidents in Jharkhand’s Kolhan region in a single day last month, a probe panel has said. A total of nine people were killed across Jharkhand in May in mob violence fuelled by rumours of gangs of child lifters targeting tribal children. The issue rocked the state when seven people were lynched on May 19 in two separate incidents. In the morning, a mob lynched four Muslim youths branding them as child lifters at Sobhapur village in Saraikela-Kharsawan district and in the evening, three others were killed at Nagadih village in East Singhbhum

Police make more arrests over London terror attack

LONDON, JUN 5 (AFP): Police carried out fresh raids and arrested “a number of people” today after the Islamic State group claimed an attack by three men who mowed down and stabbed revellers in London, killing seven people before being shot dead by officers. Saturday night’s rampage at a popular nightlife hub around London Bridge by men wearing fake suicide vests was the third deadly terror attack in Britain in less than three months and came only days before a general election. “A number of people have been detained,” police said in a statement after two early morning raids in east London, as commuters returned to the scene of the attacks after some security cordons were removed. “A very high priority for us is to try to understand whether they were working with anybody else,” London police chief Cressida Dick told BBC television. Dick said police had seized “a huge amount of forensic material” after going through the van used in the attack “very very carefully”. “We will change and adapt to what appears to be a new reality for us,” she said. British Prime Minister

Two armed police guard an area near Borough Market in the London Bridge area of London, June 5, 2017. (AP/PTI) Theresa May on Sunday blamed “evil” Islamist ideology and vowed to crackdown on extremist content online worldwide, warning that attackers were “copying one another”. National campaigning for Thursday’s general election resumed on Monday after a one-day suspension out of respect for the victims, who included 48 people treated in hospital for injuries. Of those, 21 are still in a critical condition. Police said on Sunday they were holding 11 people, all arrested in raids on two addresses in Barking in suburban east London. The Islamic State group claimed responsibility. “A detachment of fighters from Islamic State

carried out London attacks,” said the Amaq news agency, which is affiliated with the jihadists. One Canadian national and one Frenchman were among the fatalities and seven French citizens were among the injured. No details have been released about the perpetrators, who were shot dead within eight minutes of the first call to the police. Eight officers fired an “unprecedented” 50 rounds at the three attackers, according to Mark Rowley, head of national counter-terrorism policing, who said that a bystander had also suffered a gunshot wound. The prime minister said the attack was driven by the same “evil ideol-

ogy of Islamist extremism” behind the May 22 Manchester suicide bombing that left 22 people dead, and the Westminster attack in March, which killed five. The assailants ran people over on London Bridge before lunging seemingly at random at the crowds gathered around Borough Market, which is full of restaurants and bars. Gerard Vowls, 47, said he saw a woman repeatedly stabbed, and threw chairs, glasses and bottles at the attackers in a bid to stop them. “They kept coming to try to stab me... they were stabbing everyone. Evil, evil people,” he told The Guardian newspaper. Another witness called Eric told the BBC he had seen three men get out of the van who took out knives. “It was a rampage,” he said, adding that he heard a shout of: “This is for Allah”. An Australian was among those hospitalised, while a Spaniard escaped with light injuries. French Foreign Minister Jean-Yves Le Drian was due to visit Britain on Monday to speak to the injured French nationals, after President Emmanuel Macron said France was “more than ever at Britain’s side”.

Muscat sworn in as Malta’s PM

Joseph Muscat VA L L E T TA , J U N 5 (AGENCIES): The leader of Malta’s Labour party, Joseph Muscat, was sworn in as prime minister on Monday, a day after his party’s second landslide victory in four years. Muscat, a 43-year-old former journalist who has been premier since 2013, called the general election a year early after his wife was implicated in an alleged corruption case arising from the Panama Papers data leak. He took his oath of office at the president’s palace in Valletta before proceeding on foot amid throngs of cheering supporters to the Auberge de Castille, which houses the prime minister’s offices. Official results show that Labour won more than 55 percent of the votes, beating the Nationalist Party by over 35,000 votes, a result similar to that achieved four years ago. The Nationalist Party won 43.7 percent, the greens took 0.83 percent, while the rest went to independent candidates.

Tillerson tells China to ‘step up’ on N Korea SYDNEY, JUN 5 (AGENCIES): China and other nations must strengthen efforts to curb North Korea’s nuclear weapons programme, US Secretary of State Rex Tillerson said Monday, while also calling out Beijing over its South China Sea activities. America’s top diplomat, speaking after talks in Sydney, also gave a brief response to the unfolding crisis in the Gulf, where Saudi Arabia, Bahrain, the United Arab Emirates and Egypt have all announced they are severing ties with gas-rich Qatar. In the Asia-Pacific region, the United States has spent recent weeks trying to reassure allies it can maintain a tough line against China’s “militarisation” of the South China Sea while at the same time seeking help from Beijing. President Donald Trump -- who frequently denounced China on the campaign trail -- has turned to Beijing to help rein in ally North Korea’s weapons programme, prompting concern among Asian allies that America might go easy on the South China Sea territorial dispute. “We desire productive relationships,” Tillerson said after annual discussions with his Australian counterpart Julie Bishop in Sydney. “But we cannot allow China to use its economic power to buy its way out of other problems, whether it’s militarising islands in the South China Sea or failing to put appropriate pressure

US Secretary of State Rex Tillerson and Australian Foreign Minister Julie Bishop leave at the end of a press conference in Sydney on June 5, 2017 on North Korea.” He said China and other regional partners should “step up” efforts to help solve the North Korea situation, because it presents a threat to the “entire world.” China claims nearly all of the South China Sea despite partial counter-claims from Taiwan, the Philippines, Brunei, Malaysia and Vietnam. It has rapidly built reefs into artificial islands capable of hosting military planes. Tillerson reiterated US and Australian commitment to freedom of navigation in the South China Sea to “ensure unimpeded flow of lawful commerce in a rulesbased order”. But reporters asked Tillerson if America was applying a double standard in telling countries to adhere to the international order while simultaneously pulling out of a trans-Pacific trade deal and the Paris climate accords -- moves that prompted even longstanding allies to question whether America was retreating into

isolationism. “That’s why we’re here, that’s why we travel to the region, that’s why we engage with our counterparts,” Tillerson said, standing alongside Pentagon chief Jim Mattis, Bishop and Australian Defence Minister Marise Payne. We “travel to the region to meet with our counterparts and talk about all the issues that are important to them and hear from them concerns about where the (Trump) administration is positioned”. Responding to Tillerson’s comments, China’s foreign ministry urged “relevant countries” to support efforts by regional nations “to maintain peace and stability of the South China Sea, and play a constructive role in this regard rather than the opposite”. Spokeswoman Hua Chunying, speaking at a regular Beijing briefing, also cited China’s “enormous efforts” to reach a peaceful settlement of the North Korea nuclear issue.

US poised to warn UNHRC Defying Russia, Montenegro finally joins NATO of possible withdrawal practice of wrongly singling out Israel for criticism.” The possibility of a U.S. withdrawal has raised alarm bells among Western allies and activists. Eight groups, including Freedom House and the Jacob Blaustein Institute, wrote to Haley in May saying a withdrawal would be counterproductive since it could lead to the Council “unfairly targeting Israel to an even greater degree.” In the letter, seen by Reuters, the groups also said that during the period of the U.S. boycott, the Council’s performance suffered “both with respect to addressing the world’s worst violators and with respect to its antiIsrael bias.” The Council has no powers other than to rebuke governments it deems as violating human rights and to order investigations but plays an important role

in international diplomacy. Israel and the occupied Palestinian territory are a fixed item on the agenda of the 47-member body set up in 2006. Washington, Israel’s main ally, often casts the only vote against the Arab-led resolutions. “When the council passes more than 70 resolutions against Israel, a country with a strong human rights record, and just seven resolutions against Iran, a country with an abysmal human rights record, you know something is seriously wrong,” wrote Haley. John Fisher, Geneva director of the U.S.-based Human Rights Watch, did not appear to fear an immediate withdrawal. “Our understanding is that it is going to be a message of engagement and reform,” Fisher told reporters.

ment said Montenegro’s membership “will support greater integration, democratic reform, trade, security, and stability with all of its neighbors.” Russia has threatened economic and political retaliation, including a campaign to undermine the Montenegrin tourism industry, which relies heavily on Russian visitors. An estimated 200,000 Russians visit Montenegro a year and 80,000 Russians own property here. Russia has also banned imports of Montenegrin

wine and recently deported a ranking official from a Moscow airport. Russian foreign ministry spokeswoman Maria Zakharova recently warned potential Russian tourists that “there is an anti-Russian hysteria in Montenegro.” “We do not rule out the possibility of provocations, arrests for suspicious reasons or extradition to third countries” of Russians, Zakharova said. Her claim was dismissed by the president of the Russian-speaking

diaspora in Montenegro, Alexander Khrgian, who runs his law office in the coastal resort of Budva. He said that about 15,000 Russian-speaking people who permanently live in Montenegro feel safe. “I have been living in Russia for 25 years and now I am here for more than 10 years, and we love Montenegro. It is a wonderful country with wonderful climate,” he said. “People know that Russia and Montenegro have very close cultural links. That is why we are here like at home.”

To get there, Montenegro has stood up against its former ally Russia, which has sought to maintain strong historic, political and cultural influence in the Slavic country it considers a special zone of interest. Bringing Montenegro into NATO further diminishes Russia’s influence in southeast Europe, and blocks it from the so-called “warm seas” in Europe that could be used as staging grounds for military interventions in the Middle East. GENEVA, JUN 5 (AGENCIES): The United States is expected to signal on Tuesday that it might withdraw from the United Nations Human Rights Council (UNHRC) unless reforms are ushered in including the removal of what it sees as an “anti-Israel bias”, diplomats and activists said. U.S. Ambassador to the U.N. Nikki Haley, who holds cabinet rank in President Donald Trump’s administration, said last week Washington would decide on whether to withdraw from the Council after its three-week session in Geneva ends this month. Under Trump, Washington has broken with decades of U.S. foreign policy by turning away from multilateralism. His decision to withdraw from the Paris climate agreement last week drew criticism from governments around the world. The Council’s critical stance of Israel has been a major sticking point for its ally the United States. Washington boycotted the body for three years under President George W. Bush before rejoining under Barack Obama in 2009. Haley, writing in the Washington Post at the weekend, called for the Council to “end its

Despite the Russian anger and a deep split within the nation of some 620,000 people over the issue, Montenegro is formally becoming the 29th member of the Western military alliance at a ceremony in Washington on Monday.

One Love Manchester: Dancing policeman captures spirit of city O ne Love Manchester has been praised for bringing the city together at a time of grief. The benefit concert was described invariably - and correctly - as a night of joy, unity, solidarity and defiance. Those in attendance, including some of the artists, struggled to hold back tears - the emotion still raw from the suicide bombing that killed 22 people last month. For viewers at home who’d just about managed to hold it together, the moment that tipped them over the edge involved a police-

man who was working at the concert. As Justin Bieber spoke to the crowd between songs, the camera cut to a group of six fans - who were holding hands and dancing in a circle with Darlington-based officer, PC Paul Taylor. It

was a glorious moment. BBC music reporter Mark Savage described it as the point he “broke” while others said it was their “favourite moment” of the show, with others adding that they were “weeping”. It may only have lasted

for a few seconds on screen, but it was seized upon by fans as a symbol of Manchester’s spirit of resilience. And it’s fair to say the city feels a certain bond with Ariana, as many of the tweets on Sunday night proved. The concert was watched by an average of 10.9 million viewers, peaking at 14.5 million as the gig drew to a close - making it the most watched TV show of the year so far. The dancing policeman was one of several moments which made concertgoers and viewers emotional. Braun also told the au-

dience about a 15-year-old boy named Adam, who was injured in the Manchester Arena attack, whom he met on Friday in hospital. He explained: “After surgery we met him, and just as I was about to leave the room, Adam looked at me and he said, ‘Hey Scooter, make sure you tell them, don’t go forward in anger, love spreads’. Adam - if you’re watching, you’re our hero tonight. “This tragedy has made us throw away our divides, or politics, and look to our children. Manchester, your bravery is our hope.”

Murray beats Khachanov to reach last eight Durant and Curry open up

Paris, Jun 5 (agencies): Andy Murray paid tribute to the victims of recent terrorist atrocities after he defused the raw power of Russian tearaway Karen Khachanov to make the last eight of the French Open. There will come a day when the likes of the 21year-old will overwhelm Murray, but there was little sign of it over a breezy lunchtime at Roland Garros as the Scot won 6-3, 6-4, 6-4 in two hours and four minutes. Afterwards, Murray did not wish to discuss the match in his on-court interview but was preoccupied with more important matters. 'It was a terrible tragedy in London, also we had Manchester, Paris has had problems in the last year too,' he said. It will be Murray's 23rd quarter-final or better in his last 25 Grand Slam events, and will face Japan's No 8 seed Kei Nishikori, who beat Fer-

nando Verdasco in four sets. He had, in some style, avoided what happened in the same stage of the Australian Open, where he was upset by outsider Mischa Zverev. He played way better on this occasion, and needed to against a danger-

ous opponent. He made only 14 unforced errors and served consistently to deny the talented Russian any real foothold in the match. Khachanov has a burgeoning reputation in the game and it was not long before he was showing why, regularly striking

serves at around 130mph and giving his forehand an almighty slap. Yet he will not have been used to playing someone like Murray who often makes you have to win the point twice, in effect. That happened on break point at 3-2 when the Scot made an incredible retrieval deep and wide and asked him to make another forehand, which he could only drive into the tramlines. The Russian, based in Barcelona, hits the ball with power and a certain loop, but Murray was exceptionally solid, especially on his serve. Putting in 75 per cent of his first deliveries, he kept the pressure on Khachanov and it paid off when he played a loose game to be broken for 2-3. That was the cue for, unexpectedly, Murray's worst service game of the match, which saw him broken. It was then that the Russian showed some in-

experience by going for too much in the next game, handing it back with one of the double faults that were starting to pepper the scoresheet. Murray closed it out with little drama and that seemed to affect the world No 53's spirit for the first time as he was broken straightaway at the start of the third. He does not yet have the variety or subtlety to seriously disrupt a player of Murray's calibre and experience, although his ranking ceiling will be very high when he acquires it. Murray had time for another lapse when he was broken back for 4-4, but a delicious dropshot and wonderful control of returning a forehand pumped straight at him allowed him to restore the advantage for 5-4. Murray will now face Nishikori in a repeat of last year’s US Open quarterfinal after the eighth seed beat Fernando Verdasco 0-6 6-4 6-4 6-0.

Berdych fires coach after poor performance Halep, Svitolina advance to quarter finals

Tomas Berdych has sacked his coach Goran Ivanisevic.

Paris, June 5 (IANS): Czech tennis player Tomas Berdych announced that he will not continue with coach Goran Ivanisevic following his early elimination in the second round of the French Open here on Monday.

Berdych, who was seeded 13, was eliminated in the round of 64 by Russian Karen Khachanov, world No.53, reports Efe. “Goran and I will not be working together anymore,” the 31-yearold said in a statement posted on Twitter, after just under a year of collaboration with Croatian Ivanisevic. “I enjoyed the ride and we will remain great friends. Wish him all the best in the future and I am committed to go after my goals with current team,” the world No.14 continued in the statement. Berdych started working with Ivanisevic, winner of Wimbledon in 2010, last August, and since then he has only won a title at Shenzhen 2016.

Paris, June 5 (IANS): Romanian third seed Simona Halep and Ukrainian fifth seed Elina Svitolina defeated Spaniard Carla Suarez and Croatia's Petra Martic respectively to reach the women's singles quarter-finals of the French Open tennis championships here on Monday. Halep crushed Suarez 6-1, 6-1, in one hour. This is the first time Suarez has lost on clay against Halep, who is keeping her momentum after winning in Madrid and reaching the final in Rome, reports Efe. Halep, 25, will play in the Paris Open quarter-finals for the second time since 2014 when she reached the final but lost to Rus-

Harmanpreet Singhs’s brace helps India beat Belgium 3-2

Dusseldorf (Germany), Jun 5 (IANS) : Indias drag-flick sensation Harmanpreet Singh scored twice to ensure that India beat Belgium 3-2 in a battle of nerves at the Three Nations Invitational hockey tournament here on Monday. Earlier in the tournament, India had lost 1-2 to Belgium in their first match and drew 2-2 with Germany in their second game. Goals by Harmanpreet Singh (34th minute, 38th) and forward Ramandeep Singh (49th) helped India win match No.3. After playing a draw against Germany on Sunday, Belgium made a strong start against India by playing an attacking game right from the word go. The 2016 Rio Olympics Silver Medallists showed precision and were dominant with skill and ball possession. Though India caught them on the wrong foot early on by earning backto-back penalty corner, India could not convert the chance. Belgium, however, came up with a brilliant

field goal, thanks to Amaury Keusters to take a 1-0 lead in the 13th minute and put India under pressure. India played cautiously in the second quarter, not allowing Belgian attackers easy penetration inside the striking circle. Meanwhile, India won two PCs in the 23rd and 24th minute but Harmanpreet Singh's wellstruck flick was blocked by Belgian defenders. The second quarter went goalless. Going into the second half, India continued to trail but their breakthrough came in the 34th minute when India bagged their fifth penalty corner of the match. This time Harmanpreet was impeccable with his dragflick, making sure he converted the goal to give India the equaliser. His exploits didn't stop at that. In the 38th minute, he converted another goal through a tactfully-earned penalty corner to help India claim a 2-1 lead over Belgium. Though Belgium earned a penalty corner in the 40th minute, India goal

keeper Vikas Dahiya did well to come up with an impressive save and kept the lead. There was a lot of action in this quarter with both teams trading penalty corners. Belgium found success in the 45th minute through Tanguy Cosyns brilliantly struck flick. This was Belgium's fourth PC of the match. With the score reading 2-2, it all came down to the final quarter where both teams pushed hard and fast to seal the match in their favour. India held their nerve with a strong fight back, constantly attacking the Belgian defence and make space in the Defence. India forward Ramandeep Singh was the one to find the breakthrough with good assist by his compatriots in the 49th minute. His successful shot on goal helped India regain the lead with the score reading 3-2. The Indian defenders were commendable in their effort to keep India in the lead and eventually win the match.

Simona Halep beat Carla Suarez-Navarro 6-1 6-1 on Monday. sia's Maria Sharapova. The Romanian on Tuesday will fight for a place in the semi-final against world No.6 Svitolina, who defeated Martic 4-6, 6-3, 7-5.

Kenyan Julius Yego relishes challenge at Rome Diamond League

Nairobi, June 5 (IANS): Kenyan world javelin champion Julius Yego regrets the groin injury that prematurely ended his Olympic gold hunt as he schemes for a better performance at the Rome Diamond League meeting on June 8. After undergoing nine months rehabilitation, Yego still believes his performance has been greatly affected by the injury, which limited him to three throws in Rio, then earned him a silver medal, reports Xinhua news agency. But after a slow start in Doha on May 5, Yego has polished his throwing skills and worked on his left leg technique as he seeks to reclaim his top seed status in Rome. Yego will line up against Rio Olympic gold medallist Thomas Rohler, who threw the javelin to 93.90m in Doha last month

together with other throwers for a javelin throw battle over the 90 metres barrier. Not only will there be German Thomas Rohler, who has just become the second best thrower in history with his powerful throw to 93.90m in Doha, but a rejuvenated 2012 Olympic champion Keshorn Walcott and three world champions including Yego (2015), Vitezslav Vesely (2013) and Tero Pitkamaki (2007). Rohler, Yego and Walcott went to the podium at the 2016 Rio Olympic Games winning the gold, the silver and the bronze medals respectively. The average throw of the personal best performances of the big stars of the Rome competition is 89.42m and three throwers have already put their names in the world all-time top-10 list.

two-game lead in NBA Finals

Kevin Durant hit 33 points and 13 rebounds as he and Stephen Curry led Golden State to another victory.

New york, Jun 5 (agencies): The Golden State Warriors overcame 20 turnovers and a triple-double by Cleveland's LeBron James to beat the Cavaliers 132-113 at Oracle arena on Sunday and push their Finals series lead to 2-0. Warriors forward Kevin Durant was once again the best player on the court as he electrified the goldclad sold-out crowd in Oakland with 33 points and 13 rebounds to go along with five blocks three steals. Guard Stephen Curry had a triple-double of his own but also committed eight turnovers. Curr y and Durant have been hailed as the best duo in the NBA but the Warriors guard said they were just trying to play good basketball. 'I'm not it's for us to debate,' Curry said. 'We're young, healthy, and playing a game we love.' With the win, the Warriors set an NBA record for most consecutive play-off

victories at 14. They are now two wins away from making their case as the greatest team of all time. Durant declined to comment on the winning streak, saying he was not going to take a step back until the team claims the Larry O'Brien trophy for its second time in three years. 'We're worried about the series right now, We're just trying to just stay in the moment.'he told reporters. James came out strong, with 18 first half points but struggled down the stretch on both ends of the floor, scoring just two fourth quarter points and turning the ball over four times. The game's defining sequence came in the third quarter when Curry used a dazzling display of dribbling to dart past the muchbigger James and finish with a layup off the glass. That basket pushed the Warriors' lead to 10 as Curry let out a scream and the crowd went into a frenzy. After the game James

said that despite losing by 19 points, his team played better that in the first meeting. 'I thought for the most part with the game plan that we had we tried to execute it as close as possible,' he told reporters after the game. 'Much more physical today than we were in Game One. And we forced them to 20 turnovers and they still beat us pretty good, so we got to be much better too,' he said. The game marked the return of Warriors coach Steve Kerr, who was sidelined earlier in April by persistent back pain following several surgeries. He said he intended to coach the team for the remainder of the best-of-seven series. While the Warriors are looking strong they will no doubt be keen to keep their foot on the gas. They had a 3-1 lead over Cleveland in last year's Finals before the Cavs stormed back to win it in seven games. Game Three is in Cleveland on Wednesday.
